NLA passes `21,068.85 cr budget

KOHIMA, FEB 15 (NPN): Nagaland Legislative Assembly (NLA) on Saturday passed Rs.21,068.85crore budget for the year 2020-21 by voice vote on the concluding day the fifth session of the 13th NLA. Leader of the House and chief minister Neiphiu Rio, who also holds the crucial finance portfolio, had presented the Rs.2,358.81crore deficit budget for 2020-21 on February 13, 2020. In his concluding reply on the budget discussion in the assembly Saturday, Rio said that the huge increase in deficit was on account of the reduction in the share of central taxes in the Union Budget. Rio explained that the Budget Estimates of 201920 of the Union Government, the amount due to be transferred to the State of Nagaland as Share of Central Taxes for the year 201920 was shown as Rs. 4,206 crore. However, he said that in the revised estimates of the Union Budget, the share of central taxes due to be paid to Nagaland was reduced to Rs. 3,267 crore, less by Rs. 939 crore. He said

In an order, DC Mon, Thavaseelan K, said this was necessitated in the interest of public health and safety. DC said the order would remain active till further notice. The order comes following declaration of COVID-19 as public health emergency of international concern by the World Health Organization and as per the directives of the state government.

had there been no reduction in the share of central taxes, the deficit would have stood at Rs. 1,296 crore. Rio said that since the state budget had already prepared for the new financial year based on the Budget Estimates of Centre, the reduced amount became a deficit. He, however said the state government still managed to keep the deficit at Rs. 2,234.85 crore because of improvements in state’s own revenues and savings. Without improvement in the revenue collections, Rio said the deficit would have actually been Rs. 2,551.01 crore. he said an amount of Rs. 1.50 croreis being provided for the initiative. On state GSDP for 2019, he said the figures were not available since the process of data collection would commence in only by February 2020. He said Agri and Allied Sector which contribute the largest component of 33% to GSDP of the State was growing at a steady rate of growth of 12%. He said the sector underwent a brief period of negative growth during 2015-16 and 2016-17 mainly due to decline in the livestock and mining and quarrying sector. Rio said the mining sector continued to witness negative growth upto 2017-18. Rio said secondary sector like food processing, manufacturing, energy production, hotels and restaurants, transport and communication contributed about 12% to GSDP.

DIMAPUR, FEB 15 (NPN): The department of school education (DoSE) has directed 438 teachers, who were found keeping their proxies in their place of posting during the verification drive carried out by the department officials in 2019, to immediately report to their respective schools. In an order, the principal director School Education, Shanavas C, said that it was unbecoming of a government servant and violation of Rule 4 of the Nagaland Government Servants Conduct Rules,1968. The department has also directed those teachers to send two photographs of them (one in front of the school, and the second one teaching inside the classroom) to the mail id (empreports. dosenl@gmail.com) every working day, unless directed otherwise, from their own email ids registered with the department. Those who not have email ids or do not know their email ids registered with the department have been directed to submit the same through the concerned SDEO/DEO before sending daily reports. Failure to comply with the directive, the department cautioned that strict disciplinary action including suspension/termination from service would be initiated.

AU R A N G A B A D / AHMEDABAD, FEB 15 (PTI): Persons holding peaceful protests against a particular law cannot be termed as traitors or anti-nationals, the Bombay High Court said while granting permission to a few people to sit on an indefinite protest against the Citizenship Amendment Act in Beed district. The Aurangabad bench of HC on Thursday noted that the petitioner and his companions only want to hold a peaceful agitation to show their protest. A division bench of Justices T V Nalavade and M G Sewlikar was hearing a petition filed by one Iftekhar Shaikh challenging a January 31, 2020 order passed by a magistrate and a January 21, 2020 order of the police refusing them permission to sit on an indefinite protest at Old Idgah Maidan in Majalgaon in Beed district against the CAA. “This court wants to ex-

press that such persons cannot be called as traitors, anti-nationals only because they want to oppose one law. It will be act of protest and only against the government for the reason of CAA,” the court said in its order. The bench noted the orders passed by the magistrate and police were only because the petitioner and his companions wanted to agitate against CAA. It said, presently, such agitations were going on everywhere and there was no whisper of agitations of other nature in this region. “We must keep in mind we are a democratic republic country and our Constitution has given us rule of law and not rule of majority. When such act (CAA) is made, some people may be of a particular religion like Muslims may feel that it is against their interest and such act needs to be opposed,” the bench said in its order.

