Meghalaya butchers to form vigilante group to check cattle smuggling Correspondent
SHILLONG, APR 7: Despite ‘Gau Rakshaks’ being formed in various parts of the country to protect cows from slaughter, butchers in Meghalaya on Friday proposed to form its own vigilante group to stop cattle smuggling to Bangladesh not for anything else but to protect their business interest. “We will be forced to create our own vigilante group to stop cattle smuggling to Bangladesh if the state government doesn’t take pre-emptive measures,” Khasi Jaintia Butchers Association (KJBA) warned. On Friday, the KJBA took out a procession to protest against the Government inability to check movement of cattle from the state towards Bangladesh. KJBA Vice-President, G. Warlarpih said cattle meant for domestic consumption is making way to Bangladesh due to lackadaisical mechanism of the government.
“The available cattle meant for domestic consumption from the Baridua market should not be a problem in the domestic market, but the smuggle activities of the masquerading butchers has added to the woes of the sellers and the consumers as a whole,” Warlarpih said. He also held the government for being solely responsible to this issue confronting the state. “With cattle smuggling to Bangladesh reaching a new threshold that would affect the domestic market, the KJBA functionary said, “Don’t be surprised when we set our own vigilant group to stop, apprehend and deter these smugglers who procured cattle from the legal market for smuggling purpose.” The shortage of cattle within the hinterland of Meghalaya has reached to an extent that the domestic butchers has to compete with the masquerading butchers of the state southern slopes (albeit-alleged smugglers). The domestic

Extra-judicial killing in Mnp: SC asks Centre to segregate cases
New Delhi, Apr 7 (PTI): The Supreme Court asked the Centre today to segregate the cases related to the armed forces from the list of 265 incidents of extra-judicial killings in Manipur, which it would deal with first on a plea seeking probe into such alleged fake encounter killings. The apex court, which said that 265 matters listed under four categories would be heard by it first, also asked the Manipur government to distinguish among these the cases related to the state police. The court is hearing a PIL seeking probe and compensation in alleged 1,528 extra-judicial killings in Manipur from 2000 to 2012 by security forces and police. A bench comprising Justices Madan B Lokur and U Lalit said that it
would first take up for hearing the matters under four heads -- commission of inquiry, judicial inquiry or high court matters, National Human Rights Commission (NHRC) cases, and cases based on written complaints. There are 35 matters related to commission of inquiry and 37 cases of judicial inquiry or high court matters. Similarly, 23 NHRC matters would be heard along with 170 cases based on written complaints. “The state of Manipur will examine these 265 cases and segregate the cases of Manipur Police. Similarly, the Union of India will examine and segregate the cases related to the armed forces including Army and Assam Rifles,” the bench said. During the hearing, senior advocate V Giri rep-
resenting Manipur pointed out that there were some discrepancies in the number of matters to be dealt with by the apex court as the data given by the petitioners about these matters were not tallying with the figures given by the Centre. The Centre said that out of the 282 cases, which were referred to it for verification, 70 matters were found to be related to the Army and Assam Rifles while the rest may be concerning the state police. The bench, which fixed the matter for hearing for April 18, asked the parties concerned to file additional documents, if any, by April 15. In July last year, the apex court had directed a thorough probe into the alleged fake encounter killings in Manipur saying that the use of “excessive
or retaliatory force” by the armed forces or police was not permissible in ‘disturbed areas’ under the controversial Armed Force Special Powers Act (AFSPA). It had rejected the Centre’s contention that an internal enquiry was conducted through the Human Rights Division of the Army and the Defence Ministry to ensure that any violation of human rights was duly punished and there was no need to have any independent probe into the alleged fake encounters. The apex court had said it has not received accurate and complete information on each of the 1,528 cases that have been alleged as fake encounters by the petitioners and there is a need to collate the information to give any final direction.

AMFU demands land to protect interest of farmers
Aizawl, Apr 7 (PTI): All Mizoram Farmers Union (AMFU) Friday said that they had made appeals to the state government to expeditiously legislate a land ceiling law to protect the interests of the farmers in the state. Talking to media persons, AMFU leaders said that due to the absence of proper land holding system in Mizoram, lands had been “mis-utilised” by rich people to receive compensation and selfish business purposes rather than utilising poten-
tial areas for agriculture and horticulture purposes. Larger areas of arable lands were being purchased and owned by rich people who never tilled the land but owned the lands for the purpose of making money through availing compensation and other purposes, the farmer leaders alleged. The AMFU suggested to the government that ownership of land should be given to those people who tilled the land and that land revenue should also be reduced for real farmers.
left front government failed to protect the women and also could not ensure justice to the victims. “In 24 years rule left front has created lawlessness in the state and entire administration has become a regulated agency of the party in power. As a result, the criminals are getting support from both party and administration and common people become victim,” Rahatkar alleged. She claimed that in next year assembly election, BJP would form the government and all the allegations against the left front government would be investigated.

At least three persons have reportedly lost their eyesight after they contracted severe infection following cataract operations in the hospital last week. “The reply to the AHRC case is returnable within 30 days of receipt of the notice,” the commission order said. The victims, all elderly people, suffered from infection after they had undergone cataract operation at the civil hospital under the National Blindness Control Programme (NBCP) in March. The health department has already initiated an investigation to know what exactly had happened. The incident is a grim reminder of a similar incident that took place in 2015 when five patients had lost their eyesight after free cataract surgery at the Mahendra Mohan Choudhury Hospital (MMCH) in the city. Recently, the Gauhati high court directed the state health department to pay compensation of Rs 3.5 lakh to each patient who lost their eyesight in botched cataract surgeries at the MMCH here. In 2006, too, 26 people lost eyesight after undergoing a free cataract surgery at GMCH.

