Uproar in RS over EVMs tampering NEW DELHI, APR 5 (AGENCIES): The Rajya Sabha on Wednesday witnessed a heated debate on the use of Electronic Voting Machines (EVMs), with the Congress demanding a ban since “these machines are not tamper-proof ”. T h e R a j ya S a b h a was briefly adjourned on Wednesday following protests from opposition parties, including Samajwadi Party and the BSP, regarding alleged tampering of electronic voting machines to favour the BJP. Opposition members stormed the well of the House, calling the government a “cheat” and raising slogans. The BJP-led government, which has repeatedly denied allegations, said the issue should be taken up with the Election Commission instead of in Parliament. Leader of Opposition Ghulam Nabi Azad said, “Use of EVMs should be stopped right now. These EVMs should not be used in the April 23 civic polls in Delhi, coming assembly polls in Gujarat and other states.” Deputy Chairman P J Kurien clarified that according to the EC, EVM

tampering is not possible. “I have to inform you that this is an issue to be taken up with Election Commission not with Chair,” he said, before adjourning proceedings. The Congress and SP also issued at least four notices under Rule 267, which seeks suspension of business to take up the issue. However, Kurien denied admission of each, saying “there are other ways.” BSP supremo Mayawati called the BJP a beiman (cheat), adding that there were mass irregularities in the recent Uttar Pradesh polls, reported PTI. Saying the alleged tampering a “murder of
democracy”, she called for the use of ballot papers for future elections. Her demand was echoed by other members including SP’s Ramgopal Yadav and Congress’ Digvijaya Singh. Singh referred to the recent controversy in Madhya Pradesh, where the machines showed that votes favoured BJP irrespective of the input given. Parliamentary Affairs Mukhtar Abbas Naqvi countered most opposition claims, by referring to recent elections such as those in Bihar, Punjab and Delhi where the BJP lost. His statement, “If victory has a glamour, defeat should have grace,” fuelled the op-
position’s protest. Opposition leaders raised slogans such as, “EVM ki ye sarkar nahi chalegi, nahi chalegi.” Interestingly, amidst furore over usage of Electronic Voting Machines for polls, Russia has expressed hope to use India’s EVM technology for its upcoming presidential election. As per an Economic Times’ report, Russia hope to learns from ‘India’s experience of conducting polls through EVMs, ahead of the 2018 presidential election. The report further says that Deputy Chairman of the Russia’s Election Commission, Nikolai Levichev made a visit to Uttarakhand during Assembly polls in February to understand the functioning of EVMs, and was impressed with the entire process. It is important to note that Russia’s desire to embrace EVM technology comes at a time when many political parties’ leaders including BSP supremo Mayawati and Delhi CM Arvind Kejriwal have alleged EVM tampering. The presidential elections in Russia will be held in March 2018.

CAG report reveals misuse of state chopper services Correspondent
KOHIMA, APR 5 (NPN): Despite numerous anomalies detected by Comptroller and Auditor General (CAG) in various departments every financial year, the government appears to have barely taken any action. It may be recalled that after the CAG report for the year ending March 31,2016 was tabled on the house on March 28, AG (Audit) Nagaland A.P. Chophy, IAAS told media persons that failure of the government to initiate action was on misappropriation of huge funds was not only frustrating but a matter of serious concern. A glaring example of misuse of central subsidy meant for the public, was in the use of the helicopter services by VIPs and bureaucrats who utilised almost 60% of the services whereas as per the scheme only 25% of flying hours was permissible for government VIPs and that too only when absolutely necessary. The home ministry in 2012 reiterated that usage of helicopter by government VIPs was to be borne by the department involved with these VIPs. According to CAG report, on examination of the claims submitted by the NST department to the Centre for reimbursement of
subsidy, it has emerged that the department had submitted claims of Rs. 44.25 crore (includes scheduled services) during the last five years, whereas it was entitled to a claim of only Rs. 20.87 crore. The Centre has not reimbursed the subsidy claim from January 2010 till March 2016, the report stated. Also, it was found that during the last five years, the department had earned revenue of Rs. 11.77 crore from Helicopter services, which included revenue from both scheduled services and chartered services. CAG did not accept the response of the department as the average number of chartered services operated for VIPs during last five years was 54.45 % and not 8 % as claimed by the Department. Teachers in offices: Under the department of school education, the CAG after examination of records found that 457 teachers, whose salary was paid under SSA, were attached to offices of the Directorate of School Education (DoSE), District Education Officers (DEOs) and Sub-Divisional Education Officers (SDEOs) in contravention of the provision of the RTE Act. As of September 2016, a total of 10,690 teachers (65%) in government schools were yet to be trained thus compromising the quality of education in the state. (Cont’d on p-8)
Tension escalates as China lodges Parliament: Bills for constituting Dmu police bust HSRP protest over Dalai Lama’s visit to NE Backward Classes Commission racket; two arrested
ITANAG AR AP R 5 (AGENCIES): Diplomatic tensions visibly escalated over the Dalai Lama’s visit to Arunachal Pradesh, as China on Wednesday lodged a protest with India and said that by ignoring Beijing’s concerns over the issue New Delhi has caused “serious damage” to bilateral ties. As the Tibetan spiritual leader entered Bomdila in Arunachal Pradesh to proceed to Tawang for a major Buddhist event, China struck a strident note in its protest against the move. Chinese Foreign Ministry spokeswoman Hua Chunying, addressing a regular briefing, voiced her country’s “firm opposition” to the Dalai Lama’s visit and said Beijing would lodge “stern representations with the Indian side”. Later, the Chinese side lodged a protest with Indian Ambassa-
dor Vijay Gokhale in Beijing over the Dalai Lama’s visit. Hua said that India “in disregard” to China’s concerns “obstinately” went ahead to arrange the Tibetan leader’s visit, causing “serious damage” to China’s interests and China-India relations. She said that India should “immediately cease using the Dalai Lama’s mistaken behaviour to damage China’s interests” and not “hype up sensitive” bilateral issues. The Foreign Ministry statement comes as the Chinese state-run media also slammed the Dalai Lama’s visit to Arunachal Pradesh, which China claims is disputed and part of south Tibet. India has said that Arunachal Pradesh is an inseparable part of its territory. The Global Times accused the Indian government of “openly using” the Dalai
Lama “as a diplomatic tool to win more leverage”. It said India was trying to play the Tibet card against China as “New Delhi is dissatisfied with Beijing’s stance over its membership bid to the Nuclear Suppliers Group and its request to name Masood Azhar, head of Pakistani militant group, to a UN Security Council blacklist”, it said. On Tuesday, India said that no political motive should be attributed to the Dalai Lama’s visit to Arunachal Pradesh and asked China not to interfere in its affairs. Union Minister of State for Home Kiren Rijiju, who is from Arunachal Pradesh, said: “India has always been non-interfering in the neighbours’ internal affairs in our approach. In the same manner, we expect the same from our neighbours.”

