KOHIMA, FEB 12 (NPN): State home department has issued an alert against novel corona virus by directing deputy commissioners of districts bordering Myanmar to take immediate steps in sealing the international frontier as part of an overall preventive initiative against spread and transmission of the deadly virus. The notification was issued by deputy secretary Hatneikim Kipgen. Novel corona virus has claimed over 1,000 lives in China while several thousand confirmed cases have been reported. The health and family welfare (H&FW) department has also directed all its officers and staff to remain in their places of posting till further notice. H&FW principal director Vizolie Z Suokhrie said this in an order issued on Wednesday. Speaking to Nagaland Post, H&FW deputy director and spokesperson on corona virus Dr Nyan Kikon said from January 30 till date, 74 persons had returned from China and other affected countries. DIMAPUR, FEB 12 (NPN): Yimchungrü Tribal Council (YTC) has resolved that no individuals should canvas or promote political agendas for the forthcoming by-poll to 60 Pungro-Kiphire A/C before the poll date announcement by Election Commission. In a press release, YTC general secretary Laji Luyanba said that the resolution was adopted at an emergency held at Nagaland House, Delhi attended by YTC officials, executives and advisors. It has directed all the frontal leaders under YTC and GBs and Councils not to involve in politics. Failure to abide by its directive, YTC cautioned that the necessary action would be taken against the defaulters as deemed fit.
WSH supports NTUCT DIMAPUR, FEB 12 (NPN): Western Sumi Hoho has expressed solidarity with the Naga Tribal Union Chümoukedima Town (NTUCT) over the latter’s resolve to prevent training of about 1,200 fresh police recruits at Chümoukedima town. WSH said it supported recruiting of unemployed youth, but demanded that an open recruitment system “through the system of right procedure and a transparent system be judiciously implemented at the earliest for the sake of posterity.”

As per World Health Organisation, there have been 45,125 novel corona virus cases, of which 4,781 have recovered, and 1,115 deaths till 6 am on Wednesday, while three cases have been detected in India in India (Kerala) with no death.
nCoV renamed as ‘COVID-19’ by WHO
GENEVA, FEB 11 (PTI): The new coronavirus that has killed over 1,000 people in China and sickened more than 43,000 others globally has been named ‘COVID-19’, the World Health Organisation said on Tuesday. “We had to find a name that did not refer to a geographical location, an animal, an individual or group of people, and which is also pronounceable and related to the disease,” WHO Director-General Tedros Adhanom Ghebreyesus was quoted by the official Chinese media as saying at a media conference in Geneva on Tuesday. The CO stands for corona, the VI for virus and the D for disease, Tedros Adhanom Ghebreyesus, director-general of WHO, announced Tuesday at a news conference at the agency’s headquarters in Geneva. The death toll from the virus in China on Monday rose to 1,017 with confirmed cases totalling to 42,708, Chinese health officials said on Monday.

DIMAPUR, FEB 12 (NPN): Joint Legislators’ Forum (JLF) on Naga Political Issue has decided to constitute a core committee for reaching a negotiated political settlement early. In this regard a nominating committee has been formed with NLA speaker and JLF chairman Sharingain Longkumer, leader of opposition TR Zeliang, parliamentary affairs minister Neiba Kronu and H&FW minister S Pangnyu Phom as members. The committee has been entrusted to form the core committee comprising legislators cutting across party affiliations to urge the Centre and all stakeholders to reach an early settlement of the Naga political issue. This followed a consultative meeting of JLF held under the chairmanship of NLA Speaker at the conference hall of Assembly Secretariat in Kohima Wednesday. LPG price hiked; Oppn demands roll back
NEW DELHI, FEB 12 (PTI): Cooking gas LPG price on Wednesday was hiked by a steep Rs 144.5 per cylinder due to spurt in benchmark global rates of the fuel. But to insulate domestic users, the government almost doubled the subsidy it provides on the fuel to keep per cylinder outgo almost unchanged. LPG price was increased to Rs 858.50 per 14.2 kg cylinder from Rs 714 previously, according to a price notification of stateowned oil firms. This is the steepest hike in rates since January 2014. Domestic LPG users, who are entitled to buy 12 bottles of 14.2-kg each at subsidised rates in a year, will get more subsidy. The government subsidy payout to domestic users has been increased from Rs 153.86 per cylinder to Rs 291.48, industry officials said. For PMUY beneficiaries, the subsidy has increased from Rs 174.86 to Rs 312.48 per cylinder. The protest was attended by Nagaland University Teachers’ Association (NUTA) members, research scholars’ forum, student representatives and others. Speaking at the event, CEC NUTA president Prof.
Rosemary Dzüvichu expressed serious concern over the attacks on teachers and students during the past months at various universities. Dzüvichu said CAA was highly undemocratic and against the secular fabric of the country. Prof. Dzüvichu said it was time for the central government to listen to the voice of the citizens and change the policy and revoke the CAA. Maintaining that every citizen should be able to exercise their fundamental rights guaranteed by the constitution, CEC NUTA president remarked that if the government did not respect the constitution then

DIMAPUR, FEB 12 (NPN): T Tali, former minister of Nagaland, passed away in Dimapur on Wednesday after a brief illness. He was 77. He is survived by his wife, three daughters, son, son in-law, two granddaughters, three brothers and three sisters. Family sources said send-off ser vice would be held at his private residence, House No. 33 next to East Dimapur Ao Baptist Church, Purana Bazaar on February 13, 2020 at 8am and funeral service would be held on February 14, 2020 at Kangtsung Village, Mokokchung. Late T Tali first became an MLA in 1977 and was elected five times from 21 Tuli constituency and served as minister for two consecutive terms before his retirement from active politics in 2008. Leaders from across the political spectrum led by state chief minister Neiphiu Rio have mourned the demise of former minister.

