PM announces `2000 cr for NE floods

GUWAHATI, AUG 1 (AGENCIES/PTI): Prime Minister Narendra Modi on Tuesday announced Rs 2,000 crore for North Eastern states to deal with the damage caused by recent floods that killed 76 persons in Assam and affected millions. Modi was on a daylong visit to review the flood and landslide problems that crippled five North Eastern states of Assam, Arunachal Pradesh, Manipur and Nagaland. Mizoram chief minister Lal Thanhawla did not come but sent a representation on his behalf. He held separate meetings with the chief ministers of Arunachal Pradesh, Manipur and Nagaland, besides Assam along with their cabinets to take stock of the latest flood situation in these states. Modi said the Centre is always with the North Eastern states and suggested adoption of short and long term measures to handle flood and erosion problems. Assam finance minister Himanta Biswa Sarma, who briefed on the PM’s visit, said, “The PM has also ordered release of an additional Rs 250 crore to Assam to meet the immediate need

State IT systems not integrated with PFMS NEW DELHI, AUG 1 (AGENCIES): The Finance Ministry on Tuesday said Information Technology (IT) systems of treasuries of seven north eastern states have been integrated with the Centre’s Public Financial Management System (PFMS) except Nagaland. Finance Secretary Ashok Lavasa recently reviewed initiatives in the area of public expenditure management in NE states. “To provide the Centre and State governments with a real time, reliable and meaningful management information system… the IT systems of all NE States’ treasuries except Nagaland, have been integrated with PFMS,” a ministry statement said. PFMS, also known as Central Plan Scheme Monitoring System, tracks fund disbursement and ensures that state treasuries are integrated with the Centre to ensure money is send as and when required. The ministry has set a target to integrate PFMS with all state treasuries in current fiscal and implement Direct Benefit Transfer for welfare and scholarship schemes. In last six months, 15 trainings have been organised by the Central Project Management Unit of PFMS in NE States.

agement), Johnny Rongmei. Meanwhile, as per the official Twitter handle of PMO, Prime Minister Narendra Modi approved Rs. 2 lakh each for the next kin of those who have lost their lives and Rs. 50,000 to seriously injured due to floods in Arunachal Pradesh, Manipur, Mizoram, Nagaland and Tripura. According to PTI reports, T.R. Zeliang had sought at least Rs 700 crore for damages caused by latest wave of floods but declined to say whether the Prime Minister had assured him of funds. “We have assessed our damage and it is Rs 700 crore. So for rebuilding the infrastructure and other purposes, we need assistance beyond Rs 700 crore,” Zeliang told reporters after meeting the PM. “It was a big natural calamity this time. There were heavy floods and landslides at many places. The hardship of people still continues. “It is good and encouraging that the Prime Minister has come and met all the CMs of the north east. This is a good sign,” Zeliang said.

Banquet Hall no place to elect party president: NPF Central or even mention of any post in the party constitution going by the nomenclature “interim President”. NPF opined that it was possible that the 36 legislators had been confused about the “ephemeral presidentship held by a respected but misguided party leader during the 2015 crisis.” NPF pointed out that the incumbent party president, Dr. Shürhozelie, and his team of central office bearers, were elected for a term of five years in November 2014 . Later, as per the directive of the Election Commission of India in March 2015 , the party held its emergent general convention on April 30,2015 where the tenure of the present team was reiterated by a show of hands. NPF said the results of the voting were videographed as proof and submitted to the ECI which also approved the results. NPF said the selection showed how brief the post of party president could be dealt with since he was appointed by party legislators without following any norm. Hitting out, NPF said there would be no doubt

that “Rio would go down the annals of Naga political history as another self-styled president of an imaginary political party.” It also cited a recent hand written document circulated in the social media wherein 13 NPF functionaries appended their signatures including Lirimong PA to MLA Torechu, swearing allegiance to the Progressive Democratic Party(PDP) on July 10 last ‘under the able and dynamic leadership of Shri Chingwang Konyak, President, DPP Nagaland and Shri Neiphiu Rio, Hon’ble MP Nagaland’!”. NPF reminded MLAs to know where they stood lest they ended up in political oblivion. It also asked the legislators to ascertain whether the present crisis was caused by party functionaries or the dissident legislators who camped in Kaziranga to stage “their coup d’ tat from outside the State in connivance with leaders of the saffron party.” NPF blamed the dissident MLAs for bringing the party to its “precarious

for relief and rehabilitation. Last month, he had ordered release of Rs 300 crore.” “He stressed on finding a permanent solution to flood in Assam and said that a high-powered committee will be formed to study the course of the Brahmaputra river and a corpus fund of Rs 100 cr would be set up for the study,” Sarma said. The Prime Minister later held meetings with Assam ministers, alliance partners of the BJP-led government in the state, and the chief ministers of Nagaland, Arunachal Pradesh and Manipur, at Assam Administrative Staff College in Khanapara. Modi did not make any aerial survey of the flood-affected areas as flood waters have receded in

D I M A P U R , AU G 1 (NPN): Naga People’s Front (NPF) Central has issued the last and final ‘calling notice’ asking all the dissident NPF MLAs, who have defied the party whip during the July 21 floor test, to withdraw support from T.R. Zeliang ministry and return to the party fold within 15 days time with effect from July 22, 2017. According to the notice issued by the NPF working presidents-- Huskha Yepthomi and Apong Pongener, the party reminded that the NPF as a political party has the power to condone (forgive) the action of the NPF legislators who have defied the party whip. “It is crystal clear under the Tenth Schedule that the party has the power to condone within 15 days,” the signatories stated. NPF has further in-

Zeliang seeks spl. package for roads

Nagaland chief minister, T.R. Zeliang on Tuesday, besides urging Prime Minister to send a National Disaster Response Force (NDRF) team to Nagaland to verify the areas affected by natural calamity, had also requested the PM to grant “special package” for repair of roads and bridges which were damaged recently. Talking to Nagaland Post, T.R. Zeliang said he had highlighted the flood situation of Nagaland to Prime Minister, Modi and also sought for immediate relief to the affected people.

formed the legislators that the grace period would end on August 5. The party also warned that it would be compelled to file disqualification petition against erring NPF legislators on the expiry of the 15 days deadline. NPF emergency meeting: NPF has called for an emergency meeting of the Central office bearers (Parent Body) at 5 p.m. on August 2, 2017 at the Central office, Kohima. Stating this in a press note, NPF secretary general and MP (RS), KG Kenye has also informed that a separate emergency meeting with the Central frontals and cell (Youth/Women/Farmers’/Minority and Legal) would be held on the same day at 11 a.m. at Central office, Kohima. All members concerned have been asked to attend the respective meetings positively without fail.

