SC raps state over women quota in ULBs
NEW DELHI, FEB 22 (PTI/AGENCIES): The Supreme Court Tuesday rapped the Nagaland government over the delay to enforce reservation for women in the state's urban local bodies, saying an important aspect of gender equality seems to be getting postponed. A bench of Justices S K Kaul and M Sundresh took note of the grievance made by the state election commission that the State Government is not responding to its request regarding changes in legislation to adopt the electoral rolls of Parliament in the Assembly Election for use in local body election. The top court was hearing a plea filed by People's Union for Civil Liberties (PUCL) and others seeking to hold elections for all Municipalities and Town Councils in Nagaland forthwith in accordance with Section 23A of the Nagaland Municipal (First Amendment) Act, 2006 and the Notification of the State Government. State logs 9 fresh Covid-19 cases DIMAPUR, FEB 22 (NPN): Nagaland on Tuesday recorded nine fresh Covid-19 positive cases and nil deaths in the last 24 hours. Of the fresh cases, six were from Dimapur and one each in Longleng, Mokokchung and Phek, taking the total caseload to 35372. Further, 1438805 persons had been inoculated against Covid-19 till Tuesday (812197 first dose and 626608 second dose) while 21202 received their booster dose. Altogether, 142008 teenagers received their Covaxin dose (57324 first dose and 15704 second dose). PTI: India added 13,405 new Covid cases in a single day, taking the virus tally to 4,28,51,929, while the death toll climbed to 5,12,344 with 235 fresh fatalities, Health ministry stated.

SC gives Nagaland govt six weeks to report back on how it proposed to implement 33% reservation Gonsalves appearing for PUCL said the state was proposing to implement reservation by nomination where men will nominate women for the reserved seats. Balagopal objected to this statement and requested six weeks as the last chance to come back with the government’s decision. The court said the nomination proposal was not acceptable. “This is something not naturally acceptable. While the state says it is not so, were such a proposal to be made, it will not take us a minute to quash it,” the bench said. PUCL too objected to the time being taken by the state to delay implemen-
tation of a constitutional mandate, pointing out that Art. 371A requires a specific resolution to be passed by Nagaland assembly to apply an Act of Parliament that deals with “Naga customary laws”. Meanwhile, according to Hindustan Times report, the apex court gave the Nagaland government six weeks to report back on how it proposed to implement 33% reservation for women in municipal and town councils, warning that the court was open to issuing a judicial order to secure 33% reservation for women if the administration didn’t take steps on its own. “Don’t make us take a harsh stand.
Local issues can’t be gender negative. We will not let go of this matter without taking it to its logical conclusion,” the bench of justices Sanjay Kishan Kaul and MM Sundresh said. The State Election Commission told the apex court that no response had been received in pursuance to the office letter to provide requisite additional fields in existing rolls to enable ward-wise segregation of voters. “It is pointed out that the last summary revision was done in the year 2016 after which no summary revision has taken place till date leading to a huge gap in the old available data in the office as opposed to the present-day figures have not been updated for five years,” the apex court noted. The bench said that it had accepted the assurances of the senior counsel for the state that they were at a threshold of completing the exercise and that a Committee had been formed to further the object of holding
elections as per section 23A of the Nagaland Municipal (First Amendment) Act, 2006. The counsel for the petitioners expressed some reservation as to the result of the deliberation as according to him the recommendations are that the men will nominate the women, something naturally not acceptable. “We can only say it is reassuring for us that learned counsel for the State submits that it is not so because such a proposal to be made or accepted, it would not take us much time to quash the same,” the bench said. The top court made it clear that a date has to be pointed out on the next date for completing the exercise, and directed the state chief secretary to positively respond to the letters of the Election Commission within the next two weeks. “Any non-compliance would be treated as a violation of the Order of this Court,” it said. The matter is listed for the next hearing on April 12.
Pegasus row: SC agrees to SG’s submission NEW DELHI, FEB 22 (PTI): The Supreme Court agreed to hear on Friday, instead of Wednesday, a batch of pleas alleging use of Israeli spyware for surveillance of certain people in India, after taking note of the submissions of the Solicitor General that he would be busy arguing a money laundering case in another court. As per the cause list uploaded on the website of the apex court, a bench headed by Chief Justice NV Ramana was scheduled to hear on Wednesday the pleas on Pegasus issue for the first time after October 27 last year when it had ordered setting up of a three-member panel of cyber experts to probe the spying allegations. The technical probe panel
has submitted an interim report in the case. The bench, also comprising Justices AS Bopanna and Hima Kohli, was urged by Solicitor General Tushar Mehta, appearing for the Centre, that proposed hearing of the pleas on Wednesday be deferred to February 25 as he would be arguing before another bench. “The Pegasus matters are coming up before your

