NSCN (I-M), 14 apex hohos meet

DIMAPUR, AUG 27 (NPN): After the recent spate of press statements over the demand for early solution to Naga political issue, NSCN (I-M) delegation led by its chairman, Q. Tuccu and leaders of 14 Apex Naga Tribal Hohos of Nagaland (ANTHN) held a meeting on August 26 that reportedly lasted for nearly five hours. Highly placed source in NSCN (I-M) informed Nagaland Post that the meeting was initiated to clear out any possible misunderstanding between the two parties. The source described the meeting as “good”. The source further disclosed that the ANTHN denied of any sort of collusion with Government of India Representative and Interlocutor for Naga Peace Talks, R.N Ravi to undermine or derail the talk between Government of India and NSCN (I-M). On the other hand, reliable sources in ANTHN informed that the 14 tribes were invited by NSCN (I-M) chairman, Q Tuccu and that they had a “good meeting” but that both sides did not adopt any resolution
Vety dept issues lumpy skin disease alert D I M A P U R , AU G 2 7 (NPN): In view of the reported emergence of lumpy skin disease (LSD) in the neighbouring state of Assam, the state directorate of animal husbandry & veterinary services has informed all chief veterinary officers (CVOs) to be on high alert by carrying out strict surveillance/monitoring on the occurrence of the disease in the state through the veterinary institutes in respective districts. LSD is an infectious disease in cattle caused by Poxviridae family virus characterised by Fever, multiple Nodules on the Skin and enlarged superficial lymph nodes with mortality ranging from 1-3%. The disease, however, causes huge economic losses in the form of drop in milk production, reduced skin quality and restriction of trade/movement. The department has also instructed all district officers to issue a red alert instruction to all check gates within their jurisdiction for control of diseased/suspected animal movement. F u r t h e r, C VO s o f Peren, Dimapur, Wokha, Mokokchung, Longleng, Mon have been asked to send the report of disease outbreak, if any.

The source said there was no “detailed deliberation on the ongoing Naga political talk” as both sides only held a “casual discussion on differences”. “NSCN (I-M) did not try to impose anything on us nor did we impose anything on them. It was a casual discussion... no major issue was discussed,” said the source. It may be mentioned that the pace and progress of the Naga political issue towards resolution had suffered a setback when NSCN (I-M) demanded replacement of R.N. Ravi as government of India’s Interlocutor. While some organisations have supported the NSCN (I-M) demand for removal of Ravi as the Interlocutor, 14 Apex Naga Tribal Hohos of Nagaland and other organisations like Nagaland Tribes Council (NTC), Nagaland GB Federation (NGBF) and apex tribal hoho have come out in support of early solution and retention of the incumbent Interlocutor. NSCN (I-M) leaders led by its ato kilonser, Th. Muivah have been holding series of meetings with officials of the Intelligence Bureau (IB) in New Delhi.

NEW DELHI, AUG 27 (AGENCIES): Centre is firm on its September deadline to conclude the decades-old Naga peace talks by signing a final peace accord in which all stakeholders will be signatories, reports the Deccan Chronicle (DC). Noting that the first deadline to end the Naga talks was October 31, 2019, that was extended at the NSCN (I-M)’s request, Home ministry sources informed the Deccan Chronicle that the Centre will not extend the deadline further as almost all substantiative issues had been finalised. As reported in Nagaland Post on August 10, sources had informed this newspaper that some significant development could be expected by September. According to media reports, the Centre had already told the leadership of NSCN (I-M) on what issues it can or cannot agree. “The ball is now in the court of stakeholders, they can avail the opportunity to be a part of the historic Naga peace accord,” sources told the Deccan Chronicle while also clarifying that a majority of stakeholders in Nagaland, including Naga tribal groups and the Naga National Political Groups (NNPG) had given their consent to signing of the peace accord. The reports said the NSCN (I-M) leadership was still camping in New Delhi and were holding meetings with Intelligence Bureau officers, though most key issues with the NSCN (I-M) had been settled. Home ministry sources also admitted that the NSCN (I-M) was still insisting on its demand for a separate flag and constitution. According to the Deccan Chronicle report, NSCN (I-M) had been advised that they could hold talks on these issues even after the peace accord was signed. It was also reported that the Interlocutor for Naga talks and Nagaland Governor, R.N. Ravi was stationed in Delhi.

Centre gives two options to states on GST compensation NEW DELHI, AUG 27 (AGENCIES): Centre on Thursday gave two options for compensating states on the Goods and Services Tax (GST) to bridge revenue shortfall as the economy faces a prospect of contraction in current fiscal year due to COVID-19 crisis. The first option provides a special window to states in consultation with the Reserve Bank of India (RBI) to provide Rs 97,000 crore at a reasonable rate of interest. This money can then be repaid after five years from the collection of cess. The second option is that the entire GST compensation gap of Rs 2.35 lakh of this year can be met by states in consultation with the RBI. “Two options were placed before states. We told them that we will facilitate talking with RBI and help getting G-security linked interest rates so that each state does not have to struggle for loans,” said Finance Minister Nirmala Sitharaman after the fivehour virtual meeting of 41st GST Council here.

D I M A P U R , AU G 2 7 (NPN): Union Minister of Jal Shakti Gajendra Singh Shekhawat Thursday held a review meeting with chief minister of Nagaland Neiphiu Rio through video conference to discuss progress of Jal Jeevan Mission (JJM) implementation in the State. JJM is under implementation in partnership with States to provide drinking water to every rural household of the country. Taking to twitter, Shekhawat stated that Nagaland was aiming to provide 100% tap connections to every household by 2024. “Held a joint review meeting with CM Nagaland, @Neiphiu_ Rio ji through VC today &
discussed on the progress of implementation of #JalJeevanMission in the State. Nagaland aims to become 100% #HarGharJal State with every household having a tap connection by 2024,” Shekhawat tweeted. JJM’s vision is to ensure that every rural household has drinking water supply in adequate quantity of prescribed quality on regular and long-term basis at affordable service delivery charges leading to improvement in living standards of rural communities. To assist, empower and facilitate States in implementation of the participatory rural water supply strategy, water security & building water infrastructure,
the ministry is reviewing the progress regularly. JJM plans to holistically address the challenges, viz. depleting water sources, increasing water qualityissues, lack of in-village infrastructure, poor Operation & Maintenance, lack of resource efficiency, etc. The mission is not just about creating physical infrastructure but also forging partnerships with various organizations for smooth implementation of JJM. Therefore, the ministry has sought interest from foundations, trusts, NGOs, community based organizations, VOs, etc. to work closely with the mission as ‘Sector Partner’.
D I M A P U R , AU G 2 7 (NPN): After a hiatus of one day, state-owned oil marketing companies (OMCs) increased petrol price on Thursday by 9-10 paise per litre across four metros while diesel prices were left untouched. According to IOCL website, price of petrol in Delhi was raised to Rs.81.83 from Rs.81.73 per litre. After today’s rate revision, petrol price in Dimapur rose to Rs. 87.13 per litre while in the state capital Kohima price of petrol stood at Rs. 88.03. Petrol prices have now risen in 10 of the last 12 days. OMCs review the rates of petrol and diesel on a daily basis and any changes are implemented at fuel stations with effect from 6 am. Currently, fuel prices vary in different parts of the country due to factors such as price of crude oil, foreign exchange rate and local taxes.

