ECI vows to ensure free, fair polls

The CEC said the parties also urged the ECI team to instruct election observers to be more proactive and take suitable action on complaints and that electionrelated guidelines should be translated into local languages for the benefit of parties, candidates and voters. The ECI team also reviewed the overall lawand-order situation in the State. It directed the State administration and police to take effective steps to beef up security.

NPF party to form next govt, asserts T.R. Zeliang

DIMAPUR, FEB 15 (NPN): Nagaland chief minister and NPF’s chief ministerial candidate, T.R. Zeliang on Thursday asserted that his party, being the oldest and longest surviving regional Party in Northeast India that had guided Naga people since its inception in 1963, would form the next government. Addressing an election rally of NPF at Tuensang town, Zeliang recalled various events since the party’s inception, especially the Assembly election of 1998 in which NPF had heeded to the voice of the Naga people and abstained from participating. T.R. Zeliang led from the back not front: Neiphiu Rio

NDPP chief ministerial candidate former chief minister Neiphiu Rio has hit out strongly at chief minister T.R. Zeliang by holding the latter responsible for the massive corruption, instability, misgovernance, propaganda and lies during his four-year tenure which severely damaged the prospects of the NPF party. According to a press communiqué from NDPP, Rio said this while addressing NDPP rallies in Tening, Peren, Athibung and Jalukie Thursday. He further blasted T.R. Zeliang for lacking vision, strong leadership and commitment and adding that he led from behind rather than from the front. In a statement issued on Thursday, NBCC youth secretary Rev Vikuo Rhi also urged everyone to abide by the Clean Election guidelines and respect the pledge made by individuals. Rhi admitted that, while Clean Election campaign was making an impact, challenges like selling and buying of votes still existed. Many young people did not realise that by accepting

money during elections, they were selling their birthright in exchange of the bigger common good, he pointed out. Reminding the youth that they were the hope of today and leaders of tomorrow, the NBCC youth secretary remarked that “change” was the cry of every young mind. But he asked who would bring the change, before quoting the Father of the Nation Mahatma Gandhi as having said “Be the change you want to see.” Pointing out that the opportunity to bring change was right at their doorstep now and that their votes were powerful, Rhi exhorted them to use their valuable votes to bring positive change. DIMAPUR, FEB 15 (NPN): Reacting to the reports of JD (U) entering into a pre-poll alliance with the NPF party, JD (U) president, Senchumo Lotha clarified that the party has not entered into any pre-poll alliance with any party. He said the statement, purportedly made by chief minister T.R. Zeliang on February 14, “does not hold any truth as there has been no agreement signed between the NPF and the JD (U) till today.” Lotha affirmed the decision of JD (U) to contest alone in the ensuing general elections.

DIMAPUR, FEB 15 (NPN): A day after its alliance partner, Nationalist Democratic Progressive Party (NDPP), accused Odisha Governor, Dr. S.C. Jamir of involving himself in the state electioneering process, the state BJP on Thursday accused Dr. Jamir of “brazenly” taking part in election campaigns in favour of Congress and NPF candidates while stationed at Mokokchung. A press release issued by state BJP media cell pointed out that, after taking the oath

of office, a governor was not supposed to indulge in any political activity and remain non-partisan while discharging his or her duties. DIMAPUR: Various programmes and trainings are being held across Nagaland for the ensuing general assembly elections scheduled to be held on February 27. Meeting with MOs: Deputy Commissioner (DC) and District Election Officer (DEO) Dimapur along with the general observer held a meeting with the Micro Observers (MOs) of Dimapur district on Thursday at the conference hall of DC Dimapur. According to DIPR report, addressing the meeting, general observer for Dimapur 1, 2 and 3 A/Cs, Dr. Ashwin Kumar Yadav, reminded the micro

observers asked the sector magistrates to ensure that poll process starts on time and also to ensure that mock poll certification are issued. The observers also emphasized on the importance of checking the register of voters by the sector magistrates. DC&DEO along with observers inquired from each sector magistrate about the poll preparedness under their respective polling stations. The sector magistrates apprised them about the number of polling stations under them, status of normal and vulnerable mapping and availability of the basic

observers to present fair and objective reports as independent persons stating that their reports would be of utmost importance in the election process. He also informed that the Micro Observers to report to the Observers on polling day. It was informed that MOs deployed under Dimapur 1,2 &3 Assembly constituencies have to report to Dr. A.K.Yadav (8787527376) while MOs deployed under Ghaspani I&II A/Cs has to report to the General Observer Mahadananda Hazirika (9435063052). The observers briefed the MOs on their role and

duties and advised them for observing the election process minutely at the cutting edge level. It was informed that MOs posted in multiple booth locations have to submit reports to each polling station. During the meeting DC&DEO Dimapur Sushil Kumar Patel, demonstrated the VVPAT. Briefing of SOs: In connection with the ensuing elections, DC & DEO Dimapur, Sushi Kumar Patel, convened a meeting of all the sector officers with general observers on Thursday at the conference hall of DC Dimapur. According to DIPR report, in the meeting, the

amenities including ramps, electricity and water supply as per ECI guidelines. DC&DEO directed the sector magistrates to ensure for proper distribution of voter slip. He further informed them that all undistributed voters slip must reach the RO’s office. The officers were also made to demonstrate the VVPAT one by one, to make them acquainted with the machines. KOHIMA: General Observer, Madhukar Agneya; Police Observer, Akhilesh Mishra; expenditure observers, S. Nataraj and H.C. Verma held a meeting with the representatives of all the contesting