In a condolence message, chief minister said late Tali was a committed student leader, a sincere government servant and later joined politics and went on to become a minister in the government of Nagaland. Describing late Tali as “a fine gentleman with a soft spoken personality”, the chief minister said he made friends across the spectrum. CTAMK flays malpractice in recruitment
DIMAPUR, FEB 12 (NPN): The executive body of Chumoukedima Town Angamimia Mechü Krotho (CTAMK) along with its affiliating units– Chumoukedima Town Mothers’ Association, Chumoukedima Town Youth Organisation and Chumoukedima Students’ Union – held an emergency meeting Wednesday over appointment of about 1,200 police personnel as against only 208 posts advertised and recruited through open recruitment rallies on November 15, 16 and 18, 2019. Condemning such act of nepotism and unfair practice in Naga Christian society, the meeting decided to oppose the malpractice until and unless corrective measures were taken. It also requested the public and NGOs to come forward and join hands to fight against such malpractice in government establishment even as thousands of educated Naga youth were seeking employment to earn their livelihood. This was stated in a press release by CTAMK president Zeneilie Angami and general secretary T Kedorü Kuotsu.
JCPI reiterates demand for one cut-off date
DIMAPUR, FEB 12 (NPN): Joint Committee on Prevention of Illegal Immigrants (JCPI) has reiterated its demand that there should be only one cut-off date of December 1, 1963 for enforcement of ILP in the State, including Dimapur, which was “non-negotiable”. JCPI demanded that the government get into the practical aspect of implementing ILP with proper standard operating procedures backed by clear-cut official notifications. Renowned Latvian music director, Janis Ozols conducted the choir comprising of singers from Patkai Christian College (Autonomous), Hope Centre for Excellence, Kuda Village Baptist Church in front of a full house. Ambassador Bertulis’s wife-- Esmeralda Bertulis who is also a professional singer and a pianist along with Laura Jukabsone, a composer, artistic director of vocal group Latvian Voice joined the choir.

talents. Most importantly, Esmeralda and Janis said they were more impressed by the tenor, adding it is like a gold mine to find good tenor singers. However, in order to hone the singing skills, such upcoming singers needed thorough guidance and the grit, they added.
While admitting that there was huge potential amongst the Nagas, they reiterated that to become a real professional singer one has to undergo a lot of hard work. Some of the singers can make it big, provided they commit themselves to be trained and work hard, they added.

DIMAPUR: Naga Council Dimapur (NCD) on February 11 held an emergency meeting on February 11 with regard to the construction and development of the new Naga Cemetery at Zani village area. A press release by NCD general secretary, Thsapongkyu Sangtam stated that during the meeting, a power-point presentation on the burial architectural design and model was presented by Chubakumla Pongen. It said the councillors, present at the meeting, unanimously approved the model of uniform burial design. The release also informed that decision to extend the tenure of present councillors till May 31, 2020 so as oversee the completion of the new Naga Cemetery project was taken during the meeting. The project is due to be completed within three months time. Earlier, the meeting started with a welcome address by NCD president, T. Bangerloba and invocation by senior councillor, Mikha Lomi.

GUWAHATI/NEW DELHI, FEB 12 (PTI): A day after the NRC authority accepted non-renewal of its contract with Wipro on time as the cause for all data vanishing from official website, an RTI application was filed on Wednesday with the National Informatics Centre, seeking details of the pact with the IT firm. Though NRC authority denied any wrong doing in all data going offline and put the blame of non-timely renewal to the earlier NRC State Coordinator Prateek Hajela, opposition Congress has alleged it as “malafide” and “deliberate” action. While the Centre assured all that the data is safe and termed the data going offline as “technical issues”, IT service provider Wipro said authorities concerned did not renew the services contract for the project after it expired. Social media went berserk after the news broke with netizens strongly criticising the NRC Authority’s “negligence” in handling the sensitive data, which contained the list of exclusion and inclusion of bonafide Indian citizens and were uploaded on its official website ‘www.nrcas-

Senior journalist-cumRTI activist Saket Gokhale filed an RTI application to the NIC, the IT wing of the government, and made it public through his twitter account. He sought a copy of the contract with Wipro regarding online hosting and storage of the official NRC list of Assam. “Please provide name and details of the company used for cloud storage of the Assam NRC list along
with the contract signed with it thereof,” the RTI requested. Gokhale also sought all the relevant files pertaining to the contract renewal along with all official correspondence with Wipro and the cloud storage company. In a separate tweet, the RTI activist questioned the NRC Authority’s decision to host the mammoth data on a private cloud service when the government has its own such platform. “What’s even more murkier is that govt-owned
NIC has its own cloud service called Meghraj. Why the hell was the Assam NRC data stored on the Amazon AWS cloud when a domestic govt- owned option was freely available?” Gokhale tweeted. He shared a screenshot from Wipro’s official website that talks about putting in place a “state-ofthe-art fluid data center at Guwahati”. He questioned on the micro blogging site: “How on earth, then, did this data get on to a cloud service where it went offline? Who
authorized this - the NIC or the Assam Govt.?” Meanwhile, a spokesperson of the Union Home Ministry on Wednesday clarified that the NRC data in Assam is safe even though some technical issues were visible and that will be resolved soon. Reacting to the development, IT major Wipro said: “The IT Services Contract was not renewed by the authorities upon its expiry in October, 2019. However, as a gesture of goodwill, Wipro continued to pay the hosting service fee until January- end, 2020.” Talking exclusively to PTI, NRC State Coordinator Hitesh Dev Sarma accepted that the data have been made offline, but refuted the allegation of any “malafide” intent in it. “...this was not renewed by the earlier Coordinator. So, the data got offline from December 15 after it was suspended by Wipro. I assumed charge on December 24,” Sarma said. He also informed that the state coordination committee has discussed the issue in its meeting on January 30 and wrote to the Wipro during the first week of February.

