CBI books ex-chief in corruption case
Governor unveils plaque in Netaji’s memory at Ruzazho
NEW DELHI, APR 25 (AGENCIES): Central Bureau of Investigation has registered a corruption case against its former Director Ranjit Sinha on allegations of abusing his authority to scuttle enquiries, investigations and prosecutions in the coal block allocation cases. He happens to be the second CBI chief to have been booked by the agency in 2017. The case was registered under the Prevention of Corruption Act on Monday pursuant to the Supreme Court directive to probe the charges. According to the FIR, during the course of investigations in the coal block allocation cases, certain allegations were made about the “inappropriate conduct” of Sinha, the then CBI Director. The agency had instituted three preliminary enquiries pertaining to the allocations between 19932005 and 2006-2009 and 54 cases were registered against private persons and public servants. Following reports that Sinha had met several suspects in the cases at his residence, the Supreme Court
– which already had been monitoring the cases – took cognisance of the allegations. The Court held that it was completely inappropriate on the part of Sinha to have met persons accused in the coal block allocation cases without the investigating officer or the team being present. The Supreme Court in its order dated May 14, 2015, said it was necessary to look into the question whether any one or more such meetings of Sinha with the accused persons without the investigating officer have had any impact on the investigations and subsequent charge sheets or closure reports filed by the CBI. Subsequently, in September 2015, a team led by former CBI Special Director M.L. Sharma was constituted to conduct a preliminary enquiry. He submitted a detailed report to the Supreme Court on January 23, 2017. The apex court then set up a Special Investigation Team led by the CBI Director to study the report and probe into the relevant documents to ascertain whether Sinha abused his authority prima

Diphu Apr 25: A conglomeration of 24 civil society organizations has called for a 59-hour Karbi Anglong bandh starting April 26, 5 p.m. to April 29, 5 a.m., demanding separate electoral roll for the upcoming Karbi Anglong Autonomous Council (KAAC) polls. Announcing the bandh, People for People (PFP) secretary Gulson Bey said that the organizations have also demanded the resignation of all the elected representatives of the council in the event the new electoral roll was not prepared. Meanwhile, both Congress and Hills State Demand Council have decided to jointly fight in the forthcoming elections to KAAC. It was decided at a meeting of the two parties at Guwahati yesterday. On April 21, tribals staged a nude protest in Assam’s Karbi Anglong district against the upcoming KAAC elections, and alleged deprivation of their political rights. Around 100 protestors and members of 24 organisations walked around Diphu, the headquarters of Karbi Anglong district, for nearly two hours before being dispersed by the police.

facie to scuttle enquiries, investigations and prosecutions. The Supreme Court on March 24, 2017 ordered that a certified copy of the report of the Enquiry Committee be handed over by the Registry to the CBI Director. Based on the preliminary findings, the agency has now registered the case against its own former chief. In February 2017, the CBI had registered a corruption case against its former Director, A.P. Singh and his childhood friend Moin Qureshi, a meat exporter accused of accepting money from his contacts to seek favours from government servants holding key positions.

KOHIMA, APR 25 (NPN): Nagaland government has declared malaria as “notifiable disease”, through a notification to be issued which would mandate private health sectors to report cases of malaria to the health authorities. This was revealed by joint director and state programme officer NVBDCP directorate of health and family welfare (H&FW) Dr. Kevichusa Medikhru while addressing media persons on the occasion of World Malaria Day at SPO chamber, here on Tuesday. He urged communities to maintain their surrounding clean, get rid of any stagnant water to avoid mosquito breeding, use indoor residual spray and Long Lasting Insecticidal Nets (LLINs)/mosquito nets and be educated on the aspects of prevention and awareness of malaria. Dr. Medikhru also appealed people to seek for early diagnosis and treatment as blood test and anti-malarial
In 2014, as Mr Sinha was about to retire as the head of the agency, allegations surfaced that he had met people accused in the case at his home as often as “50-60 times”. Senior lawyer Prashant Bhushan, who took the matter to court, said Mr Sinha had compromised his agency’s investigation against the people who had been accused of corruption in the allocation of coal blocks. The court, accepting the logs from a visitors’ book at Sinha’s home as authentic, had put the new CBI chief, Alok Verma, in charge of the investigation. Both Alok Verma and interim chief RK Asthana had to give affidavits that investigating a former chief by CBI men will not involve a conflict of interest. While Mr Sinha was not available for comment, his lawyer Vikas Singh said he has no information about the matter. Former Prime Minister Manmohan Singh has not been charged with any crime, but has been investigated for criminal breach of trust and conspiracy in the allocation of a coal field in 2005 to Hindalco Industries.

