NEW DELHI, FEB 23 (NPN): Prime Minister Narendra Modi on Wednesday said that Prime Minister’s Development Initiative for North East Region (PMDevINE) would ensure saturation of basic amenities in the Northeast. Elaborating on the priorities of Central government while addressing a webinar on positive impact of Union Budget on rural development, he said Svamitva Scheme was similarly helping in properly demarcating residences and land in villages as more than 40 lakh property cards had been issued. This was the second webinar in the series where Union ministers concerned, representatives of State governments and other stakeholders were present. NHRC directive to DG prisons on Dmu sub-jail inmates DIMAPUR, FEB 23 (NPN): National Human Rights Commission (NHRC) on Wednesday directed director general (DG) of prisons to take appropriate action on the condition of inmates lodged at Dimapur sub-jail within eight weeks. The directive to the director general of prisons was issued on February 23 , 2022 following a complaint (case no. 8/17/1/2022) filed by one Saidur Rahman, a human rights defender of Dimapur, before the commission. The complainant pointed out various irregularities at Dimapur Subjail, especially the pathetic condition of inmates. Rahman had complained to the National Human Rights Commission about negligence in providing proper healthcare facilities, diet and drinking water to inmates of the sub-jail Dimapur by jail authorities. “This complaint be transmitted to the concerned authority for such action as deemed appropriate. The authority concerned is directed to take appropriate action within 8 weeks associating the complainant/victim and to inform him/her of the action taken in the matter,” the directive of the NHRC stated.

SC dismisses plea to cancel CL 10, 12 offline board exams

NEW DELHI, FEB 23 (PTI): The Supreme Court Wednesday dismissed a plea seeking cancellation of offline board examinations for classes 10 and 12 to be conducted by the CBSE and several other boards this year, saying such petitions give “false hope” and create “confusion” among students who are going to appear in these exams. The apex court observed that the petition is “ill-advised” and “premature” and the authorities are yet to take appropriate decision with regard to conducting exams of the various boards. “Such petitions give false hope to the persons who are going to appear in the examinations. Those

students will be misled by this petition. Let the authorities take decision. If the decision is wrong, challenge that decision. Here, you want to pre-empt everything,” a bench headed by Justice A M Khanwilkar told the lawyer appearing for the petitioners. “This creates not only false hopes, it creates confusion all over to students who are preparing,” said the bench, also comprising Justices Dinesh Maheshwari and C T Ravikumar. The counsel appearing for the petitioners said that most of the state boards have not yet declared the dates for examinations. “Whenever examination is due, they will declare those dates, what is the problem,” the bench observed.

Referring to the target of four crore water connection under Jal Jeevan Mission, Modi called for enhancing the efforts, while also appealing to every State government to be very vigilant about the quality of pipelines and water that was proposed to be provided. He said tap water had to be taken to every household by 2024. He also mentioned that rural digital connectivity was no longer a mere aspiration but had become a necessity. Broadband would not only provide facilities in the villages but also create a big pool of skilled youth in the villages, he added. Modi underlined the role of woman power as the foundation of rural economy. “Financial inclusion has ensured better participation of women in the financial decisions of the families. There is a need to push this participation of women further through self-help groups,” he stressed. Suggesting ways of improving governance for

rural development from his experience, he proposed that all agencies responsible for rural issues should sit together on regular intervals to ensure synergy and coordination. More than availability of money, he said it was the presence of siloes and lack of convergence that was the problem, while suggesting innovative ways like making the border villages venue for various competitions, retired government officials benefitting their villages with their administrative experience. He also suggested that deciding on a day as birthday of the village and celebrating it with a spirit of solving the problems would strengthen people’s attachment with their village and enrich the rural life. Measures like Krishi Vigyan Kendras selecting few farmers for natural farming, villages deciding about removing malnutrition and dropout rates would lead to much better outcomes for India’s villages, he added.

Two women take on powerful transport syndicate in Dimapur Staff Reporter

DIMAPUR, FEB 23 (NPN): The recent arrest of alleged transport syndicate kingpin ‘Joshi’ has been hailed by many people across Dimapur especially shopkeepers and small business enterprises since transportation charges in Dimapur have shot up. According to various sources, Joshi operates a transport syndicate that manipulates rates of transportation. The syndicate system also “disqualifies” those transporters from outside, from entering Dimapur. This has led many transporters from outside from entering Dimapur and instead unloading goods at Khatkhati. Several other organisations that had in the past cried hoarse against illegal collections and multiple taxations have yet to speak out on the matter. ACUAT Nagaland lauded the courage of the

two Naga women entrepreneurs- Mrs Tokali and Mrs Khesheli- for bringing in the highly-sought-after second-hand bales through their East India Transport Agency by refusing to pay to the syndicate. By not paying exorbitant charges to the syndicate, ACAUT said both Tokali and Khesheli have been able to sell their items a few thousands rupees cheaper to benefit buyers, mostly Naga women and also supporting their families. Business Association of Nagas (BAN) has lauded the two Naga women entrepreneurs who filed FIR with police that resulted in the arrest of the kingpin by police. Hailing the MSME sector as the backbone of economy, Reddy emphasised that MSMEs must take the lead in the journey towards Atmanirbhar Bharat. He predicted that MSMEs would play a crucial role in the nation’s economic growth over the next 25 years of “Amrit Kaal”. To achieve the goal of overall development, the minister said it was pertinent that all stakeholders, including the MSMEs, worked together to embark on a journey to realise the dream of a better future.

