DIMAPUR/KOHIMA, FEB 21 (NPN): Several parts of Nagaland on Monday experienced snowfall and rain as temperature dipped below 5°C. Several places in Kohima, Kiphire, Phek and Zunheboto districts experienced snowfall as people thronged the areas. DIMAPUR, FEB 21 (NPN): Nagaland on Monday recorded six fresh Covid-19 positive cases while no deaths were reported in the last 24 hours. Of the fresh cases, three were from Dimapur, two in Mokokchung and one in Peren, taking the total caseload to 35363. Further, a total of 1437172 persons had been inoculated against Covid-19 (811544 1st dose & 625628 2nd dose) while 20885 received thier booster dose. Altogether, 70523 teens had been vaccinated (56736 1ts dose and 13787 2nd dose). NEW DELHI, FEB 21 (PTI): The government has approved Rs 13,020 crore for the continuation of the central sector umbrella scheme of Border Infrastructure and Management (BIM) during the 15th Finance Commission cycle from 2021-22 to 2025-26. Hindi Teachers fulfill all criteria: ANHTU

DIMAPUR, FEB 21 (NPN): Close on the heels of the statement made by Adviser school education department K. Tokugha Sukhalu that centre had frozen funds for Hindi Teachers since most did not fulfill the required eligibility, the All Nagaland Hindi Teachers’ Union (ANHTU) maintained that a total of 1379 Hindi teachers were recruited under CentrallySponsored Scheme (CSS) after fulfilling the criteria through both written and oral examinations in 2012, 2013 and 2014. ANHTU president Ruchunlo Tep asserted that since the Hindi Teachers were recruited only after fulfilling all criteria they were therefore eligible. Speaking to Nagaland Post over the phone, Tep advertisement for recruitment was done on January 10,2012 after cabinet decision which mentioned the eligi-bility criteria of either under graduate or graduate for various posts.

Pegasus Row: SCappointed committee submits interim report NEW DELHI, FEB 21 (AGENCIES): The expert committee appointed to look into the Pegasus row-- where Israeli spyware was allegedly used to snoop on politicians, journalists, judges and government officials-- has sought more time to complete its investigation. Sources said the panel, headed by Justice (Retd) Raveendran, has already submitted its interim report in the Supreme Court, which is likely consider it on February 23. The top court had appointed the committee in October last year amid a huge political furore, saying the state will “not get a free pass” every time national security is raised and the court will not remain a “mute spectator”. Regular Intl flights likely from Mar 15 NEW DELHI, FEB 21 (PTI): Regular international flights are likely to resume from March 15 and will follow the standard operating procedures effective at airports for arrivals and departure, government sources said on Monday. Given the consistent decline in Covid cases, a decision on resuming scheduled international flights has almost been arrived at by the Aviation ministry. However, no official announcement has been made by the DGCA, it said.

ation period (2022-2027), for the untrained Hindi teachers to undergo training and fulfill the NCTE criteria. Later Nagaland Post interacted with some Hindi teachers, who spoke on condition of anonymity as they feared punitive action by the government. The teachers said they were appointed after fulfilling all criteria but have not been paid salary since the past four months. They said this was a feature 2015. Another undergraduate teacher remarked “At present, the state has only one training centre for Hindi, Central Institute of Hindi (CIH) located at half Nagarjan, Dimapur”. ZRSU serves 15-day deadline on DoSE to put an end to proxy teaching in Zbto DIMAPUR, FEB 21 (NPN): Zunheboto Range Students’ Union (ZRSU) has served a 15-day deadline on Department of School Education (DoSE) to completely eradicate the malpractice of proxy teaching in government schools in Zunheboto district headquarters. In a representation to Zunheboto sub-divisional education officer (SDEO) on Monday, ZRSU ZRSU president Gihuka K Zhimo and general secretary Ito S Chophy warned that it would chart its own course of action if the department failed to act within this timeframe and would be held fully responsible in case of failure to curb the issue. Meanwhile, asking government teachers in Zunheboto town and Zunheboto area to stop the malpractice of keeping proxy teachers, ZRSU in a press release warned of initiating stringent measures against those

teachers who only enjoyed their salary without any effort of providing quality education to students. It announced of going to any extent to make sure that the unethical practice was eradicated from the society. While appreciating the role of School Education department for development of education sector, ZRSU also expressed astonishment and anguish over the inability of the department to remove the ill-practice of proxy teachers. Despite repeated appeal and request, the union regretted that the department did not take any positive step to curtail the issue of government teachers keeping proxy teachers. With the availability of many professionally-trained teachers awaiting recruitment, it also demanded those unwilling to serve in schools should be removed to pave way for those willing to serve with dedication.

Boards 2022: SC to hear plea against offline exams NEW DELHI, FEB 21 (PTI): Supreme Court on Monday agreed to list for hearing a plea seeking cancellation of offline physical board examinations for classes 10 and 12 to be held by Central Board of Secondary Education (CBSE) and other several boards this year. A bench comprising Chief Justice NV Ramana and Justices AS Bopanna and Hima Kohli took note of the submissions of a lawyer seeking early listing of the plea saying that the physical examination

should not be conducted due to the Covid pandemic situation. “This is regarding classes 10 and 12 Board examinations. Physical examination should not be held due to the pandemic,” lawyer Prashant Padmanabhan said. “Let the

matter go before a bench of Justice AM Khanwilkar,” the bench said. The lawyer mentioned the plea filed by one Anubha Shrivastava Sahai, an activist, seeking directions to CBSE and other education boards which have proposed to hold board examinations offline for classes 10 and 12. The plea has also sought a direction to the education boards for devising alternative modes of assessment. CBSE has decided to conduct term two board exams for classes 10 and class 12 from April 26.

