KOHIMA, AUG 11 (NPN): NPF Central Youth Wing began its 4-day sit-in demonstration outside the Raj Bhavan Kohima Friday, accusing the Governor P.B. Acharya of violation of the constitution of India by installing an unconstitutional government headed by T.R. Zeliang. It may be recalled that the Governor had dismissed then chief minister Dr. Shürhozelie Liezietsü on July 19 after the latter failed to turn up for the floor test which the Governor summoned and swore in T.R. Zeliang on the same evening. The Governor’s summons was contested by NPF on the ground that the issue was an

Hundreds of NPF party workers took part in the sit-in and were also joined by several NPF legislators owing allegiance to the party president Dr. Shürhozelie. Addressing the party workers, NPF spokesman Yitachu, MLA voiced out that Nagas want a Governor “who knows the constitution of India and who loves Nagas and who would protect them as per the constitution”. He reminded that the same Governor had hit out against corruption in the government but when
it came to applying the rule of the constitution “lost his integrity and principle by indulging in the mother of all corruptions- in installing an unconstitutional government.” The former minister also demanded that if the government of India had genuine concern for the Naga people then it should appoint a better person as Governor of the state who would abide and function according to the constitution of India. He said in case the government of India did not want to implement its own constitution in Nagaland then the Nagas should be allowed to frame their own constitution. Yitachu also said the Governor ought to be present
to listen to people instead of running away from the state whenever crisis occurs. He also said it would be a gross miscalculation on the part of the Governor if he thought Nagas would not raise their voice against “unconstitutional politics.” Yitachu also hit out at the present government by saying that the Indian constitution has no provision where a government could be formed without a political party. He said chief minister T.R. Zeliang’s claim of being in majority has to be backed by rules of the constitution. Yitachu also challenged the legislators with T.R. Zeliang to merge with any party if they wanted since they have been expelled from the NPF. Yitachu also expressed disappointment with the civil society organisations for their silence about the unconstitutional methods used to install an unconstitutional government. He reiterated that NPF will not allow unconstitutional practices in Nagaland. He also hit out at the selection of Neiphiu Rio, MP as the “interim president” of NPF, saying Nagas were not so foolish to accept such a self-styled interim president.
Demand for shifting of DMC dumping site
Womenfolk of Sunrise colony holding placards block the entry to DMC dumping site.

D I M A P U R , AU G 1 1 (NPN): Hundreds of residents of Sunrise Colony, Dimapur including women and school children Friday protested against the municipal Affairs department for failing to shift the dumping site, by blocking around 20 DMC dumpers from entering the colony area, located near the dumping site. The protestors were seen with placards that read “give us healthy environment else take us, article 21 includes right to health environment, we treat guest at (Cont’d on p-5) home with Makhi and toxic
gases” etc. The residents pointed out that dumping of garbage in the present location has caused environmental degradation in the adjoining areas and made the place unfit for dwelling, paritcuarly posing as serious health hazard. The residents claimed that the concern department had assured to shift the dumping ground in 2016. Instead, the department withdrew the assurance, claiming that it had signed an MoU with New Waves Bio-Fuel India Pvt Ltd to setup solid waste management in the area, they said. However, the residents were firm, saying it
will not compromise on any arrangement at the expense of people’s health. The residents said the failure on the part of the authorities to heed to thier plea had compelled them to impose the blockade. Though, Naga Council Dimapur tried to mediate, the residents instead asked the government not to invite any third party on the matter. After negotiating with the district administration, DMC administrator, the residents agreed to have a meeting on August 12 with the Municipal Affairs parliamentary secretary and department officials.

D I M A P U R , AU G 1 1 (NPN): ACAUT Nagaland has filed a PIL in the Gauhati High Court, Kohima Bench, praying for the deletion of 400000 bogus voters in the state with the Nagaland chief secretary, the Chief Electoral Officer, Election department, Nagaland government and the Chief Election Commissioner (ECI) as respondents. I n a p r e s s n o t e, ACAUT media cell pointed out that the CEO (State Election Commission) on September 27, 2016 had honestly admitted in public interaction that there were still about four lakh bogus and multiple names in the state electoral roll. However, as per ECI guidelines, ACAUT said that the Elector-Population Ratio should not be
more than 65:100. Whereas the CEO, Nagaland, in an RTI reply furnished to the ACAUT on January 31, 2017 pointed out that there were still 70 Polling stations across 23 constituencies (out of 60) where the e-roll of the Polling station/village was more than the total population of the polling station/ village, thereby pointing to e-roll malpractices, it added. In this regard, ACAUT said it had filed a PIL for deletion of bogus and multiple voters through implementation of the following measures: 1. The respondents to implement in Toto Sections 17 & 18 of the Representation of the People Act,1950 where ” No Person shall be entitled to be registered in the electoral roll for more than one Constituency”. 2. KOHIMA, AUG 11 (NPN): Aggrieved Unemployed Regular Veterinary Field Assistant Trainees Nagaland (URVFATN) has threatened to launch an agitation from August 23, if the department of animal husbandry and veterinary failed to meet their demand (revocation of July 11, 2017 meeting minutes), before August 21. The announcement was made by URVFATN representative Temjennungsang at the press conference held at NSF conference hall on Friday. The department on July 11 decided that the vacancies arising from the year 2018 onwards shall be filled in the ratio of 80: 20, 80% to be filled through seniority by the regular candidates and 20% through open competition. URVFATN also demanded that the department cancel the regularisation of the ten VFA private trainees or issue an order that the seniority be counted from the date of regularization (i.e below 26 VFA batch). According to URVFATN, the regular VFA trainees of 22nd, 23rd, 24th and 25th batches after waiting for six to seven years were denied appointment and instead, the department in contravention of the laid down norms had regularized ten private candidates on May 31, 2017. Another representative, Keyirangkiamle Cerai pointed out that there were 186 genuine/regular trainees from 22nd -25th batches, and therefore said that the regularization should not supersede the “genuine trainees”.

months because their salaries have not been paid for the last nine months. Besides, the union officials said they have been pressurizing the authorities for the restart of rehabilitation works of the Mill as the centre has already sanctioned funds for revival of the mill. They lamented that though rehabilitation works began in December 2014, the works abruptly got suspended in September 2015.
For this, they said several letters have been written to the authority but no positive results have yielded so far. In this regard, WUNPPCL said it had last submitted a memorandum to the chairman cum managing director Hindustan Paper Corporation on July 26, 2017. The demands put forth by the WU NPPCL include: immediate restart of the rehabilitation works of NPPCL, immediate release
of nine months’ salary due to the workers; immediate release of Gratuity & Terminal benefits of death and superannuated employees and immediate implementation of 2007 pay-scale in NPPCL, because the officers who have been deputed in NPPCL from other units of HPC were enjoying 2007 pay-scale. Meanwhile, with the launch of indefinite blockade, supply of essential commodities to Mokokchung and other districts were likely to be affected as the union has vowed to continue bandh until demands were met. The bandh volunteers stationed at Tzudikong (Tinali), just in front of the Mill gate, were seen enforcing the bandh strongly. However, according to union officials, the schools, colleges, shops and other essential services have been exempted from the purview of the bandh.
NEW DELHI, AUG 11 (AGENCIES): India has increased operational readiness by sending more troops along the eastern border with China, sources told news agencies Reuters and Press Trust of India. The latter said that the army has also raised the “caution level” among army formations who are guarding the 1400-km border in Sikkim and Arunachal Pradesh. Army officials refused to comment on the reports because they said they cannot reveal operational details. The Press Trust of India said its sources attributed the new activity to China’s aggressive rhetoric and to a careful analysis of the existing confrontation. Neither India nor China has shown any sign of backing off from a faceoff that began nearly three months ago along the Sikkim border when Indian
soldiers entered the Doklam plateau to stop the Chinese army from constructing a road. China says that the plateau, which it calls Donglang, is a part of its territory and it has every right to build a road there. India and Bhutan claim the land belongs to the Himalayan kingdom. Delhi says it had warned Beijing that the road would be a serious security concern because it changes the status quo at the tri-junction of the borders of India, China and Bhutan. The stand-off has so far involved about 300 soldiers on each side standing a few hundred feet apart. Yesterday, army sources said they did not expect the tension to escalate. The military alert level has been raised as a matter of caution, two sources in New Delhi and in Sikkim told Reuters on the condition of anonymity because of the
sensitivity of the matter. Each year, Indian troop formations deployed on the border go on such an “operational alert” usually in September and October. But this year the activity has been advanced in the eastern sector, sources said to Reuters. “The army has moved to a state that is called ‘no war, no peace’,” said a source to NDTV yesterday. Under the order issued to all troop formations in the eastern command a week ago, soldiers are supposed to take up positions that are earmarked for them in the event of a war, the source said. India has suggested that both countries withdraw troops while exploring a compromise through diplomatic talks. But China demands a unilateral troop withdrawal. Indian sources say the road construction is a threat to the security of its North Eastern states. K Y M C