DIMAPUR, FEB 23 (NPN): Nagaland State Disaster Management Authority (NSDMA) has informed that Nagaland will experience partly cloudy weather in the coming days. In a press release, NSDMA joint chief executive officer, Johnny Ruangmei, stated that light and scattered rain was expected in districts like Mokokchung, Kiphire, Peren, Tuensang and Noklak between February 23-26, 2022, but for a short duration. The weather condition in most of the districts will improve starting from February 27, 2022, NSDMA stated. It also stated that temperature was expected to increase marginally during this period and days would be sunny. However, the NSD-

MA said that some of the districts where snowfall was observed during the past days such as Kohima was expected to again hit a minimum low temperature of 0°C with a maximum temperature of 12°C. Phek is expected to have a minimum and maximum temperature of 3°C and 19°C respectively, Aghunato will have a minimum and maximum temperature of 2°C and 17°C respectively, Kiphire will have minimum and maximum temperature of 5°C and 22°C respectively and Tuensang will have a minimum and maximum temperature of 4°C and 18°C respectively during this period. NSDMA has urged the public to exercise caution to avoid any eventualities during this period.

Reduced testing, surveillance of Covid concerning: WHO State logs 9 fresh Covid cases, 1 death GENEVA, FEB 23 (IANS): Even as Covid cases are decreasing and several countries lifting restrictions, testing and surveillance of the virus is also on the decline, which is a major cause of concern, said a World Health Organisation official. WHO epidemiologist Maria Van Kerkhove said that monitoring the virus remains critical, the Washington Post reported. “We need to be strategic about this, but we cannot abandon it,” Van Kerkhove said during an online question-and-answer session.

“And what we do not want to see is the dismantling of these surveillance systems that have been put in place for Covid-19,” she added. Although global infections have fallen about 20 per cent this week compared

with last week, she said the decline “may not be real” , because of the reduction in testing. Van Kerkhove had the same caveat about deaths. About 68,000 deaths were reported last week due to Covid, representing a slight decline, but WHO officials have questions about some of the reporting. Many European countries, including the UK, have lifted Covid restrictions as the Omicron wave is subsiding. But, the global health agency expects more variants to arise as the virus con-

tinues circulating, though they do not know whether future variants will be more or less severe or transmissible. For that reason, testing remains important, the report said. However, WHO Chief Scientist Soumya Swaminathan said that Covid might end this year. "At least we will get over the health impacts of coronavirus," she said. Yet, Van Kerkhove said: “Now is not the time to just drop everything. We need to be very careful about what is being done, because we have to limit the spread.”

DIMAPUR, FEB 23 (NPN): Nagaland on Wednesday recorded nine fresh Covid-19 positive cases while one more patient succumbed to the infection. Of the fresh cases, five were from Dimapur, three in Tuensang and one in Phek, taking the total caseload to 35381. Further, one more patient succumbed to the virus in Dimapur, pushing the death toll to 754 (including 4 non-Covid deaths but with positivity). Meanwhile, a total of 1440107 persons had been inoculated against Covid-19

till February 23. This include-- 812762 first dose and 627345 second dose while 21378 received their booster dose. Altogether, 75112 teenagers (15 to 18 years) received their Covaxin shot (57933 first dose and 17179 second dose). Covovax trial: A group of 230 children aged two to

six have become the youngest in the country to get a Covid vaccine after they were given at least one dose during trials of the Covovax jab, manufacturer Serum Institute of India confirmed. The second dose will be given 21 days from now and the trial-- across 10 hospital sites in the country will conclude by May end. A senior official overseeing the trial said, “This (the 230) is the youngest age group which has been given a Covid shot as part of the advanced human trials of Covovax vaccine in India.”

Malik, who was questioned by ED here for six hours, was taken for a rou-

tine health check-up following his arrest and produced in a court which remanded him in the agency's custody till March 3. DIMAPUR: Core Committee of the Chakhesang Clean Election Movement (CCEM), had its first sitting on February 16, at Pfutsero and discussed on various matters related to clean election movement keeping in view of general election scheduled next year. A press release by CCEM stated that the meeting discussed on the need to ensure one person one name in the electoral roll, and also proposed to include area council chairman members in the Core Committee for better coordination and wider participation. Shah vows to end Kuki militancy in Mnp in 5 yrs

IMPHAL, FEB 23: Union home minister Amit Shah on Wednesday assured to end Kuki militancy problem in the state in the next five years. Shah was speaking at a BJP poll rally in Kuki dominated Manipur’s hill district of Churachandpur. “Give us five years. We will bring an end to militancy in the hills of Manipur. We will hold peace talks with armed groups. After five years, no Kuki youth will move with arm in hand,” he assured. He added that the BJP government will hold peace talks with all Kuki militant groups to resolve their problems in the next five years. “We have shown by work such an assurance in Assam by resolving the militancy problem in Bodoland in Assam. Bodo youths have come to the mainstream and the region came to the part of development,” he said. He said that there is now no arm in the hands of the Bodo youths. Instead, they are armed with

