KOHIMA, FEB. 14 (NPN): Under fire from the opposition NPF over the recent controversial appointments of over 900 police recruits allegedly through backdoor, chief minister Neiphiu Rio announced the setting up of a committee to review the entire appointment system in the government and submit recommendations for fair recruitments. Inter vening in the heated debate over the recruitment of candidates at the ongoing fifth session of 13th Nagaland Legislative Assembly (NLA) on Friday, Rio assured the house of bringing in transparency in the entire recruitment process of the government.
Concentrate on upgrading Dmu airport: State NPP DIMAPUR, FEB 14 (NPN): National People’s Party (NPP) Nagaland unit has urged the State government to take a matured stand by concentrating on upgrading the existing airport at Dimapur to an international airport as the feasibility of an airport at the proposed site of Chiethu was full of loopholes and utterly doubtful. According to the party, the proposed airport at Chiethu would mean bulldozing and clearing off the area, which would not only be time consuming but also mean unnecessary spending of crores of rupees. Wondering whether the State could afford such an exorbitant project at a time when it was mulling cutting down salaries of government employees, state NPP president Dr. Ahoto Sema asserted that the current airport in Dimapur stood a far greater chance of being upgraded to an international airport with much lesser funds and resources. NPP said the present airport at Dimapur was well connected with railway station and all nearby bus and taxi stands, while also being nearest to NH-29, making it a much favoured airport.
Rio’s assurance came after deputy chief minister in-charge of home Y. Patton came under fire for the alleged questionable process where over 900 candidates were selected despite not going through the selection process. Only 208 candidates were selected for recruitment. Launching the opposition attack, NPF leader T.R. Zeliang called for corrective measures in the recruitment system in the police department and also demanded that all recruitments should be done through open recruitments and that only qualified candidates be appointed against vacancies. He urged the chief minister to withdraw the recruitment power given to DGP, SPs
and COs through a cabinet decision in 2002. Mentioning that withdrawing appointment power would avoid confusion, Zeliang also suggested that police recruitment should be done as in the Indian Army where the process was open and selection on merit. Earlier, commotion started in the Assembly during the question hour when deputy chief minister Y Patton, replying to a supplementary question raised by Dr. Imtiwapang, referred to some unverified data circulated on social media on number of appointments made since 2003 by former home ministers (including him), Neiphiu Rio, Thenucho and two current opposition MLAs – Kuzholuzo Nienu and Imkong L Imchen. Imchen attacked Patton for raising old issue in NLA without proper proof and documentation, stating it amounted to character assassination, prejudice and unsubstantiated quoting from social media. As Patton mentioned Thenucho’s name, Imchen brought to the
notice of the Speaker that the name of a non sitting MLA cannot be brought before the house for discussion. The Speaker intervened and stated that unverified data cannot be brought to the floor of the house. The Speaker said that the source needed to be probed and verified. The opposition member also demanded constituting a standing parliamentary committee for an independent enquiry. Joining the debate, NPF legislator Azo Nienu questioned Patton for blaming others instead of taking preventive measures. Meanwhile, replying to a starred question Dr. Imtiwapang, Patton informed the House that 206 constables were appointed through open recruitment in 2019. Stating that the constables were recruited by SPs and commandants as per criteria, he pointed out that exemption for appointment through open recruitment was mentioned in a personnel & administrative reforms (P&AR) department notification of 2004.

KOHIMA, FEB 14 (NPN): Opposition members on Friday described the Budget 2020-2021 placed in Nagaland Legislative Assembly (NLA) by chief minister Neiphiu Rio on Thursday as confusing, visionless, antifarmer, anti-development and hollow. Initiating the debate on budget, opposition member Kuzholuzo Nienu termed it confusing, disturbing and visionless, adding Rio’s address was more like an Independence Day or Republic Day speech. He also expressed concern over news that tourism properties were becoming VIP farm houses and individual properties of politicians, bureaucrats and government officials, including those retired. He demanded that the government should investigate without any reservation and bring to light those involved and book them, if found guilty, even as he stressed that comprehensive tourism policy was the need of the hour. And considering the annual expenditure to the tune of Rs 600 crore in transport department, as replied in his unstarred question, Azo said the government should
put a total ban on purchase of government vehicles like Mizoram government had done. This would save government exchequer and the saved money could be used for development purposes Taking par t in the discussion, NPF legislator YM Yollow demanded completion of the Foothill Road project and stressed on concentrating more on such projects. Pointing out how Nagas cleared Central civil service exams by using ST quota, he demanded that even within Nagaland, reservation should be made for the backwards. He also wanted to know from the government the amount of money collected from issuing of ILP and what was done with it. Opposition member Dr Chumben Murry mentioned that India was going through a fiscal stress and warned that Nagaland was bound to be affected. He questioned whether the proposal to deduct salary from State government employees for developmental activities and ban on new appointments and purchase of vehicles was an indication of things to come.
Budget without any specific policies: LoP
Winding up the discussion on budget, Leader of the Opposition Party, T.R. Zeliang termed the Budget 2020-21 “empty bowl” without any specific policies of the government to be taken up in the current financial year. Zeliang said that the budget made no mention of any new investments or projects for economic development and generation of income. Other than the tax on heavy machineries and the hike in petroleum products, Zeliang said the budget speech was just like the 2019-20 speech which was focused more on entertainment. On the Finance Commission team’s visit to the state, Zeliang regretted that there was no mention of any commitments given by the Commission, which proved that the state government failed to convince the Commission and get convincing answers from them to help the poor financial state of the State. DSSU raises objection
Dimapur Sümi Students’ Union (DSSU) has questioned the alleged large scale illegal appointment in the home department at a time when the state was reeling under unemployment. In a press release, DSSU raised strong objection to the alleged appointment of 1135 fresh recruits when only 208 posts were advertised and appointments made accordingly through open recruitment rally. The union said the issue has startled everyone particularly the educated unemployed youths. The union said it bore no malice towards anyone, but maintained that it cannot remain silent when the deserving candidates were deprived of opportunities because of rampant backdoor appointment. Appreciating the Naga Tribal Union Chümoukedima Town (NTUCT) for bringing out the facts to light, DSSU has assured to extend its support anytime for a just cause. The union also called upon the responsible department to make its stand clear on this issue at the earliest. DSSU cautioned that it would go to any extent to ensure that justice was delivered to the deserving youth.
DIMAPUR, FEB 14 (NPN): Alleging irregularities in the implementation of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in the state, the Kohima Village Council (KVC) has urged the state chief minister to intervene and take necessary action. In a complaint letter to the chief minister, KVC chairman Dr. Neiphi Kire and secretary Zeneizo Rutsa stated that the department of rural development must fully release the MGNREGA budget sanctioned by the Centre against the village and ensure full utilization for the purpose for which it was granted. Stating that there should be no deduction of money from the work orders, the KVC alleged that the department was demanding 80% of the material component cost from the work orders issued. “This illegal deduction must be investigated and stopped forthwith,” it stated.

