Correspondent/Staff Reporter

KOHIMA/DIMAPUR, AUG 30 (NPN): Nagaland State Disaster Management Authority (NSDMA), Home Department in collaboration with District Disaster Management Authorities (DDMAs), the responsible departments and civil society organisations simultaneously conducted Nagaland Emergency Preparedness Exercise (NEPEx), a mock drill on disaster preparedness, across the state on Wednesday. The preparedness exercise, which was carried out taking the earthquake scenario of 8.4 magnitudes Richter scale in Nagaland, was primarily to test the preparedness level and capacity of the state in the event of such disaster. At 11 am, all disaster management forces across Nagaland swung into action to contain damages caused by a 8.4 magnitude earthquake with its epicentre between Kohima and Phek at a stretch of around 80-90 Km from Kohima. In Kohima district, the mock drill was exercised under the DC Kohima as response officer (RO) and ADC Kohima as incident commissioner (IC). Dur-

DDADU objects to revised autofare Staff Reporter

D I M A P U R , AU G 3 0 (NPN): Dimapur District Auto Drivers Union (DDADU) has raised objection to the new revised fare chart issued by the Regional Transport Authority (RTA) Dimapur, which would be effective from September 1. DDADU president, I. Vitoshe Sema said the union was unhappy with the decision of the RTA since the proposal submitted by the union was not taken up. Asserting that the new rate fixation was “unexceptional”, DDADU appealed to the RTA to look into the matter, saying the new rates would affect the autodrivers. The union also raised issues about the deplorable road conditions, traffic congestion and also the difficulties faced by the drivers. DDADU further warned that if RTA failed to heed to their demands, the union would start implementing the previous rate and carry five passengers as usual. Meanwhile, DDADU also informed about the support extended by Thakheku Village-Rangapahar-Signal Angami auto drivers against the new revised fare. In this regard, the auto drivers of the area have also requested RTA review the decision.

ing the mock drill exercise, different committees like planning section, operation section, logistic section, response branch, air operation section, medical unit were set up and to assist the operation volunteers from Kohima Science college NCC group, polytechnic and the DEF rendered their services. Commissioner & secretary, NSDMA, KhrienuoMetha, said that the twohour long exercise added some awareness to all the line departments and the public to respond to such calamities. During the debriefing

with various stakeholders after the drill at State Emergency Operation Centre here on Wednesday, the additional chief secretary and home commissioner, Temjen Toy, said that such exercise was required in the near future so what was learned today would be taken into account. During the discussion, it was noted that more attention should be given to the schools because disaster could happen anytime and students must know how to shelter themselves from the disaster. The meeting also observed that minimum re-

quired equipments must be made available in all the Primary Health Centres or the district hospitals to meet any eventuality. It was noted that hospitals like Wokha district hospital was not equipped with oxygen. Further, Toy informed that more siren sound needed to be installed in all the strategic locations and also open more mode of voice communication. Shortage of trained manpower was also discussed. In Kiphire district, the drill could be conducted only at four locations out of the six owing to shortage of trained manpower. Toy insisted on increasing man power in all the districts. He also stressed on the need to earmark centrally located staging areas so there was no confusion if real disaster occurred. For machineries, Toy said mechanical department should be contacted for emergency deployment of machineries while also alternate routes have to be worked out if the highways were blocked. On food, he said food and civil supplies department had to keep proper inventory of food item to dispatch for emergency cases.

DG prison, Rupin Sharma, suggested tying up with kitchen communities for emergency. He asked NSDMA to do more research on food and water while citing instances of floods that occurred in Dimapur, Tuli and Tizit where drinking water ran out. The meeting also discussed about setting up of SDRF teams in Kiphire, Longleng and Peren. DIMAPUR: In Dimapur district, the mock exercise, which was held at 13 different locations, began with sounding of siren at 11 a.m. for one minute. Some of the residents were taken by surprise when the emergency services, police, the fire department, district magistrates, civil defence volunteers and NGOs rushed to mock drill staging area that was set up at Indoor Badminton Stadium. Right after the sounding of siren, an emergency operation centre was activated at the DC’s conference hall Dimapur and DC Dimapur, Kesonyu Yhome, hurriedly convened an emergency briefing of the DDMA members and head of departments and appraised them of the disaster.

99% scrapped 500, 1000 rupee notes back in system, says RBI

Mumbai, Aug 30 (PTI): As much as 99 per cent of the junked Rs 500 and Rs 1,000 notes have returned to the banking system, RBI said Wednesday, prompting opposition to question the efficacy of the government’s unprecedented note ban decision to curb black money and corruption. The Reser ve Bank, which has so far shied away from disclosing the actual number of junked currency deposited after November 8 last year, said in its Annual Report for 2016-17 that Rs 15.28 lakh crore of the junked currency had come back into the banking system, leaving only Rs 16,050 crore out. As on November 8, 2016 there were 1,716.5 crore pieces of Rs 500 and 685.8 crore pieces of Rs 1,000 in circulation, totalling Rs 15.44 lakh crore. Post-demonetisation RBI spent Rs 7,965 crore in 2016-17 on printing new Rs 500 and Rs 2,000 and other denomination notes, more than double the Rs 3,421 crore spent in the previous year. The demonetisation (Cont’d on p-8, more on p-2) was hailed as a step that

would curb black money, corruption and check counterfeit currency but RBI said just 7.1 pieces of Rs 500 note per million in circulation and 19.1 pieces of Rs 1,000 notes per million in circulation were found to be fake in its sample survey. Opposition was quick to seize on the data to attack the government with former Finance minister P Chidambaram saying, “RBI ‘gained’ Rs 16000 crore, but ‘lost’ Rs 21000 crore in printing new notes! The economists deserve Nobel Prize.” “Rs 16,000 cr out of demonetised notes of Rs 15,44,000 cr did not come back to RBI. That is 1 per cent. Shame on RBI which ‘recommended’ demonetisation,” he tweeted. Chidambaram also wondered if demonetisation was “a scheme designed to convert black money into white?” Samajwadi Party leader Naresh Agarwal said his party would move a privilege motion against RBI Governor Urjit Patel for misleading a parliamentary panel on the issue. RBI said just 8.9 crore pieces of Rs 1,000 notes or 1.3 per cent of the scrapped

ones have not returned. It, however, did not give a specific number for the old 500 rupee notes. “Subject to future corrections based on verification process when completed, the estimated value of specified bank notes (SBNs) received as on June 30, 2017 is Rs 15.28 trillion,” the central bank said. After the note ban, old notes were allowed to be deposited in banks, with unusual deposits coming under income tax scrutiny. RBI said its income for 2016-17 decreased by 23.56 per cent while expenditure jumped 107.84 per cent. The government replaced old Rs 500 notes with new ones, but no replacement for Rs 1,000 notes have been made. Instead, a new Rs 2,000 note was introduced post note ban. RBI said there are as many 588.2 crore of Rs 500 notes, both old and new in circulation as of March 31, 2017. As of March 31, 2016, there were 1,570.7 crore Rs 500 notes in circulation. As many as 328.5 crore pieces of new Rs 2,000 notes were in circulation as on March 31, 2017.

CNTC asks state govt to start NSCN (I-M), GoI talks SC order: All seven parliamentary acting on illegal immigrants in ‘advanced stage’ secretaries in Mizoram resign DIMAPUR, AUG 30 (NPN): Central Nagaland Tribes Council (CNTC) has asked the state government to start acting with all promptness on the directive of the Ministry of Home Affairs (MHA) to all states to identify all illegal immigrants and deport them. Expressing concern over the unabated and unchecked influx of illegal immigrants in the state, the CNTC through its media cell said, “Looking at the present rate of influx, the future existence of our younger generations seems greatly endangered by the threat posed by this continuous incursion.” Slamming the state agencies for “lackadaisical attitude”, the CNTC said their monitoring systems have miserably failed in protecting the vulnerable indigenous population of the state. CNTC affirmed that it would very soon take on this issue with all seriousness together with all other tribal hohos, NGOs, civil society organisations, student organisations and churches. In this regard, the CNTC has appealed to them to join hands in curbing the menace of illegal immigrants.

