SAT imagery for border impractical: Yanthan

KOHIMA, AUG 2 (NPN): Amidst continued border conflicts among some states in the Northeast mainly with Assam, the government of India has pitched in a novel idea of using satellite imagery to resolve disputes but this appears impracticable especially in the case with Assam and Nagaland which have no clear demarcated boundaries. This was the view of Adviser border affairs and horticulture, Mhathung Yanthan while talking to Nagaland Post Monday. Yanthan said as per available records, there have been umpteen efforts by successive Central and State governments to resolve the boundary issue. Even commissions set up for the purpose have failed to resolve the disputes. It may be noted that both states share a 512-km long boundary that stretches from Dimapur, Peren, Wokha, Mokokchung, Longleng and Mon districts besides Tseminyu sub division. Yanthan said as per records, the dispute between Assam and Nagaland began since Nagaland became a state.

Nagaland claims all forest lands (22 reserved forests) and Tea Estates (41 tea gardens) covering an area of 13,000 sq km approximately, which were transferred from the then Naga Hills to Assam by the British government through various notifications. Yanthan reminded that Assam however continues to make a counter-claim based on the 1925 Boundary Line Notification during the British rule. He said the map prepared by Survey of India based on the 1925 notification in the scale of 1.50,000 had clearly marked on the footnote that “it was yet to be verified on the ground”. Yanthan said even if the British had issued the notification for furtherance of their economic interest and for administrative convenience, it was issued without

Yanthan said there was human habitation from both States in 10 Reserved Forests (Disturbed Area Belts), where a little over of 50% was occupied by Nagas adding, that the remaining 12 RF and 41 Tea Estates (TEs) were never mentioned. boundary was not authenticated or verified by the concerned State governments, while also there was a strong opposition from the local population, indicating that the boundary alignment as shown on Survey of India maps was not acceptable to them. For these reasons, it is not possible and not appropriate to demarcate the interState boundary between the States using the Survey of India maps.” On SC’s directive on January 14, 2014 to produce witnesses for cross-examination, he mentioned that while Assam had produced eight witnesses, Nagaland produced 38 witnesses, adding that cross-examination of the representatives of Survey of India was currently going on. It may be mentioned that the Home ministry had on January 8, 2021 tasked Manohar Parikkar Institute of Defence Studies and Analyses to carry out documentation of disputes among NE States for further action. CNCCI directs shops to open as usual on Aug 3 D I M A P U R , AU G 2 (NPN): Confederation of Nagaland Chamber of Commerce and Industry (CNCCI) has directed the trade bodies in all the districts to carry out the business as usual on August 3, in their respective districts. The directive comes a day after NSCN (I-M) had called for “total closure of shops and business establishments in Nagalim” starting midnight of August 2 till 12 noon of August 3, as a mark of protest against Government of India for keeping silent on the Framework Agreement even after six years. In a directive to the

PCoNPI to press negotiating groups to come together for early solution Correspondent

In a joint press release, the presidents of five hohos—Jotham (PHD), John Kape (MHD), Ayo Vashum (THD), Z Kepfelhou Koza (WCH) and Wanthang (RHD)—sought to explain why some tribal councillors were rejected and how an MoU was signed between the two contending groups initiated by ASTD. The signatories said that MoU was signed by two contending parties of

NCD under the aegis of ASTD with mutual trust and reconciliation between the two contending parties to end the crises. However, they said that no action been has been taken till date. They have accused ASTD of “deliberately” walking away instead of implementing the MoU and trying to divide the NCD with ulterior motives. They also said that selection of councillors was the sole responsibility of the respective tribes. DIMAPUR: Zunheboto district launched the smokefree district headquarter campaign on August 2 at the residence of the deputy commissioner in the presence of Sumi Hoho president, Sumi Totimi Hoho (STH), Town GBs’ Association and other public leaders. According to a DIPR report, National Tobacco Control Programme (NTCP) district nodal officer, Zunheboto, Dr. Easter Chophy Ngulie highlighted the aims and objectives of the campaign. 2nd Nagaland regional EHNF 2021 held at Sukhai. DIMAPUR: The second edition of Nagaland Regional Eastern Himalayan Naturenomics™ Forum (EHNF) 2021 was held on August 1 at Sukhai village under Zunheboto district. The Nagaland Regional Eastern Himalayan Naturenomics™ Forum was hosted in partnership with the Tizu Valley Biodiversity Conservation and Livelihood Network (TVBCLN) and The Energy and Resources Institute of India (TERI). According to a DIPR report, the forum was held to bring together community voices, government officers, SHG groups, farmers and indigenous organisations towards understanding community conservation model

in Sukhai and exploring opportunities for a sustainable future. The theme of the forum was “understanding the socio-economic conservation models for biodiversity preservation in community conserved areas”. Chairman of Sukhai Community Conser ved Area (CCA) and leader to Tizu Valley Biodiversity and Community Livelihood Network (TVBCLN), Ivan Jimo highlighted on the indigenous culture and tradition of Sema Naga communities which were interlinked to nature since time immemorial. “For a conservation model to be successful, as much the indigenous knowl-

edge of the community is essential, the participation and engagement of indigenous women in the decision-making process is an important aspect for effective implementation”, Zhimo expressed. During a presentation on “biodiversity vis-a- vis shifting cultivation to Nagaland” by POU of Nagaland Empowerment through People Economic Development (NEPED) and the General Secretary to Sukhai CCA Pikato V. Jimo talked about traditional farming practices once practiced in the CCAs across Sukhai and nearby villages. Jimo said that “conservation won’t be successful, until we provide livelihood

options” and that shifting cultivation did not always degrade the ecology. In this regard, he said that it was far more economically and biologically sustainable way of farming when compared to settled form of agriculture. Highlighting Article 371A and land ownership in Nagaland, chief conservator of forest (environment, biodiversity & research), Nagaland, Supongnukshi stated that forest and ecosystem management in the state involves many stakeholders like, forest department, agricultural department and civil Societies, amongst others. “As per Forest Survey of India report, 2019, over 75.31 % of total geographical area of Nagaland is under forest cover. Open Forest category of forest lands largely fall under the jhum fallow lands”, he informed. It may be mentioned that Balipara Foundation in coming days envisions to work closely with indigenous communities of Nagaland through its flagship project rural futures and Naturenomics™ to ensure a sustainable future for the state and celebrate indigenous conservationists as custodians of natural landscapes - protecting and preserving their lands. The Eastern Himalayan Naturenomics™ Forum was launched in 2013 to find solutions leading to important lessons for the communities and others, at all levels, from local to global. The grassroots colloquium was designed to explore indigenous perspectives on rural futures context such as biodiversity conservation, community led habitat restoration, harmonic co-existence with nature, grassroots climate action, etc.

