KOHIMA, FEB 10 (NPN): After a daylong marathon debate, Nagaland Legislative Assembly Monday adopted the motion of thanks to governor’s RN Ravi’s address delivered on January 17 through a voice vote. In his reply to questions and points raised by members of the opposition seeking amendment in the governor’s speech, chief minister and leader of House (LoH) Neiphiu Rio remarked that negotiations between Government of India (GoI) and the negotiating parties had concluded on October 31, 2019 on a positive note. He hoped that divine wisdom would prevail and guide the negotiating parties as the modalities/competencies would be worked out in due course of time, and appealed to other groups to join the peace process in the interest of Naga people.
LHD slams allegation against Y. Patton DIMAPUR, FEB 10 (NPN): Lotha Hoho Dimapur (LHD) has warned that it would not tolerate mischievous attempt undermining the sanctity and authority of Lotha legislatures democratically elected by people. Reacting to a video that went viral in social media wherein deputy chief minister Y Patton is reportedly shown making some controversial remarks, LHD said it strongly condemned and did not endorse such “wild and factious allegation”. In a statement, LHD chairman YL Jami and general secretary W Rainbow Ngullie reminded Vicca S Aye, who allegedly conceptualised and translated the speech of Patton before uploading it on social media, to understand the full context of the speech that was published in national as well as local dailies on January 29. Mentioning that it had been cautiously observing the recent development over the controversial, fabricated and unsubstantiated video clip, LHD regretted that Patton’s speech delivered at the 51st general conference of Lotha Students’ Union on January 28 was wrongly conceptualised, translated and allegedly posted on social media by Aye, who did not even understand Lotha language. On the “contradictory” remark of Ravi as alleged by the opposition, Rio clarified that it was clear that 22 years of negotiations had concluded on a positive note so that an agreement could be reached. He pointed out that no pact could be signed unless the points of contention were hammered out between the parties involved, adding it was logical and rational way to hold talks as he acknowledged GoI and the Naga groups. The LoH said nowhere in the speech was it mentioned that the peace process had concluded, but only the talks had concluded on a positive note, which signified that the negotiating parties had arrived at a meeting point on various topics of the negotiations. On Citizenship Amendment Act (CAA), Rio asked the opposition mem-
bers whether there was any other mechanism beyond Article 371 (A) to protect the Nagas. He reminded them their demand for exemption as Nagas were protected under Art. 371 (A) and by provisions of Inner Line Permit under BEFR 1873. Having understood the situation, Rio said GoI had obliged to the appeals and Union Home minister had assured that Nagaland would be protected from CAA and the State cabinet in its meeting on December 9, 2019 discussed the matter and ILP was extended to Dimapur, thereby covering the entire State. Thereby when CAA was passed, Nagaland had been automatically protected as the entire State was covered by ILP, he added. Rio also mentioned that the two MPs from Nagaland had voted in favour
of CAA because of the assurance given by Shah and GoI that Nagaland would be protected/exempted. He also referred to the PIL filed in Supreme Court by Ashwini Kumar Upadhya against the State government’s proposed move to enforce ILP in the whole of Dimapur and challenging BEFR 1873, which gave power to the State government to prescribe ILP to prohibit citizens of India or any class of such citizens from going beyond the prescribed line without a pass. He said Supreme Court had dismissed the writ petition with the remark that no merit was found in the petition, adding that ILP and its mechanism to protect the Nagas was recognised even by highest court of the land. He pointed out that GoI had incor porated BEFR 1873 and ILP into an Indian law through CAA notification on December 11, 2019 and asked the opposition members whether this cleared their minds that ILP was very much a part of the law. LoH explained that earlier BEFR 1873 was just an agreement, but now it entered the constitution and could not be removed.
He urged Naga leaders to have faith and trust on GoI and not mislead the people, adding that Nagas should not be afraid either. He also accused the opposition bench of trying to champion a cause they had never contributed positively to, but rather eschewed their duties and responsibilities as elected members. Rio said the fallacy of NPF could be seen in the fact that the party had suspended its Rajya Sabha member from the party for voting in favour of CAA even as its Lok Sabha member from Manipur, who also voted in favour of the Bill, was not suspended. He said a political party that applied different yardsticks against its members on the same issue could not be taken seriously as it was not consistent in its stand. On the proposed Register of Indigenous Inhabitants of Nagaland (RIIN), Rio observed that unless the exercise was carried out, the actual indigenous inhabitants of the State could not be identified and assured that once the commission submitted its report, it would be tabled in the Assembly for discussion and taking decision together. KOHIMA, FEB 10 (NPN): Stepping the attack on the ruling PDA coalition government during the debate on the motion of thanks to the Governor’s address at ongoing session of the assembly Monday, opposition member Kuzholuzo (Azo) Neinu demanded an independent inquiry into alleged malpractices/loopholes, if any, in the Nagaland Public Service Commission (NPSC), while referring to the controversy over deputy chief minister Y. Patton’s recent remark made during the Lotha Students’ Union general conference held at Merapani. Azo also cited the statements of Lotha Students’ Union (LSU) and Lotha Mmhonka Okho (LMO) on the issue. The NPF member also delved into the controversy in referring to a complaint letter written by one Vicca S. Aye to the Governor and urged the latter to take action and not to keep the letter in cold storage. He said institutions like , universities and examinations conducted by NPSC and UPSC form the founda-
tion of human resource but if they became corrupt , the future of younger generation will be doomed. Reading from a portion of the recent ‘clarification statement’ by LSU, Azo said Patton had purportedly asked the meritorious candidates who clear NPSC or department exams, to approach him so that he could ensure proper justice etc. Commenting on it, Azo asked whether Patton had meant that he would use his power to push the candidates, or settle exchanges between the departments, or use incentives to help such candidates. He also said that LMO had expressed grievances over alleged unfair practices and manipulations in NPSC at the interview stage during the 2015 exams where justice was being denied to deserving Lotha candidates. Citing the above, Azo said the main concern was the alleged practice of corruption in one of the most respected institutions such as NPSC. He urged upon the government to take serious note of it and set up an independent inquiry or to
let the state Lokayukta take up the matter. Azo urged elected members to rise above one’s own community or constituency and become leaders for the Nagas as a whole instead of trying to promote favoritism, tribalism and nepotism. Patton, state BJP president and minister of H&TE and Tribal Affairs, Temjen Imna Along maintained that issue was a clear case of misinterpretation. Along said that Patton had clarified in a tweet that he did not mention anything about manipulating the NPSC. He said bringing an issue to the house over what had been circulated on social media, was immature. Along wondered how people arrived at their own conclusion regarding alleged malpractices and questioning the sanctity of one of the most reputed institution (NPSC). DIMAPUR, FEB 10 (NPN): Naga Tribal Union Chümoukedima Town (NTUCT) has declared that it would prevent training of about 1,200 fresh police recruits at Chümoukedima town at PTS and NAPTC respectively from February 14, even though accommodation facilities have already been arranged as per physical verification. In a statement NTUCT president Lhousito Khro, vice-president Akum, asst. secretary Akato, cultural secretary Y. Asaba Yim, info secretary Hukheshe Kiba, finance secretary Kenneth Woch and treasurer Enibemo Jami said except 208 candidates, who were selected through an open recruitment held on November 15, 16 and l8, 2019, no other candidates would be allowed to take part in the training. Asking the authority to satisfactorily explain as to when and where above 208 recruits were
selected, it demanded clarification and justification with facts and figures, including official references of posts advertised for public consumption. Making it clear that it had nothing against “our youth” who were selected, NTUCT reiterated that it will not allow any candidates appointed through backdoor. NTUCT also clarified that it bore no grudges or ill-feeling against any authority but only stood opposed to violation of norms and established system. It also appealed to Naga public and NGOs to extend their solidarity in its fight against nepotism and all unfair means prevailing in the society. Further NTUCT urged the State government and the authority concerned to put on hold the proposed training indefinitely until the confusion was settled in order to avoid any ugly consequences in the days to come.

