GUWAHATI, FEB 9 (AGENCIES): The Centre wants all NSCN (I-M) leaders, who are still holed up in Myanmar, to return to the country before signing the Naga peace accord, a February 6 report of The Times of India stated. “The government’s policy has been clear from the beginning that it does not want to leave any man behind. There are more than 100 NSCN (I-M) cadres still in Myanmar and the NSCN (I-M) leadership has been asked to recall all of them before the agreement is signed,” a source involved in the peace dialogue told TOI. Myanmar has recently started pushing out Indian insurgents groups from its soil. The most recent return was that of 50-odd cadres and leaders of National Democratic Front Boroland (Saoraigwra). NSF, NH flay offloading of Krome DIMAPUR, FEB 9 (NPN): Naga Hoho (NH) and Naga Students’ Federation (NSF) have condemned the February 5 incident where Naga People’s Movement for Human Rights (NPMHR) secretary general Neingolu Krome was off-loaded from a Bangkok bound flight by immigration officials at Kolkata airport. NH condemned Government of India (GoI) for the incident, stating that such an arrogant act on the part of GoI was uncalled for and was a violation of human rights. KOHIMA, FEB 9 (NPN): State deputy chief minister Y Patton, who also holds the Home and roads & bridges portfolios, has assured to initiate strong action against illegal collection at check gates, adding that the police check gate at Chümoukedima too would be strengthened. Commenting on the issue raised by NPF legislator Kuzholuzo (Azo) Nienu on the second day of the Assembly session Saturday, that illegal taxes were being collected at check gates by various organisations, including NPGs, Patton told Nagaland Post that he was yet to receive documentary evidence submitted by him in the Assembly on Saturday. However, he warned that stern action would be taken against anyone found involved in such illegal tax collections at the check gates. When asked whether the newly-formed anti-terror squad or Special Task Force (STF) would be deployed to tackle the menace, Patton replied that the issue was yet to be discussed at the

government level. Explaining that the force could be deployed as and when required, he remarked that this would depend on the gravity of the issue. Azo had on Saturday raised the issue of illegal and legal check gates and multiple taxations by various organisations with proof that was later submitted to the Assembly. This followed Patton clarifying at NLA that he had no information regarding tax collections at check gates by unauthorised organizations. He, however, assured to take strict action against those carrying out such activities. Replying to a starred question by the NPF MLA regarding the number of both legal and illegal check gates set up between
Kohima to Dimapur and Nagaland Gate, Patton informed the House that there was only one police check gate at Chümoukedima, permitted by the home department. To queries regarding rates of toll fees fixed or collected by the police, traffic, excise, MVI, forest and geology & mining departments, Patton clarified that except geology & mining department – one mineral check gate at Chümoukedima for levying royalty on minor minerals – no other department collected fees. When Azo questioned the legality of the taxes collected at check gates by unauthorized organisations, Patton said there was no information regarding check gates manned by organisations other than the ones mentioned above. To the claims made by Azo that there was ample evidence and proof of multiple taxations by various organisations at check gates, Patton assured that the government would look into the matter if provided with proper evidence and proof of existence, and initiate strict action against defaulters.

NEW DELHI, FEB 9 (PTI): Nearly 24 hours after the polling ended in Delhi, the Election Commission on Sunday announced that the final voter turnout was 62.59 per cent, 5% less than 2015, and said data compilation took time as it has to ensure accuracy, after the Aam Aadmi Party questioned the “delay”. After elections to the 70-member Delhi Assembly were held on Saturday, poll officials had said there was a turnout of 61.46 per cent, subject to revision. With no final word from the EC till 4 p.m. on Sunday, AAP chief and chief minister Arvind Kejriwal took to Twitter saying it was “absolutely shocking” that the poll panel was not coming out with the final voting figures. “What is EC doing? NEW DELHI, FEB 9 (AGENCEIS): In a key judgement the Supreme Court on Friday has ruled that states are not bound to provide reservation in appointments and there is no fundamental right to claim quota in promotions. The top court asserted that states could not be forced to make such provisions without data showing imbalance in the representation of certain communities in public service. A bench of justices L Nageswara Rao and Hemant Gupta said, “In view of the law laid down by this court, there is no doubt that the state government is not bound to make reservations. There is no fundamental right which inheres in an individual to claim reservation in promotions.’’ The verdict further added, “No mandamus can be issued by the court directing the state govern-

The top court’s verdict came while dealing with pleas regarding Uttarakhand government’s September 5, 2012 decision to fill up all posts in public services in the state without providing reservations to Scheduled Castes and Scheduled Tribes. The SC’s judgment overturned Uttarakhand High Court’s order that directed the state to provide quotas to specified communities. Countering the high court verdict, the SC said, “It is settled law that the state government cannot be directed to provide reservations for appointment in public posts. Similarly,
the state is not bound to make a reservation for Scheduled Castes and Scheduled Tribes in matters of promotions.” The Supreme Court bench further ruled that if a state wishes to exercise their discretion and make such provision, the state has to collect quantifiable data showing the inadequacy of representation of that class in public services Referring to constitutional provision about the reservation, the bench said, “It is for the state government to decide whether reservations are required in the matter of appointment and promotions to public posts.” Stressing on the language in clauses (4) and (4-A) of Article 16 of the constitution, the apex court said the inadequacy of representation is a matter within the subjective satisfaction of the state,
adding, there must be some material on the basis of which the state can form the opinion of providing reservation. It noted that Article 16 (4) and 16 (4-A) of the Constitution empowers the state to make reservations in matters of appointment and promotion in favour of the Scheduled Castes and Scheduled Tribes “if in the opinion of the state they are not adequately represented in the services of the state”. Reacting to the Supreme Court’s verdict senior Congress leader Mallikarjun Kharge said that this decision has worried the marginalized communities. Kharge said that his party will protest against it in and outside Parliament and blamed the BJP and Rashtriya Swayamsevak Sangh (RSS) saying they have been trying to get reservations scrapped for a long time.

