36 MLAs ask Dr. Shürho to step down Serve 15-day ultimatum
DIMAPUR, JUL 31 (NPN): Nagaland chief minister T.R. Zeliang along with 35 MLAs, which included around 31 MLAs who were recently expelled/suspended from the NPF party, have served a 15-day ultimatum on Dr. Shürhozelie Liezietsu to step down as president of the NPF, expressing apprehension that continuance of Dr. Shürhozelie as NPF president would “invite further destruction and dismemberment” of the party at various hierarchies. This was contained in a letter to NPF president, Dr. Shürhozelie Liezietsu (attached with meeting minutes of the NPF legislature party held on July 29, 2017 at state banquet hall, Kohima) by Tokheho Yepthomi, with his official designation as Parliamentary Affairs minister, Nagaland government. According to the 36 MLAs, who signed the meeting minutes, the meeting took stock of the political situation after TR Zeliang,

took over as the leader of the NPF legislature party including the reins of the government in the state. The MLAs expressed particular concern with the “precarious condition” of the NPF party in the hands of Dr. Shürhozelie Liezietsu. They accused the party president of creating a deep divide between the party organisation and the legislative wing for his “selfish ends”. According to the signatories, the resolution to serve an ultimatum on Dr. Shürhozelie was after taking note of his “autocratic style of functioning” wherein he expelled/suspended elected MLAs and MPs without issuing a show cause notice to them and without following due procedure of law and without observing the principles of natural justice. Further the MLAs said they also took note of the “fraud Dr. Shürhozelie” in mutilating the constitution of the NPF party by adding words and additional sentences. They said such words were not authorised to be inserted in the constitution at any general convention but done by Dr. Shürhozelie to
position himself “in an unquestionable and unbridled manner.” They also resolved to advise all party rank and file not to follow any orders from Dr. Shürhozelie as he had already come under cloud and was under the process of being removed from office as party president. They claimed that the impeachment had the backing of NPF leaders, workers and bodies from 36 Assembly Constituencies out of 47.
Meanwhile, the MLAs have authorised the chief minister and leader of the NPF legislature party, TR Zeliang to forward the adopted resolutions to the Election Commission of India to inform it about the factual position in the NPF. The signatories include T.R. Zeliang, G Kaito Aye, Imkong L. Imchen, Tokheho Yepthomi, Y Patton, Kipili Sangtam, Dr. Neikiesalie Nicky Kire, E.E. Pangteang, Kejong Chang,

Rio ‘selected’ as interim NPF president
In a new political development, the 36 MLAs on Monday “unanimously selected” former chief minister and current Lok Sabha MP, Neiphiu Rio as the interim president of the NPF. This was resolved during the meeting of NPF Legislature Party meeting held at the State Banquet Hall, CM’s residential bungalow, where Rio also attended as a special invitee. According to the meeting minutes, signed by Leader of NPF Legislature Party and chief minister T.R. Zeliang, Rio and 35 MLAs, empowered Rio with all the functions and prerogatives of the president of the NPF under the Constitution of the NPF, to take decisions in the overall interests of the Nagas with immediate effect. He has also been empowered to appoint the divisional level office bearers and
also take necessary steps for organising a general Convention of the NPF Party at the earliest. The house also constituted a search committee comprising Tokheho Yepthomi, Y. Patton, Dr. Nicky Kire, E.E. Pangteang and Imkong L. Imchen, to assist the interim president in order to put in place the state level organisational structure of the NPF Party to be approved at the General Convention of the NPF Party. The legislators further resolved to appeal to all the rank and file of the NPF Party to come and join the Government and the majority. The legislature party further maintained that all decisions taken by NPF party under the leadership of Dr. Shürhozelie Liezietsu after July 13, 2017 shall be rendered null and void.
‘Not in My Name’: 114 military veterans write to Modi against mob lynchings NEW DELHI, JUL 31 (AGENCIES): More than 100 armed forces veterans have written to Prime Minister Narendra Modi, condemning mob attacks by cow vigilantes on Muslims and Dalits. The letter, dated July 30, also expressed concerns over “clampdown” on free speech and the “climate of fear”. The letter, which was also sent to chief ministers of all states, has been signed by 114 armed forces veterans. “It saddens us to write this letter, but current events in India have compelled us to register our dismay at the divisiveness that is gripping our country,” the letter said. The 114 veterans who signed the letter include Admiral L Ramdas, Major General Dipankar Banerjee and Major General MPS Kandal, The Hindu reported. “We stand with the ‘Not in My Name’ campaign that mobilised thousands of citizens across the country to protest against the current climate of fear, intimidation, hate and suspicion,” the letter added. The ‘Not in My Name’ campaign was organised in June and saw people take to
the streets to protest lynchings of Muslims and Dalits across several cities by selfstyled gau rakshaks. “We have spent our careers working for the security of our country. Collectively, our group holds no affiliation with any single political party, our only common commitment being to the Constitution of India,” the letter said. In the letter, the veterans said that media outlets, civil society groups, universities along with scholars had been branded “anti-nationals” and were being intimidated. “We can no longer look away. We would be doing a disservice to our country if we do not stand up and speak for the liberal and secular values that our Constitution
HC defers hearing on party whip Central govt orders LPG prices to be hiked by Rs 4 per month
DIMAPUR, JUL 31 (NPN): The Gauhati High Court, Kohima bench on Monday deferred the hearing on the petition filed by party president Dr. Shürhozelie Liezietsü against the Speaker and others, by three weeks over the issue of appointment of NPF party’s Chief Whip. The case was to have been heard on Monday. The single bench judge, S. Serto after hearing the plea of the counsel for respondent No.1 (NLA Speaker) and counsels for other respondents, seeking more time, agreed to list the matter again after three weeks. Earlier, the counsel for the petitioners submitted affidavit affirming service notice to the respondents (3 to 37) through NLA commissioner & secretary, and that he was not able to ascertain as to whether all the respondents had received the notice. Since all the respondents did not appear before the court on July 31, the court allowed the counsel for the petitioners to issue notice through publication in the local newspapers within two days for two consecutive days. The court said that the hearing for the same would be taken up in the next date fixed along with a petition on Mon-
day by the counsel for NLA Speaker, Dr. Imtiwapang Aier (respondent No. 1) questioning the maintainability of the writ petition. Senior counsel for respondent no.2 also sought three weeks time to file affidavit-in-opposition as also the counsel for nine respondents seeking time to enable them to file counter affidavit on behalf of the respondents. It may be recalled that the matter was placed before Gauhati High Court, Kohima bench on July 24 by the petitioner NPF president, Dr. Shürhozelie Liezietsu & Anrs (petitioner) Vs NLA Speaker, Dr. Imtiwapang Aier & 36 others (respondents). The court after hearing the counsels of both the petitioners and the respondents, was of the considered view that notice should be issued to all the respondents. In this regard, the court set the hearing date to July 31, 2017. The petitioner raised the issue on whether, as per the Tenth Schedule of the Constitution, it is the political party which issues directions through any person or authority authorised by it as Chief Whip/Whip or whether party legislators can themselves appoint the Chief Whip/Whip for issuing directions.
NEW DELHI, JUL 31 (AGENCIES): The government has ordered state-run oil companies to raise subsidised cooking gas (LPG) prices by Rs 4 per cylinder every month to eliminate all the subsidies by March next year, Oil Minister Dharmendra Pradhan said on Monday. The government had previously asked Indian Oil (IOC), Bharat Petroleum (BPCL) and Hindustan Petroleum (HPCL) to raise rates of subsidised domestic LPG (liquefied petroleum gas) by Rs 2 per 14.2-kg cylinder per month (excluding VAT). Now, the quantum has been doubled so as to bring down the subsidy to nil, he said in a written reply in the Lok Sabha here. Every household is entitled to 12 cylinders of 14.2-kg each
at subsidised rates in a year. Any requirement beyond that is to be purchased at market price. “Public sector oil marketing companies (OMCs) were authorised to increase price of subsidised domestic LPG cylinder by Rs 2 per cylinder (14.2-kg) per month (excluding VAT) with effect from July 1, 2016,” he said. Oil companies had hiked LPG rates on 10 occasions since that goahead. “The government vide its order dated May 30, 2017, has again authorised OMCs to continue to increase the effective price of subsidised domestic LPG by Rs 4 per cylinder effective June 1, 2017, per month (excluding VAT) till the reduction of government subsidy to ‘nil’, or till
March 2018, or till further orders, whichever is earliest,” he said. Oil companies have raised rates twice since then, the last being on July 1 when rates were up by a steep Rs 32 per cylinder -- the steepest increase in six years. This hike was because of the May 30 order as well as reflection of hiked tax rates under the Goods and Services Tax (GST) regime. The rate of non-subsidised LPG, which consumers pay after exhausting their quota of below-market priced bottles, costs Rs 564. “The price for the other subsidised cylinders (i.e. 5 kg) would be increased proportionately by the OMCs,” Pradhan said. The subsidy on LPG was Rs 86.54 per cylinder for July, he said.
espouses. Our diversity is our greatest strength. Dissent is not treason; in fact, it is the essence of democracy,” the veterans said. The veterans averred that India needed to cherish its spirit of “unity in diversity”. “The Armed Forces stand for ‘Unity in Diversity’. Differences in religion, language, caste, culture or any other marker of belonging have not mattered to the cohesion of the Armed Forces, and servicemen of different backgrounds have fought shoulder to shoulder in the defence of our nation, as they continue to do today... We are one family. Our heritage is like the multi-coloured quilt that is India, and we cherish this vibrant diversity,” they said.

