Lockdowns in Kohima and Dimapur Total lockdown extended in Kma till Aug 7; Partial lockdown in Dmu from Aug 3

KOHIMA/DIMAPUR, JUL 31 (NPN): Taking cognizance of public alarm over transmission of coronavirus in various colonies and especially deaths suspected of being COVID-19 related, the district task forces of Kohima and Dimapur on Friday, have announced further extension of lockdown in the respective districts. In Kohima, the District Task Force (DTF) extended the present ‘total lockdown’ (total closure of all business and restriction on movement of those not exempted from the purview) with effect from August 1 till August 7. DTF Dimapur also decided to impose ‘partial lockdown’ (opening of markets for a restricted period including movement of vehicles) from August 3 after the completion of the total lockdown on August 2.

DC stated that the extension of the total lockdown was necessitated taking into consideration the recent surge in COVID positive cases outside the quarantine centre. In the order, the DC stated that “all provisions of the total lockdown order of July 23, 2020 will be in force.” The Kohima DTF has entrusted respective wards to identify shops within their jurisdiction to facilitate supply of essential commodities to the public. DC has also entrusted wards/colonies/panchayats to identify certain shops within their jurisdiction and accommodate request of the citizens and systematically adhere to the social distance norm by avoiding unwanted physical contacts. The contact persons of the wards/colonies/village panchayats and for online delivery of essential commodities will be identified and notified by Kohima Municipal Council separately. WSH also called for early installation of the dialysis machine donated by them. In response DC Dimapur informed the meeting that the process would be completed within a week.
More areas sealed in Kohima: Following the detection of more COV1D-19 positive cases, DC Kohima has demarcated several locations as “sealed area” in order to contain the spread of the disease and for contact tracing. The sealed areas include four locations at Phezoucha Colony, one house at Naga Bazaar (Ward No. 4), two government quarters at Officer’s Hill (Ward No. 10), three government quarters at New Reserve Colony and one government quarter at Upper Forest Colony (Ward No. 17). House unsealed in Dmu: DC Dimapur has ordered unsealing of House No 51 at Churches Colony, Dimapur on July 31, 2020. In an order, DC Dimapur Anoop Khinchi, stated that primary contact of Covid-19 positive at House No 51 has been tested and the three persons, who were positive, have been transferred to Covid care centre. DC, however, advised strict 14-day home quarantine for those who had come in contact with Covid-19 positive and tested negative.

DIMAPUR, JUL 31 (NPN): Dimapur-based civil society organizations— Dimapur urban council chairmen federation (DUCCF), Naga Council Dimapur, Dimapur Naga Students’ Union and Naga Women Hoho Dimapur—have appealed to the state government to delay the transfer of the incumbent deputy commissioner (DC) Dimapur, Anoop Khinchi, at least till the COVID-19 pandemic crisis got over and the district returned to normalcy. In a representation addressed to the state chief minister, the four CSOs stated that DC Dimapur Anoop Khinchi had been leading from the front since the beginning of COVID-19 pandemic and had been guiding all activities pertaining to the efforts relating to containment of the pandemic. DDCF: Dimapur District Citizens’ Forum (DDCF) has expressed resentment over the “rapid change” of deputy commissioner (DC) Dimapur and said that transfer and posting of DC has become like “a musical chair game.” In a press release, DDCF president Yibemo Kikon and general secretary Richard Haolai said that DC Dimapur has been changed twice within 18 months (January 11, 2019 to July 30, 2020) for reason(s) best known to the concerned authority. DDCF said Dimapur district would see three DCs within two years time. The forum also lamented the transfer of DC, who is also the head of the district task force, during the current COVID-19 pandemic. DDCF has, therefore, appealed to the state government to treat the district of Dimapur more seriously with more stable administration.
DIMAPUR, JUL 31 (NPN): State government has approved the constitution of the Nagaland Staff Selection Board (NSSB) for recruitment of Group-C posts in the state. In a notification, the state government stated that the NSSB would function as per the Nagaland Staff Selection Board (NSSB) Regulations 2020 and would be administratively under the personnel & administrative reforms (P&AR) department. It stated that NSSB Regulations, 2020 would come into force with effect from the date of publication in the Nagaland Gazette. Thereafter, all direct recruitment of Group-C posts presently recruited by the departmental recruitment board would henceforth be recruited through the Staff Selection Board .

COVID: Nagaland records highest single-day spike of 126 cases 1052 active 635 recovered 6 deaths DIMAPUR, JUL 31 (NPN): With the highest single-day spike of 126 COVID-19 cases reported on Friday, Nagaland’s tally inched towards the 1700-mark. As on July 31, the state’s total tally stood at 1693 cases-- 1052 active, 653 recovered and 6 deaths (4 due to COVID, 1 death (positive) but not due to COVID and 1 death under investigation (co-morbidities and positive case). Out of 418 samples tested, 95 cases were detected in Dimapur and 31 in Kohima, Health minister S. Pangnyu Phom said on twitter. 2 more deaths: Two more deaths were reported in Dimapur-- a woman from West Yard colony and a male from Duncan Basti area. NEW DELHI, JUL 31 (PTI): With a record singleday surge of 55,078 infections, India’s COVID-19 caseload raced past 16 lakh on Friday, just two days after it reached the 15-lakh mark, while the number of recoveries rose to 10,57,805, according to Union Health Ministry data. The country has so far registered 16,38,870 instances of the coronavirus infection. The death toll increased to 35,747 with 779 fatalities being reported in 24 hours, the data updated at 8 am showed. This is the second consecutive day that COVID19 cases have increased by more than 50,000. The total number of confirmed cases also includes foreigners. There are 5,45,318 active COVID-19 cases in the country. The recovery rate rose to 64.54% while the fatality rate dropped further to 2.18%. According to the
Indian Council of Medical Research (ICMR), a cumulative 1,88,32,970 samples have been tested up to July 30 with 6,42,588 being examined on Thursday. The health ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities. “Our figures are being reconciled with the Indian Council of Medical Research,” the ministry said, adding that state-wise distribution of figures is subject to further verification and reconciliation. Of the 779 deaths reported on Friday, 266 were from Maharashtra, 97 from Tamil Nadu, 83 from Karnataka, 68 from Andhra Pradesh and 57 from Uttar Pradesh. West Bengal registered 46 deaths, Delhi 29, Gujarat 22, Jammu and Kashmir 17, Madhya Pradesh 14 and Rajasthan and Telangana 13 each.
Consolidated SOP to come into effect across Nagaland from Aug 1 DIMAPUR, JUL 31 (NPN): Nagaland government, in pursuance to the Central government’s ‘Unlock 3’ guidelines, and after assessing the situation across the state issued a single consolidated Standard Operating Procedure (SOP) to be strictly implemented across the state with effect from August 1 till August 31. 4 staff tested COVID positive isolated: CIHSR
DIMAPUR, JUL 31 (NPN): Christian Institute of Health Sciences & Research (CIHSR) has informed that four of its staff, who were tested positive COVID-19, have been promptly isolated and all doing well. According to CIHSR director Dr. Sedevi Angami, all contact tracing and testing had been initiated in line with the government guidelines. He also said that facilities concerned have been contained and decontamination was being carried out besides inspection by the district health authorities. Dr. Sedevi informed that COVID-19 isolation ward has already been activated and was under very stringent control according to the standard guidelines. DIMAPUR, JUL 31 (NPN): Health & Family Welfare department has informed that interested private hospitals and laboratories have been permitted to install TrueNat/CNBAAT based testing machine for COVID19. However, the department said that the labs and hospitals will have to obtain NABL accreditation and approval/registration from the ICMR. It said NABL has now fast tracked the approval within 7 days. ICMR will also provide expedited approval, subject to NABL approval, within four weeks time from the date of approval (NABL), it said. DNSU questions functioning of BSL-2 Lab DIMAPUR: The Dimapur Naga Students’ Union (DNSU) while strongly supporting the assertion made by Naga Council Dimapur (NCD) on July 30 has questioned the functioning of BSL-2 Lab and delay of results. A press release by DNSU vice president, Sentimeren Pongen has questioned why has the BSL-2 Lab at CIHSR been rendered out of service. It also asked why the chemicals and reagents were not restocked immediately.