candidates on Thursday at DPDB Conference Hall, Kohima. According to DIPR report, in the meeting, DC & DEO Kohima, Rajesh Soundararajan highlighted the aspects of Model Code of Conduct (MCC) and requested the expenditure agents of all the candidates to adhere the guidelines laid by the Election Commission of India. For holding rallies and meetings by the candidate, he informed them to make use of the SUVIDHA, an online permission portal which will be attended by their concerned Returning Officers. In regard to expen-

diture monitoring, DC & DEO informed that the rate charges have been given to all the candidates, which should be maintained in the expenditure account of the candidate as per the guidelines of ECI. He also highlighted on the calendar of SVEEP mobile van for sensitization of the people and for first level checking and randomization of EVMs and VVPATs, he urged them to participate in the mock poll demonstration. The DC & DEO further requested all the political parties to extend their best support and cooperation to the electioneering officials and district administrative officers in order to have free, fair conduct of the Election. Nodal Officer, EEM, Shashank Pratap Singh gave the structure of election expenditure monitoring mechanism comprising of the expenditure observer, assistant expenditure observers, video surveillance team, video viewing team, accounting team, expenditure monitoring control room, media certification and monitoring committee (MCMC), flying squads and the static surveillance team. He briefed on different aspects of expenditure process and do’s and don’t’s of the MCC as laid down by the Commission. S r. S P K o h i m a , Aotemsu also gave a briefing on security arrangement and other related matters and sought cooperation during the round checking by the patrolling/ mobile patrolling for safety of the people. The observers, DC&DEO Kohima and Nodal Officer, EEM also clarified the queries raised by the expenditure agents of political parties during the meeting.

DIMAPUR: Deputy Commissioner (DC), Additional Deputy Commissioner (ADC) and District Election Officer (DEO) across the state have issued directives, information related to forthcoming elections. Information on postal ballot: DC & DEO Dimapur, Sushil Kumar Patel, has informed those who have applied Form 12 for issue of postal ballot to be physically present along with valid identity proof on February 20, 10 a.m. to 3 p.m. at the postal ballot facilitation centre, conference hall of Taxes Commissioner Office, Dimapur to cast their postal ballot. According to DIPR report, all police personnel under Dimapur District, polling duty personnel registered as voters in other districts and all government employees under Dimapur District requisitioned for election duty as sector officer, flying squad team members, static surveillance team members, video surveillance team members, expenditure monitoring team members etc. and all government employees detailed for election duty apart from polling personnel to take note and be present. DC & DEO has further clarified that all postal ballot for the aforementioned employees will be issued/dispatched only at the designated location mentioned above and not through any other means. IV staff (polling duty) on February 19 at GHSS Phek and others on February 20-21 at DC Phek office. DC & DEO has asked all concerned to attend the training. H&FW deptt. informs on ambulance services: Directorate of Health &Family Welfare has informed that the ambulance services has been made available in various health units for any medical emergency evacuation. According to Chief Electoral Officer (CEO) Nagaland, the department has asked all concerned to contact the toll free number 102 or contact the nearest ambulance directly for any medical emergency evacuation during the forthcoming assembly elections. Further, all concerned can call or SMS @ 8413-095255 to report complaints relating to medical services in various health units to the grievance redressal cell in the directorate, which is available 24x7. Webcasting/Videography/Micro Observers: Chief Electoral Officer (CEO) Nagaland has informed that to ensure free and fair elections, webcasting would be done in all those sensitive polling stations where internet connection is feasible and rest will be covered by videography by fixed cameras and micro observers. It has been informed that webcasting would be done at 555 polling stations, videography at 1601 polling stations and micro observers would be deployed at 1010 polling stations. VVPAT and EVM at all polling stations: Chief Electoral Officer (CEO)

Nagaland has informed that Election Commission of India (ECI) has directed to all the state government that, VVPAT shall be used with Electronic Voting Machines (EVMs) at all the polling stations in all the future elections to the parliament and state legislative assemblies Voter Verifiable Paper Audit Trail (VVPAT) is an independent system attached with the EVM that allows the voters to verify that their votes are cast as intended. It has been informed that the VVPAT is attached to the ballot unit of the EVM and both the ballot unit and the VVPAT are placed in the voting compartment. The VVPAT has a small transparent glass window on it and when a voter comes to vote and presses the blue button on the Ballot Unit (BU) to vote for the candidate of his/her choice, the glass window on the VVPAT lights up and a printed paper slip containing the serial number, name of the candidate and election symbol of the candidate is visible to the voter behind the glass window. The voter witnesses all these details on the paper slip and is satisfied that his/her vote has been cast as intended. The printed paper slip remains visible to the voter through the transparent glass window for seven seconds. After seven seconds, the printed paper slip gets automatically cut and falls into the sealed printed paper slip compartment/ drop box of the VVPAT below followed by a beep sound. Thereafter the light goes off behind the glass window .The VVPAT is thus going to further enhance the transparency and verifiability in poll process, informed CEO.

DIMAPUR: With aims to safeguard democracy and invite the public to pledge to refuse participation in bribery and violence, various organisations have come forward in support of the ‘clean election’ campaign spearheaded by the Nagaland Baptist Church Council (NBCC). AGN: Assemblies of God Nagaland (AGN) as a signatory to the clean election campaign spearheaded by NBCC has strongly appealed to one and all to refrain from resorting to any unethical and “unchristian practices of violence, vandalism, intimidation, threats, illegal forms of enticement etc and ask all to stay true to biblical principles in such hour as this when many are overtaken by election fever”. NVC: In view of the forthcoming general election, Nihokhu Village Council (NVC) held an emergency meeting on February 7, wherein the council adopted a four-point resolution. According to chairman of NVC, Akavi Zhimomi, the house extended its support to the clean election campaign and warned intending candidates or his/ her agents not to “entertain voters by means of cash/ materials” within its jurisdictions. It also warned candidates and agents of “doorto-door canvassing” and “camps related to election within its jurisdiction”.

