3-tribe legislators form CNLF
DIMAPUR, FEB 11 (NPN): In a significant development, all legislators belonging to the Ao, Sumi and Lotha tribes, have formed the ‘Central Nagaland Legislators Forum’ (CNLF) Friday with Agriculture minister G. Katio Aye as convenor and NPF legislator Imkong L. Imchen as the co-convenor. It may be stated that the Eastern Nagaland Legislators’ Union (ENLU) is in existence comprising of all legislators from ENPO areas. The formation of CNLF was revealed through a press note by Central Nagaland Tribes Council (CNTC) media cell. The media cell informed that a joint meeting of CNTC executive members and the Central Nagaland legislators was held on Friday at Hotel Acacia Dimapur where the house adopted a three-point resolution. According to the resolution the CNLF has been formed in the larger interest of the people of Nagaland and to safeguard the interests of the Central Nagaland. Besides Katio and
First part of Budget Session concludes NEW DELHI, FEB 11 (PTI): The first part of the Budget Session of Parliament concluded on Friday after debates on the Motion of Thanks on the President’s Address and the General Budget. The session, which began with the address of President Ram Nath Kovind to both Houses of Parliament assembled together on January 31, will have a threeweek recess for members to study the budget proposals of the government. “Lok Sabha will meet again on March 14,” Speaker Om Birla said at the conclusion of the first part of the Budget Session. Lok Sabha will take up Demands for Grants, Appropriation Bills and Finance Bill, along with other bills, during the second part of the Budget Session which is scheduled to conclude on April 8. In his closing remarks, Birla said that despite the challenges of Covid-19, members worked till late night in the House, which resulted in 121% productivity rate. Birla said that instead of the allotted time of 12 hours for the discussion on the President’s Address, it was held for 15 hours and 13 minutes, in which 60 members participated and another 60 members submitted written speeches.

ANTA flays alleged reports of taxation KOHIMA, FEB 11 (NPN): All Nagaland Taxi Association (ANTA) Hq. strongly condemned the alleged reports of taxation levied on its unit members. Therefore, ANTA in consultation with all its district units reiterated its unflinching support and reaffirmation to the “One Government, One Tax” resolution made by ACAUT on October 31, 2013. In a press release, ANTA president Dziesevituo Solo and general secretary, Meyieho Hibo stated that taxation at a time when everyone especially Taxi Owners and Drivers were facing untold hardships, was highly condemnable and warned that such injustice, meted on its members, will not be tolerated. ANTA further appealed to those organisations/individuals collecting Tax from its members to refrain from such activities. It said that prolonged lockdown has already pushed its members, who are mostly educated unemployed youth, on the brink of poverty.

MoHUA-funded housing project in Dimapur soon, says Tongpang Staff Reporter
DIMAPUR, FEB 11 (NPN): Ministry of Housing and Urban Affairs (MoHUA), which approved construction of Demonstration Housing Projects (DHP) using emerging technologies at Dimapur on December 23, 2021, would soon begin construction of DHP at PWD housing complex, Sematila, here. DHPs are model housing projects built with new/ alternate technology that not only showcase field level application of the technology but also used as platform to impart on-site orientation & training to practitioners in the housing sector on the application and use of such technology. Taking to Nagaland Post on the sidelines of an event, minister for PWD (housing & mechanical), Tongpang Ozukum, maintained that DHP would be wholly funded by ministry of housing and urban development. In 2016, Centre had written to all states to avail

the scheme, Ozukum said, adding that after one and half years of pursuit, the Centre agreed to construct DHP here in Dimapur. The minister acknowledged Union minister Hardeep Singh Puri for allotting the scheme to Nagaland. Ozukum said that the DHP would consist of threestoreyed building, which would cater to working women, students and old age people. Further, Ozukum informed that DHP would be constructed using new technology and not in conventional manner. Through this project, he said PWD engineers of the state would
also be trained on new technology of building construction. Ozukum disclosed that laying of foundation stone of DHP would be virtually initiated by union minister, Hardeep Singh Puri. PWD housing additional chief engineer, Er. Hozheto Shikhu, stated that the work for the proposed developmental activities would commence within 30 days. He said that it would take around nine months to complete the project at an estimated cost of Rs. 10 crore. Earlier, Ozukum also inspected the ongoing building construction under PWD housing in Dimapur.

Nagaland logs 35 fresh Covid-19 cases, 1 death DIMAPUR, FEB 11 (NPN): Nagaland on Friday recorded 35 fresh Covid-19 positive cases while one more patient succumbed to the infection in the last 24 hours. Of the fresh cases, 22 were from Dimapur, seven in Kohima, three in Peren and one each in Mokokchung, Mon and Wokha, taking the total caseload to 35117. Further, one more patient succumbed to the virus in Mokokchung, pushing the death toll to 750 (including 4 non-Covid deaths but with positivity).
As on February 11, a total of 1426427 persons have been inoculated against Covid-19 (807079 first dose and 619348 second dose) while 18466 got their booster shot. Altogether, 55625 teenagers have received their first dose of Covaxin. PTI: India saw a single day rise of 58,077 coronavirus infections, which took the tally of cases to 4,25,36,137, the death toll climbed to 5,07,177 with 657 daily fatalities, the Union Health ministry stated on Friday.
NEW DELHI, FEB 11 (PTI): Various journalists’ bodies on Friday wrote to Information and Broadcasting (I&B) Minister Anurag Thakur raising objections to the new guidelines issued recently for the accreditation of media persons by Press Information Bureau (PIB). In their letter, the journalists’ bodies said the new accreditation guidelines were discussed at a meeting organised under the aegis of the Press Club of India and it was noted that the I&B Ministry has taken “unilateral and unfair” decision to “drastically” alter the accreditation guidelines in violation of the existing guidelines of
the Press Council of India (PCI). Among those who signed the letter included presidents of PCI, Indian Women’s Press Corps, Press Association, Delhi Union of Journalists and Working News Cameramen’s Association. “The meeting, after a detail discussions, strongly opposed unilateral and unfair decision of the Ministry of Information and Broadcasting in drastically altering the guidelines and forming a lopsided Central Media Accreditation Committee (CMAC),” the letter stated. “Both the guidelines and the CMAC violate the existing guidelines framed
by the apex media body Press Council of India,” it added. According to CMA Guidelines-2022, announced on February 7, accreditation is liable to be withdrawn or suspended if a journalist “acts in a manner prejudicial to the country’s security, sovereignty and integrity, friendly relations with foreign states, public order, decency or morality, or in any relation to contempt of court, defamation or incitement to an offence”. Accreditation can also be suspended if a journalist or the media organisation the scribe represents is found to have furnished false or forged information or documents.