Further, the Central Nagaland Tribes Council has raised concern about the random issuance of driving license Aadhaar cards, PAN cards, etc. by respective authorities and Permanent Residence Certificates (PRC) in many localities by the respective GBS/ chairmen. In this connection, the CNTC has appealed to all responsible to stop such activities immediately before greed and gullibility wipe out the coming generations. It stated that instead of having any concern for educated unemployed youths of the state, there were many so called apex organisations that were letting out their premises randomly without any thought to those immigrants. Affirming that it cannot allow the state to become another Tripura where the indigenous inhabitants have been reduced to a minority, the CNTC, as directed by the centre, has urged the state government to be serious and set up a task force at state and district level and identify all illegal immigrants and deport them at the earliest.

GUWAHATI, AUG 30 (AGENCIES): The talks between the Government of India and NSCN (I-M) are in “advanced stage” and the Centre has rejected the demand of the militant outfit to allow Nagaland to have separate constitution. Meanwhile, the Centre is also hopeful that the Khaplang faction of the NSCN will also rejoin the peace process. Highly placed sources in the Ministry of Home Affairs (MHA) told The Assam Tribune that the NSCN (I-M) was demanding separate constitution, passport system, etc., but those demands have been rejected by the Centre. The Centre has also not accepted the demand for creation of ‘Greater Nagalim’ by inducting territories of other states as demanded by the militant outfit. Sources revealed that the Centre would not cut into the territory of any state without the approval of the concerned State Government. The leaders of the NSCN (I-M) were told that if they can persuade the other State Governments in this regard, then only the Centre would accept the demand. But as no State Government has agreed to the demand, there is no question of affecting the territorial integrity of any state of the region while signing the final agreement with the NSCN (I-M), sources added. (Cont’d on p-8)

AIZAWL, AUG 30 (AGENCIES): Setting an example for the rest of the legislators in the country to respect the law, all the seven parliamentary secretaries in Mizoram on Wednesday submitted their resignations to chief minister, Lal Thanhawla. The chief minister accepted the resignations. Those who tendered resignation were K.S. Thanga, H. Zothangliana, Lt. Col. Z.S. Zuala, K Lalrinthanga, T.T. Zothansanga, Hmingdailova Khiangte and Joseph Lalhimpuia. The mass resignation came in the wake of the Supreme Court July 26 ruling on the ‘The Assam Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) Act, 2004’. The Bench comprising Justice J Chelameswar, Justice R K Agrawal and Justice A M Sapre held that Assam legislature lacked competence to create the post of parliamentary secretaries. It declared that the appointment of parliamentary secretaries in Assam was unconstitutional. Lal Thanhawla, who is also president of Mizoram

PCC, however, appointed all the former parliamentary secretaries as its general secretaries. A Congress statement said that the former parliamentary secretaries were appointed MPCC general secretaries to strengthen the party in view of the state assembly polls due next year end. It may be recalled that the Sikkim High Court last week, in a landmark judgement, declared that the Sikkim Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous) Provisions Act 2010 and consequential notifications as unconstitutional and accordingly quashed with immediate effect. Even in Meghalaya, the Meghalaya High Court had issued a notice to the state government for a final hearing on the matter of the posts of parliamentary secretaries. A division bench of Chief Justice Dinesh Maheshwari and Justice Ved Prakash Vaid heard a Public Interest Litigation challenging the appointment of parliamentary secretaries in the state.

BJP minister creates controversy on Clean Election Zeliang, Rio and others call on President, VP Correspondent

KO H I M A , AU G 3 0 (NPN): BJP legislator and minister for Co-operation, Relief & Rehabilitation and MARCOFED, Imtilemba Sangtam created a huge controversy on Wednesday when he spoke against Clean Election. Addressing a combined meeting of Nagaland state BJP unit and mandal presidents at IG Stadium, he said that “without spending money and purchasing votes, no BJP candidate will be elected.” He said the issue will only be discussed after formation of a BJP government in Nagaland. Sangtam was of the opinion that if every Naga practised Christian principles, there would be no need of talking about clean election or purchase of votes. The minister said he was dismayed that despite Nagaland having 46% wom-

en population, the membership of women in the BJP Mahila was very poor. He urged upon the BJP workers to bring in more women into the party fold, since “women are better in bringing votes.” Sangtam was confident that if BJP was voted to power, the livelihood of poor people would be enhanced. He said this would enable the people to pay more tithes which would help the church. Further, Imtilemba expressed strong resentment on the allocation of portfolios to BJP legislators. He said in spite of being coalition partners, the present NPFled DAN government had no regard for BJP. However, Sangtam said, he and his colleagues stood firml and were proud to be BJP legislators. He called upon the party workers to work hard and ensure that BJP would be voted to power in the coming election. The minister also

appealed to the BJP officials to revoke the suspension/expulsion order issued on some of its members. Sangtam also appealed to the BJP workers to be better Christians than others so that the party will prove that it is not a communal party. Also addressing the meeting, BJP general secretary (organisation) incharge of North East, Ajay Jamwal lamented that Nagaland lacked good roads and infrastructure in all sectors, particularly education, power and health care delivery systems. Jamwal was confident that BJP would form the next government in Nagaland and that the party would be able to implement all the welfare schemes of the Central government to the grassroots, besides putting Nagaland in the path of development and progress. Jamwal also appealed to the State BJP unit leaders and party workers to change

the mindset of the people in order to support the BJP to form the next government and bring all round development. Highlighting the welfare schemes of the BJP-led NDA government, Jamwal wondered whether the schemes were reaching the people of the State. He also challenged the BJP leaders to be thorough with the party’s ideologies and principles and make it known to the people that the BJP does not discriminate but respects all religion, caste and tribe. BJP legislature party leader and parliamentary secretary, Transport and Civil Aviation, P. Paiwang Konyak differed with the views expressed by Imtilemba Sangtam. Paiwang instead appealed to the party workers to be equipped to fight against corruption during election in line with the NBCC ‘Clean Election’ cam(Cont’d on p-8) paign.

on the importance of the public in playing big role when it came to juvenile crimes. She said that rehabilitation and restoration should be the primary focus when one could talk about juvenile cases. She added that the times have changed and because corporal punishment does more harm than good, juveniles must be dealt with in such a way where their physical and psychological soundness should go undisturbed.

She further said that the public must act as support system for children who were in conflict with the law and society. Because Nagaland was a tribal state, the juvenile criminals were caught in between traditional laws and the judicial laws, she added. 9 IRS imposters arrested in M’laya Correspondent

Shillong, Aug 30: Nine persons, including two women, have been arrested in the past 48 hours in Meghalaya in connection with an Internal Revenue Service (IRS) scam set up by imposters to dupe US citizens, a police official said on Wednesday. “We have arrested nine people in the past 48 hours in connection with the IRS call centre scam from various locations after a long surveillance of their criminal activities,” Superintendent of Police (City) Vivek Syiem told IANS. He said more people were likely to be arrested in the state following a series of raids. Six were arrested on Monday night while three were arrested on Tuesday night. One of the fraud call centres, IFA Enterprise, rented three floors on the building housing SS Net Com at Cleve Colony and was run by Amit Bhowmick and Sunny Mukherjee who were stationed outside and came after certain intervals to pay salaries to the scamsters. Another call centre, BPO Zurich, was operating from a Reserve Bank of India premises at Lower New Colony. As many as 77 hard disks, which had been removed from CPUs, Rs 1 lakh in cash and a huge number of incriminat-

ing documents, including scripts, were seized from the apartment rented by IFA Enterprise, the police official said. In another raid, 85 CPUs and several IRS scripts were also recovered. Two SS Netcom employees, Christopher Kurbah and Kiren Damai, were also arrested. From the apartment rented by BPO Zurich, electronic gadgets used in the scam, Rs 1 lakh in cash and several incriminating documents were seized. Rijo Christian Joseph, a resident of Ahmadabad, and Sweety Sutnga were also apprehended in connection with the case. Syiem found another call centre, Dasanbha Enterprise, which was planning to shut down. The owner, Nicky War, was summoned immediately and after questioning it was found that the call centre was also scamming Americans. “They would call American citizens and ask if he/ she suffers from any sickness or has undergone any surgical operation from a range of health problems. Then they would ask if he or she has got hold of an advocate (to which ‘no’ is the obvious answer) and then would claim to be a reputed American firm which would help them in getting ‘potential compensation’ for a fee ranging from $650 only to dupe the persons,” Syeim said.

