NPA condemns
Nagaland Press Association (NPA) has vehemently condemned the intimidation and harassment meted out to media personnel covering the bandh on February 13 at Dimapur. Instead of recognizing and appreciating the service rendered for the benefit of the society, NPA said it was “painful and disappointing that the people, who are benefiting out of journalists works and their contributions, continuously harass, humiliate and hinder their movements thoughtlessly time and again.” NPA has once again urged the organizers of the bandh and its volunteers to recognize the nature of work carried out by journalists during such time and also to maintain discipline.
Town Ward Union. However, schools were allowed to function. The bandh was peaceful with no untoward incidents. Wokha: Hundreds of volunteers from all frontal organizations along with Wokha Village Youth Organization enforced the total shutdown under the aegis of Lotha Hoho Joint Action Committee at Wokha. ZUNHEBOTO: In Zunheboto, the bandh under the banner of Sumi Hoho enforced by the youth organization and volunteers passed off peacefully. Women in big numbers enforce bandh in Dimapur and Wokha Staff Reporter
Dimapur, Feb 13 (NPN): On the first day of the phaseII of the indefinite bandh in Dimapur, which began Monday from 8 a.m. till 5 p.m., normal life was totally paralysed as thousands of volunteers enforced the bandh under the aegis of DNYF. Riot police in their full gear along with some armed personnel were on static duty at various locations. The interesting feature of the bandh in Dimapur was active participation of hundreds of women in different areas alongside the menfolk. Talking to this reporter, one of the woman volunteer said: “NPF leadership should understand that
the only solution was that T.R.Zeliang resign as chief minister. NPF should not forget that it was we who voted them to power”. Another school teacher, when asked about 33% women reservation said “we (women) are not a separate entity. We women are not lesser as we are accorded due importance today. We are leaders in many fields and successful as entrepreneurs. I don’t accept reservation is an issue with women in general. Maybe with some who are politically ambitious.” Meanwhile, LHJAC media cell said that for the first time, women in large numbers from Lotha Eloe Hoho took part and assisted the volunteers in Wokha.
Exams to be held as scheduled: NBSE DIMAPUR/KOHIMA, FEB 13 (NPN): Nagaland Board of Secondary Education (NBSE) on Monday informed that the exams for HSLC/CL XI and HSSLC, 2017 would be held as scheduled. In a communiqué, NBSE chairman, Asano Sekhose said the governing body of the NBSE decided to go ahead with the exams as per time scheduled. The board has further appealed to all authorities concerned to allow peaceful conduct of the examinations, free movement of

It further appealed all to ensure safe delivery/ deposit of question papers and answer scripts from banks/post offices/examination centre and to NBSE office. The board has further wished the very best all candidates appearing the exams.
2017, NTAC and JCC have decided to exempt them from the purview of the bandh. However, students have been requested to produce valid admit cards and related documents to bandh volunteers. NTAC, JCC hit back at NPF; say don’t politicize issue NPF reacts to tribal bodies; 4 MLAs KOHIMA/DIMapUR, FEB 13 (NPN): Nagaland Tribes Action Committee (NTAC) and Joint Coordination Committee (JCC) have categorically made its stand clear that they were formed to carry forward the people’s movement, and warned politicians not to dilute the movement by taking undue advantage of the situation. Reacting to the statement issued by NPF press and media bureau alleging that NTAC Kohima and JCC were “holding the innocent civilians to ransom for political mileage of a vested interest”, NTAC and JCC rather pointed out that NPF party was holding the elected legislators by ransom in Kohima, depriving them of any conscience and from taking independent decision. Addressing media per-
sons in Dimapur, JCC members also alleged that several legislators were being confined at Hotel Japfu Kohima and at the residence of the chief minister. JCC asserted that such action was uncalled for, saying MLAs should come out in open to speak their mind to the people. Further, in a press note, NTAC media cell stated that NPF media bureau appeared to have no genuine concern for the people and was only trying to mislead the people by listening to their master’s voice. They said if only NPF had seriously listened to the people’s voice, it would be very clear to them that the demand of the people was for CM’s resignation on moral ground accepting full responsibility for the loss of lives.
JCC and NTAC said they were not agitators or protestors but only there to uphold the supreme value of Nagas right. It also questioned NPF media bureau for raking up the issue of nullifying the ULB poll even after knowing very well that three lives were lost. This has clearly displayed NPF attitude of “Khushi-khushi so as to achieve your cherished dream to remain in power and suppress the voice of the people.” NTAC and JCC further reminded NPF of the resolution No.2 adopted during the coordination meeting of February 7 between with all apex tribal hohos that-- “the historic movement under no circumstances would be politicized.” NTAC and JCC said it was unfortunate that without realizing the gravity
of the situation, they (NTAC & JCC) were being dragged into such issues by vested interest to deviate from the actual issue and demand. Meanwhile, JCC also came down heavily on NPF media cell and CMO for “personally attacking the JCC convenor Supu Jamir” and termed it as “unfortunate and unbecoming.” JCC maintained that Supu was voluntarily working for the JCC after he was asked to do so. Further, JCC backed the statement of its con-convenor, V. Nyehka that the chief minister had reportedly wanted to remain in chair till March end, financial year. JCC claimed that this was conveyed to them by a highly placed reliable source, which they wished not to name.
DIMAPUR, FEB 13 (NPN): Reacting to Kohima-based tribe organizations’ appeal to all legislators to remain in their respective constituencies and Lotha Hoho’s objection to chief minister’s Delhi trip, the Naga People’s Front (NPF) Central on Monday said it was “a matter of sheer, unadulterated comedy” that there were now NGOs and committees asking where the legislators should be and questioning why the chief minister should or should not go to Delhi, and that too, when the chief minister was called to meet the union home minister. NPF central through its media and press bureau said that when there were “non-governmental players” taking upon themselves such cumbersome respon-
sibilities, it should come as no surprise to anyone if they have the “delusion to think that they have the authority to call for any chief minister to resign on moral or immoral grounds.” NPF also took a dig at NTAC convenor, K.T. Vilie, saying he was the “official PS” to Rio and that his “game plan was obvious”. Pointing out that since adequate security cover could not be extended to each and every MLA out of Kohima, NPF alleged that Vilie wanted the MLAs to be in their constituencies so that they (MLAs) become prey for those elements which have more than mischief on their minds. Also, NPF has reacted to the purported rumours that one MP of the state was called to New Delhi “to dis-
cuss formalities as to how he should take over the helms of affairs of the state.” According to the NPF, the MP was “in reality” summoned to Delhi because “there have been negative reports from various quarters about his direct involvement in worsening the ongoing social unrest.” Further, quoting the Asian Age report published on February 13, the NPF said the report quoted sources in the Home Ministry as saying that the Centre would extend help to the state government headed by TR Zeliang. It said that as per the report, the home ministry had “informed Mr Rio that the fate of the Government will be decided only by the strength of legislators.” (On revocation appeal, see p-8) K Y M C

MIP stated that arrest and detention of GPRN/NSCN regional administrative officer of Ao Region, Merentoshi Ao and region guard commander ‘maj.’ Tongpang Ao on February 10 points to a “deliberate agenda of the IM group to divert the attention of the people”. DIMAPUR: Zeliang Peoples’ Organization Nagaland (ZPON) has made an earnest appeal to the people of Nagaland to maintain restrain and to resolve the present impasse through dialogue and negotiation at the earliest. ZPON president, Kiezen Zeliang in a press note expressed that it was saddened to see that T. R. Zeliang “has been attacked time and again by his political foes for all his policies and political stand without
considering any of its pros and cons”. ZPON stated that “there have been several attempts to dethrone T. R. Zeliang from his chair” in the last two and half years and that Zeliangs are made to conclude that “these continuous attempt is because of the fact that he is from a backward tribe which the major tribes still finds it hard to accept”. With regard to the present crisis, the ZPON would like to make “our stand very clear that all issues whatsoever should be
settled through negotiation and that all organizations spearheading the demand for removal of CM should shun violence”. ZPON also deeply appreciates the intervention of the NBCC and various churches particularly for praying ceaselessly and taking initiative to resolve the differences through peaceful means without any biasness. It also appealed that government and all tribal organizations sit together and negotiate to restore normalcy in the state. It also
expressed sadness at the loss of three precious lives and pray that such unfortunate and irreparable loss does not happen again upon the Nagas. ZPON stated that whole of Zeliang community had always been grateful to the people of Nagaland in general and the members of legislative assembly in particular, for choosing one of its son, T R Zeliang to be the chief minister of Nagaland despite Zeliang being a minor and backward tribe in Nagaland.

Nagaland Post, Dimapur Tuesday, February 14, 2017
DIMAPUR, Feb 13 (NPN): Valentine’s Day celebration in Nagaland is dampened due to the indefinite bandh call given by NTAC and JCC on failure of Nagaland chief minister TR Zeliang to step down on moral ground. This year Valentine’s Day on Tuesday would be devoid of heart-shaped red balloons flying in the air, handsome collegiate serenading their pretty Valentines with red roses in the backdrop of college campus. Fe a r i n g c l a s h o r violence most of the lovers preferred not to go to the market to buy gifts for their Valentines. Many popular florists have been banging on last minute sales of roses and other gifts after 5 p.m but even that is clouded in uncertainty now. “We are uncertain of the situation. We got many orders for roses. But who will take the risk now ?” said one of the florist pleading anonymity.
Most of the florists till Monday had been running stalls at their own residences to draw the attention of the customers. However, the sale has not been up to mark due to reluctance of public to venture out. “There are demands of fresh roses this time of year. But we are unable to supply it due to prevailing situation,” said another florist who hoped that there would be some relaxations at the eleventh hour. Some of the florists had to cancel the orders as they were unable to supply it to the customers due to the bandh. Some young people seen on the road were disappointed that bandh had played spoilt sport on Valentine’s Day. A young collegiate grinned sheepishly and said, “this year, there will be no roses for my girl but I hope she will understand.” Another boy said, “of course, Valentine’s Day is alien culture but we are so used to celebrating it so we are really going to miss the occasion due to the
bandh”. Another girl said, “more than celebrating Valentine’s Day, I just hope that this turmoil in the state would settle down fast. It is indeed curbing all our normal activities. I have younger siblings who would be appearing HSLC/HSSLC soon and we are still unsure if the board exams would be held as scheduled”. An elderly mother was concerned that if the bandh continued, she would be unable to send her children back to their respective colleges outside the state. She said, “they had come home for holidays from Shillong and Kolkata and if the bandh continues, I donot want to take the risk of their travelling during such situation”. S a i n t Va l e n t i n e ’s Day, or better known as just Valentine’s Day, is a celebration where lovers are encouraged to show their partners significantly more affection than the remaining 364 days of the year since middle ages.

