KOHIMA, FEB 13 (NPN): Nagaland chief minister Neiphiu Rio, who also holds the crucial finance portfolio, presented a Rs 123.96 crore deficit budget for the year 2020-21with new tax proposals for registration of heavy vehicle, transport machinery and hikes in duties on petrol, diesel and enhanced rate for road maintenance from petroleum products. Tabling the budget on the fourth day of the fifth session of the 13th Nagaland Legislative Assembly Thursday, Rio said the current financial year 2019-20 closed with an estimated deficit of Rs.123.96 crore. However, he said, due to the negative opening balance of Rs. 2234.85 crore, the 202021 financial year is expected to close with a negative balance of Rs.2358.81 crore. It may be pointed out that in his 2019-20 budget speech, Rio had pegged the estimated closing deficit at Rs.1611.98 crore. The budget documentestimated the total gross receipt of Rs20,826.02 crore

NPF through its press bureau said AAP sweeping Delhi election was “indeed a victory of agenda of development over hatred and dirty politics.” According to NPF, the saffron party was “hellbent” on the issue of CAA, NPR, NRC etc during the campaign, but AAP projected its performance in education, water, power and health sectors. NPF said the poll results proved what people really wanted. The “big mandate” to AAP, the NPF said was “certainly a befitting reply” to communal forces and against the divisive agenda of BJP. “This is also a message to the BJP that people all over the country have rejected them and their toxic CAA,” NPF said. The chief minister highlighted the impact of the shortfall in revenue of central government 202021 which reflected fall in tax collection estimates for 2019-20. Owing to this, he said the state share of central tax earlier projected at Rs.4,206crore was reduced to Rs.3267, showing a shortfall of Rs.939 crore. included a one-time tax of 3% for registration (of the original cost) heavy machinery, non-transport vehicles and equipments, for the first 10 years if it was purchased in the state. Thereafter, for the next five years, those machinery and equipment would be required to pay a tax at the rate of 1 per cent of their original cost. However, Rio said, machinery used for personal use shall be excluded from this tax. Duty on petrol will be enhanced from the current 20.38% to 25% while duty for diesel will be enhanced from its current 10% to 14.5%. He

also proposed to enhance road maintenance cess on petroleum products from Rs 1.50 per litre to Rs 2 per litre, adding that these two measures were expected to generate additional revenue of Rs 33 crore annually. Rio said that the new enhanced rates would become effective from the midnight of February 15, 2020. Later, addressing a press conference after presenting the budget, Rio explained that there was a shortfall of Rs 2,97,000 crore in the Union Budget, due to which Nagaland also received less by Rs 939 crore. He regretted that projects taken up during the Planning Commission period worth more than Rs 500 crore liabilities were still not complete, and feared that this would only add to the State’s liabilities and deficit would rise. NEW DELHI, FEB 13 (PTI): Supreme Court on Thursday directed all political parties to upload on their website details of pending criminal cases against candidates contesting polls, noting that there has been an alarming increase in criminalisation of politics. The apex court said political parties will also have to upload reasons for selecting candidates with pending criminal cases on their website. A bench headed by Justice Rohinton Fali Nariman said the reasons for selecting candidates with pending criminal cases should be justifiable with reference to qualification and merit and not merely on winnability. The court passed orders on a contempt plea which raised the issue of criminalisation of politics claiming that directions given by the apex court in its September 2018 verdict relating to disclosure of criminal antecedents by candidates are not being followed. It also directed that political parties will publish these details on social media platforms like Facebook and Twitter and in one local vernacular and one national

The top court said political parties will have to submit a compliance report in this regard to the Election Commission within 72 hours of selecting candidates having pending criminal cases against them. While pronouncing the order, the bench said it appears that there has been an alarming increase in criminalisation of politics in the last four general elections. The apex court had earlier observed that the issue of penalising political parties or candidates for not disclosing criminal antecedents has to be dealt with carefully as serious allegations with “political overtones” are often being made against candidates. In September 2018, a five-judge Constitution bench had unanimously held that all candidates will have to declare their criminal antecedents to the Election Commission before contest-

ing polls and called for a wider publicity, through print and electronic media about antecedents of candidates. It had left it to Parliament to “cure the malignancy” of criminalisation of politics by making a law to ensure that persons facing serious criminal cases do not enter the political arena as the “polluted stream of politics” needs to be cleansed. During the hearing on the contempt plea, the EC had told the court that increase in number of MPs having pending criminal cases was “disturbing” and as per the statistics, there were 43 per cent MPs in Parliament who have criminal cases against them. EC agreed with the suggestion that political parties may be asked to furnish details on its website regarding criminal antecedents of candidates and give reasons as to why he or she has been given the ticket. EC however said it was not agreeable to the suggestion regarding penalising the political party or its candidates under Article 324 of the Constitution for their failure to disclose criminal antecedents, as it does not have this power.

Further, WSH warned that it was ready to resort to any form of action deemed fit against those who oppose RIIN. “A handful of vested elements will not be allowed to destroy the future of our indigenous inhabitants,” WSH stated.

DIMAPUR, FEB 13 (NPN): Dimapur Naga Students’ Union (DNSU) has strongly questioned the responsible department as to how 994 candidates were selected to undergo police training when only 206 posts was advertised. DNSU through its media cell pointed out that as per advertisement letter No.PHQ(B-1)1/Recruitment constables/2019 dated August 3, 2019, only 206 vacant posts was published and final police recruitment examination result was out on December 9, 2019 with 225 candidates including waiting list candidates declared qualified. Affirming that it would not remain a silent spectator, the union stated that at a time when there was lack of job avenues and opportunities with thousands of educated Naga youth remaining unemployed “such practice is totally untoward”. Opposition bench takes on govt over SARFAESI Act; CM clarifies Correspondent

KOHIMA, FEB 13 (NPN): The opposition slammed the State government over the speaker’s rejection of its demand for a discussion on Securitisation and Reconstruction of Financial Assets and Enforcement Interest (SARFAESI) Act, 2002 during the fifth session of 13th Nagaland Legislative Assembly (NLA) on Thursday. Speaker Sharingain Longkumer informed the House that discussion on SARFAESI Act was not required and asked the members to seek clarification from his chamber, if necessary, while directing Leader of the House (LoH) Neiphiu Rio to give a statement. Annoyed by the speaker’s decision, opposition legislator Dr. Chotisuh Sazo said it was decided during the Business Advisory Committee (BAC) to discuss Citizenship Amendment Act (CAA) and SARFAESI and thereby listed in the business list.