DIMAPUR: NPGN/NNC has expressed grief over the untimely demise of Nagato Swu, S.O. of NPGN/NNC from Khehoyi village on July 31. According to DIPR report, the meeting was chaired by SDO (C) Changtongya, Moa Kumzuz Tzudir. Fearing the community spread of Covid-19, he encouraged the pastors to adopt all the precaution and safety measure at the church. He urged them to follow the protocols while worshipping by maintaining social distance, wearing face mask, using hand sanitizer and sanitise the church before and after service so as to prevent the spread of the virus among. DIMAPUR: Government of the People’s Republic of Nagalim (GPRN) has expressed grief over the untimely demise of ‘dy kilonser’ of NSCN/GPRN, N. Ekyimo Jami from Pangti village under Lotha Region on July 31. In a condolence message, NSCN/GPRN through its MIP has described late N. Ekyimo Jami as a man of integrity who stood firm through thick and thin in the Naga national struggle. He joined the Naga national service in 1994 and served the Naga

LPO flays government self declaration order to employees
KIPHIRE, JUL 31 (NPN): Government Middle School (GMS) Thsingar village, under Seyochung block of Kiphire district on July 22 distributed Mid-Day-Meal (MDM) to students from the school premises. The school which was established as GPS way back in 1967 was later upgraded to GMS in the year 2011. A short assembly programme was held where head teacher, Tsapikyu Sangtam instructed the students to maintain social distancing, hand wash and hygienic way of living. He also briefed about COVID19 and its dos and dont’s to the students. According to the head teacher, the school at present have only two regular teachers and one Hindi teacher manning more than 38 students in the school. DIMAPUR: Lotha Public Organization (LPO) has categorically flayed the recent office memorandum issued by the Home Department, Government of Nagaland directing all the administrative head to obtain information in a “Self-declaration” form from government employees regarding family members and relatives in underground organization. In a press release LPO through its publicity cell has denounced the usage of the term “Underground Organization” to refer the Naga national worker by the Raj Bhavan and the state government office and stated that such development is described as “malevolent exercise”. LPO maintained that every population of Naga by birth is a freedom fighter because the Naga has antecedents of freedom fighter directly or indirectly interlinked from their forefathers which is an indisputable fact. It asserted that after more than 70 years of political struggle and 23 years of ceasefire agreement when the whole Naga highly anticipated for the fruitful final political settlement to the protracted Indo-Naga political issue, enforcing such draconian order to the Naga people is a total betrayal of the long struggle of the Naga for self determination by the mighty Indian. “The Naga national movement has foothold in the international arena. Subverting the Naga political issue at their whims and fancy from the Raj Bhavan and GON is ambivalent towards Nagas by their belligerent attitude”, it stated. LPO reminded that the Nagas have also numerous supporting countries and
maintained a standard relationship within and abroad through many aspects. Therefore, patronizing the Nagas in a condescending manner and menacing the sovereignty of the Nagas will not be a desired ending. LPO further appealed to the interlocutor, Government of India to assiduously cynosure into the talk assigned by the Prime Minister of India and corroborate that a negotiated final settlement to the long Naga political talk was brought into a logical conclusion without further delay. Guwahati, Jul 31 (PTI): An attempt to cap OIL’s damaged gas well at Baghjan in Assam which has been spewing gas for 66 days failed on Friday when the wagon used to put a lid on its mouth gave in and toppled over, the company said. The reasons for the failure of the capping operation are being examined, the PSU said in a statement. It, however, did not specify when the oeration will be tried again. “All operational crew reached site early in the morning today for carrying out the planned capping operation. BOP stack was hooked up with the Athey Wagon (a type of hydraulic lift) for placing on the well head. “While the final capping operation was being attempted, the Athey Wagon toppled over at the last moment and the attempt did not succeed. Reasons for the same are being ascertained for next course of action,” it added. The company said that well killing fluid is ready at site and all the six high discharge water pumps are operational for spraying water to the well head during the operation.

Well number 5 at Baghjan has been spewing gas uncontrollably for the last 66 days since May 27 and it caught fire on June 9, killing two of OIL’s firefighters at the site. On July 22, three foreign experts from Singaporean firm Alert Disaster Control received burn injuries while they were removing a spool from the well head. OIL said it continues to face protests and blockades across many of its wells and field locations, leading to heavy produc-
tion loss in the last few months. It said that due to blockades there was production loss of 652 MT of cr ude oil and 1.53 MMSCM of natural gas on Thursday because of disruptions in several oil and gas wells. “Cumulative production loss since May 27, 2020 due to bandhs and blockades: 18,852 MT crude oil, 44.88 MMSCM of natural gas,” the release said. OIL said that various assessments and impact studies of the blowout as well as the blaze in villages and nearby forest areas are on by multiple agencies such as ERM India, TERI, CSIR-NEIST and IIT-Guwahati.

