Russia invades Ukraine; Putin to effect regime change

NEW DELHI/LONDON, FEB 24 (AGENCIES): Russian President Vladimir Putin launched a fullscale invasion of Ukraine on Thursday, unleashing air strikes and ordering ground troops across the border in fighting that Ukrainian authorities said left dozens of people dead. Putin cast aside international condemnation and sanctions, warning other countries that any attempt to interfere would lead to “consequences you have never seen.” The invasion by land, air and sea began after a pre-dawn TV address where Russian President Vladimir Putin demanded that Ukraine’s military lay down its arms. DIMAPUR, FEB 24 (NPN): Additional district magistrate Sivasagar, Assam has reinforced night curfew from 6 p.m. to 6 a.m. in the 5 km belt in Assam side of Sivasagar district bordering Nagaland with effect from January 17, 2022 for a period of 60 days. According to DIPR, the night curfew has been imposed as a precautionary measure to prevent occurrence of anti-social elements/extremist/unlawful activities along the border in the belt of Sivasagar district. The order has prohibited movement of any person, group or vehicular traffic during the period. However, magistrate, security personnel-- army, CRPF, police and civil officials on duty have been exempted from the purview of the prohibitory order.

DIMAPUR: A total of 47, 444 students will be appearing the HSLC and HSSLC examinations 2022 to be conducted by the Nagaland Board of School Education (NBSE) in March 2022. In a press release, NBSE chairman Asano Sekhose informed that HSSLC examination 2022 will commence from March 8-31, 2022 and HSLC examination 2022 from March 9-22, 2022. 30327 candidates will be appearing the HSLC Examination 2022 from 135 provisional examination centres and four sub-centres. 1391 candidates will also be appearing the HSLC Compartmental Examination 2022 from 35 examination centres. In HSSLC Examination, a total of 17117 candidates (Arts – 13811, Commerce – 1157 and Science – 2149) will be appearing from 88 provisional examination centres. Out of 17117 candidates, 7860 are boys and 9257 are girls.

Class XI Promotion Examination 2021 will also start from April 1-23, 2022. The board informed that due to COVID-19 pandemic, more additional examination centres have been created in the districts and sub-divisions in order to maintain social distancing in the examination centres. On February 23, 2022, the board at an online meeting with all the centre superintendents where their duties and responsible were discussed in detail. They were also briefed about the preventive measures/ SOPs to be followed during the conduct of the examination to contain the spread of COVID-19. NBSE will deliver the materials to the examination centres to disinfect the rooms, washrooms, halls etc. Candidates are required to bring their Original admit cards to the examination hall/room on all the days of the examination.

AASU condemns alleged sexual assault on minor

DIMAPUR: Aboi Area Students’ Union (AASU) has vehemently condemned the sexual assault on a minor girl by one Om Prakash who was serving as GT (science) GMS, Chaoha Chingnyu under SDEO Aboi on February 17. In a condemnation note, AASU media cell stated that the accused had “brought a disgrace to the noble profession of the teaching community” and diluted the professional trust between the parents and teachers. AASU claimed that the victim and her guardian approached the teacher for

admission however, “on the pretext of health issue”, the accused conducted a medical examination using stethoscope and “sexually exploited the minor girl”. It also claimed that the minor girl who was in trauma revealed the incident to her mother following which the victim’s mother sought help from the village guard (VG) Chaoha Chingnyu. AASU expressed shock to learn that the accused had been “illegally prescribing medicines to the villagers”. Further, the student union appealed to the law

enforcing agencies to book the culprit with befitting punishment so that justice was delivered to the victim at the earliest. AASU also asked concerned public under Aboi jurisdiction to cross check such activities being carried out in any corners. It urged them to come forward and report the

matter to the office or police station. The union acknowledged Chaoha Chingnyu Students’ Union (CCSU), KNSK Choaha and Village Guard (VG) Chaoha for bringing the case in the light and assured that the union would fight to eradicate such unlawful acts in the society.

DIMAPUR: Mon district administration on behalf of the state government, and Mithun Rural Development Foundation (MRDF) signed a 20-year agreement to set up mini-grids in rural Nagaland on Thursday. The programme aims to provide reliable access to electricity for the last mile and promote the adoption of green energy sources, covering 1000 villages in the next seven years. According to a DIPR report, Mon district administration and Mithun Rural Development Foundation (MRDF) inaugurated first of the three mini-grids at Totokchingha village. One of the mini-grids was inaugurated by N. Thongwang Konyak, MLA while the other two at Chenwetnyu and Longkei would be inaugurated in the month of March. Speaking at the inaugural programme, deputy

commissioner (DC), Mon, Thavaseelan K informed that the first three grids were financed by Smart Power India and were “just the first of the several mini-grids” that would be installed in Mon district. Informing that the project would make power available 24x7, DC said that NABARD was supporting livelihood interventions and set up a revolving fund which would be used to support entrepreneurs. MRDF managing director, Vijay Bhaskar said that in the next three to four years, they would install mini-grids for all 130 villages in Mon district. This pilot, he said would be eventually scaled across all villages in Nagaland. We are following a PPP model of partnership – public, private, and people, people being the most important part, he added.