Shah also attacked the Congress for keeping the state in the dark for a prolonged period, adding that during Congress’ rule, the state was known for militancy, drugs and arms trafficking, blockades and corruption. With the BJP coming to power five years ago, all these have become a thing of the past and the state government has been able to concentrate on development, connectivity, infrastructure, sports and industries, Shah said. He also accused the Congress for division among people of the hills and the valley to suit its politics. He then claimed the BJP has brought about harmony among them and led both of people of the hills

State chief minister N Biren Singh, his counterpart Assam chief minister Himanta Biwas Sarma, BJP Manipur incharge Sambit Patra, union minister Pratima Bhoumik, BJP candidates and senior party leaders addressed the rally. Process to demarcate AssamM’laya border started: Sangma Correspondent SHILLONG, FEB 23: Chief Minister Conrad Sangma on Wednesday said the process of demarcation of the boundary between Assam and Meghalaya has already started with the Survey of India holding meetings with state government officials of both the States. “Survey of India has been asked by the government of India to coordinate and to do a joint inspection and survey with government officials of Assam and Meghalaya so that we can have a proper boundary,” Sangma told journalists after holding a meeting with stakeholders involving pressure groups, traditional heads and others. The Chief Minister said both Assam and Meghalaya government are pushing hard for an early resolution. The boundary dispute between Meghalaya and Assam is inching towards a resolution, in at least six

locations, with the Government of India directing the Survey of India to conduct joint survey in these areas. Assam and Meghalaya have agreed to resolve differences at six locations -Tarabari, Hahim, Pilangkata, Khanapara, Ratacheera and Gijang - along their border that covers 36 villages. The boundary dispute between the two neighbouring States has lingered for more than five decades. Both Assam and Meghalaya have agreed in principle for the exchange and administrative control of these villages under a give and take policy. Asked if there was any time-frame to complete the

survey, the Chief Minister said, “Both the governments are keen that disputes in these areas are resolved at the earliest. It would be wrong to put a deadline, we are resolved to find a solution at the earliest.” The Chief Minister said that the meeting with the stakeholders was held cordially and most have had positive feedback on the entire process after details of the agreement between the two governments was shared. “It is important to take everyone on-board to find a lasting solution to the boundary dispute. Some of the organizations have been passionate for the resolution of the several decade-old boundary dispute,” Sangma said. The Chief Minister said the government has shared micro details about these villages and how we decided on each village… all organizations felt there should be a solution to this vexed boundary issue.

M’laya HC seeks report on illegal mining

SHILLONG, FEB 23: The Meghalaya High Court on Wednesday asked the State government to submit an independent report on illegal rat-hole coal mining in the state in the wake of media reports on the menace. “An independent report should be filed by the chief secretary to the State and the director general of police when the matter appears a week hence, preferably upon visiting the areas,” a division bench comprising of Chief Justice Sanjib Banerjee and Justice W Diengdoh directed. “It is made clear that the matter complained of needs to be looked into, without any political interference; or else, the Court may be constrained to appoint a fact-finding committee or even put a special investigation team in place or take the assistance of some

agency so that the matter is appropriately and thoroughly investigated in accordance with law and the persons involved are brought to book,” the Court specified. Moreover, the High Court called upon the additional advocate general, B Bhattacharjee to immediately communicate the order to the appropriate personnel and underscored that “the matter requires immediate, serious action” and listed the matter for hearing on March 2 next. “For several months it has been widely reported, inter alia, in the newspapers regarding the illegal coal mining in the State,” the bench observed and referred to an newspaper article which highlighted rat-hole coal mining activities in a “widespread manner” in a particular village along the West Khasi Hills and South Garo Hills inter-district boundary.

No ex-CM in Assam to get govt accommodation

GUWAHATI, FEB 23 (PTI): The Assam government on Wednesday announced that it has withdrawn accommodation facility and security cover offered to former chief ministers prospectively. However, the present living ex-chief ministers of Assam Sarbananda Sonowal and Prafulla Kumar Mahanta will continue to avail the facilities. The new system will start with Himanta Biswa Sarma, the incumbent CM. “Government of Assam revoked the facilities of accommodation and full security coverage provided to ex-chief ministers of Assam prospectively in pursuance of the decision taken by the Cabinet in its meeting held on January 1, 2022,” an official release said. It is not clear, however, what the government meant by “full security”. It was decided at that Cabinet meeting that no former chief minister would be allotted government accommodation or security coverage equal to the incumbent CM anymore. After the meeting, Chief Minister Himanta Biswa Sarma had said that the decision will come into force “once I step down and will follow my successors”.

Sikkim reports eight new COVID-19 cases, tally at 39,047

GANGTOK, FEB 23 (PTI): Sikkim reported eight fresh cases in the last 24 hours taking the COVID-19 caseload in the state to 39,047, a health department bulletin said on Wednesday. Nine people had tested positive for the infection on Tuesday. East Sikkim logged six new infections, while West Sikkim and South Sikkim reported one case each. The state now has 93 active cases, while 37,768 people have recovered from the disease so far. As many as 745 patients have migrated to other states. Sikkim’s COVID-19 death toll remained at 441 as no fatality was reported in the last 24 hours, the bulletin said. The Himalayan state has conducted 3,24,556 sample tests for COVID-19 thus far, including 294 in the last 24 hours. Sikkim’s COVID-19 daily positivity rate stood at 2.7 per cent, while the daily recovery ratio was 98.6 per cent.

