The Health Ministry said the testing capacity has been ramped up significantly to over 10,000 tests per day to detect the deadly coronavirus infection, as it emphasised on continuous compliance to lockdown and social distancing measures, along with personal and environmental hygiene, to win this “daily battle”. PM appeals to switch off lights voluntarily
DIMAPUR, APR 4 (NPN): Following Prime Minister’s appeal to switch off lights on Sunday night, Ministry of Power has requested all consumers to voluntarily switch off their lights at 9 p.m. on April 5. However, it said there was no call to switch off either streetlights or home appliances. Adequate arrangements and protocols have been placed to handle the variation in demand and people have been assured not to worry. Local bodies have been advised to keep the street lights on. However, the lights in hospitals and other essential services will remain on.

Nagaland: Test results of 4 awaited KOHIMA, APR 5 (NPN): State Health & Family Welfare (H&FW) department Saturday informed that till April 4, the department had sent 45 samples for testing, out of which 41 samples tested negative of COVID-19 and the results of four were still awaited. H&FW principal director, Dr. Vizolie Z Suokhrie informed that as on April 4, the department had screened 848 persons. He said that 2630 people were currently under quarantine while 2817 have completed the quarantine process. Till date, 20 foreigners were currently in the state. (Correspondent) showed that an average of one in 25 people tested for the infection have found to be a positive case, while the mortality rate among those testing positive appeared even less at one in 30. The Indian Council of Medical Research (ICMR) said 79,950 samples have
been tested so far across the country. Globally, more than 11 lakh people have tested positive so far since the outbreak of this deadly virus in December last, which has left over 60,000 dead. The US alone has seen over 2.7 lakh confirmed cases while it recorded nearly 1,500 deaths
within 24 hours between Thursday and Friday. Italy has recorded the maximum deaths at nearly 15,000. Agarwal said a total of 2,902 COVID-19 cases have been reported so far in India, with an increase of 601 in last 24 hours -- the highest for such a period -- with at least 58 of them in critical condition. In the same time span, 12 more died taking the nationwide toll to 68, Agarwal said. Later, the Ministry’s evening update put the total number of those having tested positive so far at 3,072 nationwide with 75 deaths. However, a PTI tally of figures reported by states directly showed at least 97 deaths across the country while the number of confirmed cases of infection had reached 3,619 as on Saturday late evening. Of them, close to 300 have been cured and discharged. There has been a lag in the Union Health Ministry figures, compared to the aggregate of numbers announced by different states, which officials attribute to procedural delays in assigning the cases to individual states. 42% of coronavirus patients in 21-40 age bracket:
Lockdown partially relaxed in Dmu DIMAPUR, APR 4 (NPN): Commissioner of Police and District Magistrate Dimapur, Rothihu Tetseo, has partially relaxed the prohibitory order under Section 144 of CrPC starting April 6, from 9 a.m. to 2 p.m. for public to buy essential items within their respective colonies/villages. In an order, the district magistrate stated that the movement of general public would, however, be restricted in the Dimapur main town area and all the highway stretch within the district. Movement of officials, staff of departments of Police, Army, paramilitary forces, Home Guard and civil defence, judicial magistrates, district administration, doctors/medical staff/pharmacist, ambulance and private vehicle carrying medical patient, media, DMC & sanitation, Treasury, banks, Power, PHED, IOC, FCI, Food & Civil Supply, airport/ Railway staff and Telecom/Pvt. Internet Service Provider and vehicles transporting essential commodities have been exempted. The district magistrate cautioned that violation of the order would tantamount to punitive punishment Under Section 188 of the Indian Penal Code.
DC Dimapur orders: The deputy commissioner (DC) Dimapur, Anoop Khinchi, Saturday ordered opening of only those shops and business establishments dealing pharmacies, petrol pumps, media house, essential commodities and vegetables “for public” starting April 6, 2020 from 9 a.m. to 2 p.m. DC stated that wholesale markets would remain open from 3am to 8am only. The order stated that vegetable vendors would be allowed to sell vegetables in the colonies/villages only and not in the main market. However, New Market would remain closed completely. Public have been directed to buy essential items from their respective colonies/village shops. With lockdown in force, DC said movement of all public was restricted except those coming out to avail essential services. In all the essential commodity shops, DC directed that social distancing to be strictly maintained. DC cautioned that any person violating the order would be liable to be proceeded against as per the provisions of Section 51 to 60 of the Disaster Management Act 2005 besides legal action under Section 188 of the IPC.
As much as 42% patients of coronavirus in the country belong to 21-40 years age, Aggarwal said. “We are as strong as the weakest link in this chain and we can win this battle only with support of everyone,” he said. Sharing the age-group analysis of COVID-19 patients, Agarwal said the maximum 42 per cent are of 21-40 years, 33 per cent of 41-60 years, 17 per cent are above 60 years and 9 per cent are of 0-20 years. The elderly people and those with other medical complications are said to be at higher risk in this pandemic. At the briefing, government officials said the lockdown is being effectively implemented across the country while supply of essential goods is also going on well, as they expressed confidence we all together will be “successful in breaking the COVID-19 chain”. Separately, the government also announced that COVID-19 testing and treatment would be provided free of cost for Ayushman Bharat beneficiaries at private labs and empanelled hospitals.
4 Naga scientists recruited to run the lab: H&FW Correspondent
KOHIMA, APR 4 (NPN): Nagaland is all geared to set up the much needed testing centre (laboratory) for COVID-19 by April at the Naga Hospital Authority Kohima (NHAK), if the ongoing works were not hampered, Health & Family Welfare principal director Dr Vizolie Z. Suokhrie said on Saturday. Talking to Nagaland Post, Dr Vizolie Z. Suokhrie informed that four Naga scientists, who have had the experience in bio-safety laboratories, have been recruited by the department. He exuded confidence that the lab would be functional by April. Further, Dr. Suokhrie said that a six-member team from Nagaland was currently working out the modalities with experts from Assam and Indian Council of Medical Research (ICMR). The team is expected to submit the proposal within a day. Once the department
receives the sanction amount from any funding agency, the department will working on war footing to activate the lab within a month. D r. S u o k h r i e s a i d NHAK has the infrastructure to establish the testing centre. “We are not waiting for anything, and will start the work immediately,” he added. He said it was not as simple as people think to setup a lab for COVID-19. First of all, high standards of bio-safety measures were needed to be in place, he said adding, if not it will be like harboring the virus and Nagaland will become another epicentre if bio-safety measure are not in place. Meanwhile, in addition to three COVID-19 hospitals-- one in Kohima, one in Mokokchung and one in Dimapur, he said more COVID-19 hospitals will be set up as other district hospitals were ready to activate their teams. Altogether 13 COVID-19 hospitals will be ready by next in the state. Governor in touch with Health ministry: Nagaland Governor, R.N. Ravi also said that Nagaland was in the process of setting up a laboratory to test COVID-19 cases. For this, Ravi said was in touch with
the Health ministry and the ICMR. With their support, Ravi said he was hopeful to have the lab ready and functional soon. Medical professionals volunteer: Sixty professionals from various councils across the state have decided to offer their services to combat the COVID-19 pandemic. This was agreed upon during a meeting held on April 4 at the office chamber of Health & Family Welfare principal director with professional council members from the Medical Council of India, Ayush Council, Nursing Council, Pharmacy Council, Dental Council, Technician Council, etc. The councils would be submitting the list of registered members to the Health department, a DIPR report stated. The members agreed to jointly draft a plan to tackle any kind of eventuality. Meanwhile, H&FW department has partnered with All Nagaland Counsellors Association (ANCA) to provide counselling services through WhatsApp and over the phone for mental health and well being. Till date, 13 counselling sessions were provided through phone calls by the association.

Dimapur, Apr 4 (NPN): A leak that went viral on social media has put scores of people from North East on the dock as their mobiles were tracked to have been near or around the ‘hot spot’ Nizamuddin area of old Delhi between March 14 to 21,2020. As reported, the document marked ‘SECRET’ by service providers was for state governments in the North East. The objective was to reach out to those who had travelled near the ‘hot spot’ and to enquire about their health status. Some of the complainants who arrived Dimapur on or before March 14, have so far not exhibited the symptoms besides competing the 14-day incubation/quarantine period. Police authorities have yet to respond to their written complaints on the plea that this would be dealt with by Cyber Crime cell. The consequence of the leak on social media has made some health officials involved with COVID-19 apply pressure on the returnees whose only crime appear to be of having travelled near Nizamduddin, while other those who returned from other cities having high COVID-19 cases are being left off.

DIMAPUR, APR 4 (NPN): As the ‘frontline soldiers’ against COVID-19 and also tasked with enforcing the 21-day national lockdown, Nagaland frontline workers, especially police personnel are unprotected and vulnerable. With COVID-19 already making its presence in four states-- Assam, Arunachal Pradesh, Manipur and Mizoram- the threat on Nagaland has become alarming. In order to find out the ground reality from the frontline soldiers against COVID-19, Nagaland Post spoke to some police personnel at various inter-state borders and other parts of the district. It was clear, that the police personnel were not equipped with required protection except ordinary (Cont’d on p-6) masks.

