hima. This new line will have a speed of 100 kmph and will touch Dimapur and Kohima districts of Nagaland. DIMAPUR, AUG 1 (NPN): Foundation stone for a longawaited 90.50km Dhansiri (Dimapur)-Zubza (Kohima) new BG line was finally laid by Union Minister of Railways, Suresh Prabhakar Prabhu, at Dimapur Railway Station complex on Monday in the presence of Nagaland governor, P.B. Acharya, and chief minister Nagaland, T.R. Zeliang and minister of state for railways, Rajen Gohain. Declared as a national project in 2007, the project would be executed in three phases. Phase-I involves construction of Dhansiri-Sukhovi (16km) section, phase-II involves Sukhovi-Khaibong (30km) section and final phase involves Khaibong-Zubza (45km) section. The first phase is slated to finish by 2018, the second phase by December 2019 and entire project by

March 2020. According to the Indian Railways, as per earlier plan, the DimapurZubza (Kohima) new BG line was planned as an 88-km long project in 2007-08. However, later the alignment was modified for the construction of the line from Dhansiri-Zubza via Sukhovi, making it 90.50-km long. The new BG line will take off from the existing Rail line at Dhansiri Railway station in Karbi Anglong District, 19-km short of Dimapur and would each Zubza, which is 16-km short of Kohima. Construction of this railways line would bring the capital city of Kohima into Broad Gauge Railways Map of India. Due to very steep gradient beyond Zubza, the Indian Railways said the line has been terminated here, short of Ko-

TURA (MEGHALAYA), AUG 1: Diseases may break out in the flood-hit areas of Meghalaya if precautions are not taken, health authorities said. “There are already cases of some people in the flood areas suffering from diarrhoea and dysentery but our medical team visiting these areas has been able to provide immediate treatment,” Marwin Sangma, the medical chief of West Garo Hills district, told Nagaland Post. “We have already activated all our medical teams and they are visiting all the relief camps to take stock as we are apprehending that many water-borne diseases might break out in the flood-hit areas once the water-level starts receding,” he said. The medical department has also announced precautionary measures to check the outbreak of diseases. The floods have affected more than one lakh people in 258 villages after the swollen Brahmaputra and Jingiram rivers submerged many villages under Phulbari, Rajabala, Singimari, Paham, Bhaitbari and Hallidayganj areas. “A mobile medical team had already visited the floodaffected areas and distributed ORS (oral rehydration solution) and anti-diarrhoea medicines to the affected people,” Sangma said. Medical experts say that water-borne diseases like diarrhoea, cholera and gastroenteritis can break out if proper care is not taken.

DIMAPUR, AUG1 (NPN): A press meet scheduled with the union minister of railways Suresh Prabhu, after the laying of the foundation stone for the Dimapur-Zubza railway line, was cancelled at the last moment, under the plea he had to get back to Delhi. The cancellation had deprived media and other citizens an opportunity to air their grievances and suggestions for improving services and facilities at Dimapur railway station. Nagaland Post has been raising the issue of poor train services and lack of quotas at Dimapur railway station since 1995. Even on the day Suresh Prabhu was to inaugurate the construction of the DimapurZubza railway line, Nagaland Post highlighted crucial issues on the neglect of Dimapur Railway Station by the NFR in order to draw the attention of the union minister. The issues were also raised with NFR officials but they appeared disinclined to discuss them; apparently since no convincing explanations could were given on the poor treatment meted out Dimapur passengers. This is in view of the fact that, despite contributing the second highest revenue to the NFR(after Guwahati Railway Station), Dimapur is lagging behind in improved facilities and quota to meet the growing demands of passengers.

A total of 40 long and medium distance trains from Dibrugarh and Tinsukia, pass through Dimapur but not even one has been introduced at Dimapur. The only train from Dimapur-Guwahati presently is Nagaland Express. As stated, Dimapur lost the Jan Shatabdi (Guwahati-Dimapur) introduced in 1996 for Nagaland. Today it runs under ‘Guwahati-Jorhat’ Jan Shatabdi. Another issue of serious concern is the shifting of the railway trial court from Dimapur to Tinsukia for offences under Dimapur. According to a former senior court official, the legal fraternity at Tinsukia have made an unwritten rule, that only advocates from Tinsukia and not Nagaland will be allowed to represent clients in any case. So far, Nagaland government has failed to recognise the priorities for development of both air and rail services to promote trade and travel. Despite the volume of passengers and revenue earned from Dimapur; there are no Nagas employed in any of the branches at the railway station nor in other level such as Travelling Ticket Examiner (TTEs). The encroachment on railway lands is also a serious issue that robs Dimapur railway station of much needed space for development works. The main drawback is that the state government and MPs have failed to address the issues and prepare a memo for serious consideration by the railway ministry.

Nagaland chief minister, T.R. Zeliang has written a letter to union Railways minister, Prabhakar Prabhu highlighting genuine and urgent issues concerning Dimapur railway station. In a letter, Zeliang pointed out the lack of adequate facilities in Dimapur railway station, being the only station in the state, which also caters to Manipur. He also reminded of his earlier letter dated April 29, 2016 highlighting the same issues. Zeliang listed the following action points that need immediate consideration of the Railways for up-gradation of Dimapur Railway station—a. Rajdhani Express and Jan Shatabdi Express stoppage at Dimapur at present is only 5 minutes, which may be increased to 10 minutes, b. Dimapur Railway Station is having only 3 PRS counter, which may be increased to 4, c. Cloak Room may also be provided at the Railway Station, d. Cold Water Pot may also be provided for passengers during summer season, e. Shatabdi Express between Dimapur and Guwahati should be made to run exclusively between the two locations and not extend it to Jorhat, f. Additional A2 coach may kindly be provided in the Rajdhani Express as the seat/berth allotted for Dimapur is insufficient, and most

of the reservations are found utilised by security forces. This will greatly help solving the problem of those who have to undertake long journeys especially to places like Delhi, Chennai, Bangalore etc. via Guwahati, g. There being only one platform for Dimapur Railway Station having roof covering, two more platforms with roof covering facilities be provided, h. Durondo Express to Howrah junction to originate from Dimapur Station, and the departure time fixed preferably in the morning hours so as to reach Howrah junction in the morning and i. Upgradation of the General facilities of the existing Dimapur Railway Station may be done. RCUN: Raliway Contractors Union Nagaland (RCUN) on Monday also submitted a memorandum to the railways minister for up gradation. Among the points listed out, the union urged upon the minister to relocate arrival/ departure of goods trains and trains ferrying army personnel to Rangapahar crossing, in order to ease rush and overcrowding at the station. RCUN said it would be more convenient for Army personnel since the main Army cantonment was adjacent to the Rangapahar crossing. (Cont’d on p-7)

UGC asks varsities to teach NE history

Anandiben decides to quit as Gujarat CM

NEW DELHI, AUG 1 (NPN): Minister of State for Human Resource Development (HRD), Dr. Mahendra Nath Pandey, on Monday said University Grants Commission (UGC) has advised the Universities in the country to raise awareness about the history, literature and culture of North Eastern Region (NER) and to teach history of NER at undergraduate and post-graduate level. In a written reply to a Lok Sabha question, Dr. Pandey said exchange of students between higher education institutes in NER and those in other states were enhanced to understand and appreciate the culture of NE. Cultural exchanges between institutions of NER and other universities were encouraged, he said, adding UGC has also advised to include the units on freedom-fighters from NE in curricular at various levels. NCERT has included in its textbooks contents on various aspects of life and culture of the region, the minister said.

N E W D E L H I , AU G 1 (AGENCIES): Faced with infighting in the party and huge disenchantment on the ground, beleaguered Gujarat chief minister Anandiben Patel on Monday offered to resign and asked the BJP to select a new face before she turns 75 on November 21. By offering to quit, she has pre-empted any move to remove her. Her decision comes at a time when the BJP’s long dominance in the State appears to be under strain, just a year before the Assembly elections. For some months now, the Patels have been agitating against her government and more recently the Dalits have risen in protest against atrocities on their community. “There has been a tradition in the party that those who attain the age of 75, voluntarily retires from the post. I will attain the age of 75 in November,” the State’s first woman CM, who succeeded PM Narendra Modi on May 22, 2014, said in a Facebook post. “Two months ago I had requested the party to relieve me from the post and today also through

Anandiben Patel (File)

this letter, I request the party to relieve me of the post,” Patel said. Meanwhile, top BJP sources told The Hindu that a decision to drop Anandiben Patel was taken earlier last month and that Prime Minister Narendra Modi would decide her successor. “The decision to dispense with Anandiben was taken at a meeting in New Delhi on July 17 presided over by Modi with BJP chief Amit Shah in attendance. This decision was also conveyed to her that evening,” a senior party office-bearer said. “We will be calling a meeting of the party’s parliamentary board to choose her replacement,” he said. After the parlia-

mentary board clears the name of the successor, a meeting of the BJP legislature party will be called and the successor will be formally endorsed. For the past several months, Patel, known for her efficiency in administration but lacking in political shrewdness, had been facing infighting with some party leaders trying to “destabilise and dislodge” her. “It is well known that some leaders never accepted her authority and did everything to destabilise and dislodge her. A few senior leaders in the Cabinet never liked the fact they were overlooked and she was made the Chief Minister,” a source close to her told The Hindu. Two months back as she completed two years in office, there was intense media speculation that she was going to be removed. Several names were also floated as the possible replacement. “Her image was demolished using the media. People from the State were sent to brief RSS leaders and the PM about her family members’ so-called interference in government,” the source said.

