Naga political issue dominates first day of the 8th session of NLA Correspondent

KOHIMA, AUG 3 (NPN): After the proposal for an opposition-less legislative assembly is being considered, the 8th session of the current 13th NLA got underway here Tuesday where the Naga political issue dominated the proceedings on the first day. The discussion saw various shades of opinions come to the fore as 15 members participated including the leader of the house and leader of the opposition. The discussion on Naga political issue was initiated by minister of planning and member-secretary of the committees, Neiba Kronu under matter of urgent public importance. Senior NPF legislator Kuzholuzo Azo Nienu, made a bold and frank statement while asking which among the two negotiating groups, was holding back solution? Azo said the government of India must be bold enough to call for round table conference of the stakeholders and see their positions for solution. He said whichever group does not want to sign the agreement, should be brave enough to abrogate the ceasefire and go back to their camps. Azo said today the desire to end the political issue was to also end taxes, threat, intimidation, extortion, kidnapping etc. He said people are totally fed up of all these activities and that prices of all commodities continue to rise due to multiple taxations in the name of peace process. Without naming the political

group Azo said the cadre strength has gone to more than 11,000 from the previous estimate of around 2000 members. He asked the members whether they will watch silently as situation becomes more intolerable. Azo said it was time for the government to show its existence and put all these things to an end. Being a mandated government, Azo said it should not allow multiple governments to function as self styled mandated governments. Azo also said occupying the chair does not mean that the elected members were clever as there are more clever people watching. He said the house should show political will and it should be “now” and not after 2023 state general election, since then, no one will be willing to vacate the chair.

KOHIMA, AUG 3 (NPN): Human remains were discovered by some construction workers at a site of a Church here recently. A team of researchers led by Nagaland University’s archaeology professor Dr Tiatoshi Jamir went and salvaged the human remains, which have now been kept at art and culture department’s research storeroom awaiting further analysis. Speaking to Nagaland Post, Tiatoshi disclosed that

the recently-collected human remains had been left to dry and would be sent for tests along with more samples collected from other archaeological sites. He said the remains included a fragment of maxilla (upper jaw), the orbit (eye socket) and femur (thigh bone). Along with the human remains, a lighter bearing a swastika insignia and frag-

ments of artillery shells were found next to the bones. “By the time we reached the construction site to collect the materials, the area was already disturbed by the construction workers. All the human remains along with the relics were removed and therefore we were unable to get a good contextual evidence of the burial,” he (Cont’d on p-8) said.

DoSE cautions on reopening schools D I M A P U R , AU G 3 (NPN): Department of School Education (DoSE) has cautioned against resumption of normal classes for students of Classes XI and XII without obtaining permission from the DTF. The department also directed the schools not to resume regular classes for students of other classes before the same was permitted by the government. DoSE further informed that schools were required to obtain permission from the respective district task force for the re-opening and were to continue with the present system of online teaching while awaiting clearance from the DTF.

Of the fresh cases, 19 were from Dimapur, Kohima-15, Mokokchung-14, four each in Mon and Phek, three each in Peren and Tuensang, two each in Kiphire and Zunheboto and on each in Longleng and Wokha, taking the total caseload to 28072 Further, three more patients-- one each in Dimapur, Kohima and Mokokchung succumbed to the infection, pushing the death toll to 577 (including 14 non-Covid deaths).

Translate Naga panel’s resolution No. 4 into reality: NTC DIMAPUR, AUG 3 (NPN): Nagaland Tribes Council (NTC) has urged members of NLA to translate resolution no. 4 of Parliamentary Core Committee on Naga Political Issue into reality without delay. In a representation to chief minister NTC president Toniho Yepthomi and general secy Nribemo Ngullie stressed that if not now, no better opportunity would come for the elected leaders to implement the resolution by sacrificing their seats for expeditious solution to Naga political issue. Coffee Bar-Native brew launched in Dimapur DIMAPUR: Coffee BarNative Brew was launched on August 3 in the office of district project officer (DPO), land resources department Dimapur. The coffee bar was launched by special guest of the programme, deputy commissioner (DC) Dimapur, Rajesh Soundararajan. According to DIPR report, Rajesh said that with the support of Coffee Board of India (CBI), it was the right and opportune time for the department to leverage the conducive opportunity for increasing coffee plantation. He also added that it was an opportunity to improve market linkages and come up with coffee processing capabilities. Informing that India stood as the sixth major coffee producer in the world which was further projected to increase from 15 to 18%, Rajesh encouraged the department to keep up with their awareness programmes and continue

DIMAPUR: Tseminyu aspirational block committee (TABC) held a meeting on August 3 in the conference hall of the DPDB, Kohima to discuss on preparation of its five-year action plan for the selected block. According to a DIPR report, deputy commissioner Kohima & chairman of the committee, Gregory Thejawelie informed the members that the Government had notified Tseminyu block under Kohima district along with other nine blocks spread over the districts as aspirational blocks. He said that as per the government’s direction, the district aspirational block committee was constituted with DC as chairman and DPO (planning) as member secretary along with other 22 officers from various departments as members. He informed that presently 8996 hectares of coffee plantation was developed in Nagaland where last year alone 1003 hectares has been developed in collaboration with CBI. Disclosing the department’s vision for 2020-30, Kikhi informed that the department had earmarked to develop 50,000 hectares of coffee. “If we can develop 50000 hectares the state would be able to generate a revenue of 1630 crores”, he explained. He further said that till date (2019-20) the department has exported 27.5 metric tonnes of coffee to a South African company by the name of Noble Cause where a memorandum has been signed for 30 years. the departments. In this regard, the members shared their views and suggestions for preparation of the action plan. The meeting decided to work out departmental-wise action plan based on implementing programmes including schemes under CSS to be incorporated and to submit it on or before August 20. In this connection, DC asked departmental officers to have required consultation with ADC Tseminyu and respective sub-divisional officers while preparing the action plan and to submit it within the time framed. He said that with the action plan submitted by each departments, the committee would prepare the final action plan for the selected aspirational block

depending on its potential and requirements. In his brief note, ADC Tseminyu W. Manpai Phom on Tseminyu Aspirational Block, stated that Tseminyu block, with 26 villages, was one among the seven blocks under Kohima district. As per the 2011 census, Tseminyu has a total population of 51314, including a sex ratio of 1022 as against the state average of 931, and a healthy literacy rate of 81.71% as against the state average of 79.55%. The meeting also highlighted the potentiality of the block, infrastructure needs, increasing income of people in the block, trade/ sector requirement capacity buildings and also on the present condition of various sectors in the block.