A tracking system has also been set up for the affected persons for full treatment and cure, he said. Further, he informed that the most effective form to prevent malaria was use of LLINs (85%) besides indoor residual spray, anti-larval, sources reduction and environmental management. Dr. Medikhru also disclosed that Nagaland falls under category 2 with an Annual Parasite Incidence (API) of less than one case per 1000 population at risk, while in some districts API of 1/1000 or above was reported. language: clarifies Centre dead by cop in Mnp

NEW DELHI, APR 25 (NPN): Drawing attention to the reports that the Central Government was trying to impose Hindi language, the home ministry on Tuesday clarified that its resolution in this regard was merely in the nature of a request and not an instruction. Various political parties were miffed with the Centre’s reported decision to make it mandatory for ministers and parliamentarians knowing Hindi to deliver speeches and statements in Hindi. However, the Home ministry clarified that the resolution was based on a recommendation made by the Committee of Parliament on Official Language, constituted in 1976, in 9th part of its report and later accepted by the President. The 9th part was submitted to the President of India on
June 2, 2011. It said that the then chairman of the committee and deputy chairman of the committee had given 117 recommendations wherein one of them was that “all dignitaries including president and all the ministers especially who can read and speak Hindi may be requested to give their speech/statement in Hindi only.” “The Central government while accepting the above mentioned recommendation has issued a Resolution dated 31st March 2017. The Recommendation by the Committee is amply clear as it is in the form of a request and does not entail any form of Order/Instruction,” it said. The ministry further clarified that the recommendation was in pursuance with Constitutional and Statutory provisions regarding the progressive use of Official Language Hindi.

The deceased was a teacher at the Institute of Rural Education, Wangjing (Thoubal district). The shooting incident took place at Ukhongshang Mayai Leikai where the deceased along with three friends went to celebrate the Thabal Chongba festivity. Centre warns states against leak of Aadhaar data NBA objects to govt disfavouring AIJS NEW DELHI, APR 25 (AGENCIES): The Centre has cautioned states against disclosing Aadhaar data and other personal details of individuals on their official websites, warning such actions can attract jail term of three years. The Union IT Ministry has also asked the states to review website content of various departments and take “precautions” to ensure that personal data of individuals, including Aadhaar numbers or bank account details, do not appear on portals. The direction comes within days of a series data breach coming to light in Jharkhand, wherein Aadhaar numbers of lakhs of pension beneficiaries were displayed on a website of the state government. IT Secretary Aruna Sundararajan has shot off a letter to chief secretaries of all states and UTs over
Not to disclose Aadhaar data and other personal details of individuals on official websites To review their website contents and quality as per the standard guidelines To ensure strict compliance with provisions of the Information Technology Act 2000 and the Aadhaar Act 2016. data sharing on websites of departments, asking them to ensure strict compliance with provisions of the Information Technology Act 2000 and the Aadhaar Act 2016. “... there have been instances wherein personal identity or information of residents, alongwith Aadhaar numbers and demo-
graphic information and other sensitive personal data such as bank details collected by ministries ... state departments for administration of welfare schemes etc. have been published online,” said the letter dated April 24. Publishing such information is a clear contravention of the provisions of the Aadhaar Act and constitutes an offence punishable with imprisonment up to three years, the letter said. “Further publishing of financial information, including bank details being sensitive personal data, is also in contravention of the provisions under IT Act 2000 with violations liable to pay damages by way of compensation to persons affected,” the letter pointed out. The IT secretary has asked the states to take all precautions while publishing or sharing data on their web-
sites and ensure compliance with the said legislations “with immediate effect”. “Further they are also requested to review their website contents and quality as per the standard guidelines... It is also advised that any such contents already published or still appearing publicly, may be discontinued with immediate effect,” it added. The letter comes amid recent instances of data leak on official websites, including a portal of the Jharkhand government displaying Aadhaar numbers of lakhs of pension beneficiaries. The breach involved Aadhaar, mobile numbers and bank details. There had also been media reports that the website of the Food and Civil Supplies Department of Chandigarh publicised Aadhaar numbers of PDS beneficiaries.
DIMAPUR, APR 25 (NPN): Reacting to the state government’s purported decision to oppose the formation of an All India Judicial Service (AIJS), the Nagaland Bar Association (NBA) has appealed to the state government toreconsider and revoke its decision in the interest of justice. In a press release, NBA president, Tali and secretary, V. Hukavi Zhimomi, stated that the proposal of the Centre to establish AIJS concurred with the association’s representation dated September 5, 2016 submitted to the Union Minister of Law and Justice. NBA asserted that it was “badly aggrieved” by the response, saying the state government neither consulted nor informed the legal fraternity before responding to the Centre. The association expressed apprehension whether the state cabinet
passed any resolution to disfavour the proposal of the Centre and whether the governor accorded assent to that. “We are also of the view that the subject matter being concerned for revamping the system of appointments in the third organ of the government, the matter may require serious debate at appropriate level of the government taking into consideration the views and opinion of the legal fraternity,” NBA stated. Further, pointing out that as per the Section 3 (30) of the Nagaland Interpretation and General Clauses Act, 1978, the “Government of Nagaland” means the Governor of Nagaland”, the association therefore stated that if the response was on the decision of the state government at appropriate level, the matter should have been brought to the notice of the public or at least to the notice of the
legal fraternity. NBA also maintained that legal fraternity should not have been ignored before making such decision as the matter solely pertained to the third organ, in which they had a pivotal role to play. Meanwhile, the association has stated that if the opinion of the state government tendered to the Centre lacked constitutional propriety, the competent authority should issue appropriate orders to the “notice of the Union Government as well as the legal fraternity in the state being the same would be serious case of abuse of powers or illegal assumption of authority.” NBA, however, affirmed that it has complete faith and reliance on the sanctity and propriety of the constitutional and legal authority of Raj Bhavan to do justice to the legal fraternity. Inaugurating the twoday Edufest, deputy commissioner Kohima, Rajesh Soundararajan informed the students that hard work was nothing but the power of developing it as a habit. He said that once cultivated, a habit should not be a strain on oneself, whether physically and mentally. He suggested them to apply their sub-conscious mind in whatever they wanted to do so that it would help in achieving their passion. Asserting that life was uncertain especially during school days, Soundararajan asked the students to have a plan and to transform that plan into action, whereby their action would place them in the right track.