Mizoram to soon start bus service to Tripura

AIZAWL, FEB 23 (PTI): Mizoram will soon start a bus service to Tripura, Transport Minister TJ Lalnuntluanga told the assembly on Wednesday. Replying to a question, he said an agreement was reached with the Tripura government in December last year to launch the bus service between the two Northeastern states. “The inter-state bus service operation will commence once the COVID-19 situation improves,” he told the assembly. He said bus services will also be started from Aizawl to Manipur’s Churachandpur and Tahan in Myanmar. The process

to start the services could not be expedited due to the pandemic, he said. An agreement has been sent to the Manipur government and its approval is awaited, the minister said. Regarding the bus service to Myanmar, the state government is yet to receive approval from the Ministry of External Affairs, Lalnuntluanga said. Mizoram operates a bus service to only Guwahati in Assam via Shillong in Meghalaya, Transport Department Director R Lalrammawia said. However, the service is suspended at present due to the pandemic, he said.

Dynasts ignored Muslim women for vote bank: Modi

Claiming that the interest of farmers is central to his government, Modi said that a national vaccination programme especially for cattle worth Rs 13,000 crore is underway. The government has started a Govardhan scheme where plants are being set up to manufacture biogas using animal dung, he said. 57.83% voter turnout in fourth phase of UP Assembly polls

The fourth phase of Assembly elections in Uttar Pradesh on Wednesday witnessed a voter turnout of 57.83 per cent, according to the data released by the Election Commission. Giving a district-wise break-up, the Election Commission said that Banda district registered 57.48 per cent polling, Fatehpur 57.38 per cent, Hardoi 56.51 per cent, Kheri 62.74 per cent, Lucknow 54.98 per cent, Pilibhit 61.42 per cent, Rae Bareli 60.22 per cent, Sitapur 58.30 per cent while Unnao registered a voter turnout of 54.12 per cent. A total of 2.13 crore voters, including 1.14 crore males, 99.3 lakh females and 966 transgenders, exercised their franchise in the Phase IV of the polling for Uttar Pradesh Assembly across 59 seats spread over nine districts.

ver the decades, employees of several departments have held protests over nonpayment of salaries and this itself is a sad reflection of the lack of a system that delivers. Employees are deemed legitimate when they are issued with appointment orders after which it is the responsibility of the government to ensure they are paid as per the post they hold. The department of school education has been gripped by a spate of protests by teachers under various categories demanding salaries and wages. Teachers appointed under Centrally Sponsored Schemes (CSS) in Nagaland and under the school education department have been agitating over salaries. It may be recalled that in 2017 the Nagaland RMSA Teachers Association (NRMSATA) and the All Nagaland Hindi Teachers’ Union (ANHTU) reminded the state government over their respective demands. The NRMSATA had demanded clearing of seniority list of teachers under SSA of 2010 and RMSA of 2013. The Hindi Teachers are demanding release of salary pending over four months. The government’s explanation was that the Centre had decided to withhold funds as most of the teachers were not deemed qualified. However the affected teachers under ANHTU said 1,379 were appointed during 2012 as they were deemed to have fulfilled the criteria for appointment as Hindi teachers. It appears that the rules were changed midway during 2017 when the Centre adopted new norms under National Council for Teachers’ Education(NCTE). In order to enable the present Hindi Teachers fulfil the criteria, the government has given a five-year relaxation (2022-2027) for the untrained teachers to undergo training. However, as per ANHTU, though many Hindi Teachers were trained during the past ten years, they have not been deemed to be eligible. The government’s contention that the Centre withheld release of fund for payment of salaries to the Hindi teachers in Nagaland needs more clarification. Being the state where the teachers were appointed and carrying out their tasks, the state government cannot wash its hands off. Rather the state government has a moral obligation to ensure that the contract with the Hindi teachers is fulfilled. In this regard, the state government has every reason and justification to press the Centre for release of funds. The Centre cannot act arbitrarily without consulting the state government. On its part, the state government has to ensure that the teachers have been given sufficient opportunity and time to meet the eligibility criteria. It is not the first time that the education department has been faced with problems from its employees. This only leads the conclusion that such matters with regard to service matters and related issues have not been handled effectively. It may be recalled that the department was wracked by the appointment or bogus teachers scam that broke out in 2010. The scam was unearthed when the department sought to ascertain why over Rs. 24 crore was drained out annually from the state exchequer for paying salaries. The SIT formed to conduct the probe, confirmed that as many as 1,156 bogus teachers and 1,096 cases of appointments were made under “doubtful circumstances”. Moreover, as many as 1,084 teachers were physically unavailable for verification when called by the SIT. These are enough to realise that the department is in dire need for a revamp as it plays a crucial role for the upcoming generation.

