D I M A P U R , AU G 4 (NPN): Normally, a drive from Dimapur to Chumukedima takes around one hour during heavy traffic. Today, the same route takes almost three hours. The rise in number of vehicles plying the National Highway 29 (Dimapur to Chumumedima) has also shot up considerably. The Dhansiri river flowing from Assam, literally bisects Dimapur at Nagarjan (Kuda village)-Purana Bazar–Burma Camp and onwards to Karbi Anglong. At least not less than

five thousand vehicles that include several hundred heavy trucks (some bound for Kohima and Imphal) and around four thousand light vehicles and three wheelers ply over the bridges on both sides of Dimapur. Earlier, three bridges served as links between the portions of Dimapur- the Second World War iron girder bridge at Purana Bazar, the old British era RCC Bridge at Nagarjan (Kuda village) and the RCC bridge between Purana Bazar and Burma camp constructed sometime during the 80s. The bridge linking Purana Bazar and Wal-
ford was dismantled for constructing a new bridge sometime last year. Since then two bridges – bridge at Nagarjan and the RCC bridge at Purana BazarBurma Camp- took the load. However, after the heavy rains during June and July, the raging floods of Dhansiri river at Nagarjan caused the old bridge to develop cracks on the deck when one of the concrete piles sunk about 6 to 8 inches. According to eyewitness accounts, the concrete pile continues to sink . As of today, there is only one bridge connecting two portions of Dimapur
VP election today NEW DELHI, AUG 4 (AGENCIES): Former Union Minister, M Venkaiah Naidu is set to contest with former West Bengal Governor, Gopalkrishna Gandhi for the post of Vice President of India on Saturday. The polling will see MPs of both Houses gearing up at Parliament to cast their vote. The fight appears to be tilted towards NDA candidate Naidu, owing to the BJP’s majority in the Lok Sabha. If Naidu wins, he will become the second person with RSS background to occupy the second most important constitutional post. The Lok Sabha currently has 543 members and the Rajya Sabha 244. The Lok Sabha has two vacancies, while the Rajya Sabha has one vacancy. According to BJP, apart from NDA’s 81 Rajya Sabha members and 338 Lok Sabha members, members of both houses- of the AIADMK (50), YSR Congress (10) and Telangana Rashtra Samithi (14) will also vote in favour of Naidu. The BJP leaders are hopeful of crossing the mark of 500. Mahatma Gandhi’s grandson Gopalkrishna Gandhi, a former West Bengal Governor and a diplomat, has support of the Congress, the Left parties, NCP, DMK, Trinamool Congress, BSP and National Conference. BJD and JD (United) which had supported NDA nominee RN Kovind for the post of president, have decided to back Gandhi.
at the Purana Bazar-Burma Camp site. The remaining bridge (Purana Bazar-Bur ma Camp) is carrying all the traffic that also included heavy laden trucks including medium and small vehicles of approximately five thousand vehicles each day. Though engineers have given a clean chit to the bridge, there are apprehensions that the capacity of the bridge is being over stretched. Those living nearby told this reporter that the ground shakes when vehicles ply over the bridge. They said the noise caused by the vibrations become
more pronounced at night. The other bridge( over bridge near Tragopan) has also developed some wear and tear and requires thorough inspection. This newspaper had carried a report about the condition of the overbridge sometime in 2015. This illustrates the ever increasing traffic in Dimapur and how the state authorities have failed to take stock of the ground realities. The heavy traffic along the roads of Dimapur is no longer confined to week ends but it is an everyday affair. Even on Sundays it is no longer off road for vehicles.

In this regard, Rio called upon the Centre “to bring the political negotiations to its logical conclusion in a manner that is honorable, acceptable and wholesome, keeping in mind that the issue is political and the Nagas have a unique history.” He said this is the desire of the Naga people for a political settlement which would usher in genuine peace and development in the State.

NPCC congratulates Dr. Shürhozelie for bye-election victory
“distances are such that we need lot of investment in infrastructure. That’s one area that we are looking at, one of the takeaways,” Verma said. In his remarks, Japan’s ambassador to India Kenji Hiramatsu described Japan as “a natural partner for the development of the north-east region.” Act East strategy and historical and cultural linkages between India and the East Asia were two reasons for forging close ties with Japan. “The North East region is located at the strategically and the economically important juncture between Japan and South East Asia ...Therefore Japan-India have placed particular importance on the cooperation in north-east, which is clearly and repeatedly stated in the joint statements of our annual summit meetings,” Hiramatsu said.