NVBDCP Kma observes ‘anti-dengue month’

DIMAPUR: National Vector Borne Disease Control Programme (NVBDCP) Kohima district observed “anti-dengue month” from July 1-30 to spread awareness, prevention and control of the disease. In a press release, Kohima district vector borne officer (DVBO), Dr. Kevilhulie Meyase informed that various activities were conducted in 12 villages under Kohima district: Kohima Sardar; Jakhama block; Sechu block; Chiephobozou block and Tseminyu block. MTS/ SWs and ASHAS from all the blocks conducted the activities along with district consultant and senior entomology and team from directorate of Health and Family Welfare (H&FW) Kohima. Candidates have been to follow the COVID-19 protocols and guidelines as given in the admit card. JNV has informed candidates to collect their card from district education officer’s office, Wokha, and head master of concern school or JNV Chukitong Wokha. The exam centres include: GHSS Wokha; Mount Sinai School; GHS Sanis; GHSS Bhandari and GHS Wozhuro.

AIZAWL, AUG 3 (IANS): The Mizoram Health Minister has urged Prime Minister Narendra Modi, Union Home and Health Ministers to intervene as the state has been facing severe crisis of medicines including life-saving and Covid-19 related drugs due to the “economic blockade” on the National Highway-306. Mizoram Health and Family Welfare Minister on Tuesday said in Aizawl that the hilly state has been facing acute crisis of vital medicines and urged the Prime Minister, Union Home Minister Amit Shah and Health Minister Mansukh Mandaviya to intervene at the earliest to prevent any health crisis that may soon engulf Mizoram and which would be beyond the control of anybody. Even oxygen cylinders, oxygen plant materials, and Covid-19 test kits have been blocked.” The Minister said that never before in the history of this country has anyone resorted to such a draconian and inhumane act to his fellow citizens. “The basic fundamental right to life as guaranteed by the Indian constitution which includes the right to basic health care and medicines have been denied by the belligerent activities of the Assam government,” Lalthangliana said. He said that despite having endured this problem for almost a week, there has been no response

from the central government on this front. “As true citizens of the country, we are entitled to amicable and positive response and intervention from the Central government at this critical time. “Every citizen of this country has the right to medical care and medicines and denial of this right is contrary to the basic laws of this country. No citizen of Mizoram should lose his or her life because of the non-availability of medicines which are man-made as is being done by the Assam government,” the Minister added. Mizoram Chief Secretary Lalnunmawia Chuaungo said that the state government had taken up the issue of “economic blockade” with the Union Home Ministry. “We have understood that the MHA would be able to convince the Assam government to

lift the blockade in southern Assam. “Mizoram’s 95 per cent supplies come through the National Highway-306, which is the lifeline for our state,” he told the media. In a letter to Union Home Secretary Ajay Kumar Bhalla, Home Secretary Pi Lalbiaksangi also requested that the Centre may intervene and instruct the Assam government to take necessary action for the immediate removal of the blockade. At present, the Northeastern state has only one medical college -- Tomo Riba (TRIHMS) at Naharlagun, near Itanagar. The ministers also discussed strengthening medical infrastructure, medical equipment, medicines and better medical services in the state, officials said. DIBRUGARH, AUG 3 (AGENCIES): Protestors, who had blocked the National Highway 8 between Assam and Agartala in protest against Tripura’s stance to allow transportation of essential commodities to Mizoram on Monday finally lifted the blockade after eight hours on Tuesday, reports The Northeast Today. Organised under the banner of Rashtriya Yuba Chatra Parisha (RYCP) in Karimganj district of Assam, the blockade was lifted following talks between police and the protestors. The protestors had blocked the highway between Karimganj in Assam and Sabroom in Tripura, stating that Tripura, which is dependent on Assam for the supply of essential goods, is supporting Mizoram despite the economic blockade imposed by the Assam government following the violent clashes on the Assam-Mizoram border that saw the death

of six Assam policemen on July 26. Expressing dismay over Tripura’s gesture, the protestors had initially said that we will not allow the trucks carrying essential items such as medicines, food, and other essential items for Mizoram to pass through the area. “They (Mizos) have killed our policemen during the inter-state border clash on July 26. This highway is the lifeline of Tripura and they are dependent on Assam for basic commodities. And now, Tripura is helping Mizoram which is also dependent on Assam. We will block supplies to Mizoram unless they seek an apology from the Assamese people,” said a member of the RYCP, who didn’t want to be named. A police official in Agartala said that during patrolling, the suspected National Liberation Front of Tripura (NLFT) militants attacked the BSF troopers at Manikpur tribal village leading to a fierce encounter in which two para-military personnel were killed on the spot. The martyred BSF men include sub-inspector Bhuru Singh and constable Raj Kumar. The tribal guerrillas have taken away two sophisticated arms of the slain BSF jawans before they fled from the area, which is close to India-Bangladesh border under Dhalai district in northern Tripura. Covid-19: Manipur imposes curfew till Aug 7

IMPHAL, AUG 3: In a grim milestone, Manipur on Tuesday crossed the one lakh-mark in number of people infected by coronavirus so far. The state achieved the grim milestone even as stricter curfew to break the chain of transmission of the virus entered its 17th day and it was extended for another four days (till August 7). The state registered 753 cases and 14 fatalities in the last 24 hours. The total virus tally in the state stands at 1,00,625, and the death toll at 1,592. On the positive side, 1063 COVID-19 patients were cured and discharged from various hospitals in the state, taking the total number of COVID-19 recovery to 89,543. The recovery rate stands at 88.98%. The number of active COVID-19 cases in the state after taking into account the cured and dead stands at 9,490. The 753 new cases were detected upon testing of 5,476 samples over the past 24 hours. The positivity rate is 13.75 per cent.

