CM rushes to Delhi; briefs HM Correspondent

KOHIMA, FEB 9 (NPN): With the countdown for his resignation which began from February 8, state chief minister T.R Zeliang airdashed to Delhi Thursday afternoon on being summoned by central leaders to discuss about the prevailing situation in Nagaland. According to sources, chief minister T.R.Zeliang flew by chopper to Guwahati and then took a flight to Delhi along with cabinet colleague and minister roads and bridges Vikheho Swu, principal advisor Lalthara and the OSD to the chief minister. Meanwhile, a press communiqué issued by the Media Cell of the CM’s Office informed that the chief minister met with union home minister Rajnath Singh in New Delhi where he explained about the ground reality of the ongoing “face off ” between “the nascent Nagaland Tribes Action Committee” and the government, resulting in the bandh affecting normal life in the state.

CMO media cell also informed that chief minister T.R. Zeliang, explained in detail, to the union home minister in detail how the state government, which was determined to “fulfil the constitutional obligation” of holding elections to ULBs, had initiated the process after several tribal organisations expressed their support to holding elections to the ULBs with 33% reservation of seats for women and “ how these organisations took a U Turn after the polls were announced.” According to the communiqué, the chief minister also handed over newspaper clippings “ of the support of these organisations” and also submitted details of demands raised by the “agitating groups and the action taken by the government to fulfil their demands”. After the meeting, the union minister then flew back to Lucknow, UP where election campaigns are underway. CMO said Zeliang will return to Kohima on Friday where he is scheduled to meet with several delegates and tribal organisations.

NTAC firm on Zeliang’s resignation

Dimapur, Feb 9 (NPN): Nagaland Tribes Action Committee (NTAC) has said that the “dialogues and amicable solution that T.R. Zeliang suggests are all over”, while responding to various statements of the government. NTAC media cell reiterated that the only option to restore normalcy to the chaotic situation rested on the wisdom of T.R. Zeliang. NTAC said the demand was that if T.R. Zeliang step down as chief minister “on moral ground” as it was the “only rationality that will ease the loss of lives, injuries and destruction of properties that had taken place as a fallout of the T.R. Zeliang’s cabinet treachery.” NTAC made it clear, that the issue of whether Zeliang enjoyed majority support of MLAs or whether he joins any other political party was not its look out but the demand by tribal hohos was that he steps down as CM for “causing three deaths, leaving many injured and burning down of several offices.” It was therefore absurd and stupid on the part of T.R. Zeliang and his cabinet to condone off “their crime behind the whimsical reasons such as numerical support of MLAs” since the issue was not about floor test in the assembly, said NTAC. Further, NTAC said the issue was also not a constitutional matter but “a plain moral issue of owning and acting upon it”. NTAC opined that what would be more dangerous to the future generations, was if T.R. Zeliang continued in office as it would be tantamount to “defeat of all sensibility, respect for human lives, social responsibility and democratic values, ” and also “ a defeat of all civil rationality”. NTAC reminded “ the clock is ticking “ towards the deadline for T.R. Zeliang to step down honourably. However at the expiry of the deadline, NTAC said people of Nagaland will be left “with no other option but to resort to the most extreme step and the consequences arising out of it, will be borne entirely by Zeliang and his cabinet.”

NTC asks govt not to seek NPCC reacts to Speaker, CM for ordinance in haste DIMAPUR, FEB 9 (NPN): Reacting to state government’s decision to urge the Centre to pass an Ordinance to exempt the state from Part IX A of the Constitution of India, the Nagaland Tribes Council (NTC) has urged the state government not to seek for such ordinance in haste without proper preparation. NTC president, Lendinoktang Ao, and general secretary, Nribemo Ngullie, said this was decided at a meeting held in Kohima on February 9, 2017 where it also resolved that the state government should not hold elections till the present Municipal and Town Council Act was ratified. It also slammed chief minister for clinging to his chair and becoming the “source of all frictions, confrontations and the mess we are in now.” NTC also

asked the chief minister to realise the importance of the voices of the general public and the earlier he paved way for peace and normalcy by demitting office, the better for him and the people. Further, NTC has expressed concern over the blockage of mobile internet service which was depriving the students and unemployed educated youth of online services and other basic communication works. It accused chief minister T.R.Zeliang of various anti-indigenous Nagas of Nagaland policies and among the “most unpopular master-mind of population integration from outside the state” by TR Zeliang being the Rongmei recognition and the attempt to recognize more tribes from outside Nagaland. (Cont’d on p-8)

DIMAPUR, FEB 9 (NPN): Drawing attention to the statements of Nagaland Legislative Assembly (NLA) speaker, Chotisuh Sazo, and chief minister, TR Zeliang, that there was no need for Zeliang to resign because of the number of MLAs supporting the present leadership, the Nagaland Pradesh Congress Committee (NPCC) reminded the speaker that the present imbroglio was neither an issue within the State Assembly nor a matter of the elected members of the House withdrawing support from Zeliang’s leadership. In a press release, NPCC vice president Khriedi Theünuo, urged the speaker to remember that the Naga people were demanding the resignation of the chief minister on “moral ground” because of the “immense turmoil caused to the general public”. NPCC pointed out that the speaker may have

authorities over the elected members within the four walls of the Assembly. However, NPCC maintained that the functioning of the government was different and did not fall under the purview of the Assembly. Admitting that the chief minister was chosen by the elected representatives, the Congress, however, said since they (MLAs) were elected by the people as representatives, they were answerable to the people. Further, reminding that in a democracy, the government was of the people, by the people and for the people, the Congress said the government should therefore listen to the voice of the people. NPCC also opined that speaker “should not drag his good office into an imbroglio” between the government and the people, but remain neutral unless the matter was taken into the Assembly.

Tribal bodies slam individuals for attending meet DIMAPUR, FEB 9 (NPN): Various organizations have condemned the individuals/ leaders of their community for attending the consultative meeting called by the chief minister on February 8 at Kohima. PHK: Pochury Hoho Kohima (PHK) has taken exception to the attending of consultative meeting at the State Banquet Hall, Kohima on February 8, 2017 by some individuals under the style of “Pochury People’s Forum (PPF)”. In a press release, PHK president, Atathu Thurr, and general secretary, John Nyuwi, said the hoho at its emergency meeting held on February 9, 2017 vehemently condemned the act of “a few vested individuals” who attended the consultative meeting. PHK said the five individuals “using the nonexisting organization as Pochury People’s Forum” have defamed the entire Pochury populace by defying the eight resolutions

passed and adopted by all the Naga apex bodies on February 7, 2017 at APO Conference Hall, Kohima under the aegis of JCC and NTAC. Further, the hoho asserted that those five individuals have “betrayed the call of the Nagas” and also directly violated the January 13, 2017 resolution passed by the Apex Pochury Hoho, HQ Meluri, and the February 6, 2017 PHK resolution to stand firm by the directives of the NTAC. Further, the PHK said it has resolved not to entertain the five individuals in any social participation/position of Pochury tribe. It demanded that they resign immediately from whatsoever position they were holding at present. PHK also urged the Apex Pochury Hoho and concern village authorities to initiate stern action against them. Also, the PKH affirmed that it has disassociated from the five individuals -- Monte Chupa, Vichutho Nyusou,

Joyson Pfithu, Atsopu Fithu and Junte – who attended the consultative meeting after having attended and agreed with resolutions of the co-ordination meeting convened by the JCC and NTAC. PHK has reaffirmed its stand in support of the JCC and NTAC resolutions. PHDD: Pochury Hoho Dimapur District (PHDD), which also deliberated on the issue at its emergency executive meeting on February 9, 2017, has declared that the five individuals attended the meeting in their own individual capacity and interest and in no manner represented the official position of the PHDD. In a press release, PHDD president, Chirhotho Rasutho, and vice president, C Pili Pochury, also asserted that there was no organisation known as “Pochury People’s Forum”. The hoho cautioned that the five individuals would be solely held responsible for any “consequential

reaction” arising out of the consultative meeting. Meanwhile, PHDD has reaffirmed to support JCC and its cause. WYH: Western Yimchungru Hoho (WYH) and its federating Units have strongly opposed and condemned the participation of three Yimchungru Tribal council (YTC) officials at the consultative meeting called by chief minister on February 8, 2017 at Kohima without the consultation/ concern of its office bearers or the executives of YTC. In a press release, media cell WYH stated that their participation was against the wishes of the Yimchungru public and Nagas in general, adding that it has “ultimately shamed” the entire Yimchungru. WYH has requested the YTC executives for the immediate impeachment of those attendees “in order to maintain the good image and the integrity of Yimchungru populace.” (Cont’d on p-8)