Welcoming representatives of Arunachal Indigenous Tribes Forum (AITF), Nyishi Elite Society (NES), Galo Welfare Society (GWS), Adi Bane Kebang (ABK), Sajalong Elite Society (SES), Aka Elite Society (AES), Tanw Supun Dukun (TSD), Tagin Cultural Society, Cultural and Literary Society of Mishmis (CALSOM), Khandu sought suggestions from them for inclusion in the state budget this year. The meeting was also attended by Idu Mishmi Cultural and Literary Society (IMCLS), Sherdukpen Employees Welfare Association (SEWA), Tangsa Literary and Cultural Development Society (TLCDS) and Wancho Cul-
Pema Khandu tural Society (WCS). The Chief Minister, however, regretted that many CBOs could not make it to the meeting due to various reasons but expressed hope that in all such meetings in the future every community of the state will be represented. “Ours is a unique state with diverse cultures and distinct needs. It is the endeavour of the state government to be innovative in preparation of the state budget by incorporating genuine suggestions and concerns of all communities of the state. “CBOs representing their tribes would be in a better place to suggest ways
and means to the government for development and welfare of their own communities,” he said. Khandu reiterated that change cannot be made overnight but a start has to be made and assured that the ‘start’ would begin with this year’s budget. “This year’s budget will be based on a panArunachal concept,” he assured. Giving a background on the new concept, Mein, who will be presenting the budget 2017-18 as the Finance Minister, informed that budget would be prepared in an altogether different mode from this year. “There will be no Plan and Non-Plan heads in this budget as it used to be but it will be broadly divided into two categories – Capital and Revenue heads,” he revealed. The budget session of the state assembly would be held from March 6 to 15. Mein informed that there would only be State A n nu a l D eve l o p m e n t Agenda (SADA) under BE and hence no State Development Council (SDC)
Deserted Tamenglong town greets Manipur deputy CM Correspondent
IMPHAL, Feb 13: A deserted Tamenglong district headquarters Monday greeted Manipur deputy chief minister Gaikhangam who went to file his nomination paper for candidature from Nungba Assembly Constituency. Residents of the district headquarters observed the total shutdown in protest against the visit of the deputy chief minister, who, they alleged, has neglected the district even as he has been in power for decades. Effigy of the deputy chief minister was also burnt by the people. During the shutdown hours, all shops and business establishments across the district headquarters remain down their shutters and streets were empty. After filing the nomination paper, Gaikhangam visited his native resident. No untoward incident was reported during his journey to the district. The heavy deployment of security forces and the tightened security measures taken up in view of the visit of the deputy chief minister who is also home
in-charge has severely hit normal vehicular movement along the ImphalTamenglong. Inconveniences caused by tightened security measure that was taken up ahead of Gaikhangam’s visit and his statements on different occasions undermining the interest of the Naga people were behind the total shutdown call, according to a statement of the Zeliangrong Baudi Manipur. His remark on Framework agreement between government of India and NSCN (I-M) as “Time Bomb” was a very irresponsible remark on the part of the home minister, it observed. This statement of the home minister may bring damaging ramification in political relation between the Naga and Manipur government, it said. “Such and other remarks are causing untold division among the general public of Manipur. Such remark and activities of the home minister compel the incident of burning his effigy at Tamenglong Bazar,” the statement said. The statement further
asked the deputy chief minister to refrain from indulging in anti-Naga remarks and activities. “The people expect cooperation from the home minister and the government of Manipur in the effort to settle the Naga issue,” the Baudi stated. The Baudi also alleged that traffic was closed for more than four hours on Tamenglong-Rangkung road thereby causing inconveniences to the people. All passengers had to return to Tamenglong or wait till the departure of the home minister from the district headquarters. “This is taken as undue harassment of public by the forces, we want that such incident should not be happen in future,” the Baudi asserted statement. With the issue of notifications for the two-phase elections to the 11th Manipur Legislative Assembly, filing of nominations papers for candidature is in progress. The notifications for both the phases were respectively issued on February 7 and 9 last and the last date for filing nomination paper is on February 14 and 16 respectively.
meet would be held to finalise budgetary proposals. “Therefore, our focus will be to take up genuine, necessary and utmost important proposals under SADA that would benefit each and every section of the society,” he said while asserting that sectors like education, health, agriculture/horticulture and tourism would be given priority. While appreciating the Chief Minister and his Deputy, the CBOs unanimously expressed gratitude and affirmed that such a gesture from the government would pave way in creating a holistic developmental path for the state as even minor communities, who do not have representations in the government, will have their say in decision making. Almost all the CBOs expressed concern over the education scenario of the state with regard to upgradation of schools without proper infrastructure and sufficient number of teachers and declining quality of education being imparted in government schools.

PIL filed against SEC
Correspondent
Diphu, Feb 13: A Public Interest Litigation (PIL) has been filed before the Division Bench-II of the Guwahati High Court challenging the authority of the State Election Commission to hold the KAAC elections. The petitioners were represented by senior advocate Manas Sarania, advocate S.U. Ahmed, advocate A. T. Kathar and advocate C . Hanse. The petitioners have argued that Para 2, sub Para 7 of the Sixth Schedule of the Constitution of India has authorized the KAAC to frame its own rules about conducting of election with the approval of the Governor and the State Election Commission is only meant for the conduct of Panchayat election and hence has no authority over the conduct of KAAC election. The petitioners have, however, made it clear that the filing of the PIL does not mean that the election to the KAAC election should be delayed, stated JI Kathar, president of the Hill Tribes Senior Citizens’ Association, Diphu in a press statement.

(IANS): Tripura Chief Minister Manik Sarkar asked civil service officials to meet people more often to resolve and sort out their problems, if possible on the spot. “Occasionally abstaining from routine official works, you must meet more frequently with the people to resolve their problems. If possible, settle the issue of the people on the spot,” Sarkar told the Tripura Civil Service (TCS) officials on Sunday night. Addressing the 24th biennial twoday conference of the TCS officials, he said: “If the Chief Minister can meet the people directly tthrice a week, why can the officials not meet at least one day in a week.” In Tripura, around 325 TCS officers in different important positions are the most significant backbone of the administration of the Left-ruled northeastern state. Sarkar, Chief Minister of Tripura for the past 19 years, said that if the officials commit a mistake or fault unintentionally, the government will try to exonerate them, but if the officials do blunder or er-
Manik Sarkar ror deliberately, then severe action will be taken against them. “Don’t do your work like a mechanised doll, carry out the assigned task like a leader, not mere a government servant. Officials must perform their job, irrespective of religion, caste and creed,” the Chief Minister told the officials. He asked the officials to utilise the natural and human resources properly for the benefit of the people and development of the state. “The BJP (Bharatiya Janata Party) government at the Centre has created a difficult situation in the country. After the abolition of the Planning Commission, there is no scope of discussion with the Centre about the financial difficulties of the state,” said the 68-year-old Left leader.

The Finance Minister also informed the House that demonetisation has led to an increase in tax compliance and the tax collection has gone up by 17 per cent year-on-year in January. He also said the government is confident of recording the highest-ever growth in tax collection by the end of the current fiscal in March, besides devolution of central taxes to the state witnessing a Rs 1,000 crore increase this year.

J S Khehar 2 NEW DELHI, FEB 13 (AGENCIES): Chief Justice of India Justice J S Khehar on Monday said that Memorandum of Procedure(MoP) for appointment of judges in higher judiciary would be finalised by the end of this month, hinting that the judiciary and the Centre have come to a consensus over MoP and the ongoing tug of war between the two institutions has come to an end. “We will be finalising Memorandum of Procedure very quickly, may be within this month,” Justice J S Khehar said while hearing a a petition seeking its direction to change selection process for appointment of judges in higher courts. The petitioner, a practising advocate from Haryana Satya Veer Sharma, contended that there was no transparency in appointment of judges and people should be invited to apply for judgeship. He said that only lawyers practising in SC and HCs were being considered for judgeship and lower courts’ advocates, that is 95 percent of lawyers, are kept outside the zone of consideration for being
elevated to Bench. Justice Khehar, who was sitting with Justice Ramana, refused to entertain his plea and said that his grievances would be taken care of in the new MoP which would be finalised soon. MoP has been a bone of contention between Centre and the Supreme Court and it has been hanging in balance since December 16, 2015 when the apex court had directed for framing on new MoP to bring transparency and accountability in judges’ appointment process. The court had passed the order after quashing National Judicial Appointment Commission Act and revived collegium system for appointment of judges. Interestingly, it was a bench headed by Justice Khehar which had in 2015 directed framing of new MoP and gave a slew of recommendation to be incorporated in the document. It had said MoP should indicate the eligibility criteria, such as the minimum age, for the guidance of the collegium for appointment of Judges, after inviting and taking into consideration the views of the state government and the Centre from time to time. Injecting a dose of transparency, the bench had said that the eligibility criteria and the procedure for the appointment of judges ought to be made available on the website and MoP should provide for an procedure for minuting the discussions including recording the dissenting opinion of the judges in the collegium.

At around 5 pm on Sunday when the programme of Brahma Kumaris were scheduled to begin, there were only five chairs on the dais at the SK memorial hall. Four chairs were already occupied by the dignitaries of Brahma Kumaris, while the middle chair was kept vacant for the chief guest and every one was waiting for arrival of the CM. In the meantime, the RJD boss, accompanied by his

Nitish Kumar and Lalu Prasad party MLA Bhola Yadav and former MP Shivanand Tiwari, reached the venue. As Lalu entered the hall, the organisers quickly guided him to the dais. As only one- the middle chair- was vacant, Lalu sat on that chair. Within seconds, the organisers added two more chairs at the dais and the
Brahma Kumaris dignitaries shifted towards the newlyadded chairs, leaving two middle chairs vacant. In the meantime, one of the organisers whispered in Lalu’s ear and he, without any fuss, quickly vacated the CM’s chair and switched to the chair besides the middle one. The programme
was organised to celebrate golden jubilee year of Patna unit of the Prajapita Brahmakumari Ishwariya Vishwa Vidyalaya, Mount Abu (Rajasthan). The hall was jam-packed as famous motivational guru Brahma Kumari Shivani was to deliver her discourse on “Inner peace and inner power.”
SC stays HC proceedings on PIL asking judge to return PETA award New Delhi, Feb 13 (IANS): The Supreme Court on Monday stayed proceedings before the Madras High Court’s Madurai bench on a plea seeking direction to former apex court judge K.S. Radhakrishnan to return an award given to him by People for the Ethical Treatment of Animals (PETA). W h i l e s t ay i n g t h e proceedings, the bench of Chief Justice Jagdish Singh Khehar and Justice N.V.Ramana issued notice to Salai Chakrapani on whose PIL the Madurai bench of Madras High Court had issued notice to Justice (retd.) Radhakrishana. Justice Radhakrishnan and Justice Pinaki Chandra Ghose by their May 7, 2014 verdict had banned Jallikattu as the court struck down the law enacted by Tamil Nadu in 2011 to regulate the conduct of the sport. Banning Jallikattu,
K S Radhakrishnan bullock-cart races and such events, the court had said that per se they violate the Prevention of Cruelty to Animals Act. Justice Radhakrishnan, who had authored the judgment, had said: “Parliament, it is expected, would elevate rights of animals to that of constitutional rights, as done by many of the countries around the world, so as to protect their dignity and honour.” “Parliament is expected to make proper amendment
of the PCA Act to provide an effective deterrent to achieve the object and purpose of the Act and for violation of Section 11, adequate penalties and punishments should be imposed,” the court said in its judgment. It was contended by the PIL petitioner that the “Man of the Year” award was given to Justice Radhakrishna by PETA who was one of the petitioner before the court in the case on which the 2014 judgment had come.

Not above board
ll eyes are on the crisis in Tamil Nadu where the entire government machinery in Chennai has come to standstill owing to the uncertainty over who will become the next chief minister of the state. Caretaker chief minister O.Paneerselvam resigned on February 5 after the AIADMK legislative party elected Sasikala as the leader of the legislature party a day earlier. As the leader of the 134-member AIADMK legislature party, Sasikala should have been invited to be sworn-in as chief minister by the Acting Governor C. Vidyasagar Rao. It may be recalled that C Vidyasagar Rao, governor of Maharashtra, is officiating as governor of Tamil Nadu for last six months. He had delayed his trip to Chennai for days after Paneerselvam resigned as caretaker chief minister. It is not known why an important state like Tamil Nadu, a state with 77.88 million people, is made to go without a regular Governor. Vidyasagar Rao appears to have exercised ‘discretion’ beyond limit without offering any strong grounds for the inordinate delay. He is constitutionally bound to invite the leader of the largest party or group that has majority in the house, to be sworn-in as the chief minister. This is a constitutional obligation which cannot be ignored. However since February 5 and over a week after Sasikala was elected as the party leader in the assembly, the Governor has not made up his mind. Even if the former caretaker chief minister and Jaya confidante who had been caretaker chief minister on three occasions-O. Paneerselvam-had revolted, it cannot delay the inevitable. It may be recalled, that Paneerselvam was immediately sworn-in by the same Governor hours after former chief minister Jayalalitah died on December 5,2016 and that too a little after 1 a.m. after being elected as the leader of the party legislature. The discretion that Governor Vidyasagar Rao is expected to exercise, does not give him any leverage to use it in an unrestricted or arbitrary manner. He has no choice as per the constitution but to invite the leader of the party having majority of the house to be sworn in as the chief minister. The well-established convention is that governor does not have unfettered discretion in this matter. However, the central government, both during the rule of the Congress and presently the BJP, has been following the convention of using pliable incumbents for political leverage. A Governor has to be above politics and must be seen as impartial and fair. Unfortunately, 70 years of India’s independence show that the office of governor has been an assault on federalism at best and constitutional despotism at worst. It is expected much of the BJP not to have done what it used to condemn the Congress of doing on such matters. Rao is a member of the BJP and the party has shown it is favourably inclined towards O.Paneerselvam is not a secret. The BJP has its calculations and probably feels it can do a deal with a grateful Paneerselvam rather than another unpredictable lady. The AIADMK has 37 Lok Sabha MPs and 13 Rajya Sabha MPs that gives the Centre more reason to intensely focus on the state during the current crisis. However, Rao has to swear-in Sasikala irrespective of whether she could be convicted or acquitted by Supreme Court judgment a case which the Karnataka High Court had acquitted her and Jayalalitha.
DailyDevotion The Devotion of Hearing Samuel answered, “Speak, for Your servant hears.” —1 Samuel 3:10 Just because I have listened carefully and intently to one thing from God does not mean that I will listen to everything He says. I show God my lack of love and respect for Him by the insensitivity of my heart and mind toward what He says. If I love my friend, I will instinctively understand what he wants. And Jesus said, “You are My friends…” (John 15:14). Have I disobeyed some command of my Lord’s this week? If I had realized that it was a command of Jesus, I would not have deliberately disobeyed it. But most of us show incredible disrespect to God because we don’t even hear Him. He might as well never have spoken to us. The goal of my spiritual life is such close identification with Jesus Christ that I will always hear God and know that God always hears me (see John 11:41). If I am united with Jesus Christ, I hear God all the time through the devotion of hearing. A flower, a tree, or a servant of God may convey God’s message to me. What hinders me from hearing is my attention to other things. It is not that I don’t want to hear God, but I am not devoted in the right areas of my life. I am devoted to things and even to service and my own convictions. God may say whatever He wants, but I just don’t hear Him. The attitude of a child of God should always be, “Speak, for Your servant hears.” If I have not developed and nurtured this devotion of hearing, I can only hear God’s voice at certain times. At other times I become deaf to Him because my attention is to other things— things which I think I must do. This is not living the life of a child of God. Have you heard God’s voice today?

