MOSCOW, AUG 11 (PTI): President Vladimir Putin on Tuesday announced that Russia has developed the world’s first vaccine against COVID-19 that works “quite effectively” and forms a “stable immunity” against the deadly disease as he disclosed that one of his daughters has already been vaccinated. “A vaccine against coronavirus has been registered for the first time in the world this morning,” Putin said during a meeting with members of his government. “I know that it works quite effectively, it forms a stable immunity,” the official Tass news agency quoted Putin as saying. Putin’s claim has come amidst concerns raised by experts about the speed of Russia’s work, suggesting that researchers might be cutting corners. “I know this very well, because one of my daughters got vaccinated, so in this sense, she took part in testing,” Putin said. He did not specify which of his two daughters had received the vaccine. The vaccine has been named Sputnik-V. The name is a reference to the surprise 1957 launch of

Safe & effective vaccine more important: US TAIPEI, AUG 11 (AP): US Health and Human Services Secretary Alex Azar said it was more important to have a safe and effective vaccine against the coronavirus than to be the first to produce a vaccine. Azar, on a visit to Taiwan, was asked by ABC on Tuesday what he thought of Russia’s announcement that it had become the first country to register a vaccine against the virus. He said “The point is not to be first with a vaccine. The point is to have a vaccine that is safe and effective for the American people and the people of the world.” He also said that it was important to have transpar-

ent data on the vaccine to prove its safety and efficacy. He further noted that the US has six vaccines in development under the Operation Warp Speed initiative. White House counselor Kellyanne Conway expressed scepticism about the testing backing up Russia’s claim that it has developed a COVID-19 vaccine. “The US standards are so much more stringent,” Conway said Tuesday on Fox “Fox & Friends.” “Our FDA in our country sets the standards and what I understand from the Russia announcement is this is nowhere near where we are,” she said.

ANTHN: In a statement, the 14 Apex Naga Tribal Hohos of Nagaland (ANTHN) through the Media Bureau expressed appreciation that political negotiations have progressed to the final leg where inclusive agreement could be reached anytime, if negotiating parties stood committed to the October 31,2019 understanding. On the demand for replacing Ravi, ANTHN said “this is not the time for negative campaign” as it could only delay the process and lead to another endless negotiations while remaining in one’s comfort zone “at the cost of peace and tranquillity”. ANTHN said at this juncture, it was pertinent to “avoid double standard role of negotia-

DIMAPUR, AUG 11 (NPN): Nagaland on Tuesday registered 20 fresh COVID-19 cases, taking

the total tally to 3031 cases-- 2032 active, 985 recovered, 8 deaths (1 not due to COVID) and 6 migrated.

According to Health & Family Welfare minister, S. Pangnyu Phom, out of 192 samples that were tested, 10 positive cases were detected in Kohima, 9 in Dimapur and 1 in Tuensang. As per the severity of symptoms, 2,029 active cases are asymptomatic, 1 mild and 2 moderate. Further, out of the 3,031 positive cases, the distribution across various categories of people include 1,385 cases from the Armed Forces, 1,096 cases of Returnees, 200 cases of Frontline Workers, 296 Traced Contacts and 54 Others. A total of 29,466 samples were sent for testing through RT-PCR and results of 27,759 received. In addition, a total of 19,347 samples were sent for testing on TrueNat. Currently, 1,984 persons were under facility quarantine.”

N E W DELHI, AU G 1 1 (PTI): The condition of former President Pranab Mukherjee Pranab Mukherjee has worsened and he remains on ventilator support, the Army’s Research and Referral (R&R) Hospital said on Tuesday, a day after he underwent a brain surgery. The 84-year-old was admitted to the military hospital Monday, and had also tested positive for COVID-19 prior to the surgery. “The former president, who underwent lifesaving emergency surgery for brain clot on 10 August 2020, has not shown any improvement and his health status has worsened. He remains on ventilatory support,” the hospital said in its latest statement.

NEW DELHI, AUG 11 (PTI): India’s COVID-19 death toll climbed to 45,257 with 871 people succumbing to the disease in a span of 24 hours while case-load rose to 22,68,675 with 53,601 fresh cases being reported in a day, the health ministry data updated at 8 am on Tuesday showed. The health ministry also said that effective clinical management of coronavirus cases has resulted in the rise of recovery rate to nearly 70 per cent, while the case fatality rate has fallen below 2 per cent for the first time since the lockdown was imposed on March 25 and currently stands at 1.99 per cent. Addressing a press briefing, Union Health Secretary Rajesh Bhushan said the active COVID-19 cases, which comprised 88.83 per cent of the total caseload on March 31, have reduced to 28.21 per cent as on date.

The national recovery rate has risen to 69.80 per cent due to effective and prompt clinical management of COVID-19 cases, he said. “The case fatality rate has fallen below 2 per cent for the first time since the first lockdown. It presently stands at 1.99 per cent. It is continuously declining,” Bhushan said. From 7.35 per cent on April 7, the recovery rate increased to 27.41 per cent on May 5. It further rose to 48.47 per cent on June 9 and stands at 69.80 per cent as on date, the official said. “The case fatality rate, which was 3.33 per cent on June 18 and 2.72 per cent on July 10, has declined to 1.99 per cent as on date,” he said. Bhushan added that over 2.5 crore COVID-19 tests have been conducted in the country so far and India is currently conducting 18,320 tests per million population.

