NPCC blames NPF-BJP for crisis

DIMAPUR, FEB 14 (NPN): Nagaland Pradesh Congress Committee (NPCC) has strongly come out against Naga People’s Front (NPF) and Bharatiya Janata Party (BJP) alleging that both were responsible for the creating the “entire mess” in the state. NPCC through its media cell said both NPF and BJP were adamant to play with fire to further their interest even when people’s lives were at great peril. NPCC said people needed to realize that NPF has lost its regional identity after submitting itself to the dictates of BJP high command even in internal party crisis. They (NPF & BJP) were two sides of the same coin, NPCC added. NPCC said it was not going to politicize such issues, but maintained that it could not remain a silent spectator when the people were bearing the brunt of the NPF government that was “fully responsible” for the turn of events and the “opportunistic central BJP leadership prolonging the crisis to fish in troubled waters.”

Further, an emotionally charged up women group in anger said “if chief minister failed to step down, he should bring to life those killed in Dimapur and Longleng, who became victims due to his shortsightedness.” The group further pointed out that 33% women reservation had only brought bloodshed and chaos in the society, allaying

NPF pooh-pooh Rio’s Delhi meeting DIMAPUR, FEB 14 (NPN): Drawing attention to news reports that Lok Sabha MP Neiphiu Rio was summoned to Delhi for consultations with Central leaders, NPF through its Media & Press Bureau said he was summoned only to be asked to “diffuse” the situation at his meeting with “NSA Ajit Duval (Doval) and Centre’s Interlocutor for talks with NSCN (I-M) R.N. Ravi”. NPF M&P Bureau also claimed that after this news began circulating in the “social media” many heaved a sigh of relief and called up its office to confirm the news. It also claimed that Rio was “told in no uncertain manner” that there was no question of change of leadership (CM) and that

he as MP, ought to “work hand in hand with Nagaland chief minister T.R. Zeliang to ease the tension.” Basing its claims on “BJP sources” it said union home minister Rajnath Singh had “indicated to Rio” that he must do all he can, to ease what it described as “weeks-long social movement”. NPF fur ther cited Asian Age report (February 14) where home ministry told Rio that the fate of the T.R. Zeliang government would be “decided only by the strength of legislators and not by protests on the streets.” NPF reiterated that the “movement” by apex Naga tribe organisations has “donned a political shade” after agitators began demanding the resignation of

T.R. Zeliang. It attacked four MLAs whom it described as “four former dissident NPF legislators” for seeking the revocation of suspension of Rio and Imkong L. Imchen, so as to ease the prevailing situation. Unrelenting in its attack on K.T. Velie, NPF described him as “personal secretary to former chief minster Neiphiu Rio and convenor of the hurriedly formed Nagaland Tribes Action Committee (NTAC), the organisation spearheading the agitation in Kohima.” Summing its vitriolic attacks, NPF said NTAC had gone down to Dimapur where it was holding meeting with JCC till late evening and also that both NTAC and JCC were planning to visit Delhi.

AYO takes on govt, NPF central

KOHIMA, FEB 14 (NPN): Angami Youth Organization (AYO) has accused the state government of “acting like Hitler Nazi Germany era” employing all subversive measures and propaganda to the extent of “unleashing (Cont’d on p-8) murderous state sponsored terror.” Reacting to the NPF central press statement, the AYO through its media cell said it was amused by the “dramatic display of extreme folly and toddlers languages by the NPF Central.” AYO said the NPF central was unaware that the present issue was a peoples’ movement against the government. It said the NPF central body “shamelessly” had the audacity to brand the much respected Naga tribal “He exercised his faith bodies sincerely working to the wrong way-praying for “salvage our people” as “a matter of sheer unadulterpostponement of exams.” ated comedy.”

This is it!

Womenfolk in hundreds man the highway in Chumukedima.

According to Angami Youth Organization, NPF central today stood condemned for holding the illusion that a mass public movement cannot shake the government for its unjust, manipulative and scheming policies. The organisation said that the voice of the people can never be suppressed. Meanwhile, the AYO said it was deeply offended by personal attack on KT Villie, vice president APO and NTAC convener, who was once an official PS to former chief minister of Nagaland. AYO reminded the NPF central that Vilie was selected by the Angami people to lead and represent Angami community in the Angami and NTAC levels. Therefore, AYO said that allegations levelled against him were a direct challenge to Angami tribe itself and the Nagas at large.

Further, AYO said the NPF press statement was devoid of any substance and value, adding that it was only a representation of their “deranged mind” as their stubborn refusal to address the core issue of the imbroglio clearly exposed.

AYO warns hotels

Taking serious note of the reports that some hotels in Kohima were harbouring legislators, the Angami Youth Organization (AYO) on Tuesday warned all hotels in Kohima not to harbour/entertain political parties or government departments for any meetings. In a press note, AYO media cell said any hotel that does not comply with the directive, the management would be held responsible. AYO reaffirmed its support to NTAC and said the bandh would continue until CM steps down.

All business establishments including banks and vehicular movement came to standstill. With relaxations for shops after 3 p.m., thousand thronged

the market to buy essential commodities. AYO reaffirmed its support to NTAC and unanimously decided to continue the bandh. Zeliang has to step down in the face of potentially worsening situation? According to sources, among the aspirants, prominent name which was doing the rounds was the name of Dr. Shurhozelie reportedly spearheaded by a senior leader and supported by party workers. Govt officers appeal to lift ban on offices DIMAPUR, FEB 14 (NPN): Nagaland IAS officers’ Association, Nagaland Civil Service Association (NCAS) and Nagaland Secretariat Service Association (NSSA) have fervently appealed citizens to allow normal functioning of government offices at the earliest. MLAs asked to withdraw support by Feb 17 DIMAPUR, FEB 14 (NPN): Nagaland Tribes Action Committee (NTAC) and Joint Coordination Committee (JCC) on Tuesday set a deadline for all MLAs to withdraw support to chief minister, T.R. Zeliang on or before February 17. In the event the MLAs failed to comply with the demand, the committees said the respective tribal bodies would debar them from entering their jurisdiction in the next election. This was resolved on February 14 at the joint meeting of the NTAC and JCC based on the February 7 resolution No.8, adopted by all apex tribal bodies to authorize JCC/NTAC to spearhead the people’s movement, informed JCC media cell in a press note. In this regard, NTAC/JCC urged upon all apex tribal bodies to ask their respective MLAs to comply with the appeal. NTAC/JCC also warned the state government and Governor that despite all efforts to maintain calm, the volunteers were losing patient. In the event

of any eventuality the Government and the Governor would be held responsible, they said. Further, the media cell informed that a joint meeting of JCC and DUCCF would be held on February 15, at Chakhesang community Hall at 1p.m. Volunteers have been asked to exempt those attending the meeting. JCC has also directed telecom operators to immediately restore data and internet services or face consequences. Meanwhile, JCC said the request of Nagaland GB Federation to hold consultative meeting in Dimapur was denied due to the prevalent volatile situation in the state. JCC also warned volunteers not to move out from their designated location in order to avoid confusion. It further informed that only JCC media cell personnel and their vehicle were allowed to ply.

(L-R): Students walk home after appearing exams on Tuesday in Dimapur. (NP)

Staff Reporter DIMAPUR, FEB 14 (NPN): State-wide bandh called by Joint Coordination Committee (JCC) and Nagaland Tribes Action Committee (NTAC) has paralysed normal life as there is less or no public movement, government offices have remained closed for the past two weeks while schools and business establishments are yet to function normally. The bandh has not only affected the normal day to day activities in the entire state but has also created problems for students who have started to appear their board examinations on February 14. Though students appearing exams have been exempted, restriction on public transport has caused transportation problem for students who mostly depend on public transport. In Dimapur, many students were seen walking to the centres where they will be appearing their board examinations. The students were also seen walking back home after appearing their exams. One of the students, w h o s e p a r e n t s l ive i n interior parts of Nagaland, complained that she had to walk all the way to the examination centre as she could not arrange transportation. A group of students, walking back home, echoed that the student bodies should fight for the students who were appearing exams as the bandh was causing untold hardships.

NRMSATA appeals

Nagaland RMSA Te a c h e r s A s s o c i a t i o n (NRMSATA) has expressed concern at the prevailing situation especially when the most crucial evaluation for classes 10 & 12 examination was on the run. A press note by N R M S ATA p r e s i d e n t , Renbemo L. Patton and general secretary. Kezhothito Keyho stated that this was not only the most crucial exam but also the most crucial and decisive period of a student’s life because this was the particular stage where they needed special attention from parents, teachers and society in general. It stated that this was also a challenging test where the student would decide which direction or in which field to go about as his/her academic career in future. In this regard, NRMSATA has earnestly appealed to both state government and the agitating groups to settle the current issue amicably without any further delay for the greater interest of the children and community as a whole.

It was reported that some students were verbally abused by bandh volunteers. A female (HSSLC private candidate), on condition of anonymity, claimed that volunteers threw verbal abuses saying, Orgns laud “Tui dating jaishe naki?” (You must be returning from Western Sümi Baptist dating), supposedly referring A k u k u h o u Kü q h a k u l u to the Valentine’s Day which ( W S BA K ) h a s l a u d e d

and NTAC for agreeing to allow the students to write their exams. WSBAK has appealed the bandh enforcers not to trouble the student community as they need peace of mind to prepare for the exam. WSBAK has extended best wishes to the students appearing for HSLC and HSSLC examinations conducted by NBSE and CBSE and prayed that God will give them sound mind and health. WSBAK has also called upon the student community not to use unfair means but trust in themselves and to God. INTCWS: India Northeast Tribal Community Welfare Society (INTCWS) under its education wing Libra Consultancy, Notun Basti has acknowledged the bandh relaxation made by NTAC and JCC for the smooth conduct of exams saying it is a “wise decision” taken for the students’ welfare. It has also extended best wishes to the students appearing HSLC/HSSLC exams and also advised the student community to take their exams honestly without indulging in any malpractices and unfair means so as not to hinder their academic career. DRSU: Dimapur Rengma Students’ Union (DRSU) has also said that exempting 55, 190 students for appearing their examinations was indeed a fruitful decision made for student community. DRSU has applauded JCC, NTAC and apex tribal bodies across Nagaland for their “high wisdom”. The union also reminded all students not to deviate because of the present imbroglio in the state but to focus on their goals and future. It further appreciated the cooperation of volunteers. The union while wishing the students for the ongoing examination has further stated that it would be monitoring the students within its jurisdiction for the exams to go ahead undisturbed and smoothly.