DIMAPUR, FEB 15 (NPN): Nagaland Pradesh Congress Committee (NPCC) has demanded for an “non-partisan enquiry commission” to probe in to the backdoor appointments in the state. In a press note, NPCC president K. Therie called upon the legislators, representing the backward communities, to collectively take a stand and look in to the discrimination against backward reservations caused by backdoor appointments and nepotism. “It will be appropriate to enquire through a non-partisan enquiry commission. If nothing can be done in development, at least protect the reserved quotas,” Therie stated. On the state budget, Therie said that the total budget as explained by finance minister was for government employees, debt servicing and deficit. He also pointed out that the government had hidden the ‘Civil Deposit’, which would impact cash outgo during the current financial year. “We don’t know what exactly will be left for development after payment of Civil Deposit and levelling the Deficits after which, monkey justice will be done to the little left over,” he said. Therie said the Finance minister admitted that more than 65% was spent on non-plan salaries. KOHIMA, FEB 15 (NPN): State Planning & Coordination and Land Revenue minister, Neiba Kronu Saturday informed the Assembly that his department has drafted the Nagaland land laws and was with the Law and Justice department for vetting. Replying to concerns raised by Leader of Opposition, T.R. Zeliang on the inability of the people of the state to avail loan by mortgaging land in banks, the minister said Nagaland is still using the Assam Land Laws of 1876, which was amended in 1978 and 2002. Kronu said the draft of the Land laws was prepared in order have “absolute Right of Way” and assured the house that the draft would be tabled in the next assembly session for consideration. DIMAPUR: District Mental Health Programme (DMHP) District Hospital Dimapur conducted “life skill training” for school teachers on February 14 at St. Joseph Higher Secondary School (SJHSS) Chumoukedima. DIMAPUR, FEB 15 (NPN): Reacting to the controversial appointments of over 900 police recruits, the Kohima Sümi Students’ Union (KSSU) Saturday said slammed the home department for “rampant backdoor appointment practice in its own department.” In a KSSU president Benison V Shohe and assistant general secretary Tomika V Chophy appreciated the Naga Tribal Union Chümoukedima Town (NTUCT) for bringing out the fact in the public domain and affirmed that the union would go to any extent to stop corruption in the state. Even as chief minister announced in the assembly that a committee would be set up to review the entire appointment system in the government, the KSSU stated

that “mere lip service to create a committee” should not be “justification of the case.” Claiming that excess appointment was going on in other departments also, the union called upon every concern citizen to condemn such act. KSSU stated that it was high time for the state government to curb corrupt practices before it was too late. Meanwhile, KSSU stated several student bodies led by NSF have been demanding setting up Staff Selection Board (SSB), but to no avail thus far. Expressing dismay that selection was not done on basis of merit but through unfair means, KSSU said that “malice practice” should be discontinued. NNC holds central executive council meeting

Oppn raises Kohima by-pass road issue Correspondents KOHIMA, FEB 15 (NPN): Opposition MLA, Khriehu Liezietsu Saturday questioned the government as to why the construction of Kohima by-pass road was made into two-lane instead of four-lane. Raising this issue during the discussion on cut-motion of the budget, Khriehu sought a response from the minister in-charge. Supplementing Khriehu, Leader of Opposition, T.R. Zeliang demanded to know that when the Ministry itself had sanctioned for construction of four lane road, why did the government revert to tow-lane. Moreover, he said he No objection Certificate was already issued by Meriema and Kohima village for the said project. He further cautioned that once people start to settle by the road side, there will be no more provision for construction of four-lane in the future. Police said that miscreants lobbed the hand grenade at the residence of Oinam Jugindro at Top Siphai under Wangoi police station of Imphal West district today, around 10 am. Police recovered the unexploded hand grenade from the kitchen garden on the side of the main entrance gate of the residence. The same was later disposed at a safe place. Police is yet to establish the motive behind the failed bomb attack at a time when the party (MPP) is reeling under leadership crisis. AGARTALA, FEB 15 (IANS): As part of the countr y-wide exercise, the BJP-ruled Tripura is getting ready to collect the necessary data to prepare the National Population Register (NPR), officials said on Saturday. Tripura Census Department Director Pradip Kumar Chakraborty said that to collect the NPR data in Tripura from May 16 to June 29, training of around 11,000 enumerators would start soon. “Tripura Chief Secretary Manoj Kumar held a meeting with all concerned on Thursday to finalise the plan to collect information for the NPR. The exercise would be done with the involvement of the district administrations,” Chakraborty told IANS. NEW DELHI, FEB 15 (PTI): Prime Minister Narendra Modi has urged scientists to focus on real-time social issues being faced by the country such as malnutrition by providing value addition in agricultural products. Chairing a meeting of the Council of Scientific and Industrial Research (CSIR) Society here on Friday, Modi emphasised on the importance of developing virtual labs so that science can further be taken to all

students in each and every corner of the country. According to a statement from the Prime Minister’s Office, he spoke on the need to attract young students toward science and further strengthen scientific acumen in the next generation. The prime minister also suggested measures to enhance collaboration in research and development projects among Indians working in different parts of the world.

Asking scientists to work on the aspirational needs of India, he said there is a need for CSIR to focus on “real-time social issues that India is facing such as malnutrition” through value addition in agriculture products, and water conservation. PM Modi listed 5G wireless technology, artificial intelligence and affordable and long-lasting batteries for renewable energy storage as some of the emerging challenges which the scientists need to focus on. He highlighted the need to combine traditional knowledge with modern science to develop world-class products. The prime minister also spoke about the importance of commercialisation of innovations, the release said. Don’t interfere: India to Erdogan over his Kashmir comments NEW DELHI, FEB 15 (PTI): India on Saturday criticised Turkish President Recep Tayyip Erdogan for raking up the Kashmir issue during his address at the Pakistan Parliament, and asked him to desist from interfering in India’s internal affairs. External Affairs Ministry spokesperson Raveesh Kumar said India rejects all references made by the Turkish President on Jammu and Kashmir, asserting that the union territory is an integral and inalienable part of India. In his address at a joint session of Pakistan’s Parliament on Friday, Erdogan compared the “struggle” of Kashmiri people with that of the fight by Turkish people against foreign domination during the World War I. Kashmiri people have suffered for decades and their sufferings have increased following “unilateral steps taken in recent times”, Erdogan said refer-

