NE states ignore SC directive

NEW DELHI, AUG 23 (AGENCIES): The Narendra Modi government is likely to go a third– and possibly final– Cabinet reshuffle in the second week of September. A total of 45 ministers took oath when the Modi government came to power in the summer of 2014. The Cabinet has already witnessed two rejigs– one in November 2014 and the second in July 2016. The third one, scheduled for next month, is said to be the last major reshuffle before the 2019 general elections. After this, the sole focus will be on electoral preparations in 2018, which means the ministers in-charge of the new departments will have less than a year’s time to prove their prowess. In recent months, Modi’s Cabinet members have been burdened with additional portfolios. Soon after the Goa Assembly elections in March and the return of former Defence Minister Manohar Parrikar to his state as chief minister, Arun Jaitley had to fill his shoes. Then came another round of vacancies in both the Information and Broadcast Ministry as well as in the Urban Development ministry, owing to Venkaiah Naidu becoming the vice president. Those posts were filled by Smriti Irani and Narendra Tomar, respectively.

approached. “A tribal organisation issued a memorandum, which was addressed to me and published by the newspapers. However, I haven’t received it. Unless I receive anything in writing, I cannot act on it. I haven’t applied my mind to it…” “I don’t know the position in the states of the Northeast. The Supreme Court has given a verdict and it is now a law. But how far it is applicable in our state, I don’t know,” Acharya told The New Indian Express on August 19. That day, contents of the purported representation by the Nagaland Tribes’ Council (NTC), which the governor was referring, demanding the removal of 26 parliamentary secretaries and nine advisors of the state, were carried by local dailies. The NTC claimed that it had submitted a copy of its memorandum, addressed to the Governor, to the office of the chief secretary on August 18, a day ahead of its publication. “If I receive a request from any group or person, only then can I see to it. The governor cannot act based on newspaper reports or oral requests. Any memorandum

Newly constructed hanging bridge over Chathe river.

DIMAPUR, AUG 23 (NPN): Over a month after RCC Steel Girder Bridge over Chathe River collapsed in Dimapur, a hanging bridge close to the collapse site was opened for general public on Wednesday. The Joint Action Committee (JAC) consisting of members from about 15 affected villages reportedly collaborated with various agencies, villagers and government

departments and carried out the bridge construction works. In a press release, JAC secretary K Lokho said that the bridge was opened after holding a thanksgiving service led by Rev Dr. P Dozo. At the service, pastor Sadem, Ao Baptist Church Naga United Village, read out the Bible while JAC convenor Kuthoku Shijoh proposed vote of thanks.

NPN Adds: As per the Constitution (91st Amendment) Act, 2003-- the number of ministers in the small states are restricted to 20% of the strength of the house. Interestingly, in Nagaland 81% of MLAs now have the status of a minister. This means that there are 21 ministers (12 ministers and 9 advisers with cabinet status) and 26 as ministers of state (parliamentary secretaries) out of 47 MLAs, excluding speaker. It may be recalled that the Nagaland Tribes Council had issued a 7-day ultimatum on the Governor, to act upon the SC directive by dismissing those holding unconstitutional posts. NTC had also told Nagaland Post that if the Governor failed to act, they would opt for taking legal means-- like filing PIL in the court. According to report, at 31, Arunachal Pradesh has the highest number of parliamentary secretaries. It is followed by Nagaland with 26 such offices, Meghalaya (17) Manipur (12) and Mizoram (7). While Tripura has never appointed a parliamentary secretary and the present BJP-led government in Assam has also not appointed any till now.

NNPGs resolve to exempt Naga entrepreneurs from taxation

GUWAHATI, AUG 23 (AGENCIES): Even after the Supreme Court had struck down the Assam Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) Act of 2004 and categorically pointing out that the state Assembly was not competent to pass such an Act, so far no state in the Northeast has implemented the apex court’s order. Nagaland, Arunachal Pradesh, Manipur, Mizoram and Meghalaya, which had appointed around 93 parliamentary secretaries as a matter of political convenience, were yet to implement the Supreme Court judgment. According to the New Indian Express (TNIE) report, Nagaland Governor, P.B. Acharya, who also holds additional charge of Arunachal Pradesh, said he had not yet applied his mind to the judgment. While admitting that parliamentary secretaries are appointed to keep a party intact, Acharya said he would act on the SC judgment only if he received any grievance, in writing, from an organisation, individual etc. He said he would do, whatever was possible constitutionally, if

D I M A P U R , AU G 2 3 (NPN): Nagaland chief minister, T.R. Zeliang, in a condolence message to Khatingla Keishing and family, expressed deep pain over the demise of one of India’s oldest parliamentarians and former chief minister of Manipur, Rishang Keishing on August 22. Zeliang said late Rishang Keishing, a senior leader of the Congress party, was a colleague, a friend and a brother whom he regarded as one of the most dynamic and veteran statesman from Northeast India. At this hour of grief, Zeliang joined by his family, offered sincere condolences to the bereaved family members and well-wishers and prayed that Almighty God bestow unending comfort and solace to bear the loss of the great leader and also for the departed soul to rest in eternal peace.

has to be given in writing and signed by the aggrieved party. However, I am concerned about it (SC judgement) and if any representation comes to me, I will consult my legal advisors, locals etc,” Governor Acharya said. But the opposition Congress in the state claimed that it had submitted a representation to the Governor in the last week of July demanding the removal of parliamentary secretaries and advisors. “When we went to Raj Bhavan, the governor was in Arunachal. So, we submitted a copy of the Supreme Court judgment along with our representation to his secretary. But now that he said he has not received it, we will remind him through a letter in a day or two and seek his reaction,” NPCC president, K. Therie said. There is a perception that if the parliamentary secretaries in the Northeast are axed in deference to the SC judgement, it could trigger a political crisis in the states. The BJP is a constituent in Nagaland’s ruling alliance while it rules Arunachal and Manipur. The Congress is in power in Meghalaya and Mizoram.

Modi to go for one last Cabinet rejig

DIMAPUR, AUG 23 (NPN): Angami Youth Organization (AYO) on Wednesday said it was utterly dismayed by the present political impasse within the NPF that has led to many unwarranted and ugly scenario of law and order situation in Kohima. In a press note, AYO president, Neinguvoto Krose and PRO, Petevito Nakhro said the impasse has put public peace and welfare at stake. In this regard, AYO has warned all to take note of this statement as the “final warning” and not to create any unwarranted situation. “Our concern is public security, protection of life and properties,” AYO said, while unequivocally condemning “the act of cowardice, hooliganism and goons prowling around perpetrating fear psychosis, intimidation and threats by certain anti social elements.” It has therefore appealed to the law enforcing agency to

immediately book the thugs under appropriate section of law. AYO said it has taken note of the recent sporadic incidents with caution-- “Benjamin Newmai, commissioner & secretary NLA threatened at his residence on August 11; Kelei Zeliang, secretary (RD) perpetrated with psychological threats on August 21, Shots fired at hotel Vivor on August 21.” AYO made it clear that “once efforts are exerted, it would be easy to rein in these gangsters.” The youth body has warned the miscreants once and for all to refrain from such diabolical acts to avoid public wrath. In the event of developing situations, AYO said it would be holding the presidential council meeting at the earliest. AYO has requested all Angami village unit presidents and executive members to be prepared for the event, and for which the time and date would be communicated and published at a later date.