LYH justifies stand on T.R. Zelaing resignation

DIMAPUR: Lotha Youth Hoho (LYH) has demanded that the T.R. Zeliang should resign as chief minister as under his leadership corruption has become rampant and his activities were against the wishes of the people. Justifying its stand, t h e LY H m e d i a c e l l brought to light some of the reasons, on why T.R Zeliang should step down. The reasons, according to LYH, was compete failure of state machinery and rule of lawlessness in the state, after DAN government led by T.R. Zeliang decided to implement Nagaland Municipal Act 2001 and to conduct ULB election with 33 % women reservation, which resulted in the loss of three precious lives and injuring several others. Others glaring examples were case of fuel adulteration and misuse of PDS under his leadership, possession of a doubtful and controversial educational degree as a l e a d e r, i n c l u s i o n o f Rongmei tribe as Nagas K

of Nagaland, construction and inauguration of Rani Gaidinliu Memorial Library at Kohima despite staunch oppositions from various stake holders. Delayed in payment of scholarships to the students, non-payment of salaries to teachers and used of water cannon on the teachers instead of paying their due salaries were also highlighted by LHY to substantiate their stand. A n o t h e r r e a s o n s, LYH stand was that DAN government led by T. R. Zeliang imposed CrPC 144 at Tssori Champang Oil Fields under Wokha Zone on July 21, 2014, to launch the controversial MOGPL Company for extraction of P&NG against the rights and wishes of the people, wilful violation of the Act of NLA made in 1990 on Ownership and Transfer of Land and its resources while framing NP&NG r ules and regulations 2012 and the “blind initiative” taken by DAN government on Nagaland S p e c i a l D eve l o p m e n t Zone (NSDZ). Rajkhowa. “It was common knowledge that a number of MLAs and ministers were maintaining close links with the underground elements and outfits for support during election time, more particularly, in eastern Arunachal Pradesh,” Mr Rajkhowa said. “Even in the capital complex areas (Papum Pare district) one indigenous outfit, which was defunct for a few years, was revived with support from very important politicians. I had referred the matter to the police as also the Army commander, during a meeting for necessary action. My apprehension on this was also conveyed to the President of India and Prime Minister in writing.” Appointed as governor of the Northeast state in June 2015, the 1968 batch Assam cadre IAS officer had kicked up a storm when he stood up to the Centre’s directive to resign on

J.P. Rajkhowa health grounds stating that he would rather be sacked. He was relieved of his post on September 12, 2016. Seeking a CBI-NIA inquiry into the allegations made by former Arunachal chief minister Kalikho Pul in his suicide note dated November 8, 2016, where he named several big politicians involved in corrupt practices, the former governor said: “Since big names are involved, only organisation like CBI/ NIA should investigate to ascertain the missing links and verify the truth or otherwise.” “In the absence of a vigilance and anti-corruption directorate and also non-appointment of Lokayukt for the state, thorough probes are never made. Only some departmental/ CID inquiries are done. The big

guns are never touched,” he said. Interestingly, Dongwimsai Pul, the third wife of the late CM on Saturday demanded a CBI inquiry into the allegations the CM had made in a 60-page suicide note titled “Mera Vicchar (My opinion)”. On the reported endemic corruption in the hilly state, Mr Rajkhowa said that quantifying it was a very difficult task. “However, if we take the annual budgeted expenditure figures of about Rs 13,000 crore on the average during the past five years, you will see that at about 60 per cent corruption, it would be about Rs 39,000 crore in total,” he said, adding that he not only felt helpless, but failing to take any action on the corrupt even lost his sleep for days failing to take any action on the corrupt. Naming the Public Distribution System (PDS) and Hill Transport Subsidy (HTS) scheme to transport the PDS items to inaccessible hill areas as the main “milch cows” used by the corrupt politicians to loot the public exchequer, Mr Rajkhowa said he had asked the state government to take action against the corrupt officials.

A delegation of KSA leaders met Chief Executive Member Tuliram Ronghang at his office chamber Monday and submitted a memorandum stating that a company cannot be allotted land at a time when the indigenous communities like Karbi, Dimasa, Rengma, Kukis, Tiwas still do not own land. “Karbi Anglong is a Sixth Schedule district for protection of land of the indigenous people and its land cannot be sold or allotted to anyone coming from outside,” the memo reminded. The Patanjali Group of Companies has promised to provide jobs to over 5,000 youths and to establish a world-class health centre but all these are false promises, the student body alleged. It also questioned as to how many youths got jobs in Bokajan CCI and Dalmia Cement plant of Umrongso, Dima Hasao autonomous district.

Supreme Court convicts Sasikala in DA case FRESH BATTLE FOR POWER IN AIADMK; SASIKALA PROPS UP Palaniswami

VK Sasikala NEW DELHI/CHENNAI, FEB 14 (PTI): The Supreme Court today restored AIADMK chief V K Sasikala’s conviction in a disproportionate assets case and sent her back to jail, making her bid to become chief minister of Tamil Nadu short-lived and sparking a fresh battle for power in the ruling party. In a 570-page judgement in the 19-year-old case that also involved J Jayalalithaa, the apex court ordered that Sasikala, 60 , a close aide of the late chief minister, surrender forthwith and serve the remaining part of her four-year jail term. She has already spent six months in a jail in Bengaluru. There was no immediate word on when Sasikala, who was held guilty of entering into a conspiracy with Jayalalithaa, would surrender. The conviction bars the AIADMK general secretary from contesting elections for nearly 10 years and holding any executive post. Sasikala’s loyalist Edappady K Palaniswami was elected the Legislature Party Leader, a move apparently aimed at projecting him as the next chief minister, while O Panneerselvam, the caretaker chief minister, was sacked from the party’s primary membership, the latest in a series of tit-for-tat moves that the two factions have been making. Moving quickly, Palaniswami, 63 , met Governor Vidyasagar Rao and staked claim to form the government even as Panneerselvam made a fervent appeal to those in Sasikala’s camp to go by their “conscience” in taking forward the government that was led by ‘Amma’ (Jayalalithaa). Palaniswami submitted the letter of support of party MLAs, who elected him at a resort near Chennai. Though it was not announced

how many MLAs attended the legislature party meeting, the Madras High Court was yesterday informed by the state prosecutor that 119 AIADMK MLAs were staying in the resort on their own volition. AIADMK has 134 MLAs in the 234-member Assembly. The apex court “restored in toto” the judgement and the findings of the trial court in Bengaluru which held all the four accused--Jayalalithaa, Sasikala and Sasikala’s two relatives V N Sudhakaran and Elavarasi guilty and sent them to jail. The two-judge bench comprising Justices P C Ghose and Amitava Roy while overturning the Karnataka High Court verdict that had acquitted the four convicts directed Sasikala and the two relatives to surrender forthwith to the trial court in Bengaluru and serve the remaining part of four-year jail term. Sasikala stayed overnight at a resort in Koovathur, 80 km from here, where MLAs supporting her are camping for the past few days. The verdict disqualifies Sasikala from becoming a legislator and consequentially she can’t be chief minister either for six years from the date of release of prison under the Representation of the People Act. The bench read the operative portion of the voluminous judgement saying that “according to the materials and evidence place on record, we set aside the judgement and the order of the high court and affirm in toto the judgement and order the trial court convicting the accused persons.” The bench said since Jayalalithaa has expired, the proceedings against her is abated. She died on December 5. “Nevertheless, we reiterate that having regard to the facts, the charge framed against them by the trial court is restored,” the bench said. “Since the charges framed by the trial court have been restored against all of them they will surrender forthwith before the trial court and serve the remaining part of the sentence,” it said. The pronouncement of the verdict was completed in about eight minutes. Justice Ghose, before pronouncing the judgement, said “You can understand (that it is) too much of a fatty judgement. We have taken the burden on us.” Senior AIADMK MP Thambidurai, a Sasikala loyalist, said they will appeal against the verdict. The trial court in Bengalure had sentenced Sasikala and her two relatives to four years imprisonment with a fine of Rs 10 crore each while Jayalalithaa was sentenced to four years with a fine of Rs 100 crore.

Kannur can be brought back to normalcy: Vijayan

Pinarayi Vijayan Kannur (Kerala), Feb 14 (IANS): Kannur district, considered Kerala’s most volatile due to the violent rivalry between the CPI-M and the BJP/RSS, can be brought back to normalcy, said Chief Minister Pinarayi Vijayan on Tuesday. “Even though previous peace talks have not earned the desired results, normalcy can return to Kannur... when the peace talks between the top leaders, percolate to the grass roots in the parties,” Vijayan told reporters here on Tuesday soon after taking part in a peace meeting. Top leaders of his Communist Party of India-Marxist, the Bharatiya Janata Party, the Rashtriya Swayamsewak Sangh and as well as from other parties participated in the meeting to diffuse the political tension lurking in this district, where, over the years, the rival parties have

lost a good number of their cadres and supporters on account of the violence. Vijayan, who himself hails from Kannur district, and represents Dharmadom assembly constituency which saw four people getting killed in political clashes between these two parties after he assumed office in May last year. Former state BJP president P.K. Krishnadas told reporters after the meeting that his party will fully cooperate with all efforts which will bring peace in the district. While both the CPI-M and the BJP has always blamed one another, the Congress blames both these parties for the situation in Kannur district. “The only way for violence to end in Kannur is both these parties should jointly decide to lay down arms. The issue surfaces when people in this district change from BJP to CPI-M and vice versa, for their own existence. We welcome all efforts by the government, but mere sitting round the table and discussions won’t help... instead the desire for peace should come from the heart of hearts of these parties,” Leader of Opposition Ramesh Chennithala told media persons in the state capital. State Congress president V.M. Sudheeran said that the need of the hour is police should be given a free hand to deal with the situation.

Panneerselvam, TN opposition hails SC ruling The Supreme Court ruling set off celebrations by Panneerselvam supporters who burst firecrackers and danced outside his residence -- though the apex court bracketed Jayalalithaa with Sasikala. In a bid to win over the MLAs still with Sasikala, Panneerselvam called the ruling “good news”, said “Amma” was still guiding the AIADMK and urged all legislators to unite “to resolve the crisis”. The opposition hailed the court ruling. Hours after the ruling, a fuming Sasikala axed Panneerselvam and 19 other leaders from the AIADMK. They included School Education Minister K. Pandiarajan and former ministers C. Ponnaiyan, P.H. Pandian, Natham R. Viswanathan, K.P. Munusamy and P. Mohan. But the MLAs and MPs backing Panneerselvam were spared. The MLAs supporting Sasikala, who had wanted to become the Chief Minister, and holed up at a resort near Chennai, also O Panneerselvam elected Palanisamy as their new legislature party leader. DMK leader M.K. Stalin said: “Justice has been restored. Now the Governor should take steps to ensure a stable government in Tamil Nadu.” Amid reports that Panneerselvam supporters may reach the resort where pro-Sasikala MLAs are putting up, security was tightened at the venue. The infighting in the AIADMK erupted after Jayalalithaa passed away and Sasikala was elected the ruling party’s General Secretary on February 5. She was then chosen the leader of the AIADMK legislature party, paving the way for her to become the Chief Minister. That is when Panneerselvam, who had been twice acting Chief Minister earlier, revolted and alleged that he was forced by Sasikala to resign. As of now, most MLAs are with Sasikala but many MPs have switched loyalty.

Swamy hails SC verdict convicting Sasikala BJP leader Subramanian Swamy on Tuesday hailed the Supreme Court verdict convicting AIADMK general secretary V K Sasikala in disproportionate assets case, saying the 20-year-old wait has yielded results and it does not matter which party does corruption but the courts will take a tough stand. Swamy, who had filed the first complaint in 1996 as the then Janata Party chief, said “we have fought for this for 20 years.” On the verdict passed by justices P C Ghose and Amitava Roy, he said “we knew that this bench will study the case properly and pass a detailed order.” Swamy, who has been filing cases against his political opponents, said “this is a huge encouragement for me from the highest court of the land.” “This judgement shows that it does not matter which party does corruption, the courts will take a tough stand against them,” he said. The BJP leader said, “I am gratified by the extra note by justice Roy in placing that corruption is a menace to the society.” Justice Roy, in a separate but concurring judgement, said, “We have expressed deep concern about escalating menace of corruption in the society.”