will arrive at the Ahmedabad airport and will be taken to the Ashram, and then to the Motera stadium. The journey along the route has been converted into a road show where the dignitaries will be welcomed by people. Various tableaux depicting the cultural heritage of the country have been arranged. “The entire vicinity of the airport area, the roadshow, the Sabarmati Ashram and the Motera stadium will be supervised by the Ahmedabad police. More than 25 IPS officers, 65 Assistant Commissioners of Police, 200 police inspectors, 800 police sub-inspectors and around 10,000 police personnel will be deployed. Teams of Special Protection Group (SPG) have already arrived in the city and are reviewing the security. The NSG’’s anti-sniper units will place themselves at strategic locations. The Bomb Detection and Disposal Squad (BDDS) units have already

People from various districts have also been personally invited to the inauguration. Every visitor to the stadium will be a personally invited guest,” said Patel. 4 children killed as school van catches fire in Punjab; CM orders probe CHANDIGARH, FEB 15 (PTI): In a ghastly incident, four children were burnt alive when a private school’s mini van carrying students caught fire in Punjab’s Sangrur district on Saturday, police said. The accident took place on the Longowal-Sidsaachar road, they said, adding 12 children were in the van at the time of mishap. While eight children were taken out safely by people working in nearby fields, four, including a girl threeyear-old girl, were charred to death, they added. Punjab Chief Minister Amarinder Singh ordered a magisterial enquiry into the incident. “Ver y sad to lear n of the news from Sangrur where we lost 4 children because their school van caught fire. Injured have been rushed to the hospital.

Faesal, who has been under detention after scrapping of Jammu and Kashmir’s special status, was booked under the PSA on Friday night, according to the sources. Former chief ministers Omar Abdullah and Mehbooba Mufti were also booked under the PSA on the night of February 6, barely a few hours before their preventive detention was to end. The PSA has two sections -- ‘public order’ and ‘threat to the security of the state’ -- the former allows detention without trial for six months and the latter for two years. Faesal was stopped from taking a flight to Istanbul at the Delhi airport during the intervening night of August 13 and 14 last year and flown back to Srinagar, where he was detained. The former bureaucrat from Jammu and Kashmir had floated the Jammu and Kashmir Peoples Movement party after resigning from the Indian Administrative Service (IAS).

or too long has the issue of candidates with criminal background who contest elections and some who eventually get elected, was restricted within the domain of heated debates and feelings of indignation. However, the Supreme Court bench headed by Justice Rohinton F Nariman and Justice S. Ravindra Bhat took note of this "alarming" rise in candidates with criminal charges being in the fray and said it was high time the top court uses its extraordinary powers in the interest of informed citizenry. The apex court has issued a series of directives on political parties and government to respond within a time frame. The court’s indignation is reflected by the official statistics where, as many as 43% of the current Lok Sabha MPs who were elected in 2019 have criminal cases pending against them. The records also point out that in 2004, 24% of members of Parliament (MPs) had criminal cases pending against them, while in 2009, that went up to 30%, in 2014 to 34%. As per the court’s directive, all political parties that field candidates with criminal records must from now on tell the public why they have chosen tainted candidates over those with clean records. The Supreme Court also handed down a series of directions aimed at checking the criminalization of politics. Hitting out at the immorality of elections, the apex court clarified that the parties cannot cite the winnability of candidates as the only justification. The court ruled that it shall be mandatory for political parties during central and state elections to put out detailed information about candidates with criminal cases pending against them, including the nature of the offences. It ruled that parties must also list the reasons for selecting such candidates and state why others without criminal antecedents were not selected. The court also directed that the information should be published in one local vernacular newspaper, a national newspaper, and on the official social media platforms of the political party, including Facebook and Twitter. It added that these details must also be released on social media platforms that the political parties use. Researchers have found that such candidates with serious records seem to do well despite their public image, largely due to their ability to finance their own elections and bring substantive resources to their respective parties. Some voters tend to view such candidates through a narrow prism: of being able to represent their interests by hook or by crook. Winning by ‘hook or by crook’ has become the common denominator of Indian elections. It means that winning matters and nothing else. Thus, Indian democracy continues to be a sham where law breakers eventually become law makers. The Supreme Court had asked the centre in 2017, to frame a scheme to appoint special courts to exclusively try cases against politicians, and for political parties to publicise pending criminal cases faced by their candidates in 2018. This did not serve as deterrent to legislators with dubious credentials. Perhaps what would help is a rule that disallows candidates against whom charges have been framed in court for serious offences. While Parliament should consider an amendment to the Representation of the People Act, 1951, the people themselves and NGOs should also launch campaigns against candidates with criminal background.