Post-mortem
Radio speech of T.R. Zeliang Soul searching in troubled times
My dear fellow citizens of Nagaland, The Government of India has recognized that our expression for self determination cannot be resolved through military or violent solutions and have embarked on the process for solutions through a democratic process of negotiation, dialogue and settlement. My Government has had a series of discussions with various tribal organisations regarding the obligations of the Government to uphold the provisions of the Constitution so long as we are within the Union of India. And holding of elections to the Urban Local Bodies with 33% reservation of seats for women was one of them. In 2016 alone, the Government had 14 consultative meetings with civil organisations on the issue of elections to the ULBs as amended by the Nagaland Legislative Assembly in 2006. The Government also met the recently-formed Joint Coordination Committee on January 25 at my office in Kohima and on January 30 at Chumukedima in the presence of the NBCC. To begin with, I must state at the very outset that the fate and content of Article 371 A was on the verge of being decided by the Supreme Court after the JACWR filed a Special Leave Petition stating that Article 243 T had superseded Article 371 A. And to pre-empt such an eventuality where the Court’s verdict might go against the special provisions we enjoy through the provisions of Article 371 A, the Cabinet decided that holding of elections to the ULBs with reservation for women was the best option and decided accordingly. When tribal organisations suggested on 16th November, 2016 at the Consultative meet at the Capital Convention Hall, Kohima, that certain provisions in the Nagaland Municipal Act,
(From previous issue) Government of India was willing to give anything except sovereignty. This resembled almost a semi sovereign state within the Union of India. Today, Nagaland is alive under the protection of this autonomy. We should not squander away this precious protection otherwise these Naga inhabited areas maybe torn to pieces by land sharks. Presently, the confrontation is between the Article 371A and the Article 243T of the Indian Constitution and their application over the state of Nagaland. Article 371A is specific to the state of Nagaland. Briefly stated: Notwithstanding anything in this Constitution – (a) no act of Parliament in respect of (1) religious and social practices of the Nagas, (2) Naga customary law and procedure (3) administra-
T
2001, such as tax on land and buildings, removal of the Scheduled Caste etc should be amended the Government did the needful promptly. Accordingly, as it stands today, the Government will not impose any tax on the land, commercial or otherwise, or on buildings in municipal and town areas. Unfortunately, false propaganda had been spread by few individuals saying that once elections to the ULBs are held, the local bodies would start imposing taxes even on domestic animals, vegetables and agricultural produce! Not wishing to confront with the protesting organisations, my Government has given in to their demands, namely, postponement of polls to the ULBs and declaration of those elections held on February 1st as null and void. And since from the very beginning, organisations such as the Joint Co-ordination Committee (JCC) had been asking for time so that they can have dialogues and consultations with various tribal organisations to ensure a well-informed election which will promote development and common good of all the Nagas, it is not fair that organisations and individuals are not allowed to come to the consultative meetings convened by the Government. I can only appeal to all sections of the society to nurture and preserve the good image of our esteemed tribal organisations. As for the Government it has always been open for dialogue and more consultations. The tribal organisations should come forward for interactions and sharing of views and opinions without any bias or hesitation. Friends, in this current century, mankind is realizing that violence only begets violence and force only begets more force and violence. It is being increasingly recognized that violence is no solution and has no place in determin-
ing the future of mankind. In fact, nobody wants to talk or discuss war and all the enormous consequences. What has happened is a great shock to not only the Nagas but also to people all over the world. We cannot allow such a situation to prevail. It is only leading to chaos. We should resolve the present situation through mature appreciation and dialogue. Let us put our heads together to build the Nagaland of our dreams instead of mindless confrontation and more violence. Keeping this in mind, I wish to appeal to all agitating groups to rise above the immediate present and consider the future – our future and the future of the younger generation. We cannot, we should not, we must not sacrifice the future of the Naga society by confronting each other. After all, the larger benefit for the whole society must be given more importance than the benefit of any individual or a few. And considering the facts that several thousands of our sons and daughters are scheduled to appear their examinations, I fervently appeal to the agitating groups to lift the Bandh, enable the students to appear their crucial examinations and to let the tens of thousands of Government employees whose family members rely on their salaries for livelihood attend offices to work and draw their salaries, and at the same time, to allow the business community to carry out their normal trade to sustain themselves. I also wish to place on record my deepest sorrow at the loss of two precious lives in the unfortunate incidents at Dimapur on January 31 last, and convey my heartfelt condolences to the bereaved family members. May the departed souls rest in eternal peace. Thank you, and God Bless Nagaland.
I
t is difficult to wrap my head around the fact that three lives and so much history, records, documents and properties were lost in the violence that occurred a while ago. The scale of the loss is absolutely heartbreaking. Thinking about it and the reasons leading to such a state of affair and lockdown in our state, I would like to share some thoughts. Growing up in another state I was a Naga, and that was all there was to it. Period. But coming back to Nagaland as an adult was quite a culture shock in that I realized that there are many layers to being a Naga. You are born into a particular family and clan, belong to a certain village in an area of a specific district and of course belong to a distinct tribe. So even if you are part of a tribe there are affiliations to the clan and to the familial branches of the clan and even if you are from the same district, distinctions are made based on your village/range/ block etc. So being a Naga means that we have many things to contend with and now we have the burning issue of being a Naga woman vs. being a Naga man. Our perspectives are tinted by our personal experiences and observations and living in the Naga patriarchal society, I have seen the good and the bad. There are enlightened men and there are those who are still steeped in traditions and dogma. The same goes for women too. Sexism and misogyny are not exclusive to men. There have been instances when women have actively endorsed the customary laws towards their own kind especially against daughters/ sisters-in-law, widows, divorcees and single mothers, thus perpetuating the patriarchal values and mind-set. Parents have raised children inculcated with societal values/attitudes based on gender; and the home environment plays a very important role in shaping the worldview of the individuals. Thus a lot of introspection and soul searching is required if we are to evolve and bring up the younger generations as good and responsible citizens capable of carving out their own niche in a competitive world regardless of gender. Empowerment and enlightenment go hand in hand and if we are to progress we must understand that it is our values and attitudes that will ultimately shape our destiny. The
gender and societal attitudes that are shaped by patriarchal values are obstacles on the path toward political empowerment and we must try to bring a change through dialogue and reason. So much has been spewed forth about the 33% reservations for women; and for what it is worth this is my take on this issue. There have been women candidates who have stepped up and joined politics and contested in the past but did not win. The reasons for not winning may have been due to financial difficulties and due to the patriarchal system that does not support the women candidates in terms of endorsement etc. So maybe the women could not cut through the barriers of social sanction and prejudice. But the point is that they tried. They were ridiculed, threatened, even attacked but they came forth and they tried. That is the essence of having the courage of conviction and for doing what they believed in and what they wanted to do. Today women have excelled in almost all fields through hard work, tenacity, brain power, sincerity and parental support. The 33% reservation will definitely go a long way in including women in the political arena on a wider scale, and it is hoped that it will be implemented soon; but even without it, women can contest if they want to and are determined to compete with the men. And there are women candidates who have boldly stated that they are willing to fight elections without the 33% reservations. So it is up to us to stand up and support each other and start a mass grassroots movement by educating both males and females about the necessity of including women in the decision making processes because men and women working together as a team will achieve more. An informed public will ultimately support the inclusion of women in politics in practical and tangible ways. Instead of defensive aggression and abrasive counter onslaughts/ accusations/demands/threats etc., building healthy relationships and goodwill will go a long way to build a stronger and more inclusive Naga society. A shift in perspective could bring about solutions that are radically positive and meaningful. J. Longkumer
Article 371A – A product of Naga nationalism
tion of civil and criminal justice involving Naga customary law (4) ownership and transfer of land and its resources shall apply to the state of Nagaland unless the Legislative Assembly of Nagaland so decides. Simultaneously, a separate Act – State of Nagaland Act 1962 based on Article 3 of the Constitution was passed. Part IX–A comprising Articles 243P – 243ZG relates to constitution of Municipalities in the States of India. This has been inserted by the Constitution (7th Amendment) Act 1992 and was implemented w.e.f. 1-6-1993. Article 243T (1) is specific to reservation of seats for SC/ST/OBC and women. Article 243T (2) states that not less than 1/3 of the total number of seats reserved under Clause (1) shall be reserved for women belonging to SC/ ST. Article 243T (3) states
he ULB imbroglio has brought to fore many voices, particularly the divisive assertion that patriarchy in Naga society EQUALS subjugation of women, and that this patriarchal mindset is responsible for the opposition to women reservation and the present mayhem. This subjugation narrative has been widely carried as the reality in mainstream media esp. in mainland India. It’s embarrassing to think that the rest of the world should now have such a low opinion about Naga men- belonging to the category of regressive mindsets and of course, unrelenting rascals. It’s frustrating that the ULB issue should be widely (mis)interpreted by our own womenfolk –and by outside activists, as a
that not less than 1/3 (including the number of seats to be reserved for women belonging to SC/ST) of the total number of seats to be filled by direct election in every Municipality shall be reserved for women and such maybe allotted by rotation to different constituencies in a Municipality. Article 243T (4) states that offices of chairpersons in the Municipality shall be reserved for SC/ST and women in such manner as the Legislature of the State may, by law, provide. Rules provide that only those SC/ ST women elected from the reserved seat shall be entitled to the office of Chairperson and not the SC/ST women elected from non reserved seat. Now the points for determination are: (1) whether the provision contained in Article 371A overshadow that of Article 243T, (2) whether Article 243T
override and infringes into Article 371A, (3) whether the entire geographical area of Nagaland comes under the provision of Article 371A, (4) is there any excluded area in Nagaland outside the purview of Article 371A, (5) how to implement Article 243T along with Article 371A in a unique state like Nagaland, (6) can Nagaland Municipal Act be moulded as per spirit and principle of Article 371A, (7) can Article 243T, being a general provision for all States in India, be applied over a State created with special provision under Article 371A, (8) can women be given reservation or free run over all the seats at par with male members. It is to be noted that reservation means positive discrimination. These are some of the areas, there may be many more, needs careful

