As the Centre warned that COVID-19 is spreading faster in the country than during the last year, Union Health Minister Harsh Vardhan said it seems that people have given ‘Tilanjali’ (abandon) to measures like wearing masks to combat the disease. Facing growing calls for expanding the COVID vaccination drive to cover all age groups, the Centre also appeared to be veering towards the view to make those above 18 years of age eligible for the jabs. JCPI reminds govt of deadline on RIIN DIMAPUR, APR 6 (NPN): Joint Committee for Prevention of Illegal Immigrants (JCPI) has reminded the state government of the March 31 deadline to implement the Register of Indigenous Inhabitants of Nagaland (RIIN) through an ordinance, with December 1, 1963 as cut-off date and year. In a press note, JCPI convenor Atomi Swu and secretary Tia Longchar reaffirmed that there can be only a single cut-off year for both ILP and RIIN (December 1, 1963, the Statehood Day), which they asserted was “non-negotiable.” JCPI has appealed to all tribal apex hohos to attend a consultative meeting for the next course of action, saying the state government has not been forthcoming in its decision. The committee informed that venue, date and time would be notified at the earliest. “Time has come for us to take a call and be ready to make sacrifices to realize the aspirations of the indigenous people of the State,” JCPI stated and expressed gratitude to thousands of supporters. KOHIMA, APR 6 (NPN): Nagaland chief minister Neiphiu Rio has emphasised on putting all efforts to ensure that solution to the Naga political issue was secured during current rule of the present PDA government. NEW DELHI, APR 6 (AGENCIES): President Ram Nath Kovind on Tuesday appointed Justice Nuthalapati Venkata Ramana as the 48th Chief Justice of India with effect from April 24. Born into a family of agriculturists from Andhra Pradesh, Chief Justice of India-designate, Justice Ramana, has adorned many hats — from student leader working for farmers and industrial workers to journalist for a leading Telugu newspaper to a first-generation lawyer. Justice Ramana was the Delhi High Court Chief Justice prior to his elevation to the apex court. As CJI, Justice Ramana has a tenure of 16 months.

Polling was held in 475 seats across the four states and the Union Territory of Puducherry, and the remaining phases will cover only West Bengal, before the counting of votes on May 2. During the meeting, WSKH and WSYF extended their

gratitude to all Naga political leaders for accepting their invitation and their positive response. Chairing the meeting, WSKH president Vihuto Yeptho called upon the leaders of different Naga political organisations to reconcile among themselves and respect and honour each other so as to achieve

honourable and acceptable Naga political solution. All Naga political leaders emphasised on the need to resolve the Naga issue at the earliest in the larger interest of Nagas. They also called for peace and harmony among different Naga tribes, especially at a time when all people were waiting for the final Naga political solution.

Stating that Nagas had suffered for long and could not afford any more bloodshed in their land, the meeting urged Nagas to pray for early solution. WSKH and WSYF office-bearers also asked the Naga political leaders to extend their support and cooperation, in terms of logistics and materials, to the upcoming WSKH jubilee scheduled to be celebrated in December this year. WSYF president Mughavi Awomi, GB, WSYF general secretary Bohoi Yeptho and WSKH vicepresident Viyishe Chishi, GB were among those who spoke on the occasion. DIMAPUR: Kohima Village Youth Organisation (KVYO) has welcomed the Regional Transport Authority (RTA), Kohima order banning private vehicles plying as taxis in Kohima. In a press release, KVYO president Ruokuoneituo Phewhuo and general secretary Neingusalie Khruomo through the organisation extended its fullest support to banning of private vehicles plying as taxis and urged the authority to enforce the said order at the earliest. KVYO also appealed to the public not to entertain or hire any private vehicle taxis as it was illegal. Further, the organisation requested the enforcing agency to penalise illegal taxis found plying as per provisions of the MV Act without bias.

DIMAPUR: Dimapur police on April 5 raided an “unauthorised” office facility of NSCN (I-M) at Diphupar ‘B’ village G-Khel, Dimapur and subsequently sealed it. According to Dimapur police PRO, the raid was conducted following a complaint that a truck driver was being illegally detained in the “unauthorised” office. During the raid, PRO stated that many documents, registers, computer sets, furniture, stamps, four chains, 140 gms of suspected ganja, three two-wheelers and one vehicle (WagonR) were also seized. In this regard, a case was registered with Chümoukedima police station, PRO informed.

G U WA H AT I , A P R 6 (PTI): The third and last phase of the state election in Assam which is underway amidst tight security in 40 constituencies spread across 12 districts on Tuesday is largely peaceful despite sporadic incidents of violence and disturbances in some areas, officials said. There were reports of a clash between two groups of people over some issues at a polling station at Dighaltari lower primary school at Golakganj. Police resorted to lathicharge and firing in the air to control the situation but none was injured, an official said. The polling at the booth was stopped for a brief period and resumed soon, he said. At a booth at Gutipara in Bilasipara West constituency security personnel were attacked by a group of people over distribution of free masks. Here too the police resorted to lathicharge when the attackers threw stones at the polling station. As a result voting at the polling station was interrupted for about halfan-hour but later resumed normally, officials said.

