Army moves troops to India-China border

NEW DELHI, AUG 10 (AGENCIES): A bulk of the troops of the Suknabased 33 Corps have been or are in the process of being moved to the Indo-China frontier in Sikkim even as the controversy over the Doklam plateau at the IndiaBhutan-China tri-junction continues to surface from time to time, reports The Quint. Easter n Command army sources revealed that all three divisions under the 33 Corps, which is stationed in Sukna, near Siliguri in West Bengal, have been deployed on the Sino-Indian border. The troop movement from Sukna began about 2025 days ago. The most important and vital elements of the corps have moved up and taken position in designated “Op Areas”. The troops are at varying depths of 20 kms to 500 metres from the India-China border in north and east Sikkim. Some units were given four days’ written notice to move to the upper reaches while others have been handed out as little as six hours’ notice to move up. A corps is made up of three divisions and number of troops, including combat

D I M A P U R , AU G 1 0 (NPN): NPF youth Central youth wing will be staging a ‘sit in protest’ starting from August 11 to 14 outside the main entrance gate of Raj Bhavan, Kohima from 10 a.m. to 4 p.m. According to NPF sources, the protest has been called to voice out against Nagaland Governor, P.B. Acharya’s unconstitutional and arbitrary action of dismissing the government led by former chief minister, Dr. Shürhozelie Liezietsu. In this regard, Sr. SP Kohima has made adequate security arrangements to thwart any untoward incident during the proposed protest rally.

and noncombat soldiers, is between 30-40,000. The 17th mountain division is stationed in Gangtok anyway. While the troop movement began a few days ago, the official information for deployment was shared with mid-ranking officers on August7. Sources said that 60 percent of the corps has moved up to Sikkim as of today, but the movement “has more to do with posturing”. Army sources admitted that deployment is unusual as “it has begun barely two months before the onset of winter in the upper reaches

of the Himalayan range bordering China and Bhutan”. It is said that heavy deployment is in response to heightened and quick construction of bunkers and other military fortifications by the PLA in Tibet over the past few weeks. When contacted, an army spokesperson said, “I am not authorised to speak on such highly classified matters. Besides, I am not aware of such deployment.” S o u r c e s, h oweve r, disclosed that nearly three months after Indian troops prevented a contingent of the Chinese People’s Libera-

tion Army (PLA) from restarting work on constructing a road in Doklam or Doka La or Donglang as the Chinese prefer to call the area near the trijunction, about 150-200 soldiers of both armies remain at the flashpoint zone. Besides infantry troops and artillery units of the Sukna-based 33 Corps, the Indian army has mobilised sappers and engineers from Panagarh in lower Bengal to bolster its presence along the India-China borders in Sikkim. Army sources revealed to The Quint that the sap-

move irrelevant regulatory provisions. HRD Minister said in the response that the idea of establishing a single regulator for higher education is not new and various committees on higher education have earlier recommended a single body. “While the National Knowledge Commission (2006) recommended an independent regulatory authority for higher education, the Committee on Renovation and Rejuvenation of Higher Education (2009) advocated an apex regulatory body by converging multiple regulatory agencies in the field of higher education. “The UGC Review Committee in 2014 had also recommended that the commission should be replaced by an apex institution titled National Higher Education Authority,” Pandey said.

NEW DELHI, AUG 10 (AGENCIES): Vice president Hamid Ansari cautioned on Thursday that if opposition parties are not allowed to freely criticise the government’s policies a democracy runs the risk of turning into a tyranny on his last working day as the chairman of the Rajya Sabha. In his farewell speech in the Rajya Sabha, which he presided for 10 years, Ansari quoted India’s first vice-president Sarvepalli Radhakrishnan to say, “Democracy can become a tyranny if opposition parties are not allowed to criticise government policies. The opposition also has no right to disrupt the House.” Ansari’s speech assumes significance as he chaired the House that has been the battleground between NDA and the opposition parties.

NEW DELHI, AUG 10 (PTI): The government is not considering any merger of the UGC and the AICTE into a single higher education regulator at present, the Rajya Sabha was informed Thursday. “No such proposal is under consideration at present, to merge the University Grants Commission (UGC) and the All India Council for Technical Education (AICTE) into a single higher education regulator,” MoS for HRD MN Pandey said in a written response in the Rajya Sabha. However, HRD Ministry officials had earlier claimed that the government was mulling introducing Higher Education Empowerment Regulation Agency (HEERA) to replace the UGC and the AICTE with an aim of eliminating overlaps in jurisdiction and re-

pers and engineers’ units have been made part of this massive mobilisation, comprising between 30,00040,000 troops, for building bridges across mountainous streams in the higher reaches where the network of roads “may not be in the best of conditions in the monsoons”. While the movement of the 33 Corps has been in response to the Chinese PLA efforts to reinforce their side of the border in Tibet, the larger objective

is “defensive” and therefore part of a strategy to build a show of force in the face of “continuing Chinese statements and building of bunkers that have a military objective”. Indian army as well as the Ministry of External Affairs has sought to keep the latest mobilisation of troops under wraps with the actual movement of troops carried out over the last 20-25 days being described as “trickle up” so as not to cause any alarm in the border regions.

ACAUT Nagaland exposes `19.42 crore road scam D I M A P U R , AU G 1 0 (NPN): ACAUT Nagaland has made a shocking revelation that an amount of approximately Rs.20 crore was “generously released” for work under “improvement of the road between City Tower and DC Court Junction, Dimapur” a distance of around 2.5 kilometers but wondered how “the repaired road could disappear overnight” since the “riverbed-like road condition” remained the same since the past few years. ACAUT through its media cell disclosed that the above figure was the reply from the Office of the Chief Engineer PWD to an RTI application filed by it. In the reply, the Office of CE, PWD also stated that the “improvement work has been completed and an amount of Rs.19,42,48,000 (Nineteen crore, forty two lakhs and forty eight yhousand) already released to the contractor”. ACAUT disclosed that the work was awarded to one M/s Khumtsa Awomi without issuing Notice Inviting Tender (NIT) in newspapers but through table tender which was

responded by three firms (including the contractor). ACAUT has demanded to know from the PWD as how the money was spent since citizens of Dimapur were not aware of any such road improvement work done on the 2.l5 km long stretch from City Tower to DC Court Junction? F u r t h e r, A C AU T asked the PWD whether it expected the public to believe that the present ongoing work of filling potholes with river bed stones along the same stretch is the Rs.20 crore project itself ? ACAUT pointed out that if so much money was spent for just 2.5 kms then the road should have been comparable or even better than the Noida-Delhi Expressway. Instead, it said the road condition resulted in road accidents involving 3-wheeler goods vehicle and an auto rickshaw where a lady passenger was injured. ACAUT renewed its demand on the CE PWD to explain to public on how and who were involved in the Rs.20 crore scam or else face the consequences when appropriate authorities step in.

India orders evacuation of village: Chinese media The army has ordered evacuation of a frontier Sikkim village near the site of a tense India-China border standoff, the People’s Daily newspaper said on Thursday. The Indian military refused comments on the report by Asian giant’s biggest newspaper, which also happens to be the Communist Party of China’s mouthpiece. But army sources denied any evacuation or plans for such an action in Sikkim. The People’s Daily tweeted: “Indian troops on Thu orders evacuation of Nathang village, near site of two-month standoff between #Chinese and #Indian armies.” The tweet carried a picture showing the two points where the Indian military allegedly crossed the “mutually recognized boundary”. The People’s Daily account about the evacuation matches reports in sections of Indian media that said the villagers have been asked to vacate their houses immediately. Even as Beijing demands Indian troops to withdraw from the Doklam plateau, New Delhi on the other maintains that the planned Chinese road will have serious security implication for India.

