DIMAPUR, APR 29 (NPN): Nagaland on Thursday reported 181 fresh Covid-19 cases, taking the total caseload to 13750. Of the fresh cases, 132 were reported from Dimapur, 42 from Kohima, three from Mokokchung and one each from Kiphire, Mon, Phek and Zunheboto. With this the active cases in the State rose to 1072. Meanwhile, after 29 more persons recovered from the infection on Thursday, the tally of those who have recuperated stood at 12212. Further, a total of 202957 beneficiaries have received the Covid vaccine till April 29-- 161367 first dose and 41590 second dose.

The Centre directed the states and Union territories on Thursday to go for intensive and local containment measures in districts with a high number of COVID-19 cases to check the spread of the viral disease. The Ministry of Home Affairs (MHA), however, did not mention anything about the imposition of a lockdown anywhere in the country in the fresh guidelines issued in view of the pandemic for May. It told the states to take necessary action to ensure sufficient oxygen-supported beds, ICU beds, ventilators, ambulances, including creation of makeshift hospitals. MHA asked the states to identify the districts where either the COVID positivity rate was more than 10 per cent or the bed occupancy

was over 60 per cent in the last one week. The districts fulfilling any of the above two criteria should be considered for intensive and local containment measures, the MHA said in a statement. The implementation framework for community containment and large containment areas, as advised by the health ministry, has also been enclosed with MHA order. MHA also asked the states to consider the containment measures, as conveyed in an advisory issued by the health ministry on April 25 for immediate implementation based on an assessment of the situation. The national directives for COVID-19 management shall continue to be strictly followed throughout the country, it said. MHA order shall be effective till May 31.

ther notice. It further stated that all coaching/vocational institutions/student hostels etc. shall remain closed. However, online/ distance learning shall continue to be permitted and encouraged. It has also imposed restrictions on social, political, sports, entertainment, academic, cultural, religious functions and other large congregations, which will be permitted outside the containment zones with not more than 30% of the capacity of the hall, venue, ground or 100 persons, whichever is lower, subject to COVID-19 appropriate behaviors.

Religious places, place of worship will be permitted to open outside the containment zones subject to a maximum of 30% of the capacity of the hall/building at any point of time or 100 persons, whichever is lower, and with strict adherence to all the provisions of the SOP. It has asked the respective District Task Force to take suitable decisions as per the local situations to further reduce the maximum allowable capacities that has been mentioned.

NEW DELHI, APR 29 (PTI): Exit polls on Thursday forecast a tight contest between the incumbent Trinamool Congress and the BJP in the high-profile West Bengal assembly polls and put the saffron combine ahead in Assam, while projecting a win for the ruling Left alliance in Kerala, DMK-led opposition in Tamil Nadu and in the union territory of Puducherry to the opposition alliance of AINRC-BJP-AIADMK. West Bengal: Exit polls were, however, divided in their forecast for West Bengal polls, where BJP ran a high-octane campaign in its bid to capture power for the first time by ending Mamata Banerjee’s 10-year old reign. Republic-CNX polls gave the BJP a slight edge by protecting 138-148 seats for the party in the 294-seat assembly and 128-138 to the TMC. However, Times Now-C Voter predicted a clear majority for TMC by projecting 158 seats and 115 for BJP. Tuensang: Court sentences 8 women to 1-year jail term Clueless about military ops, DIMAPUR, APR 29 (NPN): In connection with outraging the modesty of a woman by a group of women in Tuensang in 2018, the Court of Judicial Magistrate First Class Tuensang has convicted eight women for one year simple imprisonment and fine of Rs 3000 for commission of an offence under various sections of IPC. The eight convicted accused have been identified as Thritingla, Tsarila, Pongchingsonla, Tsiyupila, Livila, Chemtila, Yangtsalila and Chonglitsala. Pronouncing sentence, the court observed that the victim had an extra marital affair, but the village folks took matters into their own hands and meted out inhumane justice in their

kangaroo court. “This is a case where the village folk asserting the so called rights given unto them by the customary law, outraged the modesty of the victim in the most barbaric fashion,” the court noted. The court also noted that the village folk chose to punish the victim through their kangaroo Court. “It is such an inconceivable fact to even think that the women folk would go to the extent of chopping off a lady’s hair, stripping her and parade her naked on the roadside,” the court further noted. The accused persons in their guilty statements stated that in 2018, the women folk of the village passed a resolution wherein they decided to punish

adulterous women as per customary practices. However, the court remarked that the misconceived notion of empowering oneself with the so called “village resolutions” to do barbaric acts should be avoided at all cost. Admitting that Article 371A recognised the customary practices of the Nagas, the court, however, said that under the guise of Article 371A, if all the village folks invoked laws that uncultured civilisations practised, there would be total breakdown of law and order situation in the society. Further, the court agreed to some extent that the villagers were naive and ignorant of the codified Indian Criminal Laws.

However, the court said that criminal jurisprudence makes ignorance of law no excuse since an accused may always take the plea that he was unaware of the law in question to avoid criminal liability. Therefore, the court noted that distressing acts committed by the accused persons cannot be said to be practices, which were socially acceptable, and the accused persons cannot take refuge under the protection given in Art 371A. Considering the societal interests, the court deemed it necessary to impose sentences upon the convicts so it could act as a deterrence to the convicts as well as the society at large in taking law into their own hands.