Lamenting that many young boys and girls were into the habit of smoking and drinking, the DC maintained that habits had a power of making a person good or destructive. He urged the students to know their priorities as priority would lead a person in life. While urging the students to stay out of negative life, he encouraged the students to believe in themselves, make full use of opportunities, not to shy away from failures and also to excel in whatever profession
they chose. Paulmei from Lynchpin in her brief address requested the students to avail the opportunity and interact with the various institutions for further assistance. Edufest- the education fair was an interactive platform where students could meet reputed, accredited colleges and universities from all across the country and abroad. The fest presents a unique opportunity for students to directly meet institutions offering different courses and get information
about the career opportunities in the courses offered like engineering, hotel management, medicine, dentistry, physiotherapy, management, commerce and IT or new age courses like animation, design, fashion, hospital management, digital marketing etc. The targeted group were the outgoing students of classes 10, 10+2 and Bachelors. Assam in dire need of more doctors, nurses
GUWAHATI, Apr 25 (Agencies): The state healthcare depar tment would be in serious need of more doctors to tackle the growing number of diseases, including the lifethreatening ones, afflicting the people. According to the department, Assam would be requiring 7,132 (regular and National Health Mission) allopathic doctors and specialists by 2019-20, 8,262 by 2023-24 and 8,918 by 2030-31. Currently, the state has 3,188 functioning doctors and specialists working in the public health sector. This was revealed d u r i n g a c o n c l ave o n Monday on sustainable development goals (SDG) for health, water and sanitation. The SDG was formulated by the UN General Assembly for a global development vision agenda. The objective of the conclave was to address
issues like maternal mortality rate (MMR), under-five mortality rate, to end the epidemic of AIDS, TB, malaria, neglected tropical diseases and to combat Hepatitis, waterborne diseases and other communicable ailments. From the existing six medical colleges in the state, Assam needs to build 27 medical colleges by 203031, 12 by 2023-31 and 9 by 2019-20 based on the Indian Public Health Standards (IPHS) norms. Assam is the first state in the country to initiate the process of taking the SDG agenda forward for which it is developing a draft strategy paper and action plan (SPAP) to achieve the SDG targets. Senior officials from the state health department told TOI that as of now the emphasis should be on facilitation of more medical colleges, production of more doctors, recruitment
of medical practitioners through proper recruitment processes and deployment of medical exper ts in inaccessible areas. “The state government has already expedited the processes of creating more doctors and medical practitioners. It has already incorporated the establishment of more medical colleges in the budget. The approach is based on a needful sustainable mechanism. The need of the hour is how to integrate the SDG-3 agenda into existing policies and plans,” said Samir K Sinha, commissioner and secretary, health and family welfare department. Besides the requirement of allopathic doctors, the state will also have to witness the requirement of 10,148 staff nurses by 2019-20, 11,528 by 202324, 12,332 by 2030-31 from the existing 4,257 nurses (regular and NHM).

I have faced a lot of racial abuse, says Mizoram CM Aizawl, Apr 25 (IANS): Lashing out racial abuse faced by northeastern people in major Indian cities, Mizoram Chief Minister Lal Thanhawla says he himself was a victim of such slurs in various corners of the country. “Racial abuse is the worst thing in this country. I have faced it myself a lot of times. These are foolish people who do not know their own country,” the 74year-old Chief Minister told IANS in an interview. “In a reception some 2 0 - 2 5 ye a r s a g o, o n e gentleman said to me ‘You don’t look like an Indian’ to which I replied?: ‘Tell me in one sentence what does an Indian look like?’ “ The five-time Chief Minister said it is not only the common people but politicians at the national level who do not have a basic idea of India. “Even the national leadership, be it the BJP or the Congress or any political party, if you do not know your own country, how can you be a leader? Many of these national
leaders do not know about their own country, which is very, very foolish. It speaks about the lack of education and patriotism. It speaks about their feeling of having a superior mentality,” he added. The Congress veteran further said such abuses and step-motherly treatment towards the people of a par ticular region gives birth to regionalism and secessionism. “They don’t even know that India is populated by at least three major races of the world. Recently someone from Madhya Pradesh said the Dravidians (South Indian) people are very black, they don’t realise that Northern India is populated by Aryans and in the North East it is the Mongoloid people.” “That is why in the northeast, this regionalism is ver y high. (Feelings of) Secessionism (sic) is very high because we are not accepted outside the northeast. This is how socalled Indian people treat us,” he added.