Aizawl, Apr 6 (PTI): Durjya Dhan Chakma of the ruling Mizo National Front (MNF) was sworn in as the 21st Chief Executive Member (CEM) of the Chakma Autonomous District Council (CADC) of Mizoram on Tuesday. Lawngtlai district Additional Deputy Commissioner Marilyn Rual Zakhumthangi administered the oath of office and secrecy to Chakma at a programme held in Kamalanagar where the CADC is headquartered. The Chakma Autonomous District Council, an autonomous council for ethnic Chakma people of the state, was formed under the Sixth Schedule of the Constitution in 1972. Headed by the CEM, the Council exercises legislative, executive and judiciary power over allotted departments within its territory. Durjya Dhan Chakma was appointed as the new CEM on Monday by state Governor P S Sreedharan Pillai following the resignation of Rasik Mohan Chakma on March 29.

Police sources said Laskar was interrogated twice for several hours during the last 48 hours and his statements have been recorded in front of a magistrate. SHILLONG, APR 6 (PTI): With the closure of the onetime settlement scheme for clearing outstanding electricity bills, the Meghalaya Electricity Corporation Ltd (MeECL) has decided to disconnect power supply of defaulting consumers, an official said on Tuesday. The MeECL in November last year introduced a ‘One Time Settlement scheme’ to allow defaulters to settle their power bills with huge rebates. The scheme closed on March 31 this year. The official said more than 3 lakh households, offices and companies have not paid their outstanding electricity bill of over Rs 465 crore to MeECL.

He said MeECL has decided to take stringent action against defaulters by cutting off power connections from April 16 in its bid to ramp up revenue collections. “As of March 28 last, 3.11 lakh customers have not paid their power bills amounting to Rs 465.85 crore,” MeECL CMD A Kembhavi said. He said these customers include individuals, companies, shops, offices and even government establishments. The MeECL has published a list containing the list of defaulters. In RiBhoi district many private industries have not cleared their power bills running into crores of rupees.

Curfew in Delhi from 10 pm to 5 am till Apr 30 NEW DELHI, APR 6 (PTI): In view of rising COVID-19 cases in Delhi, the Arvind Kejriwal government on Tuesday imposed seven hours of night curfew with immediate effect but exempted people of certain professions from it. The decision was taken after the Delhi Disaster Management Authority (DDMA) reviewed the COVID-19 situation in the city. The DDMA order for curfew from 10 pm to 5 am will continue till April 30. People travelling during curfew hours for COVID-19 vaccination will require s soft or hard copy of an epass which can be obtained from the website www.delhi. gov.in. According to the order issued by the chief secretary and chairperson of the executive body of DDMA, a sudden increase in COVID19 cases in the recent past along with a high positivity rate has been observed in the national capital. “It is felt that night cur-

Public transport such as Delhi Metro, DTC and cluster buses, autos and taxis will be allowed to ply within the stipulated time for transportation of only exempted categories of people during night curfew, said the order. However, there will be

no restriction on inter-state and intra-state transportation of essential and nonessential goods. No separate permission or e-pass will be required for such movements, it said. All district magistrates and deputy commissioners of police, as well as authorities concerned, will ensure strict compliance with the DDMA order. Enforcement authorities are required to note that these restrictions fundamentally relate to the movement of people, and not to that of essential goods and services, the order stated, adding violation of curfew restrictions will be dealt with under the relevant section of the Disaster Management Act, 2005, and Section 188 of the IPC and other applicable laws. Chief Minister Arvind Kejriwal had on Friday said that Delhi is witnessing the fourth wave of COVID-19 but any decision on lockdown will be taken after due public consultation.

ULUBERIA (WB), APR 6 (PTI): Four EVMs and a similar number of VVPATs were found at the house of a Trinamool Congress leader in West Bengal’s Howrah district, following which a poll official was suspended, a senior officer said on Tuesday. The incident happened in Tulsiberia village in the Uluberia Uttar assembly segment, he said. Villagers spotted a vehicle with an Election Commission sticker outside the house of the TMC leader in the early hours, after which they started protesting, he added. Then, it was found that the officer of sector 17 Tapan Sarkar was visiting the TMC leader’s house with the EVMs, the official said. The EVMs and VVPATs were seized and the officer suspended, he said.