DIMAPUR, AUG 23 (NPN): In a significant move, the six Naga National Political Groups (NNPGs) on Wednesday resolved to exempt Naga entrepreneurs from taxation. “The NNPGs have resolved that while free donations from our people will be solicited, Naga entrepreneurs shall henceforth be exempted from taxations. This step is taken in order to enable Naga youths to confidently pursue and strengthen social fabric and build economic platform for the future,” NNPGs stated through its media cell. However, NNPGS said that “joint ventures and partnerships between Naga and non-Naga entrepreneurs shall not be exempted in any manner.” NNPGs said it has taken note of many Naga youths claiming ownership of business houses and discreetly being paid monthly protection fee by non-Naga businessmen. This practice must be stopped immediately, NNPGs asserted. It expressed dismay that educated and talented Naga youths were being reduced to playing the role of bouncers and security guards of non-Naga entrepreneurs. In this regard, NNPGs have warned of strict action against those business houses keeping Naga youths as watchdogs and bogus owners. Maintaining that the present time was, politically, most critical for the people of Nagaland, particularly the younger generation, NNPGs said that a viable economy was the key to future generation of Nagas. For over a year,

NNPGs said that the group had been engaged in threadbare discussion among themselves and had met all the tribes and minority communities of Nagaland. The group extended appreciation to all civil societies for understanding the common issue and freely and frankly expressing the desire of the people. It said Naga struggle was a reflection of a people’s strength, fuelled by political will and desire to determine their own future. Beginning from 1951, NNPGs said contribution and donation of the people towards the common cause had been a free expression when the Naga people chose to oppose occupational forces. In recent decades, division and killing among the Nagas have dented the people’s confidence, it added. As the level of corruption has skyrocketed in the present day, NNPGs said it was not uncommon to see civil societies expressing displeasure over the chaotic state of affairs. Working Committee formed: It further informed that the six NNPGs have taken a major step in forming the “Working Committee” (WC) as per the people’s demand. “The political demand of our people must be met and therefore the six Naga political groups are prepared to march forward and seek a political solution that is acceptable and honourable for our people,” NNPGS said while seeking prayer support and solidarity of the people at this critical juncture.

It stated a case of two customers from rural area who had purchased fake branded LED television sets approached the MCCI along with the sellers seeking intervention of MCCI to settle their business deal. MCCI stated that the sellers admitted to the accusations levelled against them by the two customers. However, the matter was amicably settled between them with the customers returning the products and the sellers refunding them. MCCI said the sales agents may be part of a “huge network of highly organized counterfeit electronic products business

operating across the region, if not the whole country”. It stated the modus operandi of the fraudsters was that they go about door to door impersonating as military personnel going home on leave and selling CSD canteen products at half the price. MCCI said they do not produce any warranty receipts but somehow manage to convince the customers with their conniving yet shrewd sales antics. In this regard, MCCI has cautioned customers and the public against such fraudulent sellers of fake branded products and advised customers to buy from genuine registered sellers only.

Staff Reporter D I M A P U R , AU G 2 3 (NPN): Minister for Roads and Bridges (R&B), Dr. Neikiesalie (Nicky) Kire has encouraged the students to learn to specialise in a particular field and excel in it instead of involving themselves in everything. He was speaking as the chief guest at the inauguration of Immanuel College new block-cum- 24th annual social day on Wednesday, at the college campus. Dr. Nicky cautioned that the students should not become “jack of all trades and master of none” instead they should concentrate in a

single field and be competent in it. He also encouraged the students to tap their talents, saying everyone has unique talents and that they should utilise it efficiently. Referring to the formal event theme “building blocks of success”, the minister referred to the students as the building blocks and teachers as the base. He said together they can build “blocks of success” for the college. Highlighting on the importance of acquiring right guidance to choose their profession, Dr. Nicky advised the students to gain more knowledge before opting for a career. He also asked them

to be cautious of deceptive peers and harmful activities as college was crucial phase of their life. On the importance of technology, he suggested the college to create their own website and provide a platform to alumni so that they could be in touch. “Time will come when you will have to pay back and contribute to the institution for what it has done for you”, he told the students. Dr. Nicky also lauded the college for securing 4th position in Nagaland in an assessment by National Assessment and Accreditation Council (NAAC) held on September, 2016.

Muslim group says SC triple India sees 1,094 swine flu deaths in 2017 OBC bar raised; panel to work talaq ruling violates Shariah out sub-categorisation: Jaitley

New Delhi, Aug 23 (IANS): The creamy layer ceiling for Other Backward Classes candidates for securing government jobs was on Wednesday raised to Rs 8 lakh as the union cabinet cleared a proposal for a commission to work out sub-categorisation within OBCs for a “more equitable distribution of reservation benefits”. Union Finance Minister Arun Jaitley said after a cabinet meeting here that OBC families earning up to Rs 8 lakh per annum will not be considered in the creamy layer. Earlier, this ceiling was Rs 6 lakh per annum. “The cabinet was apprised that the creamy layer criterion limit has been raised to Rs 8 lakh annually for the central government,” he said. Asked if the raised limit will also be applicable to public sector undertakings, Jaitley said the issue was under “active consideration of the government”. Jaitley said the cabinet approved a proposal for setting up of a commission under article 340 of the Constitution to examine the issue of sub-categorisation of the OBCs. He said the commission will examine the extent of inequitable distribution of benefits of reservation among the castes

Arun Jaitley or communities included in the broad category of OBCs, with reference to the OBCs included in the Central list. It will work out the mechanism and parameters for sub-categorisation within such OBCs, identify the respective castes or communities or sub-castes in the central list of OBCs and classify them into their respective sub-categories. “With this, those in the broad categor y of OBCs who were till now devoid of benefits of reservation, will get the benefits. There will be more equitable distribution,” he said. The commission will submit its report within 12 weeks from the date of appointment of the Chairperson.