A conglomerate of organizations under the banner of Confederation of Meghalaya Social Organizations (CoMSO) on Wednesday launched its agitation “Direct Action” to mount pressure on the government to implement its own ILP as well as assist the state police manning the anti-infiltration gates

The mission was launched on January 18 last year with an objective to give a facelift to government schools by developing modern infrastructure and deputing adequate manpower to enhance enrolment. In the first phase of the mission, one government school each in all the 60 Assembly constituencies of the state were selected for upgradation as model schools. All these schools would be run and developed in a uniform pattern. The schools where the ambitious mission was inaugurated today were:
Moirangpurel High School and Heingang High School in Imphal East district and Singjamei Chingamakha High School, Praja High School, Lamshang and SK Ideal High School, Ngairangbam in Imphal West district. The chief minister briefly visited all these schools one after another and inaugurated the mission in the presence of huge number of locals before the main inauguration function held at SK Ideal High School, Ngairangbam. Addressing the occasion, Singh informed that adequate fund for the mission has been included in the state budget. A sum of Rs 43 crores had been earmarked in the revised estimate (RE) 2019-20 and another Rs 25 crores in the budget estimate 2020-21, he said. The chief minister claimed that since the launching of the mission, there has been a steep increase in the enrolment
of students in government schools. He informed that under the mission, two schools located in Kasom in Kamjong district and Chandel in Chandel district would also be inaugurated soon. The chief minister maintained that monthly review meeting would be held to track progress and identify needs of the schools run under the mission. After the inauguration of 60 schools in each constituency of the state in the first phase, another 60 schools would also be identified soon for the next phase. In his address, Singh also emphasised on the need to change the education pattern of the state so that children can be nurtured in a manner to make them responsible citizens and job creators rather than producing students who aspire to seek only government jobs.

GUWAHATI, FEB 12 ( AGENCIES): The Assam government will soon bring in a law to convert all government-run madrassas and Sanskrit tols (ashrams where Sanskrit is taught) into high schools and higher secondary schools, said Assam education minister Himanta Biswa Sarma on Wednesday, reports India Today. Sarma said this process would be completed in the next two months. “These madrassas will function within a regulatory
framework. We are bringing a law where government-run madrassas have to function under a regulatory framework and disclose the number of students enrolled. They will have to compulsorily teach general subjects along with religious one,” Himanta Biswa Sarma said. Explaining the rationale for this, Himanta Biswa Sarma said, “Since the state is a secular institution, it can’t fund religious teaching.”

Pondy adopts resolution against CAA, NPR and NRC

BJP legislators staged a walk out after registering their objection to the tabling of the resolution. As soon as Narayansamy started reading out the contents of the resolution, BJP members V Saminathan, K G Shankar and S Selvaganapthy were up on their feet and objected to the moving of the resolution. They were heard saying the resolution was a “murder of democracy” and “violation of constitutional provisions.” They later trooped out of the House and did not return for the rest of the session. The resolution urged the Centre to withdraw the CAA as it was “totally opposed to the principles of secularism.” It was passed after the Chief Minister, his cabinet colleagues and legislators belonging to the Congress and its ally the DMK spoke on the resolution. NEW DELHI, FEB 12 (IANS): Observing that any condemned convict is entitled to avail legal aid till his last breath, a Delhi court on Wednesday gave a deathrow convict in Nirbhaya rape and murder case liberty to choose his own counsel after his lawyer refused to represent him in the matter. During the hearing on issuance of fresh death warrant, Advocate A.P. Singh apprised the court that he no longer represents convict Pawan Gupta in the case. The case pertains to the gang-rape and murder of a 23-year-old girl in the national capital in December 2012. Out of the four convicts, Pawan is the only one who has not yet availed of the remedy of either curative or mercy petitions, which will be the last judicial and constitutional resort available to him. Victim’s parents and the Delhi government had moved the application on Tuesday demanding a new date for their hanging but in view of the fresh turn of events, Additional Sessions Judge Dharmendra Rana adjourned the matter till Thursday. “Let the justice be done even though heaven falls. The court reserves an opinion that any condemned convict is entitled legal aid till his last breath,” the judge stated. He gave Pawan the “liberty to choose” his counsel from the list of empanelled advocates of the Delhi State Legal Service Authority.
“Granting the prayer made into the application without hearing the counsel of convict would render further hearing in the matter as ornamental and superfluous,” the court observed. The matter will now be heard on February 13 at 3 p.m. The court further observed that adequate time should be given to Pawan to choose his counsel and also to the lawyer to study the case. “In order to avoid any delay, A.P. Singh must provide the file of convict Pawan so that the learned counsel to be assigned to him is in a position to represent him in the court tomorrow,” Judge Dharmendra Rana said. During the course of proceedings, lawyers representing Nirbhaya’s family, said that the convicts are adopting “all kinds of delay tactics to aviod execution of death warrant”. It was further argued that the move was another ploy to derail the proceedings. Nirbhaya’s mother, Asha Devi, broke down in the courtroom and pleaded with folded hands in front of the judge saying she has been seeking a date of hanging of the four convicts for years now. Speaking to IANS, A.P. Singh said that he dropped Pawan from the case as “he is not doing any charity”. “I am a professional lawyer and till the time my finances are cleared, I have no problem,” he said.
NEW DELHI, FEB 12 (PTI): A day after the party’s rout in Delhi elections, the knives are out in the Congress with leaders blaming each other and raising questions on whether the party has outsourced the task of defeating the BJP to others. AICC Delhi in-charge PC Chacko sought to put the blame of the party’s decline on late Chief Minister Sheila Dikshit, saying the party started losing ground in 2013. Dikshit was chief minister of Delhi at the time. “The party’s downfall started since 2013. The party lost in all subsequent elections thereafter and the new outfit AAP took away all the Congress votebank,” he said without naming Dikshit. With par ty leader Milind Deora slamming him for his remarks, Chacko said he did not name Sheila Dikshit and his remarks were being wrongly interpreted to run a campaign against him. “I did not name Sheila ji, who did good governance and ensured all-round development of Delhi during the 15-year Congress rule,” he told PTI. The party’s poor performance has triggered a blame game within the party, with Congress leader Sharmishtha Mukherjee taking on senior party leader P Chidambaram, who had welcomed the AAP win as “defeat of bluff and bluster”. She asked the