Lukewarm response from states on NRC verification State govt asked to implement 67% service regularization

GUWAHATI, AUG 1 (PTI): Authorities have received lukewarm response from other states regarding verification of documents for updating National Register of Citizens (NRC) in Assam. “We are not getting good response from other states. We have sent 2.68 lakh documents to 28 states for verification. Out of this, only around 5,000 documents have come back to us verified,” NRC Assam Coordinator Prateek Hajela said at a press conference here. The National Register of Citizens officials were still screening the 6.63 crore documents received from the people and a total of around five lakh would go to other states for verification, he said. “We will raise this issue in front of the Supreme Court also, because all states should cooperate in this process. We will send our persons to other state in future to collect the verified documents,” Hajela said. Response from Tripura has been so far the best with the authorities receiving 1,049 documents out of 25,008 sent for verification, while that from Bihar was the worst with no verified copy received so far out of 31,380

papers, he said. NRC authorities have received 30 verified documents out of 64,547 from West Bengal, 542 out of 49,692 from Nagaland, 493 out of 34,438 from Meghalaya, 290 out of 33,486 from Arunachal Pradesh, 479 out of 7,025 from Uttar Pradesh, 858 out of 6,509 from Rajasthan, 103 out of 6,302 from Manipur, four out of 3,025 from Delhi and 345 out of 1,953 from Mizoram. Hajela said authorities have received 47 verified documents out of 100 from Odisha, 47 out of 51 from Sikkim, two out of two from Chandigarh and one out of one from Himachal Pradesh among others. He said out of a total 6.63 documents received from the people, 4.55 crore have been verified. “This is a very complex and time consuming process. We need to check the documents from across the country. But, even if it takes time, we will complete this process efficiently,” Hajela said. He said 97 per cent of field verification of people have been completed and the remaining would be over soon. “We have received 68.23 lakh documents for legacy data.

We are digitising the documents and hope start verifying the Family Tree within a month,” Hajela said adding, 137 cases have been registered against fake and forged documents. When asked about a timeline to complete the entire update process, Hajela said the authorities would inform about the progress of the work to the Supreme Court. “Once the Supreme Court approves the new timeline, we will publish it,” he said. Talking about inclusion of names in the National Register of Citizens, Hajela assured that no original inhabitants would be left out although NRC was for checking the citizenship of a person, not originality. He also clarified that minority refugees would not be included in the National Register of Citizens and they would be declared citizens only as per existing laws. Asked about fund crunch, Hajela said “If the finance continues, it is good. For some time it was not happening, but now everything has become normal.” The National Register of Citizens authority has received Rs 288.18 crore out of its demand for Rs 793.89 crore, he added.

KOHIMA, AUG 1 (NPN): All Nagaland Inter-Departmental Field Staffs Association Joint Forum (ANIDFSAJF) and All Nagaland P.W. D Field Worker’s Association (ANPWDFWA) in two separate press statements have urged the state government to implement 67% service regularization process by regularizing those work-charge employees below 30 years in service but nearing retirement on attainment of superannuation. ANIDFSAJF chairman N. Zhekugha Assumi and secretary K. Atovi Sumi in a letter to chief secretary, demanded implementation of “the office memorandum No. AR-3/GEN201/2009 Dated Kohima, the 17th March, 2015, Sl. No. 1. regularization in service, clause (iii) 67% quota for workcharge employee service regularization may be considered on seniority basis against the retirement vacancies as many of the w/c employees were to be retired on attending the age of superannuation before attending 30 - 35 years of service”. The forum also demanded that the Head of Departments (HoDs) to stop fresh appointments of work-charge and casual employees and reserve those vacancies created on retirement by fulfilling 67% quota on seniority basis on those employees whose length of service was below 30 years. ANIDFSAJF also

warned that it would not be held responsible for any situation arising out of government’s failure to implement the office memorandum. The forum pointed out that some w/c employees in some departments “who have completed the length of service and age were terminated without any standing order of the government”. On the other hand, the forum said that state government was now “urging for passing necessary order/notification to avoid such termination”. Further, the forum claimed that some association/group not affiliated with the joint forum was indulged in processing the files of w/c employees for regularization. In this regard, ANIDFSAJF asked the government and HoDs not to entertain the same as it was processing the files through legal proceeding and warned that defaulters would be sued. In another letter, ANPWDFWA president Inakhu Aye urged chief minister to consider the office memorandum on regularization of work charge employees on seniority basis against retirement since many of the w/c employees would be retiring on superannuation. Meanwhile, the association has appointed advocate Povotso Lohe as the association honorary legal advisor with immediate effect.

Subsidised LPG price hiked

NEW DELHI, AUG 1 (PTI): Subsidised cooking gas (LPG) price was on Monday hiked by Rs 1.93 per cylinder, the second increase in rates in one month as the government looked at monthly increases to cut down subsidies. This is the second straight monthly increase in subsidised cooking gas. The government had recently decided to take the diesel route for eliminating subsidies on LPG and kerosene. Diesel price was deregulated in November 2014 after the previous UPA government effected 50 paise hikes every month to eliminate subsidies. The near Rs 2 per cylinder hike in LPG every month is also aimed at doing so. In case of kerosene, the government has allowed state-owned oil companies to raise the price by 25 paise a litre each month for 10 months. The first hike in kerosene rate happened last month and the second was effected today. Simultaneously, the oil firms cut prices of non-subsidised LPG, which consumers buy after exhausting their quota of 12, by Rs 50.5 per 14.2-kg cylinder.

Magisterial probe ordered into Manipur jail killings Muslim body requests for last rites for two foreigners

Correspondent IMPHAL, AUG 1: Manipur government has ordered a magisterial probe into the killing of three inmates, including two foreign nationals in violence inside Sajiwa Central Jail in Imphal East district on July 30, Manipur deputy chief minister Gaikhangam informed on Monday. Gaikhangam said that the report of inquiry would be published within a month. The government will study the loopholes of security arrangements and rules and regulation insiden jail after the inquiry report comes out. He also said all measures would be taken so that there would not be repeat of such case in jail. Confusion prevails on the nationality of two foreigners, who had claimed themselves

as national of Saudi Arab at the time of detention. On Sunday, Saudi high commissioner to India confirmed that there was no Saudi Arabian prisoner in Indian jail. It is learnt that the duo was arrested from Moreh town bordering Myanmar for not possessing valid documents to enter into India. A local court sentenced them for a year under Foreigners Act. Gaikhangam said the state government has not received any communication from Ministry of External Affairs (MEA) on its letter on deportation of the duo to their own country. “The state government wrote to MEA for taking up the matter of deportation of the duo to their own country in July 2014. They completed jail term on June 23, 2014. But till today

we have not received any word from MEA.” He said. He further said that the deceased Thangminlian Zou (29) of Churachandpur district has been staying together with the two foreigners on their request. The trio requested the jail authority to allow them to stay in one cell so that Zou could learn Arabic from them. So they have been staying together hardly for two weeks i.e., from July 23 last, Gaikhangam said. Meanwhile, Pangal (Manipuri Muslim) Political Forum (PPF) has urged the state home department to allow it to perform the last rites of the two foreigners. The forum has also submitted a memorandum to deputy CM Gaikhangam, PPF spokesperson MI khan told reporters here on Monday.

Meghalaya annuls land lease Uranium miner

Correspondent

SHILLONG, AUG 1: The Mukul Sangma-led government in Meghalaya on Monday annulled the decision taken during D.D.Lapang regime which leased 422 hectares of land in to Uranium Corporation of India Limited (UCIL) for pre-mining activities in South West Khasi Hill district. “We (the cabinet) have revoked the earlier cabinet decision taken on August 24, 2009 relating to pre-mining activities which is a precursor to uranium mining,” Chief Minister Sangma told journalists after chairing the cabinet meeting. The decision to annul the leasing of land to the UCIL was adopted after the government-owned mining company had recently floated the Expression of Interest (EOI) for a mine and processing plant of uranium ore in South West Khasi Hills district without the consent of the state government. “This decision is a strong message that any initiatives relating to pre-mining activities which is precursor to uranium mining cannot be allowed until and unless the people of the state are taken on board,” Sangma said. He said the cabinet has also directed to concerned departments to communicate the cabinet’s decision to the UCIL. Meghalaya is the third uranium-rich state in the country after Jharkhand and Andhra Pradesh. The state ac-

counts for 16 percent of India’s uranium reserves, with deposits estimated to be around 9,500 tonnes and 4,000 tonnes respectively at Domiasiat and Wakhaji, both in South West Khasi hills district. However, the proposed open-cast uranium mining in Meghalaya’s West Khasi Hills district has been hanging fire since 1992 after several groups expressed fears of radiation impact on human health and environmental degradation.

The mobile service units, run jointly by the Assam Forest Department and two wildlife NGOs, have handled 107 rescue cases in the last seven days. Altogether 62 hog deer have been released after being rescued by the team, officials of the Wildlife Trust of India (WTI), which is involved in the rescue efforts, said. Out of the three eastern swamp deer rescued, two survived and were brought to the Centre for Wildlife Rehabilitation and Conservation for treatment. The mobile units also participated in the rescue of 10 Asian one-horned rhinoceros, of which one died before it could be brought to the rescue centre and another was rescued and released shortly after. Eight rhinos, all calves separated from their mothers, have been kept under observation at the large animal nursery at the centre, said Rathin Barman, Deputy Director of WTI.

