NEW DELHI, FEB 9 (AGENCIES): Barely 24 hours before polling in the first phase of Uttar Pradesh Assembly elections, Prime Minister Narendra Modi in an interview with news agency ANI on Wednesday attacked dynasty politics and explained how it is different from having secondgeneration leaders in a political party. Dubbing dynastic politics to be a “big threat and the biggest enemy of democracy” as it affects the talent coming into a political party, Modi said there is a difference between one or two people from a family getting tickets and winning elections and all the important political positions in a party going to a particular family in the party. He explained: “When a party is run for generations by a family, there is an only dynasty, no dynamics. In Jammu and Kashmir, there are two parties run by

two separate families; you can see a similar trend in Haryana, Jharkhand, Uttar Pradesh, and Tamil Nadu. Dynastic politics is the biggest enemy of democracy.” He said: “The biggest casualty in parties that save one family is talent. The democratisation of political parties is important. Dynastic politics deters youth from entering politics.” Taking a jibe at Congress leader Rahul Gandhi, Modi asked, “How do I reply to a person who does not listen, skips Parliament?” Slamming Congress leader Rahul Gandhi for his attack on the Central

government for not issuing a clarification on issues like the India-China border dispute and rising unemployment in Parliament, Modi said that detailed answers were given by respective ministries and he had also spoken on some subjects whenever and wherever it was necessary. Modi also defended the farm laws, saying that the three farm laws were implemented for the benefit of farmers and were repealed in the national interest. “I have said this earlier also that farm laws were brought in for the benefit of farmers, but have now been withdrawn in the interest of the nation. I don’t think this needs to be explained anymore. Future events will make it clear why these steps were necessary,” Modi said. Modi added that his government always worked for the benefit of the farmers and they always supported him.

Modi, meanwhile, refused to comment on the Ludhiana-Ferozepur highway security breach in January saying that his remarks might impact the investigation initiated by the Supreme Court into the matter. “I have maintained silence on the issue. The Supreme Court is looking into the matter seriously. Any statement that I make in this regard will impact the investigation, and it is not right,” he said. Speaking on the Lakhimpur Kheri incident that claimed eight lives, including those of four farmers, who were allegedly mowed down by an SUV of Union Minister of State Ajay Mishra’s son Ashish Mishra, Modi said the state government is working transparently in the matter as it has given its consent for the committee and the judge that the Supreme Court wanted to rope in for investigation.

UP polls: Voting for first phase today LUCKNOW, FEB 9 (PTI): The battle for Uttar Pradesh will begin on Thursday with polling scheduled to take place in 58 assembly seats spread across 11 districts in the western part of the state. Campaigning in the constituencies going to vote in the first round of the seven-phase election in the politically crucial state ended on Tuesday evening. The polling will start at 7 am in these constituencies according to the guidelines of the Election Commission to ensure Covid-safe polls. The voting will end at 6 pm. The first phase will cover the Jat-dominated belt of western UP from where farmers had participated actively in the stir against the Centre's three agri laws in the national capital. As many as 623 candidates are in the fray in the first phase and around 2.27 crore people are eligible to vote in this phase. In 2017, the BJP bagged 53 of the 58 seats, while the Samajwadi Party and the BSP had got two seats each. One seat had gone to the Rashtriya Lok Dal.

added. Since the designation of B.1.1.529 as a variant of concern on November 26, 2021, several lineages have been identified. These include Pango lineages BA.1, BA.1.1, BA.2 and BA.3, which are all being monitored by WHO under the umbrella of ‘Omicron'. “BA.2 is more transmissible than BA.1 so we expect to see BA.2 increasing in detection around the world,” Van Kerkhove said. According to WHO’s weekly epidemiological report, released on Tuesday, the Omicron variant is increasingly dominant - making up nearly 97 per cent of all cases.

This is not the first time that Congress and the BJP have come together, directly

or indirectly, in the North Eastern states. In 2015, all the eight Congress legislators in Nagaland had supported the Naga People’s Front-led Democratic Alliance of Nagaland government in the State. The All India Congress Committee suspended these legislators forcing them later to merge with NPF party. In 2018, the Congress and the BJP stitched an alliance to rule the Chakma Autonomous District Council in Mizoram. However, the alliance did not last long.

DIMAPUR, FEB 9 (NPN): Nagaland’s cumulative Covid-19 caseload surpassed the 35000- mark after 52 fresh Covid-19 positive cases were reported while two more patients succumbed to the virus in the past 24 hours. Of the fresh cases, 37 were from Dimapur, 11 in Kohima, two in Tuensang and one each in Mokokchung and Wokha, taking the total caseload to 35038. With two more patients—one each in Dimapur and Kohima, succumbing to the infection, the death toll surged to 749 (in-

cluding 4 non-Covid deaths but with positivity). Further, 1423816 persons had been inoculated till February 9 (805663 first dose and 618153 second dose) while 16889 received their booster dose. Also, 53133 teenagers received their first dose of Covaxin. PTI: India logged 71,365 new Covid cases taking the country's total tally of cases to 4,24,10,976, while the active cases declined to 8,92,828, the Health Ministry said. The death toll rose to 5,05,279 with 1,217 fresh fatalities.

Union minister for law and justice, Kiren Rijiju is scheduled to arrive Nagaland on a one-day visit on February 12. According to sources, Kiren Rijiju will be meeting chief minister Neiphiu Rio and his cabinet colleagues, during which they will discuss about the union budget 2022-23 besides other issues. The union minister will also be meeting Nagaland State BJP unit leaders and head to Manipur the same day, where he is likely to campaign for the party for the upcoming assembly elections.

DIMAPUR, FEB 9 (NPN): Reacting to allegations made by technical education department and Rising People’s Party (RPP), the Nagaland Public Service Commission (NPSC) has clarified that requisitions submitted by the Technical Education department were received after the common educational services examination (CESE) 2019 was over. DIMAPUR: Entrepreneurs Associates (EA) and office of the deputy commissioner (DC), Mon supported by Capri Global Capital Limited under the banner of “uplifting women street vendors” organised the first meeting of women street vendors, Wednesday, at council hall, Mon. According to a press release, additional deputy commissioner (ADC) Mon and administrator, Mon Town Council, Chingyak Konyak while speaking at the programme encouraged the women to not be ashamed of their profession as it ensured healthy food for the public. He highlighted efforts undertaken by the administration for the well-being of vendors which included construction of new toilets, new marketing space and facilitation of PM SVANidhi loan. ADC also informed that the district administration would continue to support the women and requested them to take responsibility for the facilities and opportunities offered to them. Thanking EA for bringing the programme to Mon, he encouraged the vendors to connect with the organisation to leverage themselves. Pointing out that the pandemic was difficult for women vendors as they worked in unorganised mar-

kets in the absence of proper working spaces, running water and toilets, deputy CMO Mon, Dr. Rongsennungla advised them to pay special care to their own health as they were primary care givers for their families. The medical officer also stated that during this pandemic period, it was crucial that they maintain proper hygiene as they were exposed to large number of customers daily. Meanwhile, EA administrative coordinator, Yutho Sangtam highlighted the history of the organisation and activities undertaken by the organisation to

promote entrepreneurship and livelihood development across Nagaland and beyond. Sharing about the concern that EA had for the well-being of women at large and street vendors in particular, Yutho encouraged the women to improve their businesses through better planning and management. Altogether, 206 women from 10 villages attended the programme and were sensitised on the need to be organised for a business growth.