Kejriwal has no interest in serving Delhi: Swaraj India New Delhi, Feb 14 (IANS): Swaraj India on Tuesday accused Delhi Chief Minister Arvind Kejriwal of ignoring the problems of the people in the national capital. The Arvind Kejriwal-led Delhi government completed two years in office on Tuesday. Swaraj India Chief Spokesperson Anupam said Kejriwal has no concern for the multiple problems of Delhi. “Kerjriwal has lost connect with the people’s pain and problem and Delhi has become a stepping stone to fulfill his aspirations to grab power in other states,” he said. “Delhi sits on a garbage heap. Dengue and chikungunya have become an annual distress. Pollution is stifling the city,” Anupam said. Slamming the Delhi Chief Minister on his “insensitivity towards the public”, he said: “Through its multiple misdeeds and misadventures since February 2015, the AAP has insulted the massive public mandate it received in the last assembly elections. Far from keeping its promise, Kejriwal has forsaken the ‘aam aadmi’ of Delhi.” He said Kejriwal has cheated the people of Delhi on issues like cleanliness, women security, reducing liquor consumption, WiFi, teachers’s appointments, slum, unauthorised colonies, Lokpal and Swaraj Bill. “It is sad that Delhi still remains unsafe despite a movement for women security. AAP had committed to form Women Security Force and 47 Fast Track Courts but has done nothing. Installing CCTV cameras, lighting up dark spots and last-mile connectivity turned out to be ‘jumlas’,” Anupam said.

BJP denies any role in TN Political drama, calls allegations ‘baseless’ New Delhi: The Bharatiya Janata Party (BJP) on Tuesday said that neither the party nor the Central government has any role to play in the Tamil Nadu political situation, and termed the opposition’s allegations as “baseless”. Union minister M Venkaiah Naidu and senior BJP functionary Ram Madhav denied that the BJP or the Centre had any role in the Tamil Nadu situation. “We have no role to play in Tamil Nadu. The BJP has no interest there,” Naidu said. Party General Secretary Ram Madhav reiterated the same thing. “To say that the BJP or the government of India has a hand in it (Tamil Nadu political situation) is totally false and baseless,” Madhav said. The opposition has been accusing the central government of interfering in the politics of Tamil Nadu by not letting Governor C Vidyasagar Rao take a concrete decision in the matter. Madhav said it was not proper to raise fingers on the Governor’s conduct who would take a decision only after thoroughly considering the matter at hand.

Won’t tolerate attempts to trigger riots, says Banerjee

Kalimpong (WB), Feb 14 (IANS): Asserting that her government will not tolerate attempts to trigger riots in the state, West Bengal Chief Minister Mamata Banerjee on Tuesday said violence by any community will be tackled with an iron hand. “We will not tolerate those who ignite the fire of riots and provoke others. We will not tolerate any violence by members of any community, whether they are Hindus, Muslims, Sikhs or Christians. The rule is same for everyone,” she said. “A true Hindu or a true Muslim will never want to indulge in riots. He will always like to live in peace and work for the betterment of people. Those who ignite the fire of riots do it for the benefit of their party,” Banerjee said. The Chief Minister, who is on her second visit to north Bengal this year, formally accorded Kalimpong sub-division the status

Mamata Banerjee of the 21st district of West Bengal. It has been carved out of Darjeeling. She said her government will take initiatives to revive the ancient ‘Silk Route’ that connected Nepal and Bhutan with the hills of West Bengal in the past. She announced a water treatment project costing Rs 50 crore for the area. “Kalimpong was once connected to Nepal and Bhutan through the Silk Route. We will rebuild it. Our government will invest Rs 220 crore for the road’s construction,” Banerjee said.

AAP manifesto Bible for Delhi government: Kejriwal New Delhi, Feb 14 (IANS): The Delhi government on Tuesday released a report of its performance in the past two years with Chief Minister Arvind Kejriwal saying AAP’s manifesto was being followed as “Bible”. The report -- “2 Years of People’s Governance” -- talks about Aam Aadmi Party government’s achievements in various sectors such as Health, Water, Electricity, Environment, Transport, Public Work Department, Urban Development and Social Welfare. “On February 14, 2015, when we took oath to serve the people of Delhi, we had made it clear that our goal will be to honestly and tirelessly work for public welfare with complete dedication in a transparent manner,” Chief Minister Arvind Kejriwal said in a message to the people of Delhi. “We regularly remind ourselves that our 70-point manifesto, on the basis of which we had sought mandate from the voters, is our Bible and promises made during elections have to be fulfilled,” he added. He said given the unique nature of existing laws and the constitutional scheme of things, governance in Delhi has its own set of challenges. “...but on this occasion I am resisting the temptation of offering any excuse for hurdles being created by the powers that be in the way of smooth governance in Delhi,” he said. He also invited “constructive criticism” and feedback on how the government should serve the people of Delhi better.

Multiplying challenges

T

his year a total of around 55,190 candidates are appearing the HSLC and HSSLC examinations in 280 centres spread throughout the state and the total number is certainly extremely high. The number appears to be growing each year and that itself is an indication of the magnitude of high school and higher secondary school education. It may be noted that in 2016 there were 38563 candidates. The figure between 2016 and 2017 shows an increase of 16627, which is very high and more than 40% increase. In 2006 there were a total of 23625 candidates appearing for the HSCL and the HSSLC examination. The number of student-candidates appearing both HSLC and HSSLC examinations is the highest ever. This time, it was unfortunate that the timing of the state wide shut-down called by apex Naga tribe organisations clashed with the HSLC and HSSL examinations. The shutdown had been in the offing since the fag end of January and by the first of February it became clear that the law and order situation was not conducive for functioning of normal life. It was therefore, important that the some serious thought ought to have been given on conduct of the examinations. Till February 13 it was not known if the examinations would be exempted from the purview of the shutdown. Under such an uncertain environment, at least in Kohima and Dimapur, the two main urban towns/ cities having majority of candidates, the foreseeable problems in terms of logistics in conducting the examinations and the problems to be faced by students reaching their respective examination centres should have been noted. It was late February 13 that the organiser of the shutdown eventually exempted candidates and exam officials from the purview but it was late and the confusion persisted even till the next day. The Board expressed inability to postpone or extend the examination date and the last-minute exemption did not help. Anyway, the main problem that needs to be addressed is what happens, if at least say, 30,000 of them passé the examinations? Do our higher secondary schools and colleges also have the capacity to absorb so many students? It seems highly unlikely even if more higher secondary schools and colleges are established. It may be said the government understands the problems but either unable or unwilling to take a big step in this regard. It is observed that each year the number of students appearing the HSLC examination is increasing significantly and these will certainly add to the number of unemployed in the immediate future. With dwindling income, economy in poor shape and upward spiralling of price of various commodities, even parents are hard pressed to fund the education of their children. An issue that would remain problematic in Nagaland till genuine development and progress takes place touching the overwhelming majority of the people, is providing job and other opportunities. To make them employable is also to impart quality education so as to enable them to be competitive. The current trends-with ever increasing number of students and mushrooming growth of institutions to fill the need-the inability of the educational system to deliver is the consequence which society is facing today. The statistics and realities are there for all to see and it is getting late to act.

DailyDevotion Hearing Whatever I tell you in the dark, speak in the light; and what you hear in the ear, preach on the housetops. —Matthew 10:27 Sometimes God puts us through the experience and discipline of darkness to teach us to hear and obey Him. Song birds are taught to sing in the dark, and God puts us into “the shadow of His hand” until we learn to hear Him (Isaiah 49:2). “Whatever I tell you in the dark…” — pay attention when God puts you into darkness, and keep your mouth closed while you are there. Are you in the dark right now in your circumstances, or in your life with God? If so, then remain quiet. If you open your mouth in the dark, you will speak while in the wrong mood— darkness is the time to listen. Don’t talk to other people about it; don’t read books to find out the reason for the darkness; just listen and obey. If you talk to other people, you cannot hear what God is saying. When you are in the dark, listen, and God will give you a very precious message for someone else once you are back in the light. After every time of darkness, we should experience a mixture of delight and humiliation. If there is only delight, I question whether we have really heard God at all. We should experience delight for having heard God speak, but mostly humiliation for having taken so long to hear Him! Then we will exclaim, “How slow I have been to listen and understand what God has been telling me!” And yet God has been saying it for days and even weeks. But once you hear Him, He gives you the gift of humiliation, which brings a softness of heart— a gift that will always cause you to listen to God now.

Not learning lessons from our circumstance

ne had otherwise been pre-engaged with other more pressing priorities and had therefore not paid much attention to the reaction of NSCN (IM) (Nagaland Post February 9, 2017) against my earlier article: “Learning lessons from our circumstance”. It is a fact that the immediate focus of all concerned, including NSCN (IM), was on the crisis that had built up in the aftermath of the treacherous manoeuvre of the State government in conducting partial ULB election after agreeing not to do so. NSCN (IM) was absolutely right to condemn the State Government for its ‘undemocratic, unilateral imposition of its will without adequate consultation or taking cognizance of the sentiments of the stakeholders’. What however stood out like a very sore thumb that prompted this author to react was because of the fact that NSCN (IM) is equally guilty of committing the same excesses in its dealings with the stake-holding people of Nagaland when it comes to their non-transparent negotiation being conducted with the GoI. Official statement or a stand being taken by any responsible organisation should be made not in isolation to address the prevalent crisis in exclusion but as a baseline projection of the principles and value systems that the concerned organisation upholds for all circumstances. Anything less spells “h-y-p-o-cr-i-s-c-y”. The word ‘consultation’ is also totally abused in Naga territory. Both the State Government under Mr. TR Zaliang and the NSCN (IM) under Mr. Th. Muivah have shown identical traits of crafting out predetermined resolutions on any given subjects even before the “so-called consultation” has been conducted and thereafter claim endorsement by using the presence of compliant “who is who” participants who obediently spend hours silently listening to one-sided verbal diarrhoea dictatorially spewed all over them. Even if any contradictory voice is raised during the meeting (which may be ‘few and far between’) it does not get reflected in the preconceived official minutes. How long is this hypocritical ‘consultation’ going to continue? In as far as NSCN (IM) is concerned the bottom-line is that with all their so-called consultations: no one in Nagaland knows the contents of the “Framework Agreement” till date. NSCN (IM) needs to look