the way of constituting a commission for the socially and educationally backward classes, which will have a constitutional status. According to the Bills, the National Commission for Backward Classes will consist of a Chairperson, Vice-Chairperson and three other members. They will be appointed by the President. The Commission for Backward Classes will probe and monitor matters relating to the safeguards provided for the socially and educationally backward classes under this constitution or under any other law for the time being in force or under any order of the government to evaluate working of such safeguards. the matter. Under the new guidelines, Niti Aayog has been appointed as the nodal agency for the purpose of registration and accreditation of VOs/NGOs seeking funding from the Government of India. It said that all VOs/ NGOs, aspiring to be fund-
ed by the government, shall register themselves in NGODarpan through online process which would enable them to get a unique ID. “The registration system should facilitate the seamless operation of the IT Act and FCRA with respect to NGOs without the need for cumbersome and intrusive processes, which create mutual distrust and scope for misuse,” it said. government and ministries. The formulated guidelines stipulate a tough monitoring mechanism by which the grantee institutions shall upload photographs in support of the performances and should geo-tag the assets, if applicable. “The periodical progress reports from grantee institutions should be incorporated in the NGO scheme workflow on the website of the ministry, with the grantee institution making data entry under a login and password. The progress report in a processed form shall also be available in the public domain preferably with a GIS interface,” the affidavit said. It said that fund-based accounting may be introduced for earmarked/designated funds by the VOs/ NGOs and all grants received from the governments should be separately accounted for.

ODE TO GRANDMOTHER Those white shiny beads necklace, That adorned her tall but frail frame, Made me ask why she can't wear another prettier, But now, when I see any bead necklaces, It makes me to miss her. As slow as she walked, She was slow to get angry, She was patient and cheerful. She would tell stories and we listened attentively, We laughed at the jokes she makes, And we talk about it all day long. It was in the fall, when we went to live with her. She was full of joy. Days passed by, making each day a sweet memory. She was ill, she knew her time had come. She told us one day that she prayedGod keep her alive till fall ends, when we would go back home. Her wish was granted. As we attended the funeral that day, All I could say was, 'Grandmother' DP-3093

ENCSU submits memorandum to education department DIMAPUR: In a followup to the expose regarding anomalies detected during its educational tour to Eastern Nagaland in March 2017, the Eastern Nagaland College Students’ Union (ENCSU) has submitted a memorandum to the director, Higher Education, Nagaland, seeking immediate action to redress the anomalies on or before April 30. In a nine-point memorandum signed by ENCSU chairman Longre Chang and joint secretary Nokchem Angth, the union appealed the concern department and government, among other things, to requisition a “Performance Report” of all teaching faculty members of the four Colleges and take disciplinary action against absent members within 25 days. ENCSU requested that an “action
taken report” be intimated to it. On the issue of regular assistant professors posted in Eastern Nagaland areas being attached either at the Directorate or colleges in Kohima and Dimapur without any replacement, ENCSU demanded cancellation of all attachments within 25 days w.e.f March 20. The union also demanded immediate appointment of assistant professors as per UGC norms to redress the issue of insufficient staff in the four colleges. It also demanded appointment of regular assistant professors and lab assistant for the Chemistry Department of Sao Chang G ove r n m e n t C o l l e ge, Tuensang. In the memorandum, ENCSU also demanded immediate appointment
of full-fledged librarians in Sao Chang Government College, Tuensang and Wangkhao Government College, Mon. Request for upgradation of libraries in the four colleges was also made in the memorandum. It also highlighted the dilapidated state of Sao Chang College, Tuensang, and sough action from the government to take precautionary measures in order to avert disaster. Constr uction of staff quarters in all four colleges was also demanded. ENCSU also solicited immediate action towards shifting Zisaji Presidency G ove r n m e n t C o l l e ge, Kiphire, to the new building and cautioned it would be compelled to take extreme action upon failure to do so. Immediate sanction of college buses for the
four colleges was also featured in the ENCSU memorandum. “At least 2 buses each to Wangkhao G ove r n m e n t C o l l e ge, Mon and Sao Chang G ove r n m e n t C o l l e ge, Tuensang and 3 buses each to Zisaji Presidency G ove r n m e n t C o l l e ge, Kiphire and Government Yingli College, Longleng should be provided anyhow,” it stated. Lack of hostel facilities in any of the four colleges due to lack of staff and kitchen materials, despite availability of buildings for the purpose, was another issue raised by ENCSU. Necessary action in this regard was demanded. ENCSU has set April 30 as deadline for the concerned department and State government to fulfil its demands, failing which the union warned of taking its own course of action.
Orgns support Sümi Hoho’s demand for KPA upgradation DIMAPUR: Sümi organisations have extended support to Sümi Hoho’s demand for upgradation of Khelhoshe Poytechnic Institute Atoizu (KPA) and have appealed chief minister to take up the matter on priority at the earliest. A press note by Saptiqa Area Progressive Youth Forum (SAPYF) president, Ahito Achumi and general secretar y, Joshua Swu stated that the institute was established in 1972 and was the oldest polytechnic institute in the state. However, SAPYF pointed out that infrastructure had been far neglected till date. SAPYF has urged the state government to implement the cabinet decision of December 17, 2007, in letter and in spirit, for upgrading the institute to that of Engineering College. ETSU: In a separate p r e s s n o t e, E m l o - To Students Union (ETSU) president, Vikato I Chishi
stated that KPA was all set to commemorate 50 years jubilee in a short while. However, lamented that the first polytechnic institute of the state still falls short of providing degree level certificate. It urged the government to take up the
issue as the land owners had already played their part by offering free land with special request for upgradation and the stake holders were ready for any clarion call from the department if the need arises. ETSU stated that
KPA qualified all criteria and had the credentials to be upgraded. The union said it would be pleased to help, assist and trouble shoot any problems if the government/department or the concern authority was willing to share the ground.

India has never used me against China: Dalai Lama Bomdila (Arunachal Pradesh), Apr 5 (IANS): Amid Beijing’s strident protests, Tibetan spiritual leader the Dalai Lama on Wednesday said that India has never used him against China and urged that country to give Tibet meaningful “self-rule” and “autonomy”. Reacting to Beijing’s objection against his visit to Arunachal Pradesh, the Nobel Peace Laureate said, “There are many in China who love India, but there are some narrow minded politicians because of their certain views.. like they considered me as a demon.” Denying Chinese assertions that India was using him as a diplomatic leverage to challenge China, the Tibetan spiritual leader said, “I am India’s longest standing guest. India has never used me against China.” On the Tibetan stand, he said: “We are not seeking independence. We are very much willing to remain with People’s Republic of China. I always used to talk about the spirit of the European Union, individual nations,
Dalai Lama individual sovereignty but that is not so important, what is important is common interest,” he told journalists, ahead of proceeding to Tawang for a major Buddhist event. “Tibet is materialistically backward but spiritually highly developed. For material development, we need to remain with People’s Republic China as it is our interest. The government (of China) should feel OK for the mutual benefit,” he added. However, the Tibetan spiritual leader noted, “China must give us meaningful self-rule, autonomy, and must take care of the environment in Tibet. China has the highest population of Tibetan Buddhists. Many
Chinese intellectuals also fully support our cause.” The Dalai Lama’s statement comes as China on Wednesday lodged a protest with India over his visit to Arunachal Pradesh. Chinese Foreign Ministry spokeswoman Hua Chunying, addressing a regular briefing in Beijing, voiced her country’s “firm opposition” to the Dalai Lama’s visit and said Beijing would lodge “stern representations with the Indian side”. The Chinese side lodged a protest with Indian Ambassador Vijay Gokhale in Beijing over the Dalai Lama’s visit. In the same manner, we expect the same from our neighbours.”