DIMAPUR: In view of the ensuing general assembly elections, Kohima Excise Election Expenditure and Monitoring (EEM) duty party conducted raids on February 14-15 at various locations across Kohima town and seized 160 bottles of assorted Indian Made Foreign Liquor (IMFL) and 15 litres of country liquor. A press note by superintendent of Excise & Prohibition and district nodal officer (EEM) Kohima, Vikikhe Aomi, informed that two persons were ar-

rested in this connection and penalised as per relevant sections of NLTP Act 1989. Aomi also informed that Kohima Excise would be carrying out raids/ checking as per the order of Deputy Commissioner (DC) and District Election Officer (DEO) Kohima, Rajesh Soundararajan, till electioneering was over so as to ensure smooth conduct of elections. In this regard, Kohima Excise has appealed all sections of the society to extend cooperation to the department.

1st FLC & 1st randomization of EVMs & VVPATS: First Level Checking (FLC) and 1st randomization of EVMs and VVPATs was held with all the political party representatives on Thursday at the conference hall of DC Kohima. According to DIPR report, altogether 273 (BU) , 256 (CU), 278 VVPAT have been allotted for 40 polling stations under Kohima District assembly constituencies out of which 25 unit each has been allotted for training. TUENSANG: Central Expenditure Observer, Rajiv Ranjan Kumar, called on the entire monitoring cell for election Tuensang District on Thursday at the conference hall of DC Tuensang. According to DIPR report, the monitoring cell included expenditure, MCMC, RO, AROs, video surveillance, political parties, video viewing and flying scouts. The observer briefed on the work function and role of the cells. He also reviewed the activities of the cells and advised all to work with commitment for the successful accomplishment of the election processes. 2nd phase training for polling personnel: 2nd phase training for the presiding officer and 1st polling officer was held on Thursday at GHSS Tuensang. According to DIPR re por t, ADC & ERO, Tuensang, Albert Ezung called upon the officers to be responsible and to conduct free and fair election. He also requested the officials to make maximum use of the training so that may execute their duties properly.

Staff Reporter DIMAPUR, Feb 15 (NPN): “Luira Phanit” – sowing seeds festival of the Tangkhul community was celebrated with pomp and gaiety on Thursday, at Diphupar village local ground, Dimapur. The celebration programme was organised by Dimapur Tangkhul Hoho (DTH) with Naga Hoho vice president HK Zhimomi as chief guest. Speaking at the programme, chief guest in his speech marked the celebration as a day to seek blessing from God and encouraged the gathering to sow the seeds of peace and unity amongst the Nagas.

Zhimomi also spoke on the importance of language and pointed out that Nagas were known for their “uniqueness” with different way of lifestyles, traditions, customs and history. He therefore encouraged the gathering to continue to appreciate and practise the ways of life and uphold one’s unique identity. Further, Zhimomi appealed the gathering to be sincere, honest, committed to one’s own tradition, custom and practices. Earlier, invocation prayer was pronounced by reverend Candid Sareo, welcome address by DTH president Tuithing Kasar and ritual of the festival was by

Tangkhul chief. Various cultural songs competition and folk dances were highlighted during the programme. Miss and Mr Luira Phanit, fancy dress and tug of war were also observed during the programme. Hundreds of Tangkhul community, both young and old attended the celebration programme in their traditional attire. The programme was also attended by residents and organisations of Diphupar village. Meanwhile, vote of thanks was delivered by DTH general secretar y Joyous Shingnaisui, benediction by reverend Neno Zimik which, followed by the festival feast.

DIMAPUR: Kuda Village Council (KVC) has cautioned pedestrians and light vehicles using Dhansiri bridge at Nagarjan, that they will be doing so at their own risk. The DC of Dimapur had also issued a strict order last month banning movement of vehicles and pedestrians over Dhansiri bridge at Nagarjan until repairs were completed. In a press release, KVC chairman, Achubu Meruno, and secretary, Megovikho Khate, said the Kuda village council at an emergency meeting held on February 13, 2018 reviewed the condition of the bridge. IMPHAL, Feb 15: Police have recovered tobacco products worth around Rs 2.12 lakh during checking from an Imphal-bound truck along Imphal-Dimapur section of NH-2. Three persons alleged to be the owners of the tobacco products were also detained by the police along with the truck (ASO1EC6416) and handed over to the authority of state food safety office, an official said Thursday. A team of Narcotic Cell of Imphal East district recovered 532 packets (200 gm each per packet) of tobacco products “Baba black deluxe chewing tobacco” packed in 10 cartons, the source said. Majuli /New Delhi, Feb 15 (PTI): Two Indian Air Force pilots were killed in a crash in Majuli Thursday, minutes after their microlight aircraft took off on a routine sortie, defence ministry officials said. The aircraft crashed in the river island around noon, soon after taking off from the Jorhat air base, they said. The pilots killed in the crash were Wing Commander J James and Wing Commander D Vats. “An Indian Air Force Microlight Virus SW-80 crashed around 1200 hrs today, after getting airborne from Air Force Station Jorhat, for a routine sortie,” the defence ministry said in a statement in New Delhi. A court of inquiry has been ordered to ascertain the cause of the accident, the ministry said. The pilots attempted an emergency landing but the aircraft crashed in a sand bar in the northern part of the district and went up in flames, Tezpur-based defence spokesperson Lt. Col. Harshvardhan Pande told PTI. The crash took place at Darbar Chapori, a sand bar in the Brahmaputra where there is no human habitation.