During the meeting, which lasted for about 40 minutes, Zeliang highlighted that most of the districts in Nagaland were cut-off from the state capital due to heavy landslides and collapse of bridges. Zeliang also informed Modi that this year, after Cyclone Mora and the recent severe monsoon, 19 lives were lost and five reported to be missing. Zeliang said that the Prime Minister assured to send the NDRF team at the earliest to assess the damaged and also grant immediate relief to the affected people. The chief minister was accompanied by Home commissioner, Temjen Toy and OSD (Disaster Man-

BEIJING, AUG 1 (IANS): India is making up an imaginary “China threat” because of growing threats to its own national unity, a leading Chinese newspaper said on Tuesday. “It is hard to understand India’s groundless ‘China threat’ theory,” said a report in the state-run Global Times by Long Xingchun, a research fellow at The Charhar Institute and director of the Centre for Indian Studies at China West Normal University. “India probably just needs an enemy, even an imagined one. With multiple nationalities, religions and languages, plus intense internal conflicts and a strong centrifugal force pushing against national unity, India needs an external enemy as distraction. “The previous arch-enemy Pakistan will no longer suffice as India grows into a big power. China, with large border areas in dispute and the memory of the 1962 war, naturally fills that place,” the report said. The report questioned India’s decision to send troops into Doklam, which China says is its territory, leading to a dragging stand-off between the two armies. China has repeatedly told India to pull back its troops. The report asked: “Is China really a strategic threat to India?” It said the Siliguri Corridor on India’s northeast was on a plain rather than a plateau. “It only resembles a ‘chicken’s neck’ on a map, rather than a ‘neck’ in a geographical or military sense.

D I M A P U R , AU G 1 (NPN): Naga People’s Front(NPF) has hit back at the 36 legislators by maintaining that the CM’s Banquet Hall was no place to elect or appoint the party president after Monday’s meeting where Lok Sabha MP Neiphiu Rio was selected as ‘Interim President’ of NPF. NPF Central through its Media and Press Bureau also took note of the 15-day ultimatum served by the 36 legislators asking NPF party president Dr.Shürhozelie Liezietsü to step down. NPF Central reminded the 36 MLAs( 32 of who were either expelled or suspended) that the party constitution had clearly specified how the central office bearers including party president were to be elected. NPF central said as per Article IV, section 5 of the constitution explained about the procedures but nowhere is there any mention in the party constitution which empowered the party legislators to act on their whims and fancies. Further, it pointed out that there was no provision

DIMAPUR, AUG 1 (NPN): Lok Sabha MP and former chief minister Neiphiu Rio has reaffirmed his and the NPF’s commitment to the party manifestos of 2008 and 2013 on “paving way for a political solution that is honourable and acceptable to the people.” In a statement, Rio reiterated that his personal commitment remain unchanged even till today. The Lok Sabha MP, who was chosen as “interim president” of NPF at the CM’s banquet hall on Monday by 36 NPF legislators used the occasion to appeal to the “negotiating parties of the ongoing IndoNaga peace process, especially the government of India, to bring early solution that is honourable and that which respects the political rights and unique history of the Naga people.” In his statement, Rio hit out at “sections in the party(NPF)” who did every-

thing possible to obstruct his initiatives and remove him from the party to the extent of suspending him. Rio however said he bore nor grudge against those but urged all to cooperate in the common endeavour to serve the people. Rio said he remained steadfast in his loyalty and belief on the ideology and principles of the NPF”, but lamented that the party had deviated from the “sacred commitments given to the people in the manifestos of 2008 and 2013.” He said party was run under a “dictatorial environment” where inner party democracy and people’s voice and spirit of unity were undermined as the party was operated by a few individuals with self interest. Rio renewed his appeal on all party men and women to “come under one umbrella and move forward along with the government and take our party towards greater heights.”

Parliament amends Right to Education Bill NPF Mon distt A/Cs irked by Dr. Shurho’s action Around six lakh teachers with inadequate qualifications in the private sector alone. Under the new Act, teachers who do not possess the minimum qualifications as on March 31, 2015 will acquire the minimum qualifications within a period of four years

NEW DELHI, AUG 1 (IANS): Rajya Sabha on Tuesday passed the Right of Children to Free and Compulsory Education (Amendment) Bill, 2017 extending the deadline for teachers to acquire the prescribed minimum qualifications for appointment by four years. The Bill amends the Right of Children to Free and Compulsory Education Act, 2009. Under the new Act, the teachers who do not possess the minimum qualifications as on March 31, 2015 will acquire the minimum qualifications within a pe-

riod of four years -- that is, by March 31, 2019. The Lok Sabha has already passed the Bill. Replying to a threehour long discussion on the Bill in Rajya Sabha, Human Resources Development Minister Prakash Javadekar said that learning outcomes are important and have been defined. He said the teachers have been provided with handbooks and parents would be provided with pamphlets detailing what a student in a particular standard is supposed to know. Noting that teach-

ers can get the prescribed qualification using the Swayam portal, Javadekar said there were about six lakh teachers with inadequate qualifications in the private sector alone. “Concerns have been raised how 11 lakh teachers will be trained in two years? They will be trained through online and offline courses,” he said. According to the Right of Children to Free and Compulsory Education Act, 2009, which came into force on April 1, 2010, a teacher, who did not possess minimum qualifications, was required to acquire them in five years. The Act was enacted to provide free and compulsory education to all children between the age of six and 14 years. The central government subsequently received requests from states

for extension of the period to enable them complete the training process for inservice untrained teachers. Teachers should register on the Swayam portal and they will also be provided hands-on experience by the respective state governments, he said. Swayam is a government-initiated programme designed to achieve access, equity and quality in education. Javadekar admitted that it is a fact that enrolment in government schools is declining by four per cent annually while that in private schools it is increasing by eight per cent annually. “We accept it as a challenge to uplift the government schools to a level where in a healthy competition our government schools will beat private schools and we will achieve it with your help,” he said.

