NPCC to contest all 60 seats in 2018; PM Modi slams Dera violence Rahul to kick-start campaign by Oct end
PATNA, AUG 27 (AGENCIES): From the platform of Lalu Prasad’s grand antiBJP rally in Patna today, Sharad Yadav today promised a pan-India Grand Alliance that would take on the BJP at the next general election. Sharad Yadav shared stage Sunday with Lalu Yadav, Bengal chief minister Mamata Banerjee and Samajwadi Party leader Akhilesh Yadav. The leader, who is staring at an expulsion from the JD(U) for defying orders to skip the rally, was greeted warmly by Lalu Yadav with an embrace on the dais. “Hindustan bhar mein Gathbandhan banega ab,” Sharad Yadav roared to applause from the large gathering at a rally here organised by RJD chief and former Bihar chief minister Lalu Prasad. Without naming Bihar chief minister Nitish Kumar, who is also the JD(U) president, Sharad Yadav said, “I would like to remind those who broke the Grand Alliance in Bihar that now we will form the Grand Alliance at the national level.” He warned saying: “If politics and religion mix, it will create troubles like what happened in Iraq, Afghanistan and Pakistan.”
NEW DELHI, AUG 27 (AGENCIES): Prime Minister Narendra Modi on Sunday expressed concern over happenings in Haryana in which 36 people were killed following conviction of Dera Sacha Sauda chief Gurmeet Ram Rahim Singh, saying violence in the name of any faith will not be tolerated and the guilty definitely punished. Everybody will have to bow before the law, he said. Addressing his monthly “Mann ki Baat” programme on All India Radio, Modi said: “I want to assure my countrymen that people who take law into their own hands and are on the path of violent suppression -- whether it is a person or a group -- neither this country nor any government will tolerate it. Each and every person will have to abide by the law; the law will fix accountability and the guilty will unquestionably be punished.” “We have been hearing and saying ‘Ahimsa Parmo Dharmah’ (non-violence is

Petrol price up by Rs 6/litre since July; diesel Rs 3.67
NEW DELHI, AUG 27 (AGENCIES): Petrol price has been hiked by Rs 6 per litre since the beginning of July and is now priced at its highest rate in three years with rates being revised in small dosages daily. Diesel price has increased by Rs 3.67 a litre, the highest in four months, according to data from state-owned oil companies. State-owned oil companies in June dumped the 15-year old practice of revising rates on 1st and 16th of every month and instead adopted a dynamic daily price revision to instantaneously reflect changes in cost. Prices of petrol and diesel have been revised at 0600 hrs everyday since June 16. Rates during the first fortnight dropped but have since July 3 been on the rise. “Previously, everybody felt the pinch when rates would go up by Rs 2 or 3 per litre in one go. Now they are being increased by 1 paisa to 15 paise a litre everyday, hikes that have largely gone unnoticed,” a senior oil company executive said.

supreme) since our childhood. In my address from the ramparts of the Red Fort, I had said that violence in the name of faith will not be tolerated, whether it is communal belief systems, whether it is subscribing to political ideologies, whether it is allegiance to a person or customs and traditions. No one has the right to take the law into one’s own hands in the name of one’s beliefs,” he said. He also called for a 15-day campaign ahead of Gandhi Jayanti to take message of “Cleanliness is service” to every home and said festivals should be transformed into symbols of cleanliness in the new India. He greeted people on festivals of Samvatsari Parva, Ganesh Chaturthi, Onam and Eid-ul-Zuha. Modi praised Jamiat Ulema-e-Hind for its con-
tribution in the Gujarat flood relief, particularly for cleaning 22 temples and two mosques after the flood waters receded. He said: “When on the one hand, a sense of festivity pervades the land, and on the other, news of violence comes in, from a part of the country, it is only natural of be concerned. Modi said the campaign for cleanliness launched by his government will mark its third anniversary on the October 2, the birth anniversary of Mahatma Gandhi, and positive results were being seen. Noting toilet coverage has increased from 39 percent of population to almost 67 percent and more than 2.3 lakh villages have declared themselves open defecation free, he called for “Swachchata Hi Sewa (Cleanliness is Service) campaign at least 15-20 days prior to Gandhi Jayanti. He also urged the nation to begin the campaign of “teach to transform, educate to empower and learn to lead” on the occasion of Teachers Day on September 5, while paying tribute to former President S. Radhakrishan whose birth day it is celebrated on. Referring to National
Sports Day on August 29, Modi said “sports should become part of our lives”, advising the younger generation that “playing field is more important than play station (video game).” “If we are a young nation, our youth should get manifested in the field sports as well. Sports means physical fitness, mental alertness and personality enhancement. What else does one need?” Cong attacks PM: Attacking Prime Minister Narendra Modi’s for his assertion that ‘violence in the name of faith would not be tolerated’ and ‘everyone will have to bow before the law’, the Congress on Sunday questioned why, even after such repeated statements by the head of the nation, such atrocities were not ending. “I don’t understand. Prime Minister Modi said that violence can’t be accepted at any cost. He had also said such things earlier also. But it has not stopped till now. I want to ask who is responsible for all this violence. Today what is happening in the name of faith of religion, the same thing happened earlier too and it’s been continuing for the last three years,” Congress leader Meem Afzal told ANI.
NPCC delegation with Rahul Gandhi and other AICC party functionaries in Delhi.
D I M A P U R , AU G 2 7 (NPN): After having met AICC president, Sonia Gandhi, vice president, Rahul Gandhi and other senior party leaders earlier this week in Delhi, the Nagaland Pradesh Congress Committee (NPCC) has finalised the “action strategies” to contest in all the 60 seats in the 2018 assembly elections. Informing this through a press note, NPCC media cell said that the party would carry out extensive campaign “to call upon the voters of the state to vote out the BJP-RSS and their comfort political parties.” NPCC also informed that the Congress vice president, Rahul Gandhi has agreed to to kick-start the assembly election campaign and address the party’s state level convention, proposed to be held by October end.
Former Finance minister and senior Congress leader, P Chidambaram will also attend the event, NPCC said. According to the media cell, the delegation led by NPCC president, K Therie held series of meeting to finalise strategies for the upcoming assembly elections due in February/March 2018. The delegation included-- vice president, V. Lasuh; general secretary, Jonathan Ao and media cell chairman, Capt. GK Zhimomi. The delegates also met Motilal Vora (AICC treasurer), Dr CP Joshi (general secretary AICC I/c NE states) and Dr. K. Jayakumar (secretary I/c Nagaland) to fine tune the action plan that incorporated the suggestions and directives of Congress president. The main objective of Congress would be
to provide clean governance with zero tolerance towards corruption. NPCC also reaffirmed its commitment “to defend freedom of faith, culture, customs, social practices and our land.” The party further vowed to protect Nagaland from being destroyed by communal forces in connivance with regional forces, saying “our ancestors were proud warriors and have paid with their life and blood to protect them”. NPCC reiterated that since Nagaland and its people were equal partners in the Union of India as provided in the Constitution, it would not allow the BJP-RSS to hold the Naga people and the state to ransom by taking advantage of regional parties who have no principles or ideology to withstand the onslaught of their communal and divisive agenda.
Don’t vote for any party that destroys citizens’ rights: ABAM appeals to all D I M A P U R , AU G 2 7 (NPN): Expressing deep concern over persecution of Christians across the country, the Ao Baptist Church Association (ABAM) appealed to all to send out a strong message to the government that if there was no intervention to look into the issue, the people would “not support the party that does not bother about the Christians”, be it in state or national elections. “If we were to restore our rights as citizens of India and freely exercise the freedom of religion as enshrined in the Constitution of India, let us not vote for any political party which discriminates Christians and destroy our citizens rights in the forth coming Nagaland Legislative Assembly election,” ABAM executive
secretary stated in a press release. ABAM noted that Nagaland, despite being a Christian dominated state, the practices of other religious faith had never been impeded nor compelled upon anyone to adopt Christian faith, saying “faith is based on one’s free will.” It further went on to point out that Nagaland had always been a democratic state, making it a place for everyone to enjoy one’s own rights. “As a Christian state, the dream of the people is to make the land a land of peace and prosperity where all the citizens and visitors alike enjoy the harmonious environment,” ABAM stated. ABAM said: “Christianity is all about love which overcomes all evil; it does
not teach division, hatred, violence and anything that pertains to human discomfort which makes Nagaland a special and safest place to live in.” Despite Nagaland being strictly accustomed with the ethnic traditions and cultures, ABAM said that the people faithfully adhered to the Constitution of India-where freedom of religion has been the beauty of the land. India being secular and the second most populous country on earth, with Christian making up just 2.3%, ABAM however lamented that the “so called democracy seemed to be disappearing into oblivion in the country with the present plight and snubs that the minority was experiencing.” (Cont’d on p-7)
India facing severe under-employment issue NEW DELHI, Aug 27 (PTI): Making a case for promoting highly productive and well-paid jobs, Niti Aayoghas said that not unemployment but a “severe underemployment” is the main problem facing the country. The government think-tank in its three-year action plan, released last week, has said that a focus on the domestic market through an import-substitution strategy would give rise to a group of relatively small firms behind a high wall of protection. “Contrary to some assertions that India’s growth has been ‘jobless’, the Employment Unemployment Surveys (EUS) of the National Sample Survey Office (NSSO) have consistently reported low and stable rates of unemployment over more than three decades. “Indeed, unemployment is the lesser of India’s problems. The more serious problem, instead, is severe underemployment,” the Aayog said in the Three-Year Action Agenda for 2017-18 to 2019-20. “What is needed is the creation of high-productivity, high-wage jobs,” it said further. Citing examples of top manufacturing countries like South Korea, Taiwan, Singapore and China, it said, “The ‘Make in India’ campaign needs to succeed by manufacturing for global markets.” Noting that with Chinese wages ris-
ing due to an ageing workforce and many large-scale firms in labour-intensive sectors currently manufacturing in that country are looking for lower-wage locations, the Aayog said, “with its large workforce and competitive wages, India would be a natural home for these firms.” “Therefore, the time for adopting a manufactures- and exports-based strategy could not be more opportune,” it added. The Aayog in its ‘Three Year Action Agenda’ also recommended for the creation of a handful of Coastal Employment Zones (CEZ), which may attract multinational firms in labour-intensive sectors from China to India. “The presence of these firms will give rise to an ecosystem in which local small and medium firms will also be induced to become highly productive thereby multiplying the number of well-paid jobs,” it observed. Making a case for reforming labour laws, the Aayog also noted that recently fixed-term employment has been introduced in the textiles and apparel industry. “This option may be extended to all sectors. The change will encourage employers to rely on regular fixed-term employment instead of contract workers, especially when hiring workers for specific projects or for meeting seasonal demand,” it said. NPF P&IC hits back at Dr. Shürho and group
DIMAPUR, AUG 27 (NPN): NPF Pres & Information Cell (P&IC) criticized “Dr Shürhozelie and his minority group of calling the MLAs and party functionaries supporting the leadership of NPF president Neiphiu Rio as ‘political tourists’ and ‘professional defectors’ without looking at himself in the mirror first.” To set the record straight, P&IC stated that Dr. Shürhozelie was not even a founding member of the erstwhile Nagaland People’s Council and had no significant role in the formation of the Naga People’s Front, but had been habitually claiming ownership and take credit of the Cock party. However, it said the greatest achievement of Dr. Shürhozelie was getting the NPC party derecognized in 1998 during his tenure as president for boycotting the general elections that year. P&IC recalled that Dr. Shürhozelie had, much against the wishes of his
colleagues, abandoned the party to contest the 1999 Lok Sabha elections as an Independent candidate only to face a miserable defeat. Therefore, P&IC said he had no moral authority to slander others. It reminded that the MLAs and party functionaries had not defected but had consciously chosen the side which was legal in its claim according to the laws of the country. P&IC said it was unbecoming and unfortunate, that the acts of standing on the truth and upholding the provisions of law should be negated as political defection and political tourism. Despite the fact that the minority NPF group could not muster courage to face the floor test on July 1, 2017, P&IC said Dr. Shürhozelie created history in Nagaland by becoming the first unelected chief minister to run away from his bounden duty of proving his majority in the Assembly. This spoke volumes of their coward-
ice and utter lack of respect for democracy and its norms, P&IC stated. P&IC said “Their own undemocratic actions got themselves dismissed and therefore, they should desist from pinning the blame on others.” It fur ther pointed out that since the district courts, High Court and Supreme Court dismissed/ rejected all their petitions/ appeals, they had nowhere left to go and nothing left to do except find fault with everyone including the courts. To this, P&IC wondered whether they meant to state that the Constitution of India and the Courts of law were all wrong and that only they were right. Rubbishing the allegation that the majority group was “perhaps” using money to lure members of the minority NPF group, P&IC said they trust and respect the wisdom of their supporters who understand the democratic aspects and dynamics of
party politics. On the contrary, P&IC said it was no secret as to who allegedly used huge amounts of money openly in the recently concluded byeelections to get elected at any cost. P&IC further reminded that the status of the NPF party was clear as Neiphiu Rio enjoyed majority support of the MLAs and CEC members mentioned in the original list (2015-January 31st 2020 tenure) which was submitted to the ECI after the November 26, 2014 NPF General Convention. Therefore, P&IC said any expulsion/suspension/nomination/appointment of new CEC member(s) or central office bearer(s) thereafter would have no effect on the existing list. Even if the minority group may try to manipulate the list by making new additions, P&IC said it would not be acceptable to ECI. On the other hand, it
said whatever arguments may be put forth by the disputing parties, the final decision would be taken by the ECI which is the appropriate authority. P&IC has therefore appealed to all sections of the party and the people to understand the situation and think rationally as to who was indulging in undemocratic activities and who was standing by the laws of the Constitution of India and the NPF constitution. Wi t h t h e m a t t e r placed before the Election Commission of India, P&IC said the NPF under its president, Neiphiu Rio does not desire or aspire to fight a senseless media war. It also made known that their “dignified silence should not be misconstrued as weakness or inability to counter the blatant lies propagated by the minority NPF group”, saying they were everready to retort with legal facts and genuine figures as and when deemed necessary.

