Staff Reporter
D I M A P U R , AU G 2 0 (NPN): At the request of the Nagaland Tribes Action Committee (NTAC), the state cabinet at its meeting Sunday in Kohima, decided to sanction an amount of Rs.60 lakh towards construction of a memorial monolith at Old Secretariat Kohima. It may be recalled that apex tribe organisations of Nagaland had protested against the hurried manner in which the state government pushed through the revocation of the assembly resolution on November 24,2016 to hold elections to Urban Local Bodies(ULBs) with 33% women reservation. This led to demonstrations and bandhs and resulted in police firing on a mob in Dimapur on January 31,2017 in which two youths – Avizo and Bendang- were killed. The bodies of the slain youths were taken in coffins to Kohima where the NTAC was formed comprising of various Naga apex organisations. NTAC and JCC (formed under the aegis of Naga Council and CNTC)

DVC hopes ‘good sense’ would prevail
Armed policemen stationed at the entrance to Agri Expo site. (NP)
Amid heightened tension between Diphupar Village Council (DVC) and the Dimapur district administration over erection of a monolith in memory of late Bendangnungsang and late Khriesavizo Metha, outside Agri Expo gate in 4th mile area, the village council was hopeful that good sense would prevail and that the matter would be resolved amicably at the earliest. Talking to Nagaland Post at the Diphupar Village Council hall on Sunday, the village council chairman La-
nutoshi categorically stated that the proposed site (in front of the Agri Expo gate) fell under the jurisdiction of Diphupar village council. He said in order to avoid any untoward incident over the erection of the monolith following the restraining order issued by the district administration; the council had approached Nagaland chief minister twice and also met commissioner Nagaland, Sentiyanger and addl. chief secretary (Home) Temjen Toy in order to obtain necessary permission.
On August 8, he said that the council tried hold a meeting with the chief minister. However, since he was out of station, DVC held a peaceful dedicatory service at the proposed site in accordance with the guidelines passed by the district administration, he said. The chairman also said that since the mortal remains of late Bendang and Avizo could not be buried inside the village jurisdiction, DVC felt it necessary to erect the monolith. But the government seemed to have ignored all necessary communication that was made. Lanutoshi wondered if the government was seriously considering resolving the issue. He said the situation cropped up following the complaint lodged by Agriculture department wherein the latter claimed that the land belonged to the department. He said there was simmering tension on Saturday when police personnel tried to arrest the youths citing that they had defied the restraining orders.
NTC mulls legal option if Gov fails to remove unconstitutional posts Correspondent
KOHIMA, AUG 20 (NPN): Nagaland Tribes Council (NTC) said it was hopeful that Nagaland Governor, P.B. Acharya would respond positively to its seven-day ultimatum for removal of “unconstitutional” post of advisers and parliamentary secretaries as described by the Supreme Court of India and other High Courts in their respective judgments in PILs. It may be recalled, that NTC had submitted a representation to the Governor on August 18 to dismiss the above as the courts and especially the Supreme Court made it clear that these were unconstitutional. Talking to Nagaland Post, chairman of the NTC committee on the subject, Theja Therie said if the Governor fail to take any action within the stipulated deadline, then NTC would resort to legal means to implement the directive of the apex court. In the representation submitted to the Governor through the chief secretary, NTC members -- Theja (Cont’d on p-7) Therieh, Joel Nillo Kath,
Vimedo Hibo, Kitoho S. Rotohka, Nchumbemo Tungoe, Akang Ao and Zhovehu Lohe– urged the governor to examine the matter and initiate appropriate action in terms of the Supreme Court Judgment dated July 26, 2017 within seven days from the date of receipt of representation. NTC stated that in Nagaland, after downsizing of the council of ministers in accordance with Constitution (Ninety-first Amendment) Act, 2003, the advisors and parliamentary secretaries were appointed by the chief ministers in all their respective tenures. It stated that the said rule to which the chief minister resorted in appointing nine unconstitutional advisors and 26 unconstitutional parliamentary secretaries was irrelevant and the appointments were made in absolute distortion of the said Rules and in total contravention of the Constitutional 91st (Ninety-first) Amendment. NTC in its representation cited Article 164 (1A) of the Constitution of India which stipulates that “The total number of Ministers, including the Chief Minister,
in the Council of Ministers in a State shall not exceed 15% of the total number of members of the Legislative Assembly of the State...” It stated that Supreme Court judgment dated July 26, 2017 was a blanket judgment in the matter of appointment of unconstitutional Parliamentary Secretaries in the States of India wherever it exists. As the Supreme Court has declared Assam Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions), Act 2004 as unconstitutional, NTC said the appointment of unconstitutional Advisors and unconstitutional Parliamentary Secretaries in Nagaland was deemed to be interfered with by the governor for cancelling/rescinding the Notification NO. CAB-1/2013 dated July 26, 2017. Therieh pointed out that the present oversized jumbo ministr y under T.R.Zeliang is 47-strong which comprises of 12 cabinet (including the chief minister) members, nine advisors (cabinet status) and 26 parliamentary secretaries. 1 held for allegedly molesting minor Not averse to separate NSDMA to hold state-wide mock exercise Staff Reporter
DIMAPUR, AUG 20 (NPN): In a shocking incident, a 30-year old youth was caught for allegedly molesting a minor girl at Chekiye village here on Sunday. The incident took place at around 7:30 a.m. when the 13-year old girl was returning home after attending the Sunday school service, police said. According to PRO Dimapur police, soon after the incident, the victim’s father filed a complaint at Dimapur women police station on charges of attempt to molest, rape, murder and kidnap. Based on that angle, police are investigating the case against the accused identified as one Tohuto, PRO said. Narrating the incident, Chekiye village council chairman informed that the accused identified as Tohuto aka Toto, who was staying at one of his relative’s place in 5th mile, came to the Chekiye village on Sunday morning in a Maruti Gypsy. The accused first tried to lure the girl, who was inside the classroom before the Sunday school
service. Later, when the girl was returning home, the accused allegedly molested the girl and dragged her towards his vehicle, the chairman said. When the girl cried out for help, the accused fled from the scene. After sometime, the accused came to the same spot in a motorcycle, accompanied by his friend, in search of his mobile phone he had dropped earlier, the chairman said. He said that Toto had covered his face with a towel in order to avoid being recognized. However, the alert residents on suspicion apprehended the accused, who was later identified by the victim, the chairman added. The friend however had no knowledge about the incident and had accompanied the accused to search for the lost mobile phone, the chairman said. The village council later handed over the accused to Dimapur women police. Meanwhile, the chairman has clarified that Toto has no friends or relative at Chekiye village, saying he may have come to the village with sole intention to molest the girl.
solution: TCLP forum
DIMAPUR, AUG 20 (NPN): TirapChanglang and Longding People’s Forum (TCLPeF), Arunachal Pradesh has affirmed that the fourm was not averse to separate solution for Tirap-Changlang and Longding (TCL) if granted, saying, Nagas living in these areas were neglected and left unattended for many years. At the same time TCLPeF made it clear that the forum was not against integration of all the Naga areas. In a statement, TCLPeF president N. Changmi claimed that unequal distribution of funds was another setback faced by TCL. According to the forum, the maximum fund earmarked for TCL under department of Tirap-Changlang and Longding (DoTCL) till 2016 was Rs. 23.00 crore. However, as per NTC claim, in Nagaland state a whopping amount of Rs. 2335 crore for public distribution and infrastructural projects for one year (April 2016-March 2017) were drawn by 11 departments. This itself was a clear disparity among the Naga family in the last five decades after being placed under different states, the forum said. It for this reason, even in the Nagaland, Nagas in Tuensang, Mon, Kiphire and Longleng demanded for a “Frontier Nagaland”, the forum said. (Cont’d on p-7)

