NEW DELHI, AUG 26: The Punjab and Haryana High Court on Saturday came down heavily on Prime Minister Narendra Modi over the violence which rocked Panchkula and many other parts of Haryana as well as Punjab, Delhi and Rajasthan after the conviction of Dera Sacha Sauda Chief Gurmeet Ram Rahim Singh in a rape case. Pulling up the Haryana government and the Centre over the violence, the Punjab and Haryana High Court didn’t even spare Prime Minister Narendra Modi and was quoted saying by NDTV: “He is the Prime Minister of not the BJP but of India.” The court was responding to Additional Solicitor General Satya Pal Jain, who is representing the Centre, saying that Friday’s violence was a matter of the state. “Is Haryana not a part of India? Why are Punjab and Haryana treated like step children?” the court questioned. “You let the situation escalate. You surrendered to the situation,” the court

case also climbed up to 36 Saturday. The army carried out a flag march in Sirsa area to maintain law and order. Two companies of the Army and 10 companies of paramilitary forces have been deployed in the area. A curfew remained in Sirsa and several other parts of Haryana and Punjab while educational institutions have been ordered to remain shut till Monday. At least eight columns of the Army surrounded the Dera Sacha Sauda headquarters near Harayan’s Sirsa town where thousands of sect followers were holed up. The authorities have also ordered security forces to crack down on 36 Dera campuses, known as ‘Naam Charcha Ghar’, across the state. The Haryana police also recovered an AK-47 rifle and a Mauser from the vehicle of a Dera follower, and two rifles and five pistols from another vehicle during the operations, DGP Sandhu said. As many as 552 persons have been arrested in connection with violence.

IMPHAL, AUG 26: Unrelenting heavy rain wreaked havoc across Manipur’s Senapati district bordering Nagaland Saturday morning causing flash floods and landslides in the hill district As a result of the landslides, the National Highway-2, one of the lifelines to Manipur, was also cut-off from the rest of the state. Many villagers were forced to flee from to safer places. Hundreds of Manipur bound vehicles from Nagaland, carrying essential commodities have been stranded as the highway has been blocked at four locations between Makhan and Tadubi village, an official said. There was no report of any human casualty, the official informed. An orphanage of the Compassionate Children’s Ministry, home to around 120 orphans, was completely washed away along with the proprietors car due to the flash floods at Karong. “Everything has been washed away and the children are now homeless,” a member (More on p-5) of the ministry informed.

NH-2 washed away by the landslide on Saturday.

The mudslides also destroyed at least seven houses at Chakhumei, both located along NH-2 in Senapati district. The heavy rains also lashed the other parts of Manipur, which led to inundation of several low lying areas in Imphal West district. Normal vehicular movement along the Imphal-Jiribam section of NH-37 was also affected. Meanwhile, the Manipur government issued an advisory to all the deputy commissioners of the districts to take up necessary measures to mitigate the impending floods situation in the state.

PTI Adds: At least seven buildings, including a church, collapsed in Aizawl and nearby villages due to multiple landslides triggered by heavy rains in Mizoram since Thursday, officials said Saturday. Many places of the state were cut off due to road blocks caused by landslides. A three-storied building collapsed at Lengpui village near Aizawl on Thursday night and six buildings, including a church, were buried under a massive landslide at nearby Phunchawng village, the officials said. Champhai district, bordering Myanmar, was cut off from Aizawl as landslides blocked highway.

said, admonishing the state government over a Panchkula police officer being sacked Saturday morning. “You are trying to crucify a small DCP of Panchkula what about those political masters who have been giving wrong directions?” the judges said to the Haryana government. Facing flak over the failure to check violence, the BJP-led Haryana government on Saturday suspended the Deputy Commissioner of Police, Panchkula, alleging that a “defective” order by him allowed the crowd

build-up in the district. The Haryana government was also forced sack state’s Deputy Advocate General, Gurdas Salwara after a video showing him assist the Dera chief Gurmeet Rahim in carrying his luggage surfaced. Meanwhile, New Delhi and Haryana have been put on high alert in the wake of incidents of violence in Haryana following the conviction of self styled godman and Dera Sacha Sauda sect chief, Gurmeet Ram Rahim Singh, police said. DIMAPUR, AUG 26 (NPN): NPF Press and Information Cell (P&IC) on Saturday said that the party had taken serious note of the allegations made by ACAUT on chief minister, T.R. Zeliang that the latter had been “withholding information” with regard to “drawal” (sic) authorities issued by the Finance department. Reminding ACAUT of the RTI Act 2005, NPF P&IC said ACAUT should have “first filed a complaint to the PIO of the department (Finance), then to the appellant authority, if appellant authority also fails, it had to complaint to the Chief Information Commissioner (CIC) for final hearing.” However, without following the procedure, P&IC pointed out that ACAUT bypassed the CIC and went into the public domain, which it said was “a sign of sheer ignorance’s and having some hidden agendas.” P&IC further posed several questions for ACAUT to take note of “who was in-charge of Finance in the government, at that point of time from April

tory orders were imposed in 80 per cent of Delhi. Delhi Police Public Relation Officer Madhur Verma on Saturday informed that section 144 will continue till further order in the national capital. A senior police officer said that even though there have been no specific inputs of Dera followers planning to create trouble here, security has been beefed up in the national capital as a precautionary measure. The death toll in the violence following Rahim Singh’s conviction in a rape

to July 2017? What authority is vested on an Advisor of the finance department that he can ‘withhold Information’? Why does ACAUT not question the then chief minister Dr. Shürhozielie, who was in-charge of Finance department.” Taking a dig at ACAUT for particularly raising the issue after T.R. Zeliang took over as the chief minister, the P&IC termed it as “a pathetic and failed attempt to tarnish his (TR Zeliang) image.” It further went on to hit out at ACAUT for purportedly bringing out the statement on the day of the rally (August 25) held at Dimapur. “It is a cheap stunt to garner public sympathy,” P&IC stated. In this regard, P&IC said the “hidden political agenda of ACAUT” stood bare for all Nagas to see. The P&IC advised ACAUT that if it claimed to be a nonpolitical organization, it should “identify the person or persons with vested interests” within the ACAUT and remove them from key positions. Asserting that the

T.R. Zeliang’s government was competent and committed to transparency and good governance, P&IC said all the departments were being streamlined to ensure that these objectives are translated into reality. Maintaining that the government was for the people and not for self-aggrandizement, P&IC however expressed surprised that there were “certain sections of people who do not want to see T.R. Zeliang’s government to run smoothly but accuse him of all the ills to tarnish his image and create havoc at every given opportunity.” It said no matter how much the “stooges try to topple T.R. Zeliang’s government”, the party was confident that the general public would be wise enough to differentiate between good and bad. “We believe, despite all distractions, people of Nagaland will continue to support and cooperate with the government and move forward together towards peace, progress and prosperity of our State,” P&IC added.