NSCN (I-M) accuses Ravi of creating ‘huge trust deficit’ D I M A P U R , AU G 1 1 (NPN): Hitting out against Government of India’s Interlocutor to the Naga Peace Talks, NSCN (I-M) said Ravi’s “doings has cast a huge trust deficit” and said that the interlocutor has become “more a liability than anything.” Expressing gratitude to Prime Minister Narendra Modi, who it said, guided and supervised the signing of the historic Framework Agreement by giving the ceremony a high profile status, NSCN(I-M) however, said that the “doings of his representative Ravi has cast a huge trust deficit as his role has come to be seen as nothing short of disowning the Framework Agreement.” Despite this, NSCN (I-M) said it had gracefully and patiently tolerated Ravi despite his act of profanity. IMPHAL, AUG 11: Manipur Legislative Assembly (MLA) speaker Y Khemchand on Tuesday accepted the resignation of five Congress legislators. The five MLAs were among six who submitted their resignation papers to the Speaker late Monday evening after the one-day monsoon session of the state Assembly. The assembly speaker, however, put on hold the resignation of the sixth legislator on the ground that a disqualification case against him was still pending in the tribunal of the Speaker. Five Congress legislators, who tendered their resignations, included Okram Henry Singh, Oinam Lukhoi Singh, Md Abdul Nasir, Ngamthang Haokip and Ginsuanhau. The sixth leg-

islator was Paonam Brojen. The six legislators were among eight Congress legislators who skipped the one-day monsoon session of the state Assembly that had passed a vote of confidence moved by chief minister N Biren Singh. They skipped the session despite the whip issued by the chief whip of the opposition Congress. The other two MLAs— Md Fazur Rahman and Yamthong Haokip—reportedly could not attend the session as they were in home quarantine. As per report, Fazur Rahman, who represents Wabagai assembly seat, has tested positive for the virus and has been admitted to a hospital. While tendering their resignations, the six legislators cited that their lack of trust in O Ibobi Singh, who is the leader of

the legislators of the opposition Congress in the state Assembly. With the Speaker accepting the resignation of the five Congress legislators, the 60-seat Manipur Assembly has now only 47 members as seven seats were already lying vacant after four members of the Congress had already disqualified and three BJP legislators had already resigned earlier. After the Speaker accepted the resignation of the five legislators, the strength of the opposition Congress has now reduced to 18 members. At the time of declaration of the results of the general elections to the state Assembly in March 2017, Congress won 28 seats. BJP leading the coalition government that won 21 seats had also reduced to 18 after three of its leg-

islators had resigned from being members of the state Assembly. Now, both the Congress and BJP have 18 members each, NPP and NPF (coalition partners of BJP) four each and one each of AITC, LJP and Independent. On Monday, the BJPled N Biren Singh government in Manipur won trust vote 28-16 in the Legislative Assembly. The motion seeking vote of confidence, moved by the chief minister N Biren Singh, was passed by voice vote even though opposition Congress strongly demanded division vote. Though the government’s victory in the vote of confidence was a foregone conclusion, the absence of the eight Congress MLAs from the crucial session showed smart political move by the chief minister.

D I M A P U R , AU G 1 1 (NPN): Appreciating all Nagas for “relentlessly” supporting the genuine cause of “Naga freedom struggle thus far”, the NSCN (I-M) Konyak Region (KR) has, however, said that there were also some people who take the name of the whole organisation and “keep on giving open publications according to their whims and Nagaland GB Federation is not exception in such cases.” In a press release, NSCN (I-M) Konyak region caretaker CAO Phuae Konyak and secretary Mandao Konyak said that “they had been rendering their services towards both their masters and their people until the name of their president is manipulated taking advantage of his ignorance.” They claimed that when the Konyak region officials met NGBF president Shahlem Konyak on

August 5, 2020, he tendered “his apology towards the Government (NSCN IM), if there has been any fault or drawback on his part by going against the NSCN Government in any of the press releases.” According to NSCN (I-M) Konyak region, Shahlem Konyak purportedly stated that he “being a person who does not have the required educational qualification” failed to understand the purpose of signing the papers for press release during the meeting. He also purportedly said that the demand regarding the “Indo-Naga” political issue was not “something that can be solved within the state government and this demand has not been to remain under the Union Government of India.” Further, Shahlem also reportedly told Konyak region officials “We cannot come to terms of solution

unless the demand for a separate flag and separate Constitution is granted.” He also purportedly said that “demands made by 7 NNPGs for two MP seats and 20 legislatures is not the duty of the NSCN but of the state government.” At a recent meeting with RN Ravi in July last, Shahlem also purportedly put forward the statement that “after 23 years of long talk with the GOI, a framework agreement has been signed on August 3, 2015 under the leadership of Isaac and Muivah.” As per Konyak region, he also purportedly said that there had been an eager anticipation post framework agreement in expectation for the demands to be met and solution to be achieved, but the demands have not been met despite several talks regarding the “Indo-Naga” political issue. NSA president Dr.