NPCC hits out at state govt for non release of Hindi teachers’ salary
DIMAPUR, FEB 22 (NPN): Describing as “pathetic” the state government’s “inability” to pay the salaries of Hindi teachers while “blaming” the Centre, the Nagaland Pradesh Congress Committee (NPCC) has asked the state chief minister, who is also minister in-charge of the education department, to intervene and pay the salaries without any further delay. In a press release, NPCC president K Therie said he did not believe the Centre would starve Hindi teachers to death. Reacting to advisor school education KT Sukhalu’s statement that the Centre refused to release salaries as most Hindi teachers in Nagaland were not qualified, Therie said the advisor’s statement needed “authentication”. Maintaining that Hindi teachers were appointed by the state government after verifying their credentials, NPCC president said the Hindi teachers, therefore,
deserved their salaries. He said that screening of qualifications did not arise after having appointed them and utilizing their services as Hindi teachers. After using their services, NPCC said condemning Hindi teachers and denying their salaries exposed the “irresponsible government’s inability to protect and defend its employees.” ANHTU Wokha unit dismayed: All Nagaland Hindi Teachers Union (ANHTU) Wokha unit has expressed dismay over the State government’s tactics to delay release of salaries of Hindi teachers by terming them “unqualified and Central Sponsored Scheme (CSC) employees”. DIMAPUR, FEB 22 (NPN): Reacting to the report of cement price hike in Dimapur and other districts, the Hardware Merchants Association Dimapur (HMAD) has blamed the cement manufacturing companies in North East for hiking cement rates. It may be recalled that a report quoting a hardware dealer in Dimapur blamed unchecked price rise on multiple taxations. However, according to HMAD president K Denis, general secretary Mahesh Agarwal and treasurer D Sarkar, the price rise was due to alleged monopoly
of the cement manufacturing companies who were hiking cement price at their own will on the pretext of shortage and price hike of production materials. W h i l e s ay i n g t h a t HMAD does not favour any illegal taxation, the association has, urged all concerned to be aware of how cement manufacturing companies were “manipulating the hike of cement rates by running a syndicate-like system.” H M A D t h e r e f o r e, urged cement companies of North East to revise the current cement rate “within
a specific time frame.” It warned that failure to revise the rate would leave HMAD with no option but to put a blanket ban on import of NE cements brands such as Dalmia, Star Cement, Topcem, Amrit Cement etc. HMAD has also cautioned hardware dealers not to make “unnecessary comments or media statements” without with proper and authenticated information or facts and figures. In a statement, the WC, NNPGs through its media cell said that lately business fraternity in Dimapur and surrounding area were experiencing
more threats and intimidations from “dubious characters” posing as WC representatives and demanding financial assistance. After due consultation among WC, NNPGs, the media cell said “a clear case of criminal intent and activity has been identified.” It said that there were anti-social elements attempting to destroy the “camaraderie and brotherhood of WC while also enriching themselves through
criminal means.” WC said that “those imposters” using the nomenclature of NNPGs have been identified and detail of their extortion amounts have been unearthed. The committee has, therefore, directed those who have demanded and collected cash from business outlets and commercial outlets in the name of WC, NNPGs to submit the collected amount to the co-ordinator or any of the WC co-conveners

Terming him a protégé of Jamir, MIP said Kitovi was toying with the rejected 16 Point Agreement as indoctrinated by Centre’s former interlocutor RN Ravi and Jamir as he did
not know how to handle the Naga political issue. Meanwhile, NSCN (IM) noted that Jamir through his recent article had exposed his dogmatic political mentality as he feigned ignorance of the political meaning of Framework Agreement to find ground for defending 16 Point Agreement, which was his brainchild. Guinness record holder Melhite passes away DIMAPUR, FEB 22 (NPN): Pastor Melhite Kenye, who had recently celebrated his 100th birthday and a Guinness World Record holder for discovering the tallest paddy plant in the world in 1988, died at Chümoukedima on Tuesday. Recipient of Governor’s Gold Medal in 2002 for discovering the tallest paddy plant, late Kenye was born at Chizami village in 1922 and was one of the early Christian converts from the village. He married Kewetso-u Lasuh, who was also one of the early Christian converts.

Late Kenye subsequently migrated to Dimapur and served as pastor of Dimapur Chakhesang Baptist Church and pastor of Town Baptist Church, Chümoukedima for a long period, spanning nearly four decades.
CM condoles: In his condolence message, chief minister Neiphiu Rio said Kenye’s death was a huge loss for Nagas in general and Chakhesang community in particular. However, he urged everyone to take comfort from the Bible verse “Precious in the sight of the Lord is the death of His saints”. Rio conveyed condolences to the bereaved family and prayed to God to grant them solace and peace of mind in this hour of bereavement and prayed for the departed soul to rest in peace. K Y M C

He also highlighted that during their tenure 2020, the District Planning and Development Board (DPDB) recommended the union to the state government and held a meeting with HoDs of horticulture and agriculture departments where the responses were positive. DIMAPUR: Agricultural Technology Management Agency (ATMA) Wokha in association with State Agricultural Management and Extension Training institute (SAMETI) Nagaland and National Institute of Agricultural Extension Management (MANAGE), Hyderabad organised skill training of rural youth from February 7-12 and 14-19 on post-harvest activities on fish handling and processing of fishes and orchard management and maintenance at Fishery Training Hall and Sanis village respectively. The former was conducted in collaboration with NSRLM Wokha. The programme was led by DPD T Subenthung Yanthan, skill development officer i/c Wokha, Anuranjan Singh encouraged the participants to obtain proper skilling through such trainings while resource person, DFO Wokha, Dory Yanthan imparted practical knowledge on processing of various fish products. ATM Sanis Block Wokha, Lothungbeni Murry highlighted on orchard management, selection of sites, etc. Certificates were also distributed to all 30 participants.

KOHIMA, FEB 22 (NPN): Department of science and technology (S&T) jointly organised the Nagaland chapter of ‘Vigyan Sarvatra Pujyate’ with DST, DOS, ICMR AICTE and DRDO at its directorate complex. Speaking at the inaugural function, commissioner and secretary, science and technology, O.T Chimak said the centre was celebrating a year-long programme Azadi Ka Amrit Mahotsav to pay homage and showcase India’s achievements in 75 years of Independence. As part of this science week, Chinmak said a mega expo and book fair would be held at Jawaharlal Nehru Stadium, New Delhi and the Vigyan Sarvatra Pujyate science showcase would also put on display the scientific legacy and technology prowess that had helped find solutions to problems in defines, space, health, agriculture, astronomy and others. He said four themes were identified for the week long celebration: Annals of History of science, milestones of modern science and technology, science, technology and innovation for self-reliance/Atmanirbar and looking ahead -

Chinmak said the aspiration of the festival was to celebrate science and technology achievements over the 75 years through programmes that inspired the youth and helped them navigate into building a progressive nation. He also added that the festival was aimed at bringing to the fore, stories of people in science who made these achievements possible. Further, Chinmak encouraged the participating students to take the opportunity to explore the achievements and development that India had made in the last 75 years and to take inspiration from the achievements and contribute to nation building.
Altogether 16 schools from Kohima district are participating in the weeklong festival. It may be mentioned that the programme is being held as part of the Azadi Ka Amarit Mahotsav. Principal scientific advisor (PSA) and ministry of culture in association with Vigyan Prasar kicked off the week long festival to showcase science technology and innovation from every part of the country from February 22nd -28th 2022 called ‘Vigyan Sarvatra Pujyate’. The festival was launched in 75 locations across the country where 75 each of expositions, lecturers, films, radio talks, science literary activities, books, posters and award through hybrid mode would be held.