D I M A P U R , AU G 1 (NPN): Four NPF Mon district Assembly Constituency (A/C) units have expressed resentment over what it termed as “arbitrary decision” of NPF president Dr. Shürhozelie Liezietsu to “unconstitutionally” dissolve the well organized A/C units. In a joint statement, presidents of the A/C units-- Woklang Konyak (42 Wakching), Yongwem Konyak (47 Aboi), Pongtao Konyak (48 Moka) and Ngushu Konyak (55 Tobu) said the current imbroglio was purely leadership crisis within the MLAs, and does not necessarily attract the organisational structure of the party to be shaken. However, they said Dr. Liezietsu resorted to extreme action against the A/ Cs level “for no tangible reason(s)”, by dissolving

the well organized structure even when it was intact with the party. They clarified that the A/C units “never stood in favour or against of any of the leaders vying for top post under any circumstances during the crisis erupted.” The A/C unit leaders expressed surprise that they got to known about the dissolution only through “social and electronic media”. While reminding that the role of the A/Cs was not to elect the leader of the Legislature Party, but to elect their own representative, the units said shifting charges as being responsible for the present crisis was uncalled for. The unit presidents therefore asked Dr. Liezietsu to substantiate his stand, as to why and on what grounds the A/C units of NPF were dissolved?

G U WA H AT I , AU G 1 (IANS): Tension gripped parts of Assam after two unidentified assailants shot dead Lafikul Islam, president of the All Bodoland Minority Students’ Union (ABMSU), on Tuesday afternoon. Police said two motorcycle-borne assailants shot at Lafikul in Basugaon area in Kokrajhar district around 3.30 p.m. from close range. He was immediately taken to a hospital, where he was declared brought dead. Two people have been detained so far in this connection. Later in the day, ABMSU suppor ters blocked roads by burning tyres and shouted slogans in Basugaon and other adjoining areas, protesting the killing. Leader of Opposition in the Assam Legislative Assembly Debabrata Saikia condemned the murder and termed it “a failure on the part of the state government to maintain law and order”. “Late Islam boldly raised his voice against various injustice meted out to people living in Bodoland Territorial Areas Districts by the government as well as by a section of people,” said Saikia.

Corrigendum D I M A P U R , AU G 1 (NPN): Media cell of the NPF Legislature Party has issued a corrigendum to its statement published on August 1 under the caption ‘36 MLAs ask Dr. Shürho to step down’. The media cell stated that the sentence-- “that all decisions taken by the NPF party under the leadership of Dr. Shurhozelie Liezietsu after July 13, 2017 shall be rendered null and void” may be read as, “that all decisions taken by the NPF party under the leadership of Dr. Shurhozelie Liezietsu after July 19, 2017 shall be rendered null and void”. Therefore, the date which was erroneously entered as July 13, 2017 must be read as July 19, it added. K Y M C

ing any gathering of five or more people under Section 144 of the CrPC have been imposed in the area. Huge contingents of paramilitary and state security forces have been deployed in the tension ridden Bodhjungnagar industrial area and surrounding places. The IPFT, a tribal based party, earlier blocked the National Highway-8, the lifeline of Tripura, and the lone railway line in the state for more than 10 days from July 10, demanding statehood for the tribals, causing acute shortage of essential items.

NEW DELHI, AUG 1 (IANS): The CBI has constituted a special team to investigate cases of alleged extra-judicial killings by the Army, the Assam Rifles and the Manipur Police in insurgency-hit Manipur, an official said on Tuesday. “A five-member team led by a Superintendent of Police was formed last week to investigate these cases,” a CBI official said. The agency’s move comes days after the Supreme Court on July 14 directed CBI Director Alok Kumar Verma to appoint a team of officers to investigate the killings. The apex court ruling came on a Public Interest Litigation for a probe and compensation with regard to what it said were 1,528 extra-judicial killings in Manipur from 2000 to 2012. On April 20, the Army told the apex court that it cannot be subjected to FIRs over anti-militancy operations in insurgency-hit areas like Jammu and Kashmir and Manipur. In July last year, the apex court had directed a thorough probe into the alleged “staged killings” in Manipur, and said the use of excessive or retaliatory force by armed forces was not permissible in disturbed areas under the Armed Forces (Special Powers) Act.

GJM gives 10-day ‘deadline’ to Centre for intervention

GJM has given an ultimatum to the Centre to intervene within 10 days time. Darjeeling (WB), Jul 31 (PTI): With the indefinite shutdown in the Darjeeling hills entering its 47th day today, all eyes are now on the all-party meeting, scheduled to be held in New Delhi tomorrow. The Gorkha Janmukti Morcha (GJM) has given a 10-day deadline to the Centre to intervene in the logjam arising out of its demand for a separate state of Gorkhaland or else, it has threatened to intensify the movement in the days to come. “We have given a 10day deadline to the Union government. An indefinite shutdown is going on for 47 days, the Centre can’t just sit idle when the hills are burning,” GJM assistant general secretary Binay Tamang told reporters last night. The 30-member

Gorkhaland Movement Coordination Committee (GMCC), a body of all the hill parties, is in Delhi to take part in the all-party meet. The GMCC members have also decided to meet Union Home Minister Rajnath Singh with a copy of the resolution to be adopted at the meeting tomorrow. “We have decided to meet the home minister with a copy of the resolution. The Centre needs to take concrete action,” Munish Tamang, national working president, Bharatiya Gorkha Parisangh, told PTI. Meanwhile, GJM supremo Bimal Gurung condemned the police action on the party workers in the hills. “All our programmes are being carried out peacefully and in a democratic

way, but it is extremely saddening that the (West Bengal) government is trying to portray the movement as an undemocratic one and using brutal force to curb it,” he told reporters. Gurung refuted the allegations that the GJM was in a “tacit understanding” with the Maoists, describing them as “baseless”. The police and security forces patrolled the streets of the hills and kept a tight vigil at all the entry and exit points. The GJM supporters took out rallies at Chowkbazar during the day amid patrolling by the police and security forces. Workers of the outfit and various NGOs of the hills were also seen distributing food among the people as the food supply has been severely hit due to the indefinite shutdown.

Cong stalls RS over NOTA; EC says in effect since 2014 NEW DELHI, AUG 1 (IANS): The Congress on Tuesday stalled Rajya Sabha proceedings and forced two adjournments during Question Hour over the use of NOTA in Rajya Sabha elections. The Congress questioned the legality of ‘None of the Above’ (NOTA) option in the ballots ahead of the August 8 Rajya Sabha elections. However, an Election Commission official said the NOTA option has been in effect since 2014 and was incorporated after a Supreme Court judgement. As soon as the Upper House met for Question Hour after an earlier adjournment, Congress leader Anand Sharma raised the issue of NOTA under a Point of Order. “The decision has been made without amending the Constitution or the law that the NOTA option will be available to MLAs at EC direction. How can this be done? ...this vitiates the elections as the Constitution has not been amended, the Representation of People Act, 1950, has not been amended, while NOTA has been introduced,” Sharma said. “This cannot be done,” he said. Leader of Opposition Ghulam Nabi Azad said that through NOTA a “provision for rigging has been introduced”, as Chairman Hamid Ansari urged members to not level such allegations in the house. “There is no NOTA for presidential election, vice presidential election or the council of states. These are the only three elections

Union Finance Minister Arun Jaitley, Leader of the House, said: “... there was a Supreme Court judgement which provided for NOTA option. The judgement came several years before this government came to power.” “The Election Commission, pursuant to that judgement, issued some notification under Article 324 that covers all elections in this country. Therefore, a circular was issued not now but earlier on,” he added. The Minister said that in case somebody is aggrieved by the circular he has options available, adding that the EC order can be challenged in court and not in the Rajya Sabha. However, unrelenting Congress members kept raising the issue as other opposition members, including Samajwadi Party’s Naresh Agrawal, joined them. Ansari then adjourned the house for 10 minutes. After the house reconvened, the opposition members were again on their feet and refused to budge despite repeated requests by the Chair to let Question Hour proceed. The Chair then adjourned the house till 2 p.m.