Groaning under taxes
t will not be incorrect to say that the present BJPled government under Narendra Modi dominates the political landscape and is unchallenged both within the parliament with absolute majority and outside where the BJP today rules in 15 states out of 29. When the government increases taxes, there is hardly any protest except a whimper of protest from a decimated opposition in the Lok Sabha. In the Rajya Sabha, the BJP will soon climb to become the single largest party by overtaking the Congress by 2018 and this will provide the Modi government with the muscle it needs to push any bill. In terms of funds, the Modi government received a windfall benefit after the oil prices plummeted from around $120 per barrel that existed during the UPA rule and presently at around $50 per barrel after the BJP/NDA under Modi came to power. For any lay person, it meant that the country saved $70 per barrel and calculated in terms of quantity of crude oil imported, it could turn into a saving of around Rs.1,30,000 per annum. However, the Centre did not pass on the benefit to the user. Price of LPG has not remained unchanged despite so much saving. Instead today, price of subsidised LPG has become dearer by around Rs.200. The economic policy of the government has been more attuned to revenue savings and investments for infrastructures while the common man finds the going tough. Earnings have come down but taxes seemed to multiply. Take for instance various taxes levied across the board and which have really hit the salaried class. Under Service Tax, eating out has become more expensive because the series of taxes levied on food bills means the 10% service charge becomes a big amount. In some places, depending on the luxury, the service charge could even be as high as 20%. The other charge is Service tax, which is levied on food bills that could range up to 40% of taxable amount. This is levied on the gross amount charged from customer and included for computation of tax. The other charge that makes a hefty bill comes from Value Added Tax (VAT). Restaurants charge VAT on food bill and vary from state to state. For instance, in Delhi it is 12.5%whereas in Gujarat it is 15%. There is a different VAT charged on liquor which can be 20%. Most restaurants, however, club the price of food items and beverages and charge VAT at a flat rate on the single consolidated amount, which could be at a rate higher than that applicable separately on individual items. The other tax which has been added to the woes of the overtaxed Indian citizen is Krishi Kalyan Cess which is charged along with service tax and to be used for improvement of agriculture and farmer welfare; for every Rs 1,000 worth of services bought, the consumer has to shell out Rs 5 more. The other un-Gandhian tax is Swachh Bharat Cess. The Swachh Bharat Cess has become effective from November 15, 2015 at the rate of 0.5 per cent on all taxable services. This effectively amounts to a 15 per cent tax including service tax of 14 per cent plus Swachh Bharat Cess and Krishi Kalyan Cess of 0.5 per cent on taxable services. The Swachh Bharat Cess is collected in the Consolidated Fund of India and is proposed to be used for financing and promoting Swachh Bharat initiatives of the government. Which India is the government focussing on when the common man is overburdened with tax?
DailyDevotion Why We Lack Understanding
He commanded them that they should tell no one the things they had seen, till the Son of Man had risen from the dead. —Mark 9:9 As the disciples were commanded, you should also say nothing until the Son of Man has risen in you— until the life of the risen Christ so dominates you that you truly understand what He taught while here on earth. When you grow and develop the right condition inwardly, the words Jesus spoke become so clear that you are amazed you did not grasp them before. In fact, you were not able to understand them before because you had not yet developed the proper spiritual condition to deal with them. Our Lord doesn’t hide these things from us, but we are not prepared to receive them until we are in the right condition in our spiritual life. Jesus said, “I still have many things to say to you, but you cannot bear them now” (John 16:12). We must have a oneness with His risen life before we are prepared to bear any particular truth from Him. Do we really know anything about the indwelling of the risen life of Jesus? The evidence that we do is that His Word is becoming understandable to us. God cannot reveal anything to us if we don’t have His Spirit. And our own unyielding and headstrong opinions will effectively prevent God from revealing anything to us. But our insensible thinking will end immediately once His resurrection life has its way with us. “…tell no one….” But so many people do tell what they saw on the Mount of Transfiguration— their mountaintop experience. They have seen a vision and they testify to it, but there is no connection between what they say and how they live. Their lives don’t add up because the Son of Man has not yet risen in them. How long will it be before His resurrection life is formed and evident in you and in me?

Post-mortem
Gloomy clouds on Nagas horizon T F
Rejoinder to ‘Can people outside decide for the state of Nagaland’
reedom of speech and expression is one of the most important fundamental rights in democracy; however there must be space for legitimate criticism and dissent. This statement is issued to tell every single Naga, that undeniably a seed of hatred had been indoctrinated and unleashed fresh disparity among the Nagas is on offer, displaying on the front page, endorsed by handful of groups and individuals inclining towards group-ism end, without properly assessing the eventuality, aftermath, political error and long term consequences that may betray the legacy of inalienable right of Nagas. The current affairs of the Naga society are in disorganized signaling total destruction ahead unless the trend is altered. Nagas needs to heed the warning bells. The truth is that Nagas are not destined to be Indian neither by creation nor by subjection. But in the past, when Nagas were in deep slumber, our land has been divided arbitrarily. Further, the Nagas have committed a nightmare decision to create an Indian state within our land. At present Naga society is filled with confusion and commotion we are into crucial and decisive period. The Nagas at this present juncture, experiencing the realistic hardship to build firm common ground for the acceptable solution no doubt, but baffled and entangled by too many splinter groups. None should prey on the front page to exhibit misleading write-ups, with concocted fairy tales and lofty claims that hold no water. We already have enough issues at hand to deal with. So, why should we waste our time trying to plunge “back to square one”. That unquestionably emancipates misfortunes staring at the Naga’s in the event formation of new platform to voice for the ‘Na-
gas of Nagaland’ or ‘Mainland Nagas’ when the NSCN and the GoI are entering into a final political agreement on behalf of all Nagas inhabited area. The spirit of oneness among the Nagas should be evolving at this time. Crystal clearly envisions that it would be a breach of moral trust and support of Naga people. if the political arrangement does not cover the areas of present state of Nagaland, Nagas area of Manipur or Nagas areas in Assam or Nagas area of Arunachal Pradesh. Today we have been a silent spectator and observing the brouhaha over the formation of new platform for political arrangement only for “Naga’s of Nagaland’ or “Mainland Nagas” by some groups. The recurrence of violence and bloodshed post solution is more dangerous because the whole lot is at decisive period. Commencement from the submission of memorandum to Simon Commission in 1929 it is now nearly nine (9) decades old of indo-Naga political imbroglio and its solution demands Naga people’s participation with clear conscious and vision. The solution between GoI and NSCN is truly an aspired and cherished dream of Nagas, even an orphan whose parents were killed in the name of Nagas cause and even those who are being maimed or incapacitated or crippled freedom fighters will nod in harmony for may live in peace. However, any endeavour to create division will be disturbing political step a stumbling block leaping towards for another ‘Shillong Accord’ which was “a prostrate capitulation to India” the most ignominious sell-out ever made in the history of proud-Nagas. None should attempt to pursuit for individual gains, decorate one with medals and trophies but at this juncture Nagas need