China on or after January 15 will not be allowed to enter India. In a circular to airlines, the Aviation regulator said, foreigners who have been to China on or after January 15 are not allowed to enter India from any air, land or seaport, including Indo-Nepal, Indo-Bhutan, Indo-Bangladesh or IndoMyanmar land borders. The Directorate General of Civil Aviation reiterated that all visas issued to Chinese nationals before February 5 have been suspended. The aviation regulator, however, clarified, these visa restrictions will not apply to aircrew, who may be Chinese nationals or other foreign nationalities coming from China. Among Indian airlines, Air India and IndiGo have suspended all of their flights between the two
countries. On February 1 and 2, Air India conducted two special flights to the Chinese city of Wuhan evacuating 647 Indians and seven Maldivians. Till date, three Indians have tested positive for novel coronavirus in Kerala.

Review meeting of mithun rearing

DIMAPUR: First-ever review meeting of semiintensive mithun rearing units established under tribal-sub plan was conducted by ICAR-NRC on Mithun, Medziphema from February 6 to 7, to have interfacing between the mithun farmers of different states as well as with the scientists and other stakeholders. A press release from
ICAR-NRC on Mithun, Medziphema stated that, ICAR-NRC on Mithun has taken an initiative to popularize the alternative package of practices of semi-intensive mithun rearing developed by the institute among the mithun farmers and other stakeholders in the region. During the last five years, under tribal sub plan (TSP) programme, the institute
has distributed input materials to mithun farmers in the Northeast region for adopting semi-intensive rearing of mithun. In the morning, the participants visited institute’s mithun farm to witness the regular farm activities followed by a day-long interactive session in the conference hall. Farmers from each village made a poster presentation
and appraised the house about their experience. Director of the institute, Dr. Abhijit Mitra, emphasized the advantages of semiintensive mithun rearing and urged the farmers participation for implementing scientific knowledge in their field. Sahoo, deputy GM, NABARD, Dimapur and officials from State Bank of India, Medziphema also deliberated upon the central govt. schemes for farmers’ welfare. There was a visit to the demonstration farm of ICAR Research Complex, Nagaland Centre, Medziphema on February 7. Tajinang, Mhaikam village joined Naga Army on January 18, 1960 under 3rd Bn. 1st B’de W/C Naga Army and faithfully served the nation till his
last breath as one of the senior most chaplains in national defense service. FGN also stated that, he always led the campers in prayer twice daily and used to prophesy time to time and although he was an illiterate, his memory of Bible verses was extraordinary. Stating that he was spiritually a strong believer of Christ, a true patriot and a recipient of several awards, the FGN said that his untimely demise was a great loss, whereby a vacuum has been created to the nation and community. FGN further prayed that the departed soul rest in peace.
ATMAs conduct training and demonstration across the state
ATMA Angjangyang block DIMAPUR: Agriculture Technology Management Agency (ATMA) conducted training and demonstration in various blocks. ATMA Angjangyang block: ATMA Mon Angjangyang block conducted various training and demonstration at block level on November 30 covering Angphang, Changlang and Angjangyang villages. A training programme on disease and its management in coffee was conducted at Changlang village. On a day long discussion, BTM Nemchaba Jamir explained various types of diseases and its control measures in coffee. He also elaborated on nursery management, site selection, land preparation, method of planting, pruning etc in coffee. Frontline demonstration on nursery bed preparation of onion and seed treatment of bio-fertiliser was also done by ATM Leiwang Konyak. Seeds and various training materials were distributed to the participants. Altogether 62 farmers from different SHGs and villages benefitted from the programme. Field day on coffee plantation was conducted by resource person Wetosangla, where she explained about the site selection, pits for planting and maintenance for coffee plantation. In an interaction between farmers to farmers certain aspects related to coffee plantation were taken and discussed There were discussion, feedback and distribution of neem oil and sprayer to all the farmers. A total of 21 farmers participated along with ATMA functionaries. In a separate programme, block advisory committee (BFAC) meeting was conducted at Noksen HQ on Jan 20. During the meeting discussion were held to improve the livelihood of farming families through innovative agriculture. Altogether 10 BFAC members attended the meeting. Resource person, scientist, ICAR, Jarnapani, Dr. Aabon Yanthan, highlighted benefits and high output value in cardamom cultivation and further elaborated the requisite conditions for its cultivation, viz. climate and soil requirement, propagation methods, nursery management, planting land preparation, spacing, manuring, weeding, soil conservation, irrigation. He further addressed issues on pest, diseases and management of viral diseases as well. The farmers were further educated on the indication of time of harvest and harvesting techniques as well as method of curing and emphasizing on proper packaging in order to avoid fungus growth and to prevent damage to stored produce. Demonstrations were also carried on plant protection measures in citrus and value addition of Citrus. Resource person performed step by step preparation of Bordeaux mixture as well as Bordeaux paste. The programme concluded with distribution of inputs, copper sulphate, agri lime and sodium benzoate to farmers. Altogether 35 farmers and ATMA officials attended the program. along with resource person scientist, ICAR, Jarnapani, Dr. Aabon Yanthan, and farmers from Ralan area visited orange farm. On spot identification of various pests and disease were carried out along, thereby discussing various methods to tackle them as well. Resource person further explained importance of nutrient management and also taught them pre har vest treatment. Altogether 35 farmers and ATMA officials attended the programme. DIMAPUR: National Lok Adalat held across the state took up cases and dispose off a total of 159 cases, mostly at pre-litigative stage, with total settlement amount involved in the disposed cases was Rs. 69,44,947/- (Rupees sixty nine lakhs forty four thousand nine hundred forty seven) only on February 8. Cases disposed off is 121. mittee (UTRC) meeting on February 7 at District Jail conference hall. Committee further discussed for requirements of one pharmacist or nurse for the patient inside the jail. Committee also visited the jail compound, bedroom, and kitchen of the jail. Altogether at least 67 UTPs and 26 convicts were reported in the jail. A press release from ZBC Kohima stated that, the three-day celebration began with children’s JAM (Jesus and Me) programme followed by “celebrating oneness in Christ” with the Langmai Baptist Church (LBC) Kohima.
Rev Kuzerang Thou unveiled and dedicated the 75th anniversary monolith and former pastor ZBK Rev Kulungsing Meru released the souvenir. Executive secretary ZBCC Izieteilung Terieng and pastor LBC N Silubo Zeliang delivered the message. It must be note that in 1945 a number of Zeliang’s living in Kohima started the fellowship which later on became one of the member-church in Zeme Church Council (ZBCC), Peren.
Some of the prominent believers who founded the fellowship were Charovi, Heimbailakpe, Nheubuing, Ilamding, Heihingcube, Heisapleung, Ago, H. K Lungalang and L. T. Levi. The present church site was allotted to the Zeliang community in 1979 and whereby a small church building was constructed and dedicated by Rev. H. K Lungalang. Present standing church building was also dedicated by Rev. H. K Lungalang in 1995.