use as one of the chief preventable causes of death in the world. She said tobacco use generally began during adolescence and continued through adulthood sustained by addiction to nicotine. First political level tripartite talks held Kangpokpi people voice against roll-back on new districts
First political level tripartite talks between government of India, Manipur government and UNC in Senapati district on Friday. (NP) Correspondent
IMPHAL, Aug 11: The first round of tripartite political level talks between United Naga Council (UNC), Manipur government and government of India was held on Friday at Senapati district headquarters. A four-point understanding was reached during the talk which was presided over by Union joint secretary home (northeast) Satyendra Garg. While agreeing to hold the next round of talks in the month of September, both Manipur government and UNC agreed upon to mutually respect the agreements signed in the previous talks to avoid any provocation till the dialogue process is taken to its logical end. During the talk, UNC appreciated the government of Manipur for complying with May 19 agreement of conducting the talks at the political level. Manipur government also agreed to initiate appropriate steps in line with the March 19 agreement to redress the grievances of UNC in respect of the creation of the new districts. Manipur government’s delegation in the talk was led by state agriculture
minister V Hangkhalian. Other cabinet ministers who took part in the talk were state tribal and hill areas development minister N Kyasii and education minister Th Radhesyam. A 19-member delegation of UNC was led by its president Gaidon Kamei. Coming out of the talk, Gaidon Kamei told reporters that “Nagas will never compromise our interest of land, identity and people.” “We will stand firm to defend our people’s interest and we will take up any form of steps, appropriate steps, to protect, to defend
our position, our rights on land and our aspiration. So, there is no question of compromising, surrendering any interest of our Naga people,” he said. Meanwhile, hundreds of people lined up along the NH-2 passing through Kangpokpi district headquarters voicing against any decision on roll-back to the creation of new districts. Placards with slogans like, “No Roll Back of Kangpokpi district,” “No alteration of boundaries”, “Kangpokpi district for administrative convenience and justice”, “Kangpokpi

‘Assam likely to opt for continuation of AFSPA’ GUWAHATI, Aug 11 (Agencies): Despite a marked improvement in the law and order situation, the Assam government is likely to seek continuation of the Armed Forces (Special Powers) Act (AFSPA) in the state for some more time, a senior police official said. The central government on August 7 extended the clamping of AFSPA in the state by one month. The Union home ministry also declared Meghalaya’s border areas adjoining Assam and three districts of Arunachal Pradesh as “disturbed” under AFSPA for two more months, with effect from August 3. The law grants special powers to the armed forces in such “disturbed areas”. AFSPA is a major issue in

Rajya Sabha bids adieu to three retiring members
Sitaram Yechury
D Bandyopadhyay
Dilip Pandya
NEW DELHI, AUG 11 (AGENCIES): The Rajya Sabha on Thursday bid adieu to three members whose term comes to an end with the close of the Monsoon session tomorrow. These members are Sitaram Yechury of the CPI(M), D Bandyopadhyay of the Trinamool Congress and Dilip Pandya of the BJP. While nine members are retiring after the session, six of them will be back as they have been re-elected. Deputy Chairman Kurien, while thanking the retiring members for their invaluable contribution, said they should forgive and forget if he had been harsh with them. He termed Yechury as an excellent parliamentarian and said the nation will be benefited from his contribution. Yechury has set high standards of political behaviour, he said.
Leader of the House and Finance Minister Arun Jaitley said Yechury was a “veteran in politics” who raised the level of debates during his two terms in the Upper House. In a lighter vein, he also quipped that the CPI(M) leader had never had the opportunity of being in government and had had the privilege of making comments which are idealistic and but not practical or implementable. Referring to Bandyopadhyay, a former civil servant, Jaitley said he was impressed with him. About Pandya, he said he was most regular in attending the proceedings. Leader of Opposition Ghulam Nabi Azad chose the occasion to point out the importance of the Upper House while noting that there had been suggestions from the ruling party to abolish the Rajya Sabha. He said a host of stal-
warts had been members of the Rajya Sabha and named a number of them, like B R Ambedkar, Indira Gandhi, HD Deve Gowda, IK Gujral, Atal Bihari Vajpayee and Manmohan Singh. Besides, three Presidents - Zakir Husain, Pranab Mukherjee and Ram Nath Kovind, have been members of the Upper House. Azad said Yechury’s loss was not only to the opposition but to all as some people do not belong to any political party and belong to the nation. He praised Bandyopadhyay for his punctuality and took a dig at the BJP for exit of Pandya, saying a committed RSS worker like him should have been in the first rows. Samajwadi Party MP Ram Gopal Yadav, who shares his seat with Yechury, turned emotional and could not complete his speech while bidding farewell to the CPI(M) leader.

NPF M&PB hits out at Speaker DIMAPUR, AUG 11 (NPN): NPF Media & Press Bureau (M&PB) has hit out at the NLA Speaker, for going against the Tenth Schedule with active support and encouragement of the Governor, who it said had defiled the Constitution. NPF maintained that the motive behind the 91st Amendment of the Constitution was to give power and authority to political parties to rein in activities of political misfits. Emboldened by getting away scot-free with such Constitutional atrocities, M&PB said that the so-called press & information cell of the illegal and imaginary political party consisting of expelled and suspended NPF members has started to issue statements which lack logic, reason and sanity. It said NPF, as a responsible political party, registered with the Election Commission of India and functions according to the provisions of its Constitution, and does not function like a student/ social organization where members and office bearers are selected/appointed at random. M&PB reminded that Article IV of the party’s Constitution deals extensively with the procedure and method of electing office bearers of the party, including the president. Nowhere is it mentioned that legislators, least of all expelled/suspended MLAs, are empowered or
authorized to elect the president or any office bearer. It further reminded that party legislators have not been given Constitutional competence to appoint even a primary member of the NPF party. M&PB also pointed that the NPF constitution has no mention of a post called ‘interim president’. Any person accepting such a non-existent post is merely fooling himself, and it is a pity that a person of the stature of Neiphiu Rio has been made the fall guy in this instant case, M&PB added. Reacting to Shilumar’s statement, that “the NPF legislature party was gracious and magnanimous enough to grant 15 days to Dr. Shürhozelie Liezietsu to resign,” M&PB said it was not grace or magnanimity on the part of the suspended and expelled MLAs, “but out of sheer ignorance of the due process of law and Constitutional provisions, slathered generously with hopelessness and desperation, that they made such a ridiculous demand.” Terming it as an absurd demand—to handover party properties to the expelled and suspended MLAs, M&PB said it is reminiscent of a rustic who, having been removed from membership of the Church for activities embarrassing to the denomination, start to demand that the pastor hand over the keys of the Church to him.