India records highest single-day spike of 75,760 COVID-19 cases NEW DELHI, AUG 27 (PTI): Registering over 75,000 COVID-19 cases for the first time in a span of 24 hours, India’s virus tally sprinted past 33 lakh on Thursday, while the number of recoveries crossed the 25 lakh mark, according to the Union Health Ministry data. A record 75,760 infections were added in a day taking the total coronavirus caseload to 33,10,234. The death toll climbed to 60,472 with 1,023 fatalities being reported in 24 hours, the data updated at 8 am showed. With a total of 25,23,771 patients having recuperated so far, the recovery rate was recorded at 76.24 per cent while the COVID-19 case fatality rate has declined to 1.83 per cent. There are 7,25,991 active cases of coronavirus infection in the country which comprises 21.93 per cent of the total caseload, the data stated. India’s COVID-19 tally had crossed the 20-lakh mark on August 7 and went past 30 lakh on August 23. According to the
ICMR, a cumulative total of 3,85,76,510 samples have been tested up to August 26 with 9,24,998 samples being tested on Wednesday.
The health ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities.
Nagaland COVID tally 3784 D I M A P U R , AU G 2 7 (NPN): Nagaland registered 6 fresh COVID-19 cases on Thursday, taking the state’s tally to 3784 cases-- 1031 active, 2735 recovered, 9 deaths and 9 migrated. According to Health minister, S. Pangnyu, 4 cases were detected in Dimapur and 2 in Tuensang on Thurs-
day. As per the severity of symptoms, 1,015 active cases are asymptomatic, 15 mild and 1 moderate. Out of 3,784 positive cases, distribution across various categories of people include 1,622 cases from the Armed Forces, 1222 returnees, 260 frontline workers and 680 traced contacts.

Kidnap victim rescued, 2 held D I M A P U R , AU G 2 7 (NPN): An employee of a business firm M/s Symbios Creations Pvt. Ltd, was reportedly kidnapped on Wednesday by two miscreants but rescued and the kidnappers caught by West PS Dimapur team under ASI Vikishe Chophy. Business Association of Nagas (BAN), Dimapur Ao Youth Organisation (DAYO) and Aoyimti Lanur Telongjem (ALT) have condemned the kidnapping allegedly by the cadres of Khango-led NSCN (K) while at work in Midland area, Dimapur on August 26, 2020. BAN said “such a criminal act was uncalled for “ when Naga businesses were affected by the pandemic and were struggling to bounce back. BAN reminded that Symbios was founded by a hard working Naga businessman. BAN appreciated the swift action of Dimapur
police led by ASI Vikishe Chophy in rescuing the victim and apprehending the perpetrators. BAN further appealed to the NNPGs not to disturb businesses run by Nagas as most businesses were trying to survive during these trying times. DAYO: Dimapur Ao Youth Organisation (DAYO) through its media cell said that “this barbaric act is a crime of the highest order and deserves to be dealt in the most severe manner.” According to DAYO, “such dastardly act” was totally unacceptable and had no place in a civilised society especially at a time when the entire mankind was fighting Covid-19 pandemic. DAYO has appealed to the law enforcing agencies and other responsible authorities of the state to award exemplary punishment to the perpetrators, which should act as deterrent to others daring to in-
dulge in similar crimes. DAYO also lauded West PS team led by ASI Vikishe Chophy for rescuing the kidnapped victim and arresting two persons involved. DAYO also affirmed that it would “no longer tolerate any criminally motivated actions” and leave no stones unturned “to identify and confront any criminals that challenge the very existence of our community in Dimapur.” A LT : E x p r e s s i n g outrage over the incident, Aoyimti Lanur Telongjem (ALT) termed the kidnapping as criminal and unjustifiable. In a press release, ALT president Imyangluba Longkumer called upon every rational citizen to condemn and take “energetic actions to stem this scourge.” ALT also lauded the police department for rescuing the victim and arresting the kidnappers.
Economics & Statistics department survey report on amenities in villages Correspondent KOHIMA, AUG 27 (NPN): The survey report released on August 25 on local, blocklevel statistics for local level planning (LLP) 2020 by the department of Economics & Statistics has shed light on various amenities in rural areas. For instance, while nine villages in the state have still not been electrified, one village do not have road connectivity and 55 villages don not have access to PHED water supply. In part-I of the series, some of the district-wise findings in the survey have been enumerated below. Dimapur district: With 213 villages (Dikoi is under suspension) under six blocks, Dimapur has the higher number of villages in the State. And as on January 31, 2020, all 212 villages surveyed are electrified, connected by road and have access to mobile network.
Thahekhu village under Chumukedima block has maximum amenities in the district, followed by Dhansiripar under Dhansiripar block that has 21 out of 40 amenities. The report states that Melongmen village under Dhansiripar block has the least number of basic amenities and about 10% of public transport service was available in the villages, while around 24% of private buses ply in the district, adding taxi service was available in about 33% of the villages in the district. Further, 10.8% of the villages have landline phone connection, while postal service covers about 32% of the villages. As per the reports, Dimapur has 13.5% of the state’s Government Primary Schools, about 21% of Govt. Middle School, 8.8% Govt. High School and 25% of Govt. Higher Secondary Schools are located in Di-
mapur district. It adds that on an average, 33 % private educational institutions of the State were located in Dimapur. About 36% of villages have health sub-centre, 3% villages have primary health centres (PHCs) and about 0.5 % of villages have community health centres (CHCs). According to the survey, Dimapur has the greatest share of the State’s private clinics/ hospitals (42.8%). Also, 2.3% villages in Dimapur district have veterinary centre, 2.3% have libraries, about 76% have VC halls and 88.2% have playgrounds. Further, 5.7% of the State’s indoor stadiums are located in the villages of Dimapur district, 21.6% of the villages have marketing sheds and about 98% have access to anganwadi centres and fair price shops. Water Supply was available in about 94% of the villages, while 27.8%
have access to public toilet. And 2.8% of villages have bank facility and 6% have ATM booths. About 14% of the State’s police stations and 4.5% of the State’s police beat posts are located in Dimapur, even as around 5% villages have common service centres (CSCs), 85.3% have self help groups and 38.6% have street lights. Kohima district: Kohima district has 94 villages under seven blocks and, as on January 31, 2020, all have electricity, road connectivity, mobile phone network and fair price shops. Among all the villages in the district, Kohima village under Kohima block leads in terms of availing maximum basic amenities with 32 out of 40 amenities, followed by Jakhama village under Jakhama block with 29 amenities. Lotsuphen village under Tseminyu block has access to the least number of basic amenities.
The villages are connected by about 6% of the State’s public transport service, while 22.5% of the State’s private buses ply in the district. Also, about 72% villages have access to taxi service. Close to 14% villages in have Landline phone service and 52% are covered under postal service. About 7% of the state’s GPS and GMS are located in the district. Further, 12% of the State’s GHS, 31% of GHSS and 50% of government colleges are located in Kohima district. On an average, about 14% of the State’s private educational institutions are located in the district. Approximately 37% of the villages have health sub-centres, about 15% have PHCs and about 2% have CHCs, while 4% of the villages have either private clinics or private hospitals. Veterinary centre is available in about 20% villages and about 16% villages
have village library facilities, 80% have council halls and 71% have playgrounds. Indoor stadiums were available in about 7% villages, while about 31% villages have marketing sheds. While 98% villages have anganwadi centres and water supply facility, about 60% villages have access to public toilet. Banks and ATM booths are located in about 4% and 3% villages respectively, while 8.5% and 31.8% State’s police stations and police beat posts respectively are located in the villages of Kohima district. Intra-district comparison of different blocks within Kohima district and the availability of basic amenities show that on an average, Kohima block has maximum basic amenities, while Tseminyu block has the minimum. Mokokchung district: Mokokchung district has 9 blocks, one of the two
districts with the highest number of blocks in the state with 85 villages. As per the survey, the district has 100% electrification, road connectivity and mobile phone service in its villages as on January 31, 2020. Out of 85 villages, Ungma village under Ongpangkong (N) block avails the maximum basic amenities with 28 essential amenities, followed by Changki village under Mangkolemba block and Chuchuyimlang under Chuchuyimlang block which has 24 out of 40 basic amenities. On the other hand, Lizo Model village under Longchern block and Vikuto village under Tsurangkong block availed the least number of basic amenities. DIMAPUR: Deputy chief minister and in-charge of Wokha district for COVID19, Y. Patton accompanied by advisor of Horticulture and Border Affairs, Mhathung Yanthan visited Wokha and held a review meeting with District Task Force to assess situations related to COVID-19 on August 27. A press release by Dy. CM media cell stated that, recent activities and overall scenario of the district was highlighted by DC Wokha, CMO and Ffrontline officials. Dy. CM and
advisor, expressed their satisfaction and congratulated the Wokha DTF for overall management and right measures adopted in fighting against COVID-19 pandemic, apart from few positive cases. Patton conveyed his special gratitude to the DTF for their selfless services rendered especially during this pandemic and encouraged them to continue their good work. Patton also thanked the people of Wokha district for their unflinching support and cooperating with the frontline workers. He
further appealed them to follow the guidelines laid down by the government as the battle was far from over. Legislators also urged the citizens to take the present situation in a positive way, as COVID-19 was here to stay for long and one must learn how to live with it. Patton further expressed concerns about entry restriction in some villages and colonies and appealed to avoid such restrictions but to maintain and follow the government SOPs and notifications issued from time to time.