Govt to bring back 10,000 jobless Indians in Gulf

NEW DELHI, AUG 1 (IANS): The government is making all efforts to bring back 10,000 Indian workers rendered jobless in the Gulf and Minister of State for External Affairs V.K. Singh is visiting Saudi Arabia on Tuesday to start the process, External Affairs Minister Sushma Swaraj told the Lok Sabha on Monday. Speaking in the Lok Sabha, Sushma Swaraj said that she is personally monitoring the situation on hourly basis and that food is being provided to the Indians at five camps set up by the Indian mission there. The economic slowdown in the Gulf Cooperation Council region following the fall in global crude oil prices has affected over 10,000 Indians, mostly working in the construction sector with factories shut down and workers laid off. “The situation is a fluid and dynamic one,” sources here said on Monday. “A total of approximately 10,000 Indian workers have been affected by the economic slowdown in the Gulf. The impact, however, varies from company to company,” they said. The Gulf Cooperation Council (GCC) region comprises Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates (UAE). According to sources, 3,172 Indian workers in Riyadh, Saudi Arabia, have not been paid their salaries for several months but were getting regular rations. Indian workers, numbering 2,450, belonging to Saudi

Sushma Swaraj Oger, a major Saudi construction company based in Jeddah, are housed in five camps in Jeddah, Mecca and Taif. “Since July 25, the company had stopped providing meals to the workers besides defaulting on their salaries,” the sources here said. Sushma Swaraj instructed the Indian embassy in Riyadh and the consulate in Jeddah to urgently provide food assistance to them. “Accordingly, our consulate in Jeddah, through the assistance of the Indian community has been providing rations for the 2,450 Indian workers which should be sufficient for the next eight to 10 days,” the sources said. The consulate, along with Indian community members, provided 15,475 kg of foodstuff besides cooking ingredients and 1,850 readymade food packets to these workers on Saturday. The sources here said Minister of State for External Affairs M.J. Akbar was liaising with the Saudi authorities to

ensure that the claims of all the Indian workers with unpaid dues were lodged and processed in accordance with law. Akbar, it is learnt, has also sought Saudi assistance in arranging exit visas for all Indian workers who wish to be repatriated. “V.K. Singh would leave for Saudi Arabia to visit the workers’ camps and make an on-the-spot assessment of the ground situation,” the sources said. “Logistics and modalities of a possible repatriation of those workers who want to return will be worked out following V.K. Singh’s visit,” they said. Sushma said in the Lok Sabha: “I assure you that no Indian worker rendered unemployed in Saudi Arabia will go without food. I am monitoring the situation on hourly basis. I am satisfied to say this in the Parliament that ration (food packets) has been distributed to all the five camps for the next 10 days.” “But this is not a permanent solution to the problem. The companies have shut their factories and left. We can’t leave our workers there. I contacted their foreign office and labour office. We have asked the foreign office to authorise us to bring them from Saudi Arabia,” she added. Elaborating on the situation, Sushma said: “But their payments are also due. So, I have asked the labour office that each one of them will sign a contract. Before the company pays the government’s (Saudi Arabia) dues, they should first pay these workers.”

Rajnath to visit Pak despite threat NEW DELHI, AUG 1 (PTI): Home Minister Rajnath Singh will visit Pakistan on Wednesday to attend the SAARC Home Ministers’ conference, notwithstanding threat by LeT founder Hafiz Saeed and is expected to ask Islamabad to stop sponsoring terror in India. “The SAARC meeting is a multilateral meeting. There are some commitments. He is not going to give some message or having a separate meeting with (the) Pakistani Home Minister,” Minister of State for Home Kiren Rijiju told reporters here. He was responding to questions about threats made by the Lashkar-eTaiba founder over the Home Minister’s visit. Saeed warned of a countrywide protest in Pakistan by his outfit if Singh arrives in Islamabad to attend the SAARC ministerial conference. Official sources said Singh is unlikely to meet his Pakistani counter part Chaudhry Nisar Ali Khan separately as top echelons of the government feel that time is not conducive for a bilateral meeting. However, the Home Minister, in his speech at the SAARC meeting, is expected to raise the issue of Pakistan’s support to terror groups operating in India and ask Islamabad to check Lashkar-e-Taiba, Jaish-e-Mohammad and other groups based in that country. Singh’s visit comes in the backdrop of growing strain in Indo-Pak ties after Pakistan and its Prime Minister Nawaz Sharif made provocative statements on the Kashmir situation in the wake of Burhan Wani’s killing on July 8. Wani was a wanted terrorist of banned Hizbul Mujahideen.

Parliament approves admission to medical, dental courses under NEET

NEW DELHI, AUG 1 (PTI): From next year, admission to medical and dental courses across the country will be done through a single common entrance test, with Parliament today approving two significant bills providing for putting NEET in place. The government said the National Eligibility-cum-Entrance Test (NEET) is designed to curb corruption by bringing in transparency, checking multiplicity of exams and to stop exploitation of students in counselling. Under the new system, exams to private colleges will also be conducted under NEET, Health Minister J P Nadda said, responding to contention by some members that it will benefit private institutions. The Indian Medical Council (Amendment) Bill, 2016 and The Dentists (Amendment) Bill, 2016, approved by the Lok Sabha earlier, were passed by the Rajya Sabha by voice vote. Most of the parties supported the government move to have NEET except AIADMK which opposed it and staged a walkout, arguing that it will affect rural students who do not study CBSE syllabus. Replying to a debate on these bills, Nadda said, “National Eligibility-cumEntrance Test (NEET) is intended to check multiplicity of exams...to bring transparency to curb corrption and to stop the exploitation of students during counselling.” Earlier students would have to travel long distances to appear for several medical entrance examinations but the new legislation will bring this to an end, he said. Responding

CPI(M) member Sitaram Yechury speaks in the Rajya Sabha in New Delhi on Monday. (PTI Photo / TV) to apprehensions expressed by some members, particularly from Tamil Nadu where reservation is upto 85 per cent, he clarified, “We are not going to touch the state quota...We will give the name, ranking, domicile and percentile...Now it is for the state governemnts to decide and give extra marks... and give admissions to reserved categories.” Nadda said the exam will be held on the basis of the syllabus of NCERT and the under-graduate exam will be taken up by CBSE and post-graduation by the national board of examination. “In the syllabus, we bring parity. Concerns of the state governments will be addressed ...we will do standardisation of syllabus so that rural students

can also be taken care of,” he said. “Tests will also be conducted in regional languages,” Nadda said, responding to apprehensions over the issue. He said the Health Ministry has written to all the states seeking details about the number of students who appeared in local languages in the last three years so that the Centre can make plans accordingly. The NEET is intended to be introduced from the academic year 2017-18. The Bills seek to amend the Indian Medical Council Act, 1956 and the Dentists Act, 1948 and replace the Ordinances that were promulgated by the government to circumvent the Supreme Court order for implementation of NEET examination this session itself.

BJP MLA defends cow vigilants HYDERABAD, AUG 1 (PTI): Telangana BJP MLA Raja Singh has defended the cow vigilants in the backdrop of flogging of Dalits at Una in Gujarat, saying those who consume cow meat are bringing disgrace to the entire community and should be taught a lesson. In a video uploaded on his Facebook page with the caption, “My comments on recent ?#?Una Dalit incident” the legislator from Gosamahal here blamed Mayawati for “dragging” all Dalits into the issue. “I am asking those Dalits (who kill cows). Is it necessary to murder cow and eat its meat? This is absolutely wrong. It is because of such ‘galeez’ (dirty or disgusting) Dalits, that the image of whole Dalit community which is patriotic, follows dharma, and worships cows, is tarnished. “I support the beating of Dalits whoever slaughter cows to consume its meat. It is apt. I also support those who taught them a lesson,” Singh said in his two-and-half minute video, which was uploaded on July 30 and has so far got 65,000 views. He said there are so many Dalits in Telangana who take part in ‘Gau Raksha’ along with him. “I want to ask people who proclaim to be secular and Mayawati in particular, why Dalits are being dragged into this? I want to tell everyone, not only Dalits, but all sections of this society, be it Kshatriya, Yadav, if they resort to cow slaughter, we will teach them lesson in the same way. You please remember this,” he further said.

NEW DELHI, AUG 1 (PTI): The missing AN 32 aircraft, which had flown multiple times over the Bay of Bengal carrying military personnel and equipment, did not have an underwater locator system, making it difficult for rescuers to pinpoint the position of the plane which went down over the sea with 29 people on board. In fact, none of the upgraded AN32 aircraft, the main workhorse of the military, has an underwater locator, unlike the modern transport planes like C130J or C17. This means that the search and rescue team has no exact idea about where the plane, with 29 military personnel on board, could have gone down on July 22.