Union Minister of Housing & Urban Affairs, Narendra Singh Tomar launched the survey, the third in the series and released a comprehensive Survey Tool Kit, explaining the methodology, weightages and new features and thrust areas that help cities and towns prepare for the field survey
over the next six months. Tomar said the results of two previous such surveys announced in 2016 and 2017 have generated substantial excitement and enthusiasm among the cities and citizens besides promoting a healthy competition among all the stakeholders, leading to expanding the scope of the survey to all urban areas of the country. He informed that the methodology and weightages for Swachh Surekshan-2018 have been modified to certain extent based on extensive consultations with city and state governments, experts and other stakeholders and in line with the progress of Swachh Bharat Mission (Urban). The Survey Methodology seeks to capture the efforts under and outcomes of Swachh Bharat Mission (Urban) as the cities move on from building toilets towards Solid Waste Management with emphasis on decentralized
solutions, ensuring sustainability of improved sanitation infrastructure and services and enforcement. Explaining the details of methodology and its new features, Housing & Urban Affairs secretary, Durga Shanker Mishra stated that keeping in view the need for citizen involvement in assessing progress in sanitation and outcomes to be felt on ground, total weightage for Citizen feedback and Independent observation of sanitation have been increased by 10% over that of 2017 Survey. To encourage cities take up innovative sanitation practices and solutions, a new element of ‘Innovation’ has been introduced this year with a weightage of 5%, he said. The 4,041 cities and towns to be covered under Swachh Survekshan-2018, results of which will be announced in March 2018, include 500 with a population of one lakh and above each and
state capitals and 3,541 with population below one lakh each. For these 3,541 towns, State and Zonal rankings will be announced besides national rankings for the other 500 cities and towns. Under this survey, cities will be ranked based on 71 sanitation related parameters with different weightages for a total of 4,000 marks. Total score has been doubled this time to avoid crowding of cities with very marginal differences in scores that happened in the previous survey. Marks for each of the components of sanitation will be assigned based on rigorous assessment of claims of city governments, citizen feedback and independent observation. As per the Survey Toolkit released on Monday, cities and towns will prepare over the next six months before field assessment begins on the fourth of January next year with survey results scheduled to be announced on March 26, 2018.

the youth volunteers also rendered their services for the road, in those portions, which had been worsened during the monsoon. Around hundred youth volunteers representing Sechu Zubza Youth Organisation (SZYO), Kiruphema Youth Organisation (KYO) and Sechuma Youth Organisation (SYO) took part in the plantation programme. The three youth organizations have also voiced the need for proper maintenance of this PWD road, so that it served the public well in times of crisis. It may be mentioned that the youth organizations have also conducted mass social
work within their respective jurisdictions during the monsoon. O ve r a t h o u s a n d cherry trees donated by a nature and biodiversity conservation enthusiast, Er. Penri Yanthan were planted. Meanwhile, SZYO president Viketouzo Meyase, KYO president Kezevilie Hojha and SYO president Petekhrieto Nipu have extended their appreciation to Er. Penri Yanthan for donating the cherry trees. T Y C : Ts u p f u m e Youth Club (TYC) in collaboration with 9th Assam Rifle, Alpha Company also conducted tree planta-
tion program on July 29, at Tsupfume community hall under the theme “go green and beautiful”. At the programme, guest speaker 9th Assam Riffle Alpha Company, post commander Major Alex, challenged the youth to cut less and plant more trees to combat global warming. Alex lamented that due to excessive cutting down of trees, drought becomes dangerous to people and animals and may lead to severe famine and even create deserts by deforestation. He encouraged the youth to be the agent or model of afforestation in the society.
He informed the villagers that he would be organizing more programs related to environment and health care and even requested the community to approach him or his office for any assistance. The program started with the quote “change it not by chance but by choice” chaired by Sarhulu Lea, opening prayer by TBC pastor, Neingolo Leho and welcome address delivered by TYC president Vivutou Lea. TYC advisor Dakho Lea, thanked the guest speaker for his presence and also for sponsoring refreshment which was followed by mass tree plantation.

the state government will submit a memorandum with some demands. Earlier during the day, Congress leader and former chief minister Tarun Gogoi said Modi is paying a “token visit to the state only after facing severe criticism from all quarters as he visited Gujarat, but neglected Assam.” The Centre has already announced an ex-gratia of Rs two lakh each under the Prime Minister’s National Relief Fund for the next of kin of people killed and Rs 50,000 to seriously injured persons in the recent flood in Assam. The chief minister was referring to the ongoing agitation of the students under the aegis of the Kangleipak Students’ Association (KSA). While demanding implementation of Inner Line Permit System (ILPS), the student body is also pressing the government to reserve the eight assembly constituencies for indigenous people where non-local voters outnumber local voters besides banning non-locals from contesting elections in Manipur. Admitting that some of the demand are “genuine,” the chief minister assured that the matter will be looked into. Singh said that the state government too was very much concern about the protection of the indigenous people. However, declaration of eight assembly segments reserved for indigenous people would need a thorough discussion with Constitutional and legal experts as well as stakeholders, he added.

Guwahati, Jul 31 (PTI): Prime Minister Narendra Modi will pay a oneday visit to Assam on Tuesday to discuss a permanent solution to the flood problem in the state every year. “The prime minister’s visit is mainly to find a permanent solution to the flood problem that Assam is facing,” state Finance Minister Himanta Biswa Sarma said at a press conference here. He will hold two series of discussions here during the day and will leave for Delhi in the evening, he added. The first meeting will be with the council of ministers and state officials. After that, the prime minister will address a meeting of NDA legislatures from BJP, BPF and AGP,” Sarma said. Asked about the state’s demand, Sarma said Assam has enough funds. “We still have Rs 324 crore of unspent money. Last year the Centre had announced Rs 400 crore (for Assam), but did not send it because we had money,” he added. Sarma, however, said

Chhattisgarh to start Bengal flood toll rises to 39 Women’s rights bodies urge CJI ambulance service for cows to review directions on 498A
Raman Singh
Activists of various women’s organisations display placards during a protest outside the Supreme Court in New Delhi on Monday. (PTI) New Delhi, Jul 31 (PTI): Several women’s rights groups have written to the Chief Justice of India seeking a review of the Supreme Court’s July 27 ruling that no arrests be made under Section 498A without verifying allegations. Section 498 A of the Indian Penal Code (IPC) provides punishment for subjecting a married woman to cruelty to meet any unlawful demand for any property or valuable security. The letter is signed by 16 women’s rights organisations and states that the SC order “completely overlooks” the fact that women are subjected to daily harassment for dowry and domestic violence. “We are deeply concerned and dismayed that the entire judgement proceeds on premise that women are liars and file false cases under Section 498A IPC not only against their husbands, but also against his family members. This judgement
is part of a backward trend that we have noticed in earlier judgements also,” the letter states. The SC had recently voiced concern over “abuse” of the anti-dowry law and had directed no arrest should “normally be effected” without verifying allegations as violation of human rights of innocents cannot be brushed aside. The women’s groups have said, “Our experience of dealing with cases through the years has also shown that domestic violence is perhaps the most pervasive kind of violence against women and deeply affects their health and wellbeing.” Citing the National Crime Records Bureau data for 2015, the letter stated that 1,13,403 cases of violence under Section 498A IPC were filed, of which charge sheets were submitted in 89.4% of cases. The letter stated that the court’s observation that most of such cases are filed
in the heat of the moment over trivial issues, “was wrong”. It also questioned the assumption that the abysmally low conviction rates of 14.4% in 2012 and 15.6% in 2013 are indicative of false cases. In many cases, investigation is not properly conducted, statements of material witnesses are omitted, and evidence is improperly collected, it claimed. “Furthermore, as much domestic violence occurs in the confines of home and family, convictions under Section 498A of IPC are notoriously difficult to achieve. The basic premise on which the judgement was based was therefore wrong,” it said. It also said mental torture, abuse and infliction of physical violence, which may not be evident, have not been considered by the judgement, though Section 498A of IPC expressly covers both mental and physical violence.
New Delhi, Jul 31 (IANS): The Supreme Court on Monday refused to extend the July 31 deadline for disposing of unsold liquor stock in Bihar. A division bench of Justice Dipak Misra and Justice A.M. Khanwilkar dismissed the plea by the Confederation of Indian Alcoholic Beverage Companies seeking more time for the state’s liquor manufacturers to dispose of over 2.8 lakh bottles of liquor as this would cause an immense financial loss to them. The Bihar government had opposed the demand, claiming the firms were indulging in illegal liquor trade. A vacation bench of the Supreme Court had earlier modified a order and permitted manufacturers in Bihar to sell their unsold stocks till July 31 outside the state in view of the total prohibition imposed by the Nitish Kumar government on April 1 last year.