IMPHAL, JUL 31: Manipur witnessed yet another Covid-19 related death to take the fatality to five amid a sharp rise in the positive cases with 116 new cases in the past 24 hours. The 38-year-old man from Thoubal district died at JNIMS hospital due to COVID-19. He was also suffering from T2 diabetes mellitus and hypertension, a report of the COVID-19 Common Control Room said on Friday. Official sources said that the deceased was tested positive while attending medical treatment at a private clinic in Thoubal district. He was admitted to the COVID care facility of JNIMS three days ago, on July 29. Manipur, which had recorded the first ever COVID-19 positive case in NE had no Covid-19related death till July 28. However, after a 56year-old man became the first fatality of virus, the state has now seen five people succumb to the disease in the last three days. Of the five, three were
from Thoubal district where local transmission of the virus took place amid hectic efforts of the state government to prevent it from spreading to other places of the state. Meanwhile, the state reported 116 new cases of the contagion in the last 24 hours (from 6.30 pm of July 30 till 6.30 pm of July 31) including 80 security personnel and 19 suspected locally transmitted cases. Of the 19 suspected locally transmitted cases, 10 were from Thoubal district, seven from Imphal West and two from Tamenglong district. The state has now 2621 persons infected by the deadly virus. Of them, 931 were active cases as the recovered cases rose to 1689 after 17 persons were recovered from the disease and discharged on Friday. The recovery rate of the state stood at 64.44 percent, the common control room stated. On the other hand, analysis of the daily status update on COVID-19 of the state health department showed Imphal West has the highest number of
COVID-19 infections with 335 cases including 173 active cases. With 304 including 152 active cases, Churachandpur closely followed Imphal West district. A total of 59 new cases were detected in the district during the last 24 hours. Even though no new case was detected in Jiribam district where the first locally transmitted and cluster level transmission of the pandemic was reported, 15 new cases were found in Thoubal district. Of the 15 new cases in Thoubal, 10 persons have no significant travel history, the control room report said. COVID-19 situation got worse after locally transmitted cases were detected in the state from the middle of July, following which the state government was compelled to re-imposed stringent lockdown to check the spread of the pandemic. The more serious problem being faced in the state was the virus getting transmitted among patients treated at RIMS and other hospitals of the state.
Another doctor tests positive for COVID-19 in Meghalaya Correspondent SHILLONG, JUL 31: Twenty persons, including a doctor, have tested positive for COVID-19 in Meghalaya on Friday, taking the total number of active cases in the State to 603. Chief Minister Conrad Sangma, who chaired a review meeting on the prevailing health situation, said that the government will adopt a micro containment strategy in potential high-risk areas to balance out the health of the people and economy of the State. “Behaviour Change training will be imparted in locations with COVID-19 cases to impress on citizens to take precautions for their safety,” Sangma said. Meanwhile, Director of Health Services (MI), Dr. Aman War said the doctor is from Bethany hospital, Shillong. This is the fourth doctor who tested positive in Meghalaya after three others including Dr John L Sailo Ryntathiang who succumbed to the virus on April 15. Besides the doctor, two cases with severe acute respiratory infection from Bethany Hospital, one staff of RP Chest Hospital, one is from North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS) hospital,

Sikkim extends lockdown till August 3
Gangtok, Ju l 31 (PTI): The Sikkim government on Friday extended the complete lockdown in the state till August 3 in view of a spurt in COVID19 cases, a senior official said. As per the revised guidelines from the Home Department, the lockdown remains extended till 6 am on August 3, a notification issued by Chief Secretary S C Gupta said. A set of revised guidelines with regard to restrictions on movement and gathering of people, however, will come into force on August 3 and will be applicable till August 31, he said. The Sikkim government had reimposed a complete lockdown in the state on July 20 for six days and extended it till August 1 in view of a surge in COVID-19 cases.
Shillong, Jul 31: Meghalaya Chief Minister Conrad Sangma on Friday said that Business Process Outsourcing (BPO) has great potential in the North Eastern States. Addressing the esymposium on “Emergent North-East India: Strategic and Developmental Imperatives – The BPO Sector”, hosted by the Dr. APJ Abdul Kalam Centre for Policy Research and Analysis of IIM Shillong, Sangma that the State government has earmarked land of around 70 acres to give the sector the deserved push to realise its potential by encouraging companies who want to set up business to take up lease within the provided space. The Chief Minister was hopeful that the infrastructure, with more than 3000 seats would be made ready for use by interested parties by the end of the current financial year. On the BPO Sector, he said, “We all know that this sector has great potential in the Northeast, and frankly speaking I have experienced this first hand, including the challenges, and what an entrepreneur has go to through

Assembly panel seeks halt of illegal coke factories Correspondent Shillong, Jul 31: The Meghalaya Assembly Committee on Environment on Friday demanded of the government to stop eight coke factories operating illegally in West Khasi Hills district, even as it proposed a “zoning atlas” so that it could be beneficial to detect and regulate setting up of industries both legal and illegal. Congress legislator and Member of Assembly Committee on Environment, Himalaya Muktan Shangpliang said that the eight coke factories were set up in the last six to eight months without the consent of the district administration. “The owners of these eight coke factories did not even come for the hearing called by the Additional Deputy Commissioner of West Khasi Hills district which proves they were illegally running the factories
without papers,” Shangpliang said. Stating that 18 such coke factories have been set up in West Khasi Hills through single window clearance since August 2018, the panel member said, “The committee has viewed the matter seriously and the presence of coke factories has caused lot of health hazard in Shallang belt.” However, the committee has allowed the functioning of seven coke factories who furnished valid documents and certificates from the state pollution control board. Chairman Assembly Committee on Environment, S. K. Sunn said coke factories are under “red zone” categories and setting up of a unit requires compliance to environment from the state pollution control board after which they can go for civil construction and other infrastructure. “After this, authorities will inspect the infrastruc-
ture, and after they are satisfied, will give consent to operate for three months after which another inspection will be conducted wherein the pollution board will take samples of air, water and other elements which will be taken to the lab for testing,” he said. Sunn also proposed “zoning atlas” so that it could be beneficial to detect and regulate setting up of industries both legal and illegal. The assembly committee also discussed air pollution caused by cement plants in Jaintia Hills region. The state pollution board told the committee that there is tendency of smoke emission at higher level since the cement factories had started functioning after remaining closed for many months due to the lockdown. The committee suggested that the central and state pollution board
would visit and examine these industries and suggest measures to improve emission of smoke from them, Shangpliang said.