T

.R.Zeliang must stop preaching to us what we already know and are aware. Every Naga knows that we are under the Constitution of India and also know that Article 371(A) is a special provision that protects the people of Nagaland. You may not know but we know that the ULB election is completely a state affair. Knowingly or ignorantly, you had been trying to mislead the people by saying that your government was only trying to fulfil a constitutional obligation. Your contention is wrong and that is why even though you declare the ULB election null and void a constitutional breakdown did not arise. Your fear “that the fate and content of Article 371

up the dictionary that is universally deployed and see whether this act on their part qualifies the word “transparency” and “honest consultation”. What is the use of all the damned consultations if the end result remains a secret on a subject that would directly impact our future? It is an insult to the intelligence of the Nagas to claim that “Framework Agreement is much too complicated for the Nagas to understand” as stated by a very responsible senior member of the NSCN (IM) cadre. It makes one wonder from which ‘higher intelligent planet’ the brain of NSCN (IM) has been imported... (from their point of view) the hills of Manipur? Let me emphatically and very sincerely state for record once for all that this author has nothing but good will and hope for an amicable settlement of the negotiation between NSCN (IM) and the GoI. The only elementary difference that conflicts with NSCN (IM) lies in their not upholding an honourable standard of first letting the stakeholders know precisely what their final destiny is going to be. Would a solution at the cost of compromising individual liberty by bartering democracy for communism be acceptable to the people? The time has come for all Nagas to assess the reality as reality should represent. Had the Naga Political issue been limited to the State of Nagaland an amicable solution should have been arrived at decades ago. Nagas of Nagaland are also more-or-less clear in their analysis that the final solution has been retarded partially because of the Manipur factor. Mr. Muivah has laudably sacrificed the best part of his entire life relentlessly fighting for the cause. Without doubt he deserves a very prominently acclaimed place in Naga History. However, without ‘integration’ of the Naga inhabited area, reality would dictate that he along with all his highly placed Tribesmen will find no legitimate space within the present geographical boundary of Nagaland as Manipuri Nagas. All said and done...this is perhaps the core problem that has added complexity to the already complex situation that eludes solution. For better or for worse the people have been unambiguously pleading for a comprehensive UNITY of all the Factions for quite some time now in the greater interest of all the Nagas. While other Factions have shown reasonable disposition towards this necessity, NSCN (IM) has

t is unfortunate that the people are made to suffer for the past 2 weeks because of the unwanted situation created by some few individuals under the shadow of the Tribal Hohos. With the passage of days, Naga people are being informed as to who are the men behind in planning and executing the present crisis. In the last few days, the local papers have made some interesting revelation by way of covering some of the facts related to the involvement of Neiphiu Rio and Imkong L. Imchen, and few others in the present crisis. The most credible source of information of their involvement was the publication of the letter purportedly written to the NPF President by 4 MLAs demanding revocation of suspension order of Rio and Imchen from the party. It is indeed shocking that these 4 MLAs have the courage to say that if the suspension order is revoked, the present situation will be normalised. It is interesting to note that these 4 MLA’s have gone to the extent of asserting that if Rio is reinstated as the Chief Minister of the State, the present situation will be contained. From this letter itself one can conclude that it is not by any organizations but few politicians who, led by Rio, engineered the present crisis for their selfish political interest. The NPF asserts that the present crisis is not a sudden outbreak out of the ULB election but it was planned long before to destabilise and topple the present government. In 2015, when Rio tried to stage a coup against the present government by keeping 22 MLAs under his custody at his resort at Dimapur, Imchen the so-called Spokesperson of the Sovima Camp, as it was infamously termed then, on 11th January 2015 gave directive to Government servants not to clear files on the orders of the present government. This statement was reported on 11th January 2015 in the local dailies. However, the government servants were not foolish and did not obey the dictat. Today, since they could neither convince nor kidnap the Hon’ble MLAs, they have started to misuse of the esteemed Tribal Hohos to topple the Government! Having realised that they have no moral or legal rights to give directives to the Government servants anymore they have chosen to lock the government offices, which is a last ditch attempt to grab power by force and not through democratic means. To substantiate further, on 22nd January 2017 the social media carried a very alarming message which is reproduced here below for Public consumption:“[1/22, 2:17 PM] Worst Case Senenaro, Battle Dimapur. An Imaginative write up “Since there is no Issue in Mkg,

Khm, Zbto,Woka, Tungsang Town as there is no Candidate for ULB election by default it zeros down to Dimapur. The Public say Enough is enough and prepare for confrontation head on with the defaulter of its directives to withdrew. Dimapur Public under the ages of different Organization give Leadership and logistic, 5000 volunteers each from Khm, Mkg and Zbto. camp in Dimapur, 3000 Volunteers from Wokha, 2000 volunteers from Eastern Nagaland, 1000 from Chumukedma all youth to face any eventuality. All in all 21000 youths from outside Dimapur. Dimapur pull up 2000 youth each from Ao, Angamis, Sumi, and other Tribes making it about 10000 youths. All together approximately 30000 youth supported by about one Lakh public camped up, ready to fight Water cannon, lathi charge and Tear gas. A bullet by mistake get misfired from Police. And every things goes wild, all police station burned, Police personal hacked to death, Administration all moved out or hacked. The Government takes the help of AR... It shoots more civilian, the mob goes more violent and attacks house and belonging of Public representative creating a perfect Civil war. Government overthrown, President Rule enacted till a peaceful solution is restored. [1/22, 2:17 PM]: Cp”If we seriously go through this message, this itself is clear proof that the present situation is not a collective decision of the Tribal Hohos but pre-planned by few individuals having political interests, and carried out under the banner of the Tribal Hohos. The NPF therefore strongly appeals to the Tribal Hohos not to allow any political party or political desperados to destroy the sacred institutions of our revered Tribal organisations. To refresh the minds of the citizens of Nagaland, the present Government was disturbed by these few politicians, who are out of power now, when they held the people of Nagaland to ransom for 116 days starting from January 2015. Nevertheless, through the prayer and support of the people, the present Government could wriggle out of that crisis and could run the Government smoothly thus far. The party is, therefore, hopeful that with the revelation of all these facts citizens of Nagaland can understand the intention of these people and good sense will prevail among our people. It is also imperative that every right-thinking citizen should directly tell these people not to play with the lives of the people or careers of tens of thousands of our students for their selfish political gains any more. (A) was on the verge of being decided by the Supreme Court....that Article 243T had superseded Article 371(A)” is very unfounded and at its best a glaring exhibition of your total ignorance of the constitutional provision itself. Na wonder your low mental aptitude even as Chief Minister of the Nagaland has landed the society into this state of affairs. In regard to consultative meet with the government, as observed, had all been eyewash exercises where actual consultations were not held but mere phony exercises, just to keep on record that consultations had been there. Crying foul that JCC is not allowing organisations and individuals to come for consultations with the gov-

(From previous issue) According to Margaret Mead in her “Sex and Temperament in 3 Emerging Societies,” she noted that among the Tchambuli tribe of Papua New Guinea, women were more dominant; the women carried out the economic activities whereas men sat at home and cried. While later researches have concluded that she made extreme observations, the general conclusion was that “neither sex competed for dominance.” Like Nagas, the necessary equation of their time and circumstance was simply not conducive for power play of dominance and subjugation- such as the practice of low caste women

shown diabolical arrogance by dictating to other Factions: “We forgive you...you forgive us too” and then violate the very basic principle of “forgiveness” by adding: “Now come and join us”. Are they listening to the voice of the people that they condemn Mr. TR Zaliang for not doing? No matter how many days, weeks, months or years NSCN (IM) may blasphemously carry out their ‘fasting’ in the name of “Nagaland for Christ”, if they continue to nurture this hypocritical inner core arrogance it will sabotage the spirit of reconciliation...and it is. As long as self-perpetuating human beings inhabit Planet Earth and are in control...one surmises that the ego tournament of ‘oneup-men-ship’ will continue to be played in perpetuity down to the last step one takes into one’s grave amongst the members of this “Ego Club”. It is understandable that the veteran lap-dogs of General Secretary NSCN (IM) would be willing to go the length to say anything to polish the ego of the founding father of this ‘Club’...but at what cost? This author is not a registered member of this club and will therefore not participate in their tournament! This author sincerely acknowledges that he is a ‘nobody’ and very well realises “his status of social standing in the Naga national and Naga society”. This author also feels immensely gratified that he did not qualify the ‘who is who’ invitation list of luminaries in the record book of NSCN (IM) for their “socalled consultation” that resulted in “framework agreement”...the contents of which NSCN (IM) is unprepared to honestly share with the stakeholders. On my part let me share a universal truth very bluntly in conclusion: When one is honest, one has nothing to hide and have nothing to fear. When one is dishonest, one has everything to hide and have everything to fear. What are you hiding Mr. NSCN (IM) that you think we will not understand?! NSCN (IM) should realise that the Nagas are reawakening to their collective strength as is apparent from the present resurgence of the people against any form of tyranny in the State. Not learning lessons from our circumstance will lead to their eventual downfall. It is a friendly advice. Take it or leave it! That’s called democracy...not communism. Khekiye K. ernment after cheating the people and causing the death of three precious lives, injuring several across the state and burning down of various offices in Kohima is immaturity of your judgement in itself. You call this unfair but are this carnage not caused, trigger and kick-started by you? May we remind you that enough democratic protests against holding of ULB elections were exhibited but your government was hell bent on going ahead which has landed us into this turmoil. And appealing for peace after causing the bloodbath is like telling victims who had been beaten up to maintain peace and calm. Your statement, “What has happened is great shock....” only tells your

mindset who cannot reason clearly. Even after more than a week of people’s movement against you, you have not realized that you were the cause of destruction and loss of lives and for this reason the people are demanding your stepping down on moral ground, a demand which is not negotiable and we are ready to go to any extend for your stepping down. After causing the people to rise against your government, expressing concern for the future generation and the children’s examination is nothing but shedding crocodile’s tears because if you have already stepped down honourably, bandh would have been over long time back. in Kerela baring their breasts in the presence of high caste men. As writers have pointed out (Charles Chasie), the historical circumstance of Nagas being patrilineal ensured that only sons, not the daughters, could inherit the land but such an evolved system prevented Khasi-like situation taking shape. Our patriarchy was an evolved system designed not to propagate the male species but their way of life which the British in some cases described as ‘pure democracy’. Despite themselves, they formulated that inbreeding could lead to species-extinction and hence the 7-year taboo rule. They understood that honour and respect

for parents, elders and widows were not only virtues but the very essence for survival in their harsh environment; the Ghats of Varanasi teeming with thousands of discarded and destitute widows comes to mind as an anti-thesis. There are a million and one things a human mind can conjure up, including the ability to butcher 6 million souls with sound moral justification. Surely our ancestors could have birthed Sati, practiced female infanticide and dowry, ritualized forms of Morung prostitution- as in the temple prostitutes of the Greek city states/south India, harboured female slaves (war trophies) - as practiced in ‘pure democracies’ of Greek city-states,

of two deaths is wrong because a third member has lost life for the same reason at Longkhim. This shows how shallow you are. In winding up, let this be known by all that the demand of the people is not negotiable and that no amount of justification by the Chief Minister TR Zeliang will suffice for the offence committed in killing two Naga youths on the spot and death to another in Longkhim connected with the conduct of ULB elections in Nagaland. The brutal intention expressed by TR Zeliang himself in the Nagaland Post issue of Monday January 30, 2017 wherein he has openly warned and to quote the statement, “Nagaland Chief Minister TR Zeliang has warned apex tribe organi-

imposed retributive justice - one wonders why these head-hunting savages didn’t impose eye for an eye kind of justice given their primitiveness?, etc. Despite the modernity of our times, things haven’t changed much. Therefore, to actually make headlines that Naga men feel threatened by the rise of a new generation of Naga women- academically brilliant, intellectually coherent, and economically strong - is astounding when such should be a matter of pride for all of us. One is tempted to question whether this analysis is based on the ground reality or an expression of feminist ‘feelings’? (To be concluded) Joel Naga

sations who have called for state-wide indefinite bandh in protest against the government’s rejection of their appeals to defer civic polls for a dialogue to resolve issues in the Municipal Act and also 33% women reservation, that his government will conduct the polls at any cost and under any circumstances and also warned that security personnel will take action on the spot against those attempting to disturb the polling on February 1, 2017” has been accomplished. Therefore, for the consequence and the entire situation prevailing at present, the only option for him is to step down immediately on moral ground. Media Cell NTAC, Kohima