My life of service to God is the way I say “thank you” to Him for His inexpressibly wonderful salvation. Remember, it is quite possible for God to set any of us aside if we refuse to be of service to Him— “…lest, when I have preached to others, I myself should become disqualified” (1 Corinthians 9:27).

he Government of India has signed two separate agreements: the Framework Agreement with NSCN/GPRN and the Deed of Agreement with Naga National Political Groups (NNPGs). We continue to wait for both these agreements with the competencies to be shared in full with the Naga public. Once the contents of these agreements are shared, they may illuminate a way forward from the current state of conflict fatigue and disunity. This has potential to free current and future generations to exercise the Naga historical and political rights in consonance with the contemporary realities of their time. In the meantime, the Forum for Naga Reconciliation (FNR) is reminded of Richards Rohr’s incisive observation that, “Pain and suffering that are not transformed are usually projected onto others.” This is a timely reminder for Nagas to assume self-responsibility and partake in the process of healing and reconciliation without blaming others for one’s own shortcomings. Today, in an age of accelerating political and social changes taking place in the world, and our own diverse aspirations, Naga national groups can collectively help to lead the way to a shared reality. This can be cultivated only when all conflicting parties agree to meet despite all the biased perceptions. Let us free ourselves from the suffocating culture of endless politicking and the denial that others do not exist and do not matter. Nagas must take the leap to move forward with creativity without departing from our historical and political rights. As Nagas, with a common political history, we need to sit down, think and act towards giving our future a chance. This responsibility of finding long term peace belongs to all the parties concerned. The FNR consistently supports the possibility for transforming our situation through impartial and nonviolent means by increasing mutual understanding and respect. We earnestly appeal with all Naga national groups and the Naga people to contribute toward a culture which nurtures and feeds the possibility for peace. Forum for Naga Reconciliation

Teachers are asked to perform excellent duties but remain deft to awing their rights. Hospitals are established, however, create more damages and ignorance. Fewer nurses and doctors but more patients grow every day, poor roads more motor vehicles, more unemployment and less payment of salaries, increasing numbers of competitive aspirants for countable vacancies (over 55,000 students appear for NBSE exams, MorungExpress. 2020). This is how Nagas kill Nagaland every day in the captivity through abused power. Above all, political corruption becomes the champion to suppress, captivate, discriminate, subjugate and savaged the Nagaland. In the history of the Naga politics, no political man/ woman is born until now to liberate Nagaland from the colonial captivity of the Nagas. The suffering Na-

galand from the Nagas had sink beneath the possibility of rising again. Liberation is something that exit to freedom from a dominant world (Beyus. L. 1960) hence, Nagaland needs liberation from the Nagas to exit to freedom. This freedom can be achieved if only the mass repentance of the Nagas before God, takes place. Communitization policy in Nagaland government schools

E

ducation is one of the basic essences for human development. Free and compulsory education to all children upto 14 years of age is a constitutional commitment. The objective of all educationists and education planners is to achieve this target. However, to achieve this objective, the role of service providers and delivery mechanism at the grassroots level is critical. Through the communitisation of the education sector, Nagaland has made quest for improving the delivery mechanism in the education sector. Partnership between Government and the community involving transfer of ownership of school facilities, control over service delivery, empowerment, decentralization, and delegation of responsibilities has led to the increase in enrollment at school, reduction in school drop-outs, better attendance of teachers and improved school facilities. Communitization of education has given an opportunity to the community in the management, in investment and in owning the delivery of education. It calls for a high level of commitment, initiation and voluntarism. The Nagaland Communitization of Public Institutions and Services Act, 2002 was implemented in the school sector with the Department of Education notifying the “Nagaland Communitization of Elementary Institutions and Services Rules 2002. Through these rules necessary legal and institutional provisions were made to bring all government managed primary and upper primary schools under the communitization process. Accordingly, a pilot project on communitization of elementary education was officially launched on 15th July 2002 by the then Chief Secretary of Nagaland, Shri. R.S. Pandey. In fact, Shi R. S. Pandey conceived the idea of communitization of elementary education and played a key role in developing and implementing the project in the initial years Six years after “Communitisation” was introduced in 2002 in Nagaland, the state won the coveted United Nations Award for Public Service from Asia and the Pacific region for “fostering participation in policy making through innovative mechanism” in June 23,2008 in New York”. When the Communitisation Act came into being, the State’s education system was completely centralized. The State Government oversaw all responsibilities for running the system, placing a disproportionate amount of burden on its overworked State-level machinery. Responsibility and accountability at the lower levels were virtually nil. Not surprisingly, the education administration was also a breeding ground for leakage, corruption and inertia. The need for reforms could not have been clearer. The transfer

to a system of shared ownership with the community was a complete change; more so because it occurred at the most basic, village level through the VEC mechanism. Under the communitization framework, a VEC constituted by the Village Council takes responsibility of the management and supervision of school(s) within its jurisdiction, including the implementation of a “No Work, No Pay” policy for errant teachers. The purpose and functions of the VEC range widely at the administrative, academic and financial levels. More specifically, in a human development context, ensuring universal enrolment and retention in schools of children up to age 14 or Class VIII is one of its key functions. As per the Communitization of Education, “The Nagaland Experience-thematic report” 2009 research report prepared by the planning and coordination department in 2009, there was a steady increase in enrolment rates in the schools , decrease in dropout rates, there was a positives improvement in teachers’ attendance and corresponding improvement in attendance of students, timely disbursal of employee salaries, weeding out proxy employees and, in some cases, there was qualitative changes in school curriculum with active inputs from the community participation across the state. There are lots of positives changes in the education system after the introduction of communitization. However, today there are lots of primary sources with regards to negatives impact on communitization, in many Government schools VEC/SMC is using excessive authority towards Government teachers and department official. Some sources said that communalization is the key and main door of proxy teachers in government schools. Some sources said many newly upgraded school have zero enrollment and when honest and sincere teachers report to higher authority, they were asked to bring NOC from VEC/SMC, but VEC suggested them to keep proxy when there is no enrollment. So for what purpose teachers have to go to school when department keep teachers in the zero enrollment. Some teachers replied that they have more than 17 staff in their school but less than 10 students but VEC/SMC forcing staff to report to the department as 55 students. One teacher said that he/she receives the salary only after 6 months and that the posting place is in different district. “It is very difficult to survive since we don’t get regular salary, thus we keep substitute from local people”, he/she said. Some sources said the teachers received their regular salary but were appointed in 1999 and the new syl-