Raipur, JUL 31 (AGENCIES): The Chhattisgarh government will begin an ambulance service for cows, chief minister Raman Singh said, joining a number of BJP-ruled states to put a stronger focus on protection of the animal that is considered sacred by Hindus. The service will be started in ten districts in the next few months, Singh said, addressing a programme organised by the state’s commission for protection of cows at Pandit Ravi Shankar University on Sunday.
Protecting cows and promoting products derived from them has been in focus since the rise of the Bharatiya Janata Party with the election of Prime Minister Narendra Modi three years ago, at times being seen as a factor that has emboldened vigilante ‘gau rakshaks’ who have killed and attacked people. The Uttar Pradesh government announced a similar service, as did a particular district in Madhya Pradesh over the last year. Raman Singh did not elaborate on how much the scheme will cost. On Sunday, Singh urged people to use panchagavya — a concoction prepared by mixing constituents derived directly and indirectly from cows such as dung, urine, milk, curd and ghee — and help promote the cow-based economy. “Organic farming and biogas can help promote a cow-based economy,” Singh said.
Can the colour blind study medicine, asks SC
New Delhi, July 31 (IANS): Can colour blind students be allowed to pursue medical courses, the Supreme Court on Monday asked the Medical Council of India (MCI). A division bench of Justice Dipak Misra and Justice A.M. Khanwilkar asked the MCI to inform it of its decision before September 12, the next date of hearing. The apex court’s query comes after an expert committee of senior doctors, appointed by the court, opined that such students could be allowed to pursue the MBBS courses. Calling the rule barring colour-blind people from medicine “regressive”, the panel said the guidelines need to be revived and that many other countries allow colour-blind students into medical courses. The court was hearing a plea by two medical aspirants who were denied admission after clearing the entrance examination in 2015 as they were suffering from partial colour blindness.

Nagaland Post Test on corruption
P
DailyDevotion Becoming Entirely His Let patience have its perfect work, that you may be perfect and complete, lacking nothing. —James 1:4 Many of us appear to be all right in general, but there are still some areas in which we are careless and lazy; it is not a matter of sin, but the remnants of our carnal life that tend to make us careless. Carelessness is an insult to the Holy Spirit. We should have no carelessness about us either in the way we worship God, or even in the way we eat and drink. Not only must our relationship to God be right, but the outward expression of that relationship must also be right. Ultimately, God will allow nothing to escape; every detail of our lives is under His scrutiny. God will bring us back in countless ways to the same point over and over again. And He never tires of bringing us back to that one point until we learn the lesson, because His purpose is to produce the finished product. It may be a problem arising from our impulsive nature, but again and again, with the most persistent patience, God has brought us back to that one particular point. Or the problem may be our idle and wandering thinking, or our independent nature and self-interest. Through this process, God is trying to impress upon us the one thing that is not entirely right in our lives. We have been having a wonderful time in our studies over the revealed truth of God’s redemption, and our hearts are perfect toward Him. And His wonderful work in us makes us know that overall we are right with Him. “Let patience have its perfect work….” The Holy Spirit speaking through James said, “Now let your patience become a finished product.” Beware of becoming careless over the small details of life and saying, “Oh, that will have to do for now.” Whatever it may be, God will point it out with persistence until we become entirely His.

Post-mortem
Vol. XXVII NO. 236 Dimapur, Tuesday, August 1, 2017
akistan president Nawaz Sharif became the victim of the big global scandal known as the Panama Papers when the Pakistan Supreme Court which was pursuing the case, deemed Sharif as not being honest and therefore, disqualified from the Pakistan National Assembly. The Indian Express, which closely pursued the leaks, exposed the involvement of many high and mighty from Pakistan and India. In particular, its investigations into the leaks exposed the involvement of the family members of Pakistan’s third-time Prime Minister Nawaz Sharif. This leak led to furious scathing investigations and trial against him and his family. Also mentioned are the brother-in-law of China’s President Xi Jinping; Ukraine President Petro Poroshenko; Argentina President Mauricio Macri; the late father of former UK Prime Minister David Cameron and three of the four children of Pakistan’s Prime Minister Nawaz Sharif. The Panama Papers are fileds from one of the world’s most secretive companies, a Panamanian law firm called Mossack Fonseca. The files show how Mossack Fonseca clients were able to launder money, dodge sanctions and avoid tax. According to reports, the Panama papers is the biggest leak in history, dwarfing the data released by the Wikileaks organisation in 2010. The reports said while data released by Wikileaks was equivalent to the population of San Francisco USA, the data released in the Panama Papers was equivalent to the population of India. Biggest leak of over 11 million documents of Panama law firm features over 500 Indians linked to offshore firms investigation by a team of The Indian Express. Last year, journalists from The Indian Express, after going through millions of documents relating to the Panama Papers leak, released a list of Indians whose names had stood out. The judgment of the Pakistan Supreme Court fell like an irony against the state of the Panama Papers investigation in India. It may be recalled that in 2014 Prime Minister Narendra Modi had ascended to power with the promise of doing away with the culture of corruption that had plagued the last government. Instead, the high profile personalities who were castigated for their names in the leaks are often seen socialising with those in power. While those in India can’t resist castigating Pakistan for everything; yet when it came to taking action against the corrupt, India has been found wanting. In fact many prominent Indians who figured in the Panama Papers enjoy patronage of the Modi government. According to India Express, one of them, a famous Bollywood star was hired by the Modi government to promote GST - a new taxation regime that is touted to create a uniform tax system in the country. The Panama Papers come at a time when the Special Investigating Team (SIT) on black money headed by former Supreme Court Judge M B Shah is finalising its new action-taken report. The formation of the SIT was the very first decision taken by the Narendra Modi Government in May 2014. Prime Minister Narendra Modi enjoys an image as a non-corrupt politician since till date, his name is free from being linked with any scam. However, if certain people with dubious past have succeeded in being seen as enjoying his government’s patronage, then it does raise serious ethical issues.