DC and DEO Phek has informed that any objection or suggestion can be lodged in written to DC office on or before September 1. Power department informs: Department of Power has informed all electricity consumers covered by IT billing and online payment facility under 9 R-APDRP towns (Dimapur, Kohima, Wokha, Phek, Chumukedima, Mokokchung, Tuensang, Zunheboto and Mon). In order to avail the facility of “Trusted Consumer Meter Reading” in DOPN web portal (www.dopn.Rov.in), a specific time period/slot i.e. 1st to 10th of every month is being provided for the consumers to manually enter/provide their own energy readings. This will enable the respective billing offices (SDO) to generate bills for the current month which will be posted and available for viewing and payment in the subsequent month. Consumers can download the bill(s) and pay online either from the portal itself by selecting the view and payment tab from the portal menu or through mobile wallet apps- Phone pay, Google pay, Amazon pay, BHIM etc. Following steps/process is to be adopted by the consumers for providing trusted meter reading online. Log on to department website www. dopn.gov.in; Sign up/register with the consumer number and log in to “My Account”; Select the “Trusted Consumer Meter Reading” tab/box option; Fill in the required fields (date of reading & units consumed as on that date) and submit.
MMC conducts ceremony for ‘Swachh Survekshan 2020 Award Correspondent M O KO KC H U N G, 2 7 AUG (NPN): A solemn ceremony was conducted in recognition for the “Swachh Survekshan 2020 Award,” where Mokokchung town was declared as the “cleanest city in the North East of India,” (city with population between 25 to 50 thousand population) by the Ministry of Housing & Urban Affairs, GoI, at the Mokokchung Municipal Council (MMC) conference hall, Thursday. Speaking on the occasion, ADC & administrator, MMC, Shashank Pratap Singh stated that the credit for award (Swachh Survekshan 2020 Award) goes to the civic sanitary conscious people of Mokokchung as a whole. He said that the award was in recognition of the concerted tireless efforts of the community, to keep ones’ surroundings clean. EWS Mon virtual home based detoxification treatment DIMAPUR: Evergreen Welfare Society (EWS), Mon in collaboration with department of Social Welfare, Nagaland and Prodigals Home, Dimapur launched a virtual programme on free home based detoxification treatment programme 2020 on August 25 with the theme “Drugs treatment works”. A press release by organisers stated that, during the virtual launching programme DC Mon Thavaseelan K, appreciated the initiative and also assured that administration and police will render full cooperation and support. He further appealed the concerned department to extend the programme if the same goes satisfactory considering the present pandemic situation with no drugs treatment in the district. EWS decided to conduct home detox programme to the people who use drugs and alcohol in the district headquarter and its surroundings villages with the minimum target of 20 clients in a month. Proposed activities to be done during home based detoxification treatment programme 2020 is to do proper assessment, counseling, medication, health monitoring and also to do family counseling and follow up by referral. Earlier, programme was chaired by Sashi, programme officer (EWS) and dedicated by Gaipha, pastor, Hindi Nagamese Baptist, Mon. DIMAPUR: Zeliangrong Students' Union Nagaland (ZSUN) has reiterated its appeal to all the private educational institutions under Peren district to take initiative and consider concession/reduction of school fees. A press release by ZSUN president, Dithuibo Newmai and education & statistic secretary, Haimet Kuame also asked educational institutions to join hands in the fight against COVID-19 and to empathize with parents financial burdens on humanitarian ground. While being aware that decision to reduce school fees may affect school revenue in terms of teachers’ salary and other cases, the ZSUN urged educational institutions to consider the cases of parents in genuine distress on individual basis for school fee reduction, concession and deferment. ZSUN also appealed to state Education department to work towards best interest of schools and parents.