Speaker’s statement flayed Staff Reporter

DIMAPUR, FEB 9 (NPN): Joint Co-ordination Committee (JCC) on Thursday refuted NLA speaker, Chotisuh Sazo’s February 8 statement and termed it as “an insult to Naga people” while reminding him that JCC’c movement was neither an agitation nor a protest but a “historic Naga movement.” JCC convenor Supu Jamir at a press conference on Thursday said the role of Speaker should be that of a neutral person, voicing for the people. His role is confined only to NLA and not for supporting the wrongdoings of the government, JCC said, adding the speaker had tarnished the image of his good office. JCC further pointed out that the CM was elected by the MLAs who had been elected by the people. Therefore, JCC said the speaker should remember that CM cannot be elected outside the 60 representatives. JCC also advised the speaker not to mislead the people, saying enough damage had been caused to Naga public “due to vindictive and callous attitude of the legislators”. The committee also rejected the one-man judicial inquiry commission set up to probe into the January 31 incident. It said

the one-man commission cannot comprehend the magnitude of violence that erupted on January 31 and further went on to point out that such commission set up by the government on earlier occasion did not bear any positive results. JCC also urged upon the government to include the entire state within the scope of the inquiry. It further demanded for an eminent member of an NGO to be part of the inquiry commission to ensure impartial inquiry. Meanwhile, JCC reiterated its demand for the suspension of former commissioner of police Dimapur and all responsible including SP and concerned officials of Longleng district. JCC also warned it would intensify the bandh after expiry of the 3-day deadline served on the chief minister to step down. In the event of any unwarranted situation, JCC said the government would be held responsible.

LH hits out at Sazo

KOHIMA, FEB 9 (NPN): Lotha Hoho has reacted to the statement of Nagaland Legislative Assembly (NLA) speaker, Chotisuh Sazo, saying Nagas were not questioning as to whether the leader was legally and constitutionally elected but whether the elected leader was leading

the people in the right way and whether the leader was good for the people. LH chairman Mhao Humtsoe and general secretary Er. Mhondamo Ovung was reacting to the statement of Sazo that “some organization who are demanding the legally constitutionally elected leader of the house…” LH further asked Sazo what he meant by “some organizations”. In this regard, LH said “let the Nagas call a spade a spade and not keep construing each other’s stand to betray the common Naga cause”. LH condemns bodies who attended meet: LH vehemently condemned the tribal bodies/representatives who attended the consultative meeting called by the chief minister, for going against the resolution of the Naga tribe bodies. LH questioned those representatives who attend the meeting as to whether their tribal bodies wanted to live separately without the Nagas of Nagaland. It further asked JCC/NTAC and other concerned tribe leaders to initiate action against the defiant bodies/representatives. LH said such kind of “treacherous ailment” that derails the Naga cause should be condemned by all, who are truly committed to Naga cause.

MINISTER Home

Government of Nagaland Nagaland : Kohima

STATEMENT Several allegations have been levelled against the Chief Minister and the Government that the NBCC and the JCC were betrayed and that we had unilaterally abrogated the January 30 agreement of Chumukedima. As one who was with the Chief Minister to negotiate with the JCC in the presence of the NBCC I feel it is my responsibility to come out with the factual discussions that day. For the sake of convenience and easy understanding by all, the full text of the “January 30th Statement” is reproduced below: January 30th Statement In the presence of the NBCC (third party), the JCC understand and appreciate the fundamental rights of every voters in Nagaland to participate in the ULB elections. Not withstanding this fact, as a body representing the historical aspirations and rights of the Naga people, the JCC needs two months (subject to Cabinet and State Election Commission decision), with effect from 1st February, 2017, to educate and dialogue with different tribal bodies. It is with this understanding that the JCC request the State Government to postpone the upcoming ULB elections in order to help the JCC to educate the public toward conducting a well-informed election which will promote development and common good of all the Nagas. At the consummation of the 2 months public process, JCC will ensure people’s participation in the conduct of a peaceful ULB elections in the State as stated above (with 33% women reservation). The JCC will call off the bandh subject to the outcome of the final decision of the Nagaland State Election Commission. This, we sign, in the presence of the third party, the NBCC. Subu Jamir, Convenor, JCC Rev Dr Zelhou Keyho, General Secretary NBCC, Y. Patton, Home Minister, representing the Government of Nagaland. ***** In the discussions, the Chief Minister and I made it very clear the two of us alone were not competent enough to take the decision to postpone the elections to the ULBs and that the Cabinet would have to take the final call. We also pointed out that even if the Cabinet agreed to postpone, it was further subject to the approval of the State Election Commission. Furthermore, we repeatedly clarified to all that it was a Constitutional requirement to hold elections to the ULBs with 33% reservation of seats for women. And thus, the JCC also agreed to the holding of elections with reservation for women, as contained in the Statement above. On hindsight, the lapse on the part of all the participants was that it was not discussed as to whether the postponement shall cover the entire State or only those towns/ municipalities where the people were protesting against the ULB elections. The JCC went away with the understanding that postponement would be Statewide, and we came back to the Capital with the understanding that postponement would be only for the areas where people were protesting. All said and done, this lapse had happened partly due to the short time available that day and the urgency of the need to arrive at some sort of understanding to avoid physical conflict. This lapse is regretted. No matter what had happened, it is my sincere appeal to all organisations of Nagaland to come forward for dialogue so that opinions and views can be shared and come to an understanding whereby, the present face-off can be resolved at the earliest. At the same time, I also urge non-stakeholders not to mislead or misinform, foment and worsen the misunderstanding or threaten anyone from coming forward for positive dialogue. I would also like to appeal to all not to misquote the NBCC as they have never said that they were betrayed by our CM and the Government as alleged by some quarters. Dated February 9, 2017

KFFC amicably resolves press Orgns support NTAC; condole accusation against KU president

Manlip Konyak, president of Konyak Union (KU), eight members of Konyak Fact Finding Committee (KFFC) consisting of representatives from Konyak Baptist Bumeinok Bangjum (KBBB), Konyak Nyupuh Sheko Khong (KNSK), Konyak Students Union (KSU), KU executive & advisory board had called upon the Mon Unit KU, its advisory board, 11 ward presidents and the GBs of Mon town on February 8 for justification. A press note by KFFC convener Yuhwang Konyak and secretary, Honang M. Konyak stated that president Mon Unit Konyak Union had confessed that his name was

appended without his consent and the GBs of Mon town and dragged in the press media. In this regard, Konyak Fact Finding Committee discovered that the press statement was “doctored” without the due consent of the masses and declared the said press release as “unconstitutional”. hima during the ongoing indefinite bandh against the government offices and government vehicles. The soft top gypsy windshield and side windows were broken after it was intercepted by volunteers

at high school junction on Thursday afternoon and later shifted to local ground Kohima. Hundreds of volunteers were seen at every junction and points in the state capital to check any violator in view of the in-

definite bandh against the movement of government vehicles and opening of government offices. AYO media cell stated that the organizations came to learn from reliable sources that some government

officials/ employees were operating official works outside office premises defying the bandh called on the functioning of any governmental activities. Therefore, the Angami Youth Organisation (AYO) strongly postulated that any government officials/ employees operating official works or carrying out any governmental activities at their residence or any other venues would solely be held responsible for any consequences. The AYO further reminded that the restriction for government vehicles was indefinite. Any government vehicles plying before or after the purview of the bandh called strictly for office hours would be doing so at their own risk and AYO would not be held responsible for any unprecedented incidents.