“We should try to marry economic growth and environmental protection but there will be cases, instances and conflict between the two and when there is conflict between the two we must make conscious choices,” he said. Moreover, he said “the solution (uranium mining) lies in political courage to take the tough decisions required to protect the environment and not just building dams, highways ,power stations and factories as it does not constitute towards sustainable development”. Meghalaya is the third uranium-rich state in the country after Jharkhand and Andhra Pradesh. The state accounts for 16 percent of India’s uranium reserves, with deposits estimated to be around 9,500 tonnes and 4,000 tonnes respectively at Do-

miasiat and Wakhaji, both in South West Khasi hills district. However, the proposed open-cast uranium mining in Meghalaya’s West Khasi Hills district has been hanging fire since 1992 after several groups expressed fears of radiation impact on human health and environmental degradation. The Uranium Corporation of India Limited (UCIL) had pegged Kylleng Pyndengsohiong Mawthabah project in Meghalaya for Rs.1,100 crore. The ores are spread over a mountainous terrain in deposits varying from eight to 47 metres from the surface in and around Domiasiat, 135 km west from here. The UCIL plans to produce 375,000 tonnes of uranium ore a year and process 1,500 tonnes of the mineral a day.

UP flood toll touches 103

New Delhi, Aug 30 (PTI): Uttar Pradesh’s flood woes continued as the toll rose to 103 while the situation improved further in Bihar with water receding from several areas and no report of any deaths today. The flood situation in Assam and West Bengal too improved significantly and the number of deluge-hit people went down. Torrential rains and subsequent flooding claimed at least 10 lives in Mumbai and the neighbouring districts of Palghar and Thane since yesterday. N i n e p e o p l e we r e washed away in separate incidents in the city, while two lost their lives due to drowning in adjoining districts of Palghar and Thane. Another man was killed when a wall came crashing down on him in Mumbai’s Ghatkopar. The toll in floodrelated incidents in Bihar remained unchanged at 514 and people have started returning home as the waters were receding.

decision — Jaitley said. “People who haven’t taken a single step against black money haven’t understood aim of note ban. Deposits in banks don’t legitimise it”. “Note ban was not an exercise to confiscate money… The next step will be to cleanse political funding.”

Arun Jaitley identified with its owner (sic).” He also said that cash shortage caused by the central government’s decision had caused a “dip in terrorist and separatist activities” in Chhattisgarh — a Maoist hotbed — and J&K. In references aimed at the ruling BJP’s rivals, chief among them his predecessor P Chidamabaram — who took to social media on Wednesday to criticise the

Senior Congress leader P. Chidambaram on Wednesday hit out at both the government and the RBI, as he called the decision a “shame”. In posts on Twitter soon after the central bank’s report made headlines, the former finance minister said: “99% notes legally exchanged! Was demonetisation a scheme designed to convert black money into white?” “Rs 16000 cr out of demonetised notes of Rs

1544,000 cr did not come back to RBI. That is 1%. Shame on RBI which ‘recommended’ demonetisation. “RBI ‘gained’ Rs 16000 crore, but ‘lost’ Rs 21000 crore in printing new notes! The economists deserve Nobel Prize.” Other leaders of the party were just as scathing: Congress spokesperson Randeep Surjewala called the exercise a “disaster” and a “massive folly” that cost 104 innocent people lives. “Utterly failed #Demonetisation is nothing but a disaster in which 104 innocent people were killed while ‘Corrupt’ made ‘Windfall Gains’. “Demonetisation Scam, not only dented institutional sanctity of RBI,but also credibility of India abroad.PM should apologise to the nation,” he said in a series of tweets.

Indian Army to undergo major reforms New Delhi, Aug 30 (PTI): Major reforms will be carried out in the Indian Army to enhance its combat capability which will include redeployment of nearly 57,000 officers and other ranks as well as ensuring better utilisation of resources, the government announced Wednesday. Defence Minister Arun Jaitley said perhaps for the first time after Independence, such a big and “farreaching” reform process is being initiated in the Army. Replying to a question on whether the exercise was undertaken keeping in view the Dokalam episode, Jaitley said, “This is not specific to any incident. It had been going on much prior to Dokalam.” The reform initiatives were prescribed by a committee headed by Lt Gen DB Shekatkar (retd) which had a mandate to recommend measures for enhancing of combat capability and rebalancing defence expenditure of the armed forces to increase “teeth to

tail ratio”. The ‘tooth-to-tail’ ratio refers to the amount of supply and support personnel (termed as tail) for each combat soldier (tooth). The panel had suggested 99 recommendations for structural changes in the Army and out of which the defence ministry has accepted 65 after consultations with all the stakeholders, Jaitley said. He said operationalisation of the reforms begins “now” while the defence ministry stated that the process will be completed by December 31, 2019. The Army has a total strength of around 12 lakh personnel and is one of leading ground force globally. “The net effect of this is, as to various, different functions in the Army, as per the changed environment of technology, economy, combat capability of the Army, how it is to be best utilised,” Jaitley told reporters. In a statement, the ministry said civilians will be redeployed in different wings of the armed forces

for improving efficiency. Army sources said around 31,000 civilian staff will be redeployed including in new formations, adding reform will be carried out in the Army’s education corp as well. Jaitley said the Union Cabinet was today apprised of the defence ministry’s decision to carry out the reform process in the Army. The Shekatkar committee was appointed in May last year and it had submitted its report in December. “In a first ever exercise after Independence, the Ministry of Defence in consultation with the Indian Army has decided to reform the Indian Army in a planned manner. These decisions were approved by the Defence Minister,” the ministry said in a statement.

13 railway workers sacked for Utkal Express derailment New Delhi, AUG 30 (AGENCIE): Services of 13 railway employees were on Wednesday terminated for gross negligence that led to the August 19 train derailment in which more than 20 people were killed. Among those sacked are 11 gangmen, one ironsmith and a junior engineer, the railway ministry said. All of them were workers in the Kathauli section where the accident took place when 14 coaches of the train jumped the rails. “The railways has terminated the services of 13 employees under Section 14 of the discipline and appeal rule,” said Northern Railway spokesperson Neeraj Sharma. Under this section, the services of any rail staff found guilty of gross negligence can be terminated without an enquiry. The railway had earlier sent on leave, three top officials, including a secretary-level Railway Board officer, suspended four officers and transferred one in connection with the derailment.

51 MPs/MLAs facing crime against women charge: ADR New Delhi, Aug 30 (IANS): As many as 51 elected representatives -three Members of Parliament and 48 Members of Legislative Assemblies (MLAs) -- have been charged with crime against women as per their self-declared affidavits, an ADR analysis said on Wednesday. The Association for Democratic Reforms (ADR), a not-for-profit organisation, analysed election affidavits of 774 of the 776 current Members of Parliament and 4,078 of the 4,120 MLAs from across India. Of these, 1,581 candidates were found to have declared criminal cases against them, with 51 involved in cases of crime against women. Four MLAs declared rape cases against them. As many as 334 candidates facing charges of crime against women were given tickets by recognised

political parties. Of these, 294 were given tickets for assembly elections, the analysis found. A total of 40 such candidates were given tickets for Lok Sabha/Rajya Sabha elections. The MPs who have cases of crime against women registered against them include Rajkumar Dhoot (Rajya Sabha, Shiv Sena), Partha Pratim Ray (Lok Sabha, Trinamool C o n g r e s s ) a n d Jo i c e George (Lok Sabha, Independent). Among the recognised parties, the Bharatiya Janata Party has the highest number (14) of MPs/ MLAs who have against them cases of crime against women, followed by Shiv Sena with seven and Trinamool Congress with six. In the last five years, the BJP gave tickets to 48 such candidates, again the highest among all recognised parties, followed

by Mayawati-led Bahujan Samaj Party (BSP) at 36, and Congress (27) for Lok Sabha/Rajya Sabha and assembly elections in five years. A total of 122 such candidates contested Lok Sabha/Rajya Sabha/assembly elections as independents in five years. Four MLAs have declared rape cases against them -- Gonuguntla Suryanarayana (Telugu Desam Party, Andhra Pradesh), Subal Sahu (Congress, Odisha), Jethabhai G. Ahir (BJP, Gujarat), and Gulab Yadav (Rashtriya Janata Dal, Bihar). In five years, recognised parties gave tickets to 29 candidates who declared rape cases against them. The election watch body demanded that candidates with criminal background be barred from contesting elections. Also, it said, cases against MPs and MLAs should be fasttracked and decided in time-bound manner.