PRESS RELEASE The Kiphire Tuensang District Sumi Students’ Union (KTDSSU) and Pungro Area College Students’ Union (PACSU) is constrained to issue this press release in response to the news item issued by the Joint Village Council under Kiphire district comprising of Seyochung, Singrep, Phelunger and Yangzithong village on linking Aadhaar with electoral roll in Kiphire district. The KTDSSU and PACSU would like to remind all that, the KTDSSU and PACSU initiated in good faith with a sole aim to eliminate bogus electorates in the district. As such, it had no ulterior motive in whatsoever manner or against any particular village or community. Whereas, it is a fact that the entire state witnessed a negative decadal growth rate in 2011 census therefore, the anomalies and irregularities as pointed out by the Joint Village Council is illogical and completely absurd. The KTDSSU and PACSU would acknowledge the Joint Village Council if the latter could produce the list of persons in Kiphire district who does not possess Aadhaar as various schemes like pre/post-matric scholarship could be availed only on production of Aadhaar. Also, the beneficiaries of various central schemes are in the process of seeding Aadhaar. Therefore, the exclusion of students and persons who were out of village during enumeration as alleged by the Joint Village Council does not arise. Moreover, the question of random deletion of households as detected in the abridged household listings could be ascertained by any sane person by accessing ‘Google Earth’ as we no longer live in a medieval era. As such, the Joint Village Council should cautiously comment on the issue in concern as it could tantamount to inciting ‘ism and could blemish the social fabric. Furthermore, the KTDSSU and PACSU is ready to furnish the detail information including all the annexure mentioned in the joint representation submitted to CEO, Nagaland should the Joint Village Council so desire. Political chameleon

A

lot is being written and analysed on the events leading to the recent about-turn in Bihar politics by its well known ‘about-turn’ politician- Nitish Kumar. The wily Bihari Lohaite has proved that he is a fair weather friend who changes his mind like the weather. Lalu’s son and then deputy chief minister under the now defunct Bihari Mahagathbandhan- Tajeshwi Prasad Yadav – has come out as a mature politician. His attacks on Nitish Kumar’s betrayal had the house spell bound. He asked the house “ are you aware that in the last four years, there have been four governments in the State? And not once, either the BJP or the RJD, had been responsible for the change of guard? ….Every time it has been because of one person - Nitish Kumar - who in the name of ‘improvising his image’ changed the government and allies.” Nitish Kumar has perfected the art of political somersault and his logic do not betray an inherent instinct for survival at any cost. Nitish won the vote of confidence but sadly lost the vote of trust of the people of Bihar. Bihar remains a formidable ground for identity politics as its polity is deeply flawed with feudal and reactionary atrocities. His political ideology swings from one extreme to another like a pendulum. In 1995 he joined hands with the CPI(ML) but suffered a humiliating defeat. Next year in 1996, he teamed up with BJP sensing it could be a vehicle for his ambition and continued with the alliance for 17 years. An alliance with BJP earned Nitish a cabinet in the Vajpayee ministry as railway minister(199899) and agriculture(2000-04). He went back to Bihar as CM but had to quit with seven days, as his government failed to prove majority on the floor of the house. Nitish went back to Bihar in 2005 after his senior colleague Lalu become embroiled in the fodder scam. He exploited the sentiments against Lalu by cleverly combining the Yadav-Muslim-Upper caste votes with the BJP to win the election. Nitish was voted into power in 2005 with the support of the BJP in response to the electorate’s aspiration for development. His performance as Chief Minister saw him in power in 2010 again. Nitish broke ranks with BJP after it became apparent that Narendra Modi was to be the party’s prime ministerial candidate. He had no problem with the BJP but suddenly remembered a word “secularism” as a reason for leaving the BJP alliance. In the 2015 election, when BJP threatened to take Bihar under Modi’s jaggernauth, Nitish quickly teamed up with Lalu’s RJD and the Congress to stop Modi and BJP from taking Bihar. The alliance came to power on the basis of preventing Modi and BJP and nothing more. The mandate was against the BJP but Nitish needed something to swing his ideological pendulum. The CBI raids on Lalu and family’s premises was a good excuse. Bihar BJP leader( now deputy chief minister Sushil Modi) confirmed that those documents that tipped off CBI came from senior JDU leaders. Nitish used Lalu to fight Modi to win Bihar. After ditching Lalu and jumping to the NDA bandwagon, Nitish has proved that he is the chameleon of Indian politics.

DailyDevotion Learning About His Ways When Jesus finished commanding His twelve disciples…He departed from there to teach and to preach in their cities. —Matthew 11:1 He comes where He commands us to leave. If you stayed home when God told you to go because you were so concerned about your own people there, then you actually robbed them of the teaching of Jesus Christ Himself. When you obeyed and left all the consequences to God, the Lord went into your city to teach, but as long as you were disobedient, you blocked His way. Watch where you begin to debate with Him and put what you call your duty into competition with His commands. If you say, “I know that He told me to go, but my duty is here,” it simply means that you do not believe that Jesus means what He says. He teaches where He instructs us not to teach. “Master…let us make three tabernacles…” (Luke 9:33). Are we playing the part of an amateur providence, trying to play God’s role in the lives of others? Are we so noisy in our instruction of other people that God cannot get near them? We must learn to keep our mouths shut and our spirits alert. God wants to instruct us regarding His Son, and He wants to turn our times of prayer into mounts of transfiguration. When we become certain that God is going to work in a particular way, He will never work in that way again. He works where He sends us to wait.“…tarry…until…” (Luke 24:49). “Wait on the Lord” and He will work (Psalm 37:34). But don’t wait sulking spiritually and feeling sorry for yourself, just because you can’t see one inch in front of you! Are we detached enough from our own spiritual fits of emotion to “wait patiently for Him”? (Psalm 37:7). Waiting is not sitting with folded hands doing nothing, but it is learning to do what we are told. These are some of the facets of His ways that we rarely recognize.