secretary post ‘unconstitutional’

GANGTOK/SHILLONG, AUG 26 (AGENCIES): In a landmark judgement, the Sikkim High Court declared that the Sikkim Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous) Provisions Act 2010 and consequential notifications as unconstitutional and accordingly quashed with immediate effect. A two-judge bench of justice Dr. Agnihotri and justice Meenakshi Madan Rai after hearing the plea of the petitioners pronounced the judgement on August 25. One of the petitioner’s counsel O P Bhandari said that “the case filed was not an act of revenge and vengeance. Today’s verdict is the victory of law” he added. The counsel told a Sikkim daily that “the court order comes in immediate effect and those holding the posts must forthwith leave the posts with immediate effect of court announcement.” The parliamentary secretaries must forfeit all benefits, facilities they have been awarded, he added. Meghalaya: Earlier this week, the Meghalaya High Court had also

issued a notice to the state government for a final hearing on the matter of the posts of parliamentary secretaries. A division bench of Chief Justice Dinesh Maheshwari and Justice Ved Prakash Vaid heard a Public Interest Litigation challenging the appointment of parliamentary secretaries in the state. The notice comes after the Supreme Court declared unconstitutional a law enacted by Assam in 2004 that allowed appointment of parliamentary secretaries with the rank of minister of state. On July 26, a bench of Justice J. Chelameswar, Justice R.K. Agrawal and Justice A.M. Sapre noted that the Constitution’s Article 194 “does not expressly authorise the state legislature to create offices such as the one in question. “In view of the law declared by the Supreme Court in the aforesaid decision, this matter does require consideration; and at the earliest,” the High Court said. The bench also issued notices to the Central government, the Election Commission besides the 17 parliamentary secretaries in Meghalaya.

Nagaland Peace Centre condoles

Dimapur, Aug 26 (NPN): The Nagaland Peace Centre (NPC), Kohima has condoled the demise of former Manipur chief minister and a member of the first Lok Sabha Rishang Keishing. In a condolence message, NPC Chairman N. Theyo stated that he knew late Keishing personally and found him to be a man of outstanding personality. “Once we worked together on integration committee as set up by the Naga people at Kohima in 1969 with him as General Secretary and I as Joint Secretary under the presidentship of Lt. Rev. Menguoseso Savino. The committee set up a delegation and we went to New Delhi and met Central leaders both ruling and opposition MPs and pressed our demands for integration of Naga areas under one administration. At that time, even the opposition leaders understood our sentiments and said our demand is rightful,” Theyo recalled. The NPC Chairman reflected on Keishing’s “compassion for needy and poor tribal Naga students” and stated that the former Chief Minister worked very hard to fulfill the dreams and aspirations of his people. “He had a big heart and a broad mind so, he never took revenge on his enemies who tried to kill him when his convoy was terribly ambushed on the road from Imphal to Ukhrul but his life was saved by the almighty God,” Theyo recalled and conveyed heartfelt condolences to the bereaved family. AGARTALA, Aug 26 (Agencies): The muchtouted MGNREGA programme has suffered a serious setback due to fund crunch in Tripura. The Centre had sanctioned Rs 177 crore for the State in the first installment during the current financial year, but the entire amount was meant for ‘material component’. According to the ratio the State should have been allocated Rs 120 crore for creating mandays but it has received only Rs 40 crore. RD minister Naresh Jamatia said that Centre’s inaction on the issue was creating massive problems for the poor people of the State as they can’t be given work or a source of earning. “We are now trying to give at least 20 days work before ‘Durga Puja’ which would not require any material component,” said Jamatia on Saturday. Criticising the Centre’s move for slashing M G N R E G A o u t l a y, Jamatia alleged the BJP-led Government has been trying to stop the world’s largest job generating programme as part of its agenda to weaken the poor people. “The BJP-led Government has been trying to safeguard the interest of the corporate sector at the cost of poor people”, he alleged. Police stand guards outside a Dera congregation centre in Kurukshetra.

Chandigarh/New Delhi, Aug 26 (IANS): A day after the Dera Sacha Sauda chief Gurmeet Ram Rahim Singh was convicted of rape, police sealed his properties in various parts of Haryana and seized weapons and combustible materials such as petrol. The Dera’s nam charcha ghars (congregation centres), a resthouse and other properties were raided in Kaithal, Kurukshetra, Karnal and Panipat. Similar raids were also conducted in Mansa district in neighbouring Punjab. Police were assisted by army in carrying out the raids, which were conducted following a government

order, sources said. In Kaithal, police with the help of army sealed five congregation centres and a prayer centre. They recovered about 200 litres of petrol, sharp-edged weapons, sticks and empty bottles. Kaithal police also seized a luxury bus from a rest house of the Dera, frequented by its 50-year-old flamboyant chief. In Kurukshetra, the police sealed nine congregation centres after conducting searches. Police sources said 2000 sticks and canes, sharp weapons and kerosene oil were recovered from there. WB govt issues showcause notice over doctors’ strike Ko l k ata , Au g 2 6 (IANS): The West Bengal government on Saturday issued showcause notice to private clinical establishments after a section of their doctors launched a day-long protest here against what they called “a series of relentless violence against doctors and other medical professionals” and complete inaction on the part of the police and administration. “We have issued showcause notice to the clinical establishments under the West Bengal Clinical Establishments (Registration, Regulation and Transparency) Act, 2017. They have to respond by August 28,” Director of Health Services B.R. Satpathi told IANS. Patients from various districts of the state, who had appointments at leading multi-specialty private

hospitals in the city, were inconvenienced as outpatient departments remained shut in most of the private hospitals and nursing homes in response to the cease-work call by the United Doctors Voice of Bengal. “Against the backdrop of a series of relentless violence against doctors and other medical professionals and to protest complete inaction on the part of police and administration regarding the violence and extortion cases in various medical institutes, we have decided to cease work completely and suspend all non-emergency activity,” doctors said. The cease-work was triggered by alleged threats and intimidation by a patient’s kin (at CMRI Hospital) who had refused to pay the hospital bill amounting to Rs 75,000.

