Black money hoarders to come under scanner

NEW DELHI, AUG 6 (AGENCIES): Switzerland found India’s data security and confidentiality laws “adequate” for entering into an automatic exchange of information pact, which will open a continuous access to details about alleged black money hoarders in once-all-secret Swiss banks. In a detailed notification and fact sheet published in its official gazette for introduction of “automatic exchange of information relating to financial accounts with India”, the Swiss government has also cited decisions by other financial centres like Liechtenstein and Bahamas to enter into similar pacts. Besides, Switzerland also took note of the US tax authority, the Internal Revenue Service (IRS), recognising India among the countries that provide an “adequate degree” of data protection for mutual exchange of tax information. The fact sheet and the notification, published in German, also talks about Switzerland looking to explore greater access to Indian market, including the reinsurance sector and other

financial services. The Swiss Federal Council, the top governing body of the European nation, in June ratified automatic exchange of financial account information with India and 40 other jurisdictions to facilitate immediate sharing of details about suspected black money even as it sought strict adherence to confidentiality and data security. Taking the decision forward, the Swiss government has now notified the decision and the notification authorises the Council to notify India about the exact date when such automatic exchange must take place. The implementation is currently planned for 2018 and the first set of data should be exchanged in 2019. The decision is not subject to any referendumwhich means there should be no further procedural delay in its implementation. The notification follows hectic parleys between India and Switzerland for introduction of the AEOI (Automatic Exchange of Information) on tax matters under the guidance of G20, OECD and other global organisations.

Plea to PM for ‘inclusive solution’

NGBF message to modi for broad-based final solution Tinakali Sumi D I M A P U R , AU G 6 (NPN): Nagaland GB Federation (NGBF) has made a strong plea on prime minister Narendra Modi to also include all apex Naga tribal bodies, apex civil society groups, the six-member Working Group (WG) comprising of Naga political groups, revive cease-fire with NSCN (K) before hammering a “final and permanent solution.” NGBF had submitted a representation of its views, as echoed by various apex Naga tribe organisations of Nagaland including Naga National Political Groups (NNPGs) that all stakeholders be included before signing any final agreement. The meeting with prime minister Modi in presence of NSA Ajit Doval took place in New Delhi on August 3,2017 which also coincided with the second anniversary of the signing of the ‘Framework Agreement’ between the government of India and NSCN(I-M). A day earlier, NGBF met with Interlocutor R.N. Ravi. In the representation, NGBF expressed profound

gratitude to Modi for “exhibiting courage and commitment towards finding an honourable and final solution to the Indo-Naga political issue.” NGBF president Shahlem Konyak and general secretary Shikuto Zalipu, informed that as custodians of Naga traditions over customary law, usage and practice and frontline mediators and facilitators, GBs have the ardent desire for a permanent and peaceful solution for the people. Since NGBF constitutes all Naga tribes of Na-

galand, it drew the attention of the prime minister to the below mentioned issues pertaining to the Naga issue which it said, should be implemented practically and honestly for a comprehensive permanent solution. In the representation, NGBF stated that ‘IndoNaga issue’ was based on Naga sovereignty and integration and by which the government of India should be clear and direct about its approach. NGBF reminded prime minister Modi of his statement wherein he had said

that Naga issue was a legacy of colonial powers. NGF said this implied that it was political in nature and a peoples movement. NGBF said it was sceptical about the August 3,2015 ‘Framework Agreement’, pertaining to geographical demarcation as it feared that there could be serious political and social ramification negating the efforts of the government of India. In this regard, NGBF urged upon the government of India to be “very practical and sincere concerning this issue.” (Cont’d on p-7)

Education deptt needs total revamp: Tokheho D I M A P U R , AU G 6 (NPN): School Education minister, Tokheho Yepthomi has said that the School Education department, which has been faced with myriad of problems, needed a total overhaul and revamp. In a statement, Tokheho said “if a reputable standard was to be set and maintained, the entire system needed to be revamped.” While not denying that there have been huge numbers of proxy teachers all over the state, Tokehho said the other problem was that most of the teachers were attached to various district and sub-division offices. He said the directorate along has 74 teachers attached to its office. In addition to this, some of the upgraded schools have very little or no enrolment, he added. Tokehho said despite having 11000 teachers, both at elementary and higher sections, there has been hue and cry over poor results in government schools. On the other hand, he said since most of the school management committees/boards did not want to be inspected by officials, viewing interference by the department as undesirable,

communitisation of schools were not very encouraging. “The problem of misuse of sanctioned funds and non-submission of UCs are among the biggest bottlenecks in delivering the goods to the grassroots,” he stated. He further highlighted the issue of Hindi teachers appointed under Centrally Sponsored Scheme (language teachers), RMSA and SSA schemes. Tokehho informed that the four states including Nagaland availed the Hindi teachers’ scheme with the financial year 2016-17 being the terminal year/end date. Accordingly, Centre had decided to discontinue the scheme and was conveyed to the concerned states on March 8, 2017. He further said that there was every possibility to discontinue the RMSA and SSA schemes in due course of time, unless the government and the concerned citizens were careful in the management of the schemes. Tokheho said once centrally sponsored schemes are discontinued, the state government will be bound to take over and face a difficult time due to the financial problems of the state. (Cont’d on p-7)

Akato Chophi resigns from GPRN/NSCN KSU seeks govt’s intervention to end blockade Akato replied in negative and maintained that his resignation would not have any impact on the group. “The government has enough intellectuals, hardworking and educated people to run it,” he said. “Everyone, be it public or Naga national workers, in their own way, have contributed and have been contributing in nation building. So even after resigning I will render my service in my own way,” Akato added. Akato further said that since all the arms and ammunition belonged to him, he would be keeping them as “souvenirs”. He hoped that the Indian armed forces would understand and allow him to keep the arms saying-- “I deserve it to keep it as a souvenir as I have worked for Naga national movement for 20 odd years”.

It may be mentioned that Akato Chophi was one of the main architect to form the Unification group in 2007 along with other members from the NSCN (I-M) and NSCN (K). On November 22, 2007 Akato along with 18 cadres reached Hovishe village, under Nuiland subdivision to form Unification. The resignation of Akato, is seen as a setback for GPRN/NSCN since the group has been spearheading the newly formed Naga National Political Groups (NNPGs) Working Group consisting of GPRN/ NSCN, FGN, NNC (parent body), NPGN/NNC (NA), NSCN (R) and NNC/ GDRN (NA). The Working Group led by GPRN/ NSCN ato kilonser, N. Kitovi Zhimomi as convenor, was formed with the hope to start a formal dialogue with government of India.

D I M A P U R , AU G 6 (NPN): Consequent upon National Highway Authority of Nagaland (NHAN) failure to take up works on widening of NH 2 (Tseminyu-Wokha sectors) despite repeated reminders for several years, the Lotha Hoho (LH) and Rengma Hoho (RH) Sunday served an ultimatum on NHAN demanding that the earthwork be completed latest by November end under any circumstances. LH chairman Mhao Humtsoe and RH president Kenyuseng Tep in a joint statement warned NHAN that in the event the work was not completed within the stipulated time there will be no negotiation but will take the matter to Court. The Hohos also demanded that the NHAN make available the documents such as DPR, work order, agreement, MoRTH notification on land/dam-

patched to GPRN/NSCN ato kilonser, N. Kitovi Zhimomi, Akato informed. Asked if he would be joining any other group, Akato said he has no plans to join other Naga national political groups as of now. He however said: “If my service is needed in future I will surely continue to work for Naga nation.” When asked whether there was any kind of internal differences which prompted him to resign,

age compensation, within 10 days with effect from August 7 as assured by the NHAN in the meetings held at Tseminyu in July 2017 and Wokha in April 2017. According to LH and RH, MoRTH government of India sanctioned the works on NH 2 widening from 40 km to 72 km (TseminyuWokha Sectors) in 2010. However, due to politicisation in the tendering process, the work has been stalled. LH and RH asserted that had the work been allotted to the genuine bidder, the work would have been completed by now. But due to discrimination in the tendering process by NHAN, the “discriminated tenderer”, M/S VASCON & Co went to Delhi High Court and won the case. The court also imposed a fine of Rs. 15,000 on NHAN for procedural lapses in tendering and awarding contract work through backdoor. NHAN

refused to comply with the court’s order and instead, along with M/S Meenakshi Infrastructure Pvt Ltd filed a Special Leave petition (SLP) in the Supreme Court, but was dismissed, dated August 23, 2015. Therefore, on August 25, 2013, M/S DRV-VASCON (JV) wrote to NHAN for allotment of the work, LH and RH said. However, RH and LH claimed that then minister responsible had asked the contractor “to please him and no action was taken by NHAN”, and therefore the matter was kept pending for nearly three years leading to de-sanctioning of the project. In view of the above, LH and RN jointly submitted a memorandum to NHAN on June 4, 2015. In reply, the then minister NH assured that the works will commence within two weeks, through a publication on September 30, 2015. (Cont’d on p-7)

In a statement, NFHRCC secretary press and info. Victor K Lotha said that the contractor had re-assured to the committee and to the public on July 1, 2017 that “he will not abandon the work till completion on any given circumstance”. The contractor had also assured that the work will commence in the coming working season (September/October), NFHRCC said. (Cont’d on p-7)

Manipur Governor Dr. Najma Heptulla lighting the lamp during a function hosted by authority of Japanese Hospital Manipur. (NP) Correspondent