Asuto and Lumithsami villages achieve 100% vax Asuto village under Suruhoto Block and Lumithsami village under Akuluto block achieved 100% vaccination with all its eligible beneficiaries being administered with the first dose of the COVID-19 vaccine. A press release from CMO office, Zunheboto district media officer Shekho Sophie informed that the village GBs and elders came forward with a determination to vaccinate all its eligible citizens. In this regard, a team of medical staff led by Dr. Tonoto, MO I/c Asuto PHC and Dr. Sukhai, MOi/c Akuluto PHC visited the villages and after five sessions of, the team vaccinated all the eligible beneficiaries. PMEGP beneficiaries serve ultimatum

DIMAPUR: At least 22 selected beneficiaries of the Prime Minister Emp l oy m e n t G e n e r a t i o n Programme (PMEGP) loan 2020-21 have served a ten-day ultimatum on the Central Bank of India, Tizit branch to implement the loan. In a letter addressed to the branch manager of the Central Bank of India (CBI), Tizit under Mon, W Nokshei Konyak on behalf of the PMEGP beneficiaries stated that despite several appeals to the branch to implement the

loan, it turned a “deaf ear” to their request and failed to implement the loan to selected beneficiaries. The beneficiaries claimed that as per the information from the department, there were 25 applicants under Tizit and out of 25 selected beneficiaries, only three applicants were accepted and 22 others were rejected by the bank. They stated that on February 24, the 22 beneficiaries had written to the branch manager to furnish valid reason for

rejection before February 28. However, they claimed that the branch had not replied till date. Accusing the bank of being against the welfare of unemployed youth, the beneficiaries demanded that the branch make necessary arrangement within 10 days, failing which, the selected beneficiaries would be compelled to close down the branch. They cautioned that in the event of any untoward incidents during the protest, the bank would be held solely responsible.

DIMAPUR: Agriculture Technology Management Agency (ATMA) Suruhuto block conducted a training on “water conservation method for agricultural crops” at integrated farm school in Phuye New under Zunheboto district on July 22. In a press release, the block informed that the objective of the training was to focus on soil-water-plantatmosphere relationships and principles of agricultural water use efficiency and water productivity. Assistant technical

manager (ATM), Kaoto advised on implementing suitable water conservation methods such as contour farming, mulching, strip cropping, mixed cropping and other methods to enhance plant growth and ensure soil cover. A demonstration on “cultivation of rabi crops” was conducted by BTM Livika. Preparation of ridges with the specific spacing for the cultivation of carrot was also demonstrated. In Manas National Park, a five-km long hanging fence installed by Wildlife Trust of India in collaboration with the forest department last year has also kept the jumbos out of humaninhabited areas. “As the wires of the fence hang from a height, they are beyond the reach of elephant tusks,” said a forest official. In 2014, at a site called Subankhata on the eastern part of the Manas Tiger Reserve, a biodiversity conservation group Aaranyak persuaded local communities to convert their

illegal electric fences into solar-powered electric fences that are non-fatal. With active participation from the villagers, a 14-km-long fence was erected that benefitted about 1,000 households as well as approximately 100odd elephants that inhabit the area, officials said. Almost six and a half years down the line, the fences are still functional and no incidents of deaths of an elephant or human have occurred in the area because of the conflict between them. Subsequently, a few more km of such fences were installed with improvised techniques. A total of 24.5 km of solarpowered electric fences were erected at two sites in Baksa district and 7.5 km in Nagaon district with support from the United States Fish and Wildlife Service, and Elephant Family India Foundation. Officials said that in another instance, a solarpowered electric fence was installed in the premises of a primary school in Nagaon district, with the support of the Center for Large Landscape, Montana University, USA, which benefitted about 10,000 households.

A police source said that a couple was arrested along with brown sugar worth over Rs 2.20 crore by a combined team of state police commandos and 16 Assam Rifles in Thoubal district. his wife were arrested after the team recovered a huge quantity of brown sugar packed in eight soap cases and 28 small plastic packets during a raid. The vehicle, which was used in the transportation of the narcotic drugs and a cash amount of Rs 1,82,000 were also confiscated, police said. In another incident, troops of Assam Rifles manning vehicle check post at Khudengthabi along Imphal-Moreh section of NH-102 in Tengnoupal district apprehended two alleged drug smugglers including a woman along

with 20 packets of WY tablets on August 1. The troops recovered the contraband drugs (419 grams) worth over Rs. 20 lakh in the international market. The drugs were recovered from a handbag of the female passenger which was concealed inside a modified compartment of the vehicle. NEW DELHI, AUG 2 (PTI): The University Grants Commission (UGC) has declared 24 “self-styled” institutes fake and found two more in violation of norms, Union Education Minister Dharmendra Pradhan said on Monday. Pradhan made the statement in response to a written question in Lok Sabha. “Based on the complaints received from the students, parents, general public and also through electronic print media, UGC has declared 24 self styled institutes as fake universities. “Besides, two more institutes namely Bhartiya Shiksha Parishad, Lucknow, UP and Indian Institute of Planning and Management (IIPM), Qutub Enclave, New Delhi are also found functioning in violation of

the UGC Act, 1956. The matters of Bhartiya Shiksha Parishad, Lucknow and IIPM, New Delhi are sub-judice in the court,” he added. Uttar Pradesh has the highest eight such fake universities -- Varanaseya Sanskrit Vishwavidyalaya, Varanasi; Mahila Gram Vidyapith, Allahabad; Gandhi Hindi Vidyapith, Allahabad; National University of Electro Complex Homeopathy, Kanpur; Netaji Subhash Chandra Bose Open University, Aligarh; Uttar Pradesh Vishwavidyalaya, Mathura;

Delhi has seven such fake universities — Commercial University Ltd, United Nations University, Vocational University, ADR Centric Juridicial University, Indian Institution of Science and Engineering, Vishwakarma Open University for Self Employment and Adhyatmik Vishwavidyalaya (Spiritual University). Odisha and West Bengal have two such universities each. These are: Indian Institute of Alternative Medicine, Kolkata and Institute of Alternative Medicine and Research, Kolkata as well as Nababharat Shiksha Parishad, Rourkela and North Orissa University of Agriculture and Technology. Elaborating on the steps taking by the UGC against the fake or non-recognised universities, Pradhan said, “the UGC issues public notices about the list of fake universities/institutes in national Hindi and English newspapers.” He said, “The commission writes letters to state chief secretaries, Education secretaries and principal secretaries to take action against such universities located in their jurisdiction”. “Show cause and warning notices are issued to the unauthorized institutes awarding invalid degrees when any self-styled institution is found or noticed functioning in violation of the UGC Act, 1956.”