Some sticks were recovered from the centre. In Karnal, the police sealed 10 congregation centres after finding sticks and petrol during searches there. Karnal SP Jashandeep Singh Randhawa said 15 people were rounded up for planning to damage public properties in Indri and Gharaunda towns of the district. In Panipat, police took control of nine congregation centres and recovered stones and sharp weapons from there. Two people were detained. Dera followers were, however, tight-lipped over the development and even refused to reveal their identity. PM Modi announces Rs.500 cr as relief for flood-hit Bihar

Congress, CPI (M) demands PR rule in Haryana, CM’s removal

Abhishek Singhvi

The Congress on Saturday demanded President’s rule in Haryana and the sacking of Chief Minister Manohar Lal Khattar for his government’s “failure” to contain the violence that broke out after the conviction of Dera Sacha Sauda chief Gurmeet Ram Rahim Singh in a rape case. Senior Congress leader Abhishek Singhvi in a press conference said the death toll figures reported “seem to be false and it’s higher”. “Prime Minister Narendra Modi wants to save his friend Khattar.” “You are seeing a naked dance of violence, riots on the street,” Singhvi said on the violence that took place in Haryana on Friday.

He said there was a failure on the part of both the Centre as well as the state government, adding that the “nikammi sarkar” (useless government) should be suspended. The Communist Party of India-Marxist (CPI-M) on Saturday demanded that Haryana Chief Minister Manohar Lal Khattar be “immediately sacked” for failing to protect the lives of innocent people. The party also demanded dissolution of the Bharatiya Janata Party (BJP) government in the state. “Despite having knowledge and widespread apprehension of trouble and violence, the BJP government and the Chief Minister of Haryana did not take adequate preventive measures. This serious dereliction of duty by the state government created a situation of complete breakdown of law and order,” the CPI-M Politburo said in a statement slamming the state government.

PU R N E A , A UG 2 6 ( AGE N C IE S ) : P r i m e Minister Narendra Modi on Saturday conducted an aerial survey of flood-affected districts of Bihar and announced a package of Rs.500 crore as immediate relief to the state. He also declared that Rs.2 lakh each

would be given to the kin of those who have died in the floods, and that a Central team would soon visit the affected areas to assess the damage. Chief Minister Nitish Kumar accompanied Mr. Modi during the survey. The PMO statement also referred to Prime Min-

Both nations would also work on flood control in the border areas which will benefit the region, the statement added further. As many as 21 districts of Bihar have been inundated by the flood waters, which affected 1.67 crore people, with the death toll mounting to 418. CHRI urges MHA to reconsider advisory on Rohingya Muslims New Delhi, Aug 26 (IANS): The Commonwealth Human Rights Initiative (CHRI) on Saturday urged the Ministry of Home Affairs (MHA) to consider withdrawal of an advisory with regard to the proposed deportation of Rohingya Muslims to Myanmar. The Advisory titled ‘Identification of illegal migrants and monitoring thereof ’ was issued on August 8 which emphasises the detection and deportation of illegal migrants from Rakhine State i.e. Rohingyas. The CHRI, in its statement, said the government’s advisory on Rohingya Muslims “runs contrary” to India’s constitutional and international commitments. The CHRI mentioned that India was a state party to Article 6 of the International Covenant on Civil and Political Rights (ICCPR), which upholds the right to life. “Under the principle of non-refoule-

ment, countries are under obligation not to send back refugees to their country of origin where circumstances of grave human rights violations prevail,” CHRI’s Director Sanjoy Hazarika said in the statement. Madhurima Dhanuka, Coordinator, Prison Reforms Programme, CHRI, said that while countries had a right to expel foreigners under international law, to deport someone requires another country to acknowledge his/her citizenship. “As Myanmar refuses to acknowledge Rohingya Muslims as citizens, it becomes impossible for the Indian government to deport them there, making the advisory infructuous,” Dhanuka said. The Rohingya are a Muslim ethnic minority of Myanmar who live in the western state of Rakhine. They do not find mention in that country’s official listing of 135 ethnic communities, and are thus not recognised as citizens by Myanmar.

Raipur, AUG 26 (AGENCIES): Chhattisgarh BJP leader Harish Verma who was arrested after the death of nearly 300 cows at his cow shelters routinely sold dead cattle to butchers and traded in their skin and bones, according to police. The state’s Gau Sewa Ayog (official body for bovine welfare) levelled this allegation against Verma in its complaint to the police. “The Gau Sewa Ayog’s allegation was found to be true,” Durg inspector general of police Deepanshu Kabra told HT on Saturday. “Some of the accused have given statements that dead cows were sold to butchers. Details will come out soon,” said Kabra. Ve r m a , w h o m t h e Bharatiya Janata Party (BJP) suspended after his arrest on August 18, is linked to three cow shelters where cattle deaths, allegedly of starvation and lack of medicines, were reported. He ran the Shagun Goshala (cow shelter) in Durg district; his wife, Laxmi Verma, operated the Phulchandra Goshala in adjoining Bemetara district; and his relative, M Narayanan, was in charge of Mayuri Goshala, also in Bemetara, said police. All three cow shelters functioned with funding from the Gau Sewa Ayog.

Nagaland Post Vol. XXVII NO. 262 Dimapur, Sunday, August 27, 2017

A godman convict

era Sacha Sauda chief Gurmeet Ram Rahim, the Indian godman-rapist and alleged conspirator in several murders has at long last, after nearly 14 years of probe and final trial, has been convicted of rape of two sadhvis in his ashram in 2002. A journalist who exposed the Gurmeet Ram Rahim rapes was shot dead right outside his house 15 years ago. The murder case is being heard by the same CBI court which will pronounce verdict in Dera chief rape case. Hearing in the murder case of journalist Ram Chander Chhatrapati is in the final stage in the special CBI court. Chhatrapati, who ran a local daily Poora Sacch, was the journalist who exposed the rapes of two women at Dera headquarters in Sirsa 15 years ago. Months after Chhatrapati published an anonymous letter giving details about how women were sexually harassed by Gurmeet Ram Rahim at Sirsa ashram, he was shot from point-blank range right outside his house on October 24, 2002. Then prime minister Atal Behari Vajpayee who received the anonymous letter ensured that the law got to the bottom and after which, the case was registered. Ram Rahim is no ordinary godman but one who is courted and wooed by various political parties because he is considered the ‘vote bank god’ having around five crore followers spread mainly across Haryana and Punjab and also in UP, Rajasthan etc. Ram Rahim has been having a cosy relationship with various political parties and governments in Haryana, be it then Congress government under Bhupinder Singh Hooda or currently BJP chief minister Manohar Lal Khattar. The fallout of a possible conviction of Rahim was already understood and for which the Punjab and Haryana High Court, trying the case, had given ample warning to the states. When the judgment finally came on August 25, it ignited violence and arson by Rahim’s followers who had already gathered at several places armed with sticks, stones and petrol bombs. The Congress again showed it lacks the killer instinct in politics. This was evident when its spokesperson Priyanka Chaturvedi when drawn to the shocking comment from Shakshi Maharaj MP of BJP, who had blamed the woman who had been raped by Gurmeet Ram Rahim, for the violence that erupted following his conviction; only said such a comment did not merit serious attention since it was the style of the BJP. Rather than take on the controversial MP known for inciting communal fires, the Congress spokesperson left him off with a shockingly patronising and sterile comment. As a woman, she was expected to give vent to a feeling of outrage. Rather, activist Heena Jahir got it right when she told a news agency “I would suggest that court should put Sakshi Maharaj behind the bars on charges of contempt of court. He is supporting the culprit and disrespecting courts order”. The BJP government in Haryana had not failed rather the Manohar Lal Khattar government is guilty of complicity with the Dera Sacha Sauda chief and his cohorts by not taking preventive and pre-emptive steps to thwart the conspiracy .The Centre has yet to come out strongly against the failure of its government in Harayana and also against the rapist-godman convict who happens to be the party’s god-sent vote bank.