DIMAPUR, FEB 14 (NPN): Endorsing the stand of the Naga Tribal Union Chümoukedima Town (NTUCT) on fresh police recruitment and training, the Chakhroma GBs Union (CGBU) Friday affirmed that it would stand with NTUCT in their fight against the alleged illegal appointments made in the police department. In a press release, CGBU president Rokovitso Kuotsu and secretary Thepfükuo Nagi said that illegal appointment and case of gross corruption in the present recruitment and appointment was evident, adding that “we cannot allow such malpractices to continue in our society.” CGBU maintained that a total number of 1200 being selected to undergo training at Police Training School (PTS) and Nagaland Armed Police Training Centre (NAPTC) when only 208 candidates were recruited through open recruitment was “a mathematical marvel”. It stated that the government ought to give satisfactory explanations as to how and when the other 992 candidates were selected. The union claimed that it was not the first instance where the appointments in the police department had raised serious doubts. It stated that the department seemed to be seriously plagued with the “evil practice of backdoor appointment, and this evil has to be rooted out with all earnestness.” Stating that many of deserving youth had been deprived of the opportunity due to “rampant political and backdoor appointments”, the CGBU said time has come for people to stand up together “to put an end to this menace.” (Cont’d on p-7)

NEW DELHI, FEB 14 (IANS): The Indian railways has set March 2023 deadline for the broad guage line connectivity from Dimapur (Dhansiri)-Zubza (Kohima) (82.50 km) in Nagaland which was sanctioned in 2006-07. At a press briefing here on Friday, Railway Board chairman V.K. Yadav said the railway budget 2020-21 has earmarked Rs 300 crore for this project. The total cost of the project is Rs 4,600 crore, he said. Another long-pending project Jiribam-Imphal (110.62 km) sanctioned in 2003-2004 now has a deadline of 2022. Emphasising on better rail connectivity in northeast regions and Jammu & Kashmir, Railway Board chairman said the Indian Railways will complete the long pending railway projects of national importance in the region by 2023. Yadav said the priority of railways in the next five years is to complete its 50 remaining super critical projects, augmenting capacity in order to introduce 1,500 new trains and wrap up its projects of national importance.

