3 NE States asked to chart out plan to control pollution
D I M A P U R , AU G 1 9 (NPN): Tension heightened in Diphupar village and its surrounding areas after police dismantled the structures for erection of memorial monolith outside Agri Expo gate, 4th Mile here Saturday, in memory of the two youths- Khriesavizo (Avizo) Metha and Bendangnungsang Longkumer, who were killed in the police firing on January 31, 2017. A member of Diphuar Village Council claimed that an agreement was signed with the government pertaining to the monument. “This land belongs to the village and it is wrong (for the police) to just storm in and demolish the monument when an agreement has already been signed”, he said. According to another village member, the funds for erecting the monument were collected from members of the village. The member queried why was government trivial about a 15x15 plot of land, when the land itself did not belong to them? However, district administration official, who was at the site, told Nagaland Post that there
GUWAHATI, AUG 19 (AGENCIES): Laying emphasis on both micro level and regional strategies, the Central Pollution Control Board (CPCB) asked Assam, Meghalaya and Nagaland to make a joint action plan by August 30 next to control air pollution in “non-attainment” cities and towns. Head of the Air Quality Management Division of CPCB, Dr. P Gargava said the exercise for controlling air pollution should start with identification of the sources of pollution, followed by evaluation of control options, stakeholder sensitization and consultation, then an operational plan with clear roles and finally an institutional framework for implementation, monitoring and review. Since 2011, at least 94 cities have not met national air quality standards. Among them are Guwahati, Nagaon, Nalbari, Silchar and Sivasagar besides Byrnihat in Meghalaya and Kohima and Dimapur in Nagaland. These places have consistently recorded higher than acceptable particulate matter (PM10) levels.

have been three restraining orders, but the Diphupar youth had forcefully taken over the land. On asking why the structure was being dismantled when an agreement has been purportedly signed, the official said they were just following orders. Further, official sources pointed out that following a complaint petition by joint director (Agri-Expo) regarding erection of signboard at the departmental land, the Additional Deputy Commissioner (ADC) Dimapur, Sara S Jamir, on July 25, 2017 issued an official order, which asked Diphupar
Village Council to exercise restrain from taking up any developmental activities on the government land with immediate effect. In another official communiqué to the principal secretary & commissioner dated August 17, 2017, the secretary home, Rovilatuo Mor, requested the former to convey to the chairman Diphupar Village Council the decision of the government not to allow erection of such memorial monolith at the proposed Agri-Expo site. Diphupar youth expressed anguish over the “abrupt change of heart” of
the government and stated that they would soon come up with an ultimatum. The situation in the area was tense from the time police arrived to stop ongoing works and remove all structures. It may also be pertinent to point out that the JCC and NTAC which spearheaded the agitation against the government for rushing to implement 33% women reservation, have undertaken the task of construction of a public memorial park at the very location where the bodies of the two youths were buried in Kohima near Old MLA Hostel.

More casualties are feared as a number of passengers are said to have been trapped in the derailed coaches. With nightfall adding to difficulties, the railways were engaged in a grim battle for rescuing those trapped by deploying heavy gas cutters and other equipments to break open into the coaches. “Twenty-three people have died, and 400 are injured,” the Uttar Pradesh Director General of Police office said in a release. The accident occurred around 5.45 p.m. when 14 coaches of the Puri-Haridwar Kalinga Utkal Express bound for Haridwar derailed in Khatauli in Meerut-Saharanpur Division. could be seen mounted on another while another coach had crashed into a building along the tracks. Railway spokesperson Anil Saxena said that 14 of the coaches had derailed, while the state police chief ’s press release said eight coaches had derailed. Police and railway officials said they were keeping all options open when asked whether there could be a terror angle in the accident. The railways and the police summoned all equipments including heavy lift cranes and gas cutters to access the affected coaches and cut through them to bring passengers to safety. The National Disaster Response Force (NDRF)
also rushed forces to join the rescue operation. A team of the ATS of the state police has been rushed to the accident site, an official told IANS. The team headed by DSP Anoop Singh will probe any terror angle into the rail accident. NDRF teams have also been rushed to the accident site. Chief Minister Yogi Adityanath spoke to principal secretary (Home) Arvind Kumar and the Muzaffarnagar district magistrate (DM) and directed them to ensure prompt rescue and relief operations at Khatauli. ACAUT asks FD and RD to clarify Serve and help the needy: Governor tells IRCSN on Rs.1188.79 cr MGREGA fund Correspondent
DIMAPUR, AUG 19 (NPN): ACAUT Nagaland has slammed the frequent rhetoric and “lies of the council of ministers and the MLAs” who have been lamenting that Nagaland government has no money when it disclosed that a whopping amount of Rs.1188,79,10,000 was released by the Finance department to the Rural Development department during 2016-17. Exposing the monumental and blatant corruption which has been the hallmark of the government of Nagaland’s unwritten policy in all spheres, ACAUT said the money was released under MGNREGA. Out of the total sum, it said Rs.591,10,80,000 was drawn during April to October 2016. Again another huge amount was drawn on May 1, 2017 for the subsequent period 2016-17. Further, ACAUT claimed that all villages in Nagaland have been complaining that they were paid only three or four man-day wages under MGNREGA, while both the Finance department and the RD Department seem to be “in honeymoon period.” In the light of the above stated points, ACAUT has demanded a public clarification from the departments:
1. It has demanded to know from the Finance department whether it was “indulging in double withdrawals” as some of the documents seemed to indicate. 2. ACAUT asked the RD Department as to why it has released only 3 to 4 man-day wages for the whole year when the government of India had released such a colossal amount? 3. ACAUT also asked the Finance department to clarify on the actual amount released for the year 201617 for MGNREGA programme since it (ACAUT) suspects that the money released was much higher than the projected Rs.1188 crore. Since the chief minister holds the Finance portfolio, ACAUT has demanded clarification for the Naga people as to whether such a huge sum of money was utilised when the villagers were paid only 3 to 4 man-day wages? ACAUT also demanded that chief minister T.R. Zeliang “should not allow Nagas to conclude, that this colossal amount has been siphoned off for personal gains or to be utilised in the next 2018 elections.”
KOHIMA, AUG 19 (NPN): Nagaland Governor and president of Indian Red Cross Society Nagaland (IRCSN), PB Acharya, on Saturday said it was a privilege to be involved in the Red Cross movement that reaches out to vulnerable people. Speaking at the 31st annual general meeting 2016-17 of IRCS Nagaland Branch at Raj Bhavan, Acharya urged the members to find new methods to help the society, saying the whole objective of the movement was to serve and help the poor. Acharya also advised the members to devise ways to help IRCSN serve its purpose more practically. At the meeting, the governor lamented the decline in number of IRCSN members and said that out of the 11 districts, 8 districts did not have any new membership this year. He suggested that
P.B. Acharya seen with T.R. Zeliang and Dr. S.I. Tushi Ao. (NP)
the college students, youths, NGOs should be encouraged to join the movement for spreading its humanitarian network. Reminding that the movement was universal and not confined to a particular time, race, religion or culture, the governor said the IRCSN should strive to reach out to more people across the State. Further, Acharya expressed discontentment with the poor service of the three IRCSN mobile vans including one hearse. Acharya said carrying just 28 patients in a year and transferring dead body to a morgue was not
enough. He said that since IRCSN was not a commercial body, it should rent out vehicles at minimum rate and help poor patients. Acharya also advised IRCSN to identify the centrally sponsored schemes and reach out to the poor people and help them receive the benefits of those schemes. In his address, state chief minister and IRCSN vice president, T.R. Zeliang lauded IRCSN for making huge strides in taking up various social service-oriented and humanitarian activities across the state. Zeliang said the patrons and members
Floods behind spike in vegetable prices Rio re-designated as NPF Staff Reporter
D I M A P U R , AU G 1 9 (NPN): The recent marauding floods that have wreaked havoc in most parts of the country have severely affected transportation of goods and essential commodities to Nagaland, leading to scarcity of vegetables in the local market areas and abnormal price hike. Owing to such shortage, the prices of vegetables in Nagaland have driven both retail and wholesale inflation higher. Talking to Nagaland Post on Saturday, some of the vendors at New Market, Dimapur lamented that supply of vegetables were affected due to the floods. Road and railway transport have been adversely affected because of which there has been shortage of supply, one of the vendors said. According to DMC’s Market Retail Control, there