DIMAPUR, FEB 11 (NPN): Five Sheanghah villages— Sheanghah Chingnyu, Sheanghah Tangten, Sheanghah Wamsa, Sheanghah Mokok and Sheanghah Lokyo— have “unanimously” decided to reaffirm support to shifting of EAC headquarters from Longshen to Yukho. In a press release, chief Angh of five Sheanghah villages, Aluh Angh, stated that the decision was taken at a meeting with the representatives of the five Sheanghah villages. Conveying the stand of five villages, chief Angh stated that the situation of shifting the present EAC
headquarters to new location arose in 2003 after the then chief Angh of Tangnyu had allegedly altered the boundary of more than 200 hectares of land, which was already donated to the state government for creation of Longshen Hqs in 1982. Angh claimed that people of the town were not even allowed to do farming within the altered boundary line. He said that the survey team sent by the state government was also not allowed to take the survey. He said that the present EAC Hqs has limited areas for development. He said that infrastructure such as
EAC office, EAC quarter, staff quarters etc. located at the land donated by Tangnyu village were demolished, adding that presently there was not a single government property. In 2003, Angh said the matter for shifting was kept on hold and waited for another 18 years for the Tangnyu village to remove the stone pillars. However, since they failed to remove the same, the five villages led by chief angh of Sheanghahs have decided to “reignite the shifting of the present Headquarter to new location for the better administrative controls and development.”
Angh said villages falling under EAC Longshen Hqs include Tangnyu village (under 43 Tapi AC), Yuching village (under 46 Mon AC) and the rest five villages under 44 Phomching AC. Stating that five villages also submitted letter to the verification team, the chief Angh said that failure of the government to shift the present headquarters to new location, he would reclaim the donated land (for Longshen EAC Hqs) for farming purposes. He said that five villages have also submitted “no objection certificate” for shifting of the present headquarters since 2003.

NEW DELHI, FEB 11 (AGENCIES): Indian Railway Catering and Tourism Corporation Limited (IRCTC) is all set to fully resume services of cooked meals in trains. The services were suspended as a precautionary measure during the outbreak of the Covid pandemic in March, 2020. In a statement, IRCTC informed that services of providing cooked meals will resume from February 14, adding such food is already being served in 428 trains.
“Of the total number of trains, cooked food had already been restored in 30% by Dec 21’, 80% by Jan 22’ and the remaining 20% shall be restored by February 14, 2022. Cooked food on premium trains (Rajdhani, Shatabdi, Duronto) had already been restored in December 21. Ready to eat meals would also continue,” it added. Earlier, the Ministry of Civil Aviation had allowed all airlines to serve cooked meals on domestic flights. K Y M C

DIMAPUR, FEB 11 (NPN): Livingstone Foundation International College (LFIC) organised a valedictory programme for the two-day national seminar on “integrating skill development programmes in higher education”, sponsored by Indian Council of Social Science Research (ICSSR) – NERC here, Friday. Addressing the gathering at the valedictory programme, guest of honor, additional commissioner, Central GST Dimapur, Sashi Wapang Lanu (Indian Revenue Service) stated that at present, India had an unemployment rate of around 9%. He lamented that the state had the highest unemployment rate in India at around 25% and that its nearest competitor was Lakshadweep at 13% and Andaman and Nicobar Islands with 12%, which were very small island union territories.

Pointing out that all North Eastern states had low unemployment rates, he questioned why the state’s labor market had not expanded itself in proportion to the increased education in the state and if the people were only chasing after certain kinds of “jobs”. Sashi also questioned if there were gaps between institutions of learning and needs of industry or whether the graduates were lacking in employability skills.
Maintaining that the answer to all these questions would be affirmative, he talked about “The Nagaland Vision 2030”, a document released by the state government which gave a vision of how development in the state would take place in the next decade. DIMAPUR: Governor of Assam and Nagaland, Prof. Jagdish Mukhi said that during his visits to educational institutions, he found a lot of deficiencies that needed to be fixed. According to a DIPR report, Prof. Mukhi was addressing the people of Kiphire village during his visit on February 10, where a reception programme was held at public ground. The governor while assuring that he would pursue the needs of Zizaji Presidency College, Kiphire to the government appreciated Kiphire village for preserving the tradition and culture and expressed his love for the unique Naga traditions. He encouraged the gathering to implement in-
digenous language in primary schools to preserve and to promote culture. On his visit to Government Higher Secondary School, the governor with regard to the demand for science stream in GHSS assured that the matter would be pursued seriously. He also said that Naga students were studying in different parts of the country in search of good institutions. In this regard, Prof. Mukhi said that all facilities and infrastructure should be provided within Nagaland for better education in the state. He also added that the JNV school would come up with Science, Commerce and Arts streams where students from villages would be able to study in the school.
The construction would be completed by March-April 2023, he informed. Later, he interacted with the Kiphire village leaders, teachers and students, JNV construction engineers, contractor and other officials. Earlier, the governor was received by men and women in traditional attires and received the Rashtriya salute from village guards. Other highlights of the programme included traditional fire making and folk dances, national anthem presented by Kiphire Village Students’ Union, welcome address from Sethrongba Y Sangtam while vote of thanks was delivered by KVSU president, Akokba.

