DAN’s appeal to lift bandh

Ind. MLA cautions

DAN Legislature party meeting at the State Banquet Hall on Friday evening. (CMO) Correspondent

Kohima, Feb 10 (NPN): With the three-day deadline issued by apex tribe organisations on T.R. Zeliang to resign on moral grounds ending on mid-night of February 10 but with the chief minister remaining adamant, the stalemate could push the state into the brink of mass civil unrest with grave consequences. There was much speculations and expectations that the legislators would urge upon the cabinet to take the call at the meeting of the DAN Legislature party held in the State Banquet Hall Friday evening.

However the meeting turned out to be only for making an appeal as contained in the “communiqué” from the Chief Minister’s Office through its Media Cell. CMO said the emergency meeting discussed the present situation and concluded that as elections to Urban Local Bodies was over and entire process “declared null and void” , the stage was now for “dialogue and negotiations” on the future course of action to be taken. The DAN legislature therefore appealed to the “agitating groups to lift the indefinite bandh” and take up the government’s offer of dialogue so as to amicably

resolve the ULB issue in the state. CMO disclosed that the DAN legislature meeting was attended by 53 legislators including the Assembly Speaker, chairman of DAN and president NPF Dr.Shürhozelie Liezietsü, vice chairman DAN and state BJP president Visasolie Lhoungu, K.G.Kenye MP(RS) and special invitees. Sources said the chief minister initiated the discussion by briefing the DAN legislators about his meeting with union home minister Rajnath Singh in Delhi on Thursday where the situation in Nagaland featured.

JCC reacts to Patton’s statement Staff Reporter

DIMAPUR, FEB 10 (NPN): The Joint Co-ordination Committee (JCC) on Friday dismissed Nagaland home minister Y. Patton’s statement on the January 30 tripartite agreement between state government and JCC in the presence of NBCC (third party) saying the statement was nothing but just a “wild imagination” of Patton to mislead the Naga people. JCC convenor Supu Jamir said Zeliang clearly stated in the said meeting that postponement of ULB elections will be done with immediate effect but with regard to 2-month duration as demanded by JCC, Zeliang and Patton reportedly stated it will be subject to cabinet and SEC and not as stated by Patton. He dismissed Patton’s statement as a blatant lie. He maintained that JCC’s had at no point

in the meeting agreed to holding ULB elections with 33% women reservation and added JCC sought 2-month time to educate and dialogue with the public with regard to reservation and the outcome of which was to be intimated to the state government. The sentence “subject to decision of the cabinet and state election committee” was meant solely to discuss the timeframe/duration of postponement and nothing else, Supu stated. Therefore, Patton’s statement that JCC agreed to hold ULB election with 33% women reservation is nothing less than his wild imagination, Supu stated. Supu also shot back at Patton saying JCC appealed for postponement of ULB elections in the whole state and not partially. According to him, the definition of ‘ULB elections’ was self-

explanatory as it means elections for the entire state and that there shouldn’t be any confusion. JCC also refuted the ‘shortage of time’ statement by Patton saying the meeting stretched on for almost three hours and thus both side had amble time to discuss all issues. The committee also questioned the home minister as to who he was referring to when he say ‘nonstakeholders, as JCC was empowered/endorsed by apex tribal hohos. With regard to NBCC not saying they were ‘betrayed by the chief minister and government’, JCC said NBCC may not have uttered a word but the deceit of JCC and NBCC by the government was well known to the Nagas and therefore the home minister should know that ‘action speak louder than words’.

Independent MLA from 39 Sanis A/C N. Thomas Ngullie, who broke ranks with the “oppositionless state assembly” to become its lone opposition voice, said he decided to attend the meeting even though he was not invited. In an interview to Nagaland Post, Thomas said he voiced his concern over the situation prevailing across Nagaland because of the loss of three precious lives. Thomas said he appealed to the members to hear the cries of their people across the length and breadth of Nagaland and hoped for God’s wisdom upon the members and the cabinet to respond to the cries of their people. He reminded them about his November 24,2016 speech in the Assembly when he expressed the hope that Nagas would not call their elected members as “cowards” for not taking the right decision. He was the only member who spoke against the motion against revocation of the September 22, 2012 resolution after which he walked out in protest.

NMA cautions DIMAPUR, FEB 10 (NPN): Naga Mothers’ Association (NMA) has cautioned that if any untoward incident or violence befell any member of the association, those organizations blaming the NMA would be held solely responsible. In a press note, NMA also cautioned those organizations besides blaming NMA, for threats and intimidation being given to NMA leaders. NMA has asked all its units, being directed to withdraw from NMA, to stand firm in their principle and to withstand against any pressure. However, NMA also stated that those units under threats and pressure could take their own decision. M e a n w h i l e, N M A said its central body would continue to function and promote the rights of Naga women. NMA reiterated that no outside body could dissolve or pressure the NMA to dissolve.

NPF women wing appeals JCC to KUT demands dissolution of KTC call off bandh Khiamniungan Union Tuensang (KUT)

KTC disowns attendees at CM’s meeting DIMAPUR, FEB 10 (NPN): Khiamniungan Tribal Council (KTC) has disowned KTC officials who attended the consultative meeting convened by the state chief minister at State Banquet Hall, Kohima on February 8, 2017. In a press release, KTC president said he and the KTC would not be responsible in any manner, saying they attended that meet “at their own personal vested interest and capacity”. He said the attendees led by KTC general secretary Puchai PM, ignored and disregarded his directive to abstain from attending the consultative meet. Mongchua said that he detailed and authorised four KTC officials to attend on condition that if other tribal bodies of Nagaland attend. However, KTC president said after learning NTAC and JCC decision to abstain from attending the proposed consultative meet, he told KTC general secretary, Puchai PM, over phone not to attend. But, ignoring his directive, they have attended the meet, Mongchua said. Further, the KTC president said that he and Khiamniungans in general would not be held responsible and affirmed that they stood “strongly in support of the rest and majority of the Nagas.”

has demanded dissolution of the present team of Khiamniungan Tribal Council (KTC) within February 15, 2017, failing which it would be compelled to take own course of action in the interest and welfare of the community. In a press release, KUT president, M.Neolo, and executive committee chairman, N.Ltangsoi, said the union at an emergency executive meeting on February 10, 2017, unanimously condemned the decision taken by KTC, which had accepted the ULB elections at Noklak. The signatories said KTC officials had betrayed the Khiamniungans in the whole process of ULB election by taking “un-realistic and hasty decisions damaging the image of the Khiamniungans.” KUT said Khiamniungan Nagas could therefore no longer remain silent with regard to all the decisions taken by the KTC “in failing to lead our general public in solidarity with the rest of our other Naga public”. KUT has appealed to the Khiamniungan GBs’ Union to take over the office of the KTC right after the dissolution of KTC in order to safeguard the integrity and to maintain the sanctity of the entire Khiamniungan community. Meanwhile, the KUT has re-affirmed that it would continue to extend its full support and stand in solidarity with the rest of the Nagas under the initiative of the NTAC and JCC at all cost.

D I M A P U R , F eb 1 0 (NPN): NPF Central Women Wing while acknowledging home minister for bringing out the “factual position” on the January 30 agreement between the state government and JCC in the presence of NBCC, appealed JCC to immediately call off the bandh that has paralysed the functioning of government offices. Working president of Women wing Khriezobeinuo Sanchu also urged JCC to embark on a mission by hold talks with the different tribal bodies and educate the public toward conducting a well-informed election to promote development and common good for the Nagas. She said people have now realized after going through the full text of the January 30 statement, and that, “we are now wiser and know that it is the other way round.”

NTAC seeks Governor’s immediate intervention Says, total breakdown of state govt. machineries KOHIMA, FEB 10 (NPN): Nagaland Tribes Action Committee (NTAC), Kohima and the Joint Coordination Committee (JCC) Friday sought immediate intervention of Nagaland Governor, P.B. Acharya over the complete breakdown of constitutional machinery in the state. In a joint memorandum NTAC and JCC said the representatives called on the Governor on Friday afternoon to apprise him on the present situation. NTAC and JCC said all the government offices have not been functioning for the last eight days. They said this demonstrated total failure of governance in the state, as untold hardships were be-

ing faced by the people. NTAC and JCC went on to remind the Governor of his February 3 assurance- to punish the wrongdoers as per Constitution. They however expressed dismay that the Governor failed to carry out any action, despite the fact that chief minister, T.R. Zeliang himself had “admitted his wrong deeds and apologized on behalf of the government through mass media on February 8, 2017.” They said “the seat of the chief minister is honorable and fit only for virtuous and not for a wrongdoer.,” Nagaland Tribes Action Committee and Joint Coordination Committee also apprised the Governor of three lives in total that were lost and injury to several others, while 24 government offices were razed to the ground causing huge loss to public property. They said that despite all these, TR Zeliang as chief minister, remained

adamant and refused to listen to the voices of the people by stepping down from the chair. Considering the volatile law and order situation in the state, the two committees said “it was high time for your honour to intervene and to take immediate action as has been assured by you on the February 3, 2017.” The memorandum was appended by NTAC convenor K.T. Vilie; NTAC secretary, C.T. Jamir and JCC convenor, Supu Jamir. A copy each of the memorandum was also sent to the President of India, Prime Minister and Union Home Minister. Staff Reporter Adds: Meanwhile, at a press conference in Dimapur JCC convenor, Supu said JCC and NTAC made it clear to the Governor that in the event of failure to meet their demands, the consequences will be severe for which state chief minister as well as the governor would be held responsible.

Lotha Hoho questions CM’s Delhi trip stead of running around for alliances so as to pave way for restoration of normalcy in Nagaland. LH also reminded Zeliang that as elected leaders, he should bear in mind that the people have elected them for the welfare of the people, to stand for the right of the people and not to harass the people. Further, the hoho asserted that since chief minister was chosen from among the elected leaders and therefore, when the leaders go against the electorate, the electorate has the right to demand for their resignation. The Hoho also questioned home minister Y Patton as to “why should the MoU, or decision on ULB election be for a part of the state?” Just as the JCC and NBCC went away taking for granted that the MoU is for the entire state; so

also, it was understood by one and all that it is for the entire state, which the NPF leaders later decided to bifurcated into two categories: “troubled” and “untroubled”, which was the usual NPF practice of mocking the people, the statement stated. LH also demanded that the NPF division Wokha immediate clarify on the statement issued by NPF party divisions Wokha, president Mhonthung Patton. The hoho also demanded clarification from Manthungo Kikon, NPF press secretary Wokha for side tracking on the undertaking of January 16, 2017, that he will remain respectful and loyal to Lotha Hoho. However, the hoho said he took a U-turn and extended support to T.R. Zeliang, whose immediate exit is demanded by the LH.