was nothing that the government could do since the sole reason behind price hike was due to shortage of supply. Supplies to the market have been affected mainly due to disruption of roads in different parts of the country, as well as damage in crops due to the floods, an
official said. However, once the situation improves the prices will stabilise, the official added. In Dimapur, the vendors were selling vegetables at different prices. A vegetable vendor in New Market said they were compelled to buy commodities at higher
rates due to unavailability of adequate stock. As noted on Saturday, the price of 1 kg tomato was Rs. 80 as compared to Rs. 50 earlier; price of 1 kg lao (gourd) which was Rs. 40 was up by Rs 50; price of 1 kg green chilly which was Rs. 60 had gone up by Rs.100 and price of 1 kg of garlic which Rs. 100-120 was now around Rs. 180. Tiamenla, a customer, told this Reporter that she had to face the brunt of price hikes every now and then, just for a pot of boiled vegetables. Another customer expressed utter dismay over the sudden price hike. He asked the Dimapur Municipal Council or district price control authorities to take stock of the situation and come up with a uniform price ceiling during such times and to have a contingency plan to meet the exigencies.

Meghalaya HC directs govt not to fell trees Shillong, Aug 19 (PTI): The Meghalaya High Court has ordered the state government to stop felling of more trees till further orders. A division bench comprising Chief Justice Dinesh Maheshwari and Justice V P Vaish gave the direction, while hearing a plea filed by a lawyer. The bench also ordered that if any particular tree was in a such a condition that its cutting was necessary, it should be informed to the court in the form of an affidavit by the forest officer concer ned. The s t a t e g ove r n m e n t h a s began an exercise to cut trees and identified 550 trees in Shillong which are reportedly posing threat to public life. Government advocate P Agarwal said a tree on the Raj Bhavan premises was not found to be of any concern during a survey in June, but it fell during rains causing death to three people on August 12.
The chief minister added that his government was fully aware of the issues besieging the state and was putting in serious effort to resolve all the issues before people resort to any agitation. Therefore, no organization or individual should hold the Government to ransom to fulfill any demand, he warned. While asserting that a government is meant for all the communities, the chief minister cautioned anyone
indulging in communalism to take political mileage. “Government does not belong to any community or region, and it ought to work towards bringing unifor m development across the state,” he said. Manipur would not be able to march forward towards progress if people keep on remembering and discussing the past mistakes, said Singh. “It seems we are talking only about the words written in the Bible, Quran or Veda but we
don’t have the notion of forget and forgiveness,” the chief minster said while questioning “What is the use of reading these holy books if we could not translate the advices in these books.” He said, “We need to keep away distrust and give up self-centric and community-centric ideas if we aspire to project Manipur in the global race of development.” The chief minister expressed hope that the civil society organizations would extend co-operation towards this end. Stating that Sadbhavana Diwas was being observed on the birthday of the country’s yo u n ge s t eve r P r i m e Minister, Rajiv Gandhi every year, Singh opined that the celebration have lots of significance in a state like Manipur where people of diverse communities have been living together harmoniously. Ministers, MLAs, top civil and police officers and government employees attended the function.

Gorakhpur deaths ‘govtmade tragedy’, says Rahul
Congress vice-president Rahul Gandhi during his visit to Gorakhpur on Saturday.
poor people can take their children (for treatment) and come back happily,” Gandhi said. He complimented the media for raising the issue. “...I want to thank them for this (highlighting the issue)...it is not a matter concerning Uttar Pradesh but is a national tragedy. It is indicative of the health care of the country,” he said. Earlier in the day, Adityanath also had hit out at Congress vice-president over his visit here, saying the ’yuvraj’ (prince) sitting in Delhi cannot make Gorakhpur ‘a picnic spot’. Adityanath, who launched a cleanliness campaign in the district to tackle the deadly encephalitis outbreak in the wake of death of 71 children at the BRD hospital here, also hit out at his predecessor and Samajwadi Party chief Akhilesh Yadav. “I feel that the shehzada sitting in Lucknow ..’yuvraj’ sitting in Delhi will not know the importance of this cleanliness campaign. They will come here to make it a picnic spot, we cannot permit it,” the chief minister said taking a jibe at Mr. Gandhi, before the Congress leader’s visit to Gorakhpur to meet the families of the victims.
Gorakhpur, AUG 19 (AGENCIES): Terming the deaths of scores of children at a state-run hospital here as a “government made tragedy”, Congress Vice President Rahul Gandhi said on Saturday that Chief Minister Yogi Adityanath should not try to cover up the matter. “All those whom I met told me that oxygen shortage led to the death of their children. Many families were given ambu bags (a manual resuscitator) and they pumped it for hours...It is very clear that it government-made tragedy,” Gandhi said. The government should take action in the matter and not try to cover it up, he said. It is absolutely clear that oxygen shortage and laxity were the reasons behind the tragedy, he told re-
porters after meeting family members of the victims. “The chief minister should not try to cover up (the matter) and action should be taken against the guilty. This is my message,” the Congress vice-president asserted. Gandhi said that he had visited the BRD medical college and hospital here earlier as well and had told Prime Minister Narendra Modi through the media that it needs funds as there were too many shortages. But no action was taken, he rued. There have been scores of encephalitis related child deaths in the BRD medical college hospital in recent days triggering a nation-wide outrage. “Modiji speaks of a new India. This kind of new India we do not want. We want hospitals where

Blue Whale effect: CBSE issues guideline to schools
Nitish Kumar
New Delhi, Aug 19 (AGENCIES): Now that the JD (U) has formally joined the BJP-led NDA, an expansion of Prime Minister Narendra Modi’s council of ministers appears next on the cards. Sources say modalities of making suitable space for Nitish Kumar-led party are “on the verge of completion”. Accommodating the JD (U) should not be a problem as many ministers in the BJP-led government at the Centre currently hold a dual charge. If the current formula based on the strength of the allies is adopted then the JD (U) could land a Cabinet position. The JD (U) has two MPs in the Lok Sabha but in the Rajya Sabha it has 10, including senior leader Sharad Yadav, who has charted a different course after Nitish’s recent decision.
New Delhi, AUG 19 (AGENCIES): The Central Board of Secondary Education (CBSE) has issued a circular to all schools asking them to install effective firewalls, filtering and monitoring software mechanisms in all the computers and regularly review filtering and blocking policies and procedures. The decision was taken days after the government issued direction to internet majors to remove links of the deadly Blue Whale Challenge — an online game in which the final task requires the player to kill self. The circular ‘Guidelines for Safe and Effective Use of Internet and Digital Technologies in Schools and School Buses’ has been issued to all the 18,000 affiliated schools across the country. “The potential of information technology as a valuable learning resource is immense. However, if children use the internet without safety awareness, they may fall prey to illegal activity or abuse such as cyber bullying, fraud or something even more serious. Hence, awareness
of internet safety norms is absolutely indispensable to make children free to explore knowledge without feeling intimidated. Increasing proliferation and sophistication of various electronic devices makes it all the more obligatory for schools to control and monitor their use by students,” reads the circular issued by CBSE. Schools have also been asked to draft a policy on the safe use of electronic devices and implement it. According to a senior CBSE official, they have also annexed the components related to safe internet usage that are available on the information security education and awareness website that are readily applicable to schools. This includes tips to stay safe on social networking sites for students. “Government has already issued directions for removing links of the Blue whale game. Schools have been asked to keep an eye on any unsolicited content whether it is games, social media site or anything that can be detrimental to the student,” said a CBSE official.
Cardiac patients in 30-40 age group rising in India: Report Hyderabad, Aug 19 (IANS): Cardiologists attending a global conference here have voiced concern over the growing numbers of cardiac patients in the age group of 30-40 years in India. The four-day ACVSA (Advanced Cardiovascular Solutions) India 2017 conference organised by the Facts Foundation, India in partnership with the Cardiovascular Research Foundation (CRF), USA, is being attended by over 1,500 delegates from India and abroad. According to the cardiologists, married people have a 14 per cent reduced risk of heart attack than those who are single or divorced. The data collected by cardiologists also shows
Rahul Potluri the link between breast cancer and cholesterol levels. Reducing cholesterol with statins can bring down the risk of breast cancer. The findings were announced by Rahul Potluri, Founder of ACALM (Algorithm for Comorbidites, Associations, Length of stay and Mortality) and
cardiologist, Aston Medical School, UK, here during the conference. Voicing concern over growing numbers of cardiac patients in the age group of 30-40 years in India, Potluri said “The reasons being rapid adoption to Western habits, in addition to our known predisposition to heart disease.” They plan to collate the data from individual hospitals for analysis. The data from Britain indicates that the Indian population there has 20 per cent greater chronic total occlusion of heart blood vessels than the locals and much younger patients are afflicted of the disease. Amongst Indians there is 30 per cent higher chance of diabetes than the Caucasian population.