The federation said that the social unrest situation in the state was because of the government failing to address the demand of the tribal hohos. It said that sequence of the unfortunate events and the killing of two youths at Dimapur and lawlessness in the state were solely the responsibility and failure of the government and the state machinery.

His deputy Gaikhangam who also addressed the election campaign meeting alleged that UNC sponsored economic blockade has indirect link with BJP. Asserting that a positive result to call off the economic blockade was unlikely in the light of the recent events, the deputy chief minister asserted that instead of asking UNC to lift the blockade, Centre should NSCN (IM) to withdraw the same. “It would be the most effective strategy,” Gaikhangam said. DIPHU, FEB 9(NPN): After the unexpected visit of Balkrishna Ji the Chief Executive Officer of herbal company Patanjali in Karbi Anglong autonomous region of Assam, the Karbi Anglong Autonomous Council has taken keen interest in the long term business policy with the company and for generating large scale direct and indirect employment in this region. Chief Executive Member of KAAC Tuliram Ronghang left for Haridwar, Uttrakhand Thursday to hold discussions with Patanjali Ayaurveda Ltd seeking investment on the proposed herbal medicinal industry in Karbi Anglong and cultivation of herbs and organic plants under public private partnership with an aim of around 5,000 crore turnover along with Patanjai managing director Achariya Balkrishna and other senior officials of the herbal medicinal plant in the hill district. The agreement with Patanjali is expected to include establishment of Ayurvedic College, boys and girls hostels and yoga school in Karbi Anglong.

would automatically withdraw its agitation. He claimed that UNC is not the one that holds the real power to make decision and said that it would not be fruitful to talk with UNC. He went on to say that denial of the BJP of having any alliance with NPF was just to fool the people of the state. “Everybody knows that NPF and NSCN (IM) are two faces of same coin,” Gaikhangam said. Moreover, the recent statement of a BJP leader, who assured to end the economic blockade in two days if the CM resigns from his post, proves the alliance between BJP and NPF. BJP was often giving assurances to ensure bandh or blockade free Manipur if it comes into power in the state, thus indicating that the BJP government was not willing to intervene in ending the blockade, he alleged.

polythene ban in Guwahati

G U WA H AT I , F E B 9 (AGENCIES): Concerned about the hazardous impact of polythene on environment, Assam government Thursday said it was considering banning polythene in Guwahati as its top priority. Replying during a discussion in the Zero Hour in Assam Assembly, Guwahati Development Minister Himanta Biswa Sarma said the government is “concerned about the environmental impact of polythene.” “For any reason, if we cannot ban polythene, then we will try to levy an environmental tax on it. But our first priority is to ban it,” Sarma said. “We had banned polythene around six years ago, but we could not sustain it in the High Court and it was stayed. After that, some other states like Himachal P r a d e s h a n d M a d hya Pradesh have also banned it and have been able to sustain it in the High Court,” the minister said. “The Assam government has asked officials to bring the documents from these two states to prepare a prohibition order again for polythene in Guwahati so that this time the decision can withstand the judiciary,” he informed.

An NSG team has begun making final arrangements in this regard. They said insurgent activities from banned groups like ULFA and NDFB pose a threat to Sonowal who was sworn-in last year after BJP came to power. Recently, the Centre had decided to remove a similar cover of NSG commandos to two former Assam Chief Ministers– Tarun Gogoi and Prafulla K Mahanta — and replace it with the commandos of the CRPF. With this latest task, NSG will have 14 protectees under its cover. The force, for some years now, had an all-time low number of VVIPs to secure after it was being said that it would not be burdened by such duties so that it can effectively focus on its core job of carrying out counter-terror and counter-hijack operations.

VADODARA, FEB 9 (AGENCIES): A surveyor, a building inspector of Vadodara Municipal Corporation (VMC) and an editor of a weekly newspaper in Vadodara were caught for accepting Rs 1 lakh as bribe by the Vadodara ACB. The accused have been identified as Dinesh Variya, surveyor at town planning department of VMC, Chirag Rana building inspector at VMC and Nisarg Joshi, editor of the weekly Suprabhat in Vadodara. According to ACB officials, one Jitendra Patel lodged the complaint at ACB on Tuesday. Joshi had filed a complaint against Patel in VMC, who had allegedly constructed his illegal shop in the commercial complex in Diwalipura area. Later, Joshi, along with Variya and Rana, tried to negotiate with Patel and asked Rs 20 lakh to withdraw the complaint. After negotiations, they struck a deal at Rs 6 lakh. Meanwhile, Patel informed the ACB. On Wednesday afternoon, ACB laid a trap at Patel’s office where Joshi arrived to collect the cash. Joshi was caught by ACB after he accepted Rs one lakh from Patel. Later, when Joshi confirmed about the cash with Variya and Rana over phone, ACB arrested Variya and Rana from his office. P R Gehlot, Assistant Director, ACB Vadodara, said, “All three have been arrested under section 7 (public servant taking gratification other than legal remuneration in respect of an official act) and the prevention of anticorruption Act. NEW DELHI, FEB 9 (AGENCIES): Congress and other opposition parties today forced adjournment of Rajya Sabha twice demanding an apology from Prime Minister Narendra Modi over his remarks “insulting” his precedessors. Besides Congress members, their AIADMK counterparts too were in the well of the House demanding that Tamil Nadu Governor C Vidyasagar Rao should discharge his Constitutional duty by swearing in V K Sasikala as the Chief Minister without wasting any further time. Congress, CPI(M) and JD(U) raised the remarks Modi made during his intervention in the Motion of Thanks to President’s address yesterday, saying the Prime Minister was “abusive” and used “insulting” language. They said they were not given an opportunity to seek clarifications during the debate yesterday despite Chairman Hamid Ansari citing precedence and tradition of the House that gave members the right to seek such response after Prime Minister or a minister’s statement. With ruling benches countering them vociferously, Congress and other opposition party members

Opposition members protest in the Rajya Sabha during the Budget session of Parliament in New Delhi on Thursday. (PTI) trooped into the Well raising slogans demanding an apology from Modi, which along with slogan shouting by AIADMK members created a din, forcing Deputy Chairman P J Kurien to adjourn the House till noon. Finance Minister and Leader of the House Arun Jaitley said ruling of the Chair cannot be challenged by a notice under rule 267 and rules gave government the right to reply to a debate but it does not provide for a reply to rejoinders. While Sitaram Yechury (CPI-M) said Modi had used “abusive” language against his party’s former general secretary, Anand Sharma (Cong) said the Prime Minister had insulted the memory

of former Prime Minister Indira Gandhi. Sharad Yadav (JD-U) said when he had sought to raise the issue of export duty on wheat and pulses import, Modi had said he would listen to him after his intervention was over. Chairman Hamid Ansari had also reminded the Prime Minister of the tradition and practice of the House to allow clarifications from members but the same was not heeded to, he said. When the House reassembled at noon, Chairman Hamid Ansari’s call for taking up the Question Hour went unheeded as uproar by opposition Congress over Modi’s remarks continued.

Abuse on social media

I

n an age of instant- be it food, fad or technologythe world of internet and all its other related services and applications have become a very vital part of people’s daily life. The impact of mobile technology on people is best amplified when life is all about social networking. It’s become a daily habit for many, and for some -- a lion’s share of the day’s attention. This global addiction is widespread among over two billion active media users. According to a finding, 28 percent of mobile phone users check their social media channels before getting out of bed in the morning. Teenagers aged 15 to 19 on the other hand, spend at least three hours a day looking at their social channels. And 18 percent of social media users say they can’t go more than a few hours without checking out what’s happening on social. This does not include those who spend the entire night through the wee hours of the morning sharing photos, videos or chatting through mobile apps. That’s a huge number and with it comes a range of new and unique problems such as addiction and other behavioural patterns. Social media addiction is real, and it can damage careers, degrade life and even harm relationships. For most people, though, they’re simply being manipulated by the social sites and content creators to waste far too much time in a way that benefits them, not people. Nagaland is also not far away in the use ( or abuse) of mobile technology and related services. The technology savvy people in the state can be seen from the rush to get the latest mobile phones with the latest features( anyway, which constantly change). However what has caused the greatest distress is that the technology has not been functioning. That itself is enough to have caused dull days and sleepless nights. During the past week since January 28,2017 after start of the mass agitation across Nagaland against the government for not keeping the agreement signed with the JCC and NBCC to defer ULB elections for two months; one problem that had affected everyone was the blocking of networking facilities such as mobile internet and other applications by service providers. The government ban on mobile internet services and applications was being justified as a preventive measure against spreading of rumours etc at a time when the law and order situation was becoming very volatile. There is no doubt that social media has become the easiest, fastest and most popular mode of communication where images, videos and text messages can be sent in an instant. The technology has benefitted society in more ways than one but again there are some elements who have little use of the technology except as to abuse it. The preventive ban on mobile internet services is something that appears to be the easiest way for a government to show it is dealing with a situation. Mobile users, both young and old, especially those who are constantly use mobile apps, are the hardest hit. For days together, those “addicted” to mobile services felt totally cut off and found it very difficult to carry on normal life without mobile internet services. The technology should not be subjected to government ban nor to those who only know how to abuse it.