DIMAPUR, APR 4 (NPN): The India Air Force, IL-76 MD aircraft on Saturday ferried the second consignment of medical supplies related to COVID-19 for Health department and Nagaland State Disaster Management Authority (NSDMA). The 5-tonne, consignment which arrived Dimapur airport, will be transported to Kohima for further distribution to other dis-
tricts, a DIPR report stated. The IL-76 MD 44 Squadron Chandigarh base Unit which landed at Dimapur further proceeded to Imphal. The state government has thanked the IAF for the help rendered to Nagaland in the fight against COVID-19. The first batch of critical medical supplies were flown in on March 30 by IAF C130 J Super Hercules heavy-lift aircraft.
Condemnations on assault of medical officer One-man panel to probe assault on doctor DIMAPUR, APR 4 (NPN): Various organisations have strongly condemned the assault on Dr.Nosezol (Sezo) Senior Medical Officer Medziphema and COVID19 Quarantine Officer by personnel of the Special Task Force (STF) at 11.30 p.m. on April 3, while he was returning home after work on COVID-19 preparedness. Angami Public Organisation (APO) through its general secretary Neisakholie Ziephru, while expressing shock at the assault, demanded that the district administration probe the matter so as to identify and book those involved. APO reminded the police chain of command should ensure that proper protocol is observed while on duty and that they were not above the law even if they enforce the law for the welfare of
society.APO also said those involved should be booked so as to act as a deterrent. IMA Nagaland: Indian Medical Association (IMA) Nagaland Chapter has expressed outrage over the assault on Dr. Sezo by police personnel and demanded immediate suspension of the perpetrators for “this unconscionable act.” In a press release, IMA Nagaland president Dr. Kezevituo Keditsu said that when the medical fraternity was risking their own lives to ensure the safety of the general public, assaulting a defenseless doctor while he was on duty for the flimsy reason of not wearing a mask was unjustifiable. Stating that public depended on police forces to ensure law and order, IMA Nagaland said medical personnel in particular needed protection and security to
carry out their duties. IMA Nagaland stated that the perpetrators, with this heinous act, have demonstrated that they did not realise how indispensable a doctor was at a time like this. “Even worse, they have ensured that there will be one less doctor to fight in the frontlines,” IMA Nagaland said. To ensure that no more medical personnel or civilians face the mindless brutality of those policemen, the IMA has called for their immediate suspension. Without the COVID19 threat, IMA said the medical fraternity would have immediately ceased all services and gone on indefinite strike in protest. However, it said that these were extraordinary times that was why the IMA was looking to police authorities to bring swift justice to Dr.
Sezo’s attackers. Failure to take action, IMA cautioned that it would have no other recourse but to go on indefinite strike. CHC Medziphema: Chairman, Health Centre Management Committee (HCMC) under CHC Medziphema has expressed shock at the brutal assault on Dr. N. Sezo Sr.M.O. CHC Mediziphema who is also Quarantine Officer for COVID-19 Dimapur district. Chairman of HCMC, CHC Medziphema stated that Dr. Nosezol was returning home to Dimapur from duty when he was “suddenly accosted” by police near his residence at Purana Bazar. The chairman HCMC alleged that even after disclosing his identity, Dr.Nosezol was “assaulted and thrashed” besides damage to his car.