Eastern Nagaland Peoples’ Organisation mourns demise of LT Konyak DIMAPUR: Eastern Nagaland Peoples’ Organisation (ENPO) on behalf of all tribal bodies and different organisations has expressed deep sadness over the demise of its senior leader, L.T. Konyak, NCS (Rtd), who passed away at his residence in Dimapur on February 8. In a condolence message, ENPO said that

late LT Konyak was the first NCS officer from the Konyak tribe and one of the founding members of the then Tuensang Mon Public Organisation (TMPO), now ENPO. While stating that he had a deep love and concern for the people of Eastern Nagaland, ENPO recalled its late leader as one of their “founding father” who guided the organisation with

his best at all times. “With his death the people of Eastern Nagaland has lost an outstanding personality and

a prominent senior leader”, it further stated. The organisation said that it would always cherish the memory

of his sincere dedication for his people and conveyed heartfelt condolences to the bereaved family members.

Export of kholar beans highlighted at meeting Correspondent KOHIMA, FEB 9 (NPN): Department of Industries and Commerce (I&C) conducted a consultative stakeholders meeting on Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) scheme, here in the conference hall of the I&C

department on Wednesday. The meeting was held with participants from various line departments, district administrations, FPOs, cooperative societies and entrepreneurs to discuss on the matter pertaining to state level up gradation plan (SLUP) under the scheme in Kohima. Presenting the SLUP studies with weakness, strengths, challenges and opportunities of every district in the state, Transgraph consulting, Hyderabad, Dr.

Abdul Rahman informed that the basic requirement was infrastructure. This, he said, included upgradation of small machinery of various processing units which included value addition of several food products. Dr. Rahman said that during the study, he noticed that kholar (kidney beans) was an excellent crop that was consumed by people in the state, however, it was not exported and was being consumed only within

Nagaland. Pointing out the opportunities it held for farmers in the state, he observed that it should be exported outside the state. Speaking at the meeting, commissioner & secretary, industries & commerce, Kekhrievor Kevichusa said that the meeting was a model for all the schemes as it dealt with state level upgradation, including suggestions from all the assigned departments. With the initial stage

on the way, he informed that the selection of beneficiaries would be out by the month of April. He urged upon all the departments to work in the right way and publicise it to the rightful Self-Help Groups (SHGs) and cooperatives who were interested. With the One district one crop (ODOP) agenda, Kekhrievor stated that in order to generate volumes, ODOP was selected as primary product of food processing of the particular district. He however said that two or three districts could also aggregate together to bring about the quantity as many districts tend to produce similar products across the state. It may be mentioned that there were 11 districts at the launch of the study, however with the addition of five more, a meeting would be held and the decision to include newly appointed districts under the scheme would be done. SASRD, Medziphema is the designated host institution for the incubation centre for food processing while ICAR, Jharnapani is the mentor institution, i.e, State-Level Technical Institution (SLTI) appointed

by the state for the scheme. The scheme was launched under the Aatmanirbhar Bharat Abhiyan on June 29, 2020, and is a centrally sponsored scheme that aims to enhance the competitiveness of existing individual micro-enterprises in the unorganized segment of the food processing industry and promote formalization of the sector and also to support Farmer Producer Organizations (FPO) , Self Help Groups (SHG), and Producers Cooperatives along their entire value chain. Director of Industries & Commerce, Hokishe K Assumi, in his welcome address, highlighted the scheme which he was hopeful would bring out more products. Though there was a lack of coordination, he mentioned that all the departments present in the meeting would help strengthen the state and appealed to all the designated nodal officers to cooperate and carry out their best while performing. The moderator for the meeting was Mhasiphizo Michael Khezie, Nodal officer for PM FME scheme while closing remark was delivered by Additional director, Vitsutho Nyuthe.

3 MCC resolves on Sunday closure

DIMAPUR: Model Colony Council (MCC) Purana Bazar, Dimapur held an executive meeting on February 5 and adopted a two-point resolution. In a press release, Model Colony Council chairman Vikugha Kappo and general secretary Rensuthung Lotha stated that the house unanimously resolved that all shops excluding pharmacies within the jurisdiction of the colony would remain closed every Sunday with immediate effect. The council has also directed shopkeepers to maintain dustbins and practice cleanliness in their surroundings. The house resolved that open butchers, fish and footpath vendors would be prohibited within the jurisdiction with immediate effect. They have also been directed to run their businesses in a suitable area maintaining hygienic environment. The council has warned that stern action would be taken against defaulters.

Noklak celebrates handicrafts festival

DIMAPUR: Naturally Nagaland & Noklak Handicrafts Festival was celebrated, Wednesday, at public ground Noklak on the theme “towards sustainability”, with agriculture production commissioner (APC), Y. Kikheto Sema as special guest. According to a DIPR report, APC in his speech said that the Khiamniungan community was humble and hardworking and encouraged them to continue the same. Kikheto said that Naturally Nagaland was the commitment made by the state government after the pandemic as the state could not always depend on other states for all its needs and should have its own sustainable economy. He advised the farming community to not only depend on traditional method of agriculture but also adapt with the changing times. In his introductory remark, DC Noklak, Hiazu Meru said that Noklak district was rich, unique and refined in handicrafts therefore, in order to promote the potential of the region, Noklak handicraft festival was organised.

He informed that the platform was created to meet the buyer and the producer as the people were facing challenges to reach the market. Khiamniungan Tribal Council president, M. Thangou and Noklak Handloom & Handicraft Council president, S. Khumo also spoke at the programme. Special song was presented by Harmanas Band and invocation was said by ES KBCA, Hempao Lam. The 60-seat Manipur Legislative Assembly will go to poll in two phases on February 27 and March 3. The filing of nomination papers for the first phase had ended on Tuesday and scrutiny of the nomination papers was taken on Wednesday. Filing of nomination papers for the second phase will be allowed till February 11.