Post-mortem Oops! They’ve Done It Again!

t’s Deja Vu all over again, a replay of what we’d been through in the early part of 2015 when majority of the NPF legislators ganged up to oust Chief Minister TR Zeliang and NPF President Dr Shurhozelie Liezietsu from their seats. The dissidents then too, had their own President, Chief Ministerial candidate replete with their own Chief Whip. But this time round, they have the Speaker on their side. The Sovima Campers, as they came to be known then, even had quite a handful of party functionaries on their side and a well-equipped team of spin-doctors spinning incredible yarns day in and day out till the misadventure fizzled out. The Governor then was our very own beloved Mr PB Acharya, and he favoured the majority of the legislators at that point of time too. He dilly-dallied even when the Chief Minister asked for a Vote of Confidence and when he did call for a floor test on February 5, 2015 (after a lapse of exactly one month when the crisis started), we found a few pertinent points from which we all learned a lot: 1. The Sovima Camp’s Whip was no use at all except to use it to whip the flies off the noses of cattle in the plains of Sovima: Kiyanilie Peseyie, who was appointed by the NPF party President as Chief Whip of the party on November 14, 2014, and notified by the Assembly Secretariat the next day, was found to be the legal Whip of the NPF party and all the dissident legislators almost sprained their shoulders on that fateful February 5 morning in the Assembly raising their hands in

the air in favour of the Vote of Confidence moved by the Chief Minister TR Zeliang, later telling the press corps pianissimo, “We voted for the DAN Coalition, not for TRZ”! Whether they voted for him or not, TRZ had the last laugh, and Kiyanilie was found not only to use the strip of leather with dexterity, but that he was the authorized and legal person to use the whip to keep straying steers to toe the line of the party. 2. We learned that it is the political party, and not the legislature of the party, which appoints the party Chief Whip. The Tenth Schedule of the Constitution of India is very clear on this: Para 2 (1) (b) says, “If he votes or abstains from voting in such House contrary to any direction issued by the political party to which he belongs or any person or authority authorised by it in this behalf, without obtaining, in either case, the prior permission of such political party, person or authority...” 3. Many of us at that point of time Googled for the dictionary meaning and came up with the political meaning of the Whip as “A whip is an official in a political party whose primary purpose is to ensure party discipline in a legislature. Whips are a party’s “enforcers”, who typically offer inducements and threaten party members to ensure that they vote according to the official party policy.” Automatically, we drew the conclusion that the political party appoints a Whip to ensure that legislators do not err and stray from the directions of the political party they belong to, and not vice versa. 4. The President of NPF is

elected along with the Central Office Bearers and the Central Executive Council members in a General Convention convened with wide publicity not less than a month ahead and with no less than two-third present and voting. The NPF Constitution is also conspicuously silent on the removal or impeachment of the party President. With all these in mind, the present political developments beggar some urgent answers: a) TRZ was expelled from the NPF party for a period of six years on the very day he was sworn in as the Chief Minister on July 19, 2017. The same day, the Assembly Secretariat issued a communication stating that the NPF Legislature Party had “informed the Speaker” that TRZ was appointed as the Whip for the NPF Legislature party with effect from July 4, 2017. When the floor test was conducted on July 21, 2017, TRZ’s Whip was given preference by the Speaker. Now, what beats logic black and blue is this: How can an expelled member of a political party be accepted as the Chief Whip of the very political party from which he is expelled? b) The Assembly Secretariat was also deafeningly silent on what happened to the appointment and notification of Kiyanilie Peseyie dated November 15, 2014 it itself circulated as the Chief Whip of the NPF party. Kiyanilie’s appointment has not been rescinded till date, nor has his appointment been de-notified as yet. It would seem that the piece of leather Kiyanilie used so effectively to tame the most recalcitrant delinquent in 2015 has now grown soft and flac-

cid, all thanks to the Assembly Secretariat which has not given any legal or logical explanation in 2017! The whip that lashed so furiously in 2015 has been given a premature death now, and the Legislature’s whip has been given preference to protect the interests of the legislators. c) Perhaps, it is for the first time in the history of parliamentary democracy that the Chief Whip of a political party has been elected/ appointed by the legislators without the consent, knowledge or approval of the political party they belong to, and the person elected is an unattached member of the House being expelled from the very political party from which he has been expelled! And it could also be a sort of history that the Speaker had communicated an intimation and treated that intimation as acceptance of a Chief Whip of a political party even though the latter was in the dark. d) The icing on the cake is that the Custodian of the Constitution of India here in the State actively engaged himself in this desecration of Constitutional provisions, norms and legalities! It is apparent that laws and norms have been flouted and caution thrown to the winds. Both the Offices of the Speaker and the Governor have actively taken part in this legal perversion. But not unlike 2015, the protagonists in this coup have forgotten to take along with them their legal baggage. And it is now up to the Courts of law to interpret the laws of the land. Scientists develop new optical device that can detect drugs, explosives

S

cientists have developed a new light-based sensor that can help detect drugs in blood, traces of explosives in the environment as well as track diseases. Scientists used an approach known as spectroscopy which involves studying how light interacts with trace amounts of matter. “This new optical device has the potential to improve our abilities to detect all sorts of biological and chemical samples,” said Qiaoqiang Gan, associate professor at University of Buffalo in the US. The new sensor works with light in the mid-infrared band of the electromagnetic spectrum. This part of the spectrum is used for most remote controls, nightvision and other applications. The sensor consists of two layers of metal with an insulator sandwiched in between. Using a fabrication technique called atomic layer deposition, researchers created a device with gaps less than five nanometres (a human hair is roughly 75,000 nanometres in diameter) between two metal layers. These gaps enable the sensor to absorb up to 81 per cent of infrared light, a significant improvement from the three per cent that similar devices absorb, researchers said. The process is known as surface-enhanced infrared absorption (SEIRA) spectroscopy. The sensor, which acts as a substrate for the materials being examined, boosts the sensitivity of SEIRA devices to detect molecules at 100 to 1,000 times greater resolution than previously reported results, researchers said. The increase makes SEIRA spectroscopy comparable to another type of spectroscopic analysis, surfaceenhanced Raman spectroscopy (SERS), which measures light scattering as opposed to absorption. The study was published in the journal Advanced Optical Materials. (PTI)