IMPHAL, Aug 6: Union civil aviation ministry has agreed to sanction Rs.25 crore to buy helicopters for “flying doctors” in Manipur, said Manipur Governor Dr Najma Heptulla on Sunday. Addressing a function hosted by authority of Japanese Hospital Manipur at the conference hall of JNIMS, Imphal, Dr Heptulla asserted that she has been emphasizing on the im-

provement of healthcare service in the state, particularly in far flung remote and hilly areas of the state. The Governor said that she had approached Prime Minister Narendra Modi to introduce “flying doctors” service in the state’s remote corners where road connectivity is extremely poor. The Prime minister had responded positively to her request and union civil aviation ministry had also assured to look into the matter, she said. “Today, I

am very happy to announce that civil aviation ministry has approved to provide Rs.25 crore for buying helicopters for introducing flying doctor service in the state,” she said. Union civil aviation minister informed her during a telephonic talk yesterday (Saturday), she added. The North Easter n Council (NEC) will also soon provide necessary equipment to meet the needs of those who live not only in the city but in far-flung

IMPHAL, Aug 6: The Indo-Japan Friendship Association, Manipur Sunday observed the 72nd Hiroshima Day in Imphal’s Manipur Press Club. On August 6, 1945, the world witnessed the devastating impact of nuclear weapons for the very first time when a US plane dropped the atomic bomb “Little Boy” on the Japanese city of Hiroshima. Around 140,000 people died as a consequence of the bombing—both in the immediate aftermath and because of the longterm effects of radiation— and another 74,000 were killed when another US plane bombed the city of Nagasaki on August 9, 1945. Japan has been observing the historic day every year with the objective to prevent repetition of such devastation again anywhere in the world. The Peace Declaration, 2017 from Mayor of Hiroshima Matsui Kazumi

was read out by the founder secretary of Indo-Japan Friendship Association, Manipur Ph Nandakumar. The gathering also observed a two-minute silence. In the Peace Declaration-2017, Kazumi expressed his desire to have more visitors at the Peace Memorial Park in Hiroshima city. Each year, the park draws over 1.7 million visitors from around the world. “……….I want even more visitors to see the realities of the bombing and listen to survivor testimony. I want them to understand what happened under the mushroom cloud, take to heart the survivors’ desire to eliminate nuclear weapons and broaden the circle of empathy to the entire world,” the message read. Civil society fully understands that nuclear weapons are useless for national security. The danger involved in controlling nuclear materials is widely understood, it added.

IIT Ghy scientists develop silk mats that could treat arthritis Guwahati, Aug 6 (Agencies): Scientists from IIT Guwahati have synthesised mats made of silk-proteins and bioactive glass fibres that they believe can assist the growth of bone cells and repair worn-out joints in arthritis patients. The disease most commonly affects joints in the knees, hips, hands, feet, and spine and is marked by the breakdown of joint cartilage and underlying bones. Left untreated, it can cause severe pain, swelling, and eventually limited range of movement. “Current clinical treatment methods are limited by lack of viable tissue substitutes to aid the repair process,” Biman B Mandal from Indian Institute of Technology Guwahati (IITG) told PTI. To develop a suitable tissue substitute, scientists, including those from the University College London in the UK, looked into the natural bone-cartilage interface and tried to mimic it synthetically in lab conditions. “We used silk, a natural protein to fabricate electrospun mats to mimic the cartilage portion and bioactive glass to develop a

composite material, similar to the natural tissue,” said Mandal. “Muga (Assam) silk is endowed with properties that enhance the healing process,” he said. The researchers adopted a green fabrication approach for the developing the silk composite mats – electrospinning. “It is similar to knitting, except that it utilises electric high voltage force to draw ultrafine fibres,” Mandal said. A layer by layer approach was followed, where the bone layer was first formed, on top of which the cartilage layer was developed. The resulting composite mat resembled the architecture of the bonecartilage interface. To assist the regenerative process, the mats would be grafted in the defected joint with cells harvested from the patient. “The mats bond with the native tissue and acts as an artificial tissue construct. Eventually the mats degrade with time and new tissue is formed in its place,” Mandal said. The mats were tested under laboratory conditions, where artificial tissue formed efficiently during the two weeks of the study, researchers said.

Guwahati, Aug 6 (Agencies): A teacher of a private high school in Hailakandi district in southern Assam was arrested by police under Section 8 of POCSO and a few other Acts following a photograph going viral on social media in the past few days showing him hugging a girl inside a classroom. Assam education minister Himanta Biswa Sarma said the teacher has been arrested for his “reprehensible act of exploiting children.” Confirming his arrest, Hailakandi SP Pranab Jyoti Goswami said Faizuddin Laskar (37), a teacher of a private high school under Lala police station in the district was arrested under Section 192 of the IPC, Section 67 of the IT Act and Section 8 of POCSO after it was ascertained that he was the same person who figured in the photograph that was in circulation in the social media. While Hailakandi is about 375

km from Guwahati, the school is about 70 kms from Hailakandi, the district headquarter. “The man has admitted to the act, and said that he had himself asked another girl of the same class to take several photographs where he was holding the victim girl in various positions. Faizuddin Laskar also admitted that while he had proposed to marry the girl, her parents fixed her marriage with another person. Following that he had tried to use the photographs to break that marriage by engaging another man to show the photographs to the groom’s parents, but the other person apparently did not do so,” SP Goswami told The Indian Express. The girl, who had taken her Class X board exams earlier this year, meanwhile has been married off with her parents claiming she was 18 years old when her marriage took place, the SP said. “Her parents claimed

Tura, Aug 6 (Agencies): As if mirroring the poor infrastructure present within the district of South Garo Hills, the road leading to the deputy commissioner’s office in Baghmara lies in tatters for over half a decade now. The road also connects most of the main offices of the district including the SP office and quarters, transport office, housing amongst other important milestones for the district. However the stretch of road which would hardly be more than half a kilometer seems straight out of a road horror show. The SGH district has been plagued by poor road infrastructure ever since the making of the district 25 years ago and has continued to give travelers nightmares about visiting the place. “At least this road could have been taken care of the PWD department – which seems to have gone in slumber. Also the DC should have asked for repairs to be done but nothing has as yet. This really shows the district itself in poor light,” said a resident of Baghmara who did not want to be named. The DC office is set on a hill that overlooks a picturesque Simsang river with the bridge across the river being the longest in the region. “This just shows how much of neglect the district has seen over the past decade. When people don’t complain on things like these it just shows they are least bothered as of now and have lost hope in the government helping development in the district. Really sad scene,” said a highly placed police source posted in the district. The DC however could not be reached for comment.

remote parts of the state, she asserted. Dr Heptulla alleged that not much attention has been given to remove the miseries of the people regarding health related matters in spite of the state being endowed with a beautiful climate and great biodiversity. The Gover nor also urged upon the doctors and hospital authorities to go to the far-flung rural areas where medical facilities are almost nil and provide the much needed health services apart from establishing good rapport with their patients who are poor and needy. The Governor, who asserted health as a quintessential part of life, emphasized on investment for eradication of diseases like malaria, tuberculosis, cholera etc. and also for prevention and control of HIV/ AIDS and H1N1 especially in Manipur. It will be of great economic value, she added. “Right now, the state is also facing the challenge posed by a bout of dengue and Japanese Encephalitis. she was already 18 when she was married off. While we are still trying to find out her age records, it is clear that she was a child when she was sexually abused by the teacher,” SP Goswami said. “The photographs were taken about 8 to 10 months ago, but appeared in the social media in the past one week,” he said. The police meanwhile are on the look-out for several other persons including the person whom Faizuddin Laskar had engaged to show the photographs to the girl’s in-laws even as her marriage was being fixed. “We have yet to locate the person whom Laskar had given the photographs to show to the girl’s would-be in-laws when her marriage was fixed a few months ago,” the SP said. The police are also in the process of identifying the person who had first uploaded it on social media following which it had gone viral.

Weavers will avail a wide array of govt services from WSCs: Irani PPFA appeals for electrical distribution rearrangements

Guwahati, Aug 6 (Agencies): Union Textiles Minister Smriti Zubin Irani on Sunday announced that weavers will henceforth be able to avail a wide array of government services from Weavers’ Service Centres (WSCs). While distributing MUDRA loans to women weavers at Chhaygaon, outskirts of Guwahati, the Union Minister said besides providing technical assistance, the WSCs will serve as a one-stop centre for weavers, providing various services, including banking, passport, insurance, PAN card, voter ID and AADHAAR. The Union Minister added that weavers will also be able to pay their electricity bills and undertake online courses at WSCs. “There are 28 WSCs under the Office of Development Commissioner (Handlooms), Ministry of Textiles, functioning in various parts of the country. Weavers visit these WSCs frequently, in order to avail technical assistance in relation to their profession. The Ministry of Textiles will enter into an MoU tomorrow with Common Service Centres, which will enable WSCs to provide the aforementioned services, beginning from this year itself,” Irani said.