First phase Manipur polls: 175 candidates in fray

IMPHAL, FEB 9: As many as 175 candidates are in fray after completion of scrutiny of nomination papers for the first phase poll for the ensuing Manipur Legislative Assembly elections. A total of 176 candidates filed their nominations for the first phase polls in 38 seats of the state Assembly spread over six districts. The exact number of candidates in the fray in the first phase will however be known on February 11, the last day for withdrawal of candidatures. An official source said that the nomination papers were taken up for scrutiny on Wednesday by the returning officers at the headquarters of each five districts. As for Pherzawl district, the scrutiny was done at Churachandpur district headquarters. In Imphal West, all 56 candidates from the 13 Assembly constituencies

cleared the scrutiny held at the Imphal West DC office. A total of 45 candidates will contest for 10 Assembly seats in Imphal East district after all nomination papers were found valid during the scrutiny held today at the Imphal East DC office complex. In Heingang AC of the district, incumbent chief minister N Biren Singh will contest against Congress candidate P Sharatchandra as no other candidate filed nomination papers in this AC where the incumbent chief minister will seek re-election. Both nomination papers cleared scrutiny on Wednesday. Of the 35 candidates who filed their nomination papers in Churachandpur and Pherzawl districts for six Assembly segments where the papers were taken up for scrutiny today, one was found invalid. Official sources said that the nomination of one candidate – independent candidate Lunkhosei in

respect of Saikot (ST) AC was found invalid. All the 18 candidates who filed their nomination to contest the ensuing poll in the three Assembly segments cleared the scrutiny held today at the Kangpokpi DC office complex today. Meanwhile, filing of nomination papers for the second phase polls in the remaining 22 Assembly seats spread over 10 districts of the state is in progress. Altogether, 12 candidates from different political parties filed their nominations from the 10 Assembly constituencies in Thoubal and Kakching districts on Wednesday. The last date of submission of nominations is February 11 and candidates can file their nominations from 11 am to 3 pm. The Manipur Assembly elections will be held in two phases on February 27 and March 3 to elect the 60-member of the state Assembly. The results will be out on 10 March.

M’laya logs 125 new COVID-19 cases, two more fatalities SHILLONG, FEB 9 (PTI): Meghalaya on Wednesday reported 125 fresh COVID-19 cases, 23 less than the previous day, which pushed the tally to 92,646, a senior health department official said. The coronavirus death toll also rose to 1,554 with two more fatalities, he said. The northeastern state now has 1,098 active cases, while 89,994 patients have so

far recovered from the disease. The new cases include 56 single-day infections from East Khasi Hills and 16 from West Garo Hills District, Health Services Director Aman War said. Meghalaya has conducted over 13.39 lakh tests till date. A total of 23.08 lakh people have been inoculated in the state thus far, War said.

M’laya welcomes talks offer by banned outfit HNLC

SHILLONG, FEB 9 (PTI): Meghalaya on Wednesday welcomed the banned Hynniewtrep National Liberation Council (HNLC)’s offer for unconditional peace talks even as Chief Minister Conrad K Sangma revealed that several people were being considered for the all-important job of acting as an interlocutor with the banned outfit. Addressing media persons after chairing a meeting, Sangma said that though HNLC has made the offer through a statement a formal missive to the government was still awaited. “In the interest of peace, we would like to move in this direction and based on that the government of Meghalaya has already started going through different names for (appointment of an) interlocutor (to start facilitating the peace process with the HNLC),” the chief minister said. He said while the government welcomes step taken by HNLC in offering to hold peace talks without any pre-conditions through a statement released Tuesday, the authorities “are now awaiting a formal written letter from their side”. Interestingly the development comes on the heels of a bomb blast in Shillong last month which the outfit was involved in.

G U WA H AT I , F E B 9 (PTI): Assam Police have suspended a sub-inspector and disbanded the AntiNarcotics Squad of Nagaon district following a probe in the police firing on a former student leader, who was accused of drug peddling, a senior official said on Wednesday. The police are also in the process of completing the necessary paperwork to transfer the 10 personnel of the disbanded squad out of Nagaon district, in accordance with the recommendations of Paban Kumar Borthakur, the state’s Additional Chief Secretary. “After getting directions from the Home and Political Department, Sub Inspector Pradeep Bania was suspended yesterday. We also disbanded the AntiNarcotics Squad constituted by the Nagaon SP,” a senior police official told PTI on condition of anonymity. In his report, Borthakur had recommended transfer of all members of the squad and Bania out of Nagaon

district immediately. “Besides, we are preparing all related documents to shift the case to the CID of Assam Police. The government directed us to transfer the two cases filed by Bania and constable Nilkamal Bora to the CID,” the official said. He, however, insisted the recommendations made by Borthakur in the report did not mean that police were at fault. The recommendations were aimed at facilitating a “free, fair and just probe by a senior official”. According to an official release on Tuesday, the Assam government had asked the state’s DGP to order conduct of a departmental inquiry by a senior police officer into the role of all policemen involved in the firing incident which led to injury to a former student leader at Kacholukhowa Tiniali in Nagaon town. The DGP was also asked to ensure safety and security of witnesses and take measures for creating

awareness among people against drug abuse. Kirti Kamal Bora, who was alleged to have been involved in drug peddling, was injured in police firing on January 22, the incident opposition parties and social groups called an effect of the prevailing “police jungle raj”. They alleged the situation was worse than those prevailing in the 1990s when “secret killings” were rampant. The term ‘secret killings’ refers to the extrajudicial killings in which masked gunmen, suspected personnel of the security forces, used to kill the kin of ULFA leaders. P o l i c e , h o w e v e r, claimed that the former Nowgong College students union general secretary was selling drugs and was shot in the leg after he attacked law enforcers. Disputing the claim, the influential All Assam Students’ Union (AASU) alleged Bora was fired upon after he protested “drunk policemen” beating up a youth.

G U WA H AT I , F E B 9 (PTI): Due process of law and all guidelines issued by the NHRC are being followed in all cases of police encounters that have taken place in Assam since May last year, the state government claimed in an affidavit filed before the Gauhati High Court. In the affidavit filed in connection with a PIL, the Assam government informed the court that 28 people have been killed and 73 others injured in police action from May 10 last year, when Chief Minister Himanta Biswa Sarma assumed charge, till January 28 this year. The Assam government on February 7 filed the “detailed affidavit”, a copy of which is available with PTI, as sought by the Gauhati High Court, which on Tuesday deferred the hearing of the PIL related to the encounters till February 10. “…due process of law and procedure established by law, including the guidelines issued by the NHRC, are being complied with by

IMPHAL, FEB 9 (AGENCIES): Assam chief minister Himanta Biswa Sarma said that Northeast India is always there in Prime Minister Narendra Modi’s vision and had he become Prime minister soon after independence Northeast India would not have faced such apathy, reports Economic Times. Addressing the intellectual meet in Imphal on Union budget 2022-23, Sarma said, “When the Citizenship Amendment Act (CAA) work was on a delegation from Manipur which included former chief minister O Ibobi Singh had gone to New Delhi to meet Union Home minister Amit Shah on Inner Line permit (ILP), I was outside and while talking to them I asked them to press for ILP, they said if it will really happen despite pressing.” He added, “Shah agreed and within two months’ necessary laws were made and this shows how responsive the government we are having in the Centre.”

Underlining the need for a double engine government in Manipur for the spirit of partnership , Sarma said, “We have waited for Rajdhani Express train for years, highways were not there, most sought after Silchar-Imphal highway project through Jiribam we were thinking who will do it.” He added, “Recall the economic blockades and when petrol and diesels were sent through flights despite skyrocketing prices.