DIMAPUR/KOHIMA, APR 4 (NPN): State government has constituted a one-man inquiry committee to probe the alleged assault on Dr. Nosezol Sezo, senior medical officer community health centre Medziphema, by Special Task Force (STF) personnel at Purana Bazar, Dimapur on April 3 night. Sources told Nagaland Post that the committee would headed by ACP “A” division Dimapur, Seyiesezo Peseyie. The officer has been directed to conduct thorough probe and submit the report at the earliest. Meanwhile, following the April 3 night incident, STF has been replaced by 9 NAP (IR) to enforce the total lockdown in Dimapur. State deputy chief minister Y Patton, who also hold home portfolio, ex(Cont’d on p-6) pressed dismay over what
he described as “unfortunate incident” and said that the state government was taking immediate measures. He also said that an inquiry committee has been formed to investigate the matter. Taking to twitter, Patton said “At a time when our doctors and health workers are working overtime to ensure our safety, this is unacceptable.” He said that actions would be taken against those found guilty. “What happened yesterday evening should not have happened in the first place. We will see that such things are not repeated in the future,” Patton said. While appreciating their hard work and sacrifice, Patton at the same time appealed to the police personnel manning the streets, to discharge their responsibilities diligently and make sure that nothing should taint their image.
State Health minister S Pangnyu Phom also expressed pain over the incident in Dimapur where one of the frontline workers Dr. Sezo was physically assaulted by some police personnel while he was returning from duty. Phom said he would ensure that justice was delivered without any delay. DGP apologizes: DGP Nagaland, T. John Longkumer, Saturday as head of the police department tendered his “sincere apologies” to Dr. Nesozol Sezo and the medical fraternity for the unfortunate incident involving Dr. Sezo and a few police personnel last night. Organisations condemn assault on doctor in Dimapur
DIMAPUR: Several organizations have strongly condemned the police action on Dr. Nosezol Sezo, senior medical officer community health centre (CHC) Medziphema. Dr.Sezo, presently a quarantine officer for COVID-19 Dimapur district, was allegedly assaulted by Special Task Force (STF) personnel at Purana Bazar on April 3 at around 11:30pm while he was returning home from duty. NIDA: Nagaland In-Service Doctor Association (NIDA) has expressed strong resentment over the incident wherein Dr Sezo, an orthopedic surgeon, was brutally assaulted while returning home after a hectic duty for COVID-19 at civil hospital, Dimapur. In a press release, NIDA president, Dr. Ritu Thurr, stated that the fraternity could resort to immediate statewide cease work as a mark of protest. However, NIDA said that considering the crucial period of COVID-19 threat facing the society, it was compelled to exercise utmost restraint as it takes the welfare of public health as its top priority. However, NIDA said the responsible authority was expected to execute immediate exemplary action deemed fit basing on which the association would decide upon its future course of action. GPA: General Practitioners Association (GPA) Dimapur has strongly condemned the “unwarranted physical assault” on Dr. Sezo. In a condemnation, GPA president Dr. Z.Mozhui said that despite exemption of doctors during the lockdown, the police personnel allegedly in an inebriated state beat up Dr. Sezo. GPA has urged the state government and the police department to take prompt action and punish those responsible. IMA branch: Indian Medical Association (IMA) Dimapur branch has vehemently condemned the “brutal act” by STF personnel on a doctor who was working tirelessly to provide his services at this juncture. IMA Dimapur branch president Dr. DR Sharma said that the incident would not at all be good for the moral of the doctor and medical fraternity at large. It K Y M C
requested the government to bring to justice the perpetrators of “such unruly behaviour.” NPF: Naga Peoples Front (NPF) press bureau has demanded that the competent authority must immediately intervene and take to task erring police personnel who failed to maintain politeness and close coordination with medical fraternity but tarnished the good image of the police department. NPF alleged that the incident shows that there was no coordination between various government machineries supposed to be monitoring the situation and demanded an explanation from the Home minister, Y Patton. NPF also expressed surprise over the PDA government spokesperson, minister Neiba Kronu appealing all the attendees of religious congregation at Nizamuddin at Delhi from Nagaland to voluntarily contact and report to the respective DC’s. NPF stated it was also upset over the restriction purportedly imposed by police personnel on the movement of media persons on duty at Kohima who are exempted from restrictive order, and are actively playing the important role of highlighting the development of COVID-19 to the general public. NMDA: Nagaland Medical Dealers Association (NMDA) president, A Ato Yepthomi and general secretary, Basu Damani stated that the act was unbelievable that even a doctor can be assaulted in an inhuman manner by a group of uniformed personnel who are also performing their duty in the same line. NMDA stated that such harassments should be condemned by one and all and requested the authorities and the general public to acknowledge their services by showing respect to their profession. IHRC: Indian Human Rights Commission (IHRC) Nagaland chapter in a condemnation has appealed the state government to take stern action against those police personnel. IHRC Nagaland chapter stated that the police should understand their nature of work and learn to deal with the frontline health workers and said that all involved personnel should be terminated immediately.
DNSU: Dimapur Naga Students’ Union (DNSU) through its media cell pointed out that the higher police officials are accountable and tantamount to such erring police personnel for not briefing their police personnel on duty. It called the attention to the police officials to identify such erring police personnel and initiate appropriate actions. CAKU: Chakhro Angami Kuda Union (CAKU) appealed the superior authority as well as the government to identify those erring personnel and initiate a stringent and befitting punishment to the duty officer and his associates who were on duty at the area and be brought before the public domain without further delay. CAKU has also appealed the law enforcing agency to meticulously brief their men before they are deployed on the street to respect other establishment norms or protocols and local ethos besides their own. CPO: Chakhroma Public Organization (CPO) stated that it was extremely unfortunate to witness this kind of situation at critical times like this when the entire medical fraternity are working so hard to fight the COVID-19 pandemic. The organisation said that this act committed by police personnel is highly objectionable and appealed to concerned authorities to immediately book and punish the culprits as per the law. DDCF: Dimapur District Citizens’ Forum (DDCF) maintained that this was not the time to show one’s power or might, rather this was the time to fight the pandemic in unison. DDCF has appealed to the concerned authority to take appropriate action against the erring personnel as per the law keeping note that no one was above the law and further stated that his loses also has to be compensated. IDANSB: Indian Dental Association, Nagaland State Branch (IDANSB) said that it was extremely unfortunate to witness this kind of situation at critical times like this when the entire medical fraternity were working so hard, risking their lives and lives of their loved ones in this fight against the dreaded COVID-19 pandemic. IDANSB has appealed to the com-
petent authorities to immediately book and punish the culprits as per the law. CGOK: Chakhroma Gazetted Officers Krotho (CGOK) stated that at this crucial juncture, it was imperative that all frontline workers work together to fight a bigger and unseen enemy. CGOK prayed for Dr. Sezo’s speedy recovery and wished that safety prevail. NOS: Nagaland Orthopaedic Society (NOS) stated that this act of the police personnel during this pandemic when health care workers especially doctors are working overtime to protect the citizens from the dreaded COVID-19 is uncalled for and said that it cannot remain a mute spectator. It has urged the appropriate authorities to take stringent action on the erring personnel at the earliest and wished that justice and good sense prevail. KYOD and KSUD: Kidima Youth Organization Dimapur (KYOD) and the Kidima student’s Union Dimapur (KSUD) condemned the inhumane act and high handedness by the police personnel terming it highly reprehensible and further appealed to the authority to take stern action and immediately terminate such erring personnel. KYOD further demanded that financial compensation be made for medical expenses and damage of the vehicle by the concerned authority at the earliest. MTMK: Medziphema Town Mechü Krotho (MTMK) together with frontal organizations viz. Medziphema Town Women Organization, Medziphema Town Youth Organization, Medziphema Town Chamber of Commerce and Medziphema Town Students’ Union, have vehemently condemned the dastardly act of the Special Task Force personnel. While terming it as high degree of indiscipline which cannot be tolerated in any way, the organisations called for immediate action to book and punish those erring personnel without any exemption. NSF: Naga Students’ Federation appreciates the gesture of DGP Nagaland, T. John Longkumar, who publicly apologized for the incident and assured not only
the medical fraternity but also the general public that strict action will be taken against those found guilty after an impartial enquiry. In addition, various churches and civil bodies have also been giving out appeals for public to follow preventive directives during the lockdown period. G. Women account holders under PMJDY to get exgratia: Department of Urban Development Nagaland has issued a circular on April 4 with regard to the decision taken by the government of India to provide a onetime ex-gratia payment of Rs. 500/- per month for the next three months (starting from April 1) to all women Pradhan Mantri Jan Dhan Yojana (PMJDY) account holders through the Pradhan Mantri Garib Kalyan Yojana (PMGKY) package. DIPR report stated that this decision has been taken by the centre in view of the economic and social distress caused due to the outbreak of COVID-19. The distribution of funds to the urban as well as rural PMJDY account holders will be carried out by the ministry of Rural Development, government of India through the State Bank of India. In this regard, all urban local bodies (ULBs) in the state have been requested to communicate the above decision of the centre and create widespread awareness of the scheme and also facilitate withdrawal of funds by the beneficiaries in an orderly manner adhering to the norms of social distancing. ULBs may also consult the Rural Development department in the district/ sub-division to ascertain that funds are deposited into the beneficiaries account. Action taken report on the matter is to be communicated to the department of Urban Development for further action. DBPF appeals citizens to remain home prayerfully: Dimapur Baptist Pastors’ Fellowship (DBPF) held an emergency executive meeting on March 30, to deliberate on the ongoing situation and decided to encourage every believer and citizens residing in Dimapur. A press release from DBPF president, Rev. Vitoshe Swu stated that, so far Nagaland has no record of a single positive COVID-19 case as per latest report. Stating that the situation being extraordinary with the central government bringing national lockdown, the DBPF pointed out that not only normal responsibilities have been disrupted but the congregational worship for believers has been paralyzed which may prolong if the COVID-19 is not satisfactorily contained at the earliest. DC Mokokchung on purchase and sale of essential commodities: Deputy commissioner (DC) Mokokchung has issued an order regarding purchase and sale of essential commodities throughout the entire district till further orders: All shops selling essential commodities are to open only on Tuesday, Thursday and Saturday from 10 a.m to 2 p.m; They are to remain closed on the remaining days. However the order stated that pharmacies are to remain open on all days. DC also informed all concerned that ward task force/ village task force COVID-19 has been constituted as per the government directive and are in operation in respective wards/villages in Mokokchung district as per the directives of the district administration. All officials on duty and the public have been requested to extend cooperation towards the wards/village task force. DC also directed all the task force to operate strictly as per the guidelines issued, adding that strict action will be initiated against anyone acting in contravention to the guidelines. DDADU appeals to DC Dimapur: Dimapur District Autorickshaw Drivers’ Union (DDADU) has appealed to deputy commissioner (DC) Dimapur to provide every possible assistance to auto drivers at the earliest. A press release from DDADU president, Tito Yepthomi stated that, since the lockdown in Dimapur and further total lockdown in Dimapur, the auto drivers have been facing untold problems. Stating that, driving was their only livelihood for maintaining their families, the DDADU stated that it has become impossible to run their concerned families anymore. DDADU has been extending helping hand to the auto drivers families and public around Dimapur district but it has exhausted all its ability now. In this regard, the DDADU has appealed the DC to provide assistance to the auto drivers. DRSU appeals government for proper strategies: While appreciating the centre government and state government for enforcing law and orders and providing indispensable facilities to all the needy general public in the state, the Dimapur Rengma Students’ Union (DRSU) has appealed to all the public to follow the laws and orders and also to avail the facilities provided by different organizations through proper channel. In a press release DRSU president Kvuchulo Khing and general secretary, Micheal Kath also appealed the state government to apprise the union government to analyse the current situation, and make proper strategies to implement once the 21-day lockdown was lifted. It urged the state govt. to appraise the centre govt. to invest more money and effort on research institutions and scientists to find the vaccine rather than only enforcing lockdown. Union also vehemently condemned the inhuman act of police personnel upon Dr. Sezo while returning from COVID-19 official duty on April 3 and appealed the concerned authority to take necessary action as per the law. Union also expressed its deepest sympathy to all the people specially the daily wage earners for facing problems due to the continuous lockdown, and urged all the Christians to pray for healing from this deadly disease. Review meeting held in Bhandari: A review meeting of Bhandari block task force (BTF) on COVID19 was held at the conference hall of the additional deputy commissioner Bhandari, on April 1. According to DIPR report, additional deputy commissioner, Bhandari Tiameren Chang said that efforts to prevent entry or spread of the pandemic into the sub-division will be stepped up and called on everyone concerned to continue to cooperate without fail. He also appealed for systematic coordination between medical, police and administration departments to deliver effective service to the public. ADC also informed that required basic materials at the quarantine wards will be purchased and provided by the BTF for the time being. In the meeting the task force also decided to intensify preventive measures in its fight against the pandemic. Stricter ways of manning the police check gate, Bhandari where a major highway passes through from Merapani to Wokha, screening of people entering from outside, disinfecting vehicles carrying essential commodities, movement of public during the 21 day lockdown and maintaining social distancing while purchasing essential goods, etc were also discussed in the meeting. DC Longleng bans and directs: DC Longleng has banned unauthorised announcement in the town relating to COVID-19 in the district with immediate effect. According to DIPR report, any announcement in the town on COVID-19 shall be done through the department of Information & Publication Relations (DPRO office Longleng) after authorisation from the district administration. Innocuous symbolism
F
or ages, the relationship between state and religion, more particularly between state and church, has been studied. Nevertheless, thoughts about this relationship have changed. During the Middle Ages, in Europe, the Christian religion determined the position of the state as well as the position of the Church. Religion gave state authorities and state power its legitimacy, and the government was the protector of the Christian faith. Nowadays, religion is no longer that fundamental; the starting points are democracy and the rule of law. The implication is not that the relationship between state and religion can do without attention but in a multi-religious, multi-ethnic and multi-cultural secular democracy, religion’s role should be limited to the private sphere. Today, it is not easy to preach about secularism in an environment where religious phobia has also given rise to religious hegemony. The Indian constitution does not recognise any religion as the state religion but as per the fundamental rights, all religions are accorded equal status. No single religion can be more equal even if it may have a set of beliefs followed by a majority of the population. The very appeal made by prime minister Narendra Modi to people across India, on March 22, to clap, blow conch shells, beat drums and ring bells to thank the caregivers in the ongoing fight against coronavirus invokes more curiosity than sanity. The Caregivers as it may, are the frontline soldiers against Coronavirus who are currently battling the virus by trying to stop its spread and identifying those infected and other potential carries. Rather than banging of drums or ringing of bells to thank the caregivers, it would have made more sense if the government has concerned itself with providing protective equipments as well as facilities to the caregivers. The government cannot hope to make any impact in improving the status of caregivers simply by banging drums or blowing of conch shells. The caregivers feel tremendous pressure in tackling a ravaging virus which defies containment and treatment. The very idea of beating of drums or ringing of bells may make sense to the adherents of a particular faith but it fails to resonate with scientific reasoning. Such an appeal is understandable if it came from a religious head but certainly strange when it came from the head of the world’s largest democracy and respected for being a scientific community. India is undergoing a significant change. Due to majoritarianism, the space for accommodation and adherence to the principle of lakshmanrekha has been erased. It must be noted that if India is to survive on the strength of its plurality, then there has to be a conscious effort in sticking to the “wall of separation” between democracy and theocracy. This has to be taken seriously not only in theory but in practice as well. This calls for strict bar against all forms of religious signs from public. A prime minister may belong to any particular religion but it is not a sufficient ground for religious symbolisms. Modi has again appealed to citizens to switch off electric lights at 9 pm on Sunday(April 5) for nine minutes, and light candles or diyas, or flash torchlights or mobile lights standing at their doorsteps or balconies. This also has links to a religious practise and in any way, does no credit to it nor the efforts to combat COVID-19.