2700 year-old artefacts recovered in Northeast GUWAHATI, AUG 20 (AGENCIES): With rapid advancement in technology, the use of OSL or optically stimulated luminescence dating has filled the gap between the discovered artefacts that could previously only be assumed of being a particular age. But now, for the first time, the age of artefacts from the Neolithic era-recovered from two important sites in Northeast India-has been unravelled. Indian scientists have found the age of the artefacts using the latest technique of optically stimulated luminescence dating. “It is now confirmed that the corded pottery and polished stone tools which were recovered during excavations in Daojali Hading in Dima Hasao district of Assam in 1961 are 2,700 years-old and those recovered from Gawak Abri in Garo Hills of Meghalaya in 1999 are 2,300 years old,” said Dr Sukanya Sharma
of the Indian Institute Of Technology (IIT), Guwahati. She and her colleague, Pankaj Singh had conducted the study. The study was conducted on an experimental basis using a new technique of optically simulated luminescence dating. The age of the sites were found to be well-matched with the radio-carbon dates from other Neolithic sites of the
region. The excavation site at Daojali Hading occupies an important place in the archaeological history of India as the first evidence of an Eastern Asiatic Neolithic complex of doubleshouldered Celts and cordmarked pottery in India was reported from there. The discovery had put Northeast India on the Neolithic map of the world for the first time. However, the precise
age of the artefacts were not known. Antiquity of the site was hypothetically stated to be of the `late Neolithic phase’. Now with the dating of the artefacts, this hypothesis has been proved and its antiquity has been established. The dating of the Gawak Abri site in Garo Hills is also significant as Garo Hills has the highest density of prehistoric sites in Northeast India. With the new finding of the age of the two sites, it is confirmed that human beings, with the capacity to make pottery and polished stone tools were present in the Northeast India over 2,000 years ago. OSL is an acronym for Optically-Stimulated Luminescence. OpticallyStimulated Luminescence is a late Quaternary dating technique used to date the last time quartz sediment was exposed to light. Sarma said that his government has decided to set four new universities, besides increasing the number of streams in existing 89 one-stream colleges of the state this year. He also rejected the controversy over his decision to open up a number of model colleges in the name of Jan Sangh leader Deen Dayal Upadhyaya. He also asserted that it was not the people but few intellectuals who are opposing colleges in the name of Deen Dayal Upadhyaya. “If some intellectuals, propagating left ideology in Assam, say that they do not know Deen Dayal Upadhyaya, it is nothing but their intellectual bankruptcy,” said Sarma. “These left-intellectuals should know that people of Assam have voted the BJP to power. There is no UPA government. We will follow the ideology of our leaders,” Sarma said. The Assam government’s decision to set up a number of new model colleges named after Jan Sangh leader Deen Dayal Upadhyaya has triggered protests, with the All Assam Students’ Union (AASU) and Congress asking why the colleges should not be named after eminent personalities from the state.

So far, six biodiversity registers have been prepared while work on 117 such registers is in progress. Focus has been placed on capacity-building of stakeholders by organising training and awareness workshops. So far, about 150 awareness and training programmes have been organised to empower villagers, a government spokesperson said. A sum of Rs 2.32 crore has been received for these activities, he said.
NEW DELHI, AUG 20 (AGENCIES): Union home secretary Rajiv Mehrishi has confirmed that a crucial file from 1954 that justified the insertion of Article 35-A into the Constitution has gone missing from the highsecurity vaults of the North Block and the government hopes to find it soon. The admission comes amid the legal challenge on the constitutional validity of the article, which accords special rights and privileges to the citizens of Jammu and Kashmir. Speaking exclusively to CNN-News18, Mehrishi though clarified that it was not the file with the legal opinion of the then Attorney General that has gone missing. “The only file which has been misplaced is the one which had the cabinet note that was put up in 1954 for constitutional amendment. We hope to locate it soon,” he said. The home secretary blamed poor record keeping for the ‘misplacement’ of the file. “We have historically had a very poor record keep-
ing system in government. The best kept files are the ones from the British era but we hope to locate this file very soon,” he said. He also strongly refuted reports in the media that the key file may have been destroyed during the government’s Swachh Bharat drive. “Weeding is done only and only as per the Secretariat manual and never otherwise. There is no question of destroying such an important role during that exercise,” he said. The Narendra Modi government had ordered weeding out of unnecessary files in 2014 under the Swacch Bharat Abhiyan. The Article 35-A file from 1954 is crucial because the Constitution then was amended through a Presidential order and not passed by the Parliament. A challenge to the amendment on grounds of “procedural violations” is pending before the Supreme Court. The apex court has indicated that a five-judge constitution bench may take up the
matter. Political parties in Jammu and Kashmir have strongly spoken out against any move to repeal Article 35-A. J&K chief minister Mehbooba Mufti has met Prime Minister Narendra Modi and Union home minister Rajnath Singh to warn against any “dilution” of the article. This constitutional amendment denies non-kashmiris the right to buy property in Jammu and Kashmir as they are not recognised as state subjects. The challenge in the Supreme Court also calls it gender discriminatory since Kashmiri women who marry outside the state, and their children are also denied the right to hold property in Kashmir as per this article. The amendment to article 35-A does not find any mention in the main text of Indian Constitution books in circulation in the country. Almost all publishers have included the article in the annexure and not the main text of the Constitution, a senior MHA officer pointed out.
Mumbai, Aug 20 (PTI): Union Finance Minister Arun Jaitley today said demonetisation left Maoists in many parts of India and separatists in Jammu and Kashmir “fund starved”. He said it greatly reduced the number of protesters taking part in stonepelting in the militancy-hit state. “Stone pelters used to gather in thousands on the streets of Kashmir before demonetisation was announced, but now not even 25 come together for such agitations,” he said. “After demonetisation, separatists in Jammu and Kashmir and also Maoists in states like Chhattisgarh have become fund starved,” the minister said. Jaitley was speaking at a function organised by Mumbai BJP president Ashish Shelar. He spoke on the topic ‘New India Pledge’. Maharashtra Chief Minister Devendra Fadnavis was also present on the occasion. Elaborating on benefits of the move to scrap
Arun Jaitley high-value notes in November 2016, Jaitley said money which was earlier getting circulated outside the economy had come into the formal banking system. On the BJP’s vision of building a ‘New India’, he said, “We want to spend funds on defence, rural development and infrastructure.” “ We s h o u l d h ave world-class public institutions so that shameful incidents such as the Gorakhpur tragedy do not recur,” The finance minister said the Modi government was not satisfied with a 7-7.5 per cent GDP growth rate.

New Delhi, Aug 20 (PTI): Railway Minister Suresh Prabhu today directed Chairman, Railway Board, to fix responsibility on “prima facie evidence by the end of day” into the derailment of the Utkal Express in Uttar Pradesh. The minister said he was monitoring the situation closely and that restoration of tracks was his top priority. Over 20 people died and 156 were injured after 14 coaches of the Utkal Express derailed near Muzaffarnagar in western Uttar Pradesh yesterday evening. “Restoration is top priority. Seven coaches tackled. Also ensuring best possible medical care for the injured. monitoring situation closely,” he said in a tweet. “Will not allow laxity in operations by the Board. The situation in Darjeeling remained tensed as the indefinite strike called by the GJM, demanding a separate state of Gorkhaland, entered its 67th day today. The grenade attack on the Kalimpong police station and the blast in Darjeeling town were the first such incidents since the indefinite strike began over two months ago. “We are monitoring each and every entry and exit point. A forensic team will visit the police station,” a senior police officer said. The GJM leadership, however, condemned the attack on the police station. “We condemn the grenade blast at the police station. It is the handiwork of those who do not want Gorkhaland to be formed,” a senior leader of the party said. A f t e r ye s t e r d ay ’s blast at Chowkbazar, Gurung had written a letter to Union Home Minister Rajnath Singh, demanding a high-level inquiry by the National Investigation Agency (NIA) into it. West Bengal Tourism Minister Gautam Deb said those behind the blasts would not be spared and the law would take its own course. As the police conducted an area domination march in the hills today, none of the political parties took out any rally.

For a people’s movement
P
ublic in Nagaland have lost patience with the blatant acts of corruption in the government and ACAUT Nagaland has not been sparing in raising the level of public resentment through regular disclosures in the media on the facts and figures obtained through RTI Act during the recent months. Corruption exists everywhere but the magnitude differ. In some, corruption may be within tolerable limits and in some, it could be beyond tolerable limit. All the same corruption is corruption, whether it involves a few hundred rupees or several crore rupees. Corruption in Nagaland has evolved into a complex system of ‘deductions’ at various levels within the government hierarchy involving politicians in power and corrupt government bureaucrats. This system works very well for the corrupt politicians, bureaucrats and middlemen. It is not about deducting money under various and specious plea but also about appointing their own kith or kin or political supporters in government service through the infamous ‘backdoor appointment’ syndrome. Thus, people of Nagaland, for all their credulity or saleability during elections, are being cursed with lack of much needed infrastructures which have all but collapsed, if roads, power and water supply- the three vital ingredients for progress- serve as proof and indicators of deprivation. The cancer of corruption has destroyed the vital organs of the three estates which play a healthy and balancing role for a vibrant and progressive society. Unfortunately, absence of an opposition in the assembly has only facilitated many irregularities to go unchallenged as doing so would tantamount to being anti-government etc. Nagaland is perhaps, the only state without an opposition in the country and that itself is not at all an achievement ; rather , it is a great constitutional embarrassment. It means that everybody is in the government and therefore, what is being done in the name of ‘majority’ under democracy, cannot be wrong. However, it needs to be reminded that democracy may be about majority but it comes with adhering to the values and principles of morality and what is true and right and acceptable under the rule of the constitution. ACAUT Nagaland has been consistent with its efforts to expose corruption and that itself is a mighty step. There will be challenges within and beyond and ACAUT needs to be reminded that it must first of all, prove its bona fides that it has not other motive and also should be transparent in all its dealings. ACAUT must take the fight to the people by making them aware that they have a major role to play towards taking responsibility of the situation. Corruption began in small ways as people chose to ignore it began to grow till it became the Frankenstein threatening society today. When ACAUT and other PIL litigants disclosed how thousands of crore rupees were allotted by the centre and drawn by various departments every year, this made people wonder where the money was spent and who were those behind the biggest swindle of the decades? ACAUT will hold a rally to garner public support for its crusade against corruption but rallies alone will not help it to achieve much. There has to be a consistent effort to turn it into a people’s movement as against being a platform for the likes of Hazares, Kejriwals, Bedis, Bhushans etc.
DailyDevotion Christ-Awareness …and I will give you rest. —Matthew 11:28 Whenever anything begins to disintegrate your life with Jesus Christ, turn to Him at once, asking Him to re-establish your rest. Never allow anything to remain in your life that is causing the unrest. Think of every detail of your life that is causing the disintegration as something to fight against, not as something you should allow to remain. Ask the Lord to put awareness of Himself in you, and your self-awareness will disappear. Then He will be your all in all. Beware of allowing your self-awareness to continue, because slowly but surely it will awaken self-pity, and self-pity is satanic. Don’t allow yourself to say, “Well, they have just misunderstood me, and this is something over which they should be apologizing to me; I’m sure I must have this cleared up with them already.” Learn to leave others alone regarding this. Simply ask the Lord to give you Christ-awareness, and He will steady you until your completeness in Him is absolute. A complete life is the life of a child. When I am fully conscious of my awareness of Christ, there is something wrong. It is the sick person who really knows what health is. A child of God is not aware of the will of God because he is the will of God. When we have deviated even slightly from the will of God, we begin to ask, “Lord, what is your will?” A child of God never prays to be made aware of the fact that God answers prayer, because he is so restfully certain that God always answers prayer. If we try to overcome our self-awareness through any of our own commonsense methods, we will only serve to strengthen our self-awareness tremendously. Jesus says, “Come to Me…and I will give you rest,” that is, Christawareness will take the place of self-awareness. Wherever Jesus comes He establishes rest— the rest of the completion of activity in our lives that is never aware of itself.