DailyDevotion Are You Exhausted Spiritually? The everlasting God…neither faints nor is weary. —Isaiah 40:28 Exhaustion means that our vital energies are completely worn out and spent. Spiritual exhaustion is never the result of sin, but of service. Whether or not you experience exhaustion will depend on where you get your supplies. Jesus said to Peter, “Feed My sheep,” but He gave him nothing with which to feed them (John 21:17). The process of being made broken bread and poured-out wine means that you have to be the nourishment for other people’s souls until they learn to feed on God. They must drain you completely— to the very last drop. But be careful to replenish your supply, or you will quickly be utterly exhausted. Until others learn to draw on the life of the Lord Jesus directly, they will have to draw on His life through you. You must literally be their source of supply, until they learn to take their nourishment from God. We owe it to God to be our best for His lambs and sheep, as well as for Him. Have you delivered yourself over to exhaustion because of the way you have been serving God? If so, then renew and rekindle your desires and affections. Examine your reasons for service. Is your source based on your own understanding or is it grounded on the redemption of Jesus Christ? Continually look back to the foundation of your love and affection and remember where your Source of power lies. You have no right to complain, “O Lord, I am so exhausted.” He saved and sanctified you to exhaust you. Be exhausted for God, but remember that He is your supply. “All my springs are in you” (Psalm 87:7).

Post-mortem

Important events pertaining to elections to ULBs

1. Article 243-T of Part IX -A was inserted in the Constitution of India by the 74th Amendment in the year 1992 providing 33% women reservation for a period of 10 years to empower women belonging to scheduled castes and scheduled tribes in Municipalities and further extended for a period of 10 years in 2012 and will come to an end in 2022 unless further extended. The 74th amendment came into force on 1st June 1993. 2. In the year 2001 Nagaland Municipal and Town Council Act 2001 was passed in the Nagaland Legislative Assembly, however, 33% women reservation which is a mandatory provision in article 243-T Part IX-A was not included . The 1st election under the Municipal and Town Council Act 2001 was conducted in 2004 in the State without 33% women reservation. Mokokchung Town did not participate on the ground that unless the provision for taxation of land and building are omitted/deleted from the Act, they would not allow the municipal election. The rest of the State participated in the election and functioned till 2009. Prior to 2001, the Nagaland State was following the Assam Municipal Act for the town committees of the State. 3. Miss Khetoli filed a PIL in the Gauhati High Court, Kohima Bench calling the court’s intervention to include 33 % women reservation as provided by the Constitution of India under article 243-T of Part IX -A. The Hon’ble High Court in a judgement in the year 2005, directed the State Govt. to include 33% women reservation in the Municipal and Town Council Act 2001. The State Govt. accordingly implemented the High Court Judgement by amending the Municipal & Town Council Act in 2006, and 33% women reservation was included in the Act. However, since the tenure for 2004 election is up to 2009 the women reservation of 33% was not immediately implemented. 4. The Naga Mothers Association, Eastern Naga Women Association and Naga Women Hoho, Dimapur gave a representation to the Chief Minister to implement the Court order. However, the Naga Hoho and other tribal bodies opposed the 33% women reservation and

elections to ULBs could not be conducted in 2009, and the women groups were asked to bring court order to implement their demand. Accordingly, Writ Petition in the Gauhati High Court was filed by women groups and the Single Bench of the Gauhati High Court vide order dated 21.10.2011, directed the State Govt. to complete the process of election by 20-01-2012. 5. Government appealed to the Division Bench, and on 31.07.2012 the Division Bench in a judgement set aside the order of the learned Single judge by order dated 31.7.2012. 6. The Govt. on its part constituted a Select Committee headed by the then Parliamentary Affairs and Planning & Co-ordination Minister and as per direction of the then Chief Minister and Legal Advisor recommended that article 243-T infringed article 371-A, and the matter, was referred to the Committee to scrutinise Parliamentary Laws for application to Nagaland and the Committee took up the matter and gave its recommendation to the Assembly. Accordingly on 22nd September 2012, the Nagaland Legislative Assembly passed a resolution moved by the then Urban Development Minister that the article 243-T of Part IX-A is not applicable to State of Nagaland on the ground that it infringes article 371-A. 7. The women group challenged both the judgements of the Division Bench, and the Assembly resolution in the Supreme Court by filing a Special Leave Petition (SLP) in 2014 and the Supreme Court admitted the same and stayed the decision of the Division Bench pronounced on 31.07.2012. The Supreme Court admitted the SLP of the women group on 5th April 2016 and the argument put forward in the affidavit of the SLP stated that 74th amendment and article 243-T supersedes article 371-A. 8. Senior Advocate in the Supreme Court opined that the best option is to go back and arrive at an amicable agreement with the women group to withdraw the case, since the State had also implemented the Act by calling the ULB elections in 2004. The Assembly resolution was merely an expression of intention to do something. 9. The Govt. had a series

of discussion and dialogue with the various stake holders such as Joint Action Committee on Women Rights (JACWR) representing various tribal women organizations for as many as 4 times, and offering them nominations with voting rights. But the women group refused to take nominations, and insisted to have elections as per the provision of the article 243T of the Constitution. 10. The Govt. on its part also have conducted series of consultations with Naga Hohos, ENPO and other tribal hohos. The Consultative meeting was call on 16.11.2016 at Capital Convention Centre with various tribal organizations and to invite necessary suggestions in relation to Municipal and Town Council Act 2001, including 33% women reservation. The Ao Senden suggested the removal of the provision for taxation of land, and buildings, which was accordingly complied by the Govt. The Angami Public Organization (APO) suggested to remove the provision for reservation of seats for Scheduled Castes on the ground that Nagaland State do not have scheduled castes, which was accepted and omitted. It was also agreed that for the proposals for levying of taxes by the Municipal and Town Council and should not be by the Govt. but by the respective Municipal and Town Councils, and Govt. should only be the approving authority was also accepted. 11. On 05.12.2016 in the meeting with the tribal hohos represented by, Angami, Chakhesang, Zeliang, and six tribes of ENPO held in the official residence of Chief Minister, the matter was explained to the 9 (nine) tribes regarding the impending danger of the SLP pending in the Supreme Court, which may lead to the adverse interpretation of article 371-A by the Supreme on account of this women reservation issue. 12. On 17/12/2016 the meeting with the Naga Hoho and ENPO attended by the Ministers and Parliamentary Secretaries in the private residence of Hon’ble Chief Minister at Dimapur, the issue was reiterated including all the impending dangers that may come about, if the Supreme Court give adverse ruling and interpretations of article 371-A. The hohos asked for five minutes