our investments in technology five-fold to develop the proprietary technologies that we can then deploy world-wide,” Forbes said. MEA, African missions go silent after heated words
African students protest in Bangalore against the racist attack on a Tanzanian woman. NEW DELHI, APR 5 (AGENCIES): A day after high-decibel rhetoric dominated the airwaves between African diplomats and MEA over the recent attacks on African students in Greater Noida, silence prevailed on Tuesday with both sides stepping back from the public glare to allow diplomacy and law enforcement to do their job. The government believes it has been able to contain the protests and their political fallout, after a detailed but somewhat stern press statement on Monday. While several African countries pleaded ignorance about the press statement by the dean of African missions (in this case, the ambassador of Eritrea) threatening to take India to the UN Human Rights Council, the fact that a group representing African students echoed
the call to condemn India in international fora is a matter of concern for India going forward. Ultimately, sources said, its not only a law and order problem. There is a need to develop greater sensitivity among Indian communities about foreigners of a different skin colour and cultural backgrounds living in their midst. Equally, there is a need to sensitise African students about the communities they live in, with a greater involvement of law enforcement agencies. In the last couple of mon- ths, India has had high level exchanges with African countries, with the King of Swaziland, PM of Uganda and vice-president of Rwanda visiting India, while Indian leaders have travelled to Uganda, Rwanda, Nigeria, Mali, Ghana etc.
Railways aim to generate 5GW solar power by 2025 New Delhi, Apr 5 (IANS): The Indian Railways could meet up to 25 per cent of its energy demand from renewable energy sources like wind and solar power, said a study by the Council on Energy, Environment and Water (CEEW) on Wednesday. According to the study released here by Railway Minister Suresh Prabhu and Union Power Minister Piyush Goyal, the railways would achieve the target of 5GW of solar power by 2025. “Indian Railways would need an investment of $3.6 billion to meet the 5GW target,” said the study titled ‘Decarbonising the Indian Railways: Scaling Ambitions, Understanding Ground Realities’. Of the total 5 GW solar power, about 1.1 GW would come
from rooftop solar power plants. “We want Indian Railways to become a green engine of growth... We have set up a target of electrifying the entire network of Indian Railways in next ten years with at least 90 per cent of track electrification in next five years,” Prabhu said. T he Railway Minsiter said that the ministry is looking to add 1,000 MW of solar and 200 MW of wind energy, of which 36 MW has already been commissioned. “Railways have come out with a commendable plan called Mission 41K where they are looking at a saving of INR 41,000 crore through the electrification of railway lines,” said Union Minister for Power Piyush Goyal, who also holds the Coal, New and Renewable Energy, and Mines portfolio.

Sushma says not all attacks are racial
External affairs minister Sushma Swaraj said that “not all attacks are racial” after opposition members raised concern over the attacks on Nigerians in the Lok Sabha on Wednesday. “The incident took place when some miscreants took advantage of the anger among locals in the death of 19-year-old Manish allegedly due to drug overdose,”Sushma said, adding, An independent inquiry is already underway into the two incidents, including that of Kenyan national.” She also said that six people have been arrested in the case. “Before inquir y is completed, please don’t say it is driven by racial
discrimination,” the Union Minister said. On the Kenyan national issue, she said,”When we checked the visa of the woman (Kenyan national), it had expired months ago. Just because she said something, one cannot level allegations of racial discrimination.” On March 27, four Nigerian were severely beaten up in a neighbourhood in Greater Noida, after residents there suspected them of peddling drugs to a teenager who died of a drug overdose. Meanwhile, Sushma also termed the African envoys’ statement on attacks as “unfortunate, painful and surprising”. Yesterday, the heads of missions of African countries in India have slammed physical attacks on their compatriots in the as “xenophobic and racial” in nature, saying the government in New Delhi took no “known, sufficient and visible” deterrent action despite such incidents happening in the past. In a strongly-worded press statement that is set to embarrass New Delhi, the envoys of 44 African nations, called for an independent investigation by the UN Human Rights Council as well as other human rights bodies, and also to comprehensively report the matter to the Commission of the African Union.
Cheetah’s health recovering: Rijiju NEW DELHI, APR 5 (AGENCIES): Minister of State (MoS) for Home Affairs Kiren Rijiju on Wednesday met CRPF commandant Chetan Cheetah who had slipped in to coma for two months being shot nine times during an encounter with terrorists in Kashmir’s Bandipora and said Cheetah expressed his desire to get back to work as soon as possible. Thanking the doctors at AIIMS for their extraordinary work Rijiju said that he was amazed to see Cheetah smiling and that his battle with life will boost the morale of other officers. “He is doing very fine. Its miraculous, first of all I would like to thank team of doctors from AIIMS. The day I came here when he was brought from Srinagar, it was difficult to imagine that he will talk to me,” said Rijiju. “We are very proud of him. He is a brave officer and this will boost the morale of all the other jawans. He was smiling and was excited to get back on duty. This shows his ability to survive and his will power,” he added. The CRPF commanding officer was in coma two months ago after being hit by at least nine bullets during a gun battle with terrorists+ in Kashmir’ Bandipora on February 14. The 45-year-old had suffered bilateral upper limbs fractures, bullet injuries in his head and lost his right eye during the bloody encounter that claimed lives of three Indian soldiers.
India has never used me against China: Dalai
Dalai Lama the 14th is on a visit to Arunachal Pradesh. BOMDILA, APR 5 (AGENCIES): Rubbishing media reports that India is using the Dalai Lama as a diplomatic leverage to challenge China, the Tibetan spiritual leader on Wednesday said “India has never used him against China.” On Chinese anger over India allowing him to visit Arunachal Pradesh+ , he said, “Please do not say angry Chinese. There are many in China who love India. It is only some narrow-minded politicians who see India in a different way just like the way they see me as a demon. I am not a demon.” The Dalai Lama also asked Beijing to give Tibet a meaningful autonomy for the mutual benefit of both his homeland and China. “China has the highest population of Tibetan Buddhists. Many Chinese intellectuals fully support our cause,” the spiritual leader said while addressing reporters here. “We are not seeing independence. We want to
remain with the people’s republic of China. Tibet is materialistically backward but spiritually highly advanced. We want to develop materialistically by remaining with China and it should also feel the same way for the mutual benefit,” he said while recollecting his escape to India 58 years ago and his journey through Bomdila. The Dalai Lama’s statement comes as China on Wednesday lodged a protest with India over his visit to Arunachal Pradesh. Chinese foreign ministry spokeswoman Hua Chu-

nying, addressing a regular briefing in Beijing, voiced her country’s “firm opposition” to the Dalai Lama’s visit and said Beijing would lodge “stern representations with the Indian side”. The Chinese side lodged a protest with Indian Ambassador Vijay Gokhale in Beijing over the Dalai Lama’s visit. On Tuesday, India said that no political motive should be attributed to the Dalai Lama’s visit to Arunachal Pradesh and asked China not to interfere in its affairs.