Union Textiles Minister Smriti Zubin Irani visiting stalls at an exhibition during a function for distribution of MUDRA loans certificate to weavers in Guwahati on Sunday. (PTI) Recalling the Prime Minister Narendra Modi’s words that the development of the North Eastern Region is imperative for the development of India, the Minister informed the weavers that the main event of third National Handloom Day will be held in Guwahati. The Union Minister said that the PM Jan Dhan Yojana has eliminated middlemen and enabled transfer of public money directly to the bank account of deserving citizens. “Around 25 crore citizens have got their bank accounts opened under

PMJDY in last three years,” Irani said. Noting that seven banks are participating in the camp for distribution of loans, Irani asked the woman weavers how often banks come to them to provide banking services. The Union Minister expressed her satisfaction that more than 250 women applied for MUDRA loans in just an hour after the camp started functioning. She informed the 600odd woman weavers present, that loans ranging from Rs 50,000 to Rs 10 lakh can be availed under MUDRA

Yojana with no requirement for any security whatsoever. She said that this demonstrates the faith reposed by the Centre in the ability of its citizens to contribute to national development by becoming self-reliant. Irani distributed MUDRA loan sanction letters to 50 weavers on the occasion, and appealed to all weavers to apply for the loan and improve their incomes. Noting that loom repair and upgradation is one reason why many weavers apply for loans, the Union Minister informed the weav-

ers that Hathkargha Samvardhan Sahayata Scheme addresses this issue. She said that under this scheme, the Centre assists the weaver by bearing 90 per cent of the cost of new looms; on distributing the scheme certificates, the Minister appealed more weavers to join the scheme so that they do not have to bear the heavy financial burden of buying a new loom. She said that with EDhaga (Dhaga app), subsidy is just a click away for the weavers. She said that the app, which enables handloom weavers to order and track the shipping of yarn, will be a boon for handloom weavers. “This would enable them to transact business anytime, anywhere; weavers can send their indents and payments online through this app,” said Irani. Besides the big gathering of 600-odd woman weavers, Assam Handloom Minister Ranjit Dutta, MLA Pranab Kalita, Development Commissioner (Handlooms), Ministry of Textiles, Shantmanu were also present on the occasion. The third National Handloom Day will be celebrated across the country on Monday, the main event being in Guwahati.

Guwahati, Aug 6 (Agencies): Patriotic People’s Front Assam (PPFA) has expressed concern over the deaths due to electrocution and called for a debate to change the standard domestic voltages from 240 (alternate current with 50 hertz) to 120 or even lower. India as a nation witness nearly 10000 people killed annually because of electrocution. Accidental electrocution (including few suicidal attempts) cases are reportedly high in Madhya Pradesh, Maharashtra, Rajasthan, Uttar Pradesh, Gujarat, Chhattisgarh, Andhra Pradesh, Telangana, Tamil Nadu, Karnataka, Jharkhand, Kerala, Odisha, Uttarkhand, Assam. The faulty high voltage wiring arrangement also kill dozens of animals like elephants, tigers, sloth bears, monkeys, flamingos, peacock etc. Not less than 350 elephants died in the country because of electrocution during the last five years, said the forum Assam lost 979 human lives due to electrocution since 2001-02, where the highest number of electrocution casualties (88) was recorded in 2016-17.

More shockingly the State witnessed 57 electrocution related deaths in the last four months (April, May, June and July 2017). “The statistics relating to electrocution deaths remain appalling. We believe that a pragmatic action plan over the layout of high voltage live wires, its timely maintenance, adequate public awareness over the use of electrical appliances safely in the country becomes the need of the hour,” said a statement issued by the forum. Endorsed by qualified engineers, the statement added that the use of bamboo or other living trees to carry out the electrical wires should be stopped and the Assam Power Distribution Company Ltd must replace all such temporary poles across the State with prescribed posts, PPFA demanded. The forum also insisted on using proper fuse wires (or other protective arrangements) as a precautionary measure in all electrical systems. Replacing thin fuse wires of low current rating with aluminum conductors (or other wires) of high current rating in low to medium voltage electrical

equipments is nothing but inviting a disaster, claimed the statement. “As the electrical wiring can create public health hazards, the authority must deal with the safety issue in right perspective. The State electricity department should create a responsive safety department along with trained safety officers at the earliest,” pointed out the forum. PPFA also suggested that the government should encourage more alternate sources like solar power in the country, particularly for northeastern States. India should also debate whether 110/120 volt may be an adoptable option in place of present 220/240 volt to reduce the fatality of the system, stated the forum. “We understand that it would be a major policy shift for a country like India involving a huge volume of resources. But if India as a nation prefers to put its weight in favour of precious human lives, we must actively debate over the matter. The qualified engineers, in particular, should come out with pragmatic ideas for an adoptable resolution,” concluded the statement.

Attack on Rahul Gandhi’s car: Search on for three more persons

Thiruvananthapuram, Aug 6 (IANS): Finance Minister Arun Jaitley on Sunday visited the family of an RSS activist murdered by suspected CPI-M workers in Kerala and called it a “barbaric” crime that would have “even embarrassed a terrorist”. “Rajesh had 89 wounds on his body. The kind of wounds inflicted would have even embarrassed a terrorist,” Jaitley said after meeting the family members of E. Rajesh, 34, who was hacked to death a week ago. “It is cruelty of a barbaric nature... Even an enemy country wouldn’t do this kind of brutality but a political party did this,” the Bharatiya Janata Party leader added. “You have a series of these incidents in which a large number of political workers are being killed, party offices have been attacked, our President of the state unit got saved by a whisker. “We will not forget this heinous act. I am here to express my solidarity on behalf of our party,” he added.

Bengaluru, Aug 6 (PTI): Tolerance has to become an essential national virtue to promote harmony transcending sectional diversities, Vice-President M Hamid Ansari today said. Tolerance is a pragmatic formula for the functioning of society without conflict between different religions and political ideologies, among others, he said speaking at the 25th annual convocation of the National Law School of India University here. Yet, he said, tolerance alone is not a strong enough foundation for building an inclusive and pluralistic society and it must be coupled with “understanding and acceptance”. In this regard, he recalled Swami Vivekananda’s words, “We must, not only tolerate other religions, but positively embrace them, as truth is the basis of all religions.” The Vice-President said the challenge today is to reiterate and rejuvenate secularism’s basic principles, including freedom

M Hamid Ansari of religion and tolerance. The challenge also is to emphasise that equality has to be substantive, that freedom of religion be reinfused with its collectivist dimensions, he added. “Also toleration should be reflective of the realities of Indian society and lead to acceptance,” he said. Further, Ansari said the “version of nationalism” that places cultural commitments at its core promotes intolerance and arrogant patriotism. “The version of nationalism that places cultural commitments at its core is usually perceived as the most conservative and illiberal form of nationalism.

It promotes intolerance and arrogant patriotism,” he said. Ansari also said the manifestation of the alternate viewpoint of “purifying exclusivism” threatens to rule out any dissent, however innocent. “More recently an alternate viewpoint of ‘purifying exclusivism’ has tended to intrude into and take over the political and cultural landscape,” he said. “One manifestation of it is an increasingly fragile national ego that threatens to rule out any dissent, however innocent,” he added. Hyper-nationalism and closing of mind is also a manifestation of insecurity about one’s place in the world, the vice-president said. He also said that while ensuring external and domestic security is an essential duty of the state, there seems to be a trend towards sanctification of military might overlooking former US President George Washington’s cau-

tion about overgrown military establishments which, under any form of government, are inauspicious to liberty. “Citizenship does imply national obligations. It necessitates adherence to and affection for the nation in all its rich diversity. This is what nationalism means, and should mean, in a global community of nations,” he said. Ansari said democracy has to be judged not just by the institutions that formally exist, but by the extent to which different voices from diverse sections of the people can actually be heard. “Its ‘raison d’etre’ is recognition of the other,” he remarked. The vice-president said programmes or principles evolved by political parties based on religion amount to recognising religion as a part of the political governance which the Constitution expressly prohibits. “It violates the basic features of the Constitution,” he said.

Darjeeling Himalayan Railway. New Delhi, Aug 6 (PTI): The UNESCO has cautioned that the damage caused to the Darjeeling Himalayan Railway (DHR) due to the Gorkhaland agitation may put in peril the World Heritage tag it earned in 1999. Two prime stations Gayabari and Sonada were torched while an arson attempt was made on Elysia Building -- the headquarters of the DHR during the pro-Gorkhaland bandh that entered its 54th day today. “The DHR heritage toy train is already very vulnerable given the natural environmental surrounding and landslide and other disaster threats it faces. And, now this social turmoil has added another layer of vulnerability to it,” said Section Chief and Programme Specialist for Culture at

UNESCO New Delhi Office Moe Chiba. “We are very worried about the DHR as after the UNESCO tag, it is a heritage symbol of outstanding universal value. And with all the damage caused to it during the strike, the World Heritage status enjoyed by it, may come up for review in the next World Heritage Committee meeting in 2018,” she told PTI. Indian Railways and UNESCO are currently working on preparing a Comprehensive Conservation Management Plan (CCMP) for the DHR, work on which had begun in mid-2016. An office for the CCMP, with a team of experts, was set up in June last year in a room of the 1896-built Kurseong Station that falls midway on the 88-km-long narrow-gauge

railway network between New Jalpaiguri and Darjeeling. The ongoing agitation for a separate Gorkhaland has halted the project operation in the hill town and UNESCO has opened a temporary office for it in its headquarters premises in Delhi. “Around June 8, the stir began in Darjeeling and we continued for a few days but finally, the situation became difficult and on June 12, we closed our CCMP project office in Kurseong. “We evacuated our staff and asked them to go back to their hometowns and work from there and later set up a CCMP office at the UNESCO Office in Chanakyapuri,” Chiba said, adding, “as soon as the area is made accessible, our team will visit Darjeeling to assess the extent of damage caused to this World Heritage”.