t was not entirely unexpected for the state’s High Power Committee(HPC) to conclude that there was a need to extend the current the currently ‘partial lockdown’ as COVID-19 cases began sprouting up in several colonies in Kohima and Dimapur. The decision appears to be based on the premise that lockdown will halt or break the chain of transmission. This has not happened throughout India, yet the physical act of imposing movement appears to convey the message that it will stop the virus from spreading. What should be understood is that merely imposing lockdown without vigorous contact tracing and testing will be as futile as imposing curfew without identifying hot spots, identifying and booking miscreants. As commented earlier in this column, the concept of lockdown to break the transmission chain has been adopted without understanding its main purpose. The district task forces in Dimapur and Kohima, where, presently, total lockdown are in place, have taken their respective decisions based on their analysis of the ground realities. Vigorous contact tracing or testing is not being done either in Dimapur or Kohima. This requires trained manpower driven by dedication. The fight against coronavirus is not a theoretical nor a war room scenario; it is about real battle taking place. The ‘frontline workers’ or the soldiers up front are not well prepared nor equipped nor led. It is unfortunate, that while much attention is being focussed on the daily reports or the photo ops of politicians; there is no worthwhile and informative enlightenment from those who matter in the particular field. That is not a Nagaland-centric issue but a ‘political virus’ that began from the Centre where, initially Modi was the all-in-all. In the early times of the pandemic, the government took over the daily briefings and the Indian Council of Medical Research(ICMR) had to be cautious about making statements that could put the rulers in poor light. In this regard, the Delhi-based Progressive Medicos and Scientists Forum(PMSF) had maintained and rightly so, that coronavirus is a disease that should be dealt with by epidemiologists. However, the government was shying away from epidemiologists, virologists and immunologist, since they had challenged the ‘so-called experts’ claim of no community transmission despite the tell-tale evidence. PMSF slam¬m¬ed the fallacious claims of ICMR chief Dr Balram Bhargava and NITI Aayog member V K Paul, heading one of the anti-COVID-19 groups of the government, on the ‘low incidence’ of the disease, pointing out that Dr Bhargava has nothing to do with contagious diseases as he is a cardiologist. This had led to speculation about civil servants being the real drivers of the Covid strategy, which is also backed by the fact that the Cabinet Secretary’s review meetings have continued, with one happening almost every week. One fact which the government and later the ICMR had refused to entertain was on community transmission. Eminent epidemiologist Dr.Ramanan Laxminarayan had said it was clear that community transmission had taken place in India and the rampant spread of the virus indicates that India was gradually moving towards herd immunity. Asked why government refused to accept that community transmission has taken place, Dr.Laxminarayan said the term was not important as it has been defined arbitrarily by some. He however added that community transmission has already taken place as defined by international standard since March 2020. Therefore, lockdown is not an option anymore but it will take more effort and time to convince the bureaucrats and politicians.