SHILLONG, FEB 11: Five Congress legislators who recently extended support to the BJP-backed Meghalaya Democratic Alliance government are likely to be suspended, State Congress party president, Vincent H. Pala said on Friday. The five Congress legislators led by their legislature party leader Dr. Mazel Ampareen Lyngdoh recently met Chief Minister Conrad Sangma and handed him a letter of support to the government. Apart from Lyngdoh, the other legislators who are likely to be suspended include Process T. Sawkmie, Mayralborn Syiem, Kimfa S Marbaniang and Mohendro Rapsang. “The AICC is against this move and they are likely to be suspended. The party high command is not favour of their decision to be part of the MDA government,” he told reporters after chair-

ing the party state executive meeting since he took over as state party president last year. “A show cause notice would be issued to them asking why they shouldn’t be expelled from the party,” he said. 2018 Assembly elections, would be left with no Congress legislators representing the party in the 60-member House assembly. Stating that the five legislators took a unilateral decision of joining the MDA government, keeping self interest first instead of the party, Pala said the “Congress High Command is not in favour” of their decision. “The CLP leader and the MLAs didn’t consult the Meghalaya Pradesh Congress Committee or the AICC before taking a decision to join the MDA government,” he said. Two of the five legislators Mayralbron Syiem and Mohendro Rapsang were also present in the meeting. Syiem asked why the Congress can’t work with the BJP while it has no problem to work with the Shiv Sena in Maharashtra having the same ideology as the BJP. However, Pala said the decision to work with the
Shiv Sena was taken it was done after thorough consultation with the party High Command. “The party is not dependent on individual leaders, but is dependent on the party workers who spend sleepless nights to ensure the party’s victory,” Pala asserted. Moreover, he said that he has got hints of their next move and likewise the party is working on the ground so that the Congress’ prospect is not affected in the 55, out of the total 60 Assembly segments just due to five individuals. Meanwhile, Congress legislators Syiem and Rapsang said that that they would continue to be with the Congress party, but said the decision is left with the Congress. “I am a Congressman and with the party and will stick to it. I cannot say much on this development as the ball is in the court of the party,” Syiem said.
Arunachal Pradesh logs 76 new COVID-19 cases
I TA NAG A R , F E B 1 1 (PTI): Arunachal Pradesh reported 76 new COVID-19 cases, 14 less than the previous day, pushing the tally to 63,890 on Friday, a senior Health department official said here. Of the 76 fresh cases, 20 were reported from the Capital Complex Region, 10 from West Kameng, Lower Subansiri (8), Lohit (7), East Siang (5) and three each from East Kameng, Leparada, Lower Dibang Valley, Namsai and Tawang district respectively, the official said. The COVID-19 death toll in the state remained at 293, as no fresh fatality was reported in the last 24 hours. The frontier state currently has 978 active COVID-19 cases, while 62,619 people have recuperated from the disease so far, including 229 on Thursday, State Surveillance Officer (SSO) Dr Lobsang Jampa said.

IMPHAL, FEB 11: The ruling BJP in poll-bound Manipur has expelled its chief spokesperson Chongtham Bijoy Singh from the primary membership for six years. Besides being the chief spokesperson of the state unit of the saffron party, Bijoy was one of the aspirant candidates of the party from Uripok Assembly constituency of Imphal West district. BJP Manipur Pradesh president A Sharda Devi expelled him from the party primary membership in an order signed on February 8. The matter was made public and to the spokesperson himself only on Friday. Until Thursday, he addressed the media as the chief spokesperson of the state unit of the party. “I came to know about the expulsion only today, that too, at the eleven hour of my participation in a panel discussion on a local

After the denial of the party ticket, Bijoy recently

Strongly reacting to his expulsion, Ch Bijoy, speaking to reporters, said that he was expelled by some “self-centric leaders” without following proper procedures. He asserted that he worked for the BJP for the last more than 27 years at various capacities being a lover of the party’s ideology. However, the BJP has now compromised its ideology and commitment which is based on anti-corruption by the party leaders who came to the saffron fold recently. He expressed strong resentment and said that incumbent party leaders have sidelined party’s long sufferer cadres and leaders.

SHILLONG, FEB 11 (IANS): Meghalaya Chief Minister Conrad K. Sangma on Friday said that his National People’s Party-led Meghalaya Democratic Alliance government’s ‘farmers’ welfare programme - FOCUS - would benefit over 4.5 lakh farmers in the mountainous state. The FOCUS innovative inclusive scheme with an estimated budget of Rs 200 crore was launched in September last year to provide the financial assistance of Rs 5,000 to each farmer. While distributing various tools and essentials at a function in South Garo Hill’s Chokpot, the Chief Minister said that the FOCUS programme was conceptualised by taking into consideration the economic hardship that the farming community had to face due to Covid-19. He said that through this programme, the farmers are grouped together as farmers collective - “Producers Groups” and financial assistance of Rs 5,000 is provided to each memeber in the group. The funds can be used as seed money for upscaling farming activities. O n Fr i d ay, S a n g ma distributed cheques amounting to Rs. 1.2 crore to 170 “Producer Groups” under the programme, to boost up their farming and
entrepreneurial activities. He also attended the ‘SHG Mela’ in Chokpot and extended financial assistance worth over Rs 1 crore to 29 village organisations and Self-Help Groups. Sangma said that the MDA government is happy to support the women-led SHG movement that is empowering enterprising women at the grassroots level. He said that the government has introduced various funding options to encourage entrepreneurial activities, wherein interest-free loans are being provided to the people. The government’s welfare programmes are targeted for overall improvement in farming activities, farmers’ sustainable income, marketing linkages and ensures that agricultural and horticulural products of the state are promoted and marketed for optimum benefits. He also announced that Rs 100 crore plus has been sanctioned for various infrastructure development projects in the Chokpot area, including Chokpot Water Supply, Guest House, new Civil Sub Division building and a road 12 miles to Chokpot. Clean Cook-stoves under the CSR initiative of the Global Himalayan Expedition were also distributed to beneficiaries at the event.