Hyderabad, Aug 6 (PTI): GST should not be levied on ongoing schemes pertaining to drinking water, roads and irrigation, Telangana Chief Minister K Chandrasekhar Rao said, adding that a “legal battle has to be fought” if the Centre does not change its decision. “By implementing the GST, the project estimates will increase and the same cannot be included in the budget now. Hence, the Centre should change its decision, or else a legal battle has to be fought in this regard,” a release from the Chief Minister’s Office said quoting Rao. The issue was raised in the GST Council meetings earlier. The same was reiterated by state IT Minister K T Rama Rao in the GST Council meeting held yesterday, said the release issued late last night.

The chief minister demanded that the GST be removed on drinking water schemes, laying of roads and irrigation. The GST Council has decided to reduce the tax from 18 per cent to 12 per cent for the said schemes, the release said. “But the Centre has decided to levy 12 per cent GST on the ongoing projects,” it added. Rao had written letters to Prime Minister Narendra Modi and Finance Minister Arun Jaitley on the matter and the state government has already registered its protest on the issue, it said. “It is an injustice to levy GST on the ongoing projects. By implementing GST on the projects started before July 1, the loss will be to the tune of Rs 19,000 crore. Not only Telangana, but all other states will incur this loss,” the chief minister said. It will be difficult to implement a decision taken after the presentation of the budget as the project details have to be included in the budget, the release quoted Rao as saying. Rao termed the decision “unilateral” and decided to write a fresh letter to the prime minister on the matter today, according to the release.

MLAs to be flown to Gujarat without meeting Sonia

Bengaluru, AUG 6 (AGENCIES): The Gujarat Congress legislators, kept at a private resort near here, would be flown back to their home state directly and not to Delhi as has been reported by a section of the media, party sources said here on Sunday. The Gujarat Congress had sent 44 of its MLAs here on July 29 to fend off the “poaching” attempts by the BJP, ahead of the August 8 Rajya Sabha poll in that state, in which Ahmed Patel, the political secretary to Congress chief Sonia Gandhi, is contesting. Denying the reports that the MLAs would first be flown to Delhi to meet Sonia Gandhi, Congress spokesperson Shaktisinh Gohil said they would be returning to Gujarat “directly”. However, he declined to disclose when would the MLAs return to Gujarat. “One thing that has been decided is that all of us (the 44 MLAs) will fly to Gujarat, not Delhi,” he said. Gohil alleged that it was the BJP, which was spreading “canards” that

Shaktisinh Gohil the Congress MLAs would first be flown to the national capital to meet Ms. Gandhi. He also charged that BJP was spreading “false reports” that the MLAs would use the ‘NOTA’ option in the upcoming Rajya Sabha poll to defeat Patel. The Congress has objected to the ‘NOTA’ option in the Rajya Sabha poll, which is being seen as a prestige battle for the party in GujaratGohil asserted that all the Congress MLAs were “united” and that they would vote for Patel in the August 8 election. Six of the 57 Congress MLAs in Gujarat have quit the party recently with three of them joining the BJP on July 28.

Nagaland Post Vol. XXVII NO. 242 Dimapur, monday, August 7, 2017

Opposition dilemma

A

s of today, the opposition ranks appear to be eroding when parties such JDU defecting to NDA and others like TRS, BJD and YSRC backing BJP. The only notable exception in all these is the NPF of Nagaland which has snapped its alliance with BJP on the ground of violating the principle of alliance when the latter took sides in the internal crisis of NPF. The opposition parties that are strongly opposed to the BJP include - Congress, Trinamool Congress, IUML, Kerala Congress, CPI (M), the CPI, the Rashtriya Lok Dal, the DMK, the National Conference, National Congress Party, Bahujan Samaj Party and Samajwadi Party ( faction led by Akhilesh Yadav). After Nitish Kumar defected to the NDA, the JDU has inflicted a demoralising blow on any hopes that opposition parties can stick together. Even in Karnataka, though JDS is not inclined to BJP, yet it is also bitterly opposed to the Congress and could swing either way. As of today, parties like Biju Janata Dal, AIADMK, YSR Congress and Telangana Rashtra Samithi besides other regional parties would find it more profitable to do business with the BJP. Those parties opposed to BJP on various issues and not with the NDA, will have to forge a unified approach at the national level among otherwise bitter rivals in state politics. This case is amplified in West Bengal where the Trinamool Congress is a bitter rival of the Left. However both have realised they have to bury their hatchet to stop the BJP juggernaut at the national level as well as in Bengal. While other parties, especially the Congress, are still grappling with how to meet the challenge from the Modi-Shah duo, Prime Minister Modi has not only consolidated his own position but also clearly indicated that there is no one “leader,” especially in an opposition party, who can be considered a real all-India competitor with acceptability among large sections of society. The opposition has been badly rankled after Nitish’s betrayal and followed by the cross voting in the recently held presidential and vice presidential elections. These should serve as bitter lessons for those parties that harbour the dream of a united opposition to face the challenge of the BJP. With Prime Minister Narendra Modi and BJP completing three years in office, there is growing chatter about 2019 Lok Sabha elections. After scoring an impressive victory in UP and forming governments in three other states, Modi and BJP have the wind at their backs. This needs a concrete and specific response especially from their electoral defeats. The only lesson from 2014 is that a disunited, divided and fragmented opposition can hardly offer an effective political challenge. Political analysts believe while the emergence of BJP as the principal pole of Indian politics provides the basis for such a unity move among opposition parties, it would depend on their ability to field a credible face as its leader. If the opposition fails to unite to face the forthcoming assembly elections, then there will be neither hope nor scope for a national coalition in 2019. Worse, this will also extinguish any hope of choosing a probable coalition leader.

DailyDevotion The Cross in Prayer In that day you will ask in My name… —John 16:26 We too often think of the Cross of Christ as something we have to get through, yet we get through for the purpose of getting into it. The Cross represents only one thing for us— complete, entire, absolute identification with the Lord Jesus Christ— and there is nothing in which this identification is more real to us than in prayer. “Your Father knows the things you have need of before you ask Him” (Matthew 6:8). Then why should we ask? The point of prayer is not to get answers from God, but to have perfect and complete oneness with Him. If we pray only because we want answers, we will become irritated and angry with God. We receive an answer every time we pray, but it does not always come in the way we expect, and our spiritual irritation shows our refusal to identify ourselves truly with our Lord in prayer. We are not here to prove that God answers prayer, but to be living trophies of God’s grace. “…I do not say to you that I shall pray the Father for you; for the Father Himself loves you…” (John 16:2627). Have you reached such a level of intimacy with God that the only thing that can account for your prayer life is that it has become one with the prayer life of Jesus Christ? Has our Lord exchanged your life with His vital life? If so, then “in that day” you will be so closely identified with Jesus that there will be no distinction. When prayer seems to be unanswered, beware of trying to place the blame on someone else. That is always a trap of Satan. When you seem to have no answer, there is always a reason— God uses these times to give you deep personal instruction, and it is not for anyone else but you.

Idea to hand over district hospitals to private sector is risky

N

ITI Ayog suggests vir tual handing over the district hospitals built by state governments to private sector for two generations! Health has remained an issue for decades. The out-of-pocket expenses, the euphemism for increasing individual spending on seeking health assistance is eroding the incomes. The public health care unfortunately has remained in unenviable state. Amid this the NITI Ayog (NY) has pitched for public private partnership (PPP) model to improve health services in the country against the back drop of dismal performance of public hospitals at district level. In other words it suggests virtual handing over the district hospitals built by state governments to private sector for 30 years, two generations! The district hospitals just after primary health centres are health spots. Despite the state governments spending the hospital services have not improved the way these should. The high population, despite its dividend in some areas, in health it is a deficit. The infrastructure is over-burdened and India faces the twin epidemic of continuing and emerging

infectious diseases as well as chronic degenerative diseases. Economic deprivation in a large segment of population results in poor access to health care. Unwary of facilities there is high non-utilisation of scanty health services and increase in avoidable risk factors. India faces high burden of disease because of lack of environmental sanitation and safe drinking water, under-nutrition, poor living conditions, and limited access to preventive and curative health services. Expenditure on health by the Government continues to be low. It is not viewed as an investment but rather as a dead loss. States under financial constraints cut health budgets. Growth in national income by itself is not enough, if the benefits do not manifest themselves in the form of more food, better access to health and education. The NY’s prescription for handing over even the rudimentary public services to the private sector is apparently a desperate move. It is based on the premise that the state is unable to invest and there has to be a system even at public cost. The NY possibly has not taken into account that private sector involvement

adds to the cost of delivery and further burdens the people with additional expenses draining their resources. The Planning Commission in mid-1990s came out with a view that any services being availed by an individual from government departments was to be considered an income. This was a move to Shivaji bring down the number of people below poverty line. It might have improved the statistics or not but it certainly did not help conceal the reality. The nation thus has been reinventing the wheel for a long time. In between the rise of the insurance industry has led to another situation. Those having medi-claims are billed too high against the normal costs. The Rashtriya Swasthya Bima Yojana (RSBM) has helped the poor to an extent but it has not been able to make the health care universal. The malaise of the sector is deep and complex. The pharmaceutical industry, it has become obvious, has been fleecing the people. The way public and NDA government’s moves brought down the prices of several drugs and equipment including heart

