IT raids on K’taka minister rocks Parl

B E N GA L URU / N E W DELHI, AUG 2 (PTI): Income Tax sleuths today swooped down on 64 properties linked to Karnataka minister D K Shivakumar, who was overseeing the stay of 44 Congress MLAs from Gujarat at a resort near Bengaluru, setting off a political storm ahead of the Rajya Sabha polls. An I-T department official said that over Rs 10 crore cash was recovered during the raids in Karnataka and Delhi in connection with a case of alleged tax evasion involving Shivakumar, a senior Congress leader and the state Energy minister. A “good amount” of jewellery has also been recovered from a teacher’s locker in a college in Bengaluru, the official said, claiming the locker is in the name of a relative of Shivakumar. The searches had its echo in Parliament where protesting Congress members disrupted the proceedings and questioned its timing even as Finance Minister Arun Jaitley insisted that the action had no connection with the upcoming Rajya Sabha polls in Gujarat.

Ahmed Patel, political secretary to Congress president Sonia Gandhi, is one of the candidates and is facing a tough battle. Polls for 10 Rajya Sabha seats from Gujarat, West Bengal and Madhya Pradesh are due to be held on August 8. Patel accused the BJP of indulging in an “unprecedented witch-hunt” to win one Rajya Sabha seat. The I-T Department said the timing of the search was decided well in advance. About half-a-dozen note-counting machines have also been brought at two locations in Safdarjung Enclave in Delhi and in Hasan and Mysuru in Kar-

nataka to count the cash. While about Rs 7.9 crore cash has been recovered from Delhi, about Rs 2.23 crore has been found at locations in the southern state, the official said. Shivakumar, who was in-charge of the 44 MLAs lodged there to prevent the BJP from alleged efforts to “poach” them, was at the resort when the search took place, the official said. He was taken to his house in Bengaluru from the resort by the tax sleuths early today. The Congress legislators have been camping at the resort since Saturday last after the party flew them in here to fend off al-

Congress today approached the Election Commission asking it to ensure the safety and security of its MLAs from Gujarat, ahead of the August 8 Rajya Sabha election in the state. The party also alleged that its MLAs from Gujarat, who have found a safe haven in a Karnataka resort, were being terrorised and intimidated by the central security forces, used by the central government in garb of income tax investigations against Karnataka Minister D K Shivkumar. A delegation of Congress leaders comprising Kapil Sibal, Vivek Tankha, Rajiv Shukla, Manish Tewari, Randeep Surjewala and Madhu Goud met the Election Commission and sought its intervention in ensuring that no coercive steps were taken against its MLAs in order to “force” them to switch sides. This is the second time the Congress has approached the poll body in

as many days. A delegation of Congress leaders had met the EC yesterday against the use of NOTA in RS poll.

Cong disrupt parl

The Parliament was disrupted today by the Congress who protested vociferously against the raids. They forced three adjournments of the Rajya Sabha and staged a walkout from the Lok Sabha. Even as the Congress leaders said the government was using investigating agencies such as CBI, ED and IT, Finance Minister Jaitley clarified that “whether it is a use or abuse, it depends of recovery”. Jaitley maintained that the IT searches were being conducted at 39 other places, but “not at this resort”, adding that these “should not be linked to the Rajya Sabha election in Gujarat.” When the Rajya Sabha met after adjournment, Congress leader Anand Sharma raked up the issue again, saying an attempt was being made to “derail and hijack” the elections to the Council of States and the raids were “targeted”.

Rio suspended from NPF again D IMAPUR , AUG 2 (NPN): Former chief minister and current Lok Sabha MP, Neiphiu Rio, who was selected as the interim NPF president by 36 MLAs, has once again been suspended from the NPF for involving in “anti-party activities by way of associating with expelled and suspended NPF legislators,” an order issued by the NPF working presidents—Huskha Yepthomi and Apong Pongener stated. NPF maintained that Rio’s “action speaks volume of his anti-party activities, as he has been appointed as the so-called interim president of the NPF by the expelled and suspended NPF MLAs on July 31, 2017.” It may be recalled that Rio was suspended on May 17, 2016. However, NPF party in order to facilitate “true reconciliation” revoked the suspension order of Rio and 10 others on July 13, 2017. Despite revoking his suspension order, NPF alleged that Rio was directly involved in splitting the NPF legislators for furtherance of his hidden agenda. In this regard, the NPF ordered the suspension of Rio from both primary and active membership with immediate effect.