Statement of IAS Association Nagaland Naga impasse- the way forward
T
he IAS Association of Nagaland is deeply perturbed to see the statement from Nagaland Civil Service Association (NCSA) which attempts to distort facts for advancing untenable arguments. The statement has distastefully disparaged even the officers who made the supreme sacrifice by laying down their lives in the line of duty for establishing an indefensible narrative. All India Services (AISs) were created to ensure the efficient administration and smooth coordination between States and the Centre as envisaged in the Constitution of India. In its grain, the AIS is a service to both the Centre and States and its members serve at both fronts and thus acts as one of the key pillars of the federal structure of our polity and system of governance. The IAS officers while they cut their teeth in field charges at subdivisions and districts level, at senior levels, they bring all their grass root experience to policy making role at the Centre and bring back the skills acquired from the Centre back to the State. Therefore, the movement of officers from State to Centre and vice versa is the very essence of the IAS. When an officer of Nagaland cadre serves on central deputation, the officer becomes the voice and agent of the State in Delhi. He or she also helps liaise between the Centre and State to ensure that maximum benefit is drawn for our State from the Centre’s policy. Several IAS officers from Nagaland cadre have occupied key posts in various ministries, departments etc. The same IAS officers are again sent back to the State to work in different capacities and for the smooth coordination with the Centre. The learning and wider outlook developed during the Central stint is now employed for improvement of State-level governance. This is the essence and basic characteristic of the All India Service like IAS. Thus the IAS becomes the thread that binds the Centre and State, provides continuity and uniformity in administration. This back and forth movement of IAS officers is a sine qua non for a good All India Service as envisioned by Constitution framers. Calling them “Suitcase Bureaucrats” is not just
demeaning but also portrays a complete ignorance of the role of IAS, which is fundamentally different to the State/Provincial services. Living a life out of a suitcase, moving back and forth between Centre and State and on transfers amongst districts within Nagaland only showcases the dynamism and adaptability possessed by these officers as they provide leadership in various roles assuming multiple responsibilities in different geographical and cultural climates. Apart from the above, it is the IAS that can capitalize on its vast All India network of batchmates, seniors and colleagues to help the State in solving various inter-state coordination issues. The IAS (Cadre) Rules, 1954 are statutorily binding on all parties and apply to all States. The Government of India have clarified certain fundamentals regarding the management of the All India Services cadres, as follows: (i) At the time of the constitution of the IAS/IPS in 1947, it was decided to include the following categories of posts in the IAS cadre:- (a) All superior posts in the administrative departments of and above the rank of District Officers, i.e., Collectors, Commissioners, Members, Board of Revenue, Secretaries, Deputy Secretaries, etc. (b) A proportion of miscellaneous posts including those of Heads of Departments. So its amply clear that under rule 4 of IAS Cadre rules, 1954, the strength and composition of each of the cadres constituted under rule 3 shall be determined by regulations made by the Central Government in consultation with the State Governments in this behalf .As explained under rule 4 above, Posts like Deputy Commissioners (District Collectors), and Commissioner (Divisional Commissioner/Commissioner) concerning the District/Division/State administration etc are cadre posts for the IAS. These posts must be filled up if eligible IAS officers are available in the state. It is not a choice to be accepted or rejected based on irrational justifications. And all these posts included in the IAS cadre have a character of permanency attached to it as clarified by DOPT, Govt of India under their instructions under rule 4.
The rules apply to all the states in the country and are followed throughout in all the States as per the directives of the DoPT, Govt of India. By the very design and nature of the services, the NCS is an important service and is also a feeder service for IAS wherein senior NCS officers are inducted into IAS and thus the NCSA is always considered to be a sister association. Like the IAS cadre posts, there are specific cadre posts reserved for NCS officers too which are filled by NCS officers. If these NCS cadre posts are filled with non-NCS persons will the NCSA be a mute spectator for the same whatever the justification may be. The total sanctioned strength of IAS cadre in Nagaland includes various deputation reserves and leave /training reserves etc under which IAS officers avail deputation, leave and training opportunities as per IAS cadre rules. In addition to the senior duty posts, the central deputation reserve allowed as per IAS cadre rules is 20 posts whereas presently only 7 officers are serving on central deputation. There are sufficient IAS officers to fill vacant cadre posts. Any service be it IAS or NCS function as per extant rules and regulations. The rule applies equally to everyone and one can always get his or her grievances redressed within the ambit of law. There is no rivalry between the IAS and NCS; both the services being premier All India Service and State Civil Service, work hand in hand with each other and look after the administration of the State. Both the associations have also stood side by side to deal with common issues in the past. The objective of both the services is the same to serve the people of the State and to implement the Government schemes and programmes in successful manner. Let us continue to work together in good spirit and as per the extant rules and regulations governing the services to achieve the common goal to make Nagaland a Developed and progressive State. he thaw in relations between the GoI and the Naga underground groups commenced from 01 Aug 07 after the Cease Fire Agreement with the NSCN (I-M). Numerous rounds of talks in India and abroad for 18 long years led to signing of the Naga Framework Accord on 03 Aug 2015 between NSCN (I-M), but surprisingly the contents were kept a closely guarded secret from the people. In the five years since signing of the Naga Framework Accord lot of water has flown in the Dhansiri and the Nagaland political scene has changed significantly. Towering rivals, Mr Isaac Swu and Mr SS Khaplang are no more in this World; and Mr Muivah the survivor at Camp Hebron is the prominent relic of the turbulent past of Nagaland. Mr RN Ravi the interlocutor who signed the Naga Framework Accord on behalf of the GoI was appointed the State Governor on 01 Aug 19 after serious differences erupted with the NSCN (I-M) on demands of Pan Naga identity, separate constitution and flag. The dual role of Governor-cumInterlocutor has bared the intentions of the GoI and his neutrality has become suspect in the eyes off the Nagas, he completes a year in office as the Governor-cumInterlocutor on 01 Aug 20. The sway of NSCN (I-M) over the Nagas and the State Govt still persists but after death of Isaac Swu its stature is considerably diminished especially in light of the fact that current supremo Muivah has No locus standi in Nagaland Politics, as integration of Naga inhabited areas is not acceptable to the GoI. The Myanmar based Naga underground groups - the traditional rivals of NSCN (I-M) have also considerably weakened after Khaplang’s death and GoI’s pressure on Myanmarese Govt to crackdown on Naga Insurgents. Tatmadaw operations against the Hemi Nagas in conjunction with the Indian Army operating on the Indian side did not go down well with the Nagas. Some splinter underground groups of little consequence and dubious antecedents have taken birth but enjoy little traction with Nagas. At present the Naga National Public Groups (NNPG), a civil society group led by Mr Kitovi Zhimomi, ex General Secretary of NSCN
(K) and a MHA favourite, in his new avatar as a convenor of this group is a front runner in event of an interim solution till consensus is built on contentious issues. The Nephiu Rio Govt heads an ineffective State administration and appears to be a entangled in a web created by its own contradictions. His coalition partner, the BJP has a divided house and a change in leadership is on the cards. The CM has fallen out of favours with the Governor and has severely indicted by him for poor law and order situation and rampant extortion by underground cadres. The Governnor has also sought a declaration by all Government Servants stating details of their relatives in the underground movement. The Covid-19 cases are spreading fast in Nagaland and nearly 1500 persons are infected and the Govt bungled in Quarantine Protocols for Tuensang Denizens. The under development of Eastern Nagaland still remains a sore point and the ENPO is gathering greater support from the people with each passing day. The Rio Government’s action to frequently transfer the Bureaucrats on mass scale is baffling and and aimed to deflect the blame in anticipation. The main sufferers are the hapless Nagas who are trapped between the heartless state govt ,intransigent NSCN (I-M) and the GoI which views the Naga issue as a Law & Order Problem. The time has now come for the Nagas to unite rising above tribal fault lines and elect a Govt that cares and works for the Nagas. The GoI should display sincerity and magnanimity in granting the genuine wishes of the Nagas The Nagas have shun violence against SF and displayed commendable patience hoping for decades for return of peace, tranquility and progress. GoI must not further test the patience of the Nagas. Revival of violence in Arunachal Pradesh and Manipur in the recent past do not augur well for Nagaland. Cease fire, at best should be treated as temporary mechanism and as a prelude for lasting peace but should not be treated as the solution by itself. A reality check on the performance of the Pda government in Nagaland