DailyDevotion Are You Ever Troubled?

Peace I leave with you, My peace I give to you… —John 14:27 There are times in our lives when our peace is based simply on our own ignorance. But when we are awakened to the realities of life, true inner peace is impossible unless it is received from Jesus. When our Lord speaks peace, He creates peace, because the words that He speaks are always “spirit, and they are life” (John 6:63). Have I ever received what Jesus speaks? “…My peace I give to you…”— a peace that comes from looking into His face and fully understanding and receiving His quiet contentment. Are you severely troubled right now? Are you afraid and confused by the waves and the turbulence God sovereignly allows to enter your life? Have you left no stone of your faith unturned, yet still not found any well of peace, joy, or comfort? Does your life seem completely barren to you? Then look up and receive the quiet contentment of the Lord Jesus. Reflecting His peace is proof that you are right with God, because you are exhibiting the freedom to turn your mind to Him. If you are not right with God, you can never turn your mind anywhere but on yourself. Allowing anything to hide the face of Jesus Christ from you either causes you to become troubled or gives you a false sense of security. With regard to the problem that is pressing in on you right now, are you “looking unto Jesus” (Hebrews 12:2) and receiving peace from Him? If so, He will be a gracious blessing of peace exhibited in and through you. But if you only try to worry your way out of the problem, you destroy His effectiveness in you, and you deserve whatever you get. We become troubled because we have not been taking Him into account. When a person confers with Jesus Christ, the confusion stops, because there is no confusion in Him. Lay everything out before Him, and when you are faced with difficulty, bereavement, and sorrow, listen to Him say, “Let not your heart be troubled…” (John 14:27).

Post-mortem Democracy: beyond majority rule

T

hrough this maiden article, I would like to express my understanding about democracy and its established principles. This is not a politically motivated rebuttal that readers and citizens go through in print and social media on a daily basis. Readers are also requested to perceive it constructively, as I attempt to debunk the myths surrounding democracy. “The rule of law is the basis for any democracy. And without the rule of law in democracy, you have chaos.” — Meles Zenawi Notwithstanding, the other principles and characteristics of democracy, the two chief principles and pillars holding up the very foundation of what we mean by democracy are the ‘rule of law’ and ‘rule by the people’. Today in every genuine democracy, ‘majority rule’ is both ‘endorsed’ and ‘limited’ by the ‘supreme law of constitution’. Hence, ‘majority rule’ cannot be the expression of ‘supreme power’ in democracy. The general misconception, however is that, we think democracy to be just and only about ‘majority rule’. To further elucidate on the justification: Every country with parliamentarian democratic and republic form of government has its own enacted constitution; parliament and assembly has its rules and regulations and procedures; every office or portfolio has its rules and code of conduct. Whereas, the problem with Nagas in general and our politicians in particular, is our ignorance of both the enacted laws and established procedures. There are certain laws and rules under specific framework and procedural guidelines that needs to be taken into account and consideration. Rather, we indulge in the disgraceful ‘game of numbers’ with no respect whatsoever to the ‘rule of law’. We tend to triumph against any rationality and code of conduct with the exercise of individual’s whims and fancies. “If it be admitted that a man possessing absolute power may misuse that power by wronging his adversaries, why should not a majority be liable to the same reproach? Men do not change their characters by uniting with one another; nor does their patience in the presence of obstacles increase with their strength. For my own part, I cannot believe it; the power to do everything which I should refuse to one of my equals, I will never grant to any number of them.” — Alexis De

Tocqueville on “Tyranny of the Majority”. Subsequently, in between Mobocracy and Democracy, it is the principle of ‘rule of law’ that draws the ‘line in the sand’. The notion of ‘might is right’ are long gone. Those were the days when sword triumphed over pen. Although, now it is the ‘law that triumphs over numbers’. Things have changed for good and it is time we catch up instead of clinging on to our misinformed and misinterpreted concepts, and past understanding of political scenarios. It is the constitution that is ‘supreme’ and no one is above the law. Political parties may come and go but the Constitution, Parliament and Assembly will remain; President, Prime Minister, M.P., Governor, Chief Minister and M.L.A. may come and go but the office, rules and regulations, code of conducts and its procedures will remain; the citizens may come and go but the State and the law of the land will remain. Unquestionably, ‘Majority rule’ is as dangerous and dictatorial, if it is not coupled with checks and balances by and under the ‘rule of law’. While the basic concept of the ‘rule of law’ is widely debated and has many interpretations, it basically means a true and enforceable check against the abuse of power, whether this abuse comes from a ‘majority rule’ or an authoritarian government turning into a dictatorship. For everyone’s better understanding the ‘rule of law’ can be also differentiated from the ‘rule by law’. According to Professor Li Shuguang, “The difference.... is that, under the ‘rule of law’, the law is preeminent and can serve as a check against the abuse of power. Under ‘rule by law’, the law is a mere tool for a government, that suppresses in a legalistic fashion.” In further assimilation, the other two system under democratical form of government are: (i). A governmental system ‘ruled by men’ is a system in which fallen man directs the course of the nation. This is the form of government where one man or selected few call all of the shots, which is not only dictatorial and oligarchical but also undemocratic where majority rules without any restraints or protections for minority opinions or rights nor respect for the law of the land. Accordingly, any ‘rule of men’ system i.e. mob rule is destined for failure and the nation or state or citizens will ultimately suffer under it. (ii). On the contrary, in a ‘rule of law’ system,