Kashiho Sangtam inaugurated the newly constructed public ground which was sponsored by the minister to Langzanger village as a gift on successfully implementation clean election during the 2018 general election. Addressing the gathering, the minister lauded Langzanger village for being the first village in the

entire district to take a stand against the practice of unethical election. He said what Langzanger village had done should be an eye opener and must be emulated by other villages for good governance and all-round development for the growth of society. CS holds review meet with urban development, municipal affairs

DIMAPUR: Chief secretary (CS) of Nagaland, J Alam, IAS held a departmental review meeting with AHoDs and HoDs of urban development and municipal affairs in the conference Hall of the chief secretary, Kohima, on Saturday. According to a DIPR report, CS stated that both urban development and municipal affairs were important departments for the state government and carried huge responsibilities. He said that with a lot of welfare projects under their supervision, both departments had the opportunity to help people in the state benefit from the

schemes. Alam also called upon the departments to plan for the future and come up with innovative ideas for the successful implementation of the welfare schemes. He further encouraged the departments to continue to work for the people with dedication, enthusiasm and bring laurel to the state. During the meeting, the department officials gave a PowerPoint presentation of the department’s activities including development programmes and welfare schemes, innovative practices, establishment matters and other

issues related to the departments. The department highlighted the meeting on various welfare schemes and projects of the state government and central government being implemented and monitored by the department such as the Swachh Bharat Mission, AMRUT, PM SVANidhi, PMAY (Housing for All) etc. The meeting also deliberated on how to implement the welfare projects properly so that beneficiaries can benefit from them. Challenges and other issues were also discussed.

DIMAPUR: The newly constructed government observation home, Longleng at Bahok ward was inaugurated by commissioner and secretary to the government of Nagaland, Social Welfare department and chairman, Child Protection Services, Sarah R. Ritse on February 17, in the presence of additional director, Social Welfare department and society director of Child Protection Services, A. Tosheli Zhimomi. According to a DIPR report, while speaking at the inaugural programme, Sarah R. Ritse said that Longleng was the third district in Nagaland to have constructed the building for the government observation home for the juvenile. The building would house juveniles in conflict with the law during the pendency of a case, she informed and encouraged the District Child Protection Unit (DCPU) and all stakeholders to work together and mentor the juveniles to become decent and responsible citizens. Sakhi-OSC buildings inaugurated in Tsg, Phek

Commissioner and secretary to the government of Nagaland, Social Welfare department & administrator, NSSWB, Sarah R. Ritse inaugurated the Sakhi-One Stop Center (OSC) Tuensang in the presence DC Tuensang, Kumar Ramnikant and others on February 18. Sarah appreciated the district administration for

the successful completion of OSC buildings in the district. She encouraged the gathering that the OSC facility did not belong to social welfare alone but was a collective property of stakeholders involved in helping women in distress irrespective of departments. The OSC would play a pivotal role in facilitating the much-needed services to the concerned section of society, she said. Sarah also advised the people of Tuensang to cooperate with the district administration and OSC so that the district would function at its best.

DIMAPUR: Dimapur Ao Lanur Telongjem (DALT) in collaboration with Dimapur Watsü Telongjem (DWT) celebrated International Mother Language Day (IMLD) at Dimapur Ao Baptist Church (DABA), here, on Monday. Addressing the gathering as guest speaker, Dr. Pangersenla Walling said that multilingual learning was for two purposes, “integrative” and “instrumental”. She explained that learning a language for work related purpose or job acquirement was known as instrumental linguistic while integrative linguistic meant wanting to become a member of that language speaking group. On learning of multilingual through grammar translation method, she said that this method was still present in the state and that Hindi and English languages were taught through this method. In the context of the state, Dr. Pangersenla however noted that in the olden days, pronunciation and use of intonation were not taught and people born before the 1990s’ faced the challenge of speaking Eng-

lish although they understood it. Stressing on the topic, “Using technology for multilingual learning: Challenges and opportunities”, she said that researchers had claimed that kids who grew up watching televisions would have better advantage, knowledge and understanding on their educational career in terms of multilingual learning She said that researchers also claimed that these kids get used to speaking and understanding multilingual even before attending schools. In this regard, she pointed out that kids were better at understanding and speaking multiple languages not because of the method of teaching but because of the growth of technology. Assam Police freezes properties of drug kingpin GUWAHATI, FEB 21 (PTI): The Assam Police has been able to freeze the illegally acquired properties of a suspected drug kingpin, probably for the first time in the country, a top official said on Monday. Poison flowing in Shillong’s rivers: Water quality index

S H I L LO N G, F E B 2 1 (AGENCIES): The rivers of Shillong are gasping for survival, the latest water quality index reveals. According to Shillong Times, the Umshyrpi near Shillong Law College has a pH level of 7.1, a dissolved oxygen level of 0.7 mg and a biochemical oxygen demand of 35.0 mg. The pH, DO and BOD at Umshyrpi are 7.4, 3.2 mg and 21 mg. The Wah Umhrah at Demthring has a pH level of 7.4, DO of 1.2 mg and BOD of 30 mg. At Umkaliar, near the Shillong abattoir and Mawpdang Mawlai, the readings are 7.6, 4.5 mg and 12.5 mg, 7.4, 0.5 mg and 40 mg, and 7.1, 1.3 mg and 28 mg. The Lunar River, a tributary of Lukha, has a recorded pH level of 2.9, DO of 6.8 mg and BOD of 2.7 mg. The levels indicate the water quality of these rivers is not satisfactory. BOD is the amount of dissolved oxygen expressed in milligrams of oxygen per litre of water, consumed by micro-organisms to decompose the organic matter present in water. Pristine waters have a value below 1 mg, moderately polluted waters between 2–8 mg and treated municipal sewage about 20 mg.

