INX case: Chidambaram faces arrest

NEW DELHI, AUG 20 (PTI): Congress leader P Chidambaram was in deep legal trouble and faced possible arrest after the Delhi High Court on Tuesday refused to grant him anticipatory bail, saying he seems to be the “kingpin” and “key conspirator” in the INX media case of money laundering and he needs to be interrogated in custody for the investigation to be effective.

Holding that the INX media scam was a “classic case of money laundering”, the court also said the twin facts which have weighed to deny pre-arrest bail to Chidambaram are “gravity” of the offence and “evasive” replies given by him to questions put to him while he was under protective cover extended to him by the court.

MOKOKCHUNG, AUG 20 (NPN): Ao Senden (Hoho) Tuesday condemned the Naga Hoho (NH) for its proposed meeting on August 23, 2019 within Ao territory.

In a press release, Ao Senden president Chubawati Longchar and secretary Impokyim stated that NH has been an important apex organization for the Nagas, but going by the present scenario, none of the tribes belonging to the Nagas of Nagaland were with the Naga Hoho. “And in such a juncture, the Ao Senden will not allow the said meeting to be held within the Ao territory,” they stated.

Further, Ao Senden stated that Naga Hoho president P Chuba Ozüküm had an agreement with the Senden that he would abide and stand by with the Ao Senden.

Therefore, the Ao Senden stated that it was inappropriate for him to take part in such organization where Ao Senden was not a part of. Ao Senden has, therefore, asked Ozukum to relinquish himself from the said organization “failing which the Ao Senden will take necessary and corrective measure as deemed fit.”

The CBI registered an FIR on May 15, 2017 alleging irregularities in the Foreign Investment Promotion Board (FIPB) clearance granted to the media group for receiving overseas funds of Rs 305 crore in 2007 during Chidambaram’s tenure as finance minister.

Thereafter, the ED in 2018 lodged the money laundering case in this regard. The court, which had reserved its order on January 25 on the anticipatory bail pleas of Chidambaram in both CBI and ED cases, also declined interim protection from arrest to him for approaching the Supreme Court in the case.

Chidambaram maintained a stoic silence and kept himself away from the media after the judgment.

BENGALURU, AUG 20 (PTI): India’s Chandrayaan-2 mission, aimed at soft landing a rover in the unexplored south pole of the Moon, achieved a major milestone as ISRO successfully injected the spacecraft into the lunar orbit Tuesday.

“Today, the Chandrayaan-2 mission has achieved a major milestone. The precise lunar orbiter insertion manoeuvre was carried out at 9 am for about 30 minutes, precisely...injected the Chandrayaan-2 in the designated orbit,” ISRO chief K Sivansaid here.

The rover is set to make the soft landing on the Moon on September 7 and if successful the mission would make India the fourth country after Russia, the US and China to achieve the feat.

“Next three days, we will be taking the various parameters of the lander to ensure that everything is right and to check and verify again and again, the system is perfectly alright”, he said.

“On September 7 at 1.15 am the lander will be landing at a site 71 degree of moon’s equator with 22.8 degree East”, the ISRO chief said. Underlining the significance of moon lander, Sivan said the landing will be a terrifying moment for him as well as the entire ISRO team given the challenges involved.

When the news of this huge setback reached Chidambaram, he was in the Supreme Court along with some junior lawyers. Chidambaram met senior advocates Kapil Sibal, Abhishek Manu Singhvi and Salman Khurshid, all Congress leaders, in the apex court for deliberating his further course of action.

In its judgment, the high court said “it cannot be forgotten that the petitioner (Chidambaram) was the Finance Minister at the relevant time and he had given FDI clearances to INX Media Group for receiving overseas funds to the tune of Rs 305 crore.”

KOHIMA, AUG 20 (NPN): State Agriculture and Corporation minister G Kaito Aye said Nagaland would be declared an Organic State once an organic policy was adopted, adding that efforts were also on to ensure that farmers were not deprived.

DIMAPUR, AUG 20 (NPN): One person was injured in a firing incident that occurred near 3rd mile area Dimapur on Tuesday at around 5 p.m.

When contacted PRO Dimapur police confirmed the incident and disclosed that the incident involved two factions of NSCN near Hornbill School Chekiye village area. The PRO said one person sustained gunshot injury.

Soon after the incident, IRBn and Assam Rifles personnel rushed to the area to prevent further clash, PRO said, adding situation was under control.

NSCN (R) condemns shooting incident

NSCN/GPRN (Reformation) has vehe-

WSH flays killings, calls for calm

We s t e r n S u m i Hoho (WSH) has strongly condemned the recent incidents of killings and shootings among the various factions of armed groups in the State’s commercial hub.

In a statement, the hoho said that at a time when the entire Naga people were yearning for peace and the longstanding Naga political issue was entering a crucial phase towards

solution, these killings and taking of lives of cadres of different warring factions only showed “our narrow vision and belittles our own sacred cause”.

Feeling saddened by these unfortunate incidents where precious lives were snatched away through the barrel of the gun, WSH asked the Sumis in particular to shun all forms of violence and maintain peace now and in times to come.

It added that nobody could bring peace to “us but by us only and peace comes first only from within”.

The hoho also appealed to all maintain peace in these decisive times and shun all forms of violence as gun culture would only create more divisions and hatred amongst us.