the nation possesses a set of guidelines usually in the form of a constitution, which sets the terms for governing. Only in accordance to the blueprints provided for governing, can any men execute their functions. The constitution is the ‘law of the land’ and ‘supreme’, and everything else must be measured up against it. A constitutional republic is the form of such government where the representatives of the people govern according to the constitutional limits of powers with a constant concern and respect for the ‘rule of law’. Furthermore, history has also proven that any nation founded upon the shifting sands of the whim of men will always degenerate into oligarchy and tyranny. However, a nation of virtuous and educated people; which is founded upon and holds to the bedrock of the ‘rule of law’ system will maintain prosperity and freedom despite the natural occurrences and challenges of history. This elementary yet strikingly relevant dichotomy is misunderstood and misinterpreted by many Nagas. Wherefore, we have been mistakenly led away from the ‘rule of law’ system and towards something, that was not intended to transpire out of a democratic form of government. “It is more proper that law should govern than any one of the citizens: upon the same principle, if it is advantageous to place the supreme power in some particular persons, they should be appointed to be only guardians, and the servants of the laws.” — Aristotle Aristotle endorsed the ‘rule of law’, writing that the ‘law should govern’, and those in power should be ‘servants of the laws’. Long story short; either you play it by the rule or crawl back to where you came from. It is sheer ignorance that makes one think anything and everything is possible in politics. Sliding away from law or trying to outsmart, disrespect or undermine it, will only result in earning the tag of null and void. Irrespective of whichever faction/party it maybe, legitimacy cannot be established by sole measure of strength in numbers. It should have to follow and go through the due process of laws and procedures. In any event, as a country having set up a parliamentary democratic and republic form of government, with enacted constitution. It becomes the duty and responsibility of every citizens to acknowledge such laws and

abide by it; for the law of the land is supreme, the law is equal for all and ignorance of law cannot be an excuse. Our senior politicians are setting up a very wrong and an unacceptable trend upon its citizens and for the younger generations to follow. Just because they were given the mandate to govern for a term; does not necessarily mean they can do as they wish and destabilize or dismantle the whole system or distort democracy to suit your personal interest without any accountability. Their personal ambitions and enmities cannot supersede their responsibilities, duties and obligations to the people and the law. Flabbergasted by the recalcitrant nature of our representatives and taciturn citizens, I call upon our elected representatives to stop fighting over their personal ambitions at the expense of citizens time and money, and would like to remind them of the purpose of their being elected i.e. to govern its citizenry and develop the state. It is time they realise how much we could have achieved having cleared all the hurdles by giving absolute majority and an oppositionless government. Instead of fighting and playing ‘game of thrones’, neglecting and abstaining from their priorities, like a bunch of snollygosters. I challenge our representatives to rise above mediocrity, enmity, tribalism, nepotism, jealousy, greed, selfishness, ignorance and intolerance, and champion the cause for which they received mandate of the people. Democratic societies are committed to the values of tolerance, cooperation, and compromise. So let us shrug off our egos, greed and ambitions and strive for a better society with a stable, proactive, pro people and pro development approach driven government for better governance and development. ‘Listen, respond and deliver’, should be the Magna Carta based on which our elected representatives must govern and function. Today, we would do well to remember that the ‘law of the land’ is ‘supreme’ and people should act only in accordance with the ‘rule of law’. The proverbial chains of the ‘rule of law’ are meant to bind men down from their wayward tendencies. Let us restore democracy in its true essence. “Let no more be said of confidence in man, but bind him down from mischief by the chains of the constitution.” - Thomas Jefferson Tsali Sangtam, Kohima

The word ‘kempering’

T

he word “kempering” (German) is a word of Civil Engineering particularly for the Engineers of PWD (Road & Bridges). This word is not found in a common dictionary book, but from the dictionary of Civil Engineering terms. It is simple but it has a very profound meaning and a different impact. It means when a blacktopping road is under construction, the gradient level of the road is carefully built up first in such a way that along the stretch of the road, the middle-line of the road is always built up slightly higher in a mild slope that its two-sides; and the two-sides are built slightly lower in gentle slope than the middle-line. So that whenever rains or flash-floods come, the waters easily flow to sides, and do not store in the middle of the road, or flow in the middle of the road like a river-bed. This is called “kempering”. In order to have a desired lasting blacktopped road; while constructing a road, the Engineer-incharge as well as the Contractor should strictly inspect, monitor and execute that the gradient level called “kempering” is honestly followed and done first with the approved quality materials and necessary reinforcement. Only then, the surface blacktopping follows. The Engineer-in-charge and the Contractors as well must check and ensure at sites that along the road the water-ways are properly drained down and diverted into the drainages, and any blockade in the drainages are properly cleared. Materials: such as : stone-boulders, metals, gravels or coarse aggregate should be hard, strong and durable as approved by the Engineer. BESIDES THE ABOVE, SOME HUMBLE SUGGESTIONS MAY BE GIVEN HERE : 1) As well as we all do see, at many points, a good number of roadside residents, in defence of their buildings, build up round their buildings, concrete demarcation mounds higher than the road levels, not allowing the water to flow into the drainages constructed at the foot of their buildings; thus, forcing and diverting the water to flow on the roads which brings severe erosion and damages to the roads. And it is seen, the erosions are much more serious on our blacktopped roads than anywhere else because of this mistake. This is to be strictly checked, corrected and stopped with strong legal action. 2) Against the roadside residents who construct their buildings encroaching and narrowing the roads, necessary legal action should be promptly taken to stop and mend them. 3) Random dumping of wastes or dug-earth in to the drainages, and careless dumping of building materials or dug-earth on road-sides must not be allowed. 4) In case of a damage done to the road : i) By a private party/individual by cutting across the road in order to lay a drinking water pipeline, or ii) by a Govt. Department in order to lay a cable-wire etc., all should have obtained legal permission and proper repairing must be redone. In such a case, the Municipal Council, or the Colony Panchayat, or the Department, or the Administration should not remain a dismayed mute spectators. No complain means no action. The world weather forecasts on TVs shows, the monsoons of North-east India are much more heavier, stronger and damaging than other parts of the plain worlds. It is not going to be lesser in the years to come. At home, we clearly see our blacktopped roads cannot withstand one full monsoon. More number of vehicles and heavier vehicles will be on our roads. We are to be strong. I want to politely remind our esteemed Engineers to mind the word “kempering” and its importance wherever a blacktopping road is under construction. I do believe our Engineers are second to none. If others can do, you also can do it, and you still can do better. Whenever, you are given such a work, do it as an Engineer, not like an ignorant layman. Zapra Chakesang, New Minister Hill, Kohima

Guide to electing our representatives to authority A tribute to late Dominic (Vibale) Yazokie