IMPHAL, Aug 27: Commemorating the historic agitation launched by students against the artificial food scarcity in the state on this day in 1965, All Manipur Students’ Union (AMSU) Sunday observed the 52nd Hunger Marchers’ Day. Hundreds of students
braved the uninterrupted downpour to take part in a rally under the banner “Chaklam Khongchat” carried out on the streets in Imphal. On this day in 1965, four students were killed when police and security forces fired towards students who were agitating against artificial food scarcity allegedly created by
over export of rice outside the state. All Manipur Students’ Union (AMSU) which was founded as fall out of the incident has been observing the day as “Hunger Marchers’ Day” every year to remember the sacrifice made by the three students, Nabakumar, Chaobhal and Pramodini Devi and a driver of the AIR, Imphal
Nilamani. Hundreds of students from various schools and colleges converged in Imphal’s Pishum Chinga to pay floral tributes. The formal observance function began with the hoisting of flag by its president Manjit Saragthem at the student martyrs’ complex at Pishum Chingamacha. They took out a rally on the streets in Imphal starting from the memorial site to DM College campus ground where a public meeting was held. Placards with various slogans demanding repeal of AFSPA, abolition of inhuman draconian laws, control of price for essential commodities and non-governance by nonManipuri people in the state were displayed during the silent rally. Taking strong exception of the enforcement of Armed Forces (Special) Power Act in the region, the student leader also charged the Indian government of treating the people of the region as second class citizen. “We cannot be treated as second class citizen of the country. Agartala, Aug 27 (IANS): The outlawed National Liberation Front of Tripura (NLFT) is planning to indulge in violence before and during the next assembly elections due in February next year, a police officer quoted four surrendered extremists as saying on Sunday. Four NLFT guerrillas who fled from their Bangladeshi hideout surrendered to the Border Security Force (BSF) on Saturday. The BSF handed over them to the Raishabari police station in Tripura’s Dhalai district. “The surrendered terrorists said they fled from their Bangladeshi camp last week. The NLFT leaders recently started recruiting new cadres to create violence before and during the next assembly elections. The four surrendered rebels are part of the newly recruited militants,” SubDivisional Police Officer Jawahar Debbarma said here. The militants told the police interrogators that the NLFT leaders in Bangladesh, supposed to provide them arms training, assured them that they could surrender after the next assembly polls and they would get
gripped various parts of Assam following the assault incident of indigenous people in Assam’s Nagaon town. Pro-talk ULFA leader Anup Chetia on Sunday said, “We will not tolerate if any outsiders assaulted indigenous people in Assam.” “If any outsider (Bangladeshi migrants) think that, Assam is not suitable for him or them, then he or they can left our soil. We are not welcoming them to the state. If anyone went aggressive, then we will also too,” the pro-talk ULFA leader said. Earlier, the pro-talk ULFA leaders on August 25 had threatened to take up arms again if the state government wouldn’t take appropriate measures to protect indigenous people of Assam. The statement came from the pro-talk ULFA leaders after another Silapathar like situation was created in the Assam’s Nagaon town. According to the reports, a surrendered ULFA was allegedly as-
government jobs. “The NLFT leaders did not give any arms training to them. Instead, after their recruitment in April, they had been doing numerous work including cleaning in the camps in Chittagong hill tracts (in Bangladesh),” the police official said. Meanwhile, Tripura Police are trying to get another arrested NLFT extremist, Naresh Chakma, 34, who is now in the custody of Assam police. On August 12, the Government Railway Police (GRP) had arrested the NLFT rebel at Badarpur railway junction in southern Assam. Over 600 cartridges were recovered from the extremist, a resident of Natun Bazar village in Gomati district in Tripura. “Naresh also told Assam Police and GRP personnel that the NLFT has planned to incite violence in Tripura,” another police official said on the condition of anonymity. NLFT cadres undergo arms training in several hideouts in Bangladesh, which shares a 1,880-km border with India. Banned in 1997, the outlawed outfit had sought Tripura’s secession from India.

‘41,000 ballistic cases unsolved in Manipur’
Correspondent
IMPHAL, Aug 27: A retired top officer of Manipur police Sunday alleged that over 41,000 ballistic cases remained unsolved with the state police department due to lack of ballistic testing equipments. Speaking at a one-day consultation on “Criminal justice system in Manipur and AFSPA 1958” in Im-
phal, former additional DGP of Manipur police Ahanthem Romenkumar alleged that the forensic department of Manipur police lack sophisticated equipment which would help police investigations. As per record of 201617, 41909 ballistic, 888 biology, 2089 chemistry, 12,822 documents and 56 toxicology cases were pending in the only forensic science
laboratory of state police department, he added. The main reason behind so many pending cases were due to lack of adequate staff, infrastructure, modern equipments etc, the retired officer said. The functioning of forensic science laboratory (FSL) was not satisfactory and this has handicapped the investigations, he added.
Mukul Sangma and Industries, District Councils, Finance, Fisheries, General Administration Department, Home (Jails), Legal Metrology, Mining and Geology, Personnel, Planning, Political, Programme Implementation and Evaluation, Tourism and Water Resources. While Deputy Chief Minister RC Laloo is holding six departments, the
least number of portfolios is held by the new entrant Celestine Lyngdoh with two (PHE and Printing and Stationery). Other cabinet ministers hold portfolios ranging from four to three. However, critics pointed out that even if the Cabinet ministers hold important departments, the chief minister has direct control over these portfolios which indicate that there is hardly any decentralisation of powers. There is also criticism from various quarters that major decisions are taken by the chief minister while the Cabinet meetings are just a formality. Official sources, however, pointed out that inefficiency of some ministers may be the reason that the chief minister is holding on to so many departments.