II bridge near Nagarjan over Dhansiri river. According to DIPR, the chief minister and his entourage comprising of several cabinet ministers, advisor and parliamentary secretaries were also accompanied by DC Dimapur and officials including Dimapur Police officers, R&B department officials and officials of Nagaland State Disaster Management Authority(NSDMA). The chief minister and his entourage visited the area at

4th Mile where the iron girder bridge over Chathe river connecting Dimapur with Niuland area collapsed, the sinking Kuda bridge at Naharbari, Ekhyo Yan(Domokia) etc. DIPR said the chief minister instructed the R&B department officials to immediately construct a suspension bridge over Chathe river at 4th Mile and also to complete the construction of a Bailey bridge within two months. Zeliang also disclosed that he had apprised prime minister Narendra Modi on August 1 at Guwahati over flood situation faced by Nagaland in all the 11 districts particular Dimapur. He said 19 people died during the recent calamity. After all assessments are completed a comprehensive report will be prepared and sent to Delhi, Zeliang informed. Zeliang also disclosed that he

had asked the Centre for approximately Rs.700 crore for relief but it would depend on submission of specific reports to the Centre. The chief minister also informed that he has called a meeting on Thursday at Kohima, where C.E. National Highways, National Highways engineers; BRO, R&B, C.E., contractors working between Kohima and Dimapur and other allied departments will be working out a tentative plan. It may be pointed out that none of the journalists of local newspapers accompanied the chief minister on Wednesday as they were peeved over refusal for a press meet with the chief minister by his press aide. The journalists wanted to interact with the CM on various issues rather than accompanying him to areas where floods had receded over two weeks back.

NPF Legislature Party rebuts NPF central

D IMAPUR , AUG 2 (NPN): NPF legislature party owing allegiance to chief minister T.R.Zeliang has hit out at the rejoinder issued by the NPF Central(owing allegiance to NPF President Dr. Shürhozelie Liezietsü). According to minster parliamentary affairs Tokheho Yepthomi it was not the legislators but party secretary general K.G.Kenye who called the meeting on February 15,2017 at 11 pm in the private residence of Dr. Shürhozelie Liezietsü. Tokheho said the Kenye also chaired the legislature party meeting and in his opening remark informed that on February 14 and 15, he had met chief minister T.R.Zeliang to seek his opinion about the demand of the JCC and NTAC for stepping down. Tokheho said that Kenye also informed that T.R.Zeliang had not revealed his decision. Therefore, the February 15 late night meeting was to arrive at a collective decision by the elected members in the presence of Dr. Shürhozelie Liezietsü. He said Yitachu suggested that such a decision be made in presence of the chief minister but it was not agreed to.

Tokheho said while this was going on Dr Shürhozelie Liezietsü purportedly got up and said “ I have protected Mr. T.R.Zeliang for the last three years and now he is tying to cut my legs ! I will not allow this” and walked out of the meeting witnessed by the 43 NPF MLAs, till he was persuaded back by some MLAs. Tokheho said that while deliberations were on and when majority of MLAs proposed for a joint meeting between Dr. Shürhozelie Liezietsü and T.R.Zeliang, to save the DAN government over the ULB issue, some felt that Dr. Shürhozelie take over the reins. At this point, Tokheho claimed that Dr. Shürhozelie announced “ since the situation compels, I am prepared to take over” after which Kenye asked those in support to raise hands followed by appending their signature(s). By 1 a.m. he said Dr. Shürhozelie asked all the MLAs to go to the CMO and convey their decision to T.R.Zeliang. Tokehho therefore asked whether it was MLAs who “begged beseeched, pleaded and almost sobbed (Cont’d on p-8)

A joint press note by 57th Thonoknyu A/C president M. Liang, youth president P. Pehe and women president L. Kheanmongshe stated that A/C unit party functionaries were not indulging in any anti-party activities, nor ignore/stood in support to any particular leader under any circumstance. It stated that inspite of the firm loyalty to ideology and principle of NPF manifesto by the 57th Thonoknyu A/C, issuing of unwarranted suspension of the said A/C without any valid reason or prior information by the central leaders was most uncalled for. The release stated that this act was carried out by some senior leaders having some “grudge” debilitating the party organizational at the grass root level saying it was not acceptable by all rank and files of NPF party loyalties. It conveyed that central leaders should rather convey to the erring/rival groups to respect the party interest at the constituency level. Supreme Court reserves order on right to privacy

New Delhi, Aug 2 (IANS): The Supreme Court on Wednesday reserved its judgment on whether the right to privacy can be considered a fundamental right under the Indian Constitution. The nine-judge Constitution Bench headed by Chief Justice J.S. Khehar reserved the order after hearing the matter in the last two weeks. The bench comprises Justice J. Chelameswar, Justice S.A. Bobde, Justice R.K. Agrawal, Justice Rohinton Fali Nariman, Justice Abhay Manohar Sapre, Justice D.Y. Chandrachud, Justice San-

jay Kishan Kaul, and Justice S. Abdul Nazeer. During the hearing, the Gujarat government told the court that transparency is a key component in the technological era and providing basic personal information could not be covered under the right to privacy. Some aspects of privacy may be traced to various fundamental rights but providing basic personal information to authorities was needed to bring in more transparency in the present technological era, Senior Advocate Rakesh Dwivedi, appearing for the Guja-