DIMAPUR: Wokha Forest Division (WFD) organized the worldwide annual “World Wetlands Day” at Vivekananda Kendra Vidyalaya, NEEPCO, Doyang on February 7, marking the date of the adoption of the convention on wetlands on February 2, 1971. During the bottle exchange programme wherein the students were asked to collect disposed single use plastic (SUP) water bottles from their surroundings which were then handed over to the Forest depart-
ment. Students were given proper water bottles that can be used every day, along with calendars. SUP bottles were then used as an activity for the students by painting them to make a signboard that read “reuse me”. This was followed by quiz and documentary on biodiversity and wildlife conservation. Mnp: Drugs worth over Rs 2000 cr seized since November 2018
Correspondent IMPHAL, Feb 9: Illegal drugs worth over Rs 2000 crore have been seized and around 100 individuals arrested with drugs were sent to jail ever since Manipur government declared “war on drugs” in November 2018. While conveying the rough data, chief minister N Biren Singh reiterated his government’s firm stand against drug smugglers and peddlers, saying that there will be no mercy and favouritism to those arrested in drug related cases. “Whoever is involved in drug smuggle will not be spared,” he said. A survey report conducted by National Drug Dependence Treatment Centre (NDDTC) and All India Institute of Medical Sciences (AIIMS), called ‘Magnitude of Substance Use in India, 2019’, revealed that a considerable number of people use psychoactive substances in India, and that substance use exists in all the population groups of 10-75 years of age. The survey was conducted between December 2017 and October 2018, to document the detailed information of drug (substance) use problem in the country. It found that alcohol is the most common psychoactive substance used by Indians, with 14.6 percent and makes up about 16 crore people in the country. After alcohol, cannabis and opioids are the next commonly used substances. The report has also listed Manipur amongst the top 10 alcohol dependent states. In Manipur, the lists of substance use range from tobacco products such as paan and cigarettes to ganja (marijuana) and alcohol, Opium, SpasmoProxivon (SP), Methamphetamine (WY), Codeine cough syrup, Pseudo-Epherine among others.
B’deshi criminals attack Indian villagers, one seriously injured Correspondent Shillong, Feb 9: In a fresh incident of attack by Bangladeshi criminals, two persons including a teenager were seriously injured at Pyrkan village near the Indo-Bangla border in Meghalaya on Sunday, police official said. Pyrkan village under Shella assembly constituency is 97 kms away from Shillong, the state capital of Meghalaya and approximately 6 kms from the international IndoBangla border. Preliminary reports said that the incident occurred at around 2:30 pm when five suspected Bangladeshi nationals entered the Indian territory near the Shella river and attacked Denglang Diengdoh (19) and Harikanto Sargari (21) with sharp objects. “Diengdoh was grieviouly injured on his head and back with sharp cut injuries while Sargari suffered minor injuries,” a police official said. The victims were immediately rushed to Primary Health Centre at Ichamati but doctor at the

The Ghilamora has alleged that Rahul was murdered and accordingly an FIR has been lodged with the Ghilamora Police Station and has demanded a thorough investigation. A silent prayer was also observed on Sunday in memory of the late young leader and AASU also declared a three-day mourning. Two persons have also been detained and the police are investigating the incident.
2,927 people diagnosed with Tuberculosis in Mizoram in 2019
AIZAWL, FEB 9 (PTI): More than 2,900 people have been diagnosed with tuberculosis (TB) in Mizoram in 2019, a Health department official said on Sunday. The official said that as many as 17,171 blood samples were tested out of which 2,927 were found suffering from tuberculosis. Ninety three per cent of the patients have been successfully treated, he said. Of the 2,927 cases, 38 were detected in private hospitals, while 12 people were diagnosed during a drive conducted by the Health department in jails and several rehabilitation centres, he added At least 109 people were also diagnosed with multi- drug-resistant tuberculosis (MDR-TB) during the same period. In 2018, of the 4,115 blood samples that have been tested, 2,499 people were diagnosed with TB and out of this 92 per cent were successfully cured, the official added.
nCoV scare: 6 quarantined in Mizoram AIZAWL, FEB 9 (PTI): The Mizoram government has placed six students, who had recently returned from China, under home quarantine as a part of precautionary measures in the wake of coronavirus outbreak in the neighbouring country, officials said on Sunday. Blood samples of two among the six have been sent to the National Institute of Cholera and Enteric Diseases (NICED) in Kolkata for test, the state nodal officer of Integrated Disease Surveillance Programme, Dr Pachuau Lalmalsawma, told PTI. However, the NICED was not satisfied with it and had asked for fresh samples. The students did not develop any symptoms of being infected by the coronavirus so far, the epidemiologist said. He also said that another student, who is scheduled to return from China, will be arriving in Aizawl on Tuesday. He will also be placed under home quarantine after being screened at the Lengpui airport, Lalmalsawna said.

in the State every year are being pushed into penury for treatment of high cost diseases like cancer, heart, kidney disease, neurological disorder leading to catastrophic expenditures. Therefore, the Government with an aim to provide a cover against such catastrophic health care expenditure for such high cost diseases has been assiduously implementing the schemes namely, Pradhan Mantri Jan Arogya Yojana and Atal Amrit Abhyjan. The schemes aim at providing hassle-free and convenient cashless coverage to avail best treatment available.