Aizawl, Feb 15 (PTI): The Assam Rifles have defused landmines allegedly planted by Arakan militants in Mizoram-Mynarmar border, an official said Thursday. Personnel of the specialised explosive detection unit and the bomb disposal squad of the force defused the landmines in Lawngtlai district of Mizoram, Deputy Commissioner Arun T told PTI over phone. Assam Rifles personnel were conducting patrol along the border, the deputy commissioner said. One woman was killed by a concealed landmine and a man was maimed by another landmine blast in mid-January near the border with Myanmar, following which the Assam Rifles started searching for landmines in the area. The force on January 23 also issued an advisory asking the local people not to venture in the border areas as there was strong possibility of the presence of more hidden landmines.

China voiced its “firm opposition” to the visit of Narendra Modi to Arunachal Pradesh which it claims as part of South Tibet and said it would lodge a diplomatic protest with India. “China’s position on the China-India boundary question is consistent and clear-cut,” said Chinese foreign ministry spokesperson Geng Shuang in response to reports that Modi visited Arunachal Pradesh today. “The Chinese government has never recognised the so-called Arunachal Pradesh and is firmly opposed to the Indian leader’s visit to the disputed area,” Geng was quoted as saying by state-run Xinhua news agency. “We will lodge stern representations with the Indian side,” he said. Geng said that China and India had reached important consensus on properly managing disputes, and the two sides were working to resolve the territorial disputes through negotiation and consultation. “The Chinese side urges the Indian side to honour its commitment and abide by the relevant consensus, and refrain from taking any action that may complicate the boundary question,” Geng said. “(These three areas) located between the illegal ‘McMahon Line’ and the traditional customary boundary between China and India, have always been Chinese territory,” he said in the Xinhua report, adding that the ‘McMahon Line’ drawn by Britain in 1914 was an attempt to incorporate the areas into Indian territory.

The PNB chief said the finance ministry was taking stock of the matter on a day-to-day basis. “We have the capabilities and capacities to come out of the situation,” he said. “We have not only lodged the comnplaint against the culprits, we have also lodged complaint against our staff who were involved in the matter,” Mehta said.

Kejriwal blames Modi govt for Nirav Modi’s flight NEW DELHI, FEB 15 (IANS): Delhi Chief Minister Arvind Kejriwal on Thursday accused the Modi government of helping the prime accused in the Rs 11,515 crore PNB fraud, Nirav Modi, to flee from India.“Is it possible to believe that he or Vijay Mallya left the country without active connivance of the BJP(government)?” the Aam Aadmi Party leader asked in a tweet. His remarks came after media reports suggested that the billionaire diamond trader left India before a FIR could be filed against him by the PNB. The Enforcement Directorate on Thursday filed a Rs 11,515 crore case against him and raided properties linked to him. Earlier, the Central Bureau of Investigation booked Modi, his wife Ami, brother Nischal and maternal uncle Mehul Choksi for their alleged involvement in a cheating case of over Rs 280 crore.

During the course of argument on the issue of sharing the iCloud account password with the victim, senior advocate Shanti Bhushan claimed that his client could not remember the password as he was in jail for more than two and a half years and never used the account in iPhone, which was seized by the investigating agency. Seeking relief for accused Garg, senior advocate Sidhartha Luthra argued that his client was sentenced to seven years jail for rape but not for gang rape and he was on bail during the

trial itself. In January, the apex court had protected Garg from arrest keeping in mind his conduct during the bail period. On April 11, 2015, the victim had lodged a complaint with the university administration alleging that the three accused final year law students of the university, had been blackmailing and raping her since August 2013.

Army foils infiltration bid in J&K JAMMU, FEB 15 (IANS): An attempt by militants to infiltrate into Jammu and Kashmir from Pakistan was foiled by the Indian Army on Thursday, military sources said. ith the latest disclosure of another gigantic bank fraud in the Punjab National Bank where the amount involved was to the tune of Rs.11,395 crore from the period of 2011 till January 2018, the country’s premier banks have pushed the setting up of a Resolution Corporation under the RBI as close as ever. The RC effectively means that banks with high levels of NPAs will have to merge and any financial meltdown will be at the risk of depositors to the tune of Rs. One lakh only kept in the savings bank account. As usual and expectedly, the culprit who defrauded the bank through a cleverly and disguised loan was a top diamond merchant- Nirav Modi- another hi-fi businessman floating around with the glitterati of Hollywood and Bollywood. This brings to mind striking similarities between the modus operandi of Modi and another Indian billionaire who used and abused the state-owned banks to further his own greed -Vijay Mallya. Any charges of crony capitalism, after the latest PNB saga, will be hard to deflect. In the Rajya Sabha in 2016 the government informed the house that the total amount under all types of fraud at all banks (state owned as well as private) was a staggering Rs 23,902.63 crore in 2016-17. The present fraud of Rs.11,395 crore will certainly lead to a jump in the fraud figure. Public Sector Banks (PSBs) witnessed 8,622 frauds, involving 1,146 staff between 2015-2017. However, keeping in view that PSBs have about 70 per cent market share, the incidence of such frauds in private sector banks is higher than in PSBs-4,156 frauds involving 568 staffs. Initial investigations suggest that Allahabad Bank, Axis Bank and Union Bank had funded close to Rs 7,000 crore in this intricate web of deals and may also face the music. Another state-owned bank, Bank of Baroda, is already under the scanner for alleged compliance lapses in South Africa, pertaining to advances it made to one influential Indian business family there. Prima facie, an initial investigation in these cases has revealed involvement of not only midlevel employees, but also of the senior most management as was reflected in the case of Syndicate Bank and Indian Bank. This raises serious concern over the effectiveness of corporate governance at the highest echelons of these banks. In addition, there has been a rising trend of non-performing assets (NPAs), especially for the PSBs, thereby severely impacting their profitability. Several causes have been attributed to risky NPAs, including global and domestic slowdown, but there is some evidence of a relationship between frauds and NPAs as well. The data reveals that more than 95 percent of number of fraud cases and amount involved in fraud comes from commercial banks. Among the commercial banks, public sector banks account for just about 18 percent of the total number of fraud cases, whereas in terms of the amount involved, the proportion goes as high as 83 percent. In India, the small borrower or ordinary farmer who by default are named and shamed through newspaper summons and later their properties seized and even imprisoned. However if the defaulter is a top honcho, the treatment is totally different. There are 57 borrowers who have not returned loans worth a staggering Rs. 85,000 crore. They are not in jail but enjoying life and are still treated like VIPs.