rat government, told the bench. Attorney General K.K. Venugopal, appearing for the central government, had earlier told the court that there is “no fundamental right to privacy, as it is multi-faceted and every facet will not be eligible to claim the status of a fundamental right. Senior Advocate Aryama Sundaram, appearing for Maharashtra, echoed the stand that privacy is not a fundamental right. Senior Advocate Kapil Sibal, representing states not ruled by the Bharatiya Janata Party -- Karnataka, West Bengal, Punjab, Hi-

machal Pradesh, and Puducherry -- had backed the constitutionality of the right to privacy. Sibal had told the court that these states supported the contention that the right to privacy be held as fundamental right in the age of technological advancements. Unique Identification Authority of India (UIDAI), which is responsible for issuing Aadhaar cards, had told the court that a person’s privacy is protected by various statutes enacted by Parliament and not be declared as a fundamental right.

Additional Solicitor General Tushar Mehta, representing UIDAI, said the government has set up a 10-member committee of experts to deliberate on data protection framework and draft a bill on it.

The nine-judge bench is examining the nature of privacy as a right and also the correctness of two judgments of 1954 and 1962 which had held that the right to privacy was not a fundamental right.

T

ackling issues of corruption and abuse of power etc in the government has led to an urgent need to address them through available laws. While citizens have the RTI to monitor functioning and decisions made by the government, the deterrent that is required to ensure minimising of corruption is to enforce rules for civil servants on public disclosure of assets and liabilities. As had been mentioned in this column in the past, despite many rules governing conduct of government employees, the absence of enforcement has reduced them to a mockery. All decisions and actions made in the government over several decades have led to corruption becoming an acceptable or necessary evil. The need to strengthen institutions by enforcement of relevant rules that help to combat corruption in Nagaland is needed. For instance, the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014 clearly stipulates that every public authority is required to proactively disclose details of salary paid and the compensation package offered. Under this Rule, every government employee is now required to file his annual returns pertaining to assets and liabilities, along with that of his wife and children, on a newly drafted declaration form. The notification is a sequel to the Lokpal and Lokayukta Act, 2013. Sri Lanka was the first country in South Asia to have a law on assets disclosures for public servants during the 1970s. The law then required such declarations to be kept confidential. However amendments made in 1988 permitted people to seek copies of such declarations on payment of the prescribed fee, but restrictions were imposed on the use of such information for publication or for initiating legal action against the public servant. India has been slow on this but the above Rules enacted in 2014 has given an added urgency in tackling corruption and black money. Over 1,800 IAS officers have failed to submit details of their immovable assets to the government within the stipulated time frame this year. As per norms, civil services officers are also supposed to give details of their assets and liabilities to the government. Besides, the officers need to take prior permission from the central government before accepting gifts worth more than Rs 5,000. They also need to inform government if they accept gifts of over Rs 25,000 from their relatives or friends, according to the rules. As many as 56 IAS officers of Gujarat cadre, 55 of Jharkhand, 52 from Haryana, 51 of Jammu and Kashmir, 50 from Tamil Nadu, 43 of Nagaland, 38 of Kerala, 33 from Uttaranchal 29 from Sikkim and 26 from newly-formed Telangana have also not submitted their IPRs. As bureaucrats from Nagaland are considered as among the richest in the country, the rule on mandatory declaration should be strictly implemented. Even the declarations of candidates for elections should also be properly scrutinised by the appropriate authorities and kept in public domain. There is certain to be a great deal of accountability through such transparency and which would go a long way towards checking corruption.

DailyDevotion The Teaching of Adversity In the world you will have tribulation; but be of good cheer, I have overcome the world. —John 16:33 The typical view of the Christian life is that it means being delivered from all adversity. But it actually means being delivered in adversity, which is something very different. “He who dwells in the secret place of the Most High shall abide under the shadow of the Almighty. No evil shall befall you, nor shall any plague come near your dwelling…” (Psalm 91:1,10)— the place where you are at one with God. If you are a child of God, you will certainly encounter adversities, but Jesus says you should not be surprised when they come. “In the world you will have tribulation; but be of good cheer, I have overcome the world.” He is saying, “There is nothing for you to fear.” The same people who refused to talk about their adversities before they were saved often complain and worry after being born again because they have the wrong idea of what it means to live the life of a saint. God does not give us overcoming life— He gives us life as we overcome. The strain of life is what builds our strength. If there is no strain, there will be no strength. Are you asking God to give you life, liberty, and joy? He cannot, unless you are willing to accept the strain. And once you face the strain, you will immediately get the strength. Overcome your own timidity and take the first step. Then God will give you nourishment— “To him who overcomes I will give to eat from the tree of life…” (Revelation 2:7). If you completely give of yourself physically, you become exhausted. But when you give of yourself spiritually, you get more strength. God never gives us strength for tomorrow, or for the next hour, but only for the strain of the moment. Our temptation is to face adversities from the standpoint of our own common sense. But a saint can “be of good cheer” even when seemingly defeated by adversities, because victory is absurdly impossible to everyone, except God.