DC-2034

New Delhi, Aug 30 (Agencies): Finance Minister Arun Jaitley defended his gover nment against criticisms that came its way after a report by the Reserve Bank of India (RBI) said that almost 99 per cent of the money that the central government has scrapped last November had returned to the banking system. In a statement on Wednesday, Jaitley claimed that the objective of the demonetisation, as it was called, was to bring down cash dependence in the economy, bring in digitisation, and stem illegal hoarding of money. “People with inadequate understanding of how to tackle black money linked note ban with money returned to system,” Jaitley said, as critics called the exercise pointless and disastrous. “Money has now been

Fakes and fallacies

W

hen religion and politics mix they cause an explosion which leave the helpless bruised and victimised. In India, the culture of revering self-styled enlightened fraudsters and fake godmen has exposed the shallow religious culture which prevents society from shutting the door on such fakes. The arrest of Dera Sauda chief Ram Rahim and the consecutive term of a total of 20 years in jail has yet to bring the masses to their senses. The BJP which reaped the harvest of Ram Rahim’s directive on his around 60 lakh followers in Haryana and Punjab to vote for the party in 2014 and the subsequent Haryana assembly election. The nationwide uproar after the violence still had not led the BJP to condemn the rapist godman. The BJP also refused to hold its chief minister Monohar Lal Khattar responsible for abdicating his responsibility in failing to control the situation. Like the BJP, the Congress earlier was the beneficiary of the Dera Chief’s vote bank. This cannot be ignored if it is to understand the potent mix of religion and politics in India. Even the case of another godman Asaram Bapu who has been taken to custody for the rape of a 16 year old girl in his Jodhpur Ashram but still yet to be convicted. The Supreme Court has expressed its frustration with the Gujarat government and the Gujarat High Court for not proceeding with the trial of Asaram Bapu who has over 425 ashrams and more than 50 gurukuls all over, and a tremendous following both in India and aboard. Another controversial godman, Swami Nithyananda Swami Nithyananda was also accused of rape by Indian-born American citizen, Arthi Rao, in June 2012. Another famous yoga guru –cumgodman is Baba Ramdev whose wealth grew by geometrical proportions after the BJP came to power. Tehelka magazine had reported financial irregularities and tax evasion by Ramdev’s trusts. However, the neither the IT nor Enforcement Directorate or even the CBI haven’t bothered to raid Ramdev’s many business premises. The list of Indian godmen who were later exposed for offences point to the fact that they were only exploiting the sentiments of the people. In the past there was Bhagwan Rajneesh and Chandraswami who was said to have been very close to P.V.Narasimha Rao. Bhagwan Sathya Sai Baba who died in 2011 was also linked to alleged misappropriation of funds in the name of donations in running the Rs 40,000 crore Sathya Sai Baba trust. Moreover, even after the Baba’s demise, trustees found cash of Rs 11.5 crore, 98 kg of gold and silver articles weighing 307 kilograms from his private room, which again raised eyebrows. The money and valuables took 36 hours to be counted. In the west, cultic groups have also produced their version of godmen. Among those well known was David Koresh, Jim Jones, Charles Manson, Heaven’s Gate, People’s Temple etc. The long list of Indian godmen also proves that India is a major producer of ‘spiritual gurus’ whose claim to fame are marked by controversies and their affinity for power and wealth. Indian politicians are attracted to godmen because they realise the value of symbiotic living and it is time for the law to save the people by throwing the fake baba and godmen behind bars.

DailyDevotion Usefulness or Relationship? Do not rejoice in this, that the spirits are subject to you, but rather rejoice because your names are written in heaven. —Luke 10:20 Jesus Christ is saying here, “Don’t rejoice in your successful service for Me, but rejoice because of your right relationship with Me.” The trap you may fall into in Christian work is to rejoice in successful service— rejoicing in the fact that God has used you. Yet you will never be able to measure fully what God will do through you if you do not have a right-standing relationship with Jesus Christ. If you keep your relationship right with Him, then regardless of your circumstances or whoever you encounter each day, He will continue to pour “rivers of living water” through you (John 7:38). And it is actually by His mercy that He does not let you know it. Once you have the right relationship with God through salvation and sanctification, remember that whatever your circumstances may be, you have been placed in them by God. And God uses the reaction of your life to your circumstances to fulfill His purpose, as long as you continue to “walk in the light as He is in the light” (1 John 1:7). Our tendency today is to put the emphasis on service. Beware of the people who make their request for help on the basis of someone’s usefulness. If you make usefulness the test, then Jesus Christ was the greatest failure who ever lived. For the saint, direction and guidance come from God Himself, not some measure of that saint’s usefulness. It is the work that God does through us that counts, not what we do for Him. All that our Lord gives His attention to in a person’s life is that person’s relationship with God— something of great value to His Father. Jesus is “bringing many sons to glory…” (Hebrews 2:10).

he Supreme Court’s judgment is harsh and unequivocal. There could be no compromise on the basics of the Indian constitution, freedom to women and men to lead their lives as they wanted. I wish the Muslim community had accepted the bar on triple talaq, which goes against the spirit of the constitution. But it looks as if the fundamentalists have been having their way. This was even the case with Shah Bano, a Muslim woman, where the Supreme Court intervened and fixed alimony in 1985 after a long legal battle. The Muslims did not accept the judgment and argued that the courts were not at liberty to interfere in matters which relate to their personal law. According to the Muslim personal board, the issue of support to divorced women by means of maintenance and mahr is provided under the Shariat. But the Supreme Court did not accept the plea and fix the amount for maintenance. The triple talaq had no place in a secular society. Most Muslim countries in the world, including

Pakistan and Bangladesh, have banned it. But the situation in India is such that a debate on the subject is not possible. Even a semblance of discussion is rejected outright as an interferes. The triple talaaq continues to be invoked and the male dominance remains undiminished. In contrast, the Hindu Personal Law came into being after the intervention of the first Prime Minister of India, Jawaharlal Nehru. It was he who introduced divorce in the Hindu religion for the first time. He was strongly opposed by Dr Rajendra Prasad, who was the chairman of the Constituent Assembly and a widely respected. Nehru had his way because he controlled the government machinery. Muslims have faced a similar challenge for decades. The triple talaaq has no Quranic sanction but it has been there for a long time. Some Muslim women challenged it in the Supreme Court which has said that gender equality should be considered in this regard. The government thought of issuing a questionnaire to find out the consensus but

Congress Vice-President Rahul Gandhi, indiscreet in his speeches, has been trying to get Muslims on his side. But he doesn’t sell generally among the people and it would probably be better for Sonia Gandhi herself to lead the party. There is no Italian-tag attached to her any longer. And she attracts the crowd in her own name more than her son does. This is a challenge for the Congress which has staked its future with Rahul but feels increasingly convinced that he does not go down well with the masses. In fact, his sister Priyanka Vadra has more of a popular face than him. It is a shame that a secular democratic country has been living with a practice like triple talaaq fearing the annoyance of the community. Prime Minister Rajiv Gandhi bungled by bringing in legislation to ensure a stipend for Muslim widows. It unnecessarily fuelled the anti-Babri Masjid agitation and during the P.V. Narasimha Rao gov-

ernment the mosque was demolished. The rest is history. In the same way, triple talaaq cannot continue because it goes against the grain of what is enshrined in the Constitution. In fact, it is surprising that it has lasted so long despite the directive principles to have a common civil code. The successive governments since independence have evaded the question. The Modi government may also do the same. But this is not the solution. The triple talaaq will have to go, sooner or later. The Supreme Court has indicated how the constitution should be interpreted in this regard. The Muslim community is being misled by the fundamentalists. Unfortunately, the politics has also come in. The ruling Bhartiya Janata Party has its eyes on the next general election in 2019. Be it may the atmosphere of pluralism should not be polluted. The Supreme Court or for that matter any Court would have no ground to interfere if the preamble of the constitution is followed, that is secular and democratic polity.

