I won’t call it a suicide note,” Nithianandam said. Preliminary investigation did not reveal any foul play. Police have taken possession of the body and sent it for post mortem. OC of Itanagar Police Station Sora said three to four persons have been injured in incidents of stone pelting during the protests. As soon as the news of Pul’s death spread, scores of his supporters gheraoed chief minister Pema Khandu’s bungalow in Niti Bihar area and demanded a probe into Pul’s “unnatural” death. They also set on fire an under-construction building of Deputy Chief Minister and damaged two official bungalows. by the Congress rebel was unseated by the apex court. Pul’s supporters said they would not allow his body to be taken out from his bungalow at ESS sector and demanded that he be buried inside the premises. A coffin, which was brought from outside, was damaged and set on fire by the crowd before the assembled media. A section of the supporters headed towards the official residence of Deputy CM Chowna Mein, less than 100 metres away, damaged the outer wall and at least 10 vehicles parked in the premises. An under-construction premises of the Deputy CM was also set on fire, police said, adding there were no casualties. Protestors also damaged the official bungalow of Industries Minister Tapang Taloh. Pul’s eldest wife has appealed to the public to maintain calm and not indulge in violence. Meanwhile, chief minister Pema Khandu has expressed shock over the sudden and pre-

mature demise of his former colleague Kalikho Pul. In his condolence message to Pul’s wife, Khandu wrote, “It pains my heart to write to you at this moment of extreme grief.... The news of the sad demise of Pul has come as a shock to me. Pul was a seasoned and veteran leader who served the state in various capacities.” The Arunachal Pradesh government Tuesday ordered a magisterial inquiry into the death of Kalikho Pul. “The state government has ordered an inquiry to investigate whether there is any foul play in his (Pul’s) death,” chief minister Pema Khandu told reporters here.

No info on external support for insurgents in NE: Govt NEW DELHI, AUG 9 (PTI): Government on Tuesday said there is no information so far that insurgent groups in the North East are getting support from neighbouring countries and incidents of insurgency there have declined over the years. Minister of State for Home Affairs Hansraj Gangaram Ahir told the Lok Sabha if there is any such report that insurgents in the North East are getting external support, then it would be looked into and action would be taken. During Question Hour, Ahir said government does not have any such information so far that neighbouring countries are supporting insurgency activities in the North East. There is also no information about such groups getting financial support, he added. In a written reply, Home Minister Rajnath Singh said there is no specific information that NSCN (Khaplang) was acting at the behest of neighbouring countries. “... there is intelligence that Indian Insurgent Groups (IIGs) have established their camps, shelter houses and training centres across the border in neighbouring countries of North Eastern Region,” Singh said. His response came to a query on whether insurgent or extremist groups in the North Eastern Region were reportedly getting external support from neighbouring countries. Another question was whether the government

was aware that NSCN (Khaplang) was acting at the behest of neighbouring nations. “The neighbouring countries have been urged to take stern action against the leaders of IIGs and dismantle their safe houses/hideouts in their country,” Singh said. Stating that incidents of insurgency have come down over the years, Ahir said, “we are working with neighbouring countries, Bangladesh and Myanmar, and are helping each other to deal with insurgency”. He said Bangladesh has shut down most of the terror camps in their soil and it has always been the effort of both countries to close down such camps. The Home Minister also said the government has always shown willingness to enter into peace dialogue with any insurgent group that abjures violence. Noting that law and order is a state subject, Singh said the Centre was supplementing the efforts of state governments to control militancy. “Besides, the government has always shown its willingness to enter into peace dialogue with any insurgent group which abjures violence. As a result, a number of militant groups have surrendered after laying down arms. “Sustained insurgency operations are continuing against the insurgent groups who are indulging in violent activities,” Singh said.

Sharmila ends fast; wants to be CM to remove AFSPA Correspondent

IMPHAL, AUG 9: Irom Chanu Sharmila, popularly known as the iron lady, who had campaigned against Armed Forces Special Powers Act (AFSPA), ended the world’s longest hunger strike on Tuesday. “I will never forget this moment,” Sharmila told media reporters after breaking her fast with honey. Sharmila was on a hunger strike for 5757 days and was being force-fed through a nasal tube to keep her alive at a prison-turned-hospital in Imphal. Talking to reporters at the crowded room of legal aid clinic in Chirap court complex after the hearing, she reiterated her stand that she would want to contest the Assembly elections. “If I win the election and become chief minister I promise you to repeal the act (AFSPA),” she added. Sharmila, who broke down while announcing her decision to end the fast, said that some “radical groups” were against her decision to get into politics During the hearing, the court examined two witnesses. As she had expressed her desire to end the fast, the assistant public prosecutor (APP) prayed the court to close the hearing. However, the CJM while announcing court decision to release her on bail asked her to furnish PR bond of Rs 10,000 which she (Sharmila) refused at first but later admitted that she will furnish the PR bond.

‘Scrupulously’ adhere to OM: HC to Nagaland to get 3 colleges in the next 5-year plan: CM govt on back door appointments Correspondent

Staff Reporter

DIMAPUR, AUG 9 (NPN): In a significant development, Kohima bench of Gauhati High Court has directed the state government to “scrupulously” adhere to the criteria laid down by its June 6, 2016, Office Memorandum (OM) with regard to appointment in government offices. While disposing Public Interest Litigation (PIL) filed by ACAUT, the high court in its order on August 5, 2016 made it clear that the petitioners- P. Leonard Aier, K. Savi and K. Lun Tungnung- have the liberty to file any other suit if there was any violation of the clauses contained in the OM, which has banned appointments of all ad-hoc/casual/temporary/ work-charge employees in government departments. The PIL was filed by ACAUT in November 2015 that involved ( as respondents) ten departments-- Health and Family Welfare, Social Wel-

fare, Home department, Rural Development, Nagaland Public Service Commission, Vigilance Commission, AG and SCERT, Higher Education and NPWD on the backdrop of series of backdoor appointments. The high court in the order stated “in view of the office memorandum dated 6/6/2016, the grievances expressed in PIL stands substantially redressed and therefore, this court is of the opinion that for the present, nothing survives for adjudication in this PIL”. Further the order however made it clear that “the PIL petitioner would be at the liberty to approach this court by filing appropriate petition in the event there is any violation of the clauses contained in the notification dated 6/6/2016”. Addressing a press conference, member ACAUT advisory committee, Khekiye K. Sema, who hailed the judgment said, “This is not the end

but the beginning”. ACAUT will not stop from here but will continue to pursue and ensure termination of those contract and backdoor appointments, he said. Khekiye also cautioned that officers not complying with the OM would be liable for prosecution and brought to justice. ACAUT also warned state government that it would take up legal action if OM was not followed. Khekiye also criticized the people in the power for violating the rules and regulation set by the government. He said despite number of OMs that banned contractual appointments, those people in the authority had been violating the regulations. Due to violation of the rules and regulations, many of the poor were deprived and meritorious were thrown out, Khekiye said. “Fairness must be available to all the generation and meritorious should be allowed”, he added. KOHIMA, AUG 9 (NPN): Union Minister of Agriculture and Farmers Welfare, Radha Mohan Singh, assured Nagaland that Centre would include setting up of three colleges– horticulture, forestry and fishery– in the next 5-year plan. Chief minister, T.R Zeliang, informed this while interacting with media persons after the cash award ceremony to honour sportspersons at IG stadium, Kohima on Tuesday.

Zeliang said while interacting with Radha Mohan in Chumukedima on August 7, he informed the minister to establish Central Agricultural University (CAU) in the state. The same demand was made by Nagaland University and Naga Hoho. However, Zeliang said the minister informed that forestry, horticulture and fishery colleges needed to be established first before establishing CAU. According to Zeliang, the minister has already provided Rs. 2.15 crore for

Mithun rearing and has further assured to provide more funds for Mithun project in Nagaland. On construction of four-lane highway between Kohima and Dimapur, the chief minister said the work would begin in next two-three months, saying the work order yet was to be issued. In this regard, Zeliang has appealed to the citizens to co-operate. He also urged the local contractors and land owners not to stand on the way. (Cont’d on p-7)

Public unaware of IAY entitlements in Wka Correspondent

WOKHA, AUG 9 (NPN): More than 90% of the households surveyed in Wokha district were not aware of the money they are entitled to receive under the Indira AwaasYojana (IAY) flagship scheme while 85% of the households have not received their registration numbers. These, and other startling facts, have been brought to light in a survey conducted as part of a European Union (EU) funded project on ‘Improving access to information and delivery of public service schemes in remote and backward districts of NE states’. Carried out in the later part of 2015, the survey which covered 28 villages from 2 blocks of Wokha district also found that most of the problems faced by public were related to approval of application and construction of the house even as 30% of all beneficiaries suggested that increasing accountability on part of the implementers would help in increasing the scheme’s efficiency.

