NRMSATA serves 7-day ultimatum on Education deptt DIMAPUR, APR 6 (NPN): Nagaland RMSA Teachers’ Association 2016 (NRMSATA) has served a seven-day ultimatum on the education department (RMSA) to release five months salary. In a press release, NRMSATA executive member, Vizayienuo Zashiimo, cautioned that failure to comply with the ultimatum would invite the association to take its own course of action and department will be solely held responsible for the consequences. NRMSATA lamented that RMSA teachers even after a long patient wait and giving simultaneous reminders of their grievances have seen no positive response and outcome. The association stated that it was unacceptable as they were often been “dragged into the pool of pitiable conditions” and live without salary for over five months. It said the RMSA teachers were hoping that the department was addressing their grievances, but “only to realize of beating the dust at the end of the day when we are bogged down on this same old issue.” Further, NRMSATA 2016 said it was appalled by the “step motherly attitude”

Revisit land allotment to Nagaland, demands KSU Correspondent

SHILLONG, APR 6: The Khasi Students’ Union (KSU) on Thursday asked the Meghalaya government to revisit the 2.27 acres of land which was allotted to Nagaland government near North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS) in New Shillong Township. The powerful student’s body said that the land should be use for building a state-owned House to facilitate people of the state from rural areas who come for treatment at the super specialty hospital. The Meghalaya urban affairs department had allotted around 2.27 acres for Nagaland. “We are not opposed to giving land to Nagaland, but we questioned the manner in

which the state government treated its own people. We would like our government to accommodate the needs of the people of the state first and build houses to accommodate the people of the state who are in need,” KSU president, Lambokstarwell Marngar told journalists after meeting Urban Affairs Minister, Ronnie V. Lyngdoh He said the establishment of NEIGRIHMS has been able to attract patients from all over the Northeast and even from nearby countries. “One of the biggest problems being faced by patients coming from remote and far-flung corners of Khasi and Jaintia Hills as well as from Garo Hills of Meghalaya is a place to stay while undergoing treatment at NEIGRIHMS,” Mr Marngar said.

G U WA H AT I , A P R 6 (AGENCIES): Cocaine worth Rs. 17 crore was recovered at the Chhatrapati Shivaji International Airport, Mumbai from a woman on Monday. According to the Narcotics Control Bureau (NCB), the woman is identified as Khiangte Lalthlamuani, 47, from Meghalaya. She flew to Addis Ababa from Lomé where she was given the drug at the airport. The agency suspects that Lalthlamuani is part of a bigger racket that has roots in Mumbai and other cities. “Most of the drugs are coming in from African countries,” said the officer.

KOHIMA, APR 6 (NPN): Minister of PHED, Chotisüh Sazo, on Thursday visited the project site of augmentation of water supply at Zarü stream, Mima village, some 27 km away from here. chief engineer Er. Kevisekho Kruse and other officials. PHE department officials informed the minister that once this project was implemented the state capital would get another 3.80 million litres of water per day. They said the present supply of 1.50 million litres per day totalling to 5.30 L/ day against the total requirement of 11 million litres per day for Kohima town. Er. Kruse said that another water supply project of 1.50 million litres per day was underway and once it was completed, Kohima town would get 7ML/day around 63% against the actual requirement. properly and give proper incharge of the project. Minister and the team also interacted with the village council and GB of Mima village. Parl clears decks for GST rollout from July 1 NEW DELHI, APR 6 (PTI): Parliament Thursday cleared the decks for the rollout of the historic Goods and Services Tax (GST) from July 1 as it approved four supporting legislations to usher in the one-nationone-tax regime. The Central GST Bill, 2017; The Integrated GST Bill, 2017; The GST (Compensation to States) Bill, 2017; and The Union Territory GST Bill, 2017 were returned by the Rajya Sabha by a voice vote as all parties were on board. A number of amendments moved by some opposition parties were negated in the House where the ruling NDA is in a minority. Significantly, Congress member Jairam Ramesh did not press an amendment he had proposed, saying he had been advised by former Prime Minister Manmohan Singh against it for the sake of consensus. The Lok Sabha had passed these bills on

March 29. State Assemblies will now have to pass the States GST Bill after which the new indirect tax regime can be rolled out from the targeted date of July 1. Replying to the 8-hourlong debate, Finance Minister Arun Jaitley also gave credit to the previous UPA government for the GST. “I have no hesitation in conceding that it is not a bill for which one government, one person or any individual should take a credit. It is a collective property in which states, political parties, central government, successive governments have all contributed to it. “I have no difficulty in sharing the credit for this with everyone, particularly state governments because we are now creating a situation which was originally not anticipated in the Constitution,” said Jaitley, who went to the opposition benches to thank them, par-

ticularly Manmohan Singh, for the cooperation. The GST, the biggest taxation reform since Independence, will subsume central excise, service tax, VAT and other local levies to create an uniform market. The GST is expected to improve tax revenue collections and boost the growth. Responding to concerns expressed by the members, Jaitley insisted that the GST will not lead to inflation. The powerful GST Council, comprising Centre and states, has recommended a four-tier tax structure -- 5, 12, 18 and 28 per cent. There will be cap rate of 40 per cent, Jaitley said. The GST rates are to be discussed by the GST Council on May 18-19. Jaitley said once the new regime is implemented, the harassment of businesses by different authorities will end and India will be have

one rate for one commodity throughout the country. On top of the highest slab, a cess will be imposed on luxury and demerit goods to compensate the states for revenue loss in the first five years of GST implementation. Jaitley said the successive governments have contributed towards the GST and no one person can take credit for it. With implementation of the GST, revenue of the Centre, the states and the industry and trade must benefit, he added. Jaitley said the GST Council, comprising Finance Ministers of Union and states, had agreed to take a decision on bringing real estate within the ambit of the new tax regime within a year of its rollout. The Finance Minister said the Chief Economic Advisor had given a detailed presentation to the states on the benefits of inclusion of real estate in the GST.

Rural jobs scheme: 3 NE states on top, 2 at the bottom CNTC backs demands of Sumi hoho, Lotha hoho

Agartala, Apr 6 (IANS): Three northeastern states -- Mizoram, Tripura and Sikkim -topped the country in the justconcluded 2016-17 fiscal in providing work under a flagship rural jobs scheme while two others (Cont’d on p-8) -- Manipur and Assam -- are at the very bottom in its execution, an official report has revealed. While the rest of the country lags, Congress-ruled Mizoram topped for the first time in providing jobs under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) -- a staggering 88.43 person days per household -- during the fiscal that is almost double the national average of 45.21 days. Left-ruled Tripura, which until fiscal 2015-16 had occupied the top spot for seven consecutive years, dropped to second position with 79.88 person days per household in the last fiscal. “What to do, after The Himalayan state of deductions, commissions Sikkim, like in the previous year and extortions, only 20% of the funds reached the (2015-16), kept its third position with 66.77 person days per houseroads?.” hold during the fiscal.

children avail the facilities at their door-steps rather than sending them to other parts for education. He reiterated that children would get quality education through the co-operation shown by the parents towards the institution. The chief minister said the lack of co-ordination between higher and lower levels in educational institutions was a major concern and a setback. For this, he said that government had set up a special committee to study such issues. M e a n w h i l e, s h o r t speeches were also delivered by Advisor Urban Development, S.I Jamir; ADC Mokokchung, Sachin Jaiswal; Ungma Village Council chairman, Alemtoshi Imsong and president AKM, Imkongwati. Rev. Dr. Noklen, pastor UBC invoked God’s blessing while DEO Mokokchung, I. Temjennaro proposed the vote of thanks. The programme was chaired by the principal SGHSS, Lakhi Longkumer. The chief minister was also accompanied by a host of cabinet colleagues, parliamentary secretaries, and advisors besides other dignitaries.