SC issues notice over Facebook-Aadhaar linkage IIT-D students launch NEW DELHI, AUG 20 (PTI): The Supreme Tuesday sought response from the Centre, Google, WhatsApp, Twitter, YouTube and others on Facebook Inc’s plea seeking transfer of cases related to linking of social media accounts with Aadhaar, pending in different high courts to the apex court.

by September 13.

A bench of Justices Deepak Gupta and Aniruddha Bose said that hearing in two cases pending before the Madras High Court, which seeks linkage of social media profile of users with Aadhaar, should continue but no final orders would be passed.

“Notice be issued to the unserved respondents through e-mail at their e-

mail addresses returnable on September 13, 2019. In the meantime, hearing before the Madras High Court may go on but no effective order be passed till further orders,” the bench said.

During the hearing, senior advocate Mukul Rohatgi, appearing for Facebook Inc, said that Chennai’s Police had told the high court that the social media company has to link the users’ profile with Aadhaar and data has to be shared with the probe agencies.

Whether service providers can be asked to share data with probe agencies to help them in criminal investigation needs to be decided by the apex court as it will have a global effect, he said.

Rohatgi said that different high courts have taken contrary views and for the sake of uniformity it would be better, if the cases

are heard at the Supreme Court.

Attorney General K K Venugopal, appearing for the Tamil Nadu govt, told the bench that Madras High Court has conducted 18 hearings so far and it should be allowed to conclude the argument and deliver the verdict in the cases.

“The apex court will have a benefit of a comprehensive judgement of the high court in a month’s time and it should not stop the high court from delivering the verdict,” he said.

Rohatgi countered the arguments of Venugopal and said that sharing of data with third party involves privacy concerns of users spread across the country and the case of this magnitude should be heard at the apex court.

“The Centre in its affidavit before the high court said that statutory provi-

sions are being examined for allowing linking of Aadhaar with social media accounts.

They have opposed the proceedings before the high court and said that ministry after due consultation and deliberation will take a call on the issue,” Rohatgi said.

The bench said the idea is that intermediary should have users details, so that if need arises it could help the probe agencies identify the person who is originator of offensive messages or videos.

Senior advocate Kapil Sibal, appearing for WhatsApp, said the issue largely deals with their platform as it is end-to-end encrypted and Facebook is not that much encrypted. The bench said the policy issues can be decided by the high courts and it has jurisdiction to do so but the question is that the current issue has larger ramification.

NEW DELHI, AUG 20 (IANS): Sanfe, IIT Delhiincubated startup for designing and developing products for improving female health and hygiene, has forayed into the sanitary napkins segment with the launch of reusable sanitary pads, made with composite banana fiber, which can last upto two years (around 120 washes).

Sanfe reusable pad is developed by Archit Agarwal and Harry Sehrawat based on inputs from several IIT Delhi professors.

“The reusable pads are ultra-thin and are highly absorbent with Quadrant True Lock Technology which makes the pad leak-proof and avoids creating any rashes,” Archit told media while launching the pads.

A patent has also been filed for the design.

pads can be used up to 120 times after washing them in cold water with detergent after every use.

A Reusable Sanitary Pad is made up of four layers of different fabrics. A pack of two pads is priced at Rs 199. The start-up is already exporting its products to Nepal, and is in talks with some Arab and African nations.

“We have provided samples to authorities in African nations who are currently conducting test on them.

We hope for a positive result very soon,” Archit added.

With these reusable sanitary pads, Sanfe is trying to address the problem of disposable pad waste burdening the Earth. According to Menstrual Hygiene Alliance of India (MHAI) there are almost 336 million menstruating women in India, of which 36% use disposable sanitary pads summing up to 121 million.

NH postpones proposed events

D I M A P U R , AU G 2 0 (NPN): Naga Hoho has informed that the dedication programme for Imkongmeren Memorial Park, which was scheduled to take place on August 24, 2019, has been postponed due to “certain technical reasons.”

NH through its communication cell also stated that the meeting, which was supposed to be held on August 23, 2019 at Metsuben Hotel, Mokokchung has been deferred to August 28, 2019.

The meeting would now be held in Dimapur.

The hoho stated that the date had to be extended as sufficient time was to be given to the representatives from across the state.

DIMAPUR: One day workshop on National Assessment and Accreditation Council (NAAC) related issues and challenges was held at Fazl Ali College (FAC), Mokokchung on August 20.

Delivering keynote address at the inaugural session, Rokono Keyho, Jt. director, Higher Education Kohima pointed out that the biggest challenges for Higher Education was to ensure quality education, as such, the UGC and HRD, Government of India has made it mandatory

for all Higher Educational institutions to be NAAC assessed and accredited.

In the same note, she also mentioned that through such assessment one become aware of the strengths and weakness, finding new direction and identity to endeavor ahead.

In this regard, she added that the department has put up a State Level Quality Assurance Cell (SLQAC) to facilitate Colleges for Accreditation, An Academic and Administrative Audit (AAA) Cell comprising of a committee has

also been set up to assist colleges to prepare for the process. She also emphasized for more colleges to go for NAAC as out of 65 Colleges in Nagaland only 25 Colleges were NAAC accredited. Earlier in the session, welcome address was delivered by T. Allong Tzudir, principal, Fazl Ali College while vote of thanks was said by Dr. Lanurenla, IQAC Coordinator, FAC. Dr. Watimongla Pongener, HoD, Department of English, FAC chaired the session.