Tamil Nadu CM meets Modi amid speculation on AIADMK merger New Delhi, Aug 11 (PTI): Tamil Nadu Chief Minister Edappadi K Palaniswami today met Prime Minister Narendra Modi amid growing speculation over the merger of the two factions of the AIADMK in the state. Palaniswami, however, told reporters here that he only discussed with Modi the state’s demand that it be exempted from the purview of the all-India medical college entrance test, NEET. The CM, along with Lok Sabha Deputy Speaker M Thambidurai, met the PM at his office in Parliament House. Stalled negotiations on the merger of two AIADMK factions picked up again yesterday after a meeting presided over by Palaniswami questioned the appointment of TTV Dhinakaran as AIADMK’s deputy general secretary. A resolution passed in the meeting said Dhinakaran’s elevation to the post, hours before his aunt Sasikala Natarajan was taken to a jail in Bengaluru, was against party bylaws, a condition which former chief minister O Panneerselvam’s faction of the party had pushed for a merger.
NEW DELHI, AUG 11 (AGENCIES): The Central Bureau of Investigation has registered a case to probe alleged bungling in transfer of land belonging to Ram Janaki Tapovan Mandir Trust in Jharkhand. The agency FIR comes on the direction of Jharkhand high court, which had directed CBI to complete the inquiry within six months while hearing a PIL seeking a CBI inquiry into the alleged land scam where land worth crores, belonging to Ram Janaki Tapovan Mandir Trust, was sold out to private parties after making changes in the bylaws of the Trust. It was alleged that in the original deed prepared in the year 1948, 16.43 acres of land were transferred to the Trust by various devotees and a trust was set up to look after these lands, but more than 10 acres of land were sold out to the private parties by tampering the bylaws of the trust and only 6.43 acres of land were left as per the records of the trust in 2005. CBI has named Mahanath Ram Sharan Das, Pujari of Ram Janaki Tapovan Mandir along with unknown others in its FIR.
Panaji, Aug 11 (PTI): The Election Commission has asked the Commercial Tax Department to keep a watch on the casinos in Goa to ensure “they are not misused to stash money” during campaigning for the bypolls to two Assembly seats. The byelections to Panaji and Valpoi constituencies are scheduled on August 23. Chief Minister Manohar Parrikar is contesting from the Panaji seat. “We have asked the Commercial Tax Department to keep a close watch on the activities of the onshore and off-shore casinos so that they are not misused to stash money for campaigning by candidates or political parties,” a senior official in the chief electoral office here told PTI today. The state has five offshore casino vessels in the Mandovi river in Panaji while there are nearly a dozen onshore ones in the five-star hotels across Goa. The election officials have also asked the department to keep a check on the sale of motorcycles, and electronic and household items costing more than Rs 5,000, as they may be used to lure the voters, he said. The sale and transportation of liquor is also being monitored, he said. “This time too, we are
UP madrassas directed to celebrate I-Day Lucknow, Aug 11 (PTI) The Uttar Pradesh government has directed all madrassas (Islamic schools) to hold celebrations on Independence Day and videograph the event, according to minority welfare minister Laxmi Narayan Chaudhary. The event to be held on August 15 should include hoisting the tri-colour, singing the national anthem and paying tributes to freedom fighters. The Minister said it will inspire students and they will learn more about the contribution of the freedom fighters. He said the children can treasure the memories of the Independence Day celebrations through the photographs and videos which will also act as a
source of inspiration for nised by the government Parishad. Among these, 560 body UP Madrassa Shiksha are fully aided by the state. others. “Unlike the previous governments, which indulged in politics of appeasement, we are a government with nationalist bent of mind,” he told PTI today. The BJP government led by Yogi Adityanath took over the reins of the state in March. “Every citizen born in India celebrates different festivals ranging from Holi, Diwali, Eid and Lohri. But when it comes to national festivals, they are celebrated by the entire nation. “And, the madrassas should not exclude themselves from participating in the national festivals,” Chaudhary said. At present, around 8,000 davp 38118/11/0016/1718 madrasas in UP are recog-
keeping a strict watch on the activities of casinos since most of them are operational in Panaji, which is going to have the by-election,” the official said. The tax department is scrutinising the daily payment receipts of the casinos. A special flying squad has also been set up to keep a watch on the entry and exit gates of the casinos, and related activities, he said. The Congress has fielded its senior leader Girish Chodankar against Parrikar. Goa Suraksha Manch president Anand Shirodkar is also in fray from the prestigious Panaji seat. In Valpoi, BJP minister Vishwajit Rane is pitted against Congress nominee Roy Naik, the son of Goa’s former Home minister Ravi Naik. The by-election in Panaji was necessitated after BJP MLA Siddharth Kuncolienkar resigned from the seat, to pave the way for Parrikar -- who returned from the Centre to head the BJPled government formed in March this year -- to contest from the constituency. The bypoll in Valpoi was necessitated after Vishwajit Rane, who had won from the seat as the Congress candidate in the Assembly polls held in February, resigned and joined the BJP.
Protest against Governor

Yitachu also hit out at Neiphiu Rio saying that instead of nurturing his newly floated party, the Democratic Progressive Party (DPP), he (Rio) was trying to “hijack and dismantle the whole NPF set up through his money power.” He asked, whether such a leadership can take Naga people to any greater height, when he should be telling Nagas about the unconstitutional events that had taken place? Tohanba MLA said that by his arbitrary action, the Governor has destroyed the constitutional rights of Nagas but assured that NPF would rise to protect the rights of the people. He also reiterated that Dr. Shürhozelie Liezietsü remain as the only president of NPF as the constitution has no post of ‘Interim President’. NPF working president, Huskha Yepthomi appealed to the Centre to recall P.B. Acharya if it wanted the Naga people

to live under the Indian constitution. He also demanded that Acharya must own moral responsibility for failing to uphold constitution of India and protect the people or leave Nagaland within 24 hours. He said a man who had no knowledge about the constitution cannot be its custodian. He said if there had been no law in the state, Naga people can enter the Raj Bhavan and remove Acharya from office. Huskha warned that Nagas were losing patience and the Governor should either dismiss the “unconstitutional government headed by T.R. Zeliang” or retreat from Raj Bhavan himself. He also hit out at the MLAs in the government saying they have no right to talk as NPF since they were no longer members. The following- Kuzholuzo Neinu, Chotisuh Sazo, C.L. John, Thongwang (MLAs) and members of NPF CEC, farmer’s wing, women’s wing participated in the sit-in which ended at 4 p.m.
India in talks to deport 40,000 Rohingya
NEW DELHI, AUG 11 (AGENCIES): India is in talks with Bangladesh and Myanmar about its plan to deport around 40,000 Rohingya Muslims it says are living in the country illegally, a government spokesman said on Friday, with state governments told to form task forces for the purpose. Tens of thousands of Rohingya have fled persecution in Buddhist-majority Myanmar to neighbouring Bangladesh since the early 1990s, with some of them then crossing over a porous border into Hindumajority India. New Delhi says only around 14,000 of the Rohingya living in India are registered with the UN refugee agency, making the
rest illegal and liable to be sent back. India is not a signatory to UN conventions on refugees and no national law covers it. “These things are being discussed at diplomatic level with both Bangladesh and Myanmar,” Interior Ministry spokesman KS Dhatwalia said. “More clarity will emerge at an appropriate time.” Junior Interior Minister Kiren Rijiju told parliament on Wednesday the federal government had directed state governments to “constitute task forces at district levels to identify and deport the illegally staying foreign nationals”. Rijiju was in Myanmar recently to attend an event,
although it was not clear if he discussed the Rohingya issue. Officials in Myanmar could not be contacted immediately for comment. Amnesty International has said deporting and abandoning the Rohingya would be “unconscionable”. The Indian office of United Nations High Commissioner for Refugees said it was “trying to find the facts” about New Delhi’s plans to deport them. Rohingya are generally reviled in India, where its 1.3 billion people are fighting for resources and job opportunities. Nationalist, anti-Islamic sentiments have also fuelled hatred towards them.
Mehbooba claims PM’s support on status quo for Article 370 New Delhi, Aug 11 (PTI): Prime Minister Narendra Modi has given “100 per cent assurance” that he would back the PDP-BJP government’s Agenda of Alliance which says there will be “no fiddling” with Article 370, Jammu and Kashmir Chief Minister Mehbooba Mufti said today. Mehbooba met the prime minister amid reports that she was seeking help against attempts to alter constitutional provisions that give special status to the state. Emerging from the 15minute meeting, Mehbooba said the basis of the Agenda of Alliance between the PDP and the BJP is that there should be no “fiddling” with the status quo on Article 370. “That is the basis of the agenda and no one can go against it. The response of the prime minister is positive. The prime minister gave 100 per cent assurance to the Agenda of Alliance,” she told reporters. The meeting comes in the backdrop of the debate on Article 35A of the Constitution that grants special status to the state and is being challenged in the Supreme Court. The chief minister said she had told the prime minister about the difficult situation in Jammu and Kashmir
Mehbooba Mufti with Narendra Modi. and also that the situation was improving gradually. “People of Jammu and Kashmir feel that their identity will be in danger. A message should go that there is no such thing,” she said. The chief minister said Jammu and Kashmir had been facing difficult circumstances. At the time of accession, Jammu and Kashmir, being a Muslim majority state, took a different decision to join “our country, India”. The state BJP, an alliance partner in the state government, had upped the ante with its spokesperson Virendra Gupta saying yesterday that time had come to bid farewell to Article 370 and Article 35A of the Constitution as they created a “separatist psyche”. The controversy erupted in 2014 after an NGO
‘We the Citizens’ filed a PIL in the Supreme Court seeking that Article 35A be struck down. Article 35A, which empowers the Jammu and Kashmir legislature to define the state’s “permanent residents” and their special rights and privileges, was added to the Constitution by a presidential order in 1954.