This EU-funded project covers seven backward districts across five NE states, namely, Goalpara and Cachar in Assam, Ri-Bhoi in Meghalaya, Churachandpur and Chandel in Manipur, Lawngtlai in Mizoram, and Wokha in Nagaland. The project is being implemented by Paris-based French NGO Agency for Technical Cooperation and Development (ACTED) along with Guwahati-based North East India Committee on Relief and Development (NEICORD) which in partnership with local NGO Team Metamorphosis (TM) is responsible for field implementation, Bangalorebased Public Affairs Center (PAC) which is tasked with the research component, and the Guwahati-based Nanda Talukdar Foundation (NTF) as its media advocacy component. The project seeks to achieve three main results, namely, to encourage demand for improved service delivery, improved access to and quality of public services particularly for the most marginalized and women, and to enhance transparency of service providers

Meguo-o Mechülho

KOHIMA, AUG 9 (NPN): Naga People Movement for Human Rights (NPMHR), secretary general Neingulo Krome said if a political settlement were to be made, it should not be above all the piece-meal appeasements that Nagas have rejected during the past several decades of its political struggle. Delivering the key note address on the occasion of International Day of the World’s Indigenous Peoples (IDWIP) held at Kohima College Kohima, Tuesday the secretary general said it was a fact that India signed Ceasefire with Naga Political Groups, held Peace Talks and political negotiations in the past and continues to do so with ground-breaking admissions and agreements on its part in between, yet solutions should not be made for appeasement. He urged the participants to take future into its hands and join the youth of the world who were now saying “nothing about us without us”. He said the celebration of IDWIP was celebrated in full conscious of the fact that “our rights, our lands” was protected by Naga elders/ leaders of the Naga Political

movements, starting from the Naga Club to the present day, Naga political groups, through their self-less sacrifices during the most crucial and painful period of Naga history. Khrome said Nagas were basking in the glory of their achievements today, notwithstanding pending an honorable and acceptable solution, juxtaposed with factionalism and uncontrollable internal contradictions. Dwelling on the theme, Krome said the lands of the Indigenous peoples everywhere was not only being exploited but forcefully taken away, however in the case of Nagas, he said, it was able to assert their rights in any way although faced with opposition from occupational forces, but which was ultimately acknowledged and recognized. Krome reminded that even if the principles of the Naga political movement were not recognized or accept the imposition of Indian laws and its Constitutional legality over the Nagas, he said the fact remains that Naga way of life and their lands and its resources are protected under Article 371 (A) of the Indian Constitution which was an abstract from the

The seven-day drive against ticket-less travellers over entire NF Railway areas from July 22 to 28 July has resulted in realisation of almost Rs 1 crore as fare and penalty from 14,548 tickeless passengers, the release said. Because of sustained drive against ticketless travellers, railway’s earnings from ticket checking during first four month of this financial year has increased by almost 43% and a total of Rs. 15 crore has been realised from ticketless travellers. At the same time, the number of cases where penalty has been imposed has also increased by almost 36%. These efforts has led to increase in sale of tickets over ticket counters and the earnings from ticket sales over ticket counters has shown an increase of about 7% over and above last year. It also said. Travelling without a ticket, results in loss of revenue for railways. This also adversely affects railways’ developmental activities. NF Railway authorities appeal to all bona fide customers to travel with valid tickets. Similar drives against ticket-less travellers will continue, it added.

IMPHAL, AUG 9: Manipur chief minister O Ibobi Singh on Tuesday said that the ruling Congress party should retain power in the state to complete the half-done projects undertaken by the government during its 15-years long regime. Addressing the foundation day celebration of Indian Youth Congress (IYC) cum commemoration of 74th Quit India Movement at Congress Bhavan, Ibobi claimed that his government has created a lot of assets for the state during the last 15 years. Many projects have been completed however some are yet to be completed, he said. “To enable to complete

the incomplete works, the Congress party needs to retain power,” he said while stressing the need for highlighting the achievements of his government. “In mobilizing the electorate, role of the youths is very must. Youths are the pillars of future nation. You are the backbone of the society,” Singh said. The chief minister maintained that Congress has able to put a stable government in the state because of the youth activists of the party. Singh told the youth activists that his government will soon come up highlighting its achievements during its 15 years tenure. It will help the youths in bringing the electorates closer to the party, he added.

I as the then railway minister announced the project in 2010,” said Banerjee on Tripura’s recent entry to the broad gauge railway map of the country.

For optional schemes implemented in the Northeast and the Himalayan states, funding pattern is 80:20, he added. Responding to another query, Minister of State for Finance Arjun Ram Meghwal said the devolution to the states was increased from 32 to 42 per cent following the recommendations of the 14th Finance Commission. This has led to increase in the transfers to states from Rs 3,37,808 crore in 2014-15 to Rs 5,23,958 crore in 2015-16, an increase of Rs 1,86,150 crore, he said, adding that more money has gone to Northeast also.

TMC supremo and West Bengal Chief Minister Mamata Banerjee addressing a mass rally in Agartala on Tuesday. (PTI)

NEW DELHI, AUG 9 (PTI): Government has not taken any decision to convert the North Eastern Council into a regional planning body, Rajya Sabha was informed on Tuesday. During the Question hour, Congress member Bhubaneswar Kalita sought to know if the government was thinking of reducing the existing North Eastern Council as a regional planning body, thereby defeating its purpose. He claimed that the NEC used to get direct funding from the erstwhile Planning Commission and feared that the region would lose financial assistance if any change is carried out. In his response, Finance Minister Arun Jaitely said “the government has not taken any decision as is anticipated by Hon’ble member.” To another query raised by Congress member Ripun Bora on whether special category status to eight Northeastern states and three Himalayan states has been discontinued, the Minister said “North East states and three Himalayan states have a special category funding even under the recommendations of the 14th Finance Commission.” With regard to core schemes, the funding pattern

AGARTALA, AUG 9 (IANS): Castigating the Manik Sarkarled Left Front government for Tripura’s regression, West Bengal Chief Minister Mamata Banerjee on Tuesday batted for development and asserted her Trinamool Congress would come to power in the state. Virtually setting the tune for her party’s campaign ahead of the 2018 Tripura assembly polls, she enumerated the development projects initiated by her government in West Bengal at a rally here in the northeastern state. Banerjee, also the Trinamool Congress supremo, said entire Bengal would jump to Tripura to oust the Left Front from power. “Tripura and Bengal are sisters and their welfare is interconnected. People here have been telling me to save Tripura, I was waiting for the right opportunity. And now we have a great team which will work for the people. “I would come to Tripura again and again and my entire party leadership would stand beside the Tripura leadership to vote out the CPI-M-led Left Front government. Entire Bengal would side with Tripura to throw out CPI-M from power. In 2018 we will celebrate the victory parade here,” she said at

PM breaks silence on Kashmir unrest; advocates for dialogue

BHABRA (MP), AUG 9 (PTI): Breaking his silence on the 32-day turmoil in Kashmir, Prime Minister Narendra Modi Tuesday advocated a path of “democracy and dialogue” to restore peace in the spirit of ‘insaniyat (humanity), jamhuriyat (democracy) and Kashmiriyat’. Reaching out to the people of the turbulent Valley which has witnessed the death of over 55 people in clashes and a record-breaking curfew in large parts, Modi said it was painful to see innocent youngsters, who should be holding laptops, books and cricket bats, “handed” stones and appealed to them for maintaining peace and harmony in the “heaven on earth”. Obviously alluding to the voices favouring ‘azadi’ (freedom) for the state, he said people of Jammu and Kashmir had the same freedoms as enjoyed by every Indian. These were Modi’s first comments on the continuing unrest in the valley in the aftermath of the killing of Hizbul Mujahideen Commander Burhan Wani by security forces on July 8. Modi, who was addressing a public rally here, also asserted that the Mehbooba Mufti government and the Centre are working together to solve the state’s difficulties but some people, who are unable to digest it, are clinging onto the path to destruction. “When Atal Bihari Vajpayee was the Prime Minister he had adopted the path of insaniyat, jamhuriyat and Kash-

I want to tell the brothers and sisters of Kashmir from this great birthplace of Chandra Shekhar Azad that Kashmir has the same strength that has been given to (other parts of) India by our freedom fighters. Kashmir has the same freedom that every Indian feels. “Today, one feels pained to see that innocent youths have been handed stones. Politics of some people is clicking but what will happen to these gullible and simple youths. Humanity and Kashmiriyat will not be allowed to be hit. The path of democracy and dialogue is there,” he said. Asserting that the state government, in which BJP is a partner, along with the Centre, is working towards the state’s development, he said his government would do everything in this regard and will help lawyers, doctors, those depending on tourism and apple growers

in their endeavours. “Our Kashmir is heaven for the countrymen. Every Indian has a dream to travel to Kashmir some day. But we can see that a handful of people in Kashmir, which is loved by India so much....a few misled people are harming this great tradition,” he said before invoking Vajpayee’s ‘insaniyat (humanity), jamhuriyat (democracy) and Kashmiriyat’ mantra. “The common man in Kashmir wants peace,” he said. His government wants to take Kashmir to new heights of development, empower its panchayats and give job opportunities to its youths, he said. The Prime Minister complimented Mehbooba Mufti for ensuring that the Amarnath yatra continues despite the “malicious intentions” of a few people. “Peace, unity and harmony in Kashmir... And I will especially call upon the

youngsters of Kashmir that my friends let’s see to it that Kashmir remains heaven on earth. Let’s move forward with this dream,” he said. The Prime Minister hailed other political parties, especially Congress, for speaking in one voice on the Kashmir issue, calling it the strength of India. “We would like to move forward with this strength,” he said. “Governments of India and Jammu & Kashmir, besides 125 crore Indians, wish you well. They want your development. Whatever India has to give for your development, we are ready to give,” he said. In Kashmir, there has been no dearth of people willing to die for the country, he said, asking the masses to join hands for nation-building. Referring to world-famous Kashmiri apples, Modi said the season was about to begin in a few days and the entire country was eagerly waiting to taste them. The people of Kashmir should ensure their efforts in growing them do not go waste, he said. “The efforts you have made, you must be paid for that,” he said while promising all necessary support from the Centre. Modi also used the occasion to make an appeal to Maoists and militants to lay down their arms, asking them to reflect if violence has given them anything even though they lost so much. “Pick up plough and give up guns to turn the soil from red to green,” he said.