stents and other overpriced medical aid is a testimony that the industry is more interested in its profits than the welfare of the people. This is a global trend. In the US, the industry is acting against the Obamacare. Thus opening up the public district hospitals to the private industry would change the shape of health care is a bit Sarkar over-expectation. In many cases, where such liaison was tried to be established, it was found not only in India but elsewhere as well that it ended up in benefitting the private sector and the costs to the care-seekers increased manifold. Thus despite possible good intention, the NY apparently has given a quick draft to solve the deeprooted problem. The problem is how to raise the finances for this critically important sector. Any ailment leads to losses to the suffering people – the high costs of treatment and wage loss. The sector needs large funding. According to the Union Budget 2017, the allocation for health ministry for 2017-18 is Rs 47,352.51 crore in comparison to allocation in 2016-17 of Rs 37,061.55 crore, an increase

of 27.76 per cent from previous year. The revised allocation for 2016-17 was Rs 38,343.33 crore. But this was above the 20 percent cut in budgetary allocation in 2014-15 due to fiscal strains. The states also add to this. But it is too inadequate for the 125 crore people. Compared to even the road sector the allocations are too little. In 2015-16, expenses for the road sector were from Central Road Fund (CRF) collections of Rs 69,809 crore in 2015-16 and Rs 54787.21 crore from 2012 to 2015. The CAG noted burdening users of Rs 28361 crore while providing benefits to private parties by fixing a longer concession period. The CAG said the NHAI failed to fulfill the role assigned to it by the government and provided undue benefits to three large corporate. That is the crux. The benefits in a PPP model go to the so-called service providers. The health is too delicate a sector. The NY’s proposal to link it to the PPP is fraught with danger. The leakages are likely to be large and benefits negligible. India has an abysmal doctor-patient ratio. Regu-

lation of medical colleges emphasises more on curbs in supply than on ensuring that doctors with a licence to practice are of a minimum quality. Such irrational restrictions need to go. Unless India produces more doctors, whether for the public or private sector, healthcare delivery will not improve. The NY draft is faulted for another reason. It has not done the study at the ground level. Before coming out with the draft, it should have studied the conditions and done surveys in 100 districts having hospitals and primary health centres (PHC). The people should have been asked about their needs, problems and expectations. The number of users at any government hospital is high and so is the workload on the skeletal medical staff, even at medical colleges set up in remote districts of UP, including the VIP district of Kannauj. The NY should not suggest simplistic solutions. It needs to redo a holistic study on the health system all over the country. Different states have different experiences and needs. The model has to be state specific and not omnibus. No way can it be a PPP model to burden the users.

Post-mortem

TR is CM by technicality sans legality Tamphung landslide, a doomed

A

nascent Media Cell of an imaginary NPF party with a non-existent and unauthorized “Interim President” has raised ridiculous allegations against President of the Naga People’s Front Dr Shurhozelie Liezietsu and Secretary General of the Party and MP (Rajya Sabha) KG Kenye of trying to banish and sideline both TR Zeliang and Neiphiu Rio by orchestrating negative campaigns against them. This infant Media Cell would do well to learn more about the political history of the party and the political developments which took place in the State in the last two decades or so before trying to talk like a boy, forget about talking like an adult for the time being. For the benefit of this new-born Media Cell, no one has to do any negative campaigns against these two tall leaders because they themselves are very prominent leaders and in the last few years, their own actions – mostly ill-advised, selfish and without legalities – have attracted the spotlight of public scrutiny upon themselves and the verdict of the public has been unanimous that they ought to be trusted with public office as much as a kleptomaniac can be trusted with the offerings of a Sunday service! The prominence of these two leaders has more to do with notoriety than anything else, and the genesis of their fame began something like this: Rio, during Jamir’s Congress ministry, found it suffocating to remain under his leader when his ego and ambition ballooned into the size of several football fields and his colleagues found it obnoxious and began to avoid/ sideline him as best as they could. By the fag end of the Congress ministry, Rio found he had landed himself in a not-so-enviable position of possibly being denied even the party ticket for the ensuing elections in 2003. And so, he orchestrated a grand political maneuver, hollow though it was to those who were in the know, by resigning from the Ministry in September 2002. It was a huge political development at that point of time because he was the then Home Minister; and to his erstwhile colleagues, a huge relief as they considered his departure as a very good riddance. Like the proverbial homeless, poor and hungry tramp, Rio found he had nowhere to go. It was the Naga People’s Council, the forerunner of the NPF, which came to his rescue by way of clothing him and covering him from political shame,

feeding him and satiating his hunger for power, and providing him a home from where he could recover and fight back. He was down and out, but this regional party nursed him back to good political health; he was dying with political and perceived wounds and injuries, but this regional party gave him relief and succor; he had fallen and was in disgrace, but this regional party gave him a name to proudly call his own. And now, we are told that “the whole State and the people of Nagaland are well aware” that Rio revived Dr Shurhozelie’s political career from abject wilderness! Right after Downsizing of the Ministry, Rio was reduced to a minority when in the later part of 2004, Z Obed mustered the support of 17 NPF legislators and demanded that Rio be replaced. But party President Dr Shurhozelie, who was elected to the post at the General Convention of the party in Dimapur in the later part of 2003 replacing Vizol even though he, Dr Shurhozelie was an elected member, extended full support to the then minority Chief Minister and Rio could overcome the revolt within the NPF party. Of course, this so-called Media Cell would like us to believe that it was his, Dr Shurhozelie’s, sheer greed for power that Rio remained in power though reduced to a minority in 2004-05! It has been alleged that Dr Shurhozelie did everything possible to spoil Rio’s initiatives as an MP to be inducted into the Union Cabinet such as by “travelling to Delhi time and time again to meet Central leaders to spread misinformation about Rio and create hurdles” for his induction when, just the other day, this Media Cell had proudly announced to the world that Dr Shurhozelie could meet Central leaders only through the initiatives and contacts of TR Zeliang! Something is jarring here, or is it a revelation which has more to it than meets the eye? After all, TR Zeliang and Rio were not always the best of friends like they appear to be now. And isn’t it said that TR Zeliang has very good connections in Delhi, especially BJP and RSS connections? To continue with the story of Rio’s induction into the Union ministry, TR Zeliang ought to elaborate how he desperately approached the party President and his colleagues in the latter half of 2014 informing them that Rio was on the verge of being inducted in the Modi Cabinet and that once it

was done, his, TR’s leadership would be seriously compromised and also that Rio would try to take over the leadership of the party as well. It was through TR Zeliang’s insistence that Rio was suspended from the party, and perhaps, TR Zeliang would be honest enough to own it up, especially so since the two of them are together now. It has been claimed that Dr Shurhozelie is a disputed and rejected President and that majority of the party is not with him. But as a matter of truth, the whole truth and nothing but the truth, Rio is the disreputed and dejected President: Dejected because he is the “interim President” and according to the NPF Constitution, there is no such post as Interim, Ad Hoc or Work Charged President; disreputed because Rio will go down the annals of Naga history in infamy as the successor of Mr Noke whose flash-in-the-pan tenure as President of the dissident NPF camp lasted only till the crisis lasted and had to attend the Special General Convention of the NPF on April 30, 2015 donning a skin thicker than that of a rhino, the Mascot of Kaziranga! It is astounding how the expelled/ NPF legislators could console themselves with a makebelieve “Amnesty period” of fifteen days when the Tenth Schedule of the Constitution of India clearly mentions that the political party can condone defiance of the Whip within fifteen days. This period is in no way an Amnesty as the erring legislators seem to think. Anyhow, defiance of the Whip issued by NPF Chief Whip Kiyanilie Peseyie occurred on July 21 and the fifteen day period to condone the travesty had already expired and there is no turning back: The die is cast! The ill-advices that the Chief Minister TR Zeliang seems to be receiving has been made conspicuous when he filed disqualification petition against the ten NPF legislators. He is not the ticket-issuing authority for the NPF party and he never was. To begin with, he is not the Chief Whip of the NPF party and he would do well to keep in mind that if it was not for the queer action of the Speaker to support him. The whip issued by him ought to have been rejected outright. All said and done, legality is with Dr Shurhozelie and TR Zeliang continues to be the Chief Minister by blatant aberration of the laws and sheer technicality. Issued by Media & Press Bureau, Naga People’s Front Central Office

and my wife Heintiple resides along the roadside underneath the sloppy mountain range of Maram-Peren road where we run a grocery shop and grow organic vegetables within the vicinity near GREF camp, a place name called Ngangduigung, Tamphung Village, Senapati District about 175 KMs from the state capital Imphal. Nganduigung is a mountainous place which is one of the conserved areas with rich Flora and Fauna. It has rich natural resources with the spanking new never ending water source that engrossed and prompted the villagers and the GREF labors to dwell in for sustainability due to its calm and tranquil natural environment. It has a stable and static land where no untoward natural adversity had taken place since time immemorial. On speculation, the question of prone landslide area does not arise in the minds of the villagers and passerby. On a spur-of-the-moment on the fateful night of 13th July 2017, I and my wife along with three (3) others were taking shelter at the place where I reside. At around 7:00 PM, a heavy incessant rain strikes our locality and following the heavy downpour, it triggered a massive landslide at around 10:30 PM from the high mountain slope which felt from a kilometer above from our shelter that washed everything on its path and swept off all the five

of us away along with the grocery shop and the hut we were taking shelter. A massive landslide felt commingled with various elements like, rocks, woods, mud and waters. Fortunately in the unfortunate natural incident, I was fortuitously dispensed from the commingled collapse of elements. During that perilous point of time, I prayed and sought God’s intervention for protection and spare me and my co-companions from the astounding calamitous occurrence. However, my wife Heintiple and the other three companions were all swept off some distance down. So I hurriedly rushed to them for any probable assistance, where I heard my wife and Mr. Insolungbe calling me owing to the indispensible immediate need for help who were half submerged with rocks, woods, mud and water. However, during that very point of time, it was too death-defying to be in the heart of the massive landslide for fear of another collapse. So I once again raised my hands up and prayed to God wholeheartedly to halt the precarious landslide from falling. Nevertheless, with faith in God, I ventured to embark on to rescue my lady wife and Insolungbe who were crying for immediate help. Reader’s Post Revisiting the 3 August 2015 ‘Naga Accord’