Zuchamo Yanthan stated that Richard Yanthan was a role model civil service aspirant in the state and said that the state, which is presently going through challenging times needed young men and women with integrity, knowledge, accountability and fear of God. Regional commissioner in ministry of Labour & Employment Mhonthung Ngullie reflected on Richard’s father, late James Chenithung Yanthan, who was an officer in the same ministry and was still

fondly remembered by his colleagues as an efficient and amiable person. Ngullie encouraged Richard to break the status-quo and seek God’s wisdom so that his life would impact Naga society. Speaking on behalf of Lotha Students’ Union Delhi (LSUD), Lothungbeni P Lotha congratulated Richard for setting a good example through his success which was a manifestation of his hard work, commitment and consistency. The Union Home Ministry had in January last year formed the committee headed by retired union secretary level officer M P Bezbaruah, but six of the nine members declined to be part of it, following which the panel was reconstituted on July 16, 2019 with 14 members and justice Sharma as its chairman. As part of the core proposals, the panel sought implementation of the Assam Accord in “letter and spirit”, while suggesting prompt measures to “fully” seal the India- Bangladesh border. “Till the depor tation of post-1971 stream of declared foreigners is completed, they should be resettled in areas outside the state of Assam as an interim measure,” it said. According to the Assam Accord, all foreigners coming to Assam on or after March 25, 1971 would be detected, their names deleted from electoral rolls and steps taken to deport them. It also suggested reservation of 80-100 per cent Parliament seats from the state for indigenous people, and recommended creation of an Upper House in Assam. The panel suggested that 80-100 per cent jobs

should be reserved for Assamese people in Group C and D posts of central government, PSUs, private sector and public-private partnership (PPP) projects. It also sought 80-100 per cent quota for local people in all jobs of the Assam government and state PSUs, while 70-100 per cent in state PPP projects. Recommending setting up land tribunals, the committee suggested measures for protecting the land rights of the local population. “Assamese language shall continue to be the official language of Assam as per the provisions of the Assam Official Language Act, 1960 throughout the state with appropriate provisions for use of local languages in Barak valley, hill districts and the BTAD (Bodo inhabited areas),” it said. Seeking protection and promotion of all the indigenous languages of the state irrespective of the number of speakers, the report said, the four language policy should be given appropriate legislative protection and suggested setting up an Autonomous Language and Literary Academy/ Council of Assam. It also asked the government to give statutory legislative protection to Sattras, Namghars and

other indigenous religious centres and establish separate cultural and research institutes of different branches on the lines of Sahitya Akademi, Sangeet Natak Akademi and Lalit Kala Akademi. “Multipurpose cultural complexes should be built throughout the state towards protection, preservation and upliftment of cultural heritage of each one of the tribes and other ethnic communities of Assam,” the report said. To protect biodiversity, the Assam State Biodiversity Board should be strengthened with sufficient financial assistance for taking up various measures. The committee advised the government to form a body to monitor the execution of the report and reconcile any constitutional or legal challenges for implementing the suggestions at the earliest within two years from the date of its submission. “The body should preferably be headed by a retired judge of the Supreme Court/High Court with representatives from Ministry of Home Affairs, Government of India, Government of Assam and All Assam Students’ Union. The body should meet at least once every three months to monitor the progress,” it added.

GUWAHATI, AUG 11 (PTI): The All Assam Students’ Union, which was part of the Centreappointed committee on implementing Clause 6 of the Assam Accord, on Tuesday released a “confidential” report, which, among other things, seeks “declared foreigners” to be settled outside the state. The report, which was submitted to the state Chief Minister Sarbananda Sonowal and was supposed to be forwarded to the Centre, also wants sealing of the entire Indo- Bangladesh border and reservation of almost all of the state’s parliamentary seats for the local people, and creation of a legislative council in the state. Assam has 14 Lok Sabha seats. AASU, which led a mass movement for expulsion of illegal Bangladeshi migrants in the early 1980s, released the report, contending it had to do so as the state government was “just sitting idle” over it, and that the people of Assam needed to know its contents. “It has been more than five months since we submitted the report but there is simply no action from the government. People are asking us daily what happened to it. We have finally decided to release it as the people have the right

The committee tried to address the issue by including tribal, indigenous and all other Indian citizens residing within the territory of Assam as per the First Schedule of the Constitution on or before January 1, 1951 along with their descendants within

On February 25, the high-level committee on the implementation of Clause 6, headed by Justice (retd) B K Sharma, had submitted the report to Chief Minister Sarbananda Sonowal for handing it over to Union Home Minister Amit Shah. The chairman of the committee had submitted the report to the chief minister in the presence of the entire state cabinet, top government officials and journalists. “We do not know where the report is. Is it in the chief minister’s almirah or somewhere? Has it been sent to Delhi? It is not acceptable to neglect the report this way,” Bhattacharya said. State education minister Dr Thokchom Radheshyam inaugurated the second 100-bedded COVID Care Centre (CCC) at Lamding Higher Secondary School, Wangjing, Thoubal on Tuesday. After formally opening the CCC, the minister said that the second CCC was established in the district to enable the team of the district administrations to work better in the management and treatment of the pandemic and to meet the expectations and fulfil necessities of the people. He added that the second CCC was established with approval from the state government on a proposal put up by the district administration for the need of another CCC in the district.

AIZAWL, AUG 11 (PTI): Three more persons have tested positive for COVID19 in Mizoram, taking the northeastern state’s tally to 623, an official said on Tuesday. The new COVID-19 cases were reported in the last 24-hours and they include a frontline worker, a trucker and a state resident, the official said. The truck driver and the state resident have come from Assam, he said. Two cases were reported from Kolasib district bordering Assam and one from Aizawl district, he added. Of the total 623 COVID-19 cases, 300 are active as 323 people have recovered from the disease. Meanwhile, the Aizawl district administration on Tuesday imposed a complete lockdown in two localities - Dawrpui Vengthar and Mission Vengthlang of the city as a precaution measure to prevent community transmission following the surge in novel coronavirus cases in Mizoram.

remote areas. He was on a visit to his constituency, Champhai North near the Myanmar border, on Monday to assess the damges caused by the recent earthquakes and take stock of the COVID-19 situation. C Lalhmangaihsangi (38) from the remote Ngur village, who was expecting her second child, was bleeding profusely and her condition was critical, Thiamsanga told PTI.