An appeal to avoid extremism

Sir,

It is a sad thing that in the current public upheaval, precious lives were lost which has aggravated the situation. As the agitation continues, public are requested to maintain balance so that it may not lead to excessiveness in any manner.” Let us fix our eyes on Jesus, the author and perfecter of our faith, who for the joy set before Him endured the cross, scoring its shame, and sat down at the right hand of the throne of God.” (Heb 12:2). ply chain and exports,” reiterated Parrikar. Declaring that the Defence Ministry had made the Civil Aviation Ministry a co-host of the expo for the first time at this event, the Minister said the combined effort would help in promoting the industry in a holistic way for a win-win situation. “We have combined the defence and civil aviation sectors for a holistic view of the industry as the demand for products in both the sectors is huge,” added Parrikar. Addressing the gathering on the occasion at the Yelahanka base of the Indian Air Force on the city’s outskirts, Civil Aviation Minister Ashok Gajapathi Raju said India was set to become the world’s third largest civil aviation market in 2022 from ninth presently due to exponential growth of the sector. “Indian air space is well defended and well

connected for its exploitation. We are the fastest growing market for passengers. Hence, we have to be up to date in aerospace technologies not only for defence, but also civil aviation to meet the growing demand for more aircraft and airports,” he said. Referring to the encouraging response to the ministry’s Regional Connectivity Scheme from the private operators, Raju said the scheme, christened Udan (Ude Desk ka Aam Nagarik) was to enhance air passenger traffic and make best use of the underutilised and unused airports across the country.

Parrikar not concerned with ‘America First’ call

Defence Minister Manohar Par rikar on Tuesday said the “America First” call of US President Donald Trump is not a concern for India or the Make in India programme. Asked if Tr ump’s America First would come in the way of Make in India and stop US firms from participating in the programme, Parrikar said: “You should have put this question to Boeing, they are there at the exhibition... Boeing, Lockheed Martin, etc.” “What I will say is what I want... I want you to

Make in India. If someone wants to shift production to some other place, it is his choice. I am not concerned,” Parrikar said at a press conference on the sidelines of “Aero India 2017”. He also said that he has so far just heard of it, and there is no official communication from the US government. “As far as we are concerned, there is so far no issue, there is no letter. I am only hearing about it,” he said. Explaining it further, the minister said: “An OEM (original equipment manufacturer) helping a strategic partner will need their government’s approval. If they are proposing something, their government will give them in-principle approval, so that they can quote.” Civil Aviation Minister Ashok Gajapathi Raju said that Boeing is already manufacturing beams in Nagpur, and the HAL (Hindustan Aeronautics Ltd) is making doors for Airbus. “Aviation manufacturing is going to a lot of countries, so it is better to ask the companies what their stand is,” Raju said. Parrikar supplemented it by saying: “India is already part of a global supply chain.”

Uttarakhand polls viewed by people from 5 countries

New Delhi/Dehradun, Feb 14 (IANS): Representatives from five countries have arrived in India to witness the assembly elections in Uttarakhand slated for Wednesday, the Election Commission said on Tuesday. A group of 13 persons including heads and representatives of election management bodies (EMBs) from Russia, Egypt, Bangladesh, Namibia and Kyrgystan will watch the polling on Wednesday. “The delegates have already been briefed by the EC on different facets of election management in India and main features of poll preparedness in the ongoing assembly elections,” an official said. “The international delegates were given demonstration of the use of technology in these elections, particularly the use of electronic voting machine (EVM) and the use of the Voter Verifiable Paper Audit Trail (VVPAT), as well as extensive briefings by senior officials of the EC on the entire process of election management,” he added. The Election Visitors Programme (EVP) for the international delegates has been organised by the ECI in partnership with the United Nations Development Programme (UNDP) India.

Ganga clean up: NGT orders Lalu restrains RJD men CBI probe against UP Jal Nigam from criticising Nitish

New Delhi, Feb 14 (IANS): The National Green Tribunal (NGT) on Tuesday directed the CBI to probe alleged irregularities in the cleaning up of river Ganga by the Uttar Pradesh Jal Nigam. The tribunal found that Sewage Treatment Plant (STP) on Garh drain in Garhmukteshwar was being constructed without any field work, inspection or analysing the effluents and discharge. After finding that the money spent and preparation done to construct STPs over Garh and Brijghat drain was “dubious”, the tribunal directed CBI to launch an inquiry against the UP Jal Nigam General Manager. Grilling the UP Jal Nigam officials over pollution in Ganga river, NGT Chairman Swatanter Kumar said showing laxity on cleaning Ganga was “shameful”.

“You sit and keep wasting public money. How shameless can you be. Ganga is not cleaned because of officers like you,” Kumar said, reprimanding the officers. A five-member bench of the NGT, chaired by Kumar, while cross-examining the Jal Nigam officials, found that projects worth Rs 31.82 crore on STPs and sewerage lines were executed without prior and post facto analysis of verification of pollution load in Garhmukteshwar and Brijghat. The Tribunal directed the CBI director to appoint a senior officer for the investigation. Kumar said the bench was of the view that public fund was being “wasted” by officers who “do not perform their basic functions” of analysis and groundwork on the quality and quantity of waste

before preparation of the detailed project report. “They (projects) are being executed without rational basis. Investigation should be referred to CBI for this entire matter,” Kumar said. “It will not only help us find out the irresponsible manner in which these projects are being carried out, but also ensure proper sustainable development and controlling the pollution in the river Ganga,” Kumar said. The UP Jal Nigam officials passed the buck on the civic body of Garhmukteshwar, claiming that the latter did not connect local drains to the major drain routed towards the STP. The bench directed the executive officer of Nagar Pailka Parishadh (civic body) Garhmukteshwar, to be present before it on Wednesday (February 15).

Odisha officials acting for BJD in panchayat polls: Pradhan

Dharmendra Pradhan

Bhubaneswar, Feb 14 (IANS): Union Petroleum Minister Dharmendra Pradhan on Tuesday alleged that the District Collectors and Superintendents of Police (SPs) in Odisha are acting as General Secretaries of the ruling BJD in the ongoing panchayat elections. He urged the State Election Commission (SEC) to ensure free and

fair poll in the next four phases of the panchayat polls. “The SEC should instruct the Chief Secretary and Director General of Police to ensure free and fair elections in the state. The officials are bound to comply to the order of the SEC as per the Constitution,” said the Minister. The Bharatiya Janata Party also lodged a com-

plaint with the SEC on Tuesday. “We have requested the commission to use its constitutional powers and exercise control over the government officials who are involved in election management and direct them to act accordingly to ensure free, fair and impartial elections in the state,” said Odisha BJP Vice President Sameer Mohanty. However, the ruling Biju Janata Dal (BJD) rubbished the allegations of the opposition party. “The BJP leaders, be it the Union Minister or any other leader, should ask themselves if they are giving responsible statements or not. If he has any evidence about any pollrelated discrepancies, he should give it to the SEC,” said BJD spokesperson Shashi Bhusan Behera. While the first phase of the panchayat polls was held on February 13, the next phases will be held on February 15, 17, 19 and 21.

Patna, Feb 14 (IANS): All is not well within Bihar’s ruling Grand Alliance -and, perceiving the growing uneasiness, RJD chief Lalu Prasad on Tuesday advised his party legislators to first talk to him before going to the media to air their grievances relating to the threeparty formation. Sensing growing tension within the Grand Alliance -- comprising the Janata Dal-United (JD-U), Rashtriya Janata Dal (RJD) and the Congress --after his party legislators repeatedly questioned and attacked Chief Minister Nitish Kumar and his “Saat Nischay” (seven resolves) programme, Lalu Prasad tried to play the peacemaker. The RJD chief told media persons here that he has asked his party MLAs not to issue statements about anything without consulting him. “I have asked them not to give statements in the media and talk to me first about their grievances or whatever it is,” he said. Lalu Prasad said this after some JD-U leaders expressed displeasure over several RJD legislators attacking Nitish Kumar and his government’s seven resolves programme and the legislators’ funds. JD-U spokesperson Sanjay Singh said targeting of the Nitish Kumar-led government by

7.7 lakh cases disposed off in National Lok Adalat

New Delhi, Feb 14 (IANS): The National Lok Adalat disposed off more than 7.7 lakh cases, involving a settlement amount of Rs 2,404 crore, during its recent sitting -- an exercise designed to avoid judicial delays, officials said on Tuesday. “More than 7.7 lakh cases were disposed off, which included 4.3 lakh pending and 3.4 lakh prelitigation cases. The total value of the settlement amount is Rs 2,404 crore,” said Alok Agarwal, Member Secretary National Legal Services Authority.

the RJD legislators was not good for the Grand Alliance. “Some leaders of RJD have been doing everything to defame the state government. JD-U will not tolerate this any more.” Singh, considered close to Nitish Kumar, said the RJD cannot cite any instance of a JD-U leader criticising Lalu Prasad ever since their alliance came into existence in 2015. “If JD-U leaders have not targeted and attacked Laluji, why should JD-U tolerate such acts by RJD leaders?” Another JD-U spokesperson Neeraj Kumar said: “We can’t tolerate criticism by those who are part of the government led by Nitish Kumar. It is not proper to criticise one’s own government.” Last month, in a show of unity in the Grand Alliance, its top leaders, including Nitish Kumar, Lalu Prasad, senior JD-U leader Sharad Yadav and state Congress President Ashok Choudhary, attended a “Lok Samvad” meet here. Seeking to lay to rest speculations of differences within the ruling coalition, they claimed that the alliance stands united. This was the first-ever show of unity since the JDU-RJD-Congress Grand Alliance came into existence in November 2015 to form the government led by Nitish Kumar.