NE woman held with cocaine worth Rs. 17 cr

According to a performance report of the Union Rural Development Ministry, Tripura, Mizoram and Sikkim had provided 94.46, 68.95 and 66.98 days of jobs in the fiscal. In sharp contrast, Manipur and Assam -- were at the very bottom among India’s 29 states by providing only 20.94 and 29.38 days of jobs, respectively, between April 2016 and March 2017. MGNREGA, which is considered a pioneering rights-based legislation in the world, was introduced in February 2006 by the then Congress-led UPA government. It mandates 100 days of work in a financial year to at least one member of each rural household -- but this has never been achieved in any state. The scheme aims to generate rural assets and create rural infrastructure like roads, ponds and water reservoirs. The average wage rate was Rs 161.87 per day per person in the last financial year. The northeastern states’ re-

peated success in providing work is attributed by experts to the lack of any other such scheme and absence of major industries in the region. “Most of the northeastern states have no state governmentrun rural jobs schemes to provide viable employment to the needy workforce. These states also lack major employment-oriented industries,” Tripura (Central) University’s Rural Management and Development Department head Jayanta Choudhury told IANS. “In Tripura, due to good governance, efficient implementation and good work-wise and ward-wise monitoring also contributed to the success of MGNREGA,” he added. Choudhury, who has written books on rural development in the northeastern states, said that implementation of centrally sponsored schemes is also good in some of these states. India’s northeastern region, comprising eight states and home to 45.58 million people (2011 census), has limited employment

opportunities due to the absence of medium and big industries, projects and job-centric ventures. Allocation of funds and timely release of the central share of funds under MGNREGA is also a big issue in the northeast. Tripura Chief Minister Manik Sarkar has claimed that the BJP-led central government is trying to scuttle MGNREGA even though his Communist Party of India-Marxist (CPI-M) has been demanding 200 days of work in a year under MGNREGA. “The present central government is gradually curtailing the allocation of funds under the MGNREGA to close the rural job scheme,” Sarkar said in Agartala. “In the outgoing financial year, Tripura has provided around 80 man-days of rural jobs per household under the MGNREGA, but in the current financial year (2017-18), as per the indication of central allocation, the state would be able to provide only 38 to 42 man-days of jobs per household under the scheme,” he added.

DIMAPUR, APR 6 (NPN): Central Nagaland Tribes Council (CNTC) has come out in full support of the demands by its federating units- Sumi Hoho for upgrading Khelhoshe Polytechnic, Atoizu to a degree level Engineering College and Lotha Hoho on discrimination of Wokha district on fund allocation or roads. On Sumhi Hoho’s demand for uprgrading Khelhoshe Polytechnic to an engineering degree college, CNTC pointed out that despite the cabinet decision on December 17, 2007 on upgrading Khelhoshe Polytechnic, it was yet to materialise even after ten years. CNTC said when new institutes and centres of learning were sprouting up and also upgraded in the state, why was the state’s first polytechnic neglected even after the cabinet had decided in 2007? On fund for roads allocated to Wokha district, CNTC pointed out it was the fourth largest in

the state area-wise and sixth position in terms of population and on this basis, it fully backed the contention of the Lotha Hoho of Wokha being discriminated, in matters of allocation of funds for road repair and maintenance. CNTC termed it as highly discriminatory and questionable the alleged diversion of funds to other places that were meant for Wokha. Further CNTC placed the burden on the elected legislators who were supposed to work for their electorate. CNTC asked that when smaller districts and sub-divisions were allotted sufficient funds why was Wokha deprived what it deserved? CNTC said the present condition of the roads were in dismal condition which made it impossible for people to travel, CNTC appealed to the government to be fair and impartial while allocating funds in future so that misunderstanding among people is avoided. Gov stresses on combating depression DIMAPUR: On the eve of the World Health Day 2017, the state governor, PB Acharya, has called upon the people to have better understanding of depression, which would help reduce the stigma associated with the illness, and lead to more people seeking help. World Health Day is a global health awareness day celebrated every year on April 7, under the sponsorship of the World Health Organization (WHO). With the aim to mobilize action on depression, this year’s World Health Day campaign theme is “Depression: let’s talk”. In his message, the gov-

ernor said that depression was an illness that could happen to people of all ages, from all walks of life, in all the countries. He said depression causes mental anguish and affects people’s ability to carry out everyday tasks, with sometimes devastating consequences for relationship with family and friend. Acharya further said that at worst, depression could lead to self inflected injuries and suicide. However, he said fortunately depression could be prevented and treated, which usually involves either talking therapy or antidepressant medication or a combination of these.

“Depression can be treated. If you think you have depression, seek help. Talking with people you trust can be a first step towards recovery from depression,” Acharya added. According to WHO, depression was the leading cause of ill health and disability worldwide. As per the latest estimates from WHO, more than 300 million people were now living with depression, an increase of more than 18% between 2005 and 2015. Lack of support for people with mental disorders, coupled with a fear of stigma, prevent many from accessing the treatment they need to live healthy, productive lives.

(NP) Correspondent KOHIMA, APR 6 (NPN): Sechü Zubza Taxi Drivers’ Union (SZTDU) carried out a social work along the stretch of National Highway 29 on Thursday. Downward trend in alcohol consumption

G U WA H AT I , A pr 6 (Agencies): Despite a reduction in the number of dry days and increasing business hours of liquor shops, consumption of alcohol in the state has been lower this fiscal when compared to the previous one. According to available statistics, the year 2016-17 witness a 21% decrease in alcohol consumption. Except Indian-made foreign liquor (IMFL), consumption of both beer and country liquor has seen an 11% decline each. The sale of IMFL has gone up marginally by 0.4%. this fiscal. In the 2015-2016 fiscal, the department had registered a revenue income of Rs 799.51 crore, while in 2016-2017, it earned more than Rs 970 crore, an increase of Rs 170.49 crore. Morigaon/Guwahati, Apr 6 (PTI): Peace talks with ULFA (Independent), led by Paresh Axom (Baruah), is only possible if the Centre comes forward for a dialogue process, pro-talk ULFA leader and its general secretary Anup Chetia today said. “Talks with the Paresh Baruah-led faction of ULFA is possible if the Central government comes forward honestly,” Chetia said at the general meeting of the protalk ULFA cadre. The ULFA founder leader declined to comment when asked if he has received any indication from Paresh Baruah for the peace talks. The ULFA general secretary also expressed concern at the alleged “apathetic attitude” of the Central Government towards the peace talk process with the ULFA. “Dialogue cannot be a one way traffic and the environment for talks should be created from the government’s side,” he said. “Discussion with the ULFA depends upon the goodwill of the Central Government,” Chetia said. Referring to the proposed settlement of Hindu Bangladeshis in Assam, Chetia said that “the issue is a complete political agenda of the BJP

government.” “The issue is being politicised by several forces. Not a single Hindu Bangladeshi family is willing to come to Assam when much hullaballoo is about the proposed amendment of the Citizenship Act,” Chetia claimed. Chetia was incarcerated in Dhaka after being arrested on December 21, 1997 under the Foreigners Act and the Passports Act for illegally carrying foreign currency and a satellite phone. On being asked about Subudh Biswas, the prime accused of Silapathar incident, Chetia said that any move against the state must be opposed by the people of Assam. The Silpathar violence took place on March 6 during the procession taken out by NiBBUSS leading to the destruction of an office of the local unit of AASU, Swahidbedi (memorial to Assam Agitation martyrs) and also causing damage to public and private properties and disruption of law and order situation in the area. Anup Chetia was sentenced to seven years imprisonment by a Bangladeshi court and held at Kashimpur Jail till November 11, 2015 before he was handed over by Bangladesh Government to India.

Whether we are religious or not there is a need for love and compassion in the world,” the 14th Dalai Lama further noted. Moreover, the spiritual leader asked why people should be religious when religion seems to have such capacity for causing trouble. “Pope (Francis) had recently said it was better to be a good human being than a stupid Christian. Similarly, it is better to be good human being than a stupid Buddhist,” Stating that he was disturbed by terrorism in the name of religion, Dalai Lama said, ““We hear a lot about Muslim terrorists and of late Buddhist terrorists (Myanmar). But as soon as anyone indulges in terrorism, he is no longer a Muslim or a Buddhist. Come to think of it, Chinese officials describe me as a terrorist too.”