was on tour and so could not reply you earlier. First of all, who in the world told you that I am the Ato Kilonser (Prime Minister) of the FGN? If the idea has not originated from your own imagination, whoever has fed that information into your head did it to malign me as well as fool you so that you can fool others too. For your information, the present FGN is a Presidential form of government and there is no Ato Kilonser in this form of government. Regarding your allegation that I have assured all Nagas that I will solve the Indo Naga conflict by myself, is again just another fictitious projection of your seemingly very virile imagination of stating things which are not stated at all. Finally, I think it would be wise not to say something on behalf of many other people when their opinions have not been sought at all in the first place. I hope you have already read the two rejoinders in the papers by your own purported colleagues and children! Kaka D. Iralu

to restore dignity in one voice to the unjust legacy of human suffering as a result of the long unresolved Indo-Naga conflict. Clearly knowing that a political blunder in the past had brought untold misery and suffering into Nagalim. It is wise and sensible on the part of Naga legislators to tell and enlighten the Naga people clearly to give the surety to step down from power to pave the way in the event of a political solution with GoI. It surely motivate and revitalize the Naga political struggle and such spirits fortify the affection of comrades and proved that in spite of the dissimilarities in our ways of concern to the core of the Naga issue the common principle remains same. It is a tremendous and remarkable decision announcement. In this regard, fervently appealed to those innocent Naga’s, who have allied with such groups, to reassess “because sugary loaded intentions they uttered are nothing but to conceal the remarkable struggle into a meagre history”. Now whatever be the past tomorrow is our future. The sacred cause of the Naga struggle cannot be bought or sold or exchange with gold, we need to stand committed truthful under any circumstances not to make another mistakes that the younger generation will blame us. Nagas have endured enough of humiliation and betrayal in the past. Peace is so dear to the Nagas and therefore any political solution between GoI and Nagas should be honourable, agreeable and acceptable to the Nagas. Yet, we express optimism that in the days to come, Nagas as a whole, would come to terms and will be able to sail together because this is the only way to build safer, better and prosperous Nagalim. alm or Passion Sunday always is a day that invokes mixed emotions in me. It is the last Sunday of the Lenten Season and in modern times has become a juxtaposition of two events, the Triumphant Entry of Jesus into Jerusalem where he according to all four Gospels was greeted by crowds of people who lined the street with palms as Jesus riding on a donkey processed from Bethany and Bethphage where he had been staying with Lazarus into Jerusalem and the narrative of the Passion. As such it is a roller coaster ride in our experience of walking with Jesus in the most difficult times. This particular occasion is the Sunday where the disciples of Jesus are confronted with the reality that our earthy expectations of him do not meet the reality of his condensation to walk among us fully Divine