G

od has given one great responsibility to each of us and that is the freedom and right to select and appoint our leaders! This is a divine responsibility! In the Bible, often times we see that God directly appointed leaders. However we also find that God also appointed leaders through the choices of his people like Moses appointing leaders to work with him in the wilderness (Deuteronomy 1:9-18) or Paul and Barnabas appointing elders in the church (Acts 14:23) based on certain spiritual and leadership qualifications. Similarly, God has also shared His divine role with us to appoint leaders in the affairs of the world. Therefore, appointment of leaders whether through selection or election needs to be done prayerfully if we long to see God’s justice and righteousness, and goodness and mercies overflowing in our world. Apostles Paul (Romans 13: 1-7) and Peter (1 Peter 2: 13-17) clearly give the model of God’s kingdom politics as they underline the reasons on who establishes governing authorities and why they were established. The apostles also clearly teache why and how citizens need

to relate with the authorities. These same rationales can be used as the guiding principles to form political party and chart political manifesto. However our concern here is to help citizens to make realistic and well informed choices as they prayerfully consider in electing their representatives. i. The first principle is based on righteousness and justice. Who and which political party esteem and would execute truth and fairness in all areas of life like history, culture, economy, environment, healthy, education, religion, society, politics and governance? ii. The second principle is about responsible freedom. Who and which political party esteem and would be able to protect and promote responsible freedom? iii. The third principle is mutual respect. Who and which political party esteem and would be able to protect and promote mutual respect in the midst of diversities? iv. The fourth principle is the fraternity of believers. Who and which political party esteems and would be able to protect and promote the freedom of propagation of faith? v. The fifth principle is the

‘fear of God’. Who and which political party esteems and would be able to protect and promote the notion and action of being accountable to God? vi. The sixth principle is about ‘honouring the king’. Who and which political party would be able to self respect their given authority and execute their responsibility with integrity? The opportunity to elect leaders to a position which has been instituted by God is a great responsibility! Therefore all our value formations, decisions and actions need to be “for the Lord’s sake”. So there is the urgency for every citizen to prayerfully elect their representatives based on the above principles and not for any other self-centered motives. This is our mission! This is the key to usher in God’s kingdom politics here on earth in our own nation and constituencies! If not, people who cast their votes based on narrow self centered interests are the agents of wickedness and they are responsible for our broken and corrupted world! The authority is in our hands! If each one of us can be the change for the world we yearn to see, then our future is worth venturing into! Peter T. Kent, Tseminyu

Intervention of state vigilance commission

Sir,

We, the general public of Peshu village Thonoknyu sub-division, Noklak express our utter dismay on the blatant misuse of MGNREGA amounting Rs. 2,70,30,855/- sanctioned during the period 2013-16 against our village as per RTI information received from the office of the DRDA, Tuensang. However, it is very saddening to know that such huge money are being misused by a handful of people without any notable worth mentioning development taken place in the village. It may be stated that such daylight robbery taking place in our present will not be tolerated any longer without convincing justification by way of implementing all developmental activities in the village. Having learnt the wilful misuse of the said funds by some vested interest persons of the village, we are seeking for the intervention of the state vigilant commission in order to obtain justice for the innocent villagers who aware deprived of any benefit thus far. In this regard, NBC and Ao khel have appealed to the responsible authority look into their grievances and repair the road before it deteriorates further.

New Delhi, Aug 26 (PTI): Gold prices registered a gain of Rs 250 at Rs 29,950 per 10 grams Saturday, capitalising on a firm trend overseas amid fresh buying by local jewellers. However, silver was little changed at Rs 40,200 per kg in limited deals. Apart from a firm global trend, traders said, greater buying momentum by jewellers at the domestic spot market was primarily responsible for the price jump. Globally, gold rose 0.39 per cent to USD 1,290.80 an ounce and silver by 0.59 per cent to Rs 17.05 in New York yesterday. In the national capital, gold of 99.9 per cent and 99.5 per cent purity rebounded by Rs 250 each to Rs 29,950 and Rs 29,800 per 10 grams, respectively.

NEW DELHI, Aug 26 (Agencies): Jet Airways has tied up with Airbnb, allowing to offer a wide range of global hospitality choices to its guests from India. “The partnership will not only offer a strong and differentiated value to Jet Airways’ guests, but also give momentum to the growth of Airbnb’s footprint in the Indian market by establishing a deeper connect with the new-age Indian traveller, who is increasingly seeking unique and interesting experiences while travelling both in India as well as around the world,” the airline said. Jet’s chief commercial officer Jayaraj Shanmugam said, “An increasing number of Indian travellers are embracing the fresh and highly personalised experiences that a platform like Airbnb offers. Our focus on being innovative and offering differentiated travel experiences enables us to anticipate the changing needs of our guests and recognize

In an effort to keep up that momentum the company is planning to enter the high growth 250 cc plus motorcycle market that is currently dominated by Royal Enfield. “We have a strong intention to enter this segment in the near future. We have been considering how to enter it with the right product and compete from the cost and price point because competition enjoys high cost competitiveness,” said M Kato president and CEO HMSI. Gold prices climb Rs 250 after firm global trend

NEW DELHI, Aug 26 (PTI): The government has restricted imports of gold and silver items from South Korea in a bid to check spurt in inbound shipments of precious metals from that country. The importers will now have to obtain a license from the Directorate General of Foreign Trade (DGFT) for importing gold and silver from South Korea. These restrictions are being imposed against the backdrop of sudden surge in imports of precious metal from South Korea, with which India has a free trade agreement since January 2010. Gold imports from South Korea has jumped to US$ 338.6 million between July 1 and August 3 this year. The import in 2016-17 stood at US$ 70.46 million.

The sales for June, July and the current month have bounced back”, he told reporters on the sidelines of a CII event here today. The other problem regarding the CV segment was that the vendors were finding it difficult to give the supplies. They are ramping up production as demand has increased, he said.

The provision of exempting agriculture income from tax is meant to protect farmers, “non-agriculture entities sometimes use it to evade taxes by declaring agriculture as the source of their income. He had shouted “Allahu Akbar” (Arabic for “God is great”) during the attack, witnesses said. Authorities were treating the attack as an isolated incident and did not change Belgium’s terror threat level. The threat is currently at level three, the second highest, which indicates a “serious and real” threat, but not an imminent attack. In June, authorities foiled a suspected terror attack on the Brussels central station, where a man was shot after causing a small explosion. In March 2016, 32 people were killed and more than 300 injured in coordinated attacks at Brussels airport and the city’s metro.

BA N G KO K , AU G 2 6 (AGENCIES): Thailand’s former Prime Minister Yingluck Shinawatra has fled to Dubai, senior members of her party said on Saturday, a day after she failed to show up for a negligence ruling in which she faced up to 10 years in prison. Puea Thai Party sources said Yingluck left Thailand last week and flew via Singapore to Dubai where her brother, former prime minister Thaksin Shinawatra, who lives in self-imposed exile to avoid a 2008 jail sentence for corruption, has a home. “We heard that she went to Cambodia and then Singapore from where she flew to Dubai. She has arrived safely and is there now,” said a senior member of the Puea Thai Party who declined to be named because he was not authorized to speak to the media. Deputy national police chief General Srivara Rangsibrahmanakul said police had no record of Yingluck, 50, leaving the country and were following developments closely. MAIDUGURI, AUG 26 ( AG E N C I E S ) : B o k o Haram extremists killed at least 27 people by shooting them and slitting their throats as they attacked several villages in northern Nigeria’s Borno state in the past week, residents said. Such deadly attacks in recent months have pressured Nigeria’s government to increase its efforts against a homegrown Islamic extremist group it last year declared to be “crushed.” Boko Haram fighters entered villages in the Nganzai area on Wednesday, slitting throats and using guns to kill at least 15 people while injuring two others, said Modu Jialta, a member of a local self-defense group. The attackers also burned homes. Residents weren’t able to get to the bodies for burial until Friday, Jialta said. Suspected Boko Haram fighters also attacked in the Guzamala local council area on Wednesday, killing 12 people and injuring at least four, said Mai Abatcha Monguno, the commander of the council’s citizen defense forces.