BJP backs Kiren Rijiju’s Hindu majority remark

Kiren Rijiju

New Delhi [India], Feb. 14 (ANI): Minister of State Home Affairs Kiren Rijiju, who found himself in a tough spot after his tweets on decline in Hindu population, has found support in the Bharatiya Janata Party (BJP). Backing his statement, BJP leader Subramanian Swamy on Tuesday said India has democracy just because Hindus are in the majority. “As Hindus are in majority, there is democracy in our country. As we see

in Islamic countries where Muslims are in majority, there is no democracy. For the sake of democracy, we have to make sure the overwhelming majority of population remains of Hindus and the question is how to do it. If Muslims also took to family planning as Hindus then this problem would not be there,” Swamy said. Supporting his claim with evidence, Swamy also asserted that Census of 2001 and 2011 indicated the

slump in the proportion of Hindus which was a question of alarm. “His statement is taken out of context as he was basically talking about the decline in population percentage of the Hindus as a ratio of the total population. This is a continuing civilisation of Hindus and we don’t want to lose that,” he added. A controversy erupted over a tweet by Rijiju, in reaction to the Congress’ charge that the BJP was turning Arunachal Pradesh into a ‘Hindu state’, that India’s Hindu population was reducing as they didn’t ‘convert’ people. This was seen as a bid to woo voters for the ongoing assembly polls in Uttar Pradesh where the BJP, the Samajwadi Party, the Congress and the Bahujan Samaj Party have all accused each other of trying to polarise the polls. AAP against any activity in buildings storing EVMs Chandigarh, Feb 14 (IANS): Expressing its apprehension of “sabotage”, the AAP on Tuesday urged the Punjab Chief Electoral Officer (CEO) “to completely restrict any sort of activity within the compound where EVMs are stored in the state”. The Aam Aadmi Party’s state Convener Gurpreet Singh Waraich and other leaders said that after Monday’s incident at Patiala, where the Returning Officer allowed the shifting of old EVMs lying in the same complex where functional EVMs were stored, “the possibility of sabotage can’t be ruled out”. They said that even though the Election Commission had clarified that EVMs removed by the district officials were those used in the municipal corporation elections, it was an “unusual and suspect action”. “The district authorities had no business entering the complex till the time election process is completed,” Waraich said. The AAP leader said about 15,000 AAP volunteers were monitoring the

Gurpreet Singh

EVMs by giving guard duty 24x7 outside the buildings where the EVMs have been kept. “They will stand guard to foil any attempt by the ruling Shiromani Akali Dal-BJP alliance to alter the

process. Akali Dal leaders are frustrated over their imminent defeat and they can go to any extent to sabotage the EVMs. The EC should not allow any official to go beyond the first circle of security,” Waraich said.

Manohar Parrikar woos global aerospace firms to make in India

Bengaluru, Feb 14 (IANS): Defence Minister Manohar Parrikar on Tuesday wooed global aerospace firms to make their products in India, which had opened up the defence sector for foreign direct investment, partnerships, collaborations and joint ventures. “We have an ecosystem for defence manufacturing, with ease of doing business for global firms, a liberalised investment policy and norms to set up production units, joint ventures and research facilities across the country,” said Parrkiar inaugurating the 11th edition of the five-day biennial Aero India 2017 expo here. Announcing an innovation and technology fund in the defence sector, he said state-run Hindustan Aeronautics Ltd (HAL) and Bharat Electronics Ltd (BEL) would initially contribute to it for promoting start-ups and innovative culture. “Additional initiatives, including policy changes are underway to boost indigenous defence production. Foreign companies can set up joint ventures with our state-run enterprises and private sector firms to make products, subsystems and components for their global sup-

business/state TUCT asks Jacob to resign

Nagaland Post, Dimapur wednesDay, february 15, 2017

DIMAPUR, FEB 14 (NPN): Tribal Union Chumukedima Town (TUCT) on Tuesday said it has “collectively resolved” to appeal for immediate resignation of Jacob Zhimomi, MLA 4 Ghaspani-I, on moral ground. In a press release, TUCT president, Neisalie Losou, and general secretary, Mhathung Shitio, questioned what they called the “sheer silence” of the MLA when all the hues and cries were taking place in his own constituency. The union said it has witnessed a “dismaying role of our father figure, who instead of listening to the people’s voice has rather kept on deaf ears thus far.” TUCT reaffirmed to stand by the people’s demand and sought for “an immediate resignation of our constituency elected MLA, for the betterment of his future.” Meanwhile, the union has appealed to the general public of Chumukedima to extend cooperation until the common cause was realised and achieved. Besides, it also urged the volunteers for creating conveniences in movement especially for the students appearing examinations.

NPCC blames NPF-BJP for crisis (Form p-1) NPCC said NPF government under chief minister TR Zeliang was more concerned with holding on to their chairs rather than listen to the voice of the people. “No amount of their reasoning or justification would cover up the blatant failure,” said NPCC. As such, NPF government has lost all moral authority to be in power and should resign on their own and pave way for early elections, it said. Also, taking a jibe at Nagaland governor, NPCC alleged that the “dithering and fiddling act” of the Governor in the entire episode was condemnable. NPCC asked Governor what more evidence was needed when innocent lives were lost, public properties damaged, all government offices under lockdown and daily routine of people completely disrupted. “Is it not a complete breakdown of the state government machinery that warrants imposition of President’s Rule?” NPCC asserted. Further, NPCC said the “public spat” within NPF were making matters worse and overshadowing the demands of the people.

It also said that 14 years of NPF rule, first under Neiphiu Rio and now TR Zeliang as chief ministers, has ruined the state in every sphere of governance. Meanwhile, NPCC has appealed to NTAC, JCC, and apex tribe hohos to ease the hardship of common people by lifting the restrictions on normal routine life including opening of educational institutions as careers of thousands of students were at stake owing to frequent shutdowns. Meanwhile, a senior Congress leader accused chief minister, T.R. Zeliang of having the “blessing of BJP-RSS” to remain in power despite people’s demand to step down. He said the present legislators were all “lame duck” and had no guts to defend their own people. The political crisis in Nagaland and the after effects would be faced by these MLAs in the next election, he added. Congress said it was very clear that the divisive role of BJPRSS combined was in play. It was first Congress mukt bharat and now silently its agenda was NPF mukt Nagaland, saying “they do not understand the real power politics of the BJP”.

cuts stent prices by up to 85% New Delhi, Feb 14 (IANS): In a major measure of relief to cardiac patients in India, the government on Tuesday fixed the ceiling price of coronary stents which are used to open up blocked arteries. The National Pharmaceutical Pricing Authority, in a notification, put a ceiling price on drug eluting stents (DES) and bioresorbable stents at Rs 29,600, and that of bare metal stents at Rs 7,260, effective from Tuesday. The ceiling price excludes local taxes. The cost of a drug eluting stent currently ranges between Rs 24,000 and Rs 1.5 lakh, and that of a bioresorbable stent is between Rs 1.7 lakh to Rs 2 lakh. A bare metal stent costs between Rs 7,000 and Rs 20,000. NPPA said it had consulted with various stakeholders on the matter. “During deliberations, it was found that

huge unethical markups are charged at each stage in the supply chain of coronary stents resulting in irrational, restrictive and exorbitant prices in a failed market system driven by information asymmetry between the patient and doctors pushing patients to financial misery,” an NPPA notification said. The NPPA also said that a stent could cost the patient over ten times more by the time it moved from the manufacturer to the patient. In July 2016, the Union Health Ministry had, through a notification, included coronary stents under the National List of Essential Medicines (NLEM). Drugs and devices listed in the NLEM have to be sold at the price fixed by NPPA. This was after the Delhi High Court sought government action on a public interest litigation (PIL) appeal seeking price control on stents.

Gold tumbles by Rs 300 on weak global cues

New Delhi, Feb 14 (PTI): Snapping its twoday rising trend, gold prices plunged by Rs 300 to Rs 29,650 per 10 grams today, tracking a weak trend overseas amid fall in demand from local jewellers. Silver also slipped below the Rs 43,000-mark by falling Rs 100 to Rs 42,900 per kg on reduced offtake by industrial units and coin makers. Marketmen said apart from a weak trend overseas, fall in demand from local

jewellers and retailers at current levels mainly pulled down gold prices. Globally, gold fell 0.67 per cent to USD 1,224.70 an ounce and silver by 0.78 per cent to USD 17.80 an ounce in New York yesterday. In the national capital, gold of 99.9 and 99.5 per cent purity tumbled by Rs 300 each to Rs 29,650 and Rs 29,500 per ten grams, respectively. It had gained Rs 450 in the past two days.

Mumbai, Feb 14 (PTI): After two days of losses, the rupee today recovered by 9 paise to end at 66.93 on fresh selling of dollars by banks and exporters amid weakness in American currency in the overseas market. Persistent foreign capital inflows also boosted the rupee value against the dollar, a forex dealer said. The r upee opened higher at 66.97 per dollar as against the yesterday’s closing level of 67.02 at the Interbank Foreign Exchange (FOREX) market. Later, it gained further on good bouts of dollar selling from banks to 66.9050 before ending at 66.93 per dollar, showing a gain of 9 paise or 0.13 per cent. The domestic currency had dropped by 17 paise or 0.25 per cent in previous two trading days. The local currency moved in a range of 66.9050 per dollar and 66.98 during the day. The dollar index was trading down by 0.16 per cent against a basket of six currencies in the late afternoon trade. In the overseas market, the dollar softened against its rival currencies in the late afternoon trade as investors await Federal Reserve Chairwoman Janet Yellen’s semiannual congressional testimony on interest-rate policy. However, the US dollar was near 3-week high against a basket of currencies in early Asian trade.

Takes on Neiphiu Rio

JCC asked MP Lok Sabha Neiphiu Rio not to “act clean” and try to portray himself as a savior, as Nagas are not a fool “to not see through this mischievous deed of his to gain political mileage out of the current ULB imbroglio”, rather it was him, who in 2001 enacted the present Nagaland Municipal Act. JCC also condemned Rio’s statement, where he had apprised interlocutor R.N Ravi and National security advisor Ajit Doval, that the agitation by NTAC and JCC would hamper the peaces talk. This showed Rio’s total lack of concern for the Naga public as the protest was against T.R. Zeliang resignation and has nothing to do with Indo-Naga peace talks, JCC said. Reacts to ZPO: Reacting to Zeliangrong People’s Organization (ZPO) statement, JCC said chief minister was not a Zeliangrong chief minister but a minister for all Nagas and that he would be answerable to all Nagas. In this regard, JCC asked ZPO to refrain from indulging in “ism” politics.

TSEMINYU: The Rengma Selo Zi (Rengma Youth Organization) imposed total bandh in Rengma jurisdiction including Tseminyu town. RSZ president, Kenneth Kath said the bandh was peaceful and successful. RSZ appealed to all students appearing exams not to panic and assured for their safety. He said altogether 54 students of class 12 appeared the first day of exams. RSZ said HSLC, class XI and HSSLC students appearing exams have been exempted. KIPHIRE: The bandh in Kiphire district, called by Kiphire District Joint Coordination Committee was peaceful with no untoward incidents. Asked if the management had reached out to the promoters over the outstanding issues, Seshasayee said, “I reached out to the founders, the day before yesterday (Sunday) and we had rank discussions... and both of us agreed that we should not have these kinds of interactions taking place through media.” In an apparent reference to the public exchanges that have been taking place over the last week, Seshasayee said it is “not in the interest” of the institution. “... We should do this bilaterally... and we reiterated our commitment on any inputs from them. I explained that there are limitations that we would have in terms of dealing with all the inputs or suggestions and I think we have a renewed commitment not to spill this into the public space,” he said.

Drought hits over 700,000 people in Sri Lanka C O L O M B O, F E B 1 4 (IANS): About 709,400 people have been affected by severe drought in Sri Lanka, the Disaster Management Centre (DMC) said on Tuesday. The towns of Gampaha, Monaragala, Kalutara and Trincomalee are among the worst affected areas, Xinhua news agency cited the DMC as saying. The drought has resulted in farmers suffering without adequate water and some villages not even having drinking water. The World Food Programme (WFP) earlier said Sri Lanka was preparing for serious difficulties this year in terms of food and nutrition insecurity until the main harvest in March/ April 2018. The expected failure of the main harvest season in March/April 2017 could be the worst agricultural season in the last 40 years. The Ministry of Disaster Management and the External Resources Department of the Ministry of National Policies and Economic Affairs have requested drought-related support from WFP, in particular cash for work/food assistance for asset creation.