He asked why the treasury bench insisted on denying discussion on the matters of urgent public interest. Opposition members Imkong L Imchen, Kuzholuzo Nienu and Dr Imtiwapang Aier then asserted that that NLA was a people’s house and wanted to know why it was admitted at the first place, if it had to be rejected. Rio explained that as per rules, it was the speaker’s prerogative either to reject or admit an issue, and backed Longkumer saying he was following the rules. However, leader of opposition TR Zeliang countered that a notice admitted for discussion under rule 50 could not be rejected by referring rule 55 as the two rules dealt with two different subject matters under the Rules of Procedure and Conduct of Business in NLA adopted by the Assembly on August 17, 1964. Amidst heated arguments, the speaker reiterated his offer to the members to seek clarification from his chamber, if required,

and asked LoH to make a statement. Rio clarified that the cabinet had examined SARFAESI Act on October 18, 2019 and decided that the Act could be adopted in Nagaland only after it was ensured that transfer of properties attached by banks was made to indigenous inhabitants. He said being a Central Act, the requisite amendment had to be carried out by the Central government, adding that the State finance department had on November 22, 2019 requested the department of financial services of Government of India to modify the Act by restricting the transfer of properties to indigenous inhabitants of Nagaland, adding the reply was awaited. The chief minister explained that SARFAESI Act could not be implemented in Nagaland in its present from as it came into direct conflict with land holding systems and restrictions on transfer of land under Article 371(A) like special provisions on transfer of land and its resources, the

Nagaland Land & Revenue Regulation (Amendment) Act 1978, Land & Revenue Regulation (Amendment) Act, 2002 etc. He maintained that law & justice department had on July 19, 2019 in its advice to finance department clearly stated that SARFAESI Act could not be enforced in Nagaland as its provisions were in conflict with all existing protective laws (Article 371A/ BEFR 1873 and the Nagaland Land & Revenue Regulation (Amendment) Act 1978). Rio said the banks had been requesting for implementation of SARFAESI Act in Nagaland so that they could advance loans to customers against mortgage of immovable property/fixed assets in favour of the banks and, in case of default in repayment by the borrower, the Act would enable banks to confiscate and sell the property without intervention of Courts to realise their money. He stressed that while interest of the banks must be

safeguarded, the government also could not dilute the existing provisions and permits banks to sell mortgaged immovable property to outsiders. The LoH clarified the House that the assumption that Nagas were unable to avail loans from banks due to nonadoption of SARFAESI Act was misleading and erroneous as banks had adequate safeguards under existing laws {Nagaland Land and Revenue Regulation (Amendment) Act, 2002} in Nagaland to take possession of secured assets and sell them to realise their dues. He also cited the example of Tripura, stating that Supreme Court of India had heard an appeal filed by UCO Bank over a matter pertaining to recovery of dues in the State. The appeal was made challenging Section 187 of the Tripura Act of 1960 that prohibited sale of mortgaged properties by the bank to any person who was not a member of a Scheduled (Cont’d on p-7) Tribe.

DIMAPUR, FEB 13 (NPN): Alleging “certain anomalies” in the monthly distribution of BPL rice in the Medziphema sub-division, the Chakhroma GBs Union (CGBU) has sought to know from the responsible authority about the reason behind the irregularities. In a press release, CGBU president Rokovitso Kuotsu and secretary Thepfükuo Nagi claimed that while all other villages were allotted 5kg of BPL rice per head, the villages under Medziphema sub-division were given only 4kg per head since 2017 till date. “This is not the case of one village alone but all the villages under the sub-division are allotted only 4 Kg Per head,” CGBU stated. Maintaining that “all is not well” with the distribution of rice under Medziphema sub-division, the CGBU has sought to know whether the decrease in the quantity was affected from the responsible ministry or it was done by the state government? It stated that PHH ration was a centrally sanctioned scheme under National Food Security Act 2013 meant for the poor and needy. Therefore, the union said the quantity of the rice to be distributed to the people was also uniformly fixed for all beneficiaries. However, CGBU said the unequal treatment meted out to the villages falling under Medziphema sub-division was a serious matter and needed to be probed by the responsible authorities. Further, it stated that if the rice meant for the poor villagers was siphoned off by any officer for personal benefits, it amounted to denial of livelihood of the poor villagers. CGBU, therefore, asserted that the responsible officer should be appropriately penalised under the relevant laws. CGBU has urged the state government to seriously conduct enquiry into the issue and bring out the “true reason(s)” for the unequal allocation of the BPL rice to Medziphema sub-division all these years and the reasons whatsoever be made known to the public at the earliest. Other works taken up under this project in Wokha district include prior informed consent, formation of joint Forest Management Committee (JFMC), micro plan preparation, nursery, entry point activity, rejuvenation of traditional wells, watch tower on human-elephant conflict zone, water harvesting structure, etc. This was stated by the minister in response to the unstarred question by NPF legislator Dr. Chumben Murry. Wakching CHC to be inaugurated soon: Health & family welfare (H&FW) minister PS Pangnyu Phom said the primary health centre (PHC) at Wakching was upgraded to community health centre (CHC) in 2014, but admitted that the upgraded CHC was yet to be inaugurated in view of resource constraints. He said development of necessary infrastructure and creations of posts were under active consideration of the department. The minister said the health centre was presently

functioning as PHC and would be fully functional as a CHC only upon necessary infrastructure and manpower were put in place. Replying to a supplementary question by NPF member YM Yollow Konyak, Phom said there were 33 CHCs in Nagaland, out of which only 21 were functional since 2014. He explained that 12 CHCs were non-functional due to lack of adequate manpower and assured that H&FW department was actively working to resolve the issue. Status of chick hatchery: Transport, civil aviation & railways and land resource departments minister P Paiwang Konyak said to enhance poultry production in Phek district through hatching, the department had initiated establishment of poultry farm at Akhegwo with assurance from GoI under Rashtriya Krishi Vikas Yojana. Accordingly, infrastructure like poultry shed, office, godown, approach and internal roads were competed. However, the department could not make it functional due to non-availability of electrical transformer and LT line for hatching as it was