DIMAPUR, FEB 14 (NPN): Protest against the lack of teaching staff by students Wangkhao Government College (WGC), Mon entered second day on Friday. In a press release, Wangkhao Government College Students’ Union (WGCSU) general secretary T. Pangnyei Konyak has served a deadline on the state government to give a written assurance within two days that necessary number of teachers would be appointed at the earliest.
Failure to offer written assurance, the union warned that the students would resort to street protest as part of phase-III agitation starting February 17, 2020. The union lamented that WGC was the only college in Mon district, but the lack of teachers had always been one of the major issues the college had been facing. The union pointed out that the students were firm in protesting against the higher education department for the injustice.
KSU extends solidarity: Extending solidarity to the protesting students of WGC, the Konyak Students’ Union (KSU) said the students were protesting due to government’s failure to fulfil the demand of teachers’ appointment. In a press release, KSU president Bumang Phaiba and general secretary Phoe Konyak said that currently students were supposed to preparing for their semester examinations scheduled for April 2020, but the classes have not started due to
shortage of teachers. KSU claimed that the lone college in Mon district with 474 students was functioning with only 17 teachers out of which seven teachers were on contract basis. KSU also questioned the successive governments for neglecting Mon’s lone college over the years. According to KSU, it had made several appeals to the government to address the grievances, but remained neglected till date. As regard, the union has appealed the state government to seriously take up the genuine demand of students and make appointment of adequate number of teachers. Meanwhile, KSU said it has unanimously decided to join the students of WGC and bring the students from entire district to hold street protest in the event the government failed to address the demand.
The council has reiterated that there should be only one yard stick/criteria for generating job cards as per central pattern only. “This will ensure fairness and mitigate chances of corruption,” it added. Further, asserting that Muster Roll, which was necessary for all works executed under MGNREGA, must be genuine, the council expressed surprise that there were lakhs of forged signatures by the VDBs at the directive of the department every year. KVC alleged that RD department has normalized the crime of forged signatures. “This is a serious offense and while condemning it in the strongest terms,” KVC said and urged the government to take swift measures to “stop this outrageous practice immediately.” KVC also demanded that the department cease furnishing false attendance reports of works done at the work site on the Muster Roll. “This involves more
than a mind boggling 4.36 lakhs population of Job Card holders in the State every year involving 1250 Villages Councils and VDB in Nagaland,” KVC stated. Urging the state government to strengthen and empower the village councils, the KVC expressed regret there was no capacity building, no financial assistance nor administrative cost provided to the village councils despite such provisions available under the programme. KVC underlined that a strong village council at grass root level would ensure a strong Naga society. Ex-MLA Thrinimong Sangtam passes away DIMAPUR, FEB 14 (NPN): Thrinimong Sangtam, former MLA and former member of Nagaland Public Service Commission (NPSC), passed away in Tuensang Friday after a brief illness. He was 83. Born at Alisopur village in Tuensang district in 1937, late Thrinimong after finishing his high school from Government High School, Mokokchung, studied Theology, and obtained degrees of Bachelor of Theology from Eastern Theological College (ETC), Jorhat; Bachelor of Divinity from Serampore College, West Bengal, and Master of Sacred Theology from Yale University, USA. He worked as a lecturer at ETC, Jorhat for ten years from 1966 to 1976. Later on, he became Member of the Regional Council, Tuensang from 1969 to 1972 and mem-
ber of NPSC from 1980 to 1986. Subsequently, he joined politics, and was elected Member of the Nagaland Legislative Assembly from 52 Longkhim-Chare Assembly Constituency in 1987 as an independent candidate. State chief minister, Neiphiu Rio, who led the political leaders, political parties and civil organizations in mourning the demise of late leader, expressed grief and said that the void left by his death would be difficult to fill. Describing late Sangtam as “a God fearing and learned religious man, who served the people with sincerity and devotion in various capacities,” the chief minster further said that his death was a great loss for the people of Nagaland, particularly for the people of Eastern Nagaland. DIMAPUR, FEB 14 (NPN): Considering the overwhelming response of flyers between Guwahati, Dimapur and Imphal, Alliance Air, a wholly owned subsidiary of Air India has decided to operate daily flights in these sectors from February 20, 2020. This has bene done in order to bolster regional connectivity under Ude Desh ka Aam Naagrik (UDAN) scheme. Minister for of Transport, Civil Aviation, Railways and Land Resources, P. Paiwang Konyak flagged off the Guwahati-Dimapur-Imphal flight operation at Dimapur airport on December 7. The Centre’s objective, under UDAN scheme, was to make travelling affordable. However, there had been several complaints, as also reported on December 29, regarding exorbitant pricing of airfare.
DNSU affirms on cut-off date for ILP
DIMAPUR, FEB 14 (NPN): Dimapur Naga Students’ Union (DNSU) has affirmed that there must be only one cut-off date and year of Dec 1, 1963 for enforcement of ILP in the state. DNSU through its media cell said the resolution was adopted during its 4th unit presidential meeting at its office. Expressing disappointment over the separate cut-off date and year for Dimapur district i.e. Nov 21, 1979, the union has appealed to the government “to analyze the pros and cons before implementing any laws which may jeopardize the demography of the state.” Stating that it was committed “to fight tooth and nail against all odds”, DNSU warned that it would never accept ‘the outer layer sweeten candy which has poison inside’. DNSU, therefore, appealed the government to bring out “standard procedure and proper mechanism” for effective implementation of ILP in the district at the earliest. K Y M C

DIMAPUR: Dimapur Police on February 14 updated various crime reports for the month of February in a series of events in Dimapur. According Police/ PRO, Dimapur Police on February 1, apprehended one Khekaho Chishi of Lothavi village, resident of Sachu colony, Dimapur while illegally collecting money from Tata Magic, G.S. road and recovered a cash of Rs. 2530 and 6 extortion slips of GPRN/ NSCN (K) from his possession. In this connection, a case was registered at sub-urban Police Station Dimapur. In a similar incident, Dimapur Police apprehended one Pvt. DIMAPUR: Naga National Council (NNC) Parent Body Zeliangrong Region, AMN (NNC-PB ZLR-R, AMN) has terminated its ‘commandant’ 1st battalion Gaiguilung, son of late Kailiangjai and ‘corporal’ Hangbu, son of late Pourangumbe both from New Jalukie village of Peren district with immediate effect from February 15, 2020. NNC Parent Body ZLR-R, AMN through its MIP stated that the termination was necessitated due to their detrimental actions of taxations as they continue to violate the Azha for selfish interest even after several warnings served to them. Replying to a starred questioned raised by NPF member Dr. Chotisuh Sazo, minister for Housing, Tongpang Ozukum informed that 62 appointments for grade-III were made under Housing from April 1, 2018 till date without open interview. To this, Chotisuh urged the minister to constitute a recruitment board for all appointments and also called for maintaining the backward quota in the department. NPF MLA Yitachu also requested the minister to assure equal distribution of seats in the department. Also replying to a starred question on appointments of teachers in School Education from 2018 to 2019 by NPF member Muthingnyuba Sangtam, adviser to chief minister, KT Sukhalu said 76 LDAs in the directorate and districts, 134 G/T Maths & Science teachers, 74 compassionate appointments and 233 Adhoc appointments totaling to 517 were appointed during 2018 and 2019. He further stated that the LDA
and G/T Maths & Science teachers were appointed through open interview. The advisor also informed that nine primary teachers were appointed without requisite of B.Ed qualification from the backward tribes from April 1 to December 31, 2019. DIMAPUR: Development Association of Nagaland (DAN) Dimapur launched the third phase of “farm Northeast project” which would cover 12 villages in Peren district According to DAN, the launching programme was held on February 12 at Saijang village community hall, Peren in the presence of leaders and representatives from the targeted villages. Delivering the welcome address, Rev. Fr. Charles, director, DAN, gave a brief introduction of Caritas India and DAN who were implementing the initiative. He said that the intervention was part of