Itanagar, Aug 11 (PTI): Seventy-six more people, including 36 security personnel, have tested positive for COVID-19 in Arunachal Pradesh, taking the state’s tally to 2,231 on Tuesday, a senior health department official said. Barring nine, all of them are asymptomatic, the official said. Of the 76 new cases, 23 were reported in West Kameng, 15 from Capital Complex region, six each from East Siang and Changlang districts, five from Upper Subansiri, four each from Leparada and Namsai, three from Lower Dibang Valley, two each from Tawang, Lower Siang, East Kameng, and Lohit, and one each from Papumpare and Lower Subansiri. “Thirty-six paramilitary personnel, including 16 in West Kameng, five each in East Siang and Upper Subansiri, four each in Changlang and Leparada and one each in Lohit and Papumpare districts, are among the new patients,” State Surveillance Officer Dr L Jampa said.

Speaking to reporters at a press conference here on Monday, Congress spokesperson Lallianchhunga said the state is in such a situation where community spread of coronavirus can take place at any time. We are of the opinion that holding the elections at this time is not safe for the people and many voters will not turn up for polling, he said. Lallianchhunga said the party has asked the commission and state government to defer the upcoming polls by taking into account the concern over public health. The Congress also said that local council elections should not be conducted simultaneously with village council polls. Assam flood situation deteriorates slightly

GUWAHATI, AUG 11 (PTI): The flood situation in Assam slightly deteriorated on Tuesday with nearly 14,000 people still reeling under the deluge across three districts, an official bulletin said. O n M o n d ay, ove r 9,200 persons were suffering due to the deluge across four districts. According to the daily flood report of the Assam State Disaster Management Authority (ASDMA), more than 13,800 persons are hit due to floods in Dhemaji, Baksa and Morigaon districts. Dhemaji is the worsthit district with more than 12,000 people suffering, followed by Baksa (1,000 persons affected) and Morigaon (over 800 people). The total number of people losing their lives in this year’s flood and landslide in the northeastern state stands at 136 -- 110 persons were killed in floodrelated incidents and 26 in landslides. At present, 89 villages are under water and 5,984 hectares of crop areas

have been damaged across Assam, the ASDMA said. The authorities are running one relief camp and distribution centre in Dhemaji district, where 73 people have taken shelter, it said.

Inhuman ignorance

A

s the entire globe desperately battles to stop the rampaging coronavirus from causing further devastation; a lurking phobia surrounding the virus has only contributed to the rise of an unwanted problem. The fear of the little known virus for which there is still no vaccine yet, has caused serious problems. Those affected by the virus (COVID-19) suffer social stigma and this has caused deep mental anguish not only on the patients but their families. Cases have been reported of people affected with COVID-19 as well as healthcare workers, sanitary workers and police, who are in the frontline for management of the outbreak, facing discrimination on account of heightened fear and misinformation about infection. There are reported cases where doctors and health workers etc involved in the fight against COVID-19 being shunned by people and debarred from living in quarters. This was highlighted by the Nagaland Private Doctors Association (NPDA) which had threatened to close down all private hospitals in Dimapur because certain colonies have banned the medical staff from performing their duties for fear of COVID-19. However this is not the end, as the recent shocking incident in Mon highlighted how fear psychosis had led to inhuman treatment meted out to the dead body of a personnel of the State Disaster Response Force (SDRF) and frontline worker and how the family were barred from seeing the body. The frontline worker was sent to a quarantine facility after testing positive for COVID-19 on July 26. Later, on July 31, the test was negative but the patient died on August 9. The village had reportedly warned the deceased’s family not to bring the dead body to the village and also not to go to see the dead body. There were many instances where even family members refused to take the dead bodies of COVID-19 patients. In some cases, the deceased patients were even denied decent burial when localities prevented cremation or burial in the cemeteries. All these acts of stigmatisation stem from a morbid fear of the virus even if there is actually no need to react in such a way. The Indian Council of Medical Research (ICMR) as well as various state governments have, time and again, issued public notices to not stigmatise COVID19 patients either living or dead since the fears were misplaced. No sane person would voluntarily want to get infected with the virus. In situation of distress, the patient and the family need support and cooperation. It must be noted that the condition is curable and most people recover from it. The handling of dead bodies of COVID-19 patients has also been left at the mercy of ignorance. According to World Health Organisation (WHO), except in cases of hemorrhagic fevers (such as Ebola, Marburg) and cholera, dead bodies are generally not infectious. However, a dead body often has fluids like saliva, phlegm, and blood oozing out and those could be a source of virus. This is the reason why there are clear national guidelines on how to handle dead bodies. Currently, funerals are largely the work of trained professionals who themselves are protected by PPE. Relatives are allowed to see the dead with adequate protection but to avoid touching or hugging. Ignorance is the driver of stigma and the sooner people look to medical science for knowledge, society will continue to live in despair.

Yet when you come alone to your “Jericho,” you have a strong reluctance to take the initiative and trust in God, wanting, instead, for someone else to take it for you. But if you remain true to what you learned while with your “Elijah,” you will receive a sign, as Elisha did, that God is with you. Alone at Your “Bethel” (2 Kings 2:23). At your “Bethel” you will find yourself at your wits’ end but at the beginning of God’s wisdom. When you come to your wits’ end and feel inclined to panic— don’t! Stand true to God and He will bring out His truth in a way that will make your life an expression of worship. Put into practice what you learned while with your “Elijah”— use his mantle and pray (see 2 Kings 2:13-14). Make a determination to trust in God, and do not even look for Elijah anymore.