t is not difficult to assess the regime of Pranab Mukher jee, who retires from the office of President after completing tenure of five years. He was a wrong choice and should not have adorned the Gaddi at the first instance. Pranab Mukherjee man Friday of Sanjay Gandhi, an extra constitutional authority who ruled the country during the emergency. It was a dictatorial rule by the then Prime Minister Indira Gandhi who had suspended even the fundamental rights. Pranab Mukherjee was then the Commerce Minister, who granted or stopped licences at the bidding of Sanjay Gandhi. A regime does not acquire validity because no mishap took place during the period. The vary rule was an insult to the democratic nation. Pranab Mukherjee who had violated the constitution by occupying the position and cannot but be condemned for the days he ruled. Mukherjee to the office, she was criticised. But hers was a gift to a loyal person who even said that the day was the night. He should himself assess the achievements and find out whether he came up to the expectation he had aroused. I have gone over the period when he was at Rashtrapati Bhawan and I find, to my horror, that it was a rule which had a negative impact. If he had been a sensitive person he would have felt the wrongs done during the 17 months of emergency. If nothing else he could have least regretted the imposition of the emergency when one lakh people were detained without trial, the press was disciplined’ and the civil servants lost the distinction between right and wrong. the constitution. Heads of institutions are not generally assailed. The idea behind such thinking is that the criticism may harm the institutions, which are essential for the sustenance of democratic polity. Germane to this idea is the presidency. Therefore the President is spared even when he or she crosses the line that the office delineates. Because of this consideration, President Pranab Mukherjee has escaped censure even when a person at an equally high office has been crucified. This does not, however, give him any licence. He should not be exploiting the prerogative as he does. It was a Swedish radio station which broke the story first. The source was a “deep throat” whose name has not been revealed till today. He passed on the information to Chitra Subramaniam, a journalist who was then working for The Indian Express. The “deep throat” was an insider and felt horrified over the bribery, which

was first placed at Rs. 64 crores but turned out to be in the neighbourhood of Rs. 3,000 crores. Mukherjee had taken it for granted that the key role he had portrayed as a fire-fighter during the Congress Party’s troubled times he could not be ignored for having served the dynasty relentlessly. But Sonia’s determination to make her son, Rahul Gandhi, the prime minister came in the way of Mukherjee’s political ambitions. Though he was exasperated, Mukherjee soon realised the mood and announced that he would not contest the 2014 election. Sonia readily agreed the position because he had himself cleared the deck for Rahul Gandhi. Mukherjee should have done something to explain because the Congress party he has represented has this blame pending against him. The Congress should itself think about the ways to come clean and explain to the nation why and how the scams like Bofors and Commonwealth Games had come to take place.

Post-mortem

Revisiting the peace treaty between Tamlu village (Rev.Dr.E.W.Clark and Molungyimsen village)

T

amlu village is known for its mighty warriors from the days of yore. The American Baptist missionary Rev.Dr.E.W.Clark, while at Sibsagar (Assam) befriended with some of Tamlu war riors among whom Wanlai was one. E.W Clark was the pioneer missionary to the Nagas who founded the first Christian village, Molung (Molungyimsen) on 24th October 1876. Having established the christian village, Clark intended to acquaint and make peace with other villages. During such time, Clark was invited to Tamlu. After consulting the village elders of Molung and Merangkong, a friendly and neighbouring village of Tamlu, Clark proceeded to Tamlu accompanied by Godhula and Zilli (both Assamese in mission work) and a good number of villagers from Merangkong and Molungyimsen as escorts. This was either towards the end of 1880 or early 1881. Escorting party from Merangkong was led by Imrongtur and some others who were well versed in Tamlu dialect. Prominent among the entourage from Molung were Etijungba, Subonglemba, Tzudimeren, Repasangba, Sendimong, Moasangba and Imnapokyim. While about 4 miles to reach Tamlu village, they were suddenly met with an ambush who threw spears at them. Instantly, Clark fired his gun in the air upon which the attackers fled. Imrongtur called out the attackers in Tamlu dialect saying that “we are not enemies but friends; come and take your spears”. After a little while, the fugitives came out of the jungle and told that they had no knowledge about the missionary and his entourage coming to Tamlu and mistook them to be some foes. Together they proceeded to Tamlu village. There, words of regret and repentance for the past incidences were expressed and a desire to live in friendship was negotiated with E.W.Clark and Molung villagers. While the meeting was still in discourse, some Yongna villagers came to their friendly Tamlu village. It was told that see-