NEW DELHI, AUG 10 (AGENCIES): Leaders of 18 opposition parties led by Congress chief Sonia Gandhi will meet to chalk out a common strategy to corner the NDA government on a range of issues in the national capital tomorrow. According to sources, the opposition leaders will meet in parliament library to work out an effective strategy to take on the Centre when the Monsoon session ends. An invite has been sent to leaders of opposition parties, including JD(U)’s Sharad Yadav by Leader of Opposition in Rajya Sabha Ghulam Nabi Azad on behalf of the Congress chief. Besides top Congress leaders, Trinamool Congress chief Mamata Banerjee is also likely to attend the meeting along with other senior leaders like Mayawati, Akhilesh Yadav and Sitaram Yechury, sources said. Since

Sharad Yadav is in Patna, he may be represented by Ali Anwar Ansari. Apart from the Congress, Left parties, TMC, RJD, JD(U), NCP, JMM, DMK, NC, SP, BSP, RLD, JD-S, Kerala Congress, AIUDF besides some others are slated to participate in the meeting. The 18 opposition parties had earlier decided to meet once a month to discuss various crucial issues and maintain better coordination among themselves to ‘unitedly’ take on the government. West Bengal Chief Minister Mamata Banerjee, who arrived here today, met senior Congress leaders Ahmed Patel ahead of the opposition meeting tomorrow. Congress leader Ahmed Patel visited the TMC supremo at her South Avenue office to discuss the agenda for the meeting tomorrow, said TMC party sources.

This will be Banerjee’s second opposition meeting in the national capital in recent times. She had attended an opposition meeting here ahead of the presidential election last month. The meeting is likely to discuss the opposition rally called by RJD chief Lalu Prasad in Patna on August 27, which will target the newly-formed BJP-JD-U alliance in Bihar under Chief Minister Nitish Kumar. JD (U) President last month snapped ties with Grand Alliance of Rashtriya Janata Dal and Congress to form government in Bihar with the BJP. S h a r a d Ya d av o n Thursday declared in Patna that he was still with the Grand Alliance of the RJD and Congress. He is also organising a conclave in New Delhi on August 17, which will be attended by opposition leaders.

Dr. Shürho expounds on present crisis; cautions party men DIMAPUR, AUG 10 (NPN): NPF president and former chief minister, Dr. Shürhozelie Liezietsu, MLA, on Thursday asserted that those party workers who have left the party and pledged their support to the rebel group have no knowledge where they were heading and warned that by aligning with expelled and suspended MLAs they have automatically defected from the NPF party. According to Media & Press Bureau (M&PB), NPF Central Hq, Dr. Shürhozelie said this while addressing NPF Mokokchung division leaders at a consultative meeting at Central office in Kohima. Dr. Shürhozelie reportedly said that some party workers have run away to the rebel camp and made an agreement with them without knowing what “evil designs the rebel camp have in store.” On the selection of “interim president”, Dr. Shürhozelie

said it was a mockery to fool the people, saying nowhere in the NPF constitution was there any mention of a post of interim president. He added that there was only one president and two working presidents. Describing the present crisis as “just a temporary setback”, Dr. Shürhozelie said “things will normalize soon” and urged the party leaders to have more patience and face the challenges ahead. Dr. Shürhozelie also said that those who uphold the NPF principles and stand firm with the party were the luckiest leaders. “The party is prepared to face 2018 elections and we will have only strong and truthful leaders with us,” he stated. He also conveyed to NPF Mokokchung division leaders that the party would fill up the vacancies created by the runaway group with the best and trusted leaders so that the party will sail smoothly.

Further, Dr. Shürhozelie reiterated his allegation that the present crisis occurred due to the secret agreement made between TR Zeliang, Neiphiu Rio, BJP in-charge of North East, Ram Madhav, Nagaland Governor, PB Acharya and NEDA chairman, Himanta Biswa Sarma. He claimed that the agreement was made to dismiss his government and install TR government with the sole intention of hijacking the whole party to the BJP once things cooled down. “The same formula was used in the case of Arunachal Pradesh government where the whole Congress MLA merged with the BJP,” he said. Dr. Shürhozelie, therefore, urged the party workers to study thoroughly how the crisis began and to remain firm. He said that “no matter how hard the defectors try, the party will fight and defeat them as the truth is with us.” He maintained that the party was built by Naga elders

with “tears for the Naga cause to bring amicable and acceptable solution to the protracted Naga Political problem”. He said that at any cost “we will not allow money and muscle power to ruin the party.” In his speech, Yitachu, MLA, reminded the party leaders that the dismissal of Dr. Shürhozelie government and TR Zeliang issuing his unofficial Chief Whip in the recently concluded NLA session was already in the Court. Yitachu said sooner or later, if the court delivered its judgement, either Dr. Shürhozelie government would be re-installed as it happened in Arunachal Pradesh last year or President’s Rule. Claiming that Rio can never come into good terms with Zeliang even in future, Yitachu said Rio was simply using Zeliang to dislodge the NPF party and take over. Yitachu said once Rio succeeds he would “overthrow Zeliang without any hesitation.”

Yitachu said that in 2014 when Rio won the Lok Sabha election, the state government initiated move for his induction into the Union Ministry. However, Yitachu claimed that a week before the induction, TR Zeliang “cunningly convinced and literally forced” the NPF to suspend Rio from NPF party. Yitachu said it was indeed a big blow, adding that Rio’s induction in the union ministry became a closed chapter. Vikheho Swu, MLA, who also spoke at the programme, said that the rebel group thinks money could buy the whole Naga people but reminded the Naga people were not fools. He said the law may take time to deliver justice, but added that Dr. Shürhozelie government will come back soon or PR would be imposed before the state faced general elections. The Mokokchung Division delegates were led by its president, Moasungba.

D I M A P U R , AU G 1 0 (NPN): Dimapur Lotha Students Union (DLSU) has appealed to all business establishments, firms and institutions to use the official name “Nyamo Lotha Road” on the section of road from Deluxe point to Dhobinala police point. In a statement, DLSU president, B. Mhajan Tsopoe and general secretary, Ajanthung N Ovung said despite repeated appeals, most business establishments continue to use the old name “N.L. Road” thereby ignoring the official “Nyamo Lotha Road” renamed by the state government. The union has therefore, given one week time to those who are still using ‘NL road’ to immediately change it to “Nyamo Lotha Road”. DLSU said it would be compelled to take action for non-compliance.

D I M A P U R , AU G 1 0 (NPN): Nagaland chief secretary, Pankaj Kumar, said that in order to have a well directed funding towards expansion of agro based industries, which in the long run would yield results, the government should identify a particular crop at a time and build connection among the farmers growing that crop by organizing meetings and having discussions and help the group of farmers. He was speaking at a conference on “Linking startups and SMEs in food processing with government schemes & markets” on Thursday at ICAR-NRC on Mithun, Medziphema, Dimapur as chief guest. Pankaj said subsequently a company could be set up by associating with social entrepreneurs so as to create a market and move the produce and for facilitating all these, he said a small fund should be created by the respective departments. He said this group approach would be most benefiting for the farmers and added that the process could be started by choosing a not easily perishable crop. On achieving experience, Pankaj said the government could choose other crops or even perishable crops. The chief secretary also advocated amendments to Agriculture Produce Marketing Committee (APMC) Act 2005 for the purpose of

Pankaj Kumar (NP) enabling farmers to take on e-trading conveniently. He said there are products in Nagaland which are waiting to be utilized to their full potentials and that there was a need to expand, organize and link farmers who are doing well and producing surplus. Speaking about the agriculture scenario in Nagaland, director department of agriculture, Helie Rupreo, said that Nagaland was an agrarian state with a population if 19, 80, 602 (2011 census) with geographical area of 16,579 sq.km. He informed that a cultivable area of 7, 21, 924 ha (43.5%) out of which gross cropped is 4, 37, 910 ha and net cropped area is 3, 38, 060 ha (20.39%), where about75% of land falls under hill sector and 25% of land falls under foot hill sector. Rupreo said the entire farming system is rainfed where jhum system of cultivation was a way of life for state upland farmers since time immemorial.