EVMs under scanner
A
fter the recent election in Uttar Pradesh, serious doubts about the Electronic Voting Machines (EVMs) are being raised primarily by the Bahuja Samaj Party (BSP) and the Samajwadi Party(SP) both of which received a drubbing at the hands of the BJP. The Aam Admit Party (AAP) in Delhi has also raised serious doubts about the EVMs being tamper-proof and reliable. Arch political rivals-BSP and SPmay have their reasons for demanding a high level technical probe because both lost heavily to the UP. They are demanding that the Election Commission order a technical investigation into suspect EVMs used in the recent election in UP. BSP chief Mayawati alleged that voters in a polling booth voted 99.9% for the BJP whereas, in that segment which is pro-BSP, hardly a handful voted for the BSP. Former Uttar Pradesh Chief Minister Akhilesh Yadav raised the pitch again when he demanded an inquiry after EVMs in Madhya Pradesh were found to be only dispensing Bharatiya Janata Party (BJP) slips when buttons for different parties were pressed. The Congress has also joined the chorus by asking the ECI to conduct the probe and look into complaints about EVMs being tampered in the UP election. To give logic the Congress maintained that the ECI has to act in order to restore the confidence of the voters. Out of 123 countries out of 192, where democratic elections are held, EVMs are used in only 17 countries such as -Australia, Belgium, Brazil, Canada, Estonia, France, Germany, India, Italy, the Netherlands (Rijnland Internet Election System), Norway, Peru, Romania, Switzerland, the UK, Venezuela, and the Philippines. The other older form- ballot paper stamp- continues to be the most widely used for elections in various parts of the world. During ECI demonstrations on multiple occasions, EVMs have gone wrong, and the commission failed to give satisfactory explanations. The last time when EVMs were placed under public scrutiny was when the BJP raised the pitch on alleged tampering of EVMs in 2009.Technology is an ever evolving phenomenon, and the last time EVMs were opened to public scrutiny by the ECI was in 2009. The BJP had reasons to suspect the reliability of the EVMs and for which the ECI acceded to the demand. Today, when the opposition parties believe that the EVMs are not tamper proof and which is indeed a very valid concern, the ECI has no option but to demonstrate that the EVMs are reliable and tamper proof. Against the backdrop of rising concerns over EVMs the ECI has been equally determined to reject all allegations. For the ECI of India to claim there is nothing wrong with the EVMs is neither sufficient nor enough. India has known ballot stuffing and rigging under the same commission. It is important that every voter has absolute faith in the religion called democracy, of which the ECI is the most sacred shrine. Following repeated allegations, suspicion has arisen in many minds, even if on partisan lines. Even if it may be reasonable to accept that the self-certification by the ECI on itself was not unexpected; it only removes credibility from the institution. Therefore, instead of asking parties to introspect the reasons for their electoral loss, the ECI could best introspect on the loss of faith creeping up in its otherwise commendable exercise otherwise, it will also come under scanner with the EVMs.
DailyDevotion His Agony and Our Access Jesus came with them to a place called Gethsemane, and said to the disciples….”Stay here and watch with Me.” —Matthew 26:36, 38 We can never fully comprehend Christ’s agony in the Garden of Gethsemane, but at least we don’t have to misunderstand it. It is the agony of God and man in one Person, coming face to face with sin. We cannot learn about Gethsemane through personal experience. Gethsemane and Calvary represent something totally unique— they are the gateway into life for us. It was not death on the cross that Jesus agonized over in Gethsemane. In fact, He stated very emphatically that He came with the purpose of dying. His concern here was that He might not get through this struggle as the Son of Man. He was confident of getting through it as the Son of God— Satan could not touch Him there. But Satan’s assault was that our Lord would come through for us on His own solely as the Son of Man. If Jesus had done that, He could not have been our Savior (see Hebrews 9:11-15). Read the record of His agony in Gethsemane in light of His earlier wilderness temptation— “…the devil…departed from Him until an opportune time” (Luke 4:13). In Gethsemane, Satan came back and was overthrown again. Satan’s final assault against our Lord as the Son of Man was in Gethsemane. The agony in Gethsemane was the agony of the Son of God in fulfilling His destiny as the Savior of the world. The veil is pulled back here to reveal all that it cost Him to make it possible for us to become sons of God. His agony was the basis for the simplicity of our salvation. The Cross of Christ was a triumph for the Son of Man. It was not only a sign that our Lord had triumphed, but that He had triumphed to save the human race. Because of what the Son of Man went through, every human being has been provided with a way of access into the very presence of God.

fter the debacle at the hands of the Chinese in 1962, I went to Bum La Pass from where the Dalai Lama had entered India to seek asylum. His land, Tibet, had been occupied by the Chinese who also destroyed their culture. The Chinese imposed communism and had no respect for either Dalai Lama or his monastery. The Dalai Lama’s visit to Arunachal Pradesh has brought back the memories of the days when the Chinese annexed Tibet. Pandit Jawaharlal Nehru, India’s first prime minister, did not raise any objection because he was then on a friendly terms with Chinese Premier ChuEn Lai. True, Tibet was under the suzerainty of Beijing but the autonomy of Tibet was considered unviable. Suzerainty means a government exercising political control over a dependent state. Suzerainty does not translate into absorption. Tibet was not even a part of China but India agreed to the suzerainty part. Beijing betrayed Nehru further when in 1954 it made Dalai Lama’s stay in Lhasa impos-