DIMAPUR, AUG 4 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) has urged the Department of Power (DoP) to urgently address the power crisis in Nagaland, saying irregular power supply was discouraging growth of industries, effecting business especially the small scale industries besides causing hardship to students especially during exams. In a representation addressed to the engineer-inchief, department of power, the NPRAAF stated that if the power crisis was not addressed urgently, the woes of the people of Nagaland would be “agonizingly miserable in the days to come”. In this regard, the NPRAAF has placed several demands before the department for immediate addressal on top priority. The forum demanded that the chief engineers along with the department officials con-
duct monthly review meeting of all contractors and work progress of all projects. It stated that the contractors be pulled up in the event of incompetent work or non-execution of works. NPRAAF said that such exercise would compel the contractors and department officials to be more transparent. The forum also urged the department not to award contracts to the firms registered by serving engineers to execute contract works in the department. It said that disciplinary action should be initiated against those “unethical engineers”. Further, NPRAAF appealed to the department to “meticulously monitor” a firm, which it claimed has a questionable reputation and corrupt. The forum termed as “unfortunate” that the said firm had entered the department lately as contractors. NPRAAF said it would not hesitate to take
up the matter if the said firm caused loss to state. For uninterrupted power supply, the NPRAAF appealed to the department to put up a proposal before the central government seeking more high KV voltage electric power transmission lines with high tower and power station besides many more sub-stations under IPDS scheme or with NEC for the state of Nagaland. Stating that the power line between Dimapur and Kohima setup since 1960 was in the final stages of its life span, NPRAAF said if the power station broke down without alternative plan in hand, there could be total black in the two city centres of the state and would take a very long time to restore power. It, therefore, requested the department to put up a proposal of availing at least 220KV or more high power electric transmission line
with high tower to cater to the needs. The forum also suggested holding review meeting of the department to seriously discuss and analyse the power crisis and its infrastructural development. Pointing out that the power was equally important as road communication, the NPRAAF said the department officials were expected to be more sincere and dedicated for the betterment of the state. The forum cautioned that if department remained oblivious to its demands, it would not hesitate to take on the issues further. Meanwhile, NPRAAF said the E-in-C assured the forum that a meeting of top officials of the department would be called and the proposal submitted by NPRAAF would be examined seriously. The E-in-C also reportedly assured that any officer found involved in unethical business would be dealt as per service rules.

We have to identify leaders who can contribute towards strengthening of the party. “We cannot continue to carry on with old and usual approach. Majority vrs Credibility
S
ince July 7,2017 the unfolding of the fifth internal crisis within the Naga People’s Front(NPF) has seen the churning of politics in a party that had experienced a meteoric rise since 2003. The rechristened NPF (from NPC) came to power in 2003 riding on the backs of coalition partners; at times engineering splits or mergers. The party eventually got its own majority in the 2013 general election, after the Congress could not longer offer a fight after having lost three consecutive elections. In the 2013 election, the NPF won an absolute majority with 38 seats in the 60-member assembly. Its tally increased to 48 after some legislators joined the party through the merger route. It used to be often stated, that ‘stability’ meant having sufficient members to run a government without being subject to the whims and fancies of the supporting smaller parties or independents. The NPF experience post-2013 election has disproved that theory but it is not clear what were the factors that had ensured “stability” from 2003 to 2008 to 2013. After 2013 when NPF won an absolute majority with 38 seats which was only two short of 2/3rd majority. However with one JDU,one BJP and four NCP legislators, the Democratic Alliance of Nagaland(DAN) easily surpassed the 2/3rd majority in the house. Despite the brute majority, the NPF went from one crisis into another –in May 2014, January 2015, February 2016 and July 2017. In November 2015 the NPF tally shot up to 48 members after merger of Congress. In all, the issue was over leadership of the party. Out of the four post-2013 leadership crisis, three were linked to the rivalry between T.R.Zeliang and Neiphiu Rio. In the three crisis which rocked the party, T.R.Zeliang teamed up with Dr.Shürhozelie Liezietsü and prevailed to remain as the chief minister. Again in the recent crisis in July 2017, T.R.Zeliang teamed up with Neiphiu Rio against Dr.Shürhozelie and has managed to stage a comeback. The current crisis which has literally split the NPF legislature and also affecting some of the assembly constituencies exhibits the ideological fault line between ‘majority’ and ‘credibility’. The NPF legislature group headed by T.R.Zeliang has 37 members and the other owing allegiance to Dr.Shürhozelie has 11 members. The principles of democratic convention may not be only about rule by majority but whether that rule adheres to the guidelines in the nation’s constitution. Also, trying to enforce the rules does not mean acting without restraint and without observing the due process. The fight between the two factions is about legitimacy of which one can claim to be the true NPF. The present situation is such that T.R.Zeliang has the government but not the party. The other led by Dr.Shürhozelie has the party but not the government. It is like having the head but not the body and vice versa. It is a matter of deep regret that the current group of legislators have lost all sense of responsibility. While Nagaland is in shambles: un-motorable roads, landslides, floods, black outs, extortions, loot in the government- the honourable elected members who promised to serve the public, instead are busy camping in one hotel one year and another hotel the following year and not bothered about the crumbling edifice around them. This is a dismal picture of 53-year old Nagaland which has regressed instead of progressed.
DailyDevotion The Brave Friendship of God He took the twelve aside… —Luke 18:31 Oh, the bravery of God in trusting us! Do you say, “But He has been unwise to choose me, because there is nothing good in me and I have no value”? That is exactly why He chose you. As long as you think that you are of value to Him He cannot choose you, because you have purposes of your own to serve. But if you will allow Him to take you to the end of your own self-sufficiency, then He can choose you to go with Him “to Jerusalem” (Luke 18:31). And that will mean the fulfillment of purposes which He does not discuss with you. We tend to say that because a person has natural ability, he will make a good Christian. It is not a matter of our equipment, but a matter of our poverty; not of what we bring with us, but of what God puts into us; not a matter of natural virtues, of strength of character, of knowledge, or of experience— all of that is of no avail in this concern. The only thing of value is being taken into the compelling purpose of God and being made His friends (see 1 Corinthians 1:26-31). God’s friendship is with people who know their poverty. He can accomplish nothing with the person who thinks that he is of use to God. As Christians we are not here for our own purpose at all— we are here for the purpose of God, and the two are not the same. We do not know what God’s compelling purpose is, but whatever happens, we must maintain our relationship with Him. We must never allow anything to damage our relationship with God, but if something does damage it, we must take the time to make it right again. The most important aspect of Christianity is not the work we do, but the relationship we maintain and the surrounding influence and qualities produced by that relationship. That is all God asks us to give our attention to, and it is the one thing that is continually under attack.