Bishop requests all for prayers

DIMAPUR, FEB 10 (NPN): Lotha Hoho (LH) has slammed chief minister T.R. Zeliang for taking a trip to New Delhi to meet the Central leaders when several part of the State is under turmoil. The hoho questioned Zeliang, why he had to run away to align with someone instead of dousing the fire? It reminded him that Naga people were against such kind of attitude. LH chairman Mhao Humtsoe and general secretary Mhondamo Ovung, in a statement further questioned, T.R. Zeliang for seeking alliance with someone to help protect, one’s adamant manoeuvres? Instead, LH stated that it did not want its leaders to instigate outside authority to harass the Nagas. In this regard, LH said that T.R. Zeliang should “go away immediately” in-

DIMAPUR, FEB 10 (NPN): Three Pochury youth organizations- Meluri, Akhegwo and Lephori, have demanded that the Pochury Hoho executives to immediately impeach the “self branded organization, Pochury People’s Forum” (PPF) consisting of Monte, Vichutho, Joyson Pfithu, Atsopu and Junte for tarnishing the image of Pochury in attending the boycotted consultative meeting called by chief minister on February 8. The three organizations also demanded stringent disciplinary action against them, deem fit as per customary law of the land. In the event of failure to respond positively, the Pochury youth organizations cautioned that it would initiate its own course of action. The organisations asserted that some “high

handed selfish” individual was misleading and directing them on the wrong path. This tantamount to selling out the rights of the Nagas, they said. In this regard, the youth organizations clarified that action did not reflect the general view of Pochury people as a whole. In a joint press statement Müluo Shefüri Kügharü acting president Kuothosi, Akhegwo Youth Organisation vice president Nuepeng and Lephori youth organization vice president Dizusie also stated that despite, Monte and Vichutho Nyusou, who attended the NTAC and JCC meeting on February 7, 2017 and agreed to the call of the Nagas by appending their signatures to boycott the consultative meeting called by the chief minister, they went ahead and attended the consultative meet.

Rengma Hoho reiterates its stand on ULB elections

DIMAPUR: Rengma Hoho during its meeting held on February 9 reiterated its resolution to continue to oppose ULB elections under Nagaland Municipal Act 2006- incorporated with 33% reservation for women - which is violation of Article 371A. I n a p r e s s n o t e, president Kenyuseng Tep maintained that the State is fully responsible for the present chaos and crisis because of its indecisiveness and wrong policies though the belated declaration of the ULB election as ‘null and void’ by the government is welcome. RH also condemned the action of the state police force in taking the precious lives of the three

youths. RH also expressed its deepest condolences to the family of the 3 martyrs who laid down their lives safeguarding the future of Nagas. RH also appreciate and support NTAC and JCC in their continued endeavour to carry forward the aspirations of the people. Further RH also appeal to all sections of Naga people to exercise wisdom and understanding and help resolve the present issue democratically while avoiding confrontation and violence. Humane approach should be the basis to resolve all issues with emphasis on trust and confidencebuilding measures, RH added.

NPCC resolves on prevailing issues DIMAPUR: Political Affairs Committee (PAC) of the Nagaland Pradesh Congress Committee (NPCC) opined that there was no reason for the DAN government to take the issue of exemption of Part IXA for Nagaland to the president of prime minister through ordinance since the NM Act was an Act of the Nagaland Legislative Assembly. In a press release, NPCC general secretary, Medokul Sophie, said the PAC at its meetings on Febr uar y 10, 2017 a t C o n g r e s s B h ava n , Kohima cautioned that any such misadventure could infringe upon Art 371A. The meeting, which deliberated the ongoing impasse, resolved to call for amending Nagaland Municipal Act 2001 as amended upto date in consultation with all the stake holders in the spirit of Art 371 A. The committee alleged that the DAN gover nment failure to listen to the people and

betraying the JCC and NBCC and the people of Nagaland has led to “a complete breakdown of constitution” in the state. Further, Nagaland Pradesh Congress Committee reiterated its stand that it would endeavour to solve the Naga political problem through peaceful and constitutional means and serve as a bridge between Naga National Groups and the government of India. It also asserted that Congress party initiated peaceful negotiation and continued to stand for peaceful negotiation. Nagaland Pradesh Congress Committee maintained that 60 MLAs came together assuring the public to bring about Naga political settlement, but they have instead divided Nagas into sections and have miserably failed to bring solution. Meanwhile, NPCC said it would send a delegation to Delhi to apprise AICC on the present situation.

Fifteen-day tour of Team One under the theme “We unite tour 2017” was flagged off on February 10 at Peren by EAC, Peren Tsidi Hairang. Twenty members are undertaking the tour. K

No talks if blockade continues: Centre situation there, the sources said “final call” on it needs to be taken by the EC. About 176 companies (about 17,600 personnel) of central paramilitary forces are already there, and more number of such policemen can also be provided, they said. The Home Ministry may send 200 more companies (about 20,000 personnel) of the central paramilitary forces there, the sources said. Polling for the 60member Manipur Assembly is scheduled to be held in two phases next month-March 4 and 8. The Union Home Ministry had conducted two meetings – on February 3 and 7 -- with representatives of UNC and Manipur government to end the crises there. In the first round of discussions held in the national capital, the Centre had expressed hope that the blockade would end soon. However, the last round of talks failed. Though the next round of talks are scheduled to be held on March

25, it is unlikely that it would happen, they said. The Council is protesting against creation of seven new districts in the state and its cadres have blocked the NH 2. Due to the blockade, normal life in Manipur has been badly affected and prices of essential commodities have sky rocketed.

Need to increase agricultural output: Sarbananda Sonowal

Bru repatriation uncertain again

New Delhi, Feb 10 (PTI): The Centre is unlikely to hold fresh round of talks with a Naga group spearheading the economic blockade in pollbound Manipur for over three months now, after no breakthrough was achieved in two rounds of meetings with the stakeholders to resolve the crises. The National Highway number 2 (NH 2) is blocked there since November 1 by United Naga Council (UNC) cadres which has affected normal life. Though the dates for polls have already been announced by the Election Commission, Union Home Ministry sources today said that it may be difficult for poll officials to reach on duty in the present scenario. Referring to the security scenario in the northeastern state, they said law and order is a state subject and the Centre cannot interfere. Asked whether it would be conducive to conduct elections in Manipur considering the prevailing

Guwahati, Feb 10 (PTI): Assam Chief Minister Sarbananda Sonowal stressed on the need for better coordination between soil conservation and irrigation to obtain increased agricultural output in the state. “The government is committed to uplift the farming community of the state through various measures for achieving high growth in agricultural sector,” Sonowal said addressing FFCSWR-2017 here. Stating that this year’s state budget shows the commitment of the government towards farming community, he said Prime Minister Narendra Modi’s vision of making the North East as an organic hub would be soon realised since the practice will be intensively encouraged in the coming years. Referring to Chief Minister’s Samagra Grammya Unnayan Yojna (CMSGUY), Sonowal said the scheme has been launched to achieve holistic development of the villages by finding out the core strength of every village and work towards making that strength sustainable and economically viable. “The govern-

Sarbananda Sonowal ment is keen for economic uplift of the villages through tourism,” he said. “Along with agricultural sector we will transform the villages into hubs of economic activity in the coming years” the Chief Minister said. Noting that farmers of several districts in the state are involved in triple cropping, Sonowal said that he has decided to interact with all such “progressive farmers” to get first-hand experience of their success stories. He also directed the soil conservation department to popularise rain water harvesting and take steps for retaining the water level of integrated watershed projects for judicious utilisation of water during winter season.

No MPs supported me on eco blockade: C Sangma

Taking a dig at MPs (Members of Parliament) from the Northeast, National People’s Party (NPP) president Conrad Sangma Friday said, “none of them supported me when I brought up the economic blockade issue of Manipur in the Parliament.” At an election rally in Imphal, Sangma also criticized Centre and state government for not taking up any steps to get rid of the artificial scarcity of essential goods triggered by the prolonged imposition of economic blockade on the national highways in Manipur. “It is unfortunate that Centre and state

A i z aw l , F e b 1 0 (Agencies): Uncertainty looming large again over the repatriation of over 30 thousand Reang refugees came from Mizoram 20 years ago and staying in six refugee camps in north Tripura district. This occurred with the submission of a new set of demand by the refugee leaders that include allotment of five hector of land and one government job to each family. The date line for beginning of return of the refugees was set to February 15 in a tripartite meeting held earlier. According to a local official said, “The demand raised by the refugee leaders is unrealistic as no government can meet such a demand. A recent stand taken by the Mizoram government has further complicated the matter.” The Mizoram government has recently decided to make a revise estimate of expenditure to be incurred for implementing the repatriation process. They said it became necessary in view of increase in prices of commodities.

governments remain silent even as the people of Manipur are suffering at the limit after cutting the supply routes for a long time,” he said. United Naga Council (UNC) has been imposing an indefinite economic blockade on the national highways in Manipur since November 1 last year in protest against creation of new districts. Sangma said that he had brought up the matter of economic blockade and the plights of the people of the state in the Parliament. He had highlighted the plights of the people of Manipur as a result of non-availability of essential commodities in the discussion which was lasted for about 30 minutes. However, none of the MPs including from Manipur did participated. The government at the Centre also failed to initiate any action for relieving the suffering people till date, he lamented. “I even brought up the matter in all political parties meeting in which

leaders of almost all the political parties including Prime Minister and home minister attended,” he said. In the meeting leaders of the ruling parties assured immediate action to get rid of economic blockade. “However, people continued to suffer,” he added. The NPP national president blamed the Centre for neglecting the people of the Northeast region saying that even as people of Manipur were suffering for a long time, they have no time to address the problem. “This shows insincerity of NDA government is neglecting the region. BJP is not sincere to address the problems facing by the people of the region same as like the Congress that ruled the country for long time,” he said. Even though NPP is a national political party, the party concentrated its activities in the Northeast region and will continue to work for the welfare of the people of the region, he added. Woman held with demonetized notes in Imphal Correspondent

IMPHAL, Feb 10: Manipur police have recovered demonetized notes amounting to Rs 4,50,000 from the possession of a woman who allegedly came to exchange from a bank branch in Imphal. A police source said that Sanasam Robita Devi (46) was arrested with Rs 450,000 of which Rs.4,00,000 were in old 1000 notes and Rs 50,000 in old 500 notes. The demonetized notes were meant for exchange from the bank through some bank officials who allegedly were willing to accept the demonetized notes at a commission of 55 per cent. A team of Singjamei police station arrested the woman on February 7 from Singjamei Bazar. Some passbooks and cheque books of different banks, ATM cards, bank deposit slips, two PAN cards issued in the name of Sagolsem Robita, one Aadhar card, two mobile phones and a Honda Activa were recovered from the possession of Robita.

official added. The Tripura High Court has 2,885 pending cases excluding these 35 cases. “The Supreme Court has also studied the possibility of invoking Article 224AA by which (an additional) judge could be appointed. It also studied transfer of these 35 cases to Gauhati High Court for disposal,” the official said. But then, this would seriously dent the logic by which the Tripura High Court was created in 2013, experts said. Article 224AA allows the Chief Justice of a High Court, with the consent of the President, to ask any judge of any other High Court to act as a judge of the High Court. “Tripura High Court has a sanctioned strength of four judges, including the Chief Justice. There are currently three serving judges, including the Chief Justice, after a judge retired a few months ago,” the official said. Along with Tripura, separate High Courts were also set up in Manipur and Meghalaya in 2013. These states -- as also all the other northeastern states -- were earlier under

the jurisdiction of the Gauhati High Court. Sikkim was the only exception as it already had a separate High Court. The working strength of judges in the five High Courts -- Gauhati, Sikkim, Manipur, Meghalaya and Tripura -- is 28 against the sanctioned strength of 39, a document of the Union Ministry of Law and Justice said. It said the working strength of the Gauhati High Court, which has jurisdiction over Assam, Nagaland, Mizoram and Arunachal Pradesh, is 17 against the sanctioned strength of 24. The Meghalaya and Manipur High Courts currently have three judges against their sanctioned strength of four each while in the Sikkim High Court, the working strength is two against the sanctioned strength of three. “Separate High Courts for the states of Arunachal Pradesh, Nagaland and Mizoram have not been established because the state governments have not yet completed creation of necessary infrastructure in these states,” the ministry document added.