hat the ongoing tension along the IndoChina border in Doklam in Bhutan reveals is that both India and China will continue to be in a stage of warlike preparedness as both countries have sharpened their attacks on each other. Indian and Chinese soldiers have been locked in a face-off in the Doklam area of the Sikkim sector for over a month after Indian troops stopped the Chinese army from building a road in the disputed area. China claimed that they were constructing the road within their territory and has been demanding immediate pull-out of the Indian troops from the disputed Dokalam plateau. New Delhi has expressed concern over the road building, apprehending that it may allow Chinese troops to cut India’s access to its north eastern states. China alleged that India got involved only after Bhutan laid claim on the area. As a result of the nationalistic jingoism in the media and the war of words by politicians, both countries have rushed troops to the border as the divide between the two neighbouring countries is turning out to be one of the longest since the IndiaChina war of 1962. China has warned India that its restraint has a “bottom line” and demanded that India immediately withdraw its troops from Doklam to end a military standoff near the Sikkim border. China has repeatedly blamed India for the Doklam impasse, accusing Indian soldiers of trespass and preventing Chinese soldiers from building a road in the region, which is under Chinese control but claimed by Bhutan. Beijing has also said the two sides can open talks only after the Indian troops are withdrawn. New Delhi says the road, if built, will have serious security implications and alter the status quo. The media of both nations have been having a proxy war and in the process, blurring out factual and unbiased coverage. The overly nationalistic and jingoistic posturing by the media has only accentuated the crisis as anchor persons and so-called analysts add fuel to the fire to prove the other side is wrong. Where there was need for objective reportage in the media, especially the electronic media, the initiative to opt for a timely diplomatic initiative was lost. China has issued an ultimatum on India to withdraw its troops from Doklam in Bhutan before holding any dialogue to ease tension. That demand may be logical but India cannot let its army be cut off by a mighty giant next door who is determined to grab areas it claimed, belong to it. The disputes continue to create problems since the maps made and prepared during the colonial days are not always as accurate as one would have liked. No one can correctly predict what can happen along the Indo-China border. China is in no mood to relent and appears determined to do what it wants. In fact, China has also gotten involved in the Indo-Pak border conflict by deploying sections of its PLA alongside the Pakistanis. China has almost double the size of India in terms of military personnel, arsenal, fighter planes, and naval armada besides spending 100 times the money in defence over India. In nuclear capability India has 130 missiles armed with warheads with ranges from 5000 to 6000 kms whereas China has 270 missiles with striking distance of 15,000 kms. A war is and should be avoided and only diplomacy can ensure that and this is where the media on both sides need to realise.

This Experience Must Come
Elijah went up by a whirlwind into heaven. And Elisha…saw him no more. —2 Kings 2:11-12 It is not wrong for you to depend on your “Elijah” for as long as God gives him to you. But remember that the time will come when he must leave and will no longer be your guide and your leader, because God does not intend for him to stay. Even the thought of that causes you to say, “I cannot continue without my ‘Elijah.’ ” Yet God says you must continue. Alone at Your “Jordan” (2 Kings 2:14). The Jordan River represents the type of separation where you have no fellowship with anyone else, and where no one else can take your responsibility from you. You now have to put to the test what you learned when you were with your “Elijah.” You have been to the Jordan over and over again with Elijah, but now you are facing it alone. There is no use in saying that you cannot go— the experience is here, and you must go. If you truly want to know whether or not God is the God your faith believes Him to be, then go through your “Jordan” alone. Alone at Your “Jericho” (2 Kings 2:15). Jericho represents the place where you have seen your “Elijah” do great things. Yet when you come alone to your “Jericho,” you have a strong reluctance to take the initiative and trust in God, wanting, instead, for someone else to take it for you. But if you remain true to what you learned while with your “Elijah,” you will receive a sign, as Elisha did, that God is with you. Alone at Your “Bethel” (2 Kings 2:23). At your “Bethel” you will find yourself at your wits’ end but at the beginning of God’s wisdom. When you come to your wits’ end and feel inclined to panic— don’t! Stand true to God and He will bring out His truth in a way that will make your life an expression of worship. Put into practice what you learned while with your “Elijah”— use his mantle and pray (see 2 Kings 2:13-14). Make a determination to trust in God, and do not even look for Elijah anymore.

very morning we wake up to read our news papers, only the stories of cockfights in NPF flooded the front pages to meet our eyes. The party has been rocked during the last two years by leadership tussles and as per party’s motto ‘Fide no armies’ it has been having nonviolence and political nuclear clash endlessly between the two factions. In the process of cockfight, each cock fights hard to inflict deepest wounds on the other with sharpened beak and claws. Particularly, the crests of both the claimed cocks are badly injured as it no more looks reddish but blackened and fallen. One cannot stop the local media from highlighting the incessant brawls between two factions of NPF as both conveniently and leisurely waste their time to exhibit how best and efficient they can quarrel. The NPF is so used to such wrangles which has become part of their natural habit and without quarrel the party perhaps feels something amiss. It is also possible that quarrel is adopted by NPF as a strategy to pass off the remaining months as the excuse for not doing anything for the public in Nagaland in the name of crisis. Another possible treachery of 60 MLAs is to loot public exchequer under the belligerent atmosphere considered to be a better mechanism. The normal governance of an elected Govt. is supposed to publicise its achievements in respect of different Govt. Deptts. for public consumption in media. For instance, a new bridge is inaugurated, a road construction is completed, a road is repaired, a corrupt Govt. servant is suspended or dismissed, a registered company or a contract firm is blacklisted for poor workmanship or abandonment of the work, Doctors and nurses are posted to remote areas, PDS system is improved, water supply provided, sanitation improved, illegal immigrants deported, fuel adulteration detected and the Petrol pump sealed, etc. etc. In today’s context, not to speak of

Post-mortem Conspiracy behind the toppling game What a contrast
Vol. XXVII NO. 247 Dimapur, Saturday, August 12, 2017
Dangerous development
Nagaland Post, Dimapur
he press release is being issued to truthfully bring out the political developments and sequence of events in the State to expose the lies and misinformation being spread by the group under Dr. Shurhozelie Liezietsu. 1. Prior to the 2013 elections, Dr. Shurhozelie had declared that he would no longer participate in electoral politics and that he would pave way for the younger generation and that he would suggest a young aspirant who would be willing to work for the people with dedication and commitment. This was in accord with the policy of one man, one post as he was the party president and also a cabinet minister. However, as elections neared, he recommended the candidature of his son which took everyone by surprise. 2. In 2014, when the then CM, Mr. Neiphiu Rio had volunteered to sacrifice his chair and contest the Lok Sabha elections, a smooth transition of guard was the need of the hour. The CM and the President had several rounds of discussions towards this end and both mutually agreed with the undivided opinion that the senior most regionalist and cabinet minister Mr. Noke, who hailed from eastern region would be the right person to take over the leadership. During this period, as the CM was fully engaged with campaigning within the State and all over the region, the home front was left to Dr. Shurhozelie with full trust and confidence. At no point of time, in all the discussions, did Dr. Shurhozelie oppose the leadership of Mr. Noke. However, this trust was misused as he slyly hatched a plan of betrayal and carried out his formula to backstab along with the NPF Secretary General, Mr. KG Kenye. He not only misled Mr. Noke but also misguided the MLAs and carried out a so-called secret
new achievements, but the greatest challenge is how to keep the existing assets maintained. According to the ideal of democracy, the 60 MLAs are elected to be cooks to prepare food for the citizens of Nagaland to eat. The contrast is, these elected cooks used to prepare the food and finish eating the preparation themselves forcing the citizens of the State to be mere onlookers. The reason being that these cooks have been suffering from severe hypesthesia and torpor. Thus, the general public owning the State is namesake as common man cannot enjoy the fruits of Statehood which are hijacked and hoarded by those few cooks. What a contrast! What good news NPF has to share with the people? Nothing except the endless stories of quarrel. NPF can be equated to that of an industry. We all know that all what we wear, use and eat are products of industries in India or from abroad. The industries do produce sufficient goods for consumers. Similarly, the wrangle industry of NPF manufactures huge amount of discords which are overflowing in Nagaland for entertainment of the public. Since the ruling party NPF is not engaged in developmental activities, it is duly engrossed in quarrel and so are the regular highlights about unabated quarrel over leadership. In politics, sadism becomes inalienable ingredient as the misfortune of the opponent is the delight of the other. In the prevailing situation, the NPF’s periodical wrangles are definitely to the delight of the other political parties for the hope that NPF would be crushed under its own weigh in 2018. It is therefore not unnatural for a political party to enjoy at the perishing of the opponent party. Few days back, a Congress leader asserted that NPF has ‘no more future in Nagaland’. The Congress leader can possibly be proved right should NPF being in other State and not in Nagaland. Had it been in some other State, not because of internal conflict which
is secondary, but because of their dismal performance, voters will not spare NPF. Yet and despite of the sincere mass education on the consequences of unclean election by groups of people, the voters will repeat the past performance in 2018. In other words, voters will sell vote to those who have money. NPF members have hoarded lot of money all through these years since they used to siphon every fund including employees salaries without investing on developments. The commoners are impoverished during one and half decade due to lack of circulation of money and the degree of their need of money is steep high. Thus, one is ready to sell and the other is ready to purchase and there comes the meeting point. In the past, a party that had money had edge over the rest in elections. The situation in Nagaland has not changed. I therefore do not buy that ruling NPF out. In such a situation, the most corrupt leaders will once again come back with the mandate of the people to totally ruin whatever is left. In any of the advanced States, particularly a political party is not given chance to rule at longer stretch by the voters in the interest of their State. Whereas, it is otherwise in Nagaland as voters prefer dishonesty to honesty. What a contrast! I am fed up of reading the stories of NPF’s quarrel. Though I am not a member of this party and its none of my botheration who wins or loses, such stories do spoil one’s mood. When two elephants fight, it is the grass beneath them that suffers goes the old saying. Similarly, when the ruling party pays its total attention to wrangles, the welfare of the people gets crushed. But the basic set back is the voters in Nagaland who will go to vote for the wrong candidate and stand for anti-Nagaland party. What a contrast after having learnt so much lessons all these years. May God strengthen the righteous few. Z. Lohe