he NDPP & BJP prepoll alliance’s election slogans of the last State Assembly Elections 2018 are still fresh in our minds. Those commitments like “Deeds, not words”, “Change is coming”, “Election for solution” and PM Narendra Modi’s election speech in Tuensang Town“Apuni vote BJP ghey diley development apuni bosti tie ponchai dibo”… The people of Nagaland with great expectations and hope blessed them to form the government though they were short of majority. Now, the PDA: NDPP &BJP coalition Government has successfully completed two and half years of governance, halfway through its five year tenure. In my personal observations, the PDA Government led by the able leadership of Shri Neiphiu Rio, the Hon’ble Chief Minister of Nagaland, true to their commitments seriously took up some important development activities, some of which have been well executed but at the same time it is also felt that they must truly deliver some of their other popular promises and also give greater emphasis to some other activities as listed below :1. Road sector: a. They first concentrated on Town roads such as Dimapur, Kohima, Mokokchung and Phek towns where the roads have improved to some extent. We are also expecting other town roads will be taken care of on priority-basis. b. National Highways and Districts connectivity roads:i. Dimapur to Kohima NH-29 4-lane road (76 kms) : The work in progress is anticipated to be completed
by next year. ii. Kohima to Wokha NH-61 from Henbeji to Longsa (32 kms): The work is in good progress and anticipated to be completed within this current financial year. iii. Kohima to Peren via Khonoma (about 50 kms): The work in good progress is anticipated to be completed within this current year. i v. W o k h a t o Bhandari:The work is completed but the workmanship was not satisfactory. The Government must work steadfastly towards timely completion of the ongoing works and improve the connectivity of and to the remaining districts on utmost priority to fulfill their commitments towards the people. 2. To produce more efficient bureaucrats and more successful exam aspirants among Nagas, the Government is sponsoring hundreds of aspiring candidates for coaching classes to compete in the UPSC, NPSC and Allied Services Examination which is a very good initiative and appreciable venture. 3. The Nagaland cabinet has approved for setting up of the Nagaland Staff Selection Board for recruitment to Non-gazetted posts is also most appreciable. 4. The delimitation exercise on Assembly Constituency seats in Nagaland and Parliamentary Constituency seats for Nagaland, is aimed at adjusting assembly seats to ensure equal, just and proportionate distribution and consequently representation. The government must welcome the exercise with open arms; support and cooperate with the appointed Commission and facilitate its
implementation. However, contrary to this belief, the government has taken decision and recommended for deferment which is a very unfortunate and immature decision on the part of the government much to the disappointment of the public. 5. The Naga Peace talk being in its crucial final stage, it requires the government’s unflinching support and cooperation as a facilitator being the link to the central government and spearhead towards bringing an early, honourable, inclusive and acceptable solution; and concluded the talks as committed. 6. In this Global Economic crisis situation, I strongly feel that the Government should focus and concentrate more on the sustainable and self-sufficient production of Agri, Horti and meat products. I am quite confident, in these areas Nagas can do better if the Government comes forward to encourage and facilitate the farmers and entrepreneurs. 7. Creation of new District Headquarters: Creation of district for the most-needed areas or communities is felt to be the most important and greatest development for the people. Through the creation of the District, the citizens get their due shares of funds allocation and development without the interference of others. It also boosts the efficiency of administration for the security, safety of the lives and properties of the people and further enhances the effective management of law and order activities. Therefore our immediate neighbouring states like Assam, Manipur and Arunachal Pradesh have recently created several
districts base on necessity. Wheareas, the Nagaland Government seems to be finding difficulty or unwilling to create even the few most-needed Districts. Some cases in point are:- the oldest sub-division Tseminyu – a separate District HQ for the Rengma tribe; Tobu - a most interior and neglected area in devolop-
ment; Mangkonglemba and Bhandari for effective administration and assessment of law and order situation effective Administration in the bordering areas. I sincerely hope the Government of Nagaland will side its attitude towards being ‘development-monger’ rather than ‘powermongering’ and fulfill the

Thank you outgoing DC Dimapur
The unanticipated transfer of DC Dimapur has shocked the denizens of Dimapur district. The headlines ‘DC Dimapur transferred’ of local dailies on 31st July has taken everyone by surprise. This sudden transfer prompted me, a concerned citizen of Dimapur, to write a short note of gratitude. The Covid-19 pandemic was unexpected and such a crisis in our state has hitherto never happened. The pandemic erupted and hit Dimapur during the outgoing DC’s tenure. Over the months, the DC and his team have done commendable work to tackle the crisis and other co-related issues. Despite the dilapidated infrastructure, the DC and his team did their best for the district. Dimapur being the most populated district, commercial hub and gateway to all other districts, the workload and pressure is tremendous. Preparation for the thousands of returnees, checking quarantine facilities, regulating business activities, issuing SOPs and guidelines, setting up of BSL, regular on-site inspections, coordination meetings, routine office works, heading DTF - the never-ending list goes on! I wonder whether the DC even had a good sleep over the weeks and months. Of all the work, for me, the handling and management of the thousands of returnees is the most laudable. His inclusive and cohesive functioning is also worth mentioning; the smooth coordination with crucial offices- CMO and Commissioner of Police- was evident. The district administration’s cooperation with Team Dimapur (led by Shri. Kikheto, Commissioner & secretary) was also visible. There was no power tussle which usually occurs between various services, and is common in several parts of our country. Various NGOs and CSOs were consulted and taken on board for formulating guidelines and policies of the district. Such cohesion and inclusiveness must be followed by other officers too. As far as I know, during the outgoing DC’s tenure, there were no anomalies and aberrations of any kind. The DC has handled the district and is well acquainted with the ground realities. The transfer at such a precarious juncture is a preposterous move. It shows lack of discernment by the higher echelons of the government (I hope the DC himself didn’t request for the transfer). I urge the decision-makers to exercise some prudence before transfers and postings. Thank you, Anoop ji for your tireless service. We will always be grateful and indebted to you. Raj political drama: Cong chief whip moves SC New Delhi/ Jaipur, Jul 31 (IANS/pti): After the Rajasthan Assembly Speaker moved the Supreme Court against the state high court’s July 24 order, Congress chief whip Mahesh Joshi has also moved the apex court, challenging the order staying proceedings on his petitions seeking disqualification of 19 rebel MLAs, including dropped Deputy Chief Minister Sachin Pilot. Joshi contended that it is beyond any pale of doubt that the High Court, by entertaining the plea of the rebel MLAs, at the stage when the Speaker is yet to decide the disqualification petition under Para 6 of the Tenth Schedule, has exceeded its jurisdiction and therefore the impugned interim order deserves to be set aside. The plea contended that the High Court directing status quo on disqualification proceedings is ex-facie unconstitutional, illegal and in the teeth of the law laid down by the top court in Kihoto Hollohan matter. Joshi insisted the notice issued on July 14 by the Speaker calling for comments of the rebel MLAs on the disqualification petitions filed against them under Para 2(1) (a) of the Tenth Schedule, was not adverse. As an interim relief, Joshi has urged the apex court to grant stay on the July 24 order of the High Court. The plea contended that the Speaker has vast jurisdiction to decide whether a person stands disqualified under the Tenth Schedule and he may arrive at such a conclusion by taking the