Of the 14 fatalities recorded in the past 24 hours, five of them were vaccinated against COVID-19 while nine of them had comorbidities, the state health department said. Five deaths each were reported in Imphal West and Imphal east, two in Bishnupur and one each in Ukhrul and Churachandpur, the department added. Meanwhile, the Manipur government on Tuesday relaxed nine of the 16 districts of the state from “strict curfew” as it was extended for another four days, till August 7. The whole day curfew will be continued in seven districts where the positivity rate was still high and there will be curfew only in the night time (from 6pm till 5am) in the remaining nine districts, the state home department said, in an order issued on Tuesday. The strict curfew has been imposed in the entire region of the state since July 18 following rapid increase in the daily Covid infections in the state coupled with wide prevalence of Delta variant cases of the COVID-19.

A software Frankenstein

W

hat was supposed to have been a means to protect legally constituted governments against terror attacks and enemies, has instead turned out to be the Frankenstein whose name has now become synonymous with a global snoopgate. Today Pegasus, a software developed by Israel’s NSO group is at the eye of the snooping scandal in many countries besides India. The company says it only sells its spyware to countries for the purpose of fighting terrorism and crime.The Israeli cybersecurity company NSO Group, has temporarily blocked several government clients around the world from using its spyware technology as the firm probes its alleged abuses, according to a US media report. What has riled the western democracies is on the alleged use of the Pegasus software to spy on journalists, human rights defenders, politicians and others in a number of countries, including India. The use of Pegasus by government has triggered concerns over issues relating to privacy besides abuse of power. On its part, the Israeli government has also faced pressure since it regulates the sale of spyware technology to other countries. It has launched a probe into allegations against NSO. In India there were reports of the spyware being used against critics of the government. According to media reports, Pegasus was procured during 2017 the year that prime minister Narendra Modi became the first ever Indian prime minister to visit Israel. An investigation by an international media consortium has revealed that more than 50,000 phone numbers from across the world are believed to have been targeted for hacking through the spyware called Pegasus, which is only sold to government agencies by the Israeli NSO Group. More than 300 phone numbers from India- including serving ministers, journalists, opposition leaders and one sitting judge - are believed to have been a target of hacking through the Israeli spyware called Pegasus. When parliament reassembled on July 19, the opposition made their intentions clear and wanted discussions on snoopgate. However, the government’s parliamentary affairs minister Pralhad Joshi dismissed snoopgate as a “non-issue” in the Lok Sabha and said the government was ready for discussions on people related issues. IT minister Ashwini Vaishnaw had, in a suo motu statement in Parliament, dismissed the reports of the use of Pegasus software to snoop on Indians, saying the allegations levelled just ahead of the session were aimed at maligning Indian democracy. Interestingly, Vaishnaw’s name figured in the Pegasus list for snooping. Former IT minister and Congress leader Kapil Sibal including several other opposition leaders have demanded a Supreme Court-monitored probe and a government white paper in parliament to state whether it is using Pegasus or not. What the government is doing is to derail every effort to discuss the matter under one plea or the other. In the Rajya Sabha opposition leaders submitted a request for discussion under Rule 267. The chairman Venkaiah Naidu rejected the demand on the ground that it would be discussed along with other matters. Under Rule 267 matters listed for the day can be shelved to discuss any matter of utmost national importance. The opposition demand that Pegasus row be discussed in the house in presence of the prime minister and the home minister, is not only right but a matter of national security. By refusing to discuss in parliament, despite its brute majority, the NDA government has shown that either it cares a hoot for democratic conventions or that it wants to hide something.

The greatest thing for us to remember is that we go up to Jerusalem to fulfill God’s purpose, not our own. In the natural life our ambitions are our own, but in the Christian life we have no goals of our own. We talk so much today about our decisions for Christ, our determination to be Christians, and our decisions for this and that, but in the New Testament the only aspect that is brought out is the compelling purpose of God. “You did not choose Me, but I chose you…” (John 15:16). We are not taken into a conscious agreement with God’s purpose— we are taken into God’s purpose with no awareness of it at all. We have no idea what God’s goal may be; as we continue, His purpose becomes even more and more vague. God’s aim appears to have missed the mark, because we are too nearsighted to see the target at which He is aiming. At the beginning of the Christian life, we have our own ideas as to what God’s purpose is. We say, “God means for me to go over there,” and, “God has called me to do this special work.” We do what we think is right, and yet the compelling purpose of God remains upon us. The work we do is of no account when compared with the compelling purpose of God. It is simply the scaffolding surrounding His work and His plan. “He took the twelve aside…” (Luke 18:31). God takes us aside all the time. We have not yet understood all there is to know of the compelling purpose of God.