Political manoeuvrings in small states of India
re the words small and weak synonymous? No, but hypotheses can be formulated that small states are also weak states and that the politics of small states are in a watch out to be in tandem with that of the ruling government at the helm of affairs. This is the case particularly when different parties are in power at the centre and in the states. The peculiar similarities in the small states of India is that it passes as weak and vulnerable owing to its small population size, rugged terrain, being frontier states, the lack of social cohesion and the issue of insurgency specifically in the North-eastern states. All of these aspects leave the field open for manoeuvrings in the politics of small states by the ruling party at the centre. In a coalition government, parties concerned compromise on their party policies and agenda. But the so called ‘compromise’ comes with bumper price tags. This gets a different manifestation when a single party which wins majority of the seats forms a government at the centre – while it tries to topple governments in states ruled by a different party, its ambitions resonate well with those of the states which too gravitates towards them. This makes it easier for manipulating the greed of the political elites of the small states which have little or no resources of its own to sustain its stay in power without proper or good funding from the centre. Of greed and instability A cursory glance over the politics that unfolded between 2016 till mid 2017 in most of the small states has proved that these states are more susceptible to political crisis. The story begun with Arunachal Pradesh in early 2016, caught in political and constitutional crisis. What started as an issue of financial mismanagement charges against the then Chief Minister Mr. Nabam Tuki by a rebel MLA made several twists and turns as the events unfolded. Several members of the then ruling Congress party turned dissidents and joined hands with their rival party to pull down the government. The BJP saw an opportunity in the crisis that unfolded and backed the rebel faction.
E
Defying the Supreme Court of India’s decision in the 1994 S.R Bommai case, that the only place for determining whether a chief minister has lost his majority is the floor of the House and not the Raj Bhavan, the then Governor Mr. J.P. Rajkhowa acted on his own terms in a partisan manner. The crisis culminated in the imposition of the President’s Rule which was later revoked by the Supreme Court. After the floor test, the BJP succeeded in forming a government thereby making its presence in the State which had for years been ruled by the Congress party. Inroads into the North East region had already been made by the BJP when it won the Assam Assembly election in 2015 and the subsequent creation of the North East Democratic Alliance. This event of the Congress rebel MLAs running to the BJP in Arunachal Pradesh is not an exception but was seen in the states of Uttarakhand and Manipur too. Thus the event qualifies too well to be called a “Domino effect”. The case of Uttarakhand also deserves special mention. Here, rebel Congress MLAs joined BJP’s demand vote on Appropriation Bill. While the rebels were disqualified by the Speaker, the Governor asked the then Chief Minister Harish Rawat to prove his majority in the House. In an unsurprising move, President’s Rule was imposed in Uttarakhand but soon revoked by the Supreme Court on May 11, 2016. In the 2017 state Assembly election, the BJP formed the government in Uttarakhand. The imposition of President’s Rule in both Arunachal Pradesh and Uttarakhand has brought into light the use and misuse of Article 356 of the Constitution. As the focus of this writeup is not on the abuse of Article 356, I refrain from going into its intricacies. Nevertheless, the irresponsible role of the Governor is most reprehensible but the part played by the Supreme Court in both the cases had reaffirmed people’s faith in the highest court of the land. In November last year, a similar tale with different turn of events erupted in Manipur just months before the Assembly elections in the State. Expectedly, MLAs from the Ibobi

Singh government of the Congress party defected to the BJP. The switch of party of course is to serve their narrow political interest and nothing about the people and the development of that state. The defected party members led by Mr. N Biren Singh are now wielding power in Manipur. Case of Nagaland: The two back to back change of the Chief Minister in 2017 questions the credibility of the ruling Nagaland Peoples’ Front Party (NPF) which claims to be addressing the Naga political issue. On 10 July 2017, a political storm once again jolted Nagaland when the now Chief Minister T.R. Zeliang claimed he had the numbers to form a new government as against Mr. Shurhozelie Liezietsu who was made the Chief Minister post the early 2017 political and social crisis. The event occurred when the latter was gearing up for the by-election to the Northern Angami-1 Assembly seat, vacated by his son. If we are to go by the words of the NPF spokesperson, the event was nothing but an internal party matter. Why then was the need for Mr. Zeliang to fly to Delhi and discuss the scenario with the BJP heavyweights? Well! This is only one of the many instances that bring out the hypocrisy of the ruling elites. Otherwise, the matter could have been raised in the party (NPF) apparatus and not allowed to be surfaced in the public and leave the state without a government. What is intriguing of the recent falling and making of the governments in all these states is that the political elites are motivated to be at close proximity to the power circles at the centre in order to corner benefits for themselves. Thus, partisan power grab on the part of the ruling elite of the small states and the political manoeuvrings by any party at the centre speaks volumes about the weakness of Indian democracy. Nowhere lays the consent of the people! The events that have erupted in these small-weak states are but the ascendancy of ‘aaya-ram gaya-ram’ politics. cientists have developed a material that can help convert carbon dioxide into fuel and other energy-rich products using light without generating unwanted byproducts. The achievement marks a significant step forward in developing technology that can generate fuel, while mitigating levels of a potent greenhouse gas using solar power. Scientists have developed a material that can help convert carbon dioxide into fuel and other energy-rich products using light without generating unwanted byproducts. The achievement marks a significant step forward in developing technology that can generate fuel, while mitigating levels of a potent greenhouse gas using solar power. When exposed to visible light, the material, a “spongy” nickel organic crystalline structure, converted carbon dioxide (CO2) into carbon monoxide (CO) gas, which can be further turned into liquid fuels, solvents, and other useful products. “We show a near 100 per cent selectivity of CO production, with no detection of competing gas products like hydrogen or methane,” said Haimei Zheng, scientist at US Department of Energy’s Lawrence Berkeley National Laboratory (Berkeley Lab). In chemistry, reduction refers to the gain of electrons in a reaction, while oxidation is when an atom loses electrons. Among the well-known examples of carbon dioxide reduction is in photosynthesis, when plants transfer electrons from water to carbon dioxide while creating carbohydrates and oxygen. Carbon dioxide reduction needs catalysts to help break the molecule’s stable bonds. Interest in developing catalysts for solarpowered reduction of carbon dioxide to generate fuels has increased with the rapid consumption of fossil fuels over the past century, and with the desire for renewable sources of energy. Researchers have been particularly keen on eliminating competing chemical reactions in the reduction of carbon dioxide. “Complete suppression of the competing hydrogen evolution during a photocatalytic CO2-to-CO conversion had not been achieved before our work,” said Zheng. Researchers developed an innovative laser chemical method of creating a metal-organic composite material. They dissolved nickel precursors in a solution of triethylene glycol and exposed the solution to an unfocused infrared laser, which set off a chain reaction in the solution as the metal absorbed the light. The resulting reaction formed metal-organic composites that were then separated from the solution. “When we changed the wavelength of the laser, we would get different composites,” said Kaiyang Niu, a materials scientist in Zheng’s lab. “That’s how we determined that the reactions were light-activated rather than heat-activated,” said Niu. The study was published in the journal Science Advances. Courtesy Internet
The untold story of ten tithes in Christian churches
ver y Christian Church insists its members with regard to the payment of ten tithes. It is a willful contribution towards the welfare of the Church for spiritual cause and not something that is negatively forced upon. It is strange that some Churches are becoming burdens to many families by their strong and adverse assertion with regard to tithe collection. Sometimes, Christian burial is denied to those who do not pay tithe. This is not Christian charity. Money seems to speak louder than Christian rites. Is money greater than heaven? No one earns Heaven by means of paying tithe to the Church. No one buys the best seats beside Jesus by payment of tithe in big bundles of money. A poor family who hardly eats good food and sleeps on good bed may fail to pay their tithe because they are not like the other well-known rich members. Their life depends solely on the provisions of God. Children’s monthly tuition fee is paid by borrowed money. Medical treatment is through the sale of one’s land and property. Yet, the Church comes heavily even on this family. Failure of payment of tithe can occur due to sickness and unforeseen events. Payment of tithe is necessary, but it should not turn the members of the family into beggars. The Church is the body of Christ to lift up the trodden members and not to push them down to the drainage. There are families who even borrow to pay their tithe for fear of being rejected in the fold of the Church. Sometimes the Church is too cruel even to
the suffering members. On the contrary, some Church leaders enjoy their life at the expense of others poverty. Such holy leaders are only answerable before the face of God. No one questions them here on earth. To lay one’s holy hand into the tiny treasury of the poor people is a sin. This is a silent extortion in the name of God because Nagaland is more Christian inside the Church than outside. Such extortion is made cunningly in a calm and serene way by quoting Bible left and right to evoke the urgency of paying tithe. This is extortion not by undergrounds but by overgrounds (religious leaders). This is “PEKA CHRISTIAN, PEKA CHOR”. Allow the church members to give only what they have. This act will be acceptable to God. Jesus was pleased with the offering of the widow. She dropped just two small copper coins into the treasury of the temple (Mk.12:41-44). Yet she gave with love and prayer; with a clean heart. Respect in the Church should not be bought by the amount of money you donate or give in the form of ten tithes. By being Christian, you have earned your respect and dignity as children of God. How many Christians show themselves off in the Church? These types of Christians are really “off Christians.” They are called “off Christians” because they do not know how to put ‘on Christian life.’ Today, there are people who boast about their contribution to the church but live the worst life possible beyond the Church compound. The Church leaders add fuel to their life
by lifting them high above the sky. The Church knows how to rejoice with the rich and powerful and push the poor souls in the corner. Payment of tithe is to be given by the person concern willfully and not under spiritual threat or demand. Genesis 28:2022 narrates the promise of Jacob to give one tenth to God. This was to show his gratitude to God. Likewise, Leviticus 27:30-32 speaks of one tenth of every fruits and animals as belonging to God. Further, Numbers 18:26 speaks of offering to God ten tithes (from the Levites) from the larger collection of tithe presented to them by the Israelites. This necessity arose from their abundance. To prevent the Israelites from possessive behaviour, God gives them such laws so that all are attuned to God. God never asked ten tithes when Israelites were sick and afflicted or hungry and thirsty. In the New Testament, Jesus condemns the teachers of the law and Pharisees for their strict observance of offering ten tithes to God but never possess good heart. Yes, they have their reward for sure. But they failed miserably in the works of justice, mercy and faithfulness (Mt. 23:23). External obedience to God did not teach them internal values of the Kingdom of God. Therefore, Jesus condemned them to the face. The necessity of giving to God does not mean to neglect helping one’s neighbour. This calls for greater reflection upon our Christian arrogance of strict observance of collecting ten tithes even from the suffering members. This superciliousness practice is a shame to the
Church in general. True Pastors and Church leaders need to be ashamed of such forceful habitual gathering. May be they gather in order to increase their allowance and salary. ”Etu moina/saal laga ten tithes tu bishi ulai she. Iswor ke bishi bishi thanks di ase. Etu nimite pastor laga salary tu olop uthai dibo nagi... Hoi, utha bo lage to.”(Let us Praise the Lord a thousand times for his generosity) No Christian States or countries do like us. May be Nagaland is a rare State. Yes, its members are also exceptional. There are self-acclaimed holy leaders who enjoy the poor men and women’s money in the form of tithe (forceful extortion). We need to stop such forceful and silent extortion if not we become no less than Pharisees and hypocrites. God is never pleased when injustice is showered upon innocent men and women in HIS name. We may find numerous excuses for our actions but never lends our ears to the excuses of others. Today, many Christians feel reluctant to bring up openly the curse of ten tithe (wrong way/forceful of collecting tithe) because of their social and religious condition. Yet, they suffer silently under the black umbrella of spirituality enforced upon them because they are bound by the law of the Church. Allow every family to enjoy the fruit of their own labour and give to God (ten tithes) joyfully as thanksgiving sacrifice for His bountiful blessings. I wonder why many church leaders extend their long hands to what does not belong to them. Some hands extend even beyond
the realm of heaven. God is shocked by such unusual appearance. The Church and its leaders should not chain Christian families for their own well-being and security. We talk about just Society, just Church and so on. But the existence of such evil practice is never talked about openly because the culprit is the preacher. What is evil will be evil even if you remain silent. I wish and pray earnestly that forceful extortion of ten tithes be considered under spiritual consideration and reflection so that every individual Christian can live good and happy life without infringing the rights and privileges of each other. This is not to discourage payment of ten tithes to our respective Church. All
members are encouraged to pay their tithe as per their ability. But no church should tax its members in a wrong manner. Let kindness and mercy be shown to the poor, the sick and the suffering members. Implementing the will of God and spiritual exercises on Christians has proved to be wrong in many ways in Nagaland. (Be on your guard because there are many churches who can dispose you with bad essence of life). Let every Church be the real body of Christ here on earth. By this the Kingdom of God is realized in every Christian member. God Bless You All. With True Christian Spirit, Rev. Fr. G. L. Khing, Kohima, (tisislawkhing@gmail.com)