Jaitley said the National Commission for Backward Classes had given its recommendation in 2011 that there should be sub-categorisaion and the Parliamentary Standing Committee had also given such a recommendation. The Supreme Court, in its November 1992 order, had observed that there is no Constitutional or legal bar to a state categorising backward classes as backward or more backward. The Minister said 11 states have already implemented the sub-categorisation for state level services. These are Andhra Pradesh, Telangana, Bihar, Jharkhand, Puducherry, Haryana, Karnataka, West Bengal, Maharashtra, Tamil Nadu and Jammu and Kashmir (for Jammu region). On whether the government is going to review the reservation mechanism, Jaitley said: “There is no such proposal... there will be no review.” On caste census, Social Justice and Empowerment Minister Thawarchand Gehlot, who was also present at the press meet, said the information about the census is with the Home Ministry. He said the central OBC list has over 5,000 castes and communities.

Maulana Mehmood Madani New Delhi, Aug 23 (IANS): The Jamiat Ulema-e-Hind, one of India’s largest Muslim groups, on Wednesday described the Supreme Court decision on instant divorce as violative of the “Shariah” and a matter of “grave concern” for the Muslim community. Jamiat General Secretary Maulana Mehmood Madani said instant triple talaq was still valid as per the

Islamic code notwithstanding the Supreme Court declaring it as unconstitutional and void in law. “Even now, if a man administers instant talaq, it will come into effect as per Shariah for those who believe in it,” he told reporters here. Madani said the Jamiat has appealed to Muslims in India not to resort to divorce, especially instant divorce, “without very compelling reasons”. The apex court by a 3-2 decision struck down the centuries-old practice of instant triple talaq among Indian Muslims as unconstitutional and void in law, inviting appreciation from activists, politicians, clerics, celebrities, political outfits and NGOs, including the All India Muslim Personal Law Board (AIMPLB) that was contending for the controversial practice.

New Delhi, Aug 23 (IANS): India has recorded 1,094 swine flu-related deaths in 2017, with the maximum 342 casualties being reported in August only, said an official report on Wednesday. According to the report, released for the 33rd week of this year on swine flu, the highest number of deaths was recorded in Maharashtra at 437, followed by Goa with 269 and Rajasthan with 69 deaths. The country has so far recorded 22,186 cases, with Maharashtra again leading with maximum 4,245 cases, followed by Goa with 3,029 and Tamil Nadu 2,994 cases. The data was released on Wednesday by the Union Health Ministry. Among other states that recorded high number of swine flu till August 20, 2017, are Karna-

People in Mumbai wearing mask as preventive measures against swineflu H1N1. taka (2,956) and Kerala (1,374). Delhi has reported 1,416 cases of swine flu with two deaths to date. In Rajasthan, it is 651 cases. Till now, 2015 was the year which saw the worst outbreak of swine flu, with a total of 42,592

cases and deaths recorded at 2,990 -- highest in the last one decade. However, in 2016 the swine-related cases were 1,786 and deaths were 265 in 2017, no cases of swine flu have so far been reported from three northeastern states of Mizoram, Nagaland and Meghalaya.

Govt finalises new cadre policy for IAS, IPS officers NEW DELHI, AUG 23 (PTI): A new policy for cadre allocation has been finalised by the Central government for IAS, IPS and other officers, aimed at ensuring “national integration”. Officers of all-India services -- the Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS) -- will have to choose cadres from a set of zones instead of states. The of-

ficers of the three services are currently allocated a cadre state or a set of states to work in. They may be posted on central deputation during the course of their service after fulfilling certain eligibility conditions. The new policy will seek to ensure that officers from Bihar, for instance, will get to work in southern and north- eastern states, which may not be their preferred cadres, a personnel ministry official said. “This policy

will ensure national integration of the bureaucracy as officers will get a chance to work in a state which is not their place of domicile,” the official said. “All-India service officers are supposed to have varied experiences which can be earned when they work in a different state, which is new to them. The officers may not be able to experiment new things if they work in their own domicile state,” the official

said. Under the new policy, candidates appearing for the civil services examination will have to first give their choices in a descending order of preference from among the various zones. “Thereafter the candidates will indicate cadres in order of preference from each zone,” it said. A candidate can list all 26 cadres, following this process. The preference for the zones will remain in the same order and no change will be permitted

there, the policy said. “If a candidate does not give any preference for any of the zones/cadres, it will be presumed that he has no specific preference for those zones/ cadres,” it said. If candidates are not allocated any one of the cadres for which they have indicated a preference, they shall be allotted along with other candidates any of the remaining cadres, arranged in an alphabetical order, where there are vacancies, the policy said.

SC rejects Sasikala’s review petition in DA case

V K Sasikala NEW DELHI, Aug 23 (AGENCIES): The Supreme Court on Wednesday rejected jailed AIADMK leader V K Sasikala’s review petition seeking reexamination of its verdict holding her guilty in a 19year-old disproportionate assets case. The review petition filed by Sasikala and two others others - V N Sudhakaran, Jayalalithaa’s foster son, and Elavarasi, widow of Sasikala’s elder brother - in May this year had challenged the setting aside of Karnataka high court verdict acquitting her and restoring a trial court verdict sentencing her to a 4-year imprisonment in the Rs 53.6 crore graft case. The apex court said it does not find any error in its judgment and therefore, the case does not merit review. Sasikala’s review plea had contended that she should be let off on the grounds that the prevention of corruption law did not apply to her since proceedings against Jayalalithaa, a co-accused in the case, had ended due to her death. On February 14, the Supreme Court had upheld a trial court’s verdict, which had disqualified Sasikala from becoming a legislator and directed her to serve the remainder of her jail term.

tricts have been affected by the floods. According to an official release, till date 7,76,357 people have been evacuated to safe places by the rescue teams of the Army, the National and the State Disaster Response Forces, while the government has set up 696 relief camps in

which 1,67,528 people are living. “For the flood victims, as many as 1,646 community kitchens have been set up,” the official said. Major rivers in spate have breached banks, inundated new areas and displaced thousands since last week, washing away hun-

dreds of huts and damaging buildings, roads, bridges and standing crops worth crores of rupees, he said. He said thousands of people have been forced

to flee their homes after flood waters entered their villages and have taken shelter at high places including school buildings and embankments.