Nevertheless, all the negotiating parties with the GoI and the facilitators in the background have made much investment in terms of time, energy, and sacrifices. Having come thus far, we cannot af-

ford to belie the people by letting the exercises to become a damp squib due to insincerity. Therefore, it has to be the endeavour of everyone to see that no stone is left unturned to ensure that the negotiations are brought to its logical conclusion. In the light of above, when the 59 Legislators and 2 Members of Parliament formed the Parliamentary Core Committee on Naga Political Issue for the purpose of facilitation, the Nagaland Tribes Council (NTC) has welcomed it hoping that the Parliamentary Core Committee would not betray but live up to the expectation of our people. Despite some of the big announcements made

on the Naga Political issue and its solution by the Prime Minister of India during the inauguration of the Hornbill Festival at Kohima in December 2015, as saying “Solution within 18 months…” and more of it, the Assembly Election 2018 with “Election for Solution” are but of no consequences on solution. Moreso, Nagaland Assembly Election since 2002 have been fought with the slogan “Pave the way for Solution”. In fact it was August 2012 all the sixty Legislatures from Nagaland met the then Prime Minister and the Home Minister GoI as published by MadhumitaChakraborty/Vision Communication on Au-

gust 9/2012 under caption “Nagaland MLAs ready to quit for lasting peace in State” and have “expressed to sacrifice their present position and put up their resignation letter to pave the way for permanent peace in the state…”, but with no tangible result till date. The Worrisome Chinese Space Programme

ost countries around the world whether big or small, developed or developing pursue a space programme of their own or in collaboration with advanced countries. Most aspects of these programmes are in the public domain and are targeted towards scientific and human advancement. The spectre of a space was between US and Russia came to an end with signing of the START Treaty in 1991 between the two. However, China has emerged as a country, which pursues a very secretive space programme and may force the mankind in a space war and global dominance. There is enough evidence to prove that China’s space programme is targeted to move ahead and use space to dominate not only the US but also the rest of the planet. In terms of the US national security, and for the rest of the world also, China’s space capabilities have been defined as one of the most significant future threats to the global peace. China’s plans were outlined very clearly when shortly after becoming president in March 2013, Xi Jinping made his ambitions for China’s space power very clear. “Developing the space program and turning the country into a space power is the space dream that we have continuously pursued”, he said. “The space dream is part of the dream to make China stronger.” China’s aim is to become the world’s leading space power by 2045.China Daily had editorialised in 2017 that”China will become an all-round world-leading

country in space equipment and technology. By 2045, it will be able to carry out man-computer coordinated space exploration on a large scale.” US concerns The advances and secret dimension of the Chinese space programme have been duly noted and concerns have been raised by the United States in this regard. The US-China Economic and Security Review Commission in its 2019 Annual Report to Congress stated that “China is taking steps to establish a commanding position in the commercial launch and satellite sectors relying in part on aggressive state-backed financing that western market-driven companies cannot match.” The US Defence Secretary Lloyd J. Austin III, in his written testimony prior to his confirmation hearing in January 2021 declared that Chinese and Russian space activities present serious and growing threats to US national security interests. Chinese and Russian military doctrines also indicate that they view space as critical to modern warfare and consider the use of counter-space capabilities as both a means of reducing U.S. military effectiveness and for winning future wars. A Pentagon report in 2020 stated that the PRC continues to strengthen its military space capabilities, despite its public stance against the weaponisation of space.... the PRC is developing electronic warfare capabilities such as satellite jammers....and China probably intends to pursue additional anti-satellite weapons capable of destroying satellites.

Chinese space programme A significant aspectof China’s space initiative is the Beidou Navigation Satellite system (BDS), a global navigation satellite system that provides positioning, navigation and timing, in addition to data communication. The Chinese military has created the programme in order not to be dependent on the US-controlled GPS network. A report by the Jamestown Foundation states, “In recent years, the PRC has actively sought to promote the image of Beidou as a civilian-led programme intended primarily for commercial and scientific purposes, however, the program is under overall military direction, with the People’s Liberation Army in charge of Beidou’sdevelopment.” Beidou can also be termed as China’s “Space Silk Road”, which expands China’s Belt and Road Initiative (BRI) and its land-based and sea-based versions to space. Beidou makes countries participating in the BRI, dependent on China for precision navigation and other space based services. Malcolm Davis of the Australian Strategic Policy Institute wrote in 2017 that, “Chinese provision of satellite communications, weather monitoring and earth observation add to this vision for a Space Silk Road that overarches and underpins the Belt and Road Initiative. By signing up to the BRI ‘Space Information Corridor’, the BRI states would become dependent on Chinese-provided space services. That would give Beijing greater power to influence the policy choices of those states,

because it would control the vital space capabilities that sustain their economic growth”. We have already seen the negative impact on countries like Sri Lanka and Brazil, which participated in the land and sea versions of the BRI. The US-China Economic and Security Review Commission further expressed caution in its 2019 Annual Report thus, “Beijing has specific plans not merely to explore space, but to industrially dominate the space.... Beijing uses its space programme to advance its terrestrial geopolitical objectives, including cultivating customers for the Belt and Road Initiative (BRI)... China’s promotion of... the Beidou global navigation system under its ‘Space Silk Road’ is deepening participants’ reliance on China for space-based services.” China’s “Space Silk Road”, forms a very crucial part of its ambitious space goals. The commissions’ report further states that China has already succeeded in undercutting some US and other foreign launch and satellite providers in the international market, threatening to hollow out these countries’ space industrial bases... The aggressive pursuit of foreign technology and talent... continues to be central to this strategy and to China’s space development goals in general. China’s Moon Programme The China Daily in 2019 reported that, “The next steps in China’s manned space programme will be manned exploration of the moon. We will set up bases on the moon to conduct scientific operations, expand a