Despite delay, AIADMK factions hint at merger
Chief Minister Edappady K. Palaniswami and former Chief Minister O. Panneerselvam in Chennai.
C h enna i , AU G 1 9 (AGENCIES): Talks on the merger of the two AIADMK factions are going on smoothly and a positive result is expected in a day or two, former chief minister O Panneerselvam said on After the much-anticipated merger of the All India Anna Dravida Munnetra Kazhagam’s two factions — AIADMK (Amma) and AIADMK (Puratchi Thalaivi Amma) — hit a roadblock on Friday, Tamil Nadu Chief Minister Edappadi K. Palaniswami and his predecessor O. Panneerselvam on Saturday said the reunion will take place in a day or two. Speaking in one voice, though at separate venues, the two leaders said negotiations for the merger were going on smoothly. While Mr. Palaniswami told mediapersons in Tiruvarur that
the merger would happen “shortly,” Mr. Pannerselvam was more specific, and said it would take place “in a day or two.” On Friday, the two factions were unable to agree on the terms for the merger as the OPS camp leaders could not reach a consensus, despite a marathon meeting lasting over four hours. The OPS camp has said that for the merger to happen, Mr. O. Panneerselvam has to be made party chief. “We are very clear that Mr. Panneerselvam should be the party chief,” said an AIADMK veteran, who participated in the marathon meeting on Friday evening. At the meeting, a few select leaders told Mr. Panneerselvam that he should head the party as the people may not accept their fight against the Sasikala family otherwise.
116 stranded crossLoC passengers to return home Jammu, Aug 19 (IANS): A total of 116 stranded residents of Pakistan-administered Kashmir will travel home on Monday, officials said on Saturday. Officials at the Chakan Da Bagh trade and travel facilitation centre in Poonch district directed all 116 stranded passengers from across the Line of Control to report at the sports stadium in Poonch on Sunday. “Since cross LoC trade and travel between Chakan Da Bagh and Rawalakot has remained suspended for the last two months because of the tension on the LoC in Poonch district, it has been decided that 116 stranded residents of Pakistan-administered Kashmir will be sent home via the Kaman Post on the LoC in Baramulla district. “These people had come to meet their relatives on our side of the LoC. “Officials at the Uri trade and travel facilitation center in Baramulla have been requested to provide logistic support so that these stranded passengers travel home on August 21,” said an official at Chakan Da Bagh. After 66 kg of heroin were seized from a vehicle that came to Uri trade and travel facilitation centre on July 22 with trade goods, cross-LoC trade between Uri and Chakote has also remained suspended.
Flood continues to wreak havoc; crores of people affected PAT NA / Lu c k n ow, AUG 19 (AGENCIES): There is no let up in the flood fury across eastern part of the country, especially in Uttar Pradesh and Bihar, as raging waters of the rivers originating from Nepal continue to cause havoc in vast areas. The death toll from drowning, collapsed houses and landslides triggered by monsoon rains climbed to around 578 on Saturday. Neighbouring Nepal and Bangladesh are also suffering due to the flood waters. Army soldiers and disaster management workers in the three countries have launched mammoth rescue efforts to evacuate and provide food and shelter to crores of affected people. In Bihar, two brothers, both teenagers, drowned in flood water in Motihari town area of East Champaran district, police said. At least 153 people have so far died in the state as swirling floodwaters submerged hundreds of villages and swept away homes. 1.10 crore people have been affected by the floods in 17 districts of Bihar, said Pratay Amrit, an official in state’s disaster management department. Nearly five lakh people are there in more than 1,300 state-run relief camps, he added. R a i lw ay o f f i c i a l s said on Saturday that the train network still remains breached in Kishanganj,
Katihar and Araria, among the worst affected districts. “The restoration work is going on on a war footing in all locations. As per the engineering estimate, full connectivity cannot be restored before August 28. However, to alleviate the problems of passengers wanting to leave from the northeast or come in and for the movement of goods the railways have been trying to make some arrangements,” Northeast Frontier Railway Chief Public Relations Officer P J Sharma said. In neighboring Uttar Pradesh, the death toll rose to 40 as floodwaters submerged entire villages after 13 small dams were washed away, state officials said. The Rohini, Gandak and Rapti rivers were flowing above the danger mark and could breach their banks, adding to the sense of urgency in evacuating people from low-lying villages, said government official Avnish Awasthi. A Central Water Commission (CWC) report said the Sharda river was flowing above the ‘red’ mark at Palia and near the danger mark at Shardanagar, while the Ghaghra was flowing well above the ‘red’ mark at Elgin Bridge, Ayodhya and Turtipar. The flood situation worsened after water was released from swollen rivers in Nepal that threatened to overflow, Awasthi said.
BJP in West Bengal takes up void left by Left, Cong KOLKATA, AUG 19 (AGENCIES): Bengal politics is taking a bipolar course with BJP fast occupying the space of the Left and Congress across the state. The defining trend is evident from the results of the recently held seven civic polls in which Narendra Modi’s party secured a 41.7% vote share in Jalpaiguri’s Dhupguri municipality for the first time, a spectacular jump from the 8.6% share in 2012. Dhupguri has a sizeable scheduled caste (Rajbanshi) and scheduled tribe population. It is 95km from Naxalbari, where BJP chief Amit Shah in April visited an adivasi family whose members were later forced to join Trinamool. Despite this, BJP has made inroads among Rajbanshis and SC/ST across the seven municipalities.

In terms of vote share, the party is ahead of the Left and Congress taken together in Haldia, Dhupguri and Panskura municipalities, and has come second in Durgapur and Nalhati. Its vote share is the same as that of the Left in Cooper’s Camp. The surge in BJP’s vote share is enough to put to rest the

debate over the Left-Congress handholding to keep BJP at bay in Bengal. Polls held under West Bengal State Election Commission have never been above controversy,
and the polls in question are no exception. The opposition’s clamour against rigging by Trinamool gains ground from the 43.4% hike in Trinamool’s vote share in Cooper’s Camp in Nadia compared to 2012, a 38.4% spurt in Haldia and a 26% spike in Durgapur. All these gains can’t be explained by Congress leader Sankar Singh joining Trinamool in Cooper’s Camp and Lakshman Seth leaving CPM in Haldia. In these places, Trinamool seniors Sankar Singh, Suvendu Adhikari and Aroop Biswas might have taken former CPM leader Anil Basu’s route in Hooghly’s Arambagh that once gave him the highest margins in Lok Sabha votes.