Catastrophic as it is, FA is now undergoing castration at the hands of the very person who co-author it with NSCN Chairman Mr. Isak Chishi Swu and NSCN General Secretary Mr. Th. Muivah. This is the crux of the Indo-Naga political talks now. The issue is now in the court of the Government of India that should come out with an undertaking that FA is still alive in its original form and to be handled by somebody other than RN Ravi, who is sensitive enough to understand and respect what has been achieved during the past 23 years. Ironically, the sanctity of Naga political legitimacy comes under assault when Ravi made a tumultuous turn using slanderous terms like “armed gangs” & “underground groups” against the very groups he has been talking for years. The tipping point comes when he ordered the Nagaland state government to issue office memorandum requiring all state government employees to self-declare their relations with the “Naga underground groups”. This is the bone of contention that has cropped up as Naga people cried foul over such outmoded policy that does no longer fit into the present scheme of things to end a century old Naga political issue. For quite sometimes Ravi was under NSCN’s scanner when he twisted the Framework Agreement and misled the Parliamentary Standing Committee on the steps taken to solve the Naga issue. The fact is that Framework Agreement is outside the purview of Indian Federation/Constitution. But in his report furnished to the Parliamentary Standing Committee he manipulated in his own narrative that is far from the actual meaning as very unambiguously worded in layman’s language in the original copy of FA. According to the parliamentary report 213, Chapter III Naga Peace Accord index number 3, 1 clause 3.1.4, it read “In 2015, the GoI reached an understanding with the NSCN (IM) which agreed for settlement within Indian Federation with special status. The Interlocutor informed the committee that this was a departure from their earlier position of ‘with India’, not ‘within India’ and the GoI called it Framework Agreement and signed it”. Again, clause 3.1.18 stated that “Framework Agreement was just about the recognition of uniqueness of Naga history by GoI and an understanding that inclusive settlement will be within the Indian Federation with due regard to the uniqueness of the Naga history. However, the interlocutor stated that it was implied in the agreement that some special arrangement will have to be made for the Nagas”. For public scrutiny we are constrained to furnish his modified Framework Agreement by removing “new” a single word to suit his interpretation. FRAMEWORK AGREEMENT BETWEEN THE GOVERNMENT OF INDIA (GoI) AND THE NATIONAL SOCIALIST COUNCIL OF NAGALAND (NSCN) The political conflict is about six decades old. Attempts have been made for its comprehensive Resolution through discussions between the Govt. of India and the representatives of the Naga people from time to time. A fresh attempt in this regard was initiated through a political dialogue between the Govt. of India and the NSCN in 1997. The GoI and the NSCN dialogue led to a better mutual understanding. While the GoI in expression of the understanding recognized the unique history and position of the Nagas; the NSCN understood and appreciated the intricacies of the

Indian system. With such an understanding and with due appreciation of the imperative of the contemporary realities and regard for the future vision both sides have agreed to reach an agreement that will end the violent confrontation once and for all and will usher in comprehensive progress in consonance with the genius of the Naga people. Both sides have understood each other’s respective positions and are cognizant of the universal principle that in a Democracy sovereignty lies with the people. Accordingly, the Govt. of India and the NSCN, respecting people’s wishes for sharing the sovereign power as defined in the competencies reached an agreement on the 3rd August, 2015 as an honorable solution. It is a matter of great satisfaction that dialogue between the Govt. of India and the NSCN has successfully concluded and we are confident it will provide for an enduring inclusive relationship of peaceful co-existence of two entities. The two sides agreed that within this Framework Agreement details and execution plan will be worked out and implemented shortly. Sd/- Sd/- Sd/ (Isak Chishi Swu) (Th. These people are simply carried away by his manoeuvrable talkings and made to believe him and portrayed the NSCN on the wrong side. Today, this misplaced interpretation of “it will provide for an enduring inclusive new relationship of peaceful co-existence of the two entities” has become the point of conflict that delayed the process for solution. Significantly, the word ‘new’ is politically sensitive as it goes to define the meaning of peaceful co-existence of the two entities (two sovereign powers). Further, “NEW relationship” strongly indicates outside the purview of Indian Constitution. When “NEW” is removed there is room for misinterpreting it as under Indian Constitution. It is a matter of indignation for the Naga people when Ravi went for the perversity as he insulted the NSCN negotiating team using un-parliamentary language in the official talk stating “this can be understood even by Class VII students that it mean acceptance of the Indian Constitution”. The worst official talk took place on 30th January, 2020 at Chumukedima, Nagaland. On the competency that we have submitted he straight away told the NSCN negotiating team that we must have submitted the competency by mistake. He added that it is a stupid and contaminated paper and A to Z he cannot accept unless we rewrite the competency. There would not be any further talk if we do not rewrite and submit the competency he concluded. NSCN negotiating team cannot forget the unethical deadline given by Ravi to sign the Naga agreement on or before 31st October, 2019. Earlier to this in his diatribe against NSCN he said NSCN has ‘mischievously’ dragged the Framework Agreement and began imputing imaginary contents into it. In this context NSCN put on record that it never adopted procrastinating attitude as repeatedly slandered by Ravi. What matters is the contentious issues that has to be sorted out with mutual respect and understanding. Taking unilateral decision on the timeline is never a part of the negotiation that has travail more than 23 years. Sanctity of the talk must never be sidelined. Ravi is a person with divisive mentality and has applied it to the hilt among the Nagas. He took the unilateral decision to deviate from what was started by the pioneers of the 2nd Indo-Naga Ceasefire that has taken the peace process this far. From nowhere Ravi created NNPGs as third party/force against the bilateral talk of the GoI and the NSCN. Ravi used to harp on that issue is one, so there will be one solution. But he signed separate agreement with NNPGs and later used this group to counterweigh the NSCN. Earlier, Ravi in his seeming openness told NSCN negotiating team that he will not have any parallel talks with NNPGs other than to brief them on the core issues discussed and agreed between GoI and NSCN. In his first meeting with NNPGs he simply said that