DIMAPUR, FEB 10 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) has appealed to the state government to formulate a comprehensive “policy on tourism” to make the tourism department a tourist-friendly and revenue generating department instead of merely engaging the department to annual Hornbill festival alone. NPRAAF through its information & publicity wing termed as “unfortunate” that the tourism department could not create any capital asset in the state except tourist lodge in Dimapur. NPRAAF claimed that tourist lodge in Kohima, Wokha and Mokokchung have been privatised and all the tourist lodges including Dimapur were running on loss. (Cont’d on p-7)
DIMAPUR, FEB 10 (NPN): Ambassador of Latvia to India, Artis Bertulis, who is in Dimapur to kick-start the first leg of the ‘Choral Festival’, said that musical education was a very good export commodity. Addressing a press conference at Hope Centre for Excellence here Monday, Bertulis said “There is education in culture and we will try to continue what we are doing now because musical education is a very good export commodity.” When asked about what he expected from Nagaland in the coming years and what they have in mind for bilateral economic relations with nagaland, Bertulis told Nagaland Post that it was wonderful to start the journey from Nagaland because Nagaland is very much like Latvia as both have a shared love for music. The ambassador said he hopes to “knock at the doors of the state government” and “tell them that we have to fuel this programme with a substance”. Bertulis said although they cannot cover the entire country,

they would consider the interests of the people and look into it for long term goals. “We will start with the baby steps and see where and how we can help this grow. We hope that the seeds we sow will generate into something more profound,” he said. was a chorale land and much like Latvia, adding that it was also a land that sings. She said that the western chorale tradition was on very high level in Dimapur and that although they would be visiting other Indian cities for the choral festival, they decided to kick-off the first leg from Dimapur since the very project originated from Zubeno Mozhui, founder, director, Hope Centre for Excellence. Talking about her experiences, Zubeno said that the musical abilities of Nagas were God-given. Zubeno, however, maintained that what she found lacking was the level of expertise, which should take aspiring artistes further. She also said that such collaborations would make Nagaland a place for music. KOHIMA, FEB 10 (NPN): Opposition leader T.R. Zeliang criticized minister transport, civil aviations and railway P. Paiwang Konyak over his statement on proposed Chiethu airport project and cautioned him not to speak on his own but stick to what the Ministry of Civil Aviation (MCA) had instructed/notified. Earlier, replying to a starred question raised by NPF member Dr. Ngangshi K Ao on Chiethu airport project, the minister P. Paiwang Konyak said that technical team from the MCA has cleared the aerial, water, land and road feasibility except for the category of the aircraft to be flown. Paiwang said that as per advise of the MCA , the State government floated a tender inviting AAI empanelled consultant for preparation of Detailed Project Report (DPR). He said the tender formalities
was under process and expected to be finalized shortly. Paiwang disclosed that the land at Chiethu was acquired at a cost of Rs. 8.65 crore for 465.2 acres in 2017. To a supplementary on whether there was another option if Chiethu airport was not feasible, he replied that as the national policy, the airport should be established in state capital since it was under Greenfield project. Paiwang also informed that survey was conducted on the proposed site at Rüzaphema, 35 kms away from the current airport in Dimapur. He said there was an issue with the land compensation for the proposed Ruzhaphe airport project since the land owner had asked for Rs. 50 per square feet . He said the rate was found to be too high for the government as it has to procure 500 acres to set up an airport. Paiwang also clarified that the proposed airport
project at Ruzaphe was not abandoned but placed aside for “upcoming solution”. Leader of the Opposition (LoO) T.R. Zeliang countered by pointing to AAI guideline which stipulated that there cannot be another airport within 150 kms radius and while Dimapur airport has no more scope for extension. Zeliang said the present Dimapur airport can used as a helipad or for a small aircraft training centre but it cannot become an international airport. Rooting for the proposed Ruzaphe airport project Zeliang said the project can be taken up since the price for land compensation after the first negotiation taken up at the DC level was reduced to Rs. 25 per Sq. Feet. He said the land owner finally agreed to reduce the rate to Rs. 22 per sq.feet though government offer was Rs. 20 per Sq.feet. Comparing Ruzaphe and Chiethu, Zeliang asked wheth-
er Chiethu can ever become an international airport? He said, when the technical team from the MCA had recommended in favour of Ruzaphe, he advised Paiwang to continue with the negotiations for finalising land compensation at Ruzaphe. Zeliang also urged upon the minister (Paiwang) to reconsider the Ruzaphe airport project which has higher potential for expansion into an international airport. Responding to the leader of opposition, the minister reiterated that he was not aware of the latest negotiations for land compensation for the proposed Ruzaphe airport project but reiterated that the project was not abandoned but left for future consideration. He said the feasibility report that the proposed Chiethu airport did not have the capacity to become an international airport was not relevant.

DIMAPUR, FEB. 10 (NPN): One person had reportedly drowned and another suffered multiple injuries after the vehicle in which they travelling feel off a culvert constructed without railings at Walford Colony, between Belhos Clinic and Paragon Furnishing, in Dimapur last December. Also, on February 3, 2020, another car fell off the culvert, but luckily both occupants escaped unhurt. Expressing concern over the absence of railings, Paragon Furnishing proprietor, K Keditsu, stated that several complaints were made by colony members even before the incidents occurred, but no action had been taken by the responsible authority till date. Lamenting that the tragic incident that claimed one life occurred during dry season, Keditsu maintained that had it occurred during rainy season more lives could have been lost. A press release from SDAO office Naginimora stated that, Lawrence, sub-divisional agriculture officer Naginimora, deliberated on the importance of pulse as an important source of protein and improvement of soil fertility. He encouraged the farmers to grow pulse and also incorporate them as

Programme was attended by village council, church members and women representatives. Pea and soyabean seeds were also distributed to the farmers to mark the day. Day-3 of NLA session: Replies to starred questions Correspondent KOHIMA, FEB 10 (NPN): The third day of the ongoing budget session of the 13th Nagaland Legislative Assembly (NLA), ministers in-charge of various departments responded to several starred question raised by members of the opposition bench. 28 ILP defaulters detected in Dimapur: Deputy chief minister and minister in-charge of Home, Y. Patton Monday informed that 28 Inner Line Permit (ILP) defaulters were detected from December 9, 2019 till date. Replying to a starred question raised by NPF member Chotisuh Sazo, Patton said out of the 28 defaulters, six cases were registered and forwarded to court while eight defaulters, without any documents, were fine Rs. 500 each and deported to Assam. Further, 14 ILP defaulters were fine Rs.500 each and ILPs issued to them, he added He also assured the house that strict action would be initiated against defaulters. 4,36,000 job card holders under MNREGA: Rural
Development minister, Metsubo Jamir informed that 4,36,000 job card holders have been registered under MGNREGA program in the state as on January 2020. Replying to a starred question raised by NPF MLA, Dr. Imtiwapang Aier, Jamir stated that since 201819 onwards, all MGNREGA payments were done online through NREGASoft eFMS only. Therefore there was no “block wise cash money” transaction as such. Progress on capital road: Deputy chief minister Y Patton, who is also minister in-charge of National highway, replying to the starred questioned raised by NPF MLA Vikheho Swu on the progress, work allotment and completion date on capital road, bypass from Nuiland to Kohima said that progress so far on package -1, package -2, package -3 were 13%, 55% and 32% respectively and that the work was allotted to M/s Vilelie Khamo & sons and M/s Coal Mines associated Traders pvt Ltd. He further said that work should be completed by March–April 2020 but the department concerned have requested the Ministry for extension