The present government had assured the people to complete the improvement work by April-end, however, it may not be possible as continuous unseasonal rain was giving hindrances in the work, he said. Sukma attack: Maoists were heavily armed R A I P U R / Pat n a / Cooch Behar, APR 25 (AGENCIES): The Naxalites who ambushed the CRPF jawans in Sukma on Monday were heavily armed, say jawans who survived the attack. “ T h e y we r e s o m e 300 Naxalites, all wearing black,” a jawan of the Central Reserve Police Force said. The jawan was among those injured in the Naxalite attack that took 25 lives in Chhattisgarh on Monday. “The villagers came first, and then the Naxalites, dressed in black,” he said. “Some of the Maoists carried rocket launchers,” the jawan, who did not wish to be identifed, said. Another injured jawan, Sher Mohammad Khan, said the Naxalites also carried AK-47s, SLRs and other automatic weapons. The two men, who were in a 99-strong CRPF team carrying out a sanitisation exercise for an under-construction road in Chhattisgarh, are now being treated at a hospital in Raipur. “They first sent the villagers to check our location. The villagers weren’t carrying arms, (so) how could we fire at them,” the unnamed CRPF man asked. “We retaliated. We also killed many Naxalites,” he added. Khan said there were women in the group of Naxalites that attacked the CRPF team in Sukma. Sukma is a part of south Bastar, which has for decades been battling the guerrillas. Since April 2010, nearly 200 security personnel have died in six major attacks in Chhattisgarh. “I request Prime Minister Narendra Modi and
Home Minister Rajnath Singh paying homage to the CRPF men killed in the Sukma attack. Home minister Rajnath Singh to grant us the Power Act (AFSPA) in this area to deal with the Naxal menace,” Khan said, referring to the Armed Forces (Special Powers) Acts or AFSPA, in force in some troubled parts of the country. The controversial Act gives sweeping powers, such as the right to shoot at sight, to the forces. The government promised to review its strategy on battling Naxalites, as the Chhattisgarh chief minister warned that an operation would be launched “with more firmness” and “vigour” against the guerrillas in the coming days. Shaken by the audacious attack, the Centre and the state government made it clear that they would strike back in equal measure.
Bihar CM announces Rs 5L for each CRFP jawan
Bihar CM Nitish Kumar on Tuesday announced Rs 5 lakh exgretia to family of each of the six jawans of CRPF who died in an encounter with CPI (Maoist)
at Sukama in Chhatisgarh on Monday. The CM also announced that last rites of all the six jawans from Bihar will be done with full state honour at their native place. Condoling the death of 25 CRPF jawans including six from Bihar at Sukama on Monday the CM said everyone is with the family of the martyrs. “The country will never forget the brave hearts who died for the nation,” said the CM. The six jawans who lost their lives from Bihar are Abhay Kumar, Ranjit Kumar, Naresh Yadav, Saurabh Kumar, Abhay Mishra and Krishna Kumar Pandey. Police sources said the bodies of the jawans is expected to reach the state by late afternoon.
five Central Reserve Police Force (CRPF) personnel lost their lives in Sukma district on Monday. Three of the troopers were residents of West Bengal. “Three jawans from Bengal were martyred in Sukma. Bengal’s jawans have always worked for the service of the nation,” Banerjee tweeted. The Chief Minister, now on a tour to northern West Bengal, visited the houses of the two troopers Krishna Kumar Das and Binay Chandra Barman - who hailed from Cooach Behar and announced financial aid for their families.
HM pays homage; govt to review anti-Naxal strategy
day after paying homage to 25 CRPF men killed in a deadly ambush by Maoists in Chhattisgarh. Singh arrived in Raipur at around 10.30 a.m. and directly headed to the headquarters of the 4th battalion of Chhattisgarh Armed Force in Mana camp area where the wreath-laying ceremony was held. Chhattisgarh Governor Balramji Das Tandon, Chief Minister Raman Singh, Union Minister of State for Home Affairs Hansraj Ahir and senior state and paramilitary officials were also present. Singh then held a meeting with the Chief Minister and other senior officials of the state. “Naxalites are using tribals as fodder,” he told reporters after the meeting. “They are being used as human shields,” he added. Singh said that the Maoists were seeking to destabilise development in the State. At least 25 CRPF personnel were killed and seven wounded in Chhattisgarh’s Sukma district, the deadliest ambush by Naxalites of security forces this year. The nearly 100-strong CRPF patrol providing security for road construction work came under fierce gunfire from Maoist guerrillas occupying vantage positions, inflicting heavy casualties on the personnel. The Naxalites mounted the assault in Kalapathar area of south Bastar region, one of the worst-hit by Left-wing extremism in the country.