they have nothing, no proposal at all. There was an occasion during formal talk when we raised the issue of NNPGs whether it should be included in the final settlement. Ravi replied, “I have got written assurance from them that they would never disturb the talk between us. If they try to disturb our talk I can kick them out”. “I have asked them to board”. Now the pertinent question is, what Ravi is going to do with the ‘Agreed Position’ he signed with NNPGs. Ravi in more than one occasion proved himself as a man lacking principle that stands up to his stature as interlocutor to such high profile political dialogue as he committed breach of confidential documents by circulating the doctored Framework Agreement and Competencies to the Naga leaders that he favored after removing a word “NEW” that virtually changed the meaning of a sentence in the Framework Agreement. He hastens himself to misinform and mislead the GoI as well as Naga people in various platforms by twisting the Framework Agreement. Again, the reason why NSCN have refrained from publishing the FA was respecting the tacit understanding reached between the two sides not to release to the public domain for security reasons of India. However, Ravi took undue advantage and started modifying and manipulating the FA in his own narratives which began to mislead the Nagas as well as the GoI. Ravi also resorted to fear psychosis to pressurize the NSCN to submission. He organized military exercises over Naga areas using Indian Air force’s latest aircrafts, deployed heavy security forces with war tanks, directing all Nagaland state security forces to be in their respective stations with rations stock to last for at least two months and directing all state police Special Branch to identify and locate the NSCN members’ residents. In the Naga political movement it is needless to say that Naga civil organizations played a crucial role in their respective capacities. But Ravi refused to work with Naga apex civil societies like the Naga Hoho, NSF, NMA, NPMHR, etc. He only entertained his “yes men groups” and few selected individuals who are docile enough to serve as his mouthpiece and trumpet in the media. Ravi has proved himself as incompetently reckless. There was an occasion when he met the 14 tribes of Nagaland on 18th October, 2019. He told them that Naga integration is ruled out. Such misleading statement on Naga integration created confusion on PAN NAGA HOHO as some tribes refused to support PAN NAGA HOHO if there is not going to be Naga integration. What has driven Ravi to go for the unthinkable after more than 23 years of fruitful negotiations is now the focusing point of talk in every hearth and street corners. How could Ravi arrogated to himself the power to change the rules/contents of the agreement arbitrarily? Where is his credibility now? His domineering approach has come to destroy the spirit of gentlemen’s negotiation. It was against this background that Ravi has set the bridge on fire and the meeting point is something unthinkable. He should have been more sober with the NSCN with whom he has shared the same table for years to find the honorable means to solve the Naga issue. It is comprehensible that person who want to turn the clock back the Naga issue by forcibly making it into “law and order issue” cannot be expected to recapture Naga people’s imagination to bring solution that is honorable and acceptable. NSCN is grateful to the Prime Minister Mr. Narendra Modi who guided and supervised the signing of the historic Framework Agreement by giving the ceremony a high profile status. But the very doings of his representative Ravi has cast a huge trust deficit as his role has come to be seen as nothing short of disowning the Framework Agreement. NSCN, has, however, gracefully and patiently tolerated Ravi despite his act of profanity. Let truth and sanity prevail to take control of Indo-Naga political negotiations and let God be the judge. The ongoing Pandemic has led every NIPA member and its kindreds to have a very humble but prayerful home to home observations of the 26th International Day of the World’s Indigenous Peoples on August 9, 2020. Having dwelt indept the root cause and objectives of this international initiative, NIPA fully supports the United Nations’(UN) genuine belief and conviction that comprehensive world peace will be tangibly attainable only when millions of the oppressed and marginalized indigenous peoples/nations around the world are rightfully given their freedom and justice in the true sense of the term that ‘all men are born equal’. UN’s sincere endeavor to protect and promote the indigenous peoples/nations; their land, territories & resources, law & system of governance, rights, interest, and welfare is quite encouraging. It may be noted that every indigenous peoples’ right to a nationality as provided in Article 5 & 9 of the UN Declaration on the Rights of Indigenous Peoples, 2007 appears to be least addressed. Appreciating the significance of the day, NIPA sincerely appeals to all concerned especially the UN body to cause the transforming of the existing UN Declaration… 2007 into a binding International Law for the world’s struggling indigenous peoples/ nations. It further humbly appeals that present UNPO members like that of the Nagas whose long national struggle even predated the formation of UNO, may kindly be granted a workable International status. Phek district issues new guidelines for returnees DIMAPUR: Deputy commissioner Phek Sachin Jaiswal in a notification has issued new guidelines and rules relating to institutional quarantine centres from August 10 for new returnees and travellers entering the district as per the August 4 SOP notified by the Home department. A press release from DC office Phek stated that, the guidelines will be applied to all the new returnees entering the district from August 10; All returnees will have to undergo seven days of mandatory institutional quarantine

and 14 days in home quarantine; Returnees will be charged Rs 350 per day in the institutional quarantine facility for food; Any returnees willing to arrange their own food from outside may do so by depositing it at the designated common kitchen. The food should be mandatorily packed in single use disposal containers and preferably of biodegradable materials; The returnees on completion of their institutional quarantine period shall arrange their own mode of transportation for going home.