RPP commences ‘walk to save Nagaland’ DIMAPUR: Rising People’s Party (RPP) on February 21 commenced its “walk to save Nagaland” from Dimapur, which would circumnavigate the state covering a distance of 1200kms on foot for a minimum period of 40 days. A press release from the party informed that the team consisting of around 30-40 people travelled to Mhainamtsi village under Peren district on day one from Dimapur, covering a distance of approximately 40 kms. The team was received and hosted by the village council chairman and his team. Later, the party held a meeting with all the village, youth and women leaders and members of Mhainamtsi and New Jalukie areas with regard to the visions of Rising People’s Party for Naga people and the problems and grievances faced by villages. Meeting on Sekrenyi & mini hornbill festival held
DIMAPUR: In view of the upcoming Sekrenyicum mini-hornbill festival which would be celebrated at Naga Heritage Village, Kisama with state chief minister, Neiphiu Rio as special guest on February 25, a meeting was convened by deputy commissioner (DC) Kohima, Gregory Thejawelie with frontal units under Angami Public Organisation (APO) along with district administrative officers and related government departments on Tuesday. According to a DIPR report, the meeting was
held in the conference hall of the DC and was attended by APO, Angami Women Organisation (AWO), Angami Gazette Officer Krotho (AGOK), Angami Student Union (ASU) and government officials. Chairing the meeting, DC informed the members on earmarked amount received from the government for the festival which was later handed to APO. Prohibitory orders imposed in Jiribam IMPHAL, FEB 22 (IANS): Prohibitory orders under Section 144 CrPC have been promulgated in western Manipur’s Jiribam district after ethnic and political clashes in the mixed population areas, officials said on Tuesday. Jiribam District Magistrate W. Malemnganba Chenglei in a notification said that movement of people was prohibited outside their residence from 6 p.m. to 6 a.m. The prohibitory orders would remain in force till the situation returns to normalcy. Jiribam district Superintendent of Police intimated to the district administrations apprehending breach of peace, disturbance to public tranquillity and danger to human lives and properties forcing the district authorities to impose the prohibitory orders. On Monday, people belonging to different communities and different political parties attacked each other injuring several people who were admitted to the hospital.

Adorned in Nyishi traditional attire with matchet and headgear in place, Khandu hailed the Nyishis for preserving and practicing their age-old customs and celebrating Nyokum with traditional rituals headed by local priests or ‘Nyibus’. NEW DELHI, FEB 22 (PTI): Congress leader Jairam Ramesh on Tuesday accused Prime Minister Narendra Modi of peddling “lies” at his Manipur rally and asked why was he “completely silent” on the state’s fundamental issues such as AFSPA, MSP and rising prices of essential commodities. Ramesh, a Congress senior observer for Manipur Assembly polls, slammed the prime minister for his remarks at his rally in Imphal, saying “the Jagadguru of Jhoot (world leader of lies)” was true to his nature. At an election rally in Imphal East district, Modi said the BJP’s “doubleengine” government has laid a strong foundation for Manipur for the next 25 years. Hitting out at Modi, Ramesh said among his many “lies” was the claim of full vaccination coverage when Manipur is among the worst in the country in Covid inoculation rates. Only 47.6 per cent of the eligible population have got a double dose, he said. Ramesh said the prime minister claimed providing a balanced development in Manipur and taking the administration to people’s doors, while the truth is the BJP government has effectively “shut the doors of the
Jairam Ramesh Autonomous District Councils by not holding elections in the last five years”. “This is the murder of democracy in the hills and the grassroots,” the Congress leader alleged. The prime minister claimed poor performance in the power sector under Congress rule when the truth is that his government gave a national award to the Congress dispensation in 2015-16 for power sector reforms, Ramesh said in a series of tweets. He alleged the prime minister claimed palm oil plantations will benefit Manipur’s farmers while the truth is it is the transfer of profits and farmlands to two to three big palm oil companies. Modi made tall claims on bringing railways to Manipur but in reality it was the Congress government which completed more than 70 per cent of the project by 2017, Ramesh said.
Tripura Police arrests two hackers from Bihar
AGARTALA, FEB 22 (PTI): The Crime Branch of Tripura Police arrested two hackers from Bihar’s Samastipur district for allegedly embezzling funds allotted under Pradhan Matru Vandana Yojana (PMMVY), an officer said on Tuesday. Based on specific inputs, a team of Crime Branch carried out a raid at Tejpur in Bihar and with the help from local police nabbed the two persons in connection with the embezzlement of money to the tune of Rs 30 lakh, the officer said. “We have got them on transit remand to take them here and produced them before Chief Judicial Magistrate (CJM), Kailashahar, Saikat Das on Monday. The duo was sent to five-day police remand for interrogation by the court”, he said. An FIR was lodged against ‘unknown persons’ under section 420 IPC (cheating ) and 86 of Information Technology ACT by an official of the Social Welfare and Social Education (SWSE) department at Kailashahar police station on March 21, last year. In the FIR it was alleged funds allotted under Pradhan Mantri Matri Bandana Yojana (PMMVY) for expectant mothers of the state were embezzled.

NEW DELHI, FEB 22 (PTI): The Ministry of Information and Broadcasting on Tuesday blocked applications, website and social media accounts of foreign-based ‘Punjab Politics TV’, which is linked to banned organisation Sikhs For Justice (SFJ), for allegedly attempting to use an online platform to disturb public order during assembly elections. The SFJ has been declared unlawful under the Unlawful Activities (Prevention) Act, 1967. “Relying on intelligence inputs that the channel was attempting to use online media to disturb public order during the ongoing State Assembly Elections, the Ministry used emergency powers under the IT Rules on February 18
to block the digital media resources of ‘Punjab Politics TV’,” it said. The ministry noted that the content of the blocked apps, websites and social media accounts had had the potential to incite communal disharmony, separatism and were found to be detrimental to the sovereignty and integrity of India, security of the state, and public order. “It was also observed that the launch of new apps and social media accounts was timed to gain traction during the ongoing elections. “Government of India remains vigilant and committed to secure the overall information environment in India and thwart any actions having the potential to undermine India’s sovereignty and integrity,” the ministry said.