labus was new to them and that they don’t understand them, except their mother tongue so they keep a proxy to teach. There are many other stories from different sources. Many times in different occasions, teachers are being pointed out by department official and different NGOS regarding the proxy, but many people fail to see the reason from the grassroots level. Government teachers are not slaves. Teachers are the builder of the nation. Due to the mistakes of a few people, we should not finger point the honest and dedicated teachers. As reported from the sources, in many newly upgraded GHS/ GMS school there is zero enrollment, but delivery authority don’t do action even though they know that school is zero enrollment. Moreover, many VEC/SMC are forcing teachers to keep proxy paying some amount and sending fake enrollment to the department, which is a great loss to the department and the deserving students. This is the reality of many schools in Nagaland at present. It is learnt that when some honest teachers report to the condition of school, higher authority ignore them saying that the communitization policy come from VEC level. Many a time, honest and dedicated teachers are in the middle, and they have nowhere to go. They are being victimized and compelled to keep proxy. One side the department continues to keep many qualified teachers in less/zero enrollment school and on the other side, student bodies/VEC/Different society keep blaming teachers. Sometimes teachers want to teach but there are no students, and this is the real teacher condition in many schools in Nagaland. Besides this, the salaries are pending for more than 4-8 months side by side to some categories of teachers in the state. Today, there are lots of schools where enrollment is more but there is a lack of teachers. So, instead of sleeping and blaming in different function against teachers community, why don’t authority take the right action. It is high time, the mechanism authority to look into the matter seriously instead

of speaking against proxy in the different occasion, blaming general teacher community. Dear respected people please stop blaming our honest teachers. Why don’t you transfer the teachers to right place if there is no enrollment? Why don’t authority invite teachers to report officially or authority engage honest field work and do necessary action instead of blaming against general teachers community. Today, many honest, dedicated and sincere teachers are victimized and neglected by the term communitization policy in Nagaland. Few decades ago, there was a thousand honest teachers in Nagaland because of their handwork at present Nagaland has got many educated people, because of their prayer many Nagas became Government officers. But today because of what poison we are insulting and targeting government teachers? Being a Government teacher is not a joke. They have been appointed in the most rural places across Nagaland, where there are not adequate facilities except few lucky people who posted in the towns and home places but sometimes, I really think because of someone’s mistake, all the teachers’ community are being insulted by many from individuals to society level, from officers to farmers. Why don’t Naga society wake up and encourage dedicated teachers and place them with high respect and give them benefiting awards? Has anyone/any authority/ NGOs fasted for Naga teachers for their health? I wonder why we Nagas/ NGOs only check proxy teachers and talk about their salary halt up and deduction of salary. Did such students union, organizations and department official ever organize agendas or awareness to give award to the teachers for their hard work, regularity in the school, dedication in the school? Did anyone ever voice out about paying them regular salary when their salary is pending for more than 4-8 months. Google Maps marks J&K as Govt faces flak over police recruitment ‘disputed’ from outside India

WASHINGTON, FEB 15 (PTI): Google Maps has redrawn the world’s borders which look different depending upon where the user is viewing them from, with the popular search engine showing Kashmir’s outlines as a dotted line acknowledging “dispute” when it is seen from outside India, a leading American daily has reported. According to the Washington Post, “the borders on Google’s online maps display Kashmir as fully under Indian control. Elsewhere, users see the region’s snaking outlines as a dotted line, acknowledging the dispute”. From Pakistan, Kashmir appears disputed while from India, it appears as a part of India, the Post report said, adding that “Google Maps changes disputed borders based on what country you search from”. Responding to the Post report, a company spokesperson said: “Google has a consistent and global policy to depict disputed regions and features fairly, showing claims made by the dis-

puted or claiming nations on its global domain. “This does not endorse or affirm the position taken by any side. Products that have been localised to the local domain, such as maps. google.co.in, depicts that country’s position as per the mandate of the local laws”. “We’re committed to providing our users with the richest, most up-to-date and accurate maps possible. We do border updates based on data from our providers as new or more accurate data becomes available from authoritative sources or geopolitical conditions change. NEW DELHI, FEB 15 (IANS): Any business closure will impact the entire ecosystem of banks, government, vendors and employees, SBI chairman Rajnish Kumar said on Saturday in reference to a possibility of stressed telco Vodafone Idea shutting shop. “Any business which is closed in telecom or in any other sector, it impacts everybody -- banks, employment, taxes (government) and the economy at large. If there is any negative impact from any enterprise, there is a larger impact on the whole ecosystem -- be it banks, employees, vendors, consumers. As far as impact on banks is concerned, (if Vodafone Idea were to become bankrupt) we will have to pay the price,” Kumar said on the sidelines of an SBI event. NEW DELHI, FEB 15 (PTI): Amid concerns over economic slowdown, RBI chief Shaktikanta Das on Saturday said credit growth momentum is picking up and ruled out any possible spike in inflation due to Budget proposals as the government is maintaining “fiscal prudence”. After the first meeting of the RBI board post 202021 Budget presentation, Das also expressed hope that transmission of rate cuts would improve further. The meeting, which was also addressed by Finance Minister Nirmala Sitharaman, discussed various Budget proposals. “The direct inflationary impact of any budget is fiscal deficit number, when borrowing goes up, but the government has adhered to the principle of fiscal prudence. “The ‘escape clause’ under FRBM Act, the deficit number in the current year as well as the next year are very much within the parameters set as per FRBM committee recommendations,” Das said. 40 killed in attacks in restive central Mali