Speaking on the occasion, Modi reiterated his commitment to continue the war on corruption and said the country was witnessing a “new age of honesty”. “The four-lane bridge in not just the biggest bridge connecting two states; rather, it’s an avenue that will open up new opportunities for the state and take it towards development and progress,” he said. The Prime Minister said all the projects will not just create employment for thousands of youths in the

Narendra Modi region but also help develop their skills. He said corruption has been the bane of the country as people in power looted money. “But we have waged this war against corruption and black money. And unless and until they return the looted money, I will not sit quiet,” he said adding that the youth of the country were determined to lead an honest life. “The age of honesty has dawned in the country where people want to work hard and work with honesty,” said Modi. Hailing Union Minister for Highways and Shipping Nitin Gadkari for his endeavour to develop inland waterways, Modi said once the Sahebganj multi-modal

terminal becomes operational, it will help landlocked Jharkhand put itself on the world trade map. “The multi-modal terminal will change Jharkhand’s fortunes. The state’s produce -- be it coal, minerals or agricultural goods -- all will reach foreign shores through this terminal. The terminal and the bridge will not just improve Jharkhand’s connectivity with Bihar and other eastern states, but also open up opportunities of trade with the rest of the world,” he said. The multi-modal terminal is an important part of development of National Waterway-1 (NW-1) from Varanasi in Uttar Pradesh to Haldia in West Bengal. NW-1 is being developed under the Jal Marg Vikas Project of the Inland Waterways Authority of India, with technical and financial assistance from the World Bank at an estimated cost of Rs 5,369 crore. The project will enable navigation of commercial vessels with capacities of 1,5002,000 DWT (deadweight tonnage). The Sahebganj

terminal is the second of the three multi-modal terminals to be constructed on NW-1, with the first in Varanasi and the third terminal in Haldia. The state-of-the-art terminal at Sahebganj will have a cargo handling capacity of 2.24 Million Tonnes Per Annum (MTPA) on completion in 2019. The terminal facilities will include berthing space for two vessels, stockyard, conveyor belt system with hoppers, barge loaders, shore protection works, roads, ramps, parking area, and terminal buildings. A roll-on, roll-off (ro-ro) terminal at Sahebganj will provide critical connectivity with Bihar at Manihari. On the occasion, the Prime Minister also handed out smartphones to women self-help groups, a project of the Jharkhand government under which one lakh smartphones will be distributed to give impetus to Digital India and ‘less cash’ initiatives. He also inaugurated two solar power units and stressed the importance of renewable energy.

Opposition slams government over ‘cow-vigilantism’ NEW DELHI, APR 6 (IANS): The opposition on Thursday came down heavily on the government for being “insensitive and ill-informed” on attacks on people by self-styled ‘gau rakshaks’ (cow-vigilantes). Leader of Opposition in Rajya Sabha Ghulam Nabi Azad accused the Bharatiya Janata Party government of ignorance, saying that the entire world knows about these attacks except them. Madhusudan Mistry of the Congress raised the matter during Zero Hour and said that the self-styled ‘gau rakshaks’ were harassing and killing people in the name cow protection. He was supported by the entire opposition as all of them were on their feet while he spoke on the issue. Pehlu Khan, a Muslim man in his fifties, was brutally beaten up by cow vigilantes in Rajasthan’s Alwar district on Saturday while transporting cows. Khan succumbed to his injuries on Monday night in a hospital where he was being treated. Mistry said that the state government was not doing anything about it.

BJP, Congress using Shunglu report to divert attention from ‘EVM fraud’: AAP

New Delhi, Apr 6 (IANS): The AAP on Thursday accused the opposition of raking up the Shunglu Committee report issue to divert attention from what it called the “EVM fraud” and asked why a similar committee was not set up to probe irregularities in Delhi’s municipal corporations. Talking to reporters here, Aam Aadmi Party leader Dilip Pandey also questioned the timing of the report being made public and said if the Bharatiya Janata Party (BJP)-ruled central government actually had evidence against the AAP, it should send all its leaders to jail. Pandey’s remarks came after Delhi Congress President Ajay Maken on Thursday demanded the resignation of Chief Minister Arvind Kejriwal over the Shunglu Committee report that has accused the AAP government of irregularities and nepotism in making appointments and abuse of power. “Every time the elections approach, BJP and Congress make baseless allegations against us, which are forgotten immediately

after elections are over. This happened in 2015 assembly polls, 2014 Lok Sabha elections as well as in 2013,” Pandey said. Pandey said the ruling BJP was finding it impossible to respond to the “EVM fraud” being exposed by the AAP, backed with “solid evidence”, and was trying to divert public attention now. The AAP had been consistently claiming that the Electronic Voting Machines (EVMs) were not tamper-proof and were actually manipulated during the assembly polls in Uttar Pradesh and Punjab. Pandey accused both the Congress and BJP of looting the municipal corporations for the last 20 years and asked them why no committee was set up to probe that. “If you (opposition parties) have evidence against us, then stop this drama and just place it before the public and hang us, or send us to jail. But who will probe and hang those plundering the municipal corporations?” Pandey said. AAP leader Ashutosh said the issue was being raised as both opposition

parties did not want any discussions on the AAP’s work in the field of education, health, providing free water and cheap electricity to the people of Delhi. Referring to the Shunglu Committee report that said rules were flouted to allot a bunglow at Deen Dayal Upadhyay Marg or erstwhile Rouse Avenue to set up the AAP’s office, Ashutosh said: “Now they want a recognised party having its government in the state not to even have an office.” “No one asks how the Congress having zero seats in the Delhi assembly could have an office in Delhi, or how the BJP having just three seats also has an office in Delhi.” Ashutosh said there were no irregularities but only differences of opinion between the Delhi government and the Lt Governor’s office which the report talks about. Ashutosh said after the Delhi High Court order in August 2016, which recognised the Lt Governor as the administrative head of Delhi, no such decisions were subsequently taken without his approval.

Govt mulls a digital platform for ‘India Voice’ Clash over shifting of liquor shop in residential area in MP

NEW DELHI, APR 6 (AGENCIES): An official digital platform for the ‘India perspective’ — the Centre is considering a plan to launch a high-end digital platform that will present “India’s point of view and perspective on global events on the Internet”. Operating cost is estimated at around Rs 75 crore. The idea was discussed by a committee headed by the Prasar Bharati chairman, A Surya Prakash, and the Prasar board has approved it recently. The digital channel, according to its concept note, “will challenge the anti-India narrative in foreign media through hard and compelling commentary, challenge stereotypes attributed to Indian systems and put forward the India perspective”. The other members of the

committee included Sunil Alagh and Shashi Shekar Vempati, members, Prasar Bharati board, R Jagannathan, editorial director, Swarajya magazine, Vamsee Juluri, professor, University of San Francisco, and Prasar Bharati interim CEO Rajeev Singh. The digital platform will serve as the go-to point for “the Indian voice” for global opinion makers, influencers, domestic media, India-focused researchers, global academia and think tanks, Surya Prakash told ET, adding that Vempati had come up with the concept. The idea of a global news channel was first mooted by the United Progressive Alliance government but the initiative could never come to fruition. “It

couldn’t happen earlier for whatever reason. But this is the right time to have a global media presence,” Surya Prakash said. The report of the Prasar Bharati committee that ET has reviewed recommends that the proposed digital platform be created “through an appropriate corporate structure under the Companies Act, 2013, that will ensure both financial autonomy and global competitiveness”. The goals of this initiative will be to become a “global news brand for the voice of India”. Specific goals have been set: over a three-year period, 10 million to 100 million page views a month, 1 million mobile app downloads, and 1 million YouTube subscribers.