He said ever since Nagaland has become “opposition-less government”, there was no one to counter the government and ACAUT as an organization has been taking up various issues that were beneficial to the society. Khekiye therefore called

upon the people to wake up and join the ACAUT movement to bring change. One of the petitioners of the PIL, lawyer K. Lun Tungnung said ACAUT will watch whether the government implement the OM or not. In case of non-implementation of the order, it will approach the “Higher Court”, Lun said. Lun disclosed that through RTI, ACAUT will also ask the government to provide exact number of “irregular appointments” in various departments.

Rs 5 cr out of Rs 340 cr RBI cash stolen from train CHENNAI, AUG 9 (PTI): In a daring heist in a moving train, Rs five crore out of Rs 340 crore cash being sent to Reserve Bank of India here from Salem in Tamil Nadu was found stolen On Tuesday, police said. A sum of Rs five crore had been stolen, IGP M Ramasubramani told reporters hours after the incident came to light when four of the 226 boxes stacked with the cash were found tampered with on arrival of the train here. Meanwhile, an RBI official said the train was carrying also soiled notes from Salem to Chennai in 226 boxes with a total value of Rs 340 crore. “Out of the 226 wooden boxes, four boxes were found tampered with soon after the train reached Chennai from Salem,” the official said. Police said an air-vent in one of the three cargo coaches in which the cash boxes were kept was found broken, triggering doubts that someone could have entered from its roof. They suspect that culprits could have entered the coach on the Salem-Vriddhachalam section where trains don’t run on electricity but on diesel locomotives, making it easy for the robbers to make their way from the top. Police said they were probing several angles including how the theft could have happened despite police protection provided to the cash which had both currency notes printed prior to 2005 as well as soiled notes. Currency notes printed prior to 2005 had been ordered to be exchanged by the central bank with June 30 last as the deadline.

CM, NPCC condole Pul’s death DIMAPUR, AUG 9 (NPN): Nagaland chief minister, T. R. Zeliang, has expressed grief over the tragic demise of former chief minister of Arunachal Pradesh, Kalikho Pul. In his condolence message, the state chief minister recalled his close interaction with Pul after he took over as the chief minister of Arunachal and said he was most impressed with his enthusiasm, zeal and dedication to transform his state so the common people could prosper and live a better life. Having risen to the august position from very humble beginnings, the chief minister said Pul knew the problems faced by the rural mass, and was determined to change the face of rural Arunachal Pradesh. Zeliang also recalled the last time they met on July 13, 2016 during launching Ceremony of the North East Democratic Alliance (NEDA) at Guwahati, where minutes before the function started, the Supreme Court passed the decision restoring the Congress Government in Arunachal Pradesh. Zeliang said Pul had come to sit by his side before the function started, and he tried to console Pul by saying that there always would be another day to fight back, and asked him not to lose heart. “Little did I imagine that would be the last time we saw each other!” Zeliang said. In his death, Nagaland chief minister said not only the people of Arunachal Pradesh, but the entire Northeast have lost a youthful and promising leader, who could have taken the region to great heights. The chief minister, on behalf of the people and the Government of Nagaland, conveyed deepest sorrow and heartfelt condolences to the bereaved family members and the people of Arunachal Pradesh. Zeliang also prayed that the departed soul rest in eternal peace. NPCC: Nagaland Pradesh Congress Committee (NPCC) president K. Therie has expressed shock and grief at the sudden and untimely loss of Kalikho Pul. In a condolence message, NPCC president said death of Pul was an irreparable loss for the people of

Arunachal Pradesh and his contributions to the state would be remembered. Describing Pul as a man who followed his heart, Therie said he was compassionate hardworking and committed to what he believed in and served the people selflessly for over two decades. “All rank and file of the NPCC join me in conveying deepest sympathies to the bereaved family members,” state Congress chief said and prayed that the Almighty God strengthen, comfort and console them all through this time of grief and his soul rest in peace.

Pul victim of BJP’s politics: APCC

Demanding a proper inquiry into Kalikho Pul’s alleged suicide, Assam unit of Congress said BJP’s “undemocratic and twisting politics” have claimed the life of the former Arunachal Pradesh Chief Minister. “He (Pul) was a victim of undemocratic practices of BJP. He was a very simple person and was not used to such twisting of politics by such a big political party,” Leader of Opposition in Assam Assembly Debabrata Saikia told PTI here. The ups and downs in last eight months have actually claimed Pul’s life, he added. “When he drifted away from Congress with some colleagues, BJP and NEDA (North East Democratic Alliance) claimed it as a grand success on Pul’s shoulder,” Saikia said. He said Pul was a good and sincere Congress worker, who served the party well for a long time. “With their aggressive politics, BJP tried to destabilise the governance. The region is not accustomed to such practices,” the senior Congress leader said. Demanding a proper inquiry into circumstances behind his death, Deputy Congress Legislature Party leader Rakibul Hussain said the news of Pul’s demise was very “sad, sudden and shocking”. “We are getting contradictory reports on how he died. We demand that an appropriate enquiry should take place. Only a proper probe will ascertain if it was a suicide or there was some foul play,” the former Congress Minister said.

Zakir ’s aide, 3 others booked by Mumbai police

MUMBAI, AUG 9 (PTI): A case has been registered by city police against an employee of controversial preacher Zakir Naik’s Islamic Research Foundation (IRF) and three others, including two arrested earlier by Kerala police in connection with alleged ISIS recruitment, a senior official said today. Based on a complaint lodged by father of Ashfaque, one of the 21 youths from Kerala reported missing and suspected to have joined ISIS, a case was registered yesterday against IRF employee Arshid Qureshi, Rizwan Khan and two others at Nagpada police station, the official said.

States asked to conduct re-survey of manual scavengers

NEW DELHI, AUG 9 (PTI): Centre has asked states to conduct re-surveys to identify people who practice manual scavenging as the total number of such persons known officially at present “may not be correct”, a senior official said on Tuesday. “The number of identified manual scavengers across the country is little over 12,000. Uttar Pradesh alone has 10,000 manual scavengers. But the actual number of people who are practicing manual scavenging could be much more than that. “We have requested all the states to take into account details with safai karmachari andolans (organisations representing sanitary workers) and others (to arrive at correct figures),” Anita Agnihotri, Secretary, Ministry of Social Justice and Empowerment said. The official made the remark during a press briefing called to inform about Swachhta Pakhwada

Anita Agnihotri (Cleanliness Fortnight) observed by the Ministries of Civil Aviation and Social Justice and Empowerment. Secretaries of Civil Aviation and Drinking Water and Sanitation

Ministries, Rajiv Nayan Choubey and Parmeswaran Iyer, were also present on the occasion. Agnihotri said the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013’ (MS Act, 2013), which prohibits employment of a person as manual scavenger, suggests two ways of identifying people into the practice -- self identification and through surveys by civic bodies. “Very often people who are genuinely into manual scavenging don’t come out as the act already got the practice banned and the actual figures don’t come out. Hence, the safai karmachari andolan working all over the country should come along,” she added. To a question, the official said it is not possible to eradicate the practice of manual scavenging until the cleanliness system becomes mechanised completely. Agnihotri informed the Social Justice

and Empowerment Ministry observed the Pakhwada between July 16 and July 31 at various locations in Delhi, Moradabad and Gurgaon. The National Safai Karmacharis Finance and Development Corporation, which is under the Ministry, had also organised five awareness camps themed ‘Rehabilitation of Manual Scavengers’ in five districts of Uttar Pradesh -- Bijnor, Moradabad, Sambhal, Rampur and JP Nagar. During a July 31 event in Moradabad, Union Social Justice and Empowerment Minister Thaawarchand Gehlot flagged off e-rickshaws provided to 36 manual scavengers and their dependents, an official statement said. Choubey said the Civil Aviation Ministry observed the fortnight across airports managed by AAI. The Ministry has also adopted 20 villages for making them open defecation free (ODF) as part of its cleanliness activities.