During the Workshop

session, Dr. Watijungshi, former additional director, Higher Education took up the topic on mentoring of colleges for NAAC assessment. The moderator was Dr. I, Wati Imchen, HoD, department of History.

Experiences in NAAC assessment and accreditation topic was covered by Dr. Vizovol Mekro,Principal Phek Government College. The moderator was Dr. Imtiwati Jamir, HoD, department of Physics.

The workshop was attended by principals and lecturers from nine colleges.

Govt allays fears of those excluded from final NRC

NEW DELHI, AUG 20 (IANS): The Union Home Ministry on Tuesday increased from 60 to 120 days the time limit for filing appeals in Foreign Tribunals (FTs) regarding exclusion from the final National Register of Citizens (NRC) in Assam.

A r ev i ew m e e t i n g chaired by Home Minister Amit Shah on Tuesday decided to amend the rules realising the difficulties in filing an appeal within the prescribed time for all those excluded from the final NRC. The meeting was attended by Assam Chief Minister Sarbananda Sonowal, Union Home Secretary Rajiv Gauba, the Chief Secretary of Assam and senior officers.

The Supreme Court recently extended the deadline to publish the final NRC from July 31 to August 31.

“As it may not be possible for all those excluded from final NRC to file the appeal within the prescribed time, MHA (Ministry of Home Affairs) will amend the rules to increase the present time limit for fil-

ing of appeals in FTs from 60 days to 120 days. The Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003 are also being amended accordingly,” said a Home Ministry statement.

The review meet also decided that the Assam government would make arrangements to provide legal aid to the needy people amongst those excluded from NRC. “Extensive deliberations have been held on the issue between the Union Ministry of Home Affairs and the Assam government in recent weeks,” said the statement.

“Ever y individual, whose name does not figure in the final NRC, can represent his or her case in front of the appellate authority such as Foreigner Tribunals. Under the provisions of Foreigners Act 1946 and Foreigners (Tribunals) Order 1964, only Foreigners Tribunals are empowered to declare a person a foreigner.

Thus, non-inclusion of a person’s name in the NRC does not by itself amount to him or her being declared

as a foreigner,” said the statement.

In order to facilitate the persons excluded from the NRC, adequate number of such tribunals were being established at convenient locations, it said.

In order to maintain law and order situation, central security forces were being provided as per the assessment of the Assam government, the Ministry said. The Home Ministry’s decision comes amid apprehension of tension ahead of the August 31 publication of the NRC that may render thousands in Assam “stateless”.

Recently, thousands of people, particularly from Goalpara, Barpeta, Chenga, Boko, Chaygaon constituencies, were summoned by the NRC authorities in far off places like Golaghat, Jorhat, Sivsagar, Dhemaji and others to prove their citizenship claim.

The people were served notices on August 3 and 4 and were asked them to appear before the NRC centres on August 5, giving them little time to travel to places over 500 km away.

IMPHAL, Aug 20: Manipur chief minister N Biren Singh reaffirmed his government’s commitment on making the state free from drugs menace on Tuesday and announced reward to Thoubal district police for its recent bust of an illegal drug factory in the district.

In one of the biggest seizure in the region, Manipur police on August 17 busted an illegal drug factory in Thoubal district and seized huge quantity of brown sugar worth over Rs. 150 crore in the international market.

Addressing the state level observation function of Sadbhavana Diwas, the birth anniversary of former Prime Minister Rajiv Gandhi, Singh reiterated his government’s strong commitment to carry on its campaign against drugs.

Drugs and heroin have the potential of destroying whole generations, the chief minister maintained, while stressing the need for a concerted effort to root out drug menace for the future of the state.

He announced that the police team of Thoubal district, led by its SP Dr

S Ibomcha, who recently busted a drug factory in the district and seized around 185 kg of heroin, will be rewarded befittingly as done in earlier cases.

Stating that ImphalMoreh highway has become a major transit route for drug trafficking, the chief minister said that he has instructed the State agencies to lay an intelligence network in and around Moreh under a committed officer so that drug peddling from the border town to other parts of the state is prevented effectively.

The chief minister remembered late Prime Minister Rajiv Gandhi’s works towards bringing emotional oneness and harmony of all the people of India regardless of caste, region, religion or language.

GSU files FIR against BSNL officials Article 370 abrogated without 2 held with drugs worth Rs 24 cr in Mnp

TURA , AUG 20 ( AGENCIES): The Garo Students’ Union (GSU) on Tuesday filed an FIR against the officers of BSNL for “neglect of duty”, reports The Northeast Today.

The matter came to light after the student’s union of Mindikgre unit in South Garo Hills visited the office and found no employees, even at 2:30 pm in the afternoon.

“When we visited the office as part of our inves-

tigation, we found no one.

The inspection was done on Aug 19. There were no officers or staff to attend to anyone,” said unit president, Greneth Sangma.

The FIR was filed by the NGO today, Aug 20.

Lashing out at BSNL over the poor connectivity in SGH, the NGO added that for the past month and more there has been no service to consumers – calling the service as null and void.

“It is a known fact that

the said officer in charge has been found absent from his duties for over a month.

This is unexpected from a person who is paid handsomely. Instead of providing uninterrupted services, the company staff and officers remain aloof,” added Sangma.