In absence of proper marketing system and value addition facilities in place, Rupreo said the aim of farming was to meet family requirement oriented production but not on commercial scale production. The director also said that rice has been the staple food in the state it occupies about 62% and 71% of food grain area and production respectively and added that the state was still deficit in rice production by about 25%. Rupreo maintained that state has been blessed with conducive agro-climatic condition and vast bio-diversity having high potential for agro-based industries and entrepreneurships development through organic products being default organic or organic in nature. He also said that state has high potential for organic production as agriculture and horticulture crops, medicinal plants fodders, milk etc. however lamented that farmers are yet to take up agriculture as business venture for wants of proper marketing, value addition facilities and entrepreneurs. Rupreo called upon government of India and its agencies to come forward and promote Small and Medium sized Enterprises (SME) in Nagaland. He appealed Nagaland stake holders and policy makers to bring out comprehensive and realistic action

oriented strategy which would take the state forward in development of value chain and promote SME in the sector of agricultural marketing, godown/cold storage and agro base processing in the state to uplift the economy and living standard of farming community in the state. be assisting the traffic police till August 12. Talking to Nagaland Post, EDSYO president, Reuben H Sumi, said the traffic snail at Purana Bazaar area has increased due to deplorable road condition and increase in number of vehicles plying from Dimapur to Chumukedima.

He also attributed the increase in traffic to dismantling of bridge connecting Purana Bazar and Walford Bridge for constructing of a new bridge and closing down of bridge at Nagarjan. Sumi said the RCC Bridge at Purana BazarBurma Camp was carrying all the traffic which includes heavy laden trucks, medium and small vehicles. In this regard, EDSYO has appealed the authority to look into the matter and suggested construction of suspension bridge at the earliest. Appreciating the commendable job rendered by the traffic personnel, EDSYO said the public should appreciate the traffic personnel who have been conducting their duty with dedication. TSU on absence of teachers and officers

Government Primary School Kiusam town in pathetic condition. (TSU) DIMAPUR: Tikhir Students Union (TSU) has expressed concern over absence of teachers in schools and non posting of administrative heads at Shamator ADC Hqs since the “latest reshuffling”. A press note by TSU president S. Longkamse, general secretary Temong Y Tikhir and advisor M. Jongyanthong, has informed all the school teachers to be in their respective station and perform their duties immediately. It also claimed that no administrative heads have

been posted at in Shamator ADC Hqs since the latest reshuffling of officers and has appealed the responsible authority to depute the officers immediately to redress the grievances of the public in general. TSU said the union during its educational tour, which culminated on August 8, had found out that schools were being run with the proper strength of teachers. It said GHS Anatongre was without headmaster or assistant headmaster, which resulted in the poor results in the HSLC and claimed that

all the schools under Tikhir villages faced the same problems with shortage of science and math teachers. TSU said GMS Wapher village with 175 students (class A-7) does not have a single graduate teacher. Some of the teachers were also found to be absent right from the day of their appointment, TSU claimed. In view of this, and for the welfare of the students, TSU has asked the defaulters to report to the respective VECs/HTs immediately to avoid further inconveniences. K

(L-R): Dr. Neilhouzhü Kire. Dignitaries with families and relatives of Dr. Neilhouzhü Kire on Thursday. (NP)

Correspondent KOHIMA, AUG 10 (NPN): Government Higher Secondary School (GHSS) Seikhazou, D. Khel Kohima, which has been renamed as Dr. Neilhouzhü Kire GHSS, the first Naga matriculate, was formally inaugurated

by minister of school education, Tokheho Yepthomi on Thursday. Speaking at the programme, Tokheho described Dr. Neilhouzhü’s legacy as an icon of philanthropy, education and humanity for the Nagas. The minister said his hero-

ism and commitment to administering the sick and wounded people during the WW II speaks volumes of Dr. Neilhouzhü’s valour and also of his commitment to the medical profession. Amongst numerous initiatives and responsi-

bilities shouldered by Dr. Neilhouzhü, Tokheho said it was pertinent to mention his love and concern for the education and upliftment of the Nagas, which he said could be seen by the fact that Dr. Neilhouzhü was a founding member of many educational

institutions and social organisations. Stating that renaming of the school was befitting, Tokheho said the present and future generations should remember the selfless sacrifice and honour Dr. Neilhouzhü, a true Naga who served the people with undiluted enthusiasm. Challenging the teachers and the students to live up to the memory of the great pioneer, Tokheho said “You have a great responsibility to perpetuate Dr. Neilhouzhü’s dream of the need for education if we are to progress as a people.” In his speech, minister of Roads and Bridges (R&B), Dr. Neikiesalie (Nicky) Kire, thanked D Khel Students Union and the former chairman village council initiated to rename the school after his father, Dr. Neilhouzhü Kire.

Dr. Nicky said the family were honoured to have the GHSS renamed his father just as the word engraved on his father’s gravestone says, “Gone but not forgotten”. Giving a brief life sketch of his father, Dr. Nicky said Dr. Neilhouzhü Kire was bor n in 1900 in Kohima village and in 1918 he cleared the matriculation from Shillong Gover nment High School to become the first Naga matriculate according to the ‘Naga High School’ Annual Review of 1954-55, and the book “Tenyimia Mhasi Kerieko” by Kiezotuo Zhale (2010). After his matriculation, Dr. Neilhouzhü Kire studied in Dibrugarh at the Berry White Medical School, where he obtained an LMP (Licentiate Medical Practitioner) in the year 1922. In 1969, 15th May he breathed his last.

He described Dr. Neilhouzhü as a hardworking and with great determination to bring something good for the people and added that Dr. Neilhouzhü’s legacy still lives in the educational institutions founded by the first educated Nagas. Also speaking in the programme, Rev. L. Suohie fondly remembered Dr. Neilhouzhü as a benevolent person, a kind and rich hearted man and said since his younger days Dr. Neilhouzhü was actively involved in many school activities. Deputy Commissioner (DC) Kohima, Rajesh Soundararajan, who is also the chairman managing board, said the occasion was an important benchmark in the evolution of Naga educational history. The DC called for learning from introspection on the values and

examples set by Dr. Neilhouzhü, besides renaming of the school. Terming the GHSS as one of the best performing government schools in the district, he also appealed to the minister of school education, Tokheho Yepthomi for his help towards the betterment of the school. Kohima Village Council (KVC) chairman, Dr. Neiphi Kire also spoke on the occasion. Earlier, Rev. Moa Longchari invoked God’s blessings while special song was presented by the school choir. Parliamentary Secretary, Merentoshi Jamir, principal director school education, Smita Sarangi, principal secretary school education, F.P Solo IAS, director school education, Wonthungo Tsopoe and other senior government officials, family members, relatives and well wishers attended the programme.

AAP Nagaland hits out at Ananta Mishra

DIMAPUR: AAP Nagaland while reacting to BJP organizing secretary in-charge Nagaland, Ananta Narayan Mishra’s statement which was published in this daily on August 7, said it condemns and rejects the latter’s claim that of Nagaland being the poorest state among the other 30 states in the country. In a press note, AAP Nagaland media cell, stated that Anata in his statement has blamed former political parties for misusing the funds from the center. Therefore, AAP Nagaland said he should also acknowledge that BJP candidates in Nagaland are part of this corrupted government. On Anata’s promise that “Nagaland would get all the privileges if BJP is elected to power”, the media cell said there are numerous farmers in India who suffer poverty under BJP government and that BJP has failed to bring development in those underdeveloped states. Therefore, AAP Nagaland said “Ananta should avoid making any wrong promise to the Nagas.” Reacting to Anata’s claim that BJP maintains secular country and was never against any citizen who practices own religion, culture and traditional fundamental ethos, AAP Nagaland while citing offenses committed against Muslim and Christian communities, said “How Ananta Narayan Mishra justifies his promise for development to the Nagas when BJP promotes religious discriminations, caste manipulation, and marginalized development among nonBJPs and so on?.” APP Nagaland also stated that it strongly oppose the “political ideology of Ananta Narayan Mishra, who aims to promote BJP ideology of Hinduism in Nagaland in the pretext of promising development if BJP is elected.” It said it does not believe in any political party like BJP and its leaders who run the party with hidden agendas to penetrate Hindu religion in the expense of promising development. While maintaining that AAP Nagaland was not against any political leaders and any political parties as long as it brings justice to rights to equality of every citizen of every religion and culture, the media cell said the party was against any political leaders and parties with dangerous religious ideology that legitimize political statement in any corners in the country, with promise to bring development. Meanwhile, AAP Nagaland has called upon Nagas to “remain alert and careful of any political party that aims to penetrate religious ideology upon the people in expense of development and funds.”