not supported for funding by GoI. Replying to a starred question by opposition MLA Yitachu, the minister said as hatching activities could not be carried out in absence of electrical transformer, the department had decided to change the objective of the farm by converting the hatchery into chick rearing centre with a view to provide 30-day-old low input technology (LIT) chicks to needy farmers. Redeployment of the staff and rearing activities would commence in 2020-21, he added. Sharing his concern over backward areas like Meluri sub-division and Kiphire district, the opposition member said having hatchery units in these areas would facilitate the people living there and give them an additional item of trade. Hence he advised the department to take up more projects on trading activities to help the youth and open up opportunities for them. This way their interest in economy, infrastructure and development of the state would increase, he added. Fund allocation for road maintenance: Deputy chief minister Y Pat-

Missing NRC: FIR against former official

Guwahati, Feb 13 (PTI): Hours after Assam’s updated citizenship data disappeared from the website’nrcassam.nic.in’, an FIR was filed against a former NRC official for allegedly failing to submit the password to the sensitive document before quitting her job. Talking to PTI on Thursday, NRC state coordinator Hitesh Dev Sarma said the complaint against former NRC project officer was filed under Official Secrets Act in Paltan Bazar police station here, as she “did not provide the password to the document, despite written reminders”. “She failed to surrender the password even after tendering her resignation on November 11 last year. She was a contractual employee and no longer authorised to hold the password, after quitting her job. An FIR has been filed against the former NRC project officer on Wednesday for violating the Official Secrets Act,” he said. Sarma also stated that the NRC office had written to her on several occasions for submitting the password, but did not get any response. “We knew (she had

resigned) and, therefore, sent several letters to her for handing over the password. But as she did not respond all these months, we filed a complaint against her yesterday for violating the Official Secrets Act. “We must know if she has tampered with the sensitive information, after resigning,” he added. The NRC state coordinator, however, refuted allegations of “malafide intent” involved in the matter. “...this (cloud service provided by IT major Wipro) was not renewed by the earlier coordinator. So, the data went offline from December 15 last year. I assumed charge only on December 24,” Sarma, who had gone on leave for weeks after being appointed the NRC state coordinator, clarified. He also said that the state coordination committee had discussed the issue in its meeting on January 30 and wrote to Wipro during the first week of February. “Once Wipro makes the data live, it will be available to the public. We hope that people will be able to access it in the next 2-3 days,” Sarma claimed. Reacting to the development, Wipro had said:

“The IT Services Contract was not renewed by the authorities upon its expiry in October, 2019. However, as a gesture of goodwill, the company continued to pay the hosting service fee until January-end, 2020.” In another FIR filed with state criminal investigation department on Wednesday, NGO Assam Public Works (APW) alleged that former NRC Assam coordinator Prateek Hajela tampered with the final NRC list - published on August 31, 2019. APW member Rajib Deka, in his complaint, accused Hajela of disobeying orders and directions of the Supreme Court, forgery of public register and committing offences under cyber laws for altering or changing public records by misusing his powers and position. The NGO also said that after publication of the final list, several social networks and sections of the media had reported anomalies, insisting that many ‘doubtful’ persons were able to insert their names in the final list. The Centre on Wednesday asserted that NRC data in Assam was safe even though some technical is-

sues have been detected, which would be resolved soon. Senior journalist-cumRTI activist Saket Gokhale had sent an application to the NIC, the IT wing of the government, seeking a copy of the contract with Wipro. “The Assam NRC data suddenly vanishing from the website (& the lack of data security) is incredibly shady. I’ve filed an RTI with the NIC specifically asking about details of the contract with Wipro, name of the cloud service provider, & all contracts signed for hosting this,” he tweeted, while attaching a copy of the RTI application. Leader of the Opposition in Assam Assembly and Congress leader Debabrata Saikia has also written to the Registrar General of India, requesting him to look into the fiasco urgently. “It is a mystery as to why the online data should vanish all of a sudden, especially as the process to file appeals was yet to begin, all because of the go-slow attitude adopted by the NRC Authority. There is, therefore, ample scope to suspect that disappearance of online data is a malafide act,” he had insisted.

M’laya villagers welcome project bypassing uranium-rich area Correspondent Shillong, Feb 13: A pro-road project group has welcomed the decision of the Meghalaya government to build a road that will bypass the uranium-rich area in South West Khasi Hills. Estimated at a cost of over Rs 300 crore, the proposed road will link Nongstoiñ, the district headquarters of West Khasi Hills district with Wahkaji, but not the Mawthabah area, which is Uranium-rich deposits in South West Khasi Hills district. However, anti-uranium groups were opposing the proposal to build a two-lane road from Nongstoiñ to Wahkaji and Mawthabah alleging that the objective of linking the road up to Mawthabah was to facilitate mining of uranium. There was a proposal by the Centre through the Uranium Corporation of India Limited (UCIL) to mine uranium from Kylleng-PyndengsohïongMawthabah (KPM) area in South West Khasi Hills district and set up a processing plant at Mawthabah. The state government has dropped the proposal to link

the road up to Mawthabah and urged the Centre to consider the project only from Nongstoiñ to Wahkaji about 43 km costing more than Rs 300 crore. “We are happy that the government has decided not to include Mawthabah as part of the road project,” Joint Action Committee on Two-Lane secretary Zandy Myrthong told reporters after meeting Deputy Chief Minister Prestone Tynsong The JAC urged the government to speed up the road project from Nongstoiñ to Wahkaji for the benefit of the people. “The question of linking the road to the uranium area is not there anymore because an existing road from Wahkaji to Mawthabah is already owned by the Khasi Hills Autonomous District Council, except few stretches owned by individuals,” Myrthong said. Moreover, he said the Meghalaya government and the Khasi Hills Autonomous District Council have already decided not to allow uranium mining in the area and there is no doubt about the proposal to improve the road from Nongstoiñ to Wahkaji.

