NEW DELHI, FEB 16 (AGENCIES): Supreme Court will hear the petition filed against the sit-in protest against the CAA at Shaheen Bagh on February 17. In the previous hearing on February 10, the court had maintained that people are entitled to protest but they have to do so in an area designated for agitation. “There has to be an area for protest and one can’t block the entire road or the city,” the court said. The court in the last hearing had issued notices to Centre, Delhi government and state police on pleas seeking removal of protesters from Shaheen Bagh and sought a reply on the matter within a week. The PIL, filed by Dr Nand Kishore Garg and Amit Sahni through their lawyer Shashank Deo Sudhi, sought appropriate directions to the Centre and others for removal of protesters from Shaheen Bagh near Kalindi Kunj. It said that people in Shaheen Bagh are illegally protesting against the Citizenship Amendment Act (CAA) 2019, by blocking the common and public road connecting Delhi to Noida.

DIMAPUR, FEB16 (NPN): Eastern Naga National Workers Association (ENNWA) comprising of GPRN/NSCN, NSCN (Reformation), NSCN/ GPRN (Khango), NNC/ FGN, NNC/GDRN, NNC/ NPGN and NNC (Parent Body) under the Working Committee (WC) have rejected the statement of the Eastern Naga National Workers Union (ENNWU) which backed the proposed Pan-Naga Hoho as part of the final agreement. In a joint statement, ENNWA has said “Nagas of Nagaland will not accept the so-called Pan-Naga Hoho, without integration” since the proposed Pan-Naga Hoho would be “simply interpreted as political annexation of Nagaland.” ENNWA said twenty years of political negotiations with the government of India under WC place on record that the “political ambiguity of IM group has tormented the soul of Naga nationalism and people just for Pan Naga Hoho and that the FA (Framework Agreement) of 3rd August 2015, lacks clarity and transpar-

ency” adding FA resembled “ a discarded monument flawed from within and outside.” On the other hand, ENNWA said the “Agreed Position” signed between the government of India with WC/NNPG on November 17,2017 left “nothing to ambiguity or illusion” but outlined a clear political concept on who Nagas were and where Nagas are and what Nagas ought to be. It said the document took forward the spirit of the January 10,1929(Naga Club memorandum), August 14,1947 (Naga independence day) and May 16,1951(Naga Plebiscite” which are historical dates embedded in the “Agreed Position.” Questioning what is Pan Naga Hoho? ENNWA said Eastern Nagas of Nagaland and Myanmar heard of it only in the month of November 2019 and reiterated that “Naga freedom struggle cannot end with a Naga cultural body”. It said in the Naga context, “cheap lacklustre political lexicons such as –integration, suprastate, shared sovereignty, Pan Naga Hohoetc, coined

DIMAPUR, FEB 16 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) has claimed it has detected anomalies in transportation of food grains meant for providing free meals to school children from the age of 6-14 in Class I and VII under the government of India’s Mid-Day Meal Scheme (MDMS). In a statement, Information & Publicity wing of NPRAAF cited the government order dated September 30,2015for MDMS as specified in schedule II of the Act. NPRAAF claimed that Nagaland receives around 4000 metric tons of food grains annually that was equivalent to 80,000 bags(50 kg bag) in four instalments or quarter o914.35 metric tons or 10 lakh kgs or 20,000 bags each quarter. Citing unnamed sources, NPRAAF said the quantity is lifted from FCI godown by three carriage contractors- 112 quintals by an NGO from eastern Nagaland, 300 quintals by National Child Labour Project Scheme(NCLPS) and the remaining by a non-local contractor. According to NPRAAF, Nagaland received the 3rdquarter

(October to December 2019) and the 4th quarter (January to March 2020) respectively for the financial year 2019-20. It said the above were as per the directive of the under secretary Rajeev Kumar, Ministry of Human Resource Development (MHRD), Department of School Education & Literacy (Mid-Day Mean Division) government of India, New Delhi dated September 20,2019. On the number of children who are beneficiaries of MDMS, it cited records that there were 1,06,298 school children under government primary schools (unless it has been increased). However, NPRAAF said, food grain received from the government of India was in excess of the actual requirement and despite receiving such a huge quantity, the DoSE did not regularly implement the MDMS as per government of India’s guidelines. NPRAAF informed that carriage contractors receive payment at the rate of Rs.125 per 100 kgs as transportation charge to various destinations. While the role of carriage contractors was restricted to transportation, NPRAAF alleged

CAG detects anomalies in various govt. departments DIMAPUR, FEB 16 (NPN): Repor t of the Comptroller and Auditor General (CAG) for the year ended March 31, 2018, tabled at the recently concluded fifth session of the 13 Nagaland Legislative Assembly (NLA), detected financial anomalies in various departments. CAG detected anomalies with regard to implementation of North Eastern Council (NEC) funded projects. CAG stated that implementing departments paid Rs.44.29 crore without actual execution of the works. CAG also revealed that in the Department of Power (DoP) an excess payment of Rs. 22.50 crore was made to the suppliers by inflating the rate of materials/equipments. CAG has therefore recommended to the state government initi-

ate departmental inquiry to fix responsibility on officials involved. Besides, initiating probe CAG recommended that government consider filing FIR for the fictitious billing and payment of Rs. 38 lakh to the contractor for the works not executed. It also asked that the amount should be recovered. Under PWD (R&B) the CAG report revealed that two executive engineers of PWD (R&B) division paid Rs.18.08 crore to the contractors without execution of works. The CAG maintained that the government should ensure recovery of Rs. 18.08 crore and initiate probe and also fix responsibility on officers/ officials involved apart from filing FIRs. CAG also disclosed that payments were made for unexecuted items of