NEW DELHI, APR 25 (AGENCIES): In a major move intended to ensure speedy justice to disabled persons, the Supreme Court on Tuesday directed states and union territories to set up within three months special courts in each district to conduct trial of offences committed against them. A bench of Justices Dipak Misra, A M Khanwilkar and M M Shantanagoudar also directed them to appoint Special Public Prosecutor in each district for conducting trial in such cases and directed them to file compliance report by August 16. It directed SC registry to send its order to chief secretaries of all states and directed them to take immediate steps to comply with its direction. Within a fortnight after the Centre notified Rights of Persons with Disabilities Act 2016, the apex court took upon itself the task to ensure compliance of the new law in letter and spirit by the governments and decided to monitor its implementation. The new law provides for special courts to deal
with crime committed against disabled persons. The Act has replaced the Persons with Disabilities Act 1995 and it was framed to make Indian law compliant with the UN Convention on Rights of Persons with Disabilities. The number of disabilities listed has gone up from seven in the 1995 Act to 21, including acid attack and Parkinson’s disease. The new law sets a two-year deadline for the government to ensure barrier-free access in all kinds of physical infrastructure and transport systems for disabled persons. It also said that all government institutions of higher education receiving aid from the government shall reserve not less than five per cent. seats for persons with benchmark disabilities. “Every appropriate government shall appoint in every government establishment, not less than 4 per cent of the total number of vacancies in the cadre strength in each group of posts meant to be filled with persons with benchmark disabilities,” Section 34 of the Act says.

Jungle of death
axalites have struck again in Chhattisgarh when reportedly around 300 launched a day time attack on a camp of the CRPF at Sukma killing around 25 and decamping with the arms and ammunition. It has been decades since Naxals in Chhattisgarh have been taking a heavy toll of human lives, both of security forces and civilians. Sukma has long been a nerve centre of the red corridor with frequent clashes between security forces and the Maoists being reported. The attack came close on the heels of a similar attack on 11 March in Bheji area of the same district where 12 personnel lost their lives. The militants reportedly used the weapons they had looted from the slain personnel in the Bheji incident. This is the same area where a Maoist carnage on April 6, 2010 left 76 CRPF troopers dead. At least 12 CRPF men were also killed in a similar Maoist attack in Sukma early this year. On May 25, 2013, in a blatant attack on unarmed people, Maoists butchered 25 leaders from the Congress party that included a former minister. Among the injured, former union minister V.C. Shulka succumbed to injuries in a hospital. The ‘Red Corridor’ comprising of most of the 17-Naxal infested states is virtually un-administered and forests providing safe hiding places. The Maoists are no longer a rag tag bunch but highly motivated and well trained in guerrilla warfare. They are reported to have a cadre strength of around 20,000 armed with various assorted weaponry including explosives. The Naxalites have even imposed their authority over such areas by taking over justice, civil administration, health and education. In such areas, the Left extremist wings function as a law unto themselves by using strong-arm tactics to silence, mortally scare and subjugate those who try to reassert themselves. The Naxals/Maoists are practically bleeding the security personnel deployed for fighting red terrorism. In the light of Monday’s blatant attack on a CRPF camp, the need for a tactical counter-guerilla force to combat Naxalism needs to be serious considered. The 9 IRB (NAP) was sent to Chhattisgarh, post-haste to fight Naxals but the decision itself was vehemently opposed at home. The Daring Ninth under the able leadership of commandant Liremo Tsopoe IPS (now DIG) achieved huge success in making Maoists run for cover. Perhaps to counter this, left-wing human rights group accused the Naga boys of making 100 Adivasi women pregnant in mass rapes. It was all the more shameful that this was prominently carried in a local paper and even a church leader condemned the jawans before ascertaining facts. Over a dozen brave jawans of the 9 IRB laid down their lives in the line of duty far away from home and the baseless allegation was an insult on the departed. This newspaper stood by the Naga jawans and came out with ground reports. The then IGP Chhattisgarh extended open invitation to journalists to visit the area where the alleged mass rapes occurred to verify the allegations. The feats of the 9 IRB gave a boost to the state forces and a blow to the Maoists. After the 9 IRB the Chhattisgarh government continues to demand IRB from Nagaland. That itself showed how effective the Naga boys were. New Delhi has to take the call on combating the menace and deliver development to the people and not mortgaging their lands to big business houses for exploitation.