NEW DELHI, AUG 11 (PTI): HHolding that daughters cannot be deprived of their right of equality, the Supreme Court Tuesday ruled that they will have equal coparcenary rights in joint Hindu family property even if the father died before the Hindu Succession (Amendment) Act 2005. A bench of Justices Arun Mishra, S Nazeer and M R Shah said the provisions contained in substituted Section 6 of the Hindu Succession Act, 1956 confer the status of coparcener on the daughter born before or after amendment in the same manner as a son with the same rights and liabilities. The verdict makes it clear the amendment to the Hindu Succession Act, 1956 granting equal rights to daughters to inherit ancestral property would have retrospective effect. The top court, which overruled its earlier 2015 decision in which it had held that the rights under the

amendment are applicable to living daughters of living coparceners as on September 9, 2005, irrespective of when such daughters are born, also observed that “a daughter always remains a loving daughter”. It also quoted its earlier judgement and said “A son is a son until he gets a wife. A daughter is a daughter throughout her life.” The three-judge bench Tuesday said, “the rights can be claimed by the daughter born earlier with effect from September 9, 2005 with savings as provided in Section 6(1) as to the disposition or alienation, partition or testamentary disposition which had taken place before December 20, 2004. Since the right in coparcenary is by birth, it is not necessary that father coparcener should be living as on September 9, 2005.” Coparcener is a term used for a person who assumes a legal right in parental property by birth only. The apex court, in its

121-page judgement, said the statutory fiction of partition created by proviso to Section 6 of the Hindu Succession Act, 1956 as originally enacted did not bring about the actual partition or disruption of coparcenary. “The fiction was only for the purpose of ascertaining share of deceased coparcener when he was survived by a female heir, of Class ­I as specified in the Schedule to the Act of 1956 or male relative of such female. “The provisions of the substituted Section 6 are required to be given full effect. Notwithstanding that a preliminary decree has been passed the daughters are to be given share in coparcenary equal to that of a son in pending proceedings for final decree or in an appeal,” the bench said. It also clarified that unregistered oral partition, without any contemporaneous public document, cannot be accepted as the statutory recognised mode of partition.

Gehlot says he will look into grievances of MLAs

JAIPUR, AUG 11 (PTI): Rajasthan Chief Minister Ashok Gehlot on Tuesday said he will address grievances of MLAs, a day after the Congress set up a commitee to look into the issues raised by rebel legislators. A meeting between Sachin Pilot and Rahul Gandhi on Monday signalled an “amicable resolution” of nearly a month-long Rajasthan crisis ahead of the crucial assembly session from August 14. Gehlot said he does not know why some MLAs rebelled and what promises were made to them. “If any MLA is annoyed with me, then it is my responsibility to address that. I have kept doing this in the past and will do this now also,” he told reporters before leaving for Jaisalmer. However, he evaded a question on using harsh words against Pilot including calling him a ‘nikamma’. Referring to the Congress meeting on Monday,

he said decisions were taken and now the future strategy will be decided. He said he has no idea about the formula for Pilot’s return. “High command knows this. He will tell his grievances to the threemember committee formed by the party,” he said. Asserting that the Congress government in the state will not only complete its five years but will also win the next assembly elections, Gehlot again accused the BJP of conspiring to topple his government at any cost. The BJP has in the past dismissed the allegations.

Gehlot said more than 100 MLAs were kept together for a long period and alleged that BJP leaders tried to win them over but not a single MLA went to them. “How can we forget such MLAs? They trusted me and the party high command and agreed to stay together in hotels for long time. I told them that they have created a history and I will be their guardian till my last breath,” he said. Gehlot said he recently wrote a letter to all MLAs asking them to listen to the voice of people to save democracy and stand with the truth in the interest of people of the state. Terming it as a struggle to protect democracy, he said when the Congress ruled, there used to be a concern what people will think but now the government at the Centre “cares for nothing”. Before leaving for Jaisalmer, Gehlot also met with three independent MLAs with whom the Congress

Amid stand-off with China, ITBP to buy 358 silencer-fitted sniper rifles CHANDIGARH, AUG 11 (AGENCIES): As the stand-off with China continues along the Line of Actual Control in eastern Ladakh, the Indo-Tibetan Border Police Force (ITBP) has moved to purchase new sniper rifles for its field units. The ITBP has projected a requirement for 358 sniper rifles with detachable sound suppressors as standard equipment. “On August 10, the force floated a global tender for procuring the new weapons,” said an ITBP officer. The force’s requirement is a 7.62 x 51 mm bolt action rifles with an effective killing range of 800 meters, and above, and fitted with integrated telescopic sights for daylight as well as low light conditions. These should be able to function effectively in temperatures up to minus 30 degree Celsius. Of its 56 service battalions, 32 are deployed for border guarding duties along

the Himalayan frontier with China, manning 180 border outposts at altitudes ranging from 9,000 feet to 18,750 feet. These units were reinforced during the current stand-off and asked to step up their surveillance and monitoring activities. At present, the ITBP is using the Austrian SSG-69 bolt action rifle, a highly accurate and widely used weapon, as its standard sniper platform. The highly regarded Russian Druganov semiautomatic rifle, based upon the AK-47, is also in use. Snipers prefer singleshot bolt action rifles over semi-automatic as they are considered to be more accurate and reliable. According to an officer, bolt action rifles are not only lighter and simpler but also have lesser number of moving parts and internal mechanisms than gas-operated semi-automatics. Moreover, snipers do not require a high

rate of fire, for which semiautomatic and automatic weapons are designed, as one or two shots are sufficed for a trained marksman to meet his objective. Snipers are considered to be force multipliers and many armies attach a great deal of importance to the role of snipers in the field. A single sniper can neutralize a high-value target or pin down a body of enemy troops for a considerable length of time. Much of a sniper’s work involves observation, surveillance and intelligence gathering. Snipers require a very high degree of training, enormous levels of patience and quick reactions. Every force has a dedicated institute and special courses for snipers. In the ITBP, this job is entrusted to the Support Weapons Training School co-located with the Support Battalion at Karera in Madhya Pradesh.