works under PWD (R&B). It has recommended recovery of a total of Rs.42.58 crore (Rs.13.80 cr, Rs.15.60 cr, Rs.8.76 cr and Rs.4.42 cr) from those contractors, besides action to be initiated to fix responsibility on erring officials for making excess payment and facilitating payment without actual execution of various items of works. Under Legal Metrology & Consumer Protection department, the CAG said that during joint inspection in July 2018, it detected that Rs. 60 lakh was incurred on fictitious procurement of 12 laboratory equipments. CAG therefore recommended that the department initiate action against the officials involved and recovery of the payment made fraudulently. Under Health department, CAG pointed out

that the Nursing hostel that was constructed was being utilized for other purposes and that Rs.24 lakh was paid to the contractor without execution of nine items of works needed to be recovered. In this regard, CAG has recommended the government to consider initiating a departmental probe for utilization of the hostel for other purposes other than the intended purpose and also initiate action for recovery of Rs.24 lakh besides fixing the responsibilities of erring officials responsible for making the irregular payment. Under Forest department, CAG also detected payment of Rs. 54 lakh, without ensuring execution of works under DFO Wokha. It has recommended to the government to initiate disciplinary proceedings and fix the responsibil-

ity on the erring officers/ officials and file FIR against those involved. NABARD loans (201318): CAG said payment of Rs.8.29 crore was made without actual execution of works and short execution of item of works in 29 projects. It pointed out that departmental charges of Rs.9.75 crore were irregularly deducted by the nodal department in contravention to the general terms and conditions of National Bank for Agriculture and Rural Development (NABARD) which entailed avoidable interest liability of Rs.2.13 crore. CAG also stated that the state government neither provided its share of Rs. 22.99 core in the budget nor released its share of funds to the implementing agencies.

It said the contractor admitted that food grains was re-polished then re-packaged before selling it to the highest bidder in the market. NPRAAF said that due to nonavailability of food grains, cooking cost, fuel or absence of cook, students entitled to MDMS as per National Food Security Act 2013, are not provided free meals in any school. It pointed out that the state government as per the Act Clause(c) or rule 2 was obligated to pay food security allowance for preparing MDMS by the 15th of the succeeding month.” (Cont’d on p-8)

NIA files charge-sheet against 2 for terror funding

DIMAPUR, FEB 16 (AGENCIES): National Investigating Agency (NIA) has filed a charge-sheet against two people, who are accused of allegedly financing terrorist activities of NSCN (I-M), a ANI report stated. The accused have been identified as Luckin Mashangva, a resident of Dimapur and Jaikishan Sharma of Tirap district in Arunachal Pradesh. A case was registered after the special team of Dimapur police seized Rs. 10,46,100 cash on August 28 last year from the possession of Luckin Mashangva and Jaikishan Sharma. The NIA has registered the case against both the accused under Sections 120B and 384 of IPC and Section 17 of the UA (P) Act, Sections 384 and 34 (Cont’d on p-8) of IPC, Sections 13 and 20

of UA(P) Act, and Section 7 of the NSR Act. “Investigation has established that accused Luckin Mashangva was a self-styled major of NSCN (I-M) and Jaikishan Sharma is a contractor in Tirap district of Arunachal Pradesh,” said NIA in a statement. “Accused persons were running an organised racket of extortion from several businessmen/contractors to finance the activities of NSCN (I-M). Accused Jaikishan Sharma managed to secure tenders of government works by threat, coercion, and manipulation, and then paid substantial money to the leaders of NSCN (I-M), thus raising funds for terrorist activities of NSCN (I-M),” added the NIA in the statement. of India, represented India in the programme. ATMA organises trainings, field day and demonstrations

DIMAPUR: Agricultural Technology Management Agency (ATMA) of different blocks conducted various programmes to educate farmers and locals on crops and to provide technical assistance. Botsa block: Botsa block conducted a field day and demonstration on “nursery bed preparation of onion” at Teichuma village on January 29. According to a press release, the programme was initiated by sub-divisional agricultural office (SDAO), Chiephobozou taking into consideration the IFADFOCUS project for which the farmers needed a handson demonstration and technical guidance for cultivation of the crops. Resource person of the programme Hainenle Tep, ATM Botsa block highlighted the need and importance of raising nursery beds for onion and a frontline demonstration of preparing nursery bed was also followed with discussion and feedbacks. Vizokhonyii Yhome shared about the importance of IFAD-FOCUS project in Nagaland and the economic importance of onion. The programme ended with participation and initiative of ATMA Botsa block, SDAO, Chiephobouzou and participation of the farmers. Altogether a total of 17 farmers attended the programme. block also conducted trainings on oyster mushroom cultivation and integrated nutrient management (INM) at SDAO, Chiephobozou on February 4. A farmers’ interest group (FIG) from Seiyhama village attended the trainings where mushroom spawns, bio fertilizers and plant growth promoters were distributed among farmers. Ahthibung block: ATMA Ahthibung block, Peren conducted farmers’ field day-cum-training and demonstration on January 27 at Phaijol village. The training saw cultivation practices of potato and sesame followed by demonstration on Vermicompost and zero energy cool chamber (ZECC). Farmers were trained on various cultivation practices of crops for better growth and productivity, seed treatment and its economic value for income generation. This was followed by demonstration on how to construct the vermicompost pit for storing vegetables for longer shelf life on zero ZECC. Resource persons for the programme were Lhaihoichong BTM, Keneinguno Sorhie ATM and Kevin Angami ATM. The programme was followed by BFAC meeting at Saijang village where farmers’ friends of the block discussed various problems faced at their field regarding crops, diseases and pests. Altogether 35 farmers attended

the programme. Panso block: Agriculture Technology Management Agency (ATMA) Tuensang, Panso block conducted field day on February 8 at Lengnyu village,with Kezhasalie and Anungba as resource persons. Respurce persons, Kezhasalie spoke on uses of bio fertilizer and various biocontrol agents on vegetable crops while Anungba gave an account on organic farming and its beneficial role. In the second session, group discussion and field visitation were conducted where problems were shared by farmers and various measures were provided by ATMA staff. Meanwhile, trainings on “bee keeping” and preparation of detergent for dish washer on February 10 and 12 were also conducted at Lengnyu council hall. Altogether, 25 farmers attended the programme. Tening block: ATMA Tening block organised a training and demonstration on “pig farming”, “spacing and layout of winter crops” and field day from January 15-17 at New Tesen village, Tening town and Tening respectively. Dr. Kekeipeu Nza spoke on the scientific developments in piggery farming and updated the farmers about modern methods and inputs in pig farming. He also spoke about disease management and feed management in pigs as well as other livestock. The train-