Crimes plague UP

ttar Pradesh, the most populous state in India and also having the richest culture history, has been on the news for the wrong reasons, be it communal violence, atrocities on lower castes and women. In yet another shocking incident, among previous shocks in the past, a 35-year old mother and her 13-year old daughter were brutally gang raped by 12 criminals on July 30 near Bulandshahr. The woman and her daughter were among several of a family travelling to Shahjahanpur on the NH 91. It has been said, about UP that criminal gangs preying on highways throw iron spikes of rods to stop cars and forcing drivers to stop after which the criminals force passengers to hand over cash and valuables or sometimes, single out women or girls for rapes. UP has become a haven for criminal dons who have a nexus with various political parties, that often involve civil and police officers. After the horrific rape, media reported that the victims had to face another ordeal. It was reported, that even the doctor examining the 13-year old victim had ill treated her and asked awkward questions and also berated the victim. The victims were also not provide any assistance- whether clinical or psychiatric - by the UP Police. The utter callousness of the UP government officers also reflects the kind of governance that UP has been experiencing during the past decades. Reacting to the behaviour of the UP medical officer, the National Commission of Women has summoned the doctor for explanation. It used to be said, that UP was bad during the rule of BSP under Mayawati but today, under Samajwadi Party chief Mulayam Singh’s son Akhilesh, the state has been witnessing spate of atrocities between communities including rise in number of cases involving women. Various media reports detail the kind of lawlessness in UP where victims are forced to withdraw money from ATMs, gangs kidnapping foes of their leaders or extorting money. The worst problem is that police are often accused of refusing to file FIRs under whatever pleas. It is either because police is being heavily influenced by some particular caste or that bribe had not been paid. The unspoken rule in the state though is, do not stop at night, even if a policeman flags you down. fear follows you even during the day. There are people who refused to send their children to well- known schools in Noida, a distance of just ten minutes from their home only because the school is located in U.P. A boy was kidnapped from my children’s bus stop. At least half of Akhilesh Yadav’s ministers have a criminal record against them. One of them, Mehboob Ali, reportedly has as many as fifteen cases against him including charges related to murder and kidnapping. With such kind of people ruling over the state, it is clear that those close to powers that be in UP can do what they like. When the police itself is not accountable for lapses or wilful acts of abetment. The entire set up in UP- political class, administrators, police and leaders of communities- appear to have an unwritten understanding to continue with the depravation of the state for political power.

DailyDevotion Learning About His Ways When Jesus finished commanding His twelve disciples… He departed from there to teach and to preach in their cities. —Matthew 11:1 He comes where He commands us to leave. If you stayed home when God told you to go because you were so concerned about your own people there, then you actually robbed them of the teaching of Jesus Christ Himself. When you obeyed and left all the consequences to God, the Lord went into your city to teach, but as long as you were disobedient, you blocked His way. Watch where you begin to debate with Him and put what you call your duty into competition with His commands. If you say, “I know that He told me to go, but my duty is here,” it simply means that you do not believe that Jesus means what He says. He teaches where He instructs us not to teach. “Master… let us make three tabernacles…” (Luke 9:33). Are we playing the part of an amateur providence, trying to play God’s role in the lives of others? Are we so noisy in our instruction of other people that God cannot get near them? We must learn to keep our mouths shut and our spirits alert. God wants to instruct us regarding His Son, and He wants to turn our times of prayer into mounts of transfiguration. When we become certain that God is going to work in a particular way, He will never work in that way again. He works where He sends us to wait. “…tarry…until…” (Luke 24:49). “Wait on the Lord” and He will work (Psalm 37:34). But don’t wait sulking spiritually and feeling sorry for yourself, just because you can’t see one inch in front of you! Are we detached enough from our own spiritual fits of emotion to “wait patiently for Him”? (Psalm 37:7). Waiting is not sitting with folded hands doing nothing, but it is learning to do what we are told. These are some of the facets of His ways that we rarely recognize.

If I only had a little humility, I would be perfect. ~ Ted Turner

T

here is a type of “tourist” who comes to India to steal our treasures. Not the same one who takes away old statues from temples, coins and antiques. This one takes our insects. We have not bothered to acknowledge this theft or plug it. Twenty five seizures have been made since 1995. This is probably less than 1% of the insects going out every day. Insect species are of great ecological value in the Indian ecosystem. Unfortunately, no one in the government or academe is studying the population trends of insects. Everyone is concentrating on pests and pest management. Insect stealing is not done by a few people. It is large gangs from a few countries that descend on us, go into the mountains or tribal areas and pay local people a pittance to collect live insects, which are then skewered or drugged and taken out in suitcases, checked into the airlines as private luggage or sent to themselves through parcels and international couriers. One insect in severe danger is the stag beetle. India is home to the Giraffe Stag-Beetle (Prosopocoilus giraffa) the world’s largest saw-tooth stag beetle with long and sharp jaws. Stag Beetles are good for the environment. They eat rotting wood, returning important minerals to the soil, but don’t eat living plants. Male Stag Beetles have large jaws that look like the antlers of a deer, hence the name. These are used in courtship displays and to wrestle other male beetles. They spend most of their life

underground as larvae, only emerging for a few weeks to find a mate and reproduce. Stag beetles and their larvae are quite harmless. They are among the rarer beetles – and now even rarer because of the Japanese. Till now the Japanese have been known for their single minded destruction of whales. Now they have emerged as the single source for the world’s destruction of beetles, especially stag beetles. The “beetle mania” in Japan has led to a multi-million dollar industry that revolves around the import of exotic beetle species. This mania originated with a hit arcade game by Sega called Mushi (insect) King, in which players collect cards of virtual stag beetles as fighters in tournaments. From card and virtual beetles, the passion led to collecting real insects as pets or for staging fights for gamblers or dead ones as collections. The Japanese started interbreeding their own beetles and producing different shapes. However it didn’t take long for the Japanese public to be bored with their own native species and by the 1990s people were illegally importing over 700 species. Trade in stag beetles has reached $100 million annually. And an entirely new mafia of insect traders was born that reached its hands all over Australasia to bring in millions of insects. Japan has 1200 species of beetles in its shops – only 35 are Japanese. Japan has made beetle smuggling easy. Pandering to the craze for these insects, the Japanese government revised the law in 1999 and legalized the import of foreign beetle

Nagaland Post, Dimapur tuesday, August 2, 2016

Start training enforcement authorities species. 34 foreign species were legalized in 1999 – and 505 species in 2003. Today, buying foreign stag and rhinoceros beetles is as easy as buying groceries, because beetle shops are common – even being sold through vending machines. Stag beetles can be purchased at pet stores, department stores and shops that specialize in beetles. Credit card holders can order them through the Internet. Most pet shop beetles sell for five dollars. High-priced ones go of as much as $2,500. The bigger, the more valuable. The countries that are losing their beetles to Japan are Thailand, Malaysia, Laos, Indonesia, Myanmar, Philippines, China, South America, France, India, Nepal, Bhutan, Australia. There are group tours organised to the Philippines, Taiwan and Indonesia whose sole purpose is to collect stag beetles. The Japanese tourists that we make fun of because of their obsession with photography, may not be as harmless as we think. This could be simply a cover for picking up creatures that we are not selling. Big beetles cost more, the most attractive being the larger Lucanidae species. The prices of these dead insects

rival those of major artwork or antiques, so very strenuous efforts are made to collect them, regardless of the ecological cost. In 2001 Japan imported 680,000 stag and rhinoceros beetles. This has now gone to over a million annually and the market sells more than $100 million worth. Export of beetles is formally banned in most countries. Dorcas antaeus beetles are absolutely prohibited in Bhutan , India and Nepal, but since Japan allows their import, smuggled specimens from these countries command much higher prices. In 2001, two Japanese were arrested at Nepal’s Tribhuvan International Airport for attempting to smuggle 542 stag beetles out of the country. In 2000, forest rangers in southern Nepal caught a Japanese Web designer and his two Nepalese guides bagging stag beetles. This did not deter another set of ‘wildlife entrepreneurs’ from collecting over 200 specimens of 6 species in 2002, which were also confiscated. Violations involving stag beetles have also been reported in Taiwan. Bhutan has also apprehended Japanese tourists who had collected a large number of stag beetles from Mongar dzongkhag. The insects were later

released back in the forest. In September 2000 a complaint was filed, against a local tourism company who brought in insect collecting tourists, by the Ministry of Agriculture. Australian customs arrested two Japanese trying to smuggle 1,300 native beetles out of Australia’s Lord Howe Island. More and more large beetles from the jungles of Indonesia, Malaysia, Cambodia, Nepal and India are being taken. More than 500 different species of stag beetles, a third of the world’s known species, have been imported to Japan from Sabah and Sarawak in Borneo and Peninsular Malaysia. A group trying to leave Turkey by car was apprehended with thousands of bugs hidden in boxes and tubes. Biology professors who examined the cache identified 6,014 bugs from 48 different species, including ladybugs, cockroaches, and various types of stag beetles, grasshoppers, flies, and bees from the Black Sea region and the northern part of Central Anatolia. The haul was worth $300,000. The Eastern Himalayas and Western Ghats of India are prime hunting grounds for smugglers of rare Rhinoceros, Longhorned and Jewel beetles. The trade has increased in recent years and Japanese have been caught in West Bengal with beetles. Hundreds more have escaped the lax and inefficient – and illiterate- net of the wildlife department. Thanks to the inadequate law enforcement, our insects, particularly beetles and butterflies, are being sold all over the internet. Two Czechs were caught recently bringing out rare beetles and

butterflies from Singalila National Park. These were to go to Japanese collectors through their website. Many foreigners pose as scientists to get admission into the parks. According to ecologists, lack of awareness is at the heart of the problem why insect smuggling is allowed to continue unchecked. Insects are crucial to forests’ survival: The population of frugivorous and insect-eating birds and bats dwindle when large insects begin to disappear, as do those of forest creatures like small carnivores and rodents, who depend on insect larvae for food. Beetle collectors do a great deal of damage to the environment – tree barks are stripped, old logs are rolled over, moss is uprooted – many other insects and birds lose their lives. Forests dwindle. Local populations of insects disappear and all the life dependent on them. India is seen as an easy target. While rangers are ignorant and easily bribed, police do not see insect smuggling as an important crime. Smugglers know that customs and airline authorities, who scan baggage at ports of exit, ignore bags stuffed with insects and butterflies. Japanese beetles face extinction as they have been hunted down all over the islands and are cross bred with non-native stag beetle species from Southeast Asia. So the craze for non native species will only increase. Is it not time for India to start training its enforcement authorities on insect smuggling? RCUN submits memorandum to union minister of Railways