Nagaland Post Substance addiction

DailyDevotion Self-Awareness Come to Me… —Matthew 11:28 God intends for us to live a well-rounded life in Christ Jesus, but there are times when that life is attacked from the outside. Then we tend to fall back into self-examination, a habit that we thought was gone. Self-awareness is the first thing that will upset the completeness of our life in God, and self-awareness continually produces a sense of struggling and turmoil in our lives. Self-awareness is not sin, and it can be produced by nervous emotions or by suddenly being dropped into a totally new set of circumstances. Yet it is never God’s will that we should be anything less than absolutely complete in Him. Anything that disturbs our rest in Him must be rectified at once, and it is not rectified by being ignored but only by coming to Jesus Christ. If we will come to Him, asking Him to produce Christ-awareness in us, He will always do it, until we fully learn to abide in Him. Never allow anything that divides or destroys the oneness of your life with Christ to remain in your life without facing it. Beware of allowing the influence of your friends or your circumstances to divide your life. This only serves to sap your strength and slow your spiritual growth. Beware of anything that can split your oneness with Him, causing you to see yourself as separate from Him. Nothing is as important as staying right spiritually. And the only solution is a very simple one— “Come to Me….” The intellectual, moral, and spiritual depth of our reality as a person is tested and measured by these words. Yet in every detail of our lives where we are found not to be real, we would rather dispute the findings than come to Jesus.

Post-mortem
Vol. XXVII NO. 255 Dimapur, Sunday, August 20, 2017
espite growing awareness among people regarding the dangers of drug addiction, the problem is instead growing at a phenomenal rate all over India. States in the north east region, particularly Manipur, during the past decades had earned a dubious distinction of having a very huge number of IDUs and also the highest ratio of HIV/AIDS prevalence in the country. Against the backdrop of heighten awareness programmes, drug addiction continues to surreptitiously creep into communities throughout the country, even in the rural hinterland. Much has changed over the decades where drug addiction is now called substance abuse or chemical dependency and a drug addict simply known as “person with a substance use disorder”. Earlier an HIV patient was one afflicted with the virus but today it is People Living With HIV/AIDS. These nomenclatures arise out of a need to be politically correct. Substance abuse involves a whole range of chemicals, drug combinations and pharmaceutical products, ganja, opium and alcohol etc. New entrants to the field are party drugs like ecstacy, LSD, yaba, while a dangerous trend is the abuse of commonly available industrial solvents like dendrite and erazex. The latter “volatile inhalants” are popular with street kids and school children, some as young as six years. The factors responsible for the alarming growth of substance abuse are many- economic, physical, psycho spiritual or environmental. However, the moot point is that drug addiction seems to be the outer manifestation of a greater social illness as society sink deeper into degradation of social and moral values and spread of corruption. Society and communities must rise up to the challenges posed by the destructive syndromes of drug and substance abuses through a holistic and a coordinated strategy. This demands the total commitment from all stakeholders including government, civil society, churches, NGOs and traditional institutions. Addiction is not only a physical problem to be treated medically but is psycho-spiritual wherein extended treatment is required with scope for self analysis by the addict on his inner self, through various therapies which many NGOs working in this field are imparting through the self-help therapeutic community model. There is an urgent need to form State Level Coordination Committees to undertake research and study on this dangerous phenomenon and to strategize the responses to be taken. It may also be worth considering a proposal for introducing a chapter on drug addiction in the school and college text books so that sensitization can begin from at the pre-teen level. All this can play a vital role in prevention but there is also a need for more rehab centres where drug and substance abuse is rampant. The families of addicts also need counseling since they are also affected by the trauma even if they do not take drugs. Being a hidden, shame-filled illness, addiction is not being given the priority it deserves but kept on the sidelines of our developmental goals. What society forgets, is that addiction is a major developmental problem wherein thousands of potential assets to community growth become liabilities to society, family and finally themselves. The signs in many states are there but society has relapsed into fatal complacency.