An international airline has cancelled tickets issued to the gliders, in the wake of the aviation regulator’s ban on entry of Chinese nationals and foreigners who have been to the neighbouring country on or after January 15, he said. The central government has also

temporarily suspended the e-visa facility for Chinese passports holders. Lalhminghlua said that the turnout at International Paragliding Accuracy Championship, which was inaugurated on Wednesday, was less than what was expected, with just 23 of the 58 participants attending the event. “The outbreak of coronavirus could be the reason for the low turnout of paragliders from foreign countries,” Lalhminghlua said. Meanwhile, state nodal officer for Integrated Disease Surveillance Programme (IDSP) and epidemiologist Dr Pachuau Lalmalsawma said counters have been set up along international borders to screen people entering the state. IMPHAL, Feb 13: Women Congress activists led by Manipur Pradesh Mahila Congress Committee (MPMCC) president Mutum Sharma Devi staged a protest outside Imphal Congress Bhavan here on Thursday against the steep rise in liquefied petroleum gas (LPG) cylinder prices and demanded immediate rollback. LPG price was increased to Rs 858.50 per 14.2 kg cylinder from Rs 714 previously, according to a price notification of state-owned oil firms on Wednesday. NEW DELHI, FEB 13 (PTI): No chief minister or political leaders from other states will be part of AAP convener Arvind Kejriwal’s oath ceremony at Ramlila Maidan here on February 16, said a senior party leader on Thursday. Kejriwal will take oath as chief minister for a third term in a “Delhi-specific” ceremony, AAP’s Delhi unit convener Gopal Rai told PTI. “No chief minister or political leader from other states will be invited for the ceremony that is going to be specific to Delhi,” he said. Kejriwal will take oath with the people of Delhi who have reposed their faith in his leadership, Rai added. LUCKNOW, FEB 13 (PTI): A crude bomb reportedly went off in a Lucknow court compound on Thursday, “injuring” three lawyers in an incident which police said was triggered by rivalry between two groups. Two live bombs were recovered, police said. But they added that nobody appeared to have seen or heard the blast, which a lawyer claimed took place outside his chambers. Police have launched an inquiry. A large number of policemen and a bomb disposal squad were rushed to the site. Lucknow Bar Association joint secretary Sanjiv Kumar Lodhi claimed he was the target of the attack because he has been com-

plaining about some judicial officers. He said about 10 people hurled crude bombs outside his chamber around 11.30 am. “I and two other lawyers were injured,” he told reporters. “One bomb exploded but two still lay unexploded,” he said, adding that the attackers left brandishing firearms. Lodhi questioned the security on the premises of the collectorate, which houses the district courts. He demanded security for himself. Joint Police Commissioner Naveen Arora said Lodhi has filed a complaint against the Bar Association’s general secretary Jitu Yadav and three others, alleging

that he was attacked with crude “sutli” bombs. “Two live sutli bombs have been recovered from the site. In the investigations so far, no one has heard the sound of bomb blast and Sanjeev Kumar Lodhi has also not suffered any injury,” Arora said. “Investigations are on and prima facie it appears to be a case of mutual rivalry between two groups of lawyers,” he added. He said security at the collectorate and the district courts will be reviewed and further strengthened. Former Bar Association office bearer J P Singh said a meeting of the body was held soon after the incident but rival groups clashed there. Senior lawyers intervened to bring the situation under control, he said. As the news of an explosion spread, lawyers gathered and raised slogans demanding better security in the court complex. They also blocked traffic outside the court compound demanding the immediate arrest of those responsible. KOCHI, FEB 13 (PTI): Voicing concern over the Congress debacle in the Delhi assembly polls and the crisis it is facing in some states like Bihar and Uttar Pradesh, senior Congress leader Jairam Ramesh has suggested that the party “ruthlessly” reinvent itself or face the prospect of becoming irrelevant. Senior leader Veerappa Moily too has called for a “surgical” action to revive the party in the context of the Delhi election drubbing. In an interview to PTI, Ramesh said: “Congress leaders have to reinvent themselves. Congress party has to reinvent itself if it has to be relevant. Otherwise, we are staring at irrelevance.Our arrogance has to go, even after six years out of power sometimes, some of us behave as if we are still ministers,” he said.

Asked about the leaderhip issue in the party,he said local level leaders have to be encouraged and nurtured. They have to be given freedom and autonomy, he added. “The substance and style of our leadership has to change. We are virtually nonexistent in Bihar, We are almost extinct in UP but we are strong in Rajasthan, Madhya Pradesh and Chhattisgarh. Haryana we have come back,” Ramesh said. The party has to “ruthlessly reinvent” itself, he maintained. The Congress leader claimed the Delhi election result was rejection of Amit Shah, who was the chief campaigner of the BJP. “It is a resounding slap on his face and it is a rejection of the language used in the campaign, tactics used in the campaign,” Ramesh

said. The Congress leader, however, said his party, which ruled Delhi for 15 years during which key infrastructure including roads, Metro and airport were built, suffered a severe drubbing in the polls. Responding to a query on the presence of increasing number of leaders from Kerala in the central leaderhip, he hailed the style of functioning of the Congress and its leaders in the southern state but opined “we cannot become a Kerala centric party.” “In Kerala we face a peculiar position, because we are competing against CPI(M). But what works in Kerala may not work outside Kerala. We cannot become a Kerala-centric party although we have very influential Kerala leaders now at the top of the Congress party.” Ramesh did not favour the formula put forward by party MP Shashi Tharoor for electing the Congress president, saying the Congress presidency is usually a consensus choice. “Shashi Tharoor has given an election formula. But in the long history of Congress party, there were only two occasions we had elections. I am totally at a loss to understand why Tharoor made such a suggestion,” he said.