KDTA conducts selection meet D i m ap u r , Au g 2 6 (NPN): The Kiphire District Taekwondo Association (KDTA) conducted a one-day district taekwondo selection meet at Town Hall, Kiphire on Saturday. Altogether 40 students from affiliated associations, clubs and schools participated in the selection. The students selected during the meet are- Achungla Sangtam (sub-junior girls), Wongpanthong, Akhuba and Thsaroli (sub junior boys), Thsapongs, Kiurukiu, Kiuvithong and Yangkhong Sangtam (junior boys). The selected candidates under senior category boys are Tsaliba Sangtam, Taichang, Lithsachum and Samuel Sangtam while the selected cadet boys are Apito, Limtimong and Akhumli.

State Warriors gave the ceremonial kick-off before the match itself got under way. Paris coach Unai Emery chose to rest Neymar’s Brazil team-mates Dani Alves and Thiago Silva at kick-off while Marco Verratti was suspended following his red card in last Sunday’s Neymarinspired 6-2 demolition of Toulouse. Javier Pastore, who scored a fabulous goal in that game, was one of those to come into the home line-up. The Argentine playmaker’s influence

was limited by a SaintEtienne side playing with a five-man defence, but a controversial penalty decision allowed PSG to make the breakthrough 20 minutes in. Attempting to connect with a deflected Neymar pass, Cavani went down under the slightest of contact from Saidy Janko as he entered the area. A spot-kick was given and the Uruguayan converted his fourth goal in as many league games this season. Alphonse Areola then denied Jonathan Bamba at the other end to ensure PSG held the lead at halftime, before the second goal arrived six minutes after the restart. Neymar whipped in a free-kick and Marquinhos chested the ball back into the path of Motta, who finished for his first league goal since January last year. Angel Di Maria then saw a free-kick come back off the post before Cavani applied a classy finish to a Thomas Meunier cross to make it 3-0 as the clock ticked to the 90th minute. Defending champions Monaco are the only other team in France’s top division still with a 100 percent record, although they face a difficult test at home to Marseille on Sunday evening.

Man City beat Bournemouth 2-1

Raheem Sterling scored a 96th-minute winner for Manchester City at Bournemouth’s Vitality Stadium on Saturday afternoon.

L o n d o n, Au g 2 6 (Agencies): Raheem Sterling netted a 96th minute winner, as Manchester City beat Bournemouth 2-1 at the Vitality Stadium to go top of the Premier League table. Pep Guardiola handed Premier League starts to new signings Bernard Mendy and Bernardo Silva, but it was a big-money signing from the Manuel Pellegrini-era who proved the difference, as City

came from behind to secure all three points against Bournemouth for the fifth consecutive game Bournemouth, without a Premier League goal before today, broke their duck in fine style with an early goal-of-the-season contender from Charlie Daniels. Vincent Kompany had seemed to have clear the danger from Dan Gosling’s cross to the left edge of the six-yard box, but Daniels

drilled a brilliant shot from the angle of the penalty area into the top corner of Ederson’s goal. But the Cherries’ lead lasted just nine minutes, with Gabriel Jesus netting his eighth goal in 11 starts for City. And the Brazilian teenager created it himself with a quick free-kick to David Silva, and then running beyond Nathan Ake to get on the end of the Spaniard’s inch-perfect

Hamilton equals Schumi’s pole record S P A - F R A NCOR CH A M P S, Au g 2 6 (Agencies): Triple world champion Lewis Hamilton equalled Formula One great Michael Schumacher’s all-time record of 68 pole positions on Saturday with a dominant performance in Belgian Grand Prix qualifying. The Mercedes driver, who will be starting his 200th race on Sunday, was fastest in every phase of the hour-long session to take pole with a time of one minute 42.553 seconds, a track record. Ferrari’s championship leader Sebastian Vettel, who is 14 points ahead of the Briton with nine races remaining, joined his title rival on the front row after pulling out a late flying lap of 1:42.795. Finland’s Valtteri Bottas qualified third for Mercedes with Ferrari’s Kimi Raikkonen, a four-times winner in Belgium who helped Vettel by giving him an aerodynamic ‘tow’ when it mattered, taking the fourth slot. Schumacher, whose 91 race wins and seven championships will still take some beating, set his pole record at Magny-Cours in France in July 2006.

Hamilton, in his 200th race, was untouchable as he equalled Michael Schumacher’s record.

The German has not been seen in public since he suffered severe head injuries in a skiing accident in France in 2013 but a message from the family was delivered to Hamilton by former Ferrari technical head Ross Brawn. Hamilton took over from Schumacher, who had retired from Ferrari in 2006 but returned with Mercedes in 2010, after joining from McLaren in 2013. The Briton’s lap was more than four seconds quicker than last year’s pole, set by now-retired champion Dutch 19-year-old

Max Verstappen, who started on the front row last season, will start fifth for Red Bull in front of an army of orange-shirted fans making the short trip across the border. His Australian team mate Daniel Ricciardo was sixth, ahead of Renault’s Nico Hulkenberg whose team mate Jolyon Palmer was faster until a gearbox problem sidelined him in the final session. Belgian driver Stoffel Vandoorne will start his first home grand prix in last place after qualifying 15th for McLaren but with a 65place grid penalty.