Bhaskar also informed that Smart Power India had given them a roadmap to do this in the next seven years and assured to put all efforts to make the vision a reality. Also speaking at the programme, general manager, NABARD, Tiakala Ao said that NABARD was sponsoring a group of beneficiaries from Totok Chingha, Longkei and Chenwetnyu where they would be exposed to bio floc and fish farming in another district in March. This training will bring an economic boom to this region as is going to attract reverse migration enabling rural youth to set up microenterprises here, she disclosed. Meanwhile, senior director of Smart Power India, Samit Mitra said this was a “complete village integrated development programme” that was not only

about lighting loads but also about enterprises, livelihoods, productive loads and all things that contributed to the overall well-being of the community. This is the first time we have undertaken a project with MRDF to expand our footprint of mini-grids in North East India, he added. Mitra informed that they had funded three to four plants to initiate the programme so that there was proof of concept on the ground that other organisations could replicate and scale across Nagaland and beyond. He expressed hope that the program would meet its objective of providing livelihoods and increase earning potential of villages in Mon district. The event was also attended by senior manager MRDF, Shyamal Bera along with director of operations MRDF, Sudeshna Mukher-

jee, senior manager, World Resources Institute (WRI), Namrata Ginoya and others. It may be mentioned that the mini-grids aim to enable last-mile clean energy access, improve livelihoods, support women entrepreneurs, and increase the GDP of the state while reducing GHG emissions. Smart Power India would play an important role in supporting the entire programme framework and value chain including design, delivery, and facilitating financial and market linkages. Meanwhile, the WRI would be facilitating the impact measurement of the project. SPI, a subsidiary of the Rockefeller Foundation was established in 2015 to develop and scale sustainable models to accelerate electricity access and spur economic development amongst the rural underserved communities. Mithun Rural Development Foundation (MRDF) is an SPV floated specifically for rural development of North East India through the platform of renewable energy-based mini-grids. The first phase of their work is in the 132 villages of Mon district.

Govt to review suggestions on NLTP Act (From p-1) He informed that many of the stakeholders present at the meeting submitted their suggestions in written. Advisor said the committee on the Act would study all, submit their findings and make recommendations to the government, adding that the process would continue. Advisor said the committee would give a report on its findings and recommendations as early as possible. Answering to a query on the committee formed in 2018 to review the Act, Zhaleo said the committee headed by the additional chief secretary was to examine all the health issues relating to Act and the inflow of spurious alcohol into the State. Further, the committee was to make a study on the consumption of liquor in all the towns in the State and to study the income generation of the State in comparison with the neighbouring Northeastern States. After two sittings, he said the committee along with Health and Family Welfare (H&FW) department and Food Safety Authority examined the quality of alcohol

A report on the findings of the study, which was presented at the consultative meeting, mentioned that out of the 30 odd alcohol samples studied, about 20 were found to have adulterated, Zhaleo said. The revenue aspect and other management of the department was presented by the excise department during the meeting, he added. Advisor said that some organizations and people were very allergic when there was any discussion on revenue generation. However, he said that Nagaland being a revenue resource State everyone should know that the State needed to generate revenue. In addition, he said the State should also provide more employment avenue. He said earlier excise department used to be revenue collection department, but with the implementation of the Act, the department became a regulatory body. Zhaleo said he was aware of the church being concerned about the health including the spiritual wellbeing of the people. He said that the government was also a welfare government

and that they were also equally concerned about the people in regard to the overall development, infrastructural development, livelihood, economy and employment since the State also has a very high number of unemployment. Therefore, he said that collection of revenue was also equally important for the government since all these were for the welfare of the people. Unlike the church, he said the government cannot function just for one specific purpose, but look into all the dimensions for the people. He said the church and other civil organizations should also understand the situation of the government since the latter was also for the welfare of the people. Answering to a query on the loss of revenue, Zhaleo said before NLTP Act came into force in 1990, after the enactment in 1989, the State was earning over Rs.5 crores annually. However, after the imposition of the Act, through the collection of permit fees and duty on levies and licence fees, the Excise department was collecting hardly Rs

2-3 lakhs annually. Even smaller States like Mizoram, Meghalaya were collecting almost Rs 200 crore annually while bigger States like Assam are collecting over Rs 2000 correspondent annually from Excise duty, Zhaleo disclosed. Asked whether the issue would be discussed in the coming Budget session, Zhaleo said that the Business Advisory would decide whether the issue would be discussed. On why the Act could not be effectively implemented in the State, Zhaleo said there was a lot of blame on the Excise department. However, he said the department was doing enough to enforce the Act as was evident from the news reports where many bootleggers were arrested, booked while thousands of cases of alcohol were destroyed. However, he admitted that although the department was working, it was unable to perform a satisfactory job. Asked whether there would be anymore consultations, Zhaleo said the government cannot rule out that there would not be any more consultations. He said CSOs had expressed willingness to

participate if there was any need for further detailed discussions. Prog for women street vendors held in Tuensang