for replies/comments from the respondents,” he added. The Speaker has requested the apex court to rein in the “indiscipline”, contending that the High Court is violating the apex court verdict in Kihito Hollohan matter. “The impugned order of the High Court is a direct interference in the ‘proceedings of the House’ under Para 6(2) of the Tenth Schedule which is prohibited, under Article 212 of the Constitution,” said the plea.
Over 50 Gehlot camp MLAs moved to Jaisalmer
O ve r 5 0 C o n g r e s s MLAs in the Ashok Gehlot fold, who were camping at a hotel on the Jaipur-Delhi Highway amid the ongoing political crisis in Rajasthan, were on Friday shifted to Jaisalmer in three chartered flights. Transport Minister Pratap Singh said in Jaipur the MLAs are being shifted to Jaisalmer so that they remain united. He said the chief min-
ister’s strategy is that not a single MLA is poached. The three chartered flights carrying the MLAs took off from here and landed at Jaisalmer, a distance of more than 550 km from Jaipur by road. The MLAs were taken to hotel Suryagarh in bus and other vehicles amid tight security. “We are going to Jaisalmer for a change,” Congress MLA Prashant Bairwa said at the Jaipur airport. The remaining MLAs in the Gehlot camp are also being shifted to Jaisalmer. The decision to move the MLAs came a day after Gehlot indicated he will seek a confidence vote when the assembly convenes on August 14 and claimed the money offered to the MLAs to switch sides had increased sharply ahead of the session. The chief minister said the rebels who have not accepted money should return to the party. The MLAs have been staying at the Jaipur hotel
Gorakhpur (UP), Jul 31 (PTI): The human clinical trial of indigenously developed Covaxin, a possible vaccine against coronavirus, began at a hospital here, officials said on Friday. The trial began on Thursday evening at Rana Hospital and Trauma Centre, which is among the 12 institutes selected for clinical trials of the vaccine, officials said here. “The trials began under the supervision of physician Dr Ajit Pratap Singh and gynaecologist and obstetrician Dr Sona Ghosh and the vaccine has been administered to 9 volunteers so far,” Chief Administrative Officer of the hospital, Venketesh Chaturvedi said.
The hospital is already experienced in vaccine trials of typhoid and Japanese Encephalitis. “On Wednesday, we received the first consignment of 34 Covaxin developed by Bharat Biotech International and on Friday, we received 20 Covaxin developed by drug firm Zydus Cadila and we are expecting more vaccines
from the companies soon,” Chaturvedi said. “We have star ted human clinical trials of Bharat Biotech’s vaccine and soon the trial of Zydus Cadila vaccine will be started,” he added. Those who were administered the vaccine have been kept under observation and all of them are “absolutely fine”, he said. Chaturvedi said, “We are searching for more volunteers and if any one who is healthy, class 12th pass and between 18 and 55 years of age wants to become volunteer for clinical trials and join hands against COVID-19 can contact us on phone numbers -- 8303028051 and 6388214084.”

New Delhi, Jul 31 (PTI) : Riyaz, a budding cyclist and student of class 9 in the national capital, got his ‘Eidi’ on Friday when President Ram Nath Kovind gifted him a racing bicycle to help him achieve his dream of becoming a world-class cyclist. A student of Sarvodaya Bal Vidyalaya at Anand Vihar in Delhi, Riyaz originally belongs to Madhubani district in Bihar. His family, comprising parents, two sisters and a brother, lives in Madhubani, while Riyaz stays in a rented accommodation in Maharajpur, Ghaziabad, according to a statement issued by Rashtrapati Bhavan. To supplement his father’s paltry income as a cook, the boy in his free time works in an eatery in Ghaziabad as a dishwasher, it said. Riyaz’s passion is cycling, and he practises hard after studies and work. In 2017, he won a bronze medal in the Delhi State Cycling Championship.

Sompura, 77, who comes from a family of temple architects that have designed over 200 such structures, said that he was asked to prepare a design for the Ram temple by late leader of the Vishva Hindu Parishad (VHP), Ashok Singhal, around 30 years ago. He said designing the Ram temple was an uphill task 30 years back, as he had to prepare drawings using his footsteps as the unit of measurement. “When I first visited the site in Ayodhya in 1990, nothing was allowed to be taken inside the premises due to security concerns, not even a measurement tape and I had to measure with my footsteps,” Sompura said. Based on his design of the temple, the VHP had started preparation for its construction in the 1990s by setting up a unit of carving of stones in Ayodhya,
he said. “However, after the Supreme Court verdict in favour of construction at the Ramjamabhoomi site, the temple design was changed,” he said. “Now there will be five domes. It has two reasonsfirst, there is no dearth of land for the temple now and the second one is that after so much of publicity, we expect that a large number of devotees will visit the temple everyday and the size has been increased to accommodate them,” he said. According to Sompura, his son Ashish had presented this revised plan before the trust in June, which was approved. Ashish Sompura will look after the construction of the temple, although his father will have the final say on it. The septuagenarian architect said that he has designed many temples, but the Ayodhya Ram temple project is special to him just as the Somnath temple was for his grandfather Prabhashankar Sompura, who designed and oversaw its reconstruction.

Chief Minister Yogi Adityanath had asked the SIT to submit the report by July 31. According to official sources, the SIT has not been able to get certain documents needed for the probe. These documents are related to the 2001 case in which Vikas Dubey was acquitted in the murder of the then state minister Santosh Shukla inside the Shivli police station in Kanpur. Documents related to the bail granted to him in other cases have also been sought but not yet received.
The SIT has been asked to probe the role of the police, his relations with police personnel and the factors which led Vikas’s emergence as a gangster. A member of the SIT said that documents related to the gangster’s call records had also not been provided as yet. “We will need another month to compile the report. New York, Jul 31 (IANS): US President Donald Trump is using the impossible suggestion of delaying elections as a tool to scuttle plans by many states to allow all voters to cast their ballots by mail and to lay the basis for questioning the validity of the results. After asking in a Thursday morning tweet, “delay the Election until people can properly, securely and safely vote???”, he said at an evening news conference: “I don’t want a delay. I want to have the election.” “But I also don’t want to have to wait for three months and then find out that the ballots are all missing and the election doesn’t mean anything,” he said. The President does not have the authority to delay the polls and the Constitution gives only the Congress the power to set the election day and the Democrats hold the majority in the House of Representatives. The election day is fixed by an 1845 law as the first Tuesday in November, unless it falls on the first day of the month in which case it will be the next one. Even in the Senate, which his Republican Party controls, Trump’s suggestion was promptly shot down. “We’ll find a way to do that again this November 3” as scheduled, the leader of