gender struggle against Naga male dominance. Firstly, what has been left unsaid is that there’re many women who are (1) against any form of women reservation per se (2) against 33% reservation in the sense it seems to infringe the spirit of Article 371A. Secondly, the tribal hohos too have expressed that the issue is not about opposition to women reservation in the ULBs but the proposed elections to be held under the present format. Therefore, the argument that patriarchal mindset, read male dominance, is responsible for the ULB fracas is erroneous. The greater danger with such views is that it poisons the whole atmosphere with Women Vs Men narrative when the context for such never
existed in our society. To rant against patriarchy is to miss the point. Take the example of polity. As understood, under the historical context of the head hunting culture, women were necessarily excluded from decision making processes (Khekiye K. Sema). With changing times, women were incorporated in the decision-making process, as evidenced in the Village Development Boards (VDBs). Ironically, women activists use this ‘there should be atleast one woman in the VDBs’ clause (not 25% reservation) to further their point for reservation in the ULBs which is a fallacious argument to begin with. An important distinction between the VDBs and ULBs is that women quota in the VDBs was NOT brought about by an act
examinations by scholars, experts on Constitutional law, eminent jurists and the custodian of Naga customary law and practices and arrive at an implementable solution. Let us avoid confrontation right now. Many critical issues and even mission impossible will be possible for an amicable settlement if everyone has clean and sound mind. Let us follow the highest Christian ideals: “God’s strength is made perfect in our weakness.” This may sound repulsive in the lips of persons who are materially and physically secure. Let us remind ourselves that fear breeds insecurity and this coupled with arrogance leads to violent methods of operation. This blurs the reasoning power among us humans. Extremists are willing “to cast the first stone.” Shedding innocent blood does not solve problems nor is the answer
of parliament nor is constitutionally mandated. This policy was formulated by the RD Department as per its competence under the Communitisation policy. Therefore, the argument that if men did not object to reservation in the VDBs then, why the sudden objection to 33% in the ULBs (?) is non-maintainable. On economic front, every single Naga family in the village complemented each other in the fields, thereby compensating the need for hired labour. Like the Israeli Kibbutz, the sex of a member was almost irrelevant here. It should be understood that such an arrangement was not always the same in early or emerging societies. (To be concluded) Joel Naga
to achieving political goals or personal ambitions. But keeping the general public at the receiving end for long can be harmful. Do not think that Nagas are immune to sufferings. Beware of third party back lash. We h ave s u f f e r e d enough under militar y suppression, still suffering under the Armed Forces Special Power Act, Modi’s demonetisation and now the continuous local bandh. Let peace prevail to sort out our differences by invoking the best spirit of Naga customs and traditions. Let all mothers, fathers, young and old, the silent and passivity of the large majority of people and prayer warriors join hands in prayer to Almighty God seeking wisdom. The Church too should carry the Cross of Christ and keep watch over His Flocks. (Concluded) Mapu Jamir I.A.S. (Retd.)

Sir,
The people of Nagaland elected their representatives to the Nagaland Legislative Assembly based on money power, NPGs power and alcohol power. And now, their representatives is not listening/ crashing the voice of the people. I want to quote from the write up of Z. Lohe appeared in Nagaland Post in Post –mortem column, on 11.02.2017, which reads “During campaign, the voters are a terror to candidate and post election the elected member becomes a terror to voters in reciprocity”. J&K police start initiative to wean away local youths from militancy
As the unrest left the police force almost nonfunctional in many parts of the South Kashmir last summer and autumn, an estimated 80 youths had gone missing from various parts of the Kashmir valley and were believed to have joined militant outfits either as an active cadre or an over ground worker. This issue was flagged before SP Vaid, who took over as the director general of the police on January one, after which a plan to educate the parents was undertaken. “We won’t like to harm our own children. We
are reaching out to the parents and requesting them to convince their children for shunning the path of violence. In few cases, we have achieved success also. We want that our children should fight in debates, competitive exams and not with guns. “I have made appeals through my district Superintendents of Police and conveyed that all missing cases need to be verified on ground and corrective steps to be taken. Our first attempt is always humanitarian so that we can bring misguided children back.
Kejriwal says Punjab EVMs being moved; officials deny charge
New Delhi/Chandigarh, Feb 13 (IANS): Delhi Chief Minister Arvind Kejriwal on Monday accused officials in Punjab of trying to move EVMs from a strong room in Punjab where polling was held on February 4. Officials denied the charge. “This is absolutely shocking. Punjab officials trying to remove EVM machines,” Kejriwal tweeted. The incident related to some trunks, carrying EVMs inside, being moved in Punjab’s Patiala district and a video of the exercise being shot by a local AAP leader. The Aam Aadmi Party (AAP) leader also posted a video showing some men opening and moving boxes which appeared to be containing Electronic Voting Machines (EVMs).
Arvind Kejriwal
“Officers entered strong room on the pretext of taking some papers but started removing EVMs,” Kejriwal added. Kejriwal’s reaction came in response to another tweet claiming that a Returning Officer “allowed four people to enter the strong room where EVMs were kept”. AAP leader Sanjay Singh said he had asked the Chief Election Commissioner and other officials to take “strict action”
in the matter. However, Patiala Deputy Commissioner Ramvir Singh, who visited the striongroom, claimed that the EVMs being moved related to the municipal corporation elections held in 2015 and that these were being moved to make space for counting of votes on March 11. He said that the EVMs of the assembly elections were “intact in the strongroom”. In a communication to the EC and the CEO, the Deputy Commissioner said that the strongroom was under the protection of central forces 24 x 7. The AAP Punjab unit also complained to Punjab chief electoral officer V.K. Singh in Chandigarh. AAP candidates in Patiala district alleged that officials were trying to “sabotage” the assembly polls.

Hindus reducing in India, minorities growing: Rijiju NEW DELHI, FEB 13 (AGENCIES): Union minister Kiren Rijiju today said Hindu population was reducing in India as they “never convert people”, while minorities are flourishing unlike some other countries. “Hindu population is reducing in India because Hindus never convert people. Minorities in India are flourishing unlike some countries around (sic),” he tweeted. The Minister of State for Home’s comment came after the Arunachal Pradesh Congress Committee accused the Narendra Modi -led BJP government of trying to convert Arunachal Pradesh into a Hindu state. “Why is Congress making such irresponsible statements? People of Arunachal Pradesh are unitedly living peacefully with each other (sic). “Congress should not make such provocative statements. India is a secular country. All religious groups enjoy freedom & living peacefully (sic),” he said in a series of tweets, responding to the APCC’s charge. Rijiju hails from Arunachal Pradesh and is a practising Buddhist. Reacting to his statement, All India Majlise-Ittehadul Muslimeen (AIMIM) chief Asadud-
We have given an assurance that a lenient view will be taken in case the youths surrender voluntarily,” Vaid said on Monday. However, he refused to divulge the details and said that a “course correction” was already underway and discussing the issue would be premature. The statement came a day after four local militants were gunned down in a joint operation by police, army and the CRPF. The four were Muddasir Ahmed Tantray and Wakeel Ahmed Thokar (Lashkar-e-Taiba) and Farooq Ahmed Bhatt and Mohameed Younis Lone of Hizbul Mujahideen. While Tantray was an active militant since August 2014, Thokar had joined LeT in September last year. Lone had been recruited in Hizbul Mujahideen only in January this year, while Bhatt was with the outfit since June 2015. All of them hailed from South Kashmir. Jammu and Kashmir Police were focusing on four districts — Pulwama, Kulgam, Shopian and Anantnag — which have witnessed unrest after Wani was killed in an encounter with security forces on July 8 last year, in the light of intelligence reports claiming that around 50 youths from these areas might
have disappeared. According to the intelligence reports, the youths were believed to be mainly moving towards the Hizbul Mujahideen with a few attracted to the banned Lashkar-e-Taiba. The security forces, including army, are strengthening their positions in South Kashmir, which has been the most politically sensitive area in the valley and the epicentre of the agitation, after “re-claiming” the lost ground from the agitators and bringing some semblance of rule of law. Sources said the idea is to cut cadre supply for militants from South Kashmir, a traditional bastion of ruling PDP which is having an alliance government with the BJP. The area has virtually turned out to be breeding ground for militant groups. In 2015, out of the 90 youths, who had joined militant groups, 80 per cent of them hailed from various districts of South Kashmir. The worst-hit areas are Heff-Shrimal in Shopian district; Lillahar, Samboora, Pulwama town and Tral of Pulwama district; Qaimooh and Redhwani in Kulgam district; and Redhwani in Anantnag district.
HC seeks Delhi govt’s response on tobacco ban
Govt opposes Ramesh’s plea on Aadhar bill
New Delhi, Feb 13 (IANS): The Delhi High Court on Monday sought the city government’s response to a Public Interest Litigation (PIL) seeking strict implementation of the ban on chewable tobacco products. A division bench of Chief Justice G. Rohini and Justice Sangita Dhingra Sehgal directed the Delhi government to file its reply on the plea filed by an NGO, Fariyaad Foundation, and posted the matter for May 2. The non-governmental organisation said the government issued a notification in 2015-16 to ban the sale, supply and manufacture of ‘gutka’ and other chewable tobacco products but it was not being strictly implemented.
NEW DELHI, FEB 13 (AGENCIES): The government on Monday opposed in Supreme Court a petition moved by senior Congress leader Jairam Ramesh challenging the Lok Sabha Speaker’s decision to certify the bill on Aadhaar as a money bill on the ground that it covered all constitutional provisions to bring it under the ambit of money bill. Attorney general (AG) Mukul Rohatgi countered the arguments made by senior advocate P Chidambaram, who appeared for Ramesh, and said the Aadhaar bill was certified as money bill to avoid its scrutiny before the Rajya Sabha which does not have any say on a money bill. However, the AG said the Speaker’s decision cannot be challenged in the court and moreover the legislation covered all manda-

tory requirements under the Constitution to be certified as a money bill as all expenditure on social welfare programmes connected with Aadhaar will be withdrawn from the consolidated fund. Pressing for the scrutiny of the Speaker’s decision to certify the Aadhaar Bill as Money Bill, Chidambaram said it is important to see what can be certified as money bill. A bench, comprising Chief Justice J S Khehar and Justice N V Ramana, which heard the
matter at some length, was of the view that the issue raised in the petition was serious. However, it noted in agreement with the submission of AG that the issue involved was pertaining to the withdrawal of money from the consolidated fund. The bench, asked Chidambaram to look into all objections raised by the AG and posted the matter after four weeks, saying it did not want to quickly take a call on the issue. The Aadhaar (Targeted Delivery of Financial & Other Subsidies, Benefits & Services) Bill, 2016 was discussed and passed in the Lok Sabha on March 11 last year. It was then taken up in Rajya Sabha on March 16, where several amendments were made to it. The bill then returned the same evening to Lok Sabha which rejected all amend-

According to the 2011 Census, Hindus make up India’s 79.80 per cent of population, Muslims 14.23 per cent, Christians 2.30 per cent, Sikhs 1.72 per cent, Buddhists 0.70 per cent and Jains 0.37 per cent. The country’s Hindu population as per the 2001 Census was 80.5 per cent, while that of Muslims was 13.4 per cent, Christians 2.3 per cent, Sikhs 1.9 per cent, Buddhists 0.80 per cent and Jains 0.4 per cent.
ments proposed by the Upper House and passed it. On May 10, 2016, the AG had opposed the petition filed by Ramesh saying constitutional provisions barred him from challenging it. “Under the Constitution, it is a settled position that a money bill certified by the Speaker is beyond challenge,” the AG had said. However, Chidambaram had then submitted that when there was a violation of rule of law, “locus is not the ground on which the petition can be thrown out.” When the bench had asked “if it (treating Aadhaar Bill as Money Bill) is open to judicial review”, the AG had said there was no violation of fundamental right of Ramesh and hence the petition filed by him under Article 32 of the Constitution cannot be entertained.
GBF appeals to reconsider bandh NNC/FGN condoles
DIMAPUR, FEB 12 (NPN): Nagaland GBs’ Federation (NGBF) has urged upon various tribe organizations to re-consider the imposition of the indefinite bandh that began February 13. In a press statement, NGBF president Shalem Konyak, general secretary Shikuto Zalipu, vice presidents, Alamtoshi and W. Mero, have instead asked state government and tribal organizations to solve the on-going crisis in a democratic manner and “not
to bring tribal or political colour”. Further, NGBF requested various tribal bodies, which are imposing the bandh, to allow the government machinery to function, and let schools and colleges function without hindrance. It also requested the state government to lift the ban on internet. The federation asserted that it has acknowledged the government’s decision to nullify ULB polls. It also stated appealed the security forces to maintain their
normal duties and avoid unnecessary confrontation. Further, Nagaland GBs’ Federation expressed concern on the “mushrooming of new tribal organizations” and asserted that it was not a healthy sign, which “may dislodge the fabric of Naga society in future.” Meanwhile, Zalipu informed that all the GBs from across the state would be holding a meeting at Don Bosco School, Dimapur on February 15, 2017 to discuss the prevailing issue.
BRICS nations to share data from remote sensing satellites Bengaluru, Feb 13 (IANS): The fivenation group of BRICS will share spatial data on natural resources from their remotesensing satellites for utilising space assets optimally, said a top Indian space official on Monday. “Space agencies of BRICS have agreed to share and exchange data, including images of natural resources from our remote-sensing satellites for mutual benefit,” said Indian Space Research Organisation (ISRO) Director M. Annadurai at an international seminar on aerospace technologies here. Five major emerging economies -- Brazil, Russia, India, China and later South Africa -- came together to form BRICS, which represents 43 per cent of the world population, 30 per cent of the world GDP (Gross Domestic Product) and 17 per cent
of the world trade. Though only four of them -- Brazil, Russia, India and China -- have remote-sensing satellites in the sunsynchronous orbit, they will give data to South Africa (SA) as it does not have a satellite of its own. Top space officials of BRICS, including Annadurai, met at the United Nations Committee on the Peaceful Uses of Outer Space Scientific and Technical Subcommittee’s 54th session at Vienna in Austria from January 30 to February 10. “The initiative is to share the resources and bring developing nations under the umbrella of space, opening possibilities of using excess capacities in the satellites,” Annadurai told about 500 delegates participating in the three-day seminar being held as part of the biennial “Aero India 2017” expo from Tuesday.