Imchen also raised supplementary questions on the ongoing 4 lane road on which the minister said that an enquiry committee will be set up for further necessary action to be taken. Chang stated that the total amount released to government of Nagaland by Japan International Cooperation Agency (JICA) through government of India was-- Rs. 25.59 crore till date. In reply to the starred question raised by opposition MLA, Moatoshi Longkumar, he said the total sanctioned amount
for construction of 2 lane road from Golaghat gate to Zion hospital junction was Rs. 26.90 core and the total length of 2.9km. Patton said the sanction was accorded for widening to 4-lane and reconstruction of 2-lane and the work was allotted on March 22, 2018, as it could not complete as per the agreement to be completed by September 21, 2019, has requested for extension of time for eight months to the ministry. Minister in-charge of national highways assured to constitute a committee to find out if the contractor was constructing the road as per the work specification. The opposition leader, TR Zeliang, during the question hour said people want the sustainable road, adding that it should be constructed as per the work specification and not just black top the existing road which would last for few years only. Replying to the supplementary question by Imchen Imkong, MLA, on slow progress of Dhansiri bridge, the minister Metsubo Jamir said the bridge construction was delayed due to issues involved in handing over the old bridge from BRO to state PWD.
NLA session: Legislators debate Workshop on ‘Depression & Anxiety in Youth’ news in Brief on issues concerning the state DIMAPUR: Joining in the debate on the adoption of the motion of thanks to the governor’s address at the ongoing fifth session of the thirteenth assembly on February 10, minister for Higher and Technical Education Temjen Imna Along said that Naga peace talk has successfully completed on a positive note yearning for the early settlement and unity for an enduring peaceful era in the land of Nagas. According to DIPR report, he informed that Citizenship Amendment Act was passed by the parliament but central government has provided certain provision to safeguard the right and identity of the Nagas. He added that teacher’s dairy has been introduced to ensure continuous monitoring of learning outcome of students and teachers performance. Along further said that the government was exploring more avenues for resources generation to fund more developmental activities. Minister for Housing, Tongpang Ozukum mentioned that the People’s Democratic Alliance government has always considered the early settlement of the Naga political issue as the most important agenda and conveyed deepest appreciation to all the stakeholders in helping to create a conducive atmosphere for the Naga settlement. NPF MLA, Dr. Imtiwapang Aier highlighted on CAA and about the facts and realities that have been recently disturb-
ing the whole country and the neighbouring states which was widely criticized by legal societies, civil leaders, academicians etc. He stated that this act is a violation of Article 14 & 21 and against secularism. Aier also questioned on why the central government has implemented and extended the Armed Forces (Special Powers) Act (AFSPA), 1958 for another 6 months when the state has been duly recognized and awarded the best performing state among small states for law & order for the year 2019. Aier also suggested the government and the concerned department to organise an under 15 tournament for young sportsman with the condition and criteria that only indigenous player from their respective district enter in the list of players. Yitachu MLA commenting on the Citizen Amendment Bill 2019 said that the act will affect the minorities in the course of CAA 2019. He argued on many other issues like ILP, health care system, human resource, tax revenue, roads etc and sought answers from the leader of the house. Dr. Chumben Mur r y MLA said that so much unhealthy suspicion has been created in the minds of many Nagas regarding the framework agreement. He added that time has come for all the factions to come together and sign one peace accord and at this critical juncture the JLF will need to be more vocal on
the ongoing Naga political issue. He appreciated the PDA Government for constituting a commission for studying, examining and advising on issues related to RIIN. On health care he said that Nagaland’s quality of health care was positioned the lowest among the 28 states. He stated that anganwadi centers could play intermediary role in providing health counselling and dissemination of information on proper nutrition etc. He also insisted on providing training to anganwadi workers and provide yearlong manual of activities. He also deliberated on RIIN, agriculture sector, health, sericulture, veterinary and animal husbandry sector etc. NPF member Moatoshi Longkumer pointed out that the most needed were roads connecting four districts, whereas the foothill road was not yet completed and not mentioned in the governor’s address. Under flood management programme, Longkumer also asked the government to give priority to Dimapur since it was the commercial hub of the state. Minister for Forest, Environment & Climate Change, C.M. Chang said that cutting across party lines the members of Joint Legislatures’ Form have equal concern for the ongoing Naga peace talks and called on all to continue to work together so that the talks resolved into the final settlement.
DIMAPUR: Tetso College conducted a workshop on “depression and anxiety in youth” at its college on February 10. A press release from Tetso College stated that, Rev. Dr. Ellen C. DIMAPUR: Along with the rest of the country, national deworming day ( N D D ) wa s o b s e r ve d across various districts in the state by the respective district health society. NDD is an initiative of Ministry of Health & Family Welfare, India which started in February 2015 and is held twice in a year to eliminate worm infestation of children between the age group of 1 to 19 years of age. Kohima: Launching of the Nagaland state NDD was held at Baptist Higher Secondary School (BHSS) Kohima on February 10, wherein the state has a target to cover 6,37,994 children. GUWAHATI, FEB 10 (PTI): Assam is likely to conduct an exercise to identify the state’s indigenous Muslim population and segregate them from Bangladeshi origin people, even as doubts over the accuracy of the National Register of Citizens (NRC) are yet to be addressed. As per the plans, the survey will be conducted to identify people of four communities -- Goria, Moria, Desi and Jolah of the tea tribes, considered as indigenous. Assam Welfare of Minorities Minister Ranjit Dutta has convened a meeting on Tuesday with various organisations of the four communities and other stakeholders to finalise the plan. “Assam has about 1.3 crore Muslims population, of which around 90 lakh are of Bangladeshi origin. The remaining 40 lakh are from different tribes and they need to be identified,” Assam Minority Development Board Chairman Muminul Aowal told PTI. The indigenous Muslims are deprived of ben-

Akhil Gogoi’s custody extended GUWAHATI, FEB 10 (PTI): A special NIA court on Monday extended the judicial remand of Krishak Mukti Sangram Samiti chief advisor Akhil Gogoi, arrested under the stringent UAPA during protests against the Citizenship (Amendment) Act, till February 25. Gogoi, also an RTI activist, has been in judicial custody since December 26. He had mobilised public protests against the CAA across several districts in Upper Assam before his arrest on December 12. “The court remanded him