AIZAWL, FEB 11 (PTI): An apex body of merchant associations in Mizoram on Friday asked the state government to revise the existing COVID-19 guidelines and to allow all shops to open on a daily basis under strict adherence to COVID Appropriate Behaviour (CAB) in all parts of the state including in areas declared as ‘red-zone.’ Mizoram Merchants’ Association (MIMA), the umbrella body of 23 trader associations in the state, through a statement, demanded a relief package to compensate their loss if the government fails to allow them to open their shops daily. It is also likely that Jagan will not pitch for three capitals, and instead go for Visakhapatnam as the lone capital city, sources in the CMO said. If the remarks made by Jagan during his interaction with the representatives of the Telugu film industry are any indication, he would be shifting his base to the port city anytime in the near future. Complexity of Manipur politics

close fight appears to be on the cards for the Manipur assembly election where voters will choose 60 members in a two-phased poll on February 28 and March 5. Counting will be held on March 10 as along with other four states. The BJP is contesting all the 60 assembly constituencies followed by the Congress which is contesting 54 seats. The Congress, CPI, CPI (M), Forward Block, RSP and JD (S) have formed Manipur Progressive Secular Alliance (MPSA). The NPP seems to be gaining some ground and will contest 41 seats. As per poll predictions, both ruling BJP and opposition Congress are locked in a tight fight. It is difficult to make any accurate predictions but by and large, it is expected that the margin of seats between the BJP and Congress could be hardly three to five. Of course, it is quite a different matter when the final tally is arrived after counting. One cannot discount the National People’s Party(NPP) which is also likely to win a sizeable number of seats. The BJP could have sailed through but it has been wracked with dissidence and defections of some of its senior leaders. They have rebelled against the party because defectors were given importance in ticket distribution while the party veterans and loyalists were denied tickets.As of today, opinions speculate that the BJP could win around 20 to 25 seats while the Congress could win anywhere between 15 to twenty seats. As for NPP speculations indicate that the party could win anywhere between 10 to 15 seats. The NPF which is a post-poll coalition partner of BJP will contest 10 out of 20 seats in the hill districts. The party is expected to win anywhere from three to 7 seats. Speculations stem from mostly trends but these could either go right or wrong. Among the leaders, Biren Singh is still more popular than Congress veteran O.Ibobi in a ratio of 5 to 3 in favour of the former. However if the result is a fractured mandate, the Congress could ally with NPP and other like minded parties to stake claim provided the combine tally is around 35 legislators. However, even if non-BJP parties stake claim, the same story could be repeated as it did in 2017 when the Congress despite having won 28 seats and the BJP only 21, was not invited to form the government by Najma Heptullah a former Congress veteran who defected to BJP. The saffron party mustered the majority number after forming a coalition with smaller parties like the National People’s Party (NPP) and the Naga People’s Front (NPF), which had bagged 4 seats each. In 2020, the BJP was practically unseated when its ally NPP as well as three BJP MLAs pulled the plug on it and pledged their support for the Congress. The BJP however managed to stay on despite not having the numbers following the intervention of its central leadership. The Biren Singh government then went on to win the controversial vote of confidence through voice vote. Many BJP leaders and MLAs have defected to other parties and it remains to be seen whether they will cause enough damage to the party in the forthcoming elections.