former minister if the state Congress units should shut shop in case the party had decided that others will take on the BJP across states. “With due respect sir, just want to know- has Congress outsourced the task of defeating BJP to state parties? If not, then why are we gloating over AAP victory rather than being concerned about our drubbing? And if ‘yes’, then we (PCCs) might as well close shop!“ asked Mukherjee. Sharmishtha is daughter of former President Pranab Mukherjee, who has been a Congress leader all his life. The Congress drew a blank for the second time in Delhi elections and its vote share plummeted to 4.26 per cent from 9.7 per cent in 2015. Deora slammed Chacko for his remarks saying, “Sheila Dikshit ji was a remarkable politician and administrator. During her tenure as chief minister, Delhi was transformed and Congress was stronger than ever. Unfortunate to see
her being blamed after her death. She dedicated her life to Congress and the people of Delhi.” Dikshit’s former aide Pawan Khera said, “Just a data point. In 2013, when we lost, Congress vote share in Delhi was 24.55 pc. Sheila ji was not involved in 2015, when the vote share slipped to 9.7 pc. In 2019, when she was back in charge, the vote share came up to 22.46 pc.” Congress leader Shashi Tharoor posted an Urdu couplet on Twitter saying, one is taking pride in someone else’s victory, even in the party’s defeat. “The Delhi results are disappointing for Congress but there are consolations: the BJP’s divisive politics has been repudiated with their rout; AAP’s development message is what has prevailed over identity politics; and 8 months after sweeping the LS polls the winners have been rebuked,” Tharoor said in another tweet. Chidambaram, the former finance minister, had welcomed the AAP victory in Delhi polls, saying, “AAP won, bluff and bluster lost. The people of Delhi, who are from all parts of India, have defeated the polarising, divisive and dangerous agenda of the BJP. I salute the people of Delhi who have set an example to other states that will hold their elections in 2021 and 2022.”

NEW DELHI, FEB 12 (PTI): Chief Election Commissioner Sunil Arora on Wednesday asserted that the electronic voting machines cannot be tampered with and that there was no question of going back to ballot paper. He also said that the Commission would engage with political parties in coming days on various electoral reforms and the model code. Addressing the ‘Times Now Summit’, the CEC lamented that day-to-day dialogue is becoming “more coarse “ and it should be “avoided”. He said EVMs can malfunction like a car or a pen but they cannot be tampered with, adding the machines are in use for 20 years now and there was no question of returning to the ballot paper. Various courts, including the Supreme Court, have upheld the use of the machines to cast votes, he pointed out. Responding to a question on holding Lok Sabha and assembly elections simultaneously, Arora said the call on the subject has to be taken at the political level. Once a decision is take, the Commission can only facilitate its implementation. He also informed that his colleagues in the EC are collaborating with IITMadras to set up a “block chain” system where, say a person from Rajasthan working in Chennai can vote for elections in Rajasthan while remaining in the Tamil Nadu capital.

PUDUCHERRY, FEB 12 (PTI): The Congress-ruled Puducherry on Wednesday adopted an Assembly resolution against the controversial amended Citizenship Act, becoming the first union territory in the country to say no to the law. Earlier, states including Kerala and West Bengal, whose Chief Ministers Pinarayi Vijayan and Mamata Banerjee, respectively, are at the forefront of antiCAA movements, had adopted Assembly resolutions against the Act. Amidst an opposition boycott, the one-day special session of the territorial Assembly adopted the resolution tabled by Chief Minister V Narayanasamy. It also registered strong protest against the National Register of Citizens and National Population Register. Members of the opposition AINRC and AIADMK boycotted the session while the three nominated
undhu said the resolution was “adopted unanimously.” The resolution stated that the CAA had caused “pain and chaos” among the people at large in the country. The enactment of the legislation in the Parliament had created “peaceful agitations across the country,” it added. The CAA was shattering to pieces the principles of secularism which is the basis of the constitution, it said. Claiming that there was a hidden agenda in the CAA as the Muslims were ignored, it said the law was “totally injurious” to the great sacrifices made by Mahatma Gandhi for protection of secularism. The resolution alleged that certain forces were trying to introduce religious sentiments by forgetting the path shown by the first Indian Prime Minister, the late Jawaharlal Nehru. “If there was any space available for the divisive forces it would only mean that a historic blunder would be committed, hitting the cardinal principles of secularism (and) the great sacrifices made by martyrs and freedom fighters of the country.” The resolution also expressed disappointment over the CAA not including the Sri Lankan Tamils, staying at various places and in refugee camps in the neighbouring Tamil Nadu, for Indian citizenship.

ven before the last vote was cast at the Delhi assembly election 2020, the mood in the national capital was high and expectant during the highly vitriolic campaign launched by the BJP, the ruling party at the Centre against the ruling party in Delhi, the Aam Admi Party(AAP). The BJP had deployed its top guns including everyone from Modi to Shah to its central ministers, party bigwigs and a state chief minister to dictate the narrative. That undoubtedly changed Delhi assembly election into a national election. The AAP was battle ready with Arvind Kejriwal as its chief ministerial face. Surprisingly BJP did not bother to have a chief ministerial face, depending on its proven hate-speech makers to polarise voters. The party was also perhaps over confident because it had an excellent campaigner in prime minister Narendra Modi and a brilliant poll strategist in union home minister Amit Shah. BJP also has enormous resources to feel comfortably complacent. However, when it came to the Delhi voters they preferred AAP’s governance model over BJP’s polarising narrative. The Aam Aadmi Party worked hard towards an image makeover. For a party that emerged out of a nationwide anti-corruption movement, AAP shifted its campaign to focus on its strengths, particularly in the field of education, health, power and water. The AAP also won over voters with further promises of freebies. AAP had delivered on free bus rides for women, no electricity charges for up to 200 units, free Wi-Fi, free pilgrimage for senior citizens and waiver of development charges for new water and sewer connections. AAP had launched the poll campaign ahead of other rival parties by focussing on achievements and development and steering away from contentious issues. The BJP began its campaign after a few weeks with union home minister Amit Shah and prime minister Narendra Modi leading the massive juggernaut against AAP. The strategy of the BJP was to lure AAP and Kejriwal to respond to hate speeches by central ministers, MPs and party bigwigs. BJP’s narrative was scaremongering from biryani to Pakistan and its hate-driven narrative calling Kejriwal a “terrorist” perhaps also worked against it and gave the AAP the edge. The BJP’s attempt to politicise Shaheen Bagh, the epicentre of anti-CAA protests over the past two months, also seems to have worked in AAP’s favour. While the AAP continued to skirt the issue and Kejirwal didn’t visit the agitation site even once, the women protesters . Some of the protestors who spoke with media on multiple occasions maintained that they stood by those who favoured “real development” of the country. Responding to these attacks would have taken Kejriwal and AAP away from the politics of development. It was wise on the part of Kejriwal not to respond to BJP’s hate speeches and was also avoided any attack on the prime minister. That left the BJP without an “enemy” that it loved to target in election campaigns. In the end AAP(David) defeated BJP(Goliath) when voters gave Arvind Kejriwal-led Aam Aadmi Party (AAP) a third term in Delhi. The party secured a resounding victory in the assembly election, results of which were declared Tuesday, winning in 62 of the 69 seats so far counted and leaving BJP with only eight seats and most embarrassingly another second successive duck(2015 and 2020)for the Congress. The Delhi result will surely be an inspiration for a desperate opposition but they need a Kejriwal.