DIMAPUR: Drawing attention to the deplorable Mon-Longwa road which covers 42 kms and maintained by Border Roads Organisation, the Longwa Students Union (LSU) has appealed the government and concerned authorities concerned to immediately intervene on this issue post pandemic “so that the untold hardships of the people of Longwa and other neighboring villages is lessened.” A press release by LSU general secretary, T. Nahlak Wangnao stated that, Longwa village is one of the biggest villages in Mon district and home to more than 5000 people and lies at the international border of India and Myanmar. While blacktopping was done in 2005-2007, the LSU stated that there has been no proper renovation or repairing and the annual renovations do not cover the worst affected parts. Lamenting over the deplorable drainage and potholes which worsens the road condition, the LSU expressed deep concern and “dismay upon the concerned authorities in particular.” Pointing out that de-

BJP, CPI(M) supporters clash in Tripura; 12 injured
Agartala, Aug 27 (PTI): At least 12 people were injured in clashes between supporters of the ruling BJP and opposition CPI(M) in different parts of Tripura on Wednesday during a state-wide demonstration by the opposition party to protest against “anti-people” policies of the Centre, police said. Five of them are critically injured, Assistant Inspector General of Police (Law and Order), Subrata Chakraborty said.
He said police lathicharged in Sabroom subdivision of South Tripura district and Khowai area to disperse the agitators, and security has been beefed up in these places. Over 4,000 protestors of the CPI(M) were arrested during the day but later set free, Chakraborty said. CPI(M) state secretary Gautam Das said demonstrations were held at 282 locations across Tripura to press for a 16- point charter
of demands, including rolling back of the labour act and increasing man-days in MNREGA. “BJP anti-socials indiscriminately attacked our party workers and leaders. The clash took places at 30 places. But, the most violent one was at Rupaichari area,” Das told reporters. He said the party has filed an FIR, demanding immediate arrest of the culprits. BJP spokesperson Nabendu Bhattacharjee, however, rubbished the allegations and said it was pre-planned violence by the CPI(M). “Five BJP workers have suffered injuries in the clash at Rupaichari. The attack was instigated by senior leaders of the CPI(M), who are now absconding,” Bhattacharjee alleged.

A district and sessions court had on Wednesday ordered AGP not to hold its scheduled general body meeting because it violated the party’s constitution and COVID-19 guidelines. The general body of the regional party reelected Atul Bora as its president unopposed, AGP ‘election officer’ Phani Bhusan Choudhury, who is also the state food, civil supplies and consumer affairs minister, announced in the meeting. Bora said Keshab Mahanta, the water resources minister, will continue to be the party’s working president.

He apprised the Union minister during a video conference interaction today, said a release of the DIPR, Imphal Goyal conducted the video conference interaction with industry ministers of all states on “One District One Product Initiative” a move towards “AatmaNirbhar” Bharat. As part of the conference, the Union minister also launched a Geographical Information System online land bank in six states through the video conferencing which was attended by commerce and industry ministers from

Taking part in the interaction, Biswajit highlighted logistics and transportation problems being faced by the states of the region including Manipur and how as such entrepreneurs of the region faced problems in competing with others from outside the region. Considering these issues, he apprised the Union minister to consider a promotion policy for the entrepreneurs of the state as well as others of the NE region. He further highlighted
several issues of the state and informed that the state under the present BJP-led coalition government has started export of certain products of the state like ginger, turmeric, pineapple, black rice, etc. “It is believed that the state has deposits of limestone and chromites and that the government is seeking clearance for exploration of the same from the Central ministry. We have already identified the deposits,” the release quoted state minister in his interaction with the Union minister. He stated that the state will identify districts for implementation of “One District One Product Scheme” and to submit a report on it within a week. He further highlighted that Manipur has the highest concentration of looms and weavers and that handloom and handicraft as it was the culture and tradition of the people of the state. “Handloom and

It is proposed to drive it on a mission mode with specific targets set to be achieved by 2022, when the country celebrates 75 years of independence.
Increase in cattle smuggling along India-B’desh border Biggest single-day spike of 143 COVID cases in Arunachal Correspondent Shillong, Aug 27: The relaxation in the lock-down has lead increase in cattle smuggling along the mostly porous 443-km stretch of India-Bangladesh border in Meghalaya, the Border Security Force (BSF) stated. “Since the lock-down kicked in, there had been a decline in cattle smuggling in the state due to the restrictions on movement of people and vehicles. But now with ease in lock-down, nefarious
designs of Indian and Bangladeshi cattle smugglers starts taking shape again,” BSF spokesperson at the BSF Meghalaya Frontier Headquarters, U.K.Nayal said on Thursday. The alert BSF troops deployed on the international border in East Khasi Hills district of Meghalaya seized 43 cattle worth over Rs 5 lakh on June 27 last and handed over the animals to the local police, he informed. “The Border Security Force deployed at Bangla-
desh Border is performing its duties with full devotion to stop all illegal activities and trans-border crimes,” Nayal said. “There are reports that the cattle smuggling syndicate is gearing up again and trying to revive Siliguri-Kahanapara–Nongpoh route to supply cattle for smuggling not only in East Khasi Hills but also in Garo Hills district of Meghalaya,” he revealed. “Before the cattle smuggling takes an alarming shape again, police and
other agencies should also step forward, co-ordinate and launch special operation with BSF to stop the menace of cattle smuggling,” Nayal emphasised. On the other hand, legal international trading activities between the two neighbouring countries were recently resumed, in keeping with safety norms through the Dawki Land Customs Station in West Jaintia Hills district of the State, which had been closed for five months since the nationwide lock-down from March 25.
Itanagar, Aug 27 (PTI): Arunachal Pradesh reported its highestsingle day spike in COVID-19 cases as 143 people, including 23 security personnel and a health worker, tested positive for the infection on Thursday, an official said. The fresh infections have pushed the state’s caseload to 3,555, he said. Of the 143 fresh cases, 31 were reported from the Capital Complex region, 24 from East Siang, 16 from East Kameng, 10 from West Kameng, nine from Tirap and eight from Upper Siang, State Surveillance Officer Dr L Jampa said. Seven new cases each were detected in Upper Subansiri, Pakke Kessang, Lower Subansiri and Papum-
pare districts, four in Lower Dibang Valley, three each in West Siang and Changlang, two in Kra Daadi and one each in Lower Siang, Lohit, Leparada, Namsai and Anjaw, he said. Kra Daadi reported COVID-19 cases for the first time, Jampa said. The northeastern state had registered its previous highest-single day spike of 133 coronavirus cases on August 19. “Three army men and 20 paramilitary personnel are among the fresh patients,” he said, adding that a health worker from East Kameng district has also tested positive for the disease. Barring 10, all the new patients are asymptomatic and they have been
shifted to COVID-19 Care Centres, Jampa said. Fifty-five people were discharged from hospitals on Wednesday, he said, adding that the recovery rate among COVID-19 patients in the state now stands at 72.09 per cent. Arunachal Pradesh has 987 active cases at present, while 2,563 people have recovered from the disease and five died. Jampa said 1,781 people have been cured of the disease since the beginning of this month. West Kameng has the highest number of active cases at 151, followed by the Capital Complex region at 150, East Siang district at 133, Upper Subansiri at 103 and Changlang at 96, he said.