Now even if I want a case, I don’t have the power. No one has the discretion to pick a case for scrutiny,” he said, explaining the changes. Chandra said there is no target for PMGKY and genuine taxpayers have no reason to worry. “No targets have been fixed. No harassment. No fishing enquiry. But tax evasion should be caught. Genuine person should not feel any fear, but tax evaders should,” he said. Only if the explanation is not satisfactory and a person does not opt for PMGKY will the department issue notices and assess the depositors for tax. The income tax department is hiring outside agencies to carry out more advanced mining of the data collected. The government scrapped Rs 500 and Rs 1,000 notes on November 9 and asked for all the invalidated notes to be deposited by the end of December 2016.

The department expects to hear from most of the people who have been sent the requests by March 31, failing which formal notices under the income tax law will be sent to them. “The department will have to issue notices and make assessments,” said Chandra. More requests for information are likely to go out soon as deeper data mining starts, he said. The 18 lakh people have merely been asked to provide information in a non-intrusive manner. New Delhi, Feb 13 (IANS): India registered 109.1 million units of smartphone shipments with a marginal 5.2 per cent annual growth in 2016, market research firm International Data Corporation (IDC) said on Monday. Chinese players led the pack. In the fourth quarter of 2016, smartphone shipments clocked 25.8 million units -- registering similar volumes as that of 2015 but declining sharply by 20.3 per cent over the previous quarter. This was mainly due to a seasonal decline after an all-time high festival quarter and demonetisation in November, which led to relatively lower consumer sales in November and December. “Feature phone to smartphone migration has slowed down as prices of smartphones are still quite high for a feature phone user,” said Karthik J, Senior Market Analyst, Client Devices, IDC. The share of Chinabased vendors touched a whopping 46 per cent in the fourth quarter of 2016. Their shipments doubled over the same period

DIMAPUR, Feb 13 (NPN): NPF through its press and media bureau has said the letter written by four NPF MLAs –Noke Wangnao, C.M. Chang, Namri Nchang and Er. Kropol Vitsu to the NPF president to revoke suspensions on Neiphiu Rio MP and Imkong L. Imchen MLA had “finally let the cat out of the bag.” NPF said the very fact of wanting suspensions to be revoked “speaks volumes about their intention to destabilise and topple the present government.” NPF cited the statement of the four that the situation in the state will improve if Rio “comes back and takes over the affairs of the state”. NPF said this implied that it was none other than Rio and Imkong who created the present situation in the state. NPF alleged that the letter revealed that Rio and Imkong had orchestrated the events that took place during the past ten days. Therefore, NPF wondered what made the four “suddenly” wake up from their slumber and ask the president to revoke their suspensions at this juncture? NPF said the intent of the letter was to mean that if suspension on Rio was revoked and he is reinstated as chief minister, then the situation would be normalised. NPF said this was a clear indication that Rio and Imkong were “patronising the agitators for their selfish interests” and so by coming out openly in support of Rio and Imkong, the four MLAs “should also be held responsible for this present situation.” NPF said it was of the considered opinion that Nagas need no more proof as to who were behind the present crisis since the letter of the four MLAs proved beyond doubt and which needed no elaboration.

China blames US, S Korea for N Korea’s missile test

BEIJING, FEB 13 (PTI): China today said it was opposed to close-ally North Korea’s latest ballistic missile test but asserted that the crux of Pyongyang’s missile launches issue was its dispute with the US and South Korea. China was opposed to the test-launch of a ballistic missile by the Democratic People’s Republic of Korea (DPRK), which was in violation of UN Security Council resolutions, Foreign Ministry spokesperson Geng Shuang told a media briefing here. He said China calls for parties concerned to exercise restraint and maintain regional stability.
China will take constructive and responsible part in the relevant discussion in the UN Security Council (UNSC) to finalise a response to North Korea’s missile test, which is the first after US President Donald Trump took over power. The DPRK today claimed it successfully testfired a surface-to-surface medium- and long-range ballistic missile Pukguksong-2 and its top leader Kim Jong Un guided the test firing, state news agency KCNA reported. The test conducted yesterday coincided with t h e m e e t i n g b e t we e n Trump and Japanese Prime
Minister Shinzo Abe in the US to firm up their military alliance and work out a response to the nuclear and military threats posed by Pyongyang. In his briefing, Geng, while replying to questions on how China would resolve the crisis in the Korean peninsula in the backdrop of nuclear and missile threats by North Korea, said, “the root cause of the (North Korea) nuclear missile issue is its differences with the US and South Korea.” “We have been pointing repeatedly from this podium that the crux and the cause of the Korean nuclear issue is the dispute between DPRK and US. China has been faithfully implanting the UNSC resolutions in their entirety,” he said. While supporting UNSC resolutions imposing a spate of crippling sanctions against North Korea, China opposed any military action on Pyongyang which remains its close ally. The missile test poses a m a j o r c h a l l e n ge t o Trump. Appearing with Trump at a news conference, Abe yesterday condemned the missile launch as “absolutely intolerable”.
Netanyahu opposed to Palestinian state JERUSALEM, FEB 13 (AGENCIES): Benjamin Netanyahu opposes a Palestinian state, a senior Israeli cabinet member said on Monday, but left it unclear whether the prime minister would say that publicly in talks with U.S. President Donald Trump in Washington this week. Netanyahu has never explicitly abandoned his conditional support for a future Palestine, and his spokesman did not respond immediately to a request to comment on Public Security Minister Gilad Erdan’s remarks. Erdan belongs to Netanyahu’s right-wing Likud party, whose leading members have often espoused a harder line than prime minister himself. “I think all members of the security cabinet, and foremost the prime minister, oppose a Palestinian state,” Erdan told Army Radio after the forum met on Sunday. “No one thinks in the next few years that a Palestinian state is something that, God forbid, might or should happen,” he said. But asked if Netanyahu would voice opposition to statehood on camera when he meets Trump, Erdan said: “The prime minister has to weigh things according to what he feels in the meeting and the positions he encounters there. No one knows what the positions of the president and his staff are.”

The photos were captured in the moments before and after policeman Mevlut Mert Altintas drew a handgun and shot Ambassador Andrei Karlov at a photo exhibition in Ankara on Dec. 19. In the winning photo, the gunman, wearing a suit and tie, stands defiantly, pistol in his right hand pointed at the ground and with his left hand raised, his index finger pointing upward. His mouth is wide open as he shouts angrily. The am-

Hamas names top militant as new leader in Gaza Strip
FILE - In this Friday, Oct. 21, 2011, file photo, freed Palestinian prisoner Yehiya Sinwar, a founder of Hamas’ military wing, talks during a rally in Khan Younis, southern Gaza Strip.
GAZA CITY, FEB 13 (AGENCIES): Hamas has named a top militant commander as its new leader in the Gaza Strip, an official media outlet confirmed on Monday, placing one of the Islamic militant group’s most hard-line figures in charge of operations in its core power base. The appointment of
Yehiya Sinwar, who was freed by Israel in a 2011 prisoner swap, solidifies the takeover of Gaza operations by the armed wing of the group. The military wing, which controls thousands of fighters and a vast arsenal of rockets, has battled Israel in three wars since Hamas seized Gaza a decade ago.
Sinwar’s selection was reported by Hamas’ al-Resala news site. A Hamas official, speaking on condition of anonymity because he was discussing the group’s secretive election process, also confirmed the appointment. Sinwar replaces Ismail Haniyeh, who served as the prime minister of Hamas’ government following the 2007 takeover of Gaza. Haniyeh is now expected to take over as Hamas’ supreme leader, replacing Khaled Mashaal, who lives in exile. Khalil al-Haya, another political hard-liner, was elected as Sinwar’s deputy. Hamas started its elections late last year, and the entire process is expected to be completed within the next two months, when a new political bureau is to be announced. Sinwar, who is in his mid50s, comes from the southern Gaza town of Khan Younis and is a founder of Hamas’ military wing.