DIMAPUR: The Tuensang chapter of uplifting women street vendors programme, organised by Entrepreneurs Associate (EA) and Capri Global Capital Limited was held in the town hall, Tuensang on Tuesday. The meeting was attended by presidents of all the wards of Tuensang, women street vendors, bankers, and district administration officials headed by additional deputy commissioner (ADC) Tuensang. Speaking at the program, ADC and administrator TTC, Thungchanbemo Tungoe acknowledged Entrepreneur Associates for taking the initiative in creating awareness of the project to the people of Tuensang and also urged upon EA to open an office at Tuensang for which he assured assistance. Encouraging women street vendors, he said that there was dignity in serving the society while also helping educate the children. ADC also advised the vendors to get COVID-19 vaccination for the safety of family members and near and dear ones. He said that in terms of income, vendors were playing an important role in the district and needed to be educated in terms of investments for the long-term benefits. Questioning the intention of the CE’s office, ZLSU claimed that the executive engineer (R&B) Peren division was also in the dark of the development as there was no intimation of work order to its office as the project fell under Peren division. With several pending cases seeking justice for various developmental activities in the state, ZLSU said the action of CE was inviting more

court cases, and which upon investigation will further delay the project and bring another burden to the State government. The union further sought clarification from the CE as to whether a contractor can be directed to go ahead with the execution of works without contract agreement and work order. This collusion should be thoroughly investigated by central investigating agency and let law take its course of action. ZLSU stated. Taking note of the matter, ZLSU has asked the

Manipur pre-poll violence: 2 NPP candidates attacked

Correspondent IMPHAL, FEB 24: In separate poll-related violence incidents reported in the poll-bound Manipur in the last 24 hours, an NPP candidate narrowly escaped after miscreants fired at him and used other deadly weapons to attack while on his way back from an election campaign. The attack on NPP candidate Urikhimbam Ramesh Singh occurred at Laphupat Tera under Mayang Imphal police station of Imphal West district around 10 pm on Wednesday. Four vehicles, including the one in which the candidate was travelling, were damaged in the attack. Several bullet marks were found on the vehicles in the attack launched by suspected rival party supporters. The attack took place around 100 meters from the house of the BJP candidate and sitting MLA K Robindro Singh. NPP candidate alleged

time. Miscreants have so far triggered bombs in as many as four polling camp of the candidate in the last around one week. The attacks on NPP candidates have taken place amid electioneering of political parties and candidates picking pace with only five days left to go to the first of the two phase polls for the state Assembly. Manipur goes to poll to elect 60 members of the state Assembly in two phases – on February 28 and March 5. The counting of votes will be held on March 10.

Bisleri challenges Sikkim’s ban on bottled water NEW DELHI, FEB 24 ( AG E N C I E S ) : I n d i a n drinking water company Bisleri International has recently filed a case in the High Court of Sikkim challenging the ban on bottled water put by the state government, reports The Sentinel Assam. The government of Sikkim has issued an order to put a ban on mineral water sold in plastic bottles with a capacity of two litres or less. In speaking about the matter, the Mineral Water firm claimed that the restriction on the selling of water bottles has been affecting the company despite the fact the makers of other items using identical plastic bottles were not mentioned in the ban order. Causing the harm due to the ban imposed Bisleri Private Limited has filed a lawsuit in the High Court following which the court heard the case on Wednesday 23 February. Meanwhile, the Sikkim High Court has directed that a notice be released to the government about the case. The next hearing date for the case in HC has been provided as 6th May 2022 as informed by the court.

The state Cabinet had in August last year decided to procure 200 electric buses and 100 CNG buses for Guwahati city to contribute to the global campaign for reducing carbon emission. Unveiling the BJP manifesto for the municipal board elections in Assam, Sarma said the party, if it comes to power in the urban local bodies, will introduce emission-free transport for people. The chief minister said a fleet of electric commercial vehicles will be introduced in smaller towns if

the BJP comes to power in the polls. Talking about the manifesto, Sarma said it promises clean water to every household in urban areas and the implementation of a scientific waste management system. The BJP document also touched on issues like giving land rights to poor people in the towns as well as eliminating anomalies in land-related rules to simplify the procedures of allotment, the chief minister said. Elections to 80 municipal boards comprising 977 wards across the state will be held on March 6 and the counting will take place on March 9, the Assam State Election Commission (ASEC) had announced on February 9.

“Now, Modji is extensively touring Uttar Pradesh by flights and vehicles at the cost of public money. The ZPM, in its complaint, alleged that Sailo has pocketed Rs 10 crore from a contract for blacktopping a 13-km-long Pradhan Mantri Gram Sadak Yojana (PMGSY) road between Khawzawl and Ngaizawl villages in Khawzawl district. On Tuesday, ZPM Legislature Party leader Lalduhoma and his Congress counterpart Zodintluanga jointly wrote to Chief Minister Zoramthanga asking him to drop Sailo, and appoint Deputy Speaker Lalrinawma to preside over the proceedings of the ongoing budget session. As soon as Sailo took the chair to preside the session, Lalduhoma interrupted the speaker and informed him that all members of ZPM and Congress would stage a walkout from the

NEW DELHI, FEB 24 (PTI): The Centre on Thursday told the Supreme Court that 4,850 cases have been taken up for investigation under the Prevention of Money Laundering Act (PMLA) in the last 17 years and proceeds of crime of Rs 98,368 crore were identified and attached under the provision of the law. The government told a bench headed by Justice A M Khanwilkar that investigation in these offences was carried out under the PMLA, including 2,883 searches. Solicitor General Tushar Mehta, appearing for the Centre, told the bench that investigation in 57 cases of terror and Naxal financing has resulted in the identification of proceeds of crime of Rs 1,249 crore and attachment of proceeds of crime of Rs 982 crore, that is 256 properties, and filing of 37 prosecution complaints and conviction of two terrorists under the PMLA.