Post-mortem

Come now, let us reason together

T

o be leading the devotion this morning is an opportunity for me and I believe that God has given us another chance to ask some serious questions and do some deep soul searching. Nagas are a big family and we take pride in this. But where is our pride today? Hasn’t this pride fractured? The question I want to pose before you is: Why do we call ourselves Nagas? Nagas are spread across the international boundaries. We think of our brothers and sisters in Myanmar, our brothers and sisters in Arunachal, our brothers and sisters in Manipur, our brothers and sisters in Assam and the Nagas in Nagaland. What binds us together and why do we call ourselves as Nagas? Is it because we were once upon a time savage and lost in our own world? Or is it because of our unique historical and cultural distinctiveness which we all share? Part of the song sung by the young people this morning goes: “Fair mountain and valleys rich with God’s resources, gift to us to muster, our heritage so rich, let this forever be ours.” But what do we have now? This is the question we must ask. Another line goes “undimmed by fears and tears, join hands through broken lines.” There are many broken lines and we must extend our hands to one another and join hands together so as to find healing and to make the broken lines disappear. Based on the theme, “Come Now, Let Us Reason Together,” I have come prepared to share four things, only four things and my prayer is that God will speak to us through this day as you deliberate on issues that touch us deeply as Nagas. 1. Nagas must take the journey of being honest with ourselves. Nagas must be frank and be honest with each other. Nagas have a good and unique history but as long as we are fractured, the way we are now, our good history our uniqueness will not save us. Personal agenda and organizational structures must take the backseat and allow the common Naga agenda to flow out freely. We cannot pretend anymore, Nagas are badly divided. Our division has cost us dearly. We are shoved to the left and right, back and forth with ideas and ideals that are good and noble but when it comes to the finality we find the missing link. The simple truth is, we are

not united. Our stronghold is broken. The affinity that we share and the common brotherhood as one people and one nation regardless of our regional differences and difficulties are buried and made to disappear. The war of supremacy over one another is hurting us deeply. We have come to a stage where we do not want to listen to each other. We must do some soul searching and ask some serious questions. What has really gone wrong with us? Is it us or them? Calling ourselves Nagas and being divided badly is deceiving ourselves. 2. Calling ourselves Nagas and not being able to get along with each other is destroying us. We have allowed ourselves for people to dictate us and set their agenda for us. We have made ourselves vulnerable with our disunity that people take us very lightly. People don’t take us seriously anymore. Have we noticed that? They have learnt to speak our language, they say, “we recognized their uniqueness” but, if they do, why this long? We have allowed ourselves for people to play with our emotion and our intellect. They don’t respect us anymore. Our problem is nothing to them because they have seen in us that we have now lost our common cause which we once held dear. People are saying, “Its okay they will never get along, we don’t need to take them seriously.” Just leave them to fight and argue among themselves and let us just please them by pretending that we care about their issue and concern. This has become the attitude of others and without realizing that we take pride in fighting among ourselves. Aren’t we? 3. We have become educated and informed people. The problem we are in can be correctly analyzed by everyone. But we have developed pseudo knowledge out of our problem. Everyone thinks he/she knows better than others and with that knowledge, instead of building bridges we pull down, tear down others. This is nothing but pseudo knowledge. True knowledge is sharing and feeling the pain and taking action by contributing to ease the problem. We have become too comfortable with our critique that we have shelled off those who choose to differ with us. Let me tell you this, as long as we are defensive we will always create offensive attitude and vice versa. It is now time to act

positively. The point is this; unless we reconcile and unite there is no other way out. Our pride must die. Our pseudo knowledge must be put to end and we must humble ourselves. If the Nagas from the East, West, North, South and the Center consider ourselves as one, how many reconciliations do we need? Can’t we just give up our pride and unite? 4. Nagas must take the journey to find the real and true God - the God of the Bible. Nagas have carved too many gods for ourselves. The God of the East seems to be different from the God of the West. The God of the South seems to be different from the God of the North. Likewise, the God of the Nagas in Nagaland appears to be different. In our prolonged crisis we have carved our own God to suit our own desire and longing like the people of Israel. From whose God do our revelation and prophecy come? We cannot play with God. He is the Great Jehovah, the God who is “I am who I am.” We must find Him. And as we find Him, we must take heed to what He says, “He has shown you, O man what is good. And what does LORD require of you. To act justly and to love mercy and to walk humbly with your God” (Micah 6:8). We cannot run away from Him if we honestly realize that without Him we cannot solve our problems. We must reconcile and unite with one another; from the East, West, North, South and Center. He is our only hope for He is our healer (Exodus 15:26), He will send His Word to heal our disease (Psalm 107: 20), the disease of disunity amongst the Nagas. We must enthrone God as the God of the Nagas. He is the God who punishes those who blaspheme and use His name in vain and judges those who go against Him. But He is also a loving and a forgiving God. Today, He invites us to reason together with Him. Isaiah 1: 18 reads, “Come now, let us reason together, says the LORD.” This is an invitation for the Nagas today. Rev. Dr. Zelhou Keyho is the General Secretary of the NBCC. This was presented at the devotion at the Forum for Naga Reconciliation reflection held at the Naga Shisha Hoho, Kohima on August 25, 2017.

All Naga Eyes on Tamil Nadu

n what could be a slap on the face of Nagaland Governor PB Acharya, and also a vindication of what the Naga People’s Front has been crying hoarse ever since the Governor hastily toppled Dr Shurhozelie Liezietsu’s Government on July 19 last, in the distant South a totally different ball game is being unveiled, albeit with the same theme: Intra-party affairs of a political Party. In Nagaland, Governor Acharya took the intra-party affairs of the NPF party to the Floor of the Assembly by asking the then Chief Minister Dr Shurhozelie to prove his majority in the Assembly even though the revolt was from the NPF legislators only, and the rebel legislators still continued to be members of the NPF at that point of time. But in Tamil Nadu, Governor C Vidyasagar Rao told the four Opposition leaders today that he cannot intervene in the issue of 19 AIADMK “rebels” as they “continue to be AIADMK party members”! The Governor arrived at this stand after four prominent Opposition leaders representing CPI (M), CPI, VCK and MMK, jointly appealed to the Governor today to resolve the “prevailing political uncertainty, instability” in the State by convening the State Legislative Assembly urgently and to let Chief Minister Edappadi Palaniswamy (EPS) prove his majority on the floor of the Assembly through a Motion of Confidence. Rebel MLAs numbering 19, (some claim the figure to have reached 23 this afternoon), from the ruling party AIADMK loyal to Sasikala and her nephew TTV Dinakaran withdrew their support to the Chief Minister Palaniswamy which, going by the yardstick applied to Nagaland by Governor Acharya, should have warranted a Vote of Confidence on the floor of the House by the Chief Minister EPS. In a House of 234 members, after the demise of Jayalalithaa, the number has been reduced to an effective strength of