ing and demonstration was presided by Woshanthung Jamio, ATM Tening. Training and demonstration on spacing and layout of winter crops at Tening town was held with Rokozhalie Namdau ATM Tening as resource person. During the training, farmers were trained on spacing requirements of different winter crops as well as nursery bed preparation and preventive measures for pest and diseases. Farmer field day was also conducted at Tening on winter crops wherein Tening ATMA team along with farmers visited a horticulture field. During the visit, farmers were informed of the recommended practices that were to be followed for proper cultivation of winter crops. Sitimi block: ATMA Sitimi block Kiphire conducted training and demonstration on carrot cultivation at Sitimi village on January 15. Ke n i s a t u o K r u s e chaired the programme and resource person Hokato Achumi demonstrated on nursery bed preparation, with spacing of 25 - 30 cm apart. He also emphasised that weeding, thinning and earthing up should be done regularly after sowing. Altogether 13 farmers attended the programme. gla village, on January 23, with resource person ATM, Khriezelhou Seyie discussing on application of agriculture inputs with respect to crops, weather and its surroundings for increased and efficient yield. A press release from ATMA Mon stated that, demonstration on “Increasing shelf life of ginger with low storage structure” was conducted at Hongphoi village, on January 27, with resource person ATM, Manlen Konyak. ATMA Mon, Wakching block, also conducted activities at Namthai village on January 24 and 28, where training on Ratoon management of sugarcane was carried out and demonstration on pit system of planting sugarcane and silage making for small scale farmers was done. ATMA Mon, Aboi block, also conducted demonstration on the topic “Nursery bed preparation of Solanaceous crops” on January 28, at Ngangching village. ATM, Wanshom Konyak, highlighted on importance of preparing raised nursery bed and its benefits. A total of 12 members from Phangyang SHG attended the programme. The meeting was chaired by BTM Merenjungla BTM, various farming activities to be undertaken at block level were discussed. ATMA Kiphire stated that the field day trip was attended by farmers where Moakumzuk BTM, Longmatra block highlighted the objectives of the trip and encouraged the farmers to share their views and queries in order to have a better understanding of the farming system. He also emphasized about plant protection measures and air layering in litchi cultivation. Tripura to launch NPR drill in May

AGARTALA, FEB 16 (AGENCIES): The BJPled Tripura government has decided to launch the exercise to update the National Population Register in the state from May amid nationwide protests against the NPR, National Register of Citizens (NRC) and the Citizenship Amendment Act (CAA), reports The Telegraph . The government plans to deploy 11,000 officials, including 9,062 enumerators, 1,556 supervisors, nine principal census officers and 81 charge officers for the exercise, an official said on Saturday. “From May 16 till June 29, we will collect the

data for the NPR as part of the census operations. We shall conduct house listing and housing census in this phase. The second phase, to be launched next year, will comprise real census operation,” director of census operations P.K. Chakraborty said. In India, the census data will be collected in two phases. The first will start in April and will continue till September. For collecting data for NPR, the Registrar-General of India has given permission to use mobile app and paper survey and onlinebased self-enumeration in the second phase. “The Tripura State

Level Census Coordination Committee, headed by chief secretary Manoj Kumar, has decided to use mobile app only. The data for the NPR could be finalised faster through the mobile app operation and in case of poor Internet connectivity in hilly and bordering areas, the enumerators could enter the data and later upload it,” the official said. The NPR is a register of “usual residents” of the country. It is being prepared under provisions of the Citizenship Act, 1955 and the Citizenship (Registration of Citizens and issue of National Identity Cards) Rules, 2003. A “usual resident” is defined for the purposes of NPR as

a person who has resided in a local area for the past six months or more or a person who intends to reside in that area for the next six months or more. The objective of the NPR is to create a comprehensive identity database of every usual resident in the country. The Opposition parties, including the CPM and the Congress, are against this exercise as they alleged that by implementing NRC and NPR the BJP would divide the country based on religion. However, the BJP government, which has described NPR as the first step towards a nationwide NRC, claimed that there is no link between the two. The official said a series of decisions have been taken to carry out the NPR exercise, starting from training and capacity building for personnel and work allotment targets. A rally of Youth Congress supporters, on the other hand, raised “azadi” slogans while protesting against CAA, NPR and NRC at Manu in Dhalai district, 111km from here. Speaking at rally, Indian Youth Congress president Srinivas B.V. said Prime Minster Narendra Modi was trying to destroy the Constitution.

DIBRUGARH, FEB 16 ( AGENCIES): A suspected case of Coronavirus was reported from upper Assam’s Dibrugarh, reports Northeast Now news. A resident of Santipara area of the town, the man had arrived at Dibrugarh from Malaysia on February 7. He has been admitted to the Assam Medical College and Hospital (AMCH), Dibrugarh for suspected Novel Coronavirus on Saturday. After exhibiting symptoms of fever, dry cough, fatigue and muscle aches, he was admitted to the isolation ward of the hospital on Sunday. “The person had recently returned from Malaysia. He is being kept under medical surveillance at the isolation ward of the Assam Medical College and Hospital after he displayed symptoms of fever, cough, fatigue etc. His samples are being sent for testing and the results will be known soon,” a doctor said. As per protocol, patients with suspicion of coronavirus infection are kept in isolation for 14 days under observation.