his writing is purely according to my observation and experiences. Since my childhood till today I have not seen fair and peaceful election in Nagaland. Nagaland is a small state of few population comparing to other states in India and 95 % population are Christians the believers and followers of Jesus Christ. Nagaland as a Christian majority state we used to conduct and organise different kinds of church programme from all over Nagaland every year from the beginning of the year till December last. Eg:- Revival crusade program, Bible study, fasting and prayer program, Jubilee, spiritual awakening program, women program, youth program, fathers program, children’s program, church related seminars and training so on and so forth. All such programmes are being organised in order to renew our Christian spiritual faith and also to strengthen our commitment with God and we all live together as a good Christian. But it is so sad during the time of election we Naga Christian are seems to be totally forgetting all those programme and commitment we made with

God. We sell the truth (vote) by money we caste proxy vote we do not respect the rights of others people, we fight one another, threatening one another, destroying properties burning houses and vehicles randomly, drinks and feasting for many days. All these are ungodly and unchristian activities. Then where is our Christian identity and where is the truth in us. We miserably fail on our part to exhibit the sanctity of Christian life to unchristian people around us. Election comes and go once in five years according to Indian constitution but most important we must remember is that even after election we are going to live together work together worship together pray together and meet one another every day. So let us respect and love each other think for tomorrow and helping one another that every eligible citizens could exercise their franchise peacefully without any disruption according to their own choice. The Bible said, “Buy the truth and do not sell it “(Pro.23:23) But today as we observe the election movement in our state majority of the Christians are easily selling the truth by few

amounts of money which God has prohibited to His chosen people like us. The NBCC has initiated clean election in our state with a sole purpose to do away all corruptions in election for the betterment of our future which is appreciable by one and all. Let us extend our support and pray for Gods interference in this noble mission. I and my family fully supporting have decided to caste our precious vote truthfully and prayerfully in the name of Jesus as we did before. Dear Naga Christians in times like this let no any evil forces takes away your Christians identity and faith with God. Do not commit sins again and again before God through election rather as a Christian let us all stand in truth and integrity. Let us maintain peace and respect. Let us not create violence and not prevent one another to do our fundamental rights specially on voting day i,e on 27th Feb. Politics of pokodanomics in India

akoda politics’ is one of the trending political topics going on India. Prime Minister of India, Narendra Modi jee’s statement, ““If someone opens a ‘pakoda’ shop in front of your office, does that not count at employment? The person’s daily earning of ` 200 will never come into any books or accounts. The truth is massive people are being employed.” has been highly debated in both sides- Ruling party and opposition. The ruling party has taken this statement positive and interpreting positively and the opposition negative and interpreting negatively. In my opinion as a student of Economics that prime minister Modi, helped found a new discipline in economics, pakodanomics. If Modijee gives statement that all women in India are cows,”(means all women are gentle-metaphor) certainly in lack of understanding and with callous attitude the opposition will make it issue and blame Modijee to insult women saying women ‘cows’. Same thing is happening with the Pakodanomics. The Opposition for misguiding the voters and country has been interpreting pokodanomics negatively. What was prime minister Modi really trying to say here? This entire jobs crisis is being overblown. What is important is employment and not jobs which most people in India do not get, given our fascination for sarkari (i.e. government) jobs. Of course, expecting the government to create employment for one million Indians entering the workforce every month and the 8.4 crore Indians who need to