A familiar controversy
sible. The biggest betrayal was when China attacked India eight years later. The Dalai Lama’s visit may not have raised doubts about Tibet but it has renewed the debate of its annexation by Beijing once again. The Dalai Lama visited Arunachal Pradesh a few days ago despite China’s warning to India that his visit would affect the normal relations between the two countries. It is heartening to see that India did not paid no attention and went ahead to bless his visit. But I cannot understand why Minister of State for Home Affairs Kiren Rijiju had to emphasis that the Dalai Lama’s visit was purely religious. It is up to the Dalai Lama to describe what took him on a week-long trip to Arunachal. The rift between India and China is all about the latter’s claim over Arunachal Pradesh. China had for long been claiming this Indian state to be its territory and referring it to be the abode of the spiritual leader. Hence, the visit of the Dalai Lama to Arunchal would not be in its interest because they regard him as
“a separatist.” As for Kiren Rijiju’s remarks, he says that China was trying to project the the Dalai Lama as a political person. “We don’t have any intention of engaging with the Dalai Lama so as to irritate China,” says the minister. The spiritual leader, during his weeklong stay, is expected to Kuldip conduct religious discourses in Tawang, Bomdila and other areas of Arunachal Pradesh. According to the Ministry of External Affairs, the spiritual leader had visited Arunachal Pradesh six times before between 1983 and 2009. Rijiju thinks that no artificial controversy should be created over his present visit because he is considered India’s guest. The minister is also expected to accompany the Dalai Lama during his trip as the latter will be consecrating a gompa (Buddhist place of learning) at Rijiju’s native village, Nafra. China’s problems with India have its roots in the British demarcation of the Indo-China border. Even today, China refuses to acknowledge the MacMa-
hon Line that demarcates Arunachal Pradesh to be a part of India. Any activity that takes place in this area is viewed sceptically by Chinese soldiers. Visits from Indian diplomats and government authorities have always caused the issue to flare up. For instance, Dalai Lama’s visit to Tawang to Nayar address his followers has irritated China to no end. And any person with even a little knowledge of the Indo-Chinese-Tibetan problem knows that Beijing has always had a love-tohate relationship with the Dalai Lama. Another issue that irked the Chinese was the huge voter turnout of the local people in the state elections. It was reported in 2009 that the voter turnout was almost 72 percent in the Assembly elections that year. China had opposed to the then Defence Minister A. K. Anthony’s visit to Arunachal Pradesh. They even went on to openly question the Prime Minister Manmohan Singh’s visit to the state. Although the then Prime Minister was not named, he was the subject
of a veiled criticism. The Chinese mouthpiece called his visit as an “audacious and reckless move.” It is difficult to understand why New Delhi bends over backward to please Beijing, be it in the cases of stapling of visas, or the treatment meted out to Indian traders in China. Some years ago, an Air Force officer was denied a visa to China because he belonged to Arunachal Pradesh. The government did not voice its protest and instead dropped the officer from a military delegation that went to Beijing. The delegation’s strength was just reduced to 15 from 30. There is news that during border talks, the Chinese representatives asked India to tell how much of Arunachal Pradesh it was willing to part with. Silence seems to have become New Delhi’s policy. India is a mute spectator to yet another uprising crushed in Tibet. Any protest in Tibet aimed at preserving the indigenous culture is taken by Beijing as “mischief ” perpetrated by the Dalai Lama. This is invariably followed by more cruelty.
Clashes between ethnic Tibetan protesters and the Chinese police had led to the death of protesters, apart from landing many in jail, in the past. Buddhism, which is at its strongest and purest in Tibet, is akin to Hinduism, a religion which 80 percent of Indians profess. The Nalanda University, which is being revived at its old site in Bihar, will trace how Buddhism broke off from its mother religion, Hinduism, and became a separate religion. Yet the bond between Hinduism and Buddhism remains intact. Lord Buddha is considered one of the gods that Hindus worship. While China has often called on countries not to host the Dalai Lama, it has adopted a different approach towards India, knowing well how sentimentally Hindus are attached to Buddhism and the Dalai Lama. Beijing wants him to be confined to Dharamshala where he and his followers have been settled since 1959. That China has been more than successful goes without saying.

The duel of ACAUT and NPF
W
e all have closely watched the paper duel between ACAUT and NPF on account of corruption charges levelled against NPF Govt. by anti-corruption organisation, ACAUT, which was formed in 2013. The purpose of forming ACAUT is to be a watchdog and to voice against illegal and corrupt activities in the State of Nagaland. Had ACAUT remained silent over those major and minor scams as highlighted by ACAUT on 31.3.17 under NPF led DAN Govt., it would have become irrelevant. And in absence of formidable opposition in the Assembly, had not ACAUT been active, Nagaland would have been mortgaged by people in power. The ACAUT has been cleaning the dirty linen for the sake of common man during the last four years and its contribution to society is immense. For instances, had not the ACAUT exposed the fuel adulteration, by now the business would have been expanded and legalized. Had not the rice scam in Civil Supplies Deptt. been caught red handed and exposed, the PDS would have totally fizzled out. One can go on, but for the sake of sharing space just to mention few. I was part of the Congress ministries prior to the advent of the DAN Govt. in 2003, and I can never vouch for our ministries to be perfect. Yet, during our time we had respect for the system of governance and we protected the system despite of our imperfections. Whereas, today, the system is destroyed. There is no more system of governance. Rules of Executive Business has practically disappeared. Be it recruitment of manpower, be it promotion of employees, be it allotment of contract or supply work, be it release of payments to contractors and suppliers, no rule seemed to be followed. “Mati norom, tyre khushi, khushi” was once the NLA adage prior to introduction of Anti-Defection Law and it has revisited. The head of a Govt. institute told me recently that some suppliers floated tender for supply of few items to his institute. A firm whose quoted rates on the specified items were found reasonable and was selected. The authority ordered the firm to execute the order within the stipulated time. The supplier then approached the head of the institute and pleaded that he cannot supply those items at the rates quoted by himself. The reason was that ‘these days’ no one supplies the materials despite of the coded formalities. The supplier insisted that paper works be completed and the bill be drawn to be shared between the parties. The head of the institute had to succumb to the pressure. This is how Nagaland is governed. And who cares? Who bothers? No politician cares. No bureaucrat cares. Except the ACAUT, the NTC and few others including countable individuals. Whereas, the NPF was found virulent in defence of its Govt. particularly in its three successive statements on 28.3.17, 30.3.17 and 1.4.17 respectively. The NPF claimed that appointments are given to deserving Naga youths but ‘not to any outsiders’. Should any prima facie of induction
of non-locals into service be produced by anyone in near future, I hope NPF will stand by this statement. What you boast about ‘several warnings’ so given by your leaders in camera are not solution to the problems. Warning is necessarily meant for pre-emptive measure. The post action measures are disciplinary actions. Can warnings be suffice when crimes are committed? Such post action warnings are the humming of winter bee. A Govt. without disciplinary action is dead. The most unfortunate posture adopted by NPF is to have the temerity to brand the charges of ACAUT as ‘grandiose’. Can the magnitude of the corruption which has been endemic during the last 14 years in Nagaland be a mere grandiose? Quoting the 30.3.17 statement of NPF that ‘The NPF is pro poor party, and therefore, it shall not do anything detrimental to public benefit’. Fantastic! What NPF talks must carry credibility. Better not talk something which you never walk the talk. In NPF’s parlance, non release of salaries to its employees for months together is called pro poor. Using water cannon against teachers who urged the Govt. to pay them their salary through peaceful agitation was a remarkable pro poor action. Ignoring to pay 10% matching share in RD Deptt. and due to which DRDA staff cannot get salary for 9 months is an appreciable pro poor scheme. Siphoning hundreds of crores of rupees meant for developments is called pro poor. Abandoning roads throughout the State of Nagaland is very pro poor. The endless pro poor policies and activities are being highlighted almost everyday by CAG. Had it not been for space one can go on. The NPF rightly claims that it is the oldest regional party in the NE. Therefore, I expect its statements and reactions to opinions expressed by others on the performances of the Govt. to contain wisdom, maturity, rationality and realism. The NPF’s reaction to ACAUT is nothing less than bullying as though ACAUT can be frightened. Quoting the 1st April statement ‘that NPF does not defend or condone any kind of corruption in the system...’ If the party really means by this policy, what ACAUT has exposed should be appreciated, introspect and corrective measures taken. On the contrary, the actions of ACAUT are considered a nuisance and therefore branded ACUT as ‘unmandated organisation’ to the extent of calling the members as ‘few busy bodies’. ‘...the deep rooted corruption in the society is all pervading and required concerted efforts of everyone to eradicate it’ is what is the ground reality. The ACAUT did not ask DAN to perform ‘miracle’. If NPF led DAN becomes sincere in its effort to mitigate the dimension of corruption as a beginning for reformation, I am sure the ACAUT and the rest of the right thinking bodies and individuals are ready to cooperate. Please do not do double talk, but admit when required. No amount of artificial arguments can overshadow the magnitude of exposures made by ACAUT and CAG. Z. Lohe