opinion/EDITORIAL

Nagaland Post

R

ecent public disclosures in the local media indicate that huge sums of money are allotted to the state every month by the government of India. In this regard, ACAUT Nagaland including other PIL petitioners have made startling disclosures obtained through RTI, which suggest that there is no dearth of funds since the Centre continues to release committed funds to the state. Since funds are being received on a regular basis, the finance department has been regularly issuing sanctions for drawal to various departments to the tune of a few thousand crore rupees every month. On a rough estimate, the state receives a total of a little over ten thousand crore rupees every year and which is not a small amount. The state is still under deficit but the amount, which used to be around Rs.1437 crore for 2016-17 could have further appreciated. Deficit means the state is short of its requirement because it may have over spent or continued to function with less amount of funds because the Centre has not released any additional amount to tide over the deficit because it is the responsibility of the individual state to enforce proper fiscal management. In this regard, it may be mentioned that the state has the Nagaland Fiscal Responsibility and Budget Management Act, 2005, which is supposed to be strictly enforced. The Act also seeks to fix responsibility on those officials and departments who flout financial rules. This Act has all the good ingredients of fiscal management but it appears to have been consigned to the cupboard. It is the duty of a responsible processing department which is like the bank office of the government-finance department- to ensure that funds are utilised for the purpose they were allotted. In one of the several cases, Rs.20 crore was allegedly drawn twice in two successive financial years under Roads and Bridges under various road divisions and perhaps for the same purpose. An explanation was forthcoming from the finance department on how it issued drawal orders for the same amount under the same head for two consecutive years. An explanation to this would have cleared the mist of suspicion among public since the report was widely carried in local newspapers. ACAUT Nagaland will be holding its mega rally which it claimed, will be “The Mother of All Rallies” on August 25 in Dimapur. In a run up to the mega rally, ACAUT has been making disclosures about allocation of funds and alleged fraudulent withdrawals by different departments. The manner in which funds vanished or were finished, raises deep suspicions that there exists a deep-rooted diversion channel within the echelons of the government. Presently, people in general are totally fed up and angry about how funds are being siphoned or looted in a systemic manner by those in positions of power. Of course, public must also accept that they also share the blame because they are also part of the problem. People are always quick to blame others and sit in judgment. However when people get jobs without interview, contract works without tender and draw money without doing works, it is alright and not corruption. Unless people are individually willing to combat corruption, any meaningful rally would not be the cure but only a symptomatic and psychological treatment.

DailyDevotion Prayer—Battle in “The Secret Place”

When you pray, go into your room, and when you have shut your door, pray to your Father who is in the secret place; and your Father who sees in secret will reward you openly. —Matthew 6:6 Jesus did not say, “Dream about your Father who is in the secret place,” but He said, “…pray to your Father who is in the secret place….” Prayer is an effort of the will. After we have entered our secret place and shut the door, the most difficult thing to do is to pray. We cannot seem to get our minds into good working order, and the first thing we have to fight is wandering thoughts. The great battle in private prayer is overcoming this problem of our idle and wandering thinking. We have to learn to discipline our minds and concentrate on willful, deliberate prayer. We must have a specially selected place for prayer, but once we get there this plague of wandering thoughts begins, as we begin to think to ourselves, “This needs to be done, and I have to do that today.” Jesus says to “shut your door.” Having a secret stillness before God means deliberately shutting the door on our emotions and remembering Him. God is in secret, and He sees us from “the secret place”— He does not see us as other people do, or as we see ourselves. When we truly live in “the secret place,” it becomes impossible for us to doubt God. We become more sure of Him than of anyone or anything else. Enter into “the secret place,” and you will find that God was right in the middle of your everyday circumstances all the time. Get into the habit of dealing with God about everything. Unless you learn to open the door of your life completely and let God in from your first waking moment of each new day, you will be working on the wrong level throughout the day. But if you will swing the door of your life fully open and “pray to your Father who is in the secret place,” every public thing in your life will be marked with the lasting imprint of the presence of God.

Between The Lines

How unsafe are Muslims?

Vol. XXVII NO. 259 Dimapur, Thursday, August 24, 2017

Fiscal discipline needed

Nagaland Post, Dimapur

I

n a farewell message the outgoing vice-president, Hamid Ansari, has said that the Muslims do not feel safe in the country. Instead of introspecting on what he said, the RSS and the BJP have denounced him. Some have gone to the extent of saying that he could migrate to a country where he would feel safe. The unkindest cut came from Prime Minister Narendra Modi who said that Ansari could now pursue his agenda. A few others, occupying high positions, also made more or less a similar remark. There was not an iota of examination by the Hindu leaders and thus a great opportunity to disarm the Muslims of their fear was lost. True, the vice-president could have made the same remarks earlier and submitted his resignation while in office. But that would have created another kind of a crisis which the constitution experts would have found hard to sort out. That way the country would have been thrown into a cauldron of doubt and suspicion. The majority community

must try to find out why every Muslim leader raises reservation about his community’s welfare whenever he gets the opportunity, particularly on the eve of quitting office. The remark that Ansari could go to any country of his choice does not in any way meet the point he has raised. Ansari was not saying whether he was safe or not personally. The outgoing vice-president was only conveying the fears of Muslims. Personal attacks on Ansari would not do. The government leaders should ponder over what the outgoing vice-president has said and how the majority community could make amends to retrieve the situation. But the message has not been taken in the spirit it should have been. RSS chief Mohan Bhagwat has reportedly endorsed the view that since Ansari did not feel happy in India he could go elsewhere. As head of a Hindu organization, Bhagwat’s remark attains the representative character, unfortunately reducing the whole thing to the perennial debate of Hindus versus Muslims. Since Anari’s

remark is a public property intolerance.“When I chat and coming as it did from with Kiran (his wife) at the country’s vice-presi- home, she says ‘Should we dent, it should be debated move out of India?’ That’s at all responsible forums, a disastrous and big stateincluding parliament. Breaking the integrated injustice

ately Nagas have come to a proper realization of the term, ‘injustice.’ With the birth of ACAUT, there has begun a green revolution in Nagaland. We all expect our own Naga brothers and sisters to show some kind of justice in executing their works so that the public gets its due share in due season. When the shares of the far flung villages are well eaten by the rich and the powerful in the well-built offices and furnished homes, the poor villagers continue to live in misery. Some people fattened themselves from the poor man’s share. Even in this state of life, the simple villagers live a happy social life. It is confusing when injustice is integrated with the social life of the people. All the same, habitual injustice meted out to villagers need to be wiped out so that there is equal share for equal people. Village life can be heading for its own ruin if no precautions are taken at the right time. Huge sum of money in the form of numerous schemes and funds which are well managed by VDB Secretary and his close colleagues in most villages inside the closed doors is quite darkish (a green village with a dark life). Therefore, the fight for the post of Chairman, VDB Secretary, etc is really a type of head hunting. Do they fight in order to render their best service to the villagers or to eat them up? This shows the warring life of the Nagas. Nagas are no pagans (few exceptions); therefore, they found different ways of fighting and killing. It is better to fight Christianly than to live paganly. There are numerous volunteers who forced themselves into such posts but not for other selfless works. The ladder climb begins with a tug of war. At the end, such people never appear to recount their good deeds. There are many tigerman in Nagaland. They know how to wait and snatch a good meal for themselves. While on the other hand, the simple villagers await the coming of such schemes/ funds with lots of expectation. Some people munch the funds in laughter, other keep waiting till they grow