DEORIA (UP), FEB 22 (PTI): BJP president Jagat Prakash Nadda on Tuesday accused Samajwadi Party chief Akhilesh Yadav of taking an oath to protect terrorists and not the Constitution. In an election meeting in Deoria’s Rudrapur here, Nadda accused former Chief Minister Akhilesh Yadav of seeking to withdraw during his tenure cases against terrorists involved in several terror attacks. “Other people swear by God to protect the Constitution but Akhilesh says he swears by God that he will protect terrorists,” the Bharatiya Janata Party president told the rally. “Last Friday, 38 people were sentenced to death in the Ahmedabad bomb blasts case. Among them, Shadab Ahmed, father of Mohammad Saif, is a Samajwadi Party worker and is working closely with Akhilesh,” Nadda said. The minister was addressing the rally at Banshi Bazar when the youths disrupted his speech and claimed that recruitment in the Army is on hold for three years now. To it, Rajnath replied that the process is underway. KOLKATA, FEB 22 (PTI): Clashes broke out between police personnel and students of Aliah University in College Street area of Kolkata on Tuesday after the latter tried to break barricade and march towards Writers Buildings, the erstwhile state secretariat, demanding justice for student leader Anish Khan who was allegedly killed last week. The students and other protestors participated in a march and made a human chain at the Park Circus seven-point crossing before resuming the rally in the direction of Writers Buildings in Dalhousie area. They later changed the route and took College Street. However, the police had put up barricades there to stop the students. As the students tried to break the barricades, police used force to disperse them. Police said some of the activists were detained. Four people in uniforms of police and civic volunteers had allegedly pushed off Khan from the third floor of his house in Howrah district’s Amta in the dead of night on February 18, according to his
family. Khan, who was earlier with SFI, the student wing of the CPI(M), was a prominent face of the protests in Kolkata against the Citizenship Amendment Act (CAA). He later joined the Indian Secular Front (ISF). His death sparked widespread protests. The s t a t e g ove r n m e n t h a s formed a special investigation team (SIT) to probe the matter.

Outsourcing progress
I
t was a confirmation that the bubble of so-called economic development in Nagaland has almost reached its end as there are no more avenues for obtaining funds/money/cash and that new sources would have to be found out. This was the conclusion that could be drawn from the proposal made by Industrial Development Agency of Nagaland (IDAN) to all head of government departments to come up with ideas and plans to prepare blueprints for development projects. The blueprints or plans can be broadly termed as Departmental Project Reports (DPRs) for which Nagaland has become synonymous at the Centre. The concept CSR was implemented in the new Companies Act, 2013 to make sure that more and more entities came forward and participated in the growth and development of the society. According to the United Nations Industrial Development Organization (UNIDO), Corporate Social Responsibility (CSR) is defined as a business management concept whereby companies integrate social and environmental concerns in their business operations and interactions with their stakeholders. The CSR law or more popularly known as the CSR mandate, which came into effect from April 2014 in India, applies to every company registered under the Companies Act, 2013, and any other previous companies law qualifying following conditions: Having a net worth of rupees five hundred crores or more, or – Having a turnover of rupees one thousand crores or more, or – Having a net profit of rupees five crores or more, during a financial year. It would be fair to admit that there is no project involving ‘development or progress” where Nagaland has not exploited; be it construction of buildings, halls, stadia, community centres. Housing, hostels, urban, sports and music facilities or urban roads and bridges etc to name some. These dot the state’s landscape and more foundation stones laid during the past few years would serve to indicate that construction activities are still on the anvil. Whether people on the ground feel they have experienced any change is another matter. The government of Nagaland has many innovative planners and bureaucrats who are second to none in the country when it comes to preparing vision documents. Nagaland state has announced many impressive vision documents at various impressive programmes that ended with delightful entertainment programmes- a hallmark of official functions. People can perish not because of lack of vision only but also lack of comprehension about a desired and achievable vision. Different people have visions that seek to address the same objective but through different angles. Economic vision is not only about good things that we hope at the moment to believe it would be achieved in the future but another way of setting the foundation for progress. Economic vision also cannot ignore the reality of the ever changing environment and the factors that impact infrastructure and commerce etc. One of the problems is the government system itself. For one, the bureaucracy has taken it upon itself as the indispensable player in furthering or promoting state economy. This has only led to creation of an exclusive domain of powerful and influential bureaucrats who make policies that seem complex for politicians to understand. This is because politicians are more interested in “now/today” and have less patience for long term benefits. Bureaucratic concepts also mean bending some when convenient and ignoring when inconvenient. This pick and choose has not exactly helped promote the culture for genuine progress.

Also, our fear is that the very things our Lord stood for— love, justice, forgiveness, and kindness among men— will not win out in the end and will represent an unattainable goal for us. Then there is the call to spiritual perseverance. A call not to hang on and do nothing, but to work deliberately, knowing with certainty that God will never be defeated. If our hopes seem to be experiencing disappointment right now, it simply means that they are being purified. Every hope or dream of the human mind will be fulfilled if it is noble and of God. But one of the greatest stresses in life is the stress of waiting for God. He brings fulfillment, “because you have kept My command to persevere…” (Revelation 3:10). NLTP Act 1989: Revisit to the past amidst lobbying N agaland has a long history of bringing the NLTP Act to black and white. The movement began in in the early 1960s wherein, the church, and the civil society fought for almost three decades and finally NLTP Act came into being in 1989. In the 70s and the 80s, the Nagaland Baptist Church Council and the Naga Mothers Association spearheaded the movement, supported by the civil society organizations. This they did because they saw the evil of liquor in our society and what it has done to the generation then. In the 80s, the movement became more pressed, aggressive and urgent that the last resort was to “fast unto Death.” This, they did because they saw the ravaging effect of liquor in the society was going to the point of no return. They were serious because they love the people and want to see their children grow up free from indulging in something which resulted to broken homes, destroying the moral and spiritual lives of the people. The Act may have curtailed the individual choice, but for the greater good of the society in general, the prohibition was fought. The lower section of people, poor and working class expend their earnings towards liquor. Women suffer domestic violence because of liquor leading to broken homes where children became the victims. Poorer section of people in the society became poorer. Students getting addicted to liquor at younger age, deviating from studies. The moral and spiritual life declining at fast rate. All these and other social evils created by liquor led the church, the Naga Mothers Association and the civil society to fight at the forefront. This was done to salvage the society. After three decades of the NLTPA Act, we seem to be forgetting the reason why the NBCC, the NMA and the civil society took such a persistent approach to try to eradicate liquor in our land. There are counter arguments where some are of the opinion that it has done nothing good to the society. The Act has become an object of derision and the church is often blamed.