They said to Moses, “You speak with us, and we will hear; but let not God speak with us, lest we die.” —Exodus 20:19 We don’t consciously and deliberately disobey God— we simply don’t listen to Him. God has given His commands to us, but we pay no attention to them— not because of willful disobedience, but because we do not truly love and respect Him. “If you love Me, keep My commandments” (John 14:15). Once we realize we have constantly been showing disrespect to God, we will be filled with shame and humiliation for ignoring Him. “You speak with us,…but let not God speak with us….” We show how little love we have for God by preferring to listen to His servants rather than to Him. We like to listen to personal testimonies, but we don’t want God Himself to speak to us. Why are we so terrified for God to speak to us? It is because we know that when God speaks we must either do what He asks or tell Him we will not obey. But if it is simply one of God’s servants speaking to us, we feel obedience is optional, not imperative. We respond by saying, “Well, that’s only your own idea, even though I don’t deny that what you said is probably God’s truth.” Am I constantly humiliating God by ignoring Him, while He lovingly continues to treat me as His child? Once I finally do hear Him, the humiliation I have heaped on Him returns to me. My response then becomes, “Lord, why was I so insensitive and obstinate?” This is always the result once we hear God. But our real delight in finally hearing Him is tempered with the shame we feel for having taken so long to do so.

O
n the 25.1.2020, the local papers carried the story of a retired local officer of the Govt. of Nagaland being served the prosecution sanction under Section 26 of the Nagaland Lokayukta Act, 2017 by Nagaland Lokayukta. The retired Commissioner and Secretary, an IAS retired officer, of the Govt. of Nagaland was alleged to have manipulated the recruitment of the staff of a Department the officer manned. Had there not been prima facie, the Lokayukta, I do believe, would not have accorded the prosecution sanction against the officer. Consequently the NPF hailed the decision of the Nagaland Lokayukta for taking the right initiative as counter corruption measure. Whereas, the rest remained silent as though the governance of Nagaland has been transparent and such anticorruption action is uncalled for or it hardly matters. I reiterate that for decades the Govt. of Nagaland has been keeping the disciplinary rules under lock and key as though the governance has been perfect and the application of the law is never warranted by any situation. Whereas, Nagaland has become the most misgoverned State in the country. The system of governance was dismantled. The system of governance has been riddled with nepotism, tribalism, favouritism, hoard-ism and cronyism as each is usually fuelled by the urge of hedonism. Most of the Departments are virtually privatized to be the domain of a clan, of a village, of a constituency or of a tribe. The system of governance has therefore been in shambles and yet it remains to be acceptable to the people of Nagaland. We cannot govern without the corrupt tenets as those are inculcated into our habits like eating