Protest against kidnapping disturbs vehicular movement

IMPHAL, Feb 10: Protest against kidnapping of an auto-rickshaw driver by militants paralyzed normal vehicular movement on Imphal-Mao section of NH-2 on Friday. Driver Robin Thapa (26) of Kanglatongbi AR Colony of Kangpokpi district was abducted by suspected cadres of Thadou People’s Liberation Army (TPLA) from a place between Motbung and Keithelmanbi yesterday (Thursday) around 9 am. TPLA had recently served monetary demands to auto-rickshaw associations operating along the highway, particularly between Sekmai and Motbung last month. Protesting against the kidnapping of their colleague, auto-rickshaw drivers supported by locals of Sekmai and Kanglatombi areas imposed a bandh along NH-2 from early Friday morning. Itanagar, Feb 10 (PTI): Arunachal Pradesh Deputy Chief Minister Chowna Mein today called upon the officers to take utmost care while drafting cabinet notes before placing it to the cabinet for decisions. Inaugurating a daylong training programme of senior officers on cabinet notes here, Mein said as decisions in the Cabinet are taken on the basis of inputs by various departments, therefore, it is quite imperative that correct facts are reflected in the cabinet note. “State cabinet is the highest decision making body of the government,” Mein said and asked the officers to be cautious and not to place any partial facts that may mislead the members of the cabinet to take wrong decisions. “It is important to have inter-departmental consultations and obtain opinions of important regulatory departments such as law, finance, personnel and administrative reforms before finalizing cabinet notes,” he said and congratulated the

IT department and the cabinet cell for launching the e- Cabinet solution which he said would be a powerful tool for the government to streamline its decisionmaking process. He said that the e-Cabinet would give ample time to the ministers to read, understand and absorb the issues of the upcoming cabinet meetings as they would have access to the data through their desktop and laptop, IOS, iPads and Android based tablets well before the cabinet session begins. “The system, besides helping ministers to prepare for cabinet meetings, will also makes it paperless and will also reduce the session time drastically as the ministers will have access to the review of each agenda item and can determine their own position by leaving a comment on the topic before the session begins,” Mein said. He expressed hope that that the training being imparted by a very experienced resource person, P K Jaiswal from New Delhibased Institute of Secretariat Training and Man-

agement (ISTM) would go a long way in strengthening systems for Good Governance. Chief Secretary Shakuntala Doley Gamlin said that the training was being conducted to introduce reforms in the governance and to reiterates govt guidelines. She said that the cabinet notes must clearly follow the prescribed format for submission to the cabinet and should strictly adhere to the guidelines framed by the union cabinet secretariat. Gamlin added that the cabinet notes must be prepared, appraised and finalised well in time by the head of departments enabling the cabinet members to adequately go through the proposals in-depth prior to the cabinet meeting. In the day-long training, principal secretaries, DGP, commissioners, secretaries, IGPs, special Secretaries, additional joint secretaries, directors, deputy secretaries and under secretaries were imparted training in two separate sessions.

Supreme Court to assist Tripura High HSDC opposes setting up of Cour in settling long-pending cases Patanjali in Karbi Anglong Agartala, Feb 10 (IANS): The Supreme Court has come to the aid of the Tripura High Court to resolve problems arising out of its lack of judges, especially its backlog of longpending cases, a top court official said. “There are at least 35 cases pending for long in which recusals have been sought by the Tripura High Court judges. It is not possible to constitute a Division Bench or a separate bench if a judge recuses himself from hearing a specific case on grounds of conflict of interest,” the official told IANS on condition of anonymity, as he was not authorised to speak to the media. The official said Tripura High Court Chief Justice T. Vaiphei wrote an urgent letter to Supreme Court Chief Justice J.S. Khehar last month seeking his intervention to overcome the unique problem. “After examining various possible steps and legal provisions, the apex court has served notice to the litigants involved in the 35 cases. Diphu, Feb 10: Hills State Demand Council (HSDC) has raised objection to the decision of Karbi Anglong Autonomous Council (KAAC) move to allot five hundred bighas of land to Patanjali Group for producing medicinal plants and herbal product. In a press statement issued by its general secretary and propaganda in charge, Daniel Teron, the regional political party alleged that the company is making false promise of providing 5000 jobs to the local unemployed youth. The promise of the group to set up world class educational center and hospital is a big lie of BJP and Patanjali, the party alleged. Hills State Demand Council also accused that the move was a conscious effort to sell Karbi Anglong land to the multinational company for their narrow monetary gain at a time when the Karbis do not own an inch of land for either agricultural purpose or for building house.

The party also claimed that the BJP run Anglong Autonomous Council being a care taker government doesn’t have the authority to take major decision like land allotment. Meanwhile, reacting to the allegation made by Hills State Demand Council, East Karbi Anglong BJP general secretary Amar Sing Tisso, stated that the allegation was unfortunate and void of any essence. Each and every opening of the diligence will benefit the local poor tribal population, said Tisso. Hundreds of acres of land lying unexploited will be cultivated by the owners for their own benefit as they would get a profitable local market to sell their produce and local youths will get employment in the proposed industry, he added. While reminding that schools and hospitals will give extensive benefit to the tribal population, Tisso said that the environment friendly industry will provide opportunity to the local youth for their skill development.

We feel this is a violation, too, and we want proper action should be taken against him,” said a senior AIUDF leader on Friday. Speaker Goswami, however, said: “I am yet to receive a complaint in this regard, but I was told about the incident by some media persons who were in the gallery the same day. “As per norms, no one is allowed to take mobile phones inside the House when the sessions is on. There are provisions of frisking by officials when general people enter the gallery to witness the House session,” he said. “We issue very limited number of passes to selected people for entering the Governor’s Gallery or Speaker’s Gallery. There is no provision for frisking of these people, but it is expected that they would follow the rules. “Although no one has formally or informally informed me about this, I am examining the matter and proper action will be taken if there is a violation of rules,” said Goswami.

Guwahati, Feb 10 (IANS): Additional Advocate General of Assam Devajit Saikia has drawn controversy after he allegedly uploaded on the social networking site Facebook a selfie recently clicked in the Speaker’s Gallery of the Assam Legislative Assembly. The incident took place within days of Assembly Speaker Hitendra Nath Goswami suspending All India United Democratic Front (AIUDF) legislator Aminul Islam for three days for uploading on Facebook a video of his speech inside the House. Saikia is said to have clicked a selfie with Assam Chief Minister Sarbananda Sonowal’s Media Adviser Hrishikesh Goswami from the Speaker’s Gallery when the budget session was in progress in the House and uploaded it on Facebook on Tuesday. “The Speaker had suspended AIUDF legislator Aminul Islam for uploading the video of his speech in Facebook and we supported the move as he had violated the guidelines set by the Ethics Committee of the Assembly. “We have the photograph and records of

Women have key role in ensuring global peace: Dalai

Amaravati, Feb 10 (IANS): Tibetan spiritual leader the Dalai Lama on Friday said women have an important role in making the 21st century a century of peace as biologically they are more compassionate than men. Addressing the National Women’s Parliament here, he said women should play a more active role to promote basic human values of compassion and love. He said that while men and women were all equal human beings, the latter have more potential when it comes to compassion. “Scientists say women are most sensitive towards others’ sufferings,” the Buddhist leader said. He said he believes that if females take the leadership in all countries, the world would be a safer place. “Most of warriors in the world are men. There may be some exceptions but generally speaking all trouble-makers are male,” he said. He urged women to

Dalai Lama develop self-confidence and work hard with determination in all walks of life. He found fault with the existing education system, saying it is more oriented towards material wealth than basic human values. “It is not adequate to produce warm-hearted and compassionate humanity,” he said and cautioned that if this continued, the 21st century will be full of violence and discrimination like the previous centuries. The spiritual leader said there is a real hope because research by scientists show basic human nature is of

compassion. Stressing the need for inner peace, he said that without this the world can’t have genuine outer peace. The Tibetan leader said this century should be a century of dialogue and compassion and to respect others’ interest and rights. He feels that real disarmament can happen only when there is disarmament in mind and emotions. Stating that female have a special role in ensuring this, he said his mother was his first teacher who taught him compassion and love.

5 Aircel-Maxis case: Swamy to SC ban stays on Rumours of Rs 10 coins ban stocking of trigger panic in Karnataka ‘prove’ Chidambaram’s role sale, firecrackers national

New Delhi, Feb 10 (Agencies): BJP leader Subramanian Swamy on Friday got two weeks from the Supreme Court to place “concrete” material before it to prima facie prove that former Finance Minister P. Chidambaram deliberately granted FIPB clearance to the Aircel-Maxis deal in 2006 without placing it before the Cabinet Committee for Economic Affairs (CCEA) for vetting. Arguing in person before a Bench led by Chief Justice of India J.S. Khehar, Dr. Swamy contended that the FIPB approval of any foreign investment worth over Rs. 600 crore should first be vetted by the CCEA. The total transactions in the Aircel-Maxis deal, Dr. Swamy contended, was about Rs. 3,500 crore or $800 million dollars. “Was he [the former Finance Minister] aware of the fact that the deal was over Rs. 600 crore and he had to send it to the CCEA?” Chief Justice Khehar asked. “He was the Finance Minister. There is a presentation of the proposal before the FIPB. He needs to know,” Dr. Swamy responded. “That he is supposed to

Subramanian Swamy have known is quite another thing... What material do you have to show that he knew? What is the material you have placed before us to prove his knowledge?” Chief Justice Khehar asked. “Fact of the matter is no minister can claim he did not know... The matter is before the CBI, they have examined and had filed sealed cover reports before this court in 2015. The CBI should now tell this court what progress has been made,” Dr. Swamy submitted. “You have to give us concrete material that he was privy... We will issue notice to the smallest, biggest, the highest person... but you have to prove your allegation with records first. Show us material,” said Chief Justice Khehar.