GUWAHATI, FEB 16 ( AGENCIES): Centre has reportedly asked the highpower committee on Clause 6 of the Assam Accord to make certain changes in its final report, reports Northeast Now news. The term of the committee ended on Saturday and it is waiting for home ministry’s nod to submit the report. The committee had intimated the ministry on Thursday about the completion of its report but the ministry is yet to set the date for the “official” handing over of the report. Reports say Satyendra Garg, joint secretary in charge of the Northeast, ministry of home affairs, has requested to the panel make

certain specific changes in the report before submission. The panel has reportedly recommended introduction of Inner Line Permit (ILP) system in the entire State and protection of land rights of the indigenous people. It has also recommended taking 1951 as the cut-off year for extending benefits of constitutional protection. All the members of the committee agreed on the point that 1951 should be the cut-off year for identification of Assamese people who would be eligible for constitutional safeguards under the provisions of Clause 6 of the Assam Accord. In the job reservation, two views were included

in the report. while AASU seeks 100 per cent reservation but other members want 67 per cent. The panel further recommended creation of an upper House to ensure representation of all the tribal and ethnic groups. It has suggested measures for the protection of Assamese and other tribal and ethnic languages of the State along with protection of the cultural heritage of all communities. The committee further recommended implementation of all the clauses of the Assam Accord and asked the government to take the diplomatic initiative to deport the foreign nationals as suggested by the Supreme Court.

Plea to arrest Akhil Gogoi binned

GUWAHATI, FEB 16 (AGENCIES): The chief judicial magistrate’s (CJM) court here on Saturday rejected Guwahati police crime branch’s plea to arrest Krishak Mukti Sangram Samiti (KMSS) leaders Akhil Gogoi, Dhirjya Konwar and Bittu Sonowal in connection with a case related to the violence that broke out during the anti-Citizenship Amendment Act (CAA) protests in the city last December, reports The Telegraph. The trio are in judicial custody at Central Jail Guwahati in connection with a separate case registered against them by the

National Investigation Agency (NIA). The NIA had arrested Akhil on December 17 under the Unlawful Activities (Prevention) Act. Subsequently, the other two were also arrested by the NIA. Akhil’s counsel, advocate Manoj Deuri, said, “The crime branch prayed to arrest them in connection with a case (1/2019) and sought five days’ remand. But after we submitted before the court that since the trio have already been quizzed by higher agencies on similar charges, there was no need for further police custody. The court rejected the police’s prayer.”

IMPHAL, Feb 16: Manipur will be transformed into a “Golden Land” in the next five to ten years, chief minister N Biren Singh said, in an address after inauguration of newly constructed staff quarter of a state run healthcare centre in Thoubal district on Sunday. Singh said that the state government was fully endorsing Prime Minister Narendra Modi’s vision of ‘Sabka Saath, Sabka Vikas’. “When we uplift the lives of the poor people then there will be peace, prosperity and development in the society particular and in the state in general,” he said. Speaking at the union’s 53rd foundation day celebration at Bodofa House in Kokrajhar, Absu president Dipen Boro said, “According to Clause 9.2 of the Bodo Accord signed between the Union government and Bodo stakeholders on January 27, we exhort the government to do the needful for early rehabilitation of NDFB members.” Referring to the resolutions adopted in Absu’s special convention at Tamulpur in Baksa district on February 12 and 13, it urged early implementation of Clause 9.4 of the pact, which refers to withdrawal of criminal cases against members of all NDFB factions through “procedure established by law”, bring home all NDFB members and some civilians from the custody of foreign countries and

NEW DELHI, FEB 16 (PTI): Union Home Minister Amit Shah on Sunday suggested to the Delhi Police that it should be ready to deal with miscreants with “firm hands”, and at the same time remain calm despite “provocation”. At the 73rd Raising Day ceremony of the Delhi Police, Shah called it one of the leading metropolitan police forces in the country and the world which has foiled attempts to create disturbance without any fail. Citing a speech of the India’s first home minister Sardar Vallabhbhai Patel in 1950, he said, “Despite all the anger and provocation, Delhi Police should remain calm but it should also be ready to deal with the miscreants with firm hands to protect the people.” “I believe, on many occasions the Delhi Police has lived up to this advice of Saradar Patel,” the home minister said. He lauded the force saying it has helped the government on important occasions like celebrations of Independence Day and Republic Day, festivals and visits by foreign dignitaries. police is always welcome, it must also be kept in mind that more than 35,000 police personnel laid down their lives on the line of duty. The home minister, in his speech, also paid homage to the five Delhi Police personnel who lost their lives in the 2001 terror attack at Parliament building, and to Inspector M C Sharma who died in the Batla House encounter with terrorists. The event was also attended by Delhi Lt Governor Anil Baijal and his Puducherry counterpart Kiran Bedi, Delhi Police Commissioner Amulya Patnaik, and top officials from other agencies. On the occasion, the home minister presented medals to Delhi Police officers for their

meritorious service. Shah said that under the Delhi Safe City Project, the Centre has sanctioned Rs 857 crore for the safety and security of the capital city. As many as 10,000 CCTV cameras have been set up in the area covered by 165 police stations and the home ministry has sanctioned 9,300 more to ensure safety of women in the city, he said. About police welfare measures, Shah said the Centre has sanctioned Rs 137 crore for housing. The Delhi Police itself was constructing more than 700 residences for its personnel, Shah said and expressing confidence that the issue of residential needs would be solved in the near future.

NEW DELHI, FEB 16 (IANS): Congress leader Digvijaya Singh attacked Union Home Minister Amit Shah and asked him to withdraw the controversial Citizenship Amendment Act and say No to the NPR and the NRC. The Congress leader tweeted in hindi: “Today people of Shaheen Bagh will be meeting Amit Shah. Take three decisions, then there will be peace in the country, take back CAA, No NPR and No NRC. Otherwise follow the statement given by Mohan Bhagwat in Ahmedabad and resign.” The people of Shaheen Bagh, who are sitting on protest since December 15 demanding rollback of the CAA, is likely to meet the Home Minister on Sunday. The protesters have been demanding that the government should also withdraw NPR and give assurance on the NRC. The Supreme Court is hearing the matter that the protesters should be removed as the traffic from Noida to Delhi is blocked for the last two months due to the ongoing protest. The apex court is also hearing the petition on the CAA and the NPR.