BAMAKO, FEB 15 (AFP): Forty people, including nine soldiers, have been killed in a spate of attacks in central Mali, authorities said Friday, with most of the deaths caused by inter-ethnic violence in the deeply troubled region. Thirty-one people were killed in an attack overnight in Ogossagou, a village mainly inhabited by Fulani people where 160 died last March in a massacre blamed on Dogon militiamen, the government said, raising the death toll. About 30 gunmen carried out the new attack, village chief Aly Ousmane Barry told AFP. “Huts and crops were set alight, livestock was burned or taken away,” he added, vowing that the government would find the perpetrators. A local government official, who requested anonymity, had earlier said that 28 people were missing. He blamed the attack on a Dogon hunters’ group -- an assertion that could be not be verified independently. The official and village chief Aly Ousmane Barry both said the attackers moved in several hours after government troops had

pulled out of the area. Later Friday eight Mali soldiers were killed and four others injured in an ambush in the central Gao region, the army said. The Malian force also suffered “material damage,” the military said on social media sites, without indicating who had carried out the attack in the village of Bentia. Also on Friday a soldier was killed in an attack on a military camp in Mondoro, also in central Mali, security officials said. The camp had already been hit before -- as part of a joint raid by militants that also targeted the military camp of Boulkessy near the border with Burkina Faso, killing at least 25 soldiers. Central Mali became gripped by ethnic violence after a jihadist revolt broke out in the north of the country in 2012. The insurgency has claimed thousands of lives and spread to neighbouring Niger and Burkina Faso. Tit-for-tat attacks in central Mali flared after Fulani people, also called Peul, became associated with jihadists. Led by a firebrand Islamic preacher Amadou Koufa, a militia called the Katiba Macina recruited

members from among the Fulani and has been accused of ethnically-motivated attacks. Other ethnic groups such as the Bambara or the Dogon began to form selfdefence groups that have been accused of reprisal massacres. In addition to the latest attack at Ogossagou, 14 Fulani were killed in central Mali in January. Around 75 Dogons were killed in the villages of Sobane Da, Gangafani and Yoro in June last year, in an attack blamed on Fulani militants. Human Rights Watch this month pointed to the ethnic patchwork of central Mali as the country’s “epicentre” of violence. It said over 450 civilians had been killed in the region in 2019, “the deadliest year for civilians” since the jihadist insurgency began. Reflecting the chronic instability, Malian soldiers are themselves frequently targeted. On January 26, Al-Qaeda-linked militants attacked a military camp in Sokolo, central Mali, killing 20 gendarmes and wounding five more. The violence in central Mali coincides with renewed hopes that the fragile government can reassert control over the largely lawless north. Troops returned on Thursday to Kidal, a northern town that had been a bastion of Tuareg rebels, after a six-year absence. Regular forces returned to the town accompanied by former rebels who have been integrated into the army under a regional peace agreement. The deal, reached in Algiers in 2015, is considered one of the few avenues Mali has for escaping the cycle of violence.

BEIJING, FEB 15 (PTI): The death toll in China’s novel coronavirus epidemic has climbed to 1,523 with 143 new fatalities reported mostly from the worst-affected Hubei province while the confirmed cases jumped to over 66,000, health officials said on Saturday. The country’s Health Commission said it received reports of 2,641 new confirmed cases of novel coronavirus infection and 143 deaths on Friday from 31 provincial-level regions and the Xinjiang Production and Construction Corps. Among the deaths, 139 were in Hubei Province, two in Henan and one in Beijing and Chongqing respectively, the commission said. Another 2,277 new suspected cases were reported Friday, said the commission. Also on Friday, 849 patients became seriously ill, while 1,373 people were discharged from hospital after recovery, state-run Xinhua news agency reported. The overall confirmed cases on the Chinese mainland has reached 66,492 by the end of Friday, and 1,523 people have died of the disease, it said. The commission added that 11,053 patients remained in severe condition, and 8,969 people were