The NGO termed the act of no network as a case of “cheating” the consumers adding that the people of the district were facing tremendous difficulties in all works and transactions within banks.

Sangma asked for action to be taken in the case so that such acts were not repeated in the future.

“We will also be going around with our inspections, especially on Mondays and Fridays and most officers take these two days off. They are being paid to attend duties and not to neglect people,” he added.

Conrad urges Centre to promote piggery in M’laya Correspondent

Shillong, Aug 20: Meghalaya Chief Minister Conrad Sangma on Tuesday called on Union Minister for Fisheries, Animal Husbandry and Dairying Giriraj Singh and apprised him on the initiative of the Piggery Value Chain that is being introduced in the State.

Sangma, who was accompanied by Deputy Chief Minister in-charge of Animal Husbandry and Veterinary Prestone Tynsong said the objective of the initiative is to intensify piggery in the region in a scientific manner and promote piggery value chain.

Singh also suggested introduction of livestock integration such as pig-fish integration, pig-poultryfish integration, etc and suggested to the Chief Minister to introduce exotic pigs and crossbreeds which has high production performance.

Singh said that insufficient availability of quality stock is posing a great hindrance in boosting pig production.

IMPHAL, Aug 20: Yet in another big drug haul, troops of Assam Rifles manning the Trans Asia Highway no. 1 (Imphal-Moreh road) seized drugs valued over Rs 24 crore in the international market from two individuals, official source said on Tuesday.

The seized drugs includes eight kg of brown sugar which is estimated at over Rs 17 crore in the international market and nine kg of crystal meth (crystal methamphetamine) valued around Rs seven crore in the international market.

Methamphetamine is said to be a white crystalline drug that people take by snorting (inhaling through the nose), smoking it or injecting with a syringe. The illegal drugs were seized separately from two vehicles during checks of vehicles originating from the border town Moreh by

India’s e-tourist visa fee to be based on tourist footfall NEW DELHI, AUG 20 (PTI): India will introduce a flexible e-tourist visa regime for over 160 countries based on tourist footfall, with higher fee for the peak season of July to March and a considerably lower fee during the lean period of April to June, officials have said.

The fee for e-visa with a validity of 30 days to five years ranges between USD 10 and USD 80.

However, there will be no visa fee for tourists from 14 Pacific Island nations belonging to Forum for India-Pacific Islands Cooperation (FIPIC) -- Fiji, Cook Islands, Kiribati, Marshall Islands, Micronesia, Nauru, Niue Island, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu -- and Myanamar, Argentina, Indonesia, Jamaica, Mauritius, Seychelles, South Africa and Uruguay.

While tourists from all the countries to which

India has extended e-visa facility will pay USD 10 for a 30-day e-visa in the lean season, they will have to pay USD 25 in the peak period.

Tourists from these nations will have to pay USD 40 for a one-year evisa and USD 80 for one with five-year validity.

City bus services

recent report carried in this newspaper regarding the city bus service in Dimapur has only confirmed that the growing city with a little over 1,00,000 people is in dire need of mass transportation. The Nagaland State Transport department had re-introduced city bus services after a gap of around 15 years. There are around 11 buses being deployed for shuttling commuters from Dimapur city (NST) to Chümoukedima of which some are Pink Buses meant only for ladies. Prior to the re-introduction of the city bus service, auto rickshaws were the main mode of public transportation in Dimapur. There is no exact data on how many autos are plying. A union member informed that there were around 5000 autos with the union but said there were several thousand other autos not registered. There are distinct advantages enjoyed by city bus over autos at least with regard to Dimapur.

One of them being affordable rates which are less than half for bus fares in comparison with auto fares.

For example, on long distance routes, the fare for a passenger travelling by bus is around Rs.25 (from NST station Dimapur to Chümoukedima)whereas the fare charged for travelling by auto is Rs.100 per passenger.One of the commoncomplaints against auto drivers overcharging. The district administration had fixed rates on several occasions but it appears to be in vain. According to a recent report, the auto drivers use to charge double or even triple the fixed rates. The deplorable roads appear to have given the alibi for drivers to exercise discretionary powers to decide on the rates. It is not to demean the services provided by auto rickshaws but there is certainly a need to check overcharging and overloading.Another common complaint against autorickshaws is in overloading. The Regional Transport Authority (RTA) in 2017 directed drivers of auto rickshaws to accommodate passengers “as per the seating capacity, and accommodating passenger beside the driver is strictly prohibited.” However, this is blatantly flouted when against the norm of three passengers, the drivers pack four to five in the passenger seat and additional two alongside the driver. Such overloading has often led to unwanted road mishaps.

The other complaint is about misbehaviour by some passenger on women passengers. These are also not necessarily common only while travelling in autos as they could also occur in other transport system.

Autos serve commuters very well and bus services cannot replace them in matters of taking them right to the doorsteps of their destinations. Dimapur certainly needs mass and efficient transport system by city buses to serve long distance commuters. If there are more buses running under an efficient transportation system, it could also perhaps ease traffic congestions when many people would prefer taking a bus ride to office for reasons of convenience, economy and security just like in many cities. The authorities have taken a significant step by re-introducing city bus services in Dimapur. To ensure that such a popular mode of transport is economically viable, there is also a need to ensure that fares are ticketed and not pocketed by introducing proper ticket system. The public including well meaning society’s leaders need to put their heads together to establish an efficient mass transport system in Dimapur. Only then will the salaried class, students and ordinary citizens be able to move from one end to the other without feeling a pinch in their wallets.