Govt to fund ‘permanent solution’ to floods in NE: Rijiju New Delhi, Aug 10 (PTI): The government proposes to fund a permanent solution to floods in the Northeast including Assam, the Lok Sabha was informed on Thursday. Replying to a calling attention motion on the problem of floods in various parts of the country, Minister of State for Home Kiren Rijiju also rejected claims of opposition that the government has failed to respond to the “annual feature” of floods in time and gives little financial assistance to states to deal with the calamity. Initiating the discussion, G a u r av G o g o i ( C o n g ) alleged that the government was in deep slumber like the mythological ‘Kumbhkaran’ and fails to take quick action when calamity like floods hits various parts of the country. He said as per a

Kiren Rijiju

revised formula, the financial liability of the states has increased in tackling floods. He claimed that the central government has ignored its responsibility and even the CAG has criticised the flood management programme. Saugata Roy (TMC) alleged that while funds for BJP-ruled Gujarat and Assam were released, no provision was granted for West Bengal. “We feel there is political discrimination,” he said. Rijiju said the Centre does not discriminate and two installments of state

disaster response fund have already to given to the state. For desilting of the Damodar river, another Rs 130 crore have been given to the state government. He said the state has to first submit a memorandum to the Centre to get funds for floods and added that the document is yet to be submitted. The floods have so far claimed 962 lives. While 206 people have been injured, 23 are reported to be missing, Rijiju said. The minister also rejected suggestions that the government’s response to floods was often delayed and said the constant practice is to ensure that rescue is followed by relief and rehabilitation. He said Rs 100 crore has been earmarked to find a permanent solution to floods in the northeast region. Experts will help find a solution, he said.

No tension at Indo-China border in Arunachal: Khandu

Itanagar, Aug 10 (Agencies): Arunachal Pradesh Chief Minister Prema Khandu has said that the Indo-China international border along Arunachal Pradesh at present is tension free and there is no possibility of war between the two countries. “There is no tension at the border now and the question of war (between India and China) does not come, because war means loss for both the nations and both are quite mature,” Khandu told reporters. He assured that the External Affairs Ministry is continuing dialogue with the China and shall resolve the problems very soon. “ C h i n a i s a lw ay s claiming the whole of Arunachal Pradesh, but it is their claim only and now the matter is being resolved diplomatically and the External Affairs Ministry is continuing dialogue and

shall resolve the problems very soon,” he said. Khandu alleged that due to a lack of focus and willingness as compared to development in China across Arunachal Pradesh border, much development did not take place, which is of the prime cause of resentment among the people of the state, but, at present, under the leadership of Prime Minister Narendra Modi, things are changing quickly. The Chief Minister further said, “In terms of development, we have been lacking far behind, but due to the good and aggressive initiative by the Prime Minister Narendra Modi, devolvement is now taking place all along the border.” Khandu said this while addressing a rally of the tribals, organised by BJP tribal wing, Janajati Morcha, on the occasion of International Day of World’s Indigenous People.

Sabha bids adieu Sharad fires another salvo at Nitish Democracy can become toRajya three retiring members tyranny sans criticism: Ansari NEW DELHI, AUG 10 (AGENCIES/PTI): Vice president Hamid Ansari cautioned on Thursday that if opposition parties are not allowed to freely criticise the government’s policies a democracy runs the risk of turning into a tyranny on his last working day as the chairman of the Rajya Sabha. In his farewell speech in the Rajya Sabha, which he presided for 10 years, Ansari quoted India’s first vice-president Sarvepalli Radhakrishnan to say, “Democracy can become a tyranny if opposition parties are not allowed to criticise government policies. The opposition also has no right to disrupt the House.” Ansari’s speech assumes significance as he chaired the House that has been the battleground between the NDA and the opposition parties for the last three years leading to prolonged disruptions affecting debates. Opposition leaders such as Sitaram Yechury earlier praised Ansari for not allowing the passage of bills amid the din, which would not have allowed the opposition to raise its voice and argue against government policies and proposed legislations. Prime Minister Narendra Modi, former PM Manmohan Singh, finance minister Arun Jaitley, and many others effusively praised Ansari for his role in handling the Upper House. Ansari also recalled that when he entered the House an eminent leader told him he will have to face a lot of troubles but he should keep smiling. Ansari maintained the

Outgoing Vice-President Hamid Ansari with Vice President-designate M Venkaiah Naidu. (PTI) role of the Upper House is to be a calibrated restraint on hasty legislation. “It has upheld that discussion is an indispensable preliminary to wise action, deviation from this golden rule neither to diligent policy making nor to our claim to be a mature democracy,” Ansari said. “I ventured to think

that I succeeded in fair measures. The chair is just an umpire in cricket and its only source of reference is the Rule Book,” said Ansari in his parting shot as he recited Urdu couplets and bid adieu amid a standing ovation from all members. Former Union minister Venkaiah Naidu will succeed Ansari.

Naidu hits back at Ansari Venkaiah Naidu, who takes over as Vice President of India tomorrow, Thursday rejected as “political propaganda” the view that there is a sense of insecurity among minorities in the country. His comments were seen as a rejoinder to Hamid Ansari, the man he succeeds. Mr Ansari said there is a feeling of unease and a sense of insecurity among Muslims, and the “ambience of acceptance” is under threat. He also said he had spoken to Prime Minister Narendra Modi and other ministers about “intolerance”.Mr Naidu, who quit the government and the ruling BJP after being named vice presidential candidate, did not name anyone but

appeared to respond to those comments in an interview. “Some people are saying minorities are insecure. It is a political propaganda. Compared to the entire world, minorities are more safe and secure in India and they get their due,” Mr Naidu told the Press Trust of India. He also said the Indian society is the “most tolerant in the world” because of its people and civilisation. “There is tolerance that is why democracy is so successful,” he said. Mr Naidu, who has been a BJP president in the past, cautioned against singling out one community, saying it would draw adverse reaction from other communities.

NEW DELHI, Aug 10 (PTI): The Rajya Sabha on Thursday bid adieu to three members whose term comes to an end with the close of the Monsoon session tomorrow. These members are Sitaram Yechury of the CPI(M), D Bandyopadhyay of the Trinamool Congress and Dilip Pandya of the BJP. While nine members are retiring after the session, six of them will be back as they have been re-elected. Deputy Chairman Kurien, while thanking the retiring members for their invaluable contribution, said they should forgive and forget if he had been harsh with them. He termed Yechury as an excellent parliamentarian and said the nation will be benefited from his contribution. Yechury has set high standards of political behaviour, he said.

Leader of the House and Finance Minister Arun Jaitley said Yechury was a “veteran in politics” who raised the level of debates during his two terms in the Upper House. In a lighter vein, he also quipped that the CPI(M) leader had never had the opportunity of being in government and had had the privilege of making comments which are idealistic and but not practical or implementable. Referring to Bandyopadhyay, a former civil servant, Jaitley said he was impressed with him. About Pandya, he said he was most regular in attending the proceedings. Leader of Opposition Ghulam Nabi Azad chose the occasion to point out the importance of the Upper House while noting that there had been suggestions from the ruling party to abolish the Rajya Sabha.