Dear Sir, Namaskar and Greetings from Raliway Contractors Union Nagaland. With regards to the N.F. Railway about modernization with special reference to the State of Nagaland, we would like to highlight some few points for the improvement and up gradation of Dimapur Railway Station which has been chosen as a model station. The points are as follows :1. Dimapur Railway Station becomes immensely overcrowded when any Train arrives at the station. As such, goods trains and trains ferrying Army personnel should be re-located at Rangapahar Crossing. As it will be more convenient for Army personnel because the main Army Cantonment is just next to Rangapahar Crossing and as for the goods trains it will be convenient for the by-pass road to be linked with N.H-29 directly for which the FCI godown can be re-located nearby which will be safer. 2. Dimapur Railway Station has only two platforms and Platform No. 2 doesn’t even have an overhead shed. As such improvement in this area must be done immediately and also extension of other new platforms for additional trains for siding should be constructed for the convenience of the passengers to take rest and walk about freely. 3. The present Dimapur Railway Station building is very old and unsafe for the passengers and as such modern new building with all modern facility should be constructed at the earliest. The Dimapur Railway Station unlike other Stations outside Nagaland does not have a Cloak Room due to which commuters have to leave their baggage on the platforms itself which is really inconvenient for everyone. Also there is not a single ATM booth inside the Railway Platform which forces the passengers to go out of the Station every time for cash. Adding to these miseries, there are insufficient steel chairs for the passengers for which the authorities should look into the matter and do the needful to provide sufficient steel chairs within the Station. Also the authorities should provide at least 10 Television Sets, sufficient weighing machines for the greater benefit of the passengers. 4. At present there is few general ticket counter at the main entrance with an approximate size of 20/30 Ft., which is far below the require-

ment for hundreds of commuters to buy the current ticket at the time of journey and to add to the congestion even the Enquiry Booth. The second FOB has no connection to enter to any of the platform and enters directly to the other side of the colony which is a threat to security. 5. Dimapur District is one of the rapidly growing commercial districts in the North-Eastern Region it is also the second highest revenue earning station in North East next to Guwahati and also it is an international gateway to Myanmar and national gateway of Manipur as well as other adjoining places of Assam. As such comparing to its magnitude the present requirement of the station is hardly giving an output of 5% as development is concerned. To add to the above problem most of the North East Trains are very dirty and the toilets are very much in a pathetic condition. The train Stations are also in a very deplorable condition and filthy except when high officials are on visit then it seems to manageably kept clean. The stoppage time for Nagaland should also be extended at least at par with Guwahati, since many patience and old people travel they find it very difficult to adjust to the short and abrupt stoppage timing. In the process the train as well as to toilets are also never cleaned. 6. Construction of Railway line from Dimapur to Zubza which we believe is under process should be hastened and in addition the Railway line should be extended towards Mon via Niuland/ Merapani/ Longnak/ Tuli and Tizit. Since Assam has always been unpredictable regarding strikes and bandhs, the commuters, especially students, from Nagaland always suffer untold miseries while crossing Assam on road. This additional extension of Railways skirting the foothills of Nagaland will thus be a great boon for the people of Nagaland. It will also bring about economic development of the local populace. 7. Most importantly, with the introduction of Shatabdi Express and Rajdhani Express, the Railways has not been able to deliver justice to the people. Why so, as per usual norms, such train services are to be connected directly point to point. However, in the case of Shatabdi Express, the train which is to cater directly from Guwahati to Dimapur-

Guwahati goes beyond till Jorhat. This has given enough hardship to people of Nagaland by denying their due share. For instance, non-availability of tickets directly from Dimapur is a major concern. As Dimapur is supposed to get its lion share being the second highest revenue earning in the NE region, the extension till Jorhat which is also under Assam has become a major problem for commuters. This clearly indicates that the Shatabdi express has been introduced only for Assam and not for Nagaland. This is the same in the case of Rajdhani, which is supposed to connect the state capitals/commercial hubs. The Rajdhani express goes upto Dibrugarh as the last stop making it difficult for the Nagaland, who also caters to Manipur and parts of Assam to avail their due rights. We also feel that Garib Rath should be introduced form Nagaland to Kolkotta Via N.J.P as there are many Students and employees studying or residing in this area. Over and above extensive security should be provided to all the passengers with less harassment to passengers especially in Guwahati Station. 8. Dimapur is rapidly growing in its urban limits whereby even the District Administrative Headquarters are being shifted to Chumukedima Town about 14 KM away from Dimapur station. Therefore, there is an urgent requirement of a Local Train to ferry domestic commuters within Dimapur itself, as now the monopoly of local travel is enjoyed solely by the ever expensive Auto Rickshaws and Taxis which becomes unbearable for low and middle income categories of people. There is no City Buses plying within Dimapur unlike other cities which calls for this urgent introduction of a Local Train as there are heavy traffic jams to add to the burden of all the people. 9. A much needed construction of a New Flyover between Thahekhu Village and Nagarjan Junction would also serve the Traffic control problem and Railway travelling convenient by 50 %. Since this route will also link the N.H-29 directly through Nagarjan area for which people need not cross the main town to reach N.H-29 and also over and above the IOC Depot and FCI Godown as well as the Rangapahar Railway Crossing area could be diverted through this flyover instead of using the main town road.

Tribute to Naga Mothers Association

N

a g a M others Assoc ia tion (NMA), the Rotar y Peace Awardee 2015-16 by RCK Naga Mothers Association was formed in 1984 and their work for social change, peace and women’s rights is unparalleled. Winner of the Times of India Lifetime Achievement Award, the NMA continues to live and work for Peace each day of their lives, unknown to the public eye. Last year 2015 -16 alone we saw these brave Mothers walk the talk as they met Naga Political group leaders, the Home Ministers of India, the armed forces on an end to killings and violence and ushering Peace for the people. We witnessed their long journey into the Burmese borders for a peace dialogue with the NSCN (K) in the middle of monsoon and unmotorable roads. They have been a strong pressure group on the peace negotiators to listen to the voice of the people and bring a

sustainable peaceful solution and equitable Justice and a democratic society. NMA has spearheaded the legal fight for the Rights of women, acknowledging that peace without empowering women is impossible. Today the Rotary Club of Kohima pays tribute to these strong Naga women leaders and acknowledges their great contribution to peace by awarding the NMA with the first Rotary Peace Award for 2015-16 with a donation and a citation. The Rotary Peace Award is sponsored by the family of late Mr. Philip Suosahie Dzuvichu, father of RCK Charter president Rtn. Rosemary and present president Rtn. Richard. The award, in memory of a true Christian leader and a man of peace was given with the hope that peace will continue in our land through the remarkable people and organizations we felicitate through this Rotary Peace Award. Rotary Club Kohima

It is to be noted that earlier there was an unmanned crossing in this same place but was closed down because of enormous accidents taking place as such a Flyover is a must in this location. 10. In addition to the above mentioned points, a lot of illegal land encroachment has taken place in and around the Railway Station. And most of them possess Government approved Land Pattas for the said property which is actually owned by the N.F. Rly. Therefore immediate evacuation and proper investigation should be taken up immediately. 11. Reservation Quota for Rail Tickets at Dimapur need to be increased with immediate effect since it caters to both Manipur as well as Nagaland along with commuters from some adjoining places of Assam. The number of Rail ticket and seat/ berth Quotas from Dimapur is very minimal and less when we compare the seat and berth quotas available with very small Stations like Bokajan (BXJ), Furkating (FKG) or Mariani (MXN). There is also an urgent need to look in to the matter of Railway Ticket Syndicalism where there are Syndicates operating from both within and outside Nagaland who mess with genuine Ticketing Services. Also there is too much extra charge levied on TATKAL tickets which should be investigated. Another area of ticketing which requires thorough and urgent investigation is the extra commission being charged on each ticket from the Ticket Counters. 12. There is an urgent need on the authorities concerned to look in to the matter of suspension of works related to the construction of Railway Line from Diphu/ Dhansiri/ Karong via Jalukie. As per original estimate approved by the Ministry of Railways the sanction for this line was approved during 1987-88. Also immediate resumption of Railway services from Amguri in Assam to Tuli Town in Nagaland via Tuli Paper Mill is urgently sought. Also the Railway Station constructed at Naginimora by the British in 1926 should be revived immediately from Simalguri in Assam. Naginimora is one of the oldest administrative Headquarters in Mon District with historical and commercial significance because the Borjan Coal field is also located there and at present the coal transportation takes place only by road.