food or drinking water. And the habitual corrupt activities being carried out before our very eyes which strangely fails to irritate anybody as we have developed hypesthesia to heinous crimes though committed endlessly in governance. Under the existing system, anyone who becomes expert in destroying the developmental projects, ruins the Department and becomes the novel coronavirus of the State is fondly tipped to be the hero and is the most wanted icon in most of the public functions. An authority who is more brazen and daring in corruption becomes the indispensable and is considered to be the asset of the governance. The reasons are obvious. Whereas, the silence of the general public over the miss governance used to encourage and endorse corruption transforming Nagaland to be the safest haven for people of corrupt. That is the way of life of the people in Nagaland by which the disciplinary laws are rendered redundant. Kudos to the PAC of Naga Council Dimapur at whose behest the Govt. of Nagaland had revoked the ‘Lease System’ under the Dimapur Municipal Council(DMC). Had the Lease System of DMC been beneficial to the common consumers, the people would not have complained. Whereas, the Lease System gave benefit only to syndicates of the traders at the expense of the common man. The Lease System was detrimental to the interest of the people particularly the poorer section of the people as it was exploitive of the gullible public. Those who are selfish will only have ill motive and are capable of introducing such apparatus by which the economy of the innocent public could be squeezed. The question is who was responsible for introducing the Lease System under DMC?
How the Home Department of Nagaland allowed the illegal system to be introduced under DMC? Knowing that the Lease System was an indirect extortion of the general public, how the DMC allowed to retain it till PAC served ultimatum to Govt.? Does any responsible authority have botheration to assess the quantum of damage caused to the economy of the public under Lease System? The Lokayukta is serious about the abuse of authority of a retired IAS officer in matters of recruitment of the staff. Any right thinking citizen appreciates such initiative against the corrupt conduct of a public servant. The Lokayukta has to do justice to the State of Nagaland by booking all those public servants who had misused the delegated power violating the set parameters. The Lokayukta has to detect and appropriately panelise all those other officers should anyone else had committed similar crime against the public while in service. The Lokayukta is expected not to target just the retired servants but including the serving employees whoever is found guilty of misusing power. Also, the Lokayukta is not established to be the watchdog over the appointed alone but also for the elected too. Neither the appointed nor the elected is infallible nor immune from the purview of Lokayukta as I understand the objective of setting up the Lokayukta in Nagaland. I therefore expect Nagaland Lokayukta to be proactive, daring and free from encumbrances for the reason that reformation of Nagaland largely relies on this body. he preamble of the Constitution of India provides that we the people of India, having solemnly resolved to constitute India into a sovereign, socialist, secular, democratic republic and to secure to all its citizens: justice, liberty, equality and fraternity. Secularism is the principle of separation of the state from religious institutions. Secularism also means no discrimination against anybody in the name of religion. The Hon’ble Supreme Court in the landmark judgment in KesavanandaBharatiSripadagalvaru and others Vs State of Kerala and another, 1973(4) SCC 225, had evolved the basic structure doctrine to protect core constitutional values like fundamental rights, secularism etc. Article 25 of the Constitution of India guarantees freedom of conscience and free profession, practice and propagation of religion. The controversial Citizenship (Amendment) Act, contains amendments to five major grounds mentioned in the Citizenship Act, 1955 (CAA). The CAA aims to provide Indian Citizenship to six minority communities- Hindus, Parsis, Sikhs, Buddhists, Jains and Christians who arrived in India on or before December 31, 2014 from Afghanistan, Bangladesh and Pakistan where they faced religious prosecution. It is important to know that various studies had shown that minority Muslim sects had faced prosecutions in the aforesaid countries but the Muslims are excluded from CAA. There is an insertion of a new Section 6B in the CAA which mentions four specifics. The final specification describes that “nothing” in this section “shall apply to tribal areas of Assam, Meghalaya, Mizoram or Tripura as included
in the Sixth Schedule of the Constitution and the areas covered under “The Inner Line” notified under the Bengal Eastern Frontier Regulation, 1873.” The inner line has been recently extended to Dimapur district in Nagaland. The central government as well as the state government had been strongly contending that Nagaland is protected from CAA in view of Article 371 (A) and the Regulation of 1873. The Naga people since time immemorial has been most secular. The respect for all peoples and religions without any discrimination is the core value of the Naga way of life. The people of Nagaland are predominantly Christians. As true believers of Lord Jesus Christ, we love and uphold all communities irrespective of caste, creed and religions etc. This basic value is protected under Article 371 (A) (1) (a) (i): Notwithstanding anything in this Constitution, no Act of Parliament in respect of religious and social practices of the Nagas, shall apply to the state of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides.It shall be most unreasonable and illogical to take shelter under Article 371 (A) to justify the enactment of CAA, when it is discriminatory against a particular religion. The Constitutional protection guaranteed under Article 371 (A) should not be misused as a license to disturb the basic structure of the Constitution as guaranteed under the preamble and specially when Article 371 (A) have no relation to Indian citizenship. ‘Indian armed forces are at cusp of transformation’ NEW DELHI, FEB 12 (PTI): India’s armed forces are at the cusp of transformation, Chief of Defence Staff Gen Bipin Rawat said on Wednesday, noting that proxy war and cross border terrorism remained the key security challenges facing India. Gen Rawat also rejected criticism that the armed forces are suppressing the rights of the people in Jammu and Kashmir, saying required steps are being taken considering ground realities and threats of terrorism. Asked about his controversial comments that India has de-radicalisation camps, he said what he meant was classification of people based on their views and the impact of relentless efforts to de-radicalise young people. “When I said camps -- I meant groups of people,” he said. In an address at the Raisina Dialogue last month, Gen Rawat said de-radicalisation camps are operating in the country as it is necessary to isolate people who are completely

radicalised. Girls and boys as young as 10 and 12 years are being radicalised in the Valley, he said, describing it as a matter of concern. “We have got de-radicalisation camps going on in our country.” Talking about evolving a regional security matrix, Gen Rawat said developments beyond India’s immediate neighbourhood like in West Asia may impinge on the country’s security interests. “India needs to fulfill a larger responsibility in context of global peace. We have to expand our influence,” Gen Rawat said addressing a conclave or-

Asked whether creation of the chief of defence staff has added another layer of bureaucracy, the former Army chief said it was a long-pending proposal aimed at ensuring greater integration in functioning of the three services. He said both the CDS and the defence secretary have clear responsibilities and both will work in coordination to bring in transformational changes in the military. “Indian armed forces are at the cusp of transformation... If we look at the future of warfare, then the military has to grow. Our priority is quality, not quantity,” he said. Gen Rawat also talked about plans to have an air defence command as well as a separate logistics command. “The focus will be to ensure better utilisation of resources,” he said. The CDS also said the armed forces are ready to deal with any challenge along the borders with China as well as Pakistan.

MUMBAI, FEB 12 (PTI): Mumbai Police Commissioner Sanjay Barve on Wednesday acknowledged that a firm owned by his family was awarded a contract of digitisation of the city police’s official records by the previous BJP government in Maharashtra. Barve told PTI that the firm offered its services free of cost and there was no question of any financial gains to it. The project, however, did not take off due to some technical issues, an official said. The project of police records’ digitisation was awarded to CrispQ Information Technologies Pvt Ltd for five years by the previous Devendra Fadnavis-led
government before the state Assembly polls were held in October last year. The company is owned by Barve’s son Sumukh Barve and wife Sharmila Barve. The firm sent a proposal on September 30, 2019 to the state government, offering its service “pro bono” (work undertaken voluntarily and without payment) to provide paperless office system to the Mumbai Police through a software called ‘Notesheet Plus’, an official said. A copy of the proposal was marked to the Chief Minister’s Office (CMO), he said. Records, complaints and service documents of the Mumbai Police personnel were to be digitised with the help of the specified software, the official said. The proposal was approved by the government as the company was going to do the work for free, and the Mumbai Police Commissioner’s office was also directed to finalise the number of units and files for the digitisation work, he said. However, the project did not start due to some technical issues, he added.