Focus needs to shift to manufacturing: Nirmala Bengaluru, Feb 10 (Agencies): India’s ambitious ‘Make in India’ project is aimed not just at getting more foreign investments into manufacturing in India, but stepping up investments in manufacturing in India -- regardless of the origin of the investor. Union Minister of State for Commerce and Industry Nirmala Sitharaman said the government expects more from India Inc as well. “We want them to commit more. There is

lot of scope for making in India, and much more.” Sitharaman said the government was working on removing bottlenecks for Indian manufacturers by simplifying the regulations so that the manufacturing segment gets the muchneeded boost. The government has embarked on the Make in India programme with the aim of reviving the manufacturing sector, so that the contribution to the GDP goes up to around 20

to 25% from the around 13 to 15 %, she revealed. In an interaction with Kiran Mazumdar Shaw, Chairman and MD of Biocon, the Minister said, the government has a three-stage plan for this. One, identify the sectors; two, simplify regulations, and three, constant engagement of the government with these sectors. Stating that it’s risky for any government to rely on just one segment for contribution to the GDP, Ms. Sitharaman said

there were huge opportunities in the domestic market which could be served by the Indian businesses. In reply to Kiran Mazumdar Shaw’s observation on changes in the employment landscape in the light of increased automation, .Sitharaman spoke of the emergence of the new-collared workers alongside the blue collared and white collared ones, and said, “While we need to ready ourselves to this new world of automation, I

believe there is still demand for the traditional kinds of jobs in India. She referred to the systemic anomaly that resulted in import of apples and wheat from Australia being cheaper compared to purchasing the same products from within India. A similar problem existed in electronics, wherein importing the full product was more cost-beneficial in comparison to importing the parts. “We are addressing these issues,” she said.

New Delhi, Feb 10 (IANS): The Supreme Court on Friday refused to lift its order banning the sale and stocking of firecrackers in Delhi and the National Capital Region (NCR) as it was told that cracker fumes can have serious consequences on people’s health. The ruling to continue the ban came after the bench of Justice Madan B. Lokur and Justice Prafulla C. Pant was given a report by the Central Pollution Control Board (CPCB) which said fumes emitting from crackers can impact the respiratory system, cause lung cancer and impact the animal and plant world. The CPCB report spoke about the hazardous and toxic nature of ingredients used in the firecrackers. The CPCB report follows a November 11 order of the top court which had demanded to know what elements were used in producing firecrackers and whether they were harmful to people. The court in November directed suspension of all licences permitting the sale of fireworks in Delhi and NCR.

Rumour of Rs 10 coins ban spread in Karnataka creating apprehensions. BENGALURU, FEB 10 (AGENCIES): At a time when PM Narendra Modiled Central government is trying to curb fake currency notes by scrapping old Rs 500 and Rs 1,000 denomination notes, a rumour has spread across Karnataka that Rs 10 coins had been declared invalid by the Reserve Bank of India. According to the rumour, Rs 10 coins had been declared invalid by the RBI after some counterfeit coins in two designs had flooded the market; as a result, RBI had banned the coins and those in circulation were fake. Small traders, public transporters and hotels are not accepting the Rs 10 coins. Many local shops and vendors have also denied

to accept the coins. “When I offered a Rs 10 coin to a sweet vendor Krishnamurthy Bhat, he refused to accept it and insisted on a Rs 10 note instead. He said the coins have been banned. I was shocked after listening to him,” said T Sahu, a resident of Bengaluru. Another road-side snacks vendor Murali Kabbaiah just refused to accept the coin with giving any reason. The rumour has created considerable panic among residents with many approaching banks seeking an exchange. Some local shopkeepers, who are refusing to accept the Rs 10 coins, had rushed to the regional office of RBI here to change the lower value denominations.

Tamil ammas and appas

I

n Tamil Nadu, while former caretaker chief minister O.Paneerselvam and Sasikala late Jayalalitha’s close aide and general secretary of the AIADMK are engaged in a fierce battle to become the chief minister of the state, the interesting paradox is unfolding is that the ongoing crisis could just be celluloid’s swan song in Tamil politics. Tamil Nadu politics has been dominated by the actors and writers of guerrilla theatre, who were inspired by the ideologies of Periyar by bringing the philosophies of Tamil nationalism and anti-Brahminism to celluloid media. The late C. N. Annadurai, the first Chief Minister of Tamil Nadu from a Dravidian party, was the forerunner in introducing Dravidian ideologies into movie scripts. Dravidian politics (from DMK to AIADMK) have centred around linguistic, ethnic and cultural identity and have attacked caste discrimination, particularly those concerned with the dominance of Brahmin culture in both civil and political society and in reasserting Dravidian principles pertaining to the language debate and regional autonomy as political concerns. Theatre and cinema became the key vehicles for promoting a Dravidian politics centred on Tamil identity and language. This marked the beginning of a symbiotic relationship between Tamil cinema and politics. However, the State could be on the cusp of a major political change, the contours of which are difficult to predict. With the passing of Jayalalithaa, the AIADMK has lost a leader who had become virtually synonymous with the party. Her death also signalled that the era of such tall leaders backed by movie charisma may indeed be over in the state. Even the rival DMK, too, is not immune to the winds of change, with its leader M. Karunanidhi now a venerable 93-year-old leader. Unlike the DMK, which is cadre-based, the AIADMK relied largely on Jayalalitha’s charisma, and this raises questions about how it will fare - or even, how long it will survive - without her. The split within AIADMK precipitated after former caretaker O.Paneerselvam rebelled after resigning as caretaker chief minister to pave way for Sasikala to become the next chief minister. Paneerselvam has become the only chief minister to be sworn-in thrice as caretaker chief minister at Fort.St.George and without completing even a year in office. He first became caretaker chief minister on September 21,2001 after Jaya was unseated by the Supreme Court. He quit in March 2002 after Jaya was absolved in the TANSI Land deal case. Again, he was sworn-in as chief minister in late September 2014 when a special court sent Jayalalithaa, Ms. Sasikala and two others to jail. He again resigned in May 2015 to again pave way for Jayalalithaa. Paneerselvam was again sworn-in for a third time with a full Council of Ministers at 1 a.m. on December 6, 2016, which perhaps was the only such post-midnight ceremony in the country’s history. Both Paneerselvam and Sasikala are not movie stars and hence it will be a break from the past if either become chief minister. Again, the internal fight also projects another deviation from the past, of Paneerselvam likely ending the era of ‘Ammas’ be it Amma (Jaya) or Chinnamma (Sasikala) if he becomes the chief minister for the fourth and final time. It is not clear if the advent of an ‘Appa (Paneerselvam)’ would seal the end of filmy stars in politics since another star Rajnikant is likely to either join BJP or fill in the vacuum.

DailyDevotion Is Your Ability to See God Blinded?

Lift up your eyes on high, and see who has created these things… —Isaiah 40:26. The people of God in Isaiah’s time had blinded their minds’ ability to see God by looking on the face of idols. But Isaiah made them look up at the heavens; that is, he made them begin to use their power to think and to visualize correctly. If we are children of God, we have a tremendous treasure in nature and will realize that it is holy and sacred. We will see God reaching out to us in every wind that blows, every sunrise and sunset, every cloud in the sky, every flower that blooms, and every leaf that fades, if we will only begin to use our blinded thinking to visualize it. The real test of spiritual focus is being able to bring your mind and thoughts under control. Is your mind focused on the face of an idol? Is the idol yourself? Is it your work? Is it your idea of what a servant should be, or maybe your experience of salvation and sanctification? If so, then your ability to see God is blinded. You will be powerless when faced with difficulties and will be forced to endure in darkness. If your power to see has been blinded, don’t look back on your own experiences, but look to God. It is God you need. Go beyond yourself and away from the faces of your idols and away from everything else that has been blinding your thinking. Wake up and accept the ridicule that Isaiah gave to his people, and deliberately turn your thoughts and your eyes to God. One of the reasons for our sense of futility in prayer is that we have lost our power to visualize. We can no longer even imagine putting ourselves deliberately before God. It is actually more important to be broken bread and poured-out wine in the area of intercession than in our personal contact with others. The power of visualization is what God gives a saint so that he can go beyond himself and be firmly placed into relationships he never before experienced.

F

irstly, what is terrorism? According to Webster dictionary, terrorism is a system of government that seeks to rule by intimidations. According to Franklin e- dictionary, a systematic use of terror specially as a means of coercion. The terrorist is the adjective of terrorism which means the one who adopts or supports a policy of terrorism. The word terrorism has become so familiar with both literate and illiterate as popularised by contemporary Islamist terrorism. Al Qaida leader lt. Osama bin laden was the most prominent international terrorist in the recent past. The world is now fighting with ISIS, the Islamist caliphate. Terrorism is the antithesis to humanism. Sadism is the essence of terrorism. The agenda of terrorism is to destroy whatever is valued by humanity. Terrorism is the intolerance of human values and ethos. Terrorism aims at complete destruction of established systems and substitute facts with distortions. To terrorism what is right is wrong and what is wrong is right. Terrorism is anti-secular as it does not tolerate other’s faiths. Terrorism aims at achieving total subjugation of people under its domain by hook or by crook with coercion. The principle of terrorism is what the terrorist believes is the rule of law be it right or wrong, legal or illegal. Terrorism has no boundary, be it political, economical or geographical. Members of terrorism are educated, motivated and brainwashed with the philosophy of how best one can die to destroy others and not how best one can live. What are the practical impacts of terrorism? When you are frightened and threatened with dire consequences to your life and your family members, to your community and to your State if you do this or if you do not do this as dictated by terrorist. When your fundamental rights

The terrorism of its kind

are undermined, frozen and enslaved you in the bondage of the faith, the philosophy and the activities of terrorism. When your moveable or immoveable properties and those of your entitled facilities are plundered, seized or destroyed. When your wife, daughters and children are forcibly taken away and used them for pleasure. When your business is harmed by the levy of illegal rampant taxation. When your salary is deducted at will. When you are not paid for which your service is engaged. When you are illegally dragged to pseudo law courts and unjustly harassed, fined and jailed. When you are persecuted for not having faith in the State’s religion. When you are suppressed from spelling out a single of your rights and raising your rightful voice is branded as anti-authority and thus faces reprisal. Have the people of Nagaland ever come across terrorism in any form? Have our people ever experienced terrorist activities at any point of time? Is there difference between Christian terrorism and Islamist terrorism? What is the difference when the same degree of terrorist act is committed by Akbar, Abdul and Ahmed or by Livingstone, Andrew and Hopeson? A crime is committed by a Muslim Jihad is called act of terror. The same degree of crime is committed by a Naga Christian and not by a Muslim and therefore it is not considered as act of terror. Should there be any activity of terrorism in Nagaland, who should be held responsible? Who has sponsored terrorism in the land of Christians? Can anyone believe that Naga society is mired with elements of terrorism? When and how such culture of terrorism being imparted to our people and by whom? Let us not forget that State Assembly elections, Village Council elections in-