It is an important parameter in assessing water quality because of its influence on the organisms living within a body of water. pH is a measure of how acidic or basic the water is. A pH of 7 or less means that the river water is acidic while values above 7 are alkaline or basic. Environmentalist and author HH Mohrmen expressed concern over the state of the rivers in the state. “Rivers in the state come under the autonomous district councils, but they do have neither funds nor power to rejuvenate the rivers. The NGT had in 2019 imposed a fine of Rs 1 crore on the government for failing to comply with its orders to set up action plans for cleaning the rivers and managing solid waste disposal. The Meghalaya State Rejuvenation Committee had prepared an action plan in 2019 for the rejuvenation of the Wah Umkhrah and the Umshyrpi. Approved by the Central Pollution Control Board, the action plan entailed responsibilities for various government departments and local ur-

ban bodies. As Shillong does not have a municipal sewer network system, all homes and industries feed raw sullage and effluents without proper treatment directly into the rivers. Thousands of families living on the banks of the rivers extract this water for drinking and domestic purposes. This cycle is posing a serious threat to the health of the city’s residents and also to the environment including soil and groundwater. A river rejuvenation analysis done by Clear Water Dynamics had suggested river resizing works to avoid flooding along riverbanks, identification and design of storm water drain to avoid flooding in river catchment areas, design of sewer networks and interceptor chambers to avoid entry of sewer into rivers and construction of STPs to treat and divert treated water into the river. Additional engineering work proposals included bank stabilisation and rainwater harvesting methods (recharge pits), riverfront development proposal – seating arrangements, kids play area, community gathering places, walking pathways, drinking water kiosk and bio-toilets.

a teacher, and it was during her stint at Guwahati’s TC School that she came into contact with another Gandhian, Amalprova Das, whose father had donated his Sarania Hills property for setting up the ashram. Das had urged Chowdhary to join her to help run the Gram Sevika Vidyalaya and manage the Assam Branch of Kasturba Gandhi National Memorial Trust (KGNMT), following which she became the office secretary, entrusted with the task of running the trust’s administration. She simultaneously worked as a teacher at the vidyalaya. Chowdhary succeeded Das as KGNMT’s ‘Pratinidhi’ (head) in 1955 and for 20 years she steered the mission witnessing many developments like the Chinese aggression, the Tibetan refugee crisis, the language stir of 1960 and she led her team to provide relief and succour to the distressed. The highlight of her life was her close association with Vinoba Bhave

and her active participation in the year-and-half long ‘Padayatra’ in Assam during the last leg of his famed ‘Bhoodan’ movement. She was a part of his entourage and as an interpreter, conveyed his message to the people in Assamese. Chowdhary’s father had even wanted her to go and live at Bhave’s Wardha Ashram, but her seniors at Sarania Ashram persuaded her against it as she had many responsibilities to fulfill in the state. Bhave had also taken the initiative to promote Devanagari script among people of different linguistic groups along with their own script, and asked her to start a monthly magazine ‘Asomiya Vishwa Nagari’, which she edited till a few years ago. Chowdhary was also at the forefront of the ‘Ban Cow Slaughter Satyagraha’ started by Bhave in 1978, the ‘Stree Shakti Jagaran’ and also served as a trustee of KGNMT at the national level.

BENGALURU, FEB 21 (PTI): The Karnataka government on Monday told the High Court that the petitioners in the Hijab case were not only seeking permission to wear the headscarf but also wanted a declaration that it becomes part of a religious sanction to bind on everyone who followed Islam. The government also reiterated Hijab is not an essential religious practice of Islam. “This is a not a case where the petitioners alone have come before the court. They are, in fact, seeking a declaration of a particular dress format to become part of a religious sanction so as to bind everyone who follows Islamic religion. That is the seriousness of the claim,” state Advocate General Prabhuling Navadgi told the full bench of the High Court. The bench comprising Karnataka Chief Justice Ritu Raj Awasthi, Justice J M Khazi and Justice Krishna S Dixit was constituted to hear the case against the Hijab ban. He also referred to “reforms in the religion” as part of the Article 25.