A Union health ministry report said the Assam health department has been running with a shortfall of 1,731 sub-centres and health and wellness centres in the rural areas and a sizeable number of male health workers. The report, Rural Health Statistics (2018-19), talks about some positive aspects like increasing number of health centres and government buildings but says Assam continues to be one of the states with poor health infrastructure. “The BJP-led government has done a lot to develop the infrastructure in rural hospitals across the state but they should also

Most of the garden hospitals have no doctors as many resigned after the lynching of Dr Deben Dutta, a senior doctor in Teok tea estate in Jorhat district,” said Assam Tea Tribes Students’ Association’s Doomdooma unit secretary. NEW DELHI, FEB 9 (PTI): As China reels under deadly coronavirus outbreak, Prime Minister Narendra Modi has conveyed to Chinese President Xi Jinping India’s readiness to provide assistance to the country to deal with the situation. In a letter to Xi, Modi expressed solidarity with the president and people of China over the outbreak of the virus, official sources said. A total of 811 people have died of the coronavirus infection in China so far while the number of confirmed cases has gone up to 37,198, according to latest data released by Chinese authorities. Though the epicentre of the outbreak was Hubei province, the virus has spread to almost every province in China as well as around 25 countries in the world, forcing the World Health Organization to declare it a global emergency. Singh said when the construction of the railway line, between Agartala in Tripura and Akhaura in Bangladesh, will be completed, it will pave the way for running the first train from the northeast to Bangladesh on the eve of the 75th year of India’s independence in 2022. 10 passengers electrocuted to death, 22 injured in Odisha bus accident BERHAMPUR (ODISHA), FEB 9 (PTI): Ten persons were electrocuted to death and 22 people injured when a bus caught fire after coming in contact with a power transmission line in Golanthara area of Odishas Ganjam district on Sunday, officials said. Chief minister Naveen Patnaik expressed his condolence and announced ex-gratia of Rs 2 lakh each to the next of kin of the deceased. The chief minister also announced that free medical treatment would be provided to the injured, an official in CMO said. The injured were admitted to MKCG Medical College and Hospital here. Five of the injured were shifted to SCB Medical College and Hospital in Cuttack. The mishap occurred near Mandarajpur when the bus was proceeding to Chikarada from Jangalpadu carrying around 40 passengers. The people were on their way to attend a marriage negotiation ceremony, Sub Divisional Police Officer (SDPO), Berhampur Sadar, Jayant Kumar Mohapatra said. uring sessions of either parliament or assemblies in India, law makers generally take note of matters of urgent public importance especially when are reported by the media which are then brought to the notice of the house for deliberation. Many issues of urgent public importance have been reported by the media in recent months; notably the perennial problem in Dimapur by unabated, multiple and illegal or unauthorised taxations at gates, sale and distribution of illicitly brewed liquor including market syndication. These are pressing issues since they affect the entire gamut of society. These activities have only added to the burden of the people as illegal taxations have only pushed up prices of almost every item. It is heartening to note that the issue of gate taxation has been discussed in the ongoing assembly session and hopefully the house would adopt a resolution for proactive action to exhibit a political will to do away with such unwanted activities. This is a bounden and constitutional obligation of elected representatives. It would also be a service to citizens if the elected representatives also draw attention to media reports involving the rampant fuel adulteration racket that continues to dog society and kingpins continuing to dodge the law. ACAUT Nagaland has drawn the attention of public to the recent incident at Lahorijan in Karbi Anglong, where several oil tankers were engulfed in fire. ACAUT claimed that the fire, whether caused by negligence or as consequence of reaction between adulterant chemicals added to fuel, indicated that the business has not stopped even after it filed a PIL for CBI probe into the fuel adulteration racket. ACAUT claimed that it filed the PIL in 2017 after the state government’s Special Investigation Team(SIT) report failed to expose the facts about the multi-crore rupee fuel adulteration racket.If what ACAUT said was based on facts, then it raises serious questions about the so-called “rule of law” in the state. ACAUT has based the reasons for filing of its PIL on the sequence of developments in the light of the 2016 raids in Dimapur on several fuel pump outlets in Dimapur. According to ACAUT the 2016 raids exposed a widespread phenomenon of fuel adulteration racket which exposed the main kingpin but for whatever reasons, the law as prevalent in Nagaland, did not find it necessary to bring the alleged kingpin to book. To add insult to injury, it was the Assam Police and not the Nagaland Police which eventually arrested the alleged fuel adulteration racket kingpin. ACAUT claimed that it has been appearing in court to arrest the kingpin of the racket but the case appears to be inconclusive. The state assembly ought to take notice of this grievous offence in referring to media reports. The recent reports involved the so-called backdoor appointments in the Tourism department where no one less than the state Lokyukta had recommended filing of chargesheet against as retired IAS officer in the rank of commissioner and secretary for alleged backdoor appointments. These are more important than the CAA issues in the light the Lokayukta taking a significant step to book a retired government official for alleged backdoor appointment. The elected members ought to prove that they are sensitive to the evils plaguing society by addressing these issues which are certainly of utmost public importance.

You must literally be their source of supply, until they learn to take their nourishment from God. We owe it to God to be our best for His lambs and sheep, as well as for Him. Have you delivered yourself over to exhaustion because of the way you have been serving God? If so, then renew and rekindle your desires and affections. Examine your reasons for service. Is your source based on your own understanding or is it grounded on the redemption of Jesus Christ? Continually look back to the foundation of your love and affection and remember where your Source of power lies. The RBI has estimated it at 4.8 percent and IMF and other international organisations agree with it. This is lower than the 2018-19 figures of 6.8 percent but the survey is hopeful of a better pace. The nominal GDP is estimated at Rs 204.4 lakh crore ($2.9 trillion) in 2019-20 with a growth of 7.5 percent over the provisional estimates of at Rs 190.1 lakh crore ($ 2.7 trillion) in 2018-19. However, if finds deceleration gross value addition at basic prices reduced to 4.9 percent against 6.6 percent in 2018-19 across all sectors across public administration and defence. The most positive aspect is the rise in NIFTY India Consumption Index for the first time this year with a growth of 10.1 percent in October 2019. Between 2011 and 2015, it finds the dependent variable regressing and found credit expansion between 2008-12 negatively affecting investment between 2013 and 2017. Consequently houselhold investments declined in dwelling, other buildings and structures since 2011-12. Another problem has been that “housing prices remained elevated even though growth in prices (secondary market)
has fallen since 2015-16 and remains muted since then”. The survey says that the crisis is of a grave nature. As at ened of December 2018, about 9.43 lakh units worth Rs 7.77 lakh crore with months inventory are stuck in various stages of the project cycle across top eight cities. The total unsold stock is valued at around Rs 1 to 1.5 lakh crore but with 200 percent rise in index value it is supposed to be worth at Rs 7.77 lakh crore. Another risk it sees in the conventional monetary policy. It has run