DIMAPUR: Chief Medical Office (CMO) Tuensang conducted awareness meeting and campaign on COVID-19 (Novel Corona Virus) on February 13 at New Pangsha under (Noklak block). A press release by CMO Tuensang office informed that the team was led by chief medical officer Tuensang, Dr.Temjenmoa visited Assam rifles check gate, International Trade Centre (ITC) at Dan (Pangsha) and met the officers and jawans manning the gate. The team briefed the jawans and officers on COVID-19 (Novel Corona
Virus) outbreak in China and instructed them to be vigilant with the movement of people along the border. The team also conducted the awareness meeting at New Pangsha with the chairman, GBs, village guard of Pangsha range, Yangkhao and Chingyu village from Tobu area. A separate meeting also was conducted with the Khiamniungan public leaders at Noklak CHC and they were briefed about the disease. Health units reporting for IDSP were instructed to be watchful for unusual increase in cases of acute respiratory tract infection/ influenza like illnesses and report promptly to DSU IDSP. KOHIMA , FEB 14 (NPN): CEO Kohima Smart City Development Limited Nagaland, Kovi Meyase said that in regard to Kohima Smart City, the citizens participation in the Ease of Living Index (EoLI) Survey is very encouraging at a press briefing to a section of the media persons on February 14 at Kohima Municipal Council office. While the Ministry of Housing and Urban Affairs had created a benchmark of at least 1% of the population to participate in the online survey, he said that Kohima City could achieve the 1% mark (i.e. 1076 people) by the evening o February 8 as on February 14 afternoon it stands at 1370 people. Concern over rising HIV and AIDS cases in Mizoram
Aizawl, Feb 14 (IANS): Mizoram Governor, DoNER Ministry Secretary and the Civil Societies have separately expressed their concern over the rise of AIDS/HIV cases in the northeastern state, bordering Myanmar and Bangladesh, officials said on Friday. DoNER (Development of North Eastern Region) Ministry Secretary Inder Jit Singh said that the Mizoram government has to make massive effort to check the growing spread of AIDS/ HIV in the bordering state. Singh, who is now on a three-day visit to Mizoram to study the ongoing projects funded by the Union DoNER Ministry, on Thursday called on state Governor P.S. Sreedharan Pillai at Raj Bhavan here and discussed the rising AIDS/HIV cases in Mizoram among other issues. Singh said that the growing cases of AIDS/ HIV in Mizoram are a big problem that needs to be attended immediately with all out efforts. The top leadership of the Young Mizo Association (YMA), a most influential
body in Mizoram, recently met the governor and sought his help to strengthen cooperation between the government and NGOs in order to fight against drugs abuse and HIV/AIDS on a war footing. YMA President Vanlalruata told IANS over phone on Friday that according to the Mizoram State’s AIDS Control Society around 2.04 per cent of state’s total population is HIV infected. “ We a r e n o t s u r e whether the data on HIV/ AIDS is correct or not, but a war-footing measures needs to be taken by all stakeholders to check the spread of the dreaded disease,” the youth leader said. The YMA leaders apprised the governor that the free movement of people along the India-Myanmar border villages has led to an increase in the supply and smuggling of drugs from Myanmar. Mizoram has an unfenced international border of 404 kms with Myanmar and 318 kms with Bangladesh. While the Border Security Force guards the Bangladesh border, the border
with Myanmar is secured by the Assam Rifles. With 10,91,014 population (2011 census), Christian dominated Mizoram is the second least populous state in the country. The Governor while addressing an official function here said that HIV/ AIDS has become a major problem and needs to tackle this problem on a warfooting manner. “We need to create mass awareness and movement to ensure that this disease is rapidly checked and its growth arrested. I appreciate the efforts of the church, NGOs and voluntary organisations in tackling this menace, and I believe, if we join our hands together, we can win this battle,” the Governor said. He said that the state government has recently launched an improved Mizoram State Health Care Scheme which aims to provide health insurance to beneficiaries especially economically backward classes and every citizens must make the best use of this scheme.

IMPHAL, Feb 14: A Manipur based human right body on Friday pressed the state government to formulate a policy for street vendors while taking serious note of the present condition of street vendors of Imphal markets. The demand of the right body came at a time when street vendor of Khwairamband Keithel in the heart of the city are deprived of their rights to vend their wares after the authority of Manipur government imposed restriction on their vending hours. The street vendors have been protesting since January 16 last and their business remained uncertain till date. Youth’s Forum for Protection of Human Rights (YFPHR), in a statement, today expressed worry that the ongoing impasse has now become a threat to the livelihood of the street vendors. It alleged that restriction being imposing on the street vendors were violation of Article 21- “Right to Live and Personal Liberty”. The street vendors were not allowed to sell their goods for the last 29 days. It has severely hit their survival. There are more than
2000 women street vendors earning their daily basic livelihood to meet the needs of their family and children. The street vendors earn a minimum of Rs 200 and Rs 500 at the maximum which is once in a while. Ever since the restriction imposed by the government, they are facing hardships to meet their daily basic needs, YFPHR alleged in the statement. The right body then drew the attention of the state chief minister to ensure street vendors are allowed to do their business at the earliest to avoid violations of their livelihood.It further demanded compensation for the entire period until street vending is allowed. The right body further urged the chief minister to direct the police department to investigate into the alleged collection of money from the street vendors in the name of issuing street vendor’s ID card by a group of people. It alleged that while the street vendors were in a state of uncertainty owing to restriction to their business, a group of unknown people were collecting money ranging from Rs 1,300 to Rs 2,000 on the pretext of providing ID card to be issued by the government authority sooner or later.