NGT to impose Rs 5,000 fine for possessing plastic bags in Delhi NEW DELHI, AUG 10 (PTI): The National Green Tribunal (NGT) today imposed an interim ban on use of non-biodegradable plastic bags which are less than 50 microns in the entire national capital. A bench headed by NGT Chairperson Justice Swatanter Kumar also announced an environment compensation of Rs 5,000 on anyone found in possession of such banned plastic. The tribunal has also directed the Delhi government to seize the entire stock of plastic within one week from today. The bench asked the AAP-ruled city government and the Delhi Pollution Control Committee to file an affidavit by a senior most officer and inform it how directions with regard to waste management in the city were being implemented particularly in respect to plastics. The green panel had last year banned the use of disposable plastic in Delhi and NCR with effect from January 1, 2017 and directed the city government to take steps to reduce dumped waste. The Tribunal had on July 31, slammed the Delhi government over indiscriminate and rampant use of plastic in the national capital despite its prohibition. The bench had directed the city government to strictly enforce its ban order in the city and sought a status report on the issue.

Senior JD(U) leader Sharad Yadav speaks to the media after arriving at the Jay Prakash Narayan International Airport in Patna on Thursday. (PTI) PATNA, Aug 10 (Agencies): On his first trip to Bihar since the end of the Grand Alliance, senior JD(U) leader Sharad Yadav on Thursday said the disintegration of the grouping has broken the trust of 11 crore people of the state and he is “hurt” by it. He arrived at the airport here to embark on a three-day tour during which he would hold “direct dialogue” with the people over breaking of the JD(U)-RJDCongress coalition and formation of the JD(U)-BJP alliance government. Earlier, after Nitish Kumar had walked away from the Grand Alliance,

Sharad Yadav had said it was a “betrayal” of the people’s mandate. Now it is clear the JD(U) too is maintaining a distance with Yadav during the trip. While only a handful of JD(U) workers were present at the airport to receive him, RJD supporters were seen in large numbers. Senior JD(U) leader and former Bihar minister Ramai Ram was the big name present at the airport. Former RJD legislator Ram Badan Rai was also at the airport. “The trust of 11 crore people who

gave mandate to form the Grand Alliance government in Bihar has been broken,” Yadav told reporters. “The agreement of Gatbandhan (Grand Alliance) was for five years which has been broken ... I am hurt by this.” The Rajya Sabha MP said. He said the Grand Alliance and the BJP had put out different manifestos for the state election and they were face-to-face. “It’s for the first time in history of the country that the two manifestos of rival groupings have mingled.”

opinion/EDITORIAL

Nagaland Post

I

t is quite needless to write an opinion about the failings of any particular political party since such matters don’t interest people. People are interested about their problems and what is being done by the government and also the objective criticisms of political parties on government decisions. As major political developments envelope India with a political party on to achieve political hegemony; the absence of a strong opposition does not augur well for democracy. There have been a series of write ups, particularly since the humiliating defeat suffered by the Congress in 2014 and which primarily focussed on the factors that had caused such a shattering defeat. The Congress has yet to learn its lessons as the party continues to function in the same style and with the same set of sycophants and their servile ideas. The BJP has marched on since 2014 and hasn’t stopped to look back. Many newspapers and analysts have written reams about the gradual demise of the Congress but still it has made no effort to correct mistakes. The AICC comprise of members who have mostly outlived their usefulness but still occupy their positions due to the so-called ‘loyalty factor’; another euphemism for sycophancy. The ‘old guards’ make themselves indispensible by exploiting on the insecurity of the supreme leader. The much hyped reorganisation was supposed to have been initiated by Rahul, the heir-apparent in 2007 but it never took place and the party got a drubbing in 2014. Rahul has his core team whose ideas are not shared by the old guards such as Ghulam Nabi Azad, Digvijaya Singh, Ambika Soni, Ahmed Patel and a host of others. After a string of defeats, the recent ones such as Arunachal Pradesh, Manipur and Goa being accounted on the aggressive no-holds barred approach by the BJP leadership; there appears to be no other way but down for the Congress. Rebellions in some states also do not augur well for the Grand Old Party. Thus, as the BJP sharpens its slogan of “Congress-mukt Bharat”, it’s these rebellions and minor revolts that are echoing in the Congress. The Congress in its 130-year history has seen many debilitating splits and high-profile exits but this time, the party is without a leader and the over dependence on the Gandhis is proving to be very costly. With every election, the voter base of Congress party has shrunk since its loss in the 2014 general election. The aura surrounding the Gandhis has worn off but the party cannot accept it and this has led to a disconnect with the youth. It is certainly as much worrying for the Congress party as it is for the country also. Had the BJP been in opposition, it would have shaken the nation with agitations against demonetisation, GST and black money. The Congress has missed these opportunities and has been pushed on the defensive over the National Herald case, Robert Vadra land scam, its leaders being targeted for violation of IT rules etc. Of course, the BJP government is using every means within its reach to ensure that the 130-year old party becomes history. It will be unfortunate if a national party is decimated since people can’t expect regional parties to provide effective opposition to the ruling government. Thus, India appears to be heading towards one-party rule which is not good for democracy.

DailyDevotion The Holy Suffering of the Saint

Let those who suffer according to the will of God commit their souls to Him in doing good… —1 Peter 4:19 Choosing to suffer means that there must be something wrong with you, but choosing God’s will— even if it means you will suffer— is something very different. No normal, healthy saint ever chooses suffering; he simply chooses God’s will, just as Jesus did, whether it means suffering or not. And no saint should ever dare to interfere with the lesson of suffering being taught in another saint’s life. The saint who satisfies the heart of Jesus will make other saints strong and mature for God. But the people used to strengthen us are never those who sympathize with us; in fact, we are hindered by those who give us their sympathy, because sympathy only serves to weaken us. No one better understands a saint than the saint who is as close and as intimate with Jesus as possible. If we accept the sympathy of another saint, our spontaneous feeling is, “God is dealing too harshly with me and making my life too difficult.” That is why Jesus said that self-pity was of the devil (see Matthew 16:2123). We must be merciful to God’s reputation. It is easy for us to tarnish God’s character because He never argues back; He never tries to defend or vindicate Himself. Beware of thinking that Jesus needed sympathy during His life on earth. He refused the sympathy of people because in His great wisdom He knew that no one on earth understood His purpose (see Matthew 16:23). He accepted only the sympathy of His Father and the angels (see Luke 15:10). Look at God’s incredible waste of His saints, according to the world’s judgment. God seems to plant His saints in the most useless places. And then we say, “God intends for me to be here because I am so useful to Him.” Yet Jesus never measured His life by how or where He was of the greatest use. God places His saints where they will bring the most glory to Him, and we are totally incapable of judging where that may be.