s a layman, I am not familiar with legal points and implications. But I failed to understand how a reputed lawyer like Mr Supu Jamir, after admitting that part IX A and Article 243 T is mandatory and Nagaland is not exempted from its application, could mislead the public like he is doing in the last one month or so. He led a delegation of JCC members met the Hon’ble Chief Minister on January 25 last and told the Chief Minister that the stand taken by the Government is absolutely right but that they, the JCC members need some time to convince the angry mob to avoid bloodshed. The Joint Convenor of JCC Mr Chophy, who is also the Vice Chairman of Naga Council Dimapur, also stated that they understood why election to the Urban Local Bodies was absolutely necessary but requested at least 14 days (two weeks) to convince the people. The Chief Minister told them he alone cannot postpone the election process and that only the Cabinet is competent enough to decide and recommend to the State Election Commission for consideration. However, the same evening, the JCC went ahead to declare Bandh in dimapur! Again, on January 30, a joint meeting with the Government and the JCC was initiated by the NBCC at Chumukedima where he, (Mr Supu Jamir) reiterated that they will convince the protestors for conduct of free and fair elections to the ULBs with 33% reservation of seats for women, provided time was given to the JCC to have dialogue and consultations with the public! After going through all these interactions he and his team understood the whole concept. However, on January 31,

before the NBCC team reached Dimapur with the decision of the Cabinet to have further consultations with the JCC, leaving no more option for dialogue, he provoked the innocent youths and in the process the youths gathered near Hotel Tragopan to proceed to 3rd Mile to vandalise the Chief Minister’s residence. There the unfortunate incident took place where the lives of two innocent boys were lost. If any confrontations had taken place in any of the towns where election took place, it is understandable. But the ugly incident took place in Dimapur where election had been deferred for 2 months as desired by JCC! I, for one, do not find any logic in this violent approach under the leadership of a lawyer. If a lawyer could mislead our youth in this manner what will be the fate of our society, the land of Christianity, the land of festivals?! During these few weeks of turmoil created by the JCC leaders, we could see the flow of liquor in Kohima and Dimapur. This is much more than talibanisation of our land where the Mafia with money power is trying to rule the State! Mr Supu Jamir, along with his other colleagues, must apologise before the Church and the Naga people before he designs another drama in our peaceful towns. Few years back, we witnessed enough factional killings and the whole public, business community were under threat, intimidation with people living in constant fear. This trend was thankfully found to be diminishing after Mr TR Zeliang took over the Government and we were hopeful that the Naga political problem too, would be resolved soon and that permanent peace would prevail in

separate time. However, since the Naga Hoho, ENPO and other tribal hohos were meeting the NMA and JACWR on 19.12.2016, they were requested to communicate their decision. However, the tribal hohos could not convince the NMA and JACWR to withdraw the case, or to accept the nomination with voting right. The options before the Govt. become very limited, either to wait for the Supreme Court Judgement or to pre-empt the decisions. The options are:I. To wait for the Supreme Court judgement. II. To pre-empt Supreme Court decision by going ahead with the ULB election. The Government had several rounds of discussion and opted for the Option-II to pre-empt the Court decision by bringing Amendment in the Municipal and Town Council Act 2001 by incorporating 33% Women Reservation when all options to bring about amicable resolutions failed. The Election Commission was accordingly asked to proceed with the conduct of ULB election. The Election Commission accordingly proceeded with the Notification for the conduct of the ULB election. This decision on the part of the Government is aimed at protecting and preserving the sanctity of Article 371-A and thereby avoiding any interpretation of Article 371-A by the Court. 13. The Government intention was solely to protect the article 371-A and decided to go ahead with the elections, but will not force it upon the people. 14. The meeting between the Government and Joint Coordination Committee (JCC) on the intervention of Nagaland Baptist Church Council (NBCC) came up with the statement on 30/01/2017 enclosed. Reading between the line the joint statement was not the final, but subject to the decision of the cabinet and State Election Commission. As a Government constitutional obligations cannot be avoided. Therefore, keeping in mind the constitutional obligation on the one hand and the wishes of the people on the other hand, the State Cabinet recommended municipal councils and town councils where there was no opposition from public to go ahead with polls as scheduled (1st February, 2017) and defer

our land. But to our utter surprise, things seem to have gone worse than those dark days faced by our people! Where is hope for peace if an advocate, leaving aside his profession, could lead our youths in such a manner and towards such a destructive direction? Such practice also will only discourage our youngsters to study Law because one need not study Law to instigate the youths and create such devastating practices in any town or city! This is nothing but taking undue advantage of the nonconfrontationist approach of the Government! If the Government of the day uses an iron hand to contain the situation, no one will dare to come out in this manner like in English horror films! In the case of Naga Tribes Action Committee, whose Convenor is Mr KT Vilie (PS to former CM& present MP Neiphiu Rio), the less said the better because we have seen how a theologianturned-politician with a political agenda, could set the entire town ablaze. It is very unfortunate that theologians have come to the forefront unleashing violence and vandalism without realising their responsibilities towards the society; and also lawyers who know the laws, instead of keeping the public informed about the laws, mislead them and creating chaos and misunderstanding in our Naga society. Since now the Government has fully fulfilled the demands of the agitators, and the elections to the ULBs declared null and void, it should be the endeavour of every one of us to ensure that normalcy returns to our society without any further delay. S. Hukavi Zhimomi, Parliamentary Secretary, Science Technology & Jails

those municipal councils and town councils where people/ public had objection for two months. 15. The Govt. going ahead with the elections was necessitated because of the Writ Petition filed by the JACWR in the Supreme Court. 16. The State Govt. of Nagaland is a tribal population and the article 243-T being mainly aimed for empowering scheduled castes and scheduled tribes women, Nagaland is not exempted. Nagaland State does not fall under sixth schedule or scheduled areas where the Act is exempted. To go for election now without 33% women reservation is not permissible under the constitution. If the people do not want municipalities and towns councils in the State, it is possible. Since the women group have submitted withdrawal Petition of their SLP from the Supreme Court the people can decide whether to have municipalities and town councils in the State of Nagaland or not. 17. Now the options are:(a) Wait for the Supreme Court Judgement if the withdrawal of the SLP filed by the JACWR is not accepted. (b) Have no ULBs in the State OR (c) The State Govt. in view of the recent agitation and violence, take up the issue with the Govt. of India to exempt the State of Nagaland from the provisions of Part IX-A in the line with the provision of Part IX of the Constitution of India. The Government is of the view that even after the case is withdrawn, India being a free nation, any person, lawyer or woman activist, not necessarily a Naga woman, may file again a similar petition. In that event, it will be back to square one. If the State Government and all the stakeholders cannot arrive at an amicable resolution of this issue at the earliest, the best option appears to be to seek exemption of Nagaland from Part-IXA of the Constitution, which contains a mandatory provision under Article 243T for 33% women reservation in ULBs, which will put to rest the issue and avoid further misunderstanding among the people. Issued by the Department of Municipal Affairs, Government of Nagaland

Fear God’s judgement

t is a sad thing that the Chief Minister and the President of the Ruling Party have been thunderously opposed by the general public and they are pressed to resign. As I pondered over it, my personal thought is that this is God’s doing. When a crisis cropped up in NPF’s Party branding Dr. Shürhozelie’s Group and Neiphiu’s Group. When the verdict of the Legislators was tried across the floor of the Assembly, beyond the expectation of the public, the C.M got total votes. Is it not miracle? Is it not God’s doing? It was a unique history in the annals of the Nagaland State Assembly. It was not only important in Nagaland but it was known to the world. So the C.M was awarded with a global Award in foreign country. If our leaders are conscious of God’s grace, praises and glory will be given to God for what a great thing He had done. If the winning Group

of NPF realized God’s grace, they will say,” God has been merciful to us, we have to forgive and forget the past things and get reconciled.” If they did it how beautiful and magnanimous before the people as well it will be! And it will open the gate wider. But instead they felt arrogant and called N.Rio and others for explanation. On seeing it, I expressed,” The winning NPF Party and the current Government have forfeited God’s grace showered on them. They are gone. They can no more rise up” How and when I do not know. When unknowingly this crisis came up in the pretext of Urban election, every day the shimmering of the wrath of the public is seen against the C.M. For me I cannot say “ resign or not resign” but my plead is,” Know God, Believe in Him, Fear Him and Obey Him” which is the only way of overcoming all evils and promoting goodness. Sir,

Restore internet service

With the banning of internet and sms services, various churches, offices, institutions activities which are dependable on internet service has come to a grinding halt. The Govt. move to banned internet/sms afttermath the UlB polls violence clearly shows its “immaturity” banning human rights of freedom of expressions/opinions enshrined under article 19 of the Indian constitution. Banning of people’s right will not solve any solutions; rather it will create more problems. Let’s hope internet service will be restored without further delay. Apra Naga, social worker

Sasikala lines up 120 MLAs

O. Panneerselvam

said Rajenthra Bhalaji, dairy development minister. It was Panneerselvam who proposed the name of Sasikala for the post of legislature party leader, TN assembly deputy speaker Pollachi Jayaraman said, adding, “MGR’s heir was Amma and Amma’s heir is Chinnamma.” At his home a few kilometres away, OPS was optimistic, telling reporters that several legislators have been in touch with him over phone. More than 90 AIADMK MLAs have been camping at a beach resort in Koovathur near Mahabalipuram since Wednesday night. They were brought in luxury buses in a bid to prevent them from joining ranks with chief minister O Panneerselvam who has rebelled against AIADMK general secretary VK Sasikala. Another 30 AIADMK MLAs have been kept in another resort at Poonthandalam near Kalpakkam.