be moved from agriculture to make it economically feasible, is unfair. that nearly half of India’s workforce (46.6 per cent to be exact) is self-employed. Further, 67.5 per cent of India’s self employed make up to ` 90,000 a year. A little over 41 per cent make only up to ` 60,000 a year. What does this tell us? It tells us very clearly that self-employment (selling pakodas for example) does not pay well. The opposition always misguide the citizens of India quoting wrong facts that India is facing unemployment. Yes, employment exists in not only in India but in most of the countries of the world. In India unemployment is not the problem. India has a lower unemployment rate. Latest estimate puts it at around 3.6%, against OECD’s 6.1%. Employment can come in various forms. Even selling pakodas and making ` 200 per day is employment. Selling pakodas on the street is incidental here. What is more important is that the prime minister of India is saying that people can sell stuff on the street, make money and employment can thus be generated. It’s true that prime minister chose a poor example but the point he was making was a serious one, that of the distinction between self-employment and working for someone else. In addition our overcrowded streets are over-populated with commercial vehicles such as local and regional taxis, buses, goods carriers, etc. through our uncontrolled distribution of permits. These, surely are more than enough for the elections of this small state! Many professionals, teachers, etc. are totally dependent on their personal vehicles. Buses of academic institutions too are not spared now. Does this mean that academic activities should cease for the entire duration of almost two weeks for the elections? was the world’s beacon for democracy and economic development and India was a laggard. These roles are reversing as the end of the second decade of the 21st century approaches. India is becoming a beacon and the US is becoming a flashlight. In large part, this is a consequence of leadership. India has a leader in Prime Minister Narendra Modi who is pursuing the future. The US has a leader in Donald Trump who is pursuing the past. President Trump is emphasising individualism and isolationism. Prime Minister Modi is stressing engagement and expansionism. Freedom House, in its annual report titled “Freedom in the World 2018” released in January, noted that “A long list of troubling developments contributed to the global decline of democracy, but perhaps most striking was the accelerating withdrawal of the United States from its historical commitment to promoting and supporting democracy.” The report’s aggregate Freedom Score rating (aggregate score) for the US in 2017 was 86 out of 100 points. Its aggregate score for India was 77. This shows that, overall, on the dimensions being measured, the US scores higher. But its score has dropped substantially from 94 in 2008. Today the majority of the countries that rate 90 and above on their aggregate scores are older and smaller. They do not have the size or stature to assume the international democratic leadership mantle if America under the Trump Administration relinquishes it. India does. In the last part of 2017, as Prime Minister Modi called for more democratic processes and

the country to step forward to take on that obligation. Time will tell how this plays out. What is certain, at this point, based upon Modi’s opening address at the Davos Word Economic Forum on January 23, is that the Prime Minister is using India’s democracy as a selling point and putting the country centre stage in terms of its own economic growth and promotion of international cooperation. In his Davos remarks, Modi stressed that India is the “largest democracy on planet Earth” and provided a litany of the enormous opportunities for companies to invest in “inclusive economic development”. He also struck a strong free-trade, globalisation note while calling for international unity to address the issues of climate change, terrorism and protectionism. Modi didn’t directly say that India is open for business. But his message, throughout his comments, was that it is. Trump, on the other hand, in his closing address at Davos, stated explicitly that “America is open for business...” But the implicit message, throughout his comments, was that it is not. At various points during his speech, Trump asserted: “As President, I will always put America first...”; “The United States will no longer turn a blind eye to unfair economic practices...”; “My administration is proud to have led historic efforts... to de-nuke the Korean peninsula”. According to press reports, Trump’s speech was fairly well received while he stayed on script. Trump was, however, booed when he answered a question after concluding his prepared remarks by declaring,

This was most evident when he concluded his speech by observing: “If you want wealth with wellness, work in India; if you want peace with prosperity, live in India; if you want health with whole life, be in India. And our promise is that your agenda will be part of our destiny. We both will have a shared and successful future.” To sum up: Trump’s nationalistic communication to the world at Davos was “My way or no highway.” Modi’s was “Our way is the skyway.” America’s retrenchment under Trump leaves a leadership vacuum in the world. India under Modi appears poised to fill that vacuum. What stands out and is differentiating about Modi is his espousing a positive and constructive agenda in terms of world involvement. There is no assurance exactly where India will conclude its journey to world leadership. It can however be stated unequivocally near the beginning of 2018 that India is on the right trajectory and climbing upward. It can be stated with equal certainty that the US is not. The Nagaland Baptist Church Council is surprised by the news item, “Be a Responsible Christian in the Election”, where NBCC is alleged to have given birth to NPF, a political party of the State. Christians have played an undeniably important role in the nation building process, both in the national as well as in the state level. In the context of Nagaland, the church has been a strong advocate for peace building in turbulent Nagaland, during its formative stage. The Church has always espoused values such as freedom, tolerance, respect for the rule of law, belief in personal and social responsibility, the sanctity of human life, a commitment to the common good and freedom of speech, debate, conscience and religion. Such teachings and practices are fundamental to the health of a society and is expected to motivate positive responses towards the development and welfare of the society. The writer of the article, Rev. Dr. Thupuo Nyekha, apparently has misconstrued the positive role of the church and have carelessly used the Church in an analogy with poor taste. The ECI has also issued instruction for strict implementation of ceasefire ground rules so that move-

ment of armed cadres is curbed in the interest of free and fair election. The commission has directed Assam Rifles to keep a strict vigil on the international border with Myanmar to curb movement of militants from across the border. Police too have been directed to continue identifying and taking action against all identified troublemongers, anti-social elements and people with bad characters so as to not allow anyone to vitiate the election process. Further, for the first time, all police check posts across the State have been put under webcasting and videography 24x7 for the entire period of election. On the other hand, all DEOs have constituted election expenditure monitoring teams as per an ECI instruction. Also, adequate numbers of expenditure observers and Income Tax officials have been deployed for expenditure monitoring, while 178 flying squads and 84 static surveillance teams

Polling will be held on February 27 in 59 out of 60 Assembly constituencies as Neiphiu Rio has already been declared winner unopposed from 11 Northern Angami constituency. Voting will take place in 2,156 polling stations where electronic voting machines (EVMs) with voter verifiable paper audit trails (VVPATs) will be used. There are altogether 11.91 lakh voters in the State with 6.01 lakh of them being male and remaining 5.89 lakh female electors. Meanwhile, as per the activity report (as on February 13), the flying squad team/SST has so far seized cash amounting to Rs 24,72,890; 25,856 litres of liquor, 220 kgs ganja, 18683 banned tablets/capsules, 5 gms of heroine/opium, two vehicles, two arms and 33 ammunition. They said Karti Chidambaram deposed before the investigating officer (IO) of the case as per the scheduled summons for today.