limate change is a reality which the world cannot ignore and if it does, that would only invite a catastrophe. The India Meteorological Department (IMD) stated that the month of March, 2021 was the third warmest in 121 years in terms of monthly average temperature. IMD informed that Delhi recorded a maximum temperature of 40.1 degrees Celsius on March 30,2021, the highest temperature in March recorded in Delhi-NCR in 76 years. Delhi had recorded a maximum temperature of 40.5 degrees Celsius on March 31, 1945. In a warming world, we can expect it to get wetter. With global temperature gradually rising through the decades, scientists have termed it as ‘global warming’. The term describes the impact of rise in global temperature in decades brought about by the emission of green house gases caused by fossil fuel emissions, pollutants and other human activities. There are many evidences of changing weather patterns happening across the world. When climatologists speak of changing weather pattern and its resultant effect in throwing nature’s weather out of gear; it means that the nature is not longer in control and therefore out of control. There is a difference between “weather “and “climate” as the former relates to conditions in the atmosphere over a short time. The latter relates to how the atmosphere behaves over a longer period of time. Climate change generally means changes in long-term averages of daily levels of temperature and rainfall.. Future effects of climate change will continue through this century and beyond during which temperatures will continue to rise. This will mean that frost-free season (and growing season) will lengthen, with more droughts and heat waves, hurricanes which will become more intense as the sea level is projected to rise 1-4 feet by 2100. Human interference on the environment through emissions of chemicals and pollutants, had brought changes being witnessed through changing climatic winds, oceanic currents and rising heat and humidity. At the local level, awareness has made little impact beyond the seminars and workshops. The destruction of the local environment has also added to the changes in climate. According to environmentalists, there can be no compensation for the loss of natural forests because open forests are often classified as degraded. A dense or closed forest, as it is known in scientific terms, is characteristic of that area and climatic conditions. When a natural forest is felled what is lost is the ecological system, including rare species of flora and fauna. What replaces it is a monoculture plantation of fast-growing species. One of the most destructive symbols on the environment has been the gradual loss and extinction of the once lush Rangapahar reserved forest which was declared as a sanctuary. At its prime, Rangapahar Sanctuary was spread over 21,768 acres and was notified as a reserved forest in 1925 by the forest department of Assam. Today, what is left of the sanctuary is about hardly 300 acres that is supposed to be the Nagaland Zoological Park. No government in the state should overlook the role of sustainable development while pursuing economic growth. Ignoring this matter would only create an unfavourable climate literally and geographically and disturb the need to maintain equitable and healthy rates of growth.

The incarnation of Christ would have no meaning without the Cross. Beware of separating “God was manifested in the flesh…” from “…He made Him…to be sin for us…” (1 Timothy 3:16 ; 2 Corinthians 5:21). The purpose of the incarnation was redemption. God came in the flesh to take sin away, not to accomplish something for Himself. The Cross is the central event in time and eternity, and the answer to all the problems of both. The Cross is not the cross of a man, but the Cross of God, and it can never be fully comprehended through human experience. The Cross is God exhibiting His nature. It is the gate through which any and every individual can enter into oneness with God. But it is not a gate we pass right through; it is one where we abide in the life that is found there. The heart of salvation is the Cross of Christ. The reason salvation is so easy to obtain is that it cost God so much. The Cross was the place where God and sinful man merged with a tremendous collision and where the way to life was opened. But all the cost and pain of the collision was absorbed by the heart of God.

National Education Policy, 2020: Nagaland context I ndian philosophy of education drew its bases from Vedic and Brahmanic virtues of life. The continuum of evolution of educational thoughts of many Indian philosophers provided the direction of higher ideals of life through the one and only instrument of education. The nucleus centres of education like Gurukuls got transformed into inclusive education much later. Making education relevant and useful to Indian masses is a consistent endeavour till today. British India education did things for both good and bad for India. Good being opening of more liberal schools, and the bad being uprooting indigenous values of education. When the British came to India they found Indian education system worth close observation. To do that they uprooted the educational plant, lifted it to their face, had a closer look at it and left it exposed just like that instead of putting it back to the soil; and thus, the tree of education was left to be withered under the sun. British-India education system aimed at grooming a group of higher class who would form an elite group to be used in the affairs of the British administration. The sole aim of it was to rein in the masses by the Indians themselves. Language Policy: Through the Charter Act of 1813, the East India Company took to itself the responsibility for education of Indians. Lord Macaulay recommended teaching Indian scholars in English language, on the other hand, people like Princep, a British official, advanced his opinion in favour of Indian languages for transaction of education. But his proposal was repudiated by Lord William Bentinck. The entire library for indigenous Indian education was not worth a single shelf of Western library.(In my own rendition). That was the Anglicists’ statement. Post Colonial education tried to making education relevant to every section of people. Constitutional provisions on education guaranteed equal opportunities for every citizen of the nation. Economic, social, religious and cultural diversity of In-

dia, and sensitivity to such realities was amply reflected. Regional diversity on the nature of challenges and needs was kind of addressed in the 42nd Amendment of the Constitution in 1976, wherein, education was placed in the Concurrent List. By this Amendment states were allowed a space for modulating their circumstantial needs while adhering to the National core curriculum framework. One example of such provision is allowing the inclusion of local topics and issues nearer to the child’s environment and experiences in the curriculum. Castes and class system-induced discrimination continued to be the reason for educational inequality, and the vision for all-round progress of the nation remained just rhetoric. Therefore, to ensure justice in education, it was made a Fundamental right in the 1986 amendment of the Constitution. Violation of this right is punishable offense. Language issue in education is not new. Threelanguage policy was an old enshrinement in Indian education policy, in which Hindi is de facto compulsory. Non-Hindi speaking states in Indian Republic, including Nagaland, now have no option out but implement the Three Language Policy upto Grade 8 i.e. local/regional language, Hindi and English. at least one other language out of the many options such as Tamil, Telugu, Kannada, Malayalam, Odiya, Pali, Persian and Prakrit. Foreign languages, such as Korean, Japanese, Thai, French, German, Spanish. Etc. will be offered at the Secondary level. On Mother Language, most of the Naga tribes have no standardized literature. This particular issue will be a road block to students’ academic achievement. Ura Academy has made a tremendous efforts in the development of Tenyide up to Post-Graduation level. The Sumis, the Lothas and the Aos have made minor progress in the development of study materials up to undergraduate level. The wide diversity of tribal languages in Nagaland is overwhelming in terms of appointing Language teachers, printing and publishing of school