RANCHI/NEW DELHI FEB 21 (PTI): RJD supremo Lalu Prasad Yadav was on Monday sentenced to five years in prison and slapped a fine of Rs 60 lakh by a special CBI court in Ranchi in connection with the fifth fodder scam case involving embezzlement of over Rs 139 crore by Doranda treasury. The court in the Jharkhand capital pronounced the sentence against the ailing 73-yearold former chief minister of Bihar and 39 others after virtually hearing arguments on the quantum of punishment in the case. “Lalu Prasad has been sentenced to five years imprisonment while a penalty of Rs 60 lakh has also been imposed on him. The court has given five years imprisonment to four others, four years each for to 32 convicts and three years each to three convicts,” CBI counsel BMP Singh told PTI. After his conviction in the case on February 15, Prasad was lodged in the Birsa Munda Central Jail and then shifted to state-run Rajendra Institute of Medical Sciences (RIMS) in Ranchi, where doctors said on Monday that his condition

Worrisome trend

ince three years, the continuing war of words between West Bengal Governor Jagdeep Dhankar and the state chief minister Mamata Banerjee has gone on for too long and beyond any level of tolerance. In fact even three months after he assumed office as Governor of West Bengal on July 30, 2019, Jagdeep Dhankhar begun his mission to prevent the state chief minister Mamata Banerjee using his official Twitter handle to post his critique of the Mamata Banerjee-led TMC government on various issues. It appears that West Bengal has a very unusual and bizarre situation where the Governor and the chief minister are not on the same page but at loggerheads over almost every issue. It has come to such a stage that the saying ‘Mamata proposes but Dhankar disposes’ has become part of daily routine. Even before, during and after the recent assembly election held in the state, the Governor himself spoke on every issue like the leader of the opposition in the state and worse, the Raj Bhavan became like the BJP headquarters. Even if Mamata Banerjee is not an epitome of a respecter of constitutional rule of law, it is expected that the custodian of the constitution would not apportion or hijack the constitution by acting in an arbitrary manner. Governor Jagdeep Dhankhar said that “West Bengal is a state with highest fear quotient.” Governor Dhankar could have written to the government on specific instances and also forwarded his letter to the union home minister. Earlier, on January 31, Mamata Banerjee blocked Dhankhar from her Twitter account to stop him from tagging her to his tweets which she described as “irritating.” Banerjee also accused the governor of tapping phones from Raj Bhawan. TMC leaders frequently describe Dhankhar as “an agent of the Bharatiya Janata Party (BJP).” The acrimonious relationship between the TMC government with the governor has touched an all-time low in recent months. As there was no hope of the Governor toning down his public attack on the TMC and arbitrarily rejecting any proposals, the TMC decided to place a Substantive Motion in the Rajya Sabha in the recent parliament session, criticising the actions of governor of not agreeing to summoning the house for the March session. The TMC declared it will move a motion in parliament, condemning Dhankhar’s actions, at the budget session of the state assembly in March. However and expectedly the Rajya Sabha chairman did not allow any discussion on the subject. On February 18, he Calcutta High Court, Division Bench rejected the PIL by Ram Prasad Sarkar seeking direction from the central government in a bid to remove Jagdeep Dhankhar as the governor of West Bengal. The division bench, comprising Chief Justice Prakash Shrivastava and Justice R Bharadwaj, while rejecting the appeal, observed said the Governor is not answerable to any court for the exercise and performance of the powers and duties of his office under Article 361 of Constitution. All these confirm that Dhankar has the Centre’s backing to create hurdles against a ruling party opposed to the BJP as evident in all states where governors are hostile to government ruled by opposition parties. This is a very unhealthy situation fraught with dangerous constitutional ramification in a country loosely held together through consensus.

A number of ironies This dubious search, ironically, is happening five years after she resigned from her post in the wake of a co-location scandal involving unfair access to electronic speed provided to some customers at the expense of others. A year after a whistleblower took the lid off the affair, Ramakrishna took with her a severance package estimated at Rs 44 crore – all very much legal and white, thank you. Consider Irony Number 2: Ramkrishna has been named in a Securities and Exchange Board of India (SEBI) probe report as having mysteriously appointed a not-so-qualified professional, Anand Subramanian, at a salary multiple times of that at which he was hired. The NSE’s own board, investors or supervisors seemed to have no problem with that. It is what we could call a corporate governance problem – not exactly income-tax territory. Irony Number 3: The NSE shot to fame as an overarching stock exchange, emerging as the planet’s biggest single platform in derivatives trading, pushing behind the century-old Bombay Stock Exchange (now BSE Ltd). The NSE was set up as India’s first electronic stock exchange and was founded in 1992. It was a fintech startup before the term fintech or startup became popular in India, and arrived well before the Internet. Its current estimated valu-

ation is close to Rs 2,00,000 crore as it aims for an initial public offer (IPO) of shares. That is more than 25 billion US dollars in valuation, ie, equivalent to 25 unicorns. The NSE’s monthly turnover is in excess of Rs 2,65,00,000 crore. Irony Number 4: Ms Ramkrishna, who in her heydey was listed among the world’s most influential women by global business magazines, is much in the news because in her own words to SEBI’s sleuths, she said she was guided by an as-yet-unidentified Himalayan yogi, who could manifest himself at will but needed an email ID to which she sent voluminous details of her work to make decisions. It gets quirkier when the yogi in question talks of trips to Seychelles. With such a mix of mystical prowess and electronic yoga at her command, it is unlikely the IT guys will get anything to signal wrongdoing in the apartment of the woman who made a career out of secure electronic data. ‘Silence of the watchdogs’ Let’s face it. Before we crack the case, we need to find out what the case is in the first place, and what kind of an irregularity actually took place – from a strictly legal point of view. The SEBI has fined the NSE an amount of about Rs 1,000 crore for the co-location errors, but there is no criminal case so far. But the SEBI’s report did mention an unlawful transfer of confidential data from the exchange. We could thus term the I-T department’s searches as a desperate, delayed measure or a feeble attempt at headline management. Anand Subramanian’s appointment as Chief Operating Officer and advisor was no secret. Only the extraordinary freedoms he enjoyed in a Bermuda Triangle that involved him, Ramakrishna, and the mysterious Yogi, is a matter of concern, as is the fact that the NSE’s senior officials, colleagues, and regulators seemed to have hardly got wind of it -- or worse, did not seem to think anything was wrong. “Silence of the Watch-