US to sign peace deal with Taliban, withdraw forces over 18 months NEW DELHI/WASHINGTON, FEB 15 (IANS): The US government and the Taliban, by the end of this month, are to sign their peace treaty which includes a plan for a week-long ceasefire and withdrawal of all American troops from Afghanistan over a period of 18 months. Top sources involved in the negotiations between the US and the Taliban in Qatar, told IANS that the two sides have agreed to sign the peace deal on February 29, just four days after President Donald Trump concludes his trip to India. The deal, which the Trump administration has been negotiating for long, includes talks between the Taliban and the Afghan

government under President Ashraf Ghani which are to begin on March 10. The Afghan government had stayed away from the US-Taliban negotiations, due to strong reservations about the militant group’s religious extremism and violence. The sources said that the US, as per the treaty, has also agreed to release 5,000 Taliban prisoners between February 29 and March 10. “That is a huge concession,” sources based in Kabul said. The Taliban on the other hand has consented to a week-long ceasefire when neither they nor the US troops will conduct any operations. “Both sides have suc-

ceeded in defining what reduction of violence would entail,” a source in Qatar said. The negotiations for the peace deal, after they were resumed after four months in January this year, had been stuck over the disagreement on the definition of “reduction in violence”. The Trump administration has committed itself to withdraw all its forces from the war-torn country over a period of 18 months. Taking to his Instagram Stories, Pump posted a photo alongside the simple caption: “I’m done doing music I quit.” It’s not clear yet how serious the statement is,

ice president Casio India, Kulbhushan Seth has agreed to launch its “Casio Piano Clubs” in all the districts of Nagaland on phase wise. This was informed by Task Force for Music & Arts (TaFMA) advisor Theja Meru after meeting with the vice president of Casio India in Delhi on February 15. Kulbhushan Seth said that Casio has tied-up with

TaFMA in this initiative of taking quality music education to every corner of Nagaland. Through this initiative of Casio, music schools will get “Master Music Trainers” visiting the institutes to conduct ‘Master Classes’, and Casio equipments at special discounted rates. TaFMA will identify existing music schools in the districts and help in tie-up for Casio Piano School.

For the first phase, the five districts that have been identified are Mokokchung School of Music - Mokokchung, Little Spring School - Zunheboto, Clearwater Creative Ar ts- Wokha, Mountain Music AcademyDimapur and Elite Music Ensemble-Phek. They have taken the plot from my film. When they find out that some of our films have been inspired by their films, they file cases. Similarly,

BENGALURU, FEB 15 (Agencies): Leander Paes’s final ATP Tour match on home soil ended in a disappointing defeat as he and Matthew Ebden lost in the men’s doubles summit clash at the Bengaluru Open against Purav Raja and Ramkumar Ramanathan. Ranchi, Feb 15 (IANS): India’s female race walker Bhawna Jat has earned a quota for Tokyo Olympics Games in 20km RaceWalk event after setting a new national record at the National Race Walk Championships on Saturday. The 24-year-old from Rajasthan clocked a record time of 1 hour, 29 minutes and 54 seconds to bring about her win at the Seventh National Race Walk Championships. She comfortably beat the Olympic qualification mark of 1:31.00. Her previous best in the category was 1:38.30, which she had set in October last year. Meanwhile, Priyanka Goswami missed out on the qualification with a narrow timing of 1:31:36, just 36 seconds slower than the Tokyo qualification standard time. In the men’s event, Sandeep Kumar won the race after clocking a timing of 1:21:34. However, he was unfortunate to miss out on the Tokyo Olympics qualification by just 34 seconds which is set at 1 hour 20 minutes. Kumar will now aim to seal a spot for the Tokyo Olympics at the Asian Race Walk Championship to be held next month in Japan. “Will try to further improve timing if selected for Asian RW Championships next month in Japan and try to qualify for Tokyo 2020,” said Kumar.

DIMAPUR, FEB 15 (NPN): For the first time in Nagaland, a two-day Nagaland blind football demo and training camp organised by Office of the Disabilities Commissioner got underway at Don Bosco Higher Secondary school Ground, Dimapur on Saturday. The camp is being held with Nagaland State Disability Forum and Prodigals’ Home as organising partners in collaboration with the Indian Blind Football Federation. Addressing the inaugural session, State Commissioner for Persons with Disability, Nagaland, Diethono Nakhro said that people with disabilities are the most excluded people in Naga society. While expressed her concern over lack of awareness on disability rights and

their issues in the society to eradicate the stigma and discrimination in the society. She added people with disabilities were very poorly understood and were barely visible as equal citizens. Para-sport in the state was never promoted except by some individuals with their own effort earned laurels, she said and added they were barely heard and were not supported. She, however, said that many positive changes are happening as discussion and steps are being taken up to set up Nagaland Paralympic Association which will be fully focused on building up of various Paralympic sports and conducting the blind football training which is the first of its kind event in the state, as introduction to para-sport in the state. She

expressed appreciation to Indian Blind Football Federation for their support. Spor ting Director, IBFF, Sunil J Mathew briefed the gathering about their organisation and various steps that are being taken up to promote parasports in the country. Altogether 18 blind footballers are taking part in the event. The 2-day camp comprises training basic skills of the game to interested young B1 players (athletes who are totally or almost totally blind), as well as training session for coaches and referees on rules and regulations of the game and other coaching tips. Meanwhile, on Sunday, a blind football demo game will be held at 12:30 pm followed by a closing programme.