Have the societal dialogue and make all move together
T
he 71st year of Independence begins with the call by Prime Minister Narendra Modi for eradication of corruption, poverty, terrorism, casteism, communalism to create a new India. This is significant to reshape the contours of Indian society and economy. Since the first Independence Day such calls are being given. It is true that the nation has made progress. The standard of living has improved. In 1970s, even the then prime minister Indira Gandhi said so. But it is also true that the disparity has also increased. It is a fact that social discontent, may not be the strife, is on the rise. Else on the day of August Kranti, (August 9, 2017) Mumbai would not have witnessed a silent rally by reportedly five lakh Marathas. Yes, clannish, casteist protests of supposedly powerful social groups like Patidars in Gujarat, Jats in Haryana, Gujars in Rajasthan, farmers and other communities across the country have become the norm. They all are demanding jobs, reservations, loan waivers and other concessions. This is despite a functional government since
2014. The Modi government has instilled hopes and flooded the nation with a number of programmes from skill India, Mudra, make in India and so many others for almost every different group. Modi’s August 9 call is significant. He wants to transform the nation. The accumulated problems, the burgeoning population, scarce resources, the vast expanse of the country come in the way. So would the nation’s wishes to change it in another five years remain dream? It should not be so. But wishes alone cannot be the horses. Why during the last decades the nation could not achieve what it wanted? The answer is the countrymen achieved it piecemeal. Some got it and many did not. Why? The governments could not bake a cake that is big and sufficient for all. Those who could pounce upon got a slice or more others just lustily pined for it. As they did not get, they got together in the name of castes, communities, other groups to express their discontent. The socialistic slogans, licence-permit raj, high taxes that rob the earners,
‘Minority NPF group has no authority to overrule the popular majority’
T
he NPF minority group has no legal or moral authority to question or overrule the majority group which has chosen Neiphiu Rio as its President. A fifteen-day timeframe was given to Dr. Shürhozelie, erstwhile NPF President to resign from his post since he has lost the majority support of the NPF MLAs and the party rank and file at all levels of the organization. But since he has utterly disregarded the voice of the majority and did not tender his resignation within said period (till August 13th, 2017), it has now become incumbent upon Neiphiu Rio to function as the full-fledged President of the NPF Party. The Media and Press Bureau of Dr. Shürho has no legality in propagating the agenda of the minority group since the voice of the majority in the Legislature and the Party set up is solidly behind Neiphiu Rio who has been popularly chosen to lead the NPF Party. Therefore, it is very much legal for the NPF to call for a CEC Meeting on August 22 since the actions of the minority group within the party cannot dictate the entire NPF. It is also reminded that all actions taken by the minority NPF under the leadership of Dr Shürhozelie after July 13th, 2017 has been declared null and void. All the manipulations carried out by them like back-dating the lists of CEC members and COBs is also not legally admissible since the original lists are already with the Election Commission of India for a final decision. If there is any illegality anywhere, it is with the minority NPF group and its ‘Misinformation and Propaganda Bureau’ which is relentlessly trying to confuse the people with concocted versions and misinterpretations of the laws of the country and the Constitution of the NPF. It is imperative to remind the minority group that the NPF under Neiphiu Rio, President stands on the truth in contrast to the dictatorial minority which is desperately trying to muffle the voice of the majority Nagas for a stable NPF Government. neglect of agriculture and it being treated separate from the economic process, big industries, planning commission-NITI Ayog, liberalization-globalisation, anti-China protests have not helped. The cake has remained small. The equity remains elusive. The high earner Shivaji is as dissatisfied at the taxes as the lowest one who also shells out as high as him. India has not tried to get rid of its impoverishing income tax – an average salaried person loses four to five months’ wages. Higher tax collection (19 percent more direct tax now) has not added to the pace of growth. And the governments crib that production is slowing down! How can production go up if people have to pay irrational taxes and continuously face an inflationary situation? Except for 1998-2004, India rarely had a stable price regime or real low inflation with adequate productivity and high job growth. Despite difficulties India is awake and making strides almost in all spheres. Its GDP in 1950 was Rs 10,536 crore and now Rs 1.68 lakh crore.
The First Plan, a concept first espoused by Netaji Subhash Chandra Bose in 1938 when he was the president of the Congress party after the Haripura Congress and later implemented by Jawaharlal Nehru as prime minister was considered to be revolutionary. It has helped Sarkar the nation achieve success in space technology, nuclear energy, industrialization, IT, education, women’s emancipation and overall improvement in living conditions. In 1947 life expectancy was 32, now it is 68, a per capita income of Rs 249.6 has become Rs 1.03 lakh ($1575), and in terms of GDP India ranks third after China and the US. In 1947 only 1500 villages, 0.025 percent was electrified, now 97 percent of villages have electricity. Only 12 percent of the population had school education and now 74 percent are literate. It is also true that CAG has found fault with every government department big or small. The latest RBI consumer survey in six cities of Bengaluru, Chennai, Hyderabad, Kolkata, Mumbai and New Delhi for June
2017 shows the percentage of people who said their income growth was lower than in December 2013 and March 2014, when the disenchantment with the UPA government was at its peak. The net responses have been negative for six consecutive quarters now. Manufacturers have marginally increased employment. The RBI surveys despite this points out that the people largely still are hopeful of the job and other conditions improving by the next year. The median forecast of gross fixed capital formation (GFCF) for 2018-19 is 29 percent of GDP at current market prices, says RBI. The GFCF in 2013-14 at current prices was 31.3 percent of GDP. Investment demand will get better, but it’s likely to be a slow uphill task. It means the cake is getting smaller but the hope remains. This is what not only the government even the opposition, planners, policy makers and the common people have to give a concerted thought. The road ahead is well known though not marked. The NITI Ayog was sup-
Post-mortem
A political messiah has come to Nagaland!
G
oing through the Rejoinder issued by the Chief Minister’s Office in response to the Media & Press Bureau of the NPF this morning, one is convinced that a brand new Messiah has arrived in our midst to tell us that we Nagas have been living in ignorance, groping in the dark and following a political way of life that is totally wrong and erroneous: Kiyanilie Peseyie, we are enlightened by this Messiah, is not and was never the Whip of the NPF party! We are informed that Kiyanilie Peseyie was chosen by the Leader of the House in 2014. Forgive us if we sound like Doubting Thomas, but pray tell, how do you explain the fact that it was the NPF President Dr Shurhozelie Liezietsu, and not the then Leader of the House TR Zeliang, who wrote to the Speaker of the Naga Legislative Assembly on November 14, 2014, appointing Kiyanilie Peseyie as the Chief Whip of the NPF party, and the appointment was notified the next day by the Assembly Secretariat? Of course, this Mr KnowIt-All would like to point out to us that we have been wallowing in ignorance all this while accepting Kiyanilie as the Whip of the NPF, and that the proceedings of the Assembly on February 5, 2015 was a complete farce and that TR Zeliang’s ministry till February 22, 2017 was an illegal regime accepted by moronic and shallow-brained citizenry! Going by the response of the CMO and the premise that it is the majority of the legislators who appoint the Whip of the party (doesn’t
matter if the legislators are expelled or suspended from that very political party), one is at a loss to comprehend as to why Kuzholuzo Nienu’s Whip – he being appointed by the majority of the NPF legislators way back in 2015 – was not accepted and why Kiyanilie’s Whip – who, we are now told, is never the Whip of the NPF party – was accepted! Perhaps, we might be told by this latest Constitutional Pundit, that the Speaker too, like us, was naïve and uninformed! The general contention of the CMO is that since the Chief Minister has majority support of the legislators in the Assembly, he, the Chief Minister can appoint himself as the Chief Whip of the political party from which he has been expelled, and that he along with the legislators, being in the majority, can elect someone of their choice to be the Interim President of the party from which they are all either suspended or expelled! Now, this raises some pertinent legal and logical questions: 1. How can an expelled member of the NPF become the Chief Whip of the very political party from which he has been expelled? 2. How can there be two Whips for a single political party in a single House? 3. Since when was the appointment of Kiyanilie Peseyie as the Chief Whip of the NPF party dated November 14, 2014 cancelled or rescinded? 4. Since when have the legislators of a political party been empowered/ authorized to elect their own Whip without the knowledge, consent or approval of the political party they belong to? 5. When the intention of
the 91st amendment of the Tenth Schedule of the Constitution of India was to give “teeth” to the political parties to control their legislators, how is it possible that the legislature wing of the political party competent enough to elect its own Whip to dictate on the political party? 6. Which part of the Tenth Schedule of the Constitution gives power or authority to the legislature wing to issue directions to the legislators when it is clearly mentioned that a member of a House belonging to any political party shall be disqualified for being a member of the House “if he votes or abstains himself from voting in such House contrary to any direction issued by the political party to which he belongs…” Nowhere is there any whiff of a mention that a member is liable to be disqualified if he votes contrary to the direction issued by the “legislature party”! This political Messiah may like to enlighten us rustics about the decision of the Punjab & Haryana High Court in the case of Ram Bilas Sharma V. Speaker, Haryana Vidhan Sabha (1997) wherein it was observed that a “legislature party” is not a separate entity and is nothing but a wing of the Political Party. Furthermore, reference should be made to the ruling of the Supreme Court in the cases of Jagjit Singh V. State of Haryana (2006) and Rajendra Singh Rana V Swami Prasad Maurya (2007) wherein the Court declared that reference to “original political party” cannot be construed to refer to the “legislature party”! Ramblings of a political Messiah should not be and
ACAUT rally
hank you ACAUT, for proposing the ‘mother of all rallies’ against corruption on 25th August 2017 at Dimapur. It is indeed high time for a meeting of all concerned citizens of Nagaland. We hope the highly enlightened, motivated and concerned citizens Mr. Thepfülhouvi Solo, Mr. Khekiye K. Sema, Mr. Niketu Iralu and Mr. Zhovehu Lohe will address this rally. We also eagerly look forward to hearing from the NTC, ENPO and other concerned Tribe Hoho’s of Nagaland. By the way, KUDOS to the NTC for taking the
posed to play a pivotal role. However, its vision document under Arvind Panagariya was flawed. It has to change its style of functioning. Instead of coming out with documents in hurry, it should hold parleys across the country to find out the solutions to the social and economic ailments. The GST is a beginning but unless other taxes and cess are drastically reduced and a humane approach to taxation is adopted, the projected transformation may not be there. The GST has also not eliminated tax on tax. The solution is not simple. Neither is it complex. The goal has to be increasing opportunities, protecting bank deposits, make banking cost-free, keeping utility prices like electricity and petroleum low and taking investment out of the private coffers. It needs a centric approach with people having differences coming together. Modi has the acumen and charisma to create the societal dialogue and make all move together. The road is ahead. It has to be trudged with all others. India is ready for the transformation. The threads have to be put together.
initiative for removal of all the illegal Advisors and Parliamentary Secretaries! If they are not removed by the end of the deadline, a major movement in the likes of the NTAC/JCC should be initiated. Someone capable should also file a case of ‘Contempt of Court’. All of us who care and wish for a better Nagaland should attend this ACAUT rally. It is not a meeting of the people of Dimapur, for Dimapur; it is for a clean, developed and prosperous Nagaland. This is the perfect opportunity for us to rid Nagaland of the junk that is suffocating it. But
nothing will ever happen if we do not come together and contribute our presence and ideas at this once-in-alifetime rally. The unemployed youths and college students, particularly of Dimapur, should take part in this rally too. It is your future that has been compromised or will be, by some very crooked elements in our society. They had no concern, nor will they show any in future; they just do not care about you. Their sole intention is to loot, licking the plate clean for themselves and their bloodline. College authorities and teachers, please motivate
your students to attend and absorb the messages of some of the most gifted speakers of our times. Corruption being a moral issue (the corrupt of Nagaland are openly mocking God) the churches should participate with their flock as well. All individuals who honestly believe that we should change Nagaland should be there to lend support to this movement to clean Nagaland, once and for all. Rapid changes can be made if we persevere, in unity. That great nation Singapore was changed, almost overnight. Why the heck can we not too? Prof. G.T. Thong
must not be taken seriously because these Messiahs pay flying visits to the State, assume that we are still living in the sticks, deliver lectures, nay, sermons and disappear back to their comfort zones. And the political Messiah in question today appears to be quite a Johnny-Come-Lately because he seems to be ignorant of the existence of the Media & Press Bureau of the Naga People’s Front, Central Headquarters, which has been around since Donkey’s years, and could not refrain from terming the Bureau as “so called”, not even the grammatically correct “so-called”, all through the write-up! Nor does the fellow, the Johnny-ComeLately, seem to be aware of what transpired at the General Convention of the NPF on November 26, 2014 where it was decided to streamline the NPF Constitution to address impediments for smooth and efficient functioning of the Central office, and which was adopted by the Central Executive Council of the party on January 29, 2016. The NPF quite understands the need for visitors to the State to write whatever comes to their mind, no matter even if it is unadulterated crap, so that they can earn the favours of their pay masters for their air fare and comfortable stay in the State. We are confident that the discerning Nagas public will forgive their transgressions in the true tradition of Naga hospitality, and wish them well when the matters come up to the Courts for hearing. Reader’s Post Appeal to DITC
Sir,
In Nagaland Public Service Commission e-Form Advertisement No. NPSC-2/2017 the spelling of Chakhesang tribe is incorrect, it is given as Chakesang. As a concerned citizen, I tried contacting Directorate of Information Technology and Communication (DITC) for this issue but couldn’t reach. Though the issue which I am addressing may sound trivial, I believe the silly mistake will be corrected at the earliest. A wee change in spelling does not only hurt the sentiments of the Chakhesang community but also highlights the ignorance of the concern authority. So it’s my humble appeal to the concern authority to kindly look to the matter at the earliest. Kewepelo Mero, Dimapur