in creating a much scope which will give a bright future for the younger generation of the Nagas especially for the Naga educated unemployed which is presently at the sky rocketing. The current scenario of mushrooming of so many NGO’s and faction is fragmenting the Naga future, there distortion are caused by few anti-Naga creating a road block for the future of Nagas. When the Naga Political settlement is set to come into final stage some few cohorts of Indian agency trying to disturb the “Peace talk” which the talk is going at the high frequency between the GOI and NSCN. The concept of Nagas of Nagaland claimed by few vested people like NTC, CNTC, trying very hard to convince the Nagas of Nagaland to support their mission but their movement will never see any hope and support from the Naga people because everyone is aware of the Present state of Nagaland has got its independence in 1960 through the 16th Point Agreement than what more agreement do we need or do we need another statehood agreement?.Ostensibly the objective of the NSCN
have sacrificed their lives for the nation is surely an act of anti national. Criticism for the sake of criticism to mislead common people is undesirable trend prevailing today among few sections of Naga society which he is deeply involved. The current Peace Process starting from 1997 to till date, besides Press Statements and Joint Communiques from time to time updating, development of ongoing political talks, there has been 8 times of Naga People’s Consultative Meetings attended and participated by all Naga tribe Hohos, apex bodies, church leaders, intellectuals, scholars, civil societies etc of Naga inhabited areas. In fact, who is who in the Naga society were attended and their opinion were sought. Minute discussions of views on peace process were taken into account that further strengthens peace talks now in the final stage. For kind information to Mr Solo, the present Political Talks is between India and Nagas represented by NSCN but not with the state of Nagaland. Nagaland state was born out of political betrayal under 16 point agreement during treacherous situation, which was condemned by the Nagas under the then NNC as deceitful. Those who affirmed on safeguarding the sanctity of Nagaland state has no moral rights to talk of Naga sovereignty and Naga integration. You can never divide the Nagas on the line of Nagas in Nagaland, Nagas in Manipur, Nagas in Assam and Nagas in Arunachal Pradesh and Nagas of Myanmar. It is the slogan of adversaries not of the true Nagas. Nagas are one people and one nation. Issued by MIP, Hebron
The paradox of Palm Sunday! yet fully Human but one too well acquainted with suffering, rejection and shame. He shatters our expectations that he will bless any particular political or social ideology that we allow to take pre-eminence over him, even those that invoke his name. Thus our liturgy brings us to this strange day where in a sense we are confronted with celebrating the entrance of the King and in the next breath cursing him and betraying him to those who torture and crucify him. Palm Sunday at Messiah is effort to explore the mysterious paradox at the heart of faith: what does it mean that God suffers? How strength is made perfect in weakness? How is Jesus different from other spiritual teachers or prophets who challenged the authorities with a message of love and forgiveness? At Messiah we use drama and ritual to encounter this paradox.
Stop Jeopardizing the Framework Agreement...
ometimes we the Nagas are insufficiently appreciative of how much the NSCN has achieved in coming to this point with the Framework Agreement. Credit should go to all the NSCN for having worked towards the Framework Agreement. Naga people should know that the time is ripe to collectively seize this historic opportunity instead of jeopardizing the Framework Agreement because its agreement will decisively alter the future of Nagas for the better. The Framework Agreement will subsume the Nagas messy Plethora of 16th Point Agreement into an Indian State. Framework Agreement will be a game changing reform for the Naga Nation. And this Framework Agreement will have a far-reaching impact on the Naga Political scenario and it will be a reform measure of unparalleled importance in the history of Nagas. It will also alleviate the development of the Naga country and this will happen soon as the Framework Agreement becomes more buoyant because it will be a leap forward in creating the future
he irrefutable tr uth for every Naga to live together as one people and a nation is the essence of Naga struggle from the beginning till date. Every Naga living irrespective of different political structures have immeasurably suffered in defence of this truth. But denying this truth Mr Thepfulouvi Solo, a retired Indian bureaucrat who advocates divisive policy to further divide the Nagas often time shouted the slogan of ‘Nagas of Nagaland,’ and ‘can people of outside decide for the state of Nagaland’ as published in local papers. Perhaps he is trying to prove himself a real son of the soil on account of his origin being a Garo and a Naga by grace not by blood. Solo as an educated senior citizen is expected to think, write and express in the way of becoming of such personality. However it is so unfortunate that he choose to expose himself of what he is made of vis-à-vis Naga nationalism, solution, peace, unity and integration. We appeal to his divisive mind to have a second thought. Inspite of the treacherous political and historical blunder on the Nagas, with political conviction under the stalwart leadership of late Ino Isak Chishi Swu and Ino Th Muivah, the Naga national movement for free and unified people is alive thus far. As such Nagas are democratic loving people so is the organizational administration of the NSCN/GPRN. The NSCN has a distinct policy of collective wisdom in decision making and not by one person as envisaged by Mr Solo. Shamelessly abusing and demeaning the much revered tall Naga leaders who
was to establish a sovereign state by unifying all the Naga inhabited areas in the NorthEast India and Myanmar which was the indigenous Nagalim. Some very few vested interest people representing lotha in the NTC, and CNTC are willfully by their own whims and fancy but they are not lotha people’s mandate, so the lotha’s will not give any co-operation to such NGO’s whatsoever in the near future. Therefore the concept of Nagas of Nagaland envelop by few cohorts of Indian puppet should not jeopardized the Naga Peace talk. “Peace Accord” despite of its criticism by few dogmatic writers is poised to do well for the Nagas. The Nagas should generate confidence in the NSCN which is seriously pursuing its objectives of New Nagalim to instill confidence on the Naga People. It is a high time for the Nagas to speak in one voice and be united in the journey to promote peace, stability and prosperity in the Naga country. KUKNALIM Elian.Z.Lotha, (Elianzialotha77@gmail.com)
After people arrive they gather around a simple table with palm fronds and water. They are greeted by the priest who blesses the Palms with the water. We hear the story of how Jesus entered Jerusalem like a king. The palm branches are handed out and we sing. As we sing, we walk around the inside the church until we end up at our chairs. After that, we hear a very different story, the story of how Jesus was arrested, convicted, and killed by the powers of this world. But what does it mean? Why do it just before Easter? One of the chief paradoxes of the Christian faith is that the power of God is expressed through the utter weakness of the Crucified, broken, and dead Jesus. It was only by submitting to this awful fate that Jesus could destroy death and bring eternal life to God’s people. It
might feel strange to hold palm branches and sing happy songs in church one minute only to contemplate suffering and death later in the same service, but this juxtaposition is the heart of the Christian message. God does not ask us to triumph over bad things through effort and force, but rather through selfsacrifice and trust in a loving God. Only by holding the tensions together do we begin the fathom the amazing thing that God has done–a profound reversal, cosmic Judo that makes all those who are oppressed jump for joy. As Jesus’s mother Mary sang about his future, “Casting down the mighty from their thrones and lifting up the lowly. He has filled the hungry with good things and sent the rich away empty.” Rev. Fr. Where are the roads? Sir,
It is a shame to note that the state government has been talking about its great achievements of developmental activities. Do they really know that people are not going to be mesmerized by their sweetlies? Instead of siphoning money in the name of development why not at least spare some few and repair the roads in important district headquarters? Like the saying goes-- Cut your coat according to your cloth, the government should realized that when they cannot even manage the two lane roads, it is a foolish thing to even dream of having a 4-lane. No doubt it is a good thing to have such roads. But who is going to do the repairing at a later stage? The state government should be practical enough rather than being penny wise pound foolish. With the onset of monsoon the only fear is that whether the 4-lane work would actually see the light of the day as most of the parts would and in some parts already gone down the road due to landslides. We have had the so called ‘German technology’ for roads in Dimapur, but people do not want hi-fi technology roads when it does not even last. Let us be plain and simple and at least give the people their due share. As rightly pointed out by the CAG, the R&B department has spent so much money for roads but where are the roads??? We can see only the pot-holed roads all over the state. Give the people just ROADS and ELECTRICTY and we do not need any schemes. You can keep that all for yourselves. Akum Ao, Concerned Citizen