Protective thinking

T

(My understanding of Nagaland politics)

he present situation in Nagaland, in many ways, has compelled me to opine that ‘politics’ is the most spoken English terminology among the Nagas today. We’ve come to view politics as dirty because our politicians are nasty, thieves, schemers, etc. If, however, politics is truly dirty, the people who say it are also dirty, for state and nation are the creations of ‘Politics.’ And without politics, there will be no political community which a society is, and in such conditions we would be living by ourselves and feel the hardships of living under stateless conditions— anarchy, chaos, disorder, and “war of all against all.” The irony is that majority of those individuals who talk about politics always may not know what the term implies, i.e. the etymology of the term. We’ve tend to neglect, due to our limited knowledge, the true purpose of politics. Because of our ignorance on the issues of ‘politics,’ even though we constantly refer to this term, it has led to the present indescribable condition in our society. The term ‘Politics’ comes to us from the ancient Greek. The original Greek term was ‘Politikos’ which meant ‘affairs of the polis,’ where the term ‘polis’ meant ‘city-state.’ Indeed, in its original meaning, politics was a partnership where citizens pursue a common good. This gave politics a goal and an ultimate aim, and that aim was geared toward attaining the ideal or the most perfect state to realize the highest goal of all. This highest goal of politics, according to the Greeks, is the virtue and happiness of its citizens. In other words, the ultimate aim of politics was to make citizens lead a virtuous and happy life. For the Greek, politics was not dirty; rather it had a meaning, a purpose, a goal aimed at the common good. The meaning and scope of politics is extensive and cannot be explain within a few lines. Therefore, Nagas must read

and analyze its practicality by reading numerous works written on politics by world renowned thinkers. Now, focusing on Nagaland and to acquire certain understanding of Politics in our state, it is imperative to study and critically analyze our political system of electing leaders starting at the village level, in short Village Politics, and other relevant factors instead of directly condemning the state politics. Village and Tribes are inseparable entities and are ubiquitous aspects of Naga society. Village politics reflects Nagaland state politics from different perspectives. We examine the interrelated and relevant factors points by points: 1. Village Politics: In spite of the lack of systematic survey, we can assume that in every village in Nagaland, ruling (Village Chairman and his team) and opposition party are sole players determining the affairs of its village, just as the MLAs at the Nagaland legislative Assembly. Naga villages are the hotbed of Nagaland politics. Every single politician is a product of a village. Traditionally, Nagas do not elect their leaders. Rather leaders were selected by groups of elders’ wisdom and guidance. Time changes everything and introduction of Indian democratic election system forced the Nagas to start playing the numerical game of majority. So, to contest and win elections, a candidate need the solid majority supports of people of his khel, clan, opposite clans, village, and other villages in his constituency. A candidate is forced to participate in inter-khels, clans, and inter-village rivalry not by choice but by circumstances. A candidate gains votes mostly by virtue of being related by blood, friendships, and lastly because of money. Here, merits, sincerity, qualification, integrity, and moral standards of a candidate matter very little. This creates incentives for

candidates to discount accountability since they are voted into office based on their tribes. Hence, each candidate’s primary responsibility becomes the recovery of one’s investments. And since every individual is a product of his society, the Naga society is not capable of producing statesmen but only selfish/survival instinct politicians. In the end, we cannot expect much. 2. Tribe Politics: Before jumping into Inter tribes’ politics, it is worth remembering that even within a single tribe, inter village/ Range/Area politics, village alliances politics are so rampant that they give shape and provide the ingredients necessary for inter-tribe politics. Naga Inter-tribe politics started in its true sense after the numerous Naga tribes came together to fight for separate Naga Homeland, which continues to grip the state even to this day. These inter-tribe politics have, directly and indirectly, pre-determined the outcome of the Naga Political Movement and even the present state politics. Even the most highly qualified and educated Naga individuals cannot think and act beyond their tribes’ interest since Nagas are new to each other and, in most cases, protections and justice are guaranteed by the respective tribes, not by the Nagaland State which is established by law. It is tribe politics that indirectly dictates the functioning of the state in various matters. In other words, we can say the state exists for the advancement and development of only selected groups of people. The classification and categorization of Indian Citizenships have further classified and categorized the Naga Tribes facilitating the recognized Naga tribes of Nagaland to actively participate in state politics along the tribal lines. Naga Politics, in spirit, has similarities with Indian politics that is played along the lines of religion and caste 3. Naga Political Conflicts: The decades long

pending of any viable solutions, since the attainment of statehood, to Indo-Naga Political Talks have further aggravated the situations in Nagaland and in the process creates different factions that function as a parallel government which undermines the authority of the state government. And every Nagas of Nagaland knows about it. Now, it is up to the people to choose what life we want to live and the kind of society we want our children to inherit. 4. Decision Making Process: In every state, the dominant tribes are the decision makers. In the context of Naga people, the dominant tribes always use the word Nagas, though in reality it includes only few selected tribes, while making important decisions for all the Nagas. Such practices have associated with the Naga tribes since the advent of Naga Political Movement. The name ‘Nagas’ is so huge that it cannot cover only few Naga tribes knowing each other well or living together as neighbors for generations. By lumping together all the tribes under one umbrella term ‘Nagas,’ the practice of dominant tribes to make decisions on behalf of all tribes have given birth to various animosities, conflicts, resentment, and the list goes on. However, the time has come for the Nagas to choose between true democratic values and its system or to remain and lock ourselves up in ‘my tribe will rule mentality’ aided by Naga customs. There is no middle ground in any political system of governing a state. The people of Nagaland have to be clear with what we want to be, we can no longer continue mixing up democratic norms and tribal customs and practices to hijack positive developments in the state. 5. Economic factors: So far, the village agrarian based economy has not progressed nor witnessed any significant agricultural revolution. It continues to

linger in its nascent stages even after 50 odd years after the creation of Nagaland State. Moreover, our state’s total dependence on government employment has led to the present condition of blame game played by all: public or non public. In this matter, it is wise to listen to Karl Marx. He maintains that the material conditions or economic factors affect the structure and development of the society. Christian morality, which Nagas reverently adhere to, in reality, has little to offer since everybody has to seek unholy path for survival. The situation is unlikely to change unless the Naga population replaces the laborers from outside Nagaland and venture into small businesses. State government alone cannot solve the problem of unemployment. Lastly, criticizing the state politics alone cannot save Nagaland unless es-

sential political reforms are made at the village level. Also generally speaking, Nagas unlike other communities are not capable of attaining self realization and changing itself for greater good by virtue of experiences or formal/ informal education since the old and unhealthy tribal practices are deeply rooted in our society. Therefore, the Nagas have to come together under a common platform and lead our society by their deeds, not by words alone. Only unbiased write up and shouting ‘God save Nagaland’ are not going to save nor witness much positive development in our state. It is high time the citizens of Nagaland take up responsibility for one’s thoughts and actions instead of finding faults with each other’s and on selected/ elected representatives. Advocate Pakinrichapbo, Dimapur