ing the presence of men from the plain (Assam), these Yongna men sang warrior song,” Shong, wangba vampon shaipo; Ji oli ji O kala kenyu” which means ‘man from the plain shall be avenged; by avenging, their dress will be decorated’. Incidentally, Yongna and Merangkong village were in feud during those days. Although Yongna men came to Tamlu without knowing the presence of Clark and his entourage from Merangkong and Molung, it was deemed unwise for them to halt the night at Tamlu. So, after having a pleasant and satisfactory meeting late into evening at Tamlu, E.W.Clark and the whole entourage returned the same night to Merangkong. From there, Clark and his wife who waited him at Merangkong, along with the entourage party came back to their village Molung. The following year, four men from Tamlu- Mongnei, Hampen, Chingham and Lungshai accompanied by Imrongtur of Merangkong visited Molung as a follow-up of their previous negotiation and a further reaffirmation to live in peace was made. After some time, one, Sendimong from Molung was also sent to Tamlu to ensure that the peace agreement between the two villages is true and real. He was well received at Tamlu and returned with great delight. Thus, the peace treaty between Tamlu and Molung (Molungyimsen) with the involvement of Merangkong village has greatly paved the safe passage for the furtherance of Christianity in this part of Naga Hills. Acknowledging the sacrificial endeavour of the pioneer missionary Rev. Dr.E.W.Clark and the great efforts made by the elders of Tamlu and Molungyimsen to maintan peace, we re-commit ourselves to live and follow the steps taken by our forefathers in Christian spirit. Tamlu Village Council chairman Phuhnem; Molungyimsen Village Council chairman T. Majem Jamir; Tamlu Baptist Attoi pastor P. Peushing and Molungyimsen Baptist Arogo pastor S. Tajungsang.

Apathy to wildlife; the time to act

W

hile concerning with the various social and political issues confronting the state, the equally important and serious issue of wildlife has been for long overlooked. This has caused a steep decline in our once wildlife wealth of the state. The crux of the problem is ignorance of the people about; the importance of wildlife, the priceless contribution it makes in maintaining the ecological balance and the consequences of its exhaustion in the long run. Another major cause of wildlife exploitation is the deliberate and wilful ignorance of most of the literate population who not only remain a mute spectator to wildlife abuse but also is an active party to its exploitation. An extensive and all-inclusive continuous awareness program about the importance of wildlife is the need of the hour. This should evenly cover all the villages, towns and districts of the state since wildlife exploitation is not limited to particular place, area or region. The focus of the programme should not be on how big or small or grand the program is, or how high or low, the officials grace the program rather it should be to educate and convey the right message to the young people, to let them understand the importance and value of wildlife, to solicit the support and cooperation, participation and involvement, contribution and action of public/ people towards protection and preservation, conservation and management of wildlife. This will contribute towards harmony of existence and the sustenance of it for the future generation which in turn will keep our ecological balance in check. The exploitation of wildlife resources has peaked in recent times. We have lost many wildlife species to extinction. Therefore, sincere and concerted efforts should be made by all towards protecting and preserving, sustaining and securing the future of wildlife we have now. The administration, the police, the churches, the schools, NGOs, the public leaders, teachers, the press and the media and the literate population bedside the concerned department should all actively participate, contribute and make efforts in their own capacity and be a guardian to wildlife. The government should make serious efforts and take steps to protect and control wildlife exploitation and crime by bringing in Notifications and by Amendments of Wildlife Protection Acts. In mainland India, where all or most of the Forest lands are owned and belongs to the State and the state has absolute control over it. The question of applicability of Wildlife Protection Acts does not arise there. The same law, however,

is practically inapplicable in Nagaland except in Protected Areas, Sanctuaries, Community Reserves and National Parks considering the fact that more than 80% of Forest land in our state is either individually or community owned. The department has little or no say, with the role of enforcement agencies reduced or limited to giving advice or creating awareness whenever the village authority so decides to hunt or declare open, the hunting season in the forest land owned by them. The Wildlife Protection Act needs to be amended from Nagaland perspective for its applicability and for effective implementation of it, by the enforcement agencies. In this direction, some powers and provisions may be delegated to the Officer-in-Charges of all police stations for enforcement of Wildlife Act within their respective jurisdiction to penalise those violating the Act. The concerned department and government should also make efforts to set up Wildlife Crime Control Unit in all the districts of the state to monitor and control the Wildlife Crime and for enforcement of the Wildlife Protection Act in their respective jurisdiction. Also, along similar line of the Village Development Board (VDB), The Government and the concerned department can work out some modalities whereby some authorities may be delegated to the Village Councils thereby making them in-charge and responsible for protection, preservation, conservation and management of Wildlife within their respective village ju-