Indeed the hour is coming…that you will be scattered… —John 16:32 Jesus was not rebuking the disciples in this passage. Their faith was real, but it was disordered and unfocused, and was not at work in the important realities of life. The disciples were scattered to their own concerns and they had interests apart from Jesus Christ. After we have the perfect relationship with God, through the sanctifying work of the Holy Spirit, our faith must be exercised in the realities of everyday life. We will be scattered, not into service but into the emptiness of our lives where we will see ruin and barrenness, to know what internal death to God’s blessings means. Are we prepared for this? It is certainly not of our own choosing, but God engineers our circumstances to take us there. Until we have been through that experience, our faith is sustained only by feelings and by blessings. But once we get there, no matter where God may place us or what inner emptiness we experience, we can praise God that all is well. That is what is meant by faith being exercised in the realities of life. “…you…will leave Me alone.” Have we been scattered and have we left Jesus alone by not seeing His providential care for us? Do we not see God at work in our circumstances? Dark times are allowed and come to us through the sovereignty of God. Are we prepared to let God do what He wants with us? Are we prepared to be separated from the outward, evident blessings of God? Until Jesus Christ is truly our Lord, we each have goals of our own which we serve. Our faith is real, but it is not yet permanent. And God is never in a hurry. If we are willing to wait, we will see God pointing out that we have been interested only in His blessings, instead of in God Himself. Holy week: Culmination of events leading to Easter W
e live in times of fear and uncertainty. World is undergoing enormous challenges and changes. For all the swift transformation, coronavirus is the only factor. Everything has changed including visitation to temples, mosques, churches and other holy places of worship. For instance, no one is allowed to go to church for Sunday worships. Gatherings in worship services are strictly forbidden. Easter service throughout the world this time will be communicated with the help of electronic media this time. Further, this is the first time that the Holy Week will be observed differently. From now on formats are expected to change. Easter Sunday is the culmination of the Holy Week. Palm Sunday is usually being commemorated by the Christians all over the world that marks Jesus’ triumphant entry into Jerusalem. “Jesus enters into Jerusalem as King” (Matt: 21: 1-12). Those who knew who Jesus was pretended and others who did not know who Jesus was had to listen to the shouting of the crowd: “This is Jesus, the prophet from the Nazareth in Galilee”.
This is the matrix that urges us to make sure our voices are heard. Our pro-active engagement should be to change the world—a better place to live. It coincides with Jesus’ entry into Jerusalem with the cries of those who wanted to silence him. Those in the crowd who knew him as soon as they saw him shouted as Jesus entered into Jerusalem—“Blessed is he who comes in the name of the Lord.” The multitudes knew that Jesus was their Savior and shall deliver them from all sorts of domination and humiliation. The reality of the world, the facts and data are twisted and exaggerated; we listen to concocted stories in such ways we are pushed to the extent to believe; usurping power resorting to dubious ways, throttle voices that raises truth; spin facts to defend and to discredit defenseless. Jesus experienced all these and was branded as a criminal. As the crowed started to shout Hosanna there were some to silence by stifling in their voices. By doing this they thought their hopes would be demolished, dream shattered, joy suppressed and totally be isolated. We are expected to
connect the then context and the present one by invoking defiance and resistance. Let us recall the words of Jesus to the Pharisees who wanted to silence His disciplines: “Teacher, rebuke your disciples,” for which Jesus retorted, “I tell you, if they were silent, the very stones would cry out” (Luke 19: 39-40). It is indeed the most powerful and fully loaded one. Truth shall never be silenced and the words are so powerful should not be allowed to be twisted. Hence, by being silent and allowing fake news and blatant lies to prosper prompts the wicked to prosper and continue to dominate. A powerful metaphor ‘stone’— would cry out, meaning the gravity and enormity of lies and manipulations prevailing in this world, particularly those who are in power should be countered. Jesus responded to Pharisees that “the very stones would cry out” meaning the truth would come out exposing the lies that said within walls built in stones. He insisted that “Please make that choice before the stones themselves cry out.” It simply means that the youth have no other choice except to
speak out and become change agents of the world. If they fail, then the stones would cry out the injustices and oppression that goes on in this world. The biblical context and the present one are the same where lust for power, money and others continues to roost. Jesus anger was righteous that he expressed at those who turned the Temple into a market place—into a den of robbers. From Palm Sunday thro the Holy Week, Jesus’ words and actions were powerful that amplifies the most astounding meanings that were vitally significant through the centuries culminating to the last junction, the crucifixion that depicts the most powerful and enduring message engulfed with pain and pathos, pain and pathos, hopes and promises. For centuries we have been observing rituals as part of religious beliefs that exemplifies our faith in the One—the Savior, Sustainer and Liberator. One such gesture was Jesus washing the feet of the disciples. Truly a genuine act any master could stoop down which Jesus did. Washing the feet of the disciples by Jesus Christ, the Lord and Savior, Messiah and Redeemer signifies servant hood, humility, service to the
Praise in Difficult Times
Praise the Lord! Praise the Lord! Praise the Lord! “And when they had sung a hymn, they went out to the Mount of Olives.” (Mark 14:26) t is easy to praise God in good times but very often praising God becomes hard when one is confronted with difficult circumstances and challenges in life. What should be the response or attitude of Christians during these difficult times? Should they complain and criticise God for the bad situation they are in? Or should they seek God’s will and praise God for the victory that awaits them by obeying His will. Let us look at the response of God’s people in the Old Testament and New Testament, when they faced trying times. In the Old Testament (2 Chronicles 20), King Jehoshaphat and the people of Judah faced a seemingly insurmountable enemy who was determined to destroy them. Yet, as they sought after God’s will through earnest fasting and prayer and reclaimed the promises God gave to their forefathers, God assured them victory over their enemies. God said, “Stand still and see the salvation of the Lord.” (2 Chronicles 20:17). In response, King Jehoshaphat and the people of Judah believed God. Their army was led by singers offering praises to the Lord for their promised victory, and