233 where another member, the Speaker cannot vote, making it mandatory that the ruling dispensation should have at least 117 members supporting it. With the withdrawal of support by 19 MLAs, Chief Minister EPS now enjoys the support of only 115 out of 134 AIADMK MLAs and prima facie, has lost the support of simple majority. However, Governor of Tamil Nadu C Vidyasagar Rao said the rebels were still members of the ruling AIADMK and refused to intervene, hinting it to be an intra-party affair of the political party AIADMK. Juxtapose this with the tearing hurry Nagaland Governor was in to topple the Dr Shurhozelie Government on July 19 even though the tussle for leadership was purely an internal affair of the NPF party, and the deafening silence Governor Acharya maintained when on July 21, the Speaker of Nagaland Assembly shockingly accepted two whips of the NPF party – one belonging to Kiyanilie Peseyie as appointed by the NPF on November 14, 2014, and the other whip belonging to TR Zeliang, appointed by the rebel legislators without the approval, knowledge and sanction of the political party they belonged to, namely, the NPF – and gave preference to TR Zeliang’s whip when the latter moved the Motion of Confidence. Incidentally, TR Zeliang was expelled from the NPF a few minutes he was sworn in on July 19, 2017, but the Speaker conveniently forgot that fact and accepted TR Zeliang as the Whip of the very political party from which he was expelled! Governor Acharya was a mute spectator to all these drama of massacre where democratic and parliamentary norms were shredded to pieces by the Speaker of Nagaland Legislative Assembly in favour of his brother in law TR Zeliang. Reader’s Post Sir,

About Dhansiri bridge

We were shocked as well as concerned when we heard that the Old Dhansiri bridge located at Kuda Village was on the verge of collapse and for which reason, both vehicular and pedestrian movement were temporarily closed by the District Administration on 20/07/2017, for public safety. However, on 2/08/2017, showing concern for the plight of the public, the Hon’ble Chief Minister along with some of his cabinet Ministers visited the site. It was later learnt through the local dailies (published on 4/08/2017) that the Chief Minster has given his assurance to the public of a new Dhansiri bridge at Kuda Village, the construction of which would be completed by June 2018.Meanwhile a Bailey Bridge will be constructed within a span of two months which will serve as an alternative for the pedestrians, it was learnt. We are indeed very grateful to Hon’ble Chief Minister for this prompt action. However, till such bridges could be constructed, the public, especially the schoolgoing children, will have to continue using the damaged Old Bridge going to and fro from school. The undersigned therefore, would like to request the Government and the concerned Department to make a thorough inspection of the bridge for any safety hazards which is imperative for the safety of the pedestrians. It is also our sincere request that the general public be informed of the safety status report of the bridge - whether it is still safe for the students to walk across it. Organisations condemn August 24 incident DIMAPUR: Morakjo Village Council (MVC) has strongly condemned the midnight raid, at the residence of one of its prominent member and a senior state government officer, Robert Odyuo, in the wee hour of August 24, carried out by the Indian Army, while he was out of station. A condemnation note by MVC chairman, Ponathung Odyuo stated that MVC has taken strong exception to “threatening and intimidating conduct of the army men”, which included two female officers. MVC stated that the mental and emotional stress caused to his minor daughter and niece who were preparing for their quarterly exams and also fear psychosis inflicted on other family members was morally reprehensible. MVC stated that it held the army responsible for this “traumatic and painful” experience faced by his family members. While questioning the motive behind this midnight raid, the MVC further added that, treating respected govt officers like common criminals was totally unacceptable and uncalled for and appealed to the top army authorities to look into the matter and take stringent action against the officers responsible. Fur ther the MVC wondered if the army have ever heard of the fundamental right to privacy

and whether there was any constitutional safeguard for innocent public against such irresponsible conduct of the army in the name of AFPSA. DME: Dimapur Morakjo Ekhung (DME) in a condemnation note by chairman, O. Odyuo and secretary, Luther Odyuo questions the army authority as to the reason behind this terrorizing conduct of the army men

under the guise of AFSPA. DME stated that treating respected members of the society like anti-national elements just to earn brownie points in their service records was strongly objected. DME further requested the top army brass to inquire into the incident and take stringent action the army officers and jawans which included two female officers.

A word to the NPF Party rank & file of Mokokchung District Once again, the NPF Party organization is being put to test by certain people trying to usurp power from the incumbent Party President. This is not the first time that such a move has been attempted this tenure, and therefore, we are quite familiar with such situations and can very well predict the end result. What all party men and women should know and understand is that, our party which is the NPF is guided by certain set of rules- known as the Party Constitution. 1. Let us take a look at the constitution and what it says for electing/selecting the Party President and the Central Office Bearers. In Article IV clause 6 (a) & (b), it says that General Convention shall be held every 2 (two) years at a time and place decided by the CEC. It also says that, election of the Central Office Bearers shall be held and approved at a General Convention of the party. Likewise, the Hon’ble President Dr. Shurhozelie Liezietsu was mandated for a tenure of 5 (five) years at a General Convention held in 2014 at Kohima by show of hands by all the party rank and file present. 2. Can the party President be selected/elected by any other means, say, by the Legislators? If we go through the party constitution, we find nothing mentioned about any other means of selecting/electing the party president other than at the General Convention. 3. The present party crisis is the exact replica of what conspired in 2015 (Sovima campers vs Kohima campers). That time too, the dissident group selected/elected their own Party President, Central Office Bearers and so on and so forth. And of course, they had the support of majority NPF legislators too. Eventually what transpired is history now. Dear Party men and women of Mokokchung District, such games are played in politics and therefore, do not despair, nor be disheartened by the rumours you hear and the propaganda you read in the media. It is only a matter of time before this brouhaha by the dissident group shall come to an end. Do not be swayed by false persuasions and stay strong. The NPF Party led by Dr. Shurhozelie Liezietsu, President NPF Central and Mokokchung Division President, Moasangba Jamir is strong and committed to face any challenge on behalf of the party rank and file. (From p-1) MHA sources admitted that till now some minor differences still persists and efforts are on to settle the issues. Sources, however, refused to divulge the details of the differences that still exist between the Government and the NSCN (I-M). Sources admitted that some other issues need to be settled before the final agreement is signed for political solution of the Naga problem. One issue is that the NSCN (I-M) has a strong cadre base including a large number of armed cadres. Both the Government and the NSCN (I-M) leadership will have to finalize modalities about rehabilitating the cadres of the outfit. Some other issues on the post accord scenario will also have to be settled before both sides sign the formal agreement. It may be mentioned here that a framework agreement between the Government and NSCN (I-M) was signed in August 2015 in presence of Prime Minister Narendra Modi. Meanwhile, the Government is hopeful that the NSCN (K) will also rejoin the peace process. However, MHA sources said, “there are indications that the NSCN (K) would rejoin the peace process and we are getting some feelers in this regard.” However, sources did not divulge as to when the outfit is expected to rejoin the peace process.

Interestingly, despite the public awareness through the media, some commuters failed to give way to the emergency services. Some were just onlookers to the whole situation and had no idea what was going on. After completion of the mock drill, debriefing was held at the DCs conference hall. During the debriefing, G.C.Khanal from Sikkim Disaster Management Authority, the chief observer of the mock drill, viewed that more trainings should be imparted to the community as they would be the first responders in the event of disaster. He also observed that students and office goers should be trained and mock drills ought to be conducted often. He further called for involvement of NGOs during mock drills.

N EW D ELH I , Aug 30 (PTI): Oil Minister Dharmendra Pradhan on Wednesday ruled out cutting taxes on petrol and diesel to cushion the impact of rising international oil prices that has led to petrol rates increasing by over Rs 6 per litre since the beginning of July. State-owned oil companies in June dumped the 15-year-old practice of revising rates on 1st and 16th of every month and instead adopted a dynamic daily price revisionto instantly reflect changes in cost. Rates during the first fortnight dropped but have since July 3 been on the rise. While petrol prices have increased by Rs 6.08 to reach Rs 69.12 a litre in Delhi, the highest since August 2014, diesel rates have risen by Rs 3.65 to Rs 57.01. “That situation has not come where we should relook at tax structure,” Pradhan told reporters on the sidelines of an industry event here. The rate changes are being done on a transparent basis and city-wise prices are available through SMS, he said adding the daily price change model best reflects the happenings in the market. Asked if the government is considering cutting excise duty on petrol and diesel, he said, “Not yet. When situation arises, we will see.” The government had in November 2015 and January 2016 raised excise duty on petrol and diesel five times to take away gains arising from plummeting international oil prices.