BHOPAL, APR 6 (PTI): Two vehicles were burnt and four others damaged in Bareli town of Raisen district after locals and employees of a liquor contractor clashed over shifting of the shop to a residential area. “The Excise Department officials were trying to shift the liquor shop from highway to Krishna Colony in the town yesterday in

accordance with the Supreme Court directives,” said police. The Supreme Court has recently banned sale of liquor within 500 metres of national and state highways. The residents of Krishna Colony, where the shop was being moved from the nearby highway, opposed this shifting. Police said confrontation started after locals opposed the open-

Cow versus human

A

saduddin Owaisi , president of the All India Majlis-e-Ittehadul Muslimeen (AIMIM), dubbed as the MP with an image as an Islamist “firebrand” and also a three-time Lok Sabha member representing Hyderabad, has been unforgiving in taking on the saffron beef brigade, the gau rakshas, the vahinis etc. Owaisi had coined the phrase which has become popular- ‘cow is mummy in UP and yummy in north east’. He was taking a stand against the unleashing of violence against beef eaters and the pronouncements by the BJP governments in UP, Rajasthan and Gujarat that those transporting cows would be dealt with and worse for those caught consuming or being in possession of beef meat. Those caught transporting holy cows were brutally beaten up by hoodlums posing as protectors and defenders. In most cases, the victims were usually from one religious minority. Recently, some abattoirs in UP were burned down on the excuse that they were either illegal or licenses expired. The message was clear and strong- stop the business of goat or cow slaughter which again, is mostly carried out by people of the same religious minority. The thrust and importance given to imposition of ban on cow slaughter has gone off to a different direction and which has resulted in inhuman abuse on the victims and also lynching. Beef ban in India is not merely about a political blame-game but a serious matter that raises questions on how so-called vigilante groups appear to have presently assumed so much influence over authorities It is a matter of deep concern, that beef ban has given such elements a legitimate cause to create discord and even take the law into their own hands. Though cow slaughter is banned yet in the past many years, it was not at centre stage. Today, beef ban has become a national pastime for extreme right elements who have become the Talibans of modern, secular and democratic India. However since the BJP government came to power last year, food particularly the non- vegetarian kind has become an important political issue in BJP-ruled states. President Pranab Mukherjee had made a strong remark last year at the height of the violence and criminal offences unleashed by so-called cow protectors. He went on to say that India is a country of 1.3 billion people who belong to different ethnic groups, speak 122 languages and 1,600 dialects, and profess seven faiths. President Pranab reiterated that multiplicity was India’s strength which must be preserved at all costs adding that it found reflection in the various provisions of the Indian Constitution. After the UP victory which was indeed decisive and a complete landslide, the BJP has become emboldened to come out clear about its agenda where the sentiments of the majority will henceforth be primary; never mind that the majority do not necessarily worship or believe in the same god(s) or follow the same tradition(s). As reminded by president Mukherjee, India survived and thrives because the founding fathers from Mahatma Gandhi, Jawaharlal Nehru, Sardar Patel etc people who knew and valued freedom because they had fought for it from the British rulers. Mahatma Gandhi had said “I have been long pledged to serve the cow but how can my religion also be the religion of the rest of the Indians? It will mean coercion against those Indians who are not Hindus.”

DailyDevotion The Collision of God and Sin …who Himself bore our sins in His own body on the tree… —1 Peter 2:24 The Cross of Christ is the revealed truth of God’s judgment on sin. Never associate the idea of martyrdom with the Cross of Christ. It was the supreme triumph, and it shook the very foundations of hell. There is nothing in time or eternity more absolutely certain and irrefutable than what Jesus Christ accomplished on the Cross— He made it possible for the entire human race to be brought back into a right-standing relationship with God. He made redemption the foundation of human life; that is, He made a way for every person to have fellowship with God. The Cross was not something thathappened to Jesus— He came to die; the Cross was His purpose in coming. He is “the Lamb slain from the foundation of the world” (Revelation 13:8). The incarnation of Christ would have no meaning without the Cross. Beware of separating “God was manifested in the flesh…” from “…He made Him…to be sin for us…” (1 Timothy 3:16 ; 2 Corinthians 5:21). The purpose of the incarnation was redemption. God came in the flesh to take sin away, not to accomplish something for Himself. The Cross is the central event in time and eternity, and the answer to all the problems of both. The Cross is not the cross of a man, but the Cross of God, and it can never be fully comprehended through human experience. The Cross is God exhibiting His nature. It is the gate through which any and every individual can enter into oneness with God. But it is not a gate we pass right through; it is one where we abide in the life that is found there. The heart of salvation is the Cross of Christ. The reason salvation is so easy to obtain is that it cost God so much. The Cross was the place where God and sinful man merged with a tremendous collision and where the way to life was opened. But all the cost and pain of the collision was absorbed by the heart of God.

Post-mortem people of outside Nnpgs working group (wg) a decideCan for the state of Nagaland? positive approach: gprn/nscn

T

he GPRN/NSCN under the leadership of Gen. (Retd) M.B Neokpao Konyak and Mr. N. Kitovi Zhimomi would like to respond to one elderly gentleman called T.L Angami, supposedly the founder and advisor of Nagaland DB & GB Federation, who commented that the Naga National Political Groups (NNPGs) Nagaland forming Working Group (WG) to pursue honourable and acceptable political solution for mainland Nagas i.e. Nagas of Nagaland was against the common aspiration of all Nagas. Yes it is corrective to say that the pioneers of our political struggle envisaged an independent Naga homeland from the occupational forces. It is also a fact that Naga Sovereignty and independence shall remain the undying desire as long as the Japfu and Saramati peaks keep their heights. However, as our history ran its course, our land was occupied and divided and so were our people. Artificial boundaries came without our approval and consent in the middle of our homeland. The invaders killed our people and burnt our villages. Our misfortune continued as our elders failed our people at a very crucial time and started a murderous episode with sophisticated weapons, modifying communist ideology with Christian socialism, purging all dissidents and critics in the name of “ Nagalim for Christ”. The hangover is visible today and thus the need to save Nagaland’s future generations has become the greatest challenge. This is the issue at hand and so need prompt clarifications to personal opinions like the one issued by Mr. T.L Angami. It matters little to us how political terms are interpreted and given grandiose musical sounds to soothe some elderly people’s aching body and mind in their idealist dream towards the evening of their

lives. An elderly man living in the local dailies, commenting on Indo-Naga political issues with a little more practical knowledge and with a little more practical knowledge and reasoning would have earned more respect instead of enforcing on the reader his imaginary preconceived view, utterly wolfish, unbecoming of a GB, let alone founder or adviser to anybody. Certainly the apex civil Societies, Tribal Bodies, Political observers, intellectuals of which he claims ownership to, must forgive the elderly servant of 3rd August 2015 accord. GPRN/NSCN does not indulge in mudslinging but it thrives on facts. There is nothing wrong for Nagas of Nagaland to seek a political solution safeguarding their land and people in the absence of physical integration of Nagas. Mr. Th. Muivah declared at Agri Expo ground in Dimapur on 29th Feb. 2012 in the presence of fifty thousand Nagas that Sovereignty and Integration was not possible. The same position was reiterated at Naithu Resort highest level meeting in presence of FNR in 2012. Recently on February 23, 2017, GOI MOS for home Kiren Rijiju reiterated that 3rd August 2015 Accord with NSCN (IM) will not compromise the territorial integrity of Manipur. Again on February 25, 2017, Mr. Narendra Modi, the Prime Minister of India declared at Imphal and we quote, “I, standing on the holy land of Manipur, promise you that there is not even a word in the accord which is against the interest of Manipuris”. He said the integrity of Manipur would be protected at any cost by the BJP government. Now a simple question to Mr. T. L Angami, if there is a solution between GOI and NSCN (IM) with no integration, is he prepared to give away his private lands for Manipuri Nagas to settle down? Surely even the highest generous

Naga tribes like the Angamis, Aos, Lothas, Konyaks, Sumis, Chakhesangs etc. are not in a position to give away their ancestral lands to other Nagas for settlement. If Mr. T.L Angami has found solution to such practical problems, God bless him. Whether the Angami Public Organization (APO) has authorized and empowered Mr. T. L Angami to make decisions on behalf of all Angami is unclear however Nagaland GB Federation (NGBF) and other Nagaland Tribes are all aware of the position of GOI on the issue of Naga integration. Like Mr. T. L Angami, there are elderly citizens in other towns and villages of Nagaland who are passionate on Naga issue yet much ignorant and misformed on the ground reality. We appreciate Mr. T. L Angami for his knowledge or lack of it because it is never too old to learn to earn respect without demanding through newspapers. There are political vultures polishing their beaks and claws, waiting to tear Nagaland through Framework Agreement with clauses such as shared sovereignty, suprastate, pan- Naga hoho, NSDZ etc. Fortunately, Nagaland is still served by committed patriots, apex tribal bodies, working class, intellectuals, and civil societies capable of defending our land and political right. The GPRN/ NSCN, in the interest of Nagas of Nagaland, reaffirm and reiterate our position that the aspiration for a free and sovereign Naga homeland is our legitimate right yet at a present time, owing to secretive and compromised nature of Naga issue, we will stand with other NNPGs from Nagaland and in consultation with apex civil societies and tribal bodies, create a favourable environment and seek an honourable solution with the GOI. MIP, GPRN/NSCN