JAIPUR, FEB 24 (PTI): A day after the opposition BJP decided that its MLAs will return iPhones gifted to them by the Rajasthan government, the Congress on Thursday said the saffron party legislators should also return all such items received by them till now. All the 200 MLAs of the Rajasthan assembly were given iPhone 13 by the government on Wednesday after the presentation of the state budget. BJP MLAs too received the mobile phones but later decided to return them, saying it was a burden on the state exchequer. “It (giving mobiles as a gift) is not a serious issue but if they (BJP MLAs) have decided to return the phones, they should also then return the flats and iPads which they received in the past,” deputy chief whip Mahendra Chaudhary told reporters. Congress MLA Krishna Poonia questioned why the BJP legislators now view the “gift” a financial burden when they accepted such things in the past. “They (BJP MLAs) happily accepted phones yesterday, but decided to return later. They should

not have accepted the gift (on Wednesday itself). Only because they couldn’t criticise the budget, they are creating an issue,” she said. BJP state president Satish Poonia said the decision to return the phones was taken after discussion with leader of opposition Gulab Chand Kataria and deputy leader of opposition Rajendra Rathore. “The phones will be returned,” he asserted. “We (MLAs) will return the gift as per the decision of the party,” BJP state spokesperson and MLA Ram Lal Sharma said. The BJP has 71 MLAs in the house of 200. After the chief minister presented the budget and the house was adjourned for the day, all the MLAs were given a briefcase containing iPhone 13. Too much politics

opulism and rhetoric is the order of the day with a seemingly never ending stream of new plans or projects being announced all of which indicate that there is no dearth of ideas in the government except dwindling funds. In fact, Nagaland has more or less utilised almost every channel to obtain new projects that have dotted mainly a few districts. These projects such as buildings, bridges and other facilities have fallen on behind schedules for the simple reason to be re-evaluated for high cost escalations. The same manner in which projects are delayed, is also evident with delay in decision making on crucial issues. There are many issues that have been put on the backburner such ban on fresh appointments since 1997 and reiterated in 2020. However, hundreds have been appointed through various doors-back, front, side etc whether sanctioned nor non-sanctioned or temporary attachments etc. The other issue of RIIN was another populist syndrome to bring Dimapur district under Inner Line Permit(ILP) . Probably the government felt it sounded right to go against illegal immigrants through ILP. In order to do that, there has to be a base to identify who can or who cannot be under ILP. This necessitated identification of who is or who is not an indigenous inhabitant. The government thus constituted the RIIN commission headed by a retired chief secretary and with two others as members.The other issues that has been hanging unresolved is the Prohibition Act 1989; report on unauthorised taxations (headed by a retired supreme court judge) and various inter-district boundary issues. These have again been relegated to the background as the focus is on repeal of AFSPA and justice for victims of Oting massacre. Even both these –AFSPA and Oting killings – are likely to join the others under Nagaland government’s twilight zone. Again, when the time comes to take a call on these issue which the government unfailingly talks with great promise, invariably ultimately, the onus of responsibility on consultations with CSOs. Delegating responsibility to others is absolving responsibility. The stage for establishing a platform for peace and development can come through the role played by the government which must do what is right. For too long have people allowed politics to be the guiding factor with which they expected their leaders to pursue. The consequences of over indulgence in politics have become an aberration with consequences that are evidenced through -corruption, nepotism and lack of transparency and accountability. The most urgent need is to put the administration, judiciary and police back on track and ensure that the path of accountability and transparency is cleared for efforts to effect reform and bring sanity back to the system. The basic need to inspire confidence in the minds of all citizens is to show that the government can be trusted to protect every individual high or low . This is where reforms in the administration, police and judiciary are growing needs in a state that has been oversaturated by too much of entitlement politics.

Once “the love of God has been poured out in our hearts by the Holy Spirit,” we deliberately begin to identify ourselves with Jesus Christ’s interests and purposes in others’ lives (Romans 5:5). And Jesus has an interest in every individual person. We have no right in Christian service to be guided by our own interests and desires. In fact, this is one of the greatest tests of our relationship with Jesus Christ. The delight of sacrifice is that I lay down my life for my Friend, Jesus (see John 15:13). I don’t throw my life away, but I willingly and deliberately lay it down for Him and His interests in other people. And I do this for no cause or purpose of my own. Paul spent his life for only one purpose— that he might win people to Jesus Christ. Paul always attracted people to his Lord, but never to himself. He said, “I have become all things to all men, that I might by all means save some” (1 Corinthians 9:22). When someone thinks that to develop a holy life he must always be alone with God, he is no longer of any use to others. This is like putting himself on a pedestal and isolating himself from the rest of society. Paul was a holy person, but wherever he went Jesus Christ was always allowed to help Himself to his life. Many of us are interested only in our own goals, and Jesus cannot help Himself to our lives. But if we are totally surrendered to Him, we have no goals of our own to serve. Nagaland High Court construction impasse