Soon after our prime minister conceived this idea of vibrant villages along the borders, the Chinese premier is also talking about vibrant villages. This shows the far sight of our Prime minister.” The Assam chief minister said, “This budget has come in the backdrop of COVID-19 pandemic. When pandemic started and

NEW DELHI, FEB 9 (PTI): The Foreigners Tribunals (FTs) operating in Assam have declared 1,43,466 people as foreigners so far and 329 of them were deported to their countries of origin. Union Minister of State for Home Nityanand Rai also said in the Rajya Sabha that a total of 1,21,598 have also been declared as Indians by the FTs. “The government of Assam has informed that the total number of Foreigners Tribunals (FT) presently operating in Assam is 100. The total number of cases pending in these FTs as on December 31, 2021 is 1,23,829. The total number of people declared as foreigners as on December 31, 2021 is 1,43,466. “The total number of people declared as Indian as on December 31, 2021 is 1,21,598. A total of 329 persons have been deported to their countries of origin as on February 1, 2022,” he said in a written reply to a question.

IMPHAL, FEB 9 (PTI): Union Minister Bhupender Yadav has said the BJP is preparing a “unique” election manifesto for the upcoming Manipur polls and will “not make any promise that will not be translated into action”. Yadav, the BJP’s in charge of the polls in the northeastern state, said the saffron camp has held discussions with various stakeholders and set up a committee to draft the manifesto. “We will come out with a unique election manifesto soon. A committee has also been formed to draft it. The party will not make any promise that won’t be translated into action,” Yadav said. Asked whether the BJP has selected any chief ministerial candidate, he said the N Biren Singh government has been ruling the state “successfully” for the last five years and the party is going to “fight the election under his visionary leadership”. “The BJP will win two-third seats of the Ma-

AIZAWL, FEB 9 (PTI): Mizoram on Wednesday reported a dip in new COVID-19 cases, as 1,806 people tested positive for the infection, 418 less than the previous day, pushing the tally to 1,89,915, a health department official said. Three more persons succumbed to the infection in the last 24 hours, pushing the death toll to 626, the official said. The state had reported 2,224 COVID-19 cases on Tuesday, he said. The single-day positiv-

ity rate dipped to 23.70 per cent from 27.37 per cent the previous day, he said. At least 367 children were among the newly infected people, the official said. Aizawl district reported the highest number of fresh cases at 877, followed by Lunglei (226) and Champhai (160). The northeastern state now has 13,385 COVID-19 active cases, while 2,409 people have recovered from the infection in the last 24 hours, taking the total recoveries to 1,75,904.

Polling to 80 municipal boards in Assam on Mar 6: SEC

GUWAHATI, FEB 9 (PTI): The State Election Commission, Assam on Wednesday announced that polling to 80 municipal boards across the state will be held on March 6. Addressing a press conference, State Election Commissioner Alok Kumar said the polling will be conducted through electronic voting machines (EVMs) for the first time in the history of civic elections in Assam. The last date for filing nominations has been fixed on February 15 and scrutiny of applications will be done on February 17, he said. “The polling will take place on March 6 and the counting will be held on March 9. The last date for withdrawal of candidature is February 20,” Kumar said. There are 977 wards or seats in the 80 municipal boards.

PANAJI, FEB 9 (PTI): Congress will get a clear majority in the February 14 Goa elections but “newcomers” like AAP and TMC will not gain any “political dividend”, senior Congress leader Sachin Pilot said on Wednesday. Addressing a press conference here, Pilot said the Congress will form government in Goa after March 10, when counting of votes will be taken up. “It is interesting to see that many parties are trying to enter Goa. These parties which are contesting elections in Goa are doing a lot of chest-thumping and resource mobilisation but voters will look at the background of parties who are capable of delivering (on promises),” he said. The Congress leader said that tactics like “poaching of candidates and using resources” will not sustain in a long run. “The TMC or AAP which want to try their luck in Goa will not gain any political dividend on March 10,” he said.

UP: Farm loan waiver, 20L govt jobs in Cong manifesto L U C K N O W, F E B 9 (PTI): The Congress on Wednesday promised to waive farm loans within 10 days and provide 20 lakh jobs if the party forms the government in Uttar Pradesh. The poll manifesto released by party general secretary Priyanka Gandhi Vadra also vowed to provide Rs 3,000 as compensation to farmers for crop damage by stray cattle, a problem gripping cultivators in many parts of the state. The manifesto -“Unnati Vidhan” -- was termed by Priyanka as “Jan Ghoshna Patra’ (people’s manifesto). The vision document was brought released a day before voting starts in 58 assembly seats in the state. Two earlier manifestos -- “Shakti Vidhan” for women and “Bharti Vidhan” for youth -- have already been released by the party. The BJP and the Samajwadi Party released their manifesto for the UP election on Tuesday. Releasing the

manifesto, Priyanka said, the Congress will waive loans of farmers within 10 days of government formation, and also purchase wheat and paddy at Rs 2,500 per quintal as well as sugarcane at the rate of Rs 400 per quintal, after coming to power. She said in Chhattisgarh, her party’s government had written off farmers’ loans within three hours of being sworn-in. The issues of unemployment and inflation have been taken care while formulating the manifesto of the state, she said. “Our government will provide 20 lakh government jobs. While 12 lakh jobs will be given for filling vacant posts, 8 lakh new jobs will be created,” she said, adding 40 percent of these would be earmarked for women. She said, “Rs 3,000 compensation will be given to farmers for crop damage by stray cattle. ‘Godhan Nyay Yojna’ will be started under which cow dung will be purchased at Rs 2 per kg,” she said. Releasing the BJP’s manifesto ahead of the Uttarakhand Assembly polls, Union Road Transport and Highways Minister Nitin Gadkari also promised Rs 2,000 per month to women heads of Below Poverty Level (BPL) families, and an additional Rs 1,000 to them to take care of their small children. Under the PM-KISAN scheme, a financial benefit of Rs 6,000 per year is provided to the eligible farmer families, payable in three equal installments of Rs 2,000. Named “Vision Document, 2022”, the party’s poll manifesto also puts renewed emphasis on infrastructure development, tourism, stopping migration, employment generation, empowerment of women, farmers, horticulture and dairy development. The document also promises setting up an empowered committee to look into demographic changes taking place in the hill districts, a separate fund of Rs 500 crore for women self-help groups and also separate funds of Rs 500 crore each for horticulture and dairy development. The vision document also promises to provide all facilities to people living in border villages under the “Him Prahari” yojana, and creation of a credit guarantee fund trust for exservicemen. “There are three important pillars of the manifesto - ethics, economy,

ecology and environment,” Gadkari said after releasing it. “It is a vision of Uttarakhand’s future,” the Union minister said. Introducing the salient features of the vision document, manifesto committee coordinator Ramesh Pokhriyal Nishank said it is modelled on suggestions received directly from people in 70 constituencies of the state, and is reflective of their aspirations. “Not a single section of the society has been left out of the vision document which has been tailored according to the visions of Atal Baihari Vajpayee who created it and Prime Minister Narendra Modi who wants it to develop as a leading state in the country when it celebrates 25 years of its existence,” he said.