Pressure mounts on Fillon as party lawmakers rebel PARIS, FEB 14 (AGENCIES): French conservative presidential candidate Francois Fillon faced a fresh party rebellion on Tuesday after some 40 lawmakers demanded a “crisis” meeting to discuss his fate amid fears a fake work scandal could derail their bid to win the election. Fillon, once the election frontrunner, has been fighting to keep his campaign alive and has said he will only step down if he is put under formal investigation. Over the past week he had appeared to rally his party, but French media reports at the weekend suggested the country’s financial prosecutor was likely to take further legal steps into allegations of fake work by Fillon’s wife. That was followed on Monday evening by dissenting lawmakers publicly dining at a central Paris restaurant to discuss whether their candidate was best-suited to represent them, as opinion polls since the scandal broke almost three weeks ago show him slipping out of the

Francois Fillon race. “On Feb. 1st ... you asked us to hold on 15 more days on the basis that the situation would be clarified favorably,” said an open letter agreed by some 40 lawmakers. “However, this period has expired, and there has yet to be any clarification. As a result, we have a real concern that our political family, The Republicans, will not be able to compete in this presidential election in a calm and dignified way.” Voters have been turned off Fillon by the probe into a report by the Canard Enchaine satirical weekly that his wife was paid hundreds of thousands of euros in

Trump’s NSA Flynn resigns

Michael Flynn WASHINGTON, FEB 14 (AGENCIES): President Donald Trump’s embattled national security adviser Michael Flynn resigned following reports he misled Vice President Mike Pence and other officials about his contacts with Russia. In a resignation letter, Flynn said he gave Vice President Mike Pence and others “incomplete information” about his calls with Russia’s ambassador to the U.S. The vice president, apparently relying on

Security Council and all U.N. resolutions against my country.” In New York, U.S. Ambassador Nikki Haley said in a statement after the Security Council meeting that it was “time to hold North Korea accountable” with “actions”. U.S., Japanese and South Korean military officials held a teleconference on Monday in which they condemned the launch as “a clear violation” of multiple Security Council resolutions. The United States “reaffirmed its iron-clad security commitments” to South Korea and Japan, the Pentagon said. Han said the divided Korean peninsula “remains the world’s biggest hotspot with a constant danger of war”. He condemned joint military exercises carried out annually by South Korea and the United States, as well as what he called “nuclear threats” and blackmail towards his country.

information from Flynn, initially said the national security adviser had not discussed sanctions with the Russian envoy, though Flynn later conceded the issue may have come up. Trump named retired Lt. Gen. Keith Kellogg as the acting national security adviser. Kellogg had previously been appointed the National Security Council chief of staff and advised Trump during the campaign. Trump is also considering former CIA Director David Petraeus and Vice Admiral Robert Harward, a U.S. Navy SEAL,

for the post, according to a senior administration official. The Trump team’s account of Flynn’s discussions with the Russian envoy changed repeatedly over several weeks, including the number of contacts, the dates of those contacts and ultimately, the content of the conversations. Late last month, the Justice Department warned the White House that Flynn could be in a compromised position as a result of the contradictions between the public depictions of the calls and what intelligence officials knew to be true based on recordings of the conversations, which were picked up as part of routine monitoring of foreign officials’ communications in the U.S. A U.S. official told The Associated Press that Flynn was in frequent contact with Ambassador Sergey Kislyak on the day the Obama administration slapped sanctions on Russia for election-related hacking, as well as at other times during the transition.

The Journal de Dimanche (JDD) on Sunday cited unidentified sources saying the proceedings which would mean the prosecutor had decided against dropping the case for lack of evidence - would involve both Fillon and his British wife Penelope. “Facing this major crisis, it is your duty to hold without delay a meeting of the political bureau of our movement, the only legitimate place to decide the conditions in which we could renew hope and confidence to the country,” the letter obtained by Reuters said.

Officials should prevent abuse of power: Xi BEIJING, FEB 14 (AGENCIES): Top Chinese officials need to “build a fence” to ensure neither they nor those around them abuse power, and must practice greater self-discipline, state media cited President Xi Jinping as saying as he drives home his anti-corruption message. Since assuming office four years ago, Xi has waged war on deep-seated graft, warning, like others before him, that the problem is so bad it could affect the party’s grip on power. Dozens of senior figures have been jailed for corruption and abusing their positions, including China’s once powerful domestic security chief, Zhou Yongkang. Speaking at a workshop on fighting graft, Xi said leading officials must practice strict self-discipline and “eliminate special privileges”, state news agency Xinhua said late on Monday. Senior officials should “build a fence against special privileges to prevent themselves and those around them from abusing power” and use their power impartially, cautiously and legally, the news agency cited Xi as saying.

May rejects petition against Trump’s State Visit LONDON, FEB 14 (PTI): UK Prime Minister Theresa May today formally rejected a petition that had garnered popular support against US President Donald Trump being welcomed to Britain on a State Visit, saying her government “does not support” the view. The rejection comes after the petition ‘Prevent Donald Trump from making State Visit to the United Kingdom’ has attracted 1.8 million signatures. Any petition crossing a million signatures has to be considered for a debate in the House of Commons, but the British government has the right to take a stand on the issue in the lead up to that debate. May’s official response said the government believes the US president should be extended the “full courtesy of a State Visit”. “We look forward to welcoming President Trump once dates and arrangements are finalised. [Her Majesty’s] government recognises the strong views expressed by the many signatories of this petition, but does not support this petition,” the response read.

Hitler lookalike arrested in Austria

(L) Harald Zenz was arrested in Braunau. (R)The lookalike has been spotted outside the house where Hitler was born.

VIENNA, FEB 14 (AGENCIES): Austrian police arrested an Adolf Hitler lookalike on Monday after he was spotted wandering around the Nazi dictator’s hometown sporting his infamous moustache and side parting, a spokesman said. The 25-year-old Austrian national was detained in his flat in the quaint northern town of Braunau am Inn where the Fuehrer was born on April 20, 1889. The man, who reportedly called himself “Harald Hitler”, was arrested under a 1947 Austrian law which made it illegal to promote Nazi ideology. “It was obvious that he glorified Hitler,” police spokesman David Furtner told AFP. Authorities became

aware of his existence after photos emerged on social media of the man posing outside Hitler’s actual birth house, a large yellow corner house in the town’s historic centre. Other snaps showed him standing in a Braunau pub dressed in traditional garb including a loden jacket and lederhosen. According to local media reports, the copycat introduced himself to patrons as “Harald Hitler” and insisted on being served “Austrian mineral water”. The suspect who offered no resistance during his arrest had moved to Braunau in mid-January, police said. The case once again puts the spotlight on Braunau, a town of 17,000 on the German border which has repeatedly made head-

lines because of its historical ties to Hitler. Most recently it drew attention after the government in December expropriated the dilapidated building where Hitler came into the world. The move followed years of bitter wrangling with owner Gerlinde Pommer who had been renting the premises to the interior ministry since the 1970s and refused to sell or carry out essential renovation works. The government said the seizure had been necessary to stop the building from becoming a pilgrimage site for Nazi sympathisers. In response, Pommer launched proceedings against the expropriation last month, arguing it was unconstitutional.

N. Korean leader’s halfbrother ‘killed’ in Malaysia SEOUL, FEB 14 (IANS): North Korean leader Kim Jong-un’s half-brother has been killed in Malaysia, a government source said on Tuesday, sparking speculation over whether North Korea was behind a highprofile assassination. Kim Jong-nam was assassinated on Monday in Malaysia, Yonhap news agency quoted the source as saying, without revealing any further details. South Korea’s cable TV broadcaster TV Chosun reported that Kim was killed at an airport in Malaysia after being attacked by two unidentified women with “poisoned needles”. The suspects fled the scene and Malaysian police suspected North Korea was behind the killing. Repeated calls to South Korea’s spy agency seeking comment went unanswered. The assassination came as North Korean leader Kim Jong-un has been trying to consolidate his grip on power that he inherited upon the death of his father and long-time leader Kim Jong-il in 2011 amid growing international pressure

AN APPEAL

14th February, 2017

This appeal is sincerely made to the general public even as you are fully aware of the fact that any pro life and pro people movement is futile without paying a price. We fully understand what sufferings and pains you all have sustained thus far. We hope and trust that our movement is for protection of our rights and human life. As you are aware, during the preceding days we have been persistently demanding TR Zeliang to step down from the chair of the Chief Minister of Nagaland owning the moral responsibility for the loss of lives. This demand is compulsorily made of him as he is directly responsible for the catastrophe caused by the government that he heads, and for the people. Being the head of government, it is expected of him to uphold the virtues of the high office that he holds rather than demeaning the office by banking on the numerical support of the elected legislators. The elected legislators must also take liberty to delve deeply into their heart of hearts and apply their conscience to morally uphold their position as elected leaders of the people to deliver justice, services and responsibility required of them. We expected the elected leaders to be sensitive to pain of the people and take worthily respectable steps and in the right earnest speedily. The stand of the JCC and NTAC are once again being categorically clarified to eliminate any misgivings but unreservedly and explicitly plain that we are neither agitators nor protestors but only defenders and protectors of our people’s rights and human life. We are fully aware of the pain, sufferings and losses resolved in such a movement. There is not at all any pleasure in calling bandh, causing inconveniences to one and all. Therefore, our only appeal is that the Chief Minister listens to the people’s voice and takes the morally right decision without further delay to meet the demand of the people. Only such a gesture would uphold the very respect, honour and sanctity of the public office that he holds and liberate the people from their agonising suffering. May this appeal, for the good of the people of Nagaland reach all concerned sincerely and enable each soul to speak to act for good sense to prevail. Media Cell NTAC, Kohima K-0388

Adele’s George Michael Grammys tribute

Infotainment

Joe Elliott: Not ashamed of band’s signature sound

J

A

dele‘s tribute to G e o r ge M i c h a e l at Sunday night’s Grammys Award could have featured Beyoncé and Rihanna. The singer paid homage to her fellow Brit with a performance of ‘Fastlove’ which turned the dancepop original into a sombre ballad. During her performance, she stopped her band mid-song and told the crowd: “Can we please start it again? I’m sorry, I can’t mess this up for him.” However, a different kind of tribute featuring Beyoncé, Rihanna and James Corden – who essentially initiated Carpool Karaoke with George Michael – was also mooted. According to The Hollywood Reporter, each performer would have

sung a verse from a different George Michael song, including ‘One More Try’ and ‘Freedom 90’. However, the show’s executive producer Ken Ehrlich said it became apparent “how passionate Adele was… and that she had a vision for what she wanted to do with it.” Adele told The Hollywood Reporter that Michael’s family “didn’t want a tribute at first,” but then “came back and were very specific that it be me”. Backstage at the Grammys, she also shared her thoughts on George Michael, saying: “I found him to be one of the truest icons, because a lot of the time, with people who are that globally known and famous, there tends to be… not a fakeness in a bad way, but

they put on this massive bravado and alter-ego to protect themselves.” She continued: “And he was very British. No matter where his career or love life took him, he always remained true to Britain and they gave him a hard fucking time a lot of the time, but he still stayed loyal until the very end.” “I relate to that,” she added. “No matter how much I try to escape Britain sometimes, my roots are there. I took great comfort in him – and the bigger my career got, in trying to remain myself.” Earlier in the evening, Adele opened the show with a performance of ‘Hello’. She later won five awards including the three biggest prizes of the night.

ust released is Def Leppard’s new concert film and double CD, titled “And There Will Be A Next Time - Live From Detroit”. The DVD/Blu-ray was captured on July 15, 2016 in Clarkston, Michigan’s DTE Energy Music Theatre — still lovingly referred to as “Pine Knob” by Detroiters after its longstanding original name. Along with such era-defining hits as “Photograph”, “Animal”, “Pour Some Sugar On Me” and “Rock Of Ages”, the collection also features newer tunes, such as “Man Enough” and the set’s opening track, “Let’s Go”. Frontman Joe Elliott told The Pulse Of Radio that the band has been together for so long, that they’ve come full circle and are more comfortable in sounding like Def Leppard than ever before. “They have to have our identity in them or they might as well be Tom Waits, y’know, or R.E.M.,” he said. “We have a signature sound that we’re

not scared of anymore. I think we were, right around the ‘Slang’ period of our career (in 1996). We were frightening to death of ourselves, I think — but not so much anymore. Y’know, so, they’ve got the classic Leppard trademark of big guitars, drums, vocal harmonies to the high heavens, y’know?” Def Leppard will return to the road this spring for a three-month run across North America. This new leg of dates follows the group’s massive 70-plus-city 2016 tour and is set to kick off on April 8 in Manchester, New Hampshire and wrap on June 25 in Indianapolis, Indiana. Joining Def Leppard on select dates are Poison and Tesla. Def Leppard and Poison and first hit the road together back in 2009, and then again three years later. Def Leppard’s latest, self-titled album came out in 2015.