Sources said the meeting is being held to forge unity among the opposition ranks on the issue. All opposition MPs and floor leaders of various parties have been invited for the meeting. The opposition has been demanding a discussion in Parliament on the Pegasus row and its leaders have been giving adjournment notices everyday. The government has been saying that the opposition is creating a “nonissue” and the IT minister has already given a reply in both Houses of Parliament.

NEW DELHI, AUG 2 (PTI): Karnataka Chief Minister Basavaraj Bommai on Monday said cabinet expansion can take place most likely on Wednesday if the list is finalised in a meeting with the BJP central leadership later during the day. The chief minister, who reached the national capital late on Sunday night, said the cabinet exercise will be done in a balanced way keeping in mind the previous team. His meeting with BJP president J P Nadda is scheduled in the evening. “The list may get finalised either today or tomorrow. If it gets finalised tonight, the cabinet expansion can take place on Wednesday,” Bommai told reporters before leaving for Parliament to meet Home Minister Amit Shah. Reminding the union territory administration of the promises made by Prime Minister Narendra Modi on empowering local bodies, JKAP chief Altaf Bukhari said his council members were either not allowed to function or their movement had been completely restricted. “We are left with no other option but to resign because the UT administration is time and again failing

us and not allowing us to deliver on the ground and provide relief to the people in remote villages. I do not wish to show false dreams to the people,” Bukhari told PTI here. The Jammu and Kashmir Apni Party had won 15 seats on its symbol and independents supported by it bagged another 21 seats, taking its total to 36 out of the 280 across the union territory. Two more members from other parties had crossed over to it later. Bukhari said there is a huge gap between the administration and the common people. “Nobody is listening to the woes of the common man. NEW DELHI, AUG 2 (PTI): The Indian and Chinese armies have agreed to resolve the remaining issues in eastern Ladakh in an “expeditious manner” and described their 12th round of military talks as “constructive”, according to a joint statement on Monday. NEW DELHI, AUG 2 (AGENCIES): The Supreme Court will hear this week a plea that has contested the appointment of Rakesh Asthana as the police commissioner of Delhi. The matter is expected to be taken up by a bench led by Chief Justice NV Ramana on August 5 (Thursday). The petition challenges the appointment on the basis that it violates the 2018 order by the Supreme Court wherein it was stated that the Union Public Service Commission should ideally consider for appointment only those officials who have at least two years of service left. The petition, filed by

Asthana, a former CBI officer, was appointed as the Delhi Police chief last week. His appointment raised eyebrows as the same came just three days prior to his retirement. The MHA said in the order that Asthana’s service tenure has been extended by a year in public interest. It may be noted here that law and order in Delhi is under the purview of the MHA and the Delhi Police reports to it. Ahead of the appointment, Asthana was also put under AGMUT (Arunachal Pradesh-Goa-MizoramUnion Territory) cadre on deputation from the Gujarat cadre as Delhi Police commissioners are normally from the AGMUT cadre. In Delhi, both the ruling Aam Aadmi Party and the opposition Congress have raised their voices against Asthana’s appointment.

A retired IAS officer, Sinha was an advisor in the PMO and handled projects related to the social sector. A Bihar-cadre IAS officer of 1983 batch, Sinha had superannuated as the rural development secretary in 2019 and was then appointed to the PMO. He is the second top officer to quit the PMO in recent months after former cabinet secretary P K Sinha, who worked there as principal advisor, resigned in March.

Border litmus test

I

t is too much of a coincidence that tension along Assam’s borders with Mizoram, Meghalaya and Nagaland have risen after Dr.Himanta Biswa Sarma (HBS) took over as BJP chief minister in the first week of May 2021. Soon after he took over, Dr.HBS, let the cat out of the bag when he vowed that his government will ensure protection of the state’s borders with all its might. He also informed that armed police personnel will be deployed in the borders to beef up measures. As commented earlier in this column, Assam Police made incursions deep inside Nagaland in Tzurangkong area under Mokokchung district bordering Jorhat. In the first incursion, Assam Police personnel destroyed farm huts and uprooted areca plants cultivated by villagers of Aosenden village. This provocative action was later followed by incursions at Vikuto village on June 30 by around one hundred armed personnel comprising of Assam Home Guard and Armed Police Battalion. The armed personnel set up outpost inside Vikuto village under Tzurangkong area and mounted a machine gun at the hilltop. Tensions were mounting in the entire border belt as affected villages demanded action for evicting the armed incursions. Such a counter would have only resulted in igniting the spark to another armed confrontation between the two states. It was surprising that the Nagaland government, especially its district officials and police was caught napping. This was not the case with Mizoram which had enough experience in dealing incursions by the Assam Police as well as the unlawful activities of civilians mobs at inter-state border check gates. This is not to mean that preparedness should be violence. Even in the 1985 Merapani ‘war’ Nagaland Police only responded to the unwarranted and unprovoked firing by Assam Police because the so-called ‘neutral forces’ chose to remain bystanders. Assam has common borders with Bhutan, Bangladesh, West Bengal, Manipur and Tripura and unresolved border disputes with Arunachal Pradesh,Nagaland, Meghalaya and Mizoram. Except for Manipur and Tripura, other north eastern states were administratively under Assam. In all cases, the Assam government had been reluctant to accept the traditional and historical boundaries of its former districts that became states. Instead, the Assam government continued to carry on with boundaries mapped by the colonial rulers by insisting on notifications which suited its claims. In this regard, it may be mentioned that the Modi government wants to celebrate India’s 75th Independence Day in a befitting manner and include resolution of border conflicts among north east states as one of its achievements. This was made known by union home minister Amit Shah at 69th plenary meeting of the North Eastern Council (NEC) on January 24,2021 in Shillong where all governors and chief ministers attended. Shah again renewed the Modi government’s desire that all border disputes be resolved before August 15,2022 at the meeting with chief ministers, chief secretaries and DGPs of the north eastern states at Shillong on June 24,2021. It may sound good that border issues be resolved peacefully but it does not make good sense to states whose lands have been deceitfully, arbitrarily and unfairly transferred to Assam for administrative or commercial interests. Nagaland has huge tract of land transferred in 1925 to Assam by the British. Unfortunately, besides the cacophony of emotions expressed by all and sundry in the media, there are hardly any in the government who are willing to work consistently to fight it legally.