Bryant named Basketball Hall of Fame finalist

BEIJING, FEB 15 (IANS): Los Angeles Lakers legend Kobe Bryant, who was killed in a helicopter crash last month, led the eight finalists for the Basketball Hall of Fame Class of 2020 in honour of his outstanding achievements. Bryant won five NBA championships with the Lakers as well as two Olympic gold medals with Team USA. The 18-time NBA All-Star also sat as the Lakers’ all-time leader in several categories, including games played, scoring and steals, reports Xinhua news

Bryant’s tragic death has had an impact on the Hall of Fame selections. “We knew this class had the potential of being one of the most historic of all time,” said Hall of Fame chairman Jerry Colangelo. “The untimely passing of Kobe Bryant has left us in a state of reflective mourning and we’re proud to honour his legacy while also recognizing seven other individuals who have meant so much to our game.” Also named as finalists

City is second in the Premier League but the Abu Dhabi-owned club was barred from European competition for two seasons by UEFA on Friday for masking money flows in an attempt to comply with Financial Fair Play rules. The Premier League’s top four finishers are guaranteed automatic qualification places for the Champions League group stage that begins in September. But City being banned does not prevent England taking up its full allocation of places for the elite competition. A country only loses a European spot when it is rejected by a team that has qualified. “If a club refuses to enter the competition, having qualified for it on sporting merit and obtained a licence from the competent

national body, no other club from the same association may be entered in its place,” the UEFA regulations state. But if a club is either excluded or not allowed into the competition by UEFA, then the place goes to the next in line from that country. That is what happened in Italy this season after AC Milan’s decision to voluntarily remove itself from the Europa League to pay for UEFA FFP breaches. Milan finished fifth in Serie A last season, missing out on the Champions League places by one point. It opened the way for Roma to enter the group phase of the Europa League after finishing sixth in Serie A, rather than having to go through qualifying. Torino, which finished seventh, took Roma’s spot in the qualifying rounds. City is still hoping to overturn its Champions League ban, announcing plans Friday to appeal to the Court of Arbitration for Sport.

Kochi, FEB 15 (AGENCIES): Kerala Blasters triumphed over Bengaluru FC for the first time in six Indian Super League (ISL) meetings with a 2-1 win at the Jawaharlal Nehru Stadium in Kochi on Saturday evening. Bartholomew Ogbeche (45+3’, 72’) scored twice to complete a memorable comeback after Deshorn Brown (16’) put the visitors ahead early in the first half. Eelco Schattorie claimed that he knew how to beat Bengaluru before the match and in a bid to keep his word made two alterations to the starting line-up from the previous match with Messi Bouli and Raju Gaikwad getting the nod ahead of Gianni Zuiverloon and Seityasen Singh. Whereas, his opposite number Carles Cuadrat also made two changes with Juanan and Ashique Kururniyan making way for Harmanjot Khabra and Nili Perdomo. In the first half, the goalkeepers at the two ends stole the limelight but for the

wrong reasons. In the 16th minute, Bilal Khan came out of his line with little purpose which allowed Deshorn Brown to recover from a poor first touch and guide the ball into an empty net. While just seconds before half-time, Gurpreet Singh Sandhu’s howler allowed Kerala Blasters to equalize. Bartholomew Ogbeche had unleashed a venomous shot towards goal from and the India international’s poor technique let him down as the ball escaped his grip and nestled at the back of the net. Although Kerala were dominating possession, the better chances fell for Bengaluru. Minutes before the equalizer, Perdomo sent Udanta Singh through on goal and once again Bilal had surged forward with little imagination. Yet, the winger could not make the most of the situation and his hesitation allowed Gaikwad to sprint back and clear the danger. Udanta’s night ended earlier than usual as within five minutes in the second

half, Cuadrat replaced him and brought on Kuruniyan. Kerala were looking the more confident side and even the next significant chance fell for them when Sahal Samad had a crack at goal but saw his effort getting blocked by Nishu Kumar. In the 67th minute, Sandhu made amends for his earlier mistake when he parried away Halicharan Narzary’s screamer from outside the box, which looked destined to pierce the net. But three minutes later, Messi was pulled down inside the box by Serran and the referee had no qualms in pointing towards the spot. Ogbeche, who had already beaten Sandhu before, once again came out on top from the spot as he sent the keeper the wrong way and scored his 13th goal of the season. Bengaluru started pouring numbers forward in search of their equaliser but Vlatko Drobarov and Zuiverloon marshalled their defence to perfection to keep the scoreline unchanged.

MANCHESTER, FEB 15 (AGENCIES): Manchester City’s two-year ban from European football could undermine manager Pep Guardiola’s attempt to rebuild the team after a disappointing failure to compete with Liverpool in the Premier League title race this season. Until UEFA handed out its ban on Friday citing breaches of its Financial Fair Play regulations, the focus at City was on how they might strengthen their squad to make a stronger bid next season. If the club cannot offer players European competition, however, they may find it harder to attract the talent Guardiola needs to catch up with Liverpool. Liverpool could win the title this term as early as next month. They currently lead the Premier League by a massive 22 points from second-placed City, winners of the past two Premier League titles. City are still in contention in this year’s Champions League and face a two-legged tie with Real Madrid in this month’s last

16 games. But regardless of how they fare this campaign, their midterm future in European football looks set to be decided by lawyers and judges. The biggest immediate question mark is over the future of Guardiola himself. The Spaniard has made no secret of his burning desire to triumph in the Champions League - something he has hasn’t managed since his 2011 victory with former club Barcelona. If he doesn’t achieve that this season and is barred from even attempting it for two years, that will be a major blow to the coach whose contract at City runs out at the end of next season. There has already been speculation about whether Guardiola will extend his contract, take a break, or take on a new challenge.