This is likely to “crowd out private investment” because the financial institutions having funded the government efforts would not have much surplus. So they are likely to seek external funding. The survey says that if that happens current account deficit would increase and it can depreciate the rupee. T h e g ove r n m e n t s thrust on housing and clearance of inventory, FDI, make in India, positive impact of RBI policies improvement in ease of doing business are to increase the optimistic outlook. If this prevails, the survey expects strong rebound in 2020-21. It would belie the IMF, World Bank forecasts and higher real GDP growth.

he emerging reality of goodwill, friendship, cooperation and association in the sub-continent consequent to Indo-Naga peace processes needs to be taped in the correct perspective for making it more lasting and fruitful. There appears to be no permanent and quality solution to the ongoing Indo-Naga problem until and unless a free and fair informed mandate to such solution is obtained from the Naga people in asmuch as the making of Naga nation has reached more than 90 long years. Despite so many ups and down Naga nationhood has been the only rallying point for a united Naga struggle. Can the Nagas destroy this “Naga Nationhood” by unqualified merger agreement with the Union of India at this point of time? Can India truly testify before the world of her national principle of peace and nonviolence enjoined in her constitution by repeatedly trampling down the rights and freedom of the most simple, honest and peace loving Naga people for nearly a century by now? The Naga club’s memorandum to Simon Commission in 1929 to leave the Nagas alone so as to determine their own future… .,Naga independence Declaration of 14th August 1947 and the Naga national plebiscite under FGN/NN 1951 wherein 99.9% of the Naga people rejected to join the Union of India and the non-participation of the Nagas in the 12th February 1947 Panglong Agreement in Myanmar (Burma) are all said to be the unique histo-political foundation of a unified Naga nationhood and its struggle for recognition of full sovereignty. It appears that becoming a full-fledged state of India will destroy the entirety of the Naga Political mandate and national principles as laid down by our forefathers in the above cited Naga Declaration and Plebiscite. Going by historical fact, the issues of Nagas’ merger with one Indian Nationhood is a matter of grave concern to the Nagas. It has to be determined only by a political verdict given through Referendum by the Naga people. The constitution of India does not even accommodate sub-nationhood in India, leave alone full Naga nationhood less the Indo-Naga Agreement is signed under the purview of Article 260 read
Referendum to ‘Indo-Naga’ solution with Article 2 and Foreign Jurisdiction Act, 1947. History reminds us that the extreme stand of India to let the Nagas unconditionally accept the constitution of India in one hand and the extreme stand of the Nagas for full sovereignty on the other hand during the GOI-FGN (NNC) 1964 peace talk led to its own failure. The then NNC quite clearly knew that Nagaland becoming a full fledged state of India will negate and destroy the Naga nationhood and its entire foundation. Meaning, the question of the making of Naga nation does not arise anymore as and when Nagas willfully merge with the Union of India without any condition. The Framework Agreement of August 3, 2015 signed between GOI & NSCN (IM) which is said to have recognized the unique history and situation of the Nagas and mutual Agreement to share sovereign powers as two political entities between India and Nagas appears to be a more realistic paradigm shift with the objective to address the extreme stands of both sides in the past, without destroying Naga nationhood and its principle. The ‘share sovereignty’ concept which is the key principle of F.A. if correctly construed, is considered the most acceptable middle path approach compatible to the changing contemporary realities of inter-dependence around the world and more particularly between India and the Nagas as much as it envisages, at the least an associate statehood (unincorporated territory) for the Nagas who will freely associate with India by sharing her sovereign powers (Defence, External affairs, Finance & Currency, Communication, etc.) As aforesaid, the constitution of India sanctions the concept of shared sovereignty and/or free political association with other territory under Article 260 read with Foreign Jurisdiction Act, 1947, Article 2 & 251. These laws empower India for extra-territorial administration whereby it can acquire any executive, legislative or Judicial functions of a territory outside India by arriving an Agreement with the Government of that territory. Naga solution without Naga flag & constitution (Yezabo) either within or without India will destroy the
entirety of Naga nationhood, and this is an extreme stand on the part of the Govt. of India. Inter national model of the contemporary reality of interdependence of different national entities (Larger sovereign nations and smaller non-sovereign nations) at various political levels are reflected for public reference. Few International Models of Interdependence at Different Political Levels: A. Independent nation states who freely associate with larger countries: i. The Republic of Marshall Island (RMI) ii. Republic of Palau and iii. The Federated States of Micronesia which are independent U.N. member states are also Freely Associated States of U.S.A. under the instrument of Compact of Free Association (COFA) in specific matters relating to defense and finance. iv. Andorra : Associated with France and Spain (defense) v. Kiribati : Associated with Australia and New Zealand (defense) vi. Monaco : Associated with France (defense) vii. Samoa : Associated with New Zealand (defense) viii. San Marino : Associated with Italy (defense) ix. Vatican City : Associated with Switzerland and Italy (defense) x. Tatarstan : Associated with Russia (defense) B. Other self governing Associated States who are nonmembers of U.N.O i. Puerto Rico is a self governing Associated state of U.S.A having her own flag, constitution, parliament, etc. (defense, foreign affairs, currency, etc.) ii. Hongkong and Macau which are integral parts of the People’s Republic of China have their own flags, Basic Laws, autonomous government, etc. The above given models show that there are both fully sovereign U.N. member nation-states as well as quasisovereign non-UN member states or territories having their own distinctive nationalities freely associating or depending upon the said larger sovereign countries. International law recognizes such existing structure of interdependence. The constitution of India too sanctions such nature of relations. If Indo-Naga problem cannot be resolved by negotiation due to Naga nationality question (Flag & Constitution), it is the universal principle and practice to cause it resolved through ‘Referendum’ the most democratic and peaceful way to
address the conflict. Clear and conscientious political mandate derived from a free and fair Referendum on Naga solution that dwells on Naga nationality issue will enable the signing of Indo –Naga Agreement once for all without any subsequent rejection or retraction by the people. Naga solution without Naga national flag, constitution and a clause for future Referendum may supersede and forfeit the Naga Memorandum to Simon Commission 1929, Naga Independence Declaration of 14th August 1947 and Naga plebiscite of 1951. Nagas have encountered prolonged hardships and sufferings with the loss of more than 1 lakh precious lives and billion worth properties in the course of their struggle. It is a high time for the rising India to duly infer some international reflection in dealing with the Naga issue. To mustard political will and courage to resolve the longest IndoNaga conflict by giving de-jure recognition to Naga nationality which in return will enable the Nagas to freely & willfully associate with India in most of the important subjects and interest identical to both India and the Nagas. Nagas on our part cannot but realize that “Communication Gap” is the causal factor of our division and defeats. Let’s give a concerted unity a chance. There are a lot of road repairing activities being undertaken in various parts of Nagaland, especially in Dimapur. It is truly encouraging for the citizens as it would mean respite from potholes and stony surfaces which gets floated during rainy season. Governor of Nagaland has surely made an impact when he invited the cabinet members for breakfast interaction in January. He clearly asked the cabinet ministers to look into development of roads, education and health sectors etc and he meant business. Roads must not only be built but must be repaired and maintained throughout the years to enable smooth functioning of commerce, public convenience etc. Good roads lead to some development in other sectors as well and make the state also prosper. The DGCA had stated on Saturday that foreigners who have been to China on or after January 15 won’t be allowed to enter India.
The aviation regulator, in its circular to airlines on Saturday, reiterated that all visas issued to Chinese nationals before February 5 have been suspended. However, it clarified, “These visa restrictions will not apply to aircrew, who may be Chinese nationals or other foreign nationalities coming from China.” Among the Indian airlines, IndiGo and Air India have suspended all their flights between the two countries. SpiceJet, however, continues to fly on the Delhi-Hong Kong route. On February 1 and February 2, Air India had conducted two special flights to Wuhan, evacuating 647 Indians and seven Maldivians.