Incompetent people handling economy: Chidambaram in RS
NEW DELHI, FEB 10 (PTI): Former finance minister P Chidambaram on Monday tore into the Modi government’s handling of the economy, saying it is close to collapse and was being attended by “very incompetent doctors”. Initiating the debate on the Union Budget for 202021 in Rajya Sabha, he said rising unemployment and falling consumption was making India poorer. The economy, he said, is facing demand constraints and is investment-starved. The economy is facing fall in consumption and rising unemployment. “Fear and uncertainty prevails in the country,” he added. He said the chief economic advisor to the BJP government for four years, Arvind Subramanian, has stated that the economy is in the ICU. But “I would say the patient has been kept out of the ICU and incompetent doctors are seeing the patient,” Chidambaram said. “It is dangerous to have a patient out of the ICU and being attended to by incompetent doctors. What is the point standing around and chanting slogan ‘Sab ka saath, sab ka vishwas’,” he said, adding that every competent doctor the Modi government could ever identify had left the country. cluded former RBI governor Raghurman Rajan, former CEA Arvind Subramanian, former RBI governor Urjit Patel and former NITI Aayog vice chairman Arvind Panagariya. “Who are your doctors, I want to know,” he said, adding that the government considered the Congress as untouchable and didn’t think of any good about the rest of the opposition and so didn’t consult them. Chidambaram claimed that instead of putting money in the hands of people, the Modi government “put money in the hands of 200 corporates” by way of corporate tax. He said Finance Minister Nirmala Sitharaman in her 160-minute budget speech did not talk of the economy and its management. “You are living in echo chambers. You want to hear your own voice,” he said. Listing problems with
the Modi government, Chidambaram said it refused to admit its mistakes, lived in denial and had predispositions. The demonetisation of old 1,000- and 500-rupee notes as well as hurried implementation of the Goods and Services Tax (GST) are “monumental blunders” that ruined the economy, he said, adding that the Modi government is predisposed to protectionism, a ‘strong’ rupee and is against bilateral and multilateral agreements. He wondered on the narrative Sitharaman was trying to give after reading out the budget speech. Her budget neither made any reference to the Economic Survey nor picked up a single idea from it, he said. Chidambaram, who is credited with presenting a ‘dream budget’ more than two decades back, said the GDP growth had declined for six consecutive quarters, agriculture is growing by just 2 per cent, while consumer price inflation had risen from 1.9 per cent in January 2019 to 7.4 per cent in a matter of 11 months. He charged the government with burying unfavourable reports such as the labour survey that put unemployment at 45-year high of 6.1 per cent at end of 2017-18.
‘No recession in country, people buying jackets, pants’ BALLIA, FEB 10 (PTI): A BJP MP has cited the clothes people wear as evidence that there is no recession. Virendra Singh Mast argued they would have worn dhoti-kurtas had the economy been that bad. Addressing a programme here on Sunday, Mast claimed that world might be in the grip of recession but India will not be impacted by it as its rural and agricultural economy is very strong. “Had there been recession, we would have come here wearing dhoti and kurta and not coats and jackets. Had there been recession we would not have purchased clothes, pants and pajamas,” Mast said. “India is a country of villages and not just metros. This country not only has metros like Delhi, Mumbai, Chennai and Kolkata but also has 6.5 lakh villages. Banking reports say that in banks, most of the money deposited is that of villagers,” he said. Mahatama Gandhi, Dr K B Hedgewar, Syama Prasad Mookerjee and Jayaprakash Narayan had expressed confidence in the villagers and helped the country gain independence, he added. “If people from villagers had not sacrificed, India would not have gotten freedom from the Mughals and the Britishers,” he said.

Can’t block public roads: SC on Shaheen Bagh protest NEW DELHI, FEB 10 (PTI): As the ongoing protests against the Citizenship Amendment Act have blocked the Kalindi Kunj Road—which connects South Delhi to Noida—for nearly two months, the Supreme Court on Monday said people could not block a public road. “If you want to protest there can be some area where you protest. But you cannot block a public road....Can you block a public area? There must be defined areas of protest,” a Bench headed by Justice Sanjay Kishan Kaul said. However, the Bench refused to pass orders to remove protesters at this juncture. “If it has lasted for 58 days you can wait one more week,” the Bench said posting the matter for further hearing on February 17. Noting that the issue of CAA was before the top court, the Bench said, “Please believe in the law...despite that some people want to protest. They have the right to protest, but there can’t be an indefinite period of protest in a common area.” The Bench issued notice to the police and the government after petitioner advocate Amit Sahni submitted that right to protest “goes to some extent only”. In view of the February 8 Delhi Assembly Elections, the Supreme Court had on Friday deferred to February 10 hearing on petitions seeking removal of protesters against Citizenship Amendment Act, 2019 to clear Kalindi Kunj Road that connects South Delhi to Noida. As protests against the CAA continued for more than 50 days in Shaheen Bagh area of Delhi, a PIL was filed in the Supreme Court on February 3 seeking a direction to the authorities to remove the protesters, contending
they were causing hardship to people by blocking Delhi-Noida road. This was the second petition on the issue before the Supreme Court. Earlier, advocate Amit Sahni had challenged a Delhi High Court’s verdict refusing to issue directions for forthwith removal of the protesters. Sahni – who challenged the January 14 order of the high court – demanded that the situation be supervised by a retired Supreme Court judge or a sitting judge of the Delhi High Court in order to pre-empt any violence. Several men, women and children are sitting on an indefinite protest at Shaheen Bagh against the CAA for more than a month disrupting traffic flow on Kalindi Kunj-Shaheen Bagh stretch – a major road link between South Delhi and Noida. “It is disappointing that the state machinery is muted and silent spectator at hooliganism and vandalism of the protesters who are threatening the existential efficacy of the democracy and the rule of law and had already taken the law and order situation in their own hand,” read the petition filed by former Delhi MLA Nand Kishore Garg. Restrictions have been in place on the Kalindi Kunj-Shaheen Bagh stretch and Okhla underpass, which have been closed on December 15, 2019, due to ongoing protests against the CAA and National Register of Citizen. Garg demanded a set of comprehensive and exhaustive guidelines on outright restrictions for holding protests or agitations leading to obstruction of a public place. The law enforcement machinery was being “held hostage to the whims and fancies of the protesters” who have blocked vehicular and pedestrian movement from the road connecting Delhi to Noida, Garg said.

NAGPUR, FEB 10 (PTI): The 25-year-old woman lecturer who was set ablaze by a stalker in Maharashtra’s Wardha district last week died at a hospital here on Monday morning, officials said. Ankita Pisudde, resident of Hinganghat town in Wardha, had been critical after sustaining 35 to 40 per cent “grade III” burns on February 3 when she was set afire allegedly by one Vikesh Nagrale (27) while she was on way to her college, they said. She was undergoing treatment at the Nagpurbased Orange City Hospital and Research Centre where doctors declared her dead at 6.55 am on Monday, Hinganghat’s police inspector Satyaveer Bandiwar said. Later, some angry locals threw stones to block a road in Hinganghat when an ambulance carrying the woman’s body was about half-a-kilometre away from the victim’s native village Daroda, but the police brought the situation under control. NEW DELHI, FEB 10 (PTI): It is in the DNA of the BJP and the RSS to try and erase reservations, Congress leader Rahul Gandhi said on Monday and asserted that his party will not allow doing away with quota. Taking a swipe at Prime Minister Narendra Modi and RSS chief Mohan Bhagwat, he said, “We will not allow reservation to be done away with, no matter how much Modi Ji or Mohan Bhagwat dream of it.” Gandhi’s attack on the ruling party came over the BJP government of Uttarakhand contending in the Supreme Court that there was no fundamental right to claim reservation in appointments or promotions in public posts, and there was no constitutional duty on the part of the state governments to provide reservations. “The RSS and the BJP cannot stand the idea that Dalits, tribals and OBCs