As long as there was one human being who did not know Jesus, Paul felt a debt of service to that person until he did come to know Him. But the chief motivation behind Paul’s service was not love for others but love for his Lord. If our devotion is to the cause of humanity, we will be quickly defeated and broken-hearted, since we will often be confronted with a great deal of ingratitude from other people. But if we are motivated by our love for God, no amount of ingratitude will be able to hinder us from serving one another. Paul’s understanding of how Christ had dealt with him is the secret behind his determination to serve others. “I was formerly a blasphemer, a persecutor, and an insolent man…” (1 Timothy 1:13). In other words, no matter how badly others may have treated Paul, they could never have treated him with the same degree of spite and hatred with which he had treated Jesus Christ. Once we realize that Jesus has served us even to the depths of our meagerness, our selfishness, and our sin, nothing we encounter from others will be able to exhaust our determination to serve others for His sake.

e, the so-called ‘Christian’ Nagas seem to have seriously misplaced our moral campus and the moral courage to stand up for what we truthfully believe is right. One can’t help wondering: for how long do we, the stakeholders, intend to continue living in this unholy mess? It would not be entirely wrong to make a general observe that the only thriving industry that the Nagas has ever know to date, is the insatiable industry of corruption being perpetuated both by the ‘over-ground’ establishment called the Government of Nagaland manned by our very own indifferent elected representatives and the unrestrained ‘underground national workers’ operating under the broad banner of Naga National Political Groups encompassing all shades of NSCN Factions, with NSCN (IM) being the giant of them all. Each of these organizations has disdainfully been plowing through the very lives of the common man and recklessly shattering the dreams of a budding generation for decades. ‘Over-ground’ or ‘underground’ without exception, all emphatically and hypocritically swear on the Holy Bible where the meaning of the word ‘honesty’, ‘transparency’ and ‘accountability’ does not exist. They must perhaps be referring to a Holy Bible with serious printing mistakes. Compounding the already crippled system is the innocent sounding ‘opposition-less government’ presumably seeking for an ‘early solution’ to a terminally ailing Indo-Naga imbroglio? The only net result visible thus far however is that the State Government servants, mostly in the lower cadres are now being deprived of even their entitled monthly salaries just because they are much too poor to fight back for their elementary rights. This comes as no surprise. After all, our State exchequer has now become little more than a self-help service counter for all political parties with their unstoppable itching fingers in the kooky jar. With the next election looming in the horizon, things can only get worse at best. The ground reality is quite desperately damning. On the one hand we have the Ali Baba’s first cousins running a shady Government totally subservient to the dictates of the Factions who publically decry Indian election but otherwise are clandestinely instrumental behind the success of one political party or the other. On the other hand we have the Factions themselves carrying out their own unholy brand of extortion, praying on the helpless common masses. All this has been going on for the past several decades in the glorified name of sovereignty. It is not as if Nagas do not have intellectuals who could collectively create sufficient awareness to right the wrongs but each is much too afraid of the gun-toting factions to speak out the truth thus inadvertently allowing unpalatable events to recur over and over again. From 1980 onwards we have witnessed series of NSCN factional population explosion each proclaiming to be Naga Sovereignty warriors and each independently commandeering their thriving

industry of ‘extortion/ taxation’. Apart from their gluttonous appetite of widespread day to day extortion, the NSCNs are also issuing highly priced illegal syndicate licenses for every conceivable essential commodity in the market like …egg syndicate…chicken syndicate…second hand clothes dealership syndicate…transporters syndicate… MS rod syndicate… cement syndicate…you name it…most essential commodities are covered by one syndicate or another. In fact it was a pleasant surprise for a change to read the news that the Nagaland Police has dared to arrest one such non-local Transporter syndicate owner who is alleged to be trying to stifle local entrepreneurs doing second hand clothes transportation business. As monopolists, each syndicate license holder throttles any competition in the market and arbitrarily controls the market price of the commodity under his control…aided by a mafia-like protection of NSCN (MPs)…money patriots. All this is happening under the very nose of a very busy State Government equally engaged in similarly nefarious priorities while exploitations of the populace through insane “taxation/extortion” continue unabated. Today, the fatigued stakeholders have reached the end limits of forbearance, being brutalized by both an indifferent ‘oppositionless Government’ in power and the omnipresent multi-Factions going full speed ahead with their multi-taxation spree. Each in their own inimitable style is causing a never ending misery on the masses struggling to cope with the cost of living that has hit the stratosphere. The ultimate desire that is understandably overflowing from the depth of the hearts of all beasts of burden is for an early end of this nightmare called the Indo-Naga political talk…even at the dire cost of no longer caring what the future holds. In the midst of such an intolerable existence, the finer aspiration of self-determination envisaged by our first generation folks is gradually becoming a bizarre tune that is slowly fading into the distant horizon. Here lies the danger of induced impatience because we need to understand in no uncertain terms that an ill conceived decision we make today will perpetually haunt not only the present generation but all the generations that will follow. As things stand, the NSCN (IM) must take full responsibility for the present impasse. They have successfully created a general confusion with their eloquent half truth while leaving a good number of troublesome and awkward questions piled up in our own backyard unanswered to date despite being repeatedly asked to clarify, the most important being: Why is NSCN (IM) still adamantly maintaining secrecy with regard to their list of competency clauses in the like manner of their Framework Agreement… the contents of which only happened to be an ambiguously worded road map that did not warrant confidentiality? It is imperative for NSCN (IM) to understand in no uncertain terms that the stakeholders have a fundamental right