E

veryone in Nagaland, including long standing non-Naga residens Citizen know General Secretary Th. Muivah makes all the NSCN (IM) decisions alone and its Ministry of Information Publicity (MIP) puts them as if it is from “the Collective Leadership”. Late Isaac Swu, even when the President was used for a titular decoration of the Organization and dittoed Muivah’s decisions. The IM General Secretary is from a Tribe with Social Institution where the decision making for the community rests with Chief of the Village more than the Institution of democratic Consultations and Discussions among Equals. It is significant that in all the more than several IM arranged so-called Consultative Meetings with the Public of Nagaland, the General Secretary did most of the talkings. In the Video of the grand Bangkok Naga Consultative Meeting, the IM Leader is seen doing most of the talking, teaching Politics, Religion and knowledge of the Mind of God on the Naga Issue and gesticulated fervently to the gathered elite Naga Delegates. It is necessary for the Public to know the Man in depth of the Naga Leader and sometimes we may have to touch on the deeper side of the Person, it is not antinational to say Muivah is a Dictator. This indicates a measure of his Leadership. His colleagues know to treat him like the North Koreans treat their President Kim Jong Un otherwise they would run the risk of being Un’s closest disposable relatives. It is true, Muivah greatly updated the name the NAGA in Circles wider than the State, the Writer personally feels so, yet Nagaland can not accept everything of whatever Muivah says in 3rd August Accord with the GoI on matters concerning Nagaland, the State Muivah does not represent. Manipur, the State to which Muivah belongs, strongly protests to the GoI that Manipur would not agree to whatever everything of Muivah’s demands against the desire of the Government of Manipur. During the NNC negotiation with Gundevia, the Foreign Secretary GoI Representative in early 1960s, the Governor now of Odisha Mr. Chubatoshi Jamir representing Nagaland State in Delhi wrote to Shilu Ao, the then Chief Minister of Nagaland that GoI should not make Agreement with the NNC over the head of the duly elected Government of Nagaland (GoN). The GoI again in 1997 made a Ceasefire Agreement with the IM without the slightest information to the GoN. The

Self-criticism and the menace of tribalism: Rejoinder to Kahuto Chishi’s ‘An address...’

A

ristotle believed that Writers/ Artists are imitators and the objects of imitation are men in action. It follows that we must represent men either as better than in real life, or as worse, or as they are. When Mr. Kahuto Chishi to his “fellow Sumis” opined the “address”, he had the foremost humility of extending “my personal and sincerest apologies to” the two gentleman “for the abuse and trauma; verbal, physical and psychological, that they suffered... ...at the hands of my tribesmen, the Sumis.” and the rest that follows opinionated through personal observation and self criticism within the poetic license to any man’s attempt at reasons of the author. I do not intend to step upon burning grounds which I cannot afford to mend, lest I can afford to do is pay my respect to a man true to his self and of self criticism [one of the fewer traits of a critic]. In his address, Mr. Kahuto C. had dared to stir up the hornet’s nest that most have seldom attempted at. He pushed on to present a story narrated to him, to which he beforehand questioned its authenticity, about the origin of paying a bridal price of the Sumi tribe as against the common theory upheld by the general against the backdrop of an oral tradition and the documentary of an Amazon tribe to which he drew substance and reciprocated the behavioural trait of “Showing Off ” in the effort to attract the opposite sex. In so doing he have poorly presented his crude yet a new theory of interest in the proper study of human traits, a mere exercise of the poetic license of a sociologist, but most certainly not to portray his fellow tribesmen in dim light and so the misconception does not arise. The metaphor that in “9 times out of 10, the dead are Sumis?” in any UG factions encounter and that “Dimapur does not belong to us” is a serious interrogation and a bold statement which requires more than thought provoking measures to tend to and the later does not intend to diminish the influence

of the Sumis in Dimapur, it rather calls for introspection and reads of a benevolent fatherly advice to SOME of the erring sons and daughters as any father would. The sharp edged and rugged tiles of sentences may not work in favour of the author in this highly delicate procedure and the inappropriate choice of words at some instances could most certainly form misconception in the eyes of the literary critics, if not a literary criticism perhaps no man could have written worse? But in reading Mr. Kahuto’s one must understand him as a social critic and not as a literary piece of art, only then one could truly reconcile oneself in appreciating the beauty of self criticism in his “address”. What is most disheartening is not the outrage with which we defend our tradition and custom, in fact they are the invisible bond which binds us together as Nagas and must not only be preserved but practised more than often, but the polity with which we impose it on in our work place and educational institutions on the basis of tribal lines is most frightening. The aura of our Educational Institutes are not to be tampered with, they are the sacred temples to any society unlike in our own home where our Institutions are fragmented on the lines of Tribal Union within a common Students’ body, and the Tribal Union within the specific Area Tribal Union and then within the Tribe Students’ Union and finally NSF. Behind the silver lining, they are frequently politicised, and most students in our State experience their first pinch of tribalism at Schools, Colleges and University than elsewhere. Colleges and Universities are places where students are supposed to be diversified on the basis of ideas and political ideologies they harbour, where opinions are debated and solutions and resolutions originates. Where there are Cultural Groups, Poetry Clubs, Writers’ Forums, Debate Groups, Marxists, Communists, Socialists, etc. before any Tribal Union. In every Institute’s Students’ body,

there is a specified post for cultural Secretary whose responsibility is to cater and provide platforms for cultural activities which belittles the role of Tribal Unions’ as the only means of preserving our traditions in Educational Institutes. Having said these, the question to do away with these Tribal Unions’ in our Educational Institute also does not arise on the mere grounds that they could harbour the seeds of Tribalism. Tribal Unions’ in Educational Institutions have seen outstanding efficiency in the mainland states and abroad, and in our very State these Unions’ have more than a much greater responsibility at hand: the responsibility to uproot the menace of Tribalism to the very depths. Nagas must beforehand prepare for any kind of war, we must realise that there is an even greater adversary at hand: ISM! Not only confined to Tribalism but Clan-ism, Departmentalism, Favouritism, etc. In conclusion, as is the case in painting, some depicted men as nobler than they are, others as less noble, while few drew them true to life, Mr. Kahuto have indeed put forth a most daring and the first major jibe of its kind, a criticism of life not confined to any particular tribe but directed towards the entire fragments divided along the invisible lines of tribalism and when he mentioned Sumis, in it we read Angamis, Aos, Rengmas, Lothas, Konyaks and with all the tribes of Nagaland and beyond. The integrity with which Nagas are revered forHonesty, Bravery and Selflessness are thus justified and our respect for Sumis multiplies even more not because of all the laurels and sacrifices they have contributed towards our people but because of the courage and selflessness of the few like Mr. Kahuto Chishi who are honest to their selves. Alone we could little, together we could so much. G O D, S AV E O U R NA GALAND! Kenilo Kent, Lower Pezielietsie, Kohima, (kenilokent.kk@gmail.com)