CBI to sentence Dera chief today; security upped
Security forces deployed at main junctions stand guard near a jail where Ram Rahim Singh is awainting sentencing, in Rohtak on Sunday. Chandigarh, Aug 27 (IANS): Security forces were on high alert again on Sunday in Haryana and Punjab as both states braced for the announcement of quantum of punishment on Monday to Dera Sacha Sauda sect chief Gurmeet Ram Rahim Singh who has been convicted of rape by a CBI special court. The sentencing will be done in a court being specially set up inside the District Jail premises in Sunaria near Rohtak, 70 km from Delhi, where Ram Rahim was brought and lodged after his conviction. Special Central Bureau of Investigation judge Jagdeep Singh, who had Friday held the Dera chief guilty of raping and sexually exploiting two female disciples in 2002, will be flown to Rohtak on Monday for announcing the
quantum of punishment. Curfew was reimposed in Haryana’s Sirsa town, where the sect’s headquarters are located, on Sunday and security forces braced themselves for any eventuality in and around Rohtak town in view of sentencing of the sect chief, who has lakhs of followers mainly in Punjab and Haryana. The areas affected by violence in both states remained peaceful on Sunday even though security forces remained on high alert in both states, officials said. In Sirsa, 260 km from here, where curfew was relaxed on Sunday morning for three hours, saw more Dera followers heading for the sprawling sect headquarters on the outskirts of the town as tension still prevailed. The army and paramilitary forces are stationed outside the complex and have appealed repeat-
edly to the sect followers to vacate the premises. However, local authorities said that thousands of followers were still inside the complex, which is like a mini-city with a huge stadium, educational institutions, factories, markets and hospitals inside. A media team from a national news channel was attacked in Sirsa by Dera followers, who chased and assaulted them in presence of the Haryana Police. The attackers tried to snatch their camera and damaged it. The media team got minor injuries before they were rescued by security forces in the vicinity. However, the assailants took away their car. Dera followers had attacked the media in Panchkula on Friday after the rape case verdict against the sect chief and outdoor broadcasting vehicles were set on fire by the mobs.
Har yana Director General of Police B.S. Sandhu meanwhile said that no incident was reported from anywhere in the state in the past 24 hours. “Our top priority is to ensure security for the sentencing in Sunaria (Rohtak) tomorrow (Monday). We are fully prepared with police personnel, paramilitary forces and Army on stand-by,” he said. “We have searched and sanitised all premises of the sect at various places,” he said, adding 826 arrests have been made so far in connection with the violence. Authorities are apprehending that the situation could take a violent turn following the sentencing of the disgraced godman on Monday. With tension building up in some parts of Haryana and Punjab in wake of the sentencing, both states suspended mobile
of client, business relationship, nature and value of transactions based on the overall money laundering and terrorist financing risks involved, the rules state. Under PMLA, every reporting entity is required to maintain a record of all transactions of value exceeding Rs.10 lakh, all cross border wire transfers of more than ₹5 lakh and all purchase and sale of immovable property of Rs.50 lakh or more. Rules provide for “due diligence” by the reporting entity to prevent money laundering or terrorist financing. After the amendment, the DGGSTI would now keep a track of transactions in the gems and jewellery sector to see if they are conformity with law. Under the PMLA, ‘Regulator’ is defined as an authority or a Government which is vested with the
power to license, authorise, register, regulate or supervise the activity of reporting entities or the Director as may be notified by the Government for a specific reporting entity or a class of reporting entities or for a specific purpose. Experts said this is likely to give power to DGGSTI in the line with that of a Sales Tax officers to go to shops and check whether money laundering has happened. Nangia & Co Executive Director (Taxation) Neha Malhotra said that through this amendment, the DG GST Intelligence has been made PMLA regulator for the gems and jewellery sector. “This sector has to ensure that they are compliant with the law, since now they are directly under the lens
of the DGGSTI who shall keep an eye on any money laundering activities in this sector,” Malhotra said. The DG GSTI is the new name given to the Directorate General of Central Excise Intelligence (DGCEI), which was mandated to check service tax and central excise duty evasion. Ahead of the roll out of Goods and Services Tax (GST) from July 1, the government had strengthened DGSTI for detecting excise and service tax evasion using its intelligence network across the country. It also alerts field formations about the latest trends in the duty or tax evasion. During the last financial year, DGCEI detected tax evasion worth Rs.15,047 crore during financial year 2016-17.

legedly tried to free him when the selfstyled godman was brought outside the Panchkula Court complex on August 25, 2017 after the special CBI court convicted him in a 15-year-old rape case, the police said. They allegedly got into a scuffle with the Haryana Police when the Dera chief was being taken to the Western Command, from where he was to be taken to the Rohtak jail in a chopper. However, the security men of the Dera chief were overpowered by the policemen. They were produced before the court on August 26, 2017 which sent them to a seven-day police remand, said Karambir Singh. The Haryana Police personnel, who were arrested, were in the ranks of sub-inspector, assistant subinspector, head constable and constable, he added.
Justice Khehar’s tenure as CJI saw two landmark verdicts New Delhi, Aug 27 (IANS): Chief Justice Jagdish Singh Khehar, who will demit office on Monday, had a short but eventful tenure as the country’s top judge in which he presided over two constitutional benches that pronounced landmark judgments - on triple talaq and the right to privacy. Chief Justice Khehar, who took over on January 4, had a tenure of just 237 days, of which he presided over court number one for 124 days as the country’s top court was closed for 113 days on account of weekends, festival holidays and summer break. Though his working tenure seemed too short for anything substantial in terms of judicial pronouncements, they were eventful with benches headed by Justice Khehar setting aside instant triple talaq as unconstitutional and holding that right to privacy was a fundamental right. Prior to becoming the Chief Justice, he presided over the constitution benches that held that Constitution’s 99th amendment, paving way for the National Judicial Appointment Commission for the appointment of judges to the higher judiciary, was unconstitutional. Described as a strong judge by his predecessor Tirath Singh Thakur, Justice Khehar had pronounced restoration of then Arunachal Chief Minister Nabam Tuki’s government as a five judge bench headed by him unanimously quashed then Governor J.P. Rajkhowa’s decision to advance the assembly session. He was also part of the bench headed by Justice
Jagdish Singh Khehar K.S. Radhakrishan (since retired) that had ordered the Sahara group to return investors money that its two companies had raised from the market in 2008 and 2009. It was the same bench that had sent group chief Subrata Roy and two other Sahara directors to jail for not complying with the court’s orders. A no-nonsense Judge, the bench headed by him imposed a cost of Rs 25 lakh on an NGO for filing frivolous PILs and casting aspersions on the judges of the Rajasthan High Court. On Thursday, a day before his last working day in the court, he had imposed a cost of Rs 10 lakh each on two people who had moved the court to seek that the procedure laid down in the Constitution be followed in appointment of Justice Dipak Misra as his successor, describing it as “publicity stunt litigation”. Born in Kenya where he had his primary education, Justice Khehar credits his success in his life to his father who had taught him to pursue life with perseverance, hard work and the ability to accept failures. His successor, Justice Dipak Misra says that he gets freedom in working hard while some call him a “workaholic”.

Court assures citizens
A
s long as the Indian judiciary exerts its independence, Indians need not be apprehensive about the wiles of politicians. This was what can be said when the Supreme Court on August 24, 2017 upheld the citizen’s rights in its judgment on right to privacy. What the apex court reiterated was that the citizen has absolute right to privacy that cannot be trampled upon. The nine- member bench of the apex court voted overwhelmingly to reassure Indians that their right to privacy is safe. The citizens have created the state so that in return, the latter serve their needs be it administration, managing and providing services or their security. The state’s obsession with security, particularly after the Group of 20 meets during the last few years, has resulted in an attempt to reduce rights of citizens as slaves of the state. This is in contrast to the principle of the state being the servant of the people. It is not for the first time that the Supreme Court has come to remind that rights of citizens cannot be rejected not reduced. It did so in 1950, shortly after independence, in the case of Romesh Thapar vs state of Madras, where the court stated that freedom of speech lay at the foundation of all democratic organisations. Thapar had moved the court after his magazine Cross Roads was banned by the Madras state government for reportedly publishing views critical or defamatory of the Congress. This ensured freedom of the press in India. On March 25, 2015, in another landmark verdict, the SC fortified that right by striking down as unconstitutional Section 66A of Information Technology Act, which police had used indiscriminately to arrest persons for posting criticism of government and political leaders. The court reaffirmed the paramount importance of freedom of speech and expression in a democratic constitution even on internet. It also emphasized that parallel discussion on the freedom of the press has been at the core of evolution and expansion of this right. The nine-judge bench has given hope in the significant narrative of freedom in 1,39,057 words in 547 pages of six judgments. It ensures preservation of personal intimacies – something politicians often need, sanctity of family life – all citizens need it, marriage, procreation, the home and sexual orientation – it sanctifies its own ruling on Sec 377. It protects even a married woman from forced sexual intercourse/rape by her husband. The judgment has nullified the atrocious affidavit filed by the former attorney general Mukul Rohatgi, which claimed that the state had the supreme power over the body and limbs of a citizen. Had what Rohatgi stated been accepted, it would have turned the state into a draconian entity and turned this free country into a police state. It also ensures that an individual is free to chose and observe the religion of his choice without interference. Having laid the basic fundamental right to privacy, the court has now an easier job of giving a judgment of linking, that means sharing and compromising privacy, Aadhar to all documents. It is more important as the recently Wikileaks has tweeted that CIA has stolen huge Aadhar data putting millions at risk. The Supreme Court has earned the gratitude of the nation and reassured Indian citizens that their rights will continue to be protected.
DailyDevotion Living Your Theology Walk while you have the light, lest darkness overtake you… —John 12:35 Beware of not acting upon what you see in your moments on the mountaintop with God. If you do not obey the light, it will turn into darkness. “If therefore the light that is in you is darkness, how great is that darkness!” (Matthew 6:23). The moment you forsake the matter of sanctification or neglect anything else on which God has given you His light, your spiritual life begins to disintegrate within you. Continually bring the truth out into your real life, working it out into every area, or else even the light that you possess will itself prove to be a curse. The most difficult person to deal with is the one who has the prideful self-satisfaction of a past experience, but is not working that experience out in his everyday life. If you say you are sanctified, show it. The experience must be so genuine that it shows in your life. Beware of any belief that makes you self-indulgent or self-gratifying; that belief came from the pit of hell itself, regardless of how beautiful it may sound. Your theology must work itself out, exhibiting itself in your most common everyday relationships. Our Lord said, “…unless your righteousness exceedsthe righteousness of the scribes and Pharisees, you will by no means enter the kingdom of heaven” (Matthew 5:20). In other words, you must be more moral than the most moral person you know. You may know all about the doctrine of sanctification, but are you working it out in the everyday issues of your life? Every detail of your life, whether physical, moral, or spiritual, is to be judged and measured by the standard of the atonement by the Cross of Christ.