dogs” may well be a fine working title for a web series or a documentary on the mysterious ways at NSE. “Who made the dogs quiet?” may be a fine parody on “Who let the dogs out?” There is a lot to be said on this. From purely a commonsense or Netflixian fantasy point of view, this could be an open-and-shut case of corporate malpractice with political connections aimed at making money, or a psycho-thriller perspective of a woman whose spiritual inclinations enabled someone to mesmerise her enough for her to forget the provisions of the Companies Act, the Securities Act, SEBI regulations or processes of corporate governance. Chitra Ramkrishna and the north block My own theory is less enchanting but perhaps more interesting than that. For that, we need to understand the origin, evolution and structure of the National Stock Exchange. The NSE became not only a magnificent cuttingedge techno-monopoly but an institution resembling a public sector company or a key government department, even as its bosses enjoyed the free-hand style typical of a family-run private sector company. The I-T department is just about wading into troubled waters. The place to look for secrets may not be the Mumbai apartment of a music-loving lady but whispers in the Steel Frame, also known as the Indian Administrative Service. That is where we need to dig deep. Why would watchdogs, policymakers and regulators, including the SEBI, play so soft? What could be their motive? We can keep that story for another day. ormer Chief Minister of Nagaland and Governor S.C. Jamir is free to say and write what he wants about the Indo-Naga political problem and the state of affairs in Nagaland, with one important caveat, that among all Nagas to date, he has made the most successful and illustrious political career for himself in the service of the Indian Government by opposing his own people’s cause: Naga people’s political and human right to self-determination. He was party to the Naga People’s Convention and the Indian Intelligence Bureau-inspired so-called 16-Point Agreement that led to the creation of the State of Nagaland in 1962, the state he went on to lead as Chief Minister for 18 years, between 1980 and 2003, after which he was rewarded by the Indian government with governorships of Goa, Odisha, Gujarat, and Maharashtra. It must be easy and comforting, even selfcongratulatory, for S.C. Jamir sitting on his exalted perch of rare privilege to look back on the wreckage his long public life helped create in Nagaland, and to condemn it now as “heaps of dry bones” in the manner of biblical prophets of old and in the name of “brutal honesty.” But brutal honesty works both ways. S.C. Jamir is no Ezekiel of the Naga people. He can say what he wants, but he does not speak for the Naga people. He never has. He has made a habit and a career of misrepresenting a minority Naga voice as though it were the voice of the Naga people. This is what he does, again, in typical fashion, in “Wither-ward is Nagaland Moving?” For him, Nagas who do not reside in the state of Nagaland don’t count. So he reminds us that Naga integration is off the negotiation table with India. And Naga peoplehood and our right to political self-determination are alien concepts to him. So self-determination, too, is off the negotiation table. The existence of Nagas outside of Nagaland -- in Manipur, Assam, Arunachal Pradesh, Northwest Myanmar – is a non-issue for S. C. Jamir. This is because he has built his life and ambition in direct opposition to Naga unity and integration. He has religiously pursued a divisive ideology, one dedicated to surrendering his people’s rights -- including the right to life -- to military laws like AFSPA and to the will of the Indian government he serves, humbly accepting the terms of the oppressor over the Naga people in exchange for personal advancement that he somehow equates with the advancement of the Nagas. Because his fortunes are tied up with the Government of India, must he force the Naga people to do the same? Granted, S.C. Jamir must surely have done good works among communities close to him during his decades of holding positions of power and