Whatever it may be, we believe we must put more effort and resolute power to make the Act applicable and successful. The Act has been kept in the cold storage for too long. Before anything is put on the table for consideration, we must go through the definitions and implement the ideals set forth in the Act. Otherwise, it will remain just a “paper tiger”, and it will not yield any desired result. This is exactly what we find ourselves in today, talking about the failure of the Act and forgetting the implementation part. We must visit the past to remind ourselves, when the government is toeing/ lobbying with the idea of total or partial lift of the prohibition. Forget about the loopholes/failure, the Act is a hard earn Act not only for the church but more importantly, our people and the generations to come. For our sake and theirs, have we really implemented the ideals of the Act? Let us not forget the first Liquor Prohibition Movement in record which goes back to February 5, 1962 in Mokokchung, where an appeal was made and I quote: “Appeal was made to the Governor to abolish immediately the sale and use of liquor in Nagaland and divert the fund provided for political run to some welfare project as since independence of India the 2 use of liquor has been on the increase in Nagaland.” Another Action by the church council at Kohima taken on November 21-22, 1964 reads: “….demanded the Government of Nagaland to take early measures to stop the sale of all distilled liquor … throughout Nagaland.” These records show that after almost three decades of persistent appeal by the church and the public, the Act came into being. However, the authority failed to successfully and intentionally implement the Act and now we are arguing of its failure. For this long the government has taken the path of wait and see approach. And now without even proper consultation, free and frank discussion, selective lobbying ignoring the stakeholders is nothing less than an insult. We need no apology but may we be reminded
that because of this kind of mentality of doing things our problems are piling up one after the other. Let me quote one of the resolutions found in the record by the Nagaland Baptist church Council in its general session held at Kohima on October 12, 1966. “The Naga public is greatly alarmed by the meteoric rise of licensed wine shops and Bars in the streets and cross-roads of all major towns of Nagaland. This is specially evident for the last few years after the assumption of the reins of Government by our own Naga leaders. Erroneously, for many Naga politicians and officers, liquor is association with status - symbol, and with some profiteering motive through its sale seems to weigh much heavier than their concern for the good and well-being of the country men in the villages. As a result, the Naga people are now pondering the serious question as to whether or not, they have voted for the right persons to represent them in the State Assembly.” This is a sad commentary that after our own people took the rein to govern our own affairs the situation got worse. We are still struggling with this after more than half a century. Profit and revenue motives still is the order of the day. We are less concern about the good and well-being of the ordinary people and the generations. If the Act is not reinforced, sensible people will continue to wonder if the right people are in the right position. Five point resolutions in 1966 speak the mind of the church leaders on the issue then and now. Here I quote: 1. Resolved that all liquor shops and Bars in Nagaland should be closed down by the end of 1966, by cancelling all licenses now possessed by the dealers. 2. Resolved that the Government of Nagaland should give assurance to the Naga people that no Bill for legalized manufacture and sale of any kind of liquor will be passed by the State legislative Assembly. 3. Resolved that the Rum quota annually received by the Nagaland State Government from the Centre under the item
“Guest entertainment” should be immediately discontinued. 4. Resolved that all the Fourteen Naga Baptist Associations should, in their Annual Sessions, seriously discuss the above Resolutions and take positive actions by creating “ALLOUT MOVEMENT” until the objective is fulfilled. 5. Resolved that all the Christian Women Societies throughout Nagaland be urged to organize themselves into “Dry Forces” to combat the manufacture and sale of liquor so detrimental to the peace and security of every NAGAHOME. Such has been the stand of our past leaders. They have not seen all but they have felt the pain in their heart and wanted to give us a better future. Where we find ourselves today is non of their fault but ours. The church will not lobby but prayerfully work out the action plan because we still believe and are convinced that liquor in any form will do greater harm to our society. A letter addressed to the Chief Minister through Excise minister on April 17, 1974 speaks volume of how distressful the church become on hearing the authority trying to please people for their loyalty to the party. “ We a r e g r e a t l y alarmed to learn that you and your Gover nment are planning to renew the Wine-Shop Licenses granted by the government as a special favour to those people for the loyalty to the party. If this true, this plan of yours will cause great resentment and alarm among the churches and their leaders throughout Nagaland, and there is bound to be serious repercussions all over the land. If this should happen, this will lead our people, who have been so earnestly praying for you and your Government, to lose their confidence in your leadership.” A copy of the letter to the CM by the party President is partially quoted below: “As member of the Prohibition Movement, I would like to forewarn our Government of the impending danger that would spell a great embarrassment…. Unlike other states, Nagaland, can take a lead in this by taking
some timely measures.” Today, we need such leaders who can speak boldly and say, we need to take “timely measures” instead of talking about partial lift or regulated lift because we know it would not work. Leaders who will put their self interest behind and embrace the desire of the people. Leaders who will think beyond “the now” for the future of the people. Above all, leaders who will fear God and dispense their responsibility to honor God. A covenant has been reached three decades ago and we cannot break that covenant. The move if ever is true, will be a disastrous move. There will be less revenue and more corruption and less accountability. It will not solve the one sided argument which the government has been presenting over and over again. It will create an unsafe and dangerous situation in the society. The one option left is to aggressively develop the mechanism to implement the Act with courage. When the executive power is given to the government agency/agencies and yet, they still feel disabled to act upon it, where is the logic that they will do better with the partial lift of the Act? As long as the Act is kept in the cold storage we will continue to come up with unrealistic proposal and approach to deal with the issue. As is the case today, we are lacking the will power and we resort to all kinds of lobbying tactics to divide the society. Let us for once try and rationally present the loopholes in areas the Act has failed. Let us not only talk on spurious-spiritedillegal flow of liquor. But let us open the pandora box and see who are the culprits and how it is coming in. It is very easy to blame our neighbor State but that maybe just an excuse. We cannot be selfish to fatten our pockets. We cannot submit to the pressure of the few who are waiting to harvest at the expense of the suffering and common people. We need to remind ourselves again and again that we have condemned liquor business as evil in the society. When we talk of partial lift, who is going to gain and who is going to
lose? When financial gain, business reward and fattening the pockets are the main motives, the whole Act will tumble down. It is, as quoted above “special favour” approach without any consideration for those who will become the victims. We know the biblical references to the evil effects of alcohol so I will not rebuttal my case with it. But listen to this: A nation addicted to drinking has its future completely doomed…. A Gover nment which fattens its purse by selling alcoholic drinks to its people makes prostitution of its sacred functions… A nation of drunkards is a morally and spiritually dwarfed section of humanity (M. K. Gandhi?). It is not only what the Bible says, (though that is our foundation) and the church that see the evil of liquor. And yet, we want to reverse the clock with the excuse of revenue without realizing the power of destruction for our people. We can go on and on developing our thesis why alcohol is bad and destructive. The bottom line is this, we are very indiscipline and selfish people and once let loose of the Act we will end up in the pit. There is still a shadow of fear with the Act and this tells us that we still have hope once its implemented with the will power. We are arguing on a shaky ground and therefore, the blame game, unrest situation and regrets will become the order of the day. The NLTP preface says, “Totally Prohibition prohibits possession, sale consumption and manufacture of liquor in and of import and export thereof in the State of Nagaland” (Preface p.1). The preamble further reads: “Whereas it is expedient to totally prohibit the possession, sale, consumption and manufacture of liquor and of import and export thereof in the State of Nagaland. It is thereby enacted in the fortieth year of the Republic of India,..” (p. 1). The preface and the preamble give no interpretation to the “clauses” and the “paras” imbedded in the Act. 6 held for Bajrang Dal activist’s murder in K’taka SHIVAMOGGA, FEB 22 (PTI): Six people have been arrested in connection with Bajrang Dal activist Harsha murder case here while some are at large, a senior police officer said on Tuesday, as stray incidents of arson and violence were reported in the city this morning. The 28 year-old Harsha was stabbed to death on Sunday night here leading to clamping of prohibitory order even as the city witnessed arson, violence and stone pelting. “We have arrested Mohammed Kashif, Syed Nadeem, Ashifullah Khan, Rehan Khan, Nehal and Abdul Afnan in connection with the case. All are aged between 20 to 22 years, except Kashif who is 32. They are all residents of Shivamogga,” Superintendent of Police B M Lakshmi Prasad told reporters. He said these people were earlier staying together but were now living separately. Kashif has some criminal cases against him. According to Prasad, a few more are involved in the case and a manhunt