5 accused behind terrorist’s escape from SMHS hospital in NIA custody SRINAGAR, FEB 15 (PTI): The National Investigation Agency (NIA) today took the custody of five accused arrested by the Jammu and Kashmir Police in connection with the escape of Lashkar-eTaiba terrorist Mohammed Naveed Jhatt from the SMHS hospital, an official spokesman said here. The NIA spokesman said the court of Chief Judicial Magistrate here granted a two-day transit remand of the five accused who had been nabbed by the police on February 8, two days after the escape of 22-year-old Jhatt alias Abu Hanzalla from the busy hospital in the city. The five accused -Shakeel Ahmed Bhat, Tika Khan, Syed Tajamul Islam,

Mohammed Shafi Wani and Jan Mohammed Ganai -- were arrested by the police for allegedly conspiring in the escape of Jhatt. All the five accused are residents of Pulwama. The NIA re-registered the case pertaining to the escape from custody of Jhatt from the SMHS hospital where he was brought in for treatment on February 6. The accused will be produced before the NIA special court at Jammu tomorrow for seeking police custody, the spokesman said. Mumbai, Feb 15 (PTI): Gold prices soared by Rs 365 per 10 grams at the bullion market here Thursday amid a firm overseas trend and increased buying by local jewellers. Silver too followed suit and surged by Rs 470 per kg on increased offtake by industrial units. Standard gold (99.5 purity) climbed by Rs 365 to end at Rs 30,575 per 10 grams from Wednesday’s close of Rs 30,210. Pure gold (99.9 purity) also rose by a similar margin to finish at Rs 30,725 per 10 grams compared to Rs 30,360 previously. Silver (.999 fineness) surged by Rs 470 to settle at Rs 38,655 per kg as against Rs 38,185 earlier. Globally, gold was on track for its fourth straight session of gains as the dollar skidded to its lowest in two weeks on concerns about the impact of high levels of US debt and tax cuts. Spot gold was up 0.2 per cent at USD 1,353.73 an ounce at early trade. Among other precious metals, silver was up 0.3 per cent at USD 16.92 an ounce.

New Delhi, Feb 15 (PTI): Inflation based on wholesale prices eased to a six-month low of 2.84 per cent in January on cheaper food articles even as vegetable prices continued to rule high. Calculated on the basis of Wholesale Price Index (WPI), the inflation was 3.58 per cent in December 2017 and 4.26 per cent in January 2017. WPI inflation at 2.84 per cent in January is the lowest in six months. The previous low level was recorded in July at 1.88 per cent. According to the government data released today, inflation on food articles slowed to 3 per cent in January, from 4.72 per cent in December 2017. Inflation in vegetables witnessed some softening with annual inflation at

New Delhi, Feb 15 (PTI): The government will change the base year to 2017-18 for the calculation of GDP and IIP numbers while for retail inflation the year will be revised to 2018, Union minister D V Sadananda Gowda said Thursday. “During 2018-19, the ministry is proposing to initiate steps to revise the base years of gross domestic product (GDP), Index of Industrial Production (IIP) and Consumer Price Index (CPI) to accommodate and factor the changes that take place in the economic scenario of the country,” the statistics and programme implementation minister said at a conference on budget provisions. The statistics ministry has proposed the new base year for GDP and IIP as 2017-18 while for CPI it will be 2018.

New Delhi, Feb 15 (PTI): The government Thursday fixed wheat procurement target at 32 million tonne (MT) for 201819 marketing year starting April, as against 30.82 MT purchased by state-owned FCI during 2017-18. A food ministry statement said the decision was taken at a meeting of state food secretaries here to discuss procurement arrangements. The meeting was chaired by Food Secretary Ravi Kant. “In consultation with the states, it has been decided to keep an estimate of 32 MT of wheat procurement during 2018-19 marketing year,” the statement said. Wheat procurement target, however, is higher than the actual purchase of 30.82 MT during 2017-18 marketing year. Out of the total wheat

Indians at present spend around USD 40 billion through digital transactions. “Potential exists for digital transactions to triple from around USD 40 billion to USD 100 billion by 2020,” the report by the Boston Consulting Group in association with the search giant Google said today. E-commerce for products such as apparel and accessories, consumer electronics, durables, food and grocery, is likely to be the biggest constituent with the market size estimated to reach USD 40-45 billion by 2020, from around USD 18 billion at present. New Delhi, Feb 15 (PTI): India’s exports grew by 9 per cent to USD 24.38 billion in January, helped by a healthy growth in shipments of chemicals, engineering goods and petroleum products, even as the trade deficit widened to an over three-year high. The trade gap soared to USD 16.3 billion in January on account of a 26.1 per cent increase in imports to USD 40.68 billion due to increased inbound shipments of crude oil, as per data released by the commerce ministry. The country’s trade deficit -- the difference between imports and exports -- had touched the figure of USD 16.86 billion in November 2014. The trade deficit in January last year stood at USD 9.90 billion. “Exports have been on a positive trajectory since August 2016 to January 2018 with a dip of 1.1 per cent in the month of October 2017,” the ministry said in a statement. M U M BAI , F e b 1 5 (Agencies): The Reserve Bank of India (RBI) will be ready to inject adequate amount of extra cash into banks if needed ahead of March-end to give flexibility to lenders to manage their liquidity mismatches that typically happen at quarter-end, it said in a release on Thursday. The Reser ve Bank said it “stands ready” to provide additional cash “using a combination of appropriate instruments” without giving any further details on specific steps, to address any extra demand for liquidity due to advance tax payments and increase in withdrawal of cash from banks towards March-end. The 10-year benchmark bond yield briefly eased by 1 basis point to 7.58 per cent, but came back to 7.59 per cent as hopes of open market purchases of bonds stayed feeble. The RBI will also allow standalone primary dealers to avail term repo auctions on March 28, it said.