National Jammu traders threaten violence against refugees
‘Criminal is a criminal’: Naqvi’s u-turn on lynching for cow New Delhi, April 7 (IANS): Minister of State for Minority Affairs Mukhtar Abbas Naqvi on Friday did a u-turn on the lynching of a dairy farmer by cow vigilantes in Rajasthan, saying a “criminal is a criminal” and the incident should not be looked at from the prism of religion -- a day after he denied the violence ever took place. As soon as the Rajya Sabha met in the morning, opposition members created a ruckus over the incident in Rajasthan’s Alwar last week and sought an apology from Naqvi, also Minister for Parliamentary Affairs, for misleading the Rajya Sabha. Leader of Opposition Ghulam Nabi Azad said the government was “undermining the position of the Rajya Sabha”. “ T h i s g ove r n m e n t should take this House seriously,” Azad said, as Congress MPs gathered near the Chairman’s podium, demanding adjournment.
Mukhtar Abbas
However, Deputy Chairman P.J. Kurien rejected the demand. Naqvi on Thursday told the House no such incident had taken place after Congress’ Madhusudan Mistry said vigilantes in Alwar beat up five people who were carrying cows and calves in two trucks over the weekend. One of them died later. On Friday, Naqvi clarified that he had denied any such violence had taken place in Gujarat, Madhya Pradesh and Uttar Pradesh. “We do not justify anarchy and hooliganism,” he
said, adding that an FIR has been registered against six persons in Alwar. “A criminal, a murderer, a hooligan, or a rowdy should not be looked at as a Hindu or a Muslim. A criminal is a criminal,” Naqvi told the House amid the din. Congress MPs continued slogan shouting till Azad asked them to return to their seats. The Congress leader castigated the government and said Home Minister Rajnath Singh had spoken in the Lok Sabha on Thursday over the issue. The Home Minister, he said, should have also made a statement in the Upper House. “This is unjust,” Azad said, adding the government was speaking in two languages. “Home Minister Rajnath Singh admitted in the Lok Sabha on Thursday that the incident happened whereas the Minister (Naqvi) said that it didn’t.” The Congress leader
also raised doubts over the intention of Prime Minister Narendra Modi on dealing with the self-styled cow vigilantes. “He (Modi) criticised them using very strong words but it seems the Bharatiya Janata Party has told them to do whatever they wanted to,” he added. Naqvi replied saying the Home Minister will make a statement on the issue in the house on Monday. The lynching incident occurred on Saturday when a group of self-styled cow vigilantes allegedly attacked dairy farmer Pehlu Khan and four others when they were travelling in trucks in Behror area of Alwar. Khan and others were carrying cows and calves they had bought from a cattle fair. The attackers accused them of illegally smuggling cows for slaughter. However, Khan’s family said he had bought the animals for his small dairy business and had documents to prove it.
Jammu, April 7 (IANS): A Jammu traders’ organisation on Friday threatened an “identify and kill” campaign against Bangladeshi and Rohingya refugees living in the region unless the government deported them to Myanmar immediately. “Keeping in view the growing threat from Bangladeshis and Rohingyas whom the chamber looks upon as criminals and drug traffickers disowned by their own countries, the Chamber of Commerce and Industry demands their deportation from the state,” Rakesh Gupta, President of the Jammu Chamber of Commerce and Industry told the media. Gupta warned the state and the Central governments that such settlers should be deported within one month otherwise the traders’ body shall have no option but to launch an “Identify and Kill Movement” against such criminals. Besides some citizens of Bangladesh who are living illegally in Jammu, there are over 10,000 Rohingya Muslims who are living in Jammu and Samba districts.

Maharashtra first state to enact bill protecting journalists MUMBAI, APR 7 (IANS): In a first of its kind move in the country, the Maharashtra Legislative Assembly on Friday passed a muchanticipated bill seeking to protect journalists and media houses from attacks, with provisions for three years’ imprisonment and/ or penalty. All attacks on the media and media houses in the state shall now be treated as a “cognisable and nonbailable” offence, which shall be tried by a First Class Judicial Magistrate. It had been a long-standing demand of media persons in Maharashtra. Chief Minister Devendra Fadnavis introduced the bill, titled “Maharashtra Mediapersons and Media Institutions (Prevention of Violence and Damage or Loss to Property) Act, 2017”, in the assembly. It was passed without any discussion in the absence of the opposition parties on the last day of the budget session of the legislature. Fadnavis said that due to “rampant instances” of
violent attacks against media persons and damage or loss to the property of media houses, there was a strong demand to prevent such violence and recurring attacks. “In order to effectively curb the occurrences of such incidents, protect and safeguard the media persons and their property and that of the media houses in the state, the government considered it expedient to enact a special law,” Fadnavis explained. The new act has been widely welcomed by media persons, media groups and institutions, besides the opposition parties in the state. According to its comprehensive provisions, any person committing, abetting, instigating or provoking any violent act against media persons or media houses shall be punished with up to three years’ jail term or a fine of Rs 50,000, or both. A police officer not below the rank of a Deputy Superintendent of Police (Dy.SP) shall investigate offences committed under this act against media persons or
media houses, says the bill. The offenders shall be liable to cough out compensation for the damages or losses caused to the property of the media persons or media houses, as decided by the court, and shall have to reimburse the medical expenses incurred by the media persons. If the compensation and medical expenses are not paid, these would be recovered as arrears of land revenue, according to the bill. The bill has clearly defined “a media institution” as “any registered newspaper establishment, news channel establishment, news-based electronic media establishment or news stations”. A “media person” has been described as a person whose principal vocation is that of a journalist, who is employed on regular or contract basis, including editor, news editor, sub-editor, reporter, correspondent, cartoonist, news photographer, television cameraman, leaderwriter, feature writer, copy tester and proof reader.