authority. These must be recognized and lauded. But we are here talking about his public role in the long struggle for Naga rights as a people. He has the right to condemn the Naga Political Groups’ “brotherly ruthless killings” and “extortions.” But he has no right, after what he did against the Naga people’s political movement, to claim a rightful place in it, as he does in the following: “We, the elderly generation of Nagas have vivid memories of how with practically nothing in hand, but fired up by their vision and conviction, and propped up by the sole resource of the active support of common Naga villagers, the Naga political movement started and was carried on against what appeared to be impossible odds.” This is true of most elderly Nagas. But wasn’t he instrumental in checkmating the movement with the divisive 16-Point charter of demands? Even S. C. Jamir cannot have it both ways. And now he expresses compassion for the NPGs he ditched, after calling them murderers and criminals, whose guilt must be assuaged in a “Post-Solution” period. He reminds us that understanding their pain “plays very important part in moral economy of the society.” He concludes with an exhortation that “Our selfishness keeps us in chains within ourselves,” and “Sympathy breaks this iron chain.” Psychology has a term (projection) that may be at work in S.C. Jamir’s subconscious life manifested in his words. His is a cry for public sympathy. He wants to be free of the guilt of selfishness and betrayal buried deep within him, which he projects on to the Naga Political Groups. Naga people are not here to adjudicate spiritual matters, but we should help break the iron chains holding S. C. Jamir down, after all Nagas believe in freedom. Problem is, we cannot help him unless he looks into the mirror and recognizes himself for who S. C. Jamir really is, what he has done, and what he continues to do, to oppose the cause of Naga self-determination and freedom from laws like the Armed Forces Special Powers Act (AFSPA). Because S.C. Jamir often invokes Christianity as a guide to personal and public life, the Naga people live in hope for a new S.C. Jamir who will, finally, stand up for his people’s right to selfdetermination and integration. Governor S.C. Except for some districts like Kohima, Phek etc. They don’t have to travel through Assam to Dimapur or capital city, so they don’t know the suffering while commuting through Assam, but the people from Mokokchung, Longleng, Mon etc, are the ones who suffer while travelling through Assam in the incident of border disputes, sudden accidents or any mishap, imposing sudden bandh etc. To avoid all this suffering, we urgently need this foothill road. Do the ministers/MLA/govt officers or public leaders belonging to these suffering districts not have any say in the state government? Or are they waiting for a recommendation from those districts representatives that don’t have to travel through Assam to make this road happen? Make this road happen for the sake of your people. NEW DELHI, FEB 21 (PTI): Private weather forecasting agency Skymet has predicted a normal monsoon this year which is expected to finish around the normal range’s midway mark of 96 to 104 per cent of the long period average of 880.6mm. The agency said it is in the process of gathering data sets pertinent for a comprehensive monsoon forecast and intends to release a detailed report in April. “Ascertaining authenticity is absolutely essential and that is a long-drawn procedure. Therefore, it is a bit premature to share the collated figures but suffice to present preliminary guidance,” it said in a statement. Monsoon has large inter-annual fluctuations in its arrival, intensity, duration, and withdrawal. It is rather early to decode all these aspects at this stage. But there are precursors to get an early glimpse and gauge its health during the four-month-long season, Skymet said. The last two monsoon seasons have been driven by back-to-back La Nina events which have started shrinking now, the agency

The El Nino-Southern Oscillation (ENSO) is an irregular cycle of change in wind and sea surface temperatures over the tropical eastern Pacific Ocean, affecting the climate of much of the tropics and subtropics.

The warming phase of the sea temperature is known as El Nino and the cooling phase as La Nina. El Nino has been generally known to suppress monsoon rainfall in India while La Nina increases it. Indian Ocean Dipole, also known as Indian Nino, is an irregular oscillation of sea-surface temperature in which the Western Indian Ocean becomes alternately warmer and then colder than the eastern part of the ocean. IOD has three phases -- neutral, negative and positive. Positive IOD events are beneficial for the monsoon and negative IOD obstructs the progression of the monsoon over India. In 2021, the country received “normal” rainfall during the four-month southwest monsoon season from June to September -- 87 cm against the LPA of 88 cm of 1961-2010. It was the third consecutive year that India recorded rainfall in the normal or above-normal category.

NEW DELHI, FEB 21 (IANS): The Delhi High Court on Monday reserved its judgment on a batch of petitions seeking criminilisation ‘marital rape’ and challenging the exception to Section 375 of the Indian Penal Code. Reserving the order, a bench of Justice Rajiv Shakdher and Justice C. Hari Shankar directed the petitioners to file their written submissions and convenience compilations by March 2, if any. The bench was hearing the pleas challenging the exception to Section 375 of the IPC, which exempts forceful sexual intercourse by a man with his own wife from the offence of rape. Solicitor General Tushar Mehta, who appeared on behalf of the Centre, submitted that considering the far-reaching consequences, it has sent a communication to all states and Union Territories asking their comments on the issue and urged the court that the proceed-

ings be adjourned till the time the inputs are received. However, the bench refused to grant further time to the Centre to make its stand clear on the issue. “We have indicated during the course of hearing to Mehta that it is not possible to adjourn an ongoing matter as there is no terminal date by when the Centre’s consultations will be over on the issue. Since counsel for the parties have addressed arguments, judgment is reserved,” the court said. On February 7, the High Court had sought the Centre’s stand on the issue following the submission of the Solicitor General. NEW DELHI, FEB 21 (AGENCIES): State-run Life Insurance Corporation Of India (LIC), which is planning the country’s largest IPO next month, is well capitalised, the company’s chairman M.R Kumar said on Monday. Kumar said LIC’s potential investors should not worry about government control post the IPO as decisions in the country’s largest insurance company are taken by its board and not by the government, which will hold 95% of stake post the IPO. LIC is planning to sell a 5% stake to raise about $8 billion next month, which could make it India’s largest IPO by far. “As of now, I do not believe that we require capital. Going forward if there is

any growth capital requirement, we will approach not only the government but all the shareholders,” said Kumar. “The profitability of any insurance company is different from others. Our surplus was more than Rs 50,000 crore, but 95% of it was going to policyholders. Going forward, the surplus distribution changes from 95% to 90%, so profitability will also increase gradually,” he added. “I would personally like to have some stake in IDBI Bank. It has been the strongest contributor to the bancassurance channel for us. This will help us to grow that part of the channel. Therefore, I would like to see that relationship going forward,” said Kumar.

HDFC Securities Senior Analyst (Commodities) Tapan Patel said, “Spot gold prices for 24 carat gold in Delhi fell Rs 212 in line with selling at COMEX gold prices along with rupee appreciation.” In the international market, gold was trading lower at USD 1,893 an ounce while silver was also marginally down at USD 23.78 an ounce. “Gold prices traded weak with spot gold prices at COMEX trading marginally down near USD 1,893 per ounce on Monday,” Patel said.