textbooks. Appointment of Language Officers (LOs) for at least the recognized tribes is foreseeable necessity for what it ought to be. Coordination of various Language Officers with their respective literature boards will be a must thing to paving way for undisputed adoption of the literature of text books. Classroom interaction up to Elementary i.e. Grade 8 is to be made in home language, meaning Mother tongue. The importance of Mother tongue is to be appreciated for its positive results. The first language at home is natal language, through this language the child is exposed to his immediate environment, and the child gets to understand his universe in relation to the existence of others of his kind. Teaching in the child’s own language at the elementary stage has the overarching importance in learning and retention. Next to the home, the language of a child’s peer group is mother tongue, and by the time the child walks to the classroom she feels at home when talked to in her mother language. Added advantage of mother tongue in lower stages of education is facilitating the sense of ease and fun while the concept of the content is comprehended joyfully. Our next target as we go up the higher rung of education is proficiency in the language of competitions. Language skill is the language of one’s profession. The power of expression is vitally important, and that is both the beauty of speaking and writing. And therefore, mastery of language skill in both the expressions has unparallel advantages. In the context of our state, for now and the years ahead English will be our main tool of domestic and professional language. For clarification once again, on the primacy of mother language and English in education, formation of basic concept of the universe of a child is best achieved in one’s own mother tongue. Once the concept - both abstract and concrete, are comprehended and internalized, it can get along meaningfully through the continued interactions and analyses. Having acquired the conceptual

eservation on tribal lines is a very touchy issue that has seen frayed tempers from all corners of Nagaland, be it in print or digital media, in the recent past. Understandably, the government is at its wits end. This issuehas added to thebitterness and division in our already badly fissured society. To be honest, the backward quota has not served its purpose even after so many decades. With the prolonged reservations the backward areas should have really progressed far ahead of the presently categorized forward areas of Nagaland. The quota meant for the really downtrodden have mostly ended up in the families of the rich and the powerful, who have had the advantage of good upbringing, very good education in and out of Nagaland, besides all the luxuries life has to offer. The most deserving ones have been brutally sidelined for want of education and basic needs. In the process, the really brilliant struggling younger generations of the forward communities too have ended up with nothing, but frustration. Now, for some good news!The Kohima Science College, Jotsomahas the credentials to be the coreofa State University but needs the blessings of all. However, there is a hitch. The college runs Under Graduate as well as Post Graduate and PhD programs in many disciplines, but is acutely short of teachers, which is a huge roadblock to growth. The major reason is the government restrictions on post creation. This has to be overcome if we are to provide quality education to the younger generations. The other problem is -Reservation. Some posts have been earmarked for some backward tribes. It appears that a Government of Nagaland order prevents the same from lapsing, resulting in such posts being kept reserved indefinitely, that is, till a suitable candidate is available. We may

perhaps be looking at some High School or College studentstoday, studying to fill up vacancies in the not-so-near future. This is wanton destruction of the very system we need to build for the future of the state.If we want a robust system that will help take our society to new, presently believed unfathomable heights, and mend the deep fractures within, appoint the best, and appoint immediately. No post should be kept vacant indefinitely. To achieve this, reservations should be withdrawn from the purview of the education system. The best teachers only can raise a generation of the best students from all corners of Nagaland. The best teachers only can bring the change we so desperately need. Instead of backward quota on tribal lines,reservations should be for people of really backward areas. Even the supposedly advanced tribes,such as Lotha, Rengma, etc. have pockets of people who really deserve, but due to the faulty existing practice, are doomed to a life of hardship and neglect. These truly weaker sections have been languishing in misery,without opportunities for numerous decades. This is time bomb ticking away fast;an explosion is imminent! Before any serious damage to our fragile society, let us deliberate on the matter with due consideration for our neglectedneighbours in true Christian spirit. Let any reservation go only to the weak and downtrodden. For this to happen we need the goodwill and blessings of everyone in Nagaland, irrespective of which region or tribe one belongs to. Equitability Of Education: Equitability has been a consistent policy of education in India. In the context of our state there is no implicit or explicit exclusion in the enrolment at any stage. Education is inclusive and that sounds good. There is widespread availability of Primary and Elementary schools in every nook and corner of the state. The core issue here is the management of the available schools in the state. Absenteeism and proxy culture has vitiated the very objective of Primary education. VEC’s are rendered powerless owing to influences and obligations. Inoperative VEC’s are hardly revamped. Village schools no longer retain students. Many schools have more number of teachers than students’ enrolment. Quality education has gone compromised irreparably. The restructured pattern into a 5+3+3+4 corresponding to ages 3-8, 8-11, 11- 14, and 14-18 years respectively has in mind the development of mental faculty of children of this crucial age group. Quality Education: Holistic education is the catchword of the 21st century. Skilling children and the youth consists the sole aim of the new education policy. The new world order needs the generation of critical thinkers, the inventors and innovators. India is now seriously vying for world power in knowledge resources. Skill is money, and robust economy is nurtured in the classroom. Let us go back to our village schools. The charm of the noises of those days are gone, the cheers of natural and spontaneous choruses have turned into silent and solemn places. Government schools with better salaries and better qualified have somehow slipped into a nonchalant entity. The new system of education ought to be envisioning two indispens-