Sir,

The framework agreement which was knotted between NSCN (IM) and GoI has entered its 2nd anniversary without any breakthrough. Political dialogues between civil societies and stakeholders have been going round for almost a fifth decade without any concrete solution to ease the Naga political Sovereignty. Do our voice for separate nation has been suppress by this political tricks in the form of dialogues. Where our right to sovereignty is taken for a roller coaster ride just to amuse our excitement. Do we really stand to the Plebiscite which was taken on 16 May 1951 where 99% voted ‘Yes’ to part ways from Indian. A separate nation fully Independent from the arms of the Indian Army. Do we still wait to see the disguise compatriot strangle the voice of the Nagas with their infamous AFSPA rule. How long would Nagas suffer under the tyranny of this salvage rule. New dialogues, new ideas, new negotiators, new agreements... if this trend follows we are completely living a blunder life. It’s time to ponder over the historical struggle and put our head together to accomplish what our patriotic leaders sought for before time runs out. Let us revisit the “Framework Agreement” together. Nine high courts oppose all-India judicial service

Ministry of Law and Justice.

New Delhi, AUG 6 (AGENCIES): Nine high courts have opposed a proposal to have an all-India service for lower judiciary, eight have sought changes in the proposed framework and only two have supported the idea, a law ministry document says. The document, sent to all members of the parliamentary consultative committee on law and justice, also states that most of the 24 high courts want control over the subordinate judiciary. The Narendra Modi government has given a fresh push to the longpending proposal to set up the new service to have a separate cadre for lower

judiciary in the country. The idea was first mooted in the 1960s. According to the document, the high courts of Andhra Pradesh, Bombay, Delhi, Gujarat, Karnataka, Madhya Pradesh, Patna and, Punjab and Haryana “have not favoured the idea of All-India Judicial Service (AIJS)”. It said only the high cour ts of Sikkim and Tripura have concurred with the proposal approved by the committee of secretaries for formation of an all-India service for lower judiciary. The Allahabad, Chhattisgarh, Himachal Pradesh, Kerala, Manipur, Meghalaya, Orissa and

Uttarakhand high courts have suggested changes in age at induction level, qualifications, training and quota of vacancies to be filled through the proposed service. “Most of the high courts want the administrative control over the subordinate judiciary to remain with the respective high courts,” it said. The high courts of Jharkhand and Rajasthan have indicated that the matter regarding creation of the AIJS is pending consideration, while no response has been received from the high courts of Calcutta, Jammu and Kashmir and Gauhati, the document pointed out. Seeking to overcome the divergence of views, the government had recently suggested to the Supreme Court various options, including a NEET-like examination, to recruit judges to the lower judiciary. There were vacancies of 4,452 judges in subordinate courts in the country as per the figures released on December 31, 2015. While the sanctioned strength is 20,502, the actual number of judges and judicial officers in subordinate courts is 16,050.

The fact that India is watching the Trump administration’s evolving South Asia/Af-Pak policy with interest was clear from foreign minister Sushma Swaraj’s statement at the Indo-US forum this week. She said, “We deeply appreciate the sacrifices made by the US to preserve peace, security and democracy in Afghanistan. However, it is important that the international community, particularly the US, must remain engaged in Afghanistan so that the gains of last 16 years are not frittered away.” India has just added another $1 billion to its assistance to Afghanistan. MEA informed Parliament this week that “Rs 350 crores have been currently earmarked for support to Afghanistan under Budget Estimates - 2017-2018. India and US have been successful in strengthening the relationship between the two nations.

anywhere. According to reports, Trump complained to his military generals that the US was “not winning” in Afghanistan. The effort, therefore, is to look at new approaches, said sources familiar with the exercise. The core of the new policy seems to rest on these pillars: bolstering the security forces in Afghanistan, bringing down training missions, pursuing terror groups

like ISIS and al-Qaida and pushing the Ghani government to reform to some level of efficiency. The peace and reconciliation process, which was such an important part in the Obama administration policy, could be placed in a regional context that will involve Afghanistan’s neighbours — which makes sense, given the dynamics that fuel Taliban’s continued relevance in Afghanistan.

NEW DELHI, Aug 6 (PTI): There is no need for central government employees to visit banks to start pension as their copy of the Pension Payment Order (PPO) will be handed over to them at the time of retirement, the Personnel Ministry has said. Citing existing rules in this regard, the ministry, in a recent order issued to all central government departments, has said, “The pensioner is no longer required to visit the bank to activate the first payment of pension.” The rules also provide for an undertaking to be submitted by the retiring government servants or pensioners to the disbursing banks before the commencement of their pensions. After ascertaining that the bank’s copy (of PPO) has been dispatched by the Central Pension Accounting Office, the pensioner’s copy is to be handed over to him at the time of retirement along with other retirement dues, the order said.

Post November 2016, air was rife with speculation about the cash recall’s impact on the hiring landscape and it was felt that the job market would be highly affected. UNSC adopts tougher sanctions on N Korea

Berlin, Aug 6 (IANS): Two Chinese tourists were arrested in Berlin for making Hitler salutes outside the Reichstag building that houses the German Parliament. The men, aged 36 and 49, were detained by the police after they were seen striking the Nazi-era pose and photographing each other with their mobile phones on Saturday, BBC reported. They face charges for using symbols of a banned organisation and could face a fine or a jail term of up to three years, according to the police. The men were released after posting bail of 450 pounds ($600) each. Germany has strict laws on hate speech and symbols linked to Hitler and the Nazis.

N.Korea slams UN sanctions; threatens US

Ambassadors to the United Nations raise hands in a U.N. Security Council resolution vote to sanction North Korea.

UN Ambassador Nikki Haley said. “The United States is taking – and will continue to take – prudent defensive measures to protect ourselves and our allies. Our annual joint military exercises, for instance, are transparent, and defense-oriented. They have been carried out regularly and openly for nearly 40 years. They will continue. “Our goal remains a stable Korean peninsula, at peace, without nuclear weapons. We want only security and prosperity for all nations – including North Korea. Until then, this resolution and prior ones will be implemented to the fullest to maximize pressure on North Korea to change its ways,”

she said. The Council reaffirmed previous Council decisions that North Korea not conduct further launches using ballistic missile technology, nuclear tests, or any other provocation. The UNSC moved to significantly strengthen the sanctions on North Korea, imposing a full ban on the export of coal, iron and iron ore from the country. Previously these items could be exported for livelihood purposes, for a limited amount. The Council also prohibited countries from increasing the total number of work authorisations for North Korean nationals. It banned new joint ventures or cooperative entities with North Korean entities or

UK ready to pay up to €40 bn Brexit bill: Report London, Aug 6 (IANS): Britain is willing to pay up to 40 billion euros ($47.1 billion) to the European Union to settle the Brexit divorce bill, a media report said. According to a report in the Telegraph, the UK will only agree to pay the sum if the EU considers it as part of the deal for future trading arrangements. The offer marks the first time Britain has put a figure on its Brexit bill and is the only way to break the current deadlock in negotiations, senior Whitehall officials said. Three sources in Whitehall and the government with knowledge of the UK’s negotiating strategy confirmed the figure to the Telegraph, dismissing previous reports that Prime Minister Theresa May would agree to a 50 billion-euro bill as “too high”.