t was not entirely unexpected that the principle of what is proposed is also opposed when academics turned into politics over the issue of holding National Eligibility-cum-Entrance Test(NEET) and Joint Entrance Exam(JEE). Generally, the JEE (Mains) exams for engineering aspirants are conducted in April while NEET is conducted for medical aspirants in May. These exams have already been deferred twice in the wake of the novel coronavirus pandemic. JEE-Main 2020 was originally supposed to be held from April 7-11, but postponed to July 1823, NEET-UG was originally scheduled for May 3, then pushed to July 26. They were postponed again and are now scheduled in September this year. The union ministry of education has scheduled NEET to be held on September 13, engineering entrance exam JEE Main has been planned from September 1-6. Around 9.53 lakh candidates have registered for JEE-Mains and 15.97 lakh students have registered for NEET. While the Centre’s decision to hold NEET, JEE exams amid COVID-19 has found support among academicians, more Opposition leaders have joined the bandwagon opposing the move. The National Eligibility-cum-Entrance Test and the Joint Entrance Exam are supposed to be an academic affair where the only concern should be on cracking it. However, 2020 is no normal year and the hysteria over the coronavirus pandemic has given way to political fight. During a virtual meeting with chief ministers of seven states convened by Congress supremo Sonia Gandhi, West Bengal chief minister Mamata Banerjee urged her fellow state chiefs to challenge the Supreme Court order together. Two main players in what is seemingly going to be a political war - Mamata Banerjee and Sonia Gandhi- have brought others like JMM’s Hemant Soren and Shiv Sena’s Uddhav Thackeray together to demand what Congress leader Rahul Gandhi calls an “acceptable solution”. A day after seven chief ministers of non-BJP ruled states decided to jointly move the Supreme Court against the Centre’s decision to hold the NEET and JEE (Main) exam amid the COVID-19 pandemic, the tug of war over the exams continued on Thursday with more voices joining both sides of the argument. Odisha chief minister Naveen Patnaik and DMK chief MK Stalin too reiterated their opposition the exams. On Thursday, Stalin even urged the chief ministers of Andhra Pradesh and Telangana to join the Opposition as they unite to move the Supreme Court against the exams. Students’ organisations, such as AISA, SFI, NSUI among others, have been holding consistent social media campaigns to demand the cancellation or postponement of the exams. Calling the Centre “ever insensitive”, major opposition party Chief Ministers have come together and made this academic affair a political playground where the theatre of CMs versus the Centre is being played out with emotions. On the flip side, while 150 academicians wrote to Prime Minister Narendra Modi, saying any further delay will compromise students’ future, directors of several IITs warned that that academic year will turn ‘zero academic year’ if exams are not held as scheduled. The opposition appears to have utilised the current COVID-19 pandemic to object against scheduling of exams due to safety concerns for the 25 lakh candidates.The National Testing Agency(NTA) which conducts the exams has taken measures to address safety concerns. In the ultimate analysis, morbid fear of the pandemic cannot be allowed to hold life to ransom and it is incumbent upon all to ponder over this.

In other words, you must be more moral than the most moral person you know. You may know all about the doctrine of sanctification, but are you working it out in the everyday issues of your life? Every detail of your life, whether physical, moral, or spiritual, is to be judged and measured by the standard of the atonement by the Cross of Christ.

he past history says that after the first World War the British Government decided to grant dominion status to its empire nations and particularly to the British India, it sent Simon Commission under Sir Clement Attlee, MP, who visited Kohima in 1929 to seek the views of Naga leaders whether they will agree to be brought under India Dominion Act of 1935. Accordingly, after thorough discussion the Naga Club submitted the famous memorandum of 1929 - in which it was clearly stated that Nagas were free and independent before the advent of the British Empire and was never under the Indian Raj. Therefore, if the British have decided to go back, Nagas should be left free to decide its own future. Moreover, half of them hate us for our beef and the other half hate us for our pork. Therefore, the question of joining the teeming millions of Indian does not arise at all. Consequently, therefore when the Dominion India Act of 1935 was passed the Naga areas were classified as excluded areas. Again during the 2nd World War because of having received the full support in the war effort by the Indian Army, the leaders of India was promised full independence after the war. Incidentally, after the

war, Sir Clement Atlee became the Prime Minister of Great Britain, therefore, Atlee advised Pandit Jawaharlal Nehru, the then interim Prime Minister of India, throughSir LordMountbatten, the then Governor General of India, to contact the Naga Tribals of the North East before declaring India Independent. Accordingly, the interim Government of India entrusted the emissaries in the person of Sir AkbarHydari, the then Governor of Assam Province and Sri. GopinathBordoloi, the then premier of Assam province to meet the Nagas. For this purpose, the then DC Naga Hills Sir.CR Pawseyhas organized the Naga Hill Tribal Council (which was later transformed into Naga National Council). The first meeting took place in Jan 1947 followed by a number of parleys. Finally, the NNC was asked to submit itsviews in writing which was submitted in the form of memorandum on 26th June 1947.Following which a marathon meeting took place from 27th to 29th June resulting in an agreement known as “Hydari Agreement” also better known as 9 Point agreement on 29th June 1947. This agreement clearly stated that; Naga traditional, cultural, customary usages will be respected and all its historical territories will be brought back to Naga Hill
district. These assurances were re-affirmed a number of times whereas in the enactment of the Constitution of India in 1950 no mention was made about the Naga historical integrity. This led the NNC to declare unilateral plebiscite in 1951 which clearly affirmed that Nagaland (territories) belong to the Nagas. The GoI instead of acknowledging its failures in fulfilling its own commitment, took affront to the declaration and imposed many draconian laws and using its armed forces kill thousands and thousands of innocent Nagas, raping women, burning of villages and inflicting untold miseries and suffering on the Naga people. The situation has been clearly described by no other than the former Governor of Himachal Pradesh Sri Hokishe Sema-in his book ‘The Emergence of Nagaland’ that due to the GoI non fulfillment of its promises, emanates insurgency in Nagaland. Also the reason why GoI failed to fulfill it promises will be contained in the book “My day with Pandit Jawaharlal Nehru” by B N Mullick, Personal Secretary to PM Nehru from 1947 to till his death in 1964, who was also Director of Indian Central Intelligence Department. Here Sir Mullick has clearly stated that the 16 point memorandum submitted
by Naga people conference in 1959 contains two points (No.12&13) which were not according to the draft submitted by Central Intelligence Agency (by the then Deputy Intelligence Officer North East India, Sri S N Dutt). In the book above it was mentioned by the then PS to PM India that Point No. 12 and 13 was added by a devil officer. By now everyone is aware of who was that devil officer, he was none other than Sri. A Kevichusa the first IAS (Retd) officer among the Nagas, he was made the chairman of the Drafting Committee appointed by NPC during its conference at Wokha before submitting 16 points memorandum to the GoI. It needs to be pointed out that point no 12 and 13 is the reiteration of point no 6 of the 9 Points agreement. This deals with amalgamation of all Naga inhabited territories and retransfer of all Naga forest and mineral resources which were arbitrarily transferred out of the Naga Hill district by the British Government for their own conveniences. Furthermore, it is also interesting to note that at the time of meeting with NPC, the then Central Intelligence Director has advised the then PM Nehru to be away and also not depute none of his ministers to represent him except his Personal Secretary and
Secretar y Exter nal Affairs Ministries. This 16 Points memorandum was discussed between NPC leaders and Secretary External Affairs and Director of Central Intelligence Bureau who was the Prime Minister’s Personal Secretary. The meeting went on quite well on all points except point no 12 and 13 for which no decision was taken on the excuse that it will take time. Till now no action has been taken. In the meantime, Assam Government has filed a writ petition in the Supreme Court in 1988 Civil Suit No.2/88 requesting that the Inner Line should be declared as the boundary between Assam and Nagaland. The Civil Suit involves as under- 1) Assam Govt. 2) Election Commission and 3) Governmentof Nagaland. This matter was first heard by the Hon’ble Supreme Court, later by the Local Commission and then by the Mediator Commission, both appointed by the Hon’ble Supreme Court. During the last hearing by the Mediator Commission in 2012 it was clearly pointed out that Nagaland State was created in 1962 by an act of Parliament of India but without boundary. This was confirmed by the Chief Secretary of the Assam Government, the Joint Secretary of the Government of India of Home Affairs and then