DailyDevotion “Ready in Season” Be ready in season and out of season. —2 Timothy 4:2 Many of us suffer from the unbalanced tendency to “be ready” only “out of season.” The season does not refer to time; it refers to us. This verse says, “Preach the Word! Be ready in season and out of season.” In other words, we should “be ready” whether we feel like it or not. If we do only what we feel inclined to do, some of us would never do anything. There are some people who are totally unemployable in the spiritual realm. They are spiritually feeble and weak, and they refuse to do anything unless they are supernaturally inspired. The proof that our relationship is right with God is that we do our best whether we feel inspired or not. One of the worst traps a Christian worker can fall into is to become obsessed with his own exceptional moments of inspiration. When the Spirit of God gives you a time of inspiration and insight, you tend to say, “Now that I’ve experienced this moment, I will always be like this for God.” No, you will not, and God will make sure of that. Those times are entirely the gift of God. You cannot give them to yourself when you choose. If you say you will only be at your best for God, as during those exceptional times, you actually become an intolerable burden on Him. You will never do anything unless God keeps you consciously aware of His inspiration to you at all times. If you make a god out of your best moments, you will find that God will fade out of your life, never to return until you are obedient in the work He has placed closest to you, and until you have learned not to be obsessed with those exceptional moments He has given you.

Post-mortem IMTN responds to Naga Hoho statement
T
he IMTN-Indigenous Minority Tribes of Nagaland-a conglomeration of the Indigenous recognized Tribes of Nagaland Namely Kuki, Kachari, Garo & Karbi/Mikir- would like to Respond and get the facts straight of the statement of Naga Hoho who had used the above indigenous recognized Tribes Status example in relation to the recommendation for the recognition of the Rongmei’s Tribe in the State of Nagaland as one of the newly recognized Tribe. That the four above mentioned tribes-Kuki, Kachari, Garo & Mikir/Karbi- has been part and parcel of the evolution of the state of Nagaland, since time immemorial even before the state of Nagaland was established on 1st December 1963, these four tribes has been living within the ancestral land of today’s Nagaland even before the advent of the Britishers or to say has been established and living even before India Independence. In order to get the facts and records straight for the understanding of Naga Hoho and the general younger public of our beloved state of Nagaland as the older generations knows very well the history and contributions of this Indigenous Tribes in the formation and establishment of our State of Nagaland. The four Tribes has been living since time immemorial and has walk, contribute and shed equal bloods and tears with other tribes of Nagaland in every struggle and challenges face by us-all recognized tribes that is the 16 tribes plus Garo & Mikir. That the Four Tribes was recognized by the Presidential Order of 1970 Constitutionally along with the other Naga Tribes on the very same day, year and time, which was further de-classified under the 16 Tribes of Nagaland like for example-Angami, Ao, Sumi, Lotha, Konyak etc. The four tribes were given equal rights and privileges as per various Office Memorandums along with other recognized tribes of Nagaland from the very day the statehood of Nagaland was created. This Rights and privileges were given not because of sympathy or out of misery but due to the contributions and possession of conditions like other recognized tribes of Nagaland. The Kuki’s has been part and parcel of the state of Nagaland since time immemorial even before the creation of the statehood of Nagaland. The Kuki has about 20+ Villages-6 Villages in present Dimapur District and the rest in present Peren District, previously known as Zeliang-Kuki Area- with clear cut demarcated boundaries with their neighboring fellow
N
Tribes even before the advent of the Britishers in erstwhile Naga Hill or creation of the state hood of Nagaland. The oldest Village being almost 300 + years old as of today namely Songlhu Village in present Peren district, likewise all this 20 + Villages were established much before the concept of Statehood idea was even contemplated. The Uniqueness of Naga History which has been even recognized by the Government of India and the world is base on the famous Simon Commission Memorandum submitted in 1929 has the signature of one of the participant of a Kuki Tribe represented by Late. Lengjang Kuki. Mr. Seikhohen Doungel was one of the member of the Constitution drafting committee and as Naga member delegation who had met Mahatma Gandhi to apprise him of the aspiration of the Naga people to remain as free Nation when the Britishers leaves India. Likewise when the First Interim Body(IBM) was set up in 1961 for the state of Nagaland, Mr. Lutjakai Kuki was a member of IBM who is still alive today as a living example of the participant of the Kuki in the affair of the state of Nagaland before and after the creation of the state of Nagaland in 1963. The Kuki had two MLA- Mr. Langkam Kuki- Ghaspani AC and Mr. Lalkholam KukiTening AC in the first State Assembly in 1964 which was followed later by Late. H.L. Singson appointed as a Minister in the Nagaland State Assembly. The Kachari history dates back all the way to the 10th Century AD when they had established the Dima Raja Kingdom in the present only commercial city of Nagaland-Dimapur and whose legacy as proof is still standing of their might and history till today in Rajbari. At present the Kachari’s has about 15 Villages only within the State of Nagaland all dating back even before the state hood of Nagaland was created in 1963 and the history of Kachari’s is not a matter of years but of Centuries with clear cut demarcated boundaries and territories. The Kachari also had Interim Body Member (IBM) represented by Mr. D.L. Mech in 1961 Interim Body. Kachari MLA like Mr. Debalal Mech, Mr. Lalit Mech, G.C. Paira had represented in the Nagaland State Assembly by virtue of being an Indigenous and once highly recognized and respected Tribes of Kachari in our State of Nagaland. The Garo had established themselves even before the advent of the Britishers in the Naga Hills and had their Villages and establishments