A protesting woman told IANS, “Who is he to take this decision? This demonstration belongs to the people and I shall not visit him. NEW DELHI, FEB 16 (PTI): The Jamia Millia Islamia on Sunday clarified that it has not released the new video which is circulating on social media showing some men in paramilitary and police uniform beating up students in the university’s library on December 15. The 48-second video, which appears to be a CCTV footage, purportedly shows some seven to eight people in paramilitary and police personnel uniform entering the Old Reading Hall and beating up students with batons. Those in paramilitary and police uniform have their face covered. “It has come to our notice that some video with regard to police brutality in Dr Zakir Husain Library of the Jamia Millia Islamia (JMI) is in circulation. This is to clarify that the video has not been released by the

university,” the institute’s public relations officer Ahmad Azeem said. The video was released by the Jamia Coordination Committee (JCC), a group comprising JMI students and alumni. The group was formed after the alleged police brutality on the campus on December 15. The university had turned into a battlefield on December 15 as the police entered the campus to look for outsiders who were involved in incidents of violence and arson a few metres away from the educational institute during a protest against the Citizenship (Amendment) Act. According to the public relations officer, the JCC, which is actually a joint coordination committee of students and alumni of the university, is spearheading the stir against the Citizenship (Amendment) Act, the

National Population Register (NPR) and the National Register of Citizens on the Maulana Mohammed Ali Jauhar Road outside the university’s gate number seven. “This is to clarify that JCC is not an official body of the university. Any communication from JCC should not be taken as version of the university” Ahmad Azeem said said. “A number of Twitter accounts, Facebook pages and other users on different social media platforms are using Jamia Millia Islamia’s name, creating confusion among the people. The university’s official Twitter handle is @jmiu_official. EC, IIT-M join hands to develop new technology for voting ‘will begin march to Shah’s residence after permission’

NEW DELHI, FEB 16 (PTI): The Election Commission has collaborated with IIT Madras to work on a new technology which will allow electors to vote from far away cities without going to the designated polling station of their respective constituencies, a senior poll panel official has said. The project is at present in the research and development stage with an aim to develop a prototype, another official said. Explaining the ‘block chain’ technology involved in the project, Senior Deputy Election Commissioner Sandeep Saxena said the concept is a “two-way electronic voting system, in a controlled environment, on white-listed IP devices on dedicated internet lines, enabled with biometric devices and a web camera”. He, however, made it clear that voters will have to reach a designated venue during a pre-decided period of time to be able to

use this facility. It does not mean voting from home, Saxena explained, which is “anytime-anywhere-any device” and would require some more time and technological advancement. Explaining the technicalities, the Senior Deputy Election Commissioner told PTI that the “two-way block chain remote voting” process would involve voter identification and authorisation using a multi-layered IT enabled system working on the EC’s e-Governance award winning Electoral Registration Officer Network (ERO Net) using biometrics and web cameras. After a voter’s identity is established by the system, a block chain enabled personalised e-ballot paper (Smart Contract) will be generated. When the vote is cast (Smart Contract executed), the ballot would be securely encrypted and a block chain hashtag (#) will be generated. This hashtag notification would be sent to various

stakeholders, in this case--the candidates and political parties, the official said. The encrypted remote votes so cast would once again be validated at the pre-counting stage to ensure that they have neither been decrypted, nor tampered with or replaced. “Suppose there is a Lok Sabha election and a Chennai voter is in Delhi. Instead of returning to vote in his or her constituency or missing out on voting, the voter can reach a predesignated spot set up by the EC, say in Connaught Place, in a particular time window and can cast his vote,” Saxena said. He said such voters may have to apply in advance to their returning officers to exercise the option.Another top EC functionary, who refused to get quoted, said at present it is only a research and development project. If the technology is found to be “okay”, then only after stakeholder consultations and changes in the election

There have been demands from various parties that the Election Commission should ensure that migrant workers who miss out on voting as they cannot afford going home during elections to exercise their franchise should be allowed to vote for their constituency from the city they are working in. A bill to allow proxy voting for overseas Indians had lapsed following the dissolution of the previous Lok Sabha. The Law Ministry had also recently tweaked election rules to allow One Way Electronically Transmitted Postal Ballot System (ETPBS), enabling service voters consisting of personnel belonging to the armed forces, central para military forces and central government officers deployed at Indian missions abroad, to get their postal ballots electronically. They have to fill up the ballot papers and post them back.

agaland chief minister Neiphu Rio’s 202021 budget estimate was anything but a sugar-coated pill despite a hefty increase of Rs.21,068.85 crore against Rs.17,606.48 crore for 2019-20. The two financial years show that the 202021 budget has an increase by Rs.3462.37crore. Earlier when Rio presented his 2019-20 budget the estimated deficit was Rs.1,611.98 crore while in his 2020-21 budget ,the deficit was estimated at Rs.2358.81 crore. No new tax was proposed in the 2019-20 budget but in the 2020-21 budget Rio raised duties on petroleum and also on transport and heavy machineries. There is no debate that the huge financial deficit faced by the government of Nagaland should have ignited spontaneous clamour for stringent austerity drives by cutting down on unproductive entertainments, funding token populist projects etc. It remains to be seen as to how the state would be able to greatly reduce this huge deficit since it is less likely that the Centre would grant a substantial amount to do that. Even raising new taxes will not be able to make up the deficit. The consequences of such a situation will only lead to continuation of an inability to provide for state share for central projects. It will be wrong to blame the financial mess on the politicians only. Bureaucrats in Nagaland have also been responsible, if not mostly, for fiscal indiscipline. Part of the problem is that handling of the finance portfolio seems to be confined to meeting the requirements of politicians in getting money to spend . However the ‘getting’ is mostly from the Centre with very little scope for own revenue income. More money does not necessarily translate into improvement of the economy or funding projects to achieve a significant improvement of the condition. If there is another area where the state government needs to look at seriously in order to bring about some measure of financial accountability for enforcing prudent and judicious use of funds. The core issue of good governance is much needed to promote a conducive climate for economic progress. The understanding of proper budgetary management is the saying that one should cut one’s cloth according to one’s size. In this regard, austerity is called for. The state has one of the highest rate of employed in the government, which is eating away around 60% of the budget. This has left very little for needed development projects. The 14th Finance Commission has suggested that planning needs to focus on demography and the GDP of a state and also linking outlays to outputs and outcomes. A state with hardly 20 lakh people and with around 1,40,000 employed which continues to grow. Now there was this suggestion to bring down the number but it is easier said than done. It is quite interesting, that the government continues to hold the belief that the annual ten-day event –Hornbill Festival- has been a roaring success in terms of estimated revenue for unidentified beneficiaries. The benefits out from the ten-day event is essentially a far stretched argument. What ought to be the focus is in for the government to play a catalysing role for progress and not a key player. This will encourage private participation and an all-year round engagement beyond a ten-day event. The fundamentals of economic infrastructure such as power, roads, telecommunications, municipal services etc. is another area where the State will need to consider in playing a continuing catalytic role.