Political hegemony

Nagaland Post, Dimapur

N

Nagaland progresses at night

agaland grows at night when the government sleeps. This is a reality-suggesting that someone may be rising despite the state government. But would it not be wonderful if Nagaland also grows during the day? In other words public of Nagaland must be alert and must demand transparency and openness in all government dealings. This will lead towards cleaner elections in future. Nagaland is a land of numerous petty mafias. They are sand, bricks, stone chips, rice, kerosene, petrol, diesel, alcohol, etc. mafias. These are the harmful parasites that paralyze the state economy. They are also tightening their grip over the state election processes. But no political group or organized public will check them. They breathe because of them. They are their oxygen. This is the reason why there are dilapidated roads, bridges being washed away or collapsing, dismal government hospitals, electricity failure, bursting of transformers,etc.etc. Nagaland has more water than many other states in India. But there is no treated water supply in the state. Since water pipes fixed earlier are not in use they are rusted, broken and even contaminated. The whole investment on drinking water supply got wasted in the drainage. The answer is not to fix the water pipes again but to fix the institution that fixed the pipe. Who will do it? No political leader will do it for fear of voters or losing votes. It is not easy to reform in a democracy like Nagaland. That is why the ancient Greeks were suspicious of democracy because ordinary public could be manipulated by political leaders and the vested interest group. On top of that there are numerous groups demanding subscriptions, donations, taxation and even extortion. Only a recognized sovereign nation has right to collect revenue or taxes from her subject and citizen for the development and integration of the sovereign nation. Money is the root of all evils. Materialism and nationalism cannot go together all the time. They are strange bedfellows. Such marriage will land up in disaster. The worst affected are the

N

small business men who do not have influence. They suffer from the same lack of business freedom which makes him or her vulnerable to the depredation of the demanding agents. This torturous bribe laden procedure for running a small business erodes the state economy. This mess had its roots due to many years of terrible governance. For an honest business man it is a nightmare to deal with over lapping authorities of the government and the NGOS. It is a perfect recipe for corrupt people. Ultimately many of them for survival are bound to join the system and together they manipulate the system by arbitrarily fixing the administered prices. Since legitimate ways of operations become costly many honest people are forced to exit. High prices and easy profit attract more unscrupulous operators by colluding with different higher up authorities. Do not blame the MLAs and the Ministers for not developing your constituencies or the state. Rather blame yourself and the multiple party workers genuine as well as the fake ones. Former Prime Minister of India Dr. Manmohan Singh introduced a scheme under the flagship of National Rural Development Guarantee Scheme for the rural poor. Dr. Singh being a Cambridge educated economist knew that such a scheme would be a failure in India. Nagaland too shared the scheme. Here instead of job creation we have created bogus job because no one is accountable for the result. We build many rural roads just to be washed away after the first rainfall. In this NREGA scheme there are many moral hazards in its execution especially in Nagaland which had a poor record of implementation. This diverted the public from productive to unproductive jobs. Meanwhile people too smelled an opportunity. They had perfected the art of creating fake muster rolls and thus siphon away funds into the wrong pocket. No one spoke out for fear. Even Dr. Singh was helpless because he cannot go against the voters. It was a premature welfarism that worsened corruption in Nagaland. Communist China too introduced a scheme similar

to Indian NREGA but they created jobs in China by building roads. A road creates opportunities for productive permanent jobs as villagers learn to travel and trade between their village and the town. Bad habits are hard to change. In Nagaland almost everyone has below poverty line card (BPL). They are entitled to highly subsidized government essential commodities and other benefits. Food grains from the government system are being leaked out by changing hands. Thus crores of rupees were ripped off annually and end in the pockets of the middle men. Think of the dismal story in the subsidy on energy. Kerosene is priced much lower than that of diesel and petrol. The blue coloured kerosene is sold by Agents for Rs. 25/- per litre and the same kerosene is priced between Rs.40/- and Rs.50/- in the open market. This kerosene is meant for poor people. But this kerosene is freely used to adulterate both diesel and petrol. Aadhaar card is supposed to be delivered by postal system free of cost but here in Nagaland you are directed to collect it from an agent for Rs.20/- per Aadhaar card. Does the Aadhaar card come with a price tag for the people of Nagaland? Who pockets the money? From time to time scams and scandals are exposed by ACAUT of Nagaland that hit the headlines pointing nexus among many players. It is seen that none of the political parties, public organizations or the civil societies come forward to build public awareness and support to clean the system. It is to be presumed that public is mute spectators to such malpractices. Silence of the political parties and the civil societies speaks of their likely connivance or collusion to such rotten system that eats into the very lives of the general public. Today people are talking about clean election. Church Ministers are exchanging pulpits and preaching powerful sermons on clean election. But you as believers and a voter still believe that MLAs and Ministers are your ATMs. Voters still demand supply and contract works, back door recruitments, quicker promotions, lucrative

For us, by us

agas are gulliblethat is usually what the non-locals attributes us. Ever since we attained our Statehood, we’ve been relying completely on the grants/aids from the Central Government for our survival. There were times when some industries and factories flourished during the nascent stage of our statehood but it has all come to a standstill. We might as well perish if at any point of time, the Central Government stops providing funds. Lately, there have been a realization amongst the Naga youths that it is time we embrace the dignity of labor which is applaudable. While there are multitudes of our youths who flock to the Indian cities for jobs, there are also plenty of young like-minded youths having genuine concern for our society who stays back at home and tries to set up their business or even do odd jobs. For if all the youths migrate out of our state stating the ill- conceived notion that our state is plagued with corruption, nepotism, that there are no opportunities in our state then who will bring change to our land? We cannot simply bring change by only commenting in Social Medias, I presume. A big shout out to all those who brave against all odds and stays back at home to heal our ailing society. We Nagas are mostly

in to II Generation in terms of education and our parents and elders are also partly to be blamed for the scores of unemployment. With the exception of the few, most of the parents and the society does not approve of other jobs except Government jobs- be it Peon or chowkidar. Government job is alpha and omega for them. Now let us do a simple mathematics here. Suppose an EAC officer draws a salary of 50K-60K per month. Our Naga trend these days is when someone gets a Government job (an officer especially). We tend to approach that person for all the important or not so important functions as Chief Guest or Speaker. That particular person will have to shell out a minimum of 10K per occasion. Besides the usual routine of being invited as Guest or Special Invitee. Our officers are burdened with lots of donations, fund raise, charity from all the organizations and associations that he/ she is familiar with. As a result, we aid our emerging dynamic leaders to plummet. Now, coming back to our youths who stays back at home to start their own businesses. They cannot just run their businesses on the roads or footpaths. Dimapur, being the commercial hub has witnessed the emergenceof many new buildings particularly in the main town. One such

glaring example is the Naga Council Dimapur building which was demolished to pave way for the new building. Usually, what happens in our context is that the rooms or the entire building are rented/allotted to the outsiders who are ever ready to shell out any sums of money to acquire it. These people in turn rent out the rooms at exorbitant rates. Our enthusiastic youths are thus deprived of getting any rooms or cannot afford to pay the rents to start their business. With regard to other buildings, it becomes the prerogative of the owner to whomever they want to rent out their building. As for the new NCD building, I feel the first opportunity should be given to our young entrepreneurs if there are any. If this can be materialized, the noble deeds of the NCD members will contribute significantly to the transition that we are in and should be emulated by one and all. If it is not by us then who will transform our society for us! The change that we have been looking for is ‘US’ and I believe it is a collective responsibility and not just one man’s duty. For us, by us is the motto of Akuluto Area Union, Dimapur. I found this quite relevant and inspiring and I sincerely hope that it does the same with others as well. postings, donations for local functions, etc. They are indirectly forcing them to source out money legally or illegally to satisfy their greed. Public are not watch dogs for clean governance but watch dogs to earn dirty money. This vicious money making circle must first be eliminated. Once the Naga Tribe Council of Nagaland was successfully united against holding Urban Local Bodies election. But unfortunately they are silent on lack of development and corruption in Nagaland. If so how can we build a vibrant Nagaland? There are two types of corruptions – harassment induced and the collusive. In collusive corruption the one who demands and the one who gives conspire to manipulate the system and in the harassment induced corruption the rightful due is either denied or delayed till certain commission or cut is paid up. The latter one is the most common form of practice today. The problem that faces Nagaland today is unhealthy political culture and the governance. The issues that come out in the open reflect the weakening of party leadership, short comings in party build up and insufficient effort to enforce party discipline. Party concepts are not binding because organization is lax and discipline is flabby. Too little and too untimely crack down on certain malpractices reaching up to the upper echelon of political leaders have shown that the problem is serious. The greatest weakness of a party ruling for a long time without effective supervision will result in various scams and scandals. The crackdown should have started long ago on issues of corruption and using of public money to fund lavish life styles and also against those whose political loyalty is found lacking. The people of Nagaland are not assertive. They are not exercising their rights. The right to voice out and to agitate against any malpractices is their fundamental rights to life and development. It is this infuriating democracy with poor governance that has not delivered progress to the people. Voters can change them. After all they are your tenants only. Mapu Jamir (I.A.S.Retd.)