Speech needs action

t was a crystal clear warning by prime minister Narendra Modi against the gau rakshaks who have been taking law into their own hands –beating and even causing fatal injury on those transporting cows, or those who deal in cow skins (that earn huge export revenue for India). Modi’s warning was well taken throughout India and while speaking against it, he proved it once again (as in umpteen number of times) that he is indeed a superb orator but one who puts a dash of well choreographed emotional display for effect. The prime minister’s speech came against the back drop of the brutal assault on seven Dalits (who high caste Hindus consider as untouchables) in his home state of Gujarat on July 18. After beating the Dalits, the cow protectors paraded four of them, who are brothers, and beat them all the way to Una town police station. Their crime? They were caught with some cow skins never mind the fact that the victims were just carrying on their legitimate business of skinning dead cows. As video grab of the assault hit national television channels, the national shame took the form of debate over the reasons and less about putting all self-styled enforcers donning the cloak of protectors and defenders of their religious beliefs, behind bars. The prime minister’s speech may have stirred the hearts of many as much as it failing to convince many critics since it was seen as a means to assuage the Dalits. The Dalits have a sizeable vote in UP where election is due in 2017 and it was perhaps politically expedient to send the right message to Dalits who are largely expected to vote for Mayawati’s BSP. However it would be also wrong to doubt the sincerity of the prime minister when he repeated twice in urging “gau rakshaks” not to attack Dalits and slammed them for their lack of real love for the cow. The prime minister took an emotional run at the incidents when he said it would be better to shoot him than the Dalits – a line which was reminiscent of Mahatma Gandhi who said he would rather the cow be killed than a human being in the name of the cow. Ruling party members, including legislators, who attracted condemnation for speaking or participating to reaffirm HIndutva ideals, were described as fringe elements. This raises a curious situation of the BJP having a fringe that is so central and large in size that it overshadows the party and government repeatedly. Modi’s speech would have done much to remind and promote Gandhi’s ideals had he responded when a Muslim in Dadri was lynched in Bisara village UP last year. There were also incidents where two Muslim men were forced to eat cow dung for transporting beef in Haryana, which is ruled by the BJP. The same year, a Muslim was beaten to death and four others injured when they were accused of alleged cow smuggling by a group of self-proclaimed cow protectors. Hopefully the home ministry would pass strict orders to all states to protect Dalits and throw the book at those cow protectors who take the law into their own hands. The issue of Dalit atrocities is not new and perhaps will not end overnight but Modi’s speech is one step forward and more steps are needed.

DailyDevotion Prayer in the Father’s Hearing Jesus lifted up His eyes and said, “Father, I thank You that You have heard Me.” —John 11:41 When the Son of God prays, He is mindful and consciously aware of only His Father. God always hears the prayers of His Son, and if the Son of God has been formed in me (see Galatians 4:19) the Father will always hear my prayers. But I must see to it that the Son of God is exhibited in my human flesh. “…your body is the temple of the Holy Spirit…” (1 Corinthians 6:19), that is, your body is the Bethlehem of God’s Son. Is the Son of God being given His opportunity to work in me? Is the direct simplicity of His life being worked out in me exactly as it was worked out in His life while here on earth? When I come into contact with the everyday occurrences of life as an ordinary human being, is the prayer of God’s eternal Son to His Father being prayed in me? Jesus says, “In that day you will ask in My name…” (John 16:26). What day does He mean? He is referring to the day when the Holy Spirit has come to me and made me one with my Lord. Is the Lord Jesus Christ being abundantly satisfied by your life, or are you exhibiting a walk of spiritual pride before Him? Never let your common sense become so prominent and forceful that it pushes the Son of God to one side. Common sense is a gift that God gave to our human nature— but common sense is not the gift of His Son. Supernatural sense is the gift of His Son, and we should never put our common sense on the throne. The Son always recognizes and identifies with the Father, but common sense has never yet done so and never will. Our ordinary abilities will never worship God unless they are transformed by the indwelling Son of God. We must make sure that our human flesh is kept in perfect submission to Him, allowing Him to work through it moment by moment. Are we living at such a level of human dependence upon Jesus Christ that His life is being exhibited moment by moment in us?

Quotes The purpose of life is not to be happy — but to matter, to be productive, to be useful, to have it make some difference that you have lived at all.

Post-mortem

A specter haunts Nagaland

F

ifteen minutes of Assembly session! A master stroke or an act of stupidity and naivety? Guess we’ll leave that to our own imaginations! However, there is no denying the fact that there could be no ultimate mockery than that (Yes, not the first time). All problems and issues of importance have been brushed at once under the carpet. Such impunity and arrogance on the part of the Nagaland state legislators. No one to answer to, nothing to be held accountable for. Ah! Talk about life’s many blessings! It’s a one way street for all of them. For want of words (and also because I ain’t got much of a choice either..unfortunately) , allow me the unnecessary honor of addressing them as ‘our leaders’. Our leaders are of the most incapable breed and stock of all there is. They are nothing less than the feudal lords of Medieval Europe and zamindars of preindependence India. All they do and yearn for is exploit the masses-day and night. This is what they live forfatten themselves and their families. They go to sleep every night devising new means of extracting money and wake up in the morning with a solution to it. So, in between all these, how do you ever think or possibly imagine that there will be any sort of development and progress in our beautiful little cursed land? Anyway, the less said about them, the better. So, let me abruptly stop here. All roads lead to Rome and all problems in Nagaland lead to one source-the public. You see, we are what is wrong with our Naga society. We have allowed our leaders to exploit us. Everything they are today is all because of us. The

only way to stop such practices is to do the reverse of what we have been doing to them. Basically, there is a need to reform ourselves. We can’t go on building bridges and burning them down at the same time. There has to be a start somewhere. What better time than now? The idea is to stop selling your precious vote to the highest bidder. Your vote could be up for grabs but not for sale. If only you realized what your single (and precious) vote could do! You have every power and right in the world to determine your fate with your vote. Ah! The beauty of democracy indeed! If you want good roads, good universities, good colleges and a good transport system, start utilizing your right to vote. Don’t even think of selling it. The moment you sell it, your future is compromised. Your right to vote is your right to life-a life of dignity and self-respect. No force on earth can stop you from voting. And also, please don’t sell your precious vote to the candidate who showers you with unlimited MC Rum and pork. The fate of Nagaland will be determined by our votes, by us-the common man. Whether the future looks rosy or bleak, it all depends on us. They come to us with promises of jobs and money but that is simply not the way of getting things done. If you so care for our future generation, start doing the right thing. If we continue to be rotten to the core, soon there will be nothing left of us and Nagaland. Our land will be exploited by outsiders and we will be slaves on our own land. Seems farfetched? Didn’t think so either! Let us stop this madness together. For, change is the only thing in this world that is constant. Step by step, things can

Dept of HE clarifies on post matric scholarship

T

he full text of the press release issued by the Directorate of Higher Education, Nagaland on the issue of full fee re-imbursement under the terms of the Centrally Sponsored Scheme - Post Matric Scholarship as claimed by certain section of Naga students studying at Mewar University, Chittogarh: Rajasthan is as follows: “The Department of Higher Education would like to clarify the misconception on the recent issue that has been published in the Local Newspapers dated, the 23th july 2016 with regard to full fee reimbursement under PMS-ST Students. It is to be mentioned that: 1. The ENSF (Dimapur Unit) had signed MOU with private College and University like DJ College, Delhi and Mewar University, Rajasthan which was purely a private affair or business between the two groups. The Department of Higher Education came to know only when problem surfaced between the two Groups due to non reimbursement of fees in full. 2. The two Signatory groups blames the implementing Government department for non-release of full fee reimbursement to the students who were sent by the ENSF (Dimapur Unit) on their own arrangement following their MOU with the Institution/ University mentioned in Point No.l, while the Government has released scholarship to those students as per the existing rates that is common to all the students except those that comes under PRO-RATA. 3. It is to be mentioned that, students sent by any department through departmental exam, the concerned department is responsible to bear the PRO-RATA which covers all the other expenses of the students besides the maintenance fee and the obligatory fee. However, under the Centrally Sponsored Scheme of PMS (ST) the implementing Department strictly adhere to the rate of fees fixed by the

A

State Government. Therefore, the Department cannot give full reimbursement of fees not only to students of Mewar University but also to the students studying in other Colleges and Universities. 4. The present funding pattern is such that; the Central share is 90% funded by the Government of India and the State share is 10% funded by State Government. Therefore, the decision to fix the rate of fees totally depends upon the State Government. 5. It is also confirmed from the other neighbouring North-Eastern States that, such similar cases were also there in their respective State but unless the students were being sent by the Govt, department or through the State Government initiative, the students are not being paid full reimbursement. 6. It is also to be mentioned that the State Government had already constituted a committee headed by the Chief Secretary as the Chairman and discussed the matter relating to reviewing of Scholarship rate paid to the students under obligatory fees. The Committee had already agreed to enhance the obligatory fee component. The Department is waiting for the issue of the order. 7. Lastly, the Department of Higher Education would like to clearly clarify that in the recent meeting cum workshop held at Delhi on 29th July 2016, organised by the Ministry of Tribal Affairs, the representatives of Nagaland during the discussion hour raised this very issue and it is confirmed in the presence of Joint Secretary and Director, Ministry of Tribal Affairs that under PMS-ST Scheme, Students cannot claim for full reimbursement of fees but only as per the rate fixed by the State. The Ministry also instructed the concerned Department to send all complaint related matters to the Ministry through proper flannel for further necessary action.” (Issued through DIPR)

change for the better. Let us not be on the wrong side of history where our future generation condemns us to the depths of hell. Let us be the change that we desperately want to see. There is no shortcut out of this misery that we are suffering from currently. The NBCC can do all it wants but change can never be forced upon. It must be realized by us on our own. For all we know, the general attitude of the Naga public toward the NBCC is that of skepticism and cynicism. The NBCC has failed to live up to its name and reputation and naturally, people are upset and feel let down. Most Nagas want to know the stand of the NBCC on taxation by the NPGs on the Naga public that is so crippling our homes and the economy. So far, nothing concrete but then again, nothing surprising. But, enough of NBCC! As mentioned earlier, Nagaland needs change and ever so desperately. Change-where we are more responsible, our representatives are more accountable and where we have a transparent system in order for our society to have an all-round development and progress. Yes! This is indeed possible and it has to come from us. We need to do it for ourselves; to secure our present and future, to secure our land and our future generation. Rise up, for we have nothing to lose but only the chains of bondage! For all the sacrifices that we make-big or small-our future generation will look back on us with appreciation and might even probably say,” We are what we are, because of who they were”. Long Live Nagaland! I Longkumer