It is evident that there is a link between this murder and the Hijab row,” Ashoka said. A few Muslim girls from Udupi had approached the Karnataka High Court when they were allegedly denied entry to the classes with their Hijabs or the Islamic headscarves on. In reaction to the girls wearing Hijab, some Hindu students started coming to college wearing saffron scarves. The trend of Hijab versus saffron scarves gradually spread to other parts of the state leading to communal tension in some educational institutions.

DEHRADUN, FEB 22 (PTI): Fourteen people returning from a wedding, including five women and two children, died and two were injured when a vehicle fell into a deep gorge on the Sukhidhang-Dandaminar road in Uttarakhand’s Champawat district, police said on Tuesday. Their bodies were recovered from the gorge after a nearly 11-hour-long rescue operation, Champawat Superintendent of Police (SP) Devendra Pincha told PTI from the spot. Five women, a four-year-old girl and a teenaged boy are among the dead, he said. The deceased also include a mother-daughter duo, the SP said. All of them died on the spot as the gorge was deep and the car was badly damaged in the accident on Monday night, he said. The two injured are being treated at hospitals in Tanakpur and Champawat, the SP said. The authorities were informed about the accident around 3 am on Tuesday, after which rescue teams were rushed to the spot, an official at the Champawat district disaster management office said.

The plea has sought directions to the CBSE and other education boards, which have proposed to hold board examinations for classes 10 and 12 in offline mode, to devise alternate modes of assessment. The CBSE has decided to conduct term two board exams for class 10 and class 12 from April 26. On Monday, the matter was mentioned for urgent listing before a bench headed by Chief Justice N V Ramana. The counsel had told the CJI-led bench that physical examination should not be conducted due to the pandemic. The bench had said that the matter would be listed before a bench headed by Justice Khanwilkar. On June 17 last year, the top court had approved the assessment schemes of the Council for the Indian School Certificate Examinations (CISCE) and the CBSE, which had adopted the 30:30:40 formula for evaluation of marks for students of 12th standard based on results of class 10, 11 and 12 respectively.
NEW DELHI, FEB 22 (PTI): The Indian embassy in Ukraine on Tuesday once again asked Indian students to leave that country temporarily, amid escalating tensions following Russia recognising the independence of two separatist regions in eastern Ukraine. About queries by Indian students about online classes by medical universities in Ukraine, the embassy said it is engaged with respective authorities on the matter. “The embassy of India is receiving a large number of calls asking about the confirmation of online classes by Medical Universities. In this regard, as informed earlier, the embassy is engaged with respective authorities for streamlining of the education process for Indian students,” it said. “Students are advised, in the interest of their safety, to leave Ukraine temporarily, rather than wait for an official confirmation from universities,” the mission added in a fresh advisory.
TN civic polls: DMK notches thumping win
CHENNAI, FEB 22 (PTI): The ruling DMK and its allies notched a huge electoral victory in the just concluded urban civic polls winning over two-thirds of the 12,800 plus ward member posts and bagging all the 21 municipal corporations in Tamil Nadu for which results were declared on Tuesday. DMK president and Chief Minister M K Stalin said the win is proof of people’s endorsement of the ‘Dravidian Model’ of governance and added that he would slog to uphold the faith reposed by the people on him. He thanked the people for bestowing his party and allies with victory. A significant aspect of the poll result is the DMK wresting the western region from arch rival AIADMK. On victory in this region, which includes Coimbatore among others, Stalin recalled his pledge made after 2021 Assembly election win to work for all sections of people and regions including for those who have not voted for the DMK. Such complete dedication to ensure people’s welfare has led to the DMK capturing even the western ‘Kongu’ region, considered a fortress of the AIADMK, the Chief Minister said. The DMK has won a