Shady dictats, speed mania cause rail accidents
T
wo accidents occur, about 30 die, railway board chief resigns, Air India chief replaces him, railway minister offers to quit. These are the quick successive developments in the last week of August. Would these improve the lot on Indian railways? Theoretically it may but practically it is difficult. All of them are only technically responsible. None of them in reality run the organisation, except conceptually. So if any improvement takes place with the changes it would only be accidental. The trains are managed and run on the tracks by people at control, other operational staff, including station and assistant station masters (ASM), and the crucial gangmen, who are the hands, eyes and ears of railway safety. The human errors that often are blamed happen at these lower levels. Are they inefficient? Absolutely not. The operational staff in the traffic, ASMs and the staff below them is the most efficient. They are kingpin of the railway safety. It is for them that over 95 percent of the trains across 17 zones and running track over a route
of 66,687 km and a total track of 119,630 km with 7216 stations, run almost to around 95 percent accuracy. It is the world’s biggest rail network. The leaders at the top matter marginally. The unsung heroes bear the brunt of punishment but are rarely appreciated. The Utkal-Kalinga express accident at Khatauli apparently happened as the railway operational staff was put under pressure through dictats to run trains at high speed and ignoring basics of safety. It is unheard of that when the track maintenance staff demands a 15-minute block – stoppage of traffic – the control unwisely refuses it. On an average, as per railway estimates one unscheduled stoppage of a train has a minimum cost of less than Rs 100. So in a block if there are 50 trains, it would technically cost about Rs 5000 but it would have saved precious lives, infrastructure, and the huge cost of restoration of the track and traffic. The enquiry is not about the human lapse to find out why this block was refused and a train at a speed of 100km was allowed to pass through virtually un-mended track

The derailments are increasing as per railway data. In 2015, there were 82 derailments etc caused by staff failure, in 2016 it was 55 and 2014 it was 49. On an average it can be said to be around 50 a year. One reason is stated to be the inadequate number of gangmen and their long working hours often because of lack of replacement due to shortage of staff. Yes, the railways need to put more people at this level to maintain tracks. It is often now being compromised. They are the least paid but have the highest value for safety of operations. So saving on this crucial component is penny wise. Former additional member safety of railway board, Kamlesh Gupta after the 2016 Indore-Patna train tragedy commented that the accident was due to rail fractures, that is very difficult to detect. Another reason for high casualty is stated to be the Integral Coach factory
(ICF) coaches, which said to pile up on collision as in the Khatauli accident. The Anil Kakodkar committee suggested stainless steel Linke Hoffman Busch (LHB) coaches, which have more efficient shock absorption capacity. The railways have always been crying of lack of finances. But recent figures show that railways earn more, over 60 percent from cancellation and dynamic fare structure. It means they earn for not giving any service and playing on psyche of shortage of berths. The operating ratio of IR was high, at 93.6 per cent in 2013-14. There was a spike in 2009-10, from 75.9 per cent to 95.3 per cent, due to the Sixth Pay Commission. Staff costs comprise 54.5 per cent of the total expenses. There is something fundamentally wrong in railway accounting. The fare in many cases equal or surpass the air fare. Railways need to revamp its internal mechanism, appoint more people at the track operation level, increase coordination to keep the tracks safe. Funds are needed but it is not the culprit for most of the rail accidents.
Post-mortem
H
Nagaland at crossroads : What is the way forward?
ow is Nagaland? The general response is; “Everything is collapsing”. Nagaland is at crossroads. People are tired of the sorry state of affairs prevalent. Everything has come to standstill. All development activities have come to grinding halt. The roads are turning from bad to worst. Bridges have collapsed. Road accidents have become daily occurrence causing preventable casualties. Natural calamities are causing havoc due to substandard works. The State’s financial health has not improved. Instead, the fiscal deficit keeps on growing higher and higher. State’s economy has become crony capitalism making the rich, richer and the poor, poorer. Market economy has become syndicate economy. Lawlessness has become law and order. Delivery of essential services to the public has become regularly irregular. Public employment has changed from front door to backdoor appointment. Many government hospitals and health centers are without doctors and nurses. Free medicines in government hospitals are thing of the past. Sophisticated diagnostic medical equipments in government hospitals gather dust and lie idle as mere showpieces. Government schools are without teachers in some and with proxy teachers in others. Many schools have only ghost and bogus teachers. Teachers are on strike frequently, protesting against non-payment of salaries. Government schools producing nil result in HSLC are increasing year after years. The benefits for old age and disabled do not reach the beneficiaries. If not for want of space, the list can go on. A one-word description for all these sorry state of affairs will be ‘CHAOS’. The kind of anarchy that is prevalent in Nagaland today occurs only in stateless politics. People want new order from this anarchy. The cry for change is getting louder day by day. People undoubtedly want change of power because power is the center of change. Election is the process to bring change
in power politics. In democracy, election is a constitutional requirement, unavoidable. Corrupt elections manufactured corrupt leaders and corrupt governments. State general election, due in early 2018 will be the defining moment for Nagaland. Citizens have identified corrupt elections as the root cause of all our problems. We want clean election but we do not want honest voting. This is the paradox of our problems. If Nagas want clean election to elect clean leaders and get clean government, it is the responsibility and duty of every elector to participate in election and vote honestly. If you keep your slot open for somebody to cast proxy vote, you fail on your part. The great philosopher, Heraclitus of Ephesus said; “CHANGE is the only constant”. In other words, nothing remains in the same state forever. Large sections of people want change. Yet, it is not without an equally opposing force. There is antichange bandwagon too. They are people enjoying the fruits of power now. They prefer status quo because they fear that change will displace them. Thus, the battle is status quo versus change. Anywhere in the world, ‘political change’ most commonly came by people’s active participation in election process. Sometimes the popularity of a dynamic leader brought change. At other times, it was the popularity of a political party. In many instances, the personality/charisma and dynamism of a popular leader decided the fate of a political party. Conversely, the greatness of a political party catapulted many leaders from oblivion to prominence. These things give us clear message that the ‘CHANGE’ people of Nagaland too desire can come only by choosing the right platform (read party) or the right leader or both. Regrettably, prochange people still seems undecided on the right party and/or the right leaders. They are still unorganized. Concretized plan to carry out the process for change has not emerged. The indecision or delayed
decision may be because, people of Nagaland are unhappy with whatever parties available at hand. A political messiah too is yet to appear. People have seen the credibility of a political party and its government in the integrity of its leaders. This is a clear message to political parties that this time round, people are awake and alert. This is a wakeup call to political parties and leaders who matter that they cannot take people for granted anymore. Election 2018 is just few months away. Prochange people need to concretize plans, organize and get set to go. It is high time for pro-change people to choose a political party and leader(s). Choose a political party that offers the most realistic manifesto. It is high time political parties unveil their manifestoes for people to make a choice. In the past elections, people hardly voted on political party’s manifesto. In the coming election, electors should vote, based on election manifesto. Manifesto of a political party will be the roadmap of the new government. The election manifesto will guide the party’s government in implementing its promises. Individual promises made by deceptive leaders have no power to influence the policies and programs of the government. In fact, it has influenced the elected to corrupt in order to fulfill the personal demand of an elector. If Nagas want change, electors should vote for general interest and not for individual benefit. In the past, political parties hardly implemented their promises made in their election manifestoes. They throw away their manifestoes after elections. Nobody questioned them because people hardly read the election manifestoes of the political parties. In the coming election, people should read the election manifestoes of the political parties, not just once but as frequently as possible, because that will be the most effective weapon to charge the new government for its non-performance. Choose leaders of integrity and principle. Nagaland is in
bad shape. Is Nagaland suffering from leadership famine? Is mediocrity leadership the cause of instability? Nagaland needs leaders of wisdom, knowledge and vision to correct the wrongs and give new direction. Choose leaders who will not be power-hungry to cause instability to government but provide stability and progress. Electors need to elect strong leaders who can take Nagaland in fast forward mode. Nagaland cannot afford to elect weak leaders who may become liabilities to the State. On political front, choose representatives who have potentials to give statesmanship to Nagaland’s politics. Choose leaders who can apply their own minds and safeguard constitutional guarantees for Nagas as enshrined in Article 371A. On economic front, choose leaders who will exercise fiscal discipline and honor austerity calls. Nagas cannot go on depending on Delhi only. We need to throw away our begging bowl. We need to generate own revenue from internal resources available. We need to stop Delhi from bullying us and dictating terms on us at all times. Nagas will need leaders with large hearts in the new government to look beyond Delhi for development of Nagaland. We need leaders who will have all seriousness and expertise to fight for our economic rights. If Delhi will not give us, it has no right to stop us from looking beyond. The future of Nagaland delicately hangs in 2018 election. Fiscally speaking, Nagaland is already a liability State. Another bad election may land Nagaland to end up as failed state and compel the Union government to take over the administration. As it stands today, it appears that election 2018 will give a fractured mandate. This is evident from the fact that, as of now, no political party commands lead over the other. The experience of twelfth NLA proved that neither absolute majority nor alliance politics had provided stable government to Nagas. This is a clear message
that numbers are not the sole determinant of govt.’s stability. Opposition-less, party-less gover nment gave Nagas nothing but instability and corruption. An effective opposition is indispensable for a vibrant democracy. Defection politics by elected members betrayed people’s mandate and promises made in their political parties’ manifestoes. Nagas need to elect leaders who will honor people’s mandate for the term elected and be prepared to play effective opposition role if that is the mandate they received. If Nagaland is to progress, the next government will be hard-pressed to take many unpalatable decisions. No doubt, a decisive mandate will be required for that. Nevertheless, it has become clear that Nagas should not give the kind of overwhelming majority to power mongers who constantly fight for ministerial berth. Nagas should vote out leaders who think they cannot deliver unless they become ministers or hold other offices of profit. The reality of downsiz-
ing is there to stay. Nagas should elect leaders who will have the humility and interest to serve the people as MLAs. If Nagas must participate in another election, the only way to get good government is to elect honest leaders. People who entered the house of power by using illegal and unconstitutional methods and created myriads of problems for Nagaland will create more problems for Nagaland. They will not give solutions. Corrupt elections were the root cause of successive corrupt governments. Honest vote is the only way to elect clean leaders. Money was the root cause of all time high dirty elections. The only power to defeat money power is truth. The only truth is honesty with your single vote. Ultimately, the electors will decide the future of Nagaland by your single vote. The choice is yours but the right choice is for Nagaland. Nevertheless, if Nagas cannot stop another cycle of corrupt election, what is the option to prevent it? Dr. K. Hoshi, Bible Hill Colony, Phek Town
Reader’s Post Shouldn’t mismanage natural resources Sir,
The intriguing statement made about the exploration of natural resources contorts the way people have been made to perceive so far – about how it promises a chance for the people to utilize it and surge up, and be used as a last resort until we reclaim sovereignty. Article 39(b) of the constitution provides that ownership and control of the material resources of the community should be so distributed so as to best sub-serve the common good. And if, it could be formulated, then they should be completely transparent with the logistics and statistics and show it to the people. Therefore unless there is no personal attachment for profit with unbecoming tycoon dream among the shareholders and authorities, it is best that the operating and logistics system in governing structure first be made – manipulation of the authorities and corruption free. The resources belong to the whole of people for development and it will be unscrupulous and disastrous on our state economy if it is disbursed unevenly. The present authorities should thoroughly check and scrutinize upon this matter as litigation will follow up eventually even after they may retire. LDPN