Response to Rengma Hoho

he Hovukhu Village is compelled to respond to the fallacious allegations hurled at us by the President and General Secretary of Rengma Hoho through local dailies dated August 4, 2016 (Morung Express) and August 6, 2015 (Nagaland Post) under the captions “Foot Hill Road: Rengma Hoho seeks Sumi Hoho’s intervention” and “Foot hill road issue: Rengma Hoho appeals to Sumi Hoho” respectively. Accusing Hovukhu village of derailing the Nagaland Foothill Road Project by Rengma Hoho is rather amusing. In spite of this slander, the Hovukhu village is not interested in mud-slinging but has rather taken this opportunity to make known to the people of Nagaland the steps taken by Hovukhu village for the benefit of the Nagas as a whole. Every Naga knows that the purpose of constructing the Foothill Road is not only to open up huge economic avenues and appropriate road connectivity especially to travelers to the seven districts of Nagaland but also to avoid the inconveniences caused to the people of Nagaland during bandhs and strikes in Assam. Another significant reason for constructing the Foothill Road is due to the lack of appropriate road connectivity that compels Nagas to travel via Assam where they are harassed by Assam Police. Further, the purpose of this road is to keep away from the inter-state permit given at high rates, multiplicity of check posts and octroi duties levied (in Assam and in dispute area manned by Assam Police) that have hindered the road transporters of Nagaland. The Foothill Road is deeply significant for Nagas yet a selfish move by Rengma Hoho is putting the Naga people at risk thus diverting from the main motive of the project jointly

Representation to state mission director RMSA

(Representation for recall/revocation of the Order NO. NLD/ RMSA/IEDSS/SET/2015 16(PT), dated 24.06.2016, terminating the services of the Special Education Teachers (SET) with retrospective effect.) Sir, The undersigned, on behalf of the 360 Special Education Teachers (SET), beg to state on the subject cited above as follows: 1. That the orders by which we have been appointed very clearly lays down the terms and conditions of our appointment and the terms and condition No. 1 of the order provides that “the period of this Special Education Teacher will be Co-Terminus as in the case of any Centrally Sponsored Scheme (CSS) appointment.” This, without any doubt, means so long as the CSS continues our services also shall continue and our services shall be liable to termination only when the CSS comes to an end. 2. That the “Preliminary Findings of Task Force on IEDSS 2013-14” (copy enclosed) in paragraph 5 of the Summary of Findings states in detail the reasons, manner and nature of our appointment which needs no further elaboration. The paragraph 5 is reproduced as follows: “5. The fresh teachers were appointed directly as per the terms and conditions laid down by the Government vide No.DSE/IEDSS/42/2012 dated Nil.OCT.2012 (Annexure-D). In the absence of qualified teachers as prescribed by the Rehabilitation Council of India, the 391 teachers appointed under IEDSS are paid a fixed remuneration of Rs. 8500/- pm. It may also be pertinent to state that the State Government has apprised the MHRD about the dearth of qualified teachers and in this regard Secretary (School Education & Literacy) Ministry of Human Resource Development suggested for training of such teachers through distance learning mode, this has been recorded in the Minutes of the meeting of project Monitoring & Evaluation Group (PM&EG) held on 9th Jan, 2012 (Annexure –E).”

3. That the “Minutes of the Meeting of the Committee Headed by the Chief Secretary to Examine the Report of the Task Force Held on 28th July 2014 at 1230 Hrs in the Conference Hall of the Chief Secretary” (copy) also contains the following findings in respect of the SETs: “(b) Appointment of teachers. Regarding appointment of 1438 in-service teachers, the Principal Director informed that they had not been identified yet and that the figures were only estimates. As regards the freshly appointed 391 teachers, he informed that they did not possess the requisite qualifications, because of which they were being paid Rs. 8,500/- and not Rs. 23,230/- as prescribed by MHRD. It was informed that they would be eligible for payment of the higher amount on completion of the training prescribed by the Rehabilitation Council of India. (d) Requirement to acquire appropriate degrees. It was informed that MHRD had advised the School Education Department to have the 391 teachers trained through distance education mode. However, it was the general view of the members that distance education was not easy, and for a programme relating to the disabled, may not also be appropriate. The Chairman of the Task Force was accordingly advised to explore other options available before proceeding.” 4. That further, the “Report of the Committee Constituted to Examine Matters Relating to Implementation of the Scheme of ‘Inclusive Education for the Disabled at Secondary Stage (IEDSS) in the State of Nagaland” (copy enclosed) contains detailed consideration of the issues involving the IEDSS programme and recommendations have been made. In the report, it is to be found, among others, that the SETs have been appointed on condition that their appointment shall be co-terminus with the project. 5. That it is pertinent to state herein that from 12th to 15th September, 2013, a “Training on Inclusive Education

for Teachers under IEDSS” was conducted for the SETs by the Directorate of School Education and all the teachers attended the programme. At the conclusion of the programme, the teachers were informed that they would be sent for training in batches to undertake the Foundation Course on Special Education at the expense of Department. Thereafter, the list of teachers to be sent for the training was also prepared, but for reasons known only to the Department, no teacher was sent to undergo the Training. 6. That finally, sometime in the beginning of 2016, we have all been informed orally by Mr. Wobenthung Lotha, the Deputy Mission Director, i/c IEDSS, to undertake the prescribed training at our own expenses and to submit to him the report on the taking of admission to the training course. As directed, we have started the process of admission to the training course. Here it is pertinent to mention that there are no institutions in Nagaland imparting the training in Special Education. So far as our knowledge is concerned, there are few institutions in Guwahati and Shillong where the course is imparted. Therefore, all of us teachers had to approach these institutions for admission, but because of the limited number of seats in the institutions only about 80 to 90 of us who were first to approach the institutions have been able to get admitted and the rest are awaiting their turn. The receipt of admission and authentication letter from the concerned institutions have also been submitted to the Deputy Mission Director. 7. That while matter rests thus, by the “Joint Meeting Minutes Held With the State Vigilance Commission, School Education and Finance Department on 11th March 2016 in the Conference Hall of the Chief Secretary Nagaland”, (copy enclosed) it was decided to extend the service of all genuine SET till March 2016 with no further extension of service as none of the SETs are trained. It was also decided to initiate fresh appointment through open advertisement by April, 2016. As such, by the Order NO.NLD/

BJP Zbto on election of new president

propos the news item “BJP ZBTO district elects new president” published on August 8: 1. That in the absence of the officially elected district president Khuvishe Zhimomi and the district team, how did Shikuto took over the charge of district president Zunheboto and from whom? 2. That, he was unconstitutionally appointed as the adhoc president by some state team and not by central directive as claimed by them. 3. That, as per the BJP constitution he does not qualify for the district president

post.

4. That, when the Nagaland BJP organizational just concluded in November 2015, under the direction and approval of the state and national office respectfully and that all elected members were elected for a term of 3 years i.e. November 2015 to November 2018. Then how did Zunheboto district elect a new district president on August 6? Who was the election officer deputed when the elections are over and the state election office is dissolved till 2018? 5. How and why was

proposed by the ten tribal Hohos. Hovukhu village objected the original alignment of the Foothill Road project in Niuland-Rengmapani sector due to many genuine reasons and this was done in the interest of all the stakeholders. We objected ‘Rengmapani to Old Ralan via Hovukhu’ route opted by the Nagaland Foothill Road Construction Committee (NFRCC) for the following reasons: 1. It will outstretch the road to 17 kilometres. The alignment suggested by Hovukhu village to reach Old Ralan is only 5 kilometres (Hovukhu to Old Ralan). It will lessen 18 kilometres which is a great deal to commuters in many fronts. 2. There is one SSB check post and a CRPF check post (stationed by Assam) in Rengmapani. The route which Rengma Hoho is muttering has to go past these check posts. 3. Whenever there is NagalandAssam dispute/tension, travelers from the seven districts of Nagaland safely commute the road suggested by Hovukhu village as they are harassed and manhandled by Assam Police and CRPF personals while traversing Rengmapani. On April 25, 2016 NFRCC invited Hovukhu village to a meeting and requested for NOC. Accordingly, Hovukhu village gave our assent and generously donated the land that stretches 3 kilometres to construct the segment of the Foothill Road. However, Hovukhu village is now vilified due to its stand to fulfilling the true objective of “Naga peoples Project”, i.e. to benefit all 10 border tribes equally and ensure safety and convenience to the commuters of the Foot Hill Road. Let people be the judge. H Viniho Achumi, Head GB, Hovukhu Village, Niuland Sub Division

the district vice president Vikishe quietly issued suspension notice dated August 6 for his rejoinder that the district executive meeting which was called on August 6 by some unauthorised person was without the knowledge of the district body and therefore null and void. 6. Why the suspension was not put up and discussed during their so-called hand over, take over meeting on August 6 and secretly sends to him which did not follow the rules of suspension if he had to be suspended. 7. That, as per the

press release on August 8 this new team spoke of doing away with misunderstanding amongst party rank and file and about cadre base system then why are they creating misunderstanding among the rank and file of the party workers and where is the cadre base system they talked about? Does it mean removing the senior loyal party workers and the founder of the BJP in the district and taking over by force and violating the party constitution? Khuvishe Zhimomi, president BJP Zbto District