The Nagas’ 3 August Framework Agreement in view
agas have experienced enough bitter taste of suffering and many lives have been sacrificed on the altar of the nation. There were countless orphans, widows and homeless in our country for the last 60/70 years yet due attention of National status has not been accorded to the Naga Nation till date. Nevertheless, in course of time God has opened a way for Nagas to have their stand through a political talk with the Government of India. Thus the framework agreement between the two entities had been signed on 3rd Aug.2015. Henceforth dialogue for final settlement of the protracted Naga political issue is set on proper channel and direction. Nagas case and struggle have now been placed on stage for international attention and importance. No mere or sheer dream or rhetorical rhyme of talking about the Naga issue at home without reasoning on truth about the matter can result a thing for good. Questioning and demanding clarion on the Framework agreement between the Nagas and GOI are just without reasoning. Things that need to be disclosed have been vividly expressed in media several times. We Nagas need to change our outlook and broaden our political dimension to that of National and international. Then only we can solve our political problems. The greater our understanding the better we become as competent citizens of the world not just of Nagaland. We are to be fellow nations with the rest of the Nations of the world. To establish our basic understanding of the 3AFWA, we need to know the background rationale and mission purpose of Nagas’ struggle against foreign invading politics that have spoiled and divided us into pieces politically. The principle content of the Frame Agreement made between India and Nagalim are that, both the parties are two national entities having their own separate National
flag, Parliament, Nomenclature, Constitutions etc. In the initial stage, there shall be sharing in governance; like external affairs, defence, Monetary, Exchange of essential goods and boundaries. All the Naga inhabited areas are inclusive in the framework yet to materialize. Things above the ground and below that fall under Nagas domain remains and belong to the Nagas. It is God’s will that Nagas shall be sovereign nation on earth and we are the children of His nation. If we remain confined to politics of factionalism and Indian political affairs we will loss our nation. We need land and people to be a nation. Frame work agreement can be understood as it is intended; as we analyse and understand the motive of the talk interlocutor Shri. R. N. Ravi from Indian counterpart and the interlocutor Shri. V.S. Atem from Naga counterpart official dialogue on mutual negotiating round. Analyzing the version of R.N. Ravi’s statement, on the subject matter of the competency“ Division of Power”, the Nagas shall exercise absolute power over their land and people. He said that the first point in sharing sovereign power is that Nagas will be the “Master”. And secondly, in case of Mineral and Resources wherever; below and above belongs to the Nagas. Ravi said sharing of power will not be mere semantics or playing with words but that there will be a genuine devolution of power where Nagas will become ‘sovereign-like’ basing on the uniqueness of the Naga history. The Interlocutor pointed out, that at one point of time, Nagas Nationalist groups started with a motive when independence meant sovereignty. Ravi however explained that, if independence were the only thing that Naga political groups need to talk about, then there would have been no talk. When asked if the issue of Article 371(A) only covered Nagas of Nagaland, Ravi replied that both the entities(GOI&NAGAS) were
talking about Nagas comprehensively and not only Nagas of Nagaland. He clarified that the negotiating parties were working on how to empower the Nagas in other parts of the country. On inclusive of other NPGs, Ravi said, we want all groups to join and share the ownership. The GOI was serious about other groups joining the consultations and for which invitations were sent. He said that there will be just one Interlocutor each from both the sides and one talk for Naga issue. He said having several Interlocutors and several talks could result in several solutions which would only make a “mockery” of the Naga issue. In regard to include other NPGs, Ravi said that he had invited other groups only after signing Aug.3 agreement but he had sent invitations prior to it. He further reiterated, that settlement was not restricted to the NSCN (IM) but with entire Nagas. Ravi mentioned that though the stakeholders were not part of the political dialogue, yet they were part of the peace process and all should have an ownership in the final settlement. Having understood the practical aspect of the Nagas talk for final count-down, it is pertinent to know how to raise our united voice and rights over our land to the National and international arena. Instead of finding faults and defects in the cause, it is far more important to unite our spirit and struggle for common and inclusive final settlement. We shall no longer brood and break ourselves with our limitations and defectives mistakes of the past but shall jointly exert our concerted effort toward realizing the dream and aspiration of our honourable patriots who have left their legacy of hope on our present generation. Our Naga future lies on our struggle today. Every Naga citizen is equally responsible for solution or dissolution. Huzintao

Jaya DA case: SC rejects Karnataka govt’s plea
NEW DELHI, APR 5 (AGENCIES): The Supreme Court on Wednesday refused to review its verdict in Jayalalithaa disproportionate assets case and dismissed Karnataka government’s plea asking the court to re-examine its decision to abate the proceedings against former Tamil Nadu Chief Minister due to her death. “These Review Petitions have been filed against judgment dated February 14, 2017+ , whereby the appeals filed by the appellant-State of Karnataka were allowed setting aside the judgment and order of the High Court and Jayalalithaa having expired meanwhile, it was held that the appeals, so far as those relate to her stood abated. We have considered the review petitions filed by the State of Karnataka on merits. In our opinion, no case for review of our order dated February 14, 2017 is made out. Consequently, the review petitions are dismissed on merits,” a bench of Justices PC Ghose and Amitava Roy said. Seeking to recover Rs
J. Jayalalitha
100 crore fine in the Jayalalithaa disproportionate assets case, the Karnataka government had filed a review petition+ in the Supreme Court against its verdict that had abated the proceedings against the former Tamil Nadu chief minister due to her death. “In the case of appeal against conviction, it is settled law that the appeal does not abate if the accused has been sentenced to pay fine either along with imprisonment or otherwise. This principle is equally applicable to the present case where the trial court has imposed on the accused Rs 100 crore fine, along with imprisonment,” the petition had said. The state government had said that apex court finding that the criminal
appeal filed by special leave petition under Article 136 of the Constitution has abated is “erroneous” in as there was no provision either in the Constitution or the Supreme Court Rules 2013 pertaining to the issue. Even though the question of A 1 (Jayalalitaa) undergoing further imprisonment does not arise (due to her death), the sentence to pay fine is legally sustainable which has to be recovered from the estate, it said. “This is particularly so, where the offence alleged is of illegally acquiring disproportionate assets. Therefore, the finding that the appeal has abated in not correct,” the state government had contended. “The court overlooked the position of law that if the death takes place after arguments are concluded and the judgement is reserved, the appeal does not abate,” it said in its petition. The bench, however, was not convinced with state government’s plea and refused to re-examine its verdict.