NEW DELHI, FEB 9 (PTI): Aviation regulator DGCA has stopped the preflight breathalyzer (BA) test for the aircrew operating out of Kerala’s four airports during the next 15 days in the wake of the deadly novel coronavirus outbreak. The breathalyzer (BA) test measures whether a person is drunk or not. “The mandatory BA test for flight crew who are operating out of Kerala’s airports has been stopped for the next 15 days in light of coronavirus situation,” a senior official of the Directorate General of Civil Aviation (DGCA) said. He, however, added that the crew working in flights departing from any one of Kerala’s four air-

Sheikh Abdullah brought the Act as a deterrent against timber smugglers as it provided a jail term, without a trial, for up to two years. However, this Act came in handy for the police and security forces during the early 1990s when militancy erupted in the state. After then Union home minister Mufti Mohammed Sayeed enforced the controversial Armed Forces (Special Powers) Act in the state in 1990, authorities used the PSA to detain people.

According to a report prepared by security agencies, on an average five local youths have joined militancy every month since August 5 last year, as compared to the earlier rate of 14 per month. The report, comparing militancy-related developments before and after August 5, stated that large gatherings at funerals of militants, which were fertile grounds for recruitment of youths into militancy, have become a thing of the past as now

KOCHI, FEB 9 (PTI): P Parameswaran, one of the senior-most ‘pracharaks’ of the Rashtriya Swayamsevak Sangh (RSS) and former leader of the erstwhile Bharatiya Jana Sangh, passed away in the early hours of Sunday, Sangh Parivar sources said. He was 93. The founder director of the Bharatheeya Vichara Kendram breathed his last at 12.10 am while undergoing Ayurvedic treatment at Ottappalam in Kerala’s Palakkad district, according to the sources. Parameswaran, who had worked with leaders like Deendayal Upadhyaya, Atal Bihari Vajpayee and L K Advani during the Jana Sangh days, was honoured with Padma Vibhushan, the country’s second highest civilian award in 2018 and Padma Shri in 2004. Fo n d l y c a l l e d a s Parameswar ji by Sangh Parivar and Bharatiya Janata Party leaders, Parameswaran was a prolific writer, poet, researcher and a widelyrespected RSS ideologue. He was the Bharatiya Jana Sangh’s secretary (1967– 1971) and vice president (1971–1977), as well as the director of the Deendayal Research Institute (1977– 1982), New Delhi. Born in Muhamma in Alappuzha district, he joined the RSS during his student days. His body will be brought to the RSS headquarters in Kochi on Sunday morning to enable people to pay their last respects. The cremation will be held in Muhamma in the evening, the sources said.

NEW DELHI, FEB 9 (PTI): The government is open to further consolidation of banks depending on needs, minister of state for Finance Anurag Singh Thakur has said. Last year, the government announced mega amalgamation of 10 public sector banks into four to cater to the needs of the aspirational and New India. This exercise will create six global-sized banks, effective April, and will bring down the number of public sector banks to 12 from 27 in 2017. “We have successfully done the mergers and recapitalisation of banks. Insolvency and Bankruptcy Code has been successful which has brought back over Rs 4 lakh crore to the banks. Further consolidation or merger will depend on the need,” Thakur told PTI. Creation of global sized banks through consolidation will facilitate Modi government’s resolve to make India a USD 5 trillion economy by 2024-25, he said. Bigger banks would have wider reach, stronger lending capacity and better products and technology to serve customers of New India. Asked about listing of LIC as announced in the Budget, Thakur said it will help bring in greater transparency, public participation and also deepen the equity market.
400 infra projects’ show over Rs 4 trillion overrun due to delays
NEW DEHLI, FEB 9 (PTI): As many as 400 infrastructure projects, each worth Rs 150 crore or more, have been hit by total cost overruns of over Rs 4 lakh crore owing to delays and other reasons, according to a report. The Ministry of Statistics and Programme Implementation monitors infrastructure projects worth Rs 150 crore and above. Of such 1,698 projects, 400 projects reported cost overruns and 578 projects time escalation. “Total original cost of implementation of the 1,698 projects was Rs 20,41,114.88 crore and their anticipated completion cost is likely to be Rs 24,41,837.32 crore, which reflects overall cost overruns of Rs 4,00,722.44 crore (19.63 per cent of original cost),” the ministry’s latest report for November 2019 said. The expenditure incurred on these projects till November 2019 is Rs 10,50,331.59 crore, which is 43.01 per cent of the anticipated cost of the projects.
However, the number of delayed projects decreases to 484 if delay is calculated on the basis of latest schedule of completion. Further, it said that for 728 projects neither the year of commissioning nor the tentative gestation period has been reported. Out of 578 delayed projects, 190 projects have overall delay in the range of 1 to 12 months, 121 projects in the range of 13 to 24 months, 146 projects reflect delay in the range of 25 to 60 months and 121 projects show delay of 61 months and above. KOHIMA, FEB 9 (NPN): As the fifth session of 13th Nagaland Legislative Assembly (NLA) resumed on February 7, opposition members returned to the floor of the House by vigorously attacking the ruling bench on various issues, including the controversial remark made by governor RN Ravi during his speech that Naga peace talks had been “successfully concluded”. The opposition bench seemed well prepared to attack the government on the issue of including infrastructural development, nonmaintenance of backward reservation in employment, scholarship, illegal taxations at check gates, etc. Annoyed by the delay in the documents reaching the opposition members, especially starred and unstarred questions and answers, leader of opposition TR Zeliang Saturday insisted that the papers should reach them at least a night before the question hour so that they could study and analyse the replies. This was the second time that Zeliang had raised the same issue. He had raised it once during the time of former speaker late Vikho-o Yhoshü. Upon the issue being raised, newly elected NLA speaker Sharingain Longkumer replied that he had