13. The Dimapur Railway School which was established in the year 1951 to cater to the educational needs of children of Railway Employees as well as the children of the nearby areas but with time it has never been upgraded or revamped. Today it is lying in shambles and unused like a grim reminder of a lost heritage. If the Government cannot revamp this glorious institution, our request to the Ministry is to immediately tender out the functioning and revamping into a Railway Department Museum in collaboration with the State Government for the larger interest of the Public as well as the Tourist as there is no such Museum in our State. 14. The N.F Railway contracts and tender system must be seriously looked into by the Railway Ministry. Due to a lot of anomalies in the rewarding of Tenders pertaining to Railway Projects, the local contractors do not get any benefit to help the people in general, as we understand the local need and grievances more than the others. Also there is an immediate need of segregating the tenders according to the projects and not as a bulk package which puts the projects in jeopardy (Several point area location work is merged under one contract to raise the tender amount and whereby local contractors are unable to bid in such huge volume). The tenders related to works of the Railways within Nagaland should also not merged with other State so that the bidding of tenders is done in a logistical and reasonable manner so that there is more fair amount of transparency in all the Railway Projects awarded to contractors. This is also needed as under the existing system of work tender distribution, big private companies and contractors from outside Nagaland get the works done through local biddings at a very low rates and Sublet to local contractors whereby there are lots of unscrupulous deals. All these anomalies have resulted in poor workmanship and irregular and inferior quality of work and materials thereby putting the lives of commuters as well as the image of N.F. Railway at stake. We would be very much honored if your kind Ministry takes up our grievances at a priority level. Vihoshe Awomi RCUN president; Andrew Ahoto spokesperson and Botohu Swu general secretary

Sir,

On re-registration of old trucks illegally in Nagaland

The recent news item of de-registered old trucks coming to Nagaland and re-registering again illegally here in our state leaves one to wonder how cheap and far we Nagas can go for easy money. We Nagas have lost all the credibility of our self image and our own worth. All illegal style of doing work prevails rampantly without any iota of shame in our so called ‘Nagaland for Christ’. In the recent past too, illegal gun licenses and driving licenses were detected from around the country. While birth certificates issued to illegal immigrants were detected during the NCR in Assam raises many questions that don’t seem to have any answer. Many stolen vehicles are said to be brought to Nagaland and re-registered again which is not a secret. Are there any honest Nagas left? Is there any department left in Nagaland that work judiciously or honestly and in fear of God? When there is a plenty of opportunity to do all illegal things and full of people ready to these unlawful acts anything anytime for easy money, there will be no dearth of crooks and scoundrels from all over who will come in search of them. Today our land lies completely in shambles by this menace of corruption which has wrecked every moral foundation of our society. I wonder if the people who are indulging in all these shameless and wicked act ever think what land their children are going to inherit after they are gone. Salang Imchen

AIADMK sacks Sasikala after she alleges threat to life in RS

Sabha, Sasikala claimed her expulsion had no link with the airport incident involving Siva, also a Rajya Sabha MP, and that pressure was being put on her for the last two months to resign. “They are harassing me.” She replied in the affirmative when asked whether Jayalalithaa was behind this. Sasikala also claimed that she was warned of consequences if she does not resign. Raising the issue in the Upper House, she said “If an MP is being slapped by a leader, where is human dignity,” triggering strong protest from members of her own party. As she found support in opposition members who wanted the chair to allow her to make her full submission, A Navaneethakrishnan (AIADMK) walked into the

Cow slaughter: Another accused held

M U Z A F FA R NAG A R , AUG 1 (PTI): A second person has been arrested in connection with the incident of alleged cow slaughter which triggered tension in Kadhli village here, police said Monday. “One more accused, identified as Saddam, was arrested on charges of cow slaughter yesterday,” Senior Superintendent of Police Deepak Kumar said.

A case was lodged against Zishan Qureshi and his family members for alleged cow slaughter, following which police had arrested Qureshi on Saturday. The incident triggered tension in the area after locals attacked Qureshi’s house accusing him and his family members of cow slaughter on Saturday evening. Police reached the spot and brought the situation under control.

well and out of it multiple times demanding that her remarks be expunged. “I have life threat... I am being compelled to resign from my constitutional post,” she said. “Where is women’s safety in this country? ... I am being harassed. I need protection. In Tamil Nadu, I don’t have safety. There is threat to my life.” Sasikala said she was thankful to her party leader for sending her to Rajya Sabha but “if a leader can slap an MP, I need protection. I need government’s protection.” “I want to serve the country (and not resign),” she said. “I am not here in Rajya Sabha for any benefit.” Deputy Chairman P J Kurien said the Chairman was custodian of all members of the House and he will protect her too. He, however, asked her not to mention anyone’s name who cannot come to the House to defend himself or herself. The aggrieved member can write to the Chairman for necessary action, Kurien said. But the opposition benches broke into protest saying she should be allowed to make her full submission. Women members of Congress party moved to the aisles and vociferously raised the issue of her plight as a fellow member.

RCUN memorandum

(From p-1) While for goods trains, it also urged the minister to relocate the FCI godwon at Rangapahar crossing for easy access through by-pass road linked with NH-29 directly. (Full text on p-6) MCD: Muslim Council of Dimapur (MCD) has urged Railway Minister Suresh Prabhakar Prabhu for introduction of an inter-state train from Dibrugarh to Agartala via Dimapur, which would also benefit the passengers of Manipur . In a memorandum to Prabhu in Dimapur on Monday, MCD said that a large section of people from Barak Valley districts and Tripura have been staying in Upper Assam districts, Nagaland and Manipur, but there is no direct train service to Barak valley or Tripura from these places. Therefore, MCD appealed to the Railway Minister to consider their demand for a direct train from Dibrugarh in Upper Assam to Tripura via Dimapur for convenient of the passengers of Upper Assam, Nagaland and Manipur. Notably, the MCD had also submitted its first memorandum to Railway Minister through Divisional Railway Manager (DRM). Lumding railway division on February 2, 2016 for a direct train from Dibrugarh to Tripura.

(From p-1) The minister assured to complete the project on time, if possible ahead of time by 2019. He also informed that railway department would be using higher technology for monitoring the project. “A comprehensive plan on how to meet the aspirations of local people of Northeast region to the economic potential is in the process of finalization and very soon it will be presented to all the chief ministers “, he said. Prabhu expressed optimism that better education, health services could be availed by the people through railway connectivity. Referring to a package to promote tourism in the northeast states, including Sikkim, the minister assured that the railways would provide the infrastructure, which could create wealth in the region. Speaking on the occasion, Nagaland governor, P.B. Acharya, expressed regret that despite the abundance of rich natural beauty and resources, the state did not have proper connectivity. “Though a Governor I am finding myself difficult to reach even Delhi when others can reach USA in 12 -13 hours,” Acharya said. Harping on the potentials of handloom, handicraft, agriculture, horticulture, the governor said connectivity could bring vibrancy to the economy of the state. He suggested forming a citizen’s committee to supervise the problems during the construction of the railway project in Nagaland.

Nagaland chief minister, T.R. Zeliang, described the day as “a red letter day” in the history of Nagaland and said that the railway line would greatly ease the movement of goods and passengers to the state capital. He assured that the state government would do its part in assisting and facilitating for smooth implementation of the project. Zeliang also apprised the railways minister on the bigger railway project initiated for Nagaland to run from Dimapur to Tizit. He requested the minister to push through this project in the cabinet committee on economic affairs and for ensuring early completion of the final location survey. The chief minister also requested the minister for reexamining and reviving the abandoned Dhansiri-Karong Railway project. Zeliang made an appeal to the people of Nagaland, specially the land owners along the new railway line, to cooperate with the NF Railways and also to assist and facilitate the contractors and their workers so the project could be completed within the stipulated time. Others who spoke at the programme included union minister of state for railways, Rajen Gohain, member, engineering railway board, AK Mittal, and NF Railway general manager, Chahatey Ram. A host of ministers, parliamentary secretaries, chief secretary of Nagaland, Officials from Railway family, district administration, police and public attended the programme.

CHENNAI/NEW DELHI, AUG 1 (PTI): AIADMK MP Sasikala Pushpa, who reportedly slapped DMK MP Trichy Siva at Delhi airport on Saturday, was Monday expelled from the party by its supremo Jayalalithaa on a day when she claimed she was slapped by a “leader” and faced threat to her life in Tamil Nadu. In a brief statement, Jayalalithaa said that Sasikala, a Rajya Sabha MP, was being expelled from all party posts, including primary membership, as she had acted in violation of the party principles and ethics for “bringing disrepute to the party”. “Her behaviour has brought great disrepute to the party,” the Tamil Nadu Chief Minister said in Chennai. She asked party supporters not to have any truck henceforth with the Thoothukudi-based MP. In the Rajya Sabha, Sasikala alleged she was being forced to resign from the ‘constitutional post’. She first rushed into the Well of the House to get permission to make her statement and then broke down several times as she said she faced “life threat” from state government and alluded to her being slapped by a “leader”. She, however, did not make it clear who slapped her and when. Outside Rajya

Consequently, the RBI issued in-principle approval to two applicants and they have since established the banks (Bandhan Bank and IDFC Bank). On minimum capital requirement, the RBI further said the promoter/s and the promoter group/Non Operative Financial Holding Company (NOFHC), should hold a minimum of 40 per cent of the paidup voting equity capital of the bank which would be locked-in for a period of five years from the date of commencement of business of the bank. Regarding the corporate structure, the guidelines said NOFHC has been made non-mandatory in case of promoters being individuals or standalone promoting/converting entities who/which do not have other group entities.

Mumbai, Aug 1 (PTI): RBI today released the muchawaited guidelines for ‘on tap’ universal banking licence, but excluded large industrial houses as eligible entities from the purview, though they can invest in banks up to 10 per cent. As per the “Guidelines for ‘on tap’ Licensing of Universal Banks in the Private Sector”, the initial minimum paid-up voting equity capital for a bank should be Rs 500 crore and thereafter, the bank should have a minimum net worth of Rs 500 crore at all times. Individuals/professionals who are ‘residents’ and have 10 years of experience in banking and finance at a senior level and existing non-banking financial companies (NBFCs) that are ‘controlled by residents’ and have a successful track record for at least 10 years can apply for the licence. Further, “entities/groups in the private sector that are ‘owned and controlled by residents’ and have a successful track record for at least 10 years, provided that if such entity/group has total assets of Rs 5,000 crore or more, the non-financial business of the group does not account for

Rio Olympics to have up to Simona Halep lifts WTA Montreal title Patna Pirates win Pro Kabaddi 4,500 urine anti-doping tests

Patna Pirates with their trophy after winning the Pro Kabaddi League in Hyderabad.