set up before the creation of the state of Nagaland in 1963. They have about only 5 (five) Villages left in our present State of Nagaland but all established way back before the creation of the state of Nagaland. The Karbis/Mikirs among the four Indigenous Minority Tribes has been the worst of lot as once their dominant places and habitats has become fully commercial thereby losing out their identity with the passage of time. However they also had been part and parcel of Nagaland prior to the creation of state of Nagaland mostly concentrated in present Dimapur district. They were at one time concentrated in Kashiram area and Lengrijan where the names of the places are derived from the Mikir Tribe. The few villages they had also disappeared with the passage of time due to migration to nearby state in search of jobs and livelihoods. The Naga Hoho attempted to compare the Indigenous Minority Tribes like the Kuki, Kachari, Garo & Mikirs with the Rongmei’s is nothing but mischief and attempt to dilute the historical and traditional facts of these tribes to justify the claims of a Tribe whose past, History, Territories does not match and is Incomparable to these four tribes. The Minority Tribes has a clear past, traditions, boundaries and territories before and after the creation of the State of Nagaland and tradition and history which dates back even prior to the advent of the Britishers. With due respect to the Rongmei Tribe, the attempt made by Naga Hoho and other tribes who are trying to get themselves recognized within the State of Nagaland to take the examples of the four Indigenous Minority Tribes as a yardstick and Equate themselves for recognitions is blatant distortion of facts and history. The Naga Hoho and the government should known and realize that we did not get recognition as recognized Tribe in Nagaland out of sympathy and convenience but due to our contributions in the establishments of our present state of Nagaland and due to our clear cut possession of territories, Villages much prior to the creation of the Statehood of Nagaland. The reason for such existence and fulfillment of parameters made us equal brothers and sisters with other recognized Tribes of Nagaland which was further acknowledge by the Presidential Order of 1970 and other various Office memorandums of the government of Nagaland. The present government and the NGO’s should not try to dilute the status of the Minority Recognized
Tribes-Kuki, Kachari, Garo & Mikir-just because we had become second class citizens within our own state of Nagaland due to factors mostly beyond our controls and circumstances. The architect of our Statehood and Leaders of those days knew and had respected each other irrespective of their Tribes and Community and had recognized this Tribes Legally and Constitutionally as equal brothers and sisters. That the background and politics for recognition of the Rongmei Tribe as one of the recognized tribe of Nagaland is known to all the other recognized Tribes and for which we the Indigenous Minority Tribes has nothing much to say as we ourselves are struggling to keep ourself secure, protect and safeguard our own identity as a tribes is going through herculean task reason best known to all of us where once we were equal partners in time of good and bad moments within the state of Nagaland. The Naga Hoho and the present ruling Government of Nagaland is advise not to use us as an EXCUSE and EQUATE us in the same STATUS with the Rongmei Tribe in granting them the recognized Tribe in Nagaland as the above mentioned historical facts and analysis proves beyond reasonable doubt that we the Kuki, Kachari, Garo and Mikir had been part and parcel of Nagaland much before the creation of the statehood of Nagaland with clear History, Territories, Villages and boundaries like the other recognized Tribes of Nagaland. That the present mischief attempt to Equate us with the Rongmei Tribe speaks volume and intention of the present State Government and Naga Hoho of its sincerity and honesty in protecting the integrity of our State of Nagaland where Lands, Resources and Jobs has become scare even for the present recognized TribesTribes which were recognized during the creation of the statehood of Nagaland on 1st December 1963. We therefore pray and request our other brothers and sisters of other Tribes who were recognized as one and equal during the creation of our state of Nagaland not to Fall for the Mischief and Gullible Lies and Distortion of truth and Facts by Comparing and Equating us with newly created Tribe whose facts and circumstances of History, Land, Territories and Villages are totally different in term of history, possession and ownership of Lands and territories within the State of Nagaland. K. Lun Tungnung, President, IMTN
Let God bless Nagaland
agaland for Christ people should be Spiritual and in Biblical philosophies to heal, bind, encourage and guide our people to move ahead to face the challenges. The people living in other parts of the world are enjoying the fruit of their Sovereignty for decades and centuries together. God knows where His Children (Nagas) lay in the midst of those freedom Nations, He knows the miseries of the Nagas. At this juncture, the educated and leaders of the Naga family are expected to play their dedicated role for restoring our lost Kingdom, to preserve our identities and grow as a competitive people. However, it’s unfortunate that many are found haphazardly playing with the future of the Nagas to satisfy their claims of superiorities and selfishness. The Nagas being a Christian society, the innocent Christians delights our Leaders to follow the Biblical method of Leadership like Moses, Joshua, Elijah- the leaders who spent first of all their times with God to lead their people. Our Lord Jesus Christ has to be sought.