W

ith Manipur having joined those states in region where the Inner Line Permit (BEFR 1873) is in force, another north eastern state-Meghalaya- in all probability will also join the bandwagon. The theory of probability would also not exclude Assam. If that too, is also a probable scenario, then all credit can be given to the Citizenship Amendment Act 2019, for heightening scaremongering on illegal immigrants from Bangladesh swamping the region. Presently ILP is applicable in Arunachal Pradesh, Nagaland, Mizoram and Manipur. In Meghalaya the state government had on December 19,2019passed a resolution for ILP but is yet to be given the nod from the Centre. The influential Confederation of Meghalaya Social Organisations (CoMSO) has reiterated its demand for introducing ILP (inner Line Permit) in the State, and also said that it will file a petition challenging the Citizenship (Amendment) Act (CAA) in the Supreme Court. According to some reports, the Centre was lukewarm to the demand for ILP in Meghalaya on the ground that it will stifle tourism, which has been a good revenue earner for the state. The other ground against ILP in Meghalaya is that the state even during the rule of the British, had never been placed under the BEFCR 1873. Going by the reports, even Assam has also pitched for implementation of ILP in the state. Currently the autonomous Bodo, Karbi and DimasaHasao districts are under the Sixth Schedule. The clamour for ILP as anti-dote to CAA and NRC is highly contentious.ILP is as a means to protect the indigenous tribes from exploitation and preserve their fragile cultures and traditions. The British did not want the plainsmen to compete with them in business do they prohibited entry of Indian to the BEFR (ILP) areas under the pretext protection. After India became independent, the BEFR Act underwent some changes wherein the restriction was imposed on the non-indigenous Indian citizens. The fear of illegal immigrants may have been overstated with the tragic Tripura experience, as example. ILP cannot be an anti-dote to CAA nor a protection against influx of illegal immigrants. Tripura was swamped due to a national conspiracy against the indigenous tribes.ILP comes from a different era and for a totally different purpose as stated above. ILP is restrictive and will cause collateral restriction on the economy. It may be recalled that when the Restricted Area Permit (RAP) and Protected Area Permit (PAP) were in force, the affected states in the north east, raise hue and cry because these permits severely restricted entry of foreigners. RAP/PAP were restrictive to foreigners while ILP was restrictive to non-local/ indigenous Indian citizens from entering the region. Now that RAP/PAP have been removed after years of demands. On the other hand, the current demand for ILP is anti-climatic. A restrictive law in a global scenario of trade, travel and economics does not fit at all. The north east states have to work together effectively to address their common concern over influx from across the border be it by immigrants from any religion. There cannot be a dichotomy over this issue between BJP and its allies and non-BJP parties in the region. If at all ILP is seen as the saviour, then it will have to prove that in the immediate future otherwise it will be a case of crying wolf and also wanting the cake and eating it too.

But most of us show incredible disrespect to God because we don’t even hear Him. He might as well never have spoken to us. The goal of my spiritual life is such close identification with Jesus Christ that I will always hear God and know that God always hears me (see John 11:41). If I am united with Jesus Christ, I hear God all the time through the devotion of hearing. A flower, a tree, or a servant of God may convey God’s message to me. What hinders me from hearing is my attention to other things. It is not that I don’t want to hear God, but I am not devoted in the right areas of my life. I am devoted to things and even to service and my own convictions. God may say whatever He wants, but I just don’t hear Him. The attitude of a child of God should always be, “Speak, for Your servant hears.” If I have not developed and nurtured this devotion of hearing, I can only hear God’s voice at certain times. At other times I become deaf to Him because my attention is to other things— things which I think I must do. This is not living the life of a child of God. Have you heard God’s voice today?

Peaceful solution or profit solution?

T

o be a nation is not an overnight story of struggles. There are stories of joys and pains, laughter and cries. The emergence of most nation resulted from selfless sacrifices of brave men and women. In the midst of struggles, no one search for profit. What matters most is freedom from external forces. In spite of oppositions from all corners (within and outside), the strife for nationhood never get crushed under the heavy wheel of exploitation, slavery or colonization. What is it that carried people forward? I am sure it was ‘common brotherhood’ without any profit motives. The ability to see each other as brothers and sisters of the same land writing the same history with personal and community life is an important feature in the search for nationhood. ‘What was’ is also equally important as ‘what is’ and ‘what will be?’ A segmented story confuses readers, so also a segmented search for a peaceful solution can create another gap of confusion between the Government of India and the Nagas as a whole. Silence may continue till the next episode. A new idea of ‘profit solution’ is replacing ‘peaceful solution.’ Most Nagas are aiming the later solution. Are we coming to a stage where we say, ‘unless solution brings profit, it cannot be called peaceful solution.’? It should not be. Let us differentiate peaceful solution from profit solution. We should not divert from what is true and due to us. The Government of India is trying to please Nagas by bringing forth numerous profit type glisters. This pleases the Nagas. All factions want maximum profit from the outcome. All wanted to gain something from peaceful solution. Thus, it is turning out to be profit solution rather than peaceful solution. There should not be deviation in the search for peaceful solution. In the search for profit solu-

tion, there is much ‘blame game’ between different parties (Government of India vs Naga political groups and between various political groups themselves). Every party wanted to show itself as the best of all. This is a good story, but it leads to unhealthy harvest. Every party must accept their success and limitation. To view the limitations and failures of others with a big eye will only bring injury to one’s eye. Nagas should stop blaming the Government of India for any delay of the process towards peaceful solution. On the other hand, they should not blame each other for all are equally good and bad. No party is more committed than the other. All are running marathon race with guns and money be it the Government of India or Naga political groups. Thank God, the situation of Nagaland is much better. There is more sunshine in Nagaland now. There is much realization of who we are as Nagas. Differences are giving way to common good. We must still go forward without selfish motives. In the early days, when the Indian armies were a threat to Nagas, there were numerous incidents of murder, rape and killing. Nagas have not forgotten the sad side of its life. The random killing of men and women were nothing but a rare display of power and atrocities against the less fortunate ones. This led the Nagas to blame the Indian armies till date. All the same, let us not only blame the Indian armies for all our tears and cries. The Naga political groups were also equally cruel. Tortures and killings among different Naga political groups were also part of Naga history. External forces and internal conflicts were running the same track in Nagaland. Tragically, we have failed to mend this road in the truest term in the search for peaceful solution for we have replaced it with profit solution. Today, a mere forgiveness does not work in Nagaland.