Fated to repeat

famous philosopher George Santayana had once said: “Those who cannot remember the past are condemned to repeat it.” Applying the phrase, the Congress party in Meghalaya was condemned to repeat in 2022 what the party in Nagaland had done in 2015. The Congress in Meghalaya, split when 12 Congress legislators led by former chief minister Mukul Sangma joined the Trinamool Congress in November last year). The remaining five Congress MLAs rebounded and made a monumental decision to not sit on the opposition aisle with TMC led by Mukul Sangma. The Meghalaya Congress crossed over to the ruling side and announced support to the ruling MDA government led by NPP supremo and chief minister Conrad Sangma in December last year. Then in February 8, the five Congress legislators in Meghalaya decided to formally join the Meghalaya Democratic Alliance(MDA). Joining the MDA government will mean that ministerial berth(s) or appointments as advisors would be rewards for the Congress legislators. In Nagaland, after eight Congress legislators joined the DAN-III coalition with some made minister or advisors in May, they eventually merged with the NPF in November the same year. It also led Nagaland legislative assembly creating a history of sorts in becoming an opposition-less house and ruled by an-all party government. The Congress party has therefore repeated the 2015 Nagaland event in Meghalaya in 2022. The split in the Congress in Meghalaya was triggered after Mukul Sangma defected with 11 others when he took exception to the party high command appointing Vincent Pala MP as the state unit president “without consulting him”. Mukul was irked with the Congress party high command for taking the decision and succumbed to the overtures of TMC strategist Prashant Kishor to join the party. Even Ampareen Lyngdoh, the leader of the five-member Congress legislature, when asked if the party high command was informed, said “there is a big distance between us and those who dictate to us. No other external force would decide for us.” This clearly meant that the five legislators are not going to listen to the party high command irrespective of the consequences, as they have chosen to reassert their prerogative under a totally different local environment. If there is anything significant that can be said about why the Congress is undoing itself is lack of deep rooted commitment to the party’s ideology which has led to many defecting to ruling parties. The other is the inherent disconnect of the party high command with the sociopolitical reality. In Nagaland, the Congress suffered consecutive defeats beginning with the 2003 election where, despite having won 21 to the NPF’s 19, it wasn’t able to form the government. The Congress in Nagaland again lost the 2008 election winning 23 seats to the NPF’s 26. Two successive loses proved fatal as the Congress party was reduced to a singledigit entity with eight MLAs in 2013. After eight MLAs joined NPF, the Congress became extinct in the 2018 election when it drew a blank for the first time in its history in Nagaland. In both cases in Nagaland and Meghalaya, the Congress joined a rival ruling alliance in which BJP is a pre-poll partner. It remains to be seen if the high command will do the obvious- issue show cause notice on the MLAs, suspend them or move to disqualify them. Certainly this has placed the Congress high command in a lose-lose situation.

Karnataka hijab row: Much Why opinion polls need regulation ado about a headscarf? E I

read this on social media: Education should be about what is in the head, not what’s on it. After all, it’s not about burqa, hijab or ghunghat. It’s about the right to agency. As students protested outside Karnataka colleges today, they were once again denied entry, two months prior to their exams. As politics of vendetta became the order of the day, the students of RTES College of Education appealed to the principals to ban students wearing hijab on campuses. As arguments on the issue fly thick and fast, there should be no room for an opinion that supports stealing an education from young girls on completely flimsy grounds. It should appall any rightthinking individual when one’s classmates don’t stand with you; rather, they become pawns in a sinister political plot. When college diaries mention that the girls can wear a scarf as long as it matches the dupatta, where is the dichotomy here? As protests over the hijab ban continued unabated for the second day, male students of the varsities also joined in the protests as a show of solidarity. Citing law and order issues, the Karnataka government invoked 133(2) of the Karnataka Education Act of 1983 which states that clothes which disturb the equality and integrity and could create law and order problems should not be worn in schools and colleges as it asks colleges to follow uniform dress code. Prejudice should not be looked at with a jaundiced eye. So, according to the ruling dispensation, hijab might create law and order problems? Nice. The point the girls are making is that they have always worn the hijab to attend classes for years, so why this government circular now? Rules and regulations or amendments, if any, are generally done at the beginning of the academic year where adequate time is given for discussion and review by legal teams and civil organisations. This just reflects the failed law and order situation in Karnataka. We know that a nation has lost its moorings when right-wing radicals adorn saffron scarves to oppose Muslim women wearing the ‘hijab’. The Karnataka Education Act should be within the parameters of the Indian constitution which guarantees the right to practise one’s religion. Issues like the

namaz row in Gurugram and the hijab row in Karnataka are warning signs of society’s corrosion and the extent of the venom that has entered the education space, where classmates refuse to uphold the fundamental right of another batchmate. Wearing a hijab is a fundamental right guaranteed under articles 14 and 25 of the constitution of India. As deplorable scenes unfold showing the girls crying, pleading with the authorities not to ruin their future as their exams are just around the corner, It looks like the ruling party in Karnataka has already begun canvassing for the next elections, and there is no better opium than religion. Saturday witnessed more colleges in Karnataka’s Udupi district imposing the hijab ban citing “government guidelines”. A little while ago came the news that students wearing hijab were allowed entry into the campus of Government PU College, Kundapara. However, they would be seated in separate classrooms. If this is the case, the campus must come up with a clarification about this ‘apartheid’. Does the constitution of India warrant this discrimination by making hijabwearing students sit in other classrooms? ‘Hijab’ has never been an issue before in colleges. The girls were quoted as saying, “We don’t know what our crime is, just for wearing a piece of cloth, they are not allowing us to enter the classroom.” It is now becoming increasingly clear that the ‘hijab’ row has been orchestrated with the elections in mind. How else does one explain the ‘sudden’ circulars? The students in the colleges where the issue has raised its head have been wearing the hijab all along and it’s never been a bone of contention. And quite evidently the students who stomped outside in saffron scarves have done so overnight; the scarves were all brand new and of the same colour, shape and size. So, it obviously stinks of a central supply. The girls are adamant that they will not remove the hijab, a symbol of their identity and pride, as they get demonised for upholding their faith. And the ruling regime decides to milk political dividends out of this controversy as the world sits and watches from the sidelines the fracturing of a robust, inclusive democracy. very election season, we find television channels flooded with opinion polls. Critics have often questioned their authenticity. All political parties too have opposed these polls, demanding a ban — except when they are shown as winning. The media, on the other hand, invariably opposes the idea of a ban as seat forecasts attract primetime viewership. In most democracies, opinion and exit polls are common during elections. However, restrictions are also imposed in many countries, extending from two to 21 days prior to the poll — Canada, France, Italy, Poland, Turkey, Argentina, Brazil, Colombia, to name a few examples. The opposition to the ban in India is mainly on the ground that freedom of speech and expression is granted by the Constitution (Article 19). What is conveniently forgotten is that this freedom is not absolute and allows for “reasonable restrictions” in the same article. The Indian Penal Code and Representation of the People Act, 1951 do contain certain restrictions. While the Constitution allows for reasonable restrictions on freedom of expression, its mandate to the ECI for free and fair elections is absolute. The Supreme Court (SC), in a series of judgments, has emphasised this requirement: “Democracy cannot survive without free and fair elections” (Union of India vs ADR, 2003); “Free and fair elections is the basic structure of the Constitution” (PUCL vs Union of India, 2003; NOTA judgment, 2013); “The heart of the parliamentary system is free and fair elections” (Mohinder Singh Gill vs CEC of India, 1977). Why does the ECI feel that opinion polls interfere with free and fair elections? Having seen “paid news” in action, it apprehends that some opinion polls may be sponsored, motivated and biased. Also, almost all polls are non-transparent, providing little information on the methodology. With such infirmities, many “polls” amount to disinformation that can result in “undue influence”, which is an “electoral offence” under IPC Section 171 (C).