Hyderabad, Aug 1 (Agencies): Defending champions Patna Pirates recorded a 37-29 victory over Jaipur Pink Panthers in the Pro Kabaddi League final on Sunday. Both teams began strongly as they tied 2-2 in the fourth minute. Panthers scored three points with a super raid by Rajesh Narwal to lead 2-6 after five minutes. Pirates then forced a super tackle in the seventh minute as they trailed 5-6. Pardeep Narwal scored a raid and bonus to give Pirates a 7-6 lead. Narwal got another raid

point as Pirates led 9-6 after 10 minutes. Pirates inflicted an all out in the 15th minute to take a five-point lead of 16-11. Panthers’ Jasvir Singh scored four points to help them leveled the game at 16-16 in the 19th minute. Pirates, however, forced a super tackle in final seconds of the first half to take a 19-16 lead at half-time. In the second half, Pirates forced a super tackle in the 25th minute to take the scores to 21-18. Narwal attained a super 10 in the 29th minute, giving Pirates a lead of 25-19.

Pathers’ Ajay Kumar scored two points in the 32nd minute with to reduce the gap to 27-22. Pirates then forced an all out in the next minute to lead 31-23. With less than five minutes to go, Pirates increased the lead to 10 points with a score of 33-23. Singh scored his 10th point of the match in 37th minute as Panthers trailed 24-33. Panthers cut the lead to seven points in the 38th minute, but Narwal soon scored a two-point raid to seal the trophy for Pirates with an eight-point win of 37-29.

Rio De Janeiro, Aug 1 (IANS): Up to 4,500 urine tests and at least 1,000 blood tests will be conducted in the Rio Olympic Games antidoping programme, the International Olympic Committee (IOC) President, Thomas Bach, said on Sunday. The Rio Olympics will commence on August 5, in the shadow of the Russian doping scandal which made anti-doping fight at these Games the focus of attention. The IOC had worked hard to keep drug cheats away from the Olympics, Bach said. Bach noted that extreme measures were undertaken to keep as many drug cheats away from the Games as possible. “We have the pre-testing programme where more than 2,200 athletes were selected and monitored... Then we had 700 recommendations for extra testing which went to 13 international federations, 62 national anti-doping agencies for athletes from 96 different countries,” he added. On top of the preGames testing, the IOC also conducted a comprehensive re-analysis of the samples

from Beijing and London Games. Until now, over 1,200 samples have been re-tested and banned substances were found in 98 samples. More retesting is expected to continue throughout and after the Rio Games. T h e R i o O ly m p i c s Games will also see for the first time that the Court of Arbitration for Sport (CAS) take charge of sanctioning drug cheats. “For the first time, athletes who are tested positive will not be sanctioned by the IOC any more. Their cases will go directly to the CAS which will take independently all the necessary measures,” said Bach. To handle doping cases at the Games, the CAS opened two temporary offices in Rio de Janeiro. CAS said it will adjudicate on doping cases “after hearing the parties concerned” and “may also impose provisional suspensions pending the conclusion of the procedure”. Based in Lausanne, Switzerland, CAS first opened local offices at Olympics for the Atlanta Games in 1996.

M ON T R EA L , A u g 1 (Agencies): Simona Halep beat a mistake-prone Madison Keys 7-6 (7/2), 6-3 on Sunday to win the WTA Montreal hardcourt tournament and claim her 14th career singles crown. World number five Halep, of Romania, has now won 23 of her last 26 matches, a stretch that has included lifting titles in Madrid, Bucharest and now Montreal. “It was not my best tennis because I couldn’t play my best tennis,” Halep said. “I cannot hit stronger than her because she’s very strong. “I tried just to keep the ball away from her and to make her run. I think I did it pretty well, and she missed shots. It was really tough for me to hit winners today.” Halep had some unfinished business to take care of at this tournament after reaching the final for the second straight year. Halep was unable to close the deal last year when she became ill in the third set, handing the title to unseeded Belinda Bencic. Sunday’s win wasn’t pretty as she hit just four winners against Keys, an American playing in her first career hardcourt tournament final. It was a match Keys would no doubt like to quickly forget as she finished with 45 unforced errors and had her serve broken five times,

India extend lead to 229 runs possibility of rain later in the match as a tropical storm builds up in the Caribbean Sea. The day started bright and sunny though, and Rahane quickly got to his Test fifty off 93 balls. Shanon Gabriel (1-62) and Miguel Cummins (0-74) bowled well in the first hour of play, as the West Indies continued their ploy of bowling tight and not giving away easy runs to the batsmen. Only 34 runs came in the first hour of the morning, and thereafter Devendra Bishoo (1-95) and Holder came on to bowl. That is when Rahane’s troubles started as the skipper mixed his incoming and out-swinging deliveries well, and troubled the set batsman. Rahane was beaten a couple times, and

Lehmann extends Aus deal

Sydney, Aug 1 (Agencies): Australia head coach Darren Lehmann has extended his contract until October 2019. Lehmann’s contract was due to expire in June 2017 and has been extended to cover the Ashes and World Cup in 2019. Since Lehmann’s appointment in 2013, he has taken the Test and one-day sides to No 1 in the world, won a home Ashes series 5-0, beat South Africa in a Test series away from home and won the 2015 World Cup. Executive General Manager Pat Howard said: “2019 is

such a big year for Australian cricket and we wanted certainty and stability for the playing group with both the coach and assistant coach contracted as we build towards the Ashes series and the World Cup. “Darren has had great success in the role and he and the National Selection Panel deserve a huge amount of credit for taking a relatively young side to No 1 in the world in two of the three formats.” Lehmann said he was grateful for the support he had received and was looking forward to the upcoming challenges.

Halep is the first player to reach back-to-back finals in the event since Jennifer Capriati did it in 2001 and 2002. Halep won a sloppy first set in 43 minutes despite hitting just one winner. The Romanian took the set on the second of five potential set points in the tiebreaker when Keys hit a backhand wide. She then claimed the title on another Keys error as the American blasted a forehand into the net on championship point.

1st DEATH ANNIVERSARY Dearest Aunty,

there were other interesting LBW shouts against him, but he stayed put at the crease. He was frustrated though, and the good spell induced an edge in the 147th over off Bishoo, but Rajendra Chandrika dropped him at backward point. He was on 65* at that time, and yet managed to survive this period of play and went into the break unbeaten, trying to break the shackles with two boundaries in the 148th over. The 400-mark had come up for India in the 141st over, as well as the lead crossed the 200-mark. Holder then finally got some reward for bowling tight when he trapped the keeper-batsman LBW just before lunch, his first wicket in this series.

Narsingh cleared of doping charges; set for Rio Olympics

Narsingh Yadav New Delhi, Aug 1 (PTI): In a sensational turnaround, Narsingh Yadav was today exonerated of doping charges by the National Anti-doping Agency (NADA), which concluded that he was a victim of sabotage, paving the way for the wrestler’s participation in Rio Olympics. After more than a week of drama which began with Narsingh testing positive for a banned anabolic steroid methandienone in tests conducted on June 25, NADA DG Naveen Agarwal put an end to the suspense on the wrestler’s fate by exonerating him.

Rafael Nadal still unsure about Rio

Rio de Janeiro, Aug 1 (Agencies): Rafael Nadal remains unsure if he will be able to represent Spain at the Rio Olympics as his fitness concerns linger. Nadal, who beat Chilean Fernando Gonzalez to win men’s singles gold at the Beijing Games in 2008, withdrew from the French Open with a wrist injury and also missed Wimbledon. “I will not be at the best level in any of the categories,” Nadal told journalists after arriving in Brazil on Sunday. “I have not competed for two months and I have not trained a lot. I will train a few days here to see what I can do and then decide what is best, to be more positive for me and the team.” The 14-time grand slam champion arrived in Brazil on Sunday with doubts still lingering over whether he will be fit enough to represent Spain. Nadal’s Spanish team-mate David Ferrer admitted last week that the 14-time grand slam champion’s fitness situation was “delicate”.

“We kept in mind that in the past, till June 2, none of his samples were positive. It was inconceivable that onetime ingestion would be of benefit. Therefore the panel is of the view that the one-time ingestion was not intentional,” Agarwal said while reading out the verdict. “The panel concludes that the athlete deserves the benefit of article 10.4 of the NADA’s anti-doping code. Keeping in view that he was victim of a sabotage, the panel exonerates the athlete from charges of anti-doping rules of NADA.