The ruling party has won 946 wards in corporations, 2,360 in municipalities and 4,388 in town panchayats which includes local bodies in the home turf of AIADMK leaders including former Chief Ministers K Palaniswami (Edappadi, Salem district) and O Panneerselvam (Periyakulam, Theni district). The main opposition AIADMK which came a distant second winning over 2,000 ward member posts thanked voters who chose the party and said it would continue in people’s work with full commitment.
AIADMK Coordinator O Panneerselvam said the party has bagged great victories following such poll defeats. ‘Dharma’ would win eventually and evidencing it, a democratic opportunity shall ensure that people’s true state of mind, aspirations are reflected. “On that day, people’s power will win. AIADMK will win again as per people’s wishes. This will happen for sure,” Panneerselvam said in a statement. The big win in the urban polls is the latest in DMK’s winning streak that began with 2019 Lok Sabha polls. Soon, it edged past AIADMK in the 2019 December rural civic polls, won last year’s Assembly election and the recent local body polls in 9 reconstituted districts.
BENGALURU, FEB 22 (PTI): The Karnataka government on Tuesday told the High Court that there is no restriction on wearing Hijab in India with reasonable restrictions subject to institutional discipline and dismissed the charge that denial to wear the headscarf was a violation of Article 15 of the Constitution, which prohibits discrimination of every sort. Countering the petitioner Muslim girls from Udupi district, who challenged the restriction on Hijab inside the educational institutions, Karnataka Advocate General Prabhuling Navadgi said the right to wear the headscarf falls under the category of 19(1)(A) and not Article 25 as has been argued by the petitioners. “The right to wear Hijab falls under Article 19(1) (A) and not Article 25. If one wishes to wear Hijab, then there is no restriction ‘subject to the institutional discipline’. The rights claimed under Article 19(1) (A) is related to Article 19(2) where the government places a reasonable restriction subjected to institutional restriction,” Navadgi told the full bench of the Karnataka High Court. Hijab inside the classroom. Navadgi further said the institutional restriction in the present case is only inside the educational institutions and not anywhere else. Arguing further, he said the independent claim of 19(1)(A) cannot go together with Article 25. “The consequence of the demand to declare Hijab as an essential religious practice is huge because there is an element of compulsion or else you will be expelled from the community,” Navadgi told the court. Article 19(1)(A) is related to the freedom of expression of the Indian constitution. Article 19(2) says that nothing in sub clause (a) of clause ( 1 ) shall affect the operation of any existing law, or prevent the State from making any law, in so far as such law imposes reasonable restrictions on the exercise of the right conferred by the said sub clause in the interests of the sovereignty and integrity of India, the security of the State, friendly relations with foreign States, public order, decency or morality or in relation to contempt of court, defamation or incitement to an offence. NEW DELHI, FEB 22 (PTI): The Supreme Court Tuesday said it would hear tomorrow a plea seeking cancellation of offline board examinations for classes 10 and 12 to be conducted by the CBSE and several other boards this year. “Without completing the course, how can examination be conducted,” a bench headed by Justice A M Khanwilkar orally observed after the counsel appearing for the petitioner said that although the COVID-19 situation has improved, classes have not been completed. The bench, also comprising Justices Dinesh Maheshwari and C T Ravikumar, granted liberty to the counsel appearing for the petitioner to serve the advance copy of the plea to the standing counsel for concerned respondents, including the Central Board of Secondary Education (CBSE). “We will list it tomorrow,” the bench said. MUMBAI, FEB 22 (PTI): Forecasting a lower-thanpreviously projected 10 per cent GDP growth for the fiscal year 2022 due to the third wave of the pandemic, foreign brokerage Barclays said the Indian economy is likely to have expanded by 6.6 per cent in the December quarter. The economy had a relatively stable Q3 with several sectors returning to pre-pandemic level of activity, with services playing a bigger role in activity, the report said, adding that with the mild Omicron wave in January, there is clear downside risks to the earlier growth forecast of 10 per cent in FY22. In the July-September quarter, the Indian economy had clocked a growth of 8.4 per cent. The National Statistical Office (NSO) will declare the GDP estimates for Q3 FY 2021-22 on February 28. As high base effects kick in, and activity consolidates, growth rate is likely to slow down from 8.4 per cent in Q2 to 6.6 per cent in Q3, it said, adding there scope for a steady farm sector growth,

MUMBAI, FEB 22 (PTI): The rupee depreciated by 31 paise to 74.86 (provisional) against the US currency on Tuesday as riskier assets took a hit amid deepening geopolitical tensions. Forex traders said sustained foreign fund outflows, a lacklustre trend in domestic equities and elevated crude oil prices weighed on investor sentiment. At the interbank foreign exchange, the rupee opened at 74.71 against the American dollar but later dropped to a low of 74.99 against the greenback. The local unit was quoted at 74.86 at close, down 31 paise from the previous close. GENEVA, FEB 22 (AP): An independent human rights expert working with the United Nations is criticising China and Russia for allegedly supplying weapons used by Myanmar’s military against civilians since it seized power last year. Tom Andrews, a special rapporteur working with the UN human rights office, urged countries to halt such sales. He also called on the UN Security Council, where China and Russia are permanent members, to hold an emergency meeting to discuss a possible ban on sales of arms used by Myanmar’s military against civilians. “The people of Myanmar are imploring the UN to act,” Andrews said in a statement Tuesday. “They deserve an up-or-down vote on a Security Council resolution that will stop the sale of weapons being used to kill them.” The findings come in a new report from Andrews on the types and amounts of weapons used by the military as early as 2018, when it led a bloody crackdown on the Muslim Rohingya minority that caused hundreds of thousands to flee to neighbouring Bangladesh. Andrews’ research described several categories of weapons transfers, with the ones he identified “most problematically” coming from China, Russia and Serbia, because they have been sent since 2018 and continued after
the military’s takeover last year. He also cited India for having transferred weapons before the coup, and once afterward, and said three other countries — Belarus, Pakistan and Ukraine -had sent arms before the military takeover but not afterward. He said Israel and South Korea have sent naval vessels to Myanmar since 2018 that could be used against civilians, but have since committed to no longer sending weapons. Andrews, a former US congressman, said a resolution passed by the UN General Assembly in June has failed to have “any discernable impact” on the ability of Myanmar’s military to attack civilians, who have demonstrated in large numbers against the government despite its deadly suppression of protests. Special rapporteurs work with the UN human rights office in Geneva based on mandates handed out by the UN-backed Human Rights Council, a 47-member body that currently counts both China and Russia as members. Widespread nonviolent protests in Myanmar followed the military takeover in February last year that ousted the elected government of Aung San Suu Kyi. An armed resistance grew after peaceful protests were put down. More than 1,500 civilians have been killed by security forces, according to the Assistance Association for Political Prisoners.