T

old and grey. When any misuse of fund is detected, such leaders resign immediately. This hypocritical act is to shut the mouth of the poor villagers. They wash their hands off and allow the villagers to drink the same water from the basin. Nagaland has many reservoirs of dirty water where tainted hands are washed regularly. ‘Resignation’ does not mean that you have washed yourselves clean. Many leaders escape through the back door never to appear in public again. After gaining from the public funds, they quit the game cleverly with a big belly. The belly does not allow them to see the potholes of life. We often blame the Government for its indifference to the needs of the public. But the public leaders often eat up the money from the Government and easily put the blame on the Government. The same leaders gather people to voice loudly against the Government. This is the drama in Nagaland. We do not know whom to blame for our underdeveloped State. The crowd is confused in anger. In the later age, the anger of the common people will turn towards their own leaders in the villages and towns. There are also many associations within a tribe that swallow the nutrition of the tribe. In the guise of lifting up the tribe or village, they bring down the life of the people. This is why many Nagas remain stagnant till death. Most associations are in search of personal gain directly or indirectly. Be it men or women associations, they are becoming termites of the tribes. By this they dethrone many good systems of the tribe. The real workers silently toil day and night like yeasts in the society. The greed of the rich can bring about disparity in the Naga society. We all desire the latest vehicle, magnificent houses and thousand acres of land to keep us secure. But how many Nagas are living under stolen roofs? How many Nagas are driving stolen vehicles (or bought with stolen money)? How many Nagas extended his/her four walls towards his neighbours land? Most of us are

living at the expense of others money and property? The sense of belonging is too strong when it comes to one’s property. This craze behaviour is leading Nagas to the wilderness of bitter individualism. The public property which lies beside the road suddenly become individual’s property. Once it reaches your gate, it belongs to you because you worked hard during the dark hours of the night. That is why there are many electrical posts, water pipes, cable wires and other public goods in the house of many people. I am sure they have become good caretakers of what does not belong to them. Some houses look like Government store. They can be rightly called ‘semi-government house.’ There are many people who are just dying to bring home many goods and stuffs from unknown sources. They are the unrecognized smugglers. The richer they get, the wilder they become. Yet, life continues under the dark shadow. Nagaland is becoming “Chor Bazaar State.” Does this sound well? No, it does not. But the real picture indicates such state of life. We are well acquainted with receiving than giving. This has led our children to live beyond the boundary of our dreams and aspirations. Today, many children are spoon fed with tainted money and they grow up only to fit the wild life. Good and honest life is learnt not from books and googles, but from good parents. This generation needs parents and leaders who can live Christian values inside their own homes. I believe that the good will and spirit of ACAUT will weed out injustice not only in the big offices but also in the village level. This will create a true green revolution in the Naga history. ACAUT has truly ventured into breaking the well-established integrated injustice in Naga society. With good will, Rev. Fr. G. L. Khing, Kohima, (tisislawkhing@gmail.com)

No goondagiri please

hreats meted out to the family members of Kelei Zeliang by miscreants in his absence on 21st, Monday at his residential home at Lerie Colony, Kohima ought to be an eye opener for all. Today it is Kelei Zeliang, tomorrow it will be you. These miscreants, one of whom was carrying a concealed weapon as reported in the Media, warned the family of dire consequences while threatening to kill and damage the personal properties of Kelei Zeliang. This is nothing but pure Goondagiri. Trespassing into a private home with the sole intention of terrorising, harming and intimidating is not only disturbing but calls for serious attention by the

Government and Civil Societies alike. One cannot sit and watch when law abiding citizens are intimidated and threatened inside their own homes. There may be no real reason to dislike someone who seems to be doing a bit better professionally or economically in life and as Christians, it is time we self-reflect, respect each-other and start acting like real Christians. The notion that all officials attached to VIPs are corrupted and trouble-makers is a serious misconception and needs to be wiped clean of our social perception before the image of other sincere officers are maligned and demonised by such bunch of goons. The tendency of random hatred for

a bureaucrat attached to a high profile Politician like the Chief Minister is quite understandable but such tendencies must not lead anyone, no matter how sick their state of mind may be, to barge into someone’s private home to release their anger and jealousy on the family members. This is not part of Naga ethics but a desperate act of cowardice borrowed from a foreign land. The officer may be attached to the Chief Minister and may be running day to day activities as per directions of the Government which may not please all and sundry but that does not give anyone the right to trespass into his personal property with such evil intentions. In all fairness, these miscreants needs to

we don’t see that happening there is a sense of insecurity,” said the celebrity actor. Understandably, the BJP reacted to his remark and completely rejected the comment of Aamir. “He is not scared but he is trying to scare people. India gave him all the laurels and respect. He should not forget that India made him a star,” said BJP spokesperson Shahnawaz Hussain. Congress vice-president stoutly defended the actor and suggested that the Modi government should reach out to the people to know why they felt disturbed. Rahul in a tweet said: “Instead of branding all those who question the government and Modiji as unpatriotic, anti-national or ‘motivated’, the government would do better to reach out to people to understand what’s disturbing them.” But the BJP spokesman, as usual, pooh-poohed Rahul’s comment saying that there was a conspiracy going on in the country to defame the nation! The real problem is the line drawn by Radcliffe on the basis of religion. He did regret the killings in the

wake of partition, but did not change the line. Those on the other side of the line are people of Pakistan who slowly and gradually are becoming part of the Islamic world. Fundamentalism has taken a firm grip. There is practically no Hindu and Sikh on the other side of the border. Christians form the majority among the minorities in Pakistan. Their complaint is that the churches have been destroyed and there is a forced conversion. The democratically elected prime minister is doing whatever he can. But the last word is with the army. Unfortunately, the army is also getting contaminated. Words of Ansari have great relevance because a soft kind of Hindutva is spreading in India. Those who are at the helm of affairs are pushing the division because elections fought on the basis of Hindus and Muslims are bound to benefit the Hindus. The fabric of secular India is being torn bit by bit. It’s regrettable that ideology of secularism followed in the last seven decades is in great danger.

Who then shall be our leader?