able objectives vigorously i.e. universal enrolment and quality output. Losing the enrolment in Government Primary schools is a huge loss for the department. On the other side, parents are faced with untold financial difficulties. Insincerity and absence of devotion to attending classes has adversely and definitely affected the quality of Government-run Primary schools. Family economy is put in dire straits as parents are to migrate with children to urban schools, which they do without any means of sustenance. Ensuring Universal Enrolment: Ten years from now i.e. by 2030, every state must have 100% enrolment of children in schools. VECs will have to be fully empowered and responsible for 100% retention of those enrolled in the school. The role of VECs imply impartial application of rules and guidelines in matters of ensuring the attendance of teachers. Gao Burahs must stand firm on ensuring regularity of teachers in their village schools, and must not compromise in any manner, for active functioning of school in the village. Getting Tougher: True to the objective of quality Higher education, it is not only aspired and desired, but getting truly tougher in the NEP and its practice. Some major changes are: - Stand alone Higher education institute will move to multi-disciplined colleges and universities. - National Assessment Centre, PARAKH (Performance Assessment, Review, and Analysis of Knowledge for Holistic Development) will be set up as a standard setting body for setting norms, standards and guidelines for student assessment and evaluation for all recognized school boards of India. Guiding the State Achievement Survey (SAS), and undertaking the National Achievement Survey (NAS), and monitoring achievement of learning outcomes. - Promotion of teachers will be decided by merit of performance. Periodic performance appraisal will be put in place. - Pre-entry qualification for teaching in college and

university will be a Ph. D degree and or above. - State-wide body , State School Standards Authority (SSSA) will be set up to oversee school administration for accountability. - SCERTs will develop a School Quality Assessment and Accreditation Framework (SQAAF) through consultations with all stakeholders. - Public and private schools will be assessed and accredited on the same criteria, benchmark and processes, emphasizing online and offline public disclosure and transparency. - Undergraduate degree will be of 3 or 4-year duration, with multiple exit options within this period, with appropriate certifications – a certificate after completing 1 year in a discipline or field including vocational and professional areas, or a diploma after 2 years of study, or a bachelor’s degree after 3 year programme. The 4-year multi-disciplinary Bachelors’s programme will be the preferred option since it allows the opportunity to experience the full range of holistic and multidisciplinary education in addition to a focus on the chosen major and minors as per the choices of the student. - Motivated, energized, and Capable Faculty. NEP-2020 recognizes that the success of higher education institutions is the quality and engagement of its faculty. HEIs will have clearly defined, independent, and transparent processes and criteria for faculty recruitment. - Regulatory Body like University Grants Commission (UGC) will be re-named as Higher Education Grants Council (HEGC), National Accreditation Council (NAC). - For Teacher Education like B.Ed. will be offered at multi-disciplinary institutions. - By 2030, the minimum degree qualification for teaching will be a 4-year integrated B.Ed. degree that teaches a range of knowledge content and pedagogy and includes strong practicum training in the form of student-teaching at local schools. Emergency health workers 3 times more at risk of depression, PTSD

mergency medical service (EMS) workers are three times more at risk of mental health problems such as depression and post-traumatic stress disorder (PTSD) compared to the general population, according to a new study. The findings showed that each day EMS workers experience a diverse array of occupational stressors -- routine work demands, critical incidents involving serious harm or death, and social conflicts. "Each additional work demand or critical event that an EMS worker encountered on a given workday was associated with a 5 per cent increase in their PTSD symptom severity levels that day, while each social conflict was associated with a 12 per cent increase in their depression symptom severity levels," said lead researcher Bryce Hruska, Assistant Professor of public health at the Syracuse University in New York, US. "Together, these occupational stressors negatively impacted mental health each day that they occurred," Hruska added. Exercising, socialising with other people, and finding meaning in a given day's challenges can help reduce mental health symptoms for EMS workers, revealed the study published by the Journal of Affective Disorders. "These activities had a beneficial impact on mental health; each additional recovery activity in which a worker engaged was associated with a 5 per cent decrease in their depression

symptom severity levels that day," Hruska said. The researchers surveyed EMS workers at American Medical Response in Syracuse, for eight consecutive days in 2019 to better understand their mental health symptoms related to daily occupational stressors. EMS workers who looked for lessons to learn from the day's challenges had a 3 per cent decrease in their daily depression