risdiction. This way they become equal partners in managing and controlling wildlife crimes and as such, become answerable and accountable for Wildlife Crimes committed within their village jurisdiction. This will contribute towards achieving ‘ZERO’ wildlife crime thus sustaining and saving many species of wildlife from extinction. It’s high time the Public leaders, NGOs, Church leaders, the Bureaucrats, the Politicians and the Literate population “WALK THE TALK” rather than doing only “LIP SERVICE” and show sincerity with all seriousness keeping in mind the gravity and severity; “THE IMPACT”, the declining wildlife population will have on us. We are all individually responsible for protection and preservation of wildlife. The mindset that protection of wildlife is the responsibility of a particular department or a government agency should change. As a Christian state, we very well know that God created Human beings after he created all the creatures. The purpose of creating Human being in his own image is to be a guardian and look after all his creation and not to hunt, kill, abuse or exploit them. So, we all have humane as well as moral and spiritual responsibility as a human being and as a Christian to protect and care for wildlife. “The Greatest threat to our planet is the belief that someone else will save it”. – ROBERT SWAN. Hydrographical study on flood estimation

Sir,

There has been no analysis on the topography of rainfall-depthduration-frequency on the mighty Brahmaputra that finally led to extreme cases of loss and destruction of flood from this year. The magnitude of aftermath effect was higher than expected. The PM had recently met Chief Ministers of Assam, Nagaland, Manipur and Arunachal Pradesh to take stock of the latest flood situation in a flood review meeting at Guwahati and a package for flood relief and rehabilitation of flood damage announced. A research project for long term study on Brahmaputra and its role in creating devastating flood is also proposed. So far an empirical approach is generally followed for embankment, waterway of bridges/cross drainage structures leading disasters in plains. Moreover peak discharge of water from dam during monsoon rainfall is never considered. A rational and scientific estimation of floods is the need of the hour for safe and yet economic design of structures. Data collection on rainfall and river discharge is a critical issue. A landmark study of flood formula on mighty Brahmaputra can be brought out from a joint effort from Central Water Commission, Railways, Roads and Water Resources and Meteorological department with the support of local expert. A final finding must come out this time for this perennial problem that carries a catastrophic effect to NE development. Kamal Baruah, Rukminigaon, Guwahati

Yhome calls for change Kenye questions selection of interim NPF president he said. He said that by-election was not about winning or losing, but to spread the message of change and the urgent need to empower the people. Yhome also thanked the Kohima Village Council elders in maintaining political neutrality, Kohima Village Youth Organization for delegating volunteers to ensure

a peaceful election and Bayavü Area Panchayat for hosting a common platform for the candidates. Further, Yhome said he felt proud to have collaborated with the call for clean election, initiated by the churches, civil societies and non-governmental organizations, as well as the Election Commission of India.

general said this while addressing the Central Office Bearers of the NPF at Central headquarters in Kohima on August 2, 2017. On the issue of party chief whip, Kenye said NPF believed and bore allegiance in the Constitution of India and had full confidence that judiciary would deliver justice. Kenye also said that crisis within NPF legislators has “unfortunately” become a regular feature due to questionable loyalties, dedication

and moralities of party legislators. He, however, urged party leaders to stand firm on their political principles and loyalty. He aid it was the party men and women who decide the electoral fate their representatives, adding that no MLA of the party should play with their sentiments, political ideologies or their party’s constitution. Also, speaking at the meeting, NPF working president, Huskha Yepthomi, described present

crisis as “history repeating itself ”. Huskha reminded MP (Lok Sabha) and former chief minister, Neiphiu Rio, and chief minister, TR Zeliang, that they should be thankful to party president, Dr. Shürhozelie as on both occasions their governments were saved by him. NPF press bureau said the meeting of central office bearers (COBs) was attended by almost two-third of the members. It said that as per constitutional provisions of

NPF and as recognised by the ECI, only one-third of COBs present and voting would suffice and legalise the decisions adopted on Wednesday. Earlier, the programme was chaired by vice president Lepshi Ao, invocation prayer was said by general secretary Akho Leyri, while welcome address was delivered by NPF spokesperson Achumbemo Kikon and vote of thanks was proposed by vice president S Shingnyu Khiam.

protected former chief minister and current Lok Sabha MP Neiphiu Rio as well as T.R.Zeliang on occasions, it was instead Neiphiu Rio who resurrected not only the Cock symbol for the NPF but also Dr. Shürhozelie from political oblivion. Tokheho said in 2004 the crisis that hit Neiphiu Rio as chief minister was about having to drop many ministers after downsizing came about. It was not the issue of change of leadership he said. To k h e h o a l s o s a i d i t wa s T.R.Zeliang who helped Dr. Shürhozelie Liezietsü from losing the Cock symbol in 2015. He said during Dr. Shürhozelie’s short tenure as chief minister, he was able to meet with prime minister Narendra Modi and other central leaders because of the initiative of T.R.Zeliang. Tokheho also slammed the “Calling Notice” issued to all NPF MLAs by NPF Central office as termed it as “absurd” as Dr. Shürhozelie and his group behave as if they have majority of MLAs and stubborn in not accepting that they were in minority since July 8,2017. Tokheho said democracy is about majority and therefore party workers should realise this and join with the majority to uphold the constitution of NPF and its government. Tokheho further advised the NPF Central to stop parroting words of its dying master and to recollect the events in the past.