N

agaland High Cour t building construction has been in the news for a long time due to unending construction work even after more than a decade, as such the courts are functioning under extended court rooms comprising of three Court rooms in the present court complex at old Minister Hill Kohima. Nagaland on attending full fledge State on 1st December 1963, was having High Court bench at Kohima which later in the year 1990 was declared permanent Bench. The other North Eastern States like Manipur, Tripura, Meghalaya, Mizoram and Arunachal Pradesh subsequently followed suit. The entire seven North-East sisters states came under the umbrella of the Gauhati High Court, functioning as Benches of Gauhati High Court as principal seat. With the passing of years the States were given separate High Courts with an exception of Nagaland, Mizoram and Arunachal Pradesh states which still continues to be an outlying Benches. The central government had accorded sanction for construction of different High Courts

in the North East for those separate High Courts of North East and benches of Gauhati High Court. As per News report the foundation stone for the High Court complex was laid in 2007 by the then Chief Justice of India Shri. K G Balakrishna in the presence of Chief justice of Gauhati High Court, Justice retired Shri. J. Chelameswar and the Chief Minister of Nagaland Shri. Neiphiu Rio. It is also found from the different media reports that construction works of all the other High courts of Meghalaya, Tripura and Manipur which started simultaneously with Nagaland have long been completed and are fully functioning since 2013. However, construction of Nagaland High Court remains in deadlock. In view of the inordinate delay in completion of the project and allegations of corruptions and misappropriation, Organizations like the Nagaland Tribes Council (NTC) and other activist filed RTI as per the local News paper. The Gauhati High Court on 2nd May 2018 registered PIL (Suo Moto) 5/2017 and Quote “direct the CBI to conduct pre-

liminary inquiry into the allegations of misappropriation of public money vis-à-vis the snail pace of construction work of the new High Court complex at Kohima, Nagaland and submit a report within 3(Three) months to the Registrar general of this High Court. Needless to say that if the CBI is of the view that there is any material to support the allegations, it will take action as per law by registering First Information Report etc. and the state Government shall fully co-operate with the investigation. Our direction is in conformity with the direction given by the Supreme Court in Noida Entrepreneurs Association vs Noida, (2011) 6 SCC 508. We also direct the Director, Central Bureau of Investigation to depute an officer to immediately collect all the relevant records from the Government of Nagaland pertaining to this Public Interest Litigation. Since our direction above is only confined to a preliminary enquiry and not an investigation by the Central Bureau of Investigation, we had deliberately refrained ourselves from commenting on the explanation given by the

Respondents justifying use of huge amount of Money as well as completion of works so that neither the enquiry nor the interest of the parties suffered prejudice. We further direct the State Government to expedite the construction of the new High Court complex and ensure that the construction is completed at the earliest with the highest standard of construction so that the long cherished dream of the people of Nagaland to have an independent High Court of its own is materialized. Unquote” According to the RTI information received, many anomalies were found. Thus the court in its observation had expressed surprise that despite the foundation stone being laid long back in 2007, the work progress was pitiable. HC also pointed out that the construction works of all the other High Courts of Meghalaya, Tripura and Manipur, which were simultaneously started with Nagaland, had long been completed and were fully functioning since 2013. It is further seen that in the Audit conducted by the Comptroller and Auditor General (CAG)

of India report for ending 2019 and Report 2 of 2020, many anomalies had been exposed by the Comptroller and Auditor General (CAG) of India in the delay of the construction of Kohima High Court. Taking into account of all these controversies it culminated in the investigation by the CBI on the direction by the Hon’ble Gauhati High Court. Accordingly the CBI conducted investigation and filed Charge Sheet No. 6/2021 and Charge Sheet No. 7/2021 in CBI Case No. RC 2(A) 2019- IMP containing the detail facts before the Court of Special CBI Court at Dimapur Nagaland on January 11, 2022. The Charge Sheet in the case having been filed in the court, the Gauhati High Court Kohima Bench has directed the special CBI Court Dimapur to issue summons to the alleged accused Nagaland Government officials and the contractors involved to expedite disposal of the case involving alleged misappropriation of public money with regard to the construction of a new High Court complex at Kohima. The present issue is the outcome of Suo Moto case