PC holds prog for teacher animators
Participants of Peace Channel Kohima training on ‘peer mediation’.
DIMAPUR: Peace Channel Kohima district organised training on “peer mediation” for teacher animators on August 12, on the theme, “discovering one’s potential as a teacher”. In the training, resource person, peace channel, project coordinator, David Mhathung Humtsoe, said that peer
mediation was a process by which two or more students involved in a dispute meet in a private, safe and confidential setting to work out problems with the assistance of a trained stent mediator or a facilitator. He added that a peer educator is a trained volunteer who educates his/her
friends individually or in a group to develop a greater understanding of health and development issues to bring positive behavior change. Earlier, the programme was chaired by Sedekieno Rino, while vote of thanks was delivered by Petekhrienuo Rame. In a similar programme a capacity building programme for the teacher animators was conducted in Peace Channel conference hall, Dimapur on August 12. Resource person for the programme, founder and director of Peace Channel, principal of North East Institute of Social Sciences and Research (NEISSR) Father (Dr) C.P. Govt sanctions `60L for monolith at Kma
(From p-1) Taking note of such action, Lanutoshi maintained that the government was rather trying to create more problems instead of trying to solve the issue. The chairman further clarified that the land dispute between Agriculture department and DVC and the proposed site for monolith were two different issues which the government seemed to be mixing up. The land dispute issue may even take years since it was a civil case but erection of the monolith was urgent since the youth of the village wanted to complete the task before its golden jubilee celebration due in October, he added. Lanutoshi disclosed that DVC would be holding a meeting with all the tribal hohos, village council members and youths to chalk out the means to resolve the issue.
Not averse to separate solution: TCLP forum
(From p-1) The forum further said that some Naga political groups and civil societies have categorically and repeatedly appealed for a “best acceptable and honourable political solution” for the “people of Nagaland or mainland Nagaland” to the government of India at various levels. It however, said that since they have clearly expressed their desire for an exclusive solution, it cautioned that any solution to the Indo-Naga issue in TCL area would be like “jumping from a frying pan to a fire”. Further, the forum lamented that the successive governments in Nagaland or civil societies after 1963 and till date, did not even try to enquire about them.