RMSA/IEDSS/SET/2015-16(PT) dated 24.06.2016, our services have been extended upto 31.03.2016 and terminated on expiry of the extension. 8. That it is respectfully stated that the Government of Nagaland is aware that there are no trained teachers available in Nagaland, and because of it, we have been appointed with the knowledge of the MHRD on the condition that we would undergo training subsequent to our appointment. Upon our appointment, we have attended the training on Inclusive Education for Teachers under IEDSS conducted by the Department and have now gained good measure of experience in teaching the Special Students. Further, as per the requirement of our services, we are in the process of undergoing the requisite training. Under such circumstances, it is not only illegal but also malafide on the part of the State to decide to do away with our services with a view to bring in new untrained teachers. Such action is also against the interest of the Special Students, whose right to education is being arbitrarily deprived by the State action of terminating the SETs en masse. 9. That when our appointment is made on the condition that it shall be co-terminus with the IEDSS programme, so long as the programme continues, our services cannot be validly terminated. 10. That the order dated 24.06.2016 being retrospective in operation is utterly illegal and cannot be sustained in any manner. 11. That in any view of the matter, the order terminating our services cannot be sustained. 12. That in the interest of justice, it is urged that the order dated 24.06.2016 be recalled and cancelled. Under the facts and circumstances aforesaid, we respectfully pray that the order dated 24.06.2016 be recalled and cancelled in the interest of justice, for which act of kindness we shall ever remain grateful. MCCI on harassment of traders

DIMAPUR: Expressing concern over growing instances of harassment and exploitation of grocers by “abusive individuals on flimsy grounds almost on a daily basis” in Mokokchung over perceived ‘adulteration’ of rice with PDS rice, the Mokokchung Chamber of Commerce and Industries (MCCI) has stated that the ‘perception’ was a gross “misjudgment” of the situation. In a press note, president MCCI, Tsukti Longkumer and general secretary, Limalenden Longkumer, lamented that grocers were being accused, without any evidence, of adulterating rice with “PDS rice” and were often being abused and victimized for no fault of theirs at all. In this regard, MCCI, “being the custodian of preserving traders’ rights,” has warned that while it considers all customers as esteemed guests and was committed to

best serve the people, it shall take its own stand when its rights were being violated or abused. MCCI also cautioned anybody accusing a trader of selling “adulterated rice” without any evidence could be taken to task for slander and defamation. The chamber maintained that natural causes like precipitation and humidity may deteriorate the quality of rice or any product which, however, does not mean that traders were “adulterating” the rice. It also stated that grocers selling rice in Mokokchung town were neither producers nor manufacturers of rice but mere traders buying from dealers and agencies and reselling them to customers. Therefore, packaging and manufacturing defects, if any, should not be misconstrued as “adulterated rice,” MCCI said. Stating that rice buyers were given absolute liberty to

choose and pick any bag of their choice in any grocery, therefore when a buyer is satisfied with the product of his choice and makes purchase, the transaction ends there. Therefore, MCCI and the grocery traders selling rice have resolved that rice bags once purchased by a buyer after being satisfied with the quality of the product in the first place shall not be accepted back if returned by the buyer under any circumstances whatsoever, it stated. MCCI, while stating that it respect its customers and their rights, warned it will not shy away from safeguarding its rights either. Further, MCCI reminded all concerned that it stands for ethical business practices in the service of the people. As such, any trader found indulging in unethical and illegal business practices prohibited by law shall be dealt with sternly, MCCI warned.

arrested person. He further said that the arrested person has to be produced before the Judicial Magistrate within 24 hours of his arrest and only then police could pray for remand of the arrested person. Panel lawyer Neiteo Koza spoke on “Laws of Consent, Confidentiality and Discrimination.” Kezo stated that based on the autonomy and bodily integrity every person has a right to determine what should be done to his body.

She said that all medical treatment and surgical procedure involve interference with the body therefore consent was required; consent could be given by any adult and in the case of minors and mentally challenged the parents or guardian can give before any medical treatment or surgical procedure was conducted. She also dwelled on the various aspects of doctorpatient confidentiality, discrimination against patients etc. “A patient suffering from

any ailment has a right to get treatment and no person can be denied employment in the public sectors just because he/she is suffering from HIV/ AIDS and that person living with HIV/AIDS can use a pseudonym before the courts if they do not want to disclose their identity,” she informed. Earlier, the programme was chaired by panel lawyer Temsu Walling while councillor, Kripa Foundation, Kohima, Bange, delivered the welcome address.

Mumbai, Aug 9 (PTI): Dollar selling by banks and exporters towards the close of market helped rupee recover from early losses and settle flat at 66.84 against the US currency. Fag-end dollar selling dollars on the back of partial recovery in equity markets as RBI kept key policy rates unchanged helped the rupee’s recovery, a forex dealer said. The rupee had dropped to 66.98 a dollar on dollar demand from banks and importers ahead of announcement of RBI policy in the morning. The Reserve Bank of India kept its benchmark lending rate viz. the repo rate unchanged at 6.5 per cent after a monetary policy review today. After the policy announcement, the rupee recovered to 66.83 per dollar on fag-end selling of dollars in view of part recovery in the equity market.

other two members from the RBI will be the Governor and the Deputy Governor in charge of monetary policy. “With the formation of the MPC, the Government and the RBI will have completed a fundamental institutional reform, which modernises India’s monetary policy framework and builds a platform for strong and sustainable growth,” Rajan said. Asked what will be his advice to successor against inflation, Rajan said: “I don’t advice my successor”. Moving towards the new regime, the government last week notified 4 per cent inflation target for the next five years, based on which the MPC would take its monetary policy decisions going forward. thus fixing the upper tolerance level at 6 per cent till 2021, is being seen as government putting the seal on outgoing Governor’s inflation-first model of monetary policy. In accordance with a monetary policy framework agreement it had entered into with the Reserve Bank in February last year, government notified consumer price inflation target of 4 per cent for the next five years, with an upper tolerance level of 6 per cent and lower tolerance limit of 2 per cent. The Monetary Policy Committee (MPC) will set interest rates by majority, with a casting vote for the central bank governor in the event of a tie. Out of six members of MPC, three will be from RBI – the Governor, who will be the ex-officio Chairperson, a deputy governor and an executive director.

Mumbai, Aug 9 (PTI): RBI Governor Raghuram Rajan, who unveiled his last monetary policy before exiting next month, today said a broadbased multi-member panel will decide on the interest rate at the next review on October 4. Rajan, who demits office after completing his 3-year term on September 4, said that half of the six-member monetary policy committee (MPC) are already in place and the government will name its nominees shortly. With the setting of MPC, the interest rate setting powers would move from RBI Governor to the panel. “I think there is some likelihood that the next decision will be made by the MPC rather than an individual. If that is the case, there would be six people sitting together and deciding what the path of interest rates will be. I think, we should expect them to take an independent decision and I am sure they will,” Rajan said. Pressed further as to why he is so hopeful that the next policy would be by the MPC, Rajan said except the selection of three members that the government has to decide on everything is in place. “The process has already started. It is not going to take a long long time to do that,” he said at the customary postpolicy press conference. On the RBI’s side, Rajan said, the Board has selected Michael Patra to be the RBI Board nominee on MPC. The

Islamabad/Quetta, Aug 9 (PTI): Lawyers in Pakistan today boycotted courts and staged countrywide protests against the killing of their colleagues as a shocked nation mourned the death of 74 people in a horrific suicide bombing at a hospital in restive Balochistan province. The national flag flew at half-mast as the government announced a national mourning. The Baluchistan government also announced a three-day mourning for those killed or injured and educational institutions remained closed in the province. Anwar ul Haq Kakar, a provincial spokesman, said, “Our resolve is strong to fight terrorism and terrorists and the government is clear such cowardly attacks will not stop us from continuing the operation against militants in the province.” A suicide bomber yesterday struck 200 lawyers who had gathered outside the emergency ward of civil hospital in Quetta after a senior lawyer was shot dead, killing at least 70 people, including 40 lawyers. The attack also left close to 115 people injured. Four more persons injured in the blast succumbed to the injuries today. Taliban’s Jamaatul Ahrar faction and Islamic State extremists claimed responsibility for the attack.

Prime Minister and CPN-Maoist Centre chairman Prachanda, during a meeting with delegates from China Institute of Contemporary Relations at the Prime Minister’s official residence here told them that he was “keen to welcome the Chinese President Xi Jinping,” who is expected to visit Nepal in a couple of months. “Nepal wants to develop a reliable and long lasting friendship with the northern neighbour,” Prachanda said, adding “he wants to develop trilateral relations with the two big neighbours India and China”. The delegates from the state-run Chinese think-tank told Prachanda that “China wanted to establish a constructive and sustainable relations with Nepal,” according to a statement issued by the Prime Minister’s office. They also expressed desire to exchange experience and knowledge regarding the post-earthquake construction, to extend cooperation and to help Nepal in mega projects. Toyokazu Ihara, 80, who survived the Nagasaki bombing, used his address to call for abolition of nuclear weapons and world peace.