Nagaland-Assam case is merely about restoration of Naga territory (Forest & other areas) transferred out of the erstwhile Naga Hills District. 2. Naga Hills District was created by the then British India Govt. in 1866 (15/11/1866). 3. Naga Hills Dist. boundary was defined in 1867 (16/12/1867) - 1867 Notification was superseded by 1875 Notification but Eastern boundary was left undefined. Complete Naga Hills District boundary was defined in 1882 4. Over a period of time since 1898, large tracks of Naga’s lands were transferred to the then Sibsagar & Nowgong Dist. without consent of the Nagas through series of Notifications. (22 Reserved Forest (RF) & 41 Tea Estates (TE) = 13,000 Sq. Kms. 5. The Naga Club submitted memo to Simon Commission on 10/01/1929 “Not to include the then Naga Hills within the Reformed Scheme of India” citing historical and peculiar socio-political system of the Nagas which is different from the rest of India. 6. June 1947 — NNC entered into a “9 Point Agreement” with the then Governor of Assam, Shri. Akbar All Hydari & Gopinath Bordoloi, the then Premier of Assam (Point No. 4 & 6 mentions of boundaries of the Naga people). 7. On failure of Gol to fulfil the “9 Point Agreement”, NNC declared unilateral Plebiscite in 1951 and boycotted the first two General Elections of India. 8. NPC entered into “16 Point Agreement” on 26/07/1960, which led to creation of Nagaland State under Indian Union without boundary demarcation but assurance that the Inter-State Boundary demarcation shall be undertaken in due course of time in accordance with the Constitutional provision of Article 3, 4 (16 Point Agreement No. 12 & 13) 9. To resolve boundary dispute, Gol appointed Shri. KVK Sundaram in 1971 to

make formal study on the boundary issue. However, he demitted office before completion of the task. 10.1972 - Interim Agreement Signed 1972, 4 (four) lAs were signed between Assam & Nagaland 1979, 2 (two) lAs signed 1985, another IA was signed following Merapani clash 11. Violation of Interim Agreements by Assam Assam instead of withdrawing the Armed Police Posts, has further established more posts. - More land lease/contracts issued inspite of protests & Agreements - Allowed exploration of oil in the disputed border area. - Allowed all sort of settlement by Assam with impunity in all sectors. - Failed to honour the agreement in not allowing the existing cultivation Yimpang, Champang, Old & New Tssori. - In matter of eviction of encroachment, Assam Govt. has taken prejudiced stand by carrying such eviction on Naga settlers only. 12. Gol appointed One Man Shastri Commission in 1985 Short Term Solution -for immediate maintenance of peace - that Assam Govt. to assume the administrative control of all area within the existing 1925 Boundary Line Notification till a permanent solution is arrived. Taking advantage of the favourable remark in the Short Term Recommendation, Assam filed a suit in Supreme Court on 10/12/1988 against Union of India, ECI and Govt. of Nagaland for declaring 1925 Boundary Line Notification by the British Rule as the final boundary between Assam & Nagaland. 14. 1925 Boundary Line Notification was issued by British Ruler for Administrative convenience, Revenue Collection & to consolidate and legitimize all the disputed forest areas illegally transferred out of Naga Hills District over the years from 1866 to 1925 to neighbouring district of Assam. 15. 1925 Boundary Line Notification is a contentious

notification. As per Survey General of India officials, the map is “Not Surveyed”, “Not verified” & “Not identified” on the ground. 16. Nagaland State demanded Boundary Commission for a fair & lasting solution to the problem. 17. On 25/9/2006, Setting aside all earlier orders, Supreme Court appointed “LOCAL COMMISSION” (Headed by Rtd Judge of SC, assisted by 2 others) 18. Again on 2010, Oct. 20th, Supreme Court appointed 2 (two) Mediators for settlement outside the Court. 19. It may be pertinent to quote Hon’ble SC Order 20/8/2010 “But the exact boundary between the two States is yet to be determined” Hence, appointment of CoMediators. 20. The Union of India in its affidavit filed before Hon’ble SC on 12/12/2014 also stated that “In most cases, the inter-state boundary was not authenticated or verified by the concerned State Govts. Also there was a strong opposition from the local population indicating that the boundary alignment as shown on Survey of India maps is not acceptable to them. For these reasons, it is not possible and not appropriate to demarcate the inter-state boundary between the states using the Survey of India Maps” 21. On failure of the attempt of the above two, on 14/01/2014, Supreme Court directed all parties concerned to produce WITNESSES FOR CROSS EXAMINATION 22. Assam has filed 8 witnesses and has been cross examined while Nagaland has filed 38 Witnesses. Presently Cross examination of the representative of Survey of India 15 going on. BORDER ISSUE 1. There has existed a dispute between the State of Assam and Nagaland over the inter-state boundary since Nagaland Statehood Nagaland claims all the areas of forests (22 Reserve Forests), tracts and tea gardens (41 Tea Estates) covering an approximate area of 13,000 sq, km. which were transferred to Assam by the British Government through various notifications from Naga Hills. 2 The Naga Hills District Boundary in 1867 included large tracts of Naga lands

which were subsequently transferred to the then Sibsagar and Nowgong districts of Assam The Point 4 and 6 of the Nine Point Agreement (1947) state about non-alienation, and transfer back, of all forests transferred to Sibsagar and Nowgong. The Deliberations of 16 Point Agreement (1960) also clearly documents the claim of the Nagas, wherein without any commitment, it was pointed out that Article 3 & 4 of the Constitution provides for increasing the area of any State. 3. The State of Assam on the other hand claims the boundary between Assam and Nagaland based on the 1925 Boundary Line Notification The map prepared by Survey of India based on the 1925 notification in the scale of 1.50,000 is however, clearly marked on the footnote that it is yet to be verified on the ground. The British India Government had issued the notification for furtherance of their economic interest and for administrative convenience. It was notified without the consent and knowledge of the Nagas who were the real stakeholders 4 There have been seven (7) Interim Agreements — 4 in 1972. 2 in 1979 and 1 in 1985 after the Merapani clashes between the State of Nagaland and Assam on the boundary dispute These agreements are primarily with regard to withdrawal of all Armed Police Posts within and near the Reserved Forests and also for not setting up any new post. The agreements also provide that Naga settlements that existed in the forest should not be disturbed. Further, no settlements are to be allowed to come up and neutral force are to be deployed in place of Assam Police in all such areas. 5 Assam, however, instead of withdrawing the Armed Police posts, as required by Intern Agreements has further established more posts over the decades. Presently it has 53 Police Posts in the disputed area belt (DAB) in violation of the Interim Agreements. ‘Three of these namely, Naganijan (2018), Aosenden (2020) and Vikuto (2021 Mokokchung district have been established in the last three years. Nagaland has withdrawn 12 Police Posts after 1972 Interim Agreement. 6. Further, list of lease/ contracts already in existence