The report, however, noted that as capital flows remained buoyant, it would put appreciation pressures on rupee and could lead to excess liquidity, which in turn would create challenges for the RBI to manage its monetary policy. But, RBI is not likely to cut policy rates and lower real rates to prevent further currency appreciation, as the central bank is following a flexible inflation targeting regime, the report said. “Hence, RBI monetary policy will only take into account the impact of currency appreciation on inflation into its policy decision, rather than tackling currency appreciation per se,” Morgan Stanley said. The RBI has already intervened in the currency markets in both spot and forward market to the tune of USD 3 billion and USD 17 billion, respectively, as of June 2017.

The amount was 41 per cent higher than that in the previous fiscal. Gross NPAs of the public sector banks rose to Rs 6.41 lakh crore at the end of March 2017 as against Rs 5.02 lakh crore a year ago. In order to check incidences of wilful default, RBI has tightened the norms and made it clear that promoter of the defaulting company cannot escape from his responsibility even if he is not a whole time director. As per earlier guidelines, a bank couldn’t label a non- whole-time director of a company as a wilful defaulter unless there was conclusive evidence that the individual was aware of the wilful default by the company and had not objected to it.
M U M B A I , Au g 2 0 (Agencies): Finance minister Arun Jaitley said on Saturday defaulters would now have to either pay up or make way for new entrepreneurs as the new bankruptcy law had reversed the debtor-creditor relationship. The finance minister also sought to assuage fears that businesses would come to a standstill during the insolvency proceedings. “The message in the legislation is now loud and clear; debtors will have to make sure their debts are serviced. Iran’s priority to protect N-deal from US: Rouhani
Pak must ensure its soil is not used for terror activities: US
T E H RAN , A u g 2 0 (Agencies): Iran’s President Hassan Rouhani said Sunday the top foreign policy priority for his new government was to protect the nuclear deal from being torn up by the United States. “The most important job of our foreign minister is first to stand behind the JCPOA, and not to allow the US and other enemies to succeed,” Rouhani told parliament, using the technical name for the 2015 deal that eased sanctions in exchange for curbs to Iran’s nuclear programme. “Standing up for the JCPOA means standing up to Iran’s enemies,” he said on the last day of debates over his cabinet selections. Rouhani indicated a week ago that Iran was ready to walk out on the nuclear deal if the United States continued to apply fresh sanctions. It has come under mounting pressure after Tehran carried out missile tests and Washington imposed new sanctions — with each accusing the other of violating the spirit of the
Hassan Rouhani agreement. But Rouhani has insisted the deal remains the preferred way forward, not least to help rebuild Iran’s struggling economy and create jobs. “The second responsibility of the foreign ministry... is to get involved in economic activities. It should help attract foreign investment and technology,” Rouhani said. He was addressing lawmakers ahead of votes of confidence on his ministerial choices. Rouhani, a political moderate, began his second term earlier this month after winning a resounding victory over a hardline challenger in May.
Islamabad, Aug 20 (PTI): Pakistan must ensure that its soil is not used for any terrorist attack against the neighbours, a top American General has said. US Central Command (CENTCOM) commander General Joseph Votel conveyed this to Islamabad during a visit this week. “In his discussions with Pakistani leaders, he emphasised that all parties must work to ensure that Pakistani soil is not used to plan or conduct terrorist attacks against its neighbours,” the US Embassy here said in a statement. General Votel underlined the need to further strengthen US and Pakistani military-to-military relations as the two nations work together to ensure greater regional security and stability. “This visit allowed the General to gain an increased understanding of the counter-terrorism and counterinsurgency efforts the Pakistani government has made over the years to achieve our shared objectives,” the statement said.

Dhaka’s Special Trial Tribunal Judge Momtaz Begum gave the order in the presence of several accused from the banned Harkat-ul-Jehad-al-Islami (HUJI), which has been accused of planting a 76-kg bomb, Xinhua news agency reported. The judge also sentenced one person to life imprisonment and nine others to 20 years in jail. Subject to confirmation of the apex court, the judge said the death row convicts would be executed by firing squad. The bomb was found when a stage was being set up at a college ground in Gopalganj district on July 21, 2000 where Hasina was to address an election campaign rally the next day. Of the 25 accused, HUJI chief Mufti Hannan was executed for the 2004 grenade attack on then British High Commissioner to Bangladesh. Defence lawyer Faruk Ahammad told reporters that eight accused were currently behind the bars, one had got bail while 15 others were fugitives.
ISIS used UK companies to finance terror: Report LON D ON, Au g 2 0 (PTI): The Islamic State terror group has used a network of companies operating out of Wales in the UK to finance terror plots, including the recent attacks in Spain, a media report said on Sunday. FBI documents seen by ‘The Sunday Times’ reveal that surveillance technology dispatched to Spain is believed to be linked to the development by the terror group of weaponised drones routed through the UK. Other purchases said to be routed through Cardiff in Wales include orders for “bug sweep units” and software to help launch rockets. US court documents seen by the newspaper show the lengths to which individuals involved with the Wales companies went to mask their alleged activities. One of the firms which shipped surveillance equipment to Madrid, Spain - appears to have been set up using the iden-
tity of a bogus director and shareholder called “Peter Soren”. The name is believed to be an alias for Siful Sujan, a Bangladesh-origin IT expert and businessman behind the companies, who left south Wales three years ago with his family to join the ISIS in Syria. He was later killed by a US drone strike in Raqqa, the terror group’s de facto capital. Sujan and his associates originally set up the Ibacs network of companies to offer website and printing services to restaurants and takeaways. They operated out of an office on Alexandra Gate business park at Tremorfa in Cardiff. But a probe involving the FBI in the US and British anti-terrorist police discovered that some of the companies became involved in more sinister activities after Sujan headed to Syria, where he was a senior figure in ISIS hacking operations and weapons development.
Iraq begins battle to retake Tal Afar Mosul, where US-backed government forces ended jihadist rule in July after a months-long battle. In June 2014, IS jihadists overran Tal Afar, a Shiite enclave in the predominantly Sunni province of Nineveh, on the road between Mosul and Syria. At the time it had a population of around 200,000, but local officials said it was now impossible to know the exact number still living inside the city as most are cut off from the outside world.
However, authorities have accused the approximately 1,000 jihadists in the city of using civilians as human shields during Iraqi and coalition air strikes earlier this week in preparation for the ground assault. Abadi said that Iraq’s paramilitary Hashed alShaabi forces would help various army, police and counter-terrorism units in Tal Afar. The umbrella organisation, which is dominated by Iran- backed Shiite militias, has already been fighting to retake a number

IS overran large areas north and west of Baghdad in 2014, but Iraqi forces have since regained much of the territory.

Damascus, Aug 20 (Agencies): Countries that want to reopen embassies in Damascus or resume ties with Syria`s government must end their support for Syria’s rebels, President Bashar al-Assad said on Sunday. “We are not isolated like they think, it’s their arrogance that pushes them to think in this manner,” said Assad in a speech to members of Syria’s diplomatic corps carried on state television. “There will be neither security cooperation, nor the opening of embassies, nor a role for certain states that say they want to find a way out (of Syria`s war), unless they explicitly cut their ties with terrorism,” he added. The United States and most European countries shut their embassies in Damascus after the government’s bloody crackdown on protests that erupted in March 2011.
LON D ON, Au g 2 0 (Agencies): Brexit minister David Davis called on the European Union on Sunday to relax its position that the two sides must first make progress on a divorce settlement before moving on to discussing future relations. After a slow start to negotiations to unravel more than 40 years of union, Britain is pressing for talks to move beyond the divorce to offer companies some assurance of what to expect after Britain leaves the EU in March 2019. This week, the government will issue five new papers to outline proposals for future ties, including how to resolve any future disputes without “the direct jurisdiction of the Court of Justice of the European Union (ECJ)”, Davis said. “I firmly believe the early round of the negotiations have already demonstrated that many questions around our withdrawal are inextricably linked to our future relationship,” Davis wrote in the Sunday Times newspaper.
Washington, Aug 20 (IANS): The wreckage of a lost US warship has been found 72 years after a Japanese submarine torpedoed it towards the end of World War II, the media reported on Sunday. A team of civilian researchers led by Microsoft co-founder Paul Allen discovered the USS Indianapolis’s wreckage on Friday on the floor of the Pacific Ocean, 18,000 feet below the surface, off the coast of the Philippines, reports CNN. “To be able to honour the brave men of the USS Indianapolis and their families through the discovery of a ship that played such a significant role in ending World War II is truly humbling,” Allen told the media late Saturday. “As Americans, we all owe a debt of gratitude to the crew for their courage, persistence and sacrifice in the face of horrendous circumstances... Our search for the rest of the wreckage will continue.” The Indianapolis sank in 12 minutes, making it impossible for it to send a distress signal or deploy lifesaving equipment, CNN quoted. Before the attack, on July 30, 1945, it had just completed a secret mission delivering components of the atomic bomb used in Hiroshima that brought an end to the war in the Pacific, according to the Naval History and Heritage Command in Washington.