Ozbilici said his professional instincts kicked in despite the shocking scene unfolding in front of him. “It was extremely hot, like I had boiled water on my head, then very cold, very cold. Extremely dangerous,” Ozbilici said in an interview. “But at the same time I understood that this was big history, it was history, (a) very, very important incident.” So the veteran AP photographer did what he has learned to do over some 30 years: “I immediately decided to do my job because I could be wounded, maybe die, but at least I have to represent good journalism,” he said. The winning image ann o u n c e d M o n d ay wa s among 80,408 photos submitted to the prestigious competition by 5,034 photographers from 125 countries. The jury awarded prizes in eight categories to 45 photographers from 25 countries. “Burhan’s striking image was the result of skill and experience, composure
under extreme pressure and the dedication and sense of mission that mark AP journalists worldwide,” said AP Executive Editor Sally Buzbee. “We are enormously proud of his accomplishment.” Jury chair Stuart Franklin called Ozbilici’s image “an incredibly hard-hitting news photograph” and part of a strong series documenting the assassination. “I think Burhan was incredibly courageous and had extraordinary composure in being able to sort of calm himself down in the middle of the affray and take the commanding pictures that he took,” Franklin said. “I think as a spot news story it was ter rific.” Denis Paquin, AP’s acting director of photography, said Ozbilici’s actions that day were typical of his professionalism. “Burhan would tell you he was just doing his job. His humble professionalism, combined with incredible courage, enabled him to capture these unforgettable images,” he said.
Muslim women shouldn’t use emoticons: Malaysian assn KUALA LUMPUR, FEB 13 (IANS): Ahead of Valentine’s Day on Tuesday, the National Muslim Youth Association (Pembina) in Malaysia has advised Muslim women against using emoticons in text messages or wearing fragrance. Pembina’s guide published on its official Facebook page on Monday said Muslim women should avoid seven things while dealing with “non-mahram”, or men they can marry, even outside the day commemorating love. Besides avoiding the use of emoticons and wearing “excessive” fragrance, the guide also urged Muslim women to avoid making their voice sound sweet, and to cover up their intimate parts, Malay Mail Online newspaper reported. The Malaysian Islamist group also warned Muslim women against being alone with non-mahram men, and select the appropriate time to deal with men like daytime and not at night. It also told Muslim women to
keep their text messages simple for non-mahram men. The guide is part of Pembina’s annual antiValentine’s Day campaign, claiming that the celebration threatens the faith of Muslims and leads to illicit sex.
Pakistan court bans V- Day celebrations
ISLAMABAD, FEB 13 (IANS): The Islamabad High Court on Monday imposed a ban on Valentine’s Day celebrations across Pakistan. The order came during the hearing of a petition arguing that the day was not part of Islamic tradition and should be banned, the Dawn reported. According to the court order, Valentine’s Day related festivities have been banned in public places. The electronic and print media have also been told not to give coverage to any promotion of the day. Last year, President Mamnoon Hussain urged Pakistanis not to celebrate Valentine’s Day.
mukhamedov, 59, a former dentist and health minister took power in 2006 after the death of Turkmenistan’s first president, Saparmurat Niyazov. Casting his vote at a school in Ashgabat, the president said the election would decide “the fate of the people for the coming seven years”. “If I am elected then our policies aimed at improving the welfare of the people will continue,” Berdymukhamedov said. Last year Berdymukhamedov signed off on constitutional changes that paved the way for his lifelong rule by removing upper age limits for presidential candidates. Another change lengthened presidential terms from five to seven years. Voters in Ashgabat overwhelmingly said they were backing Berdy-
One-sided vote
But a number of people in and around the capital told AFP they did not intend to vote, casting doubt on the official turnout figure. Sabir Rakhmanov, an Ashgabat taxi driver, said he could not participate because he is registered to vote in another region. “I don’t think my vote would affect anything anyway,” he told AFP. “The main thing is to have regular work. That’s something I would vote for!” One-sided votes are typical in Central Asia, a Muslim-majority ex-Soviet region politically close to Russia and China, where reigning presidents are usually expected to die in power. “These regimes have a logic of their own and they very much follow that logic,” said Annette Bohr, an associate fellow of the Russia and Eurasia programme at the Chatham House think tank.
Brexit impact not as bad as feared: EU B RU S S E L S, F E B 1 3 (AGENCIES): The EU on Monday sharply improved its gloomy predictions for the British economy next year, admitting that the Brexit vote would have less impact than earlier thought. In its winter forecasts, the European Commission said it was pencilling in growth of 1.5 percent for Britain in 2017, much higher than an earlier prediction of a lowly 1.0 percent in November. “The impact of the vote by the UK to leave the EU in the referendum held on 23 June 2016 on growth has yet to be felt,” the commission said in its forecast. The EU along with many economic forecasters had made doomladen outlooks for the British economy, predicting potential calamity if UK voters chose Brexit. However, the EU did warn that 2018 growth would sink to 1.2 percent as the effects of Brexit, including a weaker currency, crimped on investment and household demand. After a lag, “the impact of the result of the EU referendum is expected to become apparent later in 2017,” the EU said. “The factors weighing on private consumption growth are expected to persist and intensify, and business investment is expected to increase o n l y m a r g i n a l l y,” i t warned.
Syria ready for prisoners swap with rebels
DAMASCUS, FEB 13 (IANS): The Syrian government on Monday said it is ready to exchange prisoners it has with kidnapped people in rebel hands. The offer came in light of efforts exerted for the upcoming Syria talks in Astana on February 15-16,
and the proposed swap could include the release of prisoners in Syrian jails in exchange for civilians and military personnel in rebel captivity. The move came just days after a successful prisoner swap between the rebels and the govern-
ment. On Wednesday, over 40 women and children, who were abducted by rebels from the countryside of Latakia province threeand-half years ago, were set free in a swap between the government and the rebels.

Metallica song played as Grammys mix hip flasks with politics getsStorytelling new format Megadeth pick up Grammy
T
he big story at the 59th Grammy awards was Adele’s victory over Beyonce in the best album category. Most observers had expected Beyonce’s Lemonade - a politically-charged opus that tackles themes of gender and black identity to race home with the prize. But Adele swooped in and stole it from under her nose, making her very much the Donald Trump of pop. But what were the other big (and small) themes from the night? Here’s a rundown. British star James Corden took over as Grammys host from rapper LL Cool J, and the difference couldn’t have been more apparent. While LL was always affable, he didn’t do much beyond delivering his links. James, in contrast, began the night by pretending to fall down a staircase (“this is a disaster!”) before launching into a rap about the gathered celebrities: “This room is insane, It’s filled with ‘Oh, Gods!’ / Some of the faces like Madame Tussauds. “Beyonce performing, the queen is here, dummy! / Slay the whole stage with twins in her tummy.” Later on, he performed an impromptu carpool karaoke (from inside a cardboard cut-out) with Neil Diamond, Jennifer Lopez and Jason Derulo singing a version of Sweet Caroline. And he lived every child’s worst nightmare when he found dad Malcolm canoodling with model Heidi Klum in the audience.
“Dad, what are you doing with Heidi Klum?” he exclaimed. “Well, your mom and I have an understanding and I used my free pass tonight,” replied Corden Senior. Politics was always expected to play a role in the ceremony, but it wasn’t until Busta Rhymes took to the stage that things got serious. “I’m not feeling the political climate right now,” he growled. “I just want to thank President Agent Orange for perpetuating all of the evil that you’ve been perpetuating throughout the United States. “I just want to thank President Agent Orange for your unsuccessful attempt at the Muslim ban. We’ve come together. We, the people.” He then launched into We The People - a collaboration with A Tribe Called Quest that rejects the politics of division. Surrounded by dancers
in headscarves, the musicians brought their thunderous performance to a close with a chant of “resist, resist, resist”. It wasn’t the only political moment in the ceremony, but it was the most incendiary. Earlier Katy Perry, an ardent Hillary Clinton supporter, danced in a white pant suit and wore a “persist” arm band. Presumably this alluded to Elizabeth Warren’s persistence in Congress this week, where she attempted to read a 30-year-old letter by Martin Luther King Jr’s widow, criticising President Trump’s nominee for attorney general. The president of the Recording Academy, Neil Portnow, also called on the President not to cut arts funding, saying Americans are “constantly reminded about the things that divide us”. “What we need so desperately are more reminders
of all that binds us together,” he continued. US singer Joy Villa, however, bucked the trend by whipping off a white gown to reveal a pro-Trump dress. Rock band Twenty One Pilots went trouser-less for their first ever acceptance speech. After winning best group performance for their hit song Stressed Out, singer Tyler Joseph and drummer Josh Dun stood up, dropped their trousers and walked to the podium in their underwear. “This story, it starts in Columbus, Ohio, it was a few years ago and it was before Josh and I were able to make money playing music,” explained Tyler. “I called him up and I said, ‘Hey Josh, want to come over to my rental house and watch the Grammys?’ As we were watching, we noticed every single one of us was in our underwear. “Seriously, Josh said to me... he turned to me and he said, ‘If we ever go to the Grammys, if we ever win a Grammy, we should receive it just like this.’” Adele might have needed a do-over on her tribute to George Michael, but her sombre rendition of Fastlove (arranged by Batman composer Hans Zimmer, we understand) was a mournful masterpiece. Bruno Mars went the other direction, vamping up a cover of Prince’s Let’s Go Crazy to such an extent he seemed possessed by the spirit of the Minneapolis marvel. And The Time -
Prince’s arch-rivals in Purple Rain - showed us how songs the star cast off, such as their hit Jungle Love, could bring a moderately-sized house down. Those weren’t the only stars we lost in 2016 of course, and the memorial montage would have brought a lump to any music fan’s throat. If that wasn’t enough, John Legend and Cynthia Erivo’s tender cover of The Beach Boys’ God Only Knows -which soundtracked the segment - would have finished you off. It’s hard to believe it, but in his lifetime David Bowie only won two Grammys: best music video in 1985 for Jazzin’ For Blue Jean and a lifetime achievement award in 2006. That historical anomaly was corrected last night when the star won all five of the categories he was nominated for, including best alternative album for Blackstar and best rock song for its title track. Recording engineer Kevin Killen, who worked with Bowie on the album, expressed his relief backstage. “It’s kind of startling it’s taken that long for an artist who’s been so magnificent throughout his whole career,” he said. Musician Donny McCaslin, who played on Blackstar, said it was “unfortunate” Bowie had not been nominated for the main prize, album of the year. “Speaking artistically, it was clear he should have been nominated in one if not more of the major categories,” he said.

egadeth picked up the award for Best Metal Performance at the Grammys 2017 last night – but the house band played a Metallica song as they accepted the prize. Dave Mustaine was the original lead guitarist and co-founder of Metallica, before he was fired from the band in 1983 for problems with drugs, alcohol and clashing with the rest of the band. He went on to form Megadeth and much has written about their ‘feud’ ever since. While Metallica tackled technical problems for their performance with Lady Gaga last night, Megadeth picked up the prize for Best Metal Performance for ‘Dystopia’. But as they took to the podium, the house band instead played the ‘Tallica classic ‘Master Of Puppets’. However, Mustaine didn’t seem to mind – playing air guitar along to the track as he took to the stage. It didn’t go unnoticed among viewers and metal fans either: GuitarAnthony@GuitarAnthony So Metallica & Lady
Gaga could barely get through a song & Megadeth wins at #grammys2017 & they play a Metallica song for intro. Pathetic. Ron Zombie-Celentano@RonZombie34 Way to screw Metal over again! Het’s mic not on #GRAMMYS Stoleski. @DarthKiko69 @MissPN005 @Metallica @ladygaga lol and they were playing master of puppets when megadeth won haha james was pissed. Speaking of their supposed ‘feud’, last year Metallica Kirk Hammet said: “Well, you know, the whole thing with Dave is I’ve never, ever, ever had a problem with Dave. “I’ve always seen Dave as someone who was just really, really sad, really angry, really frustrated about his situation with Metallica, and he never could let that go. And, you know, I’ve always shown a lot of empathy for him, understanding that he was just pissed off. It’s the equivalent of the woman of your life leaving you.”

Beware of fake apps this Valentine’s Day
early 59 per cent of people who used online dating services or apps on their mobile devices reported experiencing a security problem, a survey by global leader in cyber security Norton by Symantec has revealed. Every February, users -- both single and couples -- tend to increase their downloads of Valentine’s Day-centric apps -- romance-themed content, horoscope compatibility tests, greetings and games, among others. According to the recently released Norton Mobile Survey, dating-based social networking is rapidly becoming the norm in India with about 38 per cent of consumers admitting to having used online dating apps at some point in their lives. However, these romance-related apps are four to five times more likely to be uninstalled within a month. This offers opportunity to cyber criminals looking to leverage user-interest towards the related offerings. While 64 per cent women reported experiencing security-related problems, 54 per cent men faced security issues, the K

survey said. One should not visit links sent by people that are out of contact for a long time, as scammers can pose as a known member to get people to click on links that usually lead to porn or webcam sites, said the cyber security firm while providing various tips to spot online dating scams. They may also lead to malicious sites that download malware onto your computer. Scammers can also create fake profiles that are run by programmes called bots, clicking on which may lead to either porn or malware that may take credit card information. Further, one should create a username and password that has not been used on any other accounts, as the username can be searched and anything tied to that username can be used to locate people on other social or online platforms, the firm said. Before choosing an online dating site or app, proper research should be done and only reputable and well-known service or paid service should be used.
a La Land has dominated the Baftas, taking five trophies including best film and best actress for Emma Stone. There were also awards for Lion, including best supporting actor for Dev Patel, and Ken Loach’s I, Daniel Blake, which was named outstanding British film at the London ceremony. Patel said the win was “overwhelming”. Casey Affleck was named best actor for Manchester by the Sea and Viola Davis won the best supporting actress prize for Fences. She is also nominated for an Oscar for her role in Fences, based on the August Wilson stage play of the same name. Manchester by the Sea also won the best original screenplay, for the text by its director Kenneth Lonergan. You may well be tired of hearing about La La Land, but its winning streak shows no signs of slowing down. The recognition by Bafta is a good sign for the musical - also starring Ryan Gosling - coming just weeks before the Oscars. It had been nominated for 11 Baftas in all and is in contention for 14 Academy Awards. La La Land
has already smashed the record for the most Golden Globes, winning seven prizes last month. Affleck, who plays a grieving handyman in gritty drama Manchester by the Sea, seemed taken aback by his win, saying: “The room looks very different from here. My heart is beating.” After the awards, he said he had spoken to Meryl Streep backstage about her recent Donald Trump speech. Affleck said: “I told her how much her speech at the Golden Globes meant to all of us and how grateful I was that she did it and kicked in the door a little bit, and said it’s OK to talk about these things and said it doesn’t matter if we are actors, we have been given a microphone and we can speak out. “She said, ‘I think there is hope around the corner’.” Arrival and Nocturnal Animals were nominated for nine Baftas each, but just won one award between them. That went to sci-fi epic Arrival, starring Amy Adams, for best sound - leaving Tom Ford’s latest movie, in which the actress also makes an appearance, empty handed. The Duke and Duch-
ess of Cambridge were guests of honour at the star-studded ceremony, held at London’s Royal Albert Hall. The duke was there as president of Bafta to award the fellowship to veteran actor and comedian Mel Brooks. ‘Out-of-body experience’ Patel, 26, was greeted with a round of applause as he accepted the prize for best supporting actor for family drama Lion, about a man who was adopted as a child and is trying to find his family in India. He is nominated in the same category at the Oscars. The former Skins star initially appeared speechless, saying: “Wow, that just happened”, before describing the win as “so overwhelming”. He stars with Nicole Kidman in Lion, which he