It is a “corrupt practice” under section 123 (2) of the RP Act. The demand for a ban on opinion polls is not new. At two all-party meetings called by the Election Commission in 1997 and 2004, there was unanimous demand for a ban. The difference of opinion was only on whether the ban should apply from the announcement of the poll schedule or the date of notification. In 1998, the ECI issued guidelines that were challenged in the SC. A five-judge Constitution Bench asked the ECI how it would enforce these decisions in the absence of a law. Realising its weakness, the ECI withdrew the guidelines till a law was made. Unfortunately, this left the constitutionality of the issue undecided. The matter resurfaced in 2008 when many political parties came to the ECI demanding a ban on opinion and exit polls. The ECI advised them that they need to raise it in Parliament, as it required legislative amendment. The EC even vetted a draft of the proposed amendment. Surprisingly, Parliament banned exit polls but not opinion polls (126A, RP Act). It is not clear why the parties, who were unanimous in demanding the ban on both opinion and exit polls, did not pass it in Parliament in its entirety. In 2013, the debate on banning opinion polls was revived when the law ministry advised the ECI to once again seek the view of all political parties. Fifteen political parties responded and all but one (BJP), supported a ban. It was interesting to watch the debate on the subject in the media. All the participants — media, pollsters and jurists — were heard supporting the opinion polls, yet admitting to the presence of serious flaws. The ECI and political parties are not alone in doubting the integrity of opinion polls. The Press Council of India says, “This has become necessary to emphasise today, since the print media is sought to be exploited by interested individuals or groups to misguide and mislead the unwary voters by subtle and not so subtle propaganda on casteist, religious and ethnic basis as well as by

the use of sophisticated means like the alleged poll surveys,” (emphasis added). In early 2014, a sting operation by a television news channel caused quite a stir. As many as 11 polling companies were caught red-handed fraudulently manipulating surveys. These polling agencies were willing to manipulate the margin of error, victory margin for candidates, seat projections for a party or hide negative findings. Unfortunately, this expose did not receive the attention it deserved. What is the way forward? Ideally, an independent regulator, like the British Polling Council would be a viable option. All polling agencies must disclose for scrutiny the sponsor, besides sample size, methodology, time frame, quality of training of research staff, etc. India could set up its own professional body on the same lines. After the Bihar 2015 election, six leading agencies had spoken about the possibility of starting a self-regulatory body — the Indian Polling Council. Over six years later, there is no progress. A related issue is exit polls, which were banned by amendment to the RP Act, in 2008, making both the conduct of the polls and their dissemination illegal. However, the media has regularly flouted the law by “conducting” exit polls on poll days, though airing the result only after the closure of the poll on the last day. Surprisingly, the ECI continues to overlook this violation. In fact, the ECI order allows the dissemination of the exit poll results half an hour after the end of polling on the last poll day. It makes no mention of the ban on the conduct of the poll itself, which is expressly prohibited by the law. Thus, ECI’s guidelines stand opposed to the provision of the law. This is creating confusion. Many young researchers have been arrested by the police for violating the law. This must stop. The role of grassroots initiatives in managing waste in cities

M

ost of us forget about our waste once it is discarded into dustbins or municipal garbage trucks. Municipalities and waste management companies are only at the tip of an iceberg – the formal waste sector – funded, regulated and managed by local governments. This sector is involved with all kinds of waste: organic, inorganic, domestic, hazardous, horticultural refuse, and construction debris, among others. They are responsible for the collection, transport, recycling, and the appropriate disposal of waste which they often execute directly or via an external vendor. Ideally, the segregation of waste into recyclables and non-recyclables should be done at source by the households, residential areas, or business centres that generate waste. Paper, metal, and glass have long been salvaged as they have good potential for recycling. Plastic is the new material that needs immediate attention. While polyethylene terephthalate or PET has a fair recycling value with the plastic-to-textile industry creating high demand, other commonly used plastics have little to no value and are often discarded. Hence, this plastic often reaches landfills, where it is incinerated or buried. Many chemical additives from these plastics leach into the soil and the surrounding ecosystems, often finding their way into rivers and marine ecosystems. In much of the developing world, as in India, recovering recyclable waste between source and landfill is expensive, tedious and labour-intensive. This gap in the waste ecosystem is filled by the informal sector. This informal sector is a near-invisible, shadowy waste economy that we rarely acknowledge or appreciate, because it falls outside the purview of the formal system. The informal sector, often concerned with inorganic waste, has many players. Waste pickers collect and segregate recyclable waste from residential areas, and are incentivised by the chance to earn a livelihood from it. They then sell the waste to small scrap dealers or kabadiwallas. The scrap dealers further segregate the waste and sell it to a (Level 2) small or medium aggregator. From here, it is carted off to a wholesaler or stockist, and finally, to specific recycling units. In India, many national policies have recognised the role of the informal sector, mainly waste pickers, and have expressed value in their inclusion in the waste ecosystem. Yet waste pickers face other challenges while operating within the formal waste economy: outsourcing of waste