David Davis “Both sides need to move swiftly on to discussing our future partnership, and we want that to happen after the European Council in October,” he wrote, saying the clock was ticking. EU officials have said there must be “sufficient progress” in the first stage of talks on the rights of expatriates, Britain’s border with EU member Ireland and a financial settlement before they can consider a future relationship. That has frustrated British officials, who say
that until there has been discussion of future ties, including a new customs arrangement and some way of resolving any future disputes, they cannot solve the Irish border issue or financial settlement, two of the more difficult issues in the talks. “There are financial obligations on both sides that will not be made void by our exit from the EU,” Davis wrote. “We are working to determine what these are - and interrogating the basis for the EU’s position, line by line, as taxpayers would expect us to do.” He said the Brexit ministry would “advance our thinking further” with the new papers next week. On the role of the ECJ, Davis said Britain’s proposals would be based on “precedents” which do not involve the “direct jurisdiction” of the court, which is hated by many pro-Brexit ministers in the governing Conservative Party.

Ties have remained severed throughout the brutal civil war that followed, which has since killed more than 330,000 people. But in recent months there have been reports that Western countries could be seeking to quietly resume ties. In May, the pan-Arab newspaper Al-Hayat reported that French President Emmanuel Macron was considering revisiting the decision to shutter Paris`s embassy, though the Quai d`Orsay denied it. France has been a leading backer of the Syrian opposition since 2011, and has regularly called for Assad`s departure. Assad’s government has recovered large swathes of territory from rebels and jihadists in recent months, its advances enabled by the start in September 2015 of a Russian military intervention to bolster regime troops.

Bag hda d, Au g 2 0 (PTI): Iraqi Prime Minister Haider al- Abadi announced early on Sunday the start of a battle to retake Tal Afar, a key Northern Iraqi bastion of the Islamic State (IS) group and one of their last remaining strongholds in the region. The announcement comes a month after the capture by Iraqi forces of second city Mosul further east in a major blow to the jihadists. In a televised speech, Abadi, dressed in military uniform and standing in front of an Iraqi flag and map of the country, announced “the start of an operation to free Tal Afar”. “I am saying to Daesh that there’s no choice other than to leave or be killed,” he said, using an alternative name for IS. “We have won all our battles, and Daesh have always lost,” he said, telling the country’s troops that “the entire world is with you.” Tal Afar is located 70 kilometres (43 miles) west of

wearing fake explosive belts. An extensive security operation including roadblocks was mounted overnight across Catalonia. The Islamic State (IS) group claimed responsibility for the attacks, believed to be its first in Spain. The terror cell in Spain reportedly comprised at least 12 young men, some of them teenagers. Investigators are seeking to unravel the role of an imam, Abdelbaki Es Satty, who is believed to have radicalised many of the youths from a small town called Ripoll, at the foot of the Pyrenees. Several of the suspects - including Abouyaaqoub grew up or lived in the town of about 10,000 inhabitants. Yesterday, police raided the imam’s apartment in Ripoll, his flatmate, who would only identify himself as Nourddem, told AFP. Spanish media quoting police sources, said the officers were looking for DNA traces in the apartment to compare with body parts found in an explosion in a home in Alcanar, about 200 kilometres (120 miles) south of Barcelona, where the alleged jihadists were believed to have been building bombs.

Spain mourns attack victims as probe zeroes in on imam
Barcelona, Aug 20 (Agencies): Grief-stricken Barcelona paid homage on Sunday to victims of two terror assaults at a mass in the city’s Sagrada Familia church, as investigators turned their focus to a missing Moroccan imam believed to have radicalised the young attackers. King Felipe, Prime Minister Mariano Rajoy and Catalonia’s president Carles Puigdemont led the ceremony mourning the 14 people killed by jihadists who used vehicles to mow down pedestrians in Barcelona’s Las Ramblas boulevard on Thursday and in the nearby seaside resort of Cambrils early Friday. “These have been days of tears, many tears,” said auxiliary bishop Sebastia Taltavull. Outside the church, snipers were posted on rooftops surrounding the landmark building by Gaudi, while heavily armed police stood guard as hundreds of people gathered under grey skies. Catalonia resident Teresa Rodriguez said she had turned up to pray for the victims. “What happened in Las Ramblas is really hard for us, we go for walks there often, it could have happened to me, my children or

The organisers said they witnessed a much bigger participation in this edition despite rain in the city. The event also had an interesting aspect of ‘Booking A Shoulder’, through which the concertgoers could get a better view of the performances on stage. For Abhijit Singh, a 30-year-old IT professional from the city, the event helped in letting him take part in a run which he otherwise would not have on a weekend. “Bringing a music festival along with the run makes many young people who otherwise don’t pay attention to fitness want to take part in it. It was a fun way of taking part in a 5-km run,” he said. “It brings together the aspects of fitness and music, making both young and the old interested,” Singh added. This global event has already been held across 25 cities with a participation of over 100,000 music runners along with many international live artist performances.

enowned stand-up comedian, actor and civil rights activist Dick Gregory has passed away. He was 84. Gregory died here on Saturday. His death was confirmed by his family in an Instagram post, reports variety.com. “The family appreciates the outpouring of support and love and respectfully asks for their privacy as they grieve during this very difficult time,” read a post from his son Christian Gregory. Gregory was active on the stand-up and public speaking circuit on and off for more than a half-century.
He had been making comedy appearances until he was hospitalised on August 9. He made his mark in the early 1960s as a rare African-American comedian who was successful in nightclubs geared to white audiences. Gregory is survived by his wife Lillian and 10 children. Here is how Hollywood reacted: Ava DuVernay shared a quote of Gregory’s and captioned it, “You taught us and loved us. Thank you, #DickGregory.” John Legend, who produced the off-Broadway play Turn Me Loose — in which Emmy-winning actor Joe Morton (Scandal) portrayed Gregory — tweeted, “Dick Gregory lived an amazing, revolutionary life. A groundbreaker in comedy and a voice for justice. RIP.” Bill Cosby fired off several tweets, praising Gregory’s work, saying it showed “education, intelligence, and was inclusive of humanitarianism along with great timing.”

indi film ‘Toilet: Ek Prem Katha’, which attempts to spread the message of eradicating open defecation in an entertaining vein, surpassed the Rs 100 crore on the eighth day since its release in India, its makers said on Saturday. Directed by Shree Narayan Singh, the film features Akshay Kumar, Bhumi Pednekar and Anupam Kher in key roles. “Day 8: Akshay Kumar’s Toilet: Ek Prem Katha crosses Rs 100 crore,” said a statement issued on behalf of the film’s makers. Bhumi, who
plays the role of a woman who demands a toilet in her husband’s house, is ecstatic. “Today is a special day and I really want to thank our audiences who laughed and cried with us, believed in us and gave us love. Stories with human characters influence children more: Report

hildren learn moral lessons more effectively from stories with human characters than with “cute” human-like animals, a new study has revealed. The study, carried out by researchers at the Ontario Institute for Studies in Education (OISE) at the University of Toronto, found that four to six-yearolds shared more after listening to books with human characters than books with anthropomorphic (humanlike) animals. The researchers found that since many kids in this study did not see these characters as similar to themselves, they may be less likely to translate social lessons from these stories into their everyday lives. “These findings add to a growing body of research showing that children find it easier to apply knowledge from stories that are realistic,” said Patricia Ganea, Associate Professor of early cognitive development at OISE. “Overall, children were

The role of the aspiring singer Insu has been played by Zaira Wasim, who earlier was seen alongside Aamir in “Dangal”. The film has been helmed by debut director Advait Chandan. “I would like to say Kiran and I feel we are so fortunate that such talented people have come to us with material that we have loved and it’s great for us to be able to make films, introduce films, give opportunity to creative talent like Advait,” Aamir said in a statement. more likely to act on the moral of the story when it featured a human character,” Ganea added. During the study, kids listened to a stor y with either hum a n o r humanlike animal characters who spoke and wore clothes. Each book taught children about sharing with others. Children’s altruistic giving was assessed before and after the reading. Most kids said the animals lacked human characteristics. The researchers said one of the reasons some children did not act generously was because they did not interpret the anthropomorphic animals as similar to themselves. The research-
ers also suggested that books with realistic characters lead to better learning for kids. “Books that children can easily relate to increase their ability to apply the story’s lesson to their daily lives,” Ganea said. “It is important for educators and parents to choose carefully when the goal is to teach real-world knowledge and social behaviours through storybooks.”
Weekend Box Office: ‘Hitman’s Bodyguard’ Eyes $21M
T
he Hitman’s Bodyguard is hitting the target at the domestic box office, where it grossed an estimated $8 million Friday from 3,377 theaters for a projected $20 million-$21 million debut, more than enough to win the weekend ahead of Steven Soderbergh’s Logan Lucky. Neither film lacks for star power, although it looks like another sluggish weekend overall as summer winds down, with revenue down as much as 30 percent over the same weekend last year. Hitman’s Bodyguard, an action comedy, follows the world’s top bodyguard (Ryan Reynolds) who is assigned a new client — an infamous hitman (Samuel L. Jackson) who must be protected until he can testify at a trial. It’s directed by Patrick Hughes (The Expendables 3). From Lionsgate, Hitman’s Bodyguard is succeeding despite a 38 percent rotten score on Rotten Tomatoes. Audiences gave it a B+ CinemaScore, compared to a B for Logan Lucky,
which conversely boasts a stellar 93 percent certified fresh RT score. While a critical darling, Logan Lucky — made outside the Hollywood studio system — is turning in a disappointing performance. The heist pic grossed an estimated $2.8 million from 3,031 locations Friday for a projected $7.7 million debut, one of the director’s lowest openings. It is his first film in four years after his previously announced “retirement.” Bleecker Street is releasing the heist pic on behalf of Soderbergh’s Fingerprint Releasing. Soderbergh raised $20 million to market the film so that he could manage the film’s trailers and other marketing materials. Starring Channing Tatum, Adam Driver, Daniel Craig, Riley Keough, Seth MacFarlane, Katie Holmes and Hilary Swank, Logan Lucky follows two brothers’ attempt to pull off a heist during a NASCAR race in North Carolina. The pic cost $29 million to make.