If we try to overcome our self-awareness through any of our own commonsense methods, we will only serve to strengthen our self-awareness tremendously.

Nation-Building through Evolution, not Revolution T he Indo-Naga conflict was an unjust war from the start. India began her aggression on the Naga people in 1954, which only forced the Naga people to take up arms for the defense of their own homeland. Still, India hunted down these armed Naga groups within the latter’s own home-turf and began calling them “rebels” and “terrorists”; whereas the Indian soldiers who committed all kinds of atrocities were simply regarded as the “good guys.”

As for the Nagas, they all certainly would be better off using non-violent civil resistance, especially in dealing with India, if their objective is to assert their own political Independence. According to the world-renowned Chinese military general Sun Tzu, “The supreme art of war is to subdue the enemy without fighting.” If Nagas are to be guided by this ancient wisdom, they would do well to assert their own Freedom without shedding a drop of the enemy’s blood. Even for India, as the largest democracy, which still has many leaders who have a deep sense of justice, this non-violent approach can be

proof of her national maturity before the world.

What could be the preferred way of achieving the Nagas’ Freedom, or political Independence? The right answer, in my opinion, lies in a step-by-step driven process of evolution, not revolution. Since evolution is gradual and thus takes a long time of hard work, it is less disruptive and therefore causes less harm when making any change.

For example, the evolution of the Italian city-states into a nation, the German city-states into a nation, the multiple cultural groups of France into the nation of France, and the development of China as a nation from the warring kingdoms are few examples of the evolutionary process. Similarly, it seems more rational for Nagas to choose evolution rather than revolution in their efforts to become a functioning nation-state.

As a matter of fact, the process of social and political evolution amongst the Naga people has been going on for many decades already, although sometimes that evolution takes more of a regressive path. To elaborate on this point, let us visit the common Naga

journey under the following sub-headings: Moving from tribal Societies to Naga Nationhood (Pre-1963): As freespirited Hill Peoples who traditionally followed a self-governing system of sovereign republic village, the Nagas not only resisted the control of nation-states from the plains, but they were often found fighting against each other. This was the state of condition until World War I when some Nagas had the chance of exposure to the outside world.

As the news of the British Power leaving the Indian subcontinent was becoming well-known, some Naga representatives met with the Simon Commission on January 10, 1929, asking that the British would not leave them to India. As it turned out, this event became a watershed moment in the Naga political history, which was when they indirectly expressed their decision to become a nation of their own. Based upon this foundation, the Nagas declared their Independence on August 14, 1947 under the leadership of A.Z. Phizo who soon began the efforts of nation-building until it was abruptly disrupted by

India’s military aggression in 1954. Thus, the Nagas of Mr. Phizo’s generation could, more or less, rise above tribalism as they became united as one family under one nation.

Growing Dependency under Statehood (1963 – 2022): Not willing that the Naga people should ever become dependents on outsiders, the Naga leaders of the past generation declared Naga Independence.

This movement, however, was sabotaged by the generation of S.C. Jamir and Rishang Keishing who led many innocent Nagas towards the opposite direction, which have brought the Naga people now to a near total dependence on the Government of India.

As a result, today’s generation of Nagas, leaders and followers alike, have become a completely dependent lot, with no shame of begging for anything and everything from India. As they depend only on the limited supply of “handouts” from the Central Government, they have developed a scarcity mindset which has resulted in nurturing the evils of tribalism. Through this selfinflicted venture, they have exchanged their ancestral

culture of self-reliance and honor for a culture of dependency and shamelessness.

Overcoming Dependency and Transitioning (2023 – 2033): Although only time will tell, several under-current indications suggest that a new breed of Naga patriots could emerge to work under the current system of Indian statehood and facilitate a new era that might be characterized by initiatives such as: (1) reversing the Nagas’ current state of total dependence upon the Government of India and enabling Nagas to become economically independent, (2) giving a ten-year period to all state government employees to be adequately prepared for a transition into a new dispensation, (3) offering India another opportunity of a ten-year period to provide tutelage in statecraft (as in the Naga-Akbar Hydari Accord of 1947) instead of simply demanding her to leave the Nagas alone right away, and (4) taking the Indo-Naga political issue directly to the Indian people and facilitating openand-free public dialogues in search for a win-win solution.

A statement on the proposed ‘dedication ceremony’ of Imkongmeren memorial park

he family of Late Imkongmeren, the 1st Vice President of the Naga National Council, is grateful to the Naga Hoho for initiating to help create the Imkongmeren Memorial Park in Longkhum Village in 2014. The project began in earnest in 2015, however not long after it began the work stopped. For more than three years the work was neglected with no information on how and when it was to be completed. Therefore, the family of Late Imkongmeren took upon themselves to complete the work and the Imkongmeren

Memorial Park was dedicated by Rev. T. Aka Jamir, Pastor of Longkhum Village Baptist Church on 29th May, 2019.

Recently it has come to the notice of the family that The Naga Hoho is organising a “Dedication Ceremony” of the Park on August 24, 2019 at 11:30 AM in Longkhum Village. An invitation of the same has been given to the family.