And Ake really should have received his marching orders on 25 minutes, when Jesus took advantage of his dithering 40 yards from goal to nick the ball, only to be pulled back by the Dutchman. But referee Mike Dean pulled out a yellow card, despite Jesus’ protests that he had a clear run on the City goal. Bournemouth, who saw a Josh King effort on 61 minutes rap against the post, held their own in the second and were hugely unlucky not to secure a first Premier League point against City, as Sterling netted his eighth goal against the Cherries in six appearances from Danilo’s cross. And there was more drama to come,as referee Dean showed Sterling a second yellow card for jumping into the crowd during his celebration, the England winger’s first red card in 162 Premier League games. India’s campaign at World Wrestling C’ships ends

Paris, Aug 26 (IANS): The Indian campaign at the 2017 World Wrestling Championships ended in bitter disappointment on Saturday with freestyle grapplers Bajrang Punia (65kg), Praveen Rana (74kg), Amit Dhankar (70kg) and Satyawart Kadiyan (97) crashing out in their respective weight categories. Punia and Rana did raise hopes by entering the pre-quarterfinals, but a medal at this year’s edition of the mega event remained elusive for India. Punia, the reigning Asian champion, lost 6-5 in the pre-quarterfinals to Zurabi Iakobishvili of Georgia in a hard-fought bout. Rana was up against former European champion Jabrayil Hasanov of Azerbaijian in his pre-quarterfinal bout. Hasanov was far too superior to the relatively inexperienced Rana and won convincingly by a 5-0 margin. Dhankar also produced a disappointing performance, going down 2-9 to Akzhurek Tanatarov of Kazakhstan in the qualification round. Kadiyan lost 0-5 to Georgy Ketoev of Armenia in the qualification round of the 97kg category.

Saina settles for bronze at World C’ships Gla s g ow, Au g 2 6 (Agencies): India’s 2012 Olympic bronze medallist Saina Nehwal lost her singles semi-final against Japanese seventh seed Nozomi Okuhara as she settled for a bronze medal at the World Badminton Championships here on Saturday. Saina, the 12th seed, lost 21-12, 17-21, 10-21 in an hour and 14 minutes to the 2016 Olympic bronze medallist, who became the first Japanese to reach the World Championships women’s singles final. World Championships 2015 runner-up Saina started strongly, winning the first game 21-12 as the Japanese struggled to get into her rhythm. The 22-year-old Japanese struggled with her net play and a few erratic line judgements to trail 6-11 which became 6-15 before losing 12-21. Okuhara got off to a flying start in the second game, taking a 4-0 lead but the 27-year-old Saina fought back and equalised at the nine-point mark. Saina kept pace with her younger and sharper opponent but she got tired towards the end. At 17-all, Saina wasted a great chance to take the lead as she fired a smash wide right.

Then, Okuhara claimed three consecutive points as she showed more energy and agility as a tired Saina failed to stop her from dictating the rallies. In the third game, Okuhara completely dominated and her fast-paced game didn’t allow Saina to get back into it. Saina struggled with movements and failed to reach for Okuhara’s delectable drop shots. Okuhara, the 2012 world junior champion, raced away to an 11-4 lead and afterwards it was just

a matter of time before the Japanese sealed the game at 21-10 and with this a place in the final. “It was disappointing to have lost the match despite being a game up. But overall I am happy that I made it to the semis after recently coming out of an injury. I gave it my best and I am pleased with that,” Saina said after the match. “She (Okuhara) started winning long rallies after the first game and that was the main reason for her to make a comeback into the match,” she added.

US Open: Federer favourite; hope for young guns India look to seal series against Sri Lanka

Roger Federer

New York, Aug 26 (Agencies): An injuryravaged US Open men’s draw offers the best opportunity yet for a young pretender to claim a maiden grand slam crown but in this most retro of seasons Roger Federer and Rafael Nadal will look to turn back time in New York. With the physical demands of modern-day tennis taking its toll the tournament will start without four of the top 11 in the ATP rankings including defending champion Stan Wawrinka who ended his season early with a knee injury. Twice champion Novak Djokovic (elbow), 2014 runner-up Kei Nishikori (wrist) and Milos Raonic (wrist) are also absent while 2012 champion Andy Murray and 2014 winner Marin Cilic have been sidelined since Wimbledon by injuries. Federer, looking to win three grand slam titles in the same year for the first

time since 2007, withdrew from Cincinnati with a back niggle and while Nadal, who returned this week to world number one, is fit, his form of late has been patchy. All the more reason that Alexander Zverev, Dominic Thiem and Nick Kyrgios - to name but three - will be relishing seizing a golden opportunity in the Big Apple. Of those Germany’s 20-year-old Zverev looks the best bet to shake it up after rising to sixth in the world after beating Federer in the Rogers Cup in Montreal - the biggest title so far for the six-foot-six-inch powerhouse. Unpredictable Australian Kyrgios has shown signs of delivering on his potential this year, most recently when beating Nadal in the quarter-finals in Cincinnati before losing to Bulgaria’s Grigor Dimitrov, another US Open title candidate, in the final. Austrian Thiem appears to have left his best

tennis on the European clay, struggling on the North American hardcourts. Jack Sock, John Isner and Sam Querrey will lead the American challenge in the men’s tournament -- hoping to end a six-year wait for a men’s quarter-finalist for the host nation. The 36-year-old Federer, seeded third, will be most people’s title pick having produced a stunning year since returning from a six-month lay-off in January - compiling a 35-3 record. Having claimed a first Australian Open title for seven years, a first Wimbledon title for five years he could surpass even those feats with a first US Open since 2008 and take his grand slam tally to a recordextending 20. Should either the Swiss or French Open champion Nadal, twice a champion in New York, prevail it would be the first time since 2010 that the duo have scooped all of the year’s majors.

Pallekele, Aug 26 (IANS): Having already secured a 2-0 lead, India will look to seal the series against Sri Lanka in the third of five-match One-Day International (ODI) series at the Pallekele International Cricket Stadium here on Sunday. India have taken 2-0 lead in the ODI series after pulling out a three-wicket victory from the jaws of defeat in the last match. The visitors had suffered a batting collapse, losing seven wickets in the space of 22 runs to be reduced to 131/7 at one stage thanks to excellent bowling by Sri Lanka off-spinner Akila Dananjaya, who returned a six-wicket haul. But former captain Mahendra Singh Dhoni (45 not out) and tailender Bhuvneshwar Kumar (53 not out) put together 100-run partnership to help the visitors chase down the target. Openers Rohit Sharma, Shikhar Dhawan had put India off to a fine start with a stand of 109 runs and the

visitors will bank them and Dhoni to continue their fine form. The Indians will also hope that batsmen Lokesh Rahul, Kedar Jadhav and skipper Virat Kohli will get back to form after all three failed to reach double figures in the last match. In the bowling department, pacers Jasprit Bumrah and Bhuvneshwar Kumar, alongside spinners Yuzvendra Chahal and Axar Patel, will look to put breaks on the Sri Lankan batting which has failed to pose a threat in

the previous matches. Sri Lanka will hope batsmen Dinesh Chandimal and Lahiru Thirimanne, who have been called up for the remaining ODIs as a replacement for Danushka Gunathilaka and captain Upul Tharanga bring some positives into the side. Stand-in captain Chamara Kapugedera along with batsmen Niroshan Dickwella and Milinda Siriwardana will look to play a key role in the batting department.