symptoms, the results showed. The Covid-19 pandemic has underscored the significant mental health burden experienced by EMS workers. Increasing interaction with family, friends and co-workers, recognising conflicts as an opportunity for learning, relaxing after a particularly demanding shift may help in alleviating the stress, the researchers said. The cases rising from 9000 to 90,000 in less than 50 days greatly shows the severity of the second wave in India. The imminency of it reaching our land is close at hand. It is sad to see that with the slow improvement in our state we are starting to live as if there is no pandemic in the first place. People stopped wearing face masks and following COVID-19 appropriate behaviour. We should never forget the impact of the first lockdown and how it impacted not only our economy, education but also our mental health. We cannot effort to go for another lockdown. The authorities need to step up big to enforce appropriate COVID-19 behavior to a point where fines if at all needed be collected as well when there's violation. Strict measures need to be taken before it is too late. As for the public it our priority to not only keep ourselves safe but our near ones. Let us Avoid the Three Cs: Closed spaces with poor ventilation; Crowded places; Close contact situations. The positivity rate, however, is 5.54 per cent. This is the fourth consecutive day that more than 3,500 cases have been reported in Delhi. Earlier on Sunday, 4,033 new cases were reported here which was the largest daily Covid-19 figure for 2021. There were 3,567 cases reported on April 3 and 3,594 cases on April 2. Meanwhile, 11 rounds of talks have been held between the Central government and the farmers’ organisations but the stalemate has not ended yet.

Both the farmers’ unions and the Centre are ready to start negotiations again, but are yet to meet. The farmers have been protesting at various borders of the national capital since November 26 last year against the three newly enacted farm laws. It said a probe by an independent agency was necessary in the case, to “instill public confidence and safeguard the Fundamental Rights of the citizens”. The high court had pronounced the verdict on three public interest litigations (PILs) and a criminal writ petition filed last month, seeking several reliefs as also a CBI probe into the matter. One of the PILs was filed by Singh himself, and the other two were filed by lawyer Ghanshyam Upadhyay and local teacher Mohan Bhide. The criminal writ petition was filed by Patil. The high court had ordered the CBI inquiry on Patil’s plea. The court also disposed of all the pleas. Singh, in his plea filed on March 25, sought a CBI probe against Deshmukh who, he claimed, had asked police officers, including suspended cop Sachin Waze, to extort Rs 100 crore from bars and restaurants. Deshmukh has denied any wrongdoing. The high court had also said the nature of the

allegations and the subsequent proceedings were unprecedented, and something that the two judges presiding over the pleas had never seen before. It said all courts were committed to ensuring the rule of law and preventing any breach of Constitutional principles, irrespective of the high office an accused occupied. The court said even though the state government had ordered a highlevel committee to probe into the allegations, an inquiry based on Patil’s complaint was necessary as per the law. Since the police investigating complaints against the home minister and a serving police officer would not be most appropriate, it is a fit case for ordering a CBI probe, the high court said. It directed the CBI director to conduct a preliminary inquiry based on Patil’s complaint and a letter written by Param Bir Singh to state Chief Minister Uddhav Thackeray that Patil had attached to her complaint. The high court said the CBI need not immediately register an FIR, but it must complete its inquiry within 15 days and then decide on further course of action.

GHAZIPUR, APR 6 (IANS): With the surge in coronavirus cases all over the country, the threat of the pandemic looms large over the hundreds of farmers sitting on protest at various borders of the national capital since the last four months. Bharatiya Kisan Union (BKU) Spokesperson Rakesh Tikait has clearly said the farmers’ stir will not end even if a lockdown is imposed across the country. CHANDIGARH, APR 6 (PTI): The Uttar Pradesh Police on Tuesday took custody of jailed gangsterturned-politician Mukhtar Ansari at Punjab’s Rupnagar jail to transfer him to Banda prison. Ansari, BSP MLA from Uttar Pradesh’s Mau, is facing 52 cases in the state and elsewhere, and 15 of them are in the trial stage. Punjab Additional Director General of Police (Prisons), Praveen Kumar Sinha, told PTI that the custody of Ansari has been handed over to the Uttar Pradesh Police. Ansari, who has been lodged in the Rupnagar jail since January 2019 in connection with an extortion case, was taken in an ambulance, jail officials said. Earlier, Uttar Pradesh Police vehicles, an ambulance and a Vajra reached Rupnagar jail at around 12 noon. Uttar Pradesh Police personnel reached Rupnagar district on Tuesday to bring back Ansari. Heavy security arrangements were made by the Punjab Police outside the Rupnagar jail. Barricades were also put by the police on the road leading to the jail. The Supreme Court had directed the Punjab government to handover the custody of Ansari to the Uttar Pradesh Police, saying it was being denied on trivial grounds under the guise of medical issues.