Post-mortem Our desires; an obstacle to Christian life
O
ur earthly life on this earth is like playing a game. We play a game to win it. While playing a game; we feel thirsty, tired, exhausted, yet concomitantly, we determined to win it. Similarly, our life has also merits and demerits. We encounter everything that comes our way, either good or bad but our ultimate goal in our life is to reach our ‘destination’; be it Job, education, marriage, retirement, which can be sum up as ‘SUCCESS’. On ecclesiastic point of view, our real and ultimate goal shall be the attainment of SALVATION. Our only life on this earth is possible to survive because of air, water and atmosphere. Due to adaptability to environment, God had created Human beings look alike to Him. God had made day and night, also nurtured and rebuked us by giving life and death for specific years (birth to mortality) according to His will. Our God being a supreme creator is omnipotent and omniscience and hence God is the only manifestation on this earth. Our God is embodiment prior to the conception of the Universe and is everywhere. Our God is for real and for eternity and is a mystic force that keeps us vigil round the clock. Hence, the only life on this earth is to strive hard by what we can do during our lifetime in order to please God and avoid doing against God’s wishes because, the so called ‘DESIRES’ is inevitable in the eyes of human beings. Desire is a must to every human beings and to be face by everyone irrespective of religion, caste, creed, race, rich or poor, God servant or
a layman, literate or illiterate, brilliant or dull; once we arrived to this earth as God creation for it is an obligatory to human existence. But the question is how can we manipulate or resists our desires. Is it simply by our own wishes? Obviously it’s a big NO but, it can only be happen when we live a life of purity, trustworthy, simplicity and honesty with constant relationship with God in order to free us from unblemished, wrongdoings, immodesty, vicious and nasty behaviour and consequently, the door to eradicate or abstaining the desires shall be open to all of us. Our earthly life is full of sorrows and miseries. As Gautama Buddha (the founder of BUDDHISM) rightly said, the world is full of miseries, the cause of miseries is from our desires, and these desires can be ended by practising the ‘THREE JEWELS’ or ‘TRI RATNAS’ i.e. Right Faith, Right Knowledge, Right Conduct. But the followers of Buddhism don’t believe in the existence of LIFE after DEATH. Their ultimate goal is the achievement of ENLIGHTENMENT during lifetime by doing good deeds in one’s lifetime. I’m not exaggerating for the propaganda of Buddhist Religion but just a synonymous comparison relating to the concept of our human desires in Christians perspective. On contrary to it, we the Christians strongly believe in the existence of LIFE after DEATH i.e. in paradise as HEAVEN and HELL. Hence, during our life time we encounter with so many desires and in order to overcome these desires our
strong faith, daily devotions, prayers, fasting, meditations, bible recitation, commitment and relationship with God is important and most vital point is by leading a true Christian life in order to defeat our desires during our lifetime. Bible tells us about desires in 1 JOHN 2:17. It says; the world and its desires pass away, but whoever, does the Will of God lives forever. Here again in the 1 JOHN 2:16 says; for everything in the world-the lust of the flesh, the lust of the eyes, and the pride of life- comes not from the Father but from the world. Hence, our earthly life is the ultimate consequences that generate our desires and simultaneously we commit sins. Hence, it is our bound duty to manipulate ourselves and resists our desires which are the root cause of all evil. The desire is of positive desires and negative desires. Positive desires are the desire to succeed, desire to achieve, desire to possess good character, desire to give our best effort to what we are doing at, desire to help others, desire to serve others, desire to possess something etc provided if these desires is achieved in an ethical manner. Negative desires are the lust for power, lust from our physical body, greed etc. It is because of our desires changes take place dramatically by changing the course of our life consequently ending with a positive and negative desires. We easily make pledges to eradicate everything that comes our way but these pledges are done by our left hand and denounce it by our right hand. How injustice we are! It’s simply because of
Rejoinder on scrapping of quotasystem in MBBS selection
O