concerning the environment, disaster management awareness, technological advancement, and to promote further understanding of Japan through seminars, observational tours and related facilities etc. During their stay in Japan, the participants visited different places in Tokyo, Nagasaki and Unzen. At The Tokyo Rinkai Disaster Prevention Park, a central
base of operations for disaster preventions in the Tokyo Metropolitan areas, students experienced the simulation of earthquake and the preventive measures. Other places visited in Tokyo included; Tokyo Hydrogen Museum, National Museum of Emerging Science and Innovation, Tokyo Water Reclamation Centre, Tokyo Landfill Site, and an interaction with the
International Volunteer University Students Association (IVUSA). At Nagasaki, participants were given the opportunity to interact and hear stories from an atomic bomb survivor Yoshiro Yamawaki. Delegates also planted trees at Farmland of Kojiro Green Promotion at Unzen City, witnessed a short video of the 1991 Pyroclastic Flow eruption of Unzen Volcano, and visited Mt. It was his personal stand to retire from his duties as he had served the HNLC for the last twenty years,” Nongtraw said. He said that Marwein’s retirement application letter was received two months back and it was subsequently decided by the organization to relieve him of his duties. Nongtraw said that the outfit has appointed Marius Rynjah (Hepkhoit) as the new finance secretary and Chandame Passah as the assistant finance secretary. The HNLC general secretary wished Marwein a good life and health ahead. Marwein was first arrested in 1999 on charges of antinational activities. Cong attacks BJP on Pulwama attack
New Delhi, Feb 14 (PTI): Mounting a fresh offensive against the BJP government on the first anniversary of the Pulwama terror attack, the Congress on Friday accused it of using the sacrifice of soldiers for electoral gains and asked who benefited the most from the strike. As Pulwama occupied the political centrestage, several Congress leaders, including former president Rahul Gandhi, raised questions on the inquiry into the attack that killed 40 CRPF personnel and why it was not being made public. Gandhi asked who was made accountable for the terror attack on a security convoy in Pulwama in Jammu and Kashmir on February 14 last year. “Today as we remember our 40 CRPF martyrs in the #PulwamaAttack, let us ask: 1. Who benefitted the most from the attack? 2. What is the outcome of the inquiry into the attack? 3. Who in the BJP Govt has yet been held accountable for the security lapses that allowed the attack?” he posted on Twitter. mproved road, rail and air connectivity are the prime movers for spurring economic growth of the north east and in this regard, the prospects for Nagaland draws needed interest and the moot point is whether the state planners have their sights on the objective? In the recent assembly debate, the polarity in perception about “development” was anything but like mistaking the woods for the tree. While the treasury bench was all for the construction of the proposed Greenfield airport at Chiethu, the opposition seemed equally steadfast with the proposal for a Greenfield airport at Rüzaphema. The two sides of the aisle were engaged in heated duel over which of the two was better or more viable then the other. The debate seemed as if the proponents were bent on winning the argument instead of understanding the practical realities. Chiethu is located under Chiechama village Kohima district and the proposed greenfield airport was initiated by Chief Minister Neiphiu Rio. Rio held the stand that Chiethu fulfils the policy of every state capital being entitled to have an airport. He reasoned that the issue was about making use of the opportunity when provided. Some years back it was reported in the media that due to the hilly and undulating terrain which, according to the Airport Authority of India (AAI), may pose a limitation to its operations and hamper further expansion of the airport and also sensing the huge cost that would be incurred for its construction, the AAI directed the Government of Nagaland to situate another suitable site which is plainer. The Centre’s DoNER ministry had held the view that the proposed Chiethu airport was not feasible in view of the cost and other factors. When Rio was succeeded by T.R. Zeliang as chief minister, the latter batted for Rüzaphema in Peren district and some 35 Kms away from Dimapur, as the alternative airport to Dimapur. Be that as it may, the duel in the assembly over which of the two-Chiethu or Rüzaphema – has distinct advantage over each other is less important. Even with regard to the claim that either has the potential of becoming an international airport in the long run; this point is far stretched and somewhat of a distant dream. It is unfortunate that while rooting for either of the above, the decision makers seem to have left present Dimapur airport in the lurch. Instead of trying to first improve the present airport to facilitate operations for bigger aircraft and seek more flights, the leaders have focussed their time and energy on new projects. The message is that there is need to show marked improvement in passenger facilities to meet the present needs of passengers from Nagaland and parts of nearby upper Assam. One of the significant contribution towards was the recently re-introduced flight between Kolkata-Guwahati-Dimapur-Imphal and back. While other north eastern states are trying to attract a large number of tourists to their States and, which is growing at the rate of 12% each year , Nagaland has not achieved its goal of wooing investors from mainland India because of the poor state of affairs. Improved infrastructure and air, road and rail connectivity have played a major role in driving tourism growth and this is the crux of the matter. Economic vision comes from understanding the dynamics of maximising what are available to their fullest potential before venturing further.