“We know (the EU’s) position is 60 billion euros, but the actual bottom line is 50 billion euros. Ours is closer to 30 billion euros but the actual landing zone is 40 billion euros, even if the public and politicians are not all there yet,” the daily quoted one senior Whitehall source as saying. Another Whitehall source told the daily that Britain’s offer was “30 billion euros to 40 billion euros” while a third source said May was prepared to pay “north of 30 billion euros”. Britain has dismissed an ultimatum by the EU to pay a “divorce bill” of around 60 billion euros before sitting at the negotiating table. In July, British Foreign Secretary Boris Johnson criticised the EU over Brussels’ demand, saying, “The sums I have seen that they

Myanmar dismisses claims of abuse against Rohingya Y ANGO N , Au g 6 (Agencies): The Myanmar government’s inquiry into violence in northern Rakhine state last year that forced tens of thousands of Muslim Rohingya to flee to Bangladesh and led to U.N. accusations of crimes against humanity by the army has concluded that no such crimes happened. Speaking at the release of the Rakhine Investigative Commission’s final report, Vice President Myint Swe, a former general, told reporters Sunday that “there is no evidence of crimes against humanity and ethnic cleansing as the Office of the High Commissioner for Human Rights claimed.” He also denied charges that there had been gang rapes by the military as it swept through Rohingya villages in a security clearance operation. The army was reacting to deadly attacks against border police posts by a previously unknown insurgent group in October 2016 in the Maungdaw area of Rakhine. The commission’s report did accept that some things might have happened that broke the law, attributing it to excessive action on

individuals as well as additional investments in existing joint ventures. Member States are requested to report to the UNSC, within 90 days of the adoption of this resolution, on concrete measures they have taken to effectively implement this resolution. The Council also designated several additional individuals for a travel ban and assets freeze, as well as designating entities for an assets freeze. On the political front, the Council calls for resumption of the Six-Party Talks and reiterated its support for the commitments set forth in the Joint Statement of September 2005 issued by China, North Korea, Japan, south Korea, Russia and the

the part of individual members of the security forces. Rights groups have previously expressed their doubts over the commission’s work, saying it lacked outside experts, had poor research methodologies and lacked credibility because it was not independent. The U.N. has mandated its own fact-finding mission to travel to the Maungdaw area to conduct its own inquiry, but the government has said its members will not be allowed to go. Zaw Myint Pe, a senior member of the government commission, said the report released by the Office of the High Commissioner for Human Rights Of in early

February, which included accusations of rights abuses by security forces, had failed to take into consideration violent acts committed by Muslim groups. “The report does not contain forward-looking constructive recommendations but instead accuses Myanmar of committing genocide and ethnic cleansing by killing Muslims and it is terribly affecting our country’s image,” said Zaw Myint Pe. The government has shut down northern Rakhine, where the allegations of right abuses are ongoing, to independent journalists, rights experts and humanitarian workers for almost nine months.

North Korea on Sunday slammed the fresh sanctions imposed on it by the UN Security Council and threatened to turn the US into an unimaginable sea of fire. State-run daily Rodong Sinmun accused Washington and its allies of maintaining their hostile policy against the country, and stressed the need for Pyongyang to have nuclear weapons for its own defence, reports Efe news. “The day the US dares tease our nation with a nuclear weapon and sanctions, the mainland US will be catapulted into an unimaginable sea of fire,” the daily warned. “The more the (US President Donald) Trump gang strives to break out of today’s quagmire, the more our military and people get aroused, giving more reasons for the (North Korean) republic to own nuclear weapons,” the article said.

ABUJA, AUG 6 (AGENCIES): A gunman killed 12 worshippers and injured several others in an early morning attack on Sunday at St. Philip Catholic Church, Ozubulu in Anambra state in south-eastern Nigeria. Initially, the police in Anambra state confirmed that only one gunman killed eight worshippers and injured 18 others in the attack. Commissioner of Police Garba Umar said the attack was carried out by a lone wolf gunman, who is an indigene of the area, local media reported. “The man after shooting at his targeted victims still went on a shooting spree, killing and wounding other worshippers,’’ he said. Umar told the News Agency of Nigeria (NAN) in Awka that the remains of the deceased had been deposited at Nnamdi Azikwe University Teaching Hospital Nnewi. “The man after shooting at his targeted victims still went on a shooting spree, killing and wounding other worshippers,’’ he said. The commissioner said information available to police showed that the attacker was speaking undiluted Igbo Language at the time he was firing at worshippers. Describing the act as “sacrilegious”, the commissioner of police said it was wrong for the perpetrators of the act to extend their quarrel into the church.

Kabul, Aug 6 (IANS): As many as 12 militants were killed in incidents in two northern Afghan provinces, the police said on Sunday. The police repelled an attack at a security checkpoints in Raghistan district of Badakhshan province that left six militants dead and three others injured on Saturday night, Xinhua news agency quoted a police official as saying. No troops or civilians were hurt in the gunfight, the official said. Six other militants were killed in Faryab province when the Afghan Air Force launched an airstrike in Rahmat Abad village of Daulat Abad district, army official Nastratullah Jamshidi told Xinhua. “The operation codenamed ‘Nawid-3’ is ongoing in Daulat Abad, Shirin Tagab and Khawja Sabzposh districts,” he said. Fighting has escalated as the Taliban insurgency spreads from its traditional strongholds in southern and eastern Afghanistan to the once peaceful northern region. The Taliban militants have yet to make comments.

GAZA CITY, Aug 6 (Agencies): Palestinian president Mahmud Abbas has pledged to increase sanctions on the Gaza Strip, drawing a fresh attack from its Hamas rulers. Abbas, the leader of the internationally-recognised Palestinian government based in the Israelioccupied West Bank, has been seeking to weaken Islamists Hamas by cutting power supplies to crowded Gaza. On Saturday, he said he would continue with sanctions on the coastal strip, despite UN concerns that it amounts to collective punishment of its two million residents. “We will continue the gradual stopping of financial allocations to the Gaza Strip until Hamas commits to reconciliation” with the Abbas administration, the president said. “Since the coup, we have paid a billion and a half dollars to the Gaza Strip,” Abbas said, referring to the 2007 overthrow of his Fatah movement by Hamas in Gaza. “We will not allow this to continue,” the WAFA official Palestinian news agency reported him as saying in Arabic. “Either things will go as they are meant to be, or we will continue to reduce

pation from both nuclearweapons and non-nuclear weapons states,” Abe said in his speech at the annual ceremony. “Our country is committed to leading the international community by encouraging both sides” to make progress toward abolishing nuclear arms, Abe added without directly referring to the UN treaty. Japanese officials have criticised the UN Nuclear Weapon Ban Treaty as deepening a divide between countries with and without nuclear arms. None of the nine countries that possess nuclear weapons took part in the negotiations or vote on the treaty. Japanese officials routinely argue that they abhor nuclear weapons, but the nation`s defence is firmly set under the US nuclear umbrella. Japan suffered two nuclear attacks at the end of the World War II by the United States — in Hiroshi-

The country formally triggered the Brexit process on March 29 and negotiations officially began on June 19. During their second round of talks held in July, the EU and UK Brexit teams failed to reach an agreement on 22 of the 44 issues under negotiation. The two sides still had “fundamental” differences over Britain’s exit bill and over the rights of EU citizens living in the UK, EU’s chief Brexit negotiator Michel Barnier said after the second round of negotiations.

these funds,” he said, accusing Hamas of stealing some of the funds. The Islamist group responded late Saturday in a statement: “Attacking Hamas and threatening the people of Gaza with more sanctions is a blow to reconciliation efforts.” It accused Abbas’s Palestinian Authority of working with Israel to isolate Gaza and bring suffering to its people. Both sides have previously committed to reconciliation, but repeated attempts have failed. The Palestinian Authority had been paying for some electricity to be delivered to Gaza since 2007, but in recent months has reduced the amount. Gazans now receive only a couple of hours of electricity a day, delivered from the territory’s own power station and others in Israel and Egypt.

Hiroshima observes 72nd anniversary of atomic bombing

People attend a ceremony to mark the 72nd anniversary of the world’s first atomic bombing.

Tokyo, Aug 6 (IANS): The anniversary came after Japan sided last month with nuclear powers Britain, France and the US to dismiss a UN treaty banning atomic weapons, which was rejected by critics for ignoring the reality of security threats such as North Korea. Japan is the only country to have suffered atomic

attacks, in 1945. Prime Minister Shinzo Abe, speaking at the annual ceremony at Hiroshima Peace Memorial Park near the ground zero, said Japan hoped to push for a world without nuclear weapons in a way that all countries can agree. “For us to truly pursue a world without nuclear weapons, we need partici-

ma on August 6, 1945 and in Nagasaki three days later. The bombings claimed the lives of 140,000 people in Hiroshima and 74,000 people in Nagasaki. Some died immediately while others succumbed to injuries or radiation-related illnesses weeks, months and years later. Japan announced its surrender in World War II on August 15, 1945. Many in Japan feel the attacks amount to war crimes and atrocities because they targeted civilians and due to the unprecedented destructive nature of the weapons. But many Americans believe they hastened the end of a bloody conflict, and ultimately saved lives, thus justifying the bombings. Barack Obama became the first sitting US President to visit Hiroshima in May last year, paying moving tribute to victims of the devastating bomb.

United Nations, Aug 6 (PTI): The UN Security C o u n c i l u n a n i m o u s ly backed a US-drafted resolution to strengthen sanctions on North Korean exports in response to Pyongyang’s intercontinental ballistic missile tests. The 15-member body yesterday strongly condemned North Korea’s ballistic missile launches on July 3 and 28 which the country has stated were of “intercontinental” range. The US-drafted resolution includes the strongest sanctions ever imposed in response to a North Korean ballistic missile test and targets its main exports, slashing their annual revenue by USD 1 billion. “The Security Council increased the penalty of North Korea’s ballistic missile activity to a whole new level. North Korea’s irresponsible and careless acts have just proved to be quite costly to the regime.” “This resolution is the single largest economic sanctions package ever leveled against the North Korean regime. The price the North Korean leadership will pay for its continued nuclear and missile development will be the loss of one-third of its exports and hard currency. This is the most stringent set of sanctions on any country in a generation,” US Permanent Representative to the

Boycott India in ICC events: Miandad

Gatlin stuns Bolt to win 100m world title

Pakistan were both equal members of the ICC executive board and yet the other members had not accepted that injustice is being done to Pakistan. “If the ICC board is not able to convince India to change its stance why should they expect us to play in the ICC events with India?” he asked. The former captain felt the PCB was only going to waste valuable money by taking its compensation claim to the ICC disputes resolution committee. “The same money, 100 crores rupees or more, can be pumped into our cricket infrastructure because no one will listen to us as India is very influential and strong in the ICC level. I see it as a waste of time and money,”

Miandad said. Miandad said the Indians had taken full advantage of Pakistan’s fluid stance and the biggest mistake was to go to India in 2012 and play the short limited over series there. “We called it a good gesture but they took advantage of it and earned millions and in return we got nothing. And our failure to take a strong policy decision on ties with India has resulted in embarrassment for us many times,” he said. He said country’s pride and respect should be given top priority now and Pakistan must not run after India to play any series. “Boycott them in ICC events. Take a stance and see what will happen. We have nothing to lose,” Miandad said.