habitable place for mankind and gain experience and expertise for deep-space expeditions beyond the moon. The long-term goal is to send humans to Mars.” Another worrisome development is Chinese cooperation with Russia in this regard. In March, China signed an agreement with Russia to work together to build a research station on the moon, which will carry out research on exploration and crucially, utilisation of the moon. Already in 2013, China launched its first lunar rover to explore the surface of the moon, hoping, among other things, to discover rare earth minerals, which are reportedly abundant on the moon. China’s Chang’e 5 lunar probe mission landed on the moon and brought back geological samples to China, which became just the third country to do so after the US and Russia. In view of these developments it is a foregone conclusion that China will also move ahead to use space to dominate not only the US but also the rest of the world. Its plans for the future wars are space-based, in addition to utilising its large stockpile of surface to air missiles,ballistic and cruise missiles – which can strike from 500 to 5,500 kms, thus covering a major part of the globe, without putting its soldiers’ boots on foreign soil and indeed it may not portend well. Reforestation is seen as a way to help cool the climate, sucking excess warming carbon out of the atmosphere. But it’s not always that simple.If we think of planting trees as a stand-alone action to fight climate change, we will run into some hard limits on how much CO2 they can store. Urbanisation is one of the many reasons destroying farmable land and greenery more rapidly than we are planting trees and this is why proper city planning has to be addressed. We must prevent urbanization happening in the areas which are fit for forestation and while we plant plenty of trees, we must also take other issues into consideration if we are to “restore” the biodiversity. The pass percentage increased by over seven percentage points against last year’s 91.46 per cent. The difference between the pass percentage of girls and boys was 3.7 per cent last year. While the pass percentage of girls and boys stood at 99.24 per cent and 98.89 per cent respectively, transgenders achieved a pass percentage of 100 per cent. The board has announced the results on the basis of an alternative assessment policy after the exams were cancelled in view of the aggressive second wave of COVID-19. According to the policy, while 20 marks for each subject were for internal assessment as every year, 80 marks were calculated

Over 21.13 lakh regular candidates had registered for the class 10 exam this year. “The result of 16,639 students is till under process. No merit list will be declared this year and no

merit certificates will be issued to students,” said CBSE Examination Controller Sanyam Bharwdaj. The number of candidates scoring above 95 per cent has increased from 41,804 last year to 57,824 this time. Similarly, the number of students scoring between 90 and 95 per cent has increased from 1,84,358 to 2,00,962. The number of Children with Special Needs scoring above 95 per cent is 53 while 224 students in the category have scored

above 90 per cent. In the CBSE-affiliated schools abroad, 99.92 per cent students have passed class 10. Kendriya Vidalayas and the schools under the Central Tibetan Schools A d m i n i s t r a t i o n h av e achieved a 100 per cent pass percentage as against 99.23 per cent and 93.67 per cent respectively last year. The Jawahar Navodaya Vidyalayas have improved their pass percentage from 98.66 to 99.99 this year. The pass percentage of government and government-aided schools has increased by over 15 per cent and 18 per cent respectively. The pass percentage of private schools has also increased by over six per cent since last year. A total of 17,636 candidates have been placed under compartment as against over 1.5 lakh students last year. “The compartment examination will be conducted between August 16 and September 15. The exact dates will be announced in some time,” Bhardwaj said.

NEW DELHI, AUG 3 (AGENCIES): The pandemic is “still raging” in the country and eight states have shown a rise in the Rfactor, the government said today, calling it a “significant problem”. As many as 44 districts have reported a high case positivity and the Deltadriven second wave is still not over, warned VK Paul, who heads the government’s Covid task force. Eighteen districts showed an increasing trend in cases in the last four weeks, according to the government. “Delta variant is a dominant problem. The pandemic is still raging and the second wave is persisting in our own country,” Dr Paul said, expressing concern about the R-factor or the reproductive rate of a virus, which indicates how fast it is spreading. “Please remember that R number should be 0.6 or below. If it has gone over 1, it shows it is a significant problem and the virus wants to spread,” said Dr Paul.

NEW DELHI, AUG 3 (PTI): GST officers have detected tax evasion of Rs 7,421 crore in the April-June period of the current fiscal, Parliament was informed on Tuesday. In a written reply to the Rajya Sabha, Minister of State for Finance Pankaj Chaudhary gave details of the total tax evasion detected in GST in the last 3 years. In 2019-20, 10,657 cases of evasion, involving Rs 40,853.27 crore were detected. Re c o ve r y w a s R s 18,464 crore. In 2020-21, Rs 49,384 crore worth GST evasion was detected in 12,596 cases. Recovery stood at Rs 12,235 crore. In the current fiscal up to June, 1,580 cases of Goods and Services Tax evasion involving Rs 7,421.27 crore were detected, and Rs 1,920 crore recovered in April-

added. The prime minister, Joshi said, reiterated the government’s stand for constructive and rich debates. The BJP parliamentary party also hailed Modi at the meeting over the government’s decision to provide reservation to the OBC and the EWS in the all-India quota in the medical entrance test NEET. The prime minister also highlighted the rise in the GST revenue in the month of July with a collection of 1.16 lakh crore to express confidence about the state of economy. Finance Minister Nirmala Sithraman also spoke in detail about the economic conditions and asserted that the recovery has gathered pace despite the second wave. India’s foreign reserves are at an all-time high while the GST collection also rose significantly last month, she added. The government’s package for the MSME sector is now at Rs 4.5 lakh crore while the banking sector has also made recovery and posted profit of over Rs 31,000 crore, sources quoting her said. Economic indicators have been doing well, she said.

However, the House passed the Insolvency and Bankruptcy Code (Amendment) Bill, 2021 with a brief discussion amid the ruckus created by opposition parties. As soon as the House resumed after lunch at 2 pm, BJP member Bhubaneshwar Kalita in Chair asked Finance Minister Nirmala Sitharaman to move the Insolvency and Bankruptcy Code (Amendment) Bill, 2021. Soon after, the opposition members started their protest and trooped into the Well of the House and remained there throughout. They also continued sloganeering. The chair called Amar Patnaik (BJD) to initiate the debate on the bill.

mulgated in April which introduced pre-packs as an insolvency resolution mechanism for micro, small and medium enterprises (MSMEs) with defaults up to Rs 1 crore. The Lok Sabha had passed the bill on July 28. The proposed amendments will enable the government to notify the threshold of a default not exceeding Rs 1 crore for initiation of the pre-packaged resolution process. The government has already prescribed the threshold of Rs 10 lakh for this purpose.