Zeliang to step down at midnight as witnessed by NPF and Independent MLAs. He said as per the law, MLAs cannot be summoned by a Rajay Sabha MP nor NPF president to a private residence to pass party resolutions. On the 2015 crisis within NPF, Tokheho said majority of NPF MLAs supported Kaito though not having 2/3rd majority of 24 out of 38 MLAs. Tokheho said during that period, Dr. Shürhozelie had told Kaito Aye, Kuzholuzo Neinu and then Speaker Chotisuh Sazo that he would support any having majority support since it was an internal issue of NPF. Tokheho said Dr. Shürhozelie did not keep his word and since the Kaito group did not have 31 out of 60 members, they had to eventually back down. In the recent case, Tokheho said T.R.Zeliang commands majority support of 36 NPF MLAs out of 47 and formed the requisite quorum of more than 2/3rds to cause a split under 10th Schedule of the constitution but preferred to remain true to the mandate of the people. Tokheho also pointed out that when Dr. Shürhozelie claimed he had

Mumbai, Aug 2 (PTI): Gold prices drifted lower by Rs 65 per ten grams at the domestic bullion market here today following its weakness globally coupled with muted demand from local jewellers. Silver cracked below the Rs 38,000-mark on reduced offtake by industrial units. Standard gold (99.5 purity) declined by Rs 65 to close at Rs 28,430 per 10 grams from Tuesday’s finish of Rs 28,495. Pure gold (99.9 purity) also fell by a similar margin to settle at Rs 28,580 per 10 grams as compared to Rs 28,645 yesterday. Silver (.999 fineness) fell by Rs 350 to end at Rs 37,910 from Rs 38,260 earlier. of the current fiscal by the 6-member MPC. Despite a cut in the benchmark lending rate, RBI retained its GDP forecast to 7.3 per cent. Appreciating RBI’s decision to cut interest rate, Economic Affairs Secretary Subhash Chandra Garg said it is an important step to sustain growth and moderate inflation. “We welcome the 25 basis points cut in the repo rate as an important step necessary to converge toward the appropriate real monetary conditions for sustained growth consistent with India’s potential and for stable, moderate inflation,” he said. However, the stock market, which had largely factored in the cut, declined. While the BSE index Sensex slipped from record high to end 98.43 points lower at 32,476.74, NSE’s Nifty fell 33.15 points to 10,081.50.

Mumbai, Aug 2 (PTI): After a 10-month pause, the Reserve Bank today cut benchmark lending rate by 0.25 per cent to over 6-year low citing reduction in inflation risk, a move that will lower interest on home, auto and corporate loans. The repo rate, at which RBI lends to banks, is now down to 6 per cent, the lowest in more than six-and-ahalf years. The reverse repo, at which RBI borrows from banks, has been readjusted accordingly by similar percentage point to 5.75 per cent. The marginal standing facility (MSF) rate and the Bank Rate have also come down to 6.25 per cent. RBI had last cut the key lending rate by 0.25 per cent in October 2016 monetary policy, Urjit Patel’s first as RBI Governor. That was also the first monetary policy which was

Suicide bomber hits NATO convoy near Kandahar

MANILA, AUG 2 (AGENCIES): Philippine President Rodrigo Duterte on Wednesday described North Korean leader Kim Jong Un as a “fool” and a “son of a bitch”, just days before Manila hosts an international meeting certain to address Pyongyang’s long-range missile tests, reports Reuters. Duterte held nothing back in rebuking Kim for “playing with dangerous toys”, setting the stage for next week’s rare get-together, to be attended by foreign ministers of all the countries involved in the standoff on the Korean peninsula. North Korea is determined to develop a nucleartipped missile capable of hitting the United States and officials in Washington said Saturday’s test of an

intercontinental ballistic missile showed it may be able to reach most of the country. “This Kim Jong Un, a fool ... he is playing with dangerous toys, that fool,” Duterte told tax officials in a speech. “That chubby face that looks kind. That son of a bitch. If he commits a mistake, the Far East will become an arid land. It must be stopped, this nuclear war. “A limited confrontation and it blows up here, I will tell you, the fallout can deplete the soil, the resources and I don’t know what will happen to us.” This year, Duterte is chairman of the ASEAN and on Monday his foreign minister will host the ASEAN Regional Forum..