to know what their future is going to be, since such decisions will have a direct implication upon the generations to come positively or negatively. It is therefore extremely important for the stakeholders to be made aware”before” and “not after” the deed is done! Deliberately ignoring this ethical principle could result in a backlash from a generation that will have no alternative but to harvest the bitter legacy/ curse sown by the NCSN (IM). This is also a subject that must transcend unnecessary Factional politics or petty tribal rivalry. We must honestly and honorably try to evaluate ‘down to earth’ fair and equitable survival dispensation for all the Nagas in relation with the GoI and within our own Naga tribal communities in the aftermath of post solution scenario that must squarely answer to the benchmark of fairness for all concerned. The little that the stakeholders have been given a glimpse of, of the NSCN (IM)’s competency clauses are: (1) “the State of Nagaland will cease to exist” on the premises that “it will become a Nation”. (2) That a Statutory Cultural Body called the “Pan Naga Hoho” will be created through an Act of Parliament, as a ‘purely cultural platform’ for emotional integration of the Nagas…to be directly funded by the GoI. The original goal post of this initially innocent looking Pan Naga Hoho has since been shifted by NCSN (IM) now demanding for a more robust mandatory authority that goes to the extent of being able to nominate members into the Upper House in a bicameral setup being proposed within the so-called “Naga Nation”. These are the only two Clauses within their ‘Competency Clauses’ that the NSCN (IM) has thus far made public. We dread to think what other dubious camouflaged agendas may exist within the remainder of their undisclosed Competency Clauses…because this two clauses are downright damning enough for the Nagas of Nagaland already! It causes a tremendously uneasy sense of suspicion since NSCN (IM) is painstakingly holding the rest of the clauses very close to its chest. Now dispassionately consider why these two clauses are being considered damning for the Nagas of Nagaland. Before doing so, firstly remember that the issues of sovereignty and integration have unfortunately been left out as subjects beyond the immediate purview of the final solution… of course with the make-believe continuity rider possibility of addressing these subjects through ‘due democratic processes’ in the post solution era. This is purely a stick and carrot proposition by the GoI which will never see the light of day even in a distant century. All said and done, this is the unpolluted ground reality from where further pragmatic and realistic analysis must be exercised fair-mindedly. (1): NSCN (IM) proposes that the present State of Nagaland become a “Naga Nation”, even without geographical integration. This necessarily signifies that the present State of Nagaland will become a common homeland for ALL the Nagas, irrespective of

their present place of habitation. This would conveniently allow our Naga brothers of Manipur and Arunachal Pradesh to enjoy dual privileges within their own exclusive Autonomous Regional Territorial Councils (that has been agreed in principle) and at the same time also enjoy the same privileges within the common ‘Naga Nation’ (the un-integrated State of Nagaland). How fair does this sound? (2): Over and above this, our Southern brothers in NSCN (IM) are also very meticulously laying down a foundation to ensure that they are able to continue exerting a direct influence (as they are doing now) in the affairs of the so-called common ‘Naga Nation’ through the institution called the Pan Naga Hoho. According to the scheming echelon of NSCN (IM), the ‘Naga Nation’ will have a bicameral establishment…the Upper House and the Lower House. The latter will be represented by elected members while the former will be manned by nominated members. The question as to who will hold the ultimate nominating authority of members into the Upper House has been unambiguously answered by the NSCN (IM)…the Pan Naga Hoho! In order to soften the blow, the NSCN (IM) also explained that there would also be other Electoral Colleges consisting of “Intellectuals” and “Traditional Bodies” who will also be given authority to nominate members into the Upper House. NSCN (IM) is silent on the percentage of the total number of members that each sector would be allowed to nominate. Further, NSCN (IM) needs to clarify whether the nominated members would comprise of individuals only from within the present State boundary of Nagaland or include members from other regions as well. We are also not clear what kind of Tribal composition the Pan Naga Hoho would have but for all practical purpose it would not look any different from the present Naga Hoho where Nagas of Nagaland held a minority status…[even though all the Tribal Hohos of Nagaland have now withdrawn membership from this ineffective mouthpiece organization of NSCN (IM)]. The other rather unpalatable intention disclosed by the members of the NSCN (IM) think tank is that any Bill proposed by the Lower House of representatives will mandatorily be required to seek approval of the Upper House without which such a Bill cannot become an Act. In other words, it only simply means that the Naga brothers from Manipur and Arunachal Pradesh will continue exercising their right to have their will imposed within the so-called ‘Naga Nation’ through their nominated sycophant members in the Upper House. A relevant question that gets prompted is: does the resource-less state/“Naga Nation” need an Upper House in the first place, expanding the arena that will definitely weigh heavy on the exchequer of the State/“Nation”, simply to accommodate more unscrupulous Ali Babas? The readers are herewith informed that the above narrative is not a concocted dissemination of the author but an honest excerpt of the discourse