Communitization policy in Nagaland government schools (From previous issue) How can teachers teach in the school without being paid 4 to 8 months salary in a year? How can teachers teach if there are no students in the school? Is Naga Society such so advanced to insult Government teachers? Under whose idea Government teachers are not being paid for more than 4 -8 months on a regular basis. Is it the present Government policy of good governance or community ideas to lead teachers to keep proxy and blaming the teachers’ community in the ground level or is this the award and respect we Nagas give to our dedicated Government teachers. If there were no Government teachers in Nagaland for the past 30-40 years ago, I’m sure today many officers or intellectual people who are insulting teachers today might be in the villages cutting firewood, or doing paddy field, and fishing in the rivers. During my field research interview, one elderly teacher who was a District Teachers Awardee, told me that he was never absent in his school since 15 years of teaching in primary school but these days, whenever I go when I say I’m teaching in the Government school in the village, people look down at him in many ways. Is this is the Naga society’s respect for honest Government teachers today? It is high time Government and community play major roles to respect honest and dedicated teachers because of few lazy teachers all honest and dedicated teachers should not be blame and ignore, as there are many honest, sincere and dedicated teachers in Nagaland even today who are praying for the Naga future. Today, in Nagaland, there are lots of qualified teachers but it is seen from the sources, many upgraded schools is running by RMSA and SSA, Hindi teachers, however they are given step motherly treatment by the Department in paying of their salary since their appointment. How can we expect such teachers to be dedicated when we don’t provide the basic necessities? How can we force such teachers to be regular in the school when department don’t pay their salary for more than 4-8 months? Did anyone in the society ever imagine such life conditions? Is this is the gift we Naga people are trying

to give freely to Government teachers. One SSA teachers told me that since the date of his appointment in 2013, his salary is not regular, and receiving their salary is a long procedure in the salary disbursement process in the country. He said to get last 4 to 8 month pending salary, SSA group official/ executives has to go at least 10-15 phone calls to official in-charge and visit at least 10 times to SDEO/DEO office and School Education Directorate office and sometimes to Secretariat Kohima to meet School Education Secretary office after that the Directorate and its people ask to go to the finance department and sometimes the department official would ask them to go to the CMO office as the file had gone to the Chief Minister’s office, and wait for a month, and some time errors in the files, then only they get salary hardly for 1/2 months pending salary. This procedure continues. How can we expect such category of teachers to be regular when their salary is not being paid? Do they not have family or are they not living beings? Last but not the least, I would say that in Nagaland, communitization policy has many positives stories however, the negative impact can be seen at grass roots level after the implementation of SSA/RMSA Scheme, it is high time the Government and department to actually look into the matter seriously, if needed communitization policy can be declared null and void if mechanism authority is having problems in taking an action and checking the proxy teachers. Moreover, irregular and lazy teachers can be terminated if found guilty and give chance to unemployed youth who are willing to serve for the Naga generation but firstly mechanism authority must do some homework to see the reason behind the proxy. Is it the fault of Teachers or Department or VEC/Community regarding the proxy? Are teachers are in the middle, no students in their school and VEC forcing them to keep proxy or is the department keeping qualified teachers in the zero enrollment schools and just blaming the teachers without their action using different agendas or teachers are irresponsible, they want salary and are not willing to teach.

Recently education department has notified with regard to the Teachers Dairy to be implemented from this academic session, it is a positive approached. Besides, it is good that if authority should also see the actual condition of the school before implementing teachers’ diary whether the school is actually running with students or not? Why don’t authorities transfer teachers from such school to the right places/ school where teachers are shortage instead of speaking about proxy in the media every time? It is high time the department should rationalize the schools, as it is conclusion from many sources that due to qualified teachers posting and keeping in fewer enrollments and zero enrollment GHS/ GMS schools invite proxy teachers in Nagaland. Moreover, New Education Policy emphasis on Multilingualism, School Based Assessment (SBA), in the teaching process, more educated and more updated teachers is needed in the present education system, it is a high time Government/department and different NGOs working in the education field should focus more on skill development training and refresher course amongst the teacher’s community to update latest information for better teaching in the school. Budget deficit vis –a –vis backdoor appointments in Nagaland