PhD student Amelia Penny spotted its sharptoothed jaw in a layer of ancient limestone on Skye’s coast. That initial discovery, in 2017, has now been followed up with detailed examination of the fossil skeleton. Those studies, published in the journal Current Biology, show the flying lizard had a 2.5m (8ft) wingspan. The research, led by PhD student Natalia Jagielska, also revealed the creature was a species new to science. It has now been given the Gaelic name Dearc sgiathanach (pronounced Jark Ski-an-Ach), which translates as “winged reptile”. Researchers from the Hunterian Museum, in Glasgow, and the Staffin Museum, on Skye, had to extract the rock slab entombing the fossil - a painstaking process and noisy process racing the incoming tide - and bring it to the University of Edinburgh. But it was well worth the effort.

The reason given for this is that the company is exploring all-screen foldable MacBooks. The delay for the launch of a foldable iPhone is quite long if it is not getting official until 2025. Earlier, the device was rumoured to get launched sometime in 2023 or 2024 to catch up with the competition in the market, the report said. But the delay in the launch indicates that the tech giant is not in a hurry to enter the foldable smartphones market, it added. The company is now focusing on MacBooks and is allegedly exploring the possibility of offering an all-screen foldable notebook. The company is currently in discussion with suppliers for around 20-inch foldable screen. However, the launch timeline for the foldable MacBook is likely later than 2025 and the launch is most likely to take place in 2026 or 2027. Meanwhile, the company is set to launch several new products this year, including the Apple iPhone 14 series, M2 chipset, MacBooks powered by the M2 chipset, a 27-inch iMac Pro with M1 Pro or M1 Max processor, and a new Mac Mini, among others. NEW DELHI, FEB 22 (PTI): India’s boxers are set for a hectic round of trials in the coming four months with the national federation unveiling its selection policy for major events such as the Commonwealth and Asian Games scheduled to be held between July and September this year. As per the Boxing Federation of India’s (BFI) selection policy, which is in PTI’s possession, the first set of trials would be held next month for the women’s world championships in Turkey this May. “Simultaneously, selection trials for the elite women will also be held for selecting boxers for the Asian Games,” the policy stated. While the dates have not been mentioned in the document, it is learnt from
reliable federation sources that the world championship trials would be held from March 7 to 9, followed by the Asiad trials from March 10 to 13. The women’s trials for the Commonwealth Games will be held in June. The men will undergo selection trials for both the Commonwealth and Asian Games in “middle of May”. The CWG is scheduled first on the competitive calendar, set to be held in Birmingham from July 28 to August 8, while the Asiad will be conducted from September 10 to 25 in Hangzhou, China. “The selection committee will comprise President, BFI (or his nominee) and expert panel of reputed veteran boxers, preferably Arjuna/Dronacharya
awardees, past Olympians and past world championships medallists,” the policy stated. and the official mascot was unveiled. The mascot is a Hornbill named Akimji in Sümi dialect which roughly translates as “Ambition”. Metha informed that the kit included training, travelling and formal event kits for all the sportspersons. He said the designs were and in-house production and that the quality was of highest grade at par with the national team. This was to ensure that team Nagaland would get the best kit in order to motivate the players and to remove the inferiority complex which often arises in players when they were given low quality materials

KO H I M A , F E B 2 2 (NPN): A four-day sports meet of 9th Kohima Town A/C of Nationalist Democratic Progressive Party (NDPP) began at Pusolieke (D. Khel ground), here on Tuesday. A total of 13 teams in the women’s volleyball and 17 teams in the men’s football categories from all the wards under Kohima town would be vying for the top positions. Speaking as the host of the meet during the inaugural, advisor, Urban Development and Municipal Affairs, Dr Neikiesalie (Nicky) Kire said times had changed for the better for sportspersons. He said in olden times parents would often discourage their children from pursuing sports as a career citing there were no earning avenues in the sector.
He observed that the earning potential and outlook of sports had changed drastically over the years and would continue to grow exponentially even in the coming years. On that note, he encouraged the gathered sportspersons to be serious in their approach. Citing the progress Mizos had made in the field of sports, Dr Nicky pointed out that they were being hired to play for many reputed sports clubs across the country. He said many Mizo players were even playing for different teams in the Indian Super League (ISL). KL Rahul donates Rs 31L for budding cricketer’s surgery
BENGALURU, FEB 22 (IANS): In a heart-warming gesture, Indian opener KL Rahul has come to the rescue of an 11-year-old budding cricketer, needing an urgent bone marrow transplant (BMT) to treat a rare blood disorder. Since September 2021, Varad, a schoolboy from Mumbai, who aspires to don an India cricket jersey, had been under the care of hematologists at Mumbai’s Jaslok Hospital. In December, Varad’s parents Sachin Nalawade, an insurance agent, and homemaker Swapna Jha, started a fundraising campaign on GiveIndia to raise Rs 35 lakh they needed to pay for their son’s treatment. Rahul’s team got in touch with them as soon as they came to know about Varad. Rahul donated a generous Rs 31 lakh of the 35 lakh required for the procedure. Varad was operated upon, and he is now recuperating. “When I came to know about Varad’s condition, my team got in touch with GiveIndia so that we can help him in any way we could.

DIMAPUR, FEB 22 (NPN): The 26th Wrestling meet-cum- 2nd Under-16 wrestling of the Zeliang Wrestling Association was held at Ngwalwa village local ground, Peren on February 21. According to DIPR report, the meet was graced by Iteigong Kauring, PS to advisor for Water Resources as special guest and SDO (C), Tsenthungo E. Ngullie as guest of honour. In the final match, Nlumrai from Mpai village emerged as the champion after defeating Suiriepeu
from Peren. Meanwhile, Penachi from Mpai village and Keyigumbe from Ngwalwa village secured third and fourth positions respectively. Altogether, 60 wrestlers from four zones (Southern, Northern, Eastern, and Western) vied for the championship title. The prizes were given away by SDO (C), Tsenthungo E. Ngullie.