Rejoinder to Cmo

I

t is indeed surprising to find that Shri T.R Zeliang through the CMO have been repeatedly making press release over the disqualification petition made before the Hon’ble Speaker’s Court which otherwise should not be publicized in the public domain quoting various rules. It has become necessary to clarify certain points under the members of the Nagaland legislative Assembly (Disqualification on the ground of defection) Rule 2003. Under Rule2 Talks about duties of a Legislature Party leader for the purpose of Para 3 and Para 4 of the 10th Scheduled of the constitution of India Para 3 Talks about defection on ground of a split and what the Leader of the Legislature Party of the Splinter group should do, However, Para 3 of the 10th Schedule of the Constitution of India was omitted by Constitution (Ninety First Amendment) Act 2003. So this Para is no more applicable Para 4 Talks about disqualification on ground of defection not to apply in case of merger and Rule 2 of the members of the Nagaland legislative Assembly (Disqualification on ground of Defection) Rule 2003 Talks about the duties of the leader of the Legislature Party in case of a merger under Para 4 of the Constitution of India. Therefore, in very simple words, Shri T.R Zeliang and group have not merged with any party and as such, the duties of the leader of the Legislature Party as required under Rule 2 does not apply to him. With the sole intention to confuse the elected members and the general public by resorting to claim them as NPF Party is undemocratic and unconstitutional. Intra party activities cannot be taken to the floor of the Assembly or the Governor’s office. However, all these unlawful activities are carried out to run an unconstitutional government. Sooner or later, the truth shall be established, however, the damage that has cost the image and the intellect of the people of the state would be irreparable. The Election Commission of India declaring that the Votes by Congress rebels- Raghavji Patel and Bhola Gohil- in favour of BJP was invalid since the two had shown their ballot paper to a person other than the party’s polling agent” is a clear case of political party supremacy. Para 2(1) (b) of the 10th Schedule. Under which T.R Zeliang has petitioned for disqualification of the 10 MLAs supporting Dr. Shurhozelie. The constitutional provision is very clear and enough Supreme Court ruling has affirmed that Whip shall be issued only by a Political party. The Constitution is the principle Act and hence the Assembly Rules cannot over ride the Principle Act. Issued by Media & Press Bureau, NPF Central, Kohima

he autocratic, undemocratic and dictatorial functioning style of Dr. Shurhozelie Liezietsu president NPF has created an unprecedented leadership dispute in the Party. His iron grip in the party has virtually converted the NPF party into a family fiefdom. Eventually the manifestation of this crisis erupted on 31th July 2017 wherein NPF legislature party selected Neiphiu Rio MP (Lok Sabha) as the NPF interim president. Consequent upon the selection of Neiphiu Rio as the NPF interim president, the NPF legislature party was gracious and magnanimous enough to grant 15 days to Dr. Shurhozelie Liezietsu to resign. This statement is issued to remind Dr. Shurhozelie Liezietsu that the 15 days grace time expires on 13 Aug 2017 and that he should resign on or before 13 Aug 2017. At the same

time, Dr. Shurhozelie Liezietsu is further reminded that he should hand over the party properties (both movable and immovable) on or before 13 Aug 2017. In the event of failure to comply to the directives , we shall be compel to initiate our own course of actions and the consequences and negative fallout if any, Dr. Shurhozelie Liezietsu will be held accountable. Drawing the mandate from the NPF led DAN govt. Where we command absolute 2/3 majority and basing on the strength of the NPF Party where we enjoy the majority, this directive is being issued for strict compliances. We sincerely hope that good sense will prevail and that the transition will take places smoothly and democratically. Shilumar, NPF Press and information cell

Reader’s Post On the condition of roads in Nagaland Sir,

Potholes and cranky roads are emblems for Nagaland. Depending on the amount and size of the potholes, they cause thousands of rupees of damage to vehicles. A lot of drivers in Dimapur often don’t see potholes, which appear overnight and if they are traveling at a high enough speed when they hit the hole. Even when drivers see the roads in advance and try to avoid it, they will sometimes swerve without warning into an oncoming lane of traffic, which results in collisions, serious injury and death. I sometimes wonder if the government ever feels a twinge of guilt when they see the conditions of roads in Nagaland. The roads are not well-tarred and there is no footpath at all. A person has to walk on the sides of a road and when two or three vehicles from the opposite directions come it is quite difficult for a pedestrian to give way to the vehicles. This only happens in Nagaland, but I hope that good roads will surely appear in Nagaland soon. Limala Kichu, Dimapur

China quake death toll mounts to 20 BEIJING, AUG 10 (PTI): Rescuers in China today intensified their search for residents missing in the 7.0magnitude ear thquake which struck a mountainous region in China’s southwest Sichuan province, killing at least 20 people and injuring more than 400. Authorities evacuated more than 50,000 people, including 126 foreigners, state-r un Xinhua news agency reported. Twenty people have been confirmed dead while the number of injured has risen to 431, including 15 critically injured, according to local authorities. The quake had struck Jiuzhaigou County on Tuesday. Jiuzhaigou is a popular tourist destination in the mountains on the eastern edge of Qinghai-Tibet Plateau. The epicentre of the quake was close to Jiuzhaigou National Park, a popular tourist destination in the mountains. Rescue workers today found 16 people trapped at a scenic spot called Panda Sea in Jiuzhaigou. Firefighters are working to secure the safety of tourists and residents stranded in areas where roads have been blocked by fallen rocks and landslides. CCTV said 10,500 people had been moved from damaged buildings to emergency shelters.

MY LIFE’S JOURNEY

After a long time of trying and praying to the Almighty God, to become a leader at National Level, my prayer was answered by making my life a grand success. I am from Khezhakeno Village of Phek District. I was brought up in a Christian family and both my parents were servants of God. Although they are no longer with us, but their prayers, teachings, kindness and blessing are still with us. My father, Late Rev. Ngolo Koza and my mother Late Chichu-o Koza, through their blessings, today, I have achieved my goal to be a national-level leader. The two new assignments I have been entrusted with are, 1. National Organising Secretary, All India Congress Seva Dal. 2. National Senior Vice President and Zone President, All India Sonia Gandhi Association. (Incharge East Zone India). From the beginning of my life’s journey, I have faced many undesirable or unacceptable situations like corruption, tribalism, criticism and backstabbing etc, but, by the grace of the Almighty God who is always with me, I never turned to the negative side. In the Holy Bible, Mathew Chapter:7 Verse. 7 says (Ask, and it will be given to you: seek, and you will find: knock, and it will be opened to you.) I am not a good beliver, but all the time I pray to God regarding my new assignment. Almighty is listening my prayer, this is how my life’s journey has become a grand success. NAGA PEOPLE’S FRONT ZUNHEBOTO DIVISION Zunheboto : Nagaland