W

ith so many people purporting to be Leaders starting from Village level, Ngo’s, State Government machinery, National workers and churches it has become a daunting task for the people to even recognize who is leading who? It has almost become like a normal routine for us to read every morning news filled with party feud engaging in disparaging innuendo, developmental Halt, demand, threats, siphoning off public fund by our so called Leaders. In such a state of affairs how do we even recognize a true Leader? why is it that the role of true Leader become so necessary in any given society? perhaps that’s for you and me to figure out and act upon. In a society like ours today, we often think of a Leader as a person who is well-connected, powerful or wealthy. We judge our Leaders by what they have. But a True Leader should be judged by what he has not –Ego, arrogance, self-interest, self conceit etc. A true Leader sees his work as selfless service towards a higher purpose. A true Leader wants nothing more than to make people stand on their own, as leaders in their own right instead of trying to give us false promises and rhetoric. A true Leader ask and sought opinion rather than being opionated. He does not want control nor does he impose his will on others. He doesn’t take away anyone’s autonomy yet he inspires by love not by coercion. Most importantly when it comes on time of taking credit, he makes himself invisible. He will be the first to arrive at the time of need and distress. Aren’t we all tired of hearing false promises and

understand that the Officer, in his official capacity, had been carrying out his duties like any other Government officer and if issues are to be addressed, the same should be taken up with competent authority at any given point of time. Not invade the privacy of his home to terrorise his wife and children. This is a dangerous trend and every right thinking Citizen must condemn such acts before the very fabric of the Naga Society is destroyed. Azeu Namcyn Hau (This is a personal opinion of the Writer who is the Press Secretary to Chief Minister, Nagaland. Comments, feedback may be mailed to azeunamcynhau@yahoo.com)

statement made by our Leaders? Aren’t we sick and tired of leading by people who cannot affect change in the society? How long shall we continue to be pretend as if we do not see things that are happening around us? Its about time we rise against all corrupted, incompetent yet self conceit leaders regardless of party affiliation and nomenclature, We can have a just society if we so want and desire. I am often being reminded of a story of Rebbe who lead the Lubavitch movement after the passing of his father –in law. In 1950,the Rebbe decline to lead the Lubavitch movement tough he was the natural choice for succession He steadfastly refused to take on the role of ‘Rebbe’. A year later, on the first death anniversary of his father-in-laws’s death, he finally accepted and assumed Leadership. on one of the rare occasions the Rebbe addressed and explained that the gathering was not meant to honor an individual ,but an entire movement. Therefore it isn’t relevant which individual heads the movement –only the movement itself. The success of the movement is dependant on the unity of all its followers, a unity that transcends their differences. In order to unite people who are diverse by nature, there needs to be a Leader who is servant to the cause, whose sole role is to teach and inspire and perpetuate the activities of the movement. Similarly in our society today we need a movement. A movement of bringing about a change .we needs Naga ‘Rebbe’ amongst us. we need a Leader who can walk the talk. Apem Hongvah, Dimapur

Use dipper at night

Sir,

Many vehicle owners do not have the habit of using the dipper to signal the oncoming vehicle at night. In a place like Dimapur by night it is imperative to use the car dipper so that fast approaching vehicles are warned to slow down, likewise the person indicating his/her dipper also slows down. However, when one travels by night it is noticed that people tend to zoom on the freeway (with potholes and no streetlights) as there are less traffic by night. Even so, it is during such times that accidents occur. A disciplined driver would always keep traffic rules even on the deserted freeway by night. Temsula Alinger, Dimapur.

New Delhi, Aug 23 (IANS): In the context of massive accumulation of bad loans by state-run banks, the Union Cabinet on Wednesday gave an “in principle” approval for their consolidation by merging some of the public sector lenders, Finance Minister Arun Jaitley announced. “The cabinet approved the constitution of an alternate mechanism that will oversee proposals with regard to consolidation of banks, which will come from the PSBs (public sector banks),” Jaitley told reporters here following the cabinet meeting. “As of today, there are 20 PSBs plus the State Bank of India (SBI),” he said, adding that the SBI had recently concluded the merger with its associate banks and become a larger consolidated entity. “If any other PSB board gives a consolidation proposal, to oversee that proposal an alternative mechanism will be in place to give in principle approval for the proposal of the banks for a scheme of amalgamation,” Jaitley said. Explaining that such an alternative mechanism “enables quick facilitation of decisions”, Jaitley said the constitution of the committee would be made by the Prime Minister.

Donald Trump threatens shutdown for Mexico wall

Washington, Aug 23 (IANS): US President Donald Trump has defended his white supremacist response to the Charlottesville violence -- omitting that he blamed “many sides” for the clashes -- and also threatened to shut down the government, if necessary, to built a wall along the Mexico border. Trump, stung by days of criticism that he sowed racial division in the country after the Charlottesville violence, told supporters at a “Make America Great Again” rally in Phoenix, Arizona, on Tuesday that he strongly condemned “neoNazis, white supremacists and the KKK”, CNN reported. Vice President Mike Pence and Housing and Urban Development Secre-

US President Donald Trump tary Ben Carson also attended the rally. During the 80-minute speech, Trump also took aim at the media and blamed them for giving far right groups “a platform”. He said the media misrepresented what he insisted was his prompt, unequivocal condemnation of bigotry and hatred. Trump held media re-

sponsible for deepening divisions in the country, the New York Times reported. In retelling his remarks on the August 12 violence that left one woman dead, Trump omitted his reference to “many sides” in his first response to the clashes, and also his reference to “both sides” -- both seen as equating neo-Nazis with counter-protesters.

Talking about the Mexico wall, the President threatened to shut down the federal government if his proposal to build the wall is not approved and funded by the lawmakers. “Build that wall. Now the obstructionist Democrats would like us not to do it, but believe me if we have to close down our government, we’re building that wall,” Trump said. He also predicted an end for the North American Free Trade Agreement (NAFTA) with Mexico and Canada following a round of renegotiations last week. The President also hinted that he could pardon former Arizona sheriff Joe Arpaio, who became a national symbol of the crackdown on undocumented immigrants.

The blast occurred at 11 a.m. near the entrance to the police headquarters in Lashkargah, capital of Helmand province, a police official was quoted as saying by Efe news. “The bomber detonated his vehicle near the main entrance of the Police Headquarters, which is also used as a parking lot by civilians,” said the offical, adding that the victims included two women, a girl, two Army soldiers and the attacker. The wounded included three soldiers while the remaining were civilians. More than half of the injured were students at a nearby madrasa, the police official said. “An attack was carried out near the Helmand Police Headquarters against the puppet enemy. Three armoured vehicles were destroyed and several soldiers were killed,” Taliban spokesperson Zabihullah Mujahid said on Twitter. The attack comes after US President Donald Trump on Monday announced an open-ended expansion of its involvement in the Afghan conflict, including raising troop deployment.