Sir,
Regarding your decision to collect Rs. 40 monthly as Residential Tax (RST) from each household starting from August, we would like to know, as per the RTI ACT, if you have the logistics worked out for the total amount of Rs. 30 that will be submitted to the DMC for maintenance of vehicles, payments of salaries to drivers and labors and POL expenditure, and the remaining that will be kept by the ward sanitation committee for work purposes. It would also be helpful if you would also show us the data on how you would manage to provide household waste collection services, to the public. We would like to review the process only to assure that the public received the right services. And if you have already come up with the statistic then we request your kind authority to announce that you have the logistics worked out, in the daily papers, as every case has to be reviewed and sought as per the court of law so that the people get the right justice. says he is against such violence but what action has he taken, Kharge asked and added, “He (PM) says something and does something else.” He asked the government to give details of the action taken against the accused in these cases, claiming that they had become brazen because of lack of action. Kharge, while citing the incidents of this year, said the lynchings had mostly happened in the BJP-ruled states and that there was an atmosphere of fear and terror across the country, which has brought a bad name to India in the world. In his reply, Rijiju told the Opposition: “You have to stop vitiating the atmosphere of the country.
KO L K ATA , J UL 3 1 (AGENCIES): West Bengal Chief Minister Mamata Banerjee today extended her party’s support to Congress candidate Pradip Bhattacharya for the upcoming Rajya Sabha elections. “All five of our candidates will win. And we will support Congress candidate Pradip Bhattacharya for the sixth seat,” Banerjee told reporters in the state assembly. Congress candidate Pradip Bhattacharya and CPI(M)-led Left Front candidate Bikash Ranjan Bhattacharya filed their nominations today. When asked to comment on the Left Front too fielding a candidate, Banerjee said, “Why are they saying apolitical? He is not an apolitical person.” The CPI(M) had earlier proposed the idea of fielding an apolitical candidate. The TMC leadership had earlier this week communicated to the Congress high command that they are ready to support Congress if it nominates former Lok Sabha Speaker Meira Kumar or Pradip Bhattacharya as its candidate for the RS polls. The five TMC candidates who had on

Of the six seats, four are currently held by the TMC, one by the CPI(M) and one by the Congress. The TMC, however, with its increased strength after the 2016 assembly polls, is in a position to

send five MPs to the Rajya Sabha. The Congress, the second largest party, will be able to elect one MP on its own strength. A candidate will need about 43 votes to get elected to the Rajya Sabha from West Bengal. The CPI(M)-led Left Front has 32 MLAs in the assembly. The Congress has 44 MLAs and the ruling TMC has 211 members. Although eight Congress MLAs and one Left MLA have switched over to the TMC, they are yet to resign from their parent parties. Only Manas Bhunia, a Congress MLA, resigned yesterday to contest the Rajya Sabha polls as a TMC candidate. He had joined the TMC in September last year.

eral structure and want the Centre to take over,” Rijiju asked while replying to the debate. The Congress, Left parties and AIMIM expressed unhappiness over the minister’s reply and staged a walkout. During the discussion on “incidents of atrocities and mob-lynching” in the country, members of all parties condemned the killings in the name of cow. However, Opposition parties like the Congress, Trinamool Congress, Left and AIMIM accused the BJP-led government of encouraging groups behind the violence by cow vigilantes. Initiating the debate, Leader of the Congress Mallikarjun Kharge said ‘Hindustan’ should not be allowed to become “lynchistan”. He alleged that this government was against minorities, Dalits and women, claiming that these sections had borne the maximum brunt of mob violence. The Prime Minister

New Delhi, Jul 31 (PTI): Charges and counter charges flew in the Lok Sabha today over the issue of lynchings, with the Congress saying ‘Hindustan’ should not be allowed to become “lynchistan” and the government accusing the Opposition of enacting a “drama” in the name of secularism to defame Prime Minister Narendra Modi. The government asserted that mob-lynching or anything related to it was “unacceptable” and noted that the prime minister has himself condemned this several times while terming the acts as the “worst form of crime”. As the House discussed the issue of lynchings, Minister of State for Home Affairs Kiren Rijiju said it is the responsibility of the state governments to deal with such crimes and the Centre, on its part, has issued clear advisory in this regard. “How is it possible for the Centre (to intervene in a state subject)? Does the opposition want the prime minister to break the fed-
victorious with bigger strength than 2014 on the basis of its development and good governance of the Modi government, as well as the 13 state governments of the party in the country,” he said. Calling Prime Minister Narendra Modi the “undisputed most popular PM” of the country, Shah said the government had “succeeded in ending the politics of family, caste and appeasement in the country”. The previous Manmohan Singh-led government suffered from “policy paralysis”, he said. “Every minister assumed himself to be the PM, and no one considered him as the PM.” He reiterated that unlike previous governments, which had just a couple of things to show as their achievements during their tenures, the Modi government had undertaken 50 important works in its three years. Claiming that there were scams worth Rs 12 lakh crore in the 10 years of the UPA government, Shah said there was not a single allegation of corruption during the three years of the Modi government. Even the opposition could not cast any aspersions on this issue.