Speaker rejects

The ongoing power struggle in Tamil Nadu on Thursday played out in the Lok Sabha with AIADMK members disrupting proceedings by raising slogans apparently supporting V K Sasikala as the next Chief Minister. As soon as the House took up Question Hour, majority of the AIADMK members present in the House rushed to well shouting slogans such as ‘Save our democracy’. Earlier, AIADMK leader in the House P Venugopal wanted to raise an issue but was disallowed by speaker Sumitra Mahajan. While most members were in the Well, some were seen standing near their seats. Deputy speaker M Thambidurai, who was also present, was seen handing over slips to party members standing in the well.

Uphaar cinema fire: SC jails Gopal Ansal for a year, asks him to surrender

New Delhi, Feb 9 (Agencies):The Supreme Court on Thursday ordered one year in jail for city-based builder Gopal Ansal who with his elder brother, Sushil, owned a south Delhi cinema hall where a fire killed 59 people 20 years ago. Reviewing its 2015 judgment that saw the brothers, who owned Uphaar Cinema, being let off with a fine of Rs 30 crore each, the court said the jail term would act as a deterrent and serve larger public interest. He has four weeks to surrender. The court, however, allowed Sushil,76, to stay out of jail because of his age. He has already served a reduced sentence of five months.

Disaster averted as locals spot GoAir aircraft engine on fire NEW DELHI, FEB 9 (AGENCIES): Thanks to the alertness of a group of locals, a Go Air flight to Bengaluru with close to 200 on board, avoided a tragic fate on Wednesday evening. Locals spotted fire and smoke from the aircraft’s engine and immediately alerted the PCR which in turn conveyed the emergency to Delhi ATC. According to reports, the flight captain was alerted of the fire and was asked to return. The flight then asked for help and eventually made an emergency landing at the Indira Gandhi International Airport with all the passengers and crew members safe. The incident came to

light around 7.40 pm when the CISF Control Room at the terminal 1D, received a call from the police control room that two persons had reportedly seen the engine of an aircraft on fire, which was flying over Ghoyla Dairy area near Dwarka in south-west Delhi. “The two witnesses had informed the Delhi Police about the incident and accordingly the message was conveyed to Airport Operations Control Centre and to the Air Traffic Control. After some efforts the flight was identified as Go Air flight – G8 557 – which had departed for Bangalore at 7.28 from the IGI airport,” a senior officer told news daily DNA.

five months in jail. Gopal, 68, was behind bars for four months immediately after the June 13, 1997 tragedy. The owners, an investigation had found, added extra seats that blocked one of the exits, preventing the victims –- 23 of them minors -- from escaping the burning hall after a fire broke out in the transformer room. Most of the victims were asphyxiated. In its review plea, AVUT said the apex court judgment “bestows an unwarranted leniency on convicts whose conviction in the most heinous of offences has been upheld by all courts, including this court and sentences imposed on them have been substituted with fine without assigning any reason”.

CRPF CAMP LERIE HILL KOHIMA (NAGALAND)

NEW DELHI, FEB 9 (AGENCIES): Weeks after the Supreme Court said that Jammu and Kashmir “has no vestige of sovereignty outside the Constitution of India”, the state government, following an uproar in the Valley, has fired its standing counsel in the top court after he reportedly refused to file a review petition to dispute the court’s views. Supreme Court lawyer Sunil Fernandes, who has been the chief standing counsel for the state since September 2015 during his second stint, was on Monday evening instructed to resign “immediately”. Fernandes, according to

the sources, was not given any specific reason why he was being sacked. In his first stint, the lawyer served as J&K standing counsel from May 2010 to September 2013. When contacted, Fernandes said: “I was asked to resign. Hence, I put in my papers. Beyond that, it is not appropriate for me to say anything. Kindly direct your queries to the state government for the reasons behind this decision.” State government’s

Law Secretary Abdul Majid Bhat, when contacted over the phone, initially said that Fernandes resigned on his own. But when told that the lawyer had said that he had been asked to quit, Bhat declined to comment. J&K Law Minister Abdul Haq Khan, who had a meeting on Sunday in the national capital with all the lawyers of the state in Delhi courts, including Fernandes, remained unavailable despite several calls and messages.

He said the family also sent two letters to the Border Security Force Director General to know Yadav’s whereabouts but got no response. The family earlier alleged that the trooper was being “threatened and tortured mentally”. Last month, Yadav posted a video clip on a social media website, complaining about the quality of food served to security personnel and accused unnamed officers of illegally selling food supplies meant for troopers.

VK Sasikala

CHENNAI, FEB 9 (AGENCIES): Day 1 of OPS vs Sasi belonged to VK Sasikala. The legislature party meeting she convened was attended by at least 120 AIADMK MLAs according to intel reports (out of a total of 134). Her camp said 129 MLAs attended the meeting. Five MLAs including former minister S P Shanmuganathan publicly cast their lot with OPS. Most of the ministers were rooting for Sasikala, it seemed, while support from MGR acolyte PH Pandian, former minister KP Munusamy, and Rajya Sabha MP V Maitreyan came as a shot in the arm for Panneerselvam. To keep her flock together after the meeting, Sasikala moved the ministers and the MLAs to a couple of Chennai hotels, and many of them were out of cell phone reach. On Wednesday, party office bearers had gathered in strength at the Lloyds Road AIADMK office although the rank and-file was largely missing there. Sasikala supporters, visibly angry, took turns to denounce OPS at the office. “We are steadfast on making Chinnamma the chief minister of the state,”

ercise a “window of discretion” to delay the swearing in of the leader elected by the ruling party’s legislative group. Speaking to The Hindu on the eve of the launch of his book, Fearless in Opposition (Rupa Books), Mr. Chidambaram said that while “constitutionally, the Governor is bound to swear in the leader elected by a party which enjoys a majority, there is, however, a small window where the Governor can exercise his discretion and say that ‘for the following reasons, I would like to wait for a few days’. It [window of discretion] has not been tested constitutionally yet, but it is, I believe, available to the Governor.”

This was to relax Nagaland Land and Revenue Act, 1978 and Bengal Eastern Frontier Regulation Act, 1973 it said. This was also a clear infringement of the Article 371A that guaranteed the private individual ownership of land and its resources as under Oil and Natural Gas Rules and Regulation Act of 2012. While lauding the NFP and DAN legislators for backing the chief minister, the signatories said they also endorsed the stand and statement of the chief minister that “there is no reason to resign”. Since the citizens of Nagaland had given the mandate to NPF party in particular and DAN to serve the people, they said there was no question of CM resigning. They party also claimed that the government had already fulfilled the demand of the tribal hohos for cancellation of the ULB polls and therefore there was no reason for the hohos to continue the protest against the government. ings in the coming fiscal, Jaitley has pegged the fiscal deficit target at 3.2 per cent of the country’s Gross Domestic Product in his Budget 2017-18 presented in Parliament on February 1. The figure is higher than the earlier targeted figure of 3 per cent of the GDP for 2017-18. The fiscal deficit target for the current fiscal is 3.5 per cent, and 3 per cent for 2018-19. On the festering issue of non-performing assets (NPAs) or bad loans of public-sector banks, Jaitley on Thursday said these are substantially a result of overmanagement of banks. “NPAs are a result of loans given during 2007-09. NPAs are partially because of the slowdown but substantially because of overmanagement of the banking system,” he said in the Lok Sabha.