have reservations,” the former Congress president told reporters outside Parliament. “They (the RSS and BJP) wake up every morning and this (reservation) irritates them, except it is in our Constitution, and these rights are guaranteed by our Constitution,” Gandhi said. They have attempted to remove reservation in one way or the other, he alleged and cited the examples of destruction of the Ravidas temple and the government’s actions on the SC/
ST sub-plan. “You have seen that they are arguing (in court) that it (reservation) is not a fundamental right. So it is their DNA to try and erase it,” Gandhi said. New Delhi, Feb 10 (PTI): A huge row broke out both inside and outside parliament on Monday over the Supreme Court ruling on reservation in jobs for the SC/ST with Congress leader Rahul Gandhi alleging that it was “in the DNA of the BJP and the RSS” to try and erase the quota system, while the government said “appropriate steps” will be taken in the matter that was being discussed at the “highest level”. The political storm was caused after the apex court recently ruled that the states are not bound to provide reservation for SC and ST in appointments and there is no fundamental right to claim quota in promotions. Under attack over the issue, the government accused the Congress of “politicising the sensitive issue” while the LJP, an NDA constituent, said the Centre should immediately interfere in the matter and put the subject of quota in the Ninth Schedule of the Constitution so that no one
moves the apex court on these issues. Amidst the opposition attack, Social Justice and Empowerment Minister Thaawarchand Gehlot during his statement in both the Houses of Parliament made it clear that the Centre was not asked to file an affidavit in the matter, and said the issue is being discussed in the government at the “highest level” and it will take “appropriate steps” in the matter. Using the SC order to attack the Modi government, Gandhi alleged that it was “in the DNA of the BJP and the RSS to try to erase reservations” and that a “big conspiracy” was underway to take away the rights of deprived sections. Our government is committed for reservation,” Meghwal said. Asserting that the court order and the behaviour of the Opposition over the matter is im-
pacting a big population in the country, Lok Janshakti Party leader Chirag Paswan said,”I request the central government to strengthen the reservation system. We cannot even discuss the issue of ending reservation.” The 9th Schedule of the Constitution is where the government parks laws which it thinks should be beyond judicial review. It bars the courts, including the Supreme Court, from striking down laws on the ground that it violates fundamental rights. Rajiv Ranjan (BJP) said it is a “very sensitive” issue and the House has one view on it. “No politics should happen on this matter,” he said adding the government has taken several steps for the community. India’s repressive laws
T
hough the British left India in 1947 and though the new country has heavily borrowed the best out of both the British Westminster and American presidential systems, the situation hasn’t changed on how the post-colonial rulers govern the new nation like a police state. Indian law makers continue to frame new laws or amend colonial laws which are essentially draconian. When a state guns after its own people under the plea of maintenance of law and order or national security, by using these draconian laws as ammunition, there can be no doubt that India is becoming a police state. The purpose of the legislature is to make laws that uphold the fundamental rights of all citizens. However, the Indian legislature has made laws that not only neglect fundamental rights, but also contradict them. Some of the laws that are in force today include- the National Safety Act (NSA), the Unlawful Activities (Prevention) Act (UAPA), the Public Safety Act (PSA), and Armed Forces(Special) Powers Act 1958.Often the use of these draconian laws continued well after the circumstances in which they were created have passed. These laws may have been enacted by rulers who feel they are doing the country a great service as part of their patriotic duties. It is the innocent people who more than anyone else, get victimised as these laws endow the state with excess powers to violate constitutionally guaranteed rights at both the individual and community level. Today, the frequent use of these laws has put a serious question mark over the fundamental democratic rights of the common citizens. There is a need to conceptualise these laws in terms of what they purportedly combat, and what they actually combat. Usually, these unconstitutional laws are designed with a protectionist rhetoric against a threat (which could be real or imagined). However, what they actually protect is the ruling dispensation’s ability to bypass human rights. It is a tragedy for the world’s largest democracy that those in power unhesitatingly opt to use draconian laws against their own people as means to suppress them but only ending up in promoting authoritarianism. For instance, India still depends on archaic Police Act, the Indian Penal Code (IPC), the Criminal Procedure Code (CrPC) and the Evidence Act. These laws need to be reformed in order to ensure the protection of human rights of the ordinary citizens who always end up as victims of lawless police violence. Under NSA any person branded as a terrorist can be held under preventive detention for as long as 12 months by the District Magistrate of Commissioner of Police. Those branded as Naxalites or anti-government also have fight their way out against the government even if they could be innocent. The Public Safety Act (PSA) is another act that has been used indiscriminately and has been called as a “lawless law” because of the arbitrary nature in which it is used. The other Act which people in Nagaland and some north east states including Kashmir are dreadfully aware of is the Armed Forces(Special)Powers Act (AFSPA). The Act grants enormous powers to armed forces, such as shoot to kill, arrest anybody without a warrant, and detain local people without any specific time threshold. The Act also insulates soldiers from prosecution in civil courts unless okayed by the Centre. All these Acts prove that India is being run like a police state though the rulers prefer to call it effecting rule of law, no matter how brutal and draconian they are.

We will see God reaching out to us in every wind that blows, every sunrise and sunset, every cloud in the sky, every flower that blooms, and every leaf that fades, if we will only begin to use our blinded thinking to visualize it. The real test of spiritual focus is being able to bring your mind and thoughts under control. Is your mind focused on the face of an idol? Is the idol yourself? Is it your work? Is it your idea of what a servant should be, or maybe your experience of salvation and sanctification? If so, then your ability to see God is blinded. You will be powerless when faced with difficulties and will be forced to endure in darkness. If your power to see has been blinded, don’t look back on your own experiences, but look to God. It is God you need. Go beyond yourself and away from the faces of your idols and away from everything else that has been blinding your thinking. Wake up and accept the ridicule that Isaiah gave to his people, and deliberately turn your thoughts and your eyes to God. One of the reasons for our sense of futility in prayer is that we have lost our power to visualize. We can no longer even imagine putting ourselves deliberately before God. It is actually more important to be broken bread and poured-out wine in the area of intercession than in our personal contact with others. The power of visualization is what God gives a saint so that he can go beyond himself and be firmly placed into relationships he never before experienced.

ne of the biggest rackets in the country are of illegal “cold storages” or “meat processing” factories. Last year I went to Belagavi, Karnataka to answer a frantic call for help by local residents who had uncovered a number of cold storages /meat processing factories that were killing thousands of buffaloes illegally. I took the local politicians and went to these factories. Getting in was a problem, as the owners, hearing that I had come, had fled and locked the factories. However, I entered and we found ourselves knee deep in blood, thousands of freshly hacked bones, and flies. The place was like the worst part of Hell that one can imagine. This was shown on TV repeatedly and you can see it on the Net even today. The factory was not a secret operation. It was a large well built structure and could not have operated if the police were not part of the pay off system. The local police commissioner was found to be part and parcel of this enterprise. First he denied that there was such a factory, then he defended their actions. The cows were smuggled in from Goa and then slaughtered in a field. The dead animals were brought into the factory and cut and then the filthy meat packaged and exported. The factory was unlicensed, and yet had been standing there for years. It was shut down and then reopened by the local MP – you can guess why. So, the grammar I should use is present tense not past. This is such an old scenario that it has made me very cynical about our so called “police” and local administrations. A similar racket was unearthed by me in Bihar – a locked “cold storage” next to a police chowki, which resisted any attempt to open it. It had, according to the police, been locked for years. I finally made all the calls to politicians in charge of the state, and we entered the cold storage and found the bodies/meat of at least 15,000 cows. The owner was a Delhi person, a Hindu exporter, and his offices were raided here. He had been exporting the meat for years. He ran out
of the country and probably only came back when the police assured him that nothing would happen. But my team and I persist and sometimes we are lucky enough to find that rare bureaucrat who is honest and determined to set things right. We have found one in the government in Delhi this year. The meat industry has 3 different components. Firstly, there are slaughterhouses where animals are killed and skinned. Second are meat shops where flesh is sold in retail. The third are Meat Processing Factories. After the animals have been killed and skinned in slaughterhouses, they need to be hacked into pieces, deboned, packaged and refrigerated for export. This work is done in Meat Processing Factories. No animals can be slaughtered in a Processing Factory, only deboning, mincing and packaging is undertaken before refrigeration. Cold storages are part of the Meat Processing Factories and, usually, just rooms with slabs of filthy ice in sawdust, covered with blood. The Food Safety and Standards Act 2006 and Rules provide for separate licensing for each of these 3 activities. Let me give you an example from New Delhi. Delhi has only one licensed slaughterhouse which has its own meat processing unit, at Ghazipur. But numerous meat processing factories have sprung up at Lawrence Road Industrial Area, Keshavpuram, which process carcasses for export. Nobody has ever bothered to find out where the animals were being slaughtered, till the Delhi State Slaughterhouse Monitoring Committee set up an inspection. The result : The Delhi Government has recently shut down two meat processing units in North Delhi owing to gross illegalities in their operation. The violations were initially reported to the MCD in June 2019 after a detailed investigation. The Animal Husbandry department refused to do anything (the factories could not have run if the animal husbandry inspectors were not on the take). The order for cancellation of their licenses could only be done after