Atletico salvage draw against Girona
Jose Gimenez celebrates with Atletico coach Diego Simeone after scoring the equaliser against Girona during a La Liga match on Saturday.
M a d r i d, A u g 2 0 (Agencies): Atletico Madrid battled back from 2-0 down after a red card for Antoine Griezmann to salvage a 2-2 draw at newlypromoted Girona to start their La Liga campaign on Saturday. Tight security measures oversaw the first topflight match in Catalonia since two terror attacks in the region left 14 dead and hundreds injured in Barcelona and the nearby seaside town of Cambrils on Thursday and the early hours of Friday morning.

Concrete road blocks were mounted outside the Estadi Montilivi as in both attacks vans had been used to mow down pedestrians. However, a near capacity 13,500 crowd weren’t dissuaded from attending and thought the hosts were headed for a dream start to their first ever La Liga campaign. Christian Stuani took advantage of some slack marking at the heart of an Atletico defence shorn of the suspended Diego Godin to head home twice in three first-half minutes.
A t l e t i c o ’s h o p e s seemed to have gone when Griezmann was controversially dismissed 23 minutes from time. The French international appeared to have been clipped by Gorka Iraizoz as he rounded the goalkeeper, but was instead booked for diving and then shown a straight red card for his protests towards referee Juan Martinez Manuera. Despite their numerical disadvantage, Atletico responded heroically to salvage an unlikely point as Angel Correa blasted into
the top corner from outside the box 12 minutes from time. Jose Maria Gimenez completed the comeback when his header from Koke’s free-kick caught Iraizoz in no man’s land. “Many at 2-0 down in the first-half would have thought the game was over,” said Atletico boss Diego Simeone. “When we went down to 10 men that thought would have been doubled, but the team kept going in the same way they have the past few years with effort, a never say die attitude and kept going until the end.” The visitors still had their own goalkeeper Jan Oblak to thank as the Slovenian produced an outstanding reflex save to prevent Manchester City loanee Olarenwaju Kayode from netting a last-minute winner. Atletico didn’t lose any ground on their likely challengers to once again be Spanish football’s third force behind Real Madrid and Barcelona as Sevilla were held 1-1 at home by Espanyol. Clement Lenglet bundled the hosts in front from a corner midway through the half, but Leo Baptistao levelled 10 minutes before half-time. Sevilla also ended with 10 men as Ever Banega was sent-off following an angry exchange with the referee.
Vikas let off with warning for Asian C’ships forfeiture
Vikas Krishan
NEW DELHI, Aug 20 (PTI): World Championships-bound Indian boxer Vikas Krishan has been let off with a warning for forfeiting his Asian Championships semifinal bout earlier this year, marking an end to the disciplinary inquiry against him. T h e m i d d l ewe i g h t (75kg) boxer, who was the top seed in the Asian meet in Tashkent, had given a walkover to Korean Lee Dongyun in the semifinal during the April 30 to May 7 event. The 25-year-old, a former World Championships bronze- medallist, is currently in Hamburg, Germany with the eight- member Indian team which will compete in the upcoming edition of the mega-event, starting August 25. “He has been given a warning for what happened and the matter is now closed. The disciplinary panel spoke to him and we came to the conclusion that a warning would suffice,” a top Boxing Federation of India (BFI) told PTI on condition of anonymity.
Barcelona issue Coutinho deadline
M a d r i d, Au g 2 0 (Agencies): Barcelona have issued Liverpool an imminent deadline to accept their latest bid for Philippe Coutinho or they will withdraw their offer for the Brazilian, according to Guillem Balague. Liverpool rejected a third bid of £113m for Coutinho on Friday afternoon and insist they have no intention of selling the 25-year-old this summer. Barcelona are keen to sign reinforcements after losing Neymar to Paris Saint-Germain and have highlighted both Coutinho and Borussia Dortmund winger Ousmane Dembele as potential replacements at Camp Nou. However, after seeing a number of bids rejected by Liverpool, Barcelona have now issued the Reds a deadline of 7pm on Sunday afternoon to accept their latest offer, according to Balague. “We reported on Friday that Liverpool had rejected the third offer from Barcelona and an email was sent back [to Liverpool] from Barcelona saying, ‘okay, you rejected that - if you don’t accept it I must tell you that there is a deadline of today, Sunday - 7pm. Otherwise we withdraw the offer’,” said Balague. “I think Liverpool have got no intention of

answering that email from Barcelona, which in theory means that’s the end of that. That’s the end of the story of Coutinho moving to Barcelona. You never know in football of course but if Barcelona are true to their word they will withdraw the offer tonight because Liverpool have got no intention of selling.” Barcelona have made more headway in their pursuit of Dembele with Dortmund already admitting they are willing to sell the France international for the right price. Nice midfielder Jean Seri is also expected to the join the five-time European champions in the coming days as Ernesto Valverde looks to build his
own squad at the Camp Nou. “They have known for a while that Liverpool don’t want to negotiate,” said Balague. “In fact, Liverpool have not sat down at the negotiating table all summer, they had no intention of it as they said publically.” “Barcelona have had to start looking elsewhere. They’ve looked at [Jean] Seri, the midfielder from Nice, someone they want to put their money on and of course [Ousmane] Dembele. They have the impression that Dembele is a possibility, and if they go for Dembele and Seri they won’t actually have the money to sign anybody else anyway.”

‘Bud’, started the unification bout only marginally better, landing some crisp shots as he battled with Indongo, 34, for the centre of the ring in a tentative opener. The fight, though, sparked into life in the next as the American quickly ceased control and dropped his southpaw opponent with a sharp, chopping left hand, after several right hooks had landed cleanly. The Namibian regained his senses and fought to reach the end of the round, but, at almost ultimate ease, ‘Bud’ continued to dominate as the fight entered its third stanza. The finish came via a huge body shot that left Indongo sprawled on the canvas in agony unable to beat the count.

India rout SL by 9 wickets
Dambulla, Aug 20 (IANS): Power-packed innings from Shikhar Dhawan and skipper Virat Kohli guided India to a comfortable nine-wicket victory over Sri Lanka in their first One Day International (ODI) at the Rangiri Dambulla International Stadium here on Sunday. Dhawan slammed 132 runs in 90 balls while Kohli smashed 82 runs off 70 deliveries. Both players forged a 197-run partnership for the second wicket, the highest in Sri Lanka against Sri Lanka. It all went good for India in this match. After a little bit of punishment initially, their bowlers bounced back in style to restrict the hosts for 216 and then Dhawan and Kohli applied themselves perfectly to chase down the total with 21.1 overs (127 balls) remaining. This also helped them to record their biggest win, in terms of overs to spare, for a target of over 200. Coming in to chase a relatively low total, openers Rohit Sharma and Dhawan started the innings on a steady note but Rohit failed to support the Delhi batsman for long as he was dismissed in the fifth over with barely 23 runs on the board. Incoming batsman and skipper Kohli, along with Dhawan, then paced up the innings by thrashing the Sri Lankan bowlers
2.5 lakh people eyeball FIFA U-17 trophy in Delhi New Delhi, Aug 20 (IANS): Around 2.5 lakh people gathered at India Gate in the capital city here as the FIFA Under-17 World Cup trophy was displayed. Talking about the crowd participation, Tournament Director Javier Ceppi said: “It’s been a fantastic start to the Trophy Experience. We have had over 200,000 people in Delhi who have had the opportunity to see the FIFA U-17 World Cup. This is a massive promotional push and we’ve done it in a space that is extremely significant. “India Gate is a landmark that resonates well because it honours heroes of India and we feel that people have responded quite nicely to it. They are very excited to see the Trophy. They’re also very excited that the tournament is coming, and now, with the ticket sales going well, they need to pick up tickets or else they might miss the chance to see India play.”