The bill proposes a new chapter in the IB Code to facilitate the pre-packaged insolvency resolution process for corporate persons that are Micro, Small and Medium Enterprises (MSMEs). As per the Statement of Objects and Reasons of the bill, it seeks to specify a minimum threshold of not more than Rs 1 crore for initiating the pre-packaged insolvency resolution process as well as provisions for disposal of simultaneous applications for initiation of the insolvency resolution process and pre-packaged insolvency resolution process, pending against the same corporate debtor. There would be a penalty for fraudulent or malicious initiation of the pre-packaged insolvency resolution process, or with intent to defraud persons, and for fraudulent management of the corporate debtor during the process. Further, punishment would be meted out for offences related to the prepackaged insolvency resolution process.

Lok Sabha passes 2 key bills; witnesses continuous ruckus

NEW DELHI, AUG 3 (PTI): Lok Sabha continued to witness protests by the Opposition over the Pegasus snooping controversy and farmers’ issues on Tuesday and had to be adjourned for the day after the House passed two key bills. The Tribunals Reforms Bill, 2021 and the Essential Defence Services Bill, 2021 were passed separately by voice vote in the midst of continuous protests by opposition members. Amid the protests during the Question Hour, Speaker Om Birla said that important issues related to farmers were being discussed and urged the protesting members in the Well to go back to their seats. He also said the protesting members do not seem to want discussions and were insulting Parliamentary traditions. More than five questions and supplementaries, mostly related to agriculture and horticulture, were taken up before the proceedings were first adjourned till noon. The government is implementing market information system where the prices of vegetables are collected through Agricultural Produce Market Committee (APMC) mandis and disseminated for its

use by the farmers through Agmarknet portal, mobile applications etc. for better price realisation, he said. To give fair price to the farmers for green vegetables, the government is implementing the scheme of ‘Operation Greens’ for integrated development of tomato, onion, and potato (TOP) value chain since 2018-19. The major objectives of the scheme inter alia include enhancing value realisation of TOP farmers, price stabilisation for producers and consumers, reduction in postharvest losses, increase in food-processing capacities and value addition in TOP value chain by creating firm linkages with production clusters. Further, the government has extended the Short-Term Price Stabilisation Measures from tomato, onion, and potato to another 41 notified crops - fruits and vegetables - with effect from June 11, 2020, the Minister said.

MUMBAI, AUG 3 (IANS): The Maharashtra government on Tuesday announced the much-anticipated relief package of Rs 11,500 crore for emergency relief, repairs and longterm rehabilitation measures for the victims of the recent devastating floods which hit 9 districts last month. The decision was taken at a crucial cabinet meeting presided over by Chief Minister Uddhav Thackeray in the presence of Deputy CM Ajit Pawar and ministers of the three allies -- Shiv Sena-Nationalist Congress Party-Congress, said Relief & Rehabilitation Minister Vijay Wadettiwar. As an immediate measure, the government will provide Rs 10,000 for all affected families, Rs 1.50-lakh for those who have lost their houses completely, he said. Besides, the government will extend Rs 50,000 to all shopkeepers who have suffered damage, and streetside vendors will be given aid of Rs 10,000 for losses, said Wadettiwar.

Delhi Cabinet approves increased salary of MLAs NEW DELHI, AUG 3 (IANS): The Delhi Cabinet on Tuesday approved salary hike of the members of Legislative Assembly (MLAs) after getting approval from the Centre. With the approval from the cabinet, Delhi MLAs will now get a salary of Rs 30,000 per month. As per a provision of the Bill cleared by the Delhi Assembly in 2015, the basic salary of legislators will increase from the current Rs 12,000 to Rs 50,000. However, the AAP government said that the Ministry of Home Affairs (MHA) has scuttled the proposal and restricted it and capped the salary of the MLAs to only Rs 30,000. They will be getting a total of Rs 90,000 per month including Rs 30,000 basic salary and other allowances. The restriction imposed by the Centre has forced Delhi’s MLAs to be amongst the lowest paid among all states in the country.

Bengal flood: 15 dead, 3 lakh affected

TMC, BJP engage in political slugfest KOLKATA, AUG 3 (PTI): At least 15 people have died, and lakhs of people were rendered homeless or marooned, as the flood situation in six districts of West Bengal aggravated on Tuesday, triggering a slugfest between the ruling Trinamool Congress and the opposition BJP over the release of “excess water” by the DVC. Around three lakh people got displaced after heavy rain in the last few days, followed by discharge of water from Damodar Valley Corporation (DVC) dams, inundated major parts of the districts of Purba Bardhaman, Paschim Bardhaman, Paschim Medinipur, Hooghly, Howrah and South 24 Parganas, officials said. The DVC, since July 31, has released 5.43 lakh cusec of water till Tuesday evening. Seven people died and 2.5 lakh have been affected by the flood Till Monday. Chief Minister Mamata Banerjee, who keeps a tab on the relief and rescue operations and has sent ministers to the affected areas, is likely to conduct

an aerial survey of Howrah and Hooghly districts on Wednesday to take stock of the situation. She will later conduct an administrative meeting, officials said. “We are collecting the details of all 15 people who have lost their lives due to the flood. Some deaths are due to electrocution, snake bite, wall collapse. We are waiting for a final report from district administrations,” an official said. Several areas in the six affected districts are reeling under flood, with people struggling to wade through waist-deep water. The districts of Hooghly, Howrah and West Midnapore are among the worst affected due to the floods. Around 79,000 people were affected in Hooghly district alone, whereas crops

and livestock worth lakhs of rupees were destroyed. “Around 345 villages are affected by the floods, and more than 34 thousand hectares of crop area have been damaged. Around 1159 houses have been damaged in the district. We are presently running 89 relief camps,” a Hooghly district official said. The situation was worse in Kolkata’s neighbouring Howrah district, where around 1.8 lakh people were affected as 10 gram panchayats were severely affected by the floods. “Seven Gram Panchayats are completely under water, and three are partially submerged. The Udaynarayanpur block is the worst affected,” a Howrah district official said. Water from the Rupnarayan and the Dwarakeswar