Don’t talk to other people about it; don’t read books to find out the reason for the darkness; just listen and obey. If you talk to other people, you cannot hear what God is saying. When you are in the dark, listen, and God will give you a very precious message for someone else once you are back in the light. After every time of darkness, we should experience a mixture of delight and humiliation. If there is only delight, I question whether we have really heard God at all. We should experience delight for having heard God speak, but mostly humiliation for having taken so long to hear Him! T
he present imbroglio on the issue of an upgraded and international airport in Nagaland has brought to the fore the urgent issue that needs to be addressed so that there are no doubts left in the minds of the general public without creating any bias. This stand by NPP Nagaland has to be taken in the most optimistic and mature manner by all and sundry. Dimapur, as we all know is the corridor to not only Nagaland but also to Manipur and a major area of Karbi Anglong and Golaghat in Assam. It is the central hub of all businesses and developmental activities. But sadly enough, some of our leaders do not understand the relevance of Dimapur City as being pivotal for the growth and development of the entire state. Subsequent governments have skirted the issue of giving due relevance to the importance of Dimapur as being the hub of all commercial activities which brings in favourable revenue to the government. The Dimapur Railway Station which is one of the oldest Railway Stations in the North East and has a status of being in the 2nd position in terms of revenue earning railway station under the NFR and in terms of Per-Capita Rail Income being undisputedly in the first place. Whereas, Dimapur is a far smaller town in comparison with Guwahati. But still the Ministry of Railways has not given the due privilege to our only Railway Station and much of it is due to a lack of effective pressure from the State Government to upgrade Dimapur to at least a Sub-Division under NFR due to which Dimapur has always been under the whims of Lumding Division or Tinsukia Division. Moreover due to our lackadaisical attitude, Dimapur Railway Station is mostly in pathetic condition and the Train Coaches are very unhygienic and not up to the standards. The State Government should demand more sophisticated and modern trains and coaches with ultra-modern facilities and proper maintenance as development of the Dimapur Railway Station has to be in due earnest and not just a cosmetic
face-lift. Also there are very few trains which originate from Dimapur itself and people of Nagaland do not get proper quota of train tickets on time and during rush hours due to syndicalism in issue of ticket quotas whereby tickets are booked by agents in Bokajan and other places of Assam before passengers in Dimapur or other parts of Nagaland can get the advantage. Now in the context of the airport issue, we would like to urge the present Government to take a matured stand by concentrating on upgrading the existing Airport at Dimapur to an International Airport as the feasibility of an Airport at the proposed site of Chiethu by the State Government is full of loopholes and utterly doubtful. Firstly, the proposed airport project in Chiethu will mean bulldozing and clearing off the area for building the airport which will not only be time consuming but also it will mean unnecessary spending of crores of rupees. Can we afford such an exorbitant project at the present condition where the state is even mulling cutting down in the salaries of the government employees? The present Airport in Dimapur stands a far greater chance of being upgraded to an international airport with much lesser funds and resources. Secondly, even if the proposed airport at Chiethu becomes a reality by leaps and bounds, it will not be convenient for many commuters from Nagaland itself to spend additional fares to reach Kohima and then fly in an airplane. In this regard, Dimapur not only caters to the commuters from Nagaland but also to those from nearby areas of Karbi Anglong and Upper Assam to a considerable extent. Do we expect those commuters to take an additional burden of travelling up to Kohima to fly to other destinations? Consideration has to be made also of the deplorable road conditions, land-slides and traffic jams leading upto Kohima from Dimapur. Here, the leaders have to be realistic and not biased in favor of a particular tribe, region or district for that matter.
Thirdly, considering the hilly terrain and other such ardous geographical conditions of the proposed airport site at Chiethu, it would be really difficult for international flights to land and take off from the airport especially when Kohima district faces long monsoon season and is mostly covered in a thick blanket of mist and fog. Think about the long hours of delay that will be caused due to these external factors like weather, terrain and the biggest factor being the safety of the passengers. When we again talk of Dimapur Airport, there have been little or no delay in flights till date due to adverse weather conditions as the weather of Dimapur is mostly clear and visibility is much higher as compared to any hilly area in Nagaland which makes it a more favourable and safer airport. In addition to this, international and domestic flights on bigger aeroplanes would be very difficult and almost impossible to maneuver at high altitudes, mountainous terrains and adverse weather conditions thus limiting the airport to smaller airplanes only. Lastly, the present airport at Dimapur is well connected with the Railway Station and all nearby bus and taxi stands while also being the nearest to the National Highway-29 making it a much favoured airport. Shifting the present airport to other far-off places like Ruzhaphe and Chiethu will mean neglecting the convenience of a majority section of the people and sacrificing their comfort over the selfish aspirations of a certain section of tribe or community. This also brings us to a grim reminder of Muhammad bin Tughluq, the Mughal ruler who foolishly shifted the Mughal Capital from Delhi to Devagiri, which was a disastrous and costly decision. We should not take an erroneous and myopic decision at this juncture like Tughluq for which we might have to regret later. At this juncture, we as matured leaders must unitedly think about development of our state irrespective of any affiliation to any tribe but for the greater benefit of the entire population of Nagaland. We are not against the
construction of a separate airport in Kohima as we can understand that as the State Capital it does require an airport but at no cost should it be compromised by neglecting the upgradation of the Dimapur Airport to an International Airport. We should understand the complications, costs and risks of creating an International Airport in an unfavourable terrain like Chiethu in Kohima. We should not be so selfish as to think about development of Nagaland in terms of developing the State Capital alone. Nagaland does not comprise only of Dimapur or Kohima. Why does the government forget that there are other 10 districts to consider for development? Instead of focusing on a maiden airport in Kohima, why does the government not think about construction of state-ofthe-art Helipads and introduction of smaller and durable passenger as well as cargo chopper services in all District headquarters and major Sub-Divisions which will be much more viable and bring better opportunities and provide emergency services for the people of all the districts. Moreover introduction of chopper services will be economically more viable in terms of land and infrastructure required for the helipads. The other consideration that we can collectively make is the opening of a new airport at Tizit in Mon District which has ample land as well as favourable terrain and weather conditions. This will not only develop and provide better air connectivity for the people of Eastern Nagaland, some parts of Central Nagaland and Upper Assam but also make connectivity to the remote areas of Nagaland far better and much faster. Here, we would also like to question the State Government as to why they are turning a blind eye to the rampant and illegal land encroachments happening in most parts of Nagaland which is done right under the nose of the District Administration. Why is the government allowing vital public avenues like the Railways, Airport, Hospitals, Colleges, schools, etc. to be encroached upon illegally and rampantly thereby directly affecting the
development and benefit of the general public? This becomes a very good excuse for the government not to bring about any development in the pretext of land encroachment. If the government requires more land to upgrade the existing airport in Dimapur, they should be bold enough to retrieve the encroached land at any cost or by purchasing additional plots of lands for which ample funds may be allotted by the Central Government through AAI if required. It is worth noting here that the entire developmental funds for any airport are completely sanctioned by the AAI for the development of the airport. In light of the above, the NPP Nagaland State would like to reiterate our position on the proposed airport project of the State Government. We do not support any move by the government to shift the present airport from its present location to any other place as desired by some individuals. We request the government to take a matured stand and retrieve the encroached land belonging to AAI and the State Government so that extension of the runway can be done without any further delay. If this is not possible, we request the government to make an alternative arrangement of developing an airport near the present airport so that it is easily accessible for all commuters, from Nagaland as well as nearby Assam so that the airport revenue does not go down due to lack of passengers. Also such major issues concerning the State’s development must be thoroughly deliberated and discussed with all stakeholders including the general public. Finally, NPP Nagaland requests all Parties, Leaders, NGOs, Naga Political Groups, Civil Societies, Students’ Unions, Tribal Bodies, Religious and Educational bodies to be united for overall development of Nagaland without any bias and let us all wake up from our traditional tribal politics and rise above personal gains for a forward and developed Naga society. Is the government’s intention to implement the Act only to make India be seen as the ‘home of all Hindus’ as some protesters have claimed? At the very least, it would be very wise if this government eases its stubborn stance, listen to the arguments, analyze the pros and cons and provide acceptable justifications to the questions raised by dissenters, protestors and the general citizens alike. However, if this policy is all about BJP’s polarizing politics and an attempt at ethnic cleansing as feared, then this will never be in the nation’s best interest; or even theirs in the long run. Murry observed that though the government intended to develop human resource, double farmers income by 2022, achieve pork sufficiency and build good roads, yet the budget did not reflect how these was all going to be achieved, adding that the PDA government knew what was required but did not know how to go about. He explained that budgeting was usually of two types – simple incrementing budgeting and broad-based activity-oriented budgeting – and said the government talked about activity-based development but presented incremental budget with 16.86% increase over the previous year’s budget. He said there were 78,367 unemployed Naga youths, of which 40,000 could be educated unemployed, and cautioned the government to have serious consideration lest these people take to insurgency. Stressing that a budget should talk about growth and State’s GDP, Murry questioned the targets of the government and asked how it was planning to achieve growth. He said there were many unanswered questions in the budget. While appreciating the move on tax reforms on heavy non-transport machineries and petroleum products, he asked why commercial buildings were not included. Taking part in the discussion, opposition MLA Dr Chotisuh Sazo asked the government whether the career guidance and employability programme, hosting tournament, TAFMA were achievements when argi allied sector was not mentioned. Sazo alleged that bud-
get focused on singing, dancing, fashion, festivals and tours, but did not have any programme for the weaker section. He asked the government to maintain 37% reservation for the backward in jobs. On the proposal for declaring Nagaland an organic State, he maintained that it would be difficult to declare the whole State organic at one time, and suggested bringing certification agency and focusing on specific areas, which would help farmers fetch good market price for their produce. He said the government must pay more attention and improve existing pork breeding stock, instead of procuring pigs from the United Kingdom, as the State had good breed of pigs. He described the budget as anti-farmer, antidevelopment and hollow. On his part, opposition member Yitachu appreciated the government for revealing the difficulties it was facing and for seeking support from all legislators. Yitachu also stressed opening roads along international borders to take advantage of Government of India’s Act East policy as opening the roads would lead to increased trade with the neighbouring countries. He insisted that department of under developed areas (DUDA) should take this project and open roads as youth could get gainful activities for livelihood and the State’s economy would grow. Forex traders said the rupee consolidated in a narrow range as strengthening of the US dollar, rise in crude oil prices and heavy selling in domestic equities weighed on the local unit. At the interbank foreign exchange market, the local currency opened on a positive note at 71.29. During the day, it lost ground and touched a low of 71.41 and finally settled 6 paise lower at 71.37 against the US currency. The domestic unit had settled at 71.31 against US dollar on Thursday.