A
CMO response to NPF media and press bureau
gainst the backdrop of baseless accusations levelled on the Chief Minister, TR Zeliang by the so called Media and Press Bureau (Dr. SL’s Group) in the name of NPF Central HQs, time and again, the Chief Minister’s office is constrained to issue this statement in order to set the record straight. The Law may be mightier than the pen, or the other way round, but that necessarily does not change the political dynamics in Nagaland. Law is derived from human common sense and those behind this Media and Press Bureau must make use of their God given sense and understand atleast the basics on whether a three line Whip can be dictated and decided by Dr. SL alone. Dr. SL, or for that matter any individual, cannot impose on the decision of the majority elected Members to suit his own interest. In the Lok Sabha, who decides to appoint Whip for the BJP Party? Is it Narendra Modi or Amit Shah? Who decides whether Legislators of a Political Party should vote in favour or against a Motion moved by the Leader of the House? Is it the Parliamentary Board or the President of the Party? It had been, it is and it will be decided by the Leader of the House based on the decision of the majority elected members. The underlying logic is that the Whip cannot go to the Assembly or the Parliament like Mosel dropping from the sky because any Motion moved in the House has to be discussed within the elected Members to either vote in favour or against the Motion. Even if Dr. SL was the President of the NPF Party, whip cannot be issued by him nor can he authorize any other person or authority to issue whip as he himself does not have the power to do so under the NPF Constitution. In regard to Whip of the NPF Party, Kiyaneilie Peseyie was chosen by the Leader of the House in 2014, and then came Azo Nienu which however went backed to Kiyanilie Peseyie again in 2015 depending on the confidence and loyalty enjoyed with the Leader of the House and by no means was it based on the confidence of the NPF President. There is no provision in the Constitution of the NPF that authorizes any particular person or authority of NPF to issue whip. In the entire Constitution of the NPF running into 12 Articles and
7 Schedules, there is no mention about the person or authority that can issue whip for the Party. The President’s Power under Article 1 is only limited to advice to the Legislature Party, which is only recommendatory in nature and not binding. The Constitution of NPF does not confer any express power on the Dr. SL to issue whip to any NPF MLA under paragraph 2 (1) (b) of the Tenth Schedule. On 4.7.2017, T.R. Zeliang was selected as NPF Whip by majority of 34 MLAs which was further supported by 3 more NPF MLAs. The so called Media and Press Bureau may like to recollect that 37 NPF MLAS out of 47 recognized and sanctioned the appointment of TR Zeliang as NPF Whip. Such a sanction does not exist in respect of Dr. SL or Kiyanilie Peseyie and thus, neither law nor majority is in support of Dr. SL or Kiyanilie Peseyie to be the NPF Whip. On the other hand, true to democracy, massive majority is in support of TR Zeliang to be the NPF Whip. 37 MLAs are with the present Chief Minister, TR Zeliang whereas the other 10 are with the minority group led by Dr. SL and as such, 10 MLAs cannot seek to control the 37 while an inference that 37 can control 10 is completely reasonable. Kiyanilie Peseyie, considered to be whip of NPF, is not indeed the whip of NPF since no such authorization exists under the NPF Constitution. None can become whip of NPF just because one holds the Parliamentary Affairs portfolio or has the favour of the NPF President. Such a belief abated with the advent of the anti-defection law as paragraph 2 (1)(b) does not state that Parliamentary Affairs Ministers are the authorized persons to issue whip or can become whips ex-officio. Whip is always appointed from among the elected Members, a Member who enjoys the confidence of the Leader of the House. It is never chosen or appointed by the Party President. This is the practice in any democratic set up in the Country and Nagaland is no exception. It is for the first time in the history of Nagaland Legislative Assembly that a ruling Party had served a three line whip directing MLAs to vote against its own Leader and also, no Organisational wing of a Political Party can issue Whip against the majority decision of the same Legislature Party. Now which act is a crying shame? Whether it is the
act of the Majority or the Minority, it is for all to judge. According to Nagaland Legislative Assembly (Disqualification on Ground of Defection, Rules 2003, Section 3 (1), only Leader of the Legislature Party can intimate the Speaker and so far, there is no instances in the Nagaland Legislative Assembly of any Political Party, be it opposition or ruling, having direct correspondence with the Speaker. As per the rules, it is only the Leader of the Legislature Party who is permitted to do so. As per Article XVI of the NPF Constitution, Amendment of the Constitution Clause 1 states that, “any Amendment/ alteration/ repeal of the Constitution of the NPF can be done only in the Central General Convention of the Party.” Now, did the 8th Amendment of the Constitution of the NPF empower Dr. SL to change the Constitution at his own whims and fancies? Did the 8th Amendment of the Constitution of the NPF empower Dr. SL to alter Article V clause 11 to empower himself to nominate? Did the 8th Amendment of the Constitution of the NPF empower Dr. SL to alter Article XVII, Article VI clause 2; Article IV clause 5 of the NPF Constitution for his own personal advantage? Was this to “streamline and achieve an efficient working system” as portrayed by the so called Media and Press Bureau? There is absolutely nothing wrong on the part of the Chief Minister in asking Party men and women to fall on the right tract, whereas, the so called Media and Press Bureau has started countering even such appeals which has only revealed their instability and fear of the majority. The ball is in the Court of the ECI and as for us, we will sit and wait for the outcome though Dr. SL and his Minority group is free to knock the door of every Court of Law present in the Country. And meanwhile, the people behind the so called Media and Press Bureau must atleast examine basic facts and figures before coming up with half-baked reports simply to get a little space in the Media as the law, surely, is mightier than sheer wishful thinking especially when it is based on total nonsense. In response to acaut’s call to prayer
I
n response to the call of ACAUT to pray on August 20th for the upcoming rally in Dimapur, I would like to propose that one of the immediate concerns for prayer for Nagas today is to pray for God’s justice to dawn in our land. Let justice roll down like a Tsunami (Amos 5:24). We need a Tsunami that will wipe out injustices and corruptions from our land. Fighting Corruption will not be easy. Only a power as mighty as a Tsunami will be able to purge the land of corruptions! The theme of justice is a very important one in the history of God’s people. There are many instances when God’s people pray for God’s judgement from the book of Genesis to Revelation. In Genesis, God said that the blood of Abel called out to him. In Revelation, the blood of the martyrs cry out for justice and the people of God cry out for God’s judgement on the wicked. The redeemed in heaven also pray for judgement to come (Rev 6:10). David, the man after God’s own heart pleaded with God for justice: David prayed, “If only you would slay the wicked, O God!” (Ps 139:19). “Yet my prayer is ever against the deeds of evildoers” (Ps 141:5). “Destroy all my foes” (Ps 143:12). Even the Lord’s prayer, “Thy Kingdom come” and the cry of the church, “Maranatha, come Lord Jesus” is a cry for God’s justice to be established on earth as it is in heaven. Why should we pray for God’s judgement? Firstly, because, the salvation of one sinner brings glory to God; so also the punishment of the corrupt, the murderers and the wicked. Our prayers for justice is not for personal vindictiveness. No. Like God himself, we do not delight in the death of a sinner because
judgement follows his death. And like God, his people cannot bear to see corruption and wickedness growing in the land because where wickedness grows unpunished, there the righteous are filled with fear when the wicked continues to be arrogant. So we pray for God’s mercy to act and to respond to the wicked according to his great power and might. The Bible command us to pray for our leaders. That includes praying that God will remove and punish wicked leaders. As a result of this kind of concern for justice, the Christians in Germany during the Second World War prayed for the death of Hitler. Some even tried to kill him. A pastor called Bonhoeffer was one of the pastors who opposed Hitler. Ultimately he was arrested and executed. That is what is involved in prayer. To be willing to pray for justice means to be willing to go to the extent of giving one’s life for justice. This is what Jesus meant by bearing the cross. Secondly, prayer for judgement involves repentance. When we pray for the corrupt and the wicked are punished (Acts 5:111) then fear will fall upon God’s people leading to repentance. Even the wicked who are judged by God in this way will be led to repentance. That is grace. God is willing to give a chance to the wicked if they repent. So let us be disturbed when we see corruption all around. Let us be disturbed when we see corruption tolerated and even promoted. And let us pray fervently so that God in his mercy will exercise his judgement now so that there will be peace and prosperity in the land and that some may escape the eternal judgement to come. Rejoinder by NPF youth wing 10th Northern Angami I A/C Kohima
T
his press statement is issued in response to the statement made by a socalled DAN Core Committee on August 18 without ascertaining any fact: 1. That the 10th Northern Angami-I A/C youth wing has already notified that it will not stoop low to paper war against a non-existent body but owing to the provocative statements issued in local dailies, time and again, by Neiphiu Rio and T R Zeliang supporters, MLAs, the so-called NPF Kohima division 10th Norther Angami-I A/C youth wing under the illegal NPF office at Bayavu Hill and lastly by the so-called DAN Core Committee, this notice is hereby issued for public clarification once and for all. (2) That the ultimatum was served on 12th August 2017 ( and not 13th August as claimed by the so-called Core Committee) to the illegal NPF office set up at Hotel Legacy, Bayavu Hill, which was viewed as a provocation at this juncture and it was hope that till such time a proper solution is effected, the said illegal office, which might lead to confrontation, will be closed down to avoid further trouble. (3) That the following morning, i.e. 13th August 2017, local newspapers carried a counter statement by a so-called 10th Northern Angami-I A/C youth wing showing total disregard to the sentiments of the constituency youth. It is thus, hereby questioned how, Northern Angami-2 residents formed an NPF youth wing in Northern Angami-I constituency? Or are those responsible, holding on to double identities, one in their village in Northern Angami-2 constituency and another in Northern Angami-I constituency for their selfish ends? The four persons who received the ultimatum, namely Ruokuotuolie Mere, Kuovisieo Rio, Mhalelie Rio and Peter Kuotus, all from Northern Angami-2 concstituency, are yet to respond to a directive given to them to present the office bearers of the illegal NPF youth wing 10th Northern Angami-I A/C since they were fully aware of the set up and are known to be the most regular attendents of the said illegal office, the legitimate 10th Northern Angami-I A/C youth wing will continue its quest to unearth the truth.(4) That following the failure of the illegal office to close down and
remove its flags, the final notice was issued on 14th August 2017 warning any person staying in the said office will be doing so at his/her own risk. Further media houses were requested not to entertain statements on behalf of party wings that do not carry authorised signatures. Unfortunately the “request” was misinterpreted as “warning” by Eastern Mirror. However, owing to appeals made by frontal NGOs for restraint and peaceful approach, the youth wing has been complying to the appeals till date. (5) That copies of the ultimatum were endorsed to both Kohima village council (KVC) and Bayavu Area Panchayat (BAP) for necessary information and while KVC appealed for finding a peaceful solution through appropriate authorities, the BAP issued a press release on 15th August 2017 some contents of which, indicated a biased stand. Consequently, youth wing members visited the two signatories to apprise them not to take sides at this juncture but to remain neutral while issuing statements. And whereas the chairman peacefully accepted his ignorance in using a term that offended the youth wing, incidentally, the secretary was not home and so the message was conveyed to his wife, But consequently, since the DAN Core Committee took side with him, to the extent of giving him security, it is clearly evident that he was lurking inside the illegal NPF office that night. (6) That whatever be the case, the legitimate 10th Northern Angami-I A/C youth wing still stand by its ultimatum and that it will continue to question individuals who are behind setting up of the illegal office at Hotel Legacy and who are responsible for the formation of a new youth wing in Northern Angami-I constituency without our knowledge or consent. (7) Lastly, the legitimate 10th Northern Angami-I A/C youth wing question the statement made by Neiphiu Rio on 18th August 2017 on the opinion of Kohima village elders if it reflects the general opinion endorsed by Kohima Village Council or whether he is trying to mislead the public with another false version. NPF youth wing NA-I A/C president Vilielhou Suokhrie and vice president Pfulikhrie Keretsu
Human values & ethics
uman values are losing its sanity in our world today. Life is becoming easier and cheaper every day. Life is Cheaper than money. Killing, cheating, demoralizing activities and disdainful languages are the usual round everywhere. Value of life is lost at the sight of material goods. Human mind is being absorbed in gaining and craving for material things. Eternal value in man is put out of mind. Human value is not valued as it should be. It is compromised with material promises. Human value: the greatest and highest virtue of life is made the cheapest and most neglected things of life. The fact is endangering humanity. Our inner sight is being blinded by our greed for material gain. Therefore, life is blinded and deafened by temporal things. Hence cheapened. The world is flooded with evil designs that destroy lives and souls. We need to consciously re-value our life and put first life above material worth and gain. Life has a soul which is of God. It must be treasured above all. No price can match the cost of life. Life is priceless; a gift to mankind as steward. No man has right to buy or sell life. Human values are defined as a virtue of life, a quality of things desired, loved and treasured in human mind. Milton Rokeach defines, Value as “an enduring belief about the way things should be done or about the ends we desire.” Value is worth of life or things. We live in an age of plentiful. Things matter more than life in everyday activities. Values of life are cheapening
with the increase of greed for material gain. Human mind focuses more on materials values than human values. Human value is the cost of life we rate in our minds. It is a mental state of defining and counting the worth of life. Values are worth of things mentally framed. Human value is human worth. The good or bad, high or low standard of a people, a society or a nation depends on the quality of its citizens’ level of valuing life. Different person defines value differently. No two minds value life equally but think and count differently. Human worth must be recognized, respected and valued above money or materials. You are above price. Your principle should be established on this irrefutable truth so as your society will follow suit. Human ethics: Ethics is a Greek word for ethos, meaning ‘character’. It is a code of man’s
conduct in relation to others in the society. Ethics is a moral value that constitutes human society. Our society is not aware of this fact because we are individually blind to it. Life is blind because mind is blind to human ethical conscious living. It can only perceive. It cannot see but feel. Eye can see but cannot perceive. The eye can see the object but not the abstract. Our inner vision can see abstract things and decide our mental action. The need of the hour is to relive with value always conscious in mind. One enlightened mind can kindle thousands of souls. Thousands of enlightened souls can transform the world. May this thought be in you as it is in all great men of the past and present so as our future is secured. G. Gwangphun, Research Activist
Reader’s Post ‘All roads to be cement concrete’
Sir,
A PTI report from Mumbai (30.07.2017) quoted from the Union Transport Minister Mr. Nitish Gadkari as saying that all roads in the country would be converted to cement concrete “to ensure stability and durability”. I hope the Minister had in mind the Northeast particularly Nagaland where roads need urgent attention too. The hilly terrain of Nagaland is such that it needs no great engineering skills or training to make drain water run smoothly alongside the road. The foot hill areas may have their own problems. It appears they need some political push to repair their roads and drains. K. K. Peseyie, Kohima