17 dead in Florida school shooting; suspect in custody

Wa s h i n g to n, F e b 15(PTI): At least 17 people, including students, were killed after a former student opened fire at a Florida high school, law enforcement officials said Thursday. The shooting suspect, identified as Nicolas Cruz, has been taken into custody. The FBI is assisting local officials in the investigation. “Nicolas Cruz was the killer. He is in custody. We already began to dissect his websites and social media that he was on ... some of the things that come to mind are very, very disturbing,” Broward County Sheriff Scott Israel told reporters at a news conference in Florida. Cruz, 19, was a former student of Marjory Stoneman Douglas High School in Parkland, Florida, where the shooting took place. Israel said Cruz got expelled from the school for disciplinary reasons. The suspect had countless magazines, he added.

UN envoy calls for immediate deescalation in Syria United Nations, Feb 15 (IANS): The UN special envoy for Syria on Wednesday stressed the need for the immediate de-escalation of violence in Syria. “This is as violent and worrying and dangerous a moment as any that I have seen in my time as special envoy,” Xinhua quoted Staffan de Mistura as saying. “I strongly reiterate the appeal of the (UN) secretary-general to all concerned in Syria and the region and beyond to de-escalate immediately and unconditionally, and urge all stakeholders ... to use their influence to help reduce violence.” There has been a gradual return to back-and-forth competition over territory in Idlib and Hama provinces, and heavy and sustained airstrikes across the northwest and in besieged eastern Ghouta, said de Mistura. Brazil to intensify bid to enter OECD

Brasilia, Feb 15 (IANS): Brazil will intensify negotiations in a bid to enter the Organization for Economic Cooperation and Development (OECD), an official statement said. Brazil will strengthen its delegation to the OECD from March to meet the requirements for being a full member, Xinhua quoted the statement as saying. At present, the US, Canada, Mexico and Chile are the only full members from the Americas. The OECD is a bloc of 35 member countries that together account for 62 per cent of global GDP and around two-third of international trade. It wields important influence over decisions by other international bodies, including the World Trade Organisation. To apply for full membership, Brazil must show that it has met the 237 recommendations of the OECD. The government said Brazil has met only 36 so far.

Kathmandu, Feb 15 (PTI): K P Sharma Oli was Thursday sworn in as Nepal’s Prime Minister for the second time, weeks after his Left alliance with former Maoist rebels swept the historic parliamentary polls, kindling hopes for much-needed political stability in the Himalayan nation. President Bidya Devi Bhandari administered the oath of office and secrecy to 65-year-old Oli at a function held at President’s Office, Shital Niwas, in Maharajgunj. He is the 41st prime minister of Nepal. Known for his proChina stance, Oli had served as the country’s prime minister from October 11, 2015 to August 3, 2016. other small parties. Earlier, former prime minister and Nepali Congress president Sher Bahadur Deuba had addressed the nation and submitted his resignation to the president. Deuba was elected as the 40th Prime Minister on June 6 with the support from CPN (Maoist Centre) which is now a part of Left alliance and opting for merger with CPN-UML. “The elections of three tiers of government have been successfully held under my leadership setting the foundation to long transition,” Deuba said in the television address. The Left alliance of the CPN-UML, led by Oli and CPN-Maoist Centre, led by Prachanda, secured almost two third majority in the Parliament during the parliamentary elections. Oli’s party CPN-UML secured 121 seats in the 275-member Parliament

Kabul, Feb 15 (IANS): The number of civilian victims in Afghanistan in 2017 was 10,453 -- comprising of 3,438 dead and 7,015 wounded -- nine per cent lower than in 2016, representing the first decline since 2012, the UN Assistance Mission in Afghanistan (UNAMA) said on Thursday. The 2017 report, launched in Kabul, revealed a decline compared to 2016 when 11,434 casualties -3,510 dead, 7,924 injured -- were recorded, Efe news agency reported. As compared to 2016,

the number of deaths fell by two per cent and that of the wounded fell by 11 per cent. The decline was attributed to a reduction in ground operations as well as mortar attacks in the most populous areas, according to the UN. “The chilling statistics provide credible data about the war’s impact, but the figures alone cannot capture the appalling human suffering inflicted on ordinary people, especially women and children,” UNAMA chief Tadamichi Yamamoto said.

Dubai, Feb 15 (Agencies): Former world number one Maria Sharapova and US Open finalist Madison Keys have pulled out of next week’s Dubai Duty Free Tennis Championships, the tournament organisers said on Thursday. Five-time grand slam winner Sharapova, who had accepted a wildcard to make her first appearance at the tournament since

2006, decided to withdraw citing a forearm strain. Sharapova lost her opening round match at the Qatar Open on Monday to Romania’s Monica Niculescu in three sets and is currently ranked 41 in the world. The 30-year-old Russian has a 21-10 win-loss record since her return from a doping ban last April.

American world number 14 Keys, who was expected to make her Dubai debut, has withdrawn due to illness. “Unfortunately both Maria Sharapova and Madison Keys have regretfully had to withdraw from the Dubai Duty Free Tennis Championships due to injury and illness,” tournament director Salah Tahlak said in a statement. “We are sorry that neither Maria nor Madison will be able to play in Dubai, but we still have one of the strongest fields ever assembled for the WTA event.” The tournament begins on Monday with world number two Simona Halep set to lead the field alongside defending champion Elina Svitolina.