PIL (Suo Moto) 5/2017 for alleged misappropriation of public money resulting slow progress for construction works at the new High Court complex Kohima. The detail events of the case contained in the Hon’ble High Court order of dated May 02, 2018 has been elaborated in Nagaland page daily on February 10, 2022 issue. In this regard the Anti Corruption Council of India (ACCI) will apprise the authorities of The Chief Justice of India, The Chief Justice Gauhati High Court and The Director of Central Bureau of Investigation (CBI) to monitor the trial of the case. It may also be highlighted that since the Charge Sheet has been submitted before the Hon’ble court, the Anti Corruption Council of India (ACCI) will not like to dwell into the case to avoid sub judice in the trial of the case. Indigenizing representative democracy The rise of the coalition government has its root in the emerging significance of small regional political parties and the success of a few independent candidates in the state electoral politics. Multiplication of political parties as well as the availability of independent candidates (not affiliated to any recognised political party) has offered a wide array of choices for electors to make a determined voting decision. Our Assembly, thus, is composed of representatives from diverse political backgrounds, each committed, at least in spirit, to the political party on which ticket she/ he emerged victorious. However, it remain elusive as to whether the virtue of owing allegiance to political party principles and loyalty to political party they belonged to have been responsible in limiting our representatives from serving the people to the best of their ability, or has it just been the abject incompetence of our representatives leading to policy paralysis affecting the development of our state. The intellectual ability, visions for the uplift of the state and its people and the confidence portrayed by the contesting candidates during the electioneering, when such are accounted for, are essential attributes of our representatives highly regarded. Nevertheless, such hyped abilities of our representatives do not generally translate into action. This paralysis could be partially because of the party politics which finds wide acceptance throughout. When a representative is elected to the Assembly through a certain political party ticket, she/he is automatically renounced her/his political beliefs and adopts and abides by

the manifestos of a political party. In a way, a representative is limited to execute the visions into reality. A representative is under pressure to perform on the sworn collective ideals, which, most of the time, overlook the interest of a specific locality. Though, a bi-party (two main political parties dominating the Assembly as treasury and opposition in the present instance) system has certain limitations on individual representatives in delivering service, a multi-party (coalition government for the sake of present discussion) system imposes a stricter restriction on political parties to stay committed to the party manifesto. In a coalition government, party manifestos are compromised for accommodation as a group of political parties come together to form a united government. Even recently, our state has seen lopsided development as adjustment has been resorted to for the sake of keeping afloat a coalition government. Now, the question arises as to the policy paralysis, poor execution of government policies and programs, uneven distribution of developmental activities, weakening state agencies leading to proliferation of corruption etc. Coalition government has its own role in bringing about these political maladies. In a coalition government, no party is the sole owner. The government survives on the confidence of the majority. Any trace disappointment to the coalition partners may provoke the affiliated units to part ways. Hence, under this contained environment, a representative is artificially incapacitated to serve the people according to ones best abilities as one’s ideals are

sacrificed to keep the coalition partners intact. Such could be held culpable for poor policy formulation, underperformance, dismal corruption index etc. Moreover, recent instances of forming opposition-less government by the elected representatives rendered the party politics redundant. Existence of multiple political parties has lost its relevance as the elected representatives all have forgone the importance of party principles, relegated ideologies to just an exchangeable commodity. Experiment of the Nagaland Legislative Assembly in successfully staging an opposition-less government on two occasions widely laid exposed the possibility of a future government sans party politics. A party-less representative democracy was traditionally practiced in the now defunct Council of Elders in villages. Each clan in a village nominated representative(s) to the Elders’ Council completely innocent of party affiliation, and they then take decisions by consensus. In the present context, nomination and consensus may work contrary to expectation. Instead, election and voting, as is presently practiced, without the interference of political parties can be an alternative. Such is being projected as an indigenous electoral representative democracy. Under this projection, an electoral constituency may witness as much candidates as it deemed qualified, attracting vast talents from diverse backgrounds including, but not limited to, economists, agronomists, technocrats, educationists, bureaucrats, social activists, or even experts on local knowledge, without subjecting the determination of

a qualified and eligible candidate to the prejudicial scrutiny of a political party. Three demerits of a partyless electoral politics are elucidated further. Firstly, many eligible and qualified intending candidates are practically discouraged from contesting elections due to party patronage. Those who secured party tickets are theoretically placed in an advantaged situation, primarily due to party funding of an electioneering process. Party politics further influence voters decision-making in choosing a candidate subjectively premised on the prospects of forming a ‘ruling’ government post-election, thereby negating the independence of voters in electing the right candidate. Secondly, party politics has deeply penetrated into erstwhile pristine villages. It has not even spared the petty elections to constitute a Village Council, tearing a simple village administration to the core. We now have villages that are polarised along the political party lines to the point of never seeing each other eye-to-eye. Almost every village functionary is identified with one or the other political party and creates artificial fences within. Party politics is one of the fundamental reasons for bulging societal fragmentation, or in other words, it destroys our unity. And thirdly, party politics contaminate the ideals and virtues of an individual representative. A member of a political party, when elected, is expected to relinquish one’s political beliefs in order to comply with a predetermined set of objectives of a party to which one belonged. At times of unpleasant political development, one is positioned