source for the carcasses, confirming that slaughter was conducted in unregistered places, usually in Uttar Pradesh and Rajasthan. In order to legitimize such consignments of meat, veterinary doctors of Municipal Corporation of Delhi used to levy a small penalty. The unauthorized meat consignments lack necessary permissions from the Government of the source state as well as the Government of the National Capital Territory of Delhi. According to protocol, such consignments need to be checked at the State border by the MCD/ Delhi Government and subsequently destroyed by inspecting officials. However, till date no consignment of the illegal meat has been stopped, or destroyed, at the border or in these factories. This highlights the extent of systemic corruption, wherein Municipal Authorities, represented by veterinary doctors and the Police, are guilty of colluding with meat traders. The meat mafia continues to flourish with impunity. The inspection of meat processing factories revealed that these factories did not even meet basic infrastructure requirements, such as adequate flooring, ceiling, tiling, lighting, ventilation conditions etc., that are needed to operate a meat factory in a hygienic manner. Facilities for sanitation and waste disposal, as well as the use of machinery appropriate for meat processing, were found lacking. Factory labourers were employed without proper employment records and were paid very little. Labour law violations, pertaining to Employment Provident Fund / Employment Insurance System, were established. At every stage, food safety laws had been violated. The inspection committee found that the MCD had permitted other trades to operate on the same premises as the meat processing factories and cold storages. For instance, ice, food grains (pulses, rice etc) could be stored in the same floor area in which meat processing activities were being carried out. This is a very dangerous practice that impacts food safety and public health. The Food Safety Department is required to