LU C K N OW, J UL 3 1 (AGENCIES): BJP president Amit Shah on Monday said there was no question of him leaving the party post and he was working “happily” and “wholeheartedly”. Ending speculation that he would resign as party president if elected to the Rajya Sabha, Shah also denied that the BJP had broken any party in Bihar. “It was Nitish Kumar who resigned from the post of the chief minister as he did not want to continue with the corrupt. Are we supposed to force them to continue?” Shah, who arrived on Saturday on a three-day visit, answered a range of questions, including on getting elected to the Rajya Sabha and subsequently resigning as party president. “There is no question of doing so. I have the responsibility of being the party president. I am happy, and I am working wholeheartedly. You people (media) please do not push,” Shah told reporters. The BJP president exuded confidence that the party would come back to power with more strength in the next Lok Sabha election in 2019. “BJP will romp home

New Delhi, Jul 31 (Agencies): India’s largest lender SBI on Monday announced a 0.5 percent (50 basis points) cut in interest rates for savings bank deposits, effective immediately. According to the new structure, for saving deposits balance up to Rs 1 crore, SBI will offer a rate of 3.5 percent as compared to 4 percent earlier, the bank said. However, for saving deposits balance above Rs 1 crore, rate of interest has been retained at 4 percent per annum. Around 90 percent of the total savings accounts held by the bank have balance below Rs 1 crore. “The decline in rate of inflation and high real interest rates are the primary considerations warranting a revision,” SBI said.

In a report submitted to the government in May, Niti Aayog had proposed strategic disinvestment of Air India on various grounds, including the airline’s fragile financial situation. Since aviation is not a strategic priority business, there is no need for the government to be involved in it, Niti Aayog had observed. State-owned Air India is staying afloat on taxpayers’ money and has been in the red for long. A group of ministers, headed by Finance Minister Arun Jaitley, would be looking into various aspects related to Air India. It would look into the treatment of unsustainable debts of the national carrier, hiving off certain assets to a shell company and de-merger and strategic disinvestment of three profit-making subsidiaries, among others.

So, with existing operations, committed fleet induction and current oil prices, the current business of Air India is not sustainable, they said quoting submission made by the ministry. The Parliamentary Standing Committee on Transport, Tourism and Culture is scheduled to hear out the government representatives on the Air India issue next month. On June 28, the Cabinet Committee on Economic Affairs gave in-principle approval for considering strategic disinvestment of Air India and five of its subsidiaries. Sources said the move came after taking into consideration recommendations made by government think tank Niti Aayog and the core group of secretaries on disinvestment.

The precious metal made the most of increased buying by local jewellers to meet ongoing festive season demand, but a weak trend overseas came as a spoiler. Silver strengthened by Rs 250 to Rs 39,500 per kg on increased offtake. Glob-

MUMBAI, Jul 31 (PTI): The Reserve Bank of India (RBI) on Monday said it has imposed a penalty of Rs 1 crore on state-owned Union Bank of India for “non-compliance” with the directions on Know Your Customer (KYC) norms. RBI said it had received a complaint regarding “huge cash withdrawals in certain accounts” maintained with Union Bank of India. The penalty was imposed on July 26. “This action is based on deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers,” the RBI added. The central bank said it had examined the documents regarding the complaint and notice was issued to the state- owned lender. The bank was asked to show cause “as to why penalty should not be imposed” for non-compliance with directions issued by the RBI.

Venezuela braces for new protests after deadly vote
Anti-government demonstrators wait for Venezuelan Bolivarian National Guards, at a barricade in Caracas, Venezuela, July 30, 2017.
C A R A C A S, J U L 3 1 (AFP): Venezuela braced for new protests today after a controversial election for an assembly to rewrite the constitution unleashed a wave of unrest that left 10 people dead. Opponents of embattled President Nicolas Maduro vowed another day of nationwide marches, defying an intensifying crackdown on protests that have left more than 120 people dead in four months. Flouting international condemnation -- including the threat of new sanctions by US President Donald Trump’s administration -Maduro meanwhile claimed victory in Sunday’s election, citing an official turnout figure of 41.5 per cent. The leftist leader encouraged the new “Constituent Assembly” to wield its vast powers to scrap opposition lawmakers’ immunity from prosecution as one of its first acts.
Protesters attacked polling stations and barricaded streets around the country yesterday, drawing a bloody response from security forces, who opened fire with live ammunition in some cases. Despite the unrest and an opposition boycott, the National Electoral Council said there had been “extraordinary turnout” of more than eight million voters. Dressed in bright red, his fist clenched and face beaming, Maduro hailed it as a win in a speech to hundreds of cheering supporters in central Caracas early today. “It is the biggest vote the revolution has ever scored in its 18-year history,” he said, referring to the year his late mentor, Hugo Chavez, came to power. “What the hell do we care what Trump says?” Members of the new assembly will include his wife Cilia Flores, his pug-
nacious right-hand man Diosdado Cabello, and other staunch allies. The socialist president is gambling his four-year rule on the 545-member assembly, which will be empowered to dissolve the opposition-controlled congress and rewrite the constitution. There was blistering international condemnation of the vote, led by Washington. The constituent assembly aims to “undermine the Venezuelan people’s right to self-determination,” US State Department spokeswoman Heather Nauert said in a statement. It threatened further “strong and swift” sanctions on Maduro’s government, after the US slapped sanctions on 13 current and former officials last week. The election was also condemned by the European Union, Canada and Latin American powers including Argentina, Brazil, Colombia and Mexico. Senior opposition leader Henrique Capriles called on Venezuelans to continue defying the deeply unpopular Maduro with new protests against the election and the “massacre” he said accompanied it. “We do not recognise this fraudulent process,” he said, calling for nationwide marches Monday at noon and a mass protest in Caracas on Wednesday, the day the new assembly is due to be installed.

international IS targets Iraq Embassy in Kabul; all attackers killed KABUL, JUL 31 (AGENCIES): The Islamic State group targeted the Iraqi Embassy in Kabul on Monday, with a suicide bomber blowing himself up outside the gates, followed by three gunmen who stormed into the building, reports AP. The assault set off a four-hour firefight that ended only after Afghan security forces said they had killed all the attackers. There were conflicting reports of casualties as the attack unfolded, with a witness saying he saw bodies of at least two policemen lying on the road outside the embassy soon after the attack began. In its claim of responsibility, the Islamic State group said its fighters had killed seven guards but the militant group often exaggerates its claims on the number of casualties inflicted. The IS attack likely meant to distract attention from the militants’ massive losses in Iraq and Syria in recent weeks. Also, IS said only two of its followers were involved in the attack, not four as Kabul officials said, adding to the conflicting information. Interior Ministry spokesman Najib Danish said only one policeman was wounded and that there were no fatalities among the security forces or civilians. Danish told The Associated Press over the phone that all the embassy staffers were safe but that the building had suffered extensive damage with windows broken and several rooms badly burned.
Yemeni man Russia defends decision to purge US executed for rape, diplomats as hope fades of better ties murder of 3-yr-old
Russian President Vladimir Putin inspects warships on the Neva river during the Navy Day parade in St. Petersburg, July 30, 2017.
MOSCOW, JUL 31 (AFP): Moscow today justified its decision to purge US diplomatic personnel in the country, as the Kremlin appeared to give up on hopes of improving ties anytime soon under Donald Trump. President Vladimir Putin announced Sunday that the US will have to slash its diplomatic staff in Russia by 755 after Moscow struck back against new sanctions passed by the US Congress. The move represents one of the biggest single reductions of US personnel by Moscow, with Putin warning he could retaliate further even if he plans to hold off for now. “We have waited long enough, hoping that the situation would perhaps change for the better,” the Kremlin strongman said. “But it seems that even if the situation is changing, it’s not for any time soon.” Putin’s spokesman Dmitry Peskov today insisted that any hopes of
mending Russia-US ties rest on “curing the worsening political schizophrenia” in Washington, but admitted the two sides appeared “far away” from any improvement. But he did insist Russia remained keen on “continuing cooperation in the areas that correspond to our interests”, suggesting Moscow remains open to working together on Syria after agreeing a ceasefire with the US in the south of the wartorn country. The US State Department earlier called Moscow’s move “regrettable and uncalled for” and said it was “assessing the impact of such a limitation and how to respond.” US Vice President Mike Pence while on a visit to Estonia on Monday said: “We hope for better days, for better relations with Russia.” He stressed that “recent diplomatic action taken by Moscow will not deter the commitment of the
United States of America to our security, the security of our allies.” The US Senate on Thursday overwhelmingly approved a bill to toughen sanctions on Russia for allegedly meddling in the 2016 US presidential election and its intervention in Ukraine. Iran and North Korea are also targeted in the sanctions bill. The White House said Trump intends to sign off on the legislation despite complaining earlier it would cut off the president’s room for diplomatic manoeuvring. Russia’s foreign ministry on Friday struck preemptively by ordering Washington to reduce its diplomatic presence to 455 by September 1 to match the size of Russia’s mission in the US. It also froze two embassy compounds -- a Moscow summer house and a storage facility in the city -from August 1. The US embassy has refused to state how many staff it has at its embassy in Moscow and consulates in the cities of Saint Petersburg, Yekaterinburg and Vladivostok. But Putin confirmed that the move means 755 US diplomats and local Russian personnel will be forced to stop working.
SANAA, JUL 31 (AGENCIES): Thousands of people gathered in the rebelheld Yemeni capital Monday to witness the public execution of a man convicted of raping and murdering a three-year-old girl, reports AFP. Mohammed al-Moghrabi, 41, was sentenced to death for the June 25 rape and murder by a court run by the Shiite Huthi rebels who control Sanaa. The gruesome crime coincided with the first day of Eid al-Fitr, the Muslim holiday that marks the end of the holy month of Ramadan, and sparked anger among the population. Moghrabi was first given 100 lashes and then made to lie flat, his face on the ground, and killed by multiple gunshots by security forces to cheers from the crowd. Police said they escorted him to Tahrir square where he was executed amid fears the angry crowd could lynch him. The public execution was widely aired on Huthir un media in Yemen, framed as an example of the Shiite rebels’ efforts to combat crime in their are a s. The Dimapur Ao Youth Organization (DAYO) condemn the defamatory and false accusation made against the two bonafide Ao youths by the proprietor and management of Bangkok Cafe & Cuisine located at 5th Mile, Dimapur. Moreover, with constant pressure from different organizations, the public apology tendered from the management of Bangkok Cafe & Cuisine without any prior intimation or knowledge of the victims is clearly a disrespect of commitment to the victims and also seems not so appropriate as per the cafe proprietor's assurances. In these circumstances, the DAYO not only condemns the aforesaid acts but also urge the proprietor & management for a mutual settlement at the earliest to maintain a better co-existence in the near future.