NPF ZUNHEBOTO DIVISION REFUTES THE SELF-STYLED STATEMENT OF MR. H. KASHITO YEPTHOMI & MR. KIYELU AWOMI The NPF Zunheboto Division refutes the press statement in page No. 12 of the Nagaland post, dated 10/08/2017 by self-styled; Acting President, Mr. H. Kashito Yephtomi and Acting General Secretary, Mr. P. Kiyelu Awomi which is not even worth to refute. However, the general public should be made aware of reality and legality of the NPF Party system. The Election Commission of India records the legality of Dr. Shürhozelie as the President of the NPF and the NPF Constitution as legal party document. The NPF MLAs have taken pledge while en-rolling in the NPF Active member under schedule III and additional- “Pledge for party ticket” under schedule IV of the NPF constitution, to remain faithful and loyal to the NPF constitution and be subjected to the party discipline. And shall do nothing against the interest of the party and shall honestly abide by all decisions and directives given by the party. Accordingly, they have appended their names and signatures which have qualified their nominations by the Election Commission and are now NPF MLAs. It is very unfortunate that some of our Honorable NPF MLAs have violated the NPF Constitution Eight Amendment (and not seven amendments as stated by suspended NPF members) Article XIV Discipline 2. (a), (b), & (c) and hence, they have been penalized by the Central Office under Article XIV Discipline 1. d (iii) suspension for membership and (iv) Expulsion. Subsequently, any NPF unit or party workers who support the expelled and suspended MLAs are also liable for party disciplinary action. Hence, as per provision of the NPF Constitution, the NPF Central office has dissolved or suspended certain Area Units, and those affected units and individuals has no legal sanction to use the party platform any further. It is very unfortunate to bring to the public domain that Mr. H. Kashito Yepthomi, who is not even an Active member of NPF has claimed to be the acting president of the Division, where the Division feels that he should preserve his dignity for his descendents. And Mr. P. Kiyelu Awomi, who was once the working president of the division has been scrapped from his post and was suspended from the party Vide Order No. NPF Zbto. Div. / DAC/02-16, Dated 04/07/2016, the reason is best known to him, and the order still stands tall, and yet he has claimed to be the acting General Secretary of the division. This is to remind that, the NPF is registered political party in the Election Commission of India, and therefore, any individual or group who misuse the NPF letter head without legal sanction from the NPF Central Office is an offence. Therefore, from today henceforth (i.e 11/08/2017), any individual or group without the NPF Zunheboto Division President’s consent, if found using the NPF Zunheboto Division or dissolved or suspended units- letter heads and party platform, shall be booked against the deceit and forgery Penal Code of the law. Thence, the concerned are directed to refrain from unconstitutional activities to avoid legal penalty. You have every right to form New Political Party and no one shall stop you in doing so, but not in the NPF. (AKAVI SUMI) President NPF Zunheboto Division

North Korea mocks Trump; hones Guam strike plans

SEOUL, AUG 10 (AFP): Nuclear-armed North Korea mocked President Donald Trump as “bereft of reason” today, raising the stakes in their stand-off with an unusually detailed plan to send a salvo of missiles towards the US territory of Guam. The scheme to target the island, a key US military stronghold, was intended to “signal a crucial warning” as “only absolute force” would have an effect on the US leader, the North said. The declaration came after Trump boasted on Twitter that America’s nuclear arsenal was “far stronger and more powerful than ever before”. E a r l i e r, Tr u m p stunned the world with a bold-faced message to leader Kim Jong-Un that appeared to borrow from Pyongyang’s own rhetorical arsenal, saying the North faced “fire and fury like the world has never seen”. The war of words over Pyongyang’s nuclear and missile programmes is raising fears of a miscalculation that could lead to catastrophic consequences on the Korean peninsula and beyond. Last month the North carried out two successful tests of an intercontinental ballistic missile, bringing much of the US mainland within its range. Tr ump’s “fire and fury” remarks were “a load of nonsense”, said General

ar uo Nakajima, famous for playing the role of ‘Godzilla’ for 20 years, has died at the age of 88. According to The Independent, Nakajima died from pneumonia, a spokesperson for the Toho film company said. Over the course of 20 years, Nakajima donned the character’s iconic, cumbersome suit to play the creature in a dozen films in total, from the original 1954 ‘Godzilla’, all the way to 1972’s Godzilla vs Gigan. Recently, the actor explained how the first suit, which weighed around 200lbs, was created from ready-mixed concrete since rubber was in short supply in the aftermath of WWII. He also stated in the past that the suit was so difficult to breathe in that

an oxygen tube had to be attached. The actor actually began his career in samurai and war films, starring notably in the Akira Kurosawa classic Seven Samurai, alongside Ishiro Honda’s WWII film ‘Eagle of the Pacific, who later went on to direct the first ‘Godzilla’ and spotted how energetic Nakajima was on set, realising he was the perfect pick to play the film’s monstrous star.

prehistoric crocodile has been renamed in the honor of late Motörhead frontman Lemmy Kilmister’s. The creature, formerly called “Steneosaurus” obtusidens, will now be known as Lemmysuchus obtusidens. The crocodile lived about 164 million years ago and “would have been one of the biggest coastal predators of its time,” according to Michela M. Johnson, who worked on the renaming study. Lorna Steel (a museum curator at London’s Natural History Museum where Lemmysuchus’ fossil remains) said, “Although Lemmy passed away at the end of 2015, we’d like to think that he would have raised a glass to Lemmysuchus, one of the nastiest sea creatures to have ever inhabited the Earth.”

China caught up and nearly levelled the score at the end of the third quarter. In the fourth quarter, China continued to stay on the offensive, and took a one-point lead. However, their lead did not last long as the Philippines equalised again before winning it by nine points. For China, Guo Ailun got 18 points, Zhou Peng scored 17 and Hu Jinqiu added 13. Poor governance in sports reason for failure of athletes: Government

NEW DELHI, Aug 10 (PTI): Gover nment on Thursday acknowledged that the performance by Indian sportspersons was below potential and poor governance in sports, lack of professionalism and the absence of strong domestic competition were the key reasons for it. “It is true that the performance of our country in the field of sports has been below potential,” union minister Kiren Rijiju said in the Lok Sabha. Replying to questions on behalf of Sports Minister Vijay Goel, he said some of the constraints that have led to this situation include among others, poor governance in sports due to lack of professionalism, absence of strong domestic competition structure, lack of strong talent identification and long-

term athlete development system. Non-integration of sports with education at the school, college and university levels, inadequate support in terms of high performance coaches and other support staff, sports sciences and medicine etc., are the other key reasons for the poor performance of Indian sportspersons, he said. “There have been continuous efforts to address these shortcomings,” Rijiju said. He said the government has notified the National Sports Development Code 2011 to ensure goodgovernance in sports. A number of National Sports Academies have been established in different disciplines like athletics, swimming, cycling, rowing, boxing, badminton, football and hockey, under which stateof-the-art facilities are pro-

vided to athletes. A strong competition structure has been created under the ‘Khelo India’ programme, which includes National School Games, National University Games, National Women Championship, National Rural and Tribal Games. The Government has decided to set up a National Sports University to build capacity in sports coaching, sports sciences, sports technology and sports management. In addition, Rijiju said, the Sports Authority of India was implementing the following sports promotional schemes across the country to identify and nurture talented sports persons including women in the age group of 8-25 years and nurture them to excel at national and international competitions.

Philippe Coutinho

LO N D O N, Au g 1 0 (Agencies): Liverpool have rejected a second bid from Barcelona for influential Brazilian playmaker Philippe Coutinho worth 100 million euros (£90.3 million), British media claimed Wednesday. Barcelona are desperate to land the 25-year-old to replace fellow Brazilian Neymar who was sold for a world record 222 million euros to Paris Saint Germain

last week. However, the BBC reported that Liverpool have again told Barcelona that Coutinho, who signed from Inter Milan in 2013, is not for sale. The Liverpool Echo newspaper added Wednesday: “Liverpool have told Barca they will be wasting their time if they come back in with a third offer and are adamant that Coutinho will not be Neymar’s replacement at the Camp Nou.”

Barcelona believe the Brazilian international has the ability to not only replace Neymar alongside Lionel Messi and Luis Suarez in a star front three, but could also provide cover for 33-year-old captain Andres Iniesta in midfield. Liverpool manager Jurgen Klopp told Barcelona “to save their energy” last week, claiming the player wasn’t for sale. However, he was left out of Liverpool’s squad for a friendly win over Athletic Bilbao in Dublin at the weekend while a back injury seems certain to sideline him from the club’s opening Premier League match at Watford on Saturday. Should Barcelona fail to tempt Coutinho to Spain, they are expected to turn their attentions to highly-rated French star Ousmane Dembele of Borussia Dortmund. Dembele, 20, was involved in a training ground bust up with Dortmund goalkeeper Roman Burki last week and has spoken of his desire to one day play for Barca.