When you have thoughts and ideas that are worthy of credit to God, learn to compare and associate them with all that happens in nature— the rising and the setting of the sun, the shining of the moon and the stars, and the changing of the seasons. You will begin to see that your thoughts are from God as well, and your mind will no longer be at the mercy of your impulsive thinking, but will always be used in service to God. “We have sinned with our fathers…[and]… did not remember…” (Psalm 106:6-7). Then prod your memory and wake up immediately. Don’t say to yourself, “But God is not talking to me right now.” He ought to be. Remember whose you are and whom you serve. eing a career mentor, I had the opportunity to visit different campuses in different places. These campuses include schools, colleges, universities and some special institutes. Be it in India or even in other countries we don’t see many girls in the research or technical studies though there are a number of girls in different courses. Globally it has been seen that women are typically given smaller research grants than their male colleagues and, while they represent 33.3% of all researchers, only 12% of members of national science academies are women. One of the most important and demanded fields such as artificial intelligence, only one in five professionals (22%) is a woman. Despite a shortage of skills in most of the technological fields driving the Fourth Industrial Revolution, women still account for only 28% of engineering graduates and 40% of graduates in computer science and informatics. Female researchers tend to have shorter, less well-paid careers. Their work is underrepresented in high-profile journals and they are often passed over for promotion. The situation may differ and data may be even less in a few countries. Girl children or students and women must have full and equal access and participation in science subjects as science and gender equality are both vital for the achievement of the internationally agreed development goals, including the 2030 Agenda for Sustainable Development.
In order to achieve full and equal access to and participation in science for women and girls, and further achieve gender equality and the empowerment of women and girls, the United Nations General Assembly declared 11 February as the International Day of Women and Girls in Science in 2015. Recognizing the role of women and girls in science, not only as beneficiaries, but also as agents of change, including in view of accelerating progress towards the achievement of SDG 6 (Clean Water and Sanitation) this year’s theme is “Equity, Diversity, and Inclusion: Water Unites Us” Gender equality has always been a core issue for the United Nations. On 14 March 2011, the Commission on the Status of Women adopted a report at its fifty-fifth session, with agreed conclusions on access and participation of women and girls in education, training and science and technology, and for the promotion of women’s equal access to full employment and decent work. On 20 December 2013, the General Assembly of the United Nations adopted a resolution on science, technology and innovation for development, in which it recognized that full and equal access to and participation in science, technology and innovation for women and girls of all ages is imperative for achieving gender equality and the empowerment of women and girls. UN reports point out that billions of people around the world will be unable to access
safely managed household drinking water, sanitation, and hygiene services in 2030 unless access progress rates quadruple. Rising demand, poor management, and failure to conserve water resources, compounded by climate change, represents key challenges, urgently requiring a new sustainable holistic approach to support aligning strategies on water. The Secretary General of the United Nations, António Guterres in his message said that “we need more women developing artificial intelligence that serves everyone and works for gender equality. We also need to reverse trends that keep young women scientists from pursuing careers that help us address the climate and environmental crises.” “I taught engineering. I know from personal experience that young women and men are equally capable and equally fascinated by science, brimming with ideas, and ready to carry our world forward”, he said. There is already more focus on girl education and we can ensure that they have access to the technical learning and work opportunities related to science. When guided and mentored properly today’s girl may become leading scientists, change makers, innovators who could certainly enhance sustainable development. oreign policy is traditionally thought to be the sole domain of sovereign states, but paradiplomacy is the word used to describe regional or subnational governments engaging in international relations. In India, state governments have limited options because Article 246 of the Constitution solely addresses the Union government when it comes to foreign policy. Nonetheless, the nature of coalition governments with regional parties at the center, the desire for economic reform and trade interests of various states, as well as the growing need to include key regional stakeholders in foreign policy discourse, have resulted in significant international engagements by states in recent years. The role of Tamil Nadu’s political parties in India-Sri Lanka relations, Gujarat’s economic outreach to the international community, the Northeastern states’ increasing push to be involved in India’s Act East policy, and the establishment of a ‘states division’ in the Indian Ministry of External Affairs (MEA) are all examples of paradiplomacy gaining traction. The pandemic of Covid-19 that has swept the globe in the last two years has heightened the demand for paradiplomacy. During the crisis, states such as Assam obtained PPE kits from China and began negotiations with the Royal Bhutanese Government for an oxygen plant via MEA. A case for paradiplomacy involving Assam and Bangladesh is noteworthy in this regard. This year marks the 50th anniversary of India-Bangladesh relations. In the South Asian region, Bangladesh is India’s most important trading partner. Its Gross Domestic Product (GDP) per capita has overtaken India’s, as has its ranking in the Sustainable Development Goals. Bangladesh has taken action against Indian insurgents seeking refuge in the nation under Prime Minister Sheikh Hasina’s leadership, and the Land Boundary Agreement (LBA) reached in 2015 resolved the boundary dispute. It was the surrender of a major faction of the United Liberation Front of Asom (ULFA) led by Arabinda Rajkhowa after Sheikh Hasina became Prime Minister in the post-BNP government period, when Assam began the process of recovery after the tenure of the Asom Gana
Parishad (AGP), which had witnessed gruesome violence during insurgency and counterinsurgency operations, that brought relative peace back to the state. When India signed the LBA protocol in 2011, then Chief Minister (CM) Tarun Gogoi and then-Prime Minister (PM) Manmohan Singh traveled to Bangladesh. Although there was strong opposition to the agreement in Assam, both Dr Singh’s and PM Narendra Modi’s ministries actively engaged the Assam government in the finalization of the accord. Following the swearing-in ceremony of the new Assam Chief Minister, Himanta Biswa Sarma, Prime Minister Sheikh Hasina wrote a letter stating her government’s commitment to improving connectivity in the Northeastern region, as well as an invitation to Assam to benefit from Bangladesh’s socio-economic development and growth trajectory. In his statement, Chief Minister Sarma emphasized the importance of exploring areas of cooperation with Bangladesh. At the request of the Union government, Assam has increased economic collaboration with Bangladesh in recent years. Bangladesh has established an Assistant High Commission in Guwahati, and has also opened Chattogram and Mangla ports for the shipment of products from the Northeast. With cooperation from the MEA and the Assam government, the state can press for more rail, road, and air connectivity with Bangladesh, as well as an emphasis on organic food, silk, crude oil, fisheries, tourism, and work permits for talented youth. A joint outreach to Bangladesh by all Northeastern states could result in improved results in terms of goods transit via inland river systems. The Union government of India should encourage and assist the Northeastern states in taking advantage of its proximity to Bangladesh. To change itself from a landlocked to a land-linked region with the support of Bangladesh, the Northeastern states need to establish a vision plan for their paradiplomacy efforts and engage regularly with Bangladeshi authorities and the MEA. Are India’s Armed Forces stuck in a ‘Modernisation vs Atmanirbhar’ Dilemma?

n the run-up to the Finance Minister’s budget speech on 1 February, a story in the media revealed that the defence services had recorded an unusually slow pace of expenditure of their capital allocations. According to the report, the Indian Army had spent just about 40% of its capital budget in the ongoing financial year, with the Indian Air Force managing a figure of around 70%. Only the Indian Navy has achieved 90% spending of its capital outlay. The Army’s slippage in spending came as a surprise, because it has, for some time, been projecting a requirement for capital budgets much higher than its normal allocation. Last year’s defence budget had even allocated additional capital funds for the purchase of new arms and equipment. That, however, appears not to have helped. The growing support for ‘vocal for local’ Not unexpectedly, the latest defence budget (202223) has reduced the capital