verything that has unfolded in these past few months has been difficult for all of us to comprehend. Not only for us but our parents and grandparents, we have never been prepared for this kind of a situation. This is so much bigger than anything anyone of us had experienced collectively. We never had to deal with something quite like this until now. And it’s fair to say this crisis has also generated feelings of uncertainty, insecurity, boredom, confusion, fear, chaos, helplessness and frustration. Despite all that, we as adults are doing all we can in ways we know to cope through the experience we have gained over the years. Even though it’s a trial and error process, it gives us a sense of control and calmness. Unfortunately our children being smart don’t have that richness of experience that can provide them a sense of perspective. So a lot of how they are going to understand all that is happening mostly depends on the adults surrounding them. It’s been few months since the pandemic started so we have become habituated staying at home but doesn’t mean it’s easy. And though we are all trying to manage our complex self together, it becomes very important to remind ourselves to look at these changes through the child’s lenses. Now we are all aware how in the beginning of the lockdown, both children and adults were at ease like on vacation. But when it became clear, this virus was in for the long haul the honeymoon phase came to an end. Then it dawned on us parents that we not only had to work from home but become our child’s teacher too. And thousands of other challenges followed as if the flood gates were wide opened. Children of all stages, they had to deal with the change in their daily structure. Attending school, interacting with friends and teachers, tuition classes, the fun of mid day meals, Sunday school, church, visiting grandparents/ relatives,
mall/restaurant visits and a lot of their normal activities were restricted. They were bombarded with information on how they had to follow a new norm in order to stay safe which might have been overwhelming in the beginning. Even though they were very well aware all the reasons; why? They had to follow all the instructions. It was also necessary to know that some students had to deal with grief over the loss of not being able to attend their final year of school or transitioning into college, 3 or 4 year olds missing their first year of school, teenagers missing out school activities, or seeing their crush in person such a major thing, trivial for us adults. But when we were young it made sense so better use the same yard stick. Even though these thoughts are not consistent it’s an ongoing struggle they endure. As adults we may be able to sympathise but we exactly don’t know how this feels; since we have never been in those shoes where we have missed those milestones. The family dynamics can also create internal blocks like single parent household, health issues in the family, drug/ alcohol abuse, verbal and physical violence in the family, financial crisis or job loss, child with neurodevelopment disorder, parent’s as frontline worker, both working parents. Each of these family conditions is different and has its unique challenges and consequences sometimes raising concerns for mental health issues. With all these transitions they have to alter overnight mentally, physically, spiritually, emotionally, and socially. It demands that we as their care takers are vigilant making sure that the wellbeing of our children are looked after. We can start with having open and honest conversations about how we are unsure of when all this is going to end but that this is not permanent. Share your struggles and worries in words and ways that are appropriate for their cognitive and emotional reasoning. Using words
like death, dooms day, end of the world, or everything is falling apart is something we need to be mindful with. Such statements can cause more stress and anxiety because every child responds differently. Even if it annoys them checking up on how everything is going, if the information that they are expose to is accurate or not occasionally is important, since there are many fake news around. Because even if most of the time they are managing themselves well, sometimes they might be bothered. So acknowledging and creating a safe space where their thoughts and emotions are validated in healthy and non judgmental ways; sends a message to the child that is a human thing and they are going to be listened to. But it’s also crucial how parents stand as model in their body language, speech, tone, how they interact with each other, managing conflicts and resolving daily challenges. Because we need to remember that kids are smart and observant of everything around them. They pick up on all these cues and will use these as strategies in different life situations to solve problems. So as parent we should be aware of how the environment we create in turn creates us. It is always a symbiotic relationship. It is also essential to maintain a schedule like dinner time, study time, sleep hygiene, prayer time, being occupied with their gadgets, personal time, physical activity where everyone is involved like chores, games, and exercise; having a schedule where all the family members are participating brings a sense of collective coping creating a strong support system. But when they don’t listen and are being difficult they need to be held accountable and dealt with constructively. Parents can also seek help from teachers, school counsellor/ therapist, counselling organisations, other parents or adults, and those teachers who have been trained under the SCERT nine months diploma course in school counselling, started
under the initiative of the department S h r i T. S e k h o s e (SCERT, Director), Professor Zavise Rume, Ms. Amongla Jamir and team. It’s a smart step towards a more inclusive and holistic approach because the education system today is not just helping our children perform better academically, but also helping the students deal with life challenges and demands that affect their development. Also for parents having to manage children with neurodevelopment disorder can be very difficult especially during these times. Since parents are not able to take their children for their therapies. It would be beneficial if they can continue those interventions and strategies from home with the consultation of special educators, therapist and doctors. Also teaching our children how life is not always a straight line but at times demands that we learn to be flexible and creative. Even though the amount of time we are spending with our family is increased. We can use this time as a unique opportunity to build our relationships especially if we have some differences with one of our children. by the Surveyor General of India, who stated that the first map of Nagaland State was drawn by them but underneath the same map was written - “boundary not verified”. It may be noted that under Art 3 & 4 of the Constitution of India; the Government of India is duty bound to demarcate the boundary of the newly created state which was never done in the case of the State of Nagaland. Again it was pointed out under Art.363 of the Constitution of India that no court can interfere in matters on which the Government of India has entered into an agreement with any authority even prior to the declaration of Indian Independence. Therefore, this writ petition is out of the purview of even the Supreme Court and therewith the hearing ended. Accordingly, the Hon’ble Supreme Court disposes of the writ petition by passing an order directing the Government of India to take steps in 2014. Therefore, in view of the above, it will not be possible to find a solution or peace without first taking steps for integration and amalgamation of all the Naga territories as promised by the Government of India as directed by the Hon’ble Supreme Court of India. However, similarly the fading and erosion of indigenous ethos is also swift either. The chief focuses of the world happen to be advancement with new development, bringing new methods and running after newest research theories and productions. We all busy running after this fast growing competitive world. In the mean time indigenous cultural and traditional ethos are also severely sinking. Looking through the way of life particularly our young Nagas generation today, knowing his origin and accepting his existing lineage is been often despised and ignored. Inclusive advancement of human standard, cross culture adaptation and particularly the western thoughts and its way of education has made our way of thinking global and liberalized our approaches. When we look into post modern social scenario ours may not be exceptional but not less than any other existing society in the world. However in the process the knowledge of our own unique identity is been compromised and neglected but praised and press on to adapt foreign culture and even excels in many fields. Not intended to
discourage about excelling in other cultures and studies, but embedding the concern of resurging our valuable culture and tradition amidst advancing because it is our identity. Many young people considered indigenous tradition and culture as primitive and unexciting. Learning and preserving of folklores seems irrelevant to many smart and intelligent people. Various contemporary philosophical thoughts and concept, advancement of science and technology has already preoccupied many minds. However no matter how advance we become with foreign cultures and traditional ethos we will be a Naga and to keep our Naga identity we must not confused or ignorant about our basic cultural evidences such as our own tribal dialect, historical account, costumes and its implication, folklores etc, which gives a good account of our origin. Ignorant or clueless about Naga history, culture and traditional ethos is a great shame to claim oneself as a Naga or belong to Naga. Likewise claiming or consider oneself belongs to a particular tribe without having the basic etiquette of tribe such as dialect, cultural and traditional beliefs is a lost person. Many of us have started condemning against the IRB personnel in the recent incident, where a doctor alleged he was assaulted by IRB personnel. We as general public, should be wise enough not to pour out hatred or discriminatory remarks without listening to both sides of the story. As it has been known to all of us that an inquiry committee has been established, we should not be quick to judge anyone. Needless to say, I am in no condition to state or blame who is at fault and who is innocent. India best place for def manufacturing: PM NEW DELHI, AUG 27 (PTI): Wooing foreign players to join his push for defence manufacturing in India, Prime Minister Narendra Modi said on Thursday that producing defence equipment in the country is the best option for them considering the big size of its market and underscored his government’s commitment to creating a robust ecosystem for all manufacturers. Addressing a seminar on ‘Aatmanirbhar Bharat’ in defence manufacturing, Modi said his government has ushered in a “win-win” situation for all players, from public sector to private and foreign manufacturers, and asserted that the concept of a self-reliant India is not “inward-looking”. The goal of this mission is to make India work towards larger global peace, and also to help the world economy become more resilient and stable, he said. The defence sector having self confidence is necessary for making a modern and self-reliant India, the prime minister said, asserting that a new mindset has emerged on his government’s watch.