DMK meets Gov as AIADMK factional feud deepens
DMK working president Stalin with TN Governor Vidyasagar.
C hennai , AU G 2 7 ( AG E N C I E S / I A N S ) : Tamil Nadu’s principal opposition party, the Dravida Munnetra Kazhagam (DMK) on Sunday urged governor Vidyasagar Rao to direct chief minister K Palaniswami to prove his majority in the assembly as the running feud in the AIADMK got murkier ahead of a crucial meet of the ruling party. The DMK upped its ante even as one more AIADMK legislator joined the rebel camp led by party’s ousted deputy general secretary TTV Dinakaran, who now claims to have the support of 21 MLAs. The fresh mutiny was triggered after Palaniswami and former chief minister O Panneerselvam buried the hatchet and merged their rival AIADMK factions last Monday. The group-led by Dinakaran opposed the reunion and threatened to rock the Palaniswami government by galvanizing his sleeper cells within the AIADMK. The raging war is all set to escalate further with Palaniswami- Panneerselvam combine convening a
meeting of the party office bearers, MLAs, MPs on Monday where a resolution to unseat their jailed chief VK Sasikala, who was convicted of corruption this February, could be adopted. T h e r e b e l M L A s, gravitating towards Sasikala’s nephew Dinakaran, threatened violence if she is ousted. Sasikala, the long-time live-in aide of former chief minister J Jayalalithaa, reportedly still wield considerable influence in the party. Dinakaran supporter Thanga Tamilselvan told reporters “there will be violence in the party office if such a resolution was passed.” The rebel MLAs also has given governor a twoday deadline to take a decision on their demand of a trust vote as they had withdrawn support to the chief minister. Rebel MLAs are camping in neighbouring Puducherry and are expected to stay there for another week. Amid the inter nal strife in the ruling party, a
DMK delegation led by senior leader Durai Murugan called on the governor to press for a floor test. The governor assured the delegation that he would act in the best interests of the constitution after examining all the legal aspects of the situation. The DMK delegation spent some 15 minutes with the governor. DMK working president MK Stalin, addressing a gathering at Thiruvarur, constituency of his father M Karunanidhi, said his party would move a court if the governor does not convene an assembly session immediately to conduct the floor test. “The government has lost legitimacy and has no right to stay in office even for a second,” he said. Refuting the charges that his party was trying to grab power “through the backdoor”, Stalin said the AIADMK government would fall because of its internal conflict and that the DMK will have nothing to do with it. Incidentally, to save the government chief minister Palanisami and his deputy Panneerselvam have reportedly devised a strategy to get some DMK legislators suspended for breach of privilege. Meanwhile, continuing his sacking spree of AIADMK leaders from their party posts to establish his supremacy within the party, ‘ousted’ Deputy General Secretary T.T.V. Dinakaran on Sunday dismissed Chief Minister K.Palaniswami as the party’s Salem Suburban District Secretary.
Azmal and leaders from the DMK, JD-S and RSP also attended the rally. Also present at the rally were Lalu Prasad’s younger son and former Deputy Chief Minister Tejashwi Yadav, his elder son Tej Pratap Yadav, his wife and former Chief Minister Rabri Devi and their daughter Misa Bharti.
Rahul Gandhi sends solidarity message
Congress Vice President Rahul Gandhi on Sunday sent a solidarity message for an RJD rally held in Patna by former Bihar Chief Minister Lalu Prasad and regretted that he could not attend the event since he was travelling. “I am glad to know that you have organised a large public meeting in Patna on August 27 in which leaders of various (opposition) parties with a common ideology are taking part,” Rahul said in his message. “This rally is being organised at a time when the very foundation of our pluralistic democracy is under severe attack. Using money and muscle power, the ruling party (BJP) is extending its rule into states where it could not secure the electoral mandate,” he added.

Don’t vote for any party that destroys citizens’ rights: ABAM’s appeal to all (From p-1) ABAM was sceptical that if the government does not curb the rise in persecution against Christians and repudiate the present anti religious movements, the country may even face unprecedented egregious situation which may even lead to a civil war. Recalling the past governments/leadership, ABAM said that the “so called minorities have had ample of privileges in all aspects of life making India the highest Democratic country.” However, today, it said “in the name of the nation’s progress and unity; anything and everything that the majority feels and anticipates is normal whereas nothing is legal for the minorities.” ABAM said minorities
gone? Where is our yesterday? What ailed the leaders who are supposed to be the answer to these present imbroglios? Can anything good come in the country when a section of people is being jeopardized?” “Alleviation of persecution is not the solution at this juncture, but obliteration of the ongoing anti religious acts in the country is the only solution for safe living,” ABAM stated. Meanwhile, the church body has called upon all to look forward towards a productive future. “Let us support and choose God fearing leaders who understand the aspirations of the people and who can contribute selflessly towards providing a stable governance,” ABAM appealed.

Swiss panel to discuss how to Sushma inaugurates India’s share information with India first ‘Videsh Bhavan’ in Mumbai
BERNE/NEW DELHI, AUG 27 (AGENCIES): A Swiss parliamentary panel will discuss next month necessary safeguards the European nation needs to adopt in automatic exchange of banking information with India and 40 other jurisdictions for checking alleged stashing of black money. The Committee on Economy and Royalties of the National Council (CER-N), a key panel of Swiss parliament which rejected on August 15 a proposal seeking to outrightly suspend implementation of the AEOI Switzerland, has agreed to adopt it with 41 nations including India and will examine the criteria a country would need to satisfy to start getting access to data+ under the automatic information exchange. According to the last meeting of the committee, the CER-N will continue its examination at a meeting on September 11 of the 41 AEOIs agreed upon by the Federal Council, the highest decision making body of Swiss government. In this context, the panel will also discuss how
to strengthen the role of the relevant parliamentary committees in deciding whether or not to transmit data abroad. The Federal Council adopted a resolution on June 15 regarding introduction of AEOIs with 41 jurisdictions including India. The decision is not subject to any referendum. The council has also proposed to submit a report to Parliament in order to ensure that the necessary requirements, including on confidentiality and data protection, are met by the concerned countries before transmission of the data. The report will also entail the possible measures in case of non-compliance. At its meeting on August 15, the committee rejected by 13 votes to 10, with 2 abstentions, a proposal to suspend implementation of AEOIs until the Federal Council presents a list of criteria for judging whether the exchange can be activated with a country. M umbai , A ug 2 7 (IANS): Signalling a significant new era in cooperation with states, External Affairs Minister Sushma Swaraj inaugurated the country’s first Videsh Bhavan, assimilating all Regional Passport Offices and allied departments under a single roof at the Bandra Kurla Complex (BKC) here on Sunday. In her address on the occasion, she said that ever since the Prime Minister Narendra Modi-led Bharatiya Janata Party government assumed office in 2014, “the face of the Ministry of External Affairs has changed.” “Till 2014, there were 77 passport centres in the country. We have managed to open up 235 centres in the past six months,” said Sushma Swaraj. Discussing the efforts to streamline passport procedures, she said many rules that created hurdles for people to apply for a passport have been discarded. “Earlier, orphans who did not have a birth certificate were not entitled to a passport, similarly for divorcees. We have changed the rules, amended them to make them more citizenfriendly.”
Sushma Swaraj
In his speech, Maharashtra Chief Minister Devendra Fadnavis said this is the first Videsh Bhavan of the country and “will be a model for all other states to follow.” “Being an international class city, Mumbai works very closely with the MEA and the Videsh Bhavan will help even more,” he said. Noting projects initiated from Mumbai always succeed, he expressed confidence in the success of the initiative. As a first pilot project, four offices of MEA -- Regional Passport Office, Protector of Emigrants office, Branch Secretariat and the Indian Council for Cultural Relations’ Regional Office -- have been integrated and brought to function under one roof at the state-of-art office in BKC, said Regional Passport
Officer Swati Kulkarni. Earlier, Sushma Swaraj lit the auspicious lamp marking the inauguration of the Videsh Bhavan in the presence of Minister of State for External Affairs Gen. V.K. Singh (eetd), Fadnavis, Administrator of Union Territories of Daman & Diu and Dadra & Nagar Haveli Praful Patel, besides other dignitaries. The formal inauguration on Sunday follows the shifting of the RPO from its Worli premises to the Videsh Bhavan from August 14 and merging of the Thane and Mumbai RPOs from August 21, which have already become functional. “The Videsh Bhavan is part of the MEA’s effective management of its engagement with the Maharashtra government,” said an official, on what is billed as the first “foreign office in India”. The Videsh Bhavan project in Mumbai is part of the central government’s policy to bring together different offices of the MEA under a single roof and work closely with states as more and more Indians are going abroad for employment, education, business and tourism.