JERUSALEM, FEB 21 (AP): Israel on Monday said it successfully tested a new naval air defense system, intercepting a series of threats in what officials called a key layer of protection against Iran and its proxies in the region. The “C-Dome” system is a naval version of the Iron Dome, which has been used to shoot down rockets fired from the Gaza Strip for the past decade. So dire is Sri Lanka’s current economic situation that it does not even have adequate US dollars to pay for two shipments of fuel. “Two shipments of fuel have arrived today, but we are unable to pay for it,” Sri Lanka’s Energy Minister Udaya Gammanpila said on Monday. L a s t we e k , s t a t e owned refinery Ceylon Petroleum Corporation (CPC) said it was out of money to procure supplies from abroad. The CPC suffered losses to the tune of USD 415 million in 2021 due to the sale of diesel at prices fixed by the government. “I had warned about the impending fuel shortages due to the dollar crisis twice in January and once earlier this month,” Gammanpila said. Sri Lanka’s worsening foreign-exchange shortage has seriously impacted the

energy sector, which largely depends on imports for fuel. The fuel shortage has led to long queues at understocked pumps across the country. Gammanpila reckoned that the only way out of this mess is by hiking the retail prices of fuel. The minister also urged the government to reduce the customs duty on fuel imports in order to pass the benefits to the public. NEW DELHI, FEB 21 (IANS): China will deliver 25 J-10C fighter jets to Pakistan within weeks in a major boost to the countrys military capabilities to defend its airspace, The News reported. UK’s Financial Times reported that the first batch of combat aircraft is being tested in Chengdu, the base of its manufacturer Chengdu Aerospace Corporation. “They will be transferred to Pakistan once Pakistan Air Force pilots and technicians complete an introduction to the aircraft,” a journalist, working with a Chinese military publication, told FT. Senior officials in Islamabad said the jets would be delivered before the end of the month, the report added. The images of the J-10C fighter jet with the marking of Pakistan Air Force (PAF) recently surfaced on social media and were widely circulated by media outlets. THE HAGUE, FEB 21 (AGENCIES): Myanmar’s shadow civilian administration called on the United Nations’ top court Monday not to allow the country’s military rulers to represent the Southeast Asian nation at hearings into a case accusing the country of genocide against the Rohingya ethnic minority. Four days of hearings into the Myanmar military’s deadly 2017 crackdown on the Rohingya are scheduled to open Monday afternoon at the International Court of Justice amid a dispute over who should represent the country in court. Re presentatives of Myanmar are scheduled to address judges to outline why they believe the case that was filed by the African nation of Gambia, repre-

senting a group of Muslim nations, should be dropped. But members of Myanmar’s National Unity Government, urged the court not to accept representatives of the military rulers. “We do not believe that the International Court of Justice will want to allow the military to appear before them as if they speak for the Republic of the Union of Myanmar,” said the unity government’s foreign minister, Zin Mar Aung. “It would be a most profound injustice to the Rohingya if the military were to be both their abusers and have any voice in the court.” The shadow administration said it has contacted the court to withdraw Myanmar’s preliminary objections to the case, but it remains to be seen whether the court

Can genetic testing help evaluate risk of heart disease

U

S researchers have launched a clinical trial in which genetic testing is used to identify men and women at risk of developing heart disease based on the makeup of their DNA. If proven effective in clinical trials, this form of genetic testing may be adopted globally to prevent heart disease - the number one killer in the world. “This should be the last century of heart disease,” said Robert Roberts, Medical Director of Cardiovascular Genomics for Dignity Health hospital in Arizona. Throughout the duration of the study, the researchers will collect DNA samples from approximately 2,000 men and women aged between 40 and 60 with no known history of heart disease. The DNA samples will then be analysed to determine if the participants have genetic markers known to cause heart disease. Once the DNA genotyping is completed, the team at Dignity will evaluate each participant’s

genetic markers to determine if they have a low, medium or high chance of developing heart disease. Other health and lifestyle factors will also be considered when determining the participants’ risk of heart disease. These include hypertension, diabetes, high cholesterol and whether the participant smokes or is physically active, among others. “I am hopeful that through the results of this study we will be able to save even more lives in the future by implementing genetic testing for early prevention of coronary artery disease as routine clinical application. This approach would represent a paradigm shift in the prevention of this disease,” Roberts said. (IANS)

or the first time, scientists have found indisputable evidence that an ancient crocodile ancestor chowed down on a dinosaur. Preserved within a fossilized crocodyliform, a member of a newfound species dubbed Confractosuchus sauroktonos, are the partially digested remains of a juvenile bipedal ornithopod, paleontologist Matt White of the University of New England in Austra-

lia and colleagues report February 10 in Gondwana Research. Crocodyliforms include modern species like crocodiles and alligators

as well as their ancestors. Those ancestors lived alongside dinosaurs for millions of years, and previous evidence, such as bite marks on fossilized dinosaur bones, has hinted that croc ancestors dined on dinosaurs when the opportunity arose (SN: 10/24/01). But fossils with actual preserved stomach contents are extremely rare (SN: 8/10/20). In fact, C. sauroktonos is only the second extinct crocodyliform fossil with identifiable

stomach contents — and the first to reveal a meal of dinosaur. C. sauroktonos was about 2.5 meters long — slightly smaller than an adult female American alligator — and lived between 104 million and 92.5 million years ago in what is now Queensland, Australia. Similarities between the creature’s skull features and those of living and extinct crocodyliforms suggest that it didn’t just eat dinos. C.