“India has the potential to become a dependable supplier of defence equipment to many friendly countries. This will further deepen India’s strategic partnership and boost its role of being a net security provider in the Indian Ocean region,” Modi said. Asserting that the recent announcement of an import embargo on 101 defence equipment is not merely confined to curbing imports but also aimed at giving a boost to the domestic industry, he said more items will be added to this list later. His government’s efforts are aimed at developing technology in India
and expanding the private sector’s role in this sector to the most, Modi said. He said his government has opened the way for 74 per cent FDI (Foreign Direct Investment) in defence production through automatic route. This is an outcome of the self confidence of a new India, he added. Modi noted that India has long been one of the biggest defence importers in the world and rued that enough attention was not paid to augmenting domestic production in the past despite the country having inherited a capable ecosystem of over 100 years old at the time of Independence.
Very few nations had India’s abilities and potential and many countries which started (defence manufacturing) later than India have gone far ahead in the last 50 years, the prime minister said. Referring to a number of economic reforms since his government first came to power in 2014, he also mentioned the recent labour reforms in a number of states. The reform exercise is not going to stop, he said. The work on building defence corridor is also on at a rapid pace in the states of Uttar Pradesh and Tamil Nadu, he said, while adding that Rs 20,000 crore investment would be made for this in the next five years and a state of the art infrastructure will be developed. To boost domestic manufacturing, licensing process has been reformed, level-playing field created, export system simplified and offset provisions reformed, he said. The focus is now on having a “co-production model” by going for joint ventures with foreign partners, the prime minister said.
“Considering India’s market size, the best option for our foreign partners is to manufacture in India,” he said. The gover nment is speeding up the procurement process, and the size of domestic industry is set to increase in coming days, he said. Technological upgradation is necessary for developing self-reliance, he said, adding that research is being encouraged in the government-run DRDO, private sector and also academic institutions. India’s ordnance industry is being corporatised which will be a boost to its workers and also security forces, Modi said. Defence Minister Rajnath Singh and three service chiefs also attended the seminar, and the prime minister lauded the “tireless” efforts of his Cabinet colleague who, he added, has been working in a “mission mode” to make the exercise successful. Modi said his government has from the beginning worked with the mantra of “reform, perform and transform” and to remove red-tape and roll out red carpet for industry.

India working to announce new Air Defence Command by Oct NEW DELHI, AUG 27 (AGENCIES): Amid the ongoing tensions with China, the Department of Military Affairs has hastened the process of restructuring the armed forces, as a new air defence command under the IAF may be set up at Prayagraj, around the second week of October this year. “The work has been hastened to prepare the structure of the command under an Air Force officer. Efforts are being made to put everything together and announce the creation of the air defence command at Prayagraj around the Air Force Day on October 8 this year,” government sources told ANI. The air defence command is proposed to be set up alongside the Central Command Headquarters of the IAF which controls important air bases including Agra, Gwalior and Bareilly. The aim of the command is to combine the resources of the three services under one command and activate it to protect the air space of the country. A study in this re-

gard was done by the IAF’s Vice Chief Air Marshal HS Arora which also made suggestions for the structure of the proposed command, comprising assets of all the three services. The Department of Military Affairs under CDS General Bipin Rawat has been given the mandate to create joint military commands along with theatre commands. The CDS is also working on the creation of the combined maritime command which would come up either at Kochi in Kerala or Karwar in Karnataka. Each service has its individual air defence set-up. The air defence command would integrate the air de-
fence assets of the Army, Air Force and Navy and jointly provide air defence cover to the country. The CDS has also made it clear to the armed forces that he would not create any additional post at a three-star level for manning any of the new commands and the new formations would be raised from the existing resources only. Meanwhile, for protecting the air space of the country, a proposal for the acquisition of two new PHALCON Airborne Early Warning ad Control Systems from Israel and Russia has reached the Cabinet Committee on Security and may be taken up for clearance soon.