He promised to share the award with Sunny Pawar, the young boy who plays Patel’s character Saroo Brierley as a child. Lion also won the best adapted screenplay. Ken Loach, director of I, Daniel Blake - about the struggles of living in the UK benefits system - condemned the government as he accepted the award for outstanding British film the first of the night to be handed out. Mumbai, Feb 13 (PTI): The Australian cricket squad, led by Steve Smith, landed here today ahead of engaging hosts India in a four-Test series for the Border-Gavaskar Trophy commencing at Pune on February 23. The Aussies reached this metropolis from Dubai where they had a training camp and drove down to a South Mumbai hotel where they will stay till they depart for Pune after playing a warm-up game against India A at the Cricket Club of India’s Brabourne Stadium. The team is scheduled to have its first practice session at the Stadium on February 15. Planning to turn professional with BFI support: Vikas Krishan NEW DELHI, Feb 13 ( P T I ) : Fo r m e r A s i a n Games gold medallist and two-time Olympian boxer Vikas Krishan has revealed that he is planning to turn professional by the end of this year provided the national federation keeps the amateur doors open for him. Speaking to PTI from New Jersey (USA), where he has been training for more than two months, the former World Championships bronze medallist said he has his eyes set on the professional arena. “I have plans to turn professional by the end of this year or the beginning of next year. I want the support of the Boxing Federation of India (BFI). If our BFI President Mr Ajay Singh is okay with the move, I will seriously consider it. The International Boxing Association (AIBA) has already ended the divide b e t we e n a m a t e u r a n d professional,” Vikas said. “I want to compete for the country in amateur events and that is why, I would wait for the national federation’s approval to turn professional. The new federation has been doing a good job of rebuilding boxing and it would be a morale-booster for me if the federation is with me in my decision whenever it

happens,” he added. BFI Secretary General Jay Kowli said the BFI will formulate a policy on dealing with professional boxers by the end of next month. “We have been in touch with him. As of now, there is no policy for professional boxers so we are neither supporting nor stopping anyone from going the professional way. We would thrash out a policy next month and boxers would be free to go professional after registering with us but within the ambit of AIBA rules and regulations,” Kowli said. “As a former boxer, I am all for boxers getting the maximum out of their talent in every arena but as Secretary General of a national federation, I would have to ensure that discipline is maintained,” he added.
Vikas, a for mer youth world champion besides being an Asian Championships silvermedallist, has already been training with professional boxers in the US. “It has helped me immensely. My endurance has improved drastically, which was a weak point of my overall game. I used to struggle to last three rounds but now I can sustain through six or even seven rounds. Sparring with professional boxers has helped me immensely,” he explained. In immediate future, Vikas said he is eyeing selection in the Asian Championships to be held either in June or July later this year. The venue for the event has not yet been finalised.
LOS ANGELES, Feb 13 (Agencies): CoCo Vandeweghe defeated Andrea Petkovic Sunday to deliver the killing blow in a nightmare Fed Cup tie for Germany that had kicked off with a first-day national anthem gaffe. Pe t k ov i c a n d h e r teammates were angered Saturday when an American soloist sang an old version of the German anthem that begins with a stanza considered overtly nationalist - “Deutschland, Deutschland ueber alles”
- a reference to German supremacy. Singing that version is unwelcome in Germany because of its strong links to the Nazi era, with only the third stanza of the old anthem now used. “I have never felt so disrespected in my life,” Petkovic said Saturday. “It was an absolute effrontery and insolence of the very worst kind. Things would get no better for Germany on the court in Maui, Hawaii. Petkovic, a 12-time

Knicks edge past Spurs 94-90
New York Knicks forward Lance Thomas (42) stays with San Antonio Spurs forward Kawhi Leonard (2).
NEW YORK, Feb 13 (Agencies): The New York Knicks’ latest tough week ended on a high note on Sunday as Carmelo Anthony and company shocked the San Antonio Spurs 94-90 at Madison Square Garden. A victor y over the second-best team in the NBA was a welcome change of fortune for the Knicks, who are languishing well out of playoff contention in the Eastern Conference amid tensions between Anthony and club president Phil Jackson and a feud between owner James Dolan and popular ex-Knick Charles Oakley that boiled over in ugly fashion on Wednesday. Anthony said he was doing his best to ignore the noise. Instead, Anthony said, he and his teammates were focused on delivering the kind of consistent performance they’ve had K Y M C
adding he was expected to shake off the injury in time to play Wednesday. On a happier note for the 10 times European champions Welsh forward Gareth Bale took full part in training Monday, looking fresh, sharp and upbeat after three months out with a heel injury. Bale will take no part in Wednesday’s game but could well be back in the starting line up for the February 22 return leg in Naples.
trouble sustaining through four quarters this season. Anthony scored 25 points and pulled down seven rebounds, Derrick Rose added 18 and Kristaps Porzingis contributed 16 with seven rebounds and four blocked shots to help the Knicks end a four-game skid. New York came up big defensively, too, holding the Spurs to a season-low 36.3 percent shooting in the upset. Kawhi Leonard paced the Spurs with 36 points and LaMarcus Aldridge added 15, but veteran point guard Tony Parker missed all three of his field goal attempts and finished with zero points and four assists in 31 minutes on the floor. A jump shot from Leonard cut New York’s lead to 88-86 with 1:43 to play, but Anthony responded with two straight baskets that rebuilt the Knicks’ lead
to 92-86 with 33 seconds remaining and the Spurs wouldn’t get the deficit below four points the rest of the way. In Toronto, Kentavious Caldwell-Pope scored five of his 21 points in the final minute as the Detroit Pistons erased a 16-point fourthquarter deficit to beat the Raptors 102-101. Caldwell-Pope made a 16-foot jumper and followed it with a three-pointer with 13.2 seconds left to give the Pistons a one-point lead To r o n t o ’s D e M a r DeRozan missed a fadeaway jumpshot as time expired. The Raptors, fourth in the Eastern Conference lost for the 10th time in 14 games. Andrew Wiggins scored 27 points and Karl-Anthony Towns contributed 22 as the Minnesota Timberwolves rolled past the injur ydepleted Chicago Bulls 11789 in Minneapolis.
Aguero future unclear: Guardiola
L on d on , F e b 1 3 ( Ag e n c i e s ) : P e p Guardiola has admitted he is uncertain if striker Sergio Aguero will still be at Manchester City after this season. Speculation over the future of Aguero, despite the prolific Argentine’s 18 goals this season, has recurred throughout Guardiola’s first season in charge at the Etihad Stadium. Questions have again been asked in the past fortnight, with the 28-yearold having to make do with a place on the bench while new signing Gabriel Jesus has taken the plaudits. Asked if he feared the striker might leave in the summer ahead of Man City’s match against Bournemouth on Monday, live on Sky Sports, Guardiola said, “At the end of the season I don’t know. I know how difficult it is to find top goalscorers. I would like him to remain, but I don’t know what is going to happen. Even in my career I didn’t know what would happen at the end of the season.” Aguero, who is contracted to 2020, has scored 154 goals for City since joining the club in 2011. Guardiola has repeatedly said Aguero has earned the right to leave the club at a time of his own choosing. When asked why Aguero might feel unsure of his future, Guardiola said, “I don’t think he feels that way. Sergio knows the intention of his manager and the club. I don’t want to sell him, I want him to stay here for a long time until he decides.”
Faridabad, Feb 13 (IANS): Stressing the need for more corporate support to athletes, specially to potential Olympians, Sports Authority of India (SAI) Director General Injeti Srinivas on Monday said such initiatives act as a boost for the promising talents. Inaugurating a Sports Science Centre at the Manav Rachna International University here, Srinivas reiterated the government’s view that sports should be a mainstream subject instead of an extra-urricular activity. “For India to become a powerful nation, we should have a re-look at the sports policy in our country. It is
high time that the private institutions join hands with the government to create infrastructure for the youth,” he said, addressing a gathering here. “On one hand we look at sports as just an extracurricular activity and on the other hand we complain for our failure to win medals in Olympics.” “But sports isn’t all about winning medals. Medals are a feel-good factor. We must take it as a way of life like we treat yoga, which is internationally recognised nowadays,” he added. Multiple Olympian shooters Manavjit Singh Sandhu and Ronjan Sodhi, who are closely associated

with the Sports Centre said such infrastructure will help budding and current athletes save more money and time which they spend to train and recover from injuries abroad. “During our time, we used to travel to Italy to train...even now many of our shooters train in many foreign countries. Now we have all the same Italian technology at our doorsteps. So in that sense, not only the young shooters but all other athletes can take advantage of the facilities here,” Ronjan Sodhi told IANS. Commenting on the new centre, Manav Rachna University Vice President Amit Bhalla said: “This is a
state of the art facility and we are reaching out to the Sports Federations so that they can utilise this platform for their teams and grassroot players.” “ We h av e e x p e r t physio’s and trainers and mental coaches who will be working closely to give the best support to any athlete in this country,” he added. Shedding light on his ambitions of opening a sports university, Bhalla said: “This institute can be the key centre for mainline athletes as well as for grassroot players who can not only identify, work and detect the injuries, posters that is wrong in their actions.”

Zlatan Ibrahimovic
L on d on , Feb 1 3 ( Ag e n c i e s ) : Manchester United striker Zlatan Ibrahimovic has yet to commit his future to the Premier League club despite the Swede saying he has fulfilled the requirements needed to extend his contract. The 35-year-old has silenced critics who suggested he may struggle to adapt to the pace and intensity of the English game, scoring 20 goals since moving to Old Trafford from Paris St Germain on a free transfer in July. Manager Jose Mourinho said in November that United planned to exercise their option to ex t e n d I b r a h i m ov i c ’s contract, which runs out at the end of the current campaign, for a second season. “Something like that. I have to score 100 goals,” Ibrahimovic told British media when asked if he has triggered the extension clause with goals and appearances.
“The option is already fulfilled. But there’s nothing done yet. From my side. We’ll wait and see. Let’s see what happens.” Despite sitting sixth in the league, 12 points behind leaders Chelsea after 25 games, Ibrahimovic believes Manchester United are well placed to pick up silverware in other competitions. United face Southampton in the League Cup final on Feb. 26 and are still involved in the Europa League and the FA Cup. “We have one (the Community Shield) and we can get our second one (the League Cup),” the charismatic Swede added. “We are still in the Europa League and FA Cup, so if we don’t become champions in the Premier League, at least we can try and win two or three trophies.” United host French side St Etienne in the first leg of their roundof-32 Europa League clash on Thursday.