Justin Gatlin hugs Usain Bolt after winning the world 100 meters title on Saturday.

LONDON, Aug 6 (Agencies): Justin Gatlin ruined Usain Bolt’s farewell party when the 35-year-old American won the world 100 meters title on Saturday, beating the Jamaican superstar into third and sparking a chorus of boos from a London crowd unhappy with his doping past. What was meant to be a glorious celebration of the departure of the sport’s greatest showman turned into a condemnation of its biggest pantomime villain as Gatlin, twice banned for drug offences, rolled back the years to win a second world title 12 years after his first and 13 after claiming Olympic 100m gold. As so often before Bolt made a terrible start but for once could not make it up as Christian Coleman, the 21-year-old American who beat him in the semi-finals, looked set for victory. But Gatlin, who stum-

bled at the death to lose the 2015 world final to Bolt by a hundredth of a second, on this occasion timed his surge and dip to perfection to win in 9.92 seconds. Coleman, who has run over 40 races this year but turned professional only a few weeks ago, took silver in 9.94. Bolt, straining every sinew, fought all the way to the line but the pace and grace that took him to his world record of 9.58 eight years ago has withered with age and perennial injury battles and this time he ran out of track. “It’s just one of those things,” Bolt said. “My start is killing me. Normally, it gets better during the rounds but it didn’t come together.” When the results flashed up on the giant screen the crowd immediately began repeating the booing with which Gatlin’s name had been greeted since the heats on Friday.

Nirmla in semis at IAAF world meet London, Aug 6 (IANS): Nirmla brought some cheer to the Indian camp by entering the semi-finals of the women’s 400-metre event at the IAAF World Championships here on Sunday. Nirmla clocked a time of 52.1 seconds to finish fourth in her heat. American athlete Quanera Haynes won the heat with a time of 51.43 while Patience Okon George of Nigeria finished second with 51.83. Zoey Clark of Britain was third at 51.88. Sunday’s performance was far below Nirmla’s personal time of 51.28 seconds which she registered on June 4 this year at Patiala.

KARACHI, Aug 6 (PTI): Legendary Pakistan cricketer Javed Miandad has called on the PCB to playing boycott matches against India in ICC events. The veteran of 124 Tests, who also coached the national team thrice, said it was time Pakistan took a strong stance on cricket ties with India keeping in mind national interest and pride. “It is time we responded

with bricks to stones. There is no need for us to play with India at any forum if they are not willing to restore bilateral ties. We should also boycott playing against them in all ICC events,” he said. Miandad said it was useless begging India to play bilateral cricket. “I think when we don’t play India in ICC events and the ICC suffers financial losses and their events lose significance and colour, only than we will be treated with respect and we will be heard on a equal level at any forum,” he said. He said the international cricket community will also realise the injustice being done to Pakistan cricket by the Indians. Miandad noted that India and

India beat SL by innings and 53 runs; clinch Test series

uled to begin on August 12 in Pallekele. Brief Scores India 1st innings: 622/9 declared beat Sri Lanka: 183 & 386 in 116.5 overs (Dimuth Karunaratne 141, Kusal Mendis 110; Raindra Jadeja 5/152) by an innings and 53 runs.

C o l o m b o, Au g 6 (Agencies): Ravindra Jadeja claimed five wickets as India crushed Sri Lanka by an innings and 53 runs on day four of the second Test to clinch the series in Colombo on Sunday. Jadeja claimed the big wicket of overnight batsman Dimuth Karunaratne for 141 to end Sri Lanka’s resistance as they followed on and were dismissed for 386. But the Indian bowlers had to toil for 116.5 overs before wrapping up the game in the second session and taking an unassailable 2-0 lead in the three-match series. Sri Lanka earlier handed India the advantage after being dismissed for 183

in response to the visitors’ mammoth first innings total of 622-9 declared. But the hosts fought back through a defiant 191run second-wicket partnership between the left-handed Karunaratne and Kusal Mendis, who fell for 110 before stumps on day three. Indian skipper Virat Kohli kept rotating his bowlers at the Sinhalese Sports Club Ground to keep the batsmen on their toes, and the strategy paid off. The hosts, who resumed the day on 209-2, lost two wickets in the morning session, including skipper Dinesh Chandimal for two. The batsman was caught at slip off Jadeja’s left-arm

spin.

Karunaratne kept up the fight during his 69-run fifth-wicket stand with former captain Angelo Mathews, who made a gritty 36 before being caught behind off Jadeja. Ravichandran Ashwin, who took five wickets in the first innings, and pacemen Hardik Pandya shared two wickets each. The Indian batsmen had set up the victory with six of them scoring 50 or more. Pujara, who topscored with 133, and Rahane, who made 132, put together a 217-run stand after the tourists elected to bat first. The final Test is sched-

Indian all-rounder Ravindra Jadeja has been suspended for the third cricket Test against Sri Lanka at Pallekele for violating the ICC code of conduct during the second match in Colombo. The incident happened on Saturday - the third day of the match - when Jadeja, after fielding off his own bowling, threw the ball back at the batsman who had not left his crease. The on-field umpires deemed the throwing “dangerous” as it narrowly missed batsman Dimuth Karunaratne, an International Cricket Council (ICC) release said on Sunday. Jadeja was found guilty of breaching article 2.2.8 of the ICC Code of Conduct for Player and Player Support Personnel which relates to throwing a ball (or any other item of cricket equipment such as a water bottle) at or near a player, player support personnel, umpire, match referee or any other third person in an inappropriate or dangerous manner, the ICC said.

Sajan bags bronze in Junior World Wrestling NEW DELHI, Aug 6 (Agencies): India’s Sajan bagged a bronze medal in Greco-Roman category after defeating Ali Osman Erbay of Turkey at the Junior World Wrestling Championships in Tampere, Finland. Sajan defeated the Turkish grappler 6-1 in Greco-Roman 74kg class in a third-fourth place match to finish on the podium. He is the lone Indian Greco-Roman wrestler to bag a medal at this championship. Earlier, Sajan did not have an ideal start to his campaign as he lost his very first bout against Akzhol Makhmudov 2-10. But the Indian got a chance to fight in repechage round after the Kyrgyzstani grappler reached the gold medal bout. He had to fight two repechage rounds and Sajan beat both his rivals rather comfortably. Sajan first got the better of Per Anders Kure of Norway 11-2 before outplaying Iran’s Mohammad Pareviz Neiazi 14-4 to win the bronze medal. However, another Indian, Manish (60kg) missed out on a third-place finish narrowly after he went down to Hassan Ahmed Mohamed of Egypt 3-4 in the bronze medal round. Arsenal beat Chelsea on penalties to win Community Shield

Arsenal players celebrate with the trophy after winning the Community Shield.

LON D ON , A u g 6 (Agencies): Olivier Giroud scored the decisive spot kick as Arsenal beat Chelsea 4-1 in a penalty shootout to win the Community Shield at Wembley on Sunday. After the Premier

League and FA Cup winners were locked at 1-1 following an evenly contested 90 minutes, the Frenchman stroked home after Alvaro Morata and Thibaut Courtois missed for Chelsea. Chelsea’s Victor Mo-

ses opened the scoring when he reacted fastest to smash a loose ball past Petr Cech in the 46th minute before Arsenal substitute Sead Kalasinac equalised in the 82nd minute, heading home to cap an impres-

sive performance. Chelsea’s Pedro was dismissed for a nasty lunge on Mohamed Elneny which led to Arsenal’s equaliser while Wenger’s side also handed a debut to record signing Lacazette. Arsenal started brightly with Lacazette, Danny Welbeck and Alex Iwobi all having early half-chances. Arsenal’s fluid front three continued to cause the Premier League champions problems and midway through the half France forward Lacazette saw his curling effort cannon off the post. The second half was less than a minute old when Moses reacted fastest against

a static Arsenal defence to thrash home Gary Cahill’s header. In response, Courtois had to be alert to beat away a fierce, goal-bound cross from Elneny and then a rasping long-range drive from Granit Xhaka before the impressive Kolasinac, a close-season signing from Schalke 04, nodded home a deserved equaliser. Morata was brought on in the closing stages and the 24-year-old headed narrowly wide late on in what would have been the perfect introduction following his summer arrival from Spanish giants Real Madrid. Cahill, scored for Chelsea to open the shootout,

which was based on the ABBA format used in tennis tie-breaks. Theo Walcott and Nacho Monreal scored for Arsenal before Chelsea keeper Courtois and Morata blazed high and wide respectively, leaving Alex Oxlade-Chamberlain and Giroud to convert in front of the jubilant Arsenal supporters.