the victory came. In the New Testament, our Lord Jesus Christ, before He went to Gethsemane and to the cross, where God’s greatest victory was about to be accomplished, insisted that His disciples should sing a hymn of praise to God (Mark 14:26) because their praise looked beyond the Cross to God’s ultimate victory. This victory was accomplished in the spirit at the garden of Gethsemane when our Lord Jesus Christ prayed and completely surrendered Himself to the will of His Father. Praise preceded victory for God’s people in biblical times because, their praise was not rooted in circumstances of the moment but in the nature and trustworthiness of God. What should be the response of the Nagas as God’s people in these difficult times when we are faced with the uncertainty of our political solution coupled with this problem of global Pandemic disease (COVID- 19)? Let us not lose heart but follow biblical examples of God’s people. Like King Jehoshaphat and the people of Judah (2 Chronicles 20: 13), let all the Nagas young and old, educated and uneducated, rich and poor, employed and unemployed and all the national workers stand before the difficult situation. During
this holy week, let us devote our time to fasting and prayer and be assured of victory for the Naga nation. Let us also like our Lord Jesus individually surrender our lives completely to the will of God our Father, so that, our personal victory can be assured. As we continue to focus on God’s nature, trustworthiness and faithfulness and not on our circumstances, let us praise God for the Political Solution that we are about to receive according to His will and also for His assured protection against the prevailing Pandemic disease (COVID-19) because Nagas are “For Christ People.” Let us put our complete trust in the same God who said to King Jehoshaphat “…do not be afraid nor dismayed because of this great multitude, for the battle is not yours, but God’s… stand still and see the salvation of the Lord, who is with you.” (2 Chronicles 20:15 -17). Their praises preceded their victory, Let our praises also precede our Victory, so that together we can sing like the Israelites “Praise the Lord, for His mercy endures forever” (2 Chronicles 20:21). It’s Hosanna time – Let it ring!
lthough we are all engrossed with the news of COVID-19 pandemic, let us not allow our rich Christian heritage pass by unnoticed. Jesus’ triumphal entry to Jerusalem is among the most common stories of Jesus. All the four gospel writers reported it. On earlier occasions, Jesus would refuse to disclose himself as the long awaited messiah of the Jews, and also forbade anyone to promote the idea. But on this day, he is ready; it’s a deliberate messianic action. Prophet Zechariah long ago has given the clue of how the messiah would enter Jerusalem – “Behold, your king is coming to you; He is just and having salvation, lowly and riding on a donkey, a colt, the foal of a donkey” (Zech. 9:9). Two large crowds were gradually converging; one coming from Bethany and its surrounding places, and the other coming out from Jerusalem to welcome Jesus. As the congregated crowd made its way to Jerusalem and while descending on Mount Olives, most of the people paved the road with their garments, and others with palm leaves. Spreading of garments before a dignitary was a symbol of submission (cf. 2 Kgs. 9:13), and “palm” was a symbol of the Jewish State then. Thus, this happening was deeply Jewish and nationalistic! Jesus seldom received such recognition, and it could have been his day! But they got it all wrong. That is why Luke specifically reported that Jesus wept over the city (Lk. 19:41). The God Incarnate Jesus burst into tears, and he would not do so without a reason. At that moment, the tragic unbelief of his people and the coming decimation of Jerusalem gripped his heart that
he could no longer control himself. Perhaps, he wanted to correct the crowd that he was not seeking a political leadership. But on this day he could not withdraw to the mountain as he did earlier in Galilee when the people wanted him to be their king (Jn. 6:15). Moreover, the people have made up their mind already and they shouted to Jesus – “King” (Lk. 19:38), “King of Israel” (Jn. 12:13) – for deliverance, and the shouts of “Hosanna” unmistakably can be heard across Judean hills. Never in our time have we heard shouts of Hosanna, meaning, “Save now, we pray,” as much as it has been in these last few weeks! Nagaland joins with the rest of the world in pleading God for the soon deliverance from the prevailing coronavirus pandemic. But could it be that our Hosannas are arising from our selfish desires? Could it be that we are repeating history by laying our garments provisionally, only to shout “crucify Him” when all is calm again? Could it be that Jesus is weeping again for our inconsistency in following him? The true test of Christianity is not the ability to pray in difficult times, but the willingness to let Him lead even when we wish Him “out” in good times. The British theologian E. B. Pusey observed that this entrance into Jerusalem on a donkey would never have been done by a “false Messiah” who set his mind on earthly glory and worldly greatness only. A false messiah was more likely to ride on a horse and stir an uprising against the Roman rule in their land – a quick way to fame and glory for an attention seeking leader! But it was too risky to preach a message of love, forgiveness and
peace, when the people were already geared up for a revolt! Thus, Jesus’ entry into Jerusalem on a donkey was the most daring thing to do! Before a new king is crowned, he must be anointed. What about Jesus? Not too long before this journey commenced, Mary did something at Bethany which perhaps she was not aware of its significance. She poured very costly perfume of pure nard and anointed the feet of Jesus (Jn. 12:3). So, inconspicuously, Mary had anointed Jesus before his coronation (Jn. 12:1-8). In few days Jesus will be crowned, but with a crown of thorns! He will proceed straight to claim his throne, that is, the cross, where he will decisively conquer sin and death, and usher in a kingdom of “righteousness, peace and joy in the Holy Spirit” (Rom. 14:17). Much to the disappointment of the Jews, Jesus came riding on a donkey with a message of grace and mercy. But someday, he will come again on a white horse, as “King of Kings, and Lord of Lords” (Rev. 19), resolved to destroy all unrighteousness. As we revisit Jesus’ triumphal entry to Jerusalem, let us lay down our garments “permanently” before him and renew our allegiance to his Lordship. This entry inaugurated the week packed with the most sacred treasures of Christian faith. Let there be heartfelt shouts for “hosanna” by those in spiritual bondage, and for His merciful providence upon our frail bodies at this critical time. It’s “hosanna” time – let it ring! V. On the Cross, Jesus of Nazareth and Christ of the Divine humbled Himself to the lowest levels faced all sorts of humiliation that certainly led to indignation, but Jesus bore them and showed to the world that He was the Messiah of Peace, Love and Righteousness. We keep revisiting The Holy Week conveys a clear message that as followers of Jesus Christ we should be prepared to humble by embracing the servant hood. Washing the feet of the strangers, sharing the elements at the time of Holy Communion/Eucharist services have become part of Christian “ritual”—probably monthly or yearly affair in which we participate, but increasingly these have become mere exhibits—reduced to mere ritual. These are powerful symbolism that needs to be edified and practiced in our day-to-day Christian life. All the rituals that the Christian calendar prescribes and we follow ought to become part of Christian life in its edification and witness. Unable to challenge Jesus’ words and works, Pilate without knowing what
to do and how to go about with Jesus at last condemned and handed Him over to be crucified so that He would die. Jesus had to face horrendous humiliation and total rejection while on the cross. Cross thus depicts slander, insult and betrayal. It also represents tolerance, temperance, nonviolence, forbearance, fortitude, humility, shame, withdrawal and humiliation. Jesus of Nazareth and Christ of the Divine is a fusion of Humanity and Divinity. Easter means Christ’s victory over death—‘New Beginning’, ‘New Humanity’ and ‘New Covenant’—meaning no human force on this earth shall dictate and impose its will on us because of the fact that we believe in the Messiah became human and lived and gave His life for us to experience total freedom and human dignity. Easter therefore is a radical departure that brought fractured, fragmented and de-humanized humanity and thus elevated humans to the levels of humanization and salvation premised on the proclamation that “… I came that they may have life, and have it abundantly” (Jn 10:10)—FINALITY. Worry & anxiety; Testing our faith
I
t’s a beautiful morning after a brief shower last night. I am no longer excited to check the messages on my phone but as my daily ritual, I did. As I scroll through them, all the messages were about COVID-19 with shock emojis except for one message asking me if I wanted fresh local fish. I decided not let those fear and anxieties spoil my day. So, I sat at the balcony and turned my attention towards the coconut tree outside my apartment where some house sparrows have built their nest. I could hear the hungry chicks chirping while the adults fly back and forth with food. I thought to myself, isn’t it wonderful how they are less bothered about the storm, danger or food. I believe that there is no human being alive on earth today that is not aware of the COVID-19 pandemics. As of today, there are more than one million infections, 58,000 death and 205 countries affected. Sadly, nobody seems to be interested or excited about the recovery of 2,26,600 COVID-19 patients. To me, this is the clearest indication that there is hope. Phone messages, news channels and even conversations are flooded with fear, anxiety and stress caused by this pandemic. Infact, there is a drastic surge in the level of fear and anxiety all over the world. Nagaland is no exception. We are yet to have our first COVID19 infection. But as the infection and death peaked and moved from China to Europe and then to America and back to India and finally to North-east India, the level of anticipation seems to correspond with the increase in the level of fear and anxiety among the people in Nagaland. It would be absurd for anyone to say that he or she is not concerned about the epidemic that is rampaging humanity. But if the epidemic is strapping us down by anxiety and fear, it is a serious concern for the Naga Christians. The scripture is very clear about fear and anxiety. As children of God, we are not to be anxious or worry about anything because our heavenly Father already knows what we need. (Matthew 6:31-32) In Philippians 4:6, apostle Paul further explains how to handle worry and anxiousness in a Christian way. He says, “Do not be anxious about anything, but in every situation, by prayer and supplication, with thanksgiving let your requests
be made known to God.” To fear and be anxious is part of human nature. However, its consequences can be counterproductive. It does nothing good but only harm to us. By being anxious or worrying, we are reverting the very commandment of God. The scripture clearly tells us to trust God but failure to do so is to undermine the authority and power of God. Many Christians pray to God and present their request to God. But after the prayer is completed, they begin to doubt and start worrying. In other words, we are making a mockery of God’s commandment. Secondly, it’s a sign of doubt and scepticism in God. It is an indication that God is unable to take care of us. All these amounts to lack of faith and unbelief and this is sin. The irony of Christian belief and practice is that, we pray yet we don’t trust. We confess but we do not believe. We read the Word of God but we do not practice. We are therefore faced with a serious problem; how can our hearts be filled with thanksgiving for God when we are enslaved by fear, anxiety and stress? We seriously need to introspect ourselves and see where we stand in relation to Christ. A true Christian will not have this conflict because he or she will put his and her hopes and trust in Jesus Christ. It is this hope that overcomes fears and anxiety and fills us with joy and peace in the midst of turmoil and suffering. The Bible makes it clear that worrying, anxiety and stress are all part of this world. No human being is free from it. But we have the power to choose how we deal with it. We can either be a slave of it or master over it through the power of the Holy Spirit. We can channel the inner turmoil and pain that worry brings into our lives and use it motivate us to present our needs to God. Through faith, we can put our trust in God, believing that He will navigate us through the storm of life because he loves and cares for us. (I Peter 5:6-7) As Paul writes again in Philippians 4:7, “And the peace of God, which surpasses all understanding, will guard your hearts and your minds in Christ Jesus.”Therefore, let us not be shaky like the unbelievers do but let us remain firm in our faith in our Lord Jesus Christ, the anchor of our hope in every situation. Of late with the outbreak of COVID-19, it has brought us all into a standstill. The brave few who have been at the frontline of the outbreak include doctors, nurses and other staff. The sacrifices made by the medical personnel, administration, law enforcing agencies and power department is highly commendable as they are sacrificing their own life for a noble cause by working at odd hours, in conditions of extreme risk, to keep the rest of us safe. Lots have been heard and shared in the print and social media appreciating their efforts. Above all the appreciation extended to the personnel, we should also not forget to thank the media personnel who have been on the frontline to deliver multiple stories, incessant headlines and continuous updates across the past few weeks. I feel media should also get due share of appreciation because timely, accurate, high-profile reporting has helped us understand the danger of the virus and how to contain its spread through measures such as social distancing. People asked to wear ‘homemade mask’
NEW DELHI, APR 4 (PTI): As India witnesses a spike in coronavirus cases, the central government on Saturday issued an advisory asking people to wear “homemade face covers”, particularly when they step out of their houses in order to curb the spread of COVID-19. In the ‘Advisory on the use of Homemade Protective Cover for Face and Mouth’, the government said the use of such masks will help in protecting the community at large, and that certain countries have claimed benefits of homemade face masks for the general public. The number of COVID-19 cases in the country crosses 3,000 while the death toll increased to 75 on Saturday. In the US, President Donald Trump has asked all citizens to voluntary use non-medical masks as an additional public health measure to fight the deadly coronavirus while keeping medical-grade masks available for health workers. The US Centre for Disease Control and Prevention (CDC) has recommended that Americans wear basic cloth or fabric masks that can be either purchased