NEW DELHI, APR 7 (AGENCIES): The railways is formulating a policy for clearing encroachments on its land, railway minister Suresh Prabhu said on Friday. He told the Rajya Sabha that “we are in the process of formulating a policy for and a lot of advance work has been done on this.” “It is our responsibility to clear encroachments and unauthorised occupation from railway land and government is making serious efforts,” he said during Question Hour. Replying to questions, the minister said the railways was also working on evolving a non-fare revenue policy to increase its revenues. “Railways is suffering from financial challenges. To overcome that, we created a non-fare revenue directorate which is working on increasing the revenue,” he said. The Minister said in his written reply that railways have launched several initiatives to augment income from non-fare sources to increase revenue. “A new policy has been launched in January 2017 to encourage innovative ideas for revenue generation,” he said in his written reply. He said the policy provides a structured and transparent approach in a time-bound manner.

My words, perhaps, were not enough to convey this,” he said, apologising to those who felt he spoke “differently from he meant”. The BJP leader also said that Indians were the “first to oppose any racism and were, in fact, victims of the racist British”. New Delhi, Apr 7 (Agencies): Bharatiya Janata Party leader Tarun Vijay is facing criticism for responding to a question on the allegedly racist attacks on African nationals in Greater Noida by saying if India was, indeed, racist, we would not “live with” “black people around us”. “If we were racist, why would....all the entire South – you know, Kerala, Tamil, Andhra, Karnataka – why do we live with them?” He added, “We have blacks...black people around us.” He made the statement during a discussion on TV channel Al Jazeera, while responding to another Indian panelist, Bengalurubased photographer Mahesh Shantaram, who asked, “Why are people saying Indians are racist? Why are Indians saying Indians are racist? Why are people abroad and those who visit our beautiful nation feeling that Indians are racist?” Vijay’s remarks triggered outrage soon after the interview was shared on social media. He took to Twitter to clarify his state-

SEOUL, Apr 7 (Agencies): Hyundai Motor Co and Kia Motors Corp plan to recall 171,348 vehicles in South Korea because of an engine defect that is likely to “hamper safe driving,” the country’s transport ministry said on Friday. The recall covers Hyundai’s Sonata, Grandeur sedans and Kia’s K5, K7 and Sportage models equipped with a 2-liter or 2.4-liter Theta 2 gasoline engine produced before August 2013. The ministry said metal debris in crankshafts could cause engine damage, leading to possible engine stalling. Hyundai will replace a defective engine with a new one after inspection. The recall will start on May 22.

New Delhi, Apr 7 (PTI): The tax department has given banks three more months till June 30 to obtain permanent account number (PAN) or Form-60 from all account holders as it looks to tighten the noose around evaders. Though the deadline for getting the PAN or Form 60 (if PAN is not available) by banks ended on February 28, the tax department on April 5 notified the extension of the time till June 30. In the notification, the Income Tax Department said that in Income-Tax Rules 114B, in the fourth proviso, “for the figures, letters and words ‘28th day of February’ the figures, letters and words ‘30th day of June’ shall be substituted.” Rule 114B lists various transactions for which quoting PAN is mandatory. The tax department had in January asked banks, post offices and cooperative banks to document PAN or declaration of Form 60 received from account holders and maintain all records for transactions under Rule 114B of I-T Act.
For the third straight day, the rupee has appreciated, in all by a whopping 75 paise against the dollar. The domestic currency market remained largely buoyant. Though domestic bourses succumbed to heavy profit-taking as investors sentiment turned sour reacting to the geopolitical developments after US attacks on a Syrian air base sent Asian markets lower. A highly volatile dollar overseas along with uncertainties surrounding US President Donald Trump’s fiscal policy helped the rupee close higher too. The overall forex market sentiment also got a legup after the RBI projected India’s growth at 7.4 per cent for the current fiscal, up from 6.7 per cent.

The broader Nifty too succumbed to selling pressure and slipped below the 9,200-mark to hit a low of 9,188.10, before ending at 9,198.30, down 63.65 points, or 0.69 per cent. However, the Sensex and Nifty recorded their second straight weekly gain by rising 86.11 points, or 0.29 per cent, and 24.55 points, or 0.26 per cent, respectively. Meanwhile, the rupee today soared to a 20-month high of 64.17 (intra-day) against the dollar, its highest since August 11, 2015 amid buoyant growth outlook by the Reserve Bank in its monetary policy review yesterday. “Risk appetite took a hit after geopolitical tensions pulled global equities down. Mumbai, Apr 7 (PTI): Defying intense global volatility and nervousness, the rupee today continued its stellar rally against the US dollar, surging 24 paise to end at a fresh 20-month high of 64.28 amid escalating geo-political trouble. This is its highest closing since August 11, 2015, when it had ended at 64.19 against the greenback. Speculative traders and exporters offloaded their long dollar bets, spooked by launch of US air strikes against Syria. The local currency opened lower than the overnight close of 64.52 and weakened to 64.69 on bouts of dollar demand from importers and banks. But it staged a spectacular rebound by settling the day with a handsome gain of 24 paise, or 0.37 per cent.

Regarding a question on One Time Settlement Scheme for MSME sector, he said State Bank of India has offered the scheme to its non-performing assets (as on March 31, 2016) with outstanding of above Rs 5 lakh and up to Rs 5 crore and Advances under Collection Accounts with outstanding ranging from Rs 10 lakh and Rs 5 crore, in manufacturing, trade and services. “SBI has received 2,772 applications, out of which 2,703 applications have been approved by the bank,” said Gangwar.
Mumbai, Apr 7 (PTI): Benchmark Sensex tanked 221 points to close at oneweek low of 29,706.61, while the Nifty ended below the 9,200-mark today after US air strikes on Syria roiled global markets. US launched a massive strike on a Syrian air base in retaliation to a chemical attack on civilians, stoking fears of a geopolitical flare-up. Profit-booking by participants in view of the domestic markets’ recent record-setting run also fuelled the downtrend, brokers said. The 30-share Sensex stayed in the negative zone for the whole day and settled lower by 220.73 points, or 0.74 per cent, at 29,706.61. This is its lowest level since March 31, when it had closed at 29,620.50. The gauge had lost 46.90 points in the previous session after the Reserve Bank left the key