The Rodong Sinmun newspaper, mouthpiece of the North’s ruling party, today carried more than 20 pictures of the launch near Pyongyang. One showed Kim smiling broadly at a

desk with a map of the Northwest Pacific, surrounded by aides. Another showed him gazing upwards as the missile rose into the air. South Korea’s military said yesterday that it had travelled around 2,700 kilometres (1,700 miles) and reached a maximum altitude of 550 kilometres. The official Korean C e n t r a l N ew s A ge n c y (KCNA) cited Kim as saying that “more ballistic rocket

launching drills with the Pacific as a target in the future” were necessary. Yesterday’s launch was a “meaningful prelude to containing Guam, advanced base of invasion”, he said, and a “curtain-raiser” for the North’s “resolute countermeasures” against ongoing US-South Korean military exercises which the North regards as a rehearsal for invasion. Pak National Assembly flays Trump’s statements Islamabad, Aug 30 (PTI): Pakistan’s National Ass embly Wednesday unanimously passed a resolution condemning President Donald Trump’s “hostile and threatening” statements against the country and opposing his move to provide more space to India in Afghanistan in the new Afghan and South Asia policy. The resolution passed by the lower house of Parliament also rejected the recent statement by Gen John Nicholson – the top US commander in Afghanistan - about alleged presence of Afghan Taliban leaders in Pakistan. “The National Assembly of Pakistan rejects the unacceptable targeting of Pakistan by President Trump in his statement on Afghanistan and South Asia,” read the resolution.

“NA also rejects claims of General Nicholson, North Atlantic Treaty Organisation (Nato) commander in Afghanistan, regarding existence of Taliban shuras in Quetta and Peshawar.” Foreign Minister Khawaja Asif read the resolution in the House, denouncing the US policy to give a formal role to India in Afghanistan. “The House condemns attempts by the US administration to provide more space to India in Afghanistan and considers it a move highly detrimental to regional stability and complete failure to understand existing ground realities and emerging challenges in the region,” it said. It also rejected Trump’s claim of giving Pakistan billions of dollars in aid and complete disregard to ap-

preciate the sacrifices given by Pakistan. It said that Pakistan’s economy has suffered a loss of more than USD 123 billion while it lost more than 70,000 people in the war against terrorism. Asserting that Pakistan’s nuclear weapons were safe, it said, “as a responsible nuclear weapons state, Pakistan has in place a robust and credible command and control system...” It termed Tr ump’s statement “hostile and threatening” and urged the Government to consider the postponement of diplomatic visits between Washington and Islamabad, suspension of cooperation with the US, specifically the provision of ground and air lines of communication through Pakistan and draw and inform the US of a blueprint for the dignified return of all Af-

ghan refugees. Separately, Senate or the upper house of Parliament unanimously adopted “Initial Response to the US President’s Afghan–South Asia Policy statement” report after two days of discussion including an incamera deliberation. It called on the government to convey the concerns of Pakistan and its people to the US, and bound the foreign minister to present a fact sheet to Washington to make them aware of country’s contributions in the ‘war against terror’. Calling upon the government for a regional diplomatic initiative to coordinate its response, it said Pakistan should formulate its own South Asian policy that should be comprehensive as peace cannot be compartmentalised and segmented.

Washington, Aug 30 (AFP): The US military shot down a medium-range ballistic missile target off the coast of Hawaii early today, in a successful test of a missile interception system Japan is seeking to bolster its defence against North Korea. The test was performed by the US Missile Defence Agency (MDA) and the US Navy from the USS John Paul Jones, a guided- missile destroyer, just one day after North Korea fired a ballistic missile over Japan. Using Standard Missile-6 (SM-6) guided missiles, the test intercepted a medium-range ballistic missile launched from the Pacific Missile Range Facility on Kauai, Hawaii by using the USS John Paul Jones’s onboard AN/ SPY-1 radar. North Korean leader Kim Jong-Un has promised more missile flights over Japan, insisting his nucleararmed nation’s provocation was a mere “curtain-raiser,” in the face of United Nations condemnation and US warnings of severe repercussions.

the first time the North has acknowledged sending a missile over Japan’s main islands. Two of its rockets previously did so, in 1998 and 2009, but on both occasions it claimed they were space launch vehicles. Independent analysts posted images online suggesting that Kim’s map showed an intended flight path of 3,200 kilometres, implying that the missile may have fallen 500 kilometres short. A South Korean defence official told AFP they were still analysing the North’s images. Yesterday’s missile overflight triggered consternation in world capitals and on the ground, with sirens blaring out and text message alerts in Japan warning people to take cover. “Threatening and destabilising actions only increase the North Korean regime’s isolation in the region and among all nations of the world,” Trump said in a statement. “All options are on the table.” At the Security Council emergency meeting US ambassador Nikki Haley warned that “enough is enough” and that tough action had to be taken.

Seoul, Aug 30 (AFP): North Korea leader Kim Jong-Un has promised more missile flights over Japan, insisting his nuclear-armed nation’s provocative launch was a mere “curtain-raiser”, in the face of UN condemnation and US warnings of severe repercussions. The Hwasong-12 intermediate-range missile that Pyongyang unleashed yesterday represented a major escalation of tensions over its weapons programmes. In recent weeks it has threatened to send a salvo of missiles towards the US territory of Guam, while President Donald Trump has warned of raining “fire and fury” on the North. After the latest launch Trump said that “all options” were on the table, reviving his implied threat of pre-emptive US military action just days after congratulating himself that Kim appeared to be “starting to respect us”. The UN Security Council - which has already imposed seven sets of sanctions on Pyongyang - said in a unanimous statement the North’s “outrageous” actions “are not just a threat to the region, but to all UN

9 US shoots down Storm Harvey makes landfall missile in test off in Louisiana; Houston reels Hawaii coast Washington, Aug 30 (IANS): A devastating storm that swept through the US state of Texas made a second landfall in Louisiana state on Wednesday, dousing the region with heavy rains that officials warned could lead to catastrophic and life-threatening flooding. Five days after roaring onto the Texas coast, leaving behind disastrous flooding and reportedly claiming 30 lives, Harvey, now a tropical storm, made landfall early in the morning near tiny Cameron in Louisiana. Forecasters said another five to 10 inches of rain could fall in western Louisiana, where rivers and bayous were already swollen with near-record downpours, the Washington Post reported. The storm is expected to bring winds of 30-40 mph and a 2-4 foot storm surge along the Louisiana-Texas border, the report said. Harvey’s immediate effects were not expected as devastating as a Category 4 hurricane that first blasted Houston and other parts of Texas beginning on Friday. But the National Weather Service (NWS) said that “catastrophic and life-threatening flooding will continue in and around Houston eastward into southwest Louisiana for the rest of the week”. As Harvey approached, storm-battered Louisiana -where memories of Hurri-

cane Katrina, which made landfall in the state 12 years ago, are still fresh -- hunkered down, evacuating hundreds of people and deploying the Louisiana National Guard. Louisiana beefed up emergency resources, doubling up on high water vehicles, boats and helicopters on duty. Governor John Bel Edwards urged people to “prepare and pray”. Flash flood warnings were issued across eastern Texas and western Louisiana. The rainfall in Texas set a new record for the continental US, the NWS said on Tuesday. A rain gauge in Cedar Bayou recorded nearly 52 inches of rain since Friday. Houston Mayor Sylvester Turner imposed a curfew in the city starting Tuesday from midnight to 5 a.m. to deter looting of abandoned homes. President Donald Trump visited Texas on Tuesday to survey the damage brought by Harvey. He arrived in Corpus Christi, where Hurricane Harvey first made landfall on Friday, with First Lady Melania Trump. Trump said he wanted the relief effort to stand as an example of how to respond to a storm. “We want to do it better than ever before. This storm, it’s epic what happened. But you know what, it happened in Texas and Texas can handle anything.”