tion follows the Supreme Court ruling earlier this week pronouncing privacy as fundamental right. “The landmark verdict by the 9-judge Constitution Bench does provide a window for the Aadhaar-related government schemes. The judgement clearly stated that ‘the legitimate aim of the state would include, for instance, protecting national security... and preventing the dissipation of social welfare benefits,” Assocham Secretary General D.S. Rawat said in a statement here. “When the apex court talks about prevention of ‘dissipation of social welfare benefits’, therein lies a window for Aadhaar cards, in so far as its applicability on the DBT and other welfare measures is concerned,” he added.
Board recast, get a CEO, handhold him for sometime and create succession plan for chairman post. The (earlier) Board was weak, it was not able to communicate well... the Board was a big let-down,” he said. It has been two weeks packed with action and escalated tension for India’s second largest software firm. A year-long stand-off between the founders and the management culminated in the sudden resignation of CEO Vishal Sikka + as well as that of Chairman R Seshasayee and two other Board members. The developments also saw co-chair Ravi Venkatesan moving to the role of independent director and co-founder and Aadhaar architect Nandan Nilekani coming in for a second innings at Infosys.

“The real achievement lies not in the amount disbursed, rather in the fact that these amounts were disbursed with minimum leakages or malpractices and that is important in terms of good governance,” the study said. DBT schemes have resulted in weeding out of 3.34 crore duplicate consumers under PaHAL and a further 2.33 crore ration cards being deleted, Assocham said. Total savings under DBT have been Rs 49,500 crore till December 2016. Total subsidy paid under DBT in 2016-17 is Rs 74,502 crore. Cash subsidy paid under DBT is expected to increase to Rs 1 lakh crore subsequently, the industry chamber added. The report’s publica-
NEW DELHI, Aug 27 (PTI): Infosys ex-CFO V Balakrishnan has said new Chairman Nandan Nilekani should continue his stint for 2-3 years to chart out a proper succession plan and ensure that efforts of the company to be professionally-managed do not “fail again”. Balakrishnan, who has been one of the most vocal critics flagging alleged erosion in corporate governance standards at Infosys, also stuck to his demand that co-chair-turned- independent director Ravi Venkatesan step down from the Board. “...it was a big experiment that happened in 2014 with professional board handling the company, CEO replacing the founders but because the Board has not functioned well, that experiment failed. So the experiment should not fail again,” he told PTI. Balakrishnan added that Nilekani should focus on getting a good chairman “whenever he leaves in the future” to ensure that the “Board is in safe hands”. “I think for 2-3 years he should be there because he has several things to do...

New Delhi, Aug 27 (IANS): Biometric cards have facilitated disbursement of as much as Rs 83,184 crore to beneficiaries of Direct Benefit Transfer (DBT) schemes without the notorious leakages of the past, industry body Assocham said on Sunday, citing its report on the matter. “Real benefit of Jan Dhan and Aadhaar is finally reflected in the number of beneficiaries of government DBT schemes. The amount of funds transferred under DBT schemes between 1st January 2013 and 31st March 2017 is Rs 83,183.79 crore,” an Assocham-Thought Arbitrage report said on completion of three years of the Pradhan Mantri Jan Dhan Yojana (PMJDY) scheme for financial inclusion.

NEW DELHI, Aug 27 (IANS): Prime Minister Narendra Modi on Sunday said 30 crore families have been linked to Pradhan Mantri Jan Dhan Yojana in the last three years and Rs 65,000 crore deposited in their accounts. Addressing his “Mann Ki Baat” radio programme, he said the Jan Dhan Yojana would complete three years on August 28. “We have connected 30 crore new families to it, opened new accounts. This number is more than the population of several countries,” Modi said. He said the poor had become part of the mainstream of national economy, and the poor were saving money and feeling the security that comes with it. “If money stays in hand, there is a desire sometimes to overspend it. NEW DELHI, Aug 27 (PTI): The government has notified the Banking Regulation (Amendment) Act under which it can authorise the RBI to issue directions to banks to initiate insolvency resolution process to recover bad loans. The banking sector is saddled with nonperforming assets (NPAs) of over Rs 8 lakh crore, of which Rs 6 lakh crore is with public sector banks (PSBs). Earlier this month, Parliament had approved the Act, which replaced an ordinance in this regard. The government in May had promulgated an ordinance authorising the Reserve Bank of India (RBI) to issue directions to banks to initiate insolvency resolution process under the Insolvency and Bankruptcy Code, 2016. Following the ordinance, the RBI had identified 12 accounts each having more than Rs 5,000 crore of outstanding loans and accounting for 25 per cent of total NPAs of banks for immediate referral for resolution under the bankruptcy law.

quired for increasing the maximum ceiling of cess leviable on motor vehicles to 25 per cent from present 15 per cent. Once the law is amended, the GST Council will decide on the date when the increased cess will be applicable, the official said, adding the next meeting of the panel is scheduled to be held in Hyderabad on September 9. The highest pre-GST tax incidence on motor vehicles worked out to about 52-54.72 per cent, to which 2.5 per cent was added on account of Central Sales Tax, octroi etc. Against this, post-GST the total tax incidence came to 43 per cent. So, to take the tax incidence to pre-GST level, the highest compensation cess rate required is 25 per cent. Prices of most SUVs were cut between Rs. 1.1 lakh and Rs. 3 lakh following implementation of GST, which subsumed over a dozen central and state levies like excise duty, service tax, and VAT from July 1.
Recalling the impact of the November 8 demonetisation of higher currency, the Minister said banning Rs 1,000 and old Rs 500 notes had eliminated the anonymity of cash ownership and was taking the economy toward more digitisation. “Demonetisation also helped to widen the tax base with more people coming into the formal economy from the informal sector,” reiterated Jaitley. The Minister also hoped the Goods and Services Tax (GST) would expand the indirect tax base and eliminate cash dealings due to lack of benefit from input credit. “The new tax regime will expand the base of indirect tax, as the possibility of cash dealings gets eliminated due to lack of benefit from input credit,” Jaitley pointed out. The Minister also told the gathering that the central government and the Reserve Bank of India (RBI) had taken steps to adopt digital payments, and incentives were being given to the people for shifting to the digital mode.
DP-8610
The ordinance has to be replaced with a proper legislation with the approval of Parliament within six months of its issuance. Under GST, a cess was levied on demerit goods like cars, tobacco, and coal, to create a corpus for compensating states for any loss of revenue from their taxes like VAT being unified with central levies like excise duty and service tax in the GST. Cars attract the top tax rate of 28 per cent. On top of this, a cess of 1 to 15 per cent is levied for the creation of the state compensation corpus. The official said after the introduction of GST, the total tax incidence on motor vehicles (GST plus compensation cess) has come down when compared with the total tax incidence in the pre-GST regime. To rectify the anomaly, the GST Council, headed by Union Finance Minister Arun Jaitley and comprising of representatives of all states, had on August 5 recommended that the Central government move legislative amendments re-
Bengaluru, Aug 27 (IANS): As crime, corruption and graft thrive on the use of cash, Union Finance Minister Arun Jaitley on Saturday hoped the country would move from using less cash to eventually a cashless economy to benefit from digital transactions. “As India is a cash using society with economic and social costs involved in excessive use of cash, its anonymity allows owners to risk while the state suffers due to tax noncompliance,” said Jaitley after unveiling 100 digital villages, 100 branches and 100 ATMs of state-run Vijaya Bank here. Asserting that crime, corruption and terrorism flourish on cash, the Finance Minister said larger amounts of cash flowing into the economy had their own consequences. “Technology is rapidly changing the banking sector, which soon will become a part of smartphones. Transfor ming into a developed economy would mean embracing cashless economy,” said Jaitley.