allocation for the Army. While the overall defence budget has registered a healthy though less-thanimpressive rise of 9.48% (from Rs 4.78 lakh crore last year to Rs 5.25 lakh crore in the next fiscal), the Army’s share of capital allocation is down by a significant 12% (more than Rs 4,000 crore). The Navy’s share of capital, on the other hand, has been raised by over Rs 3,000 crore, including a 43% rise in its modernisation funds. At Rs 47,590 crore, the Navy’s overall budget stands considerably higher than Rs 33,253 crore allotted in the previous financial year, evidence that the government is alive to the China challenge in the Indian Ocean, and the need for assertive presence operations in the littorals. Even the Coast Guard earned a hike of 39% over its allocation last year. The main talking point of the budget, nevertheless, was the Finance Minister’s announcement that 68% of the modernisation budget would be reserved for do-
mestic industry. The latest in a series of government decisions meant to promote indigenisation, the move seems intended also at reducing the military’s dependence on foreign procurements. The Finance Minister’s budget speech reiterated the need for the services to meet their warfighting needs from domestic sources. The Defence Minister, who has in the past backed moves to indigenise, including a new DRDO (Defence Research and Development Organisation) procurement manual to facilitate indigenisation, tweeted his support for “vocal for local”, as did many defence veterans and commentators. Military left grappling with a paradox Yet, something about the government’s move suggests an attempt at ‘forcible indigenisation’. At a time when warfare is becoming increasingly sophisticated, the military is being pressed to accord preference to indigenously designed and manufactured equipment
that may be less than fit-forpurpose. Indeed, on more than a few instances in the past, the military has had occasion to reject sub-par indigenous equipment. This is not to say that all domestic defence industry in India is incompetent. Larson & Toubro (L&T), which has played a key role in India’s submarine-building programme, is an example of a private enterprise that has done yeoman sernavyvice to the military. L&T, however, is an exception rather than the norm. On the whole, private industry in India has struggled to deliver, not least because it is yet to fully invest in research and development (R&D). While the lack of contracts from the military has certainly been an aggravating factor, process inefficiencies in India’s domestic private sector are a reality that must not be overlooked. The defence budget’s reservation of almost threefourths of the defence capital budget for Atmanirbharta (self-reliance) may be justifi-
able from an indigenisation standpoint, but it leaves the military grappling with a paradox – India’s armed forces must find ways to preserve their operational edge using equipment that may not be best-in-class, or even necessarily reliable. With some foreign projects still in the pipeline, the Navy, in particular, will have to devise means to acquire proven equipment, made sparse through government diktat. The Armed Forces remain suspended in a ‘Chakravyuh’ In recognition of the modernisation deficit, the new defence budget sets aside 25% of the total R&D budget for private industry, startups and academia. That may seem significant in percentage terms, but isn’t really so in actual numbers. In reality, the allocation to private industry for defence R&D in FY-2022-2023 is a mere Rs 3,000 crore, with the overall R&D budget at a conservative Rs 11,981 crore (an increase of about Rs 500
crore over last year’s allocation of Rs 11,375 crore). One had expected the Finance Minister to announce a dedicated and non-lapsable Modernization Fund for Defence and Internal Security (MFDIS), as per the recommendations of the 15th Finance Commission. It would have been a step in the direction of addressing the issue of unpredictable spending of capital allocation. But the government isn’t still quite ready to allow unspent funds to be reallocated to the defence budget. This means the military will continue to surrender its funds under the current rules and remain in the budgetary ‘chakravyuh’ (labyrinth) that all armed forces are fated to live in. Liberalization did not lift poverty; it did the opposite
common impression about the Indian economy is that the entire pre-liberalization period was marked by a low growth rate of the gross domestic product, and persistent, if not growing, poverty, and that with the introduction of neo-liberal policies, the growth rate accelerated and millions were lifted out of poverty; but Narendra Modi, with his demonetization of currency notes and the goods and services tax, has, of late, caused a reversal of this improvement, to which the pandemic of course has greatly added. This impression is erroneous. No doubt, Modi’s demonetization and GST have hurt the informal economy, where the bulk of the workforce is employed, causing acute and pervasive distress; and no doubt this distress has been compounded by the pandemic. But the reading of the pre-Modi years is entirely wrong. The mass distress of the working people and the rise in the proportion of the absolutely poor in total population began with liberalization. The earlier period after Independence had kept the poverty ratio in check; it is liberalization, in spite of an acceleration in GDP growth, that has seen an increase in the ratio of povertyafflicted population in the total. The
mass suicides of peasants, unheard of earlier, began with liberalization; but, apart from suicides, there is also direct and compelling evidence of an increase in the poverty-ratio. Poverty estimates in India began systematically in 1973-74. Persons who could not access 2,400 calories per day in rural India and 2,100 calories in urban India were defined as poor (but in practice, a lower-2,200-calorie rural norm was actually applied). The National Sample Survey conducts a large sample survey every five years, obtaining data on both spending by people and quantities of food consumed, from which nutritional intake can be worked out; hence, the percentage of the population that is poor on this criterion can be determined. The percentages of the poor in rural India were 56 in 1973-74, 56 in 1983-84, 58 in 1993-94, and 68 in 2011-12. The corresponding figures for urban India were 60, 59, 57 and 65. These figures are in conformity with other trends given in NSS reports, such as declining average daily calorie intake for the rural and urban populations as a whole. It is clear that the poverty ratio, which was not increasing, though not declining either, in the pre-lib-
eralization period, has climbed up noticeably after liberalization in the early Nineties. The next large consumption survey, for 2017-18, showed such a drop in real spending and in nutritional intake, and hence such an alarming increase in poverty, that the government decided to suppress the findings and to discontinue the surveys in the old form, though they had been designed by P.C. Mahalanobis. The rise in poverty on this criterion after the introduction of neo-liberalism, and only after the introduction of neo-liberalism, is thus indubitable. We do not have information for the period before 1973-74. It is possible that poverty had declined after Independence, up to 1973-74. This would be in conformity with the fact that per capita availability of foodgrains that had declined in British India from 200 kilogrammes around 1900-01 to only 137 kg in 1946, started climbing back after Independence, reaching about 180 kg by 1990-91. But no matter whether the trend in the poverty-ratio before 1973-74 was flat or declining, the post 1993-94 trend has certainly been upwards. The official reaction to this phenomenon of growing nutritional deprivation accompanying accelerating GDP growth has been not to deny
such deprivation, but to dissociate it from the definition of poverty. But any redefinition of poverty delinking it from nutritional deprivation, and there have been several such redefinitions, cannot wish away the basic fact of growing nutritional deprivation. This is both significant and meaningful. It also makes theoretical sense. Neo-liberalism has meant two things. One is the withdrawal of State support to peasant agriculture (the withdrawal of the last vestige of such support in the form of minimum support prices for some remaining crops has just been defeated by the peasant agitation). This has reduced peasant incomes, made them vulnerable to price fluctuations (especially in those cash crops where price support no longer exists), and pushed them into greater debt and distress. Lakhs of poor peasants have migrated to cities in search of employment. The second implication of neoliberalism has been the removal of all restrictions on the introduction of technological change. This follows from the lowering of trade restrictions; to withstand foreign competition, new technology must be introduced, and such technology is typically laboursaving. Hence the rate of growth of
labour productivity has increased along with the rate of GDP growth, so that the growth-rate of employment which is the excess of the latter over the former has come down compared to earlier. Under dirigisme, GDP growth was 3.5 to 4 per cent per annum but employment growth was about 2 per cent; under neo-liberalism however GDP growth may have doubled to 7-8 per cent (before the recent slowdown) but employment growth has halved to about 1 per cent per annum, which is too low to absorb the natural increase in workforce, let alone the displaced peasants migrating from the countryside. The result has been the sharing of a given amount of work among more workers, impoverishing all of them. It has also reduced the bargaining strength of organized workers, hurting their real wages. All these have accentuated poverty. Waiting for poverty to be significantly reduced under neo-liberalism is like ‘Waiting for Godot’ in Samuel Beckett’s play. She put out a video on social media platforms purportedly showing that Chinese troops running after herds. Chodon lives in Koyal, a village on the banks of Senge Zangbu, a tributary of the Indus River, that divides the Himalayan region of Ladakh between India and China. Chodan tweeted that in January, PLA soldiers came into Indian territory and were “not letting our herds graze in our own territory”. She alleged that when this was happening, no action was taken by Indian security forces. Instead of when a herdman cross the undemarcated border to get his livelihood (yak) back, the Indian army caught him from our own territory and sent him to a police station, she alleged. India and China are engaged in border disputes for the last 22 months. To resolve the issue, India and China military delegates have carried out 14 rounds of talks.