New Delhi, Apr 7 (PTI): Gold prices recovered by Rs 25 to Rs 29,300 per 10 grams at the bullion market today on fresh buying by local jewellers amid positive global cues. Silver also edged up by Rs 50 to Rs 42,550 per kg on the back of increased offtake from industrial units and coin makers. Traders attributed the rise in gold prices to a firm trend overseas after the US launched missile strikes on Syria, fanning geopolitical concerns and raising demand for the precious metal as a safe haven. Fresh buying by local jewellers at domestic spot markets also supported the upside, they added. Globally, gold rose by 1.4 per cent to USD 1,269.46 an ounce, the highest since November and silver by 0.77 per cent to USD 18.38 an ounce in Singapore. In the national capital, gold of 99.9 per cent and 99.5 per cent purity rebounded by Rs 25 each to Rs 29,300 and Rs 29,150 per 10 grams, respectively. It had lost Rs 125 yesterday. JOHANNESBURG, APR 7 (IANS): Thousands of South Africans took to the streets across the country on Friday to protest against President Jacob Zuma and demanding his resignation. The most populous demonstration took place in the capital, Pretoria, where the civic collective “Save South Africa” organised a march from the treasury to the presidential seat of the Union Buildings, Efe news reported. In Johannesburg, the Democratic Alliance main opposition party called its supporters to gather in a downtown square to protest against Jacob Zuma. Cape Town, Durban and other cities also experienced similar protests. Friday’s mass protests came a week after the sacking of former Finance Minister Pravin Gordhan, who triggered a tide of reactions against Zuma and led the credit rating agency Standard and Poor’s to downgrade South Africa’s rating to junk status. Gordhan, a person of Indian origin, has become a symbol of the fight against corruption for refusing to approve several projects that would allegedly benefit businessmen close to Zuma.

U N I T E D NAT I O N S, APR 7 (AFP): The UN Security Council will meet today at 11:30 am (local time) to discuss the US missile strikes on Syria, US diplomats said. Russia demanded an emergency meeting after angrily denouncing the military action as an “aggression against a sovereign state.” US President Donald Trump yesterday ordered cruise missile strikes on a Syrian air base in response to a suspected chemical weapons attack on a rebel-held town that killed 86 people and shocked the world. The strike - the first direct US action against President Bashar al-Assad and Trump’s biggest military decision since taking office - marked a dramatic escalation in American involvement in Syria’s sixyear war. The Security Council failed during a meeting yesterday to agree on terms for an investigation of the suspected sarin gas attack in the town of Khan Sheikhun. Council members will hold an open meeting today and hear a briefing on the US military action, the US mission to the United Nations said. The United States holds this month’s presidency of the Security Council. Russia’s Deputy Ambassador Vladimir Safronkov yesterday warned of “negative consequences” from the US military action, which he described as a “doubtful, tragic enterprise.”

US launches missile strike against Syria after gas attack
WASHINGTON, APR 7 ( P T I ) : T h e U S t o d ay launched a massive military strike on a Syrian air base in retaliation to a “barbaric” chemical attack on civilians allegedly by embattled President Bashar al-Assad’s regime and asked all “civilised” countries to join it to end the killing of innocent people. On President Donald Trump’s orders, US warships in the Mediterranean Sea launched between 50-60 Tomahawk cruise missiles at the Shayrat air base, in Homs governorate, where the warplanes that carried out the chemical attacks are based, US officials said. The move signals a dramatic shift in Trump’s position on whether the US should take military action against Assad’s regime. Trump, during his campaign for president, had opposed any such move. Infotainment Bombay HC today heard Rakhi Sawant’s actress categories to simply Anticipatory Bail best drama performance
Is it time to scrap gender specific awards?
T
he MTV Movie and TV Awards have scrapped genderspecific categories after Billions star Asia Kate Dillon raised the issue ahead of this year’s Emmys. Should other awards ceremonies do the same? When Emmy Award organisers asked Asia Kate Dillon from Billions which category the female-born star wanted to be considered for, it proved a struggle because the performer identifies as gender non-binary. What to go for - best actor or best actress? The dilemma opened up a dialogue with Emmy
organisers after Dillon wrote a letter to the Academy. The star asked: “I’d like to know if in your eyes ‘actor’ and ‘actress’ denote anatomy or identity and why it is necessary to denote either in the first place?” The Emmys explained that “anyone can submit under either category for any reason. The Academy supports anyone’s choice to do that, and the Academy is not going to do any sort of check”, Dillon told Variety. “I found them to be 100% supportive,” Dillon
says of the Academy. “I really couldn’t have been happier.” The performer chose to enter the best supporting actor category in the end, explaining “actor” is generally regarded as a non-gendered word. But is it time to drop the gender tag altogether? While most of the big hitters including the Oscars and Baftas still have best actor and best actress categories, there are some organisations that are pushing the envelope. The National Television Awards (NTAs) first changed its best actor and
and best serial drama performance back in 2008. And bar two years when they reverted back to best male and best female in 2012 and 2013, it’s been the same ever since. Usually the serial and drama vote has been split between a male and female winner, but this year Sarah Lancashire won best drama performance for her role in Happy Valley and Lacey Turner won best serial drama performance for EastEnders. “It felt right for the National Television Awards to make the change,” says Kim Turberville, executive producer and founder of the NTAs. “A great performance is great regardless of gender and we think that dropping the male/female division has made the drama performance category more exciting. “It may surprise viewers one year if all four shortlisted nominees voted for by the public happen to be female or male, but if that is the case it will be because of their brilliant performances and will be an interesting outcome in itself.”

akhi Sawant’s arrest news was all over the internet this past week. First it was alleged that she was arrested, then the Punjab police denied reports saying that she isn’t. She recorded a video and said that was in fact jail after surrendering. So, basically, Rakhi Sawant was arrested, had surrendered, and was absconding, all at the same time. During her recent press conference held in Mumbai, she stated that she had no idea about the warrant that was issued against her from the Punjab Police for hurting religious sentiments. Rakhi said that she even went to Oshiwara police station in Mumbai to surrender, but the officials there confirmed of not having any record of a warrant against her. However, the woman has now pleaded for help from PM Narendra Modi and Amit Shah for rescuing her from this “traumatising” phase which is affecting her profession and her family. Bombay High Court heard Rakhi Sawant’s anticipatory bail today and the next order is said to be issued on Monday i.e April 10th.