New Delhi, Aug 27 (PTI): The Cabinet may this week consider issuing an ordinance to increase the cess on mid-size, large cars and SUVs to 25 per cent from 15 per cent under the GST regime at present. The GST Council, the apex tax rate setting body under the Goods and Services Tax regime, had on August 5 approved raising cess on SUVs, mid-sized, large and luxury cars that had become cheaper post GST rollout on July 1. But, for raising the cess requires an amendment to the Schedule of section 8 of the GST (Compensation to a State) Act, 2017. “The Cabinet will in next few days consider amending that through the issue of an ordinance,” an official said. Views of ministries like road, transport and highways and heavy industries will be taken before hiking of the cess, the official added. An ordinance is issued when Parliament is not in session to approve a legislation or change in a legislation.

Indians among eight killed in major road accident in UK London, Aug 27 (PTI): Indians were among six men and two women killed in a major accident in which their mini bus got crushed between two trucks on a highway in southern England. The crash occurred on the southbound M1 highway at Newport Pagnell in Buckinghamshire in the wee hours of yesterday. All those who died were travelling in the minibus, which got crushed between the two larger vehicles. “We are extending all possible assistance to those affected by this tragedy,” the Indian High Commission in London said. The two truck drivers arrested from the scene of the accident were charged with causing death by dangerous driving this morning. Thames Valley Police said 31-year-old Ryszard
Masierak and 51-year-old David Wagstaff had been charged with eight counts of causing death by dangerous driving. Masierak, also accused of careless driving while over the prescribed limit of alcohol, has been remanded in custody to appear at High Wycombe Magistrates’ Court tomorrow. Wagstaff, charged with dangerous driving, has been bailed to appear at Milton Keynes Magistrates’ Court on September 11. “The charges are in connection with a collision shortly before 3:15 AM yesterday in which six men and two women died. Four people who were injured and taken to hospital remain in serious conditions,” Thames Valley Police said in a statement. The British police is yet to release details of those
killed in the crash. The driver of the minibus has been identified as India- born Cyriac Joseph. The 52-year-old father of two, originally from Kerala and based in the UK for 15 years, was described as “lovely and generous” by friends. The others in his minibus were tourists from Chennai who had reportedly hired the vehicle along with family based in Nottingham to travel to London, from where they had plans to go on a tour of Europe. A five-year-old girl, a woman and a man are being treated in the hospital with life-threatening injuries, while another woman has serious injuries. South Central Ambulance Service said those injured in the collision were taken to hospitals in Milton Keynes, Coventry and Birmingham.
Iraq recaptures historic Ottoman Citadel from ISIS
Iraqi forces celebrate after driving out ISIS fighters from Tal Afar. (AFP)
TAL AFAR, IRAQ, AUG 27 (AGENCIES): Iraqi forces were Sunday on the verge of fully recapturing the city of Tal Afar after driving ISIS fighters from the centre of one of their last urban strongholds in the country. Counter terrorism units have taken control of the centre of the city, which includes its historic Ottoman citadel. “They raised the Iraqi flag on the citadel,” General Abdulamir Yarallah, commander of military operations in the battle for Tal Afar, said in a statement. The advance, less than a week into an assault on the strategic city, comes after Prime Minister Haider alAbadi declared victory in July over the fighters in Iraq’s second city Mosul, where ISIS declared its “caliphate” in 2014. Iraqi forces now hold “94 percent of the city, 27
out of 29” districts including the centre and citadel, according to the Joint Operations Command (JOC) which coordinates the antiISIS operation in Iraq. The announcement Saturday came as the French foreign and defence ministers visited Baghdad to announce a loan of 430 million euros ($512 million) to help the Iraqi economy in the face of low oil prices and the cost of battling the ISIS fighters. On Saturday, units also battled ISIS around Al-Ayadieh, 15 kilometres (10 miles) north of Tal Afar and strategically located on the road between the city and the Syrian border, Yarallah said. In the whole Tal Afar region, “1,155 square kilometres of 1,655 square kilometres, or 70 percent of the area, have been taken” the JOC said. Columns of smoke
could be seen rising over the city after the Hashed alShaabi paramilitary coalition fighting alongside government troops seized the Al-Khadra and Al-Jazeera districts. Abbas Radhi, a Hashed al-Shaabi fighter, said ISIS had resisted the advance mostly with sniper fire. “There are also boobytrapped cars, mortars. But they’ve been defeated, God willing,” he said. Government troops and units of the Hashed alShaabi, backed by a US-led coalition against ISIS, launched the assault last Sunday after weeks of coalition and Iraqi air strikes. Tal Afar sits on a strategic route between ISIScontrolled territories in Syria and Mosul, 70 kilometres (40 miles) further east. Progress in Tal Afar has been far more rapid than in Mosul, which fell to Iraqi forces only after a gruelling nine-month battle. Officials have said they hope to announce victory by Eid al-Adha, the Muslim holiday set to start in Iraq on September 2. Until its takeover by ISIS, Tal Afar was largely populated by Shiite Turkmen, whose beliefs are anathema to the Sunni jihadists. Most of the city’s 200,000-strong population fled after ISIS seized it.
the storm. Though there were multiple hazards present across the area, the greatest threat to life and property remained the ongoing extreme rainfall and subsequent flash flooding. Tornadoes spawned by Harvey damaged more than 50 homes in Fort Bend County, struck a commercial centre near Katy and tore through Cypress, while parts of the Houston region
were evacuated ahead of record river floods. “It’s catastrophic, unprecedented, epic – whatever adjective you want to use,” said Patrick Blood, a NWS meteorologist. “It’s pretty horrible right now.” Forecasters said Harvey’s onslaught was just the beginning. The National Hurricane Centre (NHC) in Miami warned “catastrophic flooding” was likely to occur in the days ahead. Harvey bombarded the stretch of the Texas Gulf Coast with home-ripping winds and torrential rains. More than 300,000 people were without power after utility poles were knocked to the ground. Parts of Harris County, which includes Houston, have seen more than 20 inches of rain in the past 24 hours. The streets in Houston were drenched and deserted last night, and houses crushed, gas stations torn to shreds, road signs blown away. Emergency responders completed more than 1,000 high-water rescues during the night. “Travel across the area is severely hampered, if not impossible,” said an announcement from the Weather Service.
Trump’s cybersecurity advisors resign en masse
Donald Trump
WASHINGTON, AUG 27 (PTI): Seven members of Donald Trump’s cybersecurity team, including an Indian-origin data scientist, have resigned, accusing the US president of ignoring the pressing national security matters. In a group resignation letter, the members of the National Infrastructure Advisory Council (NIAC), whose purview includes national cybersecurity, cited both specific shortfalls in the administration’s approach to cybersecurity, and broader concerns that have undermined the “moral infrastructure” of the US, Fortune reported. “You have given insufficient attention to the growing threats to the cybersecurity of the critical systems upon which all Americans depend, including those impacting the systems sup-
porting our democratic election process,” the letter reads. They also cited his failure “to denounce intolerance and violence of hate groups” when asked about the “horrific violences in Charlottesville” as one of the reasons why they left. Unite the Right’ march was organised on August 12 to protest against the proposed removal of a statue of General Robert E Lee, who commanded the pro-slavery Confederate forces during the American Civil War. Violence broke out after they were confronted by anti-racism groups and later a car ploughed into one group of anti-racism protesters in Charlottesville. Trump had blamed both sides including the “alt-left” for the deadly violence. Death toll from Spain attacks rises to 16: local officials M a d ri d, Au g 2 7 (AFP): The number of people killed in twin vehicle attacks in Spain last week rose to 16 on Sunday, local authorities in Barcelona said. “This morning a 51year-old German woman died after being treated in a critical condition in hospital,” said a statement from the region’s civil defence. The attacks on Las Ramblas boulevard in Barcelona and in the seaside resort of Cambrils left around 120 wounded. The woman who died on Sunday was hurt when a man ploughed a van through crowds of tourists on Spain’s most famous street on August 17 -- an attack that was claimed by the Islamic State group. Hours later, a car sped into Cambrils some 120 kilometres (75 miles) south, hitting people before crashing into a police vehicle. The five occupants of the Audi A3 jumped out and went on a stabbing spree, killing a woman, before they were shot dead by police.
Thousands of Rohingya flee Myanmar as fresh violence erupts
L o n d o n, Au g 2 7 (Agencies): Thousands of people have fled their homes following two days of violence in a deepening crisis in the state of Rakhine in Myanmar. Members of the Muslim Rohingya minority escaped to the border with Bangladesh but Bangladeshi border guards are turning them back. Fighting erupted when Rohingya fighters attacked 30 police stations on Friday and clashes continued on Saturday. Pope Francis has appealed for an end to persecution of the Rohingya people. They face severe restrictions inside mainly Buddhist Myanmar, where tensions with the majority population have been rumbling for years. Tens of thousands of Rohingya fled to Bangladesh previously, accusing the Myanmar authorities of

ethnic persecution. Rakhine, the poorest region in Myanmar, is home to more than a million Rohingya. Extremism among them has grown out of the restrictions the group faces, the BBC’s regional editor for Asia/Pacific, Michael Bristow, says. Bangladeshi police said they had forced 70 people back into Myanmar
on Saturday after finding them trying to make their way to a refugee camp, having entered Bangladesh in the Ghumdhum border area. “They were pleading with us not to send them back to Myanmar,” said one policeman. But some 3,000 Rohingya have managed to enter the country and find
Pakistan court quashes corruption case against Zardari ISLAMABAD, Aug 27 (PTI): Pakistan’s former president Asif Ali Zardari has been acquitted by an anti-corruption court in an old corruption case in which he was accused of possessing illegal assets. Zardari’s counsel Farooq H Naek requested for acquittal of Zardari and Justice Khalid Mahmood Ranjha National Accountability Bureau (NAB) court accepted it. He said that the most of the documents presented against 62-year-old Zardari were in photocopies and unacceptable. He also said that most of the witnesses said that they did not remember most of the details as it was an old case. Finally, the judge quashed the case
and acquitted the former president yesterday. The case was launched in 1999 but quashed in 2007 along with five more such cases against Zardari after a political deal between his now slain wife Benazir Bhutto and former dictator Gen Pervez Musharraf. However, the Supreme Court rejected the deal and consequent amnesty in 2009 and ordered a probe but it could not start a case against Zardari as he enjoyed immunity as president. The case was again started in 2015 and finally decided in favour of Zardari. It was last of the six corruption cases against Zardari and he has been now acquitted in all of them.