“In Brazil the corporate bond market as percentage of GDP increased from 12 per cent to 26.3 per cent, in Russia from 8.1 per cent to 13.1 per cent; it also increased significantly in China and Britain. “In our country fund raising from bond was 17.9 per cent of GDP in 2016 and it would be interesting to see the impact of implementation of this code on the corporate bonds market,” he said. Further, he said Sebi has taken steps to strengthen the rating mechanism followed by credit rating agencies to enhance an earlywarning system to identify potential defaulters.

M U M BAI , Au g 1 9 (Agencies): Three more lenders - ICICI Bank, Union Bank of India and Punjab National Bank (PNB) - have brought down their interest rates on savings bank account, taking the total to 10. The cut in savings rate is likely to be a precursor to a cut in lending rates. ICICI Bank and PNB said that they have reduced interest rate on deposits below Rs 50 lakh to 3.5 per cent from 4 per cent earlier, while rate on deposits of Rs 50 lakh and above remains unchanged at 4 per cent. Union Bank of India said that it has reduced interest rates on savings deposits with balances up to Rs 25 lakh to 3.5 per cent from 4 per cent earlier. Other accounts will continue to earn interest at the rate of 4 per cent. According to a report by India Ratings, savings rate cuts will provide public sector banks (PSBs), which have a larger savings account base, an edge over their private sector peers.

Investors have been shying away from low-rated corporate bonds and even if the rating is of investment grade, given the high rate of defaults,” Tyagi said at the insolvency and bankruptcy summit organised by the industry lobby CII here. “Successful implementation of the IBC will increase confidence among investors, including foreign ones, and is likely to increase liquidity in low-rated papers,” the Sebi chairman said. Citing global data, Tyagi said bankruptcy reforms has had significant impact on developing corporate bonds market in various parts of the world.

Mumbai, Aug 19 (PTI): Capital markets regulator Sebi chairman Ajay Tyagi today expressed hope that the Insolvency and Bankruptcy Code (IBC) will help boost investor confidence and encourage fund inflows into the corporate bonds market, especially in lowrated instruments. The bankruptcy law was enacted to ensure timebound settlement of insolvency and enable ease of doing business as the bad loans in the banking system has touched the roof. “From an investors’ standpoint, an effective and robust bankruptcy regime is important for developing the corporate bonds market.

The resource persons were assistant professor, ICFAI University, Neisal Theyo and social entrepreneur, Ren James. of pumping in Rs 75,000 crore into state-run banks for the four-year period ending March 2019. Patel said the measures being thought through could include a combination of capital raising from markets, dilution of government holding, additional capital infusion by government, mergers based on strategic decision and sale of noncore assets. The government and the RBI have been working together to comprehensively address the NPA issue through a multi-pronged approach for some time now and the early signs are encouraging, he said. No successful and credible NPA resolution can happen if the banks’ balance sheets are weak as the outcome of the efforts
the National Company Law Tribunal. These 12 accounts comprise Bhushan Steel, Bhushan Power & Steel, Essar Steel, Lanco Infra, Amtek Auto, Electrosteel Steel, Jaypee Infra, Alok Industries and Jyoti Structures, Era Infrastructure, ABG Shipyard and Monet Ispat which together account for over a quarter of the total bad loans of Rs 8 trillion of which Rs 6 trillion are with public sector banks alone. These accounts have an exposure of more than Rs 5,000 crore each, with 60 per cent or more classified as bad loans by banks as of March 2016. Accordingly the banks have taken these 12 companies to NCLT and the hearing on them is on. Patel also said being referred for the insolvency process under the IBC does not necessary mean that the company is being liquidated. “It simply puts a timeline within which various stakeholders have to come up with a feasible resolution plan approved by 75 per cent of creditors. Only if this effort fails, would the entity end up for liquidation,” Patel said.
Bengaluru, Aug 19 (IANS): Global software major Infosys Ltd on Saturday announced that it would buy back 11.3-crore shares of Rs 5 face value at Rs 1,150 ($18) per share via a tender offer at an outlay of Rs 13,000 crore. “The Board has approved a proposal to buy back 11.3-crore equity shares of Rs 5 face value from the shareholders at a price of Rs 1,150 per share for an amount not exceeding Rs 13,000 crore,” said the IT major in a regulatory filing on the BSE. The offer size is 20.51 per cent of the total paid-up capital and free reserves, aggregating up to 11.3crore shares or 4.92 per cent of the equity shares. The buyback decision comes a day after the company’s Chief Executive Officer (CEO) Vishal Sikka resigned and was appointed Executive ViceChairman till a new CEO takes charge by March 31, 2018. The offer price at Rs 1,150 per share is Rs 226.90 more than Rs 923.10 per share closing price on Friday when it plunged 9.6 per cent after Sikka’s resignation spooked investors and is at around 18 per cent premium of the August 16 closing price. is critically contingent on the strength of the balance sheets of lender to absorb the costs, Patel said. State-run banks, which sit on over 75 per cent of over Rs 8 trillion (Rs 8 lakh crore) NPAs “will need to take haircuts on their current exposures under any resolution plan agreed within or outside the IBC”, he added. This calls for urgent recapitalisation “as regulatory and economic challenges in dealing with NPAs gets accentuated when seen against the poor capital position of public sector banks,” Patel said. He called for swift and time-bound resolution of bad loans through resolution or liquidation for efficient reallocation of bank capital. It is critical for delogging balance sheets of over- leveraged companies, Patel said, admitting that the balance sheet of most staterun banks are not healthy enough to take large haircuts. New Delhi, Aug 19 (PTI): Gold prices recovered by Rs 90 to Rs 29,950 per 10 grams today, largely on the back of increased buying by jewellers at the domestic spot market. Silver too strengthened by Rs 200 to Rs 40,200 per kg on increased offtake by industrial units and coin makers. Traders said pick up in buying by jewellers at existing levels led to recovery in gold prices but a weak trend in precious metal squeezed the gain. Globally, gold fell 0.26 per cent to USD 1,284.20 an ounce in New York yesterday. In the national capital, gold of 99.9 per cent and 99.5 per cent purity edged up by Rs 90 each to Rs 29,950 and Rs 29,800 per 10 grams, respectively. The metal had lost Rs 190 in the previous session. Sovereign, however, remained steady at Rs 24,500 per piece of eight grams in scattered deals. Silver ready advanced by Rs 200 to Rs 40,200 per kg and weekly-based delivery rebounded by Rs 5 to Rs 39,065 per kg on speculative buying. On the other hand, silver coins fell by Rs 1,000 to Rs 72,000 for buying and Rs 73,000 for selling of 100 pieces.