he 12th House of the Nagaland Legislative Assembly members were elected in February 2013 and NPF led DAN 3rd Government was sworn in on 5th March 2013, with Mr. Neiphiu Rio as Chief Minister for the third consecutive time. The Congress led UPA Government at the centre and the DAN Government in the state headed by Mr. N. Rio were not in the best of terms. With 16th Lok-Sabha election scheduled in April 2014, Mr. N. Rio’s ambition to become the Union Minister at the centre was exposed by his clandestine Induction of Mr. C.M Chang who was an MP (LS) to the Cabinet without being elected to the Assembly. Mr. C.M Chang had to resign from MP to contest by-election in later part of 2014. Much against the wishes of NPF party leaders and Hon’ble MLAs, Mr. N. Rio was sent to Lok-Sabha as MP with big margin votes. As predicted, the Nation saw the landslide victory of NDA partners’ performance in the country and BJP led NDA government was sworn in with Shri. Narendra Modi as Hon’ble Prime Minister in May 2014. The whole Nagas’ expectation of Mr. N. Rio’s induction in the ministry could not materialize and Mr. Rio’s efforts and ambition were shattered. The lost man started looking back home with sour eyes to Mr. TR Zeliang sitting at his old chair which Rio did not willingly handed over. All efforts failed at the centre, Mr. Rio was aware that under his pressure, the NPF party had passed a resolution that ‘Henceforth no MPs shall be allowed to come back to Legislative Assembly in the midst of tenure (Based on Past experiences)’. He started playing the toppling game, projecting Mr. Kaito Aye for CM in January 2015. Mr. Kaito was an easy prey and a dummy CM candidate of Rio to be used and when things did not go as he thought to be easy, he tried to damage the party with different cooked up stories for more than

signature campaign without the knowledge or approval of the legitimate leader and chief minister, Mr Neiphiu Rio. He gave the impression that the signature campaign had the approval of the CM and coaxed the MLAs to sign in favour of his scheme. This was followed by the camping of MLAs in Kaziranga which had his full approval and endorsement. This is how the so called elderly leader misused the trust and confidence placed in him. 3. When Mr. Rio got elected to the Lok Sabha, Dr. Shurhozelie left no stone unturned to ensure that Mr. Rio was denied accommodation in the Union Government, by going to the extent of traveling to Delhi, meeting central leaders and opposing Mr. Rio’s accommodation in the NDA ministry. He even went to the extent of writing to the Presiding Officers of Parliament. The leaders he met and the statements he made are all on record. 4. When three NCP MLAs of Nagaland merged with the BJP in 2014, it was Dr. Shurhozelie who used all his authority to ensure their disqualification which was later overturned by the Honorable court. But here too, he continued to challenge the decision of the judiciary and went to the extent of appealing in the Supreme Court. 5. It was this individual act of Dr Shurhozelie which provoked the Central BJP leaders and dealt a severe blow to the trust and confidence enjoyed within the Democratic Alliance of Nagaland. Despite an overwhelming majority of MLAs uniting for change of leadership, Dr. Shurhozelie without any respect for majority and democracy, started suspending MLAs at his own whims and fancy. His autocratic and dictatorial style of functioning began to get further exposed. He refused to accept the major-
ity and therefore the majority of NPF legislators, CEC Members of the NPF and an overwhelming majority of the party organisation unanimously elected Mr. Noke as the NPF President and rejected the leadership of Dr. Shurhozelie to ensure smooth governance and amicable inter-party relations within the Alliance. When the matter came to the Election Commission of India, the judgment directed the party for reconciliation. However, Dr. Shurhozelie, instead of carrying out reconciliation in letter and spirit, became more dictatorial as he punished the majority group and even suspended the Hon’ble MP Mr. Rio. Despite extension of the olive branch and letters calling for reconciliation from both Members of Parliament including late Mr. Khekiho, Dr. Shurhozelie turned a blind eye and carried on with his autocratic rule. 6. In the aftermath of the agitation against the conduct of the ULB elections, Dr. Shurhozelie and Mr. KG Kenye hatched another plan to install Dr. Shurhozelie as CM by replacing the incumbent. At that time, he promised that he was only a stop-gap arrangement and that the reins would be handed back “within twothree months.” But true to his habit, he went back on his word and made his son resign as MLA and opted to come back to electoral politics. All this while he continued as party president and so did Rajya Sabha MP Mr. KG Kenye as Secretary General in total disregard to the party policy that except for the Chief Minister, no member will hold dual posts. This was then followed by appointment of his son as Adviser to Chief Minister with Cabinet status despite both he and his son not being elected members at that point of time. This gesture took nepotism to a new low in Nagaland politics.
7. With the general public and the ministry unable to accept the dictatorial and autocratic chief ministership of Dr. Shurhozelie, it became compelling to change the leadership as people could not tolerate the levels of nepotism, corruption and self-centered governance. This resulted in an absolute majority of MLAs opposing his leadership and requesting him to step down. But he once again disregarded the majority and started passing suspension and expulsion orders against those who opposed him. He refused to prove his majority on the floor of the Assembly by going to the extent of not turning up for the Session and instead tried in vain to use the courts to carry on in the chair. Democracy is centered on rule of the majority and the temple of democracy is the floor of the Assembly but obviously Dr. Shurhozelie does not subscribe to the tenets of democracy. 8. The people will recollect that as recent as June 28, 2017 Dr. Shurhozelie had clearly stated at Kohima that NPF and BJP were natural allies since 1977 and he even declared that the alliance would continue beyond 2018. After the NPF MLAs moved to replace him on July 8, 2017 his followers claimed that Dr. Shurhozelie had the support of Prime Minister Narendra Modi who supposedly did not want Dr Shurhozelie Liezietsu’s ministry disturbed, but once BJP decided to support the majority, he suddenly severed ties with the BJP and broke the alliance. Although he frequently claimed that BJP and NPF were natural allies since 1977, he now sees the BJP as saffron and suddenly has ideological differences with them. These were not issues when he was in the chair ruling the state as CM or even from behind the scene. 9. Even if some like
three months of vigorous fights but ended in vain. All the dissident MLAs who blindly appended their signature on affidavit paper prepared by Mr. Abu Mehta, the most trusted advisor of Mr. Rio, got almost disqualified when the hidden plan of Mr. Rio to float a new party was surfaced before the Hon’ble Speaker’s Court under the name and style of Naga National Front Party (NNFP). The disqualification petition was then condoned only by the party President Dr. Shurhozelie in true spirit of reconciliation. Mr. N. Rio once considered as undisputed leader ever since he joined the NPF party, ruled the state for 11 and half years as CM under the protection of most seasoned man Dr. Shurhozelie. Mr. Rio thinks himself as indispensable man of the state is found to be playing “Tantri the Mantri” of the Twinkle comic. He undermined T.R Zeliang and called him as Minority leader and tried to topple him; flooded the media with concocted accusations against to TR Zeliang on Money Laundry case, Educational Qualification case and stirred up civil organizations on PDS, Fuel Adulteration and Corruption, Nepotism and at last, ULB election that saw T.R Zeliang step down as CM with a dream to take over by projecting himself through by his paid supporters as “Rio is the Answer”. With hope to hijack the NPF party for this remaining period and his negative role towards BJP party during LokSabha election in the region, Rio sees his future bleak to go along with it, ultimately floated his own sponsored party the Democratic Progressive Party (DPP) that is under process of registration in the Election commission of India (ECI). The process of which is also looks grim as ECI is scrutinizing ownership connections of leaders surrounding it. (To be concluded) Issued by:- Media & Press Bureau, NPF Central Hq, Kohima
to feign ignorance, it is a well-known fact that it was Mr Rio who protected Dr. Shurhozelie’s retention in the Cabinet during the crucial downsizing of ministry in 2004 and stood behind him to ensure a smooth tenure as party president against all odds. On the other hand, it is an open secret that on different occasions, Dr Shurhozelie had campaigned against Mr Rio and instigated two senior legislators to dislodge Mr Rio from the Chief Minister’s chair, while assuring them of his unconditional support but in all instances, such attempts were foiled by the members themselves.
10. Now, with his position being questioned and his presidentship under dispute, he has no option but to revert back to his old tricks of lies and misinformation. The people can no longer be fooled by falsehoods and propaganda and though Dr. Shurhozelie has seen his best days, he should no longer try to manipulate the forces of truth and justice anymore. It is in his best interest that he steps aside before he completely destroys the party along with his ring of advisers, all of whom are in the same predicament as he is in. Npf Central Media