State should have been contacted, such treatment of ‘taking the State for granted’ is a sign of dishonor to the State and sours the Center-State Relationships. It is in Record, Muivah changes his Stands, Statements and Words, sometimes even some meanings. What he said yesterday may be different from what he says today. It is risky to believe on what he says today. Everybody in the Road knows NNC made Naga History irrefutable to India because of which Jawaharlal Nehru; India’s first Prime Minister had to agree with an overriding Special Constitutional Provision for Statehood of Nagaland. The IM tirelessly claims “India has accepted Naga’s unique History” as if the IM has attained it recently. It does not bode honorable for a great Organization to make statement like this again and again repeatedly in the Papers as if the Naga Public is a Fool. This Writer feels uncomfortable to write even these things like this in the Print, had it not been to set the Issue at an honorable rest. The Government of India’s Representative Interlocutor Mr. Ravi and the Home Minister Rajnath Singh, earlier on more than one occasion, have refuted Muivah’s claims. Recently a week ago, the IM Supremo claimed GoI has accepted the: i. ‘Integration of Naga Areas’ and ii. ‘Sovereignty of Nagalim’. The IM leader had 2 years ago publicly stated ‘Integration and Sovereignty are not in the Talk’, however a week ago he resurrected the Issue and claimed the GoI has agreed to the Naga demand. The Home Ministry immediately and very categorically refuted him. The State of Nagaland had been demanding “integration of contiguous Naga areas to State of Nagaland” in the 16-Point Agreement Talk long before the IM came into existence. But the GoI has in a every certain categorically terms refuted the recent IM Claim, and that is the end of the matter with the GoI on the Integration and Sovereignty Issue. Now, NAGALAND STATE is completely outside of the POLITICAL TALK of the GoI-IM Peace Accord of 3rd August 2015. It is not understood why and how the politicians of Nagaland poke their fingers on an Issue completely out of the State’s political context. Keep the ‘Pan Naga Hoho Authority’ and the ‘Shared Sovereignty’ safely in the Museum for some time! We will make our own Laws ourselves and govern us Nagaland ourselves. Thepfulhouvi Solo. Sir,

The present scenario of SBI Tuli branch

Tuli town is a sub division under Mokokchung district in Nagaland which is considered as the second largest town in Mokokchung district after Mokokchung. It has well connected roadways to different places. The NH-61 also passes through this town. It is also a commercial hub like Dimapur in Nagaland but it’s distinct features is the availability of raw materials in abundance in and around the town for trade and commerce. Thus, People (both Nagas and non- Nagas) from different walks of life converge in the town throughout the year for carrying out their business activities. Through this article, I would like to bring to the notice of the concerned authority the grievances and troubles faced by the general public in so many occasions relating to the SBI Tuli branch for different bank related purpose. Apart from the people in the town or from neighbouring villages do have banking relation with this branch, but I have also seen many people from Tamlu and Kangching village visiting the bank for different purposes. Intended to bring a positive change that would largely benefit the people, I’m highlighting those grievances and difficulties faced by customers with the bank observed by me and others as well on regular basis. It is not always possible for an individual to go to bank and withdraw money and thus for this purpose and to make cash easily available to the public ATM service has been provided. But what if this ATM service itself is not properly giving it’s meant to be service to the public. One cannot always rely on bank as the long ques into the bank wasting all of our much needed valued time due to irregularities of ATM booth when we could have done so many important things. The needs of the general public and the business will be effected tremendously as we have already witnessed during demonetization. As the flow of cash in the form of taking and giving plays very crucial role for people from all walks of life and it’s circulation is 24/7 in the daily lives of human being whatever maybe the purpose and for this ATM was created by someone to be opened 24/7 knowing the necessities. Another very frustrating situation is shortages of cash in the bank. Whatever maybe the reason for shortages the authority should see to that. Bank are supposed to have money. In addition to that, I have experienced quite often such situation when a large number of customers waiting in long que of a single counter for both withdrawal and deposit for their turn due to non availability of other staffs in the other two cash counters, thus giving hardships to the people especially those who are in emergency. Another very interesting mockery is such that the only single ATM booth available in the entire town use to remain closed more days in a week. With the large number of increasing customers, one more ATM booth is very much necessitated in the town for the convenience of the general public. To conclude, I would like to urge the concerned authority to kindly look into this matter as early as possible and do the needful for the welfare of the general public. Imtisungkum Lemtur 17th Mile, Tuli Town

Banks are allowed to invest in equity-linked mutual funds, venture capital funds (VCFs) and equities to the extent of 20 percent of their Net Owned Fund (NOF). “It is proposed to allow banks to invest in REITs and InvITs within this umbrella limit. Detailed guidelines will be issued by May-end 2017,” the RBI said in its first bi-monthly monetary policy for 201718. The Securities and Exchange Board of India (Sebi) has put in place regulations for REITs and InvITs and requested the RBI to allow banks to participate in these schemes. The policy also lays down other important developmental policies such as expanding investor base in REITs, which will help expand and deepen domestic financial markets, ICICI Bank MD Chanda Kochhar said. Assocham President Sandeep Jajodia said this will give a boost to the sector which has been witnessing tough times in the past few years and the decision “really augurs well” for the real estate sector. New Delhi, Apr 6 (PTI): The Cabinet on Thursday approved the formation of an independent rail regulatory authority to determine tariffs ensuring fair play and level playing field for private players keen on investment in the railways. Considered to be the biggest and first-of-its-kind reform in the rail sector, setting up of Rail Development Authority (RDA) is meant to improve the services offered to passengers, provide comfort to investors and enhance transparency and accountability. T h e R DA w i l l b e formed through an executive order of the government, according to the cabinet decision. It will make suggestions regarding policies for private investment to ensure reasonable safeguards to PPP investors and to resolve disputes over future concession agreements. The need of having a rail regulator has been emphasised by various committees for past many years since 2001. This includes Expert Group under the Chairmanship of Rakesh Mohan in 2001, the National Transport Development Policy Committee

NEW DELHI, APR 6 (IANS): Advised by the telecom regulator, Reliance Jio on Thursday said it will withdraw the three months complimentary benefits of Jio Summer Surprise, “as soon as operationally feasible, over the next few days”. “Today, the Telecom Regulatory Authority of India (TRAI) has advised Jio to withdraw the three months’ complimentary benefits of Jio Summer Surprise,” the company statement said. “Jio accepts this decision. It will also suggest measures for absorption of new technologies and human resource development and provide framework for nondiscriminatory open access to the Dedicated Freight Corridor infrastructure. The appointment of the Chairman and members will be done by the central government from the panel of names recommended by the Search and Selection Committee consisting of Cabinet Secretary as Chairman, Railway Board Chairman, Secretary, Department of Personnel and Training, and Chairman of any Regulatory Body of central government nominated by the Cabinet Secretary. The Chairman and members will have a tenure of five years and can be removed by the central government on certain grounds like insolvency, conviction, misbehaviour, physical and mental incapability. In the Railway Budget 2015-16, Railways had announced that for the purpose of orderly development of infrastructure enabling competition and protection of customer interest, it is important to have a regulation mechanism independent of the service provider.

Mumbai, Apr 6 (IANS): The Reserve Bank of India, in its first bi-monthly monetary policy review of 2017-18, on Thursday kept its key lending rate unchanged at 6.25 per cent, saying it awaited further macroeconomic data before making changes. However, the RBI narrowed the policy corridor and hiked the reverse repo rate to six per cent. “Consequent upon the narrowing of the LAF (liquidity adjustment facility) corridor, the reverse repo rate under the LAF is at 6.0 per cent, and the marginal standing facility (MSF) rate and the Bank Rate are at 6.50 per cent,” an RBI policy statement said. “The decision of the MPC is consistent with a neutral stance of monetary policy in consonance with the objective of achieving the medium-term target for consumer price index (CPI) inflation of 4 per cent within a band of +/- 2 per cent, while supporting growth,” it added. The RBI said risks are evenly balanced around the inflation trajectory at the current juncture. “There are upside risks to the baseline projection,” it said.

B A N G KO K , A P R 6 (AFP): Thailand’s king signed a new militarybacked constitution today that strengthens the army’s hand in government and puts the country on the path to polls after three years of junta rule. The military says the charter - Thailand’s twentieth since 1932 - will curb unrest in the politicallysplit kingdom and keep out corrupt lawmakers. But opponents say the new document means any polls, whose date keeps slipping, will only offer Thais a form of neutered democracy with a fully appointed senate and tough controls on elected politicians. King Maha Vajiralongkorn, who ascended the throne following the October death of his widely revered father Bhumibol Adulyadej, signed the doc-

Syria of chemical weapons. Israel has sought to avoid being dragged into the six-year Syrian conflict, but has acknowledged carrying out strikes to stop advanced weapons deliveries to Hezbollah, with whom it fought a devastating war in 2006. Syria and Israel remain officially at war, though the border was quiet for decades until Syria’s civil war began in 2011. Assad is supported by Israel’s enemies Iran and Lebanese movement Hezbollah. Russia also supports Assad and Netanyahu has held a series of talks with President Vladimir Putin in recent months to avoid accidental clashes in Syria.