NEW DELHI, APR 6 (PTI): Maharashtra government and its former home minister Anil Deshmukh moved the Supreme Court on Tuesday challenging the Bombay High Court order directing CBI probe into the allegations of corruption and misconduct levelled against him by former Mumbai police commissioner Param Bir Singh. “We have filed an appeal on behalf of the state government against the Bombay High Court order of yesterday,” said Maharashtra standing counsel Sachin Patil. Deshmukh’s counsel Sudhanshu S Choudhari said that he has also filed a petition in the apex court against the high court order. Earlier in the day, Bombay-based lawyer Jayshree Patil, on whose criminal writ petition the high court had ordered the CBI probe, had filed a caveat in the top court seeking to be heard before any order is passed in the matter. After the high court order on Monday, Deshmukh, a veteran politician from Vidarbha, resigned from the state government. The high court said it was an “extraordinary” and “unprecedented” case that warranted an independent inquiry. In its 52-page judgement, the high court said Singh’s allegations against Deshmukh had put at stake the citizen’s faith in the state police. He said this after a French media report claimed that 1.1 million Euros was paid to a “middleman” by the aircraft manufacturer, a charge that was denied by the BJP as baseless. Gandhi has been alleging that commissions have been paid in the Rafale deal, which the government has denied. New Delhi, Apr 6 (IANS): Resurgence of Covid infections along with re-imposition of partial travel restrictions in some major states has triggered a clamour among a section of airlines for reduction of flight capacity. Accordingly, industry insiders contend that rising cases have severely impacted demand leading to cancellations. Notably, the Centre till now has allowed airlines to deploy 80 per cent capacity. The domestic sector was reopened on May 25, 2020 with a limited capacity of only 33 per cent. Since then the operational capacity has only been increased in-consonance with rising passenger traffic. “Covid cases have risen dramatically and loads have crashed drastically, thereby, leading to cancellations. Demand has been badly hit in multiple states especially Maharashtra,” a senior executive with a leading private airline told IANS. “As more and more states impose Covid based entry restrictions, the situation will only worsen. New Delhi, Apr 6 (IANS): Bharti Airtel on Tuesday announced an agreement with Reliance Jio Infocomm to transfer the ‘Right to Use’ of Airtel’s 800 MHz spectrum in Andhra Pradesh (3.75 MHz), Delhi (1.25 MHz) and Mumbai (2.50 MHz) to Jio. The agreement is subject to statutory approvals, Airtel said in a statement. Through this agreement, Airtel will receive a consideration of Rs 1,037.6 crore from Jio for the proposed transfer. In addition, Jio will assume future liabilities of Rs 459 crore relating to the spectrum. Gopal Vittal, MD & CEO (India and South Asia), Bharti Airtel said: “The sale of the 800 MHz blocks in these three circles has enabled us to unlock value from spectrum that was unutilised. This is aligned to our overall network strategy.” In a statement, Jio said that the trading agreement is in accordance with the spectrum trading guidelines issued by the Department of Telecommunications.

New Delhi, Apr 6 (Agencies): International Monetary Fund (IMF) on Tuesday raised its growth forecast for Indian economy by 100 basis points to 12.5 per cent for fiscal year 202122. In its latest edition of World Economic Outlook, IMF said it expects India’s GDP to grow 12.5 per cent in FY22, the highest among emerging and advanced economies. GDP growth for FY23 is pegged at 6.9 per cent, Business Today reported. India is the only country expected to register a double-digit growth this fiscal. “For the emerging and developing Asia regional group, projections for 2021 have been revised up by 0.6 percentage point, reflecting a stronger recovery than initially expected after lockdowns were eased in some large countries (for example, India),” IMF said. The bill was approved by the lower house of Parliament or the State Duma, and the upper house of Parliament, the Federation Council, last month, reports Xinhua news agency. After Putin signed it on Monday, the law, which was made following constitutional amendments adopted in a nationwide referendum in July 2020, was uploaded to the official Internet-portal of legal information. One of the 206 constitutional amendments stipulates that the limit of two presidential terms applies to the incumbent head of state, but without taking into account his previous terms. The level of interest expressed by Pakistan can be well gauged by the fact that Prime Minister Imran Khan had formed an apex committee to evolve a broad-based agenda for engagement with the Biden administration, with special focus on seeking economic cooperation and not only relying on security cooperation. Enhanced trade ties, energy and climate change, and investment were among the important areas for Pakistan to seek US cooperation. Pakistani officials maintained that their am-

bition was to evolve the relationship with the US “through a bilateral lens” and not through the paradigm of China or India. “We want to evolve relationship with the US purely through bilateral lens. Biden, who has been in the White House for over two months now, has not yet spoken to Imran Khan over the phone, and has ignored Pakistan’s request for a direct contact. Raindrops can help identify potential habitable planets

T

he size of raindrops can help identify potentially habitable planets outside our solar system, according to a new research. The study led by researchers from Harvard University in Massachusetts, US, found that raindrops are remarkably similar across different planetary environments, even planets as drastically different as Earth and Jupiter. Understanding the behaviour of raindrops on other planets is key to not only revealing the ancient climate on planets like Mars but also identifying potentially habitable planets outside our solar system.

“The lifecycle of clouds is really important when we think about planet habitability,” said lead author Kaitlyn Loftus, a graduate student in the Department of Earth and Planetary Sciences. “But clouds and precipitation are really complicated and too complex to model completely. We’re looking for simpler ways to understand how clouds evolve, and a first step is whether cloud droplets evaporate in the atmosphere or make it to the surface as rain,” Loftus added. For the study, the team identified three properties of raindrops: drop shape, falling speed, and evaporation speed.