The ownership of the factories had exchanged hands several times. Last year, it was established during an inspection that a cartel was operating these factories. The owner hired a contractor to operate the factory, who hired butchers, but the licenses from the Food Safety Department and Municipal Corporation were obtained in a third person’s name. The license under the Factories Act was obtained in the name of yet another individual. None of these persons had a real claim in the business, nor did they even work there. This was done to confuse every licensing body so that, if ever a violation was established, the owners who live in Uttar Pradesh and are of another religious persuasion could shift the blame to some fictitious person, replace him with some other name and carry on this illegal business. These Factories processed more than 800 buffalo carcasses and packaged them for export every month, but had no records of where these animals were being slaughtered. In reality, all these carcasses were sourced from illegal killing fields in rural Uttar Pradesh and a small “fine” was paid to the MCD vets and inspectors to regularise the meat. This process can only be termed as Meat Laundering. A large portion of the meat, which gets exported, comes not from slaughterhouses complying with Indian Rules and Regulations, but through Meat Laundering. This is a new system of slaughtering animals illegally at unlicensed locations, packaging the meat for export, paying a small fine to the local body for flouting the Rules and exporting the meat as “regularised”. This is hap-
pening across the country and is the main reason why India is becoming the largest exporter of beef in the world. Slaughter and packaging of meat is governed by several regulatory regimes – Food Safety and Standards Act 2006, Factories Licensing laws of the states, Water, Air and Environment Protection Acts implemented by the State Pollution Control Boards and the Prevention of Cruelty to Animals Act, 1960, among several others. For export, additional registration with Agricultural and Processed Food Products Export Development Authority is required. Most meat exporters, registered with APEDA, bypass the Food Safety and pollution authorities either by bribing or taking advantage of the complete lethargy in these departments. APEDA gives registrations easily, without any inspections and without any due diligence on where the meat is coming from. APEDA postings are eagerly sought for, as everyone retires a millionaire. Animals are bought illegally by butchers, posing as farmers and buying truckloads of buffaloes from “farmers’ markets” set up to help farmers exchange their animals. These are then trucked to illegal slaughterhouses and killed in filthy conditions, village backyards, trenching grounds, streets and alleys. Their bodies are cut up and processed in factories which are used by Registered Exporters. For every consignment of illegally procured carcasses, a small fine is paid to regularise it before exporting it. Each of these Meat Processing Units, operating in the garb of Ice Factories, packaged beef for 20 different brands for export. No ante mortem, post mortem or laboratory examination reports were maintained. No records were maintained regarding the slaughterhouse
regulate food processing businesses, but not one case had been booked against the factory owners of the meat processing units in Delhi, despite the fact that they operated the units without the mandatory license. While the conditions, in the Licensing and Registration Regulations 2011 under the Food Safety and Standards Act 2006, are far from being met, the regulators are complicit in allowing them to operate. It is important for the health of ordinary Indians that these cartels of meat traders, which are as big as the heroin/cocaine/smack and oxytocin mafias, are broken up. APEDA must become less corrupt and the export authorities must step in to stop Meat Laundering. There are State Slaughterhouse Monitoring Committees, which have been appointed by the Supreme Court. None of them work, but the Supreme Court must take monthly reports from them. The state has a duty to ensure that the slaughter of animals is conducted only in places duly licensed by the Food Safety Department, State Pollution Control Board and has an NOC from the Local Body. Moreover, it should meet with all the conditions mandated in the Slaughterhouse Rules 2001, promulgated under the Prevention of Cruelty to Animals Act 1960. Scores of other meat processing Units in Bihar, Maharashtra, Karnataka are working on similar lines and need to be brought under regulation. Undue focus on export must not take away the basic values of protection of cattle, as enshrined in the Article 48 of the Constitution of India. India’s bid to be the largest exporter of beef comes at a great price to the nation. In 2018-19 1,23,66,38,398 kilograms of beef was exported to 84 countries. More than 65 lakh buffaloes killed every year, only for export. Of this , 75% would be cut illegally- so you can imagine how many policemen and local municipal officials, APEDA and export licence in-charges have lined their pockets. oday is February 11, 2020. To many of us, this day might seem like another day of work. For some, it may be time to go back to school or another day of Board exams. For those interested in politics, today is the election results of the Delhi 2020 Assembly elections. And to a select few, I would like to remind them that they only got three days left before Valentine’s. But in history, today is a significant day, especially to the people of South Africa. Thirty years ago, to this day, on February 11, 1990, was a moment of historical significance. After enduring 27 long years in prison, anti-apartheid activist and freedom fighter Nelson Rolihlahla Mandela was released at the Victor Verster prison. Walking hand in hand with his wife, Winnie Mandela, he walked out of the prison in front of a massive crowd. The event was broadcasted live across the world. In his release speech at Cape Town’s City Hall, he announced his commitment towards peace and reconciliation with the white community but also stated that the freedom struggle would continue, and the ANC (African National Congress) would fight against apartheid. After four years of negotiation and reconciliation, South Africa held its first democratic general election where blacks were allowed to vote alongside whites. As expected, the ANC led by Nelson Mandela won the elections with an overwhelming majority and became the first black president of South Africa.
What’s in a February eleven?
Nelson Mandela received international recognition for his works of reconciliation between the black and white communities of South Africa and becoming South Africa’s first black president. But he is best known for his long struggle towards South Africa’s freedom and his message of peace and forgiveness. Personally, the first time I heard of Nelson Mandela was in school history book. I remembered seeing the broadcasts of his death in 2013, but I didn’t think much of it. Then in grade 9 in English class, I began studying a chapter called Invictus. Invictus was a poem written by William Ernest Henry. This lesson introduced me to Invictus, the poem, and how Nelson Mandela used that poem to persevere in prison. It gave him hope and the will to stand when all he wanted to do was lie down. The lesson also showed me how Nelson Mandela used that poem to inspire Francois Pienaar, captain of South Africa’s rugby team to win the 1995 rugby world cup. I found the story exciting and pondered on the lesson. Then one day I was spending the day at my cousin’s house waiting for my parents to arrive. I was feeling bored and went to watch TV to pass the time until dinner. While I was browsing the channels, I suddenly saw a movie named Invictus that was about to begin. That intrigued me as I was still studying the lesson at school. When the film started, I found that the movie was the film version of the English lesson I was study-
ing but revealed a lot more. The film showed Nelson Mandela’s struggle to unite a nation, how he used rugby to bring national reconciliation to South Africa. The film also revealed how the poem motivated Mandela, including how he motivated Pienaar with this poem inspiring him to encourage his team to be the beacon of unity for South Africa. The film was terrific, and since then, I’ve been interested in learning more about South Africa’s history and Nelson Mandela. I came across another film recently about Mandela named after his biography, ‘The Long Walk to Freedom.’ The film gave a different adaptation starting from his life as a lawyer to becoming president of South Africa. To learn more about Nelson Mandela, I asked my mother to buy me his autobiography while I was in Malaysia, which she readily agreed. Now in Penang Malaysia, I try to find time to read about Nelson Mandela’s life journey, and every chapter of his biography. ‘The Long walk to freedom’ is fascinating but also gives me a different revelation of thought. It is incredible yet painful to know about Nelson Mandela’s long walk to freedom. His early life was difficult, and I wonder how one man spends 27 years in prison, 18 of them in one tiny cell in Robben Island. During his prison sentence, he faced some painful experiences. His mother had died, and his eldest son died in a car accident. Mandela was not permitted to attend both funerals. His wife was left alone to raise
his daughters, and Mandela had to endure many years on Robben Island. The experiences are painful, and though I have not read his complete account of Robben Island, the stories I heard have been shocking. But Nelson stated that prison was a learning experience for him. He went to jail an angry revolutionary, believing that violence was the only solution to fight the government. After his release, the fire inside him died down, and he preached forgiveness and unity. I wonder to myself, how does one man spend most of his life in jail, 18 of them in a tiny cell, and then comes out ready to forgive those who put him there. And then again, Jesus was mocked, beaten, and crucified, yet Jesus asked his Father to forgive his persecutors in the last moments. Looking back at Naga history, it has been a long time since Nagas had their liberty. It’s been hard to imagine how A. Z. Phizo
spent his exile in London — separated from home for his dream for the Naga people. Phizo and Mandela were both separated from their homes and families, and both were leaders, but never gave up. But I believe that one day the long walk for Nagas will end, and there will be a better future for our people. “I have walked that long road to freedom. I have tried not to falter; I have made missteps along the way. But I have discovered the secret that after climbing a great hill, one only finds that there are many more hills to climb. I have taken a moment here to rest, to steal a view of the glorious vista that surrounds me, to look back on the distance I have come. There are also very few booths in and around various colonies and it would be of immense benefit for public if more booths were set up at strategic points. NPRAAF, however, said that all the tourist resort (TR) and tourist reception centre (TRC) constructed by the department through the fund could not generate any revenue to help the state economy as all the resorts built on a private land were mostly owned by politicians and bureaucrats. NPRAAF said the TRC and TR have, therefore, become a private property or a VIP farm house. NPRAAF suggested that all development projects of tourism be developed on a government purchased land as per the government standing order. It suggested the order should be strictly followed so that no tourism
property should become a private property or VIP farm house after completion of the projects. NPRAAF also sought to know from the government if the assets created on the private land of former and present bureaucrats and politicians would continue to be a private or public property. “What is the Govt plan on those assets?” it asked. Further, NPRAAF demanded constructing TR or TRC on a private land other than on government-owned land should execute MoU with the land owner declaring that “no land owner after completion of the projects shall claim the property on the land nor sell off the land along with the property under any pretext” as there has been such cases. NPRAAF has ap-
pealed to all political parties to discontinue the habit of converting government property into private property. It also urged the general public to stop illegal occupation of government property, adding that if such trend continued the state would be left with little or no public property. NPRAAF also suggested setting up a special committee involving some NGOs to identify tourist spot and built facility for the tourists so the potential tourists could enjoy the hospitality and good environment during their stay or visit to the state. It also expressed dismay that even though the Centre had sanctioned over Rs 100 crore annually i.e 2015-16, 2016-17, 2017-18, under the scheme of Swadesh Darshan alone, there was zero productivity.

Cur rently, he said the local demand for pork was approximately 40.02 thousand tonnes, while the State’s production was approximately 19.22 thousand tones and the total consumption of pork in the state was approximately 23.58 thousand tonnes while the outside supply of pork into the State is approximately 19.22 thousand tonnes. To m ove t ow a r d s self-sufficiency, Rio said the department of animal husbandry and veterinary services (AH&VS) had initiated procurement of 24 pure breed Hampshire pig from the United Kingdom to upgrade the breeding stock in the State. This was being initiated under the National Livestock Mission – Piggery Development in NER, while the payment was made to the nodal State, i.e., Government of Mizoram and the consignment was awaited, he added. The chief minister said a boar station was also being set up at Medziphema to provide artificial insemination of superior germ plasm to improve the production of pigs with assistance from the
Centre under the National Livestock Mission and currently training of boars for semen collection was in progress to enable artificial insemination in pigs at the farmers’ level. He informed the House that village piggery development for pork production through participation of 187 piggery farmers was currently in progress to promote pig breeding as backyard piggery under CSS. He claimed that the AH&VS department had participated in all livestock and poultry disease control programmes by engaging its manpower and resources, while steps were being undertaken to promote, develop and enhance meat, particularly pork, to create an eco-system of self-sufficiency in the near future. On formalin-laced fish, Rio said 299 samples were collected from 2018 till date and analysed for presence of formalin, out of which 135 tested positive for formalin while 157 samples tested negative. Mentioning that seven collected samples
were not in a condition to be analysed, he said 8,950 kg fish was seized and dumped/ disposed off. The LoH informed the members that inspection, checking and testing by food safety teams, designated officers/food safety officers with food safety on wheel teams carried out strict vigilance at all levels in all the districts in coordination with the district administration, police, municipal and town councils, chambers of commerce, youth organisations and voluntary consumer forum. On the demand for redrafting fair price shops (FPS) and public distribution system (PDS), Rio said the State had 1,621 fair price shops (1,323 rural and 298 urban). NEW DELHI, FEB 10 (PTI): Former Jammu and Kashmir chief minister Omar Abdullah’s sister on Monday moved the Supreme Court challenging his detention under the Public Safety Act. Senior advocate Kapil Sibal, appearing for petitioner Sara Abdullah Pilot, mentioned the matter for urgent listing before a bench headed by Justice N V Ramana. Sibal told the bench that they have filed a habeas corpus petition challenging the detention of Abdullah under the PSA and the matter should be heard this week. Ministry said on Monday that 32.07 lakh houses have been constructed and delivered so far under the Pradhan Mantri Awas Yojana-Urban (PMAY-U), out of the total sanctioned 1.03 crore houses. In a written reply to the Lok Sabha, the Minister in-charge Hardeep Singh Puri said that around 60. 50 lakh units are at various stages of construction. “Based on the project proposals received so far from the States/UTs (Union Territories), a total 1,03,22,560 houses have been sanctioned under the scheme; out of this, 60,50,991 are at various stages of construction and 32,07, 573 are completed/delivered,” the Minister said. He also said that the validated demand reported by states or UTs so far is around 1.12 crore. New Delhi, Feb 10 (IANS): The government is set to privatise Central Electronics Ltd, a CPSE under the Department of Science and Technology, by selling its 100 per cent stake with management control and has invited the Expression of Interest for the same by March 16. The selected bidder will be required to lock in its shares for a period of three years during which it cannot undertake the sale of its stake in CEL, the PIM (Preliminary Information Memorandum) said. “The government of India has ‘in-principle’ decided to disinvest 100 per cent of its equity shareholding in CEL (which is equivalent to 100 per cent of the total paid up equity share capital of CEL) through Strategic Disinvestment with transfer of management control (Strategic Disinvestment or Transaction),” DIPAM, the Disinvestment Department, said. The process for the transaction has been divided into two stages, namely, Stage I and Stage II.