ur attention is drawn to a highly inflammator y write-up addressed to the Director, Technical Education appealing for scrapping of quota-system in MBBS Selection that appeared in a section of the local dailies on 2nd August 2017 but underscored with tribalismoriented statements. The compartmentalised views of the writer reek strongly of animosity towards the Backward Tribes of Nagaland for reasons known only to him. Here, we would like to affirm that although selection is done via reservation, the FINAL RESULTS of the students are NOT based on quota or reservation but purely on their performance and merit. Backward Tribe or Advanced Tribe, we all fall under the Schedule Tribe category in the larger picture. Since Nagaland quota is also a reserved quota, the writer is free to go for the All India Test instead showing uncivilised distaste for reservation under Nagaland State. The writer himself has admitted in the first paragraph that “.....and the results were declared on 23rd June, 2017, as per merit list”(sic). The writer seems to be confused and self-contradictory since even under reservation or quota system, only the deserving candidates are selected and seats are not allotted to any candidate blindly other than on the merit of his/her performance. The writer’s assertion that allocation of seats should be done purely on merit among the hardworking and sincere, indigenous students of Nagaland has directly implicated all the Backward Tribes of Nagaland as lazy and undeserving which is a direct insult to all the Backward Tribes. Further, the allegation that “most doctors who have studied on reservation quota (with poor qualifying marks) are very well in their fields and a liability to the society. This is the reason that we have to rush outside the state
our desires that invade us by living name sake Christians. If we can overcome the desires then our life can be free from the bondage of all evils and temptations and finally our desires can be ended. Our land being a Christian state is full of CORRUPTION and INJUSTICE everywhere. From Have’s to Have’s not, from privilege to under privilege class, nepotism, myths and misconceptions, observing bad omens, superstitious minded etc, even though we all are from good Christian family. As a desired propaganda, our churches compete from different denominations (Baptist, catholic, revival, Pentecost etc) and considers as a taboo to approach one another when our respective denomination practise and doctrine is concerned. In reality, we all believe in one Holy God i.e. our JESUS CHRIST. It is viable on our part to have atonement with God through the Jesus of blood. Henceforth, our life on earth has a meaning to breath in and let us repent our past misdeeds and reborn again as a true and dedicated Christians, by taking more responsibilities as a soldier of Christ to take our Nagaland state to another yardstick through sanctity of life with pragmatic manipulation in our daily life. Let us bow down to our Supreme God for abundance blessings and as and when God calls us; let us be bold enough to say that “we’re saved” by avoiding all our unwanted desires that confronts us in order to reach the ‘GATEWAY OF HEAVEN’. ut here in Nagaland, the people wear the topmost branded clothings available and their topmost priority is only fashion, regardless of what’s happening in and around the city. For instance, the roads of Dimapur are so horrible that the imagination of the very intestine coming out when traveling along those roads. The second is, there is no dumping zone. One can clearly see garbages almost every nook and corner. So there is basically no point in participating in “smart city” schemes. We just can’t say it’s a “Smart City”, No! For it will be a daffy notion. The third is the Wine Shops. Everyday it can be seen in the newspapers that there are banning of wine shops. But Infact those are only written “figure of speech”. People often relate to Nagaland as a dry state but when it comes to liquor. It is available anytime anywhere. The people also don’t take any strict action against them. The fourth is the civilisation of people of Nagaland. Just citing down an example. What’s the benefit of your education, when you still throw garbages on the streets to be ultimately picked by an uneducated person? They spit in the public places. They don’t respect it. They dress n act like they are living in a very developing state. It is a fact without any doubt that every people differs from one another and thus eventually their mentality, likewise. But they should also ponder upto the conditions of the environment they are living and sharing with other people. Where are the things called Humanity, Commonsense and Morality, when everyone choose to be indifferent in the end? Some of the Recent attitude of some people has gotten one to think. For me, if I were so-so rich. I would have donated to the orphanages or the beggars by the street, who only wishes to have good meal someday or to live in a better place and sleep peacefully once in a while. They don’t care whether it comes their way or not. They turn deaf and blind to those people in need. It’s true that every bad situation have some possible ways. But i don’t think here it’s going to be possible in any ways. Unless, they open up their eyes and tone up their ears. Sooner or later if this continues. Everyone will suffocate and that’s for sure. There are also many problems being faced apart from these and we’re still facing the same. Thus I wish someday people or the MLAs or the so called “CM” will ponder to the very problems being faced by every citizen and the people of the state and developers their mindset to make a change. There’s no solution unless people take a smart move. Mughato Swu, Midland colony, Dimapur