Ankara, Aug 9 (AFP): Turkey warned the US today not to sacrifice bilateral ties over Pennsylvania-based preacher Fethullah Gulen, whom Ankara blames for the July 15 failed coup and wants to see extradited to face trial. “If the US does not deliver (Gulen), they will sacrifice relations with Turkey for the sake of a terrorist,” Justice Minister Bekir Bozdag told reporters during a televised briefing in the capital Ankara. Turkey has repeatedly pressed Washington to extradite the 75-year-old cleric to face trial over the attempted putsch, which saw a rogue military faction try to oust President Recep Tayyip Erdogan. Baluchistan Home Minister Mir Sarfaraz Bugti said there were indications that foreign elements were behind the suicide attack. “Our province has been targetted by foreign elements who want to subvert the CPEC and cause law and order situation in Balochistan,” he said. The Balochistan police asked the provincial government to constitute a Joint Investigation Team (JIT) to probe the attack. It would comprise experts from civil and military departments. Prime Minister Nawaz Sharif chaired a high-level security meeting in Quetta yesterday and ordered all state security institutions to respond with full might to eliminate terrorists. “Terrorists are using innovating measures by hitting soft targets and one must respond in an advanced coordinated way,” he said.

knowledge about and belief in the US laws and US institutions, including religious tolerance, freedom of the press and an independent judiciary. “He lacks self-control and acts impetuously. He cannot tolerate personal criticism. He has alarmed our closest allies with his erratic behaviour. All of these are dangerous qualities in an individual who aspires to be President and Commander-in-Chief, with command of the US nuclear arsenal.” Trump hit back at the stinging rejection, calling the group “nothing more than the failed Washington elite looking to hold onto their power” and saying they should be “held accountable” for making the world less safe. He said they were the reason the world is “a mess.” The major setback for Trump was followed by top Republican Senator Susan Collins saying she would not vote for him as he lacks the “temperament” and “judgement”

The letter questions his knowledge of and belief in the US Constitution, and says he has “demonstrated repeatedly that he has little understanding” of the country’s “vital national interests, its complex diplomatic challenges, its indispensable alliances and the democratic values’ on which the foreign policy should be based. It further laments that “Mr. Trump has shown no interest in educating himself ”. In its statement issued yesterday, the group said Trump appears to lack basic

Beijing, Aug 9 (PTI):India should avoid “unnecessary entanglement” in the South China Sea dispute during Chinese Foreign Minister Wang Yi’s visit to New Delhi to prevent it becoming yet “another factor” to impact bilateral ties, a staterun Chinese daily said today. “India may want to avoid unnecessary entanglement with China over the South China Sea debate during Wang’s visit if the country wishes to create a good atmosphere for economic cooperation, which would include reducing tariffs on made-in-India products exported to China amid the ongoing free trade talk known as the Regional Comprehensive Economic Partnership,” an article in the state-run Global Times said. “India is expected to allow only moderate tariff reduction on made-in-China products under the talks in a bid to preserve its domestic industries. If India wants China to be more generous in terms of tariff reduction, it would be unwise for the country to let its relationship with China deteriorate further at this moment,” it said. The daily said it is puzzling that India is focusing on the South China Sea issue at this moment, a move which it said might risk “unnecessary side effects” to bilateral ties and potentially create obstacles for Indian exporters hoping to increase their presence in China, the world’s second largest importer.

Turkey warns US not to ‘sacrifice’ relations for sake of Gulen Ankara, Aug 9 (AFP) Turkey warned the US today not to sacrifice bilateral ties over Pennsylvania-based preacher Fethullah Gulen, whom Ankara blames for the July 15 failed coup and wants to see extradited to face trial. Gulen strongly denies Ankara’s accusations and his lawyer last Friday said Turkey had failed to provide “a scintilla” of proof to support its claim. Bozdag asked rhetorically how the United States would react if a person responsible for violence in their country was being hosted by Turkey. “What if there was an attempted assassination of (President Barack) Obama while he was on holiday with his wife and children, if the White House was bombed, if tanks were driven over people, if soldiers shot at people from helicopters and the terrorist head responsible for all this was in Turkey?”

Trump gets blow from partymen

Washington, Aug 9 (PTI): Fifty top Republican national security experts, including veterans from Nixon to Bush administrations, have come out openly against party nominee Donald Trump, who they say would make “the most reckless president in American history” if elected. The reality TV star “lacks” the required character, values and self-control, said the group as it listed “dangerous qualities” in an individual “who aspires to become President and Commander-inChief, with command of the US nuclear arsenal” that could the country’s safety to risk. “None of us will vote for Donald Trump,” said the group, that includes former homeland security chiefs, intelligence directors, senior presidential advisors and a former US trade representative, in a major blow to the 70-year-old real estate tycoon-turned politician from the party itself. They signed an open letter declaring that the reality TV star “lacks the character, values and experience” to be president and would “weaken the US’ moral authority”. “From a foreign policy perspective, Trump is not qualified to be the President and Commander-in-Chief. Indeed, we are convinced that he would be a dangerous President and would put at risk our country’s national security and well-being. “Most fundamentally, Trump lacks the character, values, and experience to be

Led Zeppelin lose fight to recoup legal fees from Stairway trial

Sia to headline Free Abortion Rights concert

“W he judge overseeing Led Zeppelin’s Stairway To Heaven copyright trial has rejected the group’s attempts to recoup almost $800,000 (£620,000) in costs. While the rock legends were found not guilty of plagiarising Spirit’s song Taurus in June, Judge R Gary Klausner said the case was not frivolous. He ruled there was no evidence that the estate of Spirit guitarist Randy Wolfe “harbored nefarious motives”. For that reason, the estate was not obliged to repay the band’s legal fees.

The trust for Wolfe, who was better known as Randy California, claimed Led Zeppelin’s Jimmy Page and Robert Plant stole the opening riff for 1971’s Stairway to Heaven from Taurus, a short instrumental released three years earlier. But a jury found that Taurus “was not intrinsically similar” to Stairway’s opening. Page and Plant, along with their publishing company Warner/Chappell, sought to recoup $793,000 following the verdict, arguing that their insurance company would not cover the legal fees because the

Rs 23 lakh on day one, thanks to the word-of-mouth buzz. By the end of its first weekend, the bio-drama rang up nearly Rs 1.25 crore. The rest — The Legend Of Michael Mishra (Rs 50 lakh), Fever (Rs 75 lakh) and Hai Apna Dil Toh Awara (figures unavailable) — failed to excite the audience. Hollywood release Suicide Squad starring Will Smith and Margot Robbie collected Rs 9.75 crore. Trade expert Amod Meh-

So, even if critics praise a film, the audience shies away from it since they are not even aware that it has released — like the sincerely made Budhia Singh - Born to Run. It earned positive reviews, but the collections were not good enough for it to be declared ‘safe’. The other three releases were plain disasters.”

hinedown’s Brent Smith says they try to focus on their fans 100%. The singer says making fans their main priority reminds them to stay positive in an uncertain music industry. When asked if anything still surprises him after more than 20 years as a musician, Smith tells Full Metal Jackie: “I’ve got to be honest with you, there’s not a lot that surprises me anymore. I don’t really take the calls anymore where somebody gets on the phone with me and says, ‘Are you sitting down?’ It’s not necessary for me anymore. “There’s always twists and turns, and you’ve got to learn how to be as positive as you can be, because the industry can be really, really negative. But I always think about it from the fact of the matter that I’m still the 15year-old kid in the middle of the audience looking up at the artist that I’m watching, and I’m still just enamoured by that. “That’s what we really

try to do day in and day out – make sure that the audience is 100% taken care of at all times.” Singer and guitarist Zach Myers also said last month that honesty and writing about personal experiences is the key to Shinedown’s success. He said: “It’s that raw honesty that connects me to music. So, when we make music, we’re going to write about what we’ve experienced or gone through. “We’re not going to go, ‘Oh, this is on TV’ – we’ve never been able to write about

outside subjects. I think our fans can tell that it keeps us honest to who we are.” Shinedown are currently touring the US with Halestorm and Black Stone Cherry. They’ll then hit the road with Five Finger Death Punch in October and November.

Anderson reclaims No 1 Test bowling ranking

De Boer confirmed as new Inter Milan coach

Dubai, Aug 9 (Agencies): James Anderson reclaimed the No 1 Test bowling ranking following his efforts in England’s victory over Pakistan on Sunday. Anderson’s four wickets in the 141-run victory over third-ranked Pakistan earned him six points in the official rankings which edged him ahead of Indian spinner Ravichandran Ashwin, who snared six wickets against the lower-ranked West Indies. Australia’s Mitchell Starc, Sri Lanka’s Dilruwan Perera and Chris Woakes of England are the other bowlers to make impressive gains in the latest rankings released on Monday. Starc took 11 wickets in the Galle Test against Sri Lanka which guided him up eight places, Perera is up 11 spots following his 10 Australian wickets, while Woakes, who started 87th, has broken into the top 20 for the first time. His five wickets in Birmingham helped him rise three places. He now has 39 wickets in 11 Tests, including 31 in five home Tests this season. The world’s top Test batsman is Australia’s Steve Smith, ahead of England’s Joe Root and New Zealand captain Kane Williamson. West Indies’ Roston Chase, who scored a match-saving 137 not out against India, has rocketed 72 places to share 65th with Alex Hales of England, while Pakistan opener Sami Aslam, who scored 82 and 70 at Edgbaston, has returned to the rankings in 67th spot.