that was had with one of the think tank member of the NSCN (IM). To the best of my knowledge this is not the kind of self-determination that the Nagas of Nagaland have been fighting for all our lives. It is pure absurdity to try and rid ourselves of one ‘colonial power’ to only be replaced by our very own brothers from across the border. To the sentimentalists it may sound like an uncharitable anti-Naga expression but to a pragmatist, population integration can never be an acceptable solution. We would be guilty of narrowing the window of opportunity in perpetuity for our younger generation from Nagaland in the years ahead. Under an already tested circumstances of ‘trust deficit’ where GoI is concerned, it would have perhaps been more pragmatic for NSCN (IM) to have determinedly stood its ground on the issue of ‘Integration’ rather than the “Flag” which loses its significance under a “shared sovereignty” status within the Indian Constitution especially in the absence of integration. In as far as the separate “Yehzabo” is concerned the Nagas would certainly prefer to hold a guaranteed identity even if such a “Yehzabo” is exclusively incorporated within the Indian Constitution. On a lighter note it would at least discourage Mainland Indian population from calling the Nagas “Chinkees” and “Momos”. On a serious note however, for all practical purpose the parameters of ‘Yehzabo’ which will become synonymous to Article 371 A, more or less, should be intelligently crafted and expanded upon in a legally binding unambiguous terminology to safeguard our identity, our religion, our customs and tradition, our natural resources etc. and ensure that such Clauses that enshrine the spirit of ‘shared sovereignty’ therein is not unilaterally undone, amended or abrogated by any kind of majority of the Indian Parliament except through the expressed consent by our own mandatorily empowered Legislative Assembly. At this moment one can only hope fervently that the Core Committee Members of our very own ‘opposition-less government’ have a matured and unbiased perception that the fate of the Nagas is sitting right beside them, willing them on to part the curtain and recognize the mega catastrophic disaster of a biblical proportion waiting to happen to the Nagas of Nagaland if the present chartered course of NSCN (IM) is allowed as it is to sail through without question. If the Core Committee of the oppositionless government truly has the honest interest of the Nagas at heart its first primary responsibility should center on the need for transparency in the most crucial area of Competency Clauses…from both GoI and NSCN (IM) for a clear headed scrutiny and evaluation by relevant representatives of the stakeholders. NLTP Act 1989: Revisit to the past amidst lobbying (From previous issue) In any interpretation, however, the background on how the Act came into being must be the starting point of interpretation. Whenever there is any discussion about NLTP Act the church is always put on the other side as the enemy of the affluent and the civilized society. But who among our leaders in power can testify the positive aspect of liquor? The future of our society and the generations should 5 not become a private talk. Selfishness and selfish gain motive dominate as if liquor is the only revenue. Illegal and evil will always be illegal and evil have many faces even if we try to whitewash. Now we find ourselves forgetting the evil of alcohol and how it has devastated our homes and our society. We now have taken the issue to another level of trying to reconcile the condemned element by the people, as if bushing the evil is going to be possible. Alcohol has destroyed our society once, and it continues, and it will continue, unless we take our stand with a determinate po-

litical will. Those who have gone through the Act will find out that the Act is never properly studied for implementation. The mechanism inscribed and the content of the Act are not even interpreted. In such a situation, it is bound to fail. We have proven that to ourselves. It is a futile exercise as long as the Act remains as a document. Unless proper definitions and interpretations are given, the two words “total” and “prohibition” will be enlarged out of context as is the case today. Therefore, on matters relating to implementation, the Government must provide the interpretation of the Act and put forward for deliberation. The success and the failure must be systematically presented for discussion so that support system can evolve. The following suggestions are pertinent: • The challenges faced by the implementing agent. Only then, the church, Naga Mother Association, women force, youth force and civil society can step in to help. Together we can own the Act. • The mechanism/ap-

proach adopted for operation by the implementing authority must be transparent. It should point out the loopholes because the “construct” lies with the government. • It should also give a detail description of the entry points and how they sneak inside our State. • The Modus operandi, the nexus and the manufacturing spots/locations within the State must be identified and make known because they are illegal. • Any other relevant/ pertinent point for discussion be put forward so that, the public can aid in the effort of the authority for support and sustenance. • The NLTP Act 1989 is a legislation, it empowers the government to act upon. Therefore, the agency/ agencies should come out with detail and compressive strategy. Time to time frisking and confiscating the illegal transportation of liquor is appreciated and we applaud the government, particularly, the Excise Department but that is only one aspect of the empowerment. Whatever is

done must be objective, rational and not be antagonistic. • It must honor God and put the welfare of the commoners in perspective. • Who are the people who will gain and the section of people who will loss must be specified. • Our children and the generations to come must be projected. We must seek the wisdom to see the unseen. • If with the Act we are failing, we know very well what will happen if a pinhole passage is opened. It will only make matter worse. • If with the Act there are loopholes, common sense will tell us what is waiting once we let go of the Act. • We know what our children will inherit and the cycle will continue. • At the end who will be blamed? Where does the church stand? Did we think that the Act will solve the problem over night? No, not at all! The church cannot clothe herself with an element which she knows is evil for the society. We will still stand on the ground on which our leaders stood half

a century over ago which led to the movement. Liquor has destroyed us then and we still find ourselves in the same predicament. Unless we act with determination, it will continue to destroy us. The solution to our problem is not on partial lift nor regulated relaxation. The half hearted approach to the Act has taken us to where we are today. Besides, the methodology on which we have come to this conclusion is faulty and bias. Therefore, we stand firm on the Act and will advocate for full implementation. In a Christian majority society, it is a matter of shame to all of us. Today, we should be deliberating on how to strengthen the Act but unfortunately, we are beginning to test the waters on how to partially lift the Act through selective consultations and backdoor lobbying. We have often cited examples of other States and countries when we are faced with any pressing issues. Sometimes we talk about their success but now we are talking about their failure. We have come to an easy conclusion to say “they