Drop shapes are the same across different rain materials and primarily depend on how heavy the drop is. Falling speed depends on shape as well as gravity and the thickness of the surrounding air. Evaporation speed is more complicated, influenced by atmospheric composition, pressure, temperature, relative humidity and more. The researchers found that across a wide range of planetary conditions, the math of raindrop falling means only a very small fraction of the possible drop sizes in a cloud can reach the surface. “The humble raindrop is a vital component of the precipitation cycle for all planets,” said Robin Wordsworth, Associate Professor at the Harvard John A. Paulson School of Engineering and Applied Sciences (SEAS). “If we understand how individual raindrops behave, we can better represent rainfall in complex climate models,” Wordsworth said. (IANS)

The first season was titled “The Verdict – State vs Nanavati” and featured actors Manav Kaul, Elli AvrRam, Sumeet Vyas and Viraf Patel. The show, which premiered on ALT Balaji and ZEE5 in 2019, followed the 1959 Indian judiciary case of KM Nanavati v State of Maharashtra, where a Naval Commander was tried for the murder of his wife’s lover. upcoming season is based on two books, “Emergency Retold” by author Kuldip Nayar and “The Case that Shook India: The Verdict That Led to the Emergency”, penned by activistlawyer Prashant Bhushan. “Time for ‘Verdict2. ASA’s Ingenuity Mars helicopter has survived the first cold Martian night ahead of its maiden flight on the Red Planet scheduled for April 11, the US space agency has said. Surviving that first night after being deployed from where it was attached to the belly of NASA’s Perseverance rover on April 3 is a major milestone for the 1.8 kg rotorcraft. This is because evening temperatures at Jezero Crater can plunge as low as minus minus 90 degrees Celsius, which can freeze and crack unprotected electrical components and damage the onboard batteries required for flight, NASA said on

IWL postponed due to Covid-19

The league was scheduled to be hosted in Odisha, although the AIFF was yet to announce dates. “Based on request and discussion with Odisha Sports over the rising number of Covid-19 cases in the state and adhering to the Covid-19 guidelines of the Government of Odisha along with keeping in mind the safety and security of the players and officials, the Hero Indian Women’s League scheduled to be held in Odisha later this month has been postponed until further notice,” said the AIFF in a statement. On Monday, the AIFF had announced the postponement of the play-offs for the IWL.

New Delhi, Apr 6 (PTI): Star Indian weightlifter Mirabai Chanu’s chances of winning a medal at the upcoming Olympics received a shot in the arm on Tuesday after North Korea announced it will not be participating in the Tokyo Games.

North Korea pulled out of the Tokyo Olympics, to be held from July 23 to August 8, to protect its athletes from the “world public health crisis caused by COVID-19.” Former world champion Chanu currently occupies the fourth place in

North Korea opts out of Tokyo Olympics over Covid-19 fears

L o nd o n , A pr 6 (Agencies): North Korea has announced it will not take part in the Tokyo Olympics this year, saying the decision is to protect its athletes from Covid-19. The decision puts an end to South Korea’s hopes of using the Games to engage with the North amid stalled cross-border talks. In 2018, both sides entered a joint team at the Winter Olympics which led to a series of historic summits, BBC reported. Pyongyang says it has no cases of the virus but experts say this is unlikely. The country’s health system is thought to be completely inadequate for dealing with the Covid pandemic, the BBC’s Tokyo Correspondent Rupert Wingfield-Hayes reports. The announcement makes North Korea the first major country to skip the delayed 2020 Games because of the pandemic.

The event is due to begin on July 23. This will be the first time North Korea has missed a Summer Olympics since 1988, when it boycotted the Seoul Games during the Cold War. Pyongyang’s decision was made at an Olympic committee meeting on 25 March, according to a report by the state-run site Sports in the DPRK. However, the International Olympic Committee (IOC) said it had not “received an official application” from North Korea to step back from the Games. It added that de spite repeated requests, the country’s National Olympic Committee had failed to “hold a telephone conference during which the Covid-19 situation in North Korea should also have been discussed”. North Korea has taken stringent measures against

the virus since it broke out last year. It shut its borders in late January and later quarantined hundreds of foreigners in its capital. Since early last year, trains and wagons have been forbidden to enter or leave North Korea, with most international passenger flights stopped as well. There were hopes from South Korea’s President Moon Jae-in that the Games could be a catalyst for progress between both Koreas. That had been the case in 2018, when North Korea sent 22 athletes to the Winter Olympics in South Korea, along with government officials, journalists and a 230-member cheering group. Among the contingent was North Korean leader Kim Jong-un’s sister, Kim Yo-jong - a move which helped it initiate diplomacy with South Korea and the US.

The ministry, through its Target Olympic Podium Scheme (TOPS) for elite athletes, has spent upwards

of Rs five crore on the 15 Olympic-bound shooters. A sum of Rs 1.02 crore has been spent on shotgun stalwart Mairaj Ahmad Khan, who was a part of the scheme from September 2017 to August 2018 and was re-inducted in December 2019 after he booked an Olympic quota place in skeet. A sum of Rs 88.1 lakh has gone into customised support for Mairaj, who

will be competing in his second Olympics, while the rest of the money has been given as ‘out-of-pocket allowance’ (OPA). Another top shotgun shooter, Angad Vir Singh Bajwa, who holds the skeet final record of 60/60 and had bagged the 2018 Asian Shotgun Championship gold, has received a total grant of Rs 73.11 lakh under the TOPS scheme since 2017. Of this amount, Rs

53 lakh have been spent on his training in Italy and Cyprus and procurement of arms and the rest given as OPA. TOPS is a sports ministry programme, which attempts to provide assistance to the country’s top athletes and aims to add a premium to the preparations of these athletes so that they can win Olympic medals.