Bag h da d, F eb 1 4 (IANS): A rocket hit a military base housing US troops in Iraq’s oil-rich province of Kirkuk, a security source said. The attack took place on Thursday evening when the Katyusha rocket hit the K1 military base without causing casualties, the source told Xinhua news agency. Iraqi police forces searched the area where the rocket launched from, and found a 12-rocket Katyusha launcher with only one was fired on the base, the source said. The attack came 40 days after the death of Qasem Soleimani, commander of the Quds Force of Iran’s Islamic Revolution Guards Corps, and Abu Mahdi al-Muhandis, deputy chief of Iraq’s paramilitary Hashd Shaabi forces, who were killed on January 3 in an American drone strike near the Baghdad airport. In retaliation for Soleimani’s killing, Iran on January 8 launched over 13
ballistic missiles on the two military bases housing US troops in Anbar and near the city of Erbil. The UK newspaper, Metro said in a report on Thursday that the trade official was arrested and immediately executed after risking the spread of the deadly disease. Sources said the official had been placed in isolation after travelling to China with the country’s leader Kim Jong-un. The report said that the official was said to have ignored Kim’s threat to “rule by military law” against anyone who left quarantine without approval. North Korea has not yet confirmed any cases of the virus, but has taken drastic measures to stop it spreading over its 880 mile-long border with China, the newspaper added.