CALLING NOTICE
K. LONGRI IMCHEN President DAYO Contact No - 9402696541
The Dimapur Molungyimsen Students' Union is saddened and angered by the manner in which two of our respectable members have been defamed and subjected to embarrassment by the employees of Bangkok Cafe and Cuisine located at 5th Mile, Dimapur in their Facebook page on 11.7.17. What is more shocking is the way in which the referred comments were made by the management of the Cafe without even trying to verify the facts. The two members of our organisation had gone to dine at the aforesaid Cafe in the evening of 10.7.17. They left after paying their bills along with a humble tip. But in a scandalous manner, CCTV footage were uploaded in the Cafe’s Facebook page with the comments that the two members of our community “have forgot a very important thing at Bangkok Cafe and Cuisine”. The Cafe also shockingly and dangerously held out a reward in the form of special gift and food voucher worth ` 1000 to the person who leads the Cafe’s management to the two individuals. The posts in the Cafe’s Facebook went viral in social media. These acts on behalf of the Cafe have subjected our two members to much undeserved ridicule amongst friends, acquaintance and public. It has also caused great distress to the two individuals and their families. We condemn these thoughtless and irresponsible actions of the Cafe’s Management and the manner in which social media have been used to tarnish the reputation of our two members. On facing criticism by an Organisation such as Ao Students’ Union Dimapur and good citizens, the Cafe’s Management has given a so called apology in a Local Daily. This apology is not as per the terms and conditions as agreed upon by the Cafe’s Management with the two individuals and is inadequate. Such highhanded attitude, acts and unprofessional conduct by the Management of the restaurant are wholly unacceptable and alarming. We therefore, urge the Cafe and its Management that good sense prevail and appropriate apologies as agreed upon with our two members is tendered by the Management at the earliest. Imkongyanger Lkr. ady Gaga has found herself at the centre of the ongoing legal dispute between Kesha and her former producer Dr Luke. The producer - whose real name is Lukasz Gottwald - has accused the singer of defamation over her claims she was sexually assaulted by him. A statement, released by his lawyer over the weekend said, Gaga was being sent a subpoena because she has information regarding “false statements about Dr. Luke (pictured below) made to her by Kesha”. It added the subpoena was “necessary because Dr. Luke’s counsel has not been able to obtain, despite repeated request, a deposition date from Lady Gaga.” In a statement of her own, lawyers for Lady Gaga - who has been a vocal supporter of Kesha - told Variety, “she has provided all of the relevant information in her possession”.

Eng complete 239-run win over SA at The Oval
England’s Moeen Ali celebrates with team-mates after taking a hat-trick on Monday.
Lo n d o n, J u l 3 1 (Agencies): Moeen Ali became the first bowler in The Oval’s 100 Testhistory to take a hat-trick as England wrapped up a crushing 239-run win in the third Test against South Africa on Monday. Off-spinner Ali ended the south London ground’s landmark match when, after having Dean Elgar (136) and Kagiso Rabada caught at first slip by Ben Stokes with the last two balls of his 16th over, he
had Morne Morkel lbw with the first ball of his next -- although England had to first review umpire Joel Wilson’s not out decision. It meant Ali had become the 13th England bowler to take a Test hattrick. Victory put England 2-1 up in this four-match series, with just the fourth Test at Old Trafford starting Friday to come. South Africa, set a mammoth 492 for victory,
were all out for 252 after lunch, with Worcestershire all-rounder Ali taking four for 45. But the way this series has see-sawed, England won the first Test at Lord’s by 211 runs and South Africa took the second at Trent Bridge by 340 runs, will give the Proteas hope of bouncing back in Manchester. South Africa resumed on 117 for four, with lefthanded opener Elgar (72 not out) and Temba Ba-

ARTC & S, Shokhuvi, Nagaland team with their medals and trophy.
Dimapur, Jul 31 (NPN): The karate team of ARTC & S, Shokhuvi, Nagaland emerged as overall champions in senior category at the 3rd International Open Karate Championship held at Netaji Indoor Stadium, Kolkata on July 29 and 30. The team bagged four gold
and three bronze medals. Iran team was declared the runners up. Irene Lalchhahimi (Indl KATA), Chavan Dattatray (Indl KATA), Sandeep Kumar (below 67 kg), Chandan Mochari (Below 75 kg) won gold medals while H Geetchandra (below 55 kg), Chavan Pavan
(Below 84 kg) and Ajesh T M (above 84 kg) won the bronze medals. Altogether, 34 teams representing 20 states teams, 7 forces teams and 7 international teams participated in the event. The Assam Rifles team was led by L/Hav Satendra as manager cum coach.
vuma (16 not out) having already helped the Proteas recover from 52 for four on Sunday. Victory was all but beyond South Africa, with no side having made more to win in the fourth innings of a Test than the West Indies’ 418 for seven against Australia at St John’s in 2003. Their more realistic, if difficult, goal was to bat out the minimum 98 overs on Monday’s last day to salvage a draw. Man-of-the-match Stokes opened the bowling on Monday. Bavuma, who top-scored with 52 in South Africa’s meagre first innings 175, again offered resolute support. But Middlesex seamer Toby Roland-Jones eventually ended a stand worth 108 runs. Vernon Philander inexplicably padded up to a Roland-Jones delivery that nipped back and was plumb lbw for a golden duck. South Africa had something to cheer when the 30-year-old Elgar, batting with a bruised finger, scored his eighth century in 38 Tests by lofting Ali over mid-off for a 16th four in 149 balls.
India U-17s to participate in four nation tournament
NEW DELHI, Jul 31 (PTI): With less than 100 days to go for the FIFA U-17 World Cup, the Indian squad is gearing up to take part in the Torneo de 4 Naciones Tournament in Mexico City, as part of its preparations for the mega event. The tournament which features four teams, including India, will see the Indian colts square off against the U-17 teams of Mexico, Colombia and Chile. The Indian squad will be locking horns against Mexico on August 3 before facing Colombia on August 4 and Chile on August 6. In an effort to build a strong team, the All India Football Federation (AIFF) has provided the Indian squad an exposure trip to Europe where it faced Serbia, Macedonia and Benfica SL among other club and national teams.
ICC’s dream of cricket in Olympics hinges on India
CHENN A I , j u l 3 1 (agencies): Cricket in Olympics means a couple of definite medal prospects for India. But guess who has strongly opposed the idea? India itself. Cricket was last played in the Olympics in the 1900 Paris Games and now the International Cricket Council (ICC) is pushing for a return of the T20 variant of the sport in the 2024 event, likely to take place at the French capital again. But for that to happen, the ICC needs the Board of Control for Cricket in India (BCCI), a firm believer of cricket being a non-Olympic sport, on board. And, this time too, most of the BCCI officials are not ready to play ball. The International Olympic Council (IOC) has made it clear to the ICC that there has to be an assurance of the top teams and players participating in the event -only then the bid can even be considered. It means that the ICC is not in a position to go ahead with the bid without India, the nervecentre of world cricket. The Indian diaspora, too, is a huge market for the sport and that has to be tapped for cricket to have a chance of
making the Olympic cut. The world body has approached the BCCI to take a call on the issue so that it can move forward with the bidding process, which will take place in September. Time is running out for the ICC but the Indian board, which has been mired in a legal tangle, has not made much of a headway. The court-appointed Committee of Administrators (CoA), which has a final say on the day-to-day workings of BCCI, has asked for a report from the BCCI CEO Rahul Johri on the feasibility of cricket being part of the
Olympics. It was told that the final decision will be left to the members and if it comes to that, there will be some strong opposition. Many of the BCCI members feel that if cricket has to become an Olympic sport, the autonomy of the board will be compromised and they will have to come under the purview of the Indian Olympic Association (IOA). A section of the BCCI is also sore about the fact that they were handed a raw deal by the ICC in the revenue sharing model. “The BCCI has been treated very
shabbily by the ICC in recent times. Now if they come to us for their own benefits, why would we comply? And we don’t even know about the financial aspect of such a big step,” the member added. However, the board members understand that there is a strong sentiment in favour of cricket’s readmission in the Olympics. “We are not saying it’s completely ruled out, but a decision shouldn’t be forced upon us. It should be an independent, well-considered decision,” another official added. The ICC, too, is hoping that a solution will emerge in the next one month and the success of the women’s World Cup in England could be one of the bargaining chips. Mithali Raj’s girls made the final and the BCCI has pledged for the growth of the women’s game in India. It is believed that the biggest boost for the women’s game will happen if the sport gets an entry into the Olympics. “It certainly would play a big part in the growth of the women’s game -so there is an added attraction there,” an ICC source said.