ATM gutted in UP railway station LUCKNOW, AUG 11 (IANS): Two ATMs installed at the Charbagh railway station caught fire on Tuesday noon, apparently due to short circuit. As soon as smoke started billowing out of the section where the ATMs were installed, a security guard alerted the RPF and GRP personnel who rushed to the spot and fire tenders were called in. The ATM of Indian Bank was completely gutted and so was the currency stored in it. The other ATM of Punjab National Bank was partially burnt. French expert: Dangerous chemicals remain in Beirut port Beirut, Aug 11 (AP): Chemical experts and firefighters are working to secure at least 20 potentially dangerous chemical containers at the explosion-shattered port of Beirut, after finding one that was leaking, according to a member of a French cleanup team. Some of the containers were punctured when last week’s deadly blast ripped through the port and the Lebanese capital, said Lt. Anthony, a French chemical expert at the site who was not authorised to be identified by his full name according to government policy. French and Italian chemical experts working amid the remains of the port have so far identified more than 20 containers carrying dangerous chemicals, Anthony said. “We noted the presence of containers with the chemical danger symbol. And then noted that one of the containers was leaking,” he told The Associated Press in a TV interview on Monday. The experts are working with Lebanese firefighters to secure all of the containers and analyse their contents, he said. “We need to clean everything and put all in security.” He didn’t identify what chemicals were

COVID: Bhutan imposes nationwide lockdown T h i m p h u, Au g 1 1 (IANS): The Bhutan government has imposed a nationwide lockdown starting from Tuesday after a locally transmitted COVID-19 case was reported. In an address to the nation on Tuesday morning, Prime Minister Lotay Tshering said the positive case was reported in Gelephu town and the female patient had come in close contact with many people in Paro, Thimphu and several other places, reports Xinhua news agency. He said after medication and isolation, the patient was declared recovered. But she tested positive again on Monday after being at home for 15 days. During this time, she travelled to different places and visited relatives. From Monday evening to Tuesday morning, health authorities managed to trace 71 contacts who came in close contact with the patient. Lotay said the government is enforcing restrictions on movement of people and vehicles. All schools, institutions, offices and commercial establishments will remain closed, he added. Lotay said that the lockdown has been enforced to identify and isolate all positive cases to immediately break the chain of transmission.

Gaoqi airport in the coastal city of Xiamen cancelled 51 outbound flights on Monday and 38 on Tues-

day morning. The Xiamen flood control office said that more than 5,600 fishing ships had returned to ports and over 3,200 people were evacuated. Passenger ferries were ordered to suspend services in affected areas, and tourist attractions and construction sites were ordered to close. China’s national observatory on Monday issued a yellow alert for typhoon Mekkhala. Meteorological authorities forecast that the typhoon will move north-

westward and start to weaken after the landfall. On Tuesday, central and southern Fujian will experience downpours, with some areas seeing up to 200 mm of rainfall. On Monday, Johnson said that getting all children back to the classroom full-time in England next month was the “right thing for everybody”, the Metro newspaper reported. His comments, on a visit to a school in east London, came after a teachers’ union said ministers should have a back up plan, such as a “week-on, week-off ” rota system for students, in case of further lockdowns and surges in coronavirus cases. The Prime Minister said he hoped schools would not be forced to close as a result of local action, adding it was the “last thing” that the government wanted to do. “Clearly what we are doing – the way we are trying to manage the COVID-19 pandemic – is to have local measures in place and local test and trace to introduce restrictions where that’s necessary. “As we have all said, the last thing we want to do is to close schools. We think that education is the priority for the country and that is

Mumbai, Aug 11 (PTI): The Emirates Cricket Board (ECB) on Tuesday said it has received the official clearance from the BCCI to host the IPL in the UAE from September 19 to November 10. The development comes a day after IPL chairman Brijesh Patel told PTI that the BCCI has received all necessary clearances from the Indian government to stage the league in the UAE. The world’s biggest T20 league has been moved out of India due to the COVID19 pandemic. “We feel extremely privileged to host what could be considered the pinnacle-event of our favourite sport,” said Sheikh Nahayan Mabarak Al Nahayan, cabinet member and Minister of Tolerance and Coexistence, and ECB Chairman. “The magnitude of being in a position to bring the IPL to the vast cricket-loving global community, during current events which have greatly impacted our daily lives, is one we take with extreme importance,” he

added in his statement. The ECB had been waiting for the BCCI’s final go ahead before intensifying its preparations for the tournament. The UAE had partially hosted the event in 2014 due to the general elections in India. With the COVID-19 situation under control in the Emirates, the BCCI picked it to host the entire event comprising 60 games. “This is undoubtedly the highest-profile cricketing-event to be held in the UAE and our team will continue to support all facets (of the tournament) and work toward delivering a successful event for the enjoyment of all sports-fans; here in the UAE, in India and across the world,” said