Sehwag backs Kohli’s aggressive captaincy

New Delhi, Aug 30 (Agencies): Former India opener Virender Sehwag has backed Virat Kohli’s aggressive captaincy while claiming that there will be no joy in watching cricket if players are restraint from expressing their emotions on the field. Sehwag, who is remembered for his explosive batting, also said that sledging is an important part of the game, but players should not cross the line. The 38-year-old himself had involved in many intense moments during his 14-year-long career as one of the most feared batsmen. “Sledging is an important part of the game but

you should never cross the line. However, if there’s no sledging, there won’t be any enjoyment left in the game,” Sehwag told India TV. With the upcoming India-Australia limited-overs’ series, the focus will once again be on the sledging part, considering how the two fierce opponents had faced off in a notorious Test series early this year. Both the captains, Kohli and Steve Smith found themselves involved in highly publicised fights, which at times threatened to become personal. And the “Nawab of Najafgarh” spelt out how not to make it personal. “You can sledge about somebody’s technique,

Winning Arjuna dream come true for me: Chawrasia K o l kata , A u g 30 (IANS): Ace Indian golfer S.S.P. Chawrasia on Wednesday said it’s a “dream come true” for him to receive the Arjuna Award from the President. Chawrasia, a winner of six international titles, including four on the European Tour, received the awardd at the Rashtrapati Bhavan in New Delhi on Tuesday from President Ram Nath Kovind. “It was a dream that came tr ue yesterday,” Chawrasia told IANS after landing in the city. “Obviously, I feel very happy to have fulfilled my dream. I have won many tournaments in the past. But this Arjuna award is won only once. This has a different value of its own. The feeling is totally different,” the second ranked player on the Asian Tour Order of Merit said. The 39-year old dedicated the award to his family, the Royal Royal Calcutta Golf Club and his hard work. “I dedicate this award to my whole family, RCGC and my hard work,” he said.

bowling action or batting stance but it should not get personal,” he said. In contemporary cricket, Indian captain Kohli is considered a firebrand, who enters the field with a no-holds-barred attitude, and many of his critics have focussed on this one aspect to deride the 28-year-old. But the skipper’s fellow Delhiite has no problem with it. Sehwag said Kohli is naturally aggressive so, he plays his game in the same manner. India are in Sri Lanka for a full series. India have won the three-match Test series 3-0, a historic feat; then sealed the five-match ODI series with a six-wicket win last week to take an unassailable 3-0 lead. The fourth ODI match will be played on Thursday (August 30) at R Premadasa Stadium, Colombo. It will be followed by the fifth and final ODI match on Sunday (September 3) at the same venue. The tour will finally end after the lone T20I match on next Wednesday (September 6).

Ashwin takes three on County ANFKA observes India Red play India Green ‘ntl sports day’ in Duleep Trophy opener debut, wants to play all 4 games DIMAPUR, AUG 30

WO RCES T E R , Au g 30 (PTI): Ravichandran Ashwin, who started his maiden county stint for Worcestershire on a decent note taking 3/94 and scoring 36 against Gloucestershire, wants to play all the four games even though he might get called up for the limited overs series against Australia. With the selectors wanting Ashwin to play a major role in next year’s five-Test series against England, the BCCI is likely to allow the Tamil Nadu off-spinner to miss the upcoming limited-over series against Australia. “I could be called to play in the Australia series,” Ashwin told ESPNCricinfo. In that case, Ashwin will get to play only one more match against Nottinghamshire at Trent Bridge. “But I have indicated to Bumpy (Steve Rhodes, the Worcestershire direct of cricket) that I will be available for all four games. As of now, there are no communication channels (with BCCI) open but they will be shortly, so I will probably get a clearer idea after the Sri Lanka series,” he said. For Ashwin, the next year’s England series

(NPN): All Nagaland Kung-Fu Association (ANFKA) observed “national sports day” on August 29 at its founder, Zhenito Awomi’s residence at Burma camp veterinary colony Dimapur. In his speech, president ANFKA, N. Mar Longkumer congratulated Zhenito, who took up his profession in 1975, trained in Myanmar and continues to promote martial arts for younger Nagas so as to discipline and protect themselves. He pointed out that Nagas are capable and talented in all aspects of sports. However, many young talents have been wasted due to lack of proper sports facilities. He therefore, urged the state government to give due importance to sports to ensure that talented Nagas were given proper training. The function was attended by around 200 well wishers and students. It may be noted that ANFKA is scheduled to host All India kung-fu championship cup, 2017 from November 28-29.

is certainly in consideration but not the sole reason for this stint. “It’s not just about next year. It’s always been a dream to play county cricket. I grew up watching it on TV in India and it has always meant a lot. Spinners have come before and told me it is a must-do experience. I was being rested from the (limited overs) series (against Sri Lanka), so I thought I might as well come here to get experience,” he said. However, he is sure that this stint will help him a lot during the 2018 series. “But yes, next year is in the back of my mind and in the back of the mind of the team management back home. With the pace with which the international cricket calendar is set-up, you don’t have a long time to prepare. “That might even cost you a Test match. So these experiences can be banked upon and, if you can learn faster -- which I pride myself upon -- the results can come a bit faster,” Ashwin said.

B’desh record first Test win over Aus KFL: New Market beat United 16

Teammates congratulate Bangladesh’s Sakib Al Hasan, second left, after the dismissal of Australia’s Glenn Maxwell during the fourth day of their first test cricket match in Dhaka, Bangladesh, Wednesday. (AP/PTI)

Australia lost five wickets in an eventful morning session, and whatever hopes they had were snuffed out when Shakib bowled Glenn Maxwell with the first delivery after the lunch break. Pat Cummins scored an unbeaten 33 down the order to inject some drama but it was not enough in the end as Australia were all out for 244. Bangladesh captain Mushfiqur Rahim was delighted to record the country’s first victory over Australia. “Obviously a great

feeling, beating Australia,” he said at the presentation ceremony. “A great effort by the boys, especially Shakib and Tamim (Iqbal) were outstanding,” he said of the duo, who featured in a 155-run partnership to rescue Bangladesh from a top order collapse in their first innings. Shakib (5-85) celebrated his 50th Test appearance by scoring 84 in the first innings and finishing with a 10-wicket match haul, a performance worthy of his status as the world’s topranked Test all-rounder.

He was the obvious choice for Man of the Match. Resuming on 109-2, Warner batted with calculated aggression, while Smith was content to play second fiddle as they continued the good work they had started on Tuesday evening with some generous assistance from Lady Luck. Warner survived a review before the southpaw brought up his 19th Test century, a second in Asia. Then, when the opener was on 106, he pulled a Shakib delivery and the ball

flew past leg-slip before the fielder could put his hands together. Smith was on 28 when Tamim spilled him at midon but Shakib was lurking round the corner with his left-arm spin to change the complexion of the match. Shakib first trapped Warner leg-before for 112 and, four overs later, had Smith caught behind for 37 to pile the pressure back on Australia. On a turning track where their frontline batsmen have struggled against Bangladesh’s three-pronged spin attack, Peter Handscomb, Matthew Wade and Ashton Agar all fell in quick succession prior to lunch. Cummins hit a couple of sixes in his aggressive innings but ran out of partners after Taijul Islam trapped Josh Hazlewood leg-before. Smith said failing to pile up runs in the first innings had made their job tougher. “It was a great Test match, credit to Bangladesh the way they played,” he added. “We probably let ourselves down in the first innings with the bat, probably should have made a few more there. It was pretty difficult batting here in the second innings and I thought we did pretty well to get 240 in the end.” Australia will slip one place to fifth in the Test rankings even if they level the series by winning the second Test in Chittagong from Monday. A second defeat would see them lose another place.

Khan banned for five years

L o n d o n, Aug 3 0 (Agencies): Pakistan batsman Sharjeel Khan has been banned for five years for his part in a spot-fixing ring. A Pakistan Cricket Board (PCB) tribunal handed down the punishment following a hearing on Wednesday, but two and a half years of the ban is suspended.