online or simply made at home. The Indian government’s advisory underlined that usage of homemade masks certainly will help in maintaining overall hygiene, while cautioning that “this face cover is not recommended for either health workers or those working with or in contact with COVID 19 patients or are patients themselves as these categories of people are required to wear specified protective gear”. “It is suggested that people who are not suffering from medical conditions or having breathing difficulties may use the handmade reusable face cover, particularly when they step out of their
house. This will help in protecting the community at large,” it said. The advisory also has a manual issued by the office of the government’s Principal Scientific Advisor on homemade protective cover for face and mouth for curbing the spread of SARSCoV-2 coronavirus. The manual suggested that “wearing face covers is especially recommended for people living in densely populated areas across India”. “Homemade reusable face covers only reduce the chances of inhaling droplets still in the air from an infected person, they do not give full protection,” the manual read, while stress-
ing that such face covers must be washed and cleaned every day. It also stressed that social distancing must be maintained. The proposed guide is meant to provide a simple outline of best practices to make, use and reuse face covers to enable NGOs and individuals make face protection covers themselves. According to the manual, any used cotton cloth can be used to make face covers. The colour of the fabric does not matter but one must ensure that the fabric is washed well in boiling water for 5 minutes and dried well before making the face cover. It also listed the procedures of making such homemade masks while asking people to ensure that it fits the face well and there are no gaps on the sides. In the manual, the government urges people to wash hands thoroughly before wearing the face cover, switch to another fresh one as the face cover becomes damp or humid, and never reuse it without cleaning. “Never share the face cover with anyone. Every member in a family should have separate face cover,” the manual stated.

I sincerely hope this is being properly managed.” Similar worry was expressed by MP Tharoor who said: “An unprecedented drop in electricity demand at 9pm Sunday & an immediate surge at 9.09 pm could cause the electrical grid to crash. PM directs officials to ensure availability of medical equipment
NEW DELHI, APR 4 (PTI): Prime Minister Narendra Modi on Saturday chaired a meeting of the various empowered groups set up to respond to the coronavirus threat and directed officials to ensure sufficient availability of all essential medical equipment such as personal protective equipment, masks, gloves and ventilators. Modi reviewed countrywide preparedness regarding availability of hospitals, proper isolation and quarantine facilities as well as disease surveillance, testing and critical care training, the PMO said. At the joint meeting of the empowered groups constituted for planning and ensuring implementation of COVID-19 response, the prime minister also directed the groups and officials concerned to ensure sufficient production, procurement and availability of all essential medical equipment such as PPEs, masks, gloves and ventilators, the PMO said in a series of tweets. The government last Sunday constituted 11 empowered groups to suggest measures to ramp up healthcare, put the economy back on track and reduce misery

Saad Kandhalvi has admitted that the crime branch of Delhi Police has issued a notice to him along with a questionnaire. Maulana Saad’s son and Jamaat Committee member Mohd. Yusuf Saad gave a written statement to IANS on Friday. According to Yusuf the statement was drafted in consultation with the Maulana. “Media reports about the Jamaat headquarters since March 31 are only a part of conspiracy and attempt to defame the Markaz. Tablighi Jamaat doesn’t have any connection with any political party,” the statement read with the acceptance that the crime branch has registered a case against Maulana saad. Maulana Saad, in his written statement, has termed the incident of Jamaat headquarters guests being positive for coronavirus, “a co-incidence” only. “This is a co-inci-

dence. As soon as we got to know about the coronavirus, we banned the entry of guests in the headquarters. We have a record of every guest. The statement further read: “Soon after the Prime Minister declared complete lockdown on the midnight of March 24 following the Janata Curfew, the government machinery had stopped the event organised at the Jamaat headquarters. The event was postponed
for undeclared time. In the last few days, all people who have attended the event, whether they are Indians or foreigners, have been evacuated. They have either been quarantined at various places or been hospitalised”. According to the statement: “FIR number 63/2020 has been filed with the New Delhi Crime Branch and a notice has been served against this under Section-91 of CrPC. The crime branch has asked for all documentary evidences in this notice”. According to a source, in a reply to the crime branch on Friday, the Jamaat headquarters said: “The police have sealed the markaz. Most of the agents of Maulana Saad are now in quarantine homes. Hence, it is impossible to provide these evidences. So, when the Jamaat headquarters will be opened and all managers will be assembled, the crime branch will be provided with the evidences”.
NEW DELHI, APR 4 (PTI): A fresh PIL has been filed in the Supreme Court seeking a direction to the Centre and authorities to pay full wages to MGNREGA workers for the entire period of the nationwide lockdown. The 21-day lockdown from March 25 was announced by the government to prevent the spread of the novel coronavirus. Simultaneously, the Centre has drawn up a cluster containment strategy to contain the COVID-19 pandemic within a defined geographic area by early detection of cases, breaking the chain of transmission and thus preventing its spread to new areas. According to sources, all the 17 railway zones and divisions are preparing plans to identity trains for phased resumption of operations from April 15, taking into account the availability of rakes. Passenger services were suspended from March 25 for 21 days due to the national lockdown to curb the spread of the coronavirus. Maharashtra Health Minister Rajesh Tope said the state government was considering relaxation of the lockdown restrictions in a staggered manner. Earlier in the day, he had said the Maharashtra government may not lift the lockdown from April 15 if people did not observe discipline and the number of COVID-19 cases kept rising. Chief Minister Uddhav Thackeray said lifting of lockdown in the state will depend upon the compliance by people to the government directives. He reiterated that no permission will be granted to religious or sporting events in the state till further notice to avoid mass gather-

A central official said all measures to implement the lockdown have been effective till now and the supply of essential goods and services has been “satisfactory”. Union Home Secretary Ajay Bhalla has written to states and Union Territories to ensure that the supply chain of essential items is not obstructed during the lockdown period, Punya Salila Srivastava, a joint secretary in the Union Home Ministry, told reporters. Budget carrier AirAsia India said bookings for its flights are open from April 15, but it is open to any change in case aviation regulator DGCA issues fresh directives on resumption. Domestic and international commercial flights in the country are suspended till April 14. Most of the airlines have commenced taking bookings for their flights from April 15 onwards.

NEW DELHI, APR 4 (PTI): As many as 1,023 COVID-19 positive cases found in 17 states have been traced to the Tablighi Jamaat congregation, the Union Health Ministry said on Saturday, underlining that about 30 per cent of the total coronavirus cases in the country are linked to “one particular place”. Joint Secretary in the ministry Lav Agarwal said in the daily media briefing that the rate of doubling of COVID-19 cases in India is pretty less as compared to other countries. He said a total of over 3,000 COVID-19 cases have been reported so far and cases have risen by 601 since Friday. The joint secretary
said as many as 75 deaths, including 12 since Friday, have been reported and added that 183 people have recovered or have been discharged. A total of 1,023 positive cases of COVID-19 with links to Tablighi Jamaat congregation have been reported across 17 states, Agarwal said. “Rigorous contact tracing is on across 17 states which have reported cases related to Tablighi Jamaat congregation,” the health ministry official said. “Around 30 per cent of the total cases so far are linked to one particular place where we could not sort of understand it and manage it,” he said. The Tablighi Jamaat congregation was held earlier last month in Delhi’s West Nizamuddin area, which has turned into a COVID-19 hotspot. India is increasing COVID-19 testing capacity progressively, the official said, adding that there is no need to panic but awareness is needed to fight the battle against COVID-19. “We are increasing our COVID-19 testing capacity progressively,” he said.

NEW DELHI, APR 4 (PTI): Railways on Saturday said no final decision has been taken yet on restoration of train services and that a call on it would be taken in a few days. The statement comes amidst railway zones preparing action plans to resume services from April 15 after passenger trains remained suspended for 21 days during the lockdown in the wake of the coronavirus outbreak. “Train services will have to be resumed only on specific approval of each train from Railway Board. Suggestions for phase wise planning should be given to
Railway Board,” an official said Saturday. This decision was taken in a video conference meeting of Railway Minister Piyush Goyal with the Chairman, Railway Board on Friday, officials said. Trains, however, will begin operations only after receiving a green signal from the government which had formed a Group of Ministers (GoM) on the issue. All 17 zones are preparing plans to identify trains and resume their services taking into account the availability of rakes. Sources said the railways is likely to also conduct thermal screening on all
passengers and follow all protocols as advised by the government. Senior officials, however, said no fresh orders have been issued and since cancellations were only upto April 14 “no fresh orders required for starting with effect from April 15.” Sources said a concrete action plan will be sent to the zones later this week. In an unprecedented move, the railways had suspended the services of 13,523 trains for 21 days after the lockdown was announced by the PM on March 24. Its freight trains, however, continued to run during this period.

Stating that an economic recession gripped global economy following the lockdowns due to COVID-19 pandemic, Fitch Ratings on Friday said the initial disruptions to regional manufacturing supply chains in China have now broadened to include local discretionary spending and exports. “Fitch now expects a global recession this year and recently cut our GDP growth forecast for India to 2 per cent for the fiscal year ending March 2021 after lowering it to 5.1 per cent previously, which would make it the slowest growth in India over the past 30 years,” it said in a statement. The ADB in its flagship publication Asian Development Outlook (ADO) 2020, released early on Friday, said that India will stage a strong recovery in the next financial year on the back of its sound macroeconomic fundamentals.