Out of the State’s educational institution, 9.7 % of GPS, 13.3 % of GMS, 7.7 % of GHS and 6 % of GHSS are located in Mon district. An average of 11 % of the State’s Private educational institution was found in the district. 59.6 % of the villages in Mon district have the facility of Sub-Centre, 8.7 % have Primary Health
Centre and one each of Community Health Centre and Private Clinic/Hospital, accounting to negligible 0.8 % of the villages. 2.6 % of its villages have Veterinary Health Centre, 20 % have Village Library, 69.2 % have Village Council Hall and about 83 % of the villages have playground facility. 8.5 % of the State’s Indoor stadium facility was available in villages in Mon district and 23.6 % of its villages have Marketing Shed. Anganwadi Centre was located in 96 % of the villages in the district, while 98.2 % of the villages have fair price shop. Water Supply (PHED) was available in about 97 % of the villages in Mon district and 66.6 % of its villages has Public Toilet facility. There are no Bank or ATM Booth facilities available in villages in Mon district, 11.4 % of the State’s police station and 4.5 of the State’s Police Beat Post are found in Mon district.

Also, about 62 % of its villages are accessible to Taxi service in Peren district. Landline phone service was available to 2.3 % of the villages in the district while 42.3 % of villages are covered under Postal service. The share of the State’s GPS in Peren district stands at 7.3 %, GMS at about 6 %, GHS at 7 % and GHSS at 6.2 %. On average, 7.7 % of the State’s Private Educational Institutes are located in the villages under Peren
district. Sub-Centre facility was available to 35.2 % of the villages in the district, 7 % of the villages have Primary Health Centre facility while there was one Community Health Centre and one Private Clinic/Hospital in the villages, accounting to around 1 % of the villages in Peren district. 7 % of its villages have Veterinary Health Centre and the facility of Village Library was accessed by 4.7 % of the villages in the district,

NEW DELHI, AUG 27 (PTI): Nothing will give the armed forces greater satisfaction than fighting and coming out victorious in war with indigenous technology and equipment, Chief of Defence Staff Gen Bipin Rawat said on Thursday. In an address at a seminar on promoting self reliance in defence, Gen Rawat also said India’s armed forces are committed to handhold the domestic industry in developing next generation military platforms and equipment. Delving into complex security scenario, he said as India grows in stature, the security challenges are bound to increase “exponentially”. “Nothing will give us greater satisfaction than fighting and coming out victorious in wars with indigenous technology and equipment,” said the Chief of Defence Staff, adding the armed forces do not have any bias towards imported equipment. Our collective response to COVID-19 has firmly established our ability to overcome any such unforeseeable eventuality,” he said. The Chief of Defence Staff also debunked the perception that the armed forces prefer impor ted equipment.
“I would like to reiterate our unequivocal assurance of our commitment to procuring indigenous equipment and weapon systems. This reiteration is necessary because at times we are incorrectly perceived to have an import bias. In reality, nothing could be further from reality,” he said. “The combined size of armed forces, huge inventory, the technology spread of the equipment and need for its constant upkeep and maintenance provides a viable market to Indian industry,” he added. Gen Rawat also elaborated on various policy initiatives by the government to promote the domestic defence industry and said the strength of the DRDO should be utilised in bringing out new equipment and technologies. “We have a very strong private sector and we can leverage our market access to make India a global hub for design and manufacture of defence equipment & further integrate into global supply chain,” he said.
He also urged the defence industry to invest in research and development in the field of diverse technologies, particularly in the area of niche and disruptive technologies. “The armed forces are committed to supporting ‘Atmanirbhar Bharat’. We assure you of adopting a more transparent and open approach with industry to acquaint them with services requirements and understanding industry capability and limitations,” he said. The government has already outlined its broad roadmap to make India a hub of defence manufacturing and has been taking policy initiatives to promote the domestic defence industry. On August 9, the defence minister announced that India will stop import of 101 weapons and military platforms like transport aircraft, light combat helicopters, conventional submarines, cruise missiles and sonar systems by 2024. In a related development, the DRDO on Monday identified 108 military
systems and subsystems like navigation radars, tank transporters and missile canisters for the domestic industry to design, develop and manufacture. The premier organisation said it will also provide support to industries for design, development and testing of these systems on a requirement basis. It has set a target of next year in developing the 108 systems and subsystems. India is one the largest importers of arms globally. According to estimates, the Indian armed forces are projected to spend around USD 130 billion in capital procurement in the next five years. The government now wants to reduce dependence on imported military platforms and decided to support the domestic defence manufacturing. The defence ministry has set a goal of a turnover of USD 25 billion (Rs 1.75 lakh cr) in defence manufacturing in the next five years that included an export target of USD 5 billion (Rs 35,000 cr) worth of military hardware.
NEW DELHI, AUG 27 (IANS): The Supreme Court on Thursday declined permission to hold Muharram processions across the country during the ongoing Covid-19 pandemic. A bench comprising Chief Justice S.A. Bobde and Justices A.S. Bopanna and V. Ramasubramanian said, “Cannot grant general directions....case different from Puri (Rath Yatra) or Jain temples, as they had identified areas of access.” The bench reiterated that it is not possible to pass general direction, as it will “create chaos and one particular community will be targeted for spreading Covid.” The petitioner cited the orders of the top court in the Rath Yatra at Puri. The bench replied Puri case was one specific place where the rath had to go from one point to another. “If it was one specific place, we can assess the danger and pass the order”, noted the bench. Christchurch mosque gunman sentenced to life without parole Christchurch, Aug 27 (IANS): The gunman who killed 51 people at two mosques in New Zealand’s Christchurch city in 2019 was sentenced to life in prison without parole, a court announced on Thursday. The verdict, which is the first of its kind in New Zealand, came after three days of the final hearing of the case at the High Court in Christchurch, reports Xinhua news agency.
The 29-year-old Australian gunman, Brenton Harrison Tarrant, was sentenced on 51 murder charges, 40 attempted murder charges and one terrorism charge. A total of 91 victims or their families gave impact statements at the hearing that started on Monday. According to the description of the shooting read at the court, “the defendant turned to his right and

The DF-26 dual-capable missile is a type of weapon banned by the IntermediateRange Nuclear Forces Treaty signed by the US and Soviet Union towards the end of the Cold War.
When the US withdrew from the treaty last year, it cited China’s deployment of such weapons as justification, the report said. The DF-26 has a range of 4,000 kilometres and can be used in nuclear or conventional strikes against ground and naval targets. The DF-21 has a range of around 1,800 kilometres, with the state media describing it the most advanced in the series, and the DF-21D, as the world’s first anti-ship ballistic missile. The missile launch was aimed at improving China’s ability to deny other forces access to the South China Sea, the report quoted sources as saying. “This is China’s response to the potential risks brought by the increasingly frequent incoming US warplanes and military vessels in the South China Sea. China doesn’t want the neighbouring countries to misunderstand Beijing’s goals,” the report said.

China is engaged in hotly contested territorial disputes in the South and East China Seas. Beijing has also made substantial progress in militarising its man-made islands in the past few years, which it says it has the right to defend. Beijing claims sovereignty over all of the South China Sea. But Vietnam, Malaysia, the Philippines, Brunei and Taiwan have counterclaims. In the East China Sea, China has territorial disputes with Japan. The South China Sea and the East China Sea are stated to be rich in minerals, oil and other natural resources.