Won’t let go of any part Haj pilgrimage by sea route of our territory: Sushma likely to resume after 23 years
Sushma Swaraj
NEW DELHI, APR 5 (AGENCIES): India underlined its claim over territories of Jammu and Kashmir under Pakistani occupation today amid moves by Islamabad to declare Gilgit-Baltistan as a new province. External affairs minister Sushma Swaraj asserted in the Lok Sabha that it would be wrong to think that India will let go of any part of its territory. She made the statement after BJD leader Bhartruhari Mahtab wondered if the government has even properly responded to Pakistan’s move to
make Gilgit-Baltistan its fifth province. Noting that some western countries had criticised it, he asked, “What is our government’s response?” He asked the government to not forget history or it will be condemned to repeat it. In her response, Swaraj said the Indian government had opposed Pakistan’s move the very day it got to know about it. “Even raising a doubt over this government that it will let go of some area will be wrong,” the minister added. She noted that both Houses of Parliament had passed resolutions which had iterated India’s claim over the PoK and GilgitBaltistan, both under Pakistan’s occupation, and the government was bound by it. She also quoted a BJP slogan which underlines India’s claim over the territory and noted that its founder Shyama Prasad Mookerjee had “sacrificed” his life over this. “We are bound by Parliament’s resolutions and also our resolve,” she said.
NEW DELHI, APR 5 (AGENCIES): After a gap of nearly a quarter-century, the air at the Mumbai port may once again be filled with chanting of ‘Talbiyah’, a prayer Muslims invoke before they set off for or during the annual Haj pilgrimage. A high-level committee, formed by the government to frame the Haj Policy, 2018, is exploring reviving the option of sending pilgrims via sea route to Jeddah, Saudi Arabia next year onwards. The practice of ferrying devotees between Mumbai and Jeddah by waterways was stopped from 1995 on account of MV Akbari, the ship which would transport pilgrims, growing old, a source in the Union minority affairs ministry said. The option is now being weighed in the light of a 2012 Supreme Court order to the government to abolish by 2022 the subsidy offered to Haj pilgrims who travel by air. Dispatching pilgrims through ships will help cut down travel expenses by “nearly half ” as compared to airfares, thus compensat-
ing them for the absence of subsidy, a source in the ministry said. At present, devotees undertake the journey by air from 21 embarkation points, including Mumbai and Delhi, across the country. An economy class ticket for the around five-hour flight between Mumbai and Jeddah would roughly cost anything between Rs 25,000 and Rs 52,000 (without subsidy). If one boards from Delhi, the ticket price for the same category varies from Rs 18,000 to Rs 61,000 per head. “Another advantage with ships available these days is they are modern and well-equipped to ferry 4,000 to 5,000 persons at a time. They can cover the 2,300-odd nautical miles one-side distance between the two port cities within just two-three days,” the source added. One nautical mile is equivalent to 1.8km. When asked, MoS for minority affairs Mukhtar Abbas Naqvi, who attended the panel’s meeting in Mumbai earlier this week, confirmed that the alternative is being given a thought to.
“The panel is exploring all the options available, including seaways, under the new policy. It will be a revolutionary, pilgrim-friendly decision, if things work out,” Naqvi told PTI. Besides Mumbai, Kolkata and Kochi ports are the two other coastal cities the panel has identified as probable embarkation points to facilitate pilgrims from eastern and southern regions of India respectively. Naqvi said his ministry will discuss the issue with the Shipping Ministry too for the availability of ports. He added the air services for Jeddah will continue to be there for those who can afford the journey. Before the sea route was closed in 1995, it used to take nearly a week for the pilgrims to reach Jeddah from Yellow Gate in Mumbai’s Mazgaon, the ministry source said. Saudi Arabia had earlier this year increased India’s Haj quota from 1.36 lakh to 1.70 lakh. A total of 1.35 lakh Indian devotees undertook the pilgrimage last year.
BJP demands probe into Railways developing 400 ‘A-1’ & ‘A’ category stations Kejriwal’s legal expenses has been started by inviting proposals from interested parties with their designs and business ideas. Prabhu said the entire cost of the station redevelopment is to be met by leveraging commercial development of spare railway land/air space in and
around the station. “The process is designed to be completely transparent and to obtain best in class designs from developer. The programme is conceived to be cashneutral to the Railways, rather it is expected to yield earnings for the Railways
in the form of premium submitted by the developers,” he said. The minister said as many as 1,253 railway stations have been identified for upgradation by the Indian Railways under the ongoing ‘Adarsh station’ scheme.

specifically ordering its departments not to send the files concerned to the Lt Governor’s office. “They just sent a one page note to the LG for post-facto approval. “The issue wreaks of criminal conspiracy. The seriousness of the issue could be gauged from the fact that all efforts were made to hide facts from the Lt Governor,” he said. Gupta demanded criminal proceedings to be initiated against Kejriwal and others involved in what he alleged to be “criminal act of misusing public funds and the subverting constitutional procedure”. “Over the last six months, the complete file was not sent to the Lt Governor despite several reminders. It is beyond understanding why the government did not send over the file despite being asked repeatedly,” he said.
Railways have advertised its plan for about 400 ‘A-1’ and ‘A’ category stations which are generally located in major cities and important tourist destinations on ‘as is where is’ basis for redevelopment. He said during Question Hour that the process

New Delhi, Apr 5 (IANS): The BJP on Wednesday urged Lt Governor Anil Baijal for a time-bound inquiry into the Delhi government’s decision to use public money for paying Rs 3.4 crore to noted lawyer Ram Jethmalani for fighting the defamation case against Delhi Chief Minister Arvind Kejriwal. Bharatiya Janata Party (BJP) leader Vijender Gupta, also Leader of Opposition in the Delhi Assembly, met Baijal along with other BJP members and demanded an inquiry into the matter. “To pay for personal legal matter out of public money is criminal breach of trust by Kejriwal. We demand time bound probe to bring guilty to book,” he said. Gupta alleged the Delhi government tried to “hide” the details of its decision by

Further, CAG said an important activity before implementation of any project was to prepare a Detailed Project Reports (DPRs) after conducting feasibility study consisting of survey, technical specifications, plans and drawings and detailed estimate of each item of work. As of September 2016, out of 62 projects sanctioned during 2011-16, a total of 49 projects were scheduled for completion by March 2016. However, only 18 projects were actually completed. It was noticed that all nine projects costing Rs. 41.66 crore sanctioned prior to 2011-12 had now been completed while 65 components of works in 14 projects of which payment of Rs. 8.85 crore was made were not executed. Thus, the department paid an amount of Rs. 8.85 crore without execution of works. Interestingly, it was found that the 16 infra-

Mumbai, Apr 5 (PTI): The rupee today staged a stellar come back after a brief pause and hit a fresh 17-month peak of 64.87 by gaining 16 paise against the US dollar on heavy selling of the American currency by banks and exporters. Robust foreign portfolio investment inflows and export proceeds continued to give the rupee strong underlying support, despite relatively firm greenback overseas. Meanwhile, domestic bourses continued their impressive record-setting run for the second-straight session on hardening hopes of strong economic reforms even as the government gears up to unveil a national goods and services tax later this year. Though the forex market witnessed some early volatile movements ahead of the Reserve Bank’s Monetary Policy Committee (MPC) meeting outcome on Thursday.