rivers have over topped banks and entered residential areas, flooding homes, the official said. State Irrigation Minister Soumen Mahapatra conducted a tour of the Udaynarayanpur block in Howrah district and took stock of the relief and rescue operation. The Paschim Medinipur district administration has opened 212 relief camps as areas under 172 gram panchayats and seven municipalities were flooded. The link road between towns of Keshpur and Medinipur is under water. Over one lakh tarpaulin, 1,000 MT of rice, thousands of drinking water pouches and clean clothes have been sent to the shelters homes, an official stated. On Monday, the Army and the Air Force had undertaken rescue operations in Hooghly district, where rivers have over topped banks and flooded villages. The ongoing flood situation triggered a political slugfest between the ruling TMC and the opposition BJP. Mahapatra accused the Central government-owned DVC of releasing water and causing a “man-made flood” situation. “The DVC deliberately released so much of water

that it led to a flood-like situation. The Central government deliberately created this man-made flood situation in Bengal. We condemn such politics,” Mahapatra told reporters after his visit to Howrah. BJP state spokesperson Shamik Bhattacharya termed the allegations “baseless”. “Before making such allegations, the TMC government should know why the water was released. There must be a logic behind DVC releasing the water. The fact is the state government has failed to conduct relief and rescue operations properly and are now blaming others,” he said. The DVC on Saturday said the storage facilities at Panchet and Maithon dams have reached their capacities due to heavy inflow of water from upstream Jharkhand, and discharge under such circumstances was “unavoidable”. A DVC official stated that the corporation released 5.43 lakh cusec of water till Tuesday evening since July 31. Water discharge is regulated by Damodar Valley Reservoir Regulation Committee, which has a representative from the state government, the official said.

K AT H UA / C H A N D I GARH, AUG 3 (PTI): An Army helicopter crashed into the Ranjit Sagar Dam lake in Jammu and Kashmir’s Kathua on Tuesday, prompting the authorities to launch a massive search operation to trace the missing, an official said. The dam is located about 30 km from Pathankot in Punjab and the incident took place

around 10.30 pm. Kathua Senior Superintendent of Police (SSP) R C Kotwal told reporters that the forces and boats were mobilised for the search operation, after which some pieces of chopper were found, confirming it to be an Army helicopter. “We cannot say how many people were in the chopper and what hap-

pened to them,” the SSP said. Specialised forces and Army divers are carrying out the search operation and the picture will be clear in next four to five hours, he added. The exact place of the crash has been identified and some floating material has been recovered, the SSP said, stressing that it is a huge lake and the operation will take time. The depth of the crash site has been measured to be over 200 feet. As per the unconfirmed reports, the chopper belonged to the 254 Army Aviation Squadron and had taken off from Mamun cantonment and it came down during low-level sortie when it lost control. Eyewitnesses said the chopper was flying over the lake and suddenly it came down and crashed into the water with a loud thud. It was a Dhruv chopper, which crashed at Purthu area in Basohli in the lake area, they said. According to reports, two people were on board. During the search operation, a helmet, two big size bags, one shoe and some helicopter parts were recovered.

Zeliang said August 3, 2021 marks six years after signing of the Framework Agreement between the government of India and NSCN (I-M) and also four years after signing of Agreed Position on November 17, 2017 between the government of India and NNPGs. Zeliang said these agreements raised hopes of early settlement to the vexed Naga political issue and high time that all legislators pursue early solution as desired by Nagas with the government of India. The opposition leader said the two major milestones, the signing of the Framework Agreement on August 3, 2015 and the Agreed Position on November 17, 2017, should not be left idle out without reaching a logical conclusion. He however said due to the current stalemate between the Naga Political Groups and government of India, final solution could not be inked and which was a cause for great concern. He also expressed the hope the all elected members of newly formed committees for Naga political issue as suggested by his party (NPF) would rise to the occasion despite criticisms levelled against

the committees and work whole heartedly for realisation of early solution. He said the formation of the Parliamentary Committee, was the right platform to invite for better understanding between the two groups and which could help both to arrive at mutual understanding. Zeliang also expressed dismay at the souring of relationship between the NSCN (I-M) and government of India’s Interlocutor R.N. Ravi where each blamed the other over misinterpretation of certain clauses in the FA that has only caused confusion among people. Against this backdrop, Zeliang urged upon elected members to stand for what was right for the Nagas, sort out the differences at the earliest through proper dialogue so that things would materialize. He also said NPF has no agenda for proposing an all-party government but was only to help facilitate the Naga Political Issue. He also said the concept of Opposition-less Government should not be for cheap political gains but rather to strengthen the progress of the negotiations and also to fulfil the aspirations of the Naga People. Zeliang also said till the proposal was yet to complete NPF members will continue to maintain status quo as opposition and he also will remain leader of the opposition. He also hoped that the BJP led NDA government at the Centre would stand true to the slogan of the BJP Party of the State during 2018 election “Election for Solution” adding that Prime Minister and Union Home Minister has shown great political will-power to resolve the Naga Issue unlike their predecessors. mation of Parliamentary Committee for Naga political issue under the Core Committee comprising of 22 members was to discuss the political issue in detail. Also taking part in the discussion minister Kashiho Sangtam suggested that the Parliamentary Committee or the Core Committee should negotiate with NSCN (I-M) and 7 NNPGs appealing to sort out their differences and come together for the Naga people. Minister Tongpang Ozukum, while appreciating the supreme sacrifices made by the Naga Political Groups since the beginning of the movement, also appealed to them to forget and forgive the past mistakes and to come together as one. He said that the Government is convinced and committed as before, with more trust and confidence on one another, to give concerted efforts in giving

a push to the Naga Political Issue, so as to arrive at a peaceful solution in the interest of the Nagas. Advisor Khehovi Yepthomi said that when the government of India was showing seriousness in solving the Naga issue, the opportunity must not be missed as delay and neglect will only give birth to more political groups. NPF MLA Yitachu said that Naga struggle was one of the longest struggles within the Indian Union that has been going on for 97 years. He said as opposition members, joining the government for an oppositionless government was an act of cowardice yet they have decided to swallow their pride to move for an all party government to give