nCov toll rises to 908; WHO sends team to China BEIJING, FEB 10 (PTI): The death toll in China’s coronavirus outbreak has gone up to 908 with 97 new fatalities reported mostly in the worst-affected Hubei province and the confirmed cases of infection crossing 40,000, Chinese health officials said on Monday, as a team of international experts led by the WHO is set to arrive in Beijing to help contain the epidemic. According to China’s National Health Commission, 91 deaths were reported in Hubei province, the epicentre of the epidemic, two in Anhui, and one each in Heilongjiang, Jiangxi, Hainan and Gansu. There were 97 deaths and 3,062 new confirmed cases of the lethal infection on Sunday, it said. A total of 908 people have died of the disease and 40,171 confirmed cases of the outbreak have been reported in 31 provincial-level regions so far, it said. Another 4,008 new suspected cases were reported on Sunday. A total of 296 patients became seriously ill, the commission said,

ternational expert mission to China, led by Dr Bruce Aylward, veteran of past public health emergencies,” WHO director general Tedros Adhanom Ghebreyesus said in a tweet. The WHO exper ts team, led by Aylward, will arrive in Beijing on Monday night, state-run China Daily reported. After the outbreak, Ghebreyesus visited Beijing last month and held consultations with Chinese health experts and leaders. Earlier, he said China had agreed to allow the WHO experts team comprising different countries. Their arrival was expected to boost efforts to contain the virus which is causing havoc in China and many parts of the world, even though the Chinese officials claim the confirmed cases have begun to drop in the last few days. The WHO said the number of cases of the coronavirus in China was “stabilising”, which is “good news”. It, however, cautioned that it was too early to make any predictions
about whether the virus might have peaked. “There has been a stabilisation in the number of cases reported from Hubei,” Michael Ryan, head of WHO’s Health Emergencies Programme said at a briefing in Geneva. “We’re in a four-day stable period where the number of reported cases hasn’t advanced. An unknown number of women and children were also abducted while at least 18 vehicles, including lorries and others conveying foodstuff, were burned down when the gunmen attacked the Auno community in Konduga local government area of the state on Sunday,
Zulum told Xinhua. Several other local residents sustained injuries during the attack, about 24km north of Maiduguri, the capital of the restive northern state. The attack started at about 10 p.m. local time on Sunday, with the gunmen blocking the major road leading to the Auno community and raiding surrounding villages. Zulum, who visited the spot early Monday, blamed the attack on the Boko Haram militant group.

Training camp for blind footballers in Nagaland
DIMAPUR, FEB 10 (NPN): For the first time in Nagaland, a blind football demo and training camp will be organised on February 15th and 16th at Don Bosco Hr Sec School Ground, Riverbelt Colony, Dimapur. A press release from Diethono Nakhro, State Commissioner for Persons with Disabilities stated, the two-day camp will comprise of training basic skills of the game to interested young B1 players (athletes who are totally or almost totally blind), as well as training session for coaches and referees on rules and regulations of the game and other coaching tips. While a demo game with an invited team will be played on day-2 to conclude the camp. A brief inaugural programme will be held at 9:30 am to kick off the training camp on February 15th, while on February 16th, a blind football demo game will be held at 12:30 pm followed by a closing programme to mark the conclusion of the camp. The camp is being conducted by the Office of the State Commissioner for Persons with Disabilities, Nagaland, in collaboration with the Indian Blind Football Federation (IBFF). The
organising partners are Nagaland State Disability Forum (NSDF) and Prodigals’ Home (PH), Dimapur. It was informed that an established blind player, Indian International Gabriel was expected to come in from Bengaluru to help train the players and play in the demo exhibition game as well. The organising committee has invited the general public to be part of this first-of-itskind event and also encourage our young athletes to build the game and compete at a professional level. Blind Football is a fast paced 5-a-side football played by visually impaired athletes using a ball with a noise-making device inside. Matches are played between two teams, ground size of 40m X 20m, each with four outfield players and a goalkeeper. The pitch is surrounded with a rebound wall; the sport is played with no throw-ins and no offside rule, which ensures non-stop action. Matches are played over two halves of 25 minutes each, plus 10 minutes for half-time. All players are blindfolded before a game so that this becomes a ‘level playing field’ for all players partial or fully blind.

Karnataka’s Vidya Pillai edged past Amee Kamani of Madhya Pradesh 3-2 (41-68, 57 -35, 37-61, 69-50, 87-05) to defend her senior ladies snooker title in the women’s snooker final. Representing Petroleum Sports Promotion Board (PSPB) in the clash, Aditya Mehta won the first frame with a break of 103 while the score remained 103-17. He lost the next two frames 50 -58, 47-48 and it looked like Pankaj Advani was staging a comeback but Aditya Mehta held his nerves to win all the following four frames to win the title with a 6-2 score line in the best of 11 frames at the National Snooker Championship.
MILAN, FEB 10 (AGENCIES): Inter Milan went top of Serie A on Sunday after completing a remarkable second half comeback to overturn a two-goal deficit and beat AC Milan 4-2. Zlatan Ibrahimovic set up Ante Rebic’s opener before scoring with a header, as Milan held a deserved 2-0 lead at the break. BAI revamps domestic tournaments
HYDERABAD, FEB 10 (IANS): The Badminton Association of India (BAI) has decided to revamp the domestic tournament set-up in order to have a performance-oriented approach. A multi-level tournament structure at the senior level with close to Rs 2 crores as prize money has been introduced which will help to create a sustained pool of excellence. The revamped structure will have three levels of tournaments with the Level 3 having six BAI Series Badminton tournaments in a year with Rs 10 lakhs as prize money for each tournament. With no restriction on entry in qualifying, 30 singles players and 15 in paired events as per BAI Ranking will get direct main draw entries. While the first three tournaments will be held from May to June, next three will follow in November. In Level 2, four BAI Super Series Badminton tournaments will be held, which will have Rs 15 lakhs as prize money for individual tournaments.