T

he DAN Government in the year 2003, the first non-Congress party Government in the state of Nagaland after fifteen years of Congress rule. In view of the generous grant of Rs. 365 Crores, the Hon’ble Prime Minister package of Rs. 1050 Crores and the highest step up in plan allocations from Rs. 424 Crores in 2002-03 to Rs. 760 Crores in 2003-04, an increase of Rs. 336 Crores, the budget in 2003 was presented with a projected surplus of Rs. 18.47 Crores. The non-Congress Governments are in continuous rule in the State till date. The Hon’ble Chief Minister who holds the crucial portfolio of Finance had presented the budget for the year 2020-21 on 13-02-2020 with an accumulated estimated closing deficit of Rs. 2358.81 Crores. The astronomical increase of budget deficits speaks volumes of fiscal indiscipline, mismanagements, corruptions etc by successive governments since 2003. It requires a serious introspection and prompt corrective measures especially by the people in power. In view of the economic slowdown of the country the state share of Taxes is reduced, delay in payment of the state share of the GST and the unreleased Civil Deposits, net payment of the Seventh ROP the projected deficit may increase. The common public is further burdened by the enhancement on the rate of duty on diesel from 10% to 14.5%, from 20.38% in petrol and motor spirit to 25%, raising the road maintenance cess on petroleum products from Rs.1.50 paise per litre to Rs.2 per litre. In view of the present highest inflation in the country, the recent steep hike of the price of LPG cylinder by the Central Government and the aforesaid proposed increase in petrol and diesel prices by the state, the price of essential commodities shall continue to rise and make the lives of the common people more miserable. The state of Nagaland was established through a political agreement in the year 1963. In view of political necessities, backwardness and to facilitate adequate representations in the initial years, people were appointed without interviews in most of the subordinate and ministerial services. In the year 2003, the total number of government servants were about 95,000 to 96,000 and which has been presently increased to about 127889, it is inclusive of 14220

CSS employees as per the latest official record. The public employment in Nagaland had reached a saturation point. The successive governments due to lack of industries and private entrepreneurship in the state could not streamline the appointments in government jobs. The State Government as a model employer over the years, could not maintain fairness and transparency in public employment. All successive governments are guilty of backdoor appointments. The budget for the year 2020-2021 project a receipts of Rs.20826.02 Crores and expenditure of Rs.21049.87 Cores. A break up of the expenditure: Non– development expenditure of Rs.8715.30 Crores, debt servicing including repayment of WMA at Rs.6241.42 Crores and a meagre expenditure on development including CSS at Rs.6093.15 Crores. The expenditure on development is about 34% of the total budget and which is subject to receipt of the CSS from the Central Government. The remaining 66 % to be spent mainly on debt servicing and salaries, pensions etc. The problem shall be further compounded since the actual net payment of the Seventh ROP of all the state employees shall be with effect from 01-03-2020. As clearly admitted by the Government in the budget speech dated 13-02-2020, the ratio of Government employees to the population in Nagaland is among the highest in the North East and perhaps even in the country. The time has come for the State Government to take a drastic step before the state lands up in a perpetual debt trap. A report as published in the India Express on 26-06-2019, Nagaland has the highest un - employment rate among the states at 21.4%, and Meghalaya the lowest at 1.5%, figures tabled by the Government in Parliament reports. Periodic Labour Force Survey for 201718 which had been reported earlier, even if Union Territories are also included in the comparison, Nagaland still tops the list. The India unemployment rate as on December, 2019 was 7.7%. Unless and until there is a paradigm change in the educational system, change of mental attitude of the youths from a Government job seeker to private entrepreneurship, to be a job creator not a seeker and respect for dignity of labour, there is no light at the end of the tunnel. HYDERABAD, FEB 16 (PTI) Finance Minister Nirmala Sitharaman on Sunday said the 2020-21 union budget was prepared keeping the FRBM (Fiscal Responsibility and Budget Management) in mind even as she maintained she would be remembered for presenting the “longest prepared budget” than for “longest speech” on it. “So in a way all these (measures) and more has been done that the FRBM, as an Act, we have to keep in mind and also comply with it. So we have not really breached the FRBM. We have not gone outlandish on it. “We have kept fiscal discipline, which is a USP for both the Atal Bihari Vajpayee government and also for the Shri Narendra Modi government,” she said. The Centre had earlier said it was committed to reducing fiscal deficit -- the gap between total expenditure and revenue -- to 3 per cent of Gross Domestic Product (GDP) by 2020-21

and eliminate the primary deficit as per the FRBM Act. The government has utilised ‘escape clause’ under the FRBM Act, which allows the Centre to breach its fiscal deficit target by 0.5 percentage points at times of severe stress in the economy, including periods of structural change and when growth falls sharply. The Union Budget earlier this month raised the fiscal deficit target to 3.8 per cent of the GDP for 2019-20, from the 3.3 per cent pegged earlier, due to revenue shortage. The Minister was addressing a gathering of industry representatives and trade here. Sitharaman said the budget was prepared between July last year and February this year, with inputs from all stakeholders, including various ministries. “It was probably for the first time, many people do tell me, for the first time, this was the longest speech. I would rather be remembered in fact that it was the longest prepared budget between July

and February,” she said. Replying to query, she said the government is trying to reduce the dependence of the pharma industry on API (Active Pharmaceutical Ingredient). “We were at one point of time dominant producers of API. Today we don’t any of them left. The government is of course is spending a lot of time on how best we can encourage production of the API... So some work is going on partly addressing the issue,” she said. Sitharaman said the capital stressed MSMEs were offered additional

terms loans through their respective banks and given them additional working capital. On GST, she said from April 1, a “simplified regime” will begin, also to ease the technical glitches if any. She asked the Central Board of Indirect Taxes and Customs to reach out people and clarify their doubts. “I donot want any more doubts on GST. 1st of April onwards we are bringing a simplified compliance regime for the GST and that has already been final-tested. So GST glitches because of the system will be completely addressed,” she added.