have failed and therefore, we can never succeed.” This is a wrong approach. Why can’t we look at our situation as a different entity? If we cannot copy their success, are we saying their failure suits us? We can be different and we have the possibility, if we have the will power. If our leaders will have the “will power” half the work is done. If therefore, they believe they are placed in leadership position among many who aspire to be, they must take the courage to govern and dispense their responsibility for the welfare of the people. With no malice, if you fail to act and do what is “right” and “just” for your people, deliverance will come from another direction. The Nagaland Baptist Church Council, comprising of 20 Associations and 4 Associate members with 1708 churches urge the government to implement the NLTP Act. The exports include the sales from TVS Motor and also from Indonesian unit PT TVS. “The key exports include TVS Apache series, TVS HLX Series, TVS Raider and TVS Neo Series. An increase in sales in global motorcycles significantly contributed to this achievement”, the company said in a statement. During a virtual round table organised by the All India Bidi Industry Federation, they also deliberated upon the need for alternative job opportunities for the workers engaged in production of bidi, small handrolled cigarettes made of tobacco wrapped in leaves. “The bidi industry has been playing a big role in generating revenue and employment in some of the remotest regions of India. However, the existing exorbitant rate of 28 per cent

At the interbank forex market, the local unit opened at 74.64 against the greenback and witnessed an intra-day high of 74.54 and a low of 74.73. The rupee was quoted at 74.59 at 1530 hrs, registering a gain of 25 paise over its previous close. On Tuesday, the rupee depreciated by 29 paise to close at 74.84 against the US currency. Meanwhile, the dollar index, which measures the greenback’s strength against a basket of six currencies, declined 0.17 per cent to 95.86. Brent crude futures, the global oil benchmark, were trading 0.90 per cent lower at USD 95.97 per barrel.

Ukraine asks its citizens to leave Russia immediately

NEW DELHI, FEB 23 (IANS): Ukraine has urged its citizens living in Russia to leave the country immediately, BBC reported. Up to three million Ukrainians are believed to be living in Russia and many have family in both countries. In addition, a state of emergency is to be declared in Ukraine, lasting 30 days, the country’s top security official said. Ukraine is also conscripting reservists into the regular military as it braces for a possible invasion by its neighbour, Russia. Western countries and their allies

have imposed sanctions on Russian banks and MPs, as the crisis escalates. But critics, among them the UK’s Labour Party, say the measures so far are not strong enough. It’s not clear if any new Russian troops have yet been sent into the two regions, which are run by Moscow-backed separatists. A state of emergency across the whole country is set to be declared, following a recommendation from Ukraine’s security council. This will last 30 days, but is subject to approval by the Ukrainian parliament - expected later on Wednesday, BBC reported.

WASHINGTON, FEB 23 (AGENCIES): A 19-yearold student ate some leftover Chinese takeout food from a restaurant. There’s nothing unusual about this, but what happens next can only be described as bizarre and tragic, all at once. Hours after having the leftover meal, the person had to have both of his legs and fingers amputated. The student, identified only as JC in the New England Journal of Medicine, had developed life-threatening sepsis and gangrene caused by bacteria in the food. As per the report, he was admitted to the pediatric intensive care unit (PICU) of the Massachusetts General Hospital, Boston. “The patient had been well until 20 hours before this admission when diffuse abdominal pain and nausea developed after he ate rice, chicken, and lo mein leftovers from a restaurant meal,” the journal stated. TEHRAN, FEB 23 (AP): Oman’s foreign minister arrived in Tehran on Wednesday for talks with his Iranian counterpart, state media reported, as nuclear talks between Iran and world powers continue in Vienna. Iranian Foreign Minister Hossein Amirabdollahian welcomed Sayyid Badr Albusaidi upon his arrival, with the visit scheduled to focus on bilateral and international affairs, the IRNA news agency said. KATHMANDU, FEB 23 (PTI): Two Chinese and more than 100 Nepali nationals have been arrested in Nepal for their involvement in running an online fraud loan scheme targeting Indians, police said on Wednesday. Nepal Police said in a press release that they arrested two Chinese and 115 Nepali nationals in two separate raids conducted in Kathmandu and Bhaktapur districts in Kathmandu valley on Monday and Tuesday for their involvement in fraudulent cyber activities. Acting on a tip-off, Kathmandu Metropolitan Police Range first detained a group of 37 individuals, including a Chinese from Old Baneshwor on Monday night. New research suggests that folks may have wasted their time and effor t: Taking zinc, vitamin C or vitamin D supplements doesn’t lower one’s risk of dying from COVID-19. “A lot of people have this misconception that if you load up on zinc, vitamin D or vitamin C, it can help the clinical outcome of COVID-19,” but that “hasn’t been shown to be true,” said lead study author Dr. Azizullah Beran, an internal medicine resident at the University of Toledo’s College of Medicine and Life Sciences in Ohio. Beran and his colleagues analyzed 26 peer-reviewed studies that

were conducted worldwide and included more than 5,600 hospitalized COVID-19 patients. Those treated with vitamin D, vitamin C or zinc did not have a lower risk of death than those who didn’t receive the supplements. And while vitamin D was associated with l owe r r a t e s o f b e i n g put on a ventilator and shorter hospital stays, more rigorous research is needed to confirm that finding, according to the study authors.

They also analyzed a small subset of patients who had been taking vitamin D before infection with the coronavirus, and found no lower risk of death in that group. “It’s important for people to understand that taking a lot of these supplements does not translate into better outcomes,” said study senior author Dr. Ragheb Assaly, a professor of medicine at the University of Toledo. “The other important message is that the