cluding Student Union elections or any Naga elections are the manufacturer of all what we call unwanted, undesirable and anti-people activities which become rampant and unabated in Nagaland today. Some of those activities are terrorism in nature when analysed and understood properly. Corruption has been the absolute dominion over the running of State Govt., NGOs, youth forums, student bodies, Village Councils including several Churches. Both the State political and the factional Naga political tentacles have firm grips on the hierarchical social setups. One of the major strategies of State political parties and factions is to directly and indirectly misuse those forums for its political ends for all purposes. To have its control over the forums, the State political parties and the factions used to intervene the process of tribal body elections, NGOs down to Village level elections to ensure that its sycophants are picked up to run those forums. This being the undesirable and unethical practice, the forums no more have its autonomy and loss its steam and stature of whistle blower. The post of an office bearer in a forum is considered plump. Those contaminated forums do take the society for a ride and keep their domain divided as people under them have right to become sceptical of the integrity of their apex organisation. When an election takes place, money and liquor simply flow. Particularly during State Assembly elections, mainly three means, viz., liquor, money and gun are used to build a candidate’s electoral position. During campaign many Naga youth who are teetotaller are enticed to drink liquor, become addict and many had died of alcohol and are dying of alcohol. I am discouraged to witness hundreds of Naga youth being drunk in a gathering of a thousand. Many can-

didates who are considered God fearing are the first to supply maximum liquor of all types to supporters during campaign so as to completely sedate them to be used in any manner. Anyone who is under the influence of liquor has the animal mentality and actions. The one who provides liquor to fellowman is responsible for destroying the character of the consumer first and equally responsible for his alcoholic death. A person may die instantly with bullet injury and another alcoholic may face slow death and yet both faced life termination; the results are same and yet the first is considered murder and the second is considered generosity. Use of alcohol is a means of slow poisoning the consumers is one of the tactics of terrorism. Use of the service of cadres armed with sophisticated weapons from NPGs by political parties or by individual candidates has become an accepted fashion during campaign. Those cadres become the mercenaries of certain candidates and they go to any extend to intimidate, harass, physically torture, kidnap the supporters of the opponent candidate and impose huge fines on them. When the mercenaries go on rampage, they become very capable of freezing the fundamental rights of the voters including the village as a whole. The mercenaries are capable to terrorize their opponents who are bound to flee their village for life instead of freely exercising their franchise at home. Either the Islamic terrorists learnt the tactics from those mercenaries or the mercenaries in question have imported the tactics from the former. Such acts are definitely of terrorism in action. The money used during campaign by rich candidates do not have limits. The campaign parlance of one does not denote numerical figure (1) nor 100 nor

The games people play through the prism of the 33% reservation for women

M

uch has been said and written on the views and understandings on the special protective constitutional provision provided to the Nagas under the Art.371(A) vs the 33% Reservation for women all over the country which is a mandatory provision in the 73rd & 74th amendments 1992 under Art243(D)cl(3) and 243(T) cl(3). The Nagas are still confused and concern about the actual interpretation and its implication. I’d also like to express my humble understanding on the issue which is yet to be arrived at clearly and in a legally justifiable terms, which may even affect the very Naga identity in the future that would go beyond the immediate satisfaction of achieving the reservation objective. It is a fact that the Nagas generally are fiercely independent in nature and emotionally attached to the land, their tradition and customary practices however archaic it may be. In the past too, the Ahoms, our immediate neighbor, during their 600 years of their reign in Assam had left the Nagas in their independent existence despite many conflicts between them. The British had also in their shrewd wisdom, avoided full subjugation and allowed them to live in their own way without much interference. At the time of creation of the 16th State of Nagaland, the National Law makers had wisely taken cognizance of the Nagas distinctive characteristics and their psyche and felt it pertinent to provide the protective provision of this unique feature in the Constitution under Art. 371 (A). The Nagas are guarantee with the right to manage and regulate their life according to their own genus in its own pace. The Nagas have taken this special constitutional provision as recognition of their distinctive and unique Identity and are proud of it by one and all. Any slightest apprehension of direct or indirect compromise or encroachment on this right would be considered as a threat to their very Identity.

This core sentiment has been hurt by the recent hasty action of the state government in amending the Municipal Act 2001, incorporating the 33% Reservation for women in the Urban Local Body (ULB) as per the prescribed norm envisaged under Art. 243(T) clause3, which provides reservation of seats in every Municipality for women which shall be not less than onethird of the total number of seats. In the absence of any established tradition or customary practices to guide, the state government had conveniently resorted to the general constitutional directive contain in the Art mentioned. Thereafter immediate conduct of election to the ULBs was announced to be held on 1st Feb.2017. The tribal Hohos and the Naga public were alarmed with this sudden move and appealed for more time for consultation with the stakeholders on its likely implication to the traditional and customary practices infringing the rights guaranteed under the Art. 371 (A). It was unfortunate that the overwhelming appeal by the people for more in-depth understanding of the important issue for the Nagas but the public outcry was completely ignored by the state government. The matter was aggravated by the volte-face of the government from the tripartite agreement involving even the church leaders, for postponement of the election for two months and further consultation during that time with the stakeholders on the sensitive issue to all the Nagas. Undoubtedly giving women an appropriate political empowerment which was denied to the Naga women in the traditional setting is accepted as fair demand but the manner in which the government had maneuvered to complete the whole process was unusual. The people only wanted some time to digest its implication before it become irreversible. This is certainly a mandatory provision to be implemented in all

the ULBs all over the country. However, in view of the special provision of constitutional guarantee provided to the Nagas to continue enjoying their traditional and customary practices as envisages in the Art 371(A); an alternative method to sort out the issue could be possibly thought of. Because, it categorically stated that, “notwithstanding anything in this constitution:--no Act of Parliament’ shall be applicable …Unless the Legislative Assembly of Nagaland by a Resolution so decides’. In the light of the above wording in no uncertain term, the Nagas may not be wrong to adopt its own formula suited to the Nagas in the spirit of traditional uniqueness without the apparent infringement of the rights provided to the Nagas. That is not an illusion but logical inference for the Nagas to explore its possibility and applicability. The people suspected ulterior motive on the part of the government for rushing into passing the reservation bill mechanically without digesting properly in the oppositionless Legislative Assembly. Thus not agreeing to the overwhelming demand and appeal from the public to have further dialogue with the stakeholders to dispense with any misgiving before going ahead with the poll was a clear indication of not genuinely concern about fulfilling the political empowerment to women nor in the interest of the people but main target is to get hold of the central fund before the yearend for obvious reason. Evidently so as in 2012, a similar move for reservation bill in the Assembly was unanimously rejected stating that it would amount to infringement of the rights provided in the constitution which considered as inviolable by the Nagas but found it appropriate to go ahead in Nov.2016, in the same legislative Assembly, without any visible change in the status and situation. (To be concluded) T.N.Mannen IAS(Rtd)

1000 but it denotes Rs.1 lakh (Rs.1,00,000). The neo parlance is understood well by both the candidate and his voter. The said parlance is the standard figure used during negotiations. Here I do not blame the candidate after all who prefers to waste much money on election and yet compelled. The excessive use of money and its boomerang is forcing the elected member to become actively and capably dishonest in whatever position he is placed post election. During campaign, the voters are a terror to candidate and post election the elected member becomes a terror to voters in reciprocity. The other devastating effect of excessive use of money for purchase of vote is spoiling the work culture of Naga people. Our future is bleak as particularly our Naga youths are so used to easy money and unused to bend down to do anything for livelihood. Now, we have produced hordes of parasites, vagabonds and brigands with alcoholic and drug addiction. I can go on. Nevertheless, to general public, those candidates having lot of money are preferred as capable, qualified, reliable, fit, generous and efficient. To public, those candidates who hobnob with armed cadres are considered as patriotic, fearless, strong, winnable and indispensable. To public, those candidates who provide liquor to flow are considered rational, generous and kind. Any political party having the connivance with armed group is considered as vibrant, patriotic and has brighter future. I can go on. On the contrary, those candidates who talk sense, who care for self-reliance of the people, who are upright and stand for uprightness are rejected as stingy, smallhearted, and too wise to be used. To public, those candidates who are God fearing and do speak to public to become so are considered too religious and unfit for politics. To public,

those candidates who refused to use force, refused to use intoxicant and keep the expenditure within the limit are considered poor, weak and unqualified. I can go on. During the last few decades, we have been witnessing how Nagaland has been producing several leaders out of terrorism tactics. A black Negro couple in Texas cannot procreate a white American child and vice versa. Terrorism begets terror as terrorism is not the mother of peace, love, affection, compassion, honesty, probity and magnanimity. What are all those manoeuvres as nepotism, tribalism, selfishness, favouritism are the terrorism tactics for the fact that one determines to survive at the cost of the other. What are all those broad daylight lootings, destruction of systems and ethics, lawlessness and manipulations are terrorism in nature. I can go on. Over the years, sufficient lessons are being taught to the people of Nagaland. It is needless for one to neither educate nor remind one, of the possible consequences lest one realizes and changes now. Unfortunately, our Naga Greed has made anyone to be so forgetful. Every Naga seems to be suffering from hypaesthesia. We, the Nagas, have become too frail to have decision, too fragile to become strong and too much available on sale at throwaway prices on the street. The tonight’s ‘bad’ will become next morning’s ‘best’. We cannot import readymade better Nagaland from outside. We have to create it ourselves with simple implement which is no other than honesty. May God Jehovah answer the implore of the humble few prayerful Nagas and help the Nagas of Nagaland to overcome terrorism in our land which is filled with beautiful hills. Z. Lohe

Rejoinder to Hukavi Zhimomi

I

n response to the statement of S. Hukavi Zhimomi, Parliamentary Secretary, Science & Technology & Jail that appeared in the media on 10.2.2017, the JCC and NTAC is shocked for accusing the leadership of JCC and NTAC. The JCC and NTAC have full faith in the leadership of Mr. Supu Jamir and Mr. K.T. Vilie. The JCC and NTAC was formed to address the cause of the Nagas for a better future and not based on any personal interest. It is also not formed on tribal/ political lines but fully endorsed by the Naga Tribal Bodies to pursue the rights of the Nagas. Therefore, the JCC and NTAC have full confidence on their leadership. The Convenor, JCC Mr. Supu Jamir and the Convenor, NTAC Mr. K.T. Vilie are capable, efficient and leaders with high integrity. It is unfortunate that you have made baseless and unfounded

allegations on the leadership of Supu Jamir and K.T. Vilie. As a leader of the public, you must realise that allegations on our leaders is also an attack on the organisation and the Naga people as a whole. As far as your statement on the flow of liquor in the towns of Dimapur and Kohima is concerned, you as a leader being aware of such activities under your nose, appropriate measures could have been taken instead of accusing dedicated leaders. It is demeaning of the office you hold to accuse our leaders of “Talibanisation of our land where mafia with money power is trying to rule the state.” Your sense of false modesty for not fully conversant with law, but mudslinging our leaders only demonstrates your ignorance, immaturity and narrow mindedness. Reminder to CM on electricity during examination season

Sir,

Another season of examination has set in. In reiteration to the earlier appeal (refer NPN, EMN and MExN dated 21-1-16), I would like to once again draw the attention of your esteemed office on the need for regular power supply during the examination seasons. As you are aware, the students of standard 10, 11 and 12 have already set their full attention to face another examination which begins from February 14 onwards. During this period, what matters every student most is regular availability of electricity during prime time of study hours. The parents have an apprehension that their wards will have to face irregular power supply again. Hon’ble Sir, how happy will the students as well as the parents feel if electricity is provided without interruption during examination period. An improvement can bring a big smile on the face of every student. The people would consider it a big change because such was never heard before. I pray your leadership look into this issue and respond promptly. Rajuselie Lhousa, Mission Compound, Kohima

PM Modi mocks Rahul, Akhilesh over UP alliance

Rahul Gandhi, Narendra Modi and Akhilesh Yadav

Bijnor Feb 10 (IANS): Prime Minister Narendra Modi on Friday ridiculed the Uttar Pradeshs ruling Samajwadi Party for aligning with the Congress and assailed the Akhilesh Yadav government over a host issues including law and order. Addressing a campaign rally here, Modi, without taking names, mocked Congress Vice President Rahul Gandhi for being the “most joked about politician”. “There is this Con-

gress leader known for his childish acts. If you google, you will see the number of jokes on him. No other leader is the target of as many jokes as this Congress leader,” said Modi, a day before the start of staggered Uttar Pradesh polls. “Because of his acts, even senior Cong ress leaders prefer to maintain distance from him. But Akhilesh, you embraced him. Now I sincerely doubt your wisdom,” said Modi, denouncing the Congress and the Samajwadi party

for “dynasty politics”. He said the alliance was between two families famous for “looting”. “One (Congress) looted the country and the other (Samajwadi Party) looted Uttar Pradesh. “Having realised that lotus (BJP election symbol) will be blooming everywhere in UP, the Congress and the Samajwadi Party, which have been fighting each other until a month back, are now cosying up to each other. Such is their desperation,” he said.