Beirut, AUG 23 (AGENCIES): Lebanon’s Interior Minister says the country’s police intelligence played a major role in foiling a plot to bring down an Emirati passenger plane that was supposed to take off from Australia. Nouhad Machnouk told reporters on Monday that four Lebanese-Australian brothers, including one who is in detention in Lebanon, had plotted to blow up the plane with a bomb hidden inside a large Barbie doll. Australian authorities have said they thwarted a credible terrorist plot to down an airplane by smuggling a device onboard. They have provided few details, including the precise nature of the threat or any airlines involved. Machnouk said two other brothers are held in Australia while the fourth is a senior member of the Islamic State group based in the northern Syrian city of Raqqa.

San Francisco, Aug 23 (IANS): Google has removed over 500 apps that included mobile games for teenagers from its Play Store on account of a spyware threat. The decision came after US-based cyber-security firm Lookout discovered more than 500 apps that could spread spyware on mobile phones, Fortune reported late on Wednesday. According to Lookout, the apps used certain software that had the ability to covertly siphon people’s personal data on their devices without alerting the app makers. The impacted apps included mobile games for teenagers, weather apps, online radio, photo editing, education, health, fitness and home video camera apps. The researchers discovered that the ‘Igexin’ advertising software development kit (SDK) embedded in the apps caused these to communicate with outside servers that had earlier spread malware. The bug in SDK was discovered when an app appeared to be downloading large, encrypted files from those servers.

Lucknow, Aug 23 (IANS): Haryana Steelers pipped Dabang Delhi 27-25 in a Zone A contest of the Pro Kabaddi League (PKL) Season 5 at the Babu Banarasi Das Indoor Stadium here on Wednesday. The match started on an even note as the scoreboard read 3-3 six minutes into the first half but Haryana surged ahead in quick time, courtesy Deepak Dahiya’s quick reflexes, getting them a two-point advantage. This was followed by four empty raids as both the teams played it smart, but Vikas Khandola’s successful raid helped Haryana break the deadlock and increase the gap to 8-3 before making it 12-3. Delhi managed to reduce the gap with their Iranian import Abolfazl

With five minutes remaining in the half, Abofazl sensed the urgency to pick two quick points as the scoreline read 15-7 even as Haryana consolidated their position by adding two more points. Delhi made amends for their poor raiding by

picking two more points as the first half ended 17-9. Coming back, Delhi upped the ante collecting four quick points to reduce the margin to 13-17 before squaring it off at 19-19. With 10 minutes to go, Haryana surged ahead with two quick points to make it 21-19 but Abofazl once again proved his utility with a successful raid to make it 21-20. The match could have

gone either way with Delhi coming back brilliantly to make it 24-22 before gaining one more point, thanks to raider Abofazl’s brilliant move. With two minutes remaining, Delhi skipper Meraj Sheykh made it count with another suc-

Saina Nehwal

Kidambi Srikanth

On the adjacent court, Praneeth was facing the fire of Anthony, who cruised to a 8-0 lead and then jumped to a 16-6 advantage. The gap was too much for Praneeth to bridge as he lost the first game. The Indian got his bearing back and put up a better effort in the second game, reaching a 7-4 and 11-9 advantage at the break. Leading 14-12, Praneeth had to take a medical timeout and when the game resumed, Anthony managed to grab a slender 16-15 lead but the Indian did not let the opportunity slip as he soon turned the tables on his rival to roar back into contest. In the decider, Praneeth opened up a 6-2 lead but Anthony managed to grab a 11-9 lead at the breather. After the interval,

Anthony managed to surge to a 18-12 advantage. But a gritty Praneeth erased a six-point deficit to grab two match point advantage at 20-18. Anthony saved one but the Indian sealed it next to reach the next round. Srikanth, on the other hand, didn’t have much issue getting past Lucas. The 24-year-old from Guntur split the initial 10 points with Lucas, before changing gears to held a 11-6 lead. The Indian used his prcise smashes to good use to accumulate points, moving to a 19-9 advantage. He moved to game point when Lucas faltered with a return at forecourt. The French shuttler then attempted a drop which found the net as Srikanth won the first game in 12 minutes.

Neymar to contest Barcelona lawsuit

Glasgow, Aug 23 (PTI): Saina Nehwal led the charge as Indian juggernaut continued to roll at the World Championship with Kidambi Srikanth and B Sai Praneeth entering the pre- quarterfinals of singles events, here Wednesday. After Saina brushed aside the challenge of Sabrina Jaquet in straight games and Praneeth survived a scare from Anthony Sinisuka Ginting, Srikanth steamrolled France’s Lucas Corvee to keep India in the hunt for a medal. London Olympics bronze medallist Saina hardly broke a sweat as she cruised past her Swiss rival 21-11 21-12 in just 33 minutes. Saina will next take on second seed Sung Ji Hyun, who defeated India’s Tanvi Lad 21-9 21-19. World

No. 8 Srikanth also dished out a clinical performance, beating Lucas 21-9 21-17 to set up a clash with 14th seed Anders Antonsen of Denmark tomorrow. Earlier, Singapore Open champion B Sai Praneeth bounced back from a game down to outwit World No. 26 Indonesian Anthony 14-21 21-18 21-19 that lasted an hour and 12 minutes. A silver medallist at Jakarta edition in 2015, Saina, who received a bye in the opening round, stamped her authority right from the start as she zoomed to a 4-0 lead before making it 11-6. The Swiss tried her bit and came as close as 9-13 before Saina reeled off five straight points and eventually wrapped the opening game in 14 minutes.

Wayne Rooney

L o n d o n, Au g 2 3 (Agencies): England’s all-time leading goalscorer Wayne Rooney has retired from international football after turning down the chance to be part of the squad for next month’s World Cup qualifiers.

The Everton striker was asked by England boss Gareth Southgate to be involved against Malta and Slovakia. “Every time I was selected was a real privilege but I believe now is the time to bow out,” said the

31-year-old. The for mer Manchester United captain scored 53 times in 119 internationals. Rooney, overlooked by Southgate for matches against Scotland and France in June, made his England debut in February 2003, in a 3-1 defeat by Australia at Upton Park. He made his major tournament debut as an 18-year-old at Euro 2004, and his last international appearance was as captain in last November’s 3-0 victory over Scotland at Wembley. Rooney rejoined boyhood club Everton in the summer, and his announcement comes two days after he scored his 200th Premier League goal in a 1-1 draw at Manchester City. After that game, he said he was “focusing on Everton” rather than an international recall. “I’m sure I’ll speak to Gareth Southgate over the next few days,” he added. “We’ll see what happens.” Southgate is due to name a squad on Thursday for the World Cup qualifiers in Malta on September 1, and at home to Slovakia three days later.