At least 86 people were killed on Tuesday in rebel-held Khan Sheikhun in Idlib province in the suspected chemical attack. The minister criticised the international community, saying there had been “zero” reaction. Britain, France and the United States yesterday held off calling a vote at the UN Security Council on a resolution demanding an investigation after Russia suggested it would veto it. Asked whether Israel should be more directly involved in the war in Syria, Lieberman replied, “Why would it be up to us to do the work of others? It is the responsibility of the international community.” Israeli Prime Minister Benjamin Netanyahu said the world must act to rid

Syria’s armed forces “did not and will not” use chemical weapons, even against jihadist groups, Fo r e i g n M i n i s t e r Walid Muallem said today. “I stress to you once again: the Syrian army has not, did not and will not use this kind of weapons -not just against our own people, but even against the terrorists that attack our civilians with their mortar rounds,” he said. Muallem spoke at a press conference in Damascus two days after a suspected chemical attack left at least 86 people dead in the rebel-held town of Khan Sheikhun in northwestern Syria. T h e d e a t h s h ave sparked international outrage with many pointing the finger at the government of President Bashar al-Assad, but Muallem cast doubt on the evidence. “The first air raid conducted by the Syrian army was at 11:30 am on that day (Tuesday) and it attacked an arms depot belonging to Al-Nusra Front that contained chemical weapons,” he said. Al-Nusra -- now known as Fateh al-Sham Front -- was once Al-Qaeda’s Syria affiliate and is the main jihadist rival of the Islamic State group.

Philippine President orders troops to SCS

MANILA, APR 6 (AFP): Philippine President Rodrigo Duterte today ordered Filipino troops to deploy on unoccupied South China Sea islands and reefs claimed by Manila, in a move that could provoke rival claimants including Beijing. In a surprise announcement, Duterte told reporters he has ordered soldiers to build structures on Philippine-claimed islands and reefs in the strategically located Spratly archipelago. “I have ordered the armed forces to occupy all,” he said during a visit to a military camp on the western Philippine island of Palawan, the largest land mass close to the Spratly group. “Erect structures there and raise the Philippine flag,” he said, adding Manila was claiming “nine or 10” Spratly islands, reefs or cays.

Suu Kyi denies ethnic cleansing of Rohingya Muslim minority

NAY PYI TAW, APR 6 (IANS): State Counsellor Aung San Suu Kyi has denied there is ethnic cleansing of the Rohingya Muslim minority in the country, despite widespread reports of abuses, a media report said. In a BBC interview on Wednesday, the Nobel laureate acknowledged problems in Rakhine state, where most Rohingya people live, but said ethnic cleansing was “too strong” a term to use. “I don’t think there is ethnic cleansing going on. I think ethnic cleansing is too strong an expression to use for what is happening,” she told the BBC. “I think there is a lot of hostility there - it is Muslims killing Muslims as well, if they think they are co-operating with the authorities.” “It is not just a matter of ethnic cleansing as you put it - it is a matter of people on different sides of the divide, and this divide we are

Last month, the UN announced that it would conduct an investigation into allegations the military has been indiscriminately targeting the Rohingya during the operation, subjecting them to rape, murder and torture. with a header after a corner had been flicked into his direction. The former Juventus hitman then had his second as Real went three goals to the good midway through the first half with a fine low finish. Real showed no signs of missing their key players but 17th-placed Leganes hit back through quickfire goals from Brazilian pair Gabriel and Luciano, both of whom finished from close range to the delight of the partisan crowd. But Real gave themselves some breathing space three minutes after half-time thanks in part

to Morata, whose header came off Leganes defender Martin Mantovani’s hand. The goals then dried up as did the chances, but Real walked off with all three points. Earlier on Wednesday evening, Barcelona scored three goals in the space of nine first-half minutes to brush aside Sevilla 3-0. Lionel Messi bagged a brace after Luis Suarez had opened the scoring. Luis Enrique’s men were full value for the win against a Sevilla side that were challenging for the title until a recent slump in results, with a defeat at the Nou Camp meaning they

BENGALURU, Apr 6 (PTI): Veteran Leander Paes was today dropped from the Indian team for the Asia/Oceania Davis Cup tie against Uzbekistan to be held here from April 7 to 9. The match which lasted around 44 minutes at the Stadium Perpaduan - 3 here, saw a fightback from the Indian shuttler after dropping the opening game 9-11. But Jayaram gave a much better display in the second and third games to settle the issue. In the first game, it was a neck and neck competition but soon Axelsen took complete control of the opening game with some attacking shots. But the second game saw a great fightback from the Indian shuttler to bag the game 21-14. Continuing his d o m i n a n c e, Jaya r a m hit some great shots and showed swift court movements in the decider game. He maintained his 11-8 lead in the mid-game break and then prevailed over the fourth seed 21-19 to cause a massive upset.

Misbah announces retirement

Lahore, Apr 6 (PTI): Pakistan’s Test captain M i s b a h - u l - H a q t o d ay announced his retirement from international cricket, saying the upcoming series in the West Indies will be his last assignment. The 42-year-old has been leading the Test side since 2010, taking over the reins in the aftermath of the spot-fixing scandal in England. The first of the threeTest series against the West Indies begins in Jamaica on April 21, followed by a Test in Barbados on April 30. The series concludes with the third and final Test in Dominica, starting on May 10. Speaking at a press conference at the Gaddafi Stadium, Misbah said he would continue to play domestic cricket. “I am announcing my retirement from international cricket. The upcoming series

Misbah-ul-Haq

against West Indies will be my last,” he said. Misbah, who was named one of Wisden’s five Cricketers of the Year yesterday, has led his side in 53 Tests since taking over and won 24 times. “I will continue to play cricket at the domestic level. Regarding when I will leave domestic cricket, I will decide it later.” H av i n g t a k e n t h e reins when the team was in the midst of a turbulent phase, Misbah guided Pakistan to the number one spot in the International Cricket Council (ICC) Test

ranking. “I’ve seen many ups and downs during my career. I was dropped from the team, played poorly as well at times. But then I had some great moments too where we became the number one Test team in the world. So overall, I am satisfied with my performance.” Misbah said he was disappointed at not having fulfilled his dream of winning the World Cup. “I had some unfinished business, but that’s how life is. I had a dream of winning the World Cup for Pakistan, but then I also had a dream of captaining the team in Pakistan. However, that is how life is. You don’t get everything you ask for.” His first assignment was the Test series against South Africa, following which he led the team to a 1-0 win over New Zealand.

The near historic rise in rankings has seen Sunil Chhetri and company l e a p f r o g N o r t h Ko r e a , Thailand, Latvia, Jordan and Iraq to name a few. The rankings leave India in an optimum position to penetrate the top 100, as they last did in 1996, rising to 94. New Delhi, Apr 6 (IANS): The Indian football team jumped 31 places to be at the 101st spot in the recently released FIFA rankings, their best in a couple of decades. From 132, Stephen Constantine’s boys rode their narrow 1-0 win against Myanmar in their third round opener of the 2019 AFC Asian Cup Qualifiers to record their sixth consecutive victory. India’s highest FIFA ranking so far has been 94, which was attained in February 1996 while India were ranked 99 in November 1993 and 100 in October 1993, December 1993 and April 1996. India accumulated

have collected only three points from their last five games. They could have been behind inside the opening five minutes but Messi’s first-time strike from just outside the area came back off the underside of the bar. Barca did go ahead in the 25th minute when Suarez reacted quickest to a loose ball in the six-yard box to acrobatically find the net. Three minutes later Messi finished off a rapid break to make it 2-0. Ivan Rakitic released Neymar down the left and, after his cross came to Suarez at the back post, the former Liverpool man squared for Messi to slot home from six yards. The game was as good as over in the 33rd minute when Messi scored his second of the evening and 43rd of the campaign. poor header by Nicolas Pareja dropped perfectly for the Argentinian, who volleyed past a helpless Sergio Rico from 12 yards. There proved to be no way back for Sevilla and their evening was compounded by the late dismissal of Vitolo, who was given his marching orders in added time after picking up a second caution.