NEW DELHI, FEB 9 (IANS): Union Finance Minister Arun Jaitley on Thursday said not only was it important to meet the fiscal deficit target but also to maintain its quality so that the economy’s growth is not affected. “What matters is not only fiscal deficit, but also the quality of fiscal deficit. You can contain it by earning more and cutting down on expenditure. But cutting expenditure is a fallout for the economy because the growth goes down,” Jaitley said in the Lok Sabha. “The quality of fiscal deficit is better when we have maximum possible public expenditure, while maintaining fiscal consolidation. And also have resources come in from wherever possible like foreign direct investment (FDI),” he added. “In Budget 2017-18, I

to 122, and now moves to the House of Lords. Shadow business secretary Clive Lewis was one of 52 Labour MPs to defy party orders to back the bill and he resigned from the front bench. The Commons debated the last set of amendments to the Bill, including on key principles for the negotiation process, before the bill went on to its third and final reading for the vote. So far the bill had passed two days of debate in the Lower House of the UK Parliament without being altered. The Opposition Labour leader, Jeremy Corbyn, had instructed his MPs to

vote in favour of the bill whether any amendments are made or not. However, he faced a second round of party rebellion after over 49 MPs had defied the whip at the last vote earlier this month. Shadow home secretary Diane Abbott, who missed last week’s initial vote on the bill, backed it this time. May herself faced a rebellion of up to a dozen of her Conservative MPs, who are expected to defy the party’s whip and vote for the rights of EU citizens living in the UK to be guaranteed before Brexit negotiations begin. She managed to mini-

China praises Trump’s letter to Xi

BEIJING, FEB 9 (AGENCIES): China praised U.S. President Donald Trump on Thursday for expressing a desire for a “constructive relationship” in a letter to Chinese President Xi Jinping, even though the leaders have not spoken directly since Trump’s inauguration. Trump sent belated wellwishes for the Lunar New Year in a letter from the White House on Wednesday. He had been the only U.S. president in recent years not to have issued greetings to the world’s most populous nation on its most important holiday, which fell this year on Jan. 28. The silence triggered speculation in China as to whether it was an oversight or an intentional slight. A statement from the White House late Wednes-

day said Trump wrote to Xi that he looked forward to “develop a constructive relationship that benefits both the United States and China.” Fo r e i g n M i n i s t r y spokesman Lu Kang said China “highly commended” Trump for the letter to Xi wishing the Chinese people greetings for the new year and the Lantern Festival that falls on Saturday. Lu dismissed suggestions that Beijing took offense in the timing. “It is known to all that since President Trump took office, China and the U.S. have been in close contact,” Lu said. Speculation has simmered in China about how Trump might back up his tough talk, with observers noting that since his Jan. 20 inauguration, Trump has spoken to more than a dozen

foreign leaders but not Xi. Trump has accused Beijing of unfair trade practices and a deliberately undervalued currency, criticized China’s military buildup in the South China Sea and accused Beijing of doing too little to pressure neighbor North Korea over its nuclear and missile programs. He also upended four decades of diplomatic protocol by speaking by phone with Tsai Ing-wen, the president of Taiwan, which China claims as its own territory. Beijing decried the phone call with Tsai and has rejected the other accusations. China has in fact been spending heavily from its foreign currency reserves to prop up the value of its currency, which would make its exports less competitive.

WSYF RESOLUTION The Western Sumi Youth Front (WSYF), while reaffirming the stand and resolution adopted by the Western Sumi Hoho and its frontal organizations on the 8th Feb 2017, further resolves that: 1. The WSYF is categorically opposed only to 33% women reservation and ULB elections which were conducted without proper consultations with the stakeholders, and not against any other issue and is of the considered view that opposing the Honourable Chief Minister and his Cabinet colleagues to step down is unconstitutional and completely outside the purview of the common issue against which the civil societies agitated. 2. To avoid creating further confusion among the common people of the State, we appeal to CNTC to call back JCC and Dimapur Naga Youth Front (DNYF) immediately. 3. No other organization is authorized to issue any Press statement in the name of, or on behalf of the Western Sumi Youth Front without the consent and authentication, and those doing so shall be sternly dealt with and shall be held solely responsible for any situation arising out of it. 4. mise the Tory rebellion on Tuesday by promising a Commons vote on the Brexit agreement before it is finalised. Keir Starmer, the shadow Brexit secretary, welcomed this as an important concession but others have dismissed it as a “take it or leave it” offer. Now that the bill had passed the Commons, it will be debated in the House of Lords after it returns from recess on February 20, where it is expected to be given the final nod. The bill was tabled last month after the Supreme Court ruled that MPs and peers must have a say before Article 50 of the Lisbon Treaty could be triggered. It rejected the UK government’s argument that May had sufficient executive powers to trigger Brexit without consulting Parliament. David Davis, UK minister for exiting the European Union, had opened the debate in the House of Commons with a clear message to MPs that they must implement a decision made by the people in the June 2016 referendum – with 51.9 per cent wanting to leave the EU and 48.1 per cent wanting to remain within the 28-nation economic bloc.

Exiled ex-Maldives leader wants to contest presidency

Mohamed Nasheed C O L O M B O, F E B 9 (AGENCIES): The Maldives’ former leader, who is living in exile in London, said Thursday he plans to contest next year’s presidential election in his country despite an outstanding prison sentence. Mohamed Nasheed said he will seek his Maldivian Democratic Party’s nomination later this year. Nasheed was imprisoned in 2015 after receiving a 13-year jail term for ordering the arrest of a senior judge while in office. The following year he received asylum in Britain, where he had traveled for medical treatment. The Maldives constitution bars anyone sentenced to more than 12 months from contesting elections unless three years have passed since their release or they have been officially pardoned. Nasheed insists his conviction was illegal and he is therefore able to run.

NATO moves in Baltics a threat: Russia M O S C O W, F E B 9 (AGENCIES): Russia views the deployment of NATO troops and military hardware to the Baltic states, Poland and Germany as a threat and has no information about how and when the build-up will end, the RIA news agency reported on Thursday. RIA cited Russian Deputy Foreign Minister Alexei Meshkov as saying Moscow was watching closely and would ensure that its own security was guaranteed. “This deployment is of course a threat for us,” RIA cited Meshkov as saying. “And who said that it will end with this? We do not have such information. For the first time since World War Two we see German soldiers along our borders.” Meshkov’s comments follow the United States deploying thousands of soldiers and heavy weaponry to Poland, the Baltic states and southeastern Europe in its biggest buildup since the Cold War. German troops and armor are also due to reinforce Lithuania this month as part of NATO’s plans, which are designed to reassure European countries after Russia’s 2014 annexa t i o n o f U k r a i n e ’s Crimea.

Kremlin rejects Ukraine ‘deal’ with US

Russian President Vladimir Putin’s spokesman is rejecting suggestions that the Kremlin and the Trump Administration may try to negotiate a deal over the war in eastern Ukraine. Last week saw a surge in fighting between government forces and Russia-backed separatist rebels. The fighting, which killed more than 30 people, came amid concerns that President Donald Trump’s stated desire to improve relations with Russia could lead to lifting of U.S. sanctions against Russia connected to its interference in Ukraine. Putin spokesman Dmitry Peskov told journalists Thursday that Russia wants the United States to pressure Ukraine to fulfill the terms of a two-year-old agreement on ending on the war and that the conflict “can hardly be a subject for some kind of deal. When asked how preparations for a meeting between Trump and President Vladimir Putin were progressing, Kremlin spokesman Dmitry Peskov told reporters on a conference call: “Right now, it’s not clear what we are preparing for.”