MONTPELLIER, Feb 13 (Agencies): Highlytouted German teenager Alexander Zverev defeated home favourite Richard Gasquet 7-6 (7/4), 6-3 in Montpellier on Sunday to land his second career ATP title. Third seed Gasquet had lifted the trophy in Montpellier the past two years but was denied a third title in a row by 19-year-old Zverev. The world number 21, who will partner older brother Mischa in the doubles final, reached the third round of last month’s Australian Open before losing to eventual finalist Rafael Nadal in a five-set epic.
Fed Cup singles winner, lost to Alison Riske 7-6 (12/10), 6-2 in Saturday’s only completed match. The US women took a 2-0 lead in the best-of-five tie when Julia Georges, who was in tears after the anthem error, retired Sunday with a knee injury in a rain-disrupted match with Vandeweghe leading 6-3, 3-1. Georges was hur t slipping on a rain-slicked baseline on the last point played Saturday. Petkovic was up again
on Sunday with the tie on the line, taking on shock Australian Open semifinalist Vandeweghe. Petkovic broke Vandeweghe in three of her first four service games to take the first set 6-3, and was up 4-2 in the second when the American took a medical timeout for heat illness. From there it was all Vandeweghe - she won the next 10 games to win the match 3-6, 6-4, 6-0 and put the United States into a semi-final tie in April with defending champions the Czech Republic, who beat Spain 3-2. Petkovic, irked by an extended break allotted to Vandeweghe at the end of the second set, couldn’t regain her focus. She finished with 11 double faults, including two in the final game of the match. She was then left to stand and watch as Vandeweghe celebrated with her teammates before belatedly shaking hands with her foe. Even a meaningless doubles rubber played after the tie was decided was a disaster for Germany, as Laura Siegemund and Carina Witthoeft retired while trailing Bethanie MattekSands and Shelby Rogers 4-1 because of Siegemund’s left arm injury.

departed in the third over of the day after adding just a single to his overnight score of 21. Left-ar mer Jadeja made the breakthrough when he landed the ball in the rough created by the bowlers’ footmarks and it spun and jumped to hit Shakib’s glove, leaving Cheteshwar Pujara to complete a simple catch at short leg. First-innings centurion Mushfiqur and Mahmudullah then launched a mini-revival with a 56-run fifth-wicket partnership that frustrated the world’s number one ranked Test side. India skipper Virat
Kohli raised a few eyebrows by keeping spin spearhead Ashwin out of the attack until the 18th over of the day but when the world’s top-ranked bowler was finally deployed, he needed just four deliveries to break the stand. Mushfiqur made the mistake of looking to attack the off-spinner early in his spell but the Bangladesh skipper only succeeded in mistiming a shot towards mid-off, where Jadeja held on to a routine catch to dismiss the batsman for 23. Mahmudullah showed more patience during his knock of 64, his 13th Test half-century,
and kept Bangladesh’s hopes of a draw alive by sharing a 51-run stand with Sabbir Rahman for the sixth wicket. Those hopes were dashed after lunch though, when both batsmen were snapped up by Ishant Sharma during an inspired spell of fast bowling, Sabbir falling leg before for 22 and Mahmudullah caught at fine leg attempting a pull shot. Mehedi Hasan, who scored his maiden Test fifty in the first innings, and Kamrul Islam Rabbi defied India for a further 14 overs before the former became Jadeja’s third wicket of the innings as India closed in for the kill. Jadeja then dismissed Taijul Islam to put India on the brink of their fifth consecutive Test triumph a n d t h e v i c t o r y wa s confirmed when Taskin Ahmed fell leg before to Ashwin after Kohli plumped for a review in a confusing passage of play. Brief scores: India 687 for 6 dec. (Kohli 204, Vijay 108, Saha 106*, Taijul 3-156) and 159 for 4 dec. Karachi, Feb 13 (PTI): Pakistan Cricket Board Chairman Shaharyar Khan disclosed that the PCB had incurred losses amounting to USD 200 million because of the Indian team not playing bilateral cricket series in Pakistan. “I informed the BCCI representative at the International Cricket Council (ICC) meeting recently that PCB had incurred losses of around USD 200 million because of India’s refusal to play us and these losses were mounting as the BCCI was not even honouring a legal agreement to play bilateral series between 2015 and 2023,” he said. Khan said that Pakistan was now awaiting the confirmation of the new draft constitution of the ICC, which is expected to be approved in April, to start legal process against the BCCI. “The new draft constitution has a clause for a disputes resolution committee and once the constitution is final we intend to take our case against the BCCI first to this committee,” he told reporters in Lahore. Khan said the BCCI representative had told him in the ICC meeting that the Indian Board was willing to play with Pakistan but
Shaharyar Khan
could not do this without first getting government clearance. Khan said the BCCI official had said that because of government non clearance they saw the MoU not applicable as ‘Force Majeure’. “I told him that they should have thought about their government before signing the MoU which is a legal agreement as per our lawyers,” he said. “I told him that India had denied us two home series the losses of which were around USD 200 million,” Khan added. India has not played any bilateral cricket with Pakistan since 2007 although in the winter of 2012/13, Pakistan made a shor t goodwill tour to India to play a couple of limited over games. India, which plays Pakistan in ICC and Asian Cricket Council events, last toured Pakistan in 2015/16 for a full Test series.
The PCB chief also said that even after the termination of the ‘Big Three’ system of governance and financial model, India would end up getting the biggest share from ICC earnings. “Even under the new draft constitution India gets around 16 percent share of all ICC earnings which is higher compared to other boards. Under the Big Three formula India, Australia and England were taking home more than 50 percent of the revenues with other boards getting far less,” Khan said. “It was not an equitable system of revenue distribution and we only agreed to it because India agreed to sign the MoU and play six bilateral series with us which would have allowed us to get financially stronger.” Khan said while Pakistan led the move to end the ‘Big Three’ governance system and got 10 votes in support, India as expected opposed the move. “Their representatives appointed by the Lodha Committee asked for the matter to be deferred to the next ICC meeting in April, but we pushed through the draft constitution which should be ratified in April after all Boards give their views on it and enforced by June,” he said.
Hyderabad, Feb 13 (Agencies): Spinners Ravichandran Ashwin a n d R av i n d r a Ja d e j a picked up four wickets apiece to lead India to a comprehensive 208-run win over Bangladesh on the fifth day of their oneoff Test at Hyderabad on Monday. Bangladesh, chasing an improbable victory target of 459 in their second innings, were dismissed for 250 late in an extended second session as India stretched their unbeaten run to 19 Test matches. Bangladesh, ranked ninth among 10 testplaying nations, did well to bat for more than 100 overs
in both innings given the struggles teams like South Africa, New Zealand and England faced recently while touring India. “It’s quite tough out there because their bowlers have a lot of variety, not only the spin department but the quicks also,” visiting captain Mushfiqur Rahim told reporters. “It was a learning curve for us to play against the number one team. Hopefully we learn from this and come up with better performance.” Playing their maiden Test in India, Bangladesh, who resumed on 103/3, suffered an early blow when Shakib Al Hasan

Dimitrov dug deep into his reserves to break again and conclude the final after his fourth championship point. He promptly collapsed to his knees, burst into tears and kissed the court. “Without you (the Bulgarian fans), I could never win this tournament,” Dimitrov said in a courtside interview. The 29-year-old Scot topped the rankings for first time in his career on November 7 and has kept the lead since. The ATP rankings came with no changes this week as Novak Djokovic came in second with 9,825 points, followed by Swiss Stan Wawrinka. Danny Drinkwater sticks a foot in to tackle Leroy Fer as the Swansea midfielder roams towards the Leicester goal on Sunday.
S WANSEA , F e b 1 3 (Agencies): Defenders Alfie Mawson and Martin Olsson gave Swansea City a 2-0 win over Leicester City on Sunday that nudged the flatlining Premier League champions closer to the relegation zone. Mawson and Olsson netted crisp strikes prior to half-time at the Liberty Stadium to give Swansea manager Paul Clement a fourth win in six games since he succeeded the sacked Bob Bradley. Swansea’s victory, their 100th in the top flight, took them four points clear of the bottom three and left Claudio Ranieri’s Leicester just one point and one position clear
of danger in 17th place. The extraordinary feats of last season have been replaced by history of a different kind as Leicester became the first reigning champions to lose five successive top-flight games since Chelsea in 1956. They also became the first team to go six games without scoring at the start of a calendar year in the English top tier since Stoke City in 1985. Brought back down to earth after their mid-week FA Cup win at Derby County, Leicester could scarcely be in a more sorry state as their Champions League last 16 tie with Sevilla looms on the horizon. Clement
made one change, bringing Nathan Dyer in for Wayne Routledge, but was forced to reverse the switch after Dyer’s reunion with his old club was curtailed by an ankle injury sustained in the fifth minute. With the big guns restored to the Leicester line-up after their 3-1 win over local rivals Derby, the visitors looked to assert themselves. But blocked shots from Wilfred Ndidi, Jamie Vardy and Riyad Mahrez were all they had to show for their early endeavours and as the first half wore on, Swansea established control. After Routledge had seen a volley parried by Kasper Schmeichel and
Gylfi Sigurdsson had drilled a shot wide with his left foot from outside the box, the home side took a 36thminute lead. Robert Huth could only help Sigurdsson’s free-kick towards the back post, where it was nodded back into the danger zone by Federico Fernandez, and Mawson lashed a vicious volley past Schmeichel. Swansea landed another blow in first-half stoppage time after a slick one-touch move involving Tom Carroll, Fer nando Llorente and Sigurdsson. The latter’s throughball freed Olsson, who drove into the box from wide on the left before battering a shot between Schmeichel and his near post. Ranieri made a double change at half-time, sending on Ben Chilwell and Islam Slimani for Christian Fuchs and Marc Albrighton. Slimani came closest to bringing Leicester back into the game, first seeing a shot blocked by Lukasz Fabianski from Mahrez’s deft pass and then just failing to get a touch on Mahrez’s rightwing cross. But Leicester’s problems in front of goal were destined to continue, a wild shot from Vardy drawing derisive hoots from the Swansea fans and summing up the champions’ sorry predicament.
London, Feb 13 (IANS): Arsenal’s football club’s record signing Mesut Ozil is not playing his A-game, as per chief coach Arsene Wenger as they prepare to face Bayern Munich in the first leg of the Champions League pre-quarterfinals on Wednesday. “It’s time for him to score again. Maybe he will find confidence back as well, because he misses chances. He has chances and he misses the chances that don’t look not feasible for him,” Wenger was quoted as saying by ESPNFC on Sunday. “I felt he did not feel confident (against Hull). It’s always a problem because you think he can deliver something special but it’s true that technically he missed things that he is not used to.” The Germany playmaker has endured a lean patch, having not scored since the win over Stoke on December 10. “I don’t know -- it can happen,” Wenger said, when asked if he knew why Ozil had been underperforming. “I don’t know any specific reason.” Arsenal returned to winning ways with victory over Hull City and now Wenger is looking forward to the prospect of coming up against Bayern.

He scored the first of his eleven Test centuries at Headingley in May 2013 and currently has a total of 4,594 Test runs at an average of 52.80, placing him third in the ICC rankings for Test batsmen. Root will take charge
for the first time against South Africa at Lord’s in July. “It is a huge honour to be given the England Test captaincy. I feel privileged, humbled and very excited,” said the 26-year-old, who has been named 80th Test team captain of England. “We have a very good group of players and I’m looking forward to leading them out in the summer, building on Alastair’s achievements and making the most of our talents in the years ahead. “The senior guys in the changing room play a very influential role and whilst there’s a natural progression for me it’s a huge support to know that they are there to help and advise.”

M ANI L A , F e b 1 3 (Agencies): Manny Pacquiao on Monday asked his legions of Twitter followers to choose his opponent after announcing his next world title defence will be in the United Arab Emirates. “See you in UAE for my next fight. # Te a m Pa c q u i a o ” t h e WBO world welterweight champion tweeted, appearing to scupper reports that he would next fight Australia’s Jeff Horn in Brisbane in April. Pacquiao then posted a poll on his official Twitter feed asking his 108,000 followers to choose either Horn, Terence Crawford, Amir Khan or Kell Brook
as his next opponent in the UAE. The poll had received more than 10,000 votes by Monday morning. A spokesman for Pacquiao told AFP he was due to meet his manager M i c h a e l Ko n c z l a t e r Monday and a statement about his next fight would be issued. Pacquiao’s promoter Bob Arum had been widely quoted last month in international media as saying that the boxing icon would be getting into the ring with the unbeaten Australian Horn in April and the Queensland tourism minister said they were in negotiations to host the bout. But Pacquiao, 38,
posted on his social media accounts that he would be fighting instead in the Middle East and seemed to indicate that while his opponent could still be Horn it could also be one of three other worldclass boxers -- American Crawford or Britons Khan or Brook. Repor ts of a bout between Pacquiao and Horn had begun circulating last month but the Filipino southpaw said contracts had not been signed. “ We a r e s t i l l negotiating about that. Nothing is really final, the date, who is the opponent. There are a lot of offers from other countries,” Pacquiao said last month.