every half-degree of warming will lead to a 10 to 20% increase in the chance of armed conflict. That means that social conflict could more than double this century. In the past, the planet has witnessed 5 mass extinction events which have effectively wiped the evolutionary slate clean. And, all of them, except for the asteroid that killed the dinosaurs, were caused by climate change, the most notorious of which happened 252 million years ago. That episode started when carbon dioxide warmed the planet by 5C, triggered by melting permafrost, culminating in the destruction of 97% of all life on Earth. And, according to scientists, this is the future that we are fast heading towards. Some have suggested that the lifespan of a civilisation may only be several
thousand years, and that of an industrial civilisation only be a few hundred. WallaceWells muses whether this is why we’ve never found intelligent life from other galaxies: Although global warming started in England at the dawn of the Industrial Age, more than half of that carbon dioxide has been released in the past three decades. That means that climate change has brought us to the brink of planetary collapse within the span of a single generation. And yet, in spite of all of this, many of the scientists that Wallace-Wells interviewed are optimists, asserting that humans will find a way to stop this madness simply because we must: our very survival depends on it. After all, as the old cliche goes: necessity is the Mother of all invention. Aiko Stevenson, Contributor

Nagaland a waste dumping site
Sir,
Nagaland is a land once it is thought to be free from all environmental hazards, free from all forms of contaminants with pure air, water and fertile soil enriched by amazing biodiversity and healthy humble people living harmoniously with the nature but of late the scenario of our land and its biological agents has changed drastically due to pollution caused by accumulation of various used materials and articles from the developed countries/ advanced states of our countries to be reuse in our state which is presumptive to turn or land into a waste dumping ground and subsequently diseases generating zone. Many people of Nagaland finds the used materials and articles such as vehicles, cloths, electronic gadgets etc. (Agents of air, water and soil pollution and their associated diseases) as a relief to their economy as these are sold at throwaway prices or are sent here for free in the guise of a charity but it is so disheartening to foresee that the rich nations are using our land as their ultimate waste dumping ground, therefore it is advisable to the Government of Nagaland to enact a law that restricts free inflow of used articles into our state such that environmental hazardous effects may be prevented. Meanwhile the inhabitants of the land are also acknowledged to shy away from purchasing or accepting such articles to prevent themselves from various infectious diseases and to save the environment for healthy living. SC favours common test for selection of lower court judges
NEW DELHI, AUG 4 (AGENCIES): The Supreme Court on Friday favoured to introduce an All India common test for selection of judges for lower judiciary, saying that centralised mechanism would ensure appointment of competent judges without any delay and would pave the way for an effective judiciary. A bench of Chief Justice J S Khehar, justices A K Goel and A M Khanwilkar said that it would be beneficial for the country if centralised mechanism was put in place for selection of judges and tried to allay the apprehension of some states and the High Courts that it was against the federal structure as their role in appointment of judges would be taken away by a central agency. “We are trying to do a service to the nation. The
Supreme Court of India.
nation needs such mechanism. No progress can be made in the country if the judiciary is not efficient. No foreign investors would invest in the country if judiciary is not efficient. We must put our best foot forward,” the bench said. The court passed the observation when counsel appearing for West Bengal government and Calcutta High Court strongly opposed SC proposal for centralised mechanism for judicial appointment in lower judi-
ciary. It was made clear to them that state government’s power to appoint judges would not be taken away. The bench said the common test would simply prepare a merit list of successful candidates and the state would be allowed to appoint judges as per their rules. The court said that it was not intending to implement All India Judicial Services but only to evolve a mechanism for conducting test. “We would not interfere in the appointment
process and state would be allowed to follow their own procedure as per their rules and reservation policy,” the court said. Pushing for major judicial reform meant to bring uniformity in selection process and to curb the practice of favouritism and nepotism in selection of judges in lower judiciary, the Court said that it had decided in principle to introduce a common test and sought suggestions from states and high courts. Taking suo motu cognizance of a letter written by the Centre asking it to introduce single window test for selection of judges, the apex court has been examining the issue of whether a common test on the lines of NEET could be introduced to deal with the problem of large vacancies in subordinate judiciary in different states.