PRESS RELEASE

K-2462

Since the birth of the regional NPF Party way back, the 16th NPF Pfutsero has been working at the grassroot level with full vigour and utmost dedication. Inspite of its unflinching support to the Parent body, the 16th A/C Pfutsero NPF is shocked to know that 16th A/C Pfutsero NPF and few other NPF assembly constituencies as well as some other constituencies represented by some independent MLAs were dissolved without any valid reason or observing party rule/regulations in an arbitrary manner. Therefore, we vehemently condemn the unprovoked power exercised by Dr. Shurhozelie Leizietsu which is not only invalid and unconstitutional but extremely unacceptable in a democratic set-up. The 16th A/C Pfutsero NPF welcomes the interim president Shri. Neiphiu Rio. While expressing our un-flinching support to the new leadership, we also pledge to continue our endeavour to strengthen the NPF Part. A great sense of gratitude goes to the NPF Legislature Party leader, the Hon’ble Chief Minister Shri. T. R. Zeliang as well as senior leaders of the party for giving a cabinet berth to Shri. Neiba Kronu, representative of the 16th A/C Pfutsero NPF and rewarding him for his selfless service to the party and the general mass. The 16th A/C Pfutssro NPF shall stand by the decisions and the resolution taken on 19th July 2017 by the NPF Legislature Party which has more than two third majority of the NPF Legislatures and democratically represents the voice and support of the masses.

The combined US and NATO troop contingent currently in Afghanistan is about 13,500. The Trump administration is deciding whether to send about 4,000 or more US soldiers to Afghanistan in an attempt to stem Taliban gains.

away protesters who were blocking the entrance to the Parliament complex. They wanted to stop Somchai, who was prime minister, from delivering his first policy statement. The protesters, who

became known as the “Yellowshirts” for their garb honoring the Thai king, were seeking to bring down Somchai’s gover nment, which they believed served as a proxy for former Prime Minister Thaksin Shinawatra, who was ousted in a 2006 military coup after being accused of corruption and disrespect for the monarchy. Two people died in the protest. At the time it appeared that many of the injuries were caused by outof-date tear gas canisters that exploded after being fired, but the court said blame could not be definitively assigned.

ollywood superstar Aamir Khan believes the result of creative work is “unpredictable”. The actor says he’s a fan of the roles that Shah Rukh Khan and Salman Khan play and that he doesn’t draw comparisons of his work with theirs. Aamir on Wednesday began the promotion of his upcoming production “Secret Superstar”. Present at the trailer launch of the film here, Aamir was asked if he wishes for stardom like that of Shah Rukh Khan or Salman Khan. To that, he said: “I am very happy in the space that I am. I think that I have a very warm relationship with my audience and it’s something that I have built over the years. It’s something that I cherish a lot and am very grateful for.” “There aren’t many people who can say that they have the freedom to work on something that they love. So, I am really happy, and this is the place that I want to be in.”

Aamir was asked if he thinks he is the only bankable star among the top three Khans of Bollywood, given the success of his “Dangal” and considering how in the recent past Shah Rukh’s films haven’t fared as well or even how Salman’s “Tubelight” did dim business at the box office. He said: “Creative work is unpredictable. All of us try our best. Sometimes we succeed, sometimes we don’t. I don’t think because of one or two films, anyone’s stardom will be affected.” He added, “I think Salman and Shah Rukh both are huge stars and I am a fan of their roles. I don’t really compare like this. Each one

Are most ‘celebrity’ Twitter Preciousmelove to launch new products accounts run by bots?

‘C

elebrity’ Twitter accounts -- those with more than 10 million followers -- show more bot-like behaviour than users with fewer followers, according to new research at the University of Cambridge. The researchers used data from Twitter to determine whether bots can be accurately detected, how bots behave, and how they impact Twitter activity. They divided accounts into categories based on total number of followers, and found that accounts with more than 10 million followers tend to retweet at similar rates to bots. The term ‘bot’ is often associated with spam, offensive content or political infiltration, but many reputable organisations in the world also rely on bots for their social media channels. “A Twitter user can be a human and still be a spammer, and an account can be operated by a bot and still be

benign,” said Zafar Gilani, a PhD student at Cambridge’s Computer Laboratory, who led the research. “We’re interested in seeing how effectively we can detect automated accounts and what effects they have,” Gilani said. The findings are scheduled to be presented at the ongoing IEEE/ACM International Conference on Advances in Social Networks Analysis and Mining (ASONAM) in Sydney, Australia. In order to determine whether an account was a bot (or not), the researchers looked at different characteristics of each account. These included the account creation date, average tweet frequency, content posted, account description, whether the user replies to tweets, likes or favourites received and the follower to friend ratio. A total of 3,535 accounts were analysed -1,525 were classified as bots and 2010 as humans. The researchers found that bot accounts differ from humans in several key ways. Overall, bot accounts generate more tweets than human accounts.