The unemployment rate rose to 4.4 per cent - from 3.5 per cent -- the first job decline in a decade, the US Bureau of Labor Statistics reported on Friday. The Labor report, however, doesn’t capture “the nearly 10 million laid-off and furloughed Americans who filed initial jobless claims in the past two weeks as much of the nation’s economy was shut down to contain the spread of the virus”. Asian Development Bank (ADB) sees India’s economic growth slipping to 4 per cent in the current fiscal (April 2020 to March 2021), while S&P Global Ratings earlier this week further slashed its GDP growth forecast for the country to 3.5 per cent from a previous downgrade of 5.2 per cent. India Ratings & Research too has revised its FY21 forecast to 3.6 per cent from 5.5 per cent earlier. The latest cases include eight pilots and 19 crew members, medical officer Russell Brown said. Brown said most of those “were from overseas, but they were taking the precautions... wearing masks when flying and being careful”. New York, Apr 4 (IANS): To help panic attack sufferers during the novel coronavirus (COVID19) pandemic, researchers have developed an application ‘PanicMechanic’ that adapts biofeedback-like monitoring so it can be used on a mobile phone to manage their anxiety. Biofeedback is the process of gaining greater awareness of many physiological functions of one’s own body, commercially by using electronic or other instruments, and with a goal of being able to manipulate the body’s systems at will. The ‘PanicMechanic’ app can work at any time and in any location and is meant to be used as a supplement to professional
clinical care. ‘PanicMechanic’ uses the camera on a cell phone to measure the body’s panic response, using an approach similar to photoplethysmography. “Activating the app, then holding your finger against the flash can give you an objective measure of your reaction to stress,” said Ryan McGinnis, Assistant Professor at the University of Vermont in the US, and a co-developer of the app. “Panic takes hold and you feel like you’re out of control of your body. Trump fires intel official who handled whistleblower complaint WASHINGTON, APR 4 (IANS): US President Donald Trump told Congress that he has fired Michael Atkinson, the Intelligence Community Inspector General (ICIG) who first notified lawmakers of a whitleblower complaint that ultimately led to the Trump’s impeachment. In a letter made public late Friday by the US media, Trump informed the Senate and House intelligence committees that he removed Atkinson from his duties, reports Xinhua news agency. “This is to advise that I am exercising my power as President to remove from office the Inspector General of the Intelligence Community, effective 30 days from today,” Trump wrote. Trump said “it is vital” that he as the President has “the fullest confidence in the appointees serving as Inspector General. That is no longer the case with regard to this Inspector General”. S.Korea extends social distancing drive for 2 weeks SEOUL, APR 4 (IANS): South Korea on Saturday decided to extend its social distancing campaign for another two weeks amid a slowing but still continuing coronavirus spread. The decision came in a meeting chaired by Prime Minister Chung Sye-kyun, who insisted the country had no choice but to maintain a high-level social distancing drive “for some time”, reports Yonhap news Agency. “We have no choice but to continue an intense social distancing drive for some time in the future,” the Prime Minister said in the meeting held earlier in Seoul. People have been advised to keep a social distance of at least 2 metres from each other since South Korea reported its first confirmed case of COVID-19 on January 20. The government intensified the drive two weeks earlier, forcing all major public facilities, including schools and private gyms, to shut down at least until Sunday to help prevent clusters of infections. Under the renewed government drive, the people will be advised to avoid public gatherings, including church services, until at least April 19.

Mobile clinics tending to homeless in Paris Paris, Apr 4 (IANS): Mobile clinics in Paris were providing help to the citys homeless, who are one of the most vulnerable groups in the coronavirus pandemic given their precarious healthcare situation and the isolation measures implemented by the French government. Julien Aron, a doctor with one of these clinics rolled out by Doctors Without Borders (MSF) this week, told Efe news that the service tends to “many marginalized patients, without documents or access to medical attention”. Aron says 40 or 50 people who turned up to a clinic set up in the Paris neighbourhood of Barbes had underlying health conditions such as skin diseases and infections. “There are patients who have chronic illnesses like asthma, lung problems or diabetes who have not been receiving treatment. This makes them more vulnerable to a virus like COVID-19.” Homeless people are given the same hygiene advice as everyone else, but it
can often be harder for them to stick to the guidelines. “To wash your hands, you must have access to soap and water.” A line of about a dozen people forms outside the clinic. Patients first carry out a survey with the nurse, who decides whether they go in for further testing. The team sends suspected COVID-19 samples for lab testing, a process carried out for 40 patients who came to the clinic on Thursday, according to MSF medical coordinator, Emilie Fourrey. Fourrey says one of
the main issues was that the tests take hours to show conclusive results, during which time many of the patients have returned to the street. “ T h e y d o n’ t h ave anywhere to go and sleep, which means they can’t isolate themselves. On Friday, the French government’s legal advice body, the Council of State, rejected an appeal demanding that decent housing be granted to the homeless for the duration of the crisis as well as protective gear for those working with the vul-

According to figures from the Washington-based Johns Hopkins University’s Center for Systems Science and Engineering (CSSE), China reported 82,518 cornfirmed cases with 3,330 deaths. Currently, the US has the highest number of coronavirus cases in the world at 277,953 and has registered 7,152 deaths, with New York, the epicentre of the pandemic in the country, accounting for 1,867 of the total count, the CSSE figures showed. Italy accounts for the highest number of deaths at 14,681, while in terms of cases, it comes second after the US with 119,827 infections. Spain has the third highest number of cases and the second largest death toll at 119,199 and 11,198, respectively. Globally, the overall number of of infections has increased to 1,099,389, with 58,901 deaths, while 226,603 people have recovered from the disease.

Guwahati, Apr 4 (PTI): Another person tested positive for COVID19 in Assam on Saturday, taking the total number of coronavirus cases in the state to 25, Health Minister Himanta Biswa Sarma said. The new COVID-19 case was reported from North Lakhimpur district and the person had attended the Tablighi Jamaat congregation in New Delhi, the minister tweeted. All the positive patients in the state, except one, are linked to the religious congregation in Delhi’s Nizamuddin West
last month, he said. Sarma again appealed to all those who attended the Jamaat congregation at Nizamuddin from the state to call the helpline number 104 or contact health workers so that their samples can be tested and their contacts traced. The first COVID-19 case in the state not related to the Nizamuddin event and was reported from Guwahati, which falls under Kamrup (Metro) district and the patient, a resident of a high-end apartment, had travelled to Delhi recently, a district official said.
Eight cases were reported on Friday. Besides the Guwahati patient, three other positive cases were reported from Kamrup, Morigaon and Golaghat. Three persons in Nalbari, who had come from Uttar Pradesh after attending the Jamaat congregation to visit mosques in the state, and one in South Salmara, an Imam of a mosque in Hatsingimari also tested positive for COVID-19. Golaghat district reported the highest of nine positive cases, Goalpara three, and Silchar one.

Many of the patients had asked for clocks to know the time for Namaaz which they were given and they are offering prayers in the isolation wards”, the minister said. “We are doing our utmost to ensure the physical well- being of the patients who have tested positive so far,” the minister added.

NEC releases Rs 3.25cr to Arunachal to combat COVID-19

I ta nag a r , A p r 4 (PTI): The North Eastern Council (NEC) has released Rs 3.25 crore to Arunachal Pradesh to fight against the COVID-19 outbreak in the state, a statement issued on Saturday said. This financial assistance does not fall under the existing central packages and can be utilised as “gap-funding” for the initiatives taken by the state government to tackle the COVID-19 pandemic. “The NEC has released the amount to the state government on Friday. The flexibility (for using the resource) would enable the state to respond effectively in a timely manner as per the situation on the ground,” the statement said. The fund is “in ad-
dition to the resources allocated by the Ministry of Development of North Eastern Region (DoNER ) and the NEC” to the state government under the existing schemes, it said. The primary focus of the Centre and the state government is to effectively deal with the situation arising out of the coronavirus outbreak. One COVID-19 case has been reported in Arunachal Pradesh so far, an official said. In view of the coronavirus outbreak and measures being taken to fight the same in the north-east region, DoNER Minister Jitendra Singh had recently held a detailed review meeting with the senior officials of the ministry and the NEC, the statement said.
NFR produces 20,000 masks, 800 litres of sanitisers
G u wa h a t i , A p r 4 (PTI): The Northeast Frontier Railways (NFR) has produced nearly 20,000 masks and over 800 litres of hand sanitisers for use by on-duty staff in the wake of the coronavirus outbreak, a release by the railway zone said. The masks are being made by employees who are working from home while the hand sanitisers are being manufactured at various depots of the NFR, the release issued by its Chief Public Relations Officer Subhanan Chanda on Saturday said. The masks are being manufactured at Agartala, Alipurduar, Lumding, Silchar, Katihar, Tinsukia and Rangiya, it said. Till April 1, the Indian Railways has manufactured a total of 2.87 lakh masks and 25,806 litres of hand sanitisers across the country, the release said. On-duty staff and contract labourers are using hand sanitisers and practicing social distancing at work, it said. Since March 25, the NFR has run more than 200 freight train rakes loaded with foodgrains, the release added.