Tobacco body warns on ban of e-cigarettes
New Delhi, Aug 4 (IANS): Prohibition of electronic cigarettes in India will lead to a rise in smuggling with no assurance of source and quality standard, said Tobacco Institute of India (TII) on Friday. “In face of global growth trends and the increasing consumer acceptance of such products in India, a ban on legal business in electronic cigarettes in the country will pose a serious threat of illicit trade and large-scale smuggling of these products into the country with no assurance of source and quality standard,” said a statement by TII. E - c i g a r e t t e s, a l s o known as Electronic Nicotine Delivery Systems (ENDS), considered to be safer than tobacco cigarettes, are handheld electronic devices that try to create a feeling of smoking tobacco. They work by heating a liquid to generate an aerosol, commonly called a “vapor”, that the user inhales. According to the TII, 160 signatory countries under World Health Organization’s Framework Convention on Tobacco Control, including the US, the UK and EU countries have not imposed prohibition on electronic cigarettes. Canada and New Zealand which had earlier prohibited ENDS have reversed their decision and allowed these products to be made available to people in their countries.

Arvind Panagariya’s exit may impact some key NITI initiatives NEW DELHI, Aug 4 (Agencies): Ar vind Panagariya’s sudden exit from NITI Aayog may impact some key initiatives of the official think tank, including preparing a 15year vision document for creation of massive coastal employment zones and setting up of worldclass universities, officials said. Panagariya resigned as NITI Aayog vice chairman earlier this week, saying he planned to return to academics at the end of this month. “The sudden exit of the vice chairman will create some vacuum in the system till his successor resumes office and settles down with the existing system,” an Aayog official told ET. Senior officials at the government think tank conceded that some of the projects exclusively being handled by the vice chair-
man may see a temporary slowdown. The idea of creating employment specific zones on the lines of China, for example, was conceived and pushed by Panagariya. The Columbia University professor himself wrote a three-year draft action plan for the country. Panagariya had then told ET that the draft plan, though formulated after extensive consultation, does not reflect all the inputs, and a more comprehensive document would follow in the form of vision and strategy document, dealing with defence, internal security, and may be even privatisation of banks. Currently, a team from Asian Development Bank is preparing a detailed project report for such zones to be set up in Gujarat and Andhra Pradesh. Progress on key initiatives spearheaded by Panagariya

will now depend upon the priority areas of his successor, said the official quoted earlier. “Though most the work functions are pushed upon by the Prime Minister’s Office to the Aayog, the new person appointed in place of Panagariya will take time to settle down,” he said. “It was only a year ago that the institution had actually come to life after the vice chairman and the CEO collectively pushed some big-ticket agendas of the government,” the official said. Another senior Aayog official said the vice chairman had faced some rough patches from within and outside the institution in his initial days. “But he managed to drive his ideas up to the highest level and even see some of them turning into reality,” the person told ET.

Maduro installs new Venezuela assembly
C A R AC A S, AU G 4 (AGENCIES): Venezuelan President Nicolas Maduro was to install a powerful new assembly of his allies on Friday, dismissing an international outcry and opposition protests saying he is burying democracy in his country, reports AFP. The Constituent Assembly, elected last weekend in a vote marred by violence and allegations of fraud, will sit in a chamber in the Legislative Palace in Caracas, where the opposition-controlled legislature is located. The inaugural session of its 500-plus members -who include Maduro’s wife and son -- will take place under high tension. The opposition has called a mass march in the capital, raising fears of violence that could add to a death toll of more than 125 over the past four months. “Let there be no provocations, nor should people fall into provocations,” Maduro said late Thursday as he assured all was ready for the Constituent Assembly. The Vatican on Friday urged the inauguration of the new assembly be sus-

