Parliament clears controversial CAB as Assam burns
NEW DELHI, DEC 11 (PTI): Rajya Sabha on Wednesday passed the contentious Citizenship (Amendment) Bill, completing the legislative process for giving Indian citizenship to non-Muslim migrants from Pakistan, Afghanistan and Bangladesh, with Home Minister Amit Shah asserting that Indian Muslims have nothing to fear as they will not be affected by the law. The Opposition termed the bill, which was passed by Lok Sabha on Monday, as “unconstitutional”, “divisive” and “an assault on the democratic and secular fabric of the nation”. As many as 125 MPs voted in favour of the Bill in the Upper House and 99 against it, Parliamentary Affairs Minister Pralhad Joshi said. BJP’s former ally Shiv Sena, which made all the noises of opposing the bill on the grounds that it ignored citizenship for migrants from other neighbouring nations, made a quiet exit from the House just before the voting. Earlier Shah had taken a dig at Sena asking what made it change its stand overnight after supporting the bill in Lok Sabha. Besides NDA constituents such as the JD-U, Shiromani Akali Dal (SAD) and AIADMK, the legislation was supported by the BJD, TDP, YSR-Congress and independents. Apart from the three Shiv Sena MPs who were not present during voting, two members each of Samajwadi Party and NCP as also one of TMC were absent. Earlier Rajya Sabha rejected a motion to send

Pol party’s manifesto cannot override Constitution: Anand Strongly opposing the Citizenship (Amendment) Bill, Congress leader Anand Sharma Wednesday termed it as anti-constitutional and said manifesto of any political party cannot override the Constitution. During the debate, he also asked the government why was it in a hurry in bringing the legislation. “... You should have referred it to a standing committee of Parliament and introduced it in the next session,” he said after Amit Shah tabled the bill in the House. Sharma said though the bill was part of BJP’s
2019 election manifesto, it cannot override the principles of the Constitution. He said there are provisions in the Constitution in Article 6 and many people have applied for citizenship. Referring to rebirth in Hinduism, Sharma said, “In our religion, we believe in rebirth and meeting our elders. If Sardar Patel meets your Prime Minister, then he would be very angry, this I can say.” He further said, “Gandhi ji would also be sad saying you are celebrating my 150th birth anniversary and then you

The House also rejected several amendments moved by opposition members to the bill, mostly by voice vote. The Bill will now go to the President for his assent. This was the second attempt by the Modi govern-
ment to amend the citizenship law. Cong to challenge in court: The Citizenship (Amendment) Bill will be challenged in court in the near future as it is “highly suspect” in terms of constitutionality, senior Congress leader Abhishek Singhvi said on Wednesday. The citizenship law

NEW DELHI, DEC 11 (IANS): Naga Peoples Front (NPF) MP KG Kenye has supported the contentious Citizenship Amendment Bill saying the issue had been taken off the context completely. “What is at regional level on the ground and what is happening at the national level has taken a completely different turn,” Kenye said. Shah said that the need to bring the Bill goes back to the partition and Pakistan’s failure to protect its minorities. “Despite Kabil Sibal and Anand Sharma’s insistence, I would once again say that the partition happened on the basis of religion. It was a blunder, which forced me to introduce this Bill,” he said. Shah said: “There would have been no need to introduce this Bill. This Bill is to address the problem

seen violent protests against the bill. Speaking on the bill in Rajya Sabha, the Nagaland leader urged the political parties to refocus on core issues of the bill. “It is not about religion. It’s not about majority or minority communities. It’s about those illegal immigrants who have come into our region and threaten to over-run our population which is only about 4 per cent of this country,” Kenye said. This is the reason, he said, he had fears and ap-
prehensions. The Citizenship Amendment Bill, 2019 provides for giving Indian citizenship to the members of the Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities who came to India from Pakistan, Bangladesh and Afghanistan after they faced religious persecution in those countries. Once the bill is passed, they will not be treated as illegal immigrants and will be accorded Indian nationality. Lok Sabha has already passed the bill.
DIMAPUR, DEC 11 (NPN): The Union agriculture and farmers’ welfare ministry provided Rs 105 crore to Nagaland under Mission for Integrated Development of Horticulture (MIDH) for various horticulture activities, including construction of cold storages. While Rs 31.50 crore was allocated in 2016-17, Rs 41.50 and Rs 32 crore were allocated in 2017-18 and 2018-19 respectively. This was stated by Union agriculture and farmers
welfare minister Narendra Singh Tomar in response to a query by State’s Lok Sabha member Tokheho Yepthomi. To his question on funds provided for construction of cold storage in Nagaland in 2016-17, 2017-17 and 2018-19 and the progress of construction and time of completion, Tomar explained that funds were provided under MIDH for holistic development of horticulture in the country and assistance for development of Post Harvest Man-
agement (PHM), including setting of cold storages. Mentioning that the State government had however reported that no funds had been utilised for construction of cold storages during this period, the Union minister also informed Lok Sabha that the Union food processing industries ministry had approved one cold chain project in Dimapur in 2017-18 with assistance of Rs 8.10 crore, which had been completed and was functional.
Another cold storage was approved in 2018-19 with an assistance of Rs 9.67 crore, which was under implementation, while no cold storage was approved in 2016-17, he added. Meanwhile, Union road transport and highways ministry allocated Rs 726.52 and Rs 462.54 to Nagaland in 2018-19 and 2019-20 respectively for maintenance and development of national highways (NHs) in the State. sanction amount of Rs. 2317.42 lakhs in three instalments against the total approved amount of Rs. 2626.41 lakhs. However, he claimed that the work was not implemented according to the sanctioned amount. He said the department kept on extending the date of completion, which was supposed to be over by August 2018. Exping hope that Lokayuta would deliver justice, NPYC president, however, said that in the event it did not get justice NPYC would file PIL against the state government. He said NPYC would wait for 10 days and would take next course of action. With regard to case against PWD, Kenguruse alleged that such practice by the department did not promote the young contractors, but favoured only a handful of contractors resulting to
favouritism and nepotism. Meanwhile, Indian National Congress (IYC) secretary (Nagaland incharge) Sarifa Rahman, who also addressed the press conference, attacked the Central government and stated that passing the Citizenship (Amendment) Bill has broken the preamble of Indian constitution and destroyed one of the fundamental rights that granted right to equality. Sarifa lamented that BJP-led government at the centre has passed the bill based on religion and not on humanitarian ground, which she said was against the basic principle of the county’s constitution. She observed that the Bill was not only a threat to the plain people, but also to the tribal people. She claimed that ILP can no proper control to illegal immigrants in the

IYC secretary alleged that the central government was try to divert people’s attention issues about the women safety, unemployment, economic slowdown etc. Later, the youth congress members burnt the effigy of union home minister Amit Shah in protest against the passing of CAB in the parliament.