US announces proposal with Taliban to reduce violence in 7 days

BEIJING, FEB 14 (IANS): The overall death toll due to the deadly coronavirus on Friday increased to 1,380 in China, with 63,851 confirmed cases, authorities said. The National Health Commission said that it received reports of 5,090 new confirmed cases and 121 deaths on Thursday from 31 provincial-level regions and the Xinjiang Production and Construction Corps, reports Xinhua news agency. Among the deaths on Thursday, 116 were in Hubei province, two in Heilongjiang, and one each in Anhui, Henan and Chongqing. Another 2,450 new suspected cases were reported Thursday, said the Commission. Also on Thursday, 2,174 patients became seriously ill, while 1,081 people were discharged from hospital after recovery. he world’s first Batman-themed restaurant is coming to London. Park Row is a new venture from Warner Bros, and is described as “an immersive DC-inspired restaurant experience”. The restaurant, set to open in the spring and named after the area of Gotham that notoriously houses most Batman villains, promises the opportunity to “dine in style and find a slice of Gotham in Soho”. Among the attractions at the restaurant are an Iceberg Lounge inspired by The Penguin, a Harley Quinn sushi bar and a speakeasy called Old Gotham City. A new report in Forbes details that the restaurant, all 18,000 square feet of it, is set to house three bars, five different “dining environments”, and with prices starting at £45. n i ve r s a l M u s i c Group have confirmed that recordings by the likes of Nirvana and Elton John were among those to be lost or damaged in the 2008 fire at Universal Studios Hollywood, according to newly obtained legal documents. The June 2008 blaze at the studios destroyed three acres of a backlot, including a vault owned by UMG. A pair of reports by the New York Times in June 2019 alleged that recordings or original master tapes by over 800 artists were affected by the fire. In new legal documents obtained by Rolling Stone from the ongoing class action lawsuit against UMG which was filed by some of the artists affected by the fire, UMG acknowledged that “original master recordings” by the likes of Elton John and Nirvana “were affected” by the fire. The document, which

Howard King, one of the lawyers for the artists behind the class action suit, said in a statement: “Universal claimed 17,000 artists were affected by the fire when they were suing for damages. Now that they face a lawsuit by their artists, they claim a mere 19 artists were affected. This discrepancy is inexplicable.” UMG have not responded to these new claims, but Universal did respond to the original NYT reports about the blaze last summer by saying that the fire “never affected the availability of the commercially released music nor impacted artists’ compensation”. They also claimed the NYT story “contains numerous inaccuracies, misleading statements, contradictions and fundamental misunderstandings of the scope of the incident and affected assets.” (NME)

For a small State like Nagaland, he said to incur such astronomical deficit figures within a span of one year would be disastrous and lead to a total breakdown of the State financial position. Zeliang also said that the increased devolution would not be enough to rescue the State from the shortfall to take up developmental works. He concluded by saying that the budget speech contained too much rhetoric and less substance and asked the government to seriously ponder and take up sustainable measures to improve the living standards of all the people in the State and not just a select few. Meanwhile, LoH and chief minister Neiphiu Rio will reply on Saturday, after which the Budget will be put to vote.

He regretted that even though the opposition members had raised many pertinent points during the debate on the motion of thanks to governor’s address, satisfactory answers were not provided in the governments reply, particularly on CAA. He said Nagaland should have rejected the Act, like the governments in Kerala and West Bengal, and boldly spoken out against it as its implications in the long run was known by all. On RIIN, Zeliang said he was disheartened to note that the government had failed to mention the status and the policies of RIIN. LoO also questioned the status of Investment and Development Authority of Nagaland (IDAN) and wondered what role it had played in bringing more investment/revenue to the state. Further, he alleged that goods transporters from outside the State were not willing to send their trucks inside Nagaland because of illegal taxation, which was going rampant, as the government had turned a blind eye. He said this had a major negative economic impact on the State, for which the government must pay attention and take corrective measures at the earliest. 11 Gokulam Kerala crowned new IWL champions Bengaluru, Feb 14 (IANS): Gokulam Kerala were on Friday crowned champions of the 4th Indian Womens League (IWL) after a dramatic 3-2 victory over Kangchup Road Young Physical and Sports Association (KRYPHSA) FC at the Bangalore Football Stadium. Gokulam Kerala raced to a 2-0 lead through early goals from Prameshwori Devi and Kamala Devi but Dangmei Grace pulled one back for KRYPHSA to reduce the deficit before half-time. Ratanbala Devi levelled the scores in the second-half to set her team on course for what would have been a phenomenal comeback. However, it was Sabitra Bhandari who rewrote the headlines by striking a late winner for Gokulam. The Malabarians took the lead after just 49 seconds on the clock. KRYPHSA were caught napping when a speculative clearance from the Gokulam half found Sabitra Bhandari. She got away with her sheer pace before delivering an inviting cross into the box. Prameshwori Devi was the first to react and found the back of the net with an instinctive finish. The lead could have been doubled just five minutes later after Kamala Devi had put Bhandari through on goal. The latter made no mistake with her finish but her goal was ruled out for a foul on a covering Sweety Devi. In the 25th minute, Gokulam earned a free-kick just on the edge of the 18-yard box for a foul on Michel Castanha. WHO says no case for moving Tokyo Games : IOC coordinator
TOKYO, FEB 14 (AGENCIES): The World Health Organization has told the Inter national Olympic Committee there is no case for cancelling or relocating the Tokyo 2020 Olympics over the coronavirus outbreak, the head of the IOC’s Coordination Commission said on Friday. The 17-day event is due to start on July 24. Japan said separately on Friday it would step up testing and containment after reporting its first coronavirus death and confirming new cases, including a doctor and a taxi driver. Jo h n C o a t e s s a i d advice the IOC had received “externally” from the WHO was that “there is no case for any contingency plans of cancelling the Games or moving the Games.” The spreading outbreak, whose epicentre is the Chinese city of Wuhan, has prompted the cancellation of some international sporting events, as well as 2020 Games qualifying competitions for boxing and badminton that were due to take place in China. Coates said coordina-
tion between the Japan organising committee’s virus task force and other national authorities reinforced the IOC’s confidence that the situation was being properly addressed. That raised expectations that “we’ll be able to ensure that the Games go ahead in a way that’s safe for the athletes and spectators,” Coates told a news conference hosted together with Tokyo 2020 Olympics President Yoshiro Mori.