He was one of the main conspirators in Pulwama terror attack as well and was killed in encounter with police and security forces in Tral area of district Pulwama J&K on March 10, last year,” the National Investigation Agency (NIA) said. Charges were abated against Mudassir after he was killed in an encounter with the security forces in
March, 2019, the NIA said in the final report. According to the agency, Sajjad was directly in touch with Mudassir while Ishfaq was involved in transportation of Arms and ammunition for strengthening JeM in Kashmir and further
harboured the operatives of JeM. One hand grenade was recovered from possession of Mehraj-ud-din Chopan and it was procured with the intention of using the same against the security forces in Jammu and Kashmir for snatching their weapons.

The envoys will travel to Jammu on Thursday after interacting representatives of civil society in Kashmir. The envoys are likely to be briefed by senior officers in Srinagar about security situation in Kashmir. Speaking to reporters

NEW DELHI, FEB 12 (PTI): The Income Tax Department will share all taxpayers’ data like PAN information with Sebi in order to help the capital market regulator in its probe against various entities, including those involved in ‘stock market manipulation’, an official order has said. The Central Board of Direct Taxes (CBDT), which frames policy for the tax department, had issued an order in this context on February 10 under section 138 (1) of the I-T Act. The sharing of information will be under three broad heads: request-based exchange of data, suo moto and automatic. The two organisations are expected to ink a Memorandum of Understanding (MoU) soon in order to implement the decision and

With this, the overall confirmed cases on the Chinese mainland has reached 44,653 by the end of Tuesday, and 1,113 people died of the disease. LAHORE, FEB 12 (IANS): A Lahore anti-terrorism court (ATC) on Wednesday convicted Mumbai blast mastermind a n d Ja m a a t - u d - D awa leader Hafiz Saeed in two terror-financing cases. Saeed has been convicted under the Anti-Terrorism Act Section 11-F(2) - pertaining to membership, support and meetings relating to a proscribed organisation - and 11-N (punishment under Sections 11-H [fund raising] to 11-K [money laundering]), reported Dawn.

ATC judge Arshad Hussain Bhatta announced the verdict. He has been sentenced to prison for five and a half years and a fine of Rs 15,000 in each case. The court directed the authorities to keep Saeed in custody until further orders.
ANKARA, FEB 12 (IANS): Turkish president on Wednesday threatened to attack Syrian forces “everywhere” if Turkish soldiers are targeted again in the Idlib province of Syria. “If any harm comes to our soldiers in observation posts or anywhere (in Syria), I declare that we will hit (Syrian) forces everywhere regardless of the Sochi deal,” Recep Tayyip Erdogan addressed his party members at the parliament, reported Xinhua news agency. Erdogan was referring to the 12 observation posts established in Idlib aiming to monitor the cease-fire in the last rebel stronghold. The Turkish military will hit Syrian government forces by air or ground anywhere in Syria “without hesitation” in the case of another attack against Turkish troops, Erdogan warned. Turkey has recently sent reinforcements to Syria following several exchanges of fire with the Syrian forces, killing 13 Turkish soldiers in two separate incidents in Idlib since last week.

US, Taliban close to ‘reduction in violence’ agreement Islamabad, Feb 12 (AP): The Taliban have issued an ultimatum to Washington after weeks of talks with a US peace envoy, demanding a reply on their offer of a seven-day reduction of violence in Afghanistan, or they would walk away from the negotiating table, two Taliban officials said Wednesday. The development comes as Washington said late Tuesday that an agreement on the insurgents’ “reduction of violence” offer was days away. Also, Afghan President Ashraf Ghani tweeted that he had received a phone call from US Secretary of State Mike Pompeo telling him of “notable progress” in the talks with the Taliban. Mumbai’s Sophia College ‘Village Rockstars’ included in Assam English textbook students on visit to Nagaland R ima Das National Award-winning film “Village Rockstars”, which was Indias entry to Oscars 2019, has now been included as a chapter in the English textbook of schools in Assam. “My dad was a school teacher and my mom ran a printing press. I was preparing to be a teacher. We’ve been a family that placed a lot of emphasis on education. Of all my achievements, my parents are most proud of this one and this has made me very happy. The entire ‘Village
Rockstars’ team is very happy!” said Das. The story of the film is now part of the srandard VII English textbook in Assam. The chapter ‘Dhunu’s Guitar’ talks about the journey
of the film and narrates its story. In April 2019, the SCERT team was developing the new middle school textbooks under the leadership of Dr Mizo Prova Borah. Professor Padmini
Baruah, the reviewer, felt that the children in Assam could learn from Rima Das’ journey, and become familiar with the slice of Assam her film had brought home. They approached Rima and she agreed. KOHIMA, FEB 12 (NPN): 21-year-old Menuosetuo Yiese emerged as the champion of the 48th wrestling meet of Angami Sports Association (ASA) held at Kohima Local Ground on Wednesday. Son of late Khrielatuo Yiese from Kohima village and representing Northern Angami Sports Association (NASA), Yiese standing 6 feet tall and weighing 134 kg walked home richer with a cash prize of Rs. 1.50 lakh. Yiese defeated 21-yearold Kezhaseluo-o Pienyii of Kohima village (NASA) in the final bout. Son of late Thepfusanyii Pienyii, standing 5.11 feet tall and weighing 122 kg, he was awarded with a cash prize of Rs. 1 lakh. Seyiekhrietuo Yiese,
who represented NASA stood third position. Son of late Khrielatuo Yiese of Kohima village, Seyiekhrietuo, weighing 107 kg and standing 5.9 feet tall received a cash of Rs. 80,000. Kekhriezo Nagi (Jotsoma), son of Late Videtuolie Nagi stood 4th position. Representing Western Angami Youth Organization (WAYO), Nagi weighing 86 kg and 5.7 feet tall, received Rs. 50,000. 71.8% of Jan transfer spend
L o n d o n, F E B 1 2 (AGENCIES): Clubs in Europe’s top five member associations — England, Spain, Germany, Italy and France — accounted for 71.8% of fees spent globally during the 2020 January transfer window, world soccer gover ning body FIFA said on Wednesday. A record 170 countries had the window open last month, with a total of 4,108 international transfers being completed. Although clubs from the ‘Big Five’ accounted for only 14.1% of the total number of transfers, the fees that exchanged hands were 71.8% of the global spend. Clubs in England spent $298.2 million in transfers — the highest in the world — followed by Germany ($206.1 million) and Italy ($126.7 million). The top flight leagues were responsible for 93.1% of the spending
on international transfers. Some of the high profile moves included Bruno Fernandes’ move from Sporting Lisbon to Manchester United for an initial fee of 55 million euros ($60.01 million) while Borussia Dortmund signed young striker Erling Haaland from Red Bull Salzburg. In all, the Big Five spent $824.6 million in January — second only to the 2018 January window when they spent $1.01 billion in total. “Spending by clubs of the Big Five leagues seems to continue on the general growth path of the past years, playing a central role in the global transfer market,” FIFA’s chief legal officer Emilio Garcia said in a statement. “It is FIFA’s duty to carefully monitor and report on those activities, providing greater transparency to the transfer system.”