Audience need not stand when National Anthem is part of film: SC

T

he Supreme Court today clarified that the audience need not stand when the National Anthem is played as a part of the storyline of a film, newsreel or documentary. A Bench of Justices Dipak Misra and R. Banumathi made this clear after one of the petitioners said the apex court should clarify if people are expected to stand when the National Anthem is played in a film, newsreel or documentary. “It is clarified that when the National Anthem is played as part of the storyline of a film, newsreel or a documentary the audience need not stand,” the bench said. The bench, which said the issue raised by petitioners needs to be debated, has fixed the matter for further hearing on April 18.

The apex court had on November 30 last year ordered cinema halls across the nation to mandatorily play the National Anthem before screening of a movie and the audience must stand and show respect. This order had come on the PIL filed by one Shyam Narayan Chouksey seeking directions that National Anthem should be played in cinema halls across the country before a film begins and proper norms and protocol be fixed regarding its playing and singing at official functions and programmes where those holding constitutional office are present. The apex court, while passing a slew of directions, had also observed that “time has come when citizens must realise they live in a nation and are duty-bound

to show respect to National Anthem, which is a symbol of constitutional patriotism and inherent national quality.” It had said that “love and respect for the motherland is reflected when one shows respect to the National Anthem as well as to the National Flag”. The court had barred printing of the anthem or part of it on any object and displaying it in such a manner at places which may be “disgraceful to its status and tantamount to disrespect”. It had also barred playing or displaying an “abridged version” of the anthem. Various other petitioners have also approached the apex court, which has tagged them with and the bench has tagged with the main petition.

en Affleck wants to drop out of Warner Bros.’ upcoming Batman movie, according to movie industry rumours. Affleck announced earlier this month that he will not be directing the film after all. He remains on board to play the caped crusader in a standalone movie, but he and Warner Bros. are now seeking a new director. It has since been reported that Matt Reeves (Cloverfeld, Dawn Of The Planet Of The Apes) is “frontrunner” to replace him in the director’s chair. Now film journalist John Campea claims to have heard from three people connected with the project that

I have been told that Affleck is talking with Warner Bros. in an attempt to get out of being Batman.”

Inderjeet’s dope case in NADA Disciplinary Panel’s court now

NEW DELHI, Feb 14 (Agencies): The National Anti-Doping Agency on Monday said that shot putter Inderjeet Singh’s fate will be decided by its Anti-Doping Disciplinary Panel after he was provisionally suspended for dope rule violation last July. Inderjeet was barred from taking part in Rio Olympics after his urine sample taken on June 22 had returned positive but he had alleged that his dope samples might have been tampered with. The 2015 Asian champion had asked NADA to test his B sample

at another laboratory outside India as he does not have faith in the government aided laboratory. His request was turned down but apparently to ensure fair play, his B sample was recently tested under an independent observer and according to sources this also returned positive. NA DA t o d ay s a i d in its monthly newsletter that Inder jeet “stands provisionally suspended and (his) dope rule violation stands referred to the Anti Doping Disciplinary Panel during the month of January 2017”.

“Athletes found guilty of violating Anti Doping Rules of NADA were given oppor tunity to present themselves before the antidoping disciplinary panel and explain their cases to the hearing panel on the date and time fixed by the Panel,” the NADA said. It also said that four sportspersons - Gaurav Yadav (Athletics), Jagseer Singh (Para Long Jump), Tejvir Singh (Handball) and Subrata Nandi (Swimming) - were handed four-year bans by the Anti Doping Disciplinary Panel after hearings. With the increase in need for awareness amongst youth and budding athletes,

NADA said it has started conducting anti-doping workshops, educational and awareness programmes about the prohibited drugs/ substances and methods in sports across the country for sportspersons, young a t h l e t e s, c o a c h e s a n d support staff. Mumbai, Feb 14 (PTI): Visiting Australia team captain Steve Smith has left it to the discretion of his squad members to engage in verbal duels with the Indian players, or not, when the two outfits clash during the upcoming fourgame rubber. “I think each of our individual plays the way they want to play. an inter national team and I’m certainly looking forward to that.” Voges has not played for the national team since suffering concussion, after being struck on the head by a bouncer while batting for Western Australia in November. In 2015, at 35, he became the oldest debutant to score a century, making an unbeaten 130 against West Indies. He went on to play in 20 Tests and retires with a batting average of 61.87 - second on the all-time list (minimum 20 innings) behind Don Bradman. Man City beat Cherries; go 2nd in PL

Raheem Sterling converted at the far post under pressure from Charlie Daniels, from David Silva’s cross.

Lo n d o n, F e b 1 4 (Agencies): A goal from Raheem Sterling and an own goal from Tyrone Mings gave Manchester City a 2-0 win against Bournemouth and lifted them from sixth to second place in the Premier League on a blustery Monday night at the Vitality Stadium. Pep Guardiola’s side closed the gap on Chelsea to eight points and kept alive their hopes of the title, despite their Spanish manager ruling out the possibility following his team’s 4-0 defeat at Everton last month. But three league wins in a row have reignited City’s season with FA Cup

and Champions League games to come in the next eight days as Sergio Aguero issued a timely reminder of his attacking prowess after coming on as an early substitute for the injured Gabriel Jesus. City fans hoping to see Jesus add to his scintillating start for the club were disappointed as the Brazilian lasted only 14 minutes before being replaced by Aguero after turning his ankle. It gave Aguero an opportunity to show some form amidst speculation he could be regarded as surplus to requirements with the arrival of Jesus. The first real chance

went to Bournemouth after 19 minutes. A swift one-two between Jack Wilshere and Jordon Ibe saw the latter through on goal but goalkeeper Willy Caballero smothered the ball with his legs. Bournemouth then suffered a blow when their captain, Simon Francis, who had been doubtful for the match, left the field to an injury. C i t y a l m o s t we n t ahead immediately after that when Leroy Sane crossed for Sterling whose shot was deflected onto the post by Steve Cook. Sterling could not believe his luck but he did

not have long to dwell on his disappointment. Just three minutes later, Sane crossed again and this time Steve Cook deflected the ball into the path of Sterling who smashed in at the far post for his fifth Premier League goal against Bournemouth, the most he has scored against a single opponent. Minutes later, Josh King thought he had equalised but referee Neil Swarbrick ruled out his goal for pulling John Stones’ shirt in the buildup. Bour nemouth felt aggrieved though they had City rattled and, when Jack Wilshere also withdrew through injur y, Howe replaced him with Benik Afobe, a striker as he sensed an opportunity. Though City continued to impress on the break, with Sane in particular causing the Cherries problems, Bournemouth kept threatening. Afobe passed to Harry Arter whose curling shot was tipped round the post by Caballero following some neat approach work from the home side. However, City went down the other end and killed it off as a contest. Fe r n a n d i n h o f e d Sterling down the City left and he bamboozled Adam Smith with a series of stepovers before crossing for Aguero who poked home via the toe of Mings.

Rs 2 crore base price for Ishant, Stokes, Morgan at IPL auction

Eoin Morgan

New Delhi, Feb 14 (IANS): As many as seven cricketers, including Indian pacer Ishant Sharma, have their base price as Rs 2 crore in the Indian Premier League (IPL) players’ auction to be held on February 20 in Bengaluru, it was announced on Tuesday. A total of 351 players will go under the hammer. Others in the highest base price bracket are Englishmen Ben Stokes, Eoin Morgan and Chris Woakes; Australian fast bowlers Mitchell Johnson and Pat Cummins; and Sri Lanka captain Angelo Mathews, IPL’s website said. A maximum of 76 players,

including 28 overseas, can be bought at the auction. Stokes, Morgan and Woakes were crucial members of the English team which lost the 2016 World Twenty20 final to the West Indies. Mathews featured in Kolkata Knight riders, nowdisbanded Pune Warriors India and Delhi Daredevils in the history of IPL. While playing Pune and Delhi, the all-rounder had been auctioned for more than Rs 5 crore. It will be interesting to see how the franchisees react when the name of Johnson will come. The left-armer has retired from international cricket and

even though, he has enough IPL experience, Rs 2 crore is seen as too high. Ishant, who played for Rising Pune Supergiants, will also look to prove that he can be good enough in the shorter formats as well. Among the players, who are in the Rs 1.5 crore bracket, New Zealand pacer Trent Boult, English wicketkeeper-batsman Jonny Bairstow and West Indian all-rounder Jason Holder can be interesting picks for the franchises. N ew Z e a l a n d a l l rounder Corey Anderson, English bowling all-rounder Chris Joran and Irfan Pathan will also be on focus.

Armstrong set for $100m lawsuit trial Tizu Angling Festival on March 2 and 3

Lance Armstrong

Austin, Feb 14 ( Ag e n c i e s ) : A U S government lawsuit seeking $100m (£80m) in damages from Lance Armstrong has been given the go-ahead. The US Justice Department took up the case on behalf of the Postal Service in 2013 after the disgraced cyclist admitted using performanceenhancing drugs.

It says Ar mstrong defrauded the government by covering up his doping to keep getting paid under his US Postal Ser vice sponsorship deal. Armstrong was stripped of his seven Tour de France titles and banned from competitive cycling in 2012 after his confession. He tried to get the case dropped, claiming

the sponsorship was worth more to the Postal Service than the $32m it paid to his team, Tailwind Sports Corporation. That amount can be tripled in damages if Armstrong loses the case. However, his lawyers suggest media exposure for USPS was worth at least $160m. US District Judge Christopher Cooper, who had been considering the case since last year, decided the dispute should be decided by a jury. Armstrong, who had long denied using performance-enhancing drugs, admitted to doping in January 2013 during a much publicised interview with talk show host Oprah Winfrey. Armstrong’s former team-mate, Floyd Landis, originally brought the claim in 2010 and stands to get up to 25 per cent of any damages.