Yitachu exuded confidence that the 60 members coming together will send a positive signal to the central government, and the two negotiating groups while endorsing the motion moved by Neiba Kronu. Supporting the motion moved by minister Neiba Kronu, opposition MLA Imkong L Imchen elaborated on the different dimensions of Naga Political struggle – Naga political talks of the 1960s between the Government of India (GoI) and the Federal Government of Nagaland (FGN) and GoI recognition of the NSCN (IM) leadership and Working Committee of NNPGs in sequence. Imchen pointed out that the definition/ interpretation of the sentences entered in Framework Agreement was never defined consequent upon which the interpretation of GoI and NSCN (IM) differ frequently making it an obstacle in the due process of negotiations. He mentioned that two different agreements were signed: Framework Agreement officially signed in presence of the Prime Minister and another “The Agreed Position” with NNPGs by Interlocutor R N Ravi. However he said after being appointed as Governor even while being the Interlocutor for Naga talks, Ravi could not be made available as required. Imchen said Nagas desire for peaceful existence was becoming unbearable and said whatever the high valued political agenda one may have, practical politics always was with the spirit of give and take and not winner takes all as in contemporary politics. Imchen pointed out that both NSCN (I-M) and government of India have to come down and mad a compromising position and if they were serious about settlement, then solution was lying underneath.

NASA’s X-ray solar imager to probe Sun’s Corona

S

cientists at NASA have successfully launched a sophisticated X-ray solar imager on a suborbital flight via sounding rocket to gather new insight regarding how and why the Suns corona grows so much hotter than the actual surface of Earths parent star. Developers at NASA’s Marshall Space Flight Center in Huntsville, Alabama, call the mission “MaGIXS” -- Marshall Grazing Incidence X-ray Spectrometer. It launched from White Sands Missile Range in New Mexico at 2.20 p.m. (local time) on July 30. The MaGIXS mission dispatched its payload, which included a high-powered camera, telescope, and X-ray spectrometer containing a matched pair of grazing

incidence parabolic mirrors, to study so-called “soft” X-rays at a wavelength that hasn’t been previously observed in such detail. “Our knowledge of the corona’s heating mechanisms is limited, partly because we’ve not yet been able to make detailed observations and measurements of the temperature distribution of the solar plasma in the

region,” said Marshall heliophysicist Amy Winebarger, principal investigator for the MaGIXS mission, in a statement. The Sun’s surface temperature is more than 10,000 degrees Fahrenheit, but the corona routinely measures more than 1.8 million degrees Fahrenheit. MaGIXS will be the first imager to measure specific temperature dis-

tributions at different parts of an active solar region. That precision data will help scientists resolve the debate concerning how, and how often, the corona is superheated. Shedding new light on coronal heating mechanisms could help researchers better understand and even predict potential solar flares and coronal mass ejections, both of which occur most often in connection with regional spikes in coronal heating. These violent outbursts can interfere with communications satellites and electronic systems, even causing physical drag on satellites as Earth’s atmosphere expands to absorb the added solar energy. The MaGIXS sounding rocket mission also serves as a testbed for

instrumentation for future NASA missions to study solar flares in greater detail, possibly tying their origins to measurable coronal activity and helping demonstrate how advanced flight hardware and space systems can be hardened to weather high-energy tantr ums from Earth’s star. NASA routinely uses sounding rockets for such brief, focused science missions. They’re often smaller, more affordable, and faster to design and build than large-scale satellite missions, Winebarger said. “They offer unique, suborbital science opportunities, a chance to develop innovative new instrumentation, and rapid return on investment,” she added. cientists in China have developed the world’s first high-resolution, 3D image of a monkey brain, which can one day lead to treatments for diseases such as Parkinson’s. A team from the Chinese Academy of Sciences in Beijing, created a detailed map of a complete macaque monkey brain using fluorescent imaging techniques, the Daily Mail reported. The team created a new technique, known as Volumetric Imaging with Synchronous on-the-flyscan and Readout (VISoR). Using VISoR, they tested the brains of three 10-yearold macaque monkeys. The

findings are published in the journal Nature Biotechnology. The images turned out massive, taking up more than a petabyte of data -1,000 terabytes or about 30 million high-definition movies. As it captured billions of neurons in unprecedented detail, the team turned to artificial intelligence to study the results, the report said. VISoR helped the team to show how nerve cells are organised and connected within the monkey brain at a ‘micron resolution’. The human brain comprises nearly a hundred billion nerve cells with delicate and complex connections, and while up to 17 times larger than that of a

macaque, it is similar enough for comparisons to be made between the two, researchers claim. Until now, a mouse brain was the largest to be mapped, taking days to create a complete 3D image, but VISoR made it possible to move up to a macaque brain, which is about 200 times larger in volume than that of a mouse, the report said. According to the researchers, VISoR may also help in imaging other tissues and organs, including samples from clinical pathology. The technique may help to understand the fine 3D structure of the brain and body as well as how they change in various disease conditions, they noted. (IANS)

Sonam loses opening bout on Olympic debut TOKYO, AUG 3 (PTI): Young Indian wrestler Sonam Malik lost her opening bout on criteria to Mongolia’s Bolortuya Khurelkhuu in the women’s 62kg category here on Tuesday and will now have to wait and see if she gets a repechage round on her Olympic debut. The 19-year-old led the bout 2-0 after scoring two pushout points but the Asian silver medallist Khurelkhuu effected a take-down move with just 35 seconds left in the contest to level the score. The score remained 2-2 till the end but since it was the Mongolian who scored the last point with her move, she was declared winner on criteria. There was hardly any action during a major part of the bout. No move was made till one and a half minute with the two wrestlers measuring each other from standing position.