Senator Kamala Harris, a front-runner to be the Democratic Party’s vice-presidential candidate tweeted, “Donald Trump is terrified because he knows he’s going to lose to @JoeBiden.” The issue of postal voting by all registered voters has, however, created a split along the party lines with Democrats supporting it while Republicans are sceptical.
Trump’s tweet said, “With Universal Mail-In Voting (not Absentee Voting, which is good), 2020 will be the most INACCURATE & FRAUDULENT Election in history. It will be a great embarrassment to the USA.” He returned to the theme at the news conference criticising the plan by California, the largest state, and six others to send out postal ballots to all voters this year instead of the earlier system under which voters would have had to request them and in many give a valid reason for not being able to vote in person. Several other states are also considering extending
postal ballots to all. Trump said, “It’s very, very unfair to our country. If they do this, our country will be a laughingstock all over the world because everyone knows it doesn’t work.” He may have a point going by the experience with postal ballots that surged in recent primary elections as people wanted to avoid coming to voting booths because of the COVID-19 pandemic. In New York state, for example, the Board of Elections has not been able to announce all the results even a month after the primaries on June 23 because of problems with postal ballots. One of the candidates
in the congressional primaries, Suraj Patel, said that about 25 per cent of the postal ballots had been rejected, most on technicalities. That may be costing him the election. Even the Amazon CEO Jeff Bezos-owned Washington Post, which leans towards the Democratic Party, criticised it with a headline that called it “a train wreck and a warning to us all”. Trump cited such reports in the newspaper, although overall it ran articles favourable to universal postal ballots, to make his case questioning the ability of states to handle hundreds of millions of mail-in votes in a timely and safe manner. When most voting is done in person at the polling boot results are known almost immediately after the close of polls. The process becomes cumbersome if postal votes are the majority of votes cast as they will need to be verified individually to see if they met various regulations and can be challenged by candidates’ representatives and even end up in court. In some states, postal ballots can be sent in 60 days before the November 3 election day, which means that in their cases the election campaign effectively ends on September 4, while in others it continues.

The World Health Organization grouping, comprising around 20 members and advisers, can propose new recommendations or amend existing ones. However, there is little doubt that the WHO will maintain the pandemic’s status as a public health emergency of international concern (PHEIC) -- its highest level of alarm. At least 17 million people have caught the virus, more than 660,000 have died, and infections are still rampant. WHO chief Tedros Adhanom Ghebreyesus has
stressed that the UN health agency had declared a toplevel public health emergency on January 30, when there were fewer than 100 cases and no deaths outside China, where the virus first emerged. The WHO has been sharply criticised for the length of time it took to declare a PHEIC. The United States, which accused the organisation of being too close to China, officially began its withdrawal from the organisation in July. The agency has also been criticised for recommendations deemed late or contradictory, in particular on wearing masks, or the modes of transmission of the virus. The WHO’s COVID-19 technical lead Maria Van Kerkhove said Thursday that the organisa-
tion had reacted immediately to the first signs of the pandemic, mobilising its forces to act and inform. Brussels, Jul 31 (AP): The European Union has imposed its first-ever sanctions over cyberattacks, slapping them on alleged Russian military agents, Chinese cyber spies and organisations including a North Korean firm. The six people and three groups hit with sanctions include Russia’s GRU military intelligence agency. EU headquarters blamed them in a statement for the 2017 “WannaCry” ransomware and “NotPetya” malware attacks and the “Cloud Hopper” cyberespionage campaign. EU foreign policy chief Josep Borrell said on Thursday the sanctions “are a travel ban and asset freeze to natural persons and an asset freeze to entities or bodies. It is also prohibited to directly or indirectly make funds available to listed individuals and entities or bodies.” Four Russians identified as GRU members were accused of trying to hack the Wi-Fi network of the
Netherlands-based Organisation for the Prohibition of Chemical Weapons, or OPCW, which has probed the use of chemical weapons in Syria. The 2018 attack was foiled by Dutch authorities. The GRU was also sanctioned for NotPetya, which targeted companies that do business with Ukraine and caused billions of dollars in damage globally, and cyberattacks on Ukraine’s power grid in 2015 and 2016. Ghani said the 500 prisoners were not part of the list given to the Afghan government by the Taliban and that these inmates will be released within the next four days, reports TOLO News. According to Ghani, the Afghan government has so far released 4,600 Taliban prisoners. Ghani said he does not have the right to decide on the release of those 400 Taliban prisoners on the list who are accused of serious crimes. Therefore he will call a Loya Jirga, a grand assembly of Afghan elders, to decide on the release. US COVID-19 death toll to top 230,000 by Nov Washington, Jul 31 (IANS): The COVID19 death toll in the US is projected to top 230,822 by November, said the Institute for Health Metrics and Evaluation (IHME) of the University of Washington. On July 22, the institute forecasted a total of 219,864 deaths from COVID-19 by November in the US, Xinhua news agency quoted CNN report as saying on Thursday. The updated projection is based on the current scenario in the US where infection cases rise and some people refuse to wear masks and practice social distancing, or other measures, said the IHME in its projection model. If the country universally adopts wearing masks, the number of deaths by November would drop to nearly 198,831, it said. As of Friday morning, the US accounted for the world’s highest number of infections and fatalities at 4,494,252 and 152,055, according to the Johns Hopkins University.

Nepal opens Mt. Everest after nearly five months
Kathmandu, Jul 31 (IANS): Nepal has opened Mount Everest and other Himalayan peaks from Thursday after a nearly 5-month closure due to the COVID19 pandemic, according to a Tourism Department official. All spring season expeditions that usually last from March to May were suspended in the wake of the pandemic, reports Xinhua news agency. The government had halted the issuance of climbing permits for expeditions and cancelled issued permits for the spring season 2020 on March 13. An expedition to Everest usually takes 45 to 90
days, a short climbing window, depending on favourable weather, and generally falls after mid-May. “The mountains are now open for mountaineers and the department has started issuing climbing permits starting today (Thursday),” said Mira Acharya, director at the Department of Tourism (DoT). The country has opened 414 peaks for mountaineering purposes. In line with the relaxation on economic activities, the government has allowed hotels, restaurants, trekking and mountaineering services to resume operations from Thursday. Nepal bags

The 13th edition of the cash-rich league, which was postponed in March due to coronavirus pandemic, will now be held in the UAE from September. IPL chairman Brijesh Patel had last week confirmed to IANS that this year’s league will be played around the September 19 to November 8 window and the same has been communicated to the franchises. COVID: Over 60% of Tokyo Games volunteers worried Tokyo, Jul 31 (IANS): More than 60 per cent of the volunteers for the 2020 Tokyo Olympics are “worried or anxious” about the impact of the coronavirus pandemic on the Games. Japanese state broadcaster NHK said on Friday that Tokyo 2020 organisers conducted the survey this month of volunteers who will be working mainly at event sites. About 26,000 out of the 80,000 people who have signed up responded to the survey which allowed multiple answers for each question. Asked what their main causes of worry or anxiety about the Games were, 66.8 per cent said they were how the pandemic will affect the format of the event and how infection preventive measures will be carried out during the Games, NHK said. Thirty-four per cent also said that they did not have much opportunity to know about their work because their training had been postponed. Some commented that they were worried about the risk of infection when they work as volunteers. Others mentioned uncertainty over whether the Games will actually be held.