at the time of agreement in the disputed areas, which was also agreed to be provided by the Assam Government, was never furnished to Nagaland and instead more lease/contracts have been issued in spite of protests. 7. The Assam Government has also allowed exploration of oil in the disputed border area in gross violation of the Interim Agreement. There are 27 exploration sites of ONGC in the disputed area authorized by Assam Government ONGC operations had also been reported in Pihekhu village, Tokishe village and Nikihe village under Dimapur District, and the State Government recently closed down operations in these villages. 8 All sort of new settlements in all the sectors of the DAB have been allowed by Assam Govt over the decades. In matter of eviction of encroachment, the Assam Government has taken prejudiced stand by only carrying such eviction on Naga settlers only. 9 A Standard Operating Procedure (SOP) issued on 4th May 2005 by the ADGP Assam (Border) is not in line with the Interim Agreements. The ADGP Assam Border (an interested party) has been made the operational commander of the neutral forces, and the SOP also reinforces the 1925 Boundary Line Notification which Nagaland Govt. refutes. The provisions of the SOP have been a bone of contention for the past many years However the SOP could not be reviewed till date due to non-cooperation of Assam Govt 10. This boundary dispute is now sub judice in the Supreme Court of India under the Original Civil Suit no. 2/88- filed by the Government of Assam in the year 1988. The state of Nagaland has all along advocated for amicable settlement of the border dispute through mutual understanding among the two States as per the agreement entered between the two Chief Ministers in the year 1984. But the State of Assam filed a suit in the Hon’ble Supreme Court of India under Original Suit No. 2 of 1988 on the matter, thereby disrupting the process. Accordingly, the State Government of Nagaland has compiled all necessary record supported by Maps to substantiate the claim of the State of Nagaland in regard to

border dispute with the State of Assam. 11 In recent times the border disputes have led to tense situation in Ao Senden village in Mokokchung district when in November 2020, the Assam Government raised objections to the setting up of Covid temporary camp of 2nd NAP at Aosenden in Mokokchung District of Nagaland, and it subsequently setup Assam Armed Police (AAP) post at the same location. A total blockade was also imposed on Mokokchung District from Assam side by various groups based in Mariani and adjoining areas in Jorhat district of Assam, for many days The blockade was finally lifted, but, the police deployments from both the sides have continued and could not be resolved till date 12 In May 2021, a tense situation got created in Vikuto village in Mokokchung district when the sitting MLA of Marian’ Assembly constituency, Government of Assam, came to Vikuto village with a group of more than 60 (sixty) men accompanied by Assam Police and there were some blank shots fired. The group of people who came along also destroyed some properties and areca nut plantations existing in the village. Then during the last week of June 2021, the Assam Police, Forest Personnel set up their camps in Vikuto village area, and Nagaland was also compelled to make deployment in the same location The police personnel of both the States continue to camp in Vikuto village area not far from each other. 13. There has been some alarm created in the border areas owing to recent media reports that Assam Government is planning to set up Battalion Camps at strategic locations along the Assam-Nagaland border. There is however, no official communication on this matter yet 14 The violent incidents which occurred some days back in the bordering areas of Assam — Mizoram which lead to the death of six (6) Assam police personnel, has brought renewed focus on the tensions existing due to stand-offs between the police personnel of Assam and Nagaland at certain locations on the inter-state borders, and the need for taking urgent measures for defusing such situations.

If you are a child of God, you will certainly encounter adversities, but Jesus says you should not be surprised when they come. “In the world you will have tribulation; but be of good cheer, I have overcome the world.” He is saying, “There is nothing for you to fear.” The same people who refused to talk about their adversities before they were saved often complain and worry after being born again because they have the wrong idea of what it means to live the life of a saint. God does not give us overcoming life— He gives us life as we overcome. The strain of life is what builds our strength. If there is no strain, there will be no strength. Are you asking God to give you life, liberty, and joy? He cannot, unless you are willing to accept the strain. And once you face the strain, you will immediately get the strength. Overcome your own timidity and take the first step. Then God will give you nourishment— “To him who overcomes I will give to eat from the tree of life…” (Revelation 2:7). If you completely give of yourself physically, you become exhausted. But when you give of yourself spiritually, you get more strength. he much hyped Framework Agreement (FA) enters the 6th years without getting any positive response from the Government of India (GoI) for the necessary follow up action to concretize into a solid official document as transitional arrangement for the final settlement of Naga political issue. Six (6) years waiting is a long period in any sense of the term. Given the complexity of the issue, Naga people are, however, patient enough waiting for GoI to act upon its own commitment. The ball is, therefore, with the court of the Government of India, and not with the National Socialist Council of Nagalim (NSCN). Significantly, the FA was the fruition of the grueling rounds of discussions to set the Indo-Naga political talks on firm footing in order to take the Naga issue for an honorable and acceptable solution to both the parties. Now the time has come again calling upon the Government of India to open the door for executing the FA with all honesty and not resort to misinterpretation to suit its own convenience. It may be recalled that a historic breakthrough was made on the 11th July, 2002 at Amsterdam (Netherlands) talks by the Government of India and National Socialist Council of Nagalim (NSCN). The Government of India represented by Mr. K. Padmanabhaiah formally recognized the unique history and situation of the Naga people. Significantly, this official recognition became a matter of political exigency as demanded by the situation. The growing temperament of the IndoNaga political talks brought both the parties to realize that the guts to face the realities are extremely essential to solve the problem of the magnitude of Indo-Naga political issue. For the NSCN, the recognition of the unique history and situation of the Naga people mean it recognizes the very principle that is indispensable to the real start of the political negotiation. More importantly, any agreement that ignores the unique history of the Nagas will not lead to any constructive resolution. Henceforth, the Indo-Naga political talk was taken up in a serious business-like manner. It was after more than ten (10) years of negotiation following the of-