The absence of the rested duo, with Karim Benzema also on the bench, allowed fringe striker Alvaro Morata to grab the headlines with a brace at the Estadio Municipal de Butarque. After James Rodriguez had opened the scoring from a tap in on the quarter of an hour mark, Morata bagged his first three minutes later

Pune beat Mumbai by 7 wickets

Rajat Bhatia of Rising Pune Supergiant celebrates the wicket of Rayudu.

Pune, Apr 6 (IANS): Rising Pune Supergiants rode on superb batting by captain Steven Smith and Ajinkya Rahane to defeat Mumbai Indians by seven wickets in the second game of the 2017 IPL at the Maharashtra Cricket Association Stadium here on Thursday. Chasing a target of 185, Pune crossed the line with just one ball to spare. The hosts had started their chase on a strong note, scoring at more than 10 runs an over in the initial stages before Mayank Agarwal was dismissed by Mitchell McClenaghan. Smith then joined Rahane in the middle and the duo added 58 runs in the space of seven overs to lay the foundation of a

successful run chase. Rahane scored 60 runs off 34 balls with six boundaries and three hits into the stands. He was finally dismissed when Nitish Rana pulled off an excellent catch at deep square leg off the bowling of Tim Southee. S m i t h , h o w e v e r, continued in the same vein and remained unbeaten on 84 runs off a mere 54 deliveries. His innings included seven boundaries and three sixes. Fittingly, it was he only who brought up the winning runs with two consecutive sixes off Kieron Pollard in the final over. For Mumbai, Southee, Hardik Pandya and McClenaghan bagged a wicket each. Earlier, Pandya’s last-over heroics

helped Mumbai recover from a mediocre position to post a healthy 184/8. Bengal medium pacer Ashoke Dinda was the culprit for the home side conceding 30 runs in the final over when Pandya (35 not out) hammered the right-armer for four sixes (including three consecutive) and a four to change the course of the game. South African legspinner Imran Tahir brought the hosts back into the game with three quick wickets after the Mumbai opening duo of Jos Buttler (38) and Parthiv Patel (19) added 45 runs for the opening wicket. Introduced in the fifth over, Tahir struck in his second ball when he bowled Patel round his legs before packing Mumbai

Renjen North Block was declared man of the match. In the second match, T.Khel Knights beat Middle Bayavü Lions by 1 wicket. Put to bat after losing the

toss, Middle Bayavü could score only 84 runs losing 5 wickets in 12 overs. T. Khel reached the target losing 9 wickets in 11.1 overs. Dziesevotuo and Abeizo of T.Khel scored 23 and 18 runs respectively. Ruokuobeituo of T.Khel was declared man of the match. In the third match, D. Khel United defeated Upper Bayavü Sixers by 2 wickets. Batting first, Upper Bayavü put up 86 runs on the board losing 6 wickets in 15 overs. D. Khel scored 87 runs losing 8 wickets in 14.3 overs. skipper Rohit Sharma (3) and Buttler in his next over to reduce Mumbai to 62/3. Sharma, who has been out of action for almost five months, was slow on his feet and it was enough for Tahir to break through his defence. One ball later, Tahir trapped the dangerous Buttler in front although television replays later showed that the Englishman had got a thick inside edge. After the strategic timeout, Pune skipper Smith introduced veteran allrounder Rajat Bhatia, who responded well by taking a simple return catch to pack Ambati Rayudu (10) before dismissing Krunal Pandya (3) cheaply. Australian leggie Adam Zampa then added to the misery for the visitors by picking the crucial wicket of Rana (34), comfortably caught by Bhatia at deep midwicket. Rana looked good for his 28-ball knock, consisting a four and two sixes, but it was the 30-run fourth-wicket stand with Rayudu and 18 runs with Pollard (27) that mattered more. Po l l a r d , w h o wa s dropped by M.S. Dhoni on 22, struggled to get the big shots before falling to a stunning running catch by Mayank Agarwal at the long-on boundary off Stokes.

Venus crashes out in Charleston

MIAMI , A p r 6 ( Ag e n c i e s ) : Ve n u s Williams was sent crashing out of the WTA Charleston clay court event on Wednesday, losing a grueling three-set second round battle to Germany’s Laura Siegemund. The veteran third seed bowed out in her opening match of the tournament, losing 6-4, 6-7 (3/7), 7-5 to the 29-year-old world number 37. It was Siegemund’s second three-setter of the tournament, and the German admitted she was as sur prised as anyone following the win over the former world number one which saw her save two match points. “I have no idea!” Siegemund told an interviewer on court when asked to explain her victory. “It was a really good match; it was going up and down. I just tried to believe in my game, and if I was down, I

told myself I was going to get more chances.” Siegemund squandered a match point in the second set and was then broken as she served for the match in the same set as Williams forced a third set. Siegemund then recovered twice from breaks in the decider and saved two match points of her own as Williams served for the

match at 5-4. Siegemund broke however to level it at 5-5 and then held and broke Williams to clinch victory. Williams admitted she had been unable to shake off Siegemund. “I tried my best to think this could be the best match she’ll ever play in her life, honestly,” Williams said. “I basically won but still lost. I really played the

best game I could. I pretty much hit winners, but she hit winners back on me, and I just didn’t have any answers for that.” “I don’t know much more that I could do. I mean, there were some errors I made in the beginning, but when push came to shove, I feel like I did the right things, but somehow inexplicably came up empty.”

Hazard double sees off Man City; Spurs, Arsenal win

Leroy Sane pursues the ball as N’Golo Kante gives chase during the first half of the encounter on Wednesday.

L o nd o n , A p r 6 (Agencies): Chelsea maintained their seven-point advantage at the top of the Premier League after seeing off Manchester City 2-1 in a tense affair at Stamford Bridge. The loss signals the first time Pep Guardiola has suffered defeats home and away to the same team in a single season, leaving City to battle it out for a top-four

spot and seemingly out of the title race. A n t o n i o C o n t e ’s side opened the scoring in the 10th minute after the Belgian’s effort deflected off the returning Vincent Kompany before beating Willy Caballero. Thibaut Courtois committed a rare mistake to let City back into the tie after his poor clearance was picked up by David Silva

before the former Valencia man’s shot was pushed into the path of Sergio Aguero who tapped in. Chelsea re-established their lead before the break when Hazard found the net at the second time of asking after Caballero got down well to save the former Lille player’s spot-kick. City were unlucky not to pull level after the interval when Kompany’s header

crashed off the crossbar before John Stones failed to convert from six yards out in injury time. Chelsea continue their title push when they travel to Bournemouth on the eight of April. While City host in-form Hull City on the same date. Meanwhile, Tottenham Hotspur kept their slim title hopes alive after scoring three late goals to see off a stubborn Swansea side at the Liberty Stadium. It was the visitors who dominated possession early on but found themselves a goal down when former player Wayne Routledge displayed good feet before dispatching his effort at the near-post in the 11th minute. Just as it seemed a combination of Swansea’s grit and Spurs’ lack of cutting edge was about to cost the away-team, Dele Alli pulled his side level with two minutes to play after he converted Christian Eriksen’s cross. The visitors pushed for the a win and they got their just rewards in added time after Son Heung-min fired home before Eriksen wrapped up the points with a superb curling effort. Second-placed Spurs continue to apply pressure on Chelsea with the win, while the loss sees Paul Clement’s

side drop to 18th. At the Emirates, Arsenal boosted their top-four chances and eased pressure on Arsene Wenger with a 3-0 win over relegation threatened West Ham. Mesut Ozil broke the deadlock on his 150th appearance for Arsene Wenger’s side after the German capitalized on Jose Fonte’s mistake before firing home. The former Real Madrid man was involved 10 minutes later when he crossed to Theo Walcott at the back-post before the 28-year-old found the net from eight yards out for a deserved two-goal lead. Any chance of an unlikely West Ham comeback was put to bed in the 83rd minute when substitution Olivier Giroud curled home from long-range after Alex Oxlade-Chamberlain picked the Frenchman out. The win sees Arsenal up to fifth in the table; four points off Manchester City. While West Ham hover just five points from safety. Match results Swansea City 1-3 Tottenham Arsenal 3-0 West Ham Hull City 4-2 Middlesbrough Southampton 3-1 Crystal Palace Liverpool 2-2 Bournemouth Chelsea 2-1 Man. City