M u m ba i , Au g 1 9 (PTI): The Reserve Bank and the government will come up with a recapitalisation package for state-run banks, which have been hit by higher provisioning for mounting bad loans, RBI Governor Urjit Patel said here Saturday. System level non-performing assets (NPAs) have crossed the level of sanity and banks will have to take bigger haircuts as gross NPA ratio has touched 9.6 per cent and stressed advances ratio was at 12 per cent as of March end, he said. Besides, he said, 86.5 per cent of gross NPAs are accounted by large borrowers. “Higher provisioning requirements for NPAs and other factors will affect capital position of several banks, necessitating a higher recapitalisation. Government and RBI are in dialogue to prepare a pack of measures to enable state- run banks to shore up the requisite capital in a time bound manner,” Patel told a CII-organised insolvency and bankruptcy summit, chaired by Finance Minister Arun Jaitley. Hunt continues for van driver in Barcelona attack
M a d r i d, A u g 1 9 (IANS): An international manhunt was underway on Saturday for the driver of a van that killed 13 persons in Barcelona and injured over a hundred people. Younes Abouyaaqoub, a 22-year-old Moroccan national, is said to be at the centre of the investigation into the Thursday massacre in which a van driven by terrorists ploughed into a crowd in Barcelona’s Las Ramblas boulevard. At least 130 were injured in the attack, media reports said. Moussa Oukabir, the 18-year-old who was previously reported as the key suspect in the Barcelona attack, was one of five men shot dead by police in a second terror attack in the coastal town of Cambrils on Friday, authorities said. The other two dead terrorists were yet to be identified. According to the Spanish newspaper El País, Catalonia police said they were searching for the man who is thought to be a key member of a jihadist cell responsible for the double attacks. The massive manhunt
was launched amid fears that the terrorists could be preparing further attacks at popular tourist areas. Abouyaaqoub, 22, lived in the town of Ripoll to the north of Barcelona. One former classmate described Abouyaaqoub as “very shy.” She told La Vanguardia newspaper: “He didn’t like attention.” Four men, who were arrested in connection with the attacks, remain in cus-
tody. Three were Moroccan and one was Spanish. Police said none of them were previously known to the security services. Moussa Oukabir’s older brother, Driss Oukabir, was reported to be one of those detained. Despite fears that Abouyaaqoub is still at large, Spain on Saturday decided to maintain its terrorist threat alert at level four, the second-highest level, declaring that no new attacks were imminent, the Guardian reported. Interior Minister Juan Ignacio Zoido said the country would nevertheless reinforce security for events that draw large crowds and popular tourist sites. As of Saturday morning, 54 injured people were still hospitalised with 12 of them in critical condition, according to Catalan emergency services.
Syrian army, Hezbollah launch offensive against IS Damascus, Aug 19 (IANS): The Syrian army and the Lebanese Hezbollah group on Saturday launched an offensive against the Islamic State (IS) militants in the Qalamoun region, in tandem with an operation by the Lebanese army on the Lebanese side of the border against the IS, the military said. Dubbed “If You Return We Will Return”, the operation aims to clear the badlands of the Qalamoun region in Syria, just a couple of weeks after both allies dislodged the Al Qaeda-linked Nusra Front from the region and the adjacent Juroud Arsal barrens on the Lebanese side of the border, Xinhua news agency quoted a military official as saying. The cross-border battle was anticipated after the defeat of Nusra in the border areas in both Syria and Lebanon.

Police officers stand by the body of a man who was killed after an alleged stabbing attack, in the Siberian city of Surgut, Russia, Saturday. M o s c ow, AUG 1 9 (AGENCIES): A knife attacker stabbed eight people on the street in Russia’s far northern city of Surgut before being shot by police, investigators said on Saturday. The man “carried out attacks on passers-by, causing stab wounds to eight” while “moving along central streets of the city” at around 11:20 am local time (0620 GMT) said Russia’s
Investigative Committee, which probes major crimes. It said that armed police then arrived and used their weapons on the attacker and “liquidated” him. The incident took place in a city some 2,100 kilometres northeast of Moscow in the oil-rich Khanty-Mansi region. Two of those stabbed are in a serious condition while five more are in a
stable condition, the government of the KhantyMansi region said in a statement, calling the attacker so far “unidentified.” It called for calm over the incident, saying that “in the interests of public calm and also of the investigation, citizens and media are recommended to use reliable information in assessing the situation until all the circumstances are established.”

S
ocial work trainees of North East Institute of Social Science and Research (NEISSR) organized its ‘Annual Cultural Day’ with the theme, ‘Prevent, Preserve and Promote’ at NEISSR Conference Hall on August 19. NEISSR principal Dr. C.P. Anto spoke on the importance of preventing our indigenous culture to be obliterated and replaced by rampant ‘copying of other cultures’. “Preserving
the originality of our own culture define us. Nagas or any tribal communities in North East are particularly known for their culture which is defined by the beautiful attires, the folksongs and folklores”, he said. However, he cautioned that it should not just stay that way, just to be forgotten with the passing of years. He stressed on the importance of promoting our culture through showcasing it in its originality.
Chief guest for the event Asst. Development Commissioner (Planning)Augustine M. Yanthan, pointed out the need of filtering while assimilating aspects of other cultures into our own cultures. While expressing his happiness to be part of the programme, he also asked the social work trainees to ponder and think about how far we as a society have deviated from our cultural roots.
He narrated examples from the olden times where there were no need of locks in the doors of the houses and granaries as honesty and the genuine work culture where was existent. However, that value of work culture is gone, he said. “We are leaving behind a culture of corruption, a culture of easy money, a culture undergoing signs of decay for the future generations”, he lamented. He urged every one present to stay true to their cultural roots which considers honesty as a defining nature of a community and dignity of labour as a pride. ‘As people who will work in the ground realities of the communities, you all have a bigger responsibility’, he reminded the social work trainees. The highlights of the day included plays based on folklores, exposition of cultural attires and cultural songs.
.O.D. has released a brand new song called “Soundboy Killa”. The track, which can be streamed below, is the first fresh music from the Southern California outfit since the arrival of its ninth studio album, “The Awakening”. That disc came out in August 2015 via T-Boy/UMC and was produced by the band’s longtime collaborator and friend Howard Benson, who has previously worked with In Flames and All That Remains, among others. P.O.D. frontman Sonny Sandoval stated about “Soundboy Killa”: “Rock and roll has become entertainment that just says what the consumer wants to hear. There’s no more edge or rebellion that sets it apart from the norm. ‘Soundboy Killa’ is classic P.O.D. guitar-riff power, headbanging groove with the lyrical attitude and edge missing in today’s rock and roll.” In early September, P.O.D. will embark on the “Soundboy Killaz” fall tour with special guests Alien Ant Farm, Powerflo and Fire From the Gods.