It does not last long. We carry heavy loads of grudges against each other. A mere handshake will end with another trigger. God forbid that such incident never takes place again! We all want a peaceful solution which will be acceptable by all. If any party gets more profit than others, there will be more turmoil in Nagaland. Even equal treatment may be a thorn to many flesh and hearts. The search for profit must be outdone so that there can come about peaceful solution. Are we ready for it? We must be. There is nothing greater than living together in peace and harmony. Nagaland must continue to stand for Christ and not for profit. If profit solution fails, there can be use of physical forces or re-enforcement of Indian armies in Nagaland. But these are not solutions to what we hope for. We hope for a better Nagaland, a land where Nagas can live like Nagas. Oppressive method of subjugation must not find its way in Nagaland. The Government of India must be open to peaceful solution and not only to profit solution. Profit solution will divide the Nagas into fragments in the long run. The contributions of different NGOs, Civil bodies and Churches are highly acknowledged and appreciated. All are contributing positively for the good of Nagas. But no one should lend a helping hand with selfish motives. No one should back bite others to prove one’s worth or power. Peaceful solution will turn sour if we live like worms inside a beautiful tree. We must continue to support peaceful solution and not profit solution. We are all contributing towards the good of the Nagas, and not for oneself. Selfish interest must not eat away our peaceful solution. ‘Peaceful solution’ must not be seen as ‘Profit Solution.’ Rev. When vigilantism is justified

V

igilantism is when ordinary citizens start taking the law into their own hands. It arises when people are oppressed by criminals; and the law is weak, ineffective or indifferent to the sufferings of the people. The danger with vigilantism is that vigilantes can be directed but never controlled and they become judge, jury and executioner, all rolled into one. Once triggered, vigilantes, with rare exceptions, can only be stopped with deadly force. Every society frowns upon vigilantism because it grants the right to every individual to define the crime and award whatever penalty, which is usually lynching or arson. he sees fit. Vigilantism starts with legitimate grievances but ends up as instruments for “leaders” to settle private scores. Nagaland is fertile ground for vigilantism to flourish, for, apart from the minuscule few, who enjoy the benefits of wholesale corruption; every ordinary citizen feels the exploitation and oppression of corruption in one way or the other. The recent past has seen mobs ransack and burn the electrical department’s office at Midland, Dimapur and the breaking in into the Central Jail, also at Dimapur, to lynch a rape accused. Both instances of mob fury were localised and did not touch everyday issues of people in the rest of Nagaland, so, died down (in the first instance) and was soon controlled, not without the loss of life (in the second instance). The real danger will arise with issues which concern people all over Nagaland. The recent ultimatum issued by the N.T.U.C.T. (Naga Tribal Union Chumukedima Town) not to allow some 1,200 odd Police recruits to undergo training, is one such issue which concerns people across Nagaland. It is a case of vigilantism, but a thor-

oughly justified one. What are ordinary people to do when the very people who owe their positions to the law, break every law in the books, day in and day out? Our ministers and bureaucrats are nobodies without the positions they occupy due to the law. Which law in the world says that once you have achieved a statutory position, you have the right to break any law you want. Everything you are is because of the law, it is your duty to defend the laws which give you your position and status, not break it. The due process of employment to any governmental agency is to advertise the positions available and the qualifications necessary to fill it. That is the law. The Government of Nagaland had only advertised some 200 odd positions vacant, so, where have these extra 1000 recruits appeared from? And it is now alleged that 35 Sub-Inspectors and Assistant Sub-Inspectors have already been appointed, without due process, and are currently undergoing training at the North East Police Academy, Shillong. I intend to file a case with the Lok Ayukta to look into this particular matter. The fact that I intend to approach the Lok Ayukta in the case of the 35 S.I.s and A.S.I.s does not mean that I disapprove of the intention of the N.T.U.C.T. in the case of the 1000 police recruits. Legislation in our courts are very expensive and often too slow. Vigilantism is the way to go in Nagaland, for the lawmakers have become the lawbreakers and it is the duty of every right thinking citizen to control crime in any manner possible, before the Nagaland Police Force itself, is flooded with criminals. Climate change is the worst environmental problem

With climate change, there aren’t clear smoking guns that can be linked to specific events. (Lawrence K. H / Los Angeles Times) Even now that most of the world has acknowledged that climate change is real and caused by humans, combating it has proved daunting. Why? There are five features that combine to make global warming a more vexing environmental crisis than any we have faced before. First, the pollutants that contribute to it are global pollutants, ones that do their damage no matter

where on earth they are released. Past pollutants — such as sulfur dioxide, which causes acid rain, or nitrogen oxides, which are a precursor to smog — are local pollutants, which do most of their damage near where they are released. Elected officials are much more likely to enact measures to curtail local pollutants, because the voters who elect them are directly affected by the pollution. With global pollutants, much of the damage is felt far away, and moreover, they may not be something an elected official can control through local action. The second complicating feature of climate change pollutants is that much of their damage is in the future. The electorate and their

public officials have less reason to pass measures that would cost money and cause inconvenience now, when the most severe damage will accrue to some distant and unknowable future. The third issue is that the pollutants producing climate change can’t be directly linked to a smoking gun. Whereas nitrogen oxide emissions directly created smog, which was easily seen, climate change pollutants lead to more frequent bad events, but these events also can and do occur naturally. We can chart, over time, that hurricanes are getting wetter and more damaging or that drought cycles last longer, but those observations are easily dismissed by those who wish

to downplay the problem, since weather has always been variable. Rising average temperatures too can be ignored, because there have always been record-setting days and heat waves. The fourth feature that makes climate change particularly daunting is that developing countries contribute a large share of the pollution that drives it. This is important for several reasons. It is difficult for developed nations to make the case that the same technologies that made their own growth possible should now be denied to the countries coming behind them. And it is hard for policy makers in developing countries to justify incurring the costs of reducing global pollut-