L o n d o n, Au g 2 3 (Agencies): Paris StGermain forward Neymar will contest the legal action brought against him by former club Barcelona. Barcelona want a 8.5m euros (£7.8m) renewal bonus Neymar received for signing a five-year deal - just nine months before his move - returned. The Brazil international made a record 222m euro (£200m) move to PSG in August after buying out his contract. “The player’s formal defence will be filed in due course,” read a statement from the 25-year-old and his lawyers. Neymar also seemed to suggest Barcelona owe him money following his Nou Camp exit, rather than the other way round. His statement added: “Regarding the bonuses owed for the execution of the contract of 2016, it is also necessary to inform that the player has already initiated the formal procedures of collection before the competent courts.” On Tuesday, Barcelona had demanded the return of the “already paid” renewal bonus, plus an additional 10% for delayed payment.

KFL: Power Comm hold New Market Correspondent

Ko h i m a , Au g 2 3 (NPN): Yhunshalo Kemp scored a dramatic 95th minute equalizer as Power Comm rescued a 4-4 draw against New Market in a thrilling encounter at the Kohima Football League at Kohima local ground on Wednesday. Kemp late strike also denied New Market three crucial points. New Market took the lead in the first half through Chisie Nyusou in the 20th minute and Rhitso Mero added the second goal in the 32nd minute. But Power Comm pulled one back, when Yhunshalo Kemp converted the spot kick in the first half injury time to reduce the scoreline. The first session ended 2-1 in favour of New Market. In the second session, defending error gave Power Comm the advantage when Sahovi Phinyo scored two goals in the 53rd and 65th minutes respectively. As the Power Comm was inching towards securing three points, New Market staged a late comeback and scored two goals in second-half injury time. Substitute Viluto Achumi scored for New Market to make it 3-3. Minutes later, Megovilie Misalhou

scored to make it 4-3 and seemed match-winning goal for New Market. However, they were denied three points when Yhunshalo Kemp, the hero for Power Comm, scored the equalizer, when he again converted a spot-kick in the 95th minute after one of the rival defender handed the ball inside the danger area. With the match ended

in 4-4 draw both teams shared the points. Kechi Kulim of New Market FC and Kenathong Kath of Power Comm FC were awarded yellow cards. Kohima village youth organization president, Medozhatuo Rutsa was the match patron. Thursday’s match Addax FC Vs United 16 FC: 3 p.m.

Sunil Chettri in action against 25 SC North Korea at Kanteerava Stadium in Bengaluru on Wednesday. (PTI)

Bengaluru, Aug 23 (IANS): Bengalur u FC showed absolutely no signs of rust or lack of time to prepare as Albert Rocas side beat North Korean side 4.25 SC 3-0 and took a big step towards the AFC Cup Inter-zone final on a rain-soaked evening here on Wednesday. Goals on either side of the break by skipper Sunil Chhetri (32nd minute, Penalty) and Udanta Singh

(51st) put the Blues 2-0 up before Lenny Rodrigues joined the party with a goal in the 77th minute. The away leg is on September 13 in Pyongyang. Coach Roca handed debuts to five new signings with Gurpreet Singh Sandhu, Rahul Bheke, Dimas Delgado, Erik Paartalu and Antonio Dovale all featuring in the starting XI at the Kanteerava Stadium. Bengaluru, who will

be featuring in the Indian Super League (ISL) from this season, went on attack mode right from the word go as Udanta Singh intercepted a pass in the rival half and attempted a shot in the first minute itself which was saved by the 4.25 SC custodian. Thereafter, visitors 4.25 SC had a spell of possession where they tried to make inroads into the Blues’ box, only to be thwarted by Roca’s boys. Having had half-chances for most of the first half, an intelligent move around the half-hour mark opened up the rival defence and handed Bengaluru their first goal. Juanan with a long diagonal ball found Harmanjot Khabra on the flank who headed it into the box for Udanta whose pace was too much for the rival keeper to handle as he brought the youngster down. Chhetri then coolly chipped in the resultant penalty kick for his third goal of the competition to hand the Blues a 1-0 lead. Bengaluru continued to push up and almost doubled their lead three minutes from the break. Chhetri timed his run to perfection to beat the offside trap on a lobbed pass inside the box. The skipper controlled the

ball and tried to chip an onrushing keeper who got a deft touch to divert it for a corner. The half ended with Bengaluru firmly in charge and a goal up. The hosts got off to the perfect start in the second half doubling their lead six minutes in. Udanta intercepted a pass on the right before running solo and making no mistake to slot home past Ri Kang in the rival goal. The visitors created a few chances of their own, but the Blues’ backline led by new goalkeeper Gurpreet held firm under the torrential downpour. Midway through the half, Lenny Rodrigues almost pulled off a blinder. His pile driver from 30-yards out was headed for the roof of the goal, only for the keeper to palm it over. With incessant rain, both sides were finding it difficult to control the game; however, the hosts adjusted to the water-logged pitch much better which translated into another goal. A quick release by Dovale down the left saw Chhetri run clear and float in a delightful cross to Lenny, who timed his run well at the far post to slide the ball home and seal the game.

NEW DELHI, Aug 23 (PTI): Aiming high and far, the AIFF is set to groom the best talent from the U-17 and U-19 age-groups and form the nucleus of a squad, which it hopes, is good enough to represent India in the FIFA U-20 World Cup in 2019 and the 2024 Olympic Games. The All India Football Federation’s technical committee met in Bengaluru to discuss the development plan for Indian football beyond the FIFA U-17 World Cup, which will be held in the country from October 6 to 28. “The idea is to have the best players from the U-17 World Cup team and the U-19 play the AFC U-19 Championship qualifiers and then the main event in 2018, eventually preparing them for the FIFA U-19 World Cup in 2019 and the 2024 Olympics,” AIFF general secretary Kushal Das said on Wednesday.

He added, “If they do well and qualify for the main event in 2018 and finish in the top four, they will be able to play the 2019 FIFA U20 World Cup. The technical committee meeting was chaired by Shyam Thapa. He said: “This is the right time for the AIFF to take up this long-term vision. I am very satisfied with the proposed long-term plan which would ensure the team gets prepared in the best possible fashion for future editions of Olym-

pics, Asian Cup and World Cup.” Thapa proposed the setting up of residential academies in each state in collaboration with the AIFF and state associations. A detailed report on the proposals will be submitted to AIFF president Praful Patel. All the proposals will come up for discussion in the next executive committee meeting of the apex body. Asked if there are plans to ensure participation of a development side, like Indian Arrows in the past, in the I- league, Das said, “Saying that the U-17 World Cup side will play in the I-League will be a misnomer. “Again, the idea is to form a squad by having the best players from the U-16, U-17 and U-19 sides and play in the I- League. That team will be managed by the AIFF.”