The committee said the suspects were seeking
to involve recruited citizens in the activity of other illegal armed formations, including on the territory of foreign states. “Searches are being held at the suspects’ living places, in the course of which investigators are seizing Islamist extremist literature, the items and documents important for investigating the criminal case,” it said. Investigators are currently deciding on arresting the detainees and bringing charges against them. Measures are also under way to identify and bring the detainees’ accomplices to criminal liability. Meanwhile, the law enforcement agencies said Akbarzhon Jalilov, who is suspected of carrying out the attack, had a clean record. “He had no criminal record and had never been on law enforcement’s radar. His name was not among extremists in the intelligence database,” the source said.

strikes, causing the high death toll and severe symptoms. The World Health Organization said victims of the attack appear to show symptoms consistent with exposure to a nerve agent. In a statement, the agency said “the likelihood of exposure to a chemical attack is amplified by an apparent lack of external injuries reported in cases showing a rapid onset of similar symptoms, including acute respiratory distress as the main cause of death.” Pope Francis said during his general audience that he was “watching with horror at the latest events in Syria,” and said he “strong-

The attack on Khan Sheikhoun killed dozens of people yesterday, leaving residents gasping for breath and convulsing in the streets and overcrowded hospitals. Videos from the scene showed volunteer medics using fire hoses to wash the chemicals from victims’ bodies. Haunting images of lifeless children piled in heaps reflected the magnitude of the attack, which was reminiscent of a 2013 chemical assault that left hundreds dead and was the worst in the country’s ruinous six-year conflict. LAHORE, APR 5 (PTI): At least seven people, including five Pakistani soldiers, were killed and 19 others injured today when a Taliban suicide bomber targeted army men escorting a census team here, the latest in a series of bombings that have rocked the country. The suicide bomber, who appeared to be Uzbek, came close to a van carrying army personnel on Baidian Road at 7:45 AM and blew himself up, according to a Lahore police report submitted to Punjab Province Chief Minister Shahbaz Sharif. The army team had reached there to carry out census activity. “It appears that the suicide bomber aged between 22 and 24 was present there...and he had knowledge about the arrival of the census team,” the report said. The injured driver Muhammad Usman has been taken into custody for investigation to ascertain as to why he stopped the van at a particular point, it said. Tehreek-e-Taliban Pakistan claimed responsibility for the attack.

ly deplored the unacceptable massacre.” Earlier, President Donald Trump denounced the attack as a “heinous” act that “cannot be ignored by the civilized world.” German Foreign Minister Sigmar Gabriel called on Russia to endorse a planned Security Council resolution condemning the attack. British Foreign Secretary Boris Johnson said “all the evidence” he had seen so far in the latest chemical weapons attack in Syria “suggests this was the Assad regime ... (that) did it in the full knowledge that they were using illegal weapons in a barbaric attack on their own people.” Syria’s government denied it carried out any chemical attack. But early today, Russia, a major ally of the Syrian government, alleged a Syrian airstrike hit a rebel arsenal, releasing the toxic agents. The Russian Defense Ministry spokesman, Maj Gen Igor Konashenkov, said in a statement that Russian military assets registered the strike on a weapons depot and ammunition factory on the town’s eastern outskirts.

Syria ‘gas attack’ toll now at 72
BEIRUT, APR 5 (AP): The death toll from a suspected chemical attack on a northern Syrian town rose to 72 today as activists and rescue workers found more terrified survivors hiding in shelters near the site of the harrowing assault, one of the deadliest in Syria’s civil war. According to a Syrian opposition group, renewed airstrikes hit the town of Khan Sheikhoun a day after the attack that the Trump administration has blamed on the government of President Bashar Assad, saying that his patrons, Russia and Iran, bore “great moral responsibility” for the deaths. The Damascus and Moscow governments denied they were behind the attack. A Russian Defense Ministry statement later said the toxic agents were released when a Syrian airstrike hit a rebel arsenal. The UN Security Council was to hold an emergency meeting today in response to the strike and in Brussels, officials from 70 nations gathered for a major donors’ conference on the future of Syria and the region.

LaBeouf has focused on more indie projects with mixed success. He earned strong reviews for his film “American Honey”, but other projects like “The Company You Keep” and “Charlie Countryman” went unseen.
LaBeouf and Montiel have also worked together on the 2006 film “A Guide to Recognizing Your Saints”. The film screened at the Venice and Toronto film festivals to negative reviews. It did better in the US, minting $454,490.

IPL 10 gets going with felicitation of legends

IPL 2017 Team Captains in a promotional picture.
HYDERABAD, APR 5 (PTI): The 10th edition of the IPL began on Wednesday with India’s four cricket icons, including Sachin Tendulkar, being felicitated for their contribution to the game during an opening ceremony that was low on glamour quotient. British model-actor Amy Jackson produced a brief performance, gyrating to Bollywood numbers ahead of the opening match between defending champions Sunrisers Hyderabad and Royal Challengers Bangalore at the Rajiv Gandhi International Stadium. Tendulkar and his three former India teammates - VVS Laxman, S o u r av G a n g u ly a n d Virender Sehwag - did a lap of honour riding on golf carts. Tendulkar and Laxman rode on one cart
while Ganguly and Sehwag occupied the other one. The quartet waved to the packed house and applause followed. There was a massive roar when Tendulkar was ushered into the middle area of the ground. Another Indian legend, Rahul Dravid, was also to be felicitated but he could not make it to the ceremony as he was busy mentoring the Delhi Daredevils outfit. Laxman was honoured with a memento by head of the Supreme Court-appointed Committee of Administrators, Vinod Rai, while acting BCCI president CK Khanna felicitated Ganguly. Acting BCCI secretary Amitabh Chaudhary felicitated Sehwag while IPL chairman Rajeev Shukla honoured Tendulkar. A visual of the eight

captains signing the MCC Spirit of Cricket was shown before SRH and RCB skippers David Warner and Virat Kohli entered the arena. Warner presented a souvenir to Kohli to signify all the teams’ resolve to uphold the spirit of cricket. The entertainment part, involving Bollywood razzmatazz, was quite a dampener. Jackson danced to the tunes of Bollywood numbers like ‘sara jamana’, ‘tama tama’ and ‘kala chasma’.
Royal Challengers Bangalore (RCB) stand-in skipper Shane Watson won the toss and elected to field against defending champions Sunrisers Hyderabad in the opening tie of the 2017 Indian Premier League (IPL) here on Wednesday. In the first innings of the match, Sunrisers Hyderabad set up a target of 207 runs with the loss of four wickets against Royal Challengers Bangalore (RCB). Yuvraj Singh led the score for Sunrisers with 62 runs in 27 balls that saw many boundaries. Meanwhile, the Indian Premier League (IPL) and social networking site Twitter have come together to unveil an Indian and cricketing-world first by releasing special Twitter emojis for 30 of IPLs biggest star cricketers, it was announced on Wednesday. Cricket fans around the world will be able to unlock these emojis throughout the 2017 season, according to a release.