NEW DELHI, FEB 11 (PTI): The Supreme Court Friday said it would protect the Constitutional rights of every citizen and take up at an “appropriate time” the pleas challenging a direction of the Karnataka High Court asking students not to wear any religious clothing in educational institutions, and emphasised that these issues should not “spread” at “national level”. A bench headed by Chief Justice N V Ramana was told by senior advocate Devdutt Kamat, appearing for the students, that the high court order has led to the “suspension of fundamental right to practice religion under Article 25 of the Constitution” and the plea be listed for hearing on Monday. Refusing to list the plea on February 14 as sought by Kamat, the bench, also comprising justices A S Bopanna and Hima Kohli, referred to the ongoing hearing of the case in the high court and said it will protect the fundamental right of every citizen and take up the matter at an
“appropriate time”. At the outset, Kamat said, “I am mentioning a fresh SLP against an interim order passed yesterday in the ‘hijab’ matter by the high court. I would say it is rather strange that the high court says that none of the students should disclose any religious identity when they go to school and college. It has far reaching implications not only for Muslim community but also for other faiths.” He referred to Sikhs wearing turbans and said the high court, by an interim order, has directed all the students that they should go to educational institutions without disclosing religious identity. “Our respectful submissions are that this amounts to complete suspension of Article 25 (freedom to practice and propagate religion) as far as our clients are concerned. So kindly hear us on the interim arrangement,” Kamat said. Solicitor General Tushar Mehta, appearing for the Karnataka government, said the high court order has

We also know what is happening in the state as well as in the hearing...and you also have to think over whether it is proper to bring those things to Delhi as a national level issue and all that,” the CJI observed. ‘Withdraw or we will quash it’: SC to UP govt on Students must wear prescribed recovery notices against anti-CAA protestors uniform, says MP minister NEW DELHI, FEB 11 (IANS): Supreme Court on Friday pulled up Uttar Pradesh for taking action on the recovery notices issued to the alleged antiCitizenship Amendment Act (CAA) protestors in December 2019. A bench of Justices D.Y. Chandrachud and Surya Kant gave last opportunity to the state government to withdraw the proceedings, and added that, if not done then those proceedings will be quashed for being in violation of the law. “Withdraw the proceedings or we will quash it for being in violation of the law laid down by this court.” The bench told counsel representing the state government that it acted like a “complainant, adjudicator, and prosecutor” while attaching the properties of the accused. It pointed out that proceedings initiated in December 2019 were contrary to the law laid down by the apex

court and they were not sustainable. Additional Advocate General Garima Prashad, representing the UP government, said over 100 F I R s we r e r e g i s t e r e d against more than 800 rioters and 274 recovery notices were issued against them. Citing the new law notified in 2020, Prashad contended that claim tribunals were set up, headed by retired district judges, and earlier these were headed by Additional District Magistrates (ADMs). Citing the top court’s verdicts in 2009 and 2018, the bench said judicial officers should have been appointed in claim tribunals, but the state government appointed Additional District Magistrates. The UP government counsel submitted that 451 policemen were injured during the protest and parallel criminal proceedings
and recovery proceedings were conducted. The bench emphasised that the state government should follow the due process under the law. “Please examine this, we are giving one opportunity till February 18,” it added. Justice Surya Kant told Prashad: “This plea concerns only a set of notices sent in December 2019... You can withdraw them with a stroke of a pen. 236 notices in a big state like UP is not a big thing.” The top court reiterated that it will quash the proceedings conducted prior to the legislation with liberty to take the recourse under the new law. It clarified that proceedings which are pending will be under the new law. “You tell us next Friday what you want to do and we will close this matter for orders,” the bench told Prashad. A closer look at the order reveals that the court has not granted him bail on all the sections he has been charged with. MUMBAI, FEB 11 (PTI): A public interest litigation (PIL) has been filed in the Bombay High Court to challenge the decision taken last month by the Maharashtra government, allowing the sale of wine in supermarkets and walk-in stores in the state. The petition filed by Sandip Kusalkar, a social worker, said the government’s decision was defeating the aim and objective of de-glamorising alcohol consumption and would facilitate a person to buy alcohol on his own without any supervision. The petitioner, who claims to be working closely with teenagers, young adults and underprivileged children, who are either orphans or unable to receive parental care, said such children are susceptible to social vices like alcohol or drug addiction and gambling. In its meeting held on January 27, the state cabinet allowed the sale of wine in supermarkets and walk-in stores across the state. A minister had
then said that the decision was taken to give a boost to fruit-based wineries which provide additional income to farmers. The petition filed in the high court claimed that the state’s decision was contrary to a government resolution of August 2011 that adopts a de-addiction policy. The PIL claimed that the aim of the de-addiction policy adopted by the state government was to curb proliferation of addictions among youth, and to take efforts to discourage people from indulging in drinking habits. “The resolution casts a duty upon the state to prohibit consumption of intoxicating drinks and drugs, which are injurious to health, and to improve the standard of living and improve the public health at large,” the PIL said. The government resolution says that there shall be no sale of alcohol near educational, government offices, parks, hospitals, religious places and state and national highways, it added.