ficial recognition of the unique history and situation of the Nagas when the talks reached deadlock-like situation with no side willing to compromise as both the Indian and Naga leaders took their respective parallel stands never to meet whatsoever. The stand of the GoI was – ‘solution within the parameter of the Indian Constitution and Union of India’, whereas the stand of the Nagas was-‘nothing to do with India, nothing short of total independence and total sovereignty’. Finally, after a long series of talks, the Government of India proposed the Framework Agreement as a formula of win-win solution. All the successive Prime Ministers of India understands that Nagas will not merge with the Union of India, but they are willing to coexist with the Union of India. More than that, they are also well informed of it that the Nagas will not accept the Indian Constitution, though they are not opposed to sharing sovereign power with India. Ultimately, when the Framework Agreement was signed on the 3rd August, 2015 there was much jubilation among the RSS/BJP and other political leaders. Equally excited are the Naga people, the Nagas across Nagalim. Significantly, the Framework Agreement is the meeting point of the two sovereign peoples. Sensible Nagas understand that this is one of the options where the Indians and Nagas can come closer to each other because it serves the purposes of both the parties. And therefore, it would be a great loss for them if they betray the Framework Agreement and prioritize the modified 16-Points Agreement. And they will miss the golden chance of Naga solution that is honorable and acceptable to both India and Naga people. But for the Nagas we have taken the stand to keep the pot boiling till the Framework Agreement is push ahead in a meaningful manner. The irony of the situation was apparent to everyone as the Prime Minister of India Mr. Narendra Modi is now being carefully watched if he will live up to his high profile Framework Agreement speech. In his speech, Prime Minister Modi said, “We have continued to look at each other through the prism of false perception and old prejudices. The result was that connectivity between

Nagaland and the rest of India remain weak across this divide”. For all practical purposes, Mr. Narendra Modi, in order to find lasting Naga solution will have to look through the prism of the Framework Agreement and no other way. He must come up boldly to face the situation created by his own zeal to solve Indo-Naga problem. Modi also said, “Today’s agreement is a shining example of what we can achieve when we deal with each other in a spirit of equality and respect, trust and confidence; when we seek to understand concerns and try to address aspirations; when we leave the path of dispute and take the high road of dialogue. It is a lesson and an inspiration in our troubled world”. Having reached 6 years after he made this bold statement it is time that action should speak louder than words. Misinterpretation of the FA to suit the convenience of the Government of India would simply rip apart the Indians and Nagas with no meeting point. Six years down the line NSCN have stood the ground to defend the FA against any manipulation or misinterpretation. Prime Minister Modi had shown his confidence and pride in signing the FA that he made it sure that the signing ceremony is live-telecast to make the whole world witness the historic agreement. He even generated much amusement among the opposition parties when he informed them that he had solved the longest running insurgency movement in Southeast Asia by the stroke of pen signing the Framework Agreement. During the meeting of NSCN and the Core Committee set up by the Nagaland state Legislative Assembly it was reiterated by NSCN team led by the General Secretary, Mr. Th. Muivah that the Framework Agreement would be the basis of final solution with the Government of India because the FA is inclusive of everything to make the Naga solution that is honourable and acceptable to both the parties. It was for this reason that NSCN has steadfastly guarded FA not to allow the Government of India to make any strategic diversion under any pretext. Unity of the Naga people should also be based on the Framework Agreement to safe guard the sanctity of the Naga political history

that was built through blood, sweat and tears. Significantly, the FA was signed under the direct supervision of Prime Minister Modi at his official residence, New Delhi. It is high time that the FA is again brought to the courtyard of Modi for his final perusal and follow up action to take the Indo-Naga Political talks under his direct command. There is no point talking with the officials of the Ministry of Home Affairs (MHA), GoI as the informal talk is leading to nowhere other than beating around the bush. The political exigency is for the Prime Minister Mr. Narendra Modi to appoint his representative(s) to pick up the political talk with NSCN talk team and take the Framework Agreement to a logical conclusion. All said and done, the Framework Agreement is the best formula to establish a new relationship for peaceful coexistence of the two entities (India and Nagalim) on the basis of shared sovereignty which signifies that the Nagas are sovereign people. It is the culmination of the history of the Naga political struggle when the Nagas declared the Naga Independence Day on the 14th August, 1947 and telegraphic message sent to the UNO (United Nations Organizations) and the Government of India and all the foreign embassies based in Delhi, followed by the Naga Plebiscite on the 16th May, 1951 with 99.9% votes that favoured sovereign independence and finally Nagalim headed by NSCN becoming a bonafide member of the UNPO (Unrepresented Nations and Peoples Organization) on the 23rd January, 1993 on the strength of historical and political legitimacy. All these historical records testify that the Nagas were never a part of India. Given the critical importance of the Framework Agreement that defines Naga people’s political identity, the Nagas will stand guard to protect the sanctity of the FA and will abide by its principles of the Framework Agreement- nothing above and nothing below the Framework Agreement. It is our conviction that only the principle of the FA is the key to an honourable and acceptable solution for durable peace. Neither economic packages nor imposed political packages will

bring about lasting solution. There are no other tangible options we can conceive. The Government of India should, therefore, think beyond its shoulder if they are serious to go for a long term Indo-Naga political solution. For the Naga people the question of being too rigid and not flexible enough does not arise as the issue circle around the Naga people’s determined stands of protecting the political identity of the Naga nationhood represented by the Naga national flag and Yehzabo (Constitution). The very fact that the Nagas are not rigid had taken the Indo-Naga political talk this far. The pressing irony is that without the Naga national flag and Yehzabo, everything discussed and agreed upon shall be nullified. More than that, the Framework Agreement should not be twisted to project that it is under the purview of Indian Constitution. The Naga history is very clear before the world as the Nagas had not surrendered their sovereignty nor decided to join the Indian Union. The question of having accepted Indian Constitution also does not arise. It was India who sent thousands of Indian Army personnel to force the Nagas to join the Indian Union. This factual state of history is being accepted and settled by signing the indelible Framework Agreement to set the ground for the meeting point to enter into Government of India official record (gazette). It is on record that all the past agreements on Naga political issue ended up in failure. The 9 Points Agreement of 1947, the 16 Points Agreement of 1960 and the Shillong Accord of 1975 failed to get the support of the Naga people as these agreements comes short of Naga people’s historical and political rights. The Framework Agreement was the fresh attempt after more than two decades of the Indo-Naga political negotiations and the most credible agreement that match the political right of the Naga people across Nagalim. This is the reason why NSCN is determined to stick to the Framework Agreement without any dilution to usher in permanent peace and development not only in Nagalim but in the whole Northeast region. NEW DELHI, AUG 2 (PTI): Rajya Sabha witnessed multiple adjournments on Monday as Opposition MPs continued their protest over the Pegasus snooping row and other matters, even as it passed the Inland Vessels Bill-2021 amid the din. When Rajya Sabha reassembled at 3.36 pm after multiple adjournments, the government moved two legislations -- The Appropriation (No 4) Bill, 2021 and The Appropriation (No 3) Bill, 2021 -- for passage. Bhubaneswar Kalita, who was in the Chair, asked the protesting Opposition members to go back to their seats and participate in the discussion on the bills. He informed the members that both the bills would be discussed together. “As you all know these are two very important bills where you can raise financial problems of your states. You also know that these are finance bills, it can be