However, the family of Late Imkongmeren have decided not to participate in the “Dedication Ceremony” scheduled on 24th August, 2019. This decision of the family

members of Lt. Imkongmeren however in no manner takes away the gratitude towards the Naga Hoho for initially starting the project.

It may be recalled that The Naga Hoho as an organization was started to bring and keep the Nagas together, which was a noble and much needed initiative. Consequently the first democratic consultative process for the formation of the Naga Hoho took place in Mokokchung in 1996 which was hosted by Ao Senden and chaired by the Chakhesang People’s Organization (CPO).

Sister Lucy Kalappura alleged that the priest, who is part of PRO team of the Mananthavady diocese of the Catholic Church, posted the CCTV visual of media persons visiting her in the convent in the social media platforms to “humiliate” her.

by Nalini Sriharan, a convict in the Rajiv Gandhi assassination case, seeking extension of her ongoing parole by 30 days.

Seeking the government’s response, a bench comprising Justices M M Sundresh and M Nirmal Kumar posted a petition by Nalini to Thursday for further hearing.

The petitioner submitted that she had moved the court as the deputy inspector general of prisons, in a letter last Tuesday, had rejected her representation for extension of the leave for another 30 days, starting from Sunday. Last month, the court had granted her 30 days ordinary leave for making arrangements for her daughter’s marriage. After being released from the Vellore Central Prison on July 25, Nalini has been residing at Sathuvachari there.

In her current petition, the convict said despite her “sincere efforts”, she was not able to complete the arrangements for the

marriage of her daughter within the leave period. Lodged in prison for over 27 years, Nalini had originally sought a six-month leave to make arrangements for her daughter’s marriage.

During the hearing of Nalini’s leave plea, the public prosecutor had submitted in the court that the Tamil Nadu Suspension of Sentence Rules provides for a maximum period of 30 days as ordinary leave (parole) for a convict at a point of time and hence, the court can consider granting leave within the maximum limit.

In its order, the court had noted that Rule 22 speaks about extension of 30 days’ leave, but it can be exercised only after the initial grant.

Ratul Puri was placed under arrest under the Prevention of Money Laundering Act (PMLA) late Monday night after he appeared before the central probe agency here after it slapped a fresh criminal case against him and others, taking cognisance of a CBI FIR filed last week.

It is understood that the agency wants to undertake custodial interrogation of Ratul Puri as he has allegedly been non-cooperative in this case. He will be produced before a special court here on Tuesday, they said.

There was increased traffic flow in some parts of the Civil Lines areas of the city but curbs on movement persisted in Downtown Srinagar and in many parts of the Kashmir Valley, officials said.

Though restrictions were lifted in several places, the deployment of security forces continued to ensure law and order, they said.

Jaipur, Aug 20 (PTI): Chinese handset maker Vivo will invest over Rs 4,000 crore in India in the coming years, a company official said. The company has so far invested Rs 400 crore in the country. The existing manufacturing plant at Noida is operating at full capacity to produce 2.5 crore mobile phones every year.

In view of the increasing demand, the company will invest Rs 4,000 crore in the coming times and set up a new factory in Greater Noida to meet the demand, Nipun Marya, Director Brand Strategy, Vivo India told reporters at a press conference here.

He said the company will invest the amount in a phased manner. The company’s manufacturing capacity will increase to 5 crore mobile phones per year after the new factory becomes operational.

Vivo has a market share of 21.2 per cent in the Indian mobile handset market and is the second-largest mobile brand in the offline market in the country, Marya added.

Mumbai, Aug 20 (PTI): The Indian rupee on Tuesday furthered its loss by another 28 paise to close at a new six-month low of 71.71 against the US dollar as economic uncertainties continued to weigh.

Investors remained risk averse considering a host of factors including fastspreading economic slowdown, outlook on foreign fund outflows and weakness in most emerging market currencies, according to forex traders.

However, there are expectations that the government will soon come out with stimulus measures to arrest slowdown in consumer demand in various sectors.

Meanwhile, higher crude oil prices also had its impact on rupee’s trading pattern. Brent crude futures, the global oil benchmark, rose 0.07 per cent to trade at USD 59.78 per barrel.

The governor ruled out asset quality review of non-bank lenders, along the lines of what was done for banks in the third and fourth quarters of the year ended March 2016.

“At the moment, there is no proposal for an asset quality review of nonbanking financial companies (NBFCs). The top 50 NBFCs and housing finance companies (HFCs) are being very closely monitored by us,” he said. Including HFCs, the size of the NBFC sector constitutes about 25% of the combined balance sheet of scheduled commercial banks. The central bank, Das said, will take necessary measures to deal with the challenges in the sector.

New Delhi, Aug 20 (Agencies): The Reserve Bank of India (RBI) is considering asking banks to link loans to an external benchmark such as the repo rate to improve transmission of policy rates and foster economic growth, said central bank governor Shaktikanta Das. “The time has now come to formalize the linking of the lending rates on new loans to external benchmarks like the repo rate. We are monitoring the developments in this regard and whatever steps are required in the coming weeks will be taken by RBI,” Das said at a conclave organized by the Indian Banks’ Association and industry lobby group Ficci on Monday. Das did not say if formalization would mean the central bank will issue specific guidelines on this.