Fears of attacks by the Islamic extremist al-Shabab

dogged the historic vote, which was limited to lawmakers instead of the population at large, with members of the upper and lower houses of parliament casting ballots at a heavily guarded former air force base in the capital, Mogadishu, while a security lockdown closed Md Abdullahi Farmajo the international airport. “This victory belongs Mohamed Abdullahi Farmto the Somali people,” the ajo, declared after taking the newly elected president, oath of office. “This is the

C O L O M B O, F E B 9 (AGENCIES): Sri Lanka’s fast bowler Lasith Malinga was on Thursday included in the national squad for the upcoming three-match Twenty20 International series in Australia, starting February 17. The veteran pacer, who was ruled out of team with a knee injury, last played a game in February 2016 at the Asia Cup against the United Arab Emirates in Bangladesh. Left-hander Upul Tharanga will continue to lead the side in the absence of Angelo Mathews, who was ruled out of the side due to a knee injury, according to cricket.com.au.

“We as players were, and are, very shocked at what happened,” said Schmelzer in a video message. “On Saturday, people were harmed and we condemn that as a team. “We, the team, wish all victims a good and speedy recovery and apologise for what happened.” Eintracht Frankfurt also reached the quarters with a 2-1 win at seconddivision Hanover 96 with goals from Israel defender Taleb Tawatha and striker Haris Seferovic. Schalke saw off second-division Sandhausen with a 4-1 win thanks to three goals in a devastating seven-minute spell from Alessandro Schoepf, Daniel Caligiuri and Naldo. Third-division minnows Sportfreunde Lotte, from near Osnabrueck,

continued their giant-killing run with a 2-0 win at home to second-tier 1860 Munich. A heavy snowfall had threatened to delay kickoff, but goals by midfielder Jaroslaw Lindner and striker Kevin Freiberger sealed the win. It was another scalp for Lotte having already beaten top-tier clubs Werder Bremen and Bayer Leverkusen in the previous rounds. On Tuesday, holders Bayern Munich reached the quarter-finals for the 10th year in a row with a 1-0 win over Wolfsburg, thanks to some heroics from goalkeeper Manuel Neuer. Bayern were coasting at Munich’s Allianz Arena after a well-taken goal from Douglas Costa on 17 minutes, but two superb saves from Neuer denied Yunus Malli. Borussia Moenchengladbach reached the quarters with a 2-0 success at second-division Greuther Fuerth thanks to goals by Oscar Wendt and a Thorgan Hazard penalty. Hamburg brushed off poor Bundesliga form to win 2-0 at home to Cologne with goals by Gideon Jung and US striker Bobby Wood. Second division Arminia Bielefeld are into the last eight after a scare against fourth division minnows Astoria Walldorf, progressing 5-4 on penalties after a 1-1 draw.

BERLIN, FEB 9 (AGENCIES): Salomon Kalou’s missed spot-kick put hosts Borussia Dortmund into the German Cup quarterfinals as Hertha Berlin lost 3-2 on penalties after a 1-1 draw. The Ivory Coast striker gave Hertha a first-half lead in the third-round cup clash in Dortmund when he volleyed home on 27 minutes after the hosts made a slow start. But Dortmund raised the pace as Marco Reus equalised straight after the break while Pierre-Emerick Aubameyang had a goal disallowed and Ousmane Dembele fired wide for Borussia. Dortmund kept up the pressure as the game went into extra time. However, they finished with 10 men when

Kohli, Vijay tons put India in charge against Bangladesh

India’s captain Virat Kohli pulls the shirt of teammate Murali Vijay as they leave the ground for tea break during the first day of the test match against Bangladesh in Hyderabad on Thursday. (PTI)

H Y D E R A BA D, F E B 9 ( AG E N C I E S ) : A n insatiable Virat Kohli smashed his 16th Test century and Murali Vijay registered his ninth to steer India to a commanding 356 for three against Bangladesh on the opening day of a one-off Test in Hyderabad on Thursday. India lost opener KL Rahul in the first over of the match but were in a strong position at stumps after Vijay (108) added 178 runs with Cheteshwar Pujara and captain Kohli

extended his recent run of powerful batting. Kohli was on 111 at stumps, his fifth 50-plus score in the last seven Test innings, helping put India, currently the top-ranked Test team, on course for a big first innings total. A j i n k ya R a h a n e, returning from a finger injury, was batting on 45 at the other end, having played second fiddle to his skipper in their 122-run fourth wicket partnership. Playing their first Test on Indian soil, Bangladesh

got an early breakthrough when the sprightly Taskin Ahmed dismissed Rahul for two with the fourth delivery of the match. While others might have left the fuller delivery we l l o u t s i d e t h e o f f stump, Rahul went for an expansive cover drive without moving his feet, only to drag the ball onto his stumps. Vi j ay a n d P u j a r a shrugged off occasional discomforts to help India overcome the loss with their fifth century stand of

the current home season. Off-spinner Mehedi Hasan induced a couple of edges but could not se parate the batsmen despite some occasionally comic running between the wickets. In one such mixup, both batsmen found themselves at the same end. But Mehedi could not collect a throw and dislodge the bails at the non-striker’s end which could have sent Vijay, then on 35, back to the pavilion. Vijay brought up his fifty in 82 balls and went on to hit Shakib Al Hasan straight back for the only six of his knock which also contained 12 boundaries. Pujara edged Mehedi to Bangladesh captain Mushfiqur Rahim after a composed 83, and leftarm spinner Taijul Islam bowled Vijay around the leg after the break at tea. There was no real respite for the tourists, however, as Kohli scored freely against the limited bowling resources of a team ranked eight places below India. Golden State Warriors crush short-handed Chicago Bulls LOS ANGELES, FEB 9 (AGENCIES): The Golden State Warriors bounced back in a big way Wednesday, romping to a wire-to-wire 123-92 NBA victory over the under-manned Chicago Bulls in Oakland. Klay Thompson celebrated his 27th birthday by sinking six three-pointers en route to a game-high 28 points for the Warriors, who were shocked by the Kings in Sacramento on Saturday. The Warriors haven’t lost back-to-back games since April of 2015. Kevin Durant scored 22 points, pulled down 10 rebounds and handed out seven assists and Draymond Green added 19 points as the Warriors improved their leagueleading record to 44-8. Stephen Curry had a quiet night, scoring 13 points to see his streak of consecutive games of 20 or more end at 16. That didn’t matter against a Bulls team missing All-Star forward Jimmy Butler because of a bruised heel and veteran guard Dwyane Wade, who stayed at the team hotel because of an upper respiratory illness. The San Antonio Spurs, second in the West and behind the Warriors, didn’t live up to coach Gregg Popovich’s high standards but still pulled off a 111-103 victory over the 76ers in

Philadelphia. “We didn’t play a good 48 minutes,” Popovich said. “We played good the last three, four, five. We didn’t move that well. We didn’t get that many assists. We held the ball. We turned it over. It was very disappointing.” Nevertheless, the Spurs never trailed, shooting 52.7 percent from the field and making 11 of their 22 three-point attempts as they improved to 40-12. All-Star forward Kawhi Leonard scored 32 points for the Spurs. The NBA champion Cleveland Cavaliers snapped the Indiana Pacers’ seven-game winning streak with a 132117 triumph in Indianapolis. Kyrie Ir ving and Kyle Korver scored 29 points

Erik Guay becomes skiing’s oldest world champion

Erik Guay reacts after winning.

ST MORITZ, FEB 9 (AGENCIES): He might be 35, but Canadian veteran Erik Guay just became a ski world champion to join the recent list of mid 30somethings proving age is just a number. It’s only February and already Roger Federer, Serena Williams and Tom Brady have shown that the youngsters don’t have a monopoly on vim and vigor. Sometimes age and experience can tr ump youthful exuberance. Guay hadn’t won for almost three years when he became skiing’s oldest world champion with victory in the super-G at

glitzy St. Moritz. The 2011 downhill world champion edged out Olympic champion Kjetil Jansrud, 31, with fellow Canadian Manuel Osborne-Paradis grabbing third on his 33rd birthday. Guay’s achievement comes three days after 39year-old quarterback Brady steered the New England Patriots to a remarkable Super Bowl victory after trailing the Atlanta Falcons 28-3 in the third quarter. It was Brady’s fifth Super Bowl title, all with the Patriots, coming 15 years after his first. In both games Brady was named Most Valuable Player.