Assailing the Akhilesh government over law and order situation, particularly women’s security, Modi urged people to oust an administration he said was not sensitive to their needs. Modi also charged the Samajwadi Party with protecting and promoting the corrupt and criminals and claimed the state’s resources were being plundered and illegal mining was unchecked. He accused Akhilesh Yadav of abusing power to stifle the opposition. “Besides abusing government power to implicate BJP workers, the Samajwadi Party has unleashed its men to ensure that the opposition’s voice is stifled. “When our government comes to power in the state, we will probe all this and expose your deeds,” said Modi. “What is the need of a government which cannot secure the future of the youth or protect the interests of farmers? Throw out this government which has never worked for the welfare of the oppressed.”

Odisha fails in implementing central schemes: RD minister

Bhubaneswar, Feb 10 (IANS): Minister of State for Rural Development Ram Kripal Yadav on Friday accused the Odisha government of failing to implement various centrally-sponsored schemes. Yadav sought clarification from the Biju Janata Dal government on the central assistance given for different welfare schemes. “The Chief Minister should clarify where the money allocated by the central government was spent,” Yadav told the media here. He asked how many houses were constructed under Indira Awas

Ram Kripal Yadav

Yojana and Biju Awas Yojna scheme in Odisha. “Either, the contractors are workers of the BJD who are working as agents of the state government or there is nexus between

them. The matter should be brought under the purview of investigation,” said the minister. According to Yadav, while the state government was supposed to construct 2.96 lakh houses under IAY, only 21 per cent of the target had been achieved. “The state government has been misleading the people on the number of houses built under Biju Awas Yojana. It should clarify how much money has been allocated and how many houses have been built so far under the scheme,” the minister said.

Whistle-blower trooper in Samba: BSF NEW DELHI, FEB 10 (IANS): The BSF on Friday said trooper Tej Bahadur Yadav was moved to another battalion in Jammu and Kashmir to face a departmental enquiry after his video over “sub-standard” food caused an uproar. “Before the controversy over Yadav’s video on social media, he was posted at the 29th battalion. He was shifted to another battalion in Samba for a fair probe. He is not under arrest,” BSF spokesman Subhendu Bhardwaj said.

The trooper faces charges of indiscipline, including uploading the social media post, and other charges, the official said. Yadav had on January 9 posted several videos on Facebook showing visuals of poor quality food provided to Border Security Force troopers on the IndiaPakistan border. He alleged that BSF officers siphoned off food provided by the government. Yadav also expressed apprehension that his seniors may take action

against him for exposing the condition of soldiers on the border. The BSF reaction followed a Delhi High Court order directing it to allow Yadav’s wife Sharmila to meet him over the weekend. Sharmila on Thursday filed a habeas corpus plea in the High Court demanding to know his whereabouts. Earlier, the BSF said Yadav’s plea under the Voluntary Retirement Scheme was rejected as an inquiry was pending against him.

Tobacco depiction on Indian TV affecting children UBI scheme should have cut-off income limit: Basu

New Delhi, Feb 10 (IANS): Twenty-two per cent of the Indian television programmes have been found depicting tobacco and broadcasting them despite 71 per cent viewers being children and adolescents, a report revealed on Friday. The report titled ‘Evaluation of Tobacco Free Film and Television Policy in India’ conducted by Vital Strategies and supported by World Health Organization (WHO) noted that the implementation of the rule under the Cigarettes and other Tobacco Products Act was very low.

The report added that antitobacco messages are effective in countering the imagery of tobacco and prompting decision to quit. It also called for better implementation of the act. The film rule was legislated on October 2, 2012, and mandates that three forms of warning messages (anti-tobacco health spots, audiovisual disclaimers and static health warning messages) are broadcast when tobacco products, branding or use are shown in films and television programmes.

The study was conducted under the guidance of the Union Health Ministry. “An effective way of tobacco control would be to ingrain and indoctrinate the young minds, the children and the youths. If they could be weaned away from tobacco use, we believe that the battle is half won,” said Health Secretary C.K Mishra. Present on the occasion, Nandita Murukutia, Country Director Vital Strategies, said: “The tobacco industry spends billions of dollars to mislead consumers by depicting tobacco use as glamorous or popular.”

New Delhi, Feb 10 (IANS): The Universal Basic Income (UBI) scheme, mooted in the government’s Economic Survey this year, should have a cut off income limit and those above it should be encouraged to give up the scheme up voluntarily, former Chief Economic Advisor Kaushik Basu has said. “The Universal Basic Income scheme should

give a cut off income & ask ones above it to voluntarily forego it. That’ll also be a civics lesson,” Basu, currently Professor of Economics at Cornell University in the US, said in a tweet. The Economic Survey 2016-17, presented last month, advocated a UBI scheme as an alternative poverty reduction mechanism in place of various ongoing social welfare pro-

DCCF also expressed concern for students who would be appearing the forthcoming HSLC and HSSLC exams, saying the situation would affect the mentality of the students. It further pointed out that the ban on SMS and mobile data for such a long period has also affected students, businessmen, banks, interviews for job-seekers etc. In this regard, DDCF has urged the government to lift the ban at the earliest so as not to inflict further damage on the society. Meanwhile, DDCF has lauded the efforts made by the Nagaland Baptist Church Council (NBCC), to broker peace between the government and Joint Coordination Committee (JCC) on January 30 at Dimapur.

DIMAPUR, FEB 10 (NPN): Nagaland Medicine Dealers Association (NMDA) has appealed to the responsible authority to immediately resume internet services in the larger interest of the business community. In a press release, NMDA general secretary, Ashok Kr. Singhal, stated that continuous closure of internet and SMS service in the state, has hit hard the business community, especially the medicine business. The association stated that due to non-availability of internet services, they could neither avail banking facilities like RTGS, online payment system to the companies nor could they avail the required goods from the companies. NMDA said this has resulted into acute shortage of life saving drugs in the market. Not only the shortage of stocks, but also the accounting system has come to an abrupt halt, it stated.

DIMAPUR, FEB 10 (NPN): NPF 37 A/C has rejected Lotha Hoho’s demand that all four Lotha MLAs should resign or withdraw support to T.R. Zeliang, especially home minister Y. Patton, who was elected by the electorates of 37 A/C. The party asserted that they did not see any valid reason to corroborate on the demand of LH. Rather, stated that Y. Patton was legally elected by the electorates of 37 A/C after thorough assessment and examination of his activities and therefore, there was no question of him stepping down or withdrawing support to T.R. Zeliang. In a press statement, NPF 37 A/C party president Npio Kikon, also termed the demand of Lotha Hoho as unjustified and asked Y. Patton not to step down or withdraw support to T.R. Zelaing without consulting the electorates. Meanwhile, at the emergency meeting on Friday at Wokha town comprising of 37 A/C NPF parent body, twenty village Units, Youth Wing and women wing including advisors, the party unit condemned the explosion that took place at the ongoing construction of building of Y. Patton at Meriema village on February 9. According to Kikon, trying to vandalise private properties “without any rhyme or reason” was a dangerous trend and an alien to Naga culture. He further appealed to all to desist from such kind of diabolical activities and urged the law enforcing agencies to booked the culprits and penalise as per the law.

JCC reacts to Patton’s statement

(From p-1) In view of Patton’s statement, JCC said the agreement was reached upon in order to avoid bloodshed. While maintaining that the January 30 agreement was now ‘buried’ and rendered null and void, JCC said both NTAC and JCC on February 10 made it clear to the state governor that if the state government still reiterates the said agreement, it can be discussed only if the state government bring back to life those deceased who died in police firing. Moreover, JCC stated the SEC had officially nullified the ULB elections and therefore there was absolutely no scope to review the ‘dead’ agreement under any circumstances.

Sensex ends higher in choppy trade

Mumbai, Feb 10 (PTI): The stock markets failed to leverage the early momentum, but managed to close a little higher at 28,334 ahead of IIP numbers even as other Asian bourses closed at 18-month high amid a higher opening in Europe. Lacklustre quarterly readings of a few Nifty constituents made sentiment depressed. On top of it, a rush to take profit towards the close of the session washed out much of the initial gains. The Sensex after opening higher climbed to a high of 28,456.18, but hit a low of 28,286.80 before ending up 4.55 points, or 0.02%, at 28,334.25. The gauge had gained 39.78 points yesterday. The broader NSE Nifty, which recaptured the 8,800-mark and touched a high of 8,822.10 intra-day, finally finished at 8,793.55, up 15.15 points, or 0.17%. Court rejects Trump’s travel ban

SAN FRANCISCO, FEB 10 (PTI): A US appeals court today refused to reinstate Donald Trump’s controversial travel ban on nationals from seven Muslimmajority countries, in a major political setback to the President, who vowed to legally challenge the unanimous ruling, saying “see you in court”. “We hold that the government has not shown a likelihood of success on the merits of its appeal, nor has it shown that failure to enter a stay would cause irreparable injury, and we therefore deny its emergency motion for a stay,” the judges said in the unanimous order. “The government has pointed to no evidence that any alien from any of the countries named in the order has perpetrated a terrorist attack in the United States,” the three-judge bench of the 9th US Circuit Court of Appeals here said, making it clear that they would not block a ruling by a Seattle court that halted Trump’s executive order. Trump signed an executive order last month suspending the arrival of all refugees for at least 120 days, Syrian refugees indefinitely, and barring citizens from Iran, Iraq,

Libya, Somalia, Sudan, Syria and Yemen for 90 days, fulfilling one of his central campaign promises. The judgment means that citizens of seven majority-Muslim countries will continue to be able to travel to the US. “Rather than present evidence to explain the need for the executive order, the government has taken the position that we must not review its decision at all. We disagree,” the judges wrote. “In short, although courts owe considerable deference to the President’s policy determinations with respect to immigration and national security, it is beyond question that the federal judiciary retains the authority to adjudicate con-

stitutional challenges to executive action,” they said. The judgment of the federal appeals court here is seen as a significant blow to the Trump Administration which has argued that the President’s executive order was a major step to prevent entry of radical Islamic terrorists to America. Trump responded with an angry tweet saying national security was at risk and there would be a legal challenge. “SEE YOU IN COURT, THE SECURITY OF OUR NATION IS AT STAKE!” he wrote, indicating that he is deeply disappointed with the court’s decision. The Trump Administration had reached out to the court, requesting it to lift the halt on the implementa-

tion of its executive order that was ordered by a federal court in Seattle after an appeal filed by the Washington state. The San Francisco court had held an oral hearing on the case early this week. During an interaction with reporters after the judgment, Trump described the ruling as a ‘political decision’. “It’s a political decision, and we’re going to see them in court. This is just a decision that came down, but we’re going to win the case,” Trump said. Trump’s political opponents and rights activists immediately celebrated the court verdict. Trump ought to see the writing on the wall that his executive order is unconstitutional, said Senator Chares Schumer, Senate Minority Leader. “He should abandon this proposal, roll up his sleeves and come up with a real, bipartisan plan to keep us safe,” he said. “The 9th Circuit’s unanimous ruling is a victory for our Constitution and our fight against terrorism. National security experts have urgently warned us that the President’s ban is not just immoral and unconstitutional, but downright dangerous,” said Nancy Pelosi, the Democratic leader.