In December, RBI said that banks must set their interest rates for new loans against

merchant establishment without having a card at all.

He said the bank has already set up 68,000 ‘Yono cashpoints’ and is in the process of scaling it up massively to over 1 million in the next 18 months, which will make the necessity to have a card even less.

Additionally, the Yono platform can also give credit for buying certain merchandise, making the credit card in the pocket also as a “stand-by”, Kumar said.

In the next five years, there will be a limited need to have any plastic cards in your pocket, Kumar said, pointing out that virtual coupons is the future.

He said at present, the QR code is also a very inexpensive way of ensuring payments.

Trump urges Modi, Imran to reduce tensions

Washington/New Delhi/Islamabad, Aug 20 (IANS): US President Donald Trump has urged his “two good friends”, Prime Ministers Narendra Modi of India and Pakistan’s Imran Khan, to work towards reducing tensions over Kashmir. He also advised Pakistan to “moderate rhetoric with India” over Kashmir.

In a tweet on Monday, Trump said though Kashmir was a “tough situation”, he had “good conversations” with both the leaders.

“Spoke to my two good friends, Prime Minister Modi of India, and Prime Minister Khan of Pakistan, regarding trade, strategic partnerships and, most importantly, for India and Pakistan to work towards reducing tensions in Kashmir. A tough situation, but good conversations,” he tweeted. Trump first called up Modi earlier on Monday during which they held a 30minute talk.

Modi conveyed that “extreme rhetoric and incitement to anti-India violence by certain leaders in the region was not conducive to peace”, in a reference to the Pakistani leadership spewing anti-India venom over the Kashmir issue.

Modi reiterated India’s commitment to cooperate with anyone who followed this path, in fighting poverty, illiteracy and disease.

In a press briefing in Islamabad on Monday, Qureshi said that in response to Khan’s call on August 16, Trump made a call to Narendra Modi and “expressed the desire in lowering tensions between Pakistan and India”, Radio Pakistan reported.

A White House readout of the talk said: “President Trump spoke by telephone with Khan to discuss the need to reduce tensions and moderate rhetoric with India over the situation in Jammu and Kashmir.

“Trump reaffirmed the need to avoid escalation of the situation, and urged

restraint on both sides. The two leaders also agreed to work together to strengthen US-Pakistan economic and trade cooperation.”

In his August 16 phone call to Trump, Khan had voiced his concerns over India’s “illegal” move in Kashmir, ahead of the UNSC closed-door discussion on Kashmir. Khan told Trump that New Delhi’s moves on Kashmir posed a threat to regional peace. Trump conveyed to Khan the importance of India and Pakistan reducing tension through bilateral dialogue.

The talks between Trump and Modi came days after US Deputy Secretary of State John Sullivan held talks with Indian External Affairs Minister S. Jaishankar in New Delhi to take forward the “deep convergences” in the India-US strategic ties, with both sides focussing on a rules-based order in the Indo-Pacific, where China has increased its footprint.

The US has reaffirmed that there was no change in its Kashmir policy, that it is a bilateral issue between India and Pakistan.

Recalling that Monday marked 100 years of the Independence of Afghanistan, he reiterated India’s longstanding and unwavering commitment to work for a united, secure, democratic and truly independent Afghanistan, the statement said. Modi also said that he appreciated remaining in regular touch with the US President.

The Modi-Trump conversation in Osaka had been the subject of much speculation last month after Trump told Khan in Washington on July 22 that the Indian Prime Minister had asked him to mediate in the Kashmir issue.

But India strongly denied the statement, while Pakistan warmly welcomed it. The US immediately clarified Washington’s stand on the Kashmir issue, saying that it was a bilateral issue between New Delhi and Islamabad.

US tests medium-range cruise missile after exiting INF treaty Washington, Aug 19 (AFP): The US Defense Department on Monday announced the test of a medium-range groundlaunched cruise missile, just weeks after tearing up the Cold War-era pact with Russia eliminating that class of nuclear-capable weapons.

The missile was launched on Sunday from the US Navy-controlled San Nicolas Island off the coast of Los Angeles, California. “ The test missile exited its ground mobile launcher and accurately impacted its target after more than 500 kilometers (310 miles) of flight,” the Pentagon said in a statement.

“Data collected and lessons learned from this test will inform the Department of Defense’s development of future intermediate-range capabilities.”

While the missile was described as “conventionally configured,” meaning not nuclear-equipped, the launch was a sign of Washington beefing up its nuclear war-fighting capabilities in the wake of the collapse of the 1987 Intermediate-Range Nuclear Forces Treaty on August 2.

L a h o r e , Au g 2 0 (IANS): A petition was submitted in the Lahore High Court (LHC) on Tuesday for quashing FIRs against Mumbai terror attack mastermind and Jamaat-udDawa (JuD) chief Hafiz Saeed and 65 others.The high court is set to hear the petition submitted by a top JuD leader, Malik Zafar Iqbal, on Thursda).

The federal government, Punjab government and the regional headquarter of the Counter Terrorism Department (CTD) have been made party in the petition, Dawn news reported.

According to the petition submitted by Iqbal, who is also named in the police reports, the FIRs registered were “without lawful authority and of no legal effect”.

It stated that the property under question was for a mosque and was being used for this purpose.

Therefore, the 23 FIRs listed were “without lawful authority”.