management to private companies, waste-to-energy plants touted as alternatives to recycling, and urban zoning plans that do not factor in the infrastructure requirements of waste management. Importantly, waste pickers at the frontline of the informal sector work in challenging, often unsanitary conditions that affect their health. They also face uncertainty due to fluctuating market prices of recyclables. Over the decade, grassroots organisations around the country have been working with waste pickers, in a bid to integrate them into the waste economy. Among these are Kabadiwalla Connect (Chennai), Hasiru Dala (Bengaluru), and Chintan (Delhi) that have emerged as waste management solutions and there are a few lessons that can be learnt from them. Informal sector crucial in finding solutions to plug plastic leak “Every year, Chennai generates over 1,30,000 tonnes of waste, of which plastic accounts for 10-15,000 tonnes. It is a huge challenge for the municipality to implement waste segregation at source. Hence, most of the waste, including 10-15% of which can be recycled, ends up in landfills. City authorities spend $200,000 (approximately Rs. 15 million) every day to collect the waste and transport it to the Pallikaranai and Kodungaiyur landfills,” states Siddharth Hande, CEO of Kabadiwalla Connect, a Chennai-based initiative for decentralised waste management. “If cities across India are keen on optimising their resource recovery and recycling in the future and finding solutions to plug the ‘leak’ of plastics into our oceans, integrating the formal and informal waste sectors will be crucial,” adds Hande. Hande also shares that the informal waste system helps Chennai collect roughly 20% of its recyclable waste, over 100,000 tonnes annually. By linking networks of waste pickers and scrap shop owners, he says he believes that almost 70% of the waste being sent to landfills could be diverted. Kabadiwalla Connect helps leverage the city’s existing informal waste infrastructure in the collection, segregation and processing of post-consumer waste, with the help of innovative, technology-based solutions. Its inclusive, cost-efficient, and industry-compliant solutions harness the untapped resource of the informal sector in the supply chain, reduce the health risks faced by waste pickers, and pay rich dividends while tackling plastic waste at urban, and semi-urban levels.

“In the informal sector, we rarely talk of the stakeholders beyond waste pickers. Yet there is a nexus of scrap dealers or kabadiwallas, aggregators, wholesalers and recyclers, that are an essential part of the waste ecosystem. This lack of classification is key to the problem of integrating the formal and informal sectors,” explains Hande. The involvement of upstream stakeholders of the value chain, such as plastic manufacturers and retailers is needed to bring about an integration of the waste ecosystem. Bridging gap between waste workers and other stakeholders vital In Bengaluru, the informal waste ecosystem is much the same – the door-to-door collection of waste is done by the municipality, or waste pickers, and is deposited at dry waste collection centres, where it is sorted for recycling. Paper, metal, glass, cloth, and plastics are usually recovered, with plastics like tetra packs, which are technically recyclable but have a poor market value, sent off to waste-to-energy plants or as fuel for cement kilns. Since 2011, Hasiru Dala has been working to bridge the gap between waste workers and other stakeholders, such as the local governments, policymakers, and citizens, while improving the lives and livelihoods of waste pickers. Bengaluru with over 35,000 waste pickers and itinerant buyers, has approximately 3,500 tonnes of plastic traded in the informal economy every single day – rescuing it from landfills, incineration sites and water networks. In 2021, Hasiru Dala actively worked with over 40 wards in the city, and their dry waste collection centres handled a total of 13,656 metric tonnes (T) of waste, of which 4,097 T was recyclable, and 9,559 T was non-recyclable waste. “Often plastics that can be recycled, such as food containers, aren’t washed properly, and hence, have to be discarded. Working with residents and encouraging them to put in the effort to clean food-related waste, often discarded improperly due to convenience, is essential,” says Rohini Malur, Communications Manager at Hasiru Dala. “Putting the onus of cleaning and segregation on households reaps benefits further up the waste ecosystem, as lesser waste, especially plastic, ends up at the highly polluting waste-to-energy plants, “she continues. The pandemic adversely affected the entire informal waste ecosystem, and as single-use plastic consumption soared, recovery and recycling couldn’t keep pace. Waste pickers are essentially daily wage workers, and restricted mobility af-

fects their ability to collect recyclables and earn a livelihood. With waste pickers clocking fewer hours, there was lesser income for scrap shops too. There were months during the first wave when the entire recycling industry shut down. Dry waste collection centres were deemed essential services, yet scrap shops and godowns were not, and had to close down. Collection centres stayed open during the lockdowns yet they had nowhere to send the aggregated waste, causing the waste economy to stagnate. Workers struggled to get by as they could collect but not sell the recovered recyclable waste, payments from the authorities were often in arrears and they had little to no savings to fall back on. “It is crucial for grassroots organisations to amplify the messages of other efforts across India if we are to see a bigger shift in our waste management practises and to realise how vulnerable and essential these waste warriors are,” Malur adds. Waste workers play a crucial environmental role Every day, Delhi produces 12,350 tonnes of solid waste, most of which ends up at three major dumpsites: Ghazipur, Bhalaswa, and Okhla. The city has an estimated 40,000 waste pickers, with other recyclers, itinerant buyers, small and large kabadis, re-processors and other waste workers adding to a total of a 1,50,000 strong informal sector. They collect 15-20 per cent of Delhi’s total waste (in terms of weight) and 55% (in terms of volume) and recycle about 2,000 tonnes of the city’s waste each day. As in other cities, much of this recycling happens due to the toil of waste pickers. In addition, as unsegregated waste accumulates at landfills, rotting wet waste releases methane – a highly combustible gas. This results in spontaneous combustion of waste, with plastics, among other hazardous, polluting materials being set on fire. Sometimes, waste is incinerated at landfills before being buried. This adds significantly to Delhi’s air pollution issues. Waste pickers can help Delhi tackle some of its air pollution problems by diverting waste from reaching dumping sites. As a partner of the CounterMEASURE initiative under the United Nations Environment Programme, funded by Japan, Chintan Environmental Research and Action Group (Chintan) strives for better waste recovery between source and landfills. Their work with waste pickers ensures lesser plastics end up in the Yamuna, and further downstream into the Ganges, and the Bay of Bengal. In 2018, Chintan’s report titled Wastepickers: Delhi’s Forgotten

Environmentalists, highlighted the role of the informal sector in tackling the burgeoning problem of waste management and plastic pollution. “Ironically, Delhi’s Master Plan 2041 talks in detail about solid waste management and environmental pollution, yet doesn’t make provisions for the labour involved, nor for the space and infrastructure they require,” says Shruti Sinha, Manager of Policy and Outreach at Chintan. “Recently, many dhalaos (large three-walled concrete structures used by waste pickers to collect garbage from a locality or market), have been put to alternate use. A study by Chintan in 2021 found that 73.8% of waste pickers do not have access to sheltered spaces, which makes it difficult to work through monsoon and winter,” Sinha continues. The Chintan report advocates establishing partnerships between the informal and private sectors, as well as the public, legitimising the informal workers, developing waste management protocols, and training and monitoring waste workers. This would ensure they can operate effectively in their niche while performing key environmental roles. A waste management blueprint The CounterMEASURE initiatives are committed to identifying sources and pathways of plastic pollution and finding solutions to prevent city-sourced plastic from reaching rivers and oceans. Working at the grassroots level with stakeholders in the waste economy, is an effective way to raise awareness about source segregation to reduce mismanaged waste, as well as build on existing knowledge to inform policy decisions. The 2021 report titled WasteWise Cities published by the Centre for Science and Environment (CSE) and Niti Aayog, inspected solid waste management initiatives in 28 cities to understand the mechanisms that worked best. Across cities, grassroots initiatives concur that the integration of the informal and the formal sector is an effective solution for waste management. The report found that decentralised systems and public-private partnerships would be ideal for India to achieve its ‘smart cities’ objectives. City planners and municipal organisations should take cognisance and find ways to integrate the waste ecosystem. This would not only ensure better living and working standards for the informal sector but also incentivise their role in last-mile resource recovery and recycling, while providing cities with a decentralised, cost-efficient blueprint for waste management. The Honnali MLA was reacting to Congress leader Priyanka Gandhi Vadra’s tweet regarding the hijab row. “Whether it is a bikini, a ghoonghat, a pair of jeans or a hijab, it is a woman’s