refuge in camps and villages since Friday, AFP adds. A correspondent for the news agency at a makeshift camp in Balukhali says that many brought tales of horror from over the border. “They fired so close that I cannot hear anything now,” Mohammad Zafar, 70, said of armed Buddhists who had shot dead his two sons in a field. “They came with rods and sticks to drive us to the border.” Amir Hossain, 61, told Reuters news agency near the village of Ghumdhum: “Please save us. We want to stay here or else we’ll get killed.” Meanwhile, around 4,000 non-Muslims in Rakhine were evacuated by the army for their own safety. Six people were killed when they strayed into one area of conflict. Pope Francis said in a statement: “Sad news has
arrived of the persecution of the religious minority, our Rohingya brothers. “I would like to express my full closeness to them. Let us all ask the Lord to save them, and to elicit men and women of goodwill to help them, for them to be given their full rights.” This is the most significant outbreak of violence in Rakhine since October 2016, when nine policemen died in similar attacks on border posts. The government said they were carried out by a previously unknown Rohingya militant group. The attacks triggered a military crackdown that led to widespread allegations of killings, rape and torture of Rohingya, and an exodus of Rohingya into Bangladesh. The UN is currently investigating alleged human rights abuses by the security forces, who deny wrongdoing.

H o u s to n, Au g 2 7 (PTI): Hurricane Harvey, the most powerful to hit the US in 13 years, left a trail of destr uction as it swept through Texas today, pummelling the region with heavy rains and claiming at least five lives since making landfall on the US’ Gulf Coast. After a night of flash flood and tornado watch, Houston woke up to a catastrophic morning, yet more life-threatening flash flooding, heavy downpour as rescuers answered desperate calls for help all along the ravaged Texas coastline. The actual toll from Harvey remains unclear as rescuers were still trying to reach people stranded across the region. But the National Weather Service (NWS) said five people lost their lives in the Houston area in unconfirmed flood- related deaths. Fourteen people have also been injured. With winds topping 130 mph, Harvey is the first Category 4 storm to make landfall in the US on Saturday since Hurricane Charley struck Florida in 2004, and the first to hit Texas since Hurricane Carla in 1961.

NCM Thanksgiving Concert: A rare delight

A
thanksgiving concert featuring Matthieu Esnult, NCM students and faculty was presented by Nagaland Conservatory of Music at Town Baptist Church, Dimapur on Sunday. The hall was packed with listeners who were engaged, if not swept away, by the performances of the evening. Matthieu Esnult performed the ‘Pavane pour uneinfantedefunte’ by Maurice Ravel which was described as, “An evocation of a pavane that a little princess (infant) in former times, danced at the Spanish court”. The pavane was a slow processional dance that enjoyed great popularity in the courts of Europe during the sixteenth and
seventeenth centuries. Matthieu also performed the ‘Prelude, Choral et Fugue’, a work for solo piano written by César Franck in1884. Franck, himself a great organist and a Bach devotee, was not only enchanted but creatively stirred. Matthieu did justice to both pieces and the sheer power of the first note, which filled the entire hall, marked the beginning of an evening of phenomenal music. Matthieu, who has performed in over 40 countries in 5 continents, has a collection of many national and international prizes and has been invited to give piano master-classes in France, UK, Tunisia, Scotland, America, China and Mongolia.

After studying at the Ecole Normale Alfred Cortot in Paris, he studied in London, obtaining a Master in piano in 2013 with Distinction at Trinity Laban Conservatoire of Music and Dance in London and the Artist Diploma with Distinction in 2015. He also studied French music repertoire with Bernard d’Ascoli and Pascal Rogé. The evening saw performances by Normando Villas, a guitar faculty of NCM who performed ‘a song of aspiration arranged by Allen Vincent Lucas’, Mharhomo Kithan for voice of faculty, NCM enthralled the crowd with a performance by Agnus Dei by Georger Bizet, which refers to the Christian
theological concept of the Lamb of God. During the concert, Nagaland Conservatory of Music, chairman-Lipokmar Tzüdir stressed that most historical accounts of Nagas that are collected in the medium of singing was diminishing off late. He added that having realised the importance of music by late 80s’ some of the people of that time were fortunate to go abroad and pursue higher education in music and become some of the first Nagas to pursue studies in music from abroad. He said getting that education abroad was nothing like what people saw on TV, as life out there was full of challenges and disappointments.
“I believe for those of us who returned, we returned with only one commitment, and that was to create that opportunity for which we sacrificed,” he said. He thanked Patkai College for its commitment to develop music in Nagaland in the lines with NCM. The church was filled with much energy emanated from the NCM choir, when the latter presented ‘My soul’s been anchored in the Lord’, written by Moses G Hogan, ‘Magnificant anima mea’ by John Rutter and the chorus ‘Hallelujah’ by Georger Frederick Handel. The sheer pleasure of music itself had everyone in the audience build a personal relationship with the choir’s performances. The performances of the evening altogether radiated the vignettes from the opera through recurring musical motifs. The concer t was opened with a prayer by Town Baptist Church pastor-Rev. Vilodi Sakhrie, while a benediction was pronounced by NCM counsellor-Rev. Candid Sareo. The concert was part of the 5th anniversary celebration of NCM. (Staff Reporter)

inger-songwriter Pratyul Joshi, an FTII alumnus, started performing on the streets of Mumbai in 2012 to survive. Now his album “Waabasta” has been mastered by British audio mastering engineer John Davis, who has worked with popular musicians like U2 and Lana Del Rey. Joshi started as a street performer in “very testing times”. “I had been jobless for six months after doing my masters in audio engineering from FTII (Film and Television Institute of India). I started performing on the streets to survive. It was the only option for me. For the first few months, I started performing with the sole aim of using the one hour slot to perform as if it was what God had sent me to do,” Joshi told IANS in an email interview. The response to his performance became better with time. “It was tremendous. Some people used t o change their

Young Gendry made his appearance as the late king’s bastard child. fter a dull start in the wake of violence following the conviction of Dera Sacha Sauda chief Gurmeet Ram Rahim Singh and sudden showers on Saturday, the Delhi Book Fair saw a large number of book lovers of the national capital turning up to the event on Sunday. With the theme “Padhe Bharat, Badhe Bharat” (India reads, India grows), the Delhi Book Fair -- organised by the India Trade Promotion Organisation (ITPO) in association with the the Federation of Indian Publishers -- entered its 23rd edition. Held at Pragati Maidan, the fair has been spread over two halls -- one dedicated to stationery items while the other has book stalls. “Our focus this year is more on study books and syllabus guide materials. However, there are many stalls with story books as well,” Pradip Chhabra, Or-
ganiser, Delhi Book Fair, told IANS. Visitor Priyanka Bagaria, who came along with her son Granth, a student of class eight in Blue Bells Public School, said the availability of many books under one roof is a major reason for visiting the fair. “Visiting Daryaganj is always not possible. Here I got rather more variety of study material and that too with more discount,” Bagaria observed. Like her, Ashish Aggarwal, a resident of Noida who was visiting Delhi Book Fair for the first time, said the lack of good bookstores in Noida drew him to the event. “There aren’t many book shops in Noida. Here I got many books which are not easily available in the market, especially some old books related to General Knowledge and communication skills improvement,” Aggarwal said.

According to Spotify, the song was played more than eight million times on the site in its first 24 hours, breaking the record for first-day streams. On YouTube, ‘Look What You Made Me Do’ broke the record for the highest number of firstday views on a lyric video, clocking in 19 million in the first 24 hours. The previous record was held by The Chainsmokers featuring Coldplay, who brought in 9 million views for the ‘Something Just Like This’ lyric video back in Febru-

The viewing figures on the video now stand at 33 million. The official video for ‘Look’ will be unveiled tonight at the MTV VMA awards. A teaser for the video has led some Beyoncé fans to accuse Swift of copying ‘Formation’. The ‘Look’ video director, Joseph Kahn, has denied the accusations. ‘ L o o k W h a t Yo u Made Me Do’ is Swift’s first single since her Zayn Malik duet ‘I Don’t Wanna Live Forever’, recorded for the Fifty Shades Darker soundtrack. The track will be featured on Swift’s new album, ‘Reputation’, set for release on November 10.

What better way to determine the true ruler of the Seven Kingdoms than by using the rules that govern the British monarchy? However, Pacheco sprang to his right impressively to turn Messi’s effort round the post. Visibly annoyed at himself, Messi responded with the opening goal 11 minutes after the break as his powerful low drive struck helpless Alaves defender Alexis to fly past Pacheco. Alexis was at fault when Barca doubled their advantage 11 minutes later as his poor clearance was headed by substitute Paco Alcacer into Messi’s path to smash home on his favoured left foot. title race despite a tumultuous start to the campaign off the field. The five-time World Player of the Year missed from the penalty spot for the 20th time in his career as Fernando Pacheco produced a stunning save midway through the first half. However, Messi wasn’t to be denied as his deflected effort opened the scoring shortly after half-time before a sweetly-struck volley secured all three points. Alaves shocked Barca a year ago by winning at the Camp Nou, and the hosts were left to rue a big chance missed by Ruben Sobrino at 0-0 before succumbing to Messi’s magic. Sobrino burst past the leaden-footed Gerard Pique on the half-hour mark, but placed his shot too close to Barca keeper Marc-Andre ter Stegen as he bore down on goal.