pended. It also appealed for Venezuelan security service to show restraint. Meanwhile, Venezuela’s intelligence service unexpectedly transferred a high-profile opposition figure, Caracas mayor Antonio Ledezma, from jail to house arrest, his wife said. Ledezma and another opposition figure, Leopoldo Lopez, had been taken from their homes to military prison on Tuesday, reversing earlier home detentions. Lopez remains incarcerated, one of hundreds of what the opposition called political prisoners. The Constituent As-
sembly marks a new stage in Venezuela’s rule. With unlimited powers to dissolve the National Assembly or amend laws, the new body is tasked with rewriting the 1999 constitution brought in under Maduro’s late mentor and predecessor, Hugo Chavez. Maduro claims its work will yank Venezuela out of its worsening spiral of political and economic crisis, though he has not detailed how. Nor has he given an end-date for the Constituent Assembly, which he said would operate for years. The body is being challenged on several fronts.
Backing opposition allegations of fraud, Smartmatic, a British-based company involved in the vote technology behind the election last Sunday, said the official turnout figure had been tampered with and exaggerated by at least a million voters. Although brushed off by Maduro as part of a plot by “the international enemy,” that gave grounds for Venezuelan Attorney General Luisa Ortega -- a thorn in Maduro’s side -- to order an investigation. She said prosecutors had lodged court cases seeking to have the Constituent Assembly annulled, though few in Venezuela believed that would be achieved. The country’s supreme court has systematically sided with the president in blocking prosecutorial or legislative gambits against the government. Using his daily appearances on state television, Maduro has lashed out at several of the 40 countries that admonished him for seeing through the creation of the new assembly. After being hit with US sanctions and called a dictator by US President Donald
Trump, Maduro said defiantly that he was standing up to what he called imperialism. The Venezuelan leader also slammed Mexico, Chile and Peru as American vassals for saying they would not recognize the new assembly. But with the European Union and other nations also condemning the Constituent Assembly, Maduro is fighting against a broad tide, even if he has support of Russia, which holds billions in Venezuelan debt, as well as Cuba, Bolivia and Nicaragua. The uncertainty and unease surrounding the path Maduro has set Venezuela on has been reflected in an accelerated collapse of the country’s already debilitated currency. The bolivar lost more than 17 percent of its value against the dollar on Thursday, placing scarce imported food and medicine further out of reach for many Venezuelans. One analyst, Luis Salamanca, said the new assembly “is being born badly, but Maduro doesn’t care. He just wants a Constituent Assembly that suits him.”
7 killed in US airstrikes in Syria DAMASCUS, AUG 4 (IANS): At least seven children were killed in USled airstrikes in Syria’s Raqqa city, the de facto capital of Islamic State (IS) militant group, the media reported on Friday. The airstrikes targeted several residential areas in Raqqa overnight, leaving many people wounded and destroying their houses, Xinhua quoted media reports. The US-led coalition has carried out 44 raids over the past 48 hours, targeting residential areas. The government said the Washington-led coalition had been formed “illegitimately... under the pretext of fighting terrorism, while the coalition attacks infrastructure and commits massacres”. Citing the falling of victims on daily basis, the Syrian Foreign Ministry earlier this week urged the UN to dissolve the coalition that started its operation in the country in 2014. Recently, the coalition surged its strikes on Raqqa as the Kurdish-led Syrian Democratic Forces (SDF) are on a crushing offensive to drive the IS out of its main stronghold in Syria.
Netanyahu’s ex-aide turns witness in graft probe: media
Benjamin Netanyahu
JERUSALEM, AUG 4 (AGENCIES): Israeli Prime Minister Benjamin Netanyahu’s former chief of staff has agreed to give evidence against him on suspicions of bribery, fraud and breach of trust, local media reported on Friday. “Prime Minister Benjamin Netanyahu’s former chief of staff Ari Harow has reached an agreement with the prosecution to turn state’s witness in two corruption cases against Netanyahu,” the Haaretz newspaper said on its website. “Former chief of staff Ari Harow signed today a state’s witness agreement,” public radio said. There was no official comment on the reports and any leaked details of the case are banned
from publication by court order. US-born Israeli immigrant Harow worked for Netanyahu from 2009-10 and 2014-15, when he stepped down over allegations of corruption. He has been under investigation for more than two years on suspicion of bribery, breach of trust, conflict of interest and fraud, the media said. Haaretz said Harow has already been giving investigators information on two of the ongoing investigations into Netanyahu. One is based on suspicions that the premier unlawfully received gifts from wealthy supporters, including Australian billionaire James Packer and Hollywood producer Arnon Milchan. Also being probed is a suspicion that Netanyahu sought a secret deal with the publisher of top-selling daily Yediot Aharonot. The proposed deal, which is not believed to have been finalised, would have seen Netanyahu receive positive coverage in return for him helping scale down the operations of Israel Hayom, Yediot’s main competitor.