Sir,
‘Kacha Road’ save lives in Nagaland
When we think of such a topic, one may think that it is not serious or funny or that there is no point of writing about it. But if we think logically, we realise it is very true that in Nagaland Kacha Road saves more lives than the Pakka Road. A few weeks back, whenever I open my Facebook account, all I saw was news of road accidents and tragedies happening in the state of Nagaland. All those pictures uploaded in Facebook group in The Naga Blog, The Nagas etc. were sad to see so I started thinking about it and discussing with my friends. Well, one of my friends stated that before the construction of Pakka Road there were hardly any accident on the way (at one point) to Zuhneboto. People drove carefully and slowly. But after the black-topping or Pakka road, however is smooth so people drive fast causing accident. (Not only the Road to Zunheboto but other road as well.) It is better to be safe on Kacha Road than die on Pakka Road. “Kacha Road saves lives, while Pakka Road takes lives” is the answer right now in Nagaland. Therefore, use your common sense and be careful. Take care of yourself, your family and friends. The topic itself is funny and so as my thought but it’s true in one side. Our people (Nagas) usually takes the advantage of better road and speed up and get killed. So be positive, Be happy with what you are and go with gladness into the future; Bringing joy to your life without taking the joy of other. Because anything happens it hurts all. Be save and live in Christ for all. Sorüno Kent, Kanyakumari

As percentage to GDP, the expenditure on social services was at 7.4 per cent during the fiscal. While expenditure of education during the fiscal stood at Rs 4,74,672 crore as against Rs 4,23,171 crore previous fiscal, health sector saw expenses of Rs 2,21,466 crore compared to

Stating that on the Global Hunger Index (GHI) 2016, India ranks 97 out of 118 developing countries with prevalence of stunting among children aged below 5 years at around 39 per cent, the survey said it requires effective investments in social infrastructure in order to achieve the Sustainable Development Goals (SDGs). Besides, the survey said, India’s rank in Human Development Index (HDI) is at 131 out of 188 countries as per HDR, 2016, leaving much to be desired.

New Delhi, Aug 11 (PTI): Spending on social services in India grew by 11.5 per cent to Rs 11,18,094 crore in 2016-17, but the country needs to strengthen social infrastructure by investing in health and education as it is emerging as a knowledge-based economy, Economic Survey said Friday. The problem is often referred to as twin balance sheet problem. “If corporate balance sheets are weak, automatically the banks’ balance sheets also become weak,” said the former chairman of the Prime Minister’s Economic Advisory Council. The noted economist said some of the bad loans are due to a slowdown in the economy and asset restructuring companies are part of the solution. “The solution to clean up the balance sheet of banks lies in taking some hair cut. These are loans that were given by public sector banks before 2014... There are more NPAs in public sector banks than in private sector banks,” he said. The Minister said the NPAs grew because “adverse economic circumstances” came and the piling up of interests did not stop.

Opposition leaders repeated their claims of fraud but mainly appealed to supporters to remain calm. Kenya-based diplomats called for patience, and said any complaints must be channeled through the courts instead of onto the streets. Police stationed extra forces at the airport in the western city of Kisumu in a bid to forestall any protests. The city is in a province that is Odinga’s stronghold. “We are securing the airport so people can get in and out,” Kisumu County police commissioner Joseph Keitany told Reuters. “We are only putting vehicles in certain areas we deem to be hotspots.” Nairobi, the capital, was largely quiet, with little traffic and many businesses closed. of the kind triggered by a presidential election in 2007, when 1,200 people were killed. Kenya is the leading economy in East Africa, and any instability would be likely to ripple through the region. The election commission may announce a winner from Tuesday’s vote on Friday afternoon. Provisional results have shown the 55-year-old Kenyatta, vying for a second and final five-year term, with a 1.4 million vote lead. Veteran opposition leader Odinga, 72, says results posted online by the election commission are false. His party declared him the winner on Thursday,
based on a secret source within the election commission they declined to identify. Odinga is a member of the Luo, an ethnic group from the west of the country that has long said it is excluded from power. Kenyatta is from the Kikuyu group, which has supplied three of four presidents since Kenya gained independence from Britain in 1963. Odinga ran in - and lost - elections in 2007 and 2013, both of which were marred by irregularities. Both times he alleged fraud. In 2007, he called for street protests, while in 2013 he took his complaints to court, quelling potential violence.

It has been quite some time now that, party leaders and functionaries are deeply pained and provoked, faced with the continues, disorderly handling of the party administration and management, to serve the divisive, vested interests of a select individuals of the party, wherein much confusion and divisions among the party workers and organizational leaders including Legislators is mounting. To help quell party in fighting, autocratic and divisive policies, endangering self destruction of the NPF family and sensing the looming ire of the electors, and with the fast approaching state general elections; after serious observation and consultation, a memorandum appealing the revocation of the suspension orders of Member of Parliament Lok Sabha, Mr. Neiphiu Rio and Mr. Imkong L Imchen MLA, appended by 6 senior party functionaries was submitted to the President NPF. Sadly, that very appeal published herein only attracted disciplinary action removing the office bearers from their posts in the party without any show cause notice or warning. NPF CENTRAL MEDIA To
T E L AV I V, AU G 1 1 (IANS): Israeli archaeologists have discovered a 2,000-year-old stone factory in Galilee that produced vessels similar to the one Jesus Christ used to turn water into wine. Excavations began after the site was discovered during construction work for a municipal sports centre, reports Efe news. “The fact that Jews at this time used stone vessels for religious reasons is well attested in the Talmudic sources and in the New Testament as well,” Israel Antiquities Authority archaeologist Yardenna Alexandre said on Thursday. During the Roman period, vessels were made of ceramics: a material Jews considered impure and inappropriate for purification rituals because it is breakable, so they opted instead to use stone. “It is possible that large stone containers of the type mentioned in the wedding at Cana of Galilee story may have been produced locally in Galilee,” Alexandre said. “Our excavations are highlighting the pivotal role of ritual purity observance not only in Jerusalem, but in the far-off Galilee as well,” excavation director Yonatan Adler said.

The President, Naga People's Front, Central Hqs. Kohima : Nagaland Subj :- Appeal to revoke suspension order regarding. Respected Sir, Please excuse our writing this to you personally, as we believe the matter is of an importance as to command your personal attention, for the betterment of our party, devoid of any malice or undisclosed agenda. At this juncture, the need to unite all sections of the people, irrespective of tribe or community is paramount for all round progress, and as such, to take precursory step by the party as a big family, uniting all sections and members of the NPF is imperative. This can be achieved only through the benevolent act of forgive and forget in the true spirit of immaculate reconciliation, to do justice to the party men & women, not forgetting the stakeholders/electors of the 11th Northern Angami-11 AC and 28th Koridang-28 AC who have given mass mandate/support to NPF in the last three consecutive (2003, 2008 & 2013) Nagaland state assembly elections. It has been quite some time now since senior leaders of the NPF such as former Chief Minister Mr. Neiphiu Rio, the lone Hon'ble Member, Lok Sabha for Nagaland State, and former Minister and MLA, 28 Koridang AC Mr. lmkong L Imchen have been placed under suspension by the party (NPF). And whereas, NPF being in alliance with the ruling NDA at the centre, it is unduly high time to realize that, Nagaland State's pragmatic prayerful support and cooperation to this lone MP, LS for Nagaland is indispensible so as to encourage and to ensure the member's active participation and fruit bearing performance, for the benefit of Nagaland in particular and Nagas in general. To make this a reality without wasting any more time, Naga People's Front (NPF) must take the unequivocal lead on top priority. In the given situation, it is our humble appeal that the suspension order issued to Mr. Neiphiu Rio and Mr. lmkong L Imchen by the party is waived/revoked, and the opportunity to function as Active members of NPF are given to them. With respectful regards.

and threats of countermeasures from North Korea. Trump tweeted Friday: “Military solutions are now fully in place, locked and loaded, should North Korea act unwisely. Hopefully Kim Jong Un will find another path!” While tensions typically spike around the dates of the exercises — North Korea conducted its fifth nuclear test just days after last year’s maneuvers — the situation generally calms afterward as the North needs to focus on its farms and the approach of the fall
machine into high gear by bringing in a large number of foreign journalists to ensure it gets global attention for an event next week in honor of its ruling Kim family on Mount Paektu, a dormant volcano that straddles the Chinese border and is something of a spiritual home for the regime. Defense officials in Seoul confirmed Friday that the exercises are expected to begin without any delays, but refused to provide further details. According to the U.S. Department of Defense, Ulchi-Freedom Guardian involves about 40,000 troops, along with civilian South Korean government personnel who train their civil defense responses. The possibility of escalation is made even more acute by the lack of any means of official communication across the Demilitarized Zone, though there has been no easing of the barrage of inflammatory comments in the U.S. and the North since new sanctions against North Korea were announced last week.