Frank de Boer Milan, Aug 9 (Agencies): Frank de Boer has been officially confirmed as the new head coach of Inter Milan on a three-year contract. The Dutchman will be unveiled by the Serie A club at a news conference on Tuesday afternoon and was approached to become the next Nerazzurri boss after Roberto Mancini’s departure on Monday. Former Manchester City manager Mancini left the San Siro by mutual consent due to a breakdown in his relationship with the board. A statement on the club’s website confirmed De Boer’s appointment as his successor had been rubber-stamped under ambitious new owners Suning Holdings. “[Frank] de Boer will join the Nerazzurri on a threeyear contract and will take charge of first team training this afternoon,” a statement read. “The Dutchman brings with him a wealth of international experience having played at the highest level for

both club and country. As head coach of Ajax De Boer won four consecutive Eredivisie titles between 2011 and 2014.” In a brief video posted on the club’s Twitter feed on Monday night the former Netherlands defender, who left his role as Ajax manager in May, said: “Hello Inter fans, I’m very happy to be here and I hope to see you soon.” The 46-year-old earlier told reporters waiting for him in the airport: “I hope I can achieve a lot of success here. I’ll see you tomorrow at the press conference!” De Boer had been linked with Premier League clubs Everton and Southampton before those vacancies were filled by Ronald Koeman and Claude Puel respectively. Mancini’s relationship with Chinese company Suning Holdings broke down over the summer. When Suning Holdings approached Indonesian businessman Erick Thohir and bought a majority stake at the San Siro in June, Mancini was promised a large transfer budget but only managed to secure one major signing, bringing in Italy midfielder Antonio Candreva from Lazio for £18.7m. The former Sampdoria and Leicester striker claimed the Scudetto three times during his first tenure as Inter boss but the side finished eighth in 2015 and fourth the next year despite leading the table heading into the winter break.

Rio de Janeiro, Aug 8 (IANS): Swimmers Shivani Kataria and Sajan Prakash were knocked out of their respective categories on Monday, ending India’s campaign in the discipline at the Rio Olympics. She then posted a time of 1:34.95 minutes to reach 150m and eventually completed it in 2:09:30 minutes to finish second in the heat. Kathleen Ledecky of the US clocked 1:55:01 minutes to top the list followed by Australia’s Emma Mckeon at the second spot in 1:55:80 minutes and Sweden’s Sarah Sjostrom ended third in 1:56:11 minutes. Meanwhile, in men’s 200m butterfly event, Prakash finished four th clocking 1:59:37 in his heat and overall 28th to bow out of the competion. The Kerala swimmer got off to a poor start as he failed to feature in the top three even after the first 100m of butterfly heat. Hungarians Tamas Kenderesi and Laszlo Cseh topped the list clocking 1:54:73 and 1:55:14 minutes respectively while South African Chad Guy Bertrand Le Clos took 1:55:57 minutes to come third.

doubles by Brazilian pair Bruno Soares and Marcelo Melo. The world No 1 was back in action the day after he left the Olympic Tennis Centre in tears following his defeat to Juan Martin del Potro in the singles. That was a defeat he described as “one of the toughest” of his life as his wait for an elusive Olympic gold medal continues. The oppor tunity to win one in the men’s doubles alongside 40-year-old Zimonjic went begging too, after the duo were brushed aside 6-4 6-4 in the second round by the third seeds, inside 73 minutes. Djokovic, who has confirmed he will not be playing in the mixed doubles, has only won one Olympic medal - bronze in 2008 in singles. He will be 33 when the next Olympics in Tokyo take place in 2020. The Brazilians are having a superb doubles tournament - Thomaz Bellucci and Andre Sa knocked out Jamie and Andy Murray in the first round.

from the start. Britain attacked with regularity and intruded the Indian circle with using both the flanks to the maximum. However, India’s defence managed to keep the goals away in the first quarter and in the second quarter too, the story didn’t change. But the scoreline did. Britain managed to find two goals within a space of just three minutes. Ansley successfully converted their penalty corner in the 25th minute. Two minutes later, Nicola fired a field goal from a tight angle to double the advantage. After the 10-minute break, Britain continued on their offensive play and found their third goal just three minutes into the third quarter when Danson hit a field goal past Indian custodian Savita. Later, India managed to earn two penalty corners but they were not utilised as the Britain defence stood strong. Britain, despite a 3-0 lead, didn’t sit back and attacked at the Indian post even though they were not able to add any more goals. India’s hunt to find their first goal continued till the end as the y lost 0-3. In other Pool B match, the United States defeated Australia 2-1. In Pool A action, Germany beat New Zealand 2-1, while defending champions the Netherlands thrashed South Korea 4-0, thanks to a hat-trick from Kelly Jonker.

Chief Minister T.R Zeliang giving away awards during the cash award distribution ceremony at Indira Gandhi Stadium, Kohima on Tuesday.

Correspondent KOHIMA, AUG 9 (NPN): Altogether 305 sportspersons and a coach of Nagaland were today felicitated by Department of Youth Resources and Sports for bringing laurel to the State since 2013 to March this year. These sportspersons from 15 disciplines won medals in international, national and regional sporting events. They were handed over a total cash award of Rs 58 lakh and citations by state Chief Minister TR Zeliang, the department’s parliamentary secretary Khriehu Liezietsu, and others. Speeaking at the award ceremony, Chief Minister T.R Zeliang asserted that sportspersons, like other performing artistes, are the ambassadors of the state as people from across the country and the world come to know more about the positive aspects of the state and its people through them. He said nations fight for fame and honour not in conventional battlefields but in the arena of sports.

The medalists deserve not only recognition and awards but also appreciations from everyone, said Zeliang. While lauding all the medalists who have been committed in their profession over the years and bringing laurels to the State, he called upon the winners not to rest on their achievements but to strive harder in order to achieve greater heights in the coming days. The Chief Minister said that the government of Nagaland has instituted the cash awards in the year 2006-07 with the sole intention to recognize and encourage the sportspersons in the State. Naga sportspersons are second to none, said Zeliang and further expressed hope that “our sons and daughters” would receive more medals not only at the regional level but also in the national and international events. He also assured that the State government would provide better sports infrastructure and facilities in the years to come. Zeliang also acknowledged the roles and contribu-

tions made by the coaches and other officers of the Youth Resources & Sports. T. Imtisungit Ao (badminton) received the best coach award. He received a cash prize of Rs. 1,00,000 and citation. Meanwhile, the Chief Minister has directed the department of youth resources and sports to identify good coach in the field of badminton, table tennis and archery from outside and train the students. Interacting with media persons, Zeliang said “once the IG stadium ground is completed, which is expected to be inaugurated by this December, coaches from outside could be invited and train the students instead of sponsoring the students to get trained from outside individually.” On the Sovima cricket stadium, he said it would take time to complete. “Though structure are completed, the inflow of funds is irregular and the there has been price escalation in the DPR’s thereby it would take some more time to complete,” he added.

Pogba completes record Man Utd return London, Aug 9 (Agencies): The world record for a transfer fee was shredded on Tuesday when French superstar Paul Pogba completed a sensational return to Manchester United from Juventus for 105 million euros ($116 million). After a weeks-long wrangle, United announced Pogba had signed a five-year contract, marking his return to a club that had let him go for a token fee in 2012. In Turin, Juventus confirmed media reports that Pogba had been transferred for 105 million euros, which will be paid over two years. The fee may rise by five million euros “on achieving given conditions,” it said without further details. The sum, equivalent to 89 million pounds, smashes the 85 million pounds for the transfer of Gareth Bale to Real Madrid from Tottenham Hotspur in 2013, “thus making Pogba the most valuable player in the sport’s history”, Juventus said. “This is the right club for me to achieve everything I hope to in the game,” said Pogba. “I am delighted to rejoin United. It has always been a club with a special place in my heart and I am really looking

forward to working with Jose Mourinho.” The newly-appointed Portuguese has been tasked with bringing back the glory days to the 20-time English champions after three lean years since Alex Ferguson’s retirement. And the former Chelsea boss believes Pogba can inspire United’s revival. “He has the chance to be at the heart of this club for the next decade and beyond,” said Mourinho. “Paul is one of the best Paul Pogba poses in a Manchester United shirt for the players in the world and will be first time since returning after completing his move on a key part of the United team Tuesday night 1. Atanu enters archery quarters Rio de Janeiro, Aug 9 (PTI): Talented archer Atanu Das provided a silver lining on a disappointing day for the Indians by entering the quarterfinals of the Individual Recurve event at the Rio Olympics, here today. Das first blanked Jit Bahadur Muktan of Nepal 6-0 in the round of 32 encounter and then kept his composure to prevail over Cuban Adrian Andres Puentes Perez 6-4 in a thrilling pre-quarterfinal clash. However the road ahead is full of challenges for the 24year old from Kolkata as he is now up against South Korean archer and a former world No 5 Lee Seung-Yun in the last eight clash. Lee was a part of the

victorious South Korean outfit that won gold in the team Recurve event at the ongoing Games. The quarter-final is scheduled to be held on August 12. What was impressive about Atanu was the manner in which he held his nerve during his last shot in the fifth and final set. The score was 19-18 and a ‘10 pointer’ would have ensured his place in the last eight even before his opponent had aimed for his final strike. Atanu did not disappoint as he hit the ‘Bulls Eye’ taking an unassailable lead and winning the final set 29-28. The score in his favour was 28-26 29-26 26-27 27-28 2928 in favour of the Kolkatan.