Kohima, Jul 31 (NPN): The 3rd edition of the Running Football Trophy organized by Zhodi Youth Organization would be held from August 1 at Jakhama local ground. Ar. Zavishio Khieya will be the patron of the tournament.
Lo n d o n, J u l 3 1 (Agencies): Alexandre Lacazette marked his first start at the Emirates Stadium with a goal to help Arsenal lift the Emirates Cup despite losing to Sevilla. The club-record signing came off the bench in Saturday’s comfortable win over Benfica but played from the start against Sevilla as the Gunners slipped to a 2-1 loss. The rules of the competition dictate that every goal is rewarded with a point, meaning that despite Sevilla winning both of their games, Arsenal retain their own pre-season trophy after hitting five past Benfica. Joaquin Correa had put the LaLiga outfit ahead early in the second half but Lacazette, who had been having a mixed afternoon,
tapped home to level for Arsene Wenger’s side, only for Steven N’Zonzi to hit a fantastic winner. Laurent Koscielny had the game’s first effort on target but his header was well-held by David Soria, while Sevilla’s Wissam Ben Yedder could only hit the post after being played in by a slide-rule pass from Ever Banega. Arsenal’s Hector Bellerin was guilty of firing over wildly from close range after a pinpoint cross from Alex Oxlade-Chamberlain. Danny Welbeck was the next to fluff his lines, only able to hit the sidenetting after a cheeky effort with the outside of his boot having been released by Lacazette. Sevilla took the lead soon after the interval as
Correa finished cutely past Petr Cech as Arsenal toiled to create chances at the other end. Lacazette fired straight at Soria just before the hour mark but he finally found the back of the net shortly after, turning home Oxlade-Chamberlain’s low cross at the far post after Welbeck’s flick. Former Blackburn and Stoke midfielder N’Zonzi put Sevilla back in front with a superbly-taken strike from the edge of the box. Lacazette was replaced by Theo Walcott late on but the Gunners could not find an equaliser - although they still ended the weekend lifting silverware. Arsenal will now switch their attentions to next Sunday and their Community Shield meeting against Chelsea at Wembley.
England through to Women’s Euro semis Deventer, Jul 31 (Agencies): Jodie Taylor struck again as England defied decades of history to reach the Women’s Euro 2017 semi-finals with a 1-0 victory over France in Deventer. The result ended a winless run over France which stretched back to 1974, when England defeated Les Bleues 2-0 in a friendly in Wimbledon, and they will face tournament hosts the Netherlands on Thursday for a place in Sunday’s final in Enschede. Taylor slid the ball past Sarah Bouhaddi for her fifth goal of the tournament in the 60th minute to put England through. In what was a tight and tense first half, chances were few with neither side wanting to make a mistake. The two sides exchanged early half chances with Taylor volleying high over the crossbar before Marie-Laure Delie sliced wide after getting in behind the England defence. After the break, the opening exchanges con-
‘Australia cricket on brink of peace’ SYDNEY, Jul 31 (Agencies): Cricket Australia is on the verge of an agreement with the players’ union to end the long impasse over a new pay deal and avoid the need for arbitration, local media reported on Monday. Australia’s top 230 players have effectively been unemployed since the last five-year agreement expired on June 30 and an “A” tour of South Africa has already fallen victim to the lockout. With a two-test tour of Bangladesh looming and the Ashes coming up at the end of the year, the parties were involved in lengthy talks over the weekend to broker a deal to end the acrimonious dispute. Neither party made any comment on Monday but News Limited outlets heralded an imminent resolution under the headline “Aussie cricket on brink of peace”, while Fairfax Media reported that a “heads of agreement” deal was close to being struck. CA chief James Sutherland proposed taking the matter to binding arbitration if a deal was not struck by early this week.

tinued in the same vein with both sides cancelling each other out before Jessica Houara-d’Hommeaux’s far-post cross picked out Eugenie Le Sommer, but she could not get her header on target. Lucy Bronze dispossessed Le Sommer in the centre of the pitch before driving at the heart of the France defence and playing an inch-perfect through ball
to Taylor. The striker didn’t need a second invitation, firing a composed finish past Bouhaddi to spark wild celebrations from the England camp. England’s challenge became even greater when then lost Bardsley to what appeared to be an ankle injury. She was replaced by Siobhan Chamberlain for the final 15 minutes and the incoming goalkeeper failed
to deal with a cross with her first touch as the ball fell at the feet of Thomis, but the Lyon winger flashed her volley wide. And Chamberlain was again extremely grateful to see substitute Claire Lavogez’s low drive whistle narrowly wide before Clarisse Le Bihan’s header from close range nestled safely into her arms in stoppage time.
Isner beats Harrison to claim his fourth Atlanta Open title
John Isner poses with the trophy after defeating Ryan Harrison in the finals of the ATP Atlanta Open.
At la n ta , J u l 3 1 (Agencies): John Isner secured his fourth career Atlanta title on Sunday, beating compatriot Ryan Harrison in straight sets. The second-seeded American defeated Harrison 7-6 (6) 7-6 (7) to claim his second successive ATP title after lifting the trophy in Newport last week. Isner, who has reached the final in seven of eight editions of the tournament, added another title to those he won in 2013, 2014 and
2015. “There wasn’t much that separated us at all,” Isner said. “So I’m happy to win that match in straight sets ... very happy to win today. It was a battle and took every ounce of my energy out there. Just more importantly, I’m so happy to win this tournament again.” Both players held serve throughout the opening set to force the tie-breaker, in which Isner faced a set point at 5-6 but saved it with a powerful serve,
before he converted a setpoint of his own at 7-6 with a forehand winner. Harrison ended Isner’s run of 75 successive service holds - dating back to last week’s Newport tournament - when he broke for a 2-0 lead early in the second set but Isner broke back immediately before both players held serve to force another breaker. H a r r i s o n s ave d a match point with a forehand winner before giving himself a set-point at 7-6. Isner responded with an ace, and went on to seal the victory on his second match point with a forehand winner up the line. Harrison, seeded fourth, was denied a second career ATP title, to go with his victory in Memphis in February. “We’ve both got that competitive side where we want to dig in and win,” Harrison said. “I think there were times for each of us where things got a little frustrating, but we’re really good friends so I really like John as a guy.”