Turkey sets Apr 16 for vote to expand Erdogan powers

Recep Tayyip Erdogan

ISTANBUL, FEB 10 (AGENCIES): Turkish President Recep Tayyip Erdogan on Friday rubberstamped controversial constitutional changes that will boost his own powers, paving the way for a referendum on the legislation in April. The government says the proposals to create an executive presidency will simplify the government structure, but opponents fear they will lead to oneman rule in Turkey. “People will have the final say,” Deputy Prime Minister Numan Kurtulmus said in comments carried by the Anadolu news agency, announcing that the referendum would take place on April 16.

Iran celebrates revolution anniv; people chant ‘death to America’ TEHRAN, FEB 10 (IANS): Chanting “Death to America”, thousands of Iranians on Friday rallied across the country as President Hassan Rouhani said Tehran won’t tolerate US “warmongering”. “This turnout is a response to false remarks of the new White House rulers and the people are telling the world through their presence that the Iranian people must be spoken to with respect and dignity,” Rouhani said in a public speech as thousands took part in rallies marking the anniversary of the 1979 Islamic Revolution. State TV showed people carrying pictures and effigies of US President Donald Trump, burning US and Israeli flags and shouting “Death to America!” as Supreme Leader Ayatollah Ali Khamenei called on citizens to show that Iran was not afraid of American “threats”. Rouhani said Iran will not yield to the “language of threats” and will “strongly confront any war-mongering policies” of the new US administration. Some carried pictures of Trump as well as British

Prime Minister Theresa May and Israeli Prime Minister Benjamin Netanyahu captioned “Death to the Devil Triangle”. Rouhani’s remarks came after US President Donald Trump said he had put Iran “on notice” in reaction to a January 29 missile test and imposed fresh sanctions on individuals and entities. Both in the region and the US, some inexperienced figures have taken over the helm, Rouhani said warning that “all should speak with the language of respect and praise in front of the Iranian nation”. The Iran President said the 1979 Revolution freed

the country from dependence on foreigners, including the US, and awarded the people with self-determination. He went on to enumerate some instances of the country’s recent achievements, which the nation has made through its steadfastness in pursuing its rights and economic interests. “The whole world has accepted our nuclear right,” he said. “Today, we are happy to see our nuclear industry offering its products to the international community and moving towards the path of international trade,” Rouhani said.

BUCHAREST, FEB 10 (AGENCIES): People rallied near the government building in Bucharest, for the 10th day in a row, hours after the minister of justice, Florin Iordache, resigned, amid controversies regarding controversial amendments to the Criminal Code that he backed and that were later repealed. Around 5,000 people asked for the resignation of the government led by Sorin Grindeanu. Several thousands gathered in other Romanian cities. Also, several hundred people continued to ask for the resignation of president Klaus Iohannis, in a separate protest. The protests were set to continue throughout the weekend in Romania. Iordache was the second minister that stepped down after Florin Jianu made a similar move last week. Jianu, who was the minister of entrepreneurship, said upon his resignation that Romanians don’t deserve what’s happening to them. Some of the protesters say they don’t trust this government after it approved the controversial amendments to the Criminal Code in a late night meeting. Representatives of the judiciary, alongside the foreign embassies and representatives of the local and foreign investors warned that the approval of changes in such a manner risk undermining Romania’s rule of law and anti-corruption practices.

“We hope the U.S. side keeps in mind the present condition of relations between the two countries and militaries, adopts practical measures, and eliminates the origin of air and sea mishaps between the two countries,” the Global Times cited an unnamed defense ministry official as saying. Separately, China’s Defense Ministry said in a statement on Friday three ships had left port for drills taking in the South China Sea, eastern Indian Ocean and Western Pacific. China’s blockade of Scarborough Shoal, a prime fishing spot, prompted the previous Philippine government to file a legal case in 2013 at the Permanent Court of Arbitration in the Hague, infuriating Beijing, which refused to take part.

Fresh protests in Romania despite minister quitting

“On Feb. 8, an interaction characterized by U.S. Pacific Command as ‘unsafe’ occurred in international air space above the South China Sea, between a Chinese KJ-200 aircraft and a U.S. Navy P-3C aircraft,” it said. The KJ-200 is a propeller airborne early warning and control aircraft based originally on the old Sovietdesigned An-12. “The Department of Defense and U.S. Pacific Command are always concerned about unsafe interactions with Chinese military forces,” Pacific Command added. “We will address the issue in appropriate diplomatic and military channels.” In Beijing, China’s defense ministry told state media the Chinese pilot responded with “legal and professional measures”.

WASHINGTON, FEB 10 (AGENCIES): A U.S. Navy P-3 plane and a Chinese military aircraft came close to each other over the South China Sea in an incident the Navy believes was inadvertent, a U.S. official told Reuters on Thursday. The official, speaking on condition of anonymity, said the aircraft came within 1,000 feet (305 meters) of each other on Wednesday in the vicinity of the Scarborough Shoal, between the Philippines and the Chinese mainland. The official added that such incidents involving Chinese and American aircraft are infrequent, with only two having taken place in 2016. The U.S. aircraft was “on a routine mission operating in accordance with international law,” U.S. Pacific Command told Reuters in a statement.

PARIS, FEB 10 (IANS): A bullet-proof glass wall is to be built around the base of the Eiffel Tower as part of a plan to provide extra protection against terrorist attacks at one of the worlds most famous landmarks. The wall will be 2.5 metres high and will cost around €20 million ($21 million). It will replace the metal barriers set up as a temporary measure around the iconic tower during the Euro football tournament last year, the Local France news portal reported on Thursday. “The terror threat remains high in Paris and

Infotainment Rising UK rap star Nines storms the charts

‘Jolly LLB 2’: Akshay shines in an entertaining satire A part from being a courtroom drama and Saurabh Shukla playing Judge Tripathi, there is nothing common between “Jolly LLB 2” and its predecessor the Arshad Warsi-starrer “Jolly LLB”. And the only reference, if any, is a faint line when Saurabh Shukla, says: “Your name seems familiar, heard it in Delhi”. Astutely mounted on a larger scale and set in Lucknow, “Jolly LLB 2” is a redemption story. The film trails Jagdishwar Mishra aka Jolly, an assistant to a renowned lawyer, who desires to set up his own practice, cheats a young lady Hina, seeking justice for her husband Iqbal, in a case of mistaken identity. Dejected with the turn of events, Hina takes a drastic step that jolts Jolly. Ridden with guilt and to undo what he did, he files a Public Interest Litigation. How he gains redemption and prominence, forms the crux of the tale. The script meanders with some off-beat scenes and songs. The first half toils on establishing the characters and the Holi

song in particular is incongruous to the plot. This feel-good satire seems to have lost its lustre. Not that this is a bad film, but it does tread on a predictable terrain with a plethora of poignant moments, some powerful

I am a big fan of his songs,” Pratap Singh, a local resident told IANS. Another music enthusiast, Premi Bhajanlal also shared his excietment, saying: “I love all kinds of music and this festival is a great relief for us. Such events should happen in other parts of the country as well”. Last year’s edition had attracted over 25,000 visitors and the organisers hope to cross the mark this time. zzy Osbourne says no one can touch Tony Iommi when it comes to creating and playing riffs. Black Sabbath brought the curtain down on their 49 year career last weekend when they played the final two shows in their hometown of Birmingham on the band’s The End tour. And in an exclusive interview conducted by Avenged Sevenfold frontman M Shadows and the veteran vocalist in the brand new issue of Metal Hammer, Ozzy says Iommi’s contribution to metal is unparalleled. He says: “People always say we invented heavy

metal. But I like The Kinks, Zeppelin and The Who – and I think we spawned from that. “But I do think that Tony Iommi, for what it’s worth, is the king of all demonic riffs. There’s just no one to touch him. Considering he had his fretboard fingers chopped off – to this day I’m still amazed he knows he’s touching the strings. “He’s amazing. He’s one of these guys that you can give any instrument to and he’ll come out of his dressing room playing something on it. It could be the bagpipes, or anything really.” Black Sabbath per-

formed 15 tracks at their final show, closing with classic 1970 hit Paranoid. The band later released a video of the track, along with their last curtain call. The full inter view between Shadows and Ozzy can be found in the brand new issue of Metal Hammer magazine which launched today (February 10). The pair are also the cover stars, while the magazine also features artists including Trivium, Metallica, Babymetal, Corey Taylor, Judas Priest and Steel Panther. The new issue also has a 15-track CD featuring upand-coming bands, plus 12 free posters.