Bayern overpower Leverkusen in Bundesliga opener
Bayern Munich’s Niklas Sule celebrates with team mates after scoring their first goal against Bayer Leverkusen.
M u n i c h , Au g 1 9 (IANS): Defending champions Bayern Munich started with a 3-1 victory over Bayer Leverkusen at the kick-off of the 55th Bundesliga football season. The German record c h a m p i o n s o n Fr i d ay smoothed the way within 45 minutes as goals from
summer signings Niklas Suele and Corentin Tolissio established a 2-0 lead early in the game, reports Xinhua news agency. Bayern extended the lead after the restart before Leverkusen scored their consolation goal through Admir Mehmedi. The hosts started high-
ly motivated into the season as Tolisso tested Leverkusen goalkeeper Bernd Leno with a shot on target in the opening period. It was just a matter of time before Bayern gained momentum and opened the scoring as Sebastian Rudy’s cross into the box found central defender Suele, who nodded home
in the 9th minute. Bayer Leverkusen continued offensively minded despite the setback but goalkeeper Sven Ulreich was on guard to deny Karim Bellarabi from close range moments later. Bayern remained clinical with their goal scoring opportunities and doubled the lead 18 minutes into the game when midfielder Tolisso headed home Arturo Vidal’s volley into the box. The visitors remained unimpressed and continued to work out chances but Kevin Volland was unable to overcome onrushing Bayern custodian Ulreich from close range in the 21st minute. Tolisso should have tripled the lead but the left post denied his effort two minutes later. Carlo Ancelotti’s men remained in control of the proceedings after the re-
start. They were able to extend their advantage after Robert Lewandowski converted a foul play penalty to make it 3-0 on the scoreboard in the 57th minute. The visitors kept it coming and their efforts were rewarded with 65 minutes played as Mehmedi
benefited on a square pass from Julian Brandt to slot home into the top right corner. Heiko Herrlich’s men pressed relentlessly for another goal but Bayern were able to protect their lead to the end to secure a vital victory in the first game of the season.

Man Utd blank Swansea 4-0
Marcus Rashford evades the challenge of Swansea midfielder Roque Mesa.
L o n d o n, Au g 1 9 (Agencies): Man United maintained their perfect start to the Premier League season with a commanding 4-0 victory over Swansea at the Liberty Stadium. Eric Bailly gave United the lead in the tie just before the break as he finished home from close range after Paul Pogba’s header had crashed off the bar and deflected into the path of the onrushing Bailly. The Swans held firm until the 80th minute of the second half, when United’s superiority finally shone through with three goals in five minutes. New signing Romelu Lukaku finished off a flowing United move
involving Anthony Martial and Henrik Mkhitaryan. Pogba then dinked the third over Lukasz Fabianski after being played into the box by Mkhitarayan. And Martial then got the fourth as Pogba played him in, with the striker finishing low to the corner of the net. Jordan Ayew almost caught David de Gea offguard early doors, whipping in a near-post cross that deflected off the crossbar and and behind, while in and end-to-end opening, Lukaku drove into the box and crossed deep for Mkhitaryan, allowing the Swans to clear their lines. Juan Mata’s delivery from an early free-kick was met by Phil Jones, with the de-
fender smashing a headed effort against the crossbar. Having seen a flurry of activity inside the opening ten minutes, the game then fell into a more mundane period as Swansea sat deep and United proved unable to find the connectivity to unlock the Welsh side. Marcus Rashford had the next chance of note, ten minutes before the interval, as he got on the end of a poor Alfie Mawson back pass, only to direct his effort on goal tamely at Fabianski in nets. The goal that United most certainly deserved came just before the interval. A corner from the left was met by a bullet header from Pogba, with Fabian-
Spurs pay club record fee for Sanchez
Davinson Sanchez
L ONDON, Au g 1 9 (Agencies): Colombian international defender Davinson Sanchez became Tottenham Hotspur’s first signing of the close season on Friday when they paid a reported club record £42million (46m euros, $54m) to Dutch side Ajax. The 21-year-old, who was a pivotal member of the side that reached the Europa League final only to lose to Manchester United, signed a six-year contract
with last season’s Premier League runners-up. His deal, which will alleviate some anxiety amongst Spurs fans who were concerned at manager Mauricio Pochettino’s lack of activity in the transfer market compared to their title rivals, is dependent on him passing a medical and securing a work permit. “We are delighted to announce that we have reached agreement with AFC Ajax for the transfer
of Davinson Sanchez subject to a medical and work permit,” the club said in a statement on its website. Sanchez, capped twice by the senior side since making his debut last year, said the move would allow him to develop as a player. “I would like to thank the coach, management, players and fans of Ajax,” he told the Tottenham website. “It is a great move for me to come here to develop my career. I am very excited to be signing for such a famous club as Tottenham Hotspur. I am looking forward to working with Mauricio Pochettino and the players and meeting everyone there.” Sanchez, who has also represented his country at different age groups, moved to Ajax from Colombian club Atletico Nacional in June, 2016, for £3.8 million.
ski diving to his right to tip the effort onto the bar, only for Bailly to be first on the follow-up as he drove the ball home from point-blank range. Just after the hour, Swansea could have levelled. Thomas Caroll got away down the left and whipped a ball into the box, where Tammy Abraham had plenty of space to exploit but could only head over the bar. United held firm without providing any huge threat until their goal flurry in the closing ten minutes of normal time. New boy Lukaku was the man on the end of Martial and Mkhitaryan’s build-up play, with the Belgian left with pleny of time to steady himself and finish strongly to double United’s advantage. Play had barely been restarted when United made it three. Another sweeping move saw Mkhitaryan slip a through ball into the box for Pogba to chase onto, before lobbing Fabianski from right to left with a deft dink. Pogba turned provider for the fourth as he slipped in Martial to pick his spot and chalk up a fourth for United for the second week running. Nick Kyrgios shakes hands with Rafael Nadal after Kyrgios won their match at the Western & Southern Open tennis tournament in Mason, Ohio.
CINCINNATI, Aug 19 (Agencies): Australia’s Nick Kyrgios humbled new world number one Rafael Nadal 6-2, 7-5 on Friday, winning twice in one day to reach the WTA and ATP Cincinnati Masters semi-finals. On a day when defending champion Karolina Pliskova won twice in one day for the third time this season to tighten her grip on the world number one ranking, Kyrgios stole the show by overpowering the 15-time Grand Slam
champion after each had won earlier. The 22-year-old from Canberra was up a double break in 10 minutes, seizing the chance to make a between-the-legs showoff shot on his way to a 4-0 lead, drawing boos from the crowd. Kyrgios, ranked 23rd, took the first set in 25 minutes, dropping only three points on his serve while taking seven-of-eight points off the 31-year-old Spaniard’s second serves. Nadal netted a fore-
hand to surrender a break and a 3-2 lead to Kyrgios in the second set. The Aussie served for the match in the 10th game but double faulted on his third match point and Nadal had new life, screaming, “Come On.” But Kyrgios broke again to lead 6-5 and this time end matters with his 10th ace after 80 minutes, improving to 2-2 all-time against Nadal and booking a Saturday semi-final against Spain’s David Ferrer.