64th National Film Awards: Regional cinema outshines Bollywood (Roundup)
I
n a turnaround from last year, regional cinema talent dominated Bollywood presence in the winners’ list of the 64th National Film Awards announced here on Friday. Only one top honour -- Best Actor -- went to Akshay Kumar for Hindi movie “Rustom”, leaving much of Bollywood wondering why movies like “Dangal” and “Aligarh” were left out. The Best Hindi film award went to “Neerja”. “Bollywood films have not lost, but the regional cinema has excelled,” the feature films’ jury chairperson Priyadarshan told IANS here. “’Dangal’ missed out because of the powerful regional films. It’s not because of anything else. Some of the Marathi and Bengali films were brilliant and better,” he added. Perhaps the discretion was similar for Hansal Mehta’s “Aligarh”, which made a pertinent point on LGBT rights. Mehta expressed disappointment. The six industries of the south -- Tamil, Telugu, Malayalam, Kannada, Tulu and Konkani -- bagged a total of 18 awards, while
movies from Assam, Bengal, Maharashtra and Manipur also won in different categories. Marathi film “Kasaav” was named the Best Feature Film; filmmaker Rajesh Mapuskar was named as the Best Director for “Ventilator” -- a Marathi production by Bollywood star Priyanka Chopra; and the Best Popular Film Providing Wholesome Entertainment Award was given to Telugu film “Sathamanam Bhavathi”. The Best Film on Social Issues was given to Bollywood film “Pink”, while Nagesh Kukunoor’s Hindi movie “Dhanak” won the Best Children’s Film. Malayalam actress Surabhi C.M. was announced the Best Actress for “Minnaminungu - the Firefly”, and she was ecstatic upon hearing the news.
Akshay was humbled by his first National Film Award, and dedicated his win to his family and wife, who said she is going through mixed emotions. Priyadarshan said Akshay and Mohanlal were the main two contenders for the Best Actor honour, but Mohanlal was instead chosen for a Special Jury Award for his performance in three films. The Supporting Actors category saw Kashmiri girl Zaira Wasim and Manoj Joshi winning for their performances in “Dangal” and “Dashakriya” respectively. There were special mentions for films “Kadvi Hawa” and “Mukti Bhawan” as well as for actors Sonam Kapoor for “Neerja” and Adil Hussain for “Mukti Bhawan” and “Maj Rati Keteki”.

n a significant development for contemporary rock music featuring Indian musicians on the global stage, Rock Capital of India, Shillong’s own Hammarsing Kharhmar Sawyan debuted his single “No One There” in New York. The single was premiered exclusively by Rolling Stone on Wednesday and features the Strokes lead singer Julian Casablancas, who’s only last collaboration outside of Stokes was with Daft Punk for their Grammy Winning Album (Random Access Memories) in 2014. “No One There” an ethereal track marked by
Mon Khmer, whose hypnotic psychedelia incorporates rock, jazz and pedal-steel sounds. Kharhmar later joined Strokes guitarist Albert Hammond Jr.’s solo band in 2008, playing on 2015’s Momentary Masters and another Hammond LP, out this fall. Now, Hammarsing is working with a different Stroke: Julian Casablancas, who is releasing Kharhmar’s first solo EP (under the pseudonym Exhibition), on his Cult Records label. Casablancas also appears on the release – something he rarely does outside of Daft Punk. Casablancas sings on “No One There,” an ethereal track marked by Kharhmar’s fluid, dissonant lead guitar lines. Writing from the road, where he and the Strokes just played to 90,000 fans in Argentina, Casablancas tells Rolling Stone he wanted to put out the album to help “a guy from a tiny corner of India’s rock & roll dreams come true.” (Correspondent)
e’re celebrating the tenth anniversary of the first iPhone launch this year, so it seems an appropriate time to take a look back and how far we’ve come - and to review some of the very best mobile games that have appeared on iOS and Android in the last decade. ranked 187, outwitted Sanjar Fayzieb 7-5, 3-6, 6-3, 6-4. To his credit, Ismailov made life difficult for the Indian despite suffering cramps in his right hamstring. Ramkumar dominated the proceedings before a bout of double faults handed Ismailov a small opening, which the Uzbek grabbed with both hands to make a match of it. The Indian sealed
the opening set in a jiffy and was leading 4-3 in the second when he saw himself down 0-40. He saved two breakpoints but netted a backhand on the third to allow Ismailov stay alive. The Uzbek played freely while Ramkumar put himself under pressure to finish the job quickly. The nerves got to Ramkumar and, in utter desperation, he squandered four set points and was eventually broken in the 12th game. The Uzbek had snatched the momentum but suffered cramps in his right leg in the third set, making the job of the Indian easy. Ramkumar ran away with the third set as Ismailov’s restricted movements gave him easy points. In the second singles of the day, Guneshwaran won the first, third and fourth set. In the second set, G u n n e swa r a n t r a i l e d Fayziev 1-4 and the Uzbek levelled the match 1-1. Fayziev led the third set 3-1 as Gunneswaran committed some silly errors, which made his task even more difficult. But, to his credit, Gunneswaran refused to get bogged down and raced past the Uzbek to take a 4-3 lead.