Harden scored 42 points, Westbrook had 36 and Houston snapped Boston’s seven-game win streak with a 116-105 victory over the Celtics in a game that showcased the Rockets’ dy-

Hakim Ziyech L O N DO N , F E B 1 2 (AGENCIES): Chelsea and Ajax have reached a verbal agreement for the transfer of Hakim Ziyech, according to De Telegraaf. The 26-year old was one of the stars behind Ajax’s incredible run to the semi-finals of the Champions League last season and it was somewhat a surprise that the Moroccan has stayed at the club throughout the two corresponding transfer windows. But it looks like Frank Lampard has won the race for the playmaker. De Telegraaf are reporting the deal will be worth around €45m.Personal terms have yet to be agreed between the player and the Premier League club but it appears the transfer has passed it’s first obstacle on the way to being completed.
Bengaluru, FEB 12 (AGENCIES): Semboi Haokip stole the limelight as he scored four goals en route Bengaluru FC’s 9-1 rout of Paro FC at the Kanteerava Stadium on Wednesday evening. Deshorn Brown scored a hat-trick while Juanan and Nili Perdomo bagged a goal apiece. The only consolation goal for Paro FC was scored by former Bengaluru player Chencho Gyeltshen. Bengaluru FC coach Carles Cuadrat made wholesale changes to the line-up that started in Thimpu in the previous week. Prabhsukhan Gill and Parag Srivas made their debuts for the blues while youngsters like Gursimrat Gill, Suresh Wangjam and Semboi Haokip kept their places. The hosts were dominating possession through Erik Paartalu and Nili Perdomo and it was a matter of when and not if, they would break the deadlock. Bengaluru were rewarded for their sustained pressure as early as the sixth minute when Haokip scored the opener after latching on to a long ball from Paartalu. In the 14th minute, they doubled their lead through Juanan. The defender timed his jump to perfection to head home a corner floated by Perdomo. Haokip scored his second of the night in the 26th minute after he beat his marker in the air to steer home a cross by Perdomo from the right flank. Four minutes later, Deshorn Brown joined the party and scored the fourth for Bengaluru with Wangjam setting him up on a platter. Bengaluru continued their onslaught in the second half as well. Brown scored his second in the 54th minute, after latching on to a pass from Perdomo. 10 minutes later, the Jamaican completed his hat-trick and this time it was Kean Lewis with the assist. With three goals in his kitty, Brown turned himself to be the provider for Haokip to complete his hat-trick. Next, it was Perdomo’s turn to find the back of the net in the 79th minute. Haokip piled further misery on the visitors after he scored his fourth in the 85th minute. Bengaluru will now travel to the Maldives for the 1st leg of the play-off fixture on the 19th of February before hosting Maziya on the 26th for the reverse leg.
Holders France grouped with Russia for Fed Cup Finals
L O N DO N, F E B 1 2 (AGENCIES): Holders France will face a strong Russia side and hosts Hungary in the group stage of the inaugural version of the $18 million Fed Cup Finals to be held in Budapest from April 14-19. France, who beat Australia in the last final of the 57-year-old team event’s previous format in November, are one of four nations who qualified automatically for the 12nation event to be staged on clay at the Laszlo Papp Sports Arena. Hungary, as hosts, Australia as runners-up and 11-times winners Czech Republic, as a wild card, were the other three. Tuesday’s draw held in Budapest’s majestic Museum of Fine Arts paired record 18-times Fed Cup champions United States with Slovakia and fivetimes winners Spain who will fancy their chances on their favoured red dust. Last year’s runnersup Australia face Belgium and surprise finalists Belarus in Group B. Czech Republic face Germany and Switzerland in Group D.

The four group winners will go through to the semi-finals followed by a final. Individual ties will consist of two singles matches followed by a doubles. The Fed Cup’s new format, which saw eight nations qualify through playoffs last weekend, is something of a throwback to the first edition in 1963 when 16 nations played over a week at London’s Queen’s Club with United States, featuring Billie Jean King, beating Australia in the final. King was present at the draw ceremony and praised the International Tennis Federation’s elevation of the women’s team
event which now shares equal prize money with the Davis Cup. The competing players at the week-long event will split $12 million with the other $6 million going to federations. “Women’s tennis has always been the leader in women’s sport,” American King, the trailblazer and inspiration behind the formation of the WTA Tour, said at the draw ceremony. “This sends a very strong message. I’m very excited and really want to thank Hungary and everyone involved. This is an amazing opportunity.” While the change of the men’s Davis Cup from a year-long ‘home-away’ World Group knockout draw to a one-week showdown in Madrid suffered some teething problems, the new Fed Cup format has been greeted in generally positive fashion. The April slot is a much better fit than the men’s Davis Cup which was played with 18 nations and crammed into a week in November, including gruelling late-night finishes.