NEW DELHI, FEB 16 (PTI): Power producers’ total outstanding dues owed by distribution firms jumped nearly 50 per cent to Rs 88,177 crore in December 2019 over the same month previous year, reflecting stress in the sector. Distribution companies (discoms) owed a total of Rs 59,015 crore to power generation companies in December 2018, according to portal PRAAPTI (Payment Ratification And Analysis in Power procurement for bringing Transparency in Invoicing of generators). Kim paid tribute to his predecessor at the Kumsusan Palace of the Sun in the capital Pyongyang. After his death, Kim Jong-il was made “Eternal General Secretary” of the secretive communist nation. Kim Jong-un laid flowers before the embalmed bodies of his father and grandfather, Kim Il-sung, who founded the Democratic People’s Republic of Korea in 1948, Efe news reported. Kim paid the “highest tributes” to his father. He was accompanied by

It did, however, publish images of the ceremony, which showed that Kim’s entourage was smaller than in previous years. he 65th Amazon Filmfare Awards 2020 were held on February 15 in ‘Awesome’ Assam. This was the first edition of the award show which was held outside Mumbai. The who’s who of Bollywood graced the

event by their presence and dressed their sartorial best. The event was hosted by Karan Johar, Varun Dhawan and Vicky Kaushal. Zoya Akhtar’s directorial ‘Gully Boy’ emerged as big winner of the night.

The film bagged several awards including the most coveted Best Film. Kartik Aaryan, Ranveer Singh and several other tinsel town stars entertained the audience with their power-packed performances.

ctor Sidharth Shukla on Sunday beat nemesis Asim Riaz to emerge as the winner of reality show “Bigg Boss” Season 13. Shukla is best known for TV shows “Balika Vadhu” and “Dil Se Dil Tak”. He made his Bollywood debut in 2014 with “Humpty Sharma Ki Dulhania”, which starred Varun Dhawan and Alia Bhatt in the lead. Throughout “Bigg Boss 13”, the actor stayed in news for his aggressive behaviour towards fellow contestants. His rivalry with Asim was one of the biggest talking points of the Colors TV show and many fans expected the final competition to be between them. Besides Sidharth and Asim, four other finalists of the show were Shehnaaz Gill (Sana), Rashami Desai, Aarti Singh and Paras Chhabra. Shehnaaz, who was known for her closeness to Sidharth, was the second runners up while Rashami came fourth. Paras, hailed as a gamer on “Bigg Boss”, was the first to leave the house during the finale as he took Rs 10 lakh prize money that the show offered the six finalists. Then, Aarti’s mother came inside the house to take her out with her.

Asim, Sana, Rashami and Aarti have won themselves tickets to Yas Island in Abu Dhabi, as announced by the show’s host Salman Khan. eteran screen and stage actress Lynn Cohen, who was best known for playing Magda in the hit TV series “Sex and the City” and its two film versions, has passed away. She was 86. The cause of death was not given in the announcement made by her management company, deadline. com reported on Saturday. She had featured in many TV shows like “Damages” and “Law & Order”. She also made guest appearances in “The Marvelous Mrs. Maisel”, “God Friended Me”, “Chicago Med” and “Master of None”. As for films, Cohen co-starred as Golda Meir in the Oscar-nominated Steven Spielberg film “Munich”. She also appeared in “The Hunger Games: Catching Fire” and more. She also showed her

acting skills on the stage. Her stage roles on Broadway included “Orpheus Descending” and “Ivanov”. She was a staple in the New York Theater community, earning her Lucille Lortel and Drama League Award nominations, along with the New Dramatists’ Bowden Award, Fox Fellow, Lilly Award and the Richard Seff Award. She is survived by her spouse Ronald Cohen. No memorial plans have been announced till now. (IANS)

The 39-year-old told Stellar magazine that it was a difficult time and she was “heartbroken” by the response to the photos, reports dailymail.co.uk. “I beat myself up over it. I was taking diet pills and pinching my fat until it bruised,” she said. “People were used to seeing me washing a car in a bikini as Daisy Duke in ‘The Dukes Of Hazzard’,” she recalled. There is also chapter in her memoir dedicated to her fat-shaming experience, titled: “Death by Mom Jeans”. Talking about the experience on a TV show, she explained that she was just a size four at the time. “This picture that circulated and went worldwide broke my heart,” she said while promoting her memoir. New Delhi, Feb 16 (IANS): The Board of Control for Cricket in India’s (BCCI) second Apex Council meeting on Sunday saw the officials decide on playing one Day-Night Test in Australia and also approved a budget of Rs 2 crore on an ad-hoc basis to the Indian Cricketers’ Association (ICA). This apart, the officials also decided to speak to D.K. Jain before taking a call on the term of the ombudsman. Speaking to IANS, an Apex Council member said that a decision was taken that India will play a D/N Test when they tour Australia at the end of the year. “It has been decided that Virat Kohli and the boys will play a Day-Night Test when they tour Australia at the end of the year. We did have a talk on the idea and it was felt that the request from Cricket Australia can definitely be honoured,” the member said. Asked about the funding to the ICA, the member said that a total budget of Rs 2 crore has been approved as of now and a revised presentation needs to be made before release of future funds.

The schedule for the league phase, which was accessed by IANS, was sent to the franchises on Saturday. The dates for

the knockouts will be announced later. Apart from the openin day and the last day of the league stage, which will be on March 29 and May 17, respectively, Sundays will feature two matches. In a first, there will be no double headers on Saturdays. To accommodate the extra matches, the league stage has been extended by a week. The league stage for the 2020 season will thus be 50 days long, as op-

posed to 44 days last year. The last league game will be between Royal Challengers Bangalore and Mumbai Indians. All seven franchises except for Rajasthan Royals have retained their home bases. The Royals have been offered two home venues -- Guwahati and Jaipur -- as options as the Rajasthan High Court is yet to decide on a PIL filed on the matter. Punjab FC played the first half looking to maintain possession and ended the first 45 minutes with 67 per cent of the ball. ability Forum and Prodigals Home in collaboration with the Indian Blind Football Federation which is the first of its kind in Nagaland. During the second day, blind football demo match was played between Meghalaya and Shillong team, wherein Shillong emerged victorious by a

Whirlwind Chennaiyin down ATK 3-1 Kolkata, FEB 16 (AGENCIES): Chennaiyin put on a fine display away from home to seal three crucial points against ATK in a 3-1 result in the Indian Super League (ISL) on Sunday at the Salt Lake Stadium. Antonio Lopez Habas made just one change to the ATK lineup which defeated Odisha FC in their last match. Anas Edathodika replaced Michael Soosairaj.