Appeal to director Technical Education on MBBS selection Sir,

As you are aware, CBSE had conducted the National Eligibility-cum-Entrance Test (NEET) on 7th May 2017 and the results were declared on 23rd June, 2017, as per merit list. Since this exam was conducted by the CBSE and not by Govt. Of Nagaland, it is requested that allocation of seats out of the seats earmarked for Nagaland should be done purely on merit among the hardworking & sincere, indigenous students of Nagaland. There should not be any kind of reservation based on backward or forward tribe criteria, otherwise deserving students would be frustrated. The privileged chance to undergo Medical studies should be given purely on merit, because it is amply seen in Nagaland that most Doctors who have studied on reservation quota (with poor qualifying marks) are very well in their fields and a liability to the society. This is the reason that we have to rush outside the state frequently for Treatment. Therefore, your immediate intervention is sought in this regard and allot seats purely on merit. In case justice is not done you will be fully responsible for any untoward incident which may happen due to the faulty policy of your department. Shihoto Sumi, Dimapur

New Delhi, Aug 1 (Agencies): The success of Reliance Jio’s thunderous entry into the telecom space has not only surprised the telecom market but has also straight away catapulted Reliance Industries Ltd (RIL) Chairman Mukesh Ambani to Asia’s 2nd rich list spot. Ambani piped Li Kashing to become Asia’s second-richest man by adding a wealth of $12.1 billion (approximately around Rs. 77,000 crores) this year, according to the Bloomberg Billionaires Index. Addressing the 40th annual general meeting (AGM) of RIL, Ambani called the next ten years as a “golden decade” for RIL, which will be completing fifty years as a listed entity in 2027. He said the company will achieve more in this decade than what it has done in the last 40 years. Mukesh had joined the company in 1981, while he was still pursuing MBA at Stanford, to help erect the company’s biggest bet at that time -- a polyester plant at Patalganga on the outskirts of the financial capital.

33 lakh taxpayers added to tax net post demo New Delhi, Aug 1 (IANS): As many as 33 lakh new taxpayers have been added to the tax net post demonetisation, parliament was informed on Tuesday. However the number of taxpayers added is less than the number of taxpayers added between the financial years 2014-15 and 2015-16, when 40 lakh extra returns were filed, the government data showed. “The number of income taxpayers has increased after demonetisation. During the period of November 9, 2016 to March 31, 2017, 1.96 crore returns were filed as compared to 1.63 crore returns filed during corresponding period of FY 2015-16 and 1.23 crore returns filed during corresponding period of FY 2014-15,” Minister of State for Finance Santosh Gangwar told Rajya Sabha in a written reply. As for the objectives of demonetisation, the Minister said that it “seeks to create a new ‘normal’ wherein the GDP would be bigger, cleaner and real”.

Rajnish Kumar said the interest rate cut is not likely to result in any huge outflow as the SBI has the advantage of scale and is present in every neighbourhood. “Our market share in deposits is 73 per cent. A savings account is a utility account. The convenience and safety considerations are a priority on the customer’s mind. So I am not expecting any huge outflow,” he said. The SBI has 24,000 branches, 50,000 customer service points, and 60,000 ATMs. “We have the advantage of scale. But certain actions are inevitable. Even borrowers or depositors have to keep in mind the rate is not fixed forever, it will keep changing,” the SBI official added.

Myanmar swine flu toll reaches 12 Y A N G O N, AU G 1 (IANS): The death toll from swine flu in Myanmar has risen to 12 with over 200 persons still hospitalised due to respiratory problems, state-media reported on Tuesday. The Health Ministry confirmed on Monday the death of two other patients admitted to a children’s hospital in Yangon city, Efe news quoted the Global New Light of Myanmar daily as saying. Health authorities said that 210 other people had to be hospitalised due to respiratory problems, 62 of whom were confirmed to have contracted the disease. The ministry also sent a report on the situation of the outbreak to the World Health Organisation (WHO) last week, and asked for assistance in containing the virus and supplying vaccines, medicines and equipment. Authorities called on citizens to follow precautionary measures to prevent the spread of the virus, which include avoiding large crowds, regularly washing hands and consulting doctors after noticing influenza-like symptoms that do not subside in two days. Myanmar has not experienced any swine flu outbreaks since the 2009 global pandemic, during which dozens of people were infected in the country.

‘Oli Music Centre’ Louis Tomlinson criticises Game of Thrones script ‘stolen in HBO hack’ Bieber for cancelling tour opened in Kohima Village

S Chief guest Khriehu Liezietsu speaking during the inaugural of ‘Oli Music Centre.

Tomlinson, who is currently dating 25-yearold model Eleanor Calder, said it’s important that stars respect their fans. “There’s never enough that I can say or do for the fans. At the end of the day, it’s the people who are buying the records that are putting you where you are,” he said. His comments come after Bieber last week called off the remaining dates of his world tour citing “unforeseen circumstances”. Bieber had 15 dates left to go on the concert series.

A

group of hackers claims to have stolen the script for a forthcoming Game of Thrones episode and other data in a breach at entertainment firm HBO. The group says it has 1.5 terabytes of the company’s data and has posted episodes of Ballers and Room 104 online. It added that more material would be released “soon”. HBO confirmed it had experienced a “cyber incident” in a statement. In an email published by Entertainment Weekly, the hackers appeared to offer more details in exchange

for favourable coverage. “Hi to all mankind,” they wrote. “The greatest leak of cyber space era is happening.” They encouraged recipients to download the material and added: “Whoever spreads well, we will have an interview with him.” Reports have said the allegedly stolen Game of Thrones script appears to be from the fourth episode of season seven, which is currently being broadcast. The BBC has not been able to independently verify that the hackers possess the material they claim to have stolen.

HBO confirmed that a “cyber incident” had resulted in the compromise of information. “We immediately began investigating the incident and are working with law enforcement and outside cybersecurity firms,” the firm added. “Data protection is a top priority at HBO, and we take seriously our responsibility to protect the data we hold.” The intr usion was “obviously disruptive, unsettling, and disturbing for all of us,” said chairman and chief executive Richard Plepler in an email to HBO employees.