sauroktonos probably cast a wide net when it came to seeking out prey. As for the grisly contents of its gut — including a few ribs and bits of leg and arm bone — they represent the first ornithopod ever found in Queensland’s Winton rock formation. he modern rates of sea level rise began emerging in 1863 as the Industrial Age intensified, coinciding with evidence for early ocean warming and glacier melt, an international team of scientists has found. Sea-level rise is an important indicator of broader climate changes. Identifying the time of sea-level rise helped researchers to pinpoint the onset of a significant period of climate change.

The team used a global database of sea-level records spanning the last 2,000 years. They found that globally Industrial Revolution paved the way for the onset of modern rates of sea-level rise occurred in 1863. At individual sites in the US, modern rates emerged earliest in the midAtlantic region in the mid to late 19th century, and later in Canada and Europe, emerging by the mid-20th century. The findings, detailed

in the journal Nature Communications, will help local and regional planners prepare for future sea-level rise. “We can be virtually certain the global rate of sea-level rise from 1940 to 2000 was faster than all previous 60-year intervals over the last 2,000 years,” said Jennifer S. Walker, lead author of the study and postdoctoral associate in the Department of Earth and Planetary Sciences at Rutgers University, New Brunswick, the US. (IANS)

Exercise thrice a week in 50s & 60s to keep memory loss at bay

R

egular physical activity is essential to not only reduce muscle loss and maintain strength as you age, but also to keep your memory intact. Forgetfulness is part of ageing and may worsen into Alzheimer’s disease that may affect the quality of life. A new study has shown that practising aerobic exercises like cycling, walking or jogging thrice a week in the 50s and 60s can help stave off memory loss. “Everyone always asks, ‘How much should I be exercising? What’s the bare minimum to see improvement?’” said lead author Sarah Aghjayan, doctoral student in the Kenneth P. Dietrich School of Arts and Sciences at the University of Pittsburgh.

“From our study, it seems like exercising about three times a week for at least four months is how much you need to reap the benefits in episodic memory,” she added. Episodic memory is the kind that deals with events that happened to you in the past. It’s also one of the first to decline with age. Exercise that gets the heart pumping has shown promise in

increasing brain health, and experiments in mice show that it improves memory, but studies looking at the same link in humans have come out mixed. To understand, the team pored over 36 studies with over 3,000 participants. “We found that there were greater improvements in memory among those who are age 55 to 68 years compared to those who are

69 to 85 years old, so intervening earlier is better,” Aghjayan said. The team also found the greatest effects of exercise in those who hadn’t yet experienced any cognitive decline, and in studies where participants exercised consistently several times a week. The findings are published in the journal Communications Medicine. While the team’s analysis couldn’t answer how the intensity of exercise affects the memory benefits, and there’s plenty to learn about the mechanism behind the link. But the implications for public health are clear: Exercise is an accessible way older adults can stave off memory declines, benefiting themselves, their caretakers and the healthcare system, Aghjayan said. BENGALURU, FEB 21 (IANS): India cricketer V.R. Vanitha on Monday announced her retirement from all forms of cricket at the age of 31. Vanitha informed about the decision to retire from cricket in a post through her Twitter and Instagram accounts. Vanitha made her international debut in an ODI against Sri Lanka in January 2014. She went on to represent India in six ODIs and 16 T20Is, scoring 85 and 216 runs, averaging 17 and 14.40 respectively. Vanitha was a part of India’s squad during the 2016 Women’s T20 World Cup. In domestic cricket, Vanitha represented her home state Karnataka before making a switch to Bengal ahead of the current domestic season. Vanitha was last seen captaining Aryan Club in the inaugural edition of Bengal Women’s T20 Blast.

Sumit stuns world silver-medallist

NEW DELHI, FEB 21 (IANS): On a mixed day for India, pugilist Sumit put up a power-packed performance to make a sensational start to his campaign at the 73rd Strandja Memorial Boxing Tournament, outclassing 2021 World Championships silver medallist Dzhambulat Bizhamov on the opening day in Sofia, Bulgaria. Playing his only second senior international tournament, the reigning national champion Sumit produced a flawless show to register a dominating 5-0 victory against his Russian opponent in the 75kg opening round match. India eased to a 17-run victory over the West Indies in the third and final T20 of the series on Sunday in Kolkata and in the process, clinched an emphatic 3-0 clean sweep. The triumph helped India leapfrog over England to the top of the T20 team rankings, with Rohit Sharma’s side now matching the top rating of 269. While England and India both have the same rating across 39 international matches in the rankings period (269), India has a total of 10,484 points, 10 more than England’s 10,474. The journalist, whom Saha described as “respected”, appeared to warn Saha of consequences for purportedly turning down an interview request. On Monday morning, The Times of India reported the BCCI is planning a “thorough investigation” into the matter. The Times of India quoted sources as saying “the matter cannot be put to rest until every single detail of what Saha has said in the interview and the tweet he shared is looked into... Saha is a contracted cricketer of the BCCI. The onus is on the Board to not let its own player down. That aside, if there is any kind of a nexus at work here, one has to