Audiences abroad are more disciplined: Richie Kotzen announces new album Salting Earth Pandit Vishwa Mohan Bhatt

N

oted musician Pandit Vishwa Mohan Bhatt feels that audiences abroad are more disciplined and this makes it more comfortable for artists to perform. “Audiences abroad understand the value of time and are very punctual. They have patience, maintain decorum inside the auditorium and they listen to the whole programme. Nobody uses mobiles. And they come to attend the event with some knowledge about the artists. “In India, audiences often attend events without any prior knowledge and information, without even knowing why they are attending that event,”

Bhatt, who was named for the Padma Bhushan, India’s third highest civilian award, in this year’s Republic Day honours list, told to IANS in an interview. Bhatt, who recently performed at the Taalbelia music festival held at Mandawa in Rajasthan, pointed that classical music is appreciated and highly regarded in abroad because of its improvisation. “Classical music is given lot of respect abroad. Audiences there are really amazed to see artists playing for hours without any break or rehearsals. This appeals to them,” Bhatt added. The musician was awarded the Padma Shri in

2002. He received his first Grammy award in 1994 for his album “A Meeting by the River” along with Ry Cooder and was also nominated in 1997. Bhatt plays his own invention, the Mohan Veena (slide guitar), a highly modified concord archtop which he rests on his lape. He also has patents on two instruments -- the Mohan Veena and the Vishwa Veena. Fo r h i m , h av i n g knowledge about classical music is not necessary for listening to it or attending concerts. He believes “music has neither language nor barriers”, and anybody, who doesn’t have any knowledge of classical music can still understand if the ragas are performed perfectly. “Sur aur taal agar saath mein ho to koi bhi sangeet samajh sakta hai (If the tone and rhythm are balanced, then anybody can understand music),” he pointed out. “Art is like a mirror. Once you are on stage, everything is exposed. You cannot fake on stage while

performing. If you are not honest towards your music it reflects during your performance,” he added. Given this, how would he respond to criticism about the gover nment sending junior artists to represent India at cultural festivals or events held abroad without consulting senior artists. “Often, senior artists are not able to give time when approached by the government and then artists who are not so experienced are sent. These decisions are often not intentional,” he commented. On his future plans Bhatt said that he is keen on collaborating with legendary singers Lata Mangeshkar and Asha Bhonsle. “I also hope to create an album or play together with (guitarist) John Mclaughlin some day. I have plans for some albums. I will be travelling to many countries as well. I also have plans for experimenting with music and will continue reach out to every place so that Indian classical music is spread,” the musician concluded.

Describing her visit to India, she said it has been wonderful.

The actor-activist on Thursday received KISS Humanitarian Award 2016 for her relentless work for the protection of the rights of girl child and women. ichie Kotzen has announced that he’ll release his 21st solo album in April. Titled Salting Earth, it’ll launch on April 21 via Kotzen’s own HeadroomInc label and will be followed by a 16-date US tour. The follow-up to 2015’s Cannibals is described as a “one-man production” with added background vocals on the track Make It Easy provided by Julia Lage. Kotzen explains: “It’s really not deliberate when the record is finished and suddenly I’m the only performer on it. It actually comes out of my process of writing and documenting my ideas. “It started back in the late 80s when I had a makeshift studio in my parents’ barn. I grew up fairly isolated, and I soon realised in and cultures. “Women should have order to get this music out of control of their own body, my head and on to a format sex, and fertility,” she said. where I could listen to it, I’d

rince‘s back catalogue will arrive on streaming services like Spotify this weekend. For nearly two years, the late musician’s discography has only been available to stream on Tidal. However, the company’s exclusivity will come to an end in time for the Grammy Awards on Sunday night (February 12). The BBC reports that Spotify has said every album the Purple One released between 1978 and 1996 will be added to its library, meaning all his biggest hits including ‘Purple Rain’, ‘Raspberry Beret’ and ‘Kiss’ will be available to stream. Napster has also confirmed the news, though Apple Music has yet to comment. It was recently reported that an announcement about Prince’s music arriving on streaming services other than Tidal would be broadcast during a Grammys tribute to the Purple One. The Weeknd, Rihanna and Bruno Mars are all understood to have been approached for a potential performance. Earlier this week, Spotify appeared to tease

ones. Some of the scenes seem forced with comedy, some of the parts are laugh-out-loud funny, but beneath the humour is the subtle criticism of the corrupt system which can be easily manipulated. The courtroom drama is indeed

interesting albeit weary and it lacks the soul of its previous edition. But, Akshay Kumar as Jagdishwar Mishra is the raison d’etre of this film. Though he is too old to play a novice and a bit unconvincing while indulging in buffoonery, he nevertheless carries the film squarely on his shoulders exuding star charisma. Huma Qureshi as his whisky-drinking and Gucci-wearing wife Pushpa Pandey is competent. But her character is an appendage to the plot which offers nothing but a wholesome appeal to Jolly’s character. In supporting roles -- brilliantly essayed -- are Saurabh Shukla as Justice Sunderlal Tripathi, Annu Kapoor as the defendant lawyer Pramod Mathur, Sayani Gupta as Hina Siddiqui -- the pregnant lady seeking justice, Kumud Mishra as the sly and ambitious Inspector Suryaveer Singh and Avijit Dutt as Police Commissioner S.S. Paul. Unfortunately, Manav Kaul in a miniscule role as Hina’s husband Iqbal Qassim is wasted.

have to figure out how to do it alone.” Salting Earth features the track Grammy which surfaced last year. And Kotzen reveals it came to him “in the oddest way at the most inconvenient time.” He continues: “I basically woke myself up with the chorus melody in my head, and in my haze, I knew that if I didn’t at least record the idea, it would be forever lost. “I ended up programming a simple drum beat, and then recorded the acoustic guitar. The lyrics pretty much wrote themselves. By 6am, the song was finished.” He adds: “I was going to do more overdubs, but I kept playing it over and over, and I just felt like there was something so personal coming out of the speakers. By messing with it, I’d likely destroy the magic – so I left it as it is.”

Melbourne, Feb 10 ( Ag e n c i e s ) : Ru s s i a still needs to demonstrate a “cultural shift” in its commitment to clean sport if its track and field athletes hope to compete under the nation’s flag again, IAAF president Sebastian Coe said on Friday. Russia’s athletics federation (RUSAF) has been banned since Nov. 2015 after an independent World Anti-Doping Agency (WADA) probe exposed state-sponsored doping on a massive scale. An IAAF task force confirmed this week that the ban will remain in place until at least November, meaning Russian athletes will not compete at the world championships in London in August, having already been excluded from last year’s Rio Olympics. The working party’s head, Rune Anderson, said

Sebastian Coe

Russia’s efforts to build a credible anti-doping regime still faced various headwinds, including problems enforcing provisional doping bans, limited drug testing at national level and “troubling incidents” when testing was taking place. Although “confident” that RUSAF was a very different federation since the ban was enforced, Coe said the IAAF commission was not satisfied that enough checks and balances were

in place. “We work very well with the new president o f RU S A F ( D m i t r i Shlyakhtin),” the Briton told reporters in Melbourne. “And the view of the commission is that there is a recognition (in Russia) of a need for change, particularly with traditional coaching methods. “But we need to make sure that that is consistent with what is also being said and expressed publicly. “Some progress had been made... but there are still some areas where we want to see more progress. “I don’t think (the decision) came as a huge surprise to RUSAF. And of course WADA has still to look at RUSAF as being code-compliant. “There needs to be some cultural shift as well... but we’re moving in the right direction.” Coe said the IAAF

was considering allowing Russian athletes to compete as neutrals at the global showpiece but cast serious doubt on the ability of RUSAF to rejoin world athletics this year. “This year? Probably not, but we may still see individual Russian athletes in the world championships in London in a neutral capacity,” he added. “There’s no guarantee. They have applied and we need to look at all of those in a case by case study by our own board and let’s see where we get to.” Russia’s credibility in the fight against drug cheats suffered another blow in December with the release of the second report by Canadian professor Richard McLaren, which said Moscow had “hijacked international sport” over a five-year period.

Kohli surpasses Don Bradman’s record ONGC to boost sports in northeast India In the 1930 Ashes series in England between June and August, the then 22-year-old Bradman scored 254 at Lord’s, 334 (his career best) at the Leeds (Headingley) followed by 232 at the Oval -- all in a single series. In the following series against the West Indies in January 1931, Don hit 223 at Brisbane (the series was played in Australia). The next series that he played against South Africa (again Down Under), he hit 226 at Brisbane becoming the first batsman to score a double hundred in three successive series. For Dravid, the hattrick of double hundreds in successive series came in the 2003-04 season. H y d e r a ba d, F e b 10 (PTI): Indian captain Virat Kohli continued his unbelievable recordbreaking spree today and surpassed the legendary Sir Donald Bradman and Rahul Dravid by becoming the first batsman to score double hundreds in four successive Test series. Kohli’s double tons came in the series against the West Indies, New Zealand, England and now Bangladesh, which is in India for a one-off Test. Bradman and Dravid had achieved the feat in three successive series.

Kohli hit his maiden double hundred (200) at North Sound against the West Indies in July last year followed by 211 against New Zealand at Indore in October. This was followed by his current careerbest score of 235 against England in Mumbai in December and now 204 against Bangladesh. While statistically Kohli had broken Bradman and Dravid’s record but a cursory look at ‘The Don’s’ statistics would tell that his numbers during that 1930-31 phase was phenomenal.

Bangladesh 41/1 at stumps; trail by 646 runs

Peerless skipper Virat Kohli scored another double century on Friday as India compiled a record total against Bangladesh on the second day of the one-off Test in Hyderabad. In reply, Bangladesh were 41 for one at stumps after losing opener Soumya Sarkar for 15 in one of the final overs of the day as their bruising introduction into Test cricket in India continued. Kohli became the first batsman to score double centuries in four consecutive series as he reached 204, the standout performance in

India’s 687-6 declared which featured three centuries. The hosts became the first international team to record three successive scores of more than 600 after posting totals of 631 in Mumbai and 759-5 in Chennai against England last year. Bangladesh’s misery was compounded when Sarkar was caught by Indian wicketkeeper Wriddhiman Saha off the bowling of Umesh Yadav in the third last over of the day. Tamim Iqbal (24) and Mominul Haque (one) were at the crease, with the visitors still trailing India by 646 runs. The headlines belonged to the Indian batsmen whose big knocks were centred around Kohli’s heroics at Hyderabad’s Uppal Stadium, which witnessed its highestever Test score on a day bursting with records. Wriddhiman Saha (106) shared an unbeaten 118-run seventh-wicket stand with Ravindra Jadeja (60) as they made hay against a tiring bowling line-up during what is Bangladesh’s first-ever Test on Indian soil. Wicketkeeper-batsman Saha scored his second Test century to entertain a raucous home crowd, including seven fours and two sixes, helping India maintain an impressive run rate of over four. Jadeja also raced to his fifth Test fifty as he celebrated the mark with his customary sword dance. Brief score: Bangladesh 41/1 (Tamim Iqbal 24*; Umesh Yadav 1/2) trail India 687/6 decl (Virat Kohli 204, Murali Vijay 108 Wriddhiman Saha 106*; Taijul Islam 3/121) by 646 runs at stumps on Day 2

UEFA requests 16 automatic spots in 48-team WC Lo n d o n, F e b 1 0 (Agencies): Europe will formally ask FIFA for at least 16 places in the expanded 48team World Cup lineup, said UEFA president Aleksander Ceferin. Last month, FIFA opted to add 16 teams to the 2026 tournament. Two teams will advance to the knockout round from each three-nation group. Ceferin said: “We think it’s realistic to ask for 16 slots plus another condition that each European [team] is in a different group. I think all 16 can qualify for the second round.” Percentage-wise, 16 of 48 teams would be a decrease from UEFA’s 13 spots -- over 40 percent -under the current 32-team World Cup format. With hosts Russia, Europe will have 14 teams at the 2018 World Cup. FIFA plans to confirm continental entry quotas for the 2026 World Cup at meetings in Bahrain in May. If UEFA’s requests are accepted by FIFA, it will ensure no all-European matches in the 12-day group stage at the 2026 tournament.