LOS ANGELES, Aug 1 (Agencies): Five-time Grand Slam champion Maria Sharapova made a battling return to US hardcourts on Monday with a 6-1, 4-6, 6-0 victory over American Jennifer Brady in Stanford, California. “I feel like I just want to hug everyone and say thank you,” Sharapova told fans in a post-match inter-

view. “It’s my first match in the States in a really long time, and it’s the closest thing to home for me.” The former world number one from Russia hadn’t played in the US since March of 2015, before serving a 15month doping suspension for the use of meldonium. She returned to competition in April, but her comeback has been dis-

rupted by a hip injury that forced her to withdraw from Wimbledon qualifying. Sharapova, whose ranking has fallen to 171 in the world, received a wild card into the premier level tournament in Stanford, where she was tested Monday by the 80th-ranked Brady. Harikrishna holds Navara; rises to top in Biel chess festival

Biel, Aug 1 (IANS): Indian Grand Master Pentala Harikrishna vaulted to the tied top spot, after drawing his seventh round tie against Czech Grand Master David Navara in the 50th Biel chess festival here. The World No.20 Indian, playing with black pieces, was wary of the Czech’s attacking prowess and started off on a defensive note to lead the game towards neutral territory after a mere 24 moves. Harikrishna had to be at his defensive best as the game saw both the players repeating moves thrice before they agreed to share the points. “It was an equal game and we had to repeat moves before we decided to end the game as a draw,” the 31-year-old from Guntur said after his game. As the tournament entered its business end, Harikrishna was on the pole position tied with three other Grand Masters -- courtesy of two wins and five draws, remaining unbeaten after seven rounds.

Costa could return to Atletico, says Simeone

Madrid, Aug 1 (Agencies): Atletico Madrid manager Diego Simeone has hinted at a possible return to the club for Chelsea striker Diego Costa. The Spain international has been told by Blues boss Antonio Conte that he is not part of his plans for the coming season. Simeone’s side are currently serving a transfer ban but speaking ahead of the pre-season Audi Cup tournament, the Atletico boss referenced a possible Costa move in the new year before appearing to backtrack slightly. “All the players want to stay, they want to achieve even better goals and get even better,” he said. “Diego Costa? If he comes in January... we can’t say anything about that yet. I won’t speak about him now. He is a player of Chelsea. The renewal bonus was agreed on a year ago when Neymar extended his contract with Barcelona until 2021, and was due to be paid to the player after he completed a year. But the club has decided to put it on hold pending to see how the situation evolves. The contract Neymar signed also increased an early termination clause from 200 to 222 million euros, which PSG is reportedly willing to pay.

Paris, LA to host 2024, 2028 Olympics

Mayor Eric Garcetti announced Los Angeles has been named to host the 2028 Olympics.

Denver, Aug 1 (IANS): The International Olympic Committee (IOC) has awarded the 2024 Games to Paris while Los Angeles will host the next edition in 2028. Los Angeles and Paris were originally competing to host the 2024 Olympics. But the IOC approved a plan last month to name the hosts of both the 2024 and 2028 Games simultaneously, assuring that each city will be awarded an Olympics. Under the terms of the 2028 host city contract, the IOC will advance $180 million to the organising committee of Los Angeles due to the longer planning period and to fund youth sports in the years leading up to the Games. The 2020 Games will be held in Tokyo. Boston was the top American city vying for the Games until its bid collapsed two years ago over concerns about use of taxpayer cash. “The IOC welcomes this decision of the Los Angeles Olympic and Paralympic bid committee. They presented a strong and

enthusiastic candidature that embraces the Olympic Agenda 2020 sustainability priorities by incorporating existing facilities and encouraging the engagement of more youth in the Olympic Movement,” IOC President Thomas Bach said. “Therefore, we are very happy that as part of this host city contract, we are able to expand the impact of city youth sports programming and encourage the healthy lifestyle of Angelenos for the next 11 years. We are very confident that we can reach a tripartite agreement under the leadership of the IOC with LA and Paris in August, creating a win-win-win situation for all three partners,” he added. The plan to announce hosts for two Olympic editions simultaneously is meant to provide stability since the IOC has had trouble in recent years in attracting bids. Potential host cities have been wary of the high cost of organising the world’s biggest sporting spectacle. Russia spent a record $51 billion to host the 2014

Winter Games in Sochi, while organisers of the 2016 Summer Games in Rio de Janeiro have struggled to pay off debts. When Beijing was selected to host for the 2022 Winter Games, the only other option was the Kazakhstan capital of Almaty after Oslo, Krakow, Stockholm, St. Moritz and the Ukrainian city of Lviv all backed out. “This is an historic day for Los Angeles, for the United States and for the Olympic and Paralympic Movements. Today, we take a major step toward bringing the Games back to our city for the first time in a generation and begin a new chapter in Los Angeles’ timeless Olympic story,” Los Angeles Mayor Eric Garcetti said. While France’s social media lit up with joy, 9,500 km away in Los Angeles, the city was alive with excitement in anticipation of hosting its third Olympic extravaganza, reports Xinhua news agency. Los Angeles hosted the 1932 and 1984 Games.

sports Watford agree deal for Brazil U-20 forward Rio de Janeiro, Aug 1 (IANS): English Premier League side Watford have agreed to sign Brazil under20 forward Richarlison from Rio de Janeiro outfit Fluminense. Watford are said to be awaiting the approval of a work permit for the 20-year-old before confirming the transfer, which reportedly cost the Hornets around $11 million.

Lo n d o n, Au g 1 (Agencies): Manchester United have completed the £40m signing of Nemanja Matic from Chelsea on a three-year deal. The twotime Premier League winner, who made 35 appearances for Chelsea in their title-winning campaign last season, underwent a medical at United on Sunday and completed the move on Monday afternoon. “I have enjoyed my time at Chelsea and would like to thank the club and the fans for their support,” the 28-year-old said. “I cannot wait to meet my new team-mates and to start training with them. third signing this transfer window, following £31m Swiss defender Victor Lindelof and £75m Belgian striker Romelu Lukaku into Old Trafford. Then Chelsea manager Jose Mourinho signed Matic from Benfica for £21m in January 2014, and swooped for the 32time capped Serbian international for a second

time following Chelsea’s £39.7m purchase of France international Tiemoue Bakayoko from Monaco. “Nemanja is a Manchester United player and a Jose Mourinho player,” the Portuguese said. “He represents everything we want in a footballer; loyalty, consistency, ambition, team player. I would like to thank him for his desire to join us because without that, it would be impossible to have him here.” “I am sure our players and supporters will love him. A big welcome to our new number 31.” Matic could make his United debut against Sampdoria at the Aviva Stadium in Dublin on Wednesday or in the Uefa Super Cup against Real Madrid on August 8.