NEW DELHI, FEB 9 (PTI): The Centre will soon release another Rs 35,000 crore to states to compensate for the revenue loss on account of GST rollout, an official said. Under the Goods and Services Tax (GST) law, states are guaranteed compensation for revenue loss for 5 years if their revenue does not increase 14 per cent on the base year of 2015-16. There were no differences between the Centre and states with regard to compensation payment in 2017-18, 2018-19, and in the first four months of the current fiscal. However, with revenue mop-up from compensation cess falling inadequate, the Centre held back fund transfer to states for revenue shortage beginning August. Following this, states raised the issue with the
28 per cent slabs. On top of the highest tax slab, a cess is levied on luxury, sin and demerit goods and the proceeds from the same is used to compensate states for any revenue loss. The Centre has so far released about Rs 2.11 lakh crore as GST compensation to states since the implementation of GST on July 1, 2017. During July 2017-March 2018 Rs 48,785 crore was released, while between April 2018-March 2019, Rs 81,141 crore was paid to states. For April-May and June -July last year, Rs 17,789 crore and Rs 27,956 crore were released. Further, Rs 35,298 crore was paid to states as compensation for August-September 2019. In an interview to PTI, Revenue Secretary Ajay Bhushan Pandey had said revenues from GST will have to increase in order to resolve the issue of compensation payment to states. “Revenue will have to increase and for that only we are looking at rate rationalisation, addressing issue of inverted duty structure and increasing compliance. This will ensure that requirement of compensation is less,” Pandey said. He further said the government is looking at monthly average GST collection of over Rs 1 lakh crore.

Further, the government should desist from the witch-hunt on Naga civil society leaders as any attempt to the contrary would prove counterproductive, it warned.

China’s nCov toll climbs to 813; new cases fall
Beijing, Feb 9 (PTI): The death toll in China’s coronavirus outbreak jumped to 813 on Sunday, surpassing global fatalities in the 200203 SARS epidemic, even as Chinese officials said the cases of infection have started dropping for the first time after weeks of sharp rise. With 91 more people dying, most in Hubei province, the novel coronavirus death toll is now higher than the 774 people killed worldwide by Severe Acute Respiratory Syndrome (SARS) epidemic that started in southern China. C h i n a ’s N a t i o n a l Health Commission in its daily report on Sunday said 2,656 new confirmed cases were reported , taking the total number of people infected with the deadly virus in 31 provincial-level regions in China to 37,287. The commission said China’s new confirmed cases of coronavirus pneumonia outside Hubei Province, the ground zero of the epidemic, have been dropping for the five consecutive days. A total of 509 new confirmed cases were reported on Saturday outside Hubei, about 42.8 percent lower than the number reported on Monday, Mi Feng, spokesperson of the NHC was quoted by the state-run Xinhua news agency on Sunday. The UN health agency said the number of cases of the coronavirus in China is “stabilising”, which is a “good news”. It, however, cautioned that it was too early to make any predictions about whether the virus might have peaked. “There has been a stabilisation in the number of cases reported from Hubei,” Michael Ryan, head of WHO’s Health Emergencies Programme said at a briefing in Geneva. “We’re in a four-day stable period where the number of reported cases hasn’t
advanced. That’s good news and may reflect the impact of the control measures that have been put in place,” Ryan was quoted as saying. But he added that it was “very early to make any predictions”. Ghebreyesus said the trend was “not really accelerating” but advised “caution”. The WHO officials have said that less than two per cent of those affected by coronavirus have died. An initial analysis of 17,000 coronavirus infections in mainland China shows that 82 per cent of the cases are classified as mild and 15 per cent as severe, and that three per cent of patients have developed critical symptoms, Maria Van Kerkhove, the technical lead of the WHO told the media on Friday in Geneva. As per the data obtained from Chinese authorities showed that “two per cent or less than two per cent” of reported cases have resulted in deaths, she said. “We know that individuals who are at an advanced age are at a higher likelihood of dying, we know that underlying conditions … make people more at risk,” Kerkhove said. Chinese official media has accused the world of overreaction to coronavirus with travel bans and flight cancellations.
Two US troops killed by Afghan soldier in Nangarhar attack Kabul, Feb 9 (AFP): Two American troops were killed and six others wounded when an Afghan soldier armed with a machine gun opened fire, the US military confirmed Sunday. The deaths come at a sensitive time in the 18year-old war, with President Donald Trump eager to bring troops home and end the longest conflict in US history. The incident occurred late Saturday in Nangarhar province in eastern Afghanistan when US and Afghan commandos were conducting a “key-leader engagement” at a base in Sherzad district. “Current reports indicate an individual in an Afghan uniform opened fire on the combined US and Afghan force with a machine gun,” US ForcesAfghanistan spokesman Sonny Leggett said in a statement on Sunday. Provincial governor Shah Mahmood Meyakhil said in an audio message to reporters that three Afghan commandos were wounded. He said it was not immediately clear if the incident was a deliberate act by an “infiltrator” or an accident. “It was not a clash between the forces. We are