passed automatically. So it is in your interest to discuss it. So please cooperate,” Kalita noted. Minister of State for Finance Pankaj Chaudhary while moving the bills sought cooperation from the House in discussing the bills but in vain. As Opposition members continued to raise slogans, Kalita adjourned the proceedings for the day till 11 AM on Tuesday. E a r l i e r, w h e n t h e House reassembled postlunch at 2 pm, Deputy Chairman Harivansh informed that the government

has moved two Bills for consideration. The Minister of Tribal Affairs introduced the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2021 in Rajya Sabha amid the Opposition protest. Ports, Shipping and Waterways Minister Sarbananda Sonowal moved the Inland Vessels Bill, 2021 for consideration and passing. The Bill aims to bring uniformity in the application of the law relating to inland waterways and navigation within the country. The Inland Vessels

Bill, 2021 was passed by voice vote amidst the protest and sloganeering by the Opposition after a short reply from the minister. Lok Sabha has already passed the Bill on July 29, 2021. During the debate on the Bill, certain Opposition members, who were in the well of the House, tore papers and flung those in the air. Immediately after the passage of the Bill, the deputy chairman adjourned the House for an hour till 3:36 PM. Earlier, Rajya Sabha proceedings were adjourned twice -- first at 11 AM and then at 12 noon -as the uproar by Opposition members over the Pegasus snooping row and other issues continued. While Congress MPs sought a discussion on the farmer agitation, the Trinamool Congress (TMC) and Left parties sought a debate on the Pegasus snooping issue.

Chair man M Venkaiah Naidu, who chaired the proceedings earlier in the day, said he was willing to consider a discussion on farmers’ problems provided members do not disturb proceedings and cooperate. He also appealed to members not to enter the well carrying placards. But as the Opposition MPs continued to raise the issues, he adjourned the proceedings till 12 pm. When the House reassembled, Deputy Chairman Harivansh made repeated appeals to the protesting members to take their seats and allow the Question Hour to proceed but they did not relent. He allowed the Question Hour to continue and took some questions amid the din. After about half an hour, the deputy chairman adjourned the House till 2 PM as the Opposition members continued to raise slogans and disrupt proceedings.

NEW DELHI, AUG 2 (PTI): A bill to amend the general insurance law to allow the government to pare its stake in stateowned insurers was passed on Monday by Lok Sabha without a debate amid continuing protests by opposition parties on the Pegasus snooping and other issues. The General Insurance Business (Nationalisation) Amendment Bill, 2021 is aimed at generating required resources from the Indian markets so that public sector general insurers can design innovative products. Moving the bill for consideration and passage, Finance Minister Nirmala Sitharaman said that she wanted to respond to the concerns raised by the Opposition members but could not do so as the House was not in order. Accusing the Opposition of spreading falsehood about the Bill, she said

if “they are serious, they should sit down, debate and ask questions. Since you are afraid that truth will come out, you don’t want discussion.” She was responding to allegations made by Congress leader Adhir Ranjan Chowdhury who described the amendment bill as “anti-people and anti-national” and alleged that it was meant to sell public assets to select business houses. Sitharaman sought

to counter the criticism by stating that private sector companies were providing better insurance to people at a lesser premium. Amid continuing protests by the Opposition over issues like Pegasus snooping and farm laws, the Minister moved that the amendment bill be passed. It was quickly approved by the voice vote. Rama Devi, who was in the Chair, adjourned the House for the day soon after the passage of the Bill.

The spatial distribution suggests that below normal to normal rainfall is likely over many parts of the north, east and northeast parts of the country. Normal to above normal rainfall is most likely to be experienced over most parts of peninsular India and adjacent central India, the IMD said. The IMD has also started issuing a monthwise forecast for the fourmonth rainfall season from this year. For August, it said, “Rainfall averaged over the country as a whole is most likely to be normal (94 to 106 per cent of LPA).”

The government has launched ‘Amrut Mahotsav’ to mark the 75th anniversary of India’s Independence in 2022. ‘Oppn wants discussion on Pegasus in presence of PM, HM’ NEW DELHI, AUG 2 (PTI): The Trinamool Congress (TMC) on Monday said that the entire opposition is in agreement that the issue of national security and Pegasus should be discussed in Parliament in the presence of both Home Minister Amit Shah and Prime Minister Narendra Modi. At a press briefing, TMC Rajya Sabha MP Derek O’ Brien also said that the farm laws should be repealed. He said there was a need for immediate discussion on price rise, economy, jobs and inflation, and national security and Pegasus issue. “They should start with the issue of national security and Pegasus with the prime minister and the home minister present. There is a complete agreement of all opposition parties on it. We are on the same page. So, the BJP with their dirty tricks should not make a mess of it,” he said. Accusing the government of hurriedly passing bills, O’Brien said that “seven bills were being passed per minute”. Taking to Twitter, the TMC MP said, “#MASTERSTROKE #Parliament In the first 10 days, Modi-Shah rushed through and passed 12 Bills at an average time of UNDER SEVEN MINUTES per Bill (sic).

Minister of State for Finance Pankaj Chaudhary said the total cess and surcharge collection under indirect taxes (GST+non-GST) increased 53 per cent to over Rs 4.39 lakh crore in 2020-21 as compared to the previous year. In 2018-19 and 201718, the cess collection under indirect taxes was Rs 2.67 lakh crore and Rs 2.17 lakh crore, respectively. “States’ share of central taxes and duties are determined after deducting cesses and surcharges apart from cost of collection of the respective tax,” Chaudhary said. He further said cesses form part of Consolidated Fund of India and are used for the purpose for which they are levied, which in many cases involves grant to sates.