Aside from government troops, the UN blamed a reportedly state-backed militia called the Bana Mura as well as the anti-government Kamuina Nsapu militia for a range of atrocities.

It was some of the country’s worst violence since the ruling party came to power in 1991, reports AP. Lawmakers in the East African nation voted to end the emergency law that restricted a number of rights and led to the arrests of more than 21,000 people. It also hurt one of Africa’s fastest-growing economies. More than 600 people were killed in nearly a year of protests that first ignited in the Oromia region and spread into the Amhara region and the capital, Addis Ababa. Demands included an end arbitrary arrests and respect for regional autonomy. The state of emergency was imposed after a deadly stampede at a religious celebration in October as police confronted protesters. IAAF Congress votes to extend Russia ban
L o nd o n , A u g 4 (IANS): The Congress of the International Association of Athletics Federations (IAAF) has voted to extend a ban imposed on Russia for state-sponsored doping. A total of 166 members of the Congress on Thursday backed the IAAF Council’s proposal for maintaining the ban even though the world governing body’s latest taskforce report found that some corrective steps had been taken, while just 21 members voted for lifting the ban, reports Efe. For a ban to be lifted on a sanctioned country, two-thirds of the Congress’ members must vote in favor. The head of Russia’s athletics federation (RusAF), Dmitry Shlyakhtin, apologised to the members of the Congress for the mistakes of the past and asked that the ban be lifted. But Rune Andersen, the chairman of the IAAF taskforce probing Russian doping, said that country still had work to do before a lifting of the ban could be justified.

C o l o m b o, Au g 4 (Agencies): India took complete control of the second Test against Sri Lanka as Ravichandran Ashwin impressed with bat and ball on day two in Colombo. Centuries from Cheteshwar Pujara and Ajinkya Rahane on day one put the tourists in command and there was no real let-up on Friday as India ran up a
mammoth 622-9 declared before reducing their opponents to 50-2 at stumps. Resuming on 344-3, India lost Pujara (133) after adding just six runs to their tally, but Ashwin (54) came to the crease and made a solid half-century. Before Ashwin’s dismissal by Rangana Herath, who took 4-154, the impressive Rahane (132) was stumped off the bowl-
ing of Malinda Pushpakumara, who claimed his first Test victim. Hardik Pandya added a quickfire 20, Wriddhiman Saha put together a solid 67 and Mohammed Shami smashed his way to 19 from just eight balls - including two sixes. Ravindra Jadeja (70 not out) was also in fine form but the all-rounder was unable to better his top Test
score of 90 before the tourists declared after tea, leaving Sri Lanka a tricky 20 overs to negotiate before the close. The hosts suffered an almost immediate setback as opener Upul Tharanga was dismissed for a duck by Ashwin in just the second over. The off-spinner then claimed his second scalp, snaring Sri Lanka’s other opener Dimuth Karunaratne for 25 to leave the home side reeling on 33-2. Sri Lanka managed to avoid any more setbacks before the close, but India’s lead of 572 runs leaves them well placed to wrap up the three-match series with a Test to spare. Brief Score India 1st innings: 622-9 declared (C Pujara 133, A Rahane 132, R Jadeja 70 not out; Rangana Herath 4/154). Sri Lanka 1st innings: 50-2 in 20 overs (Dimuth Karunaratne 25; R Ashwin 2/38).

India’s campaign over at NZ Open AUCKLAND, Aug 4 (PTI): India’s campaign at the New Zealand Open ended on Friday with HS Prannoy and Sourabh Verma crashing out after losing their respective quarterfinal matches in the men’s singles competition of the Grand Prix Gold event here. Fourth seeded Prannoy fought hard before being stunned by Chinese Taipei’s Lin Yu Hsien, seeded 11th, while seventh seed Verma went down tamely to unseeded Lee Cheuk Yiu of Hong Kong in straight games. Prannoy, who had clinched the US Open title last month, was handed a 10-21 22-20 21-23 defeat in an hour and six minutes. Former national champion Verma lost 19-21 16-21 in a match that lasted just 42 minutes. Verma was lagging behind from the very beginning. He fell behind 6-11 at the break. After the interval also Lee continued to stretch his lead to 14-8 but Verma managed to reel off four points on the trot to reduce the margin to 12-14. Both shuttlers then went neckand-neck till 18-18 before Lee managed to pocket the game 21-19. In the second game, Lee once again went ahead taking a 5 -1 lead before extending it to 11-6. By then Verma seemed to have run out of steam and the gap kept on getting wider. Eventually, the Hong Kong shuttler stole the game and the match away rather comfortably.