It added that the property “is not and has not ever been used for terror financing as there is no tangible evidence on record

The petition also said that the FIRs describing the petitioner as the head of the proscribed militant group Lashkar-e-Taiba (LeT) were “factually and legally incorrect”.

It asked that the court declare that none of the petitioners and pro-forma respondents were linked with LeT and therefore, FIRS were without “lawful authority and of no legal effect”.

On July 3, top 13 leaders of the banned JuD, including Saeed and Naib Emir Abdul Rehman Makki, were booked in nearly two dozen cases for terror financing and money laundering under the AntiTerrorism Act, 1997, Dawn reported.

The CTD, which registered the cases in five cities of Punjab, declared that the JuD was financing terrorism from the massive funds collected through non-profit organisations and trusts.

These non-profit organisations were banned in April as the CTD during detailed investigations found that they had links with the JuD and its top leadership, accused of financing terrorism by building huge assets/properties from the collected funds in Pakistan.

Israel winery uses Indian music to improve quality

n organic winer y perched on a hill surrounded by holm oaks and olive trees in Israell’s biblical region of Galilee produces innovative wines whilst spiritual Indian music play which allegedly improves the quality.

For the Jonatan Koren winery, music is a key element of the production process with winemaker Koren convinced that it has a knock-on positive effect on the wine.

“We put spiritual music on, like Indian mantra, Tibetan mantra, Peruvian and Brazilian spiritual music, a little bit of Arabic classical music, Hebrew old fashioned music,” the winemaker told Efe news.

“We believe that wine is art and we are spiritual people in the end and music is part of it,” the winemaker

told Efe as he swirls the wine around that has macerated in dozens of wooden barrels exposed all year round to the sound of music, a method that is also used some wineries in Italy or South Africa.

He is convinced that some musical styles generate frequencies that help the molecules of the water contained in the wine to be more symmetrical, an effect that causes a chain of chemical connections within the product that makes it much better, the expert continued.

“Music opens people, it opens the soul and opens the heart and it is the same with the wine,” Koren added.

“It reflects the wine, it reflects the molecules of the water and in the end, it makes the wine much better.

He revealed that shooting for the forthcoming film will begin at the end of next year. “’1911’ is based on a true story. It is about a football match that took place between the Mohun Bagan Club of India and the East Yorkshire Regiment in the year 1911. It’s one of the most important events that ignited the freedom movement in India,” said Nikkhil, adding: “It’s a script that John Abraham and his team have been working on for the last five years. I believe Shoojit Sircar was

going to direct the film but it didn’t work out between him and John, but I loved the idea and the period of the film.”

S Sreesanth New Delhi, Aug 20 (PTI): Tainted Indian pacer S Sreesanth’s ban for alleged spot-fixing will end next August, BCCI Ombudsman D K Jain has ordered, observing that the cricketer is well past his prime having already served six years.

The BCCI banned Sreesanth, who is now 36, for life in August 2013 along with his Rajasthan Royals teammates Ajit Chandila and Ankeet Chavan for indulging in alleged spot-fixing in the IPL of that year.

But on March 15 this year, the Supreme Court set aside the BCCI disciplinary committee’s order.

Now, in an order passed on August 7, Jain said “ends of justice” would be met by making it a seven-year suspension and letting him play next year. “...for Mr Sreesanth, who is now in his K Y M C

late thirties, his prime years as a Cricketer, particularly as a fast bowler may already be over,” Jain reasoned in his order. “... I am of the view that banning Mr. Sreesanth from participating in any kind of commercial Cricket or from associating with any activities of the BCCI or its affiliates, for a period of seven years with effect from 13.09.2013, i.e. the date from which, the period of ban imposed by the Disciplinary Committee had commenced, will meet the ends of justice,” Jain said in the order.

In April this year, a bench of Justices Ashok Bhushan and K M Joseph said that Jain would reconsider within three months, the quantum of punishment for Sreesanth for his involvement in the spot-fixing episode. The BCCI, on February 28, told the apex court that the life ban imposed on Sreesanth was “fully sustainable in law” as he had “tried to influence” a match.

Sreesanth’s lawyer countered the arguments and told the court that no spot-fixing took place during the IPL match and that allegations levelled against the cricketer were not substantiated by evidence.

St. Johns, Aug 20 (IANS): Jason Holder, West Indies skipper in Test and ODIs, has bagged the West Indies Test Player of the Year award at the seventh CWI/WIPA Awards 2019.

Under Holder’s captaincy in 2018, West Indies drew the three-match home Test series against Sri Lanka 1-1 and later defeated Bangladesh in the two-match Test series 2-0.

During the said period, the star all-rounder also scored 405 runs and picked up 21 wickets in ODIs. At the annual CWI Award ceremony which took place on Monday, Shai Hope was named West Indies’ ODI Player of the Year.

Naga archer wins 2 bronze medals at WPFG Correspondent

Ko h i m a , Au g 2 0 (NPN): Naga archer Kilenmeren Ao won two bronze medals at the World Police and Fire Games (WPFG) 2019 held in Chengdu, China from August 9 to 18.

Kilenmeren won the medals in the bare target archery and 3D archery event.

The 19-year-old archer hails from Mopungchuket village under Mokokchung district. In 2017 WPFG held in Los Angeles, he won two gold medals.

The next WPFG will be held in Rotterdam, Netherlands in 2021.