Agarwal said the sample collected on July 5 had substantially lower content of the banned substance than the one taken on June 25. “...the report about indicative estimated concentration of prohibited substance in the sample collected on June 25 has substantially reduced in the sample collected on July 5,” he added. “Important to note that report of the first sample was not known to the athlete till the collection of second sample on July 5. Had the athlete been regularly taking it, the report of July 5 would have been positive to the extent of having the main substance.” A relieved Narsingh said he is eager to go to the Olympics now and win a medal for the country. “I am very happy and I am hopeful of winning a medal at the Olympics. Truth has won. This will ensure that nothing like this happens with any other player. It is a huge win,” Narsingh said. “I knew I was on the right side and was confident of getting justice,” he added. The Wrestling Federation of India (WFI) President Brij Bhushan Sharan Singh said the process to get Narsingh back in the Olympic squad has been set in motion. Narsingh had been replaced by Parveen Rana when the scandal broke out to save India’s quota place in the 74kg category. “To save the country’s quota, we sent Parveen

AAI planning a franchise based archery league Mumbai, Aug 1 (PTI): Archery Association of India has decided to start a league for the target sport on the lines of other sports like football, kabaddi and badminton in the country. This was announced today through a media release by Anil Kamineni, secretary general of Archery Association of India (AAI). The AAI official said that the archery association is considering starting its own league to promote the ancient sport. The AAI is working closely with the World Archery Federation and the league is set to include top foreign archers, both men and women, in recurve and compound divisions, the release said. The association hopes that the league will bring back the excitement associated with this traditional sport and according to its organisers the league would showcase a new revolutionised face of

archery which will push the sport to limelight. In the past India has produced some fine archers such as Limba Ram and Dola Banerjee and is currently nurturing talents like Deepika Kumari, Atanu Das, Abhishek Verma and Rajat Chauhan, who are securing many medals at national and international competitions, the release explained. “This league will help talented players and also identify hidden talents at grassroots level and bring them to limelight. Lack of awareness and unavailability of suitable platforms has prevented archery from getting its due support and backing. “To this cue, the league to be planned by the Association will uplift the standard of archery in India by providing the sport and the talented archers their deserved recognition and credit,” the release added.

Rana’s name and told the world body that Narsingh would be sent if he is cleared. Have faith, Narsingh will go to Rio. We had told United World Wrestling (UWW) that once Narsingh is cleared he will replace Parveen Rana,” Singh said. “We are confident that Narsingh will go, the judgement is clear that Narsingh was victim of sabotage. NADA has agreed to this. Narsingh Yadav will go to Rio,” he added. The NADA reached the conclusion after three days of marathon hearings last week during which Narsingh’s lawyers argued that the wrestler had been sabotaged by rivals. Narsingh had even filed a police complaint, naming two fellow wrestlers, one of whom is a 17-year-old. NADA’s legal team had also given its arguments against the sabotage theory before the disciplinary committee, stating that the responsibility of keeping his system dope free lay solely with Narsingh. The panel had summoned two cooks on the request of Narsingh’s lawyer Vidushpat Singhania on Saturday to verify the theory of his food being contaminated. Earlier, the argument put forth by NADA’s legal team was that Narsingh was not eligible for remission, which he had been asking for, because he failed to establish that he did not commit any fault or negligence.

Djokovic wins Toronto Masters title TORONTO, Aug 1 (Agencies): Minutes after completing a 6-3, 7-5 ATP Toronto Masters final win over Kei Nishikori on Sunday for his 66th career title, Novak Djokovic had already shifted his focus to the Rio Olympics. The world number one, who claimed his fourth Canadian title with a command performance over Asia’s top player lasting less than 90 minutes, will waste no time in heading south to Brazil for the weekend start of the Summer Games. “It’s the biggest event in the history of the sport, so to be part of it is already a huge privilege and honour that I will cherish, as I did in Beijing and London Olympic Games,” said the holder of a leading 30 Masters 1000 trophies. “I had an honour of carrying the flag for my country in London 2012, one of the most unique and unforgettable moments of my life. So I look forward to that, honestly, just being part of it. I’m approaching the Olympic Games as any other tournament. I’m trying to respect the same kind of preparation and routine that I have with my team and that I have respected for so many years.” “It has worked well for us this week and as most of the other weeks the last couple of years.” Djokovic lifted his game in Canada as the week progressed, sweeping to the title without the loss of a set and dispatching challenges from Gael Monfils in the semis followed by Japan’s Nishikori. “The overall sensation (of Rio) is not going to be the same as the other tournaments, because it’s Olympic Games,” he said. “Of course you represent your country.

Novak Djokovic holds aloft the trophy after winning the Rogers Cup tennis tournament. (AP/PTI) You get to feel that you’re part of something much larger than just the tennis event. I look forward to that.” “I’m going to try to extract that positivity out of that huge attention and energy that will be directed into the Olympic Games and hopefully put myself in a position to battle for a medal.” Djokovic won a bronze medal in Beijing and just missed the podium in London, losing to Argentina’s Juan Martin Del Potro in the bronze medal match. Wimbledon upset loss a month ago to Sam Querrey. “Everything in life happens for a reason. The fact that I have lost in the first week of Wimbledon allowed me to have a week more of the time with my family and just the quality time off the tennis, thinking about other things, recharging my batteries, and then coming in here with plenty of motivation to do well. “I couldn’t ask for a better start to the hard court season, and hopefully I can keep going in the right direction.” Djokovic won his seventh trophy this season.

Messi better than Pele, Maradona: Pope Rome, Aug 1 (Agencies): Five-time Ballon d’Or winner Lionel Messi has been proclaimed the best ever footballer by Pope Francis! Barcelona and Argentina’s all-time leading goalscorer, Messi, has constantly been compared to past greats Pele and Diego Maradona, while also going head-to-head with current Real Madrid rival Cristiano Ronaldo. But Pope Francis – the leader of the Catholic Church and a renowned San Lorenzo supporter – threw his support behind countryman Messi. “For me, [Lionel] Messi is better than Maradona and Pele,” Pope Francis was quoted as telling young men and women participating in World Youth Day. Messi endured a difficult Copa America Centenario, stunning the world when he announced his retirement from national team duty after Argentina lost to Chile on penalties in the final.

Moyes eyes Fellaini, Januzaj Kuwaiti shooter refuses to carry Olympic flag

Marouane Fellaini

Adnan Januzaj

London, Aug 1 (Agencies): David Moyes admits he has taken on a “building job” at Sunderland and hopes to lure Manchester United duo Marouane Fellaini and Adnan Januzaj to the Stadium of Light. Moyes was confirmed as new England manager Sam Allardyce’s successor on July 23 and has spent the past 10 days getting to know his squad ahead of the new Premier League season. Sunderland are yet to strengthen this summer, but Moyes confirmed he and chief executive, Martin Bain, are working hard to add new faces to the squad and declared his interest in Fellaini and Januzaj. When asked whether he would like to bring the pair to Sunderland, Moyes said: “If anyone of those players want to join us, I would be happy to have them because they are excellent players. “We are interested, but I am sure a host of other clubs are too.” Moyes has signed Fellaini twice before during his spells in charge of Everton and Manchester United, and

also handed Januzaj his United debut against Sunderland, when the Belgium international scored twice in a 2-1 win on Wearside in 2013. As well as discussing the difficulty of securing transfer targets, Moyes also stressed his desire to bring stability to Sunderland, who have successfully battled against relegation in each of the past four seasons. “The FA have been speaking to Sam for a few weeks, so I don’t know how much business you can do in that period, you’ve got to give us a bit of grace on that,” Moyes, who signed a four-year deal at Sunderland, added. “It does take a little bit of time, they only avoided relegation late in the season, so it’s hard to get things in place. But we’ll turn it around and we’ll get signings in. We’ve got offers in just now and I am hoping to get things done quite quickly. “It doesn’t always work like that, anyone who you talk to about football says it’s a difficult window, I think it’s a difficult window because of the prices.”

RIO DE JANEIRO, Aug 1 (Agencies): Legendary Kuwaiti shooter Fehaid alDeehani has refused to carry the Olympic neutral team flag at the Rio Games opening ceremony, where the Gulf state’s athletes cannot march behind their own emblem. Kuwait is suspended by the International Olympic Committee (IOC) and other leading federations such as FIFA, football’s world body, over government interference in sport. Despite last-minute calls for dialogue to get the Kuwait government to make a concession, al-Deehani, winner of Kuwait’s only Olympic medals, and seven other athletes are resigned to having to compete in Rio as so-called Independent Olympic Athletes. According to Kuwaiti media, the IOC asked alDeehani, who took trap shooting bronze medals at the 2000 Sydney and 2012 London Games, to carry the Olympic neutral team flag. But the Kuwait army officer turned down the request. “I am a military man and I will only carry the Kuwait flag,” he said. “I cannot carry the IOC flag.” The IOC and FIFA have now suspended Kuwait three times since 2007 over government interference. The latest dispute has caused anguish across the Gulf state, pitting the government even against global sporting powerbroker Sheikh Ahmad Al-Fahad Al-Sabah, a member of the IOC and FIFA,

Fehaid al-Deehani

who is from Kuwait. The gover nment has launched court action in Switzerland seeking $1 billion in damages from the IOC over its suspension, which Youth and Information Minister Sheikh Salman al-Humoud al-Sabah has called “unjustifiable”. The Court of Arbitration for Sport has already ruled against the government, and a UN envoy’s efforts to mediate have also come to nothing. The Kuwait parliament amended its controversial sports law in June, but the government still has the power to dissolve sports associations

and federations. The Kuwait Olympic Committee on Sunday called on the government to start dialogue in a last-gasp bid to get the Kuwait flag in to the Rio opening ceremony. Al-Deehani is one of six Kuwaiti shooters in the Kuwait delegation in the neutral athletes. The others are Saud Habib al-Kandari, Abdul Rahman Fayhan, Khaled Al-Mudhaf, Ahmad al-Afasy and Abdallah al-Toraqi. Fencer Abdulaziz AlShatti and swimmer Abbas Al Qali make up the eight waiting for an end to the battle.