in a diametrically contrasting worldviews which comes into direct conflict with one’s own. It eventually has a negative impact on the output of an individual performance in public service. A party-less election is a forerunner to what Dr SC Jamir had hinted about the viability of a future arrangement in the event a solution is arrived at, i.e., an opposition-less government. A party-less electoral representative structure will work in contrast to the present system. Under the latter framework, a candidate will first fetch an approval from the party whereas in the former, any person who is committed to public service is under no party obligation to contest election, to serve and to come back to his people after five years with her/his progress report. Voters will be free from considerations including probability of a party forming a government but will exercise universal franchise based on the integrity of a candidate and the progress card of its previous representatives. A party-less representative democracy can never be a complete panacea to the problems, including the declining role of the opposition bench in the Assembly. It could, however, be tapped as a unexplored resource wherein a vast pool of talents can be drawn from richly divergent fields, and that too, no longer condition to the subjective prejudice of political parties (in determining and sponsoring a winnable candidate) but by the will-power of the sovereign people in choosing who should represent them. The women’s vital role was unequivocally recognized in our freedom movement as we look back into the history. The task of the nation building is an arduous task that involves men as much as women. Please remember that women are often the strongest voice with their prayerful involvement for peace and courage to stand upright at all time

defending the Naga people’s rights. You have come a long way ever since NSWON was formed on the 15th March, 1981 and you have made your presence felt in the nation building process of Nagalim. This 13th General Assembly should be used to strengthen your spirit of nationalism as we are passing through a challenging period. You have a meaningful role to play to instill courage and hope in our political struggle for our God’s given right because you are the corner stone of the Naga society. We need your contribution more than ever before to build a strong and vibrant Naga nation. My dear sisters, I am happy to note that in your midst there are many

wonderful and inspirational women trying their best to advance women’s role as they stand side by side with men to make more meaning of women in the Naga political struggle. She said KCR was talking of ‘Bangaru (golden) Bharat’ but has no concern for the farmers of Telangana who are ending their lives due to debt and other problems created by the wrong policies of the state government. Sharmila was referring to the slogan given by Telangana Rashtra Samthi (TRS) chief, who is leading efforts to form a national front against BJP. Sharmila floated YSRTP on July 8 last year and announced the party will strive to bring ‘Rajanna Rajyam’ in Telangana.

NEW DELHI, FEB 24 (IANS): The number of unemployed youth in Bihar has increased three fold in the past year, the National Career Service Portal (NCSP) data has shown. Till March 2021, the total number of unemployed youths registered on the portal was 78,00,259 in the state. And in the last 10 months, the number has increased by 2,67,635. NCSP is a government website where unemployed youths register their names, and state governments and Centre provide them jobs as per their profiles and through recruitment processes. As per the data, the registrations on the portal were three times higher in 2021 compared to 2020 in Bihar. A maximum of 63,524 persons registered their names on the portal in October 2021. Besides, 7,967 persons registered in June 2021; 18,017 in July; 20,968 in August; 53,906 in September; 62,983 in November; 20,766 in December; and 13,000 in January this year.

Ensure speedy clearance of student credit card applications: Mamata KOLKATA, FEB 24 (PTI): West Bengal Chief Minister Mamata Banerjee on Thursday urged all state-owned banks to ensure speedy clearance of student credit card applications, while reiterating that her government will be the guarantor. Banerjee, while presiding over a programme on the distribution of student credit cards, said that her government has already issued such cards to 5,000 students, and sanctioned 20,000 more. Under the state government scheme, students can avail education loans of up to Rs 10 lakh for a simple interest over 15 years. The chief minister said that her government has allocated Rs 5,042 crore for the scheme. “Cooperative banks

ech giant Google has announced that, with its upcoming Chrome 100 release, the company will discontinue the “Chrome Lite Mode” feature that has been available on Android for years. “Lite Mode” in Chrome for Android is a rebranded version of “Data Saver,” which debuted on the platform several years ago as a tool for those with slow or limited data connections, reports 9To5Google. It is certainly a useful feature, but one that has become less necessary in recent years, the report said. In a help page post, Google this week confirmed that “Lite Mode” in Chrome will be going away with the v100 update which is scheduled to be released on March 29. “On March 29th, 2022, with the release of Chrome M100 to the stable channel, we will turn off Lite mode, a Chrome feature for Android that we introduced back in 2014 as Chrome Data Saver to help people use less mobile data on their phones and load web pages faster,” Google was quoted as saying. QUEENSTOWN (NEW ZEALAND), FEB 24 (IANS): Half-centuries from Smriti Mandhana, Harmanpreet Kaur and Mithali Raj helped India avoid a series whitewash by registering a six-wicket victory over New Zealand in the fifth and final ODI here on Thursday. Mandhana (71 from 84 deliveries) and Harmanpreet (63 from 66) helped pace India’s run chase and Mithali (54 not out from 66) provided the finishing touches, as the visitors successfully chased down New Zealand’s handy total of 251/9 with four overs remaining. It was India’s only victory of the five-match ODI series, with New Zealand claiming a 4-1 series triumph ahead of the ICC Women’s Cricket World Cup next month, according to a report on ICC’s official website. With skipper Sophie Devine (34) and in-form batter Amelia Kerr (66) scoring with ease early in proceedings, it looked like the Kiwis were on track to set India an even larger target for victory.