On Saturday night, about 100 protesters gathered at a car park in Sheung Tak Estate to commemorate the death of a university student who reportedly fell from the parking’s third floor last November and died following a severe brain injury, the South China Morning Post (SCMP) newspaper reported. At around 10 p.m., some protesters started to block the roads nearby with bicycles and traffic cones. (FAO) on Tuesday disclosed that the Horn of Africa (HoR) region is the worst desert locust affected area from the three hot-spots of threatening locust activity globally, Xinhua reported. According to the FAO, the increasing desert locust swarms in Ethiopia and Somalia have continued to migrate into Kenya, where they spread to 14 northern, central and southwest counties, reaching within 200 km of northeast Uganda and southeast South Sudan. Guterres said the locust swarms affecting many parts of Africa are unprecedented in size and scope, with climate change playing a big part in aggravating the locust crisis. “Today locust swarms
are as big as major cities and it’s getting worse by the day. There is also a link between climate change and the unprecedented locust crisis plaguing Ethiopia and East Africa. “Warmer seas mean more cyclones generating the perfect breeding ground for locusts,” said the UN Secretary General. The desert locust (Schistocerca gregaria), which is considered as the most dangerous of the nearly one dozen species of locusts, is a major food security peril in desert areas across 20 countries, stretching from west Africa all the way to India, covering nearly 16 million square km, according to the UN.

DUBLIN, FEB 9 ( AGENCIES): The three main political parties have tied in first preference votes, according to an exit poll for the Republic of Ireland’s general election, reports BBC news. The earliest indications from the poll suggest there is little difference between Fine Gael, Sinn Féin and Fianna Fáil. Polling closed in the general election at 22:00 GMT. Counting to elect the 33rd Dáil (Irish parliament) will begin on Sunday in all 39 constituencies. There will be coverage of the election results on the BBC News NI website from 12:00 GMT on Sunday. The poll was commissioned jointly by RTÉ, The Irish Times, TG4 and UCD and included sampling of 5,000 respondents at 250 polling stations.
RTÉ says voting appears to have been “solid”. However, there is no expectation of a spike in voting compared to 2016 despite it being the first ever Saturday general election vote. Factors that may have affected turnout include the poor weather and international rugby. The exit poll indicates that Fine Gael secured 22.4% of first preference votes, closely followed by Sinn Féin (22.3%) and Fianna Fáil (22.2%). It also suggests the Green Party secured 7.9% of first preference votes, followed by Labour (4.6%), Social Democrats (3.4%), Solidarity People Before Profit (2.8%). Indications are that Independents took 11.2% of first preference votes. The poll suggests a
move toward Sinn Féin among younger voters, with the party receiving the largest number of first preference votes among 18-24 years olds (31.8%). The majority of voters over the age of 65 appear to have given their first preference to Fine Gael or Fianna Fáil There is a margin of error of 1.3% in either direction in the exit poll. A total of 160 representatives will be returned to the Dáil and newly elected TDs will gather on 20 February . The ceann comhairle, or speaker, is automatically re-elected. In most situations, the speaker does not vote, so a government will need 80 TDs to hold a majority. It is unlikely that any party will reach that number, so another coalition government is probable.

Rawalpindi, Feb 9 (IANS): Pakistan’s 16-yearold tearaway pacer Naseem Shah became the youngest to take a hat-trick in the Test history as Pakistan remained in the driver’s seat against Bangladesh at stumps on Day 3 of the first Test here on Sunday.
At the close of play, Bangladesh still had to score 86 runs to avoid an innings defeat with four wickets in hand and were tottering at 126/6 in reply to Pakistan’s 445. In the first innings, the visitors could manage 233 batting first. The last 30 minutes on
Day 3 changed the complexion of this Test. Pakistan would’ve started to wonder if they’d have to chase down a smallish target when Najmul Hossain Shanto (38) and skipper Mominul Haque 37) were going strong. Then the Naseem Shah show took over as the young paceman reduced Bangladesh to 126/6 from 124/2. In the 41st over of innings, Shah first trapped Shanto in front to then remove Taijul Islam in similar fashion. On a hat-trick, he had Mahmadullah caught by Haris Sohail to complete his treble. Yasir Shah dismissed Mohammad Mithun to end the day on a high for the hosts.Pakistan began the third day on 342/3 with a lead of 109 runs. Rain stopped play when Rakibul and Akbar were going strong and batting sensibly and Bangladesh needed 15 runs to win. But as play begun, the pair eased through the gears and ensured there was no further drama. Earlier, sharp bowling from the fiery Bangladesh pacers and good fielding coupled with some slack running between the wickets led to India folding for 177. Opener Jaiswal was the standout performer for India, scoring 88 off 121 balls. He has scored at least a half century in all but one match in this tournament, and ended it as top scorer with a whopping 400 runs. However, his team mates fell in a pack to Bangladesh who came out all guns blazing. India went on to lose their next six wickets for 21 runs in the next nine overs.

ISL: Misfiring Bengaluru FC held by ten-man Chennaiyin Chennai, Feb 9 (IANS): With no Sunil Chhetri around, both Chennaiyin FC and Bengaluru FC cancelled out each other’s profligacy in a goalless draw in a Indian Super League clash at the Jawaharlal Nehru Stadium here on Sunday. Bengaluru remain third with 29 points from 16 games. Chennaiyin’s fourgame winning run came to an end and the former champions are fifth with 22 points from 15 games. With the top spot in the league and an AFC Cup playoff spot for grabs, Carles Cuadrat chose to rest Sunil Chhetri and fielded Ashique Kuruniyan on the left flank. The game got off to a highly cautious start with both teams trying to make sure their defence stayed organised. In women’s doubles category, Narola Jati and Uma took the gold medal, while Jati also took silver for women’s single. Veteran shuttlers Joseph partnering Raju also won gold medal for men’s doubles. For mixed double, Joseph and Uma bagged silver, while in the mixed double GO’s category,
Haiding and Tiamenla won silver and Tiamenla bagged the bronze medal in the GO’s single. The seven-day long badminton tournament includes team championship and open championship. Altogether, 12 participants from Nagaland Police participated at the championship. Nagaland’s team consists of two commandants, two assistant commandants, three ABSI, two havildars and three constables. Around 400 players from 38 police organisations from across the country participated at the coveted championship.