(From previous issue) On this note, let me delve on the issue of ILP Implementation in the State. We appreciated this government for fulfilling the demands of the people and bringing Dimapur district under ILP. However, if I may be allowed, let me seek for some clarity from the government as to how you are planning to go about with strict implementation of the ILP checking system. What I have gathered is that, there have been house to house checking of people which is bringing about undue stress and harassment to the genuine settlers. Also, what plans does the government have in mind to tackle those found without proper documents. The people who are coming from outside the State can be checked before they enter which have been the practiced but what about those already residing in Dimapur for the last decade or more. Also, since our police stations and jails would not be sufficient to hold all the defaulters, what is the backup plan of

the government. Or is the government implementing this ILP in Dimapur without any seriousness just because it was demanded? There should be a proper mechanism to go about with this as the repercussions can be damaging for our people living outside the State for various reasons. A simple misinterpretation of the ongoing drive in Dimapur district can be misconstrued as an act of harassing other Indians for which there could be a backlash. In the past we had similar episodes where our Naga brothers/sisters and other northeastern who shared similar facial features had to flee the cities because there was a misinformation which was generated as a result of the Burmese crackdown on the Rohingyas. So I urge the government to seriously ponder on this issue also and be very cautious when dealing with sensitive issue lest we become a victim in our endeavor to achieve a better future. In conclusion I would like to say that, as long as our neighboring state Assam is

not protected from the threat of these illegal immigrants, none of the neighbouring States in NorthEast would be safe. As such we should stand together with the State of Assam and find a solution to this menace lest we pay a heavy price for our inaction. Also, in the presence of the Chief Minister of Assam Mr. Sonowal and Finance & PWD minister Assam HimantaSarma, I told the Union Home Minister Amit Shah that once Assam is protected, all Northeast is protected. The false illusion that Nagaland is safe as our State is under the ILP regime should be done away with and we should all in unison oppose CAA implementation so that in the long run no government would dare to bring about amendments and legislation which could be disadvantageous to the minorities of the Nation and for the country to remain true to its principles of democracy and secularism. ing and hairspray. But there were cheap, readily available alternatives. That’s not the case with the petroleum products we use to power our cars and the natural gas and coal still widely used to generate electricity. Yes, alternatives are being developed, but they are often more costly and haven’t been widely adopted worldwide. If an evil genius had set out to design the perfect environmental crisis, one that would slowly destroy the earth through humans’ own actions and would be difficult to fight, those five factors would have made climate change a brilliant choice. Your esteemed authority is aware that the legal obligation is cast on the central and State Governments to implement fundamental right to education of children as enshrined in the Article 21A of the Constitution, in accordance with the provision of RTE Act. Section 12(1)(a) of RTE Act states that Government schools shall provide free and Compulsory elementary education to all children. While appreciating the government’s initiative in providing free uniforms, free textbooks, mid-day meals and financial grants, the union would like to bring to your notice the reality that students pursuing academic career in government schools belong to the disadvantaged and underprivileged section of our society. The ZRSU, therefore, appeal to your authority to ensure that government schools desist from imposing admission or other fees, thereby securing fundamental right to education for children of 6 to 14 age group. Legal recourse shall be initiated against erring officials on ground of fundamental rights being enforceable in courts. The ZRSU express astonishment over the inability of School Education Department to rein in government teachers keeping ‘Proxy Teachers’. In a scenario where professional training is mandatory for teachers, it is learnt that individuals who work as proxy teachers are neither trained nor possess required qualifications. The fate of students should not be left to the care of so called ‘Proxy Teachers’. Academic career of students should not be jeopardised due to the vested interest of some erring teachers. Those unwilling to serve in schools may be asked to give way to other professionally trained unemployed teachers who are awaiting recruitment. The union implore upon your authority to initiate stringent measure to completely eradicate menace of ‘Proxy Teachers’ in government schools. US aerospace firm offers help to India

NEW DELHI, FEB 13 (PTI): US aerospace giant Lockheed Martin has offered to help India in its multi-billion dollar programme to develop a next generation advanced multi-role combat aircraft and boost capability of the Tejas fighter jet. The offer by the US aerospace firm comes ahead of President Donald Trump’s maiden visit to India on February 24-25 during which both strategic partners are expected to further expand defence and military cooperation. Vivek Lall, vice president of Strategy and Business Development for Lockheed Martin, said the company is “very open” to assisting India in further development of the Tejas combat jet as well as the ambitious next generation aircraft. “We are very open to any requirement from the government of India or the Indian Air Force for any help for the Tejas as well as the AMCA (advanced multi-role combat aircraft) project,” Lall told PTI in an interview without divulging specifics. The indigenously developed Tejas has been a showpiece project of India being implemented by the Hindustan Aeronautics Ltd (HAL) and the Aeronautical Development Agency (ADA). Both HAL and ADA are now focusing on an upgraded version of Tejas to make it a world class plane. India

Delhi Police gets 12-day custody of bookie Chawla NEW DELHI, FEB 13 (IANS): A Delhi court on Thursday sent Sanjeev Chawla, a cricket bookie extradited to India from the United Kingdom, to police custody for 12 days on Thursday. Earlier, Chawla was presented in the court of Additional Chief Metropolitan Magistrate Sudhir Kumar Sirohi. The Crime Branch of the Delhi Police, seeking his 14-day custody, told the court: “He is the main conspirator and kingpin of the racket. He is accused of fixing cricket matches in Nagpur, Vadodara, Kochi, Mumbai, and Jamshedpur.” The investigating officer also claimed that Chawla needs to be taken to the Taj Hotel in Mumbai and confronted with evidence gathered. “It’s a big conspiracy. Multiple countries are involved. A commission conducted an enquiry in South Africa too,” he told the court. On the other hand, defence strongly opposed the remand plea. Chawla is one of the main accused in the 2000 match-fixing scandal that also involved former South African captain Hansie Cronje.