all around the park. It was raining boundaries in the ground and stopped only after they reached the target. Dhawan slammed 20 boundaries and three sixes while Kohli hit 10 boundaries and one six. Earlier, Sri Lanka wasted a good start to allow Indian spinners to bounce back in style and restrict the hosts to 216. For Sri Lanka, openers Niroshan Dickwella (64) and Anjelo Mathews
(36 not out) were the major contributors to the cause. After Indian skipper Virat Kohli won the toss and put Sri Lanka in to bat, Dickwella and Danushka Gunathilaka gave the perfect start to their team as both forged a 74-run partnership in 14 overs before the latter was sent back to the pavilion by leg-spinner Yuzvendra Chahal (74/1). Unperturbed by the fall of Gunathilaka’s wicket, incoming batsman
Kusal Mendis (36) along with Dickwella continued the pace and built up a 65run stand for the second wicket. But just when things seemed good in the middle, Dickwella was adjudged leg before wicket off Kedar Jadhav in the 25th over (139/2). Anjelo Mathews (36 not out) somehow managed to stick at the wicket but lack of support from the other end resulted in a low total for the hosts. Mathews apart, other middle-order batsmen Upul Tharanga (13), Chamara Kapugedera (1) Wanidu Hasaranga (2) scored a total of 16 runs only. Lower-order players Thisara Perera (0), Lakshan Sandakan (5) and Lasith Malinga (8) tried to make up for the middleorder collapse but failed and thus, after a perfect start, the Islanders were restricted to 216. For India, left-arm spinner Axar Patel scalped three wickets while Bumrah, Chahal and Jadhav took two wickets each. Brief scores: Sri Lanka: 216 all out in 43.2 overs (Niroshan Dickwella 64, Kusal Mendis 36, Angelo Mathews 36 not out; Jasprit Bumrah 3/34, Axar Patel 3/34) India: 220 for one in 28.5 overs (Shikhar Dhawan 132 not out, Virat Kohli 82 not out).

New Delhi, Aug 20 (IANS): Seasoned Indian golfer S.S.P. Chawrasia, a winner of six international titles including four on the European Tour, has been nominated for the prestigious Arjuna Award, it was announced on Sunday. A selection panel appointed by the Sports Ministry had recommended the golfer’s name along with 16 other sportspersons about two weeks back. Chawrasia’s nomination was finally confirmed when he received an email from the Sports Ministry on Friday night. The Kolkata-based golfer, currently ranked sec-
ond on the Asian Tour Order of Merit, will receive the award from the President at a ceremony at the Rashtrapati Bhavan here on August 29. Chawrasia is now set to become the 19th Indian golfer and the 10th Professional Golf Tour of India (PGTI) member to be conferred the Arjuna Award. PGTI members who have won the Arjuna Award in the past include Ali Sher (1991), Amit Luthra (1996), Harmeet Kahlon (1997), Jeev Milkha Singh (1999), Shiv Kapur (2002), Jyoti Randhawa (2004), Arjun Atwal (2007), Gaganjeet Bhullar (2013) and Anirban Lahiri (2014).
Chawrasia, the Indian Open champion for the last two years running, joins the illustrious list of Arjuna Awardees thanks to his extraordinary performances at the international level over the last decade. Chawrasia, the only Indian after Jeev Milkha Singh to have won four events on the European Tour, has also represented India in international team events such as the Rio Olympics and in World Cup last year. He was also part of Team Asia at the EurAsia Cup 2016. The 39-year-old, who turned professional back in 1997, achieved a major milestone in his career when he secured his maiden overseas win in the Philippines towards the end of last year. The Golfer had enjoyed a career-best third place finish on the Asian Tour in 2011. He will be looking to improve upon that record in the 2017 season as he is currently placed second on the money list in Asia.
Ghosh-Sathiyan settle for silver at Bulgarian Open TT Pa na g y u r i s h t e , Aug 20 (IANS): The Indian table tennis pair of Soumyajit Ghosh and G. Sathiyan came close to toppling the top-seeded Japanese duo of Jin Uda and Maharu Yoshimura in the men’s doubles final of the Seamaster 2017 World Tour Asarel Bulgaria Open here on Sunday but settled for the silver. The experienced Japanese pair overcame a tough fight from the Indians to win 11-13, 11-7, 11-4, 6-11, 11-5 to take home their second title. the Indians played well in the opening game. Despite trailing initially, the Indians staged a fine recovery to win the game. Uda and Yoshimura played steadily to win the second game. They took the third one rather easily to take a comfortable lead, but the Indians came back aggressively in the fourth, maintaining a four-point lead almost throughout. But the Japanese allowed very little liberty in the decider as they led 3-1 straightaway. The Indians failed to keep up the tempo even as the Japanese upped the ante to quickly pull the rug from under their feet. For Ueda and Yoshimura this was second title in three World Tour final appearances following victories at the 2013 Japan Open and 2017 China Open.

Alonso brace stuns Spurs
Chelsea players embrace Marcos Alonso after the Spanish left-back scored the second goal.
Lo n d o n, Au g 2 0 (Agencies): Marcos Alonso scored twice to hand Chelsea their first points of the 2017/18 Premier League season as they saw off Tottenham 2-1 at Wembley Stadium on Sunday. The reigning Premier League champions led at half-time through Alonso’s stunning free-kick, only for Batshuayi to head into his own net eight minutes from time to send the home fans into raptures. However, the celebrations were short-lived as Chelsea fired back in the final few minutes of regulation time, Alonso this time striking low to beat Hugo Lloris and earn the Blues their first win of the campaign following their opening weekend defeat to Burnley. The Blues made the most of their first-half chances and opened the scoring midway through the
first-half, Marcos Alonso curling a brilliant free-kick over the wall and into the very top corner of the net. Spurs came agonisingly close to an equaliser four minutes before half-time as Dele Alli skipped through the midfield before laying off to Harry Kane, who cut inside before angling a powerful shot against the base of the post. New Chelsea signing Alvaro Morata came close to marking his full Premier League debut with a goal with 70 minutes gone after showing quick feet to work a shooting space in the area, only to have his effort deflected behind for a corner. Antonio Conte’s men came even closer three minutes later as Willian’s rasping low drive crashed off the base of Hugo Lloris’ post, with no blue shirts around to follow up on the rebound. Those misses looked as though they would even-
tually prove costly as the Blues gifted their rivals the equaliser eight minutes from time as Batshuayi could only head Christian Eriksen’s whipped free-kick past Thibaut Courtois and into the back of his own net. However, with three minutes of regulation time the visitors regained the lead, Alonso grabbing his second of the day after being played into the area before rifling home a low drive under the body of Lloris. Earlier, Huddersfield made it two wins out of two at the start of its first Premier League season by beating Newcastle 1-0, condemning its fellow promoted team to a second successive loss. Australia midfielder Aaron Mooy scored in the 50th minute, curling in a shot from 18 yards (meters) following a one-two with Elias Kachunga to secure the victory for David Wagner’s team.
Juventus open title defence with 3-0 win Milan, Aug 20 (Agencies): Juventus launched their bid for a seventh successive Serie A title with a routine 3-0 home win over Cagliari. Mario Mandzukic, Paulo Dybala and Gonzalo Higuain all found the net in a comfortable victory, although Diego Farias missed a penalty for the visitors. Juve needed just 12 minutes to take control, Mandzukic drilling home with a low shot after good approach play from Stephan Lichtsteiner. Dybala curled wide from distance as Juve continued to push for a second goal, but the hosts were quickly pinned back as Cagliari rallied. First Farias saw a sound effort well saved, then Paolo Farago blasted well over the bar. And when Alex Sandro upended Duje Cop, Cagliari had a penalty and their finest chance for an equaliser. Farias’ spot-kick was saved comfortably however, and

after that Juve quickly regained control. Miralem Pjanic played in Dybala and the Argentina forward did the rest, firing into the top corner to double the hosts’ lead. Dybala hit the bar after good work from Cuadrado as Juve picked up the pace after the break. Sandro then atoned for conceding the penalty by teeing up Higuain for Juve’s third, with the Argentina hitman slotting
home with ease. Fr a n c e m i d f i e l d e r Blaise Matuidi joined the fray late on for his Juve debut, fresh from his midweek switch from Paris SaintGermain. The new recruit laid on one long-range effort for Dybala, but the hosts wound up happy to settle for their three goals. Napoli started the season in confident form also, beating promoted Hellas Verona 3-1; Samuel Sou-
prayen’s own goal after 32 minutes gave visitors Napoli the dream start. Goals from Arkadiusz Milik and Faouzi Ghoulam put Maurizio Sarri’s men even further in front, before Elseid Hysajs’ rash foul on Daniel Bessa earned him an early bath the hosts a spotkick. Giampaolo Pazzini converted the penalty with seven minutes remaining, but it was little more than a consolation.

Very soon something very very exciting coming up there. It is about football. NEUFC is not just a club. It is a platform to reiterate the voice of North East,” the actor said. NEUFC has conducted scouting across Assam, Meghalaya, Mizoram and Manipur and selected 48 kids for training them at the residential academy. Asked about merger of I-League and ISL, Abraham said it does not look possible at present, but a has to be taken by the higher management.