NEW DELHI, AUG 2 (PTI): The government’s net tax revenues grew 5 percent in the fiscal year ended March 31, 2021, Finance Minister Nirmala Sitharaman said on Monday. The net tax (sum of direct and indirect taxes) revenue in 2020-21 was over Rs 14.24 lakh crore, a nearly 5 per cent growth from Rs 13.56 lakh crore in the previous financial year. In a written reply to the Lok Sabha, Sitharaman said the government has taken many steps to boost both direct and indirect tax revenue collection, through curbing tax evasion, widening/deepening tax base, promoting voluntary compliance, reducing litigation and promoting digital transactions. However, non-tax revenue collection dipped 36 per cent to Rs 2.08 lakh crore in 2020-21 from over Rs 3.27 lakh crore in 2019-20. The government’s net revenue (tax+non-tax) collection in the last financial year declined 3.09 per cent to Rs 16.32 lakh crore. In reply to a separate question,

ooking with wood or coal can increase the risk of major eye diseases that can lead to blindness, according to a study involving nearly half a million people in China. The study led by a team of international researchers from the University of Oxford and the Chinese Academy of Medical Science and Peking University, Beijing, showed that long-term use of solid fuels for cooking was associated with conjunctiva (32 per cent), cataracts (17 per cent), and disorders of the sclera, cornea, iris and ciliary body (DSCIC - 35 per cent), compared with those who cooked using clean fuels. Individuals who switched from using solid to clean fuels for cook-

ing had smaller elevated risks (over those who had always used clean fuels) compared to those who did not switch. People who switched had 21 per cent, 5 per cent and 21 per cent higher risk for conjunctiva, cataracts, and DSCIC, respectively, according to the results published in the journal PLOS Medicine. “The increased risks may be caused by exposure to high levels of fine particulate matter (PM2.5) and carbon monoxide, which can damage the eye surface and cause inflammation,” said lead author Dr. Peter Ka Hung Chan, research fellow in the Nuffield Department of Population Health at Oxford. Burning wood also increases the risk of eye injury from sparks or wood

dust. Further, there was no association found between solid fuel use and risk of glaucoma, because this disorder affects internal eye structures, which are less exposed to pollutants in the air, the researchers said. “A m o n g C h i n e s e adults, long-term solid fuel use for cooking was associated with higher risks of not only conjunctiva disorders but also cataracts and other more severe eye diseases. Switching to clean fuels appeared to mitigate the risks, underscoring the global health importance of promoting universal access to clean fuels,” Zhengming Chen, Professor of Epidemiology and Director of China Programmes at the Nuffield. Irani, who had multiple health issues and lived alone, likely breathed his last on July 30 at his home in the South Mumbai neighbourhood of Dhobitalao, according to his close friend Rafeeq Ellias. “It is terrible news. Most likely, he passed away Friday morning while having his bath because he was (found) in the bathroom. Since Friday, he had not been seen at the press club or at his usual breakfast place. “We all thought he had gone out of town, so we waited, hoping he would be back on Sunday night. But today we got worried. We called the cops and broke the door,” Ellias told PTI. According to Ellias, Irani had not been keeping well and also had COVID last year. “He had serious blood pressure and diabetes.

Around two years ago, he had a fall at the film festival in Goa. He had a haemorrhage, it was a neurological condition. This was probably something similar. He had nobody, he lived alone in Mumbai all his adult life,” he added. The official social media account of the Mumbai Press Club also tweeted about Irani’s demise. “Rashid Irani, 74, one of the country’s foremost film critics, passed away probably on 30 July at home. He was not seen for 2-3 days; a search by friends, club officials and police led to his home, where his mortal remains were found,” the press club said in a statement. Irani, who had contributed several articles in national dailies like Times of India, Hindustan Times and the website Scroll.in, was “one of the pillars of the Mumbai Press Club Film Society”, the club further said in the statement. team of researchers here has found a combination of antiviral and anti-inflammatory drugs that can be used to treat Covid-19 patients with mild to moderate disease. The team from National University of Singapore (NUS) found that a combination of antiviral molnupiravir and anti-inflammatory baricitinib can be effective against the Beta and Delta variants of the virus, the Strait Times reported. The combination could strongly inhibit the SARSCoV-2 virus in laboratory tests, making it suitable for further clinical evaluation, Professor Dean Ho, director of the NUS’s Institute for Digital Medicine, was quoted as saying. “... we are looking for combination therapies that can eventually be given to patients with mild illness who are recovering at home, or in community care facilities,” Ho said. Experts from the National Centre for

Infectious Diseases, NUS Medicine and the National University Hospital (NUH) tested 12 drugs -- which included a range of antivirals and cancer drugs. The molnupiravir-baricitinib combination was identified for possible treatment, the report said. However, there is no data yet from clinical trials that show the drug combination is effective in all phases of Covid-19 disease, Dr Louis Chai, a senior consultant at the NUH Division of Infectious Diseases, was quoted as saying. While some drugs could reduce the

Covid viral load in patients, they may not slow down disease progression or prevent death, he noted. Molnupiravir “interferes with a part of the virus that is conserved across different variants -- specifically, the enzyme that it uses to copy its genetic material for replication”, said Dr Conrad Chan, laboratory director at the Defence Medical and Environmental Research Institute from DSO. NOTTINGHAM, AUG 2 (PTI): India’s opening batsman Mayank Agarwal was on Monday ruled out of the first Test against England after being concussed by a short ball from teammate Mohammed Siraj during a training session here. While facing Siraj, possibly the fastest bowler in the current Indian line-up, Agarwal saw the ball thudding into his helmet when he took his eyes off a short delivery. The first Test starts here on Wednesday. “Opening batsman Mayank Agarwal was hit on the helmet while batting during India’s nets session at Trent Bridge in Nottingham on Monday,” BCCI secretary Jay Shah was quoted as saying in a media release.

India defeated world No. 2 Australia 1-0 in the quarterfinals to storm into the last-four stage, marking their maiden entry into the medal round with a brilliant performance against a team that had dominated the tournament so far and was one of the favourites to win the gold medal. Drag flicker Gurjit Kaur scored the all-important goal in the 22nd minute with a powerful flick that deflected off a defender’s stick into the goal. Biles to take part in balance beam final TOKYO, AUG 2 (IANS): Star American gymnast Simone Biles will be taking part in Tuesday’s balance beam final of women’s artistic gymnastics at the Tokyo Olympics. The move means that the 24-year-old will return to competitions after a week due to mental health concerns, especially the ‘twisties’. Simone, the reigning world champion on the balance beam, had won the bronze in the event during the 2016 Rio Olympics. Arriving for the Tokyo Olympics, Simone was looking to defend her four gold medals from the 2016 Rio Olympics. But after being unable to do two-and-a-half twists on vault during the first rotation of the women’s team final last week on Tuesday, she withdrew from the competition in order to protect her mental health. In her absence, the USA was unable to defend its gold from the 2016 Olympics and settled for silver.