SEOUL, AUG 11 (AGENCIES): President Donald Trump tweeted that military solutions are “locked and loaded” as officials said Friday they plan to move ahead with large-scale U.S.South Korea exercises later this month that North Korea, now finalizing plans to launch a salvo of missiles toward Guam, claims are a rehearsal for war. The exercises are an annual event, but come as Pyongyang says it is readying a plan to fire off four Hwasong-12 missiles toward the tiny island, which is U.S. territory and major military hub. The plan would be sent to leader Kim Jong Un for approval just before or as the U.S.-South Korea drills begin. Called Ulchi-Freedom Guardian, the exercises are expected to run from Aug. 21-31 and involve tens of thousands of American and South Korean troops on the ground and in the sea and air. Washington and Seoul say the exercises are defensive in nature and crucial to maintaining a deterrent against North Korean aggression. The exercises were scheduled well before tensions began to rise over Trump’s increasingly fiery rhetoric and North Korea’s announcement of the missile plan, which if carried out would be its most provocative launch yet. Along with a bigger set of maneuvers held every spring, the exercises are routinely met by strong condemnation

than in the seventh game, when he squandered three break points at 0-40 to allow Ferrer to take a 5-2 lead. Federer held for 5-3 and looked to have clawed his way back into the set with a break of Ferrer’s serve in the next game to make it 5-4. But Federer
was struggling again as he served to level the set, finding himself set point down. He saved the first with an ace but Ferrer made no mistake with his second set point, converting to take the opener 6-4. Federer responded quickly in the second set, going a break up to lead 3-2 before hold-
ing for a 4-2 lead. With Federer slowly improving his first serve, Ferrer was unable to carve out the break opportunities he had found in the first set. The set went with serve as Federer levelled. An early break in the decider put him in control as a weary Ferrer began to tire. Some vintage play at the net helped put Federer 4-2 up with Ferrer seemingly unable to summon a response. The decisive break came in the seventh game, with Ferrer netting a forehand return to leave Federer 5-2 up and serving for the match. Federer promptly went in for the kill, attacking the net and opening up the court to clinch victory with a deft volley. Federer will now play another Spaniard, Roberto Bautista Agut, in the quarter-finals. Bautista Agut defeated France’s Gael Monfils in a gruelling slugfest, winning 4-6, 7-6 (7/5), 7-6 (7/2). “I hope that this match gives me some better rhythm and confidence against Bautista Agut, who plays actually very similar to David,” Federer said.

She added that an estimated 8.5 million people die due to NCDs every year in WHO South-East Asia region. Many of these deaths are premature and nearly all are lifestyle related.

Kandy, Aug 11 (PTI): Virat Kohli and his men stand on the cusp of history, aiming to become the first Indian team to complete a whitewash in an overseas three-Test series when they meet a below-par Sri Lanka in the third and final match, starting here Saturday. India have won the first two Tests by comprehensive margins - by
304 runs in Galle and an innings and 53 runs in Colombo. The island nation, which has been going through a transition phase for quite some time, has decided to roll-out a green top with an aim to salvage some pride from the inconsequential game. By including pacers Dushmantha Chameera and Lahiru
Gamage in their squad, replacing the injured duo of Nuwan Pradeep and Rangana Herath, the Lankans are aiming to strike back with pace. Two days before the match, it was difficult to differentiate the 22-yards from the lush green outfield of the Pallekele stadium. The nature of the pitch may prompt Kohli to play

For seaming conditions, he has been Kohli’s ‘Go To Man’. However, there is a possibility that Bhuvneshwar, with his decent batting ability, will replace Hardik Pandya with chinaman Kuldeep Yadav playing as the second spinner. Wrist spinner Kuldeep did wonderfully well on a bouncy Dharamsala track against Australia, where his four first innings wickets proved to be decisive. The 28 Tests in which he has captained India so far, Kohli has not fielded the same XI. The pattern is unlikely to change in the 29th Test as well. How big a 3-0 series win will be is still debatable considering the quality of the opposition. But considering that India have never won a full Test series, 85 years since their debut in 1932, it will be praiseworthy if they go on to win the

system-driven as it lays the foundation of the longterm development thats needed for India to win beyond Tokyo,” the tweet read. India had sent a contingent of 118 athletes to the Rio Olympics last year, but could win only two medals - silver and a bronze. The performance of India at the Rio has highlighted the poor facilities and training provided to the most of the country’s sportspersons. Badminton ace PV
Sindhu’s silver and wrestler Sakshi Malik’s bronze ensured India did not return home empty handed from Rio. A heartwarming performance by gymnast Dipa Karmakar, who missed a medal by a whisker, was also a highlight of the Rio Games for India. But as Dipa was celebrated, attention was also drawn to the fact that for many years the champion had to train on makeshift equipment fashioned out of the parts of an old scooter by her coach.
Sreesanth slams BCCI’s decision to appeal HC order New Delhi, Aug 11 (IANS): S. After the court ruling on Monday, Sreesanth said he was hoping to get his career back on track and represent India again. “I have been working hard at the indoor nets at home and have been fortunate enough to train with some of the Kerala state team players,” Sreesanth had told ‘ANM news’. “I am waiting for BCCI’s call and then I will try and vie for an India spot. I will be ready to play the Ranji Trophy also for Kerala if they pick me,” the 34-year-old had

said. But a BCCI official said that the board does not agree with the court’s order and will challenge the same. Earlier, the Kerala High Court revoked the life ban imposed on Sreesanth due to his alleged involvement in a spotfixing scandal, which marred the Indian Premier League (IPL) in 2013. “No materials or evidence before the disciplinary committee to conclude that Sreesanth was guilty of the violation of the anti corruption code formulated by the BCCI. THEY RELIED ON CIRCUMSTANTIAL EVIDENCE. The disciplinary committee ought to have been careful in analyzing evidence especially when the deal itself had failed to work,” the High Court order stated.

final Test of the series. It will be interesting to note that India also do not have too many whitewashes at home to show for their efforts. In all, India have played four such series where they have won all Test matches. Two such series were under Mohammed Azharuddin’s captaincy - 3-0 against England in 1993 and an identical margin versus Sri Lanka in 1994. Under Mahendra Singh Dhoni, India outplayed Australia 4-0 in the 2013 home series while Kohli led the side during the 3-0 rout of New Zealand, last year. A win in the third Test will also strengthen chief coach Ravi Shastri’s claim that “this team is capable of breaking new ground”. It will be interesting if team management decides to shuffle the combination now that they have won the series. The team management may think of giving Abhinav Mukund another chance while Rohit Sharma is still waiting to play his first Test since October.

MONTREAL, Aug 11 ( Ag en c i e s ) : Ro ge r Federer maintained his career-long winning streak over David Ferrer to advance to the quarter-finals of the ATP Montreal Masters on Thursday after a three-set battle with the veteran Spaniard. Federer, 36, had never lost in 16 previous meetings with the 35-year-old Ferrer, whom he first defeated 14 years ago at the Vienna Indoor tournament. But while Ferrer managed to take the opening set - ending Federer’s 32-set streak - the Swiss ace raised his game to win 4-6, 6-4, 6-2. “I actually feel really happy because I know I can play a lot better. David can play a lot better, too,” Federer said. “We battled, both tried to find a way to win. You know, he had a good start, I had a better finish.” A strangely errorprone Federer was unable to generate his usual fluency early on, and quickly found himself giving away early breaks to trail 4-1 in the first set. Nowhere was Federer’s wayward performance better illustrated

Kohima, Aug 11 (NPN): Nagabazar FC edge past Power Comm FC 1-0 at the ongoing Kohima Football League (KFL) on Friday at Kohima local ground. The lone goal of the match was scored by Ketholetuo Dzeyie in the 72nd minute through a free kick to earn three points. Power
Comm, the champion of recently concluded Morning Premier League, were the better team and created numerous chances, but failed to find the back of the net throughout the match. Power Comm skipper Mele Pucho got the opportunity to break the deadlock in the 8th minutes but the rival keeper managed to deflect the ball out of the