Karbi Anglong Autonomous Council authority has sealed all its inter-state and inter-district road borders recently. Several villages located in the remotest areas of the district have also blocked its entry points; but the quay or the government controlled river harbors have remained unrestrained, thereby posing a risk of people slipping through these water passages at will. The river harbors of West Karbi Anglong, like the Lalmati Ghat and Kollongamukh Ghat situated on Kopili River are totally defenseless. Locals are scared anticipating infiltration of COVID-19 patients through these entry points.
People of West Karbi Anglong are particularly concerned about the penetration of Tablighi Jamaat attendees of Nizamuddin in New Delhi from the neighboring Nagaon or Hojai district through the waterways. Meanwhile, distribution of food items by Diphu Municipal Board on behalf of the state and central government has continued into its 11th day. The distribution chain has remained proactive after assurance of the Prime Minister that no Indian should remain hungry during the lockdown period. The DMB team distributed food items covering twelve wards among the needy people particularly. Hundreds of families were given 10 kgs rice, 500 ml edible oil, one kg pulses. With the rise of Covid19 positive patients in the state, barricades have been erected by villagers in several villages as measures to check movement and entry of any outsiders into their areas. Villagers told media persons that the measures were taken to prevent entry of unknown persons from places where the corona virus infection has been reported. They said the barricade would also send clear signal to unfamiliar lockdown violaters of restricted entry inot the area. Village elders have also ordered youths to maintain lockdown norms and stay indoors and continue IEC activities like hands washing, use of masks, maintaining social distance etc.

IMPHAL, Apr 4 (NPN): The latest test of Manipur’s first COVID-19 patient retuned as negative as her health considerably improved, official sources said on Saturday. The 23-year-old woman who returned to Imphal from United Kingdom (UK) via Delhi, Kolkata and Agartala tested positive for the novel corona virus on March 24 to become the first COVID-19 patient in the state. She is currently being treated at JNIMS hospital and her health is reported to be improving fast. She was tested for the second time today and the result was negative. “Her sample was sent to laboratory today and found negative in the test result. Her sample will be re-tested after 24 hours and if found negative, she will be considered fully recovered,” the hospital source said. On the other hand, an official release of the COVID-19 Common Control Room of Manipur government informed that all the 37 high risk co-passengers of the first COVID-19 positive person of Air Asia flight have completed their

been found negative, the release of COVID-19 Common Control Room said. Meanwhile, the state authority continued surveillance in the locality where the patient hails from. far covered 159 houses of the locality of the patient and medical examinations have been conducted of as many as 1057 persons, the source said. Thoubal district administration has already sealed the localities within three km surrounding the locality of the patient from the very day of confirmation of the case. Police have been keeping round the clock vigilance to enforce the ban on entry and exit of the people of the localities. Essential goods of the locals are being supplied through the police and local volunteers, reports said. Amid the intensified measures to prevent spread of the disease after the two positive cases, authorities have arrested samples of 136 including 22 tested today, the status update on COVID-19 indicated. As many as 16 suspected cases are also in the government hospitals, while a total of 282 persons were in government designated quarantine centres at different districts of the state. So far, five persons have been released on completion of their 14-day quarantine period, according to the status update.

Lockdown: Wolves kill 10 Mithun in Mizoram Aizawl, Apr 4 (PTI): A pack of wolves has attacked and killed 10 Mithun, a bovine animal, in a village in Serchhip district in Mizoram after they were left unattended by rearers due to the lockdown imposed to contain the spread of novel coronavirus, village authorities said on Saturday. The incident happened recently in Sailulak village near the India-Myanmar international border. “A pack of wolves attacked a herd of Mithun, killing 10 of them. More than 200 Mithun reared in farms 7-8 km from the village have been left unattended by the rearers due to the nationwide lockdown,” Sailulak village council president Malsawmdawnga told PTI over the phone. He said that the cattle rearers are worried over the repayment of bank loans they had taken for rearing Mithun. Meanwhile, a forest official said that the state government will extend all possible help to the affected persons once normalcy returns. The state government had compensated Mithun rearers of Sailulak when their cattle were killed by wolves in the past, the official added.
FIFA postpones U-17 Women’s WC
New Delhi, Apr 4 (PTI): The FIFA Under-17 Women’s World Cup to be held in India in November was on Saturday postponed by football’s governing body due to the worsening COVID-19 pandemic across the globe. The women’s age group showpiece was to be held at five venues in the country --Kolkata, Guwahati, Bhubaneswar, Ahmedabad and Navi Mumbai -- from November 2-21. The tournament was to be competed among 16 teams, with hosts India being automatic qualifiers. It was to be India’s maiden appearance in the U-17 Women’s World Cup. The decision was taken by the FIFA-Confederations working group which was recently established by the Bureau of the FIFA Council to address the consequences of the COVID19 pandemic. The working group recommended the Bureau of FIFA Council to “postpone the FIFA Under-20 Women’s World Cup Panama/Costa Rica 2020 originally scheduled for August/September 2020 - and the FIFA Under-17 Women’s World Cup India 2020 - originally scheduled for November 2020.” “New dates will be identified,” FIFA said in a statement.
It was also decided “to create a sub-working group on the women’s international match calendar to consider potential changes to the calendar and dates of postponed FIFA final tournaments”. The All India Football Federation said the postponement was on expected lines. “Just like other sports events which were postponed due to this dreaded disease, it (postponement of U-17 World Cup) was to happen. We have to accept the decision,” AIFF General Secretary Kushal Das told PTI. “The qualifying events in Europe and Africa and other confederations are yet to be held and so the decision was on expected lines.” He said the tournament will most likely be held next year. ing Committee (LOC) said it supported the decision though it was looking forward to host the tournament in November as scheduled. “We agree that this has been made with the highest regard for public health, and the participating teams, host cities, staff and visiting fans, and keeps the best interests of everyone in mind,” the LOC said in a statement. “For us at the moment, the primary concern is the health and well being of every stakeholder involved in the tournament. We don’t want to take any risk that is detrimental to our community before it is clear that there is no threat to people’s health due to this pandemic.” The LOC said it will continue to provide full support to FIFA on all matters and look forward to hosting a successful tournament in the near future. In other decisions, the working group recommended “to postpone all international matches due to be played during the upcoming June 2020 window; and to organise bilateral discussions with confederations concerning 2022 FIFA World Cup qualifiers in order to finalise a revised match schedule pending health and safety developments”.
Listen to the local govt, says Federer Zurich, Apr 4 (IANS): Swiss tennis great Roger Federer posted a video of him hitting a tennis ball against the wall and appealed to everyone to listen to local governments and stay safe. Federer could be seen placing the camera against the wall facing him and hitting the ball with a tennis racquet. “Against the wall, like in the old days. Staying active at home, very important at the moment. But seriously it’s more important than ever that we listen to the local government, we adapt to the new situation and try our best there,” he says in the video. He ends it by hitting the ball at the camera seemingly accidentally. Federer is recovering from a knee surgery and was set to take a break in the current period anyhow. An example should be set so that no player even thinks about doing something like this,” he added. According to Miandad, things like spot-fixing go against the teachings of Islam and should be treated accordingly. The 62-year-old also said that the Pakistan Cricket Board (PCB) was not doing the right thing by forgiving people involved in spot-fixing.
Mumbai, Apr 4 (IANS): Even as the fate of the 13th edition of the Indian Premier League hangs in balance due to the coronavirus outbreak, both the Board of Control for Cricket in India (BCCI) as well as the IPL franchises are keeping fingers crossed for a full season of the cash-rich league. And former England skipper Kevin Pietersen believes the IPL should happen. “Let’s say July-August is the earliest, I do truly believe the IPL should happen,” Pietersen said on Star Sports Cricket Connected. “I do believe it is the kick-start to the cricket season. I think every single player around the world is desperate to play the IPL. “There could be a way in which to get some money into the franchises, into the economy by having a situation where you use maybe three venues which are completely closed to fans and the players can still go out and play the tournament in three weeks or in four weeks.”
Premier League to push players for 30% wage cut London, Apr 4 (Agencies): The Premier League has said its clubs will consult with their players over a proposed 30% reduction in wages and the suspended season would only resume when it was “safe and appropriate”. The league accepted that a previous target of returning to action in early May would not now happen and said on Friday it was keeping the restart date under “constant review”. While there has been speculation about a reduced season or even abandoning this campaign, the league said it remained their aim to complete all remaining domestic league and cup matches. “However, any return to play will only be with the full support of Government and when medical guidance allows,” it added in a statement here With lower league clubs facing a cash-flow crisis due to the coronavirus outbreak, the top-flight teams voted to make an advance of 125 million pounds ($153.13 million) to the Football League
(EFL) and National League sides. The EFL, which consists of the 72 professional clubs in the three divisions below the Premier League, said the cash they would receive from the top flight includes early solidarity payments, parachute payments and Academy Grants. Much of the focus of talks between officials this week has been the issue of player compensation during the halt in play. The league said its clubs “unanimously agreed to consult their players regarding a combination of conditional reductions and deferrals amounting to 30 percent of total annual remuneration”. Talks with the players’ union, the PFA, will continue on Saturday, as the two sides seek an agreement on compensation during the stoppage. The Premier League also said it was “committing 20 million pounds to support the NHS (National Health Service), communities, families and vulnerable groups during the COVID19 pandemic.”
Pietersen also went on to add that having the fans watch from home is a solution. “So it’s a more condensed tournament in three venues, which we know are safe, which we know are secure. I don’t think the fans need to be risked in this situation. “I think the fans need to understand they can’t watch a live game at the moment and they might not be able to watch a live game for the foreseeable future. [But] what would you guys give right now, to watch Mumbai Indians v Chennai Super Kings right now?” he pointed. The BCCI is now also looking at the OctoberNovember window to host the IPL. But the move can only be possible if the ICC decides to postpone the World T20 that is to be held later in the year. IPL franchises, on their part, have decided that they will have the next meeting only after the government comes up with a fresh advisory on or after April 14.