But India’s spinners helped put the clamps on the hosts during the middle overs, with Rajeshwari Gayakwad (2/61), Deepti Sharma (2/42) and Sneh Rana (2/40) picking up six wickets between them to ensure the home side could only scramble past 250 in their final over. Football ground in Ghy: Himanta says misunderstanding happened GUWAHATI, FEB 24 (PTI): Days after hundreds of football players and fans hit the street demanding a permanent football ground in Guwahati, Assam Chief Minister Himanta Biswa Sarma on Thursday claimed that a “misunderstanding” has led to this situation. Sarma said the Nehru Stadium has been taken temporarily by the Assam Cricket Association (ACA) for the Ranji Trophy matches. “The ACA took the Nehru Stadium for 15 days for the Ranji Trophy. When national level games take place, one sport has to give space to the other. I think this entire situation has cropped up due to misunderstanding,” he told reporters here. The chief minister said he has already spoken to authorities concerned and asked the Director of Sports to give space to football at Nehru Stadium after the Ranji Trophy matches are over. Ranji Trophy matches are happening at two places in Guwahati -- ACA K Y M C

Stadium in Barsapara and Nehru Stadium in Ulubari -- between February 17 and March 6. Over 500 footballers, including national players, and fans from across the state had taken part in a protest rally in the capital city on February 20 demanding that at least a couple of fields be allowed for playing football in Guwahati. Former India football captain Baichung Bhutia too lent his support to the demand for football grounds in Assam’s largest city Guwahati and urged the state government to look into the matter soon. Assam Football Association (AFA) Secretary Hemendranath Brahma had said the Association does not have any field of its own, though it has been urging the government for years. He claimed that the Association had submitted a list of 10 sites in and around Guwahati to the Directorate of Sports and Youth Welfare for developing them as football grounds.

India crush Sri Lanka by 62 runs in 1st T20I

Two penalties from Mohamed Salah and a close-range finish from Joel Matip put Liverpool 3-0 up at the break against a rival that, as usual, looked lively in attack and vulnerable in defense. Sadio Mane netted a

fourth for Liverpool in the 80th minute after Salah and Jordan Henderson combined to give the Senegalese forward an open goal on Wednesday night. There was still time for two more goals, as Mane netted his second and Liverpool’s fifth in the 90th minute from close range. Virgil van Dijk then added a sixth with a powerful header from a corner as his side sounded out a warning to Pep Guardiola’s Manchester City, reports Xinhua.

City are at the top of the table with 63 points from 26 matches with Liverpool now moving to 60 off 26. Chelsea are placed third with 50 points but have a match to play. NYON, FEB 24 (AGENCIES): UEFA will move this year’s Champions League final from St Petersburg in the wake of Russia’s invasion of Ukraine, a source with knowledge of the situation told Reuters on Thursday. UEFA president Aleksander Ceferin has called an extraordinary meeting of the Executive Committee on Friday morning and it is expected to agree on moving the final. The showcase match in European club football was set to be held at Zenit St Petersburg’s stadium on May 28 - an event that would

have normally drawn thousands of fans from across the continent. The stadium is known as the Gazprom Stadium after a sponsorship deal with Russia’s state energy company, which also sponsors UEFA’s Champions League and UEFA’s Euro 2024 national team competition. “Following the evolution of the situation between Russia and Ukraine in the last 24 hours, the UEFA President has decided to call an extraordinary meeting of the Executive Committee for Friday 25 February at 10:00 CET, in order to evaluate the situation and take all

necessary decisions,” UEFA said in a statement. “We are dealing with this situation with the utmost seriousness and urgency. Decisions will be taken by the UEFA Executive Committee and announced tomorrow,” the organisation added in a further statement. Zenit St Petersburg are in action in the Europa League on Thursday, playing in Spain against Real Betis, and UEFA said that game would not be impacted. “UEFA can confirm that all tonight’s games will be played as scheduled,” the organisation said.

NEW DELHI, FEB 24 (IANS): Indian women boxers Nikhat Zareen and Nitu put up sensational performances to enter semifinals and assured the country of two more medals at the 73rd Strandja Memorial Boxing Tournament in Sofia, Bulgaria on Thursday. While Nikhat outclassed England’s Charley Davision by unanimous 5-0 verdict in the 52kg category, Nitu, too, pulled off an equally impressive victory by a similar margin against Italy’s Roberta Bonatti in the 48kg. The 25-year-old Telangana boxer Nikhat, who won gold medal in the

2019 edition, showcased tremendous skills in the defence as well as attack and dominated the English boxer in a busy bout. She maintained her aggressive approach throughout the match and denied opponent any chance of scoring before securing a convincing win. It was a class act from ‘player of the match’ Shon T. John in the first which saw the Defenders break away after the scores were level quite a few times till eight-all. His awesome spiking prowess was a treat to watch. Defenders led 10-8 when S.V. Gur u Prasanth spike fetched Hawks the first super point to level the scores. However, Shon was back in the thick of it again, clinching the second super point for Defenders at 11-all. In crunch time it was the substitute Hardeep who scored a crucial point with Defenders leading 14-13 to ensure his team won the first set. In the second set, even as there was nothing much to rave about its blocking and star player Angamuthu not able to come up with his trademark spikes, Defenders struggled till midway in the face of a brilliant attack by Guru Prasanth. At 10-9, Defenders won the first super point thanks to Angamuthu finding his power and then Manoj came up with a superblock to help the team lead 13-11. Like in the second set, it was Hardeep’s composure at the net that helped Defenders clinch the vital point at 14-12 and the set. Libero S. Prabhakaran was superb too.