During the reporting week, the surge in the foreign exchange reserves was on account of a rise in the Foreign Currency Assets (FCA), a major component of the overall reserves, and gold reserves, according to Reserve Bank of India’s (RBI) weekly data released on Friday. FCA increased by USD 2.251 billion to USD 568.329 billion in the week ended February 4.
Expressed in dollar terms, FCA include the effect of appreciation or depreciation of non-US units like the euro, pound and yen held in the foreign exchange reserves. Gold reserves declined by USD 210 million to USD 39.283 billion in the reporting week, the data showed.

According to the Index of Industrial Production (IIP) data by the National Statistical Office (NSO), the manufacturing sector’s output contracted by 0.1 per cent in December 2021. In December 2021, the mining output climbed 2.6 per cent, and power generation increased by 2.8 per cent. The IIP had grown by 2.2 per cent in December 2020. During April-December this fiscal, the IIP grew 15.2 per cent against a 13.3 per cent contraction in the same period last year. Also, no deduction in respect of any expenditure or allowance shall be allowed while computing income from transactions in such assets. NEW DELHI, FEB 11 (PTI): Finance Minister Nirmala Sitharaman on Friday said the government has sovereign right to tax profit made from cryptocurrency transactions, and the decision on banning or not banning will be taken based on feedback from consultations. Banning or not banning will come subsequently, when consultations give me input”. China, which has territorial disputes with many countries in the strategic Indo-Pacific region, has been opposing the Quad alliance since its formation. In November 2017, the US, Australia, India and Japan gave shape to the long-pending proposal of setting up the Quad to develop a new strategy to keep the critical sea routes in the Indo-Pacific free of any influence, amid China’s growing military presence in the strategic region. “China believes that the Quad mechanism is only a tool to contain China,” Chinese Foreign Ministry spokesman Zhao Lijian told a media briefing here while responding to a question that Quad foreign ministers opened their talks in Melbourne, saying that

The order will require US financial institutions to facilitate access to $3.5 billion of assets for the Afghan relief and basic needs. The Swedish speedskater broke his own world record and captured his second gold medal of the Beijing Olympics with a dominant victory in the men’s 10,000-meter Friday. Van der Poel added to his victory in the 5,000, which was a much closer affair. The longest race on the Olympic program was a blowout. He underestimated what he had in those powerful legs. He almost did, stumbling a bit with about 2 1/2 laps remaining. But van der Poel managed to stay on his feet, swung both arms to build extra speed and breezed across the line with plenty of time to spare in 12 minutes, 30.74 seconds. The Swede easily broke the world mark of 12:32.95 that he set in February 2021 and was more than 9 seconds ahead of the Olympic record set four years ago by reigning champion Ted-Jan Bloemen of Canada.

3rd ODI: India complete 3-0 whitewash of WI
A H M E DA BA D, F E B 11 (IANS): Led by threewicket hauls from Prasidh Krishna and Mohammed Siraj, India signed off from the ODI series with a 96run win over West Indies in the third and final match at the Narendra Modi Stadium on Friday. Chasing 266, West Indies were never in the hunt and were bowled out for 169 in 37.1 overs. Deepak Chahar tested the opening pair of Brandon King and Shai Hope with some movement available from the pitch. He was almost successful when King top-edged the third ball of the innings but it fell between mid-on and midoff fielders. King survived a DRS call off Chahar and ended the third over with successive boundaries. Mohammed Siraj was the first bowler to strike, trapping Shai Hope with a sharp nip-backer to hit him flush on the back pad. Hope didn’t take the review as replays later showed the ball was missing the stumps. In the next over, Chahar returned to take out King and Shamarh Brooks in the space of four balls. Darren Bravo and Nicholas Pooran amassed some boundaries but Prasidh Krishna broke the 43-run stand for the fourth wicket in the 14th over. Bravo played an expansive drive away from the body

M A NA M A , F E B 1 1 (AGENCIES): The Bahrain Grand Prix will remain on the Formula One calendar until at least 2036, F1’s chief executive said on Friday, in a deal that secures the event’s long-term future. The Gulf island kingdom, which held its first race in 2004, is set to host this year’s season opener on March 20, having also hosted the first round last year. In addition it held
two races on two different layouts of its Sakhir track during the COVID-19 pandemic-shortened 2020 season. “I am delighted we will be racing at the Bahrain International Circuit until 2036,” Formula One chief executive Stefano Domenicali said in a statement. “Since 2004 we have had some fantastic races in Sakhir and we cannot wait to be back there for
the start of the 2022 championship,” he said. Friday’s news means Formula One will continue to have at least four races in the region for the foreseeable future. Abu Dhabi, which joined the island kingdom as the second Middle Eastern race in 2009 and typically hosts the season finale, agreed a new deal in December last year keeping it on the calendar until at least 2030.
Saudi Arabia joined the schedule for the first time last year with a deal spanning at least 10 years. Qatar, which also held its first race in 2021 as a COVID-19 stand-in, is set to return to the calendar in 2023 on a 10-year deal, after hosting the soccer World Cup later this year. LIVERPOOL, FEB 11 (AGENCIES): Liverpool closed the gap on Premier League leaders Manchester City to nine points as Diogo Jota’s doubled earned Juergen Klopp’s side a 2-0 victory over Leicester City on Thursday. After City’s 2-0 win over Brentford on Wednesday extended their advantage at the top, second-placed Liverpool needed to issue a response, edging in front in the first half at Anfield thanks to Jota’s close-range finish. Mohamed Salah came off the bench to rapturous
applause to make his first appearance since returning from the Africa Cup of Nations, with the Egyptian striker curling a sumptuous effort against the post as Liverpool pressed for a second. That second did not look like it was going to come as chances continued to come and go, but Jota remained ruthless in the penalty area, drilling home the gameclinching goal three minutes from time. The win moved Liverpool onto 51 points from 23 games, with leaders City having played one game more,
while Leicester’s poor season continued as they remain languishing down in 12th in the standings. “I always like to get into those spaces,” Jota told BT Sport. “I was lucky enough to be in the right place and to score. “There was obviously an established front three (at Liverpool before he joined) but we have more options now and that is good for the team.” Another of those attacking options is Luis Diaz, who was handed his Premier League debut by Klopp after signing for Liverpool during