TORONTO, Aug 11 (Agencies): World number one Karolina Pliskova advanced to the quarter-finals of the WTA Toronto hardcourt tournament while a pair of high seeds Venus Williams and Angelique Kerber crashed out in straight sets Thursday. Pliskova’s opponent Naomi Osaka abandoned due to a muscle injury, leaving Pliskova to advance 6-2, 6-7 (4/7), 1-0. After taking the first set, Czech top seed Pliskova was given a scare after Osaka fought back to level in the second set tie-break. But with Osaka clearly in discomfort, the Japanese teenager scratched in the decider. Pliskova meanwhile
was left satisfied after pounding down 12 aces and not dropping her serve once. She admitted however that she faces a tough challenge holding on to her world number one ranking. “It’s going to be tough,” Pliskova said. “There are a few tournaments to go before the end of the year and I know Simona’s (Simona Halep) behind me. I’ll do my best to stay there as long as I can -- hopefully a few more weeks.” Pliskova will now face former world number one Caroline Wozniacki in the last eight. Denmark’s Wozniacki advanced to the last eight with a 6-3, 6-1 win over 10th-seeded Agnieszka Radwanska, a close friend.
Elina Svitolina easily dispatched the 37-year-old Williams 6-2, 6-1 while American Sloane Stephens crushed two-time major championship winner Angelique Kerber by identical 6-2, 6-2 scores. Williams, who was the oldest player in the draw, fell behind 5-0 in the first set and failed to muster any sort of challenge against fifth seeded Svitolina. The seven-time Grand Slam winner Williams made 21 unforced errors to just 10 for Svitolina. Williams hit six winners in the one hour match. Stephens needed just 58 minutes to send German third seed Kerber packing. Stephens stepped up her game against Kerber after a couple of long three set wins against Yulia Putintseva and Petra Kvitova in the first two rounds. In other action on Thursday, France’s Caroline Garcia defeated Catherine Bellis of the United States 6-4, 6-2. Garcia will face second seed Halep in the quarter-finals. Halep, the defending champion, bundled out Barbora Strycova of the Czech Republic in under an hour, winning 6-1, 6-0.

lead a minute earlier when Ketholetuo got the opportunity to convert the goal from a long range pass but his shot hit the woodwork. Power Comm had hard luck as Velukho Rhakho hit the woodwork in the dying minutes through a free kick but unable to equalize the score, Nagabazar got their three points at the end of the final whistle. Team coach of Nagabazar Menuoletuo Keyho during media briefing after the match said that his team started the counter attack only in the second half because, in the first half, he wanted his players to get adapted with the team combination and the ground. He also said their star player was missing in the first match and would be expecting better results in the next match.
Saturday afternoon. During the press briefing, New Market FC team official said that one of the oldest participating and local favorites New Market FC are expecting about 60-70 percent fans to turn up for their first match against Ziekezou SC which is another oldest participating team. New Market FC representatives told that introducing the Kohima Football League is a good platform for promoting the players. Ziekezou SC Team officials said they are excited and happy to be part of the tournament and have high hopes and expectations for the match. Stating that New Market FC is a reputed team, Ziekezou SC captain Kevizapu Lhoungu said, “we are facing a tough team but we are expecting good results because our team have been practicing and preparing for one month. We are ready and confident. Though we are mentally and physically ready, it’s entirely in the hands of God.”

Therefore, interested cyclists have been asked to confirm their participation at 96157 92719.
Lo nd o n, Au g 1 1 (PTI): Unheralded javelin thrower Davinder Singh Kang pipped a more-fancied Neeraj Chopra to become the first Indian to qualify for a final in this edition of the World Athletics Championship. Kang’s participation in the World Championships had been in doubt after he tested positive for marijuana in June but he was named in the 25member Indian team as the banned substance was in the specified list of the WADA Code and does not attract automatic suspension. No Indian has ever qualified in the men’s javelin throw final round in any World Championships and Kang’s performance brought some relief for the Indian camp, which has put up a shoddy show at the global event. While it was Chopra, a junior World Champion, who was touted as India’s biggest hope, it ended up being Kang who came out from nowhere to attain the qualifying mark of 83m with his third and final throw that cleared a distance of 84.22m. Chopra’s best effort of 82.26m was slightly short of the qualifying mark. Taking the field after

Kohima, Aug 11 (NPN): Six Naga wrestlers have been selected to represent India at the 5th Asian Indoor and Martial Arts Games 2017 to be held from September 17-27 at Ashgabat city in Turkmenistan under the patronage of Olympic Council of Asia (OCA). The Naga wrestlers, who will be a part of 56 member team from India, will participate in belt wrestling and traditional wrestling. The six Naga wrestlers are 2016 NWA champion, winner of Nagawrestle-
mania King of the Ring 2015 and Hornbill wrestling champion in 2012 and 2014, Vechita Khesoh (Chakhesang), open NWA champion 2009, 2011 and Hornbill Wrestling 2009 champion, Surhoneyi Soho (Chakhesang), former SASA champion Visevo Zashumo (Angami), former NASA champion Keduovilie Zumu (Angami), former ASA runner-up Menuosetuo Yiese (Angami) and former open NWA champion Venuzo Dawhuo (Chakhesang). The association planned to send two wrestlers each from Angami, Chakhesang
and Zeliang tribes, however Zeliang tribe could not turn up due to passport issue, said Nagaland Wrestling Association (NWA) president Neivikuolie Khatsu during a press briefing at its office. NWA general secretary Vekhozo said the ability of the Naga wrestlers were recognized during their participation at National Traditional Wrestling Federation (NTWFI) last year where 11 out of 13 wrestlers got medal. Altogether, 42 countries will be participating at the 5th Asian Indoor and Martial Arts Games 2017.
Chopra in the Group B qualification round, Kang sent the iron spear to a distance of 84.22m in his third and final attempt. He had covered 82.22m in his opening throw and then came up with 82.14m in his second. The 26-year-old Punjab athlete was under pressure to touch the 83m in his final attempt and he was the last man in that India’s Davinder Singh makes an attempt in the men’s javelin qualification during the World Athletics Championships in round. All the throwers, who London on Thursday. (AP/PTI) cleared 83m or at least the 12 best performers, were set to make it to the final round to be held on August 12. But in the end, 13 throwers - five from Group A and eight from Group B - crossed the automatic qualification mark and all of them will compete in the final round. Kang’s best effort of 84.22m put him in the seventh position among the final round qualifiers. It was, however, not a surprise for Kang to qualify for the final round as he has a personal as well as season’s best of 84.57m. Kang had heavy strapping on his right shoulder due to an injury he carried into the Championship but is confident of putting up a good show in the finals on Saturday.
Conte feels heat as Chelsea start title defence
Antonio Conte took an active part in Chelsea’s training session on Thursday afternoon.
L O N D O N, Au g 1 1 (Agencies): Antonio Conte summed up a frustrating close season at Stamford Bridge when he cast doubt on Chelsea’s ability to defend the Premier League title unless the champions find a quick solution to their transfer woes. Crowned kings of England just three months ago, Conte’s side open their campaign at home to Burnley on Saturday arguably in worse shape than when they paraded the Premier
League trophy in front of their jubilant fans in May. Since then, Serbia midfielder Nemanja Matic has been sold to Manchester United and Spain striker Diego Costa has been told he has no future at the club following his text message feud with Conte. John Terry’s influence in the dressing room has gone following the veteran defender’s move to secondtier Aston Villa, while the squad has been further depleted by the loss of a num-
ber of fringe players including Nathan Ake and Kurt Zouma. In their place have come Real Madrid striker Alvaro Morata, Roma defender Antonio Rudiger and Monaco midfielder Tiemoue Bakayoko. But Conte, angered by Chelsea’s failure to land top targets Romelu Lukaku and Alex Sandro, has made it clear he expected more. Defeat to Arsenal on penalties in last weekend’s Community Shield means nothing when it comes to
the league campaign, but it did little to ease the sense that, while their main rivals are all stronger, Chelsea are in danger of being left behind. Conte has already spoke of the need to avoid a “Mourinho season”, a reference to the dismal campaign under the former manager that followed Chelsea’s last title triumph in 2015. And when asked this week whether it would difficult to hold onto their crown without more signings, he said, “Yes very hard. For sure. This league is not easy. You have to fight against other teams. “This league is different to other countries, where you’ll find two teams to fight; here, you have six teams which are very strong. You must be prepared to fight very hard.” It doesn’t help Conte’s mood that France international Bakayoko is currently out with a knee injury following Matic’s exit. “Bakayoko is a good signing for us. He is very young. My idea was to give Bakayoko the right time to adapt in this league behind Matic,” Conte said.