Speaking to reporters in New Delhi, he said, “While studying in colleges, students should wear uniforms or a dress that fully covers their body. NEW DELHI, FEB 9 (PTI): Delhi BJP on Wednesday staged a protest outside Chief Minister Arvind Kejriwal’s residence over alleged non-fulfilment of farm demands by the AAP government, claiming that the farmers are being subjected to injustice in the national capital. Speaking at the protest, Leader of Opposition in Delhi Assembly Ranvir Singh Bidhuri said that Kejriwal had made several big promises to farmers before coming to power, none of them has been fulfilled. The protest, in support of 12-point demands, was joined by hundreds of farmers from rural areas of Delhi, said the Delhi BJP. Delhi BJP Kisan Morcha president Vinod Sehrawat also attended the protest. Bidhuri said Kejriwal

promised free electricity for irrigation to the Delhi farmers but no free power has been provided to them. “In a way, the government is stopping farmers. The Kejriwal government prevents farmers from installing tube well in his farms. If they somehow get the tube well installed, an electricity connection is not provided. The farmers are subjected to this kind of injustice and crime,” he said. He also claimed that Kejriwal govt did not fulfil its promise of increasing Lal Dora. “He promised to increase Lal Dora but so far nothing has happened in this regard,” the BJP leader insisted. Bidhuri said the compensation for the acquisition of farmers’ land should be increased to ? 10 crores per acre.

BSF recovers RDX, IED-making items dropped by Pak drone NEW DELHI/AMRITSAR, FEB 9 (PTI): The Border Security Force (BSF) on Wednesday recovered over 4 kg of RDX, a pistol and bomb-making items dropped in two packets by a drone that flew from Pakistan into an Indian farm along the Punjab border. A spokesperson of the paramilitary force said troops fired after they heard a “buzzing sound of a suspected flying object coming from the Pakistani side to the Indian side” around 1 am in the Panjgrain area of Gurdaspur sector. A search was later conducted in the wheat farms

An official said the recovered items are used to make RDX powered improvised explosive devices (IEDs) or bombs like the ones recently used in a Ludhiana court in December last year and the one found in the Ghazipur flower market in Delhi last month.

RDX or research department explosive is a black coloured military grade explosive. The drone that dropped the packets about 2.7 km into the Indian side from the border fence is suspected to have escaped to the Pakistani side, he added.

MUMBAI, FEB 9 (PTI): A court in Sindhudurg district of Maharashtra on Wednesday granted bail to BJP MLA Nitesh Rane in an alleged attempt to murder case. Nitesh Rane, the son of Union minister Narayan Rane, had surrendered before the court on February 2. On Wednesday, district and additional sessions judge (Sindhudurg) R B Rote allowed his bail plea. The case pertains to the alleged attack on Shiv Sena activist Santosh Parab during the campaigning for the Sindhudurg District Co-operative Bank elections last year. The MLA had on multiple occasions claimed that he was being targeted by Maharashtra’s ruling party (Shiv Sena, which heads the MVA government) as it felt insulted and hurt by an alleged incident of mocking outside the state legislature complex last month. MUMBAI, FEB 9 (PTI): An Alliance Air flight from Mumbai to Bhuj, carrying 70 passengers, flew without engine cover that was later retrieved from the runway at the city airport on Wednesday, prompting aviation regulator DGCA to start a probe into the incident, according to an official. The ATR aircraft landed safely at Bhuj in Gujarat. Alliance Air said that it has initiated a probe into the incident.

Similarly, in order to address the necessary legal framework, the department is also in the process of enacting a National legislation. TEHRAN, FEB 9 (AP): Iran unveiled a new missile on Wednesday with a reported range that would allow it to reach both US bases in the region as well as targets inside its archfoe Israel. ASA 50th meet from February 14-19 60 wrestlers to vie for 28th Correspondent

KOHIMA, FEB 9 (NPN): Angami Sports Association (ASA) has scheduled to hold its 50th meet at IG Stadium, Kohima Indoor Stadium, Tsiesema ground and Khuochiezie (local ground) from February 14 to 19, 2022. Informing this during a press conference at Hotel Japfü, here on Wednesday, ASA president, Lhoubeizo Kesiyie, said some new indigenous games had been added to the long array of events to be held during the meet. New events including trumpet blowing, folktunes, warcry competitions and bamboo stilt walking had been introduced which would be part of the meet, he said. He informed that in a first of its kind, ASA had also invited sports associations and councils of all the 17 Naga tribes to be its guests during the meet. He said the events had been strategically distributed to the four locations to accommodate smooth and timely conduct of the events since games like football would be played in league format. While some of the events like table tennis, sepaktakraw and badminton would be night matches and would be held at Kohima indoor stadium, he added. The prize pool for the event has been earmarked at

ASA ear nestly appealed to the government to come up with more sports infrastructure where sportspersons could hone their skills and be able to compete with their compatriots from all over the country. sportspersons who could represent and bring laurels to the State. Dignitaries for the whole meet included chief minister, Neiphiu Rio as special guest, advisor, Youth Resources and Sports, Er. Zale Neikha as inaugural guest and Khriehu Liezietsu, MLA as the valedictory guest. Keneizhakho Nakhro, MLA, advisor to CM, Abu Metha and chairman, department of women development, Khrienuo Tachü, would be patrons at various events during the meet. The meet would see the participation of over 600 athletes with 150 each from the four units including Northern Angami Sports Association (NASA), Southern Angami Sports Association (SASA), Western Angami Youth Organization (WAYO) and Chakhroma Youth Organization (CYO) vying for

a total of 43 gold medals. One of the special features during the wrestling meet would be “Phouse Kene” where two young boys in the age group of 8 years would exhibit a wrestling match which would be the opening to the main event. This Phouse Kene is an age-old practice to ensure that no untoward mishaps would take place during the rest of the match, ASA officials disclosed. The officials further informed that since ASA had already celebrated its golden jubilee way back in 2017 counting years from its inception in 1967 and had already made a souvenir, this year it would only compile a document of the records set in any of the sports during the meet. The naming of the Ahmedabad franchise comes days after the Lucknowbased team announced its official name as Lucknow Super Giants. Varane’s back-heeled effort was as close as United came to a winner as they stretched their unbeaten away league run to six – only leaders Manchester City are on a longer unbeaten streak on the road – but the draw will feel like a defeat given the balance of play.