The accident took place on Wednesday night, they said. “The toll in the bus accident has gone up to 14. Besides, 25 injured are undergoing treatment in different hospitals,” Senior Superintendent of Police Sachindra Patel said. NEW DELHI, FEB 13 (PTI): Union Home Minister Amit Shah on Thursday said statements like ‘goli maro’ and ‘Indo-Pak match’ should not have been made by BJP leaders while campaigning for the Delhi Assembly elections and that such remarks may have cost the party dearly. He, however, said the BJP does not fight elections just for victory or defeat but believes in expanding its ideology through polls. “Such statements should not have been made. Our party has distanced itself from such remarks,” he told at a Times Now programme. Shah was asked a question about a few BJP leaders raising slogans like ‘goli maro’ and talking about the ‘Indo-Pak match’ during the Delhi elections campaigning. He admitted that the BJP may have suffered in the polls because of the

Shah also said that so far the government has not taken any decision on rolling out the NRC for the whole country and made it clear that those unwilling to show documents during the the National Population Register exercise were free to do so. (From p-1) Rio said the State received funds from three sources – Central share of taxes, State resources and revenue gap – but the receipt and expenditure (after paying salary, pension and debts), it fell short of more than Rs 20 crore every month. To query on non-development expenditure that was higher than developmental expenditure, he said it was because of excessive government employment due to which the State paid more than 70% on pensions and services. And because of this, Nagaland was assessed as having the highest government employment though it had highest the rate of unemployment too, meaning private entrepreneurship was nearly absent, he added. On the issue of state police battalions stationed outside, Rio said one battalion each were deputed to West Bengal and Delhi. However, West Bengal still owed Nagaland over Rs 100 crore as liabilities, he added. To queries on maintenance of public properties, Rio said most of the buildings were worn out and hence there was the need to construct new ones. However, the maintenance fund the State received was spent on the over-14,000 work charge employees as they were paid Rs 90 crore annually on their salary. In power sector, he explained that the State was buying power at lesser price and selling at higher price, but lost more than Rs 120-130 crore. He claimed that the budget for the year 2020-21 focused on taking innovative steps in various sectors to meet the changing times and new challenges, with a focus on the youth while special emphasis was given in sports and related infrastructure, including promotion of music as an industry since this was an area where Naga youth had much potential that needed to be further encouraged. He assured that his government would focus on projects that enhanced productivity, had potential of generating revenue and resources to drive State’s economy forward as this was an urgent need for the State in view of the slow economic growth and shortage of resources for developmental activities. Discussion and debate of the budget will be taken up on Friday.

NEW DELHI, FEB 13 (PTI): Gold prices on Thursday rose by Rs 266 to Rs 41,484 per 10 gram in the national capital on positive global cues and rupee depreciation, according to HDFC Securities. The precious metal had closed at Rs 41,218 per 10 gram on Wednesday. “Spot gold for 24 karat in Delhi rose by Rs 266 with recovery in global gold prices and rupee depreciation,” HDFC Securities Senior Analyst (Commodities) Tapan Patel said. The spot rupee was trading around 10 paise weaker against the dollar during the day, he added. The rupee opened on a weak note and declined 9 paise to 71.42 against the US dollar in opening trade on Thursday. Silver prices, however, fell by Rs 55 to Rs 46,630 per kg from Rs 46,685 per kg in the previous trade.

PSBs hit by fraud cases of Rs 1.17 lakh cr in Apr-Dec: RTI INDORE, FEB 13 (PTI): A total of 8,926 cases of fraud involving Rs 1.17 lakh crore hit 18 public sector banks during the first three quarters (April-December) of the current fiscal, a reply to an RTI query has revealed. The country’s largest lender State Bank of India (SBI) was the biggest hit by frauds, RTI activist Chandrasekhar Gaur told PTI on Thursday quoting an official of the RBI who furnished replies to the RTI application. KOHIMA, FEB 13 (NPN): Nagaland chief minister Neiphiu Rio, who also hold finance portfolio, said the tenure of the 15th Finance Commission (FC) had been extended by another year (up to October 2020) and hence submission of its final report had been delayed. He said the commission had however submitted its report for the year 2020-21 and would submit a separate report for five years from 2021-22 to 2025-26 by October this year. During the recent visit to the State by the panel’s two members Dr Ashok Lahiri and Ajay Narayan, Rio said his government had explained the financial problems being faced after the pattern of financing contained in the 16 Point Agreement was discontinued. He said the planning minister also mentioned the pressing need for funds to maintain the capital assets being created under various programmes and the problems the State faced due to discontinuation of SPA funding, which had left the State with a financial liability of Rs 529 crore. The chief minister said the problems caused by nonrelease of grants to urban local bodies (ULBs) due to the inability to hold municipal elections was also informed, adding that though the representatives had not been elected, the ULBs were functioning normally headed by administrators and providing basic services and amenities to the public.

Accordingly, he said his government had requested the 15th FC to provide funds to enhance their functioning and capacities. Request for revenue deficit and State-specific grants During the visit of 15th FC members, Rio said he had requested the commission to consider covering the revenue deficit and recommend State-specific grants to ensure that there was a minimum level of development in the State. This was felt necessary because the 14th FC did not recommended State-specific grants, citing the increased devolution to States by 10% from 32% to 42%, but he said the increased devolution did not benefit the State as it continued to remain revenue deficit even after the awards. According to the chief minister, the commission was kind enough to permit submission of additional memorandum in case required, which he said would be a good opportunity, adding the required details were being prepared for submission. He said the two FC members advised the State to give more focus on agri and allied sectors and hoped a favourable response from the commission. Naga political issue: Rio reiterated that the PDA government’s most important agenda was resolution of Naga political issue and claimed that it had continued with its efforts to create an enabling atmosphere for the peace process to make

BEIJING, FEB 13 (PTI): China’s Hubei province, the epicentre of the deadly coronavirus, has reported a record 242 new fatalities and nearly 15,000 fresh cases in a single day, local health officials announced on Thursday, the fastest rise in the daily count since the virus outbreak was first identified in December.

Sgt. Jakrapanth Thomma killed 29 people, most at the Terminal 21 shopping mall, in a bloody rampage on Saturday afternoon before he was shot dead by police the following day, Efe news reported. Another 58 people were injured in the attack. On Thursday, Buddhist monks led the religious ceremony ahead of the reopening, which was attended by hundreds of people, including members of the security forces. “Korat (another name of Nakhon Ratchasima), together we are stronger,