If you are thinking that God chooses you to lead the Nagas, you should follow the cited leaders’ method. Human ideas and elections to contest God’s programs brought many obstacles to Israelites and that the Nagas should dedicate to render their services in the light of God’s word. This is not a time for Naga leaders to use one night imaginations to confuse the society or commit blunders. No nation under heaven has elected 7-8 presidents at a time. It will never be a God’s plan for Nagas to have many governments and presidents at a time. This is an example that Naga Christians don’t use God’s programs. Secondly, it’s shocking that many Naga Christians use to express their willingness to live at the supervisions of Hindu Nation (verbal & Fb.msges). They expect a perfect peace in a Christian family under the shadow of RSS domination. See the mindset of Nagas. This is a total farce philosophy. Many unbiblical methods are followed by Nagas. It happened because many Leaders do not
practice Biblical teachings and methods. Nagaland for Christ people must clearly understand that a Christian Society needs a leader anointed by God. Nagas should pray to identify on whom God’s anointing rest or whom God wanted to anoint to lead the Nagas. The Nagas have required to have a separate Government than any other times especially to protect our Christians’ faith, to fulfill God’s Commission given to us etc. When God anointed Moses, he did not use Muscle power or anything else to liberate the Israelites but God Himself work supernaturally through the hand/ obedience of Moses. Therefore, Pharaoh and his officials could not withstand God’s hand. God Himself was dealing all the problems the Israelites faces because they had a God’s chosen Leader. I sincerely wish my dearest Naga brothers and sisters to work together and allow God to help liberate us. Let God Bless Nagaland. Atonoka Swu, Lerie Chazou Colony, Kohima
Podinakup: cries unheard
T
his land is your land and this land is my land, sure, but the world is run by those that never listen to music anyway-----Bob Dylan. Since time immemorial the joyful people of Podinakup (villages under Sanis subdivision, locally given name for topographical presentation) comprising of Ten (10) villages had a Merry LIfe blessed by the nature’s rich resources. Utilising the nature’s abundance with wisdom and labour, they were all welloff. Once the rich harvest is over by mid Oct. comes a bright moment for the people of Podinakup as they go around in group to the jungles to accumulate yearly needs of their family by the way of hunting, fishing, collecting firewood etc till their limited wants and needs of family is fulfilled. Then, settle for a rest and celebration followed by preparation for the next cultivation. Podinakup is neatly bounded by two rivers, Baghty river in the East and Doyang in the West. Both are the main source of livelihood mainly in terms of aquatic species and cultivation since time immemorial. These rivers have also bonded strong geo-socio-political relationship between villages and people by way of traditional fishing and feasting on it. But since few decades, everthing has changed. The two invincible blessings has become a disguised one. They are cut off from their only survival. Their only livelihood is no more dependable, unless mechanised. People are left in fear psychosis as the Baghty river has a frequent visitor of Mighty Wild Elephants and the Doyang stream no more has its natural swift flow but controlled by humans who care for no men rather designed only to quench his thirst of greed. Once a proud owner of land cannot now set foot on it freely for cultivation. It is beyond his strength to fight with Mighty Elephants for territory and survival. Although some few arrangements and help might have been given to the people in the past, but that is not the end and should never be. They are always intimidated by these giants and human lives are always at stake. Many of who risk life for survival had lost their soul and the recent one happened in the month of Dec 2016 when everyone was preparing with full zeal and joyful celebrations. It is no men’s fault for the tragedy and to encounter with wild Elephants and to get killed. But there is/are an agency to take care of, and avoid such dreadful incidents. Coming to the other side of Podinakup territory is a men controlled stream which is more devastating. The authorities at Doyang Hydro Electric Project (DHEP) never ponder on the grievances of the Downstream Areas and the people. Plantations and farm fields established pre-commissioned of the project have either been abandoned or swept off by the abnormal flow of Doyang stream. For the fear of Upstream manmade Doyang vessel and the roaring water in the percolating dam, people have almost lost faith on it for survival. The glistering water has lost its faith and charm. Except for some few who relied, sacrificed their life in the roaring stream and recently happened to one on 28th Dec 2016 while she was crossing the violent ferocious stream to harvest orange at her plantation. Many traditional practices like, Traditional fishing to name one has made impossible due to incessant release of water from the pit. Proper alms and necessary arrangements should be done for the Doyang Downstream people immediately for peaceful co-existence with the nature. I am a simple normal man compelled to pen down these words by seeing the sufferings of the people of Podinakup. For many years these Denizens have been going through harsh times which they are not responsible for. Their hues and cries never reach the ear of the authorities or agencies or are never heard. Safety and wellbeing of Humans is second to none when it comes to priority for existence on earth. Respect one another and protect the rich heritage of everyone to make this World a better place. On gathering details of 21st Naga Labour Corps Sir,
My attention has been drawn to the disclosure made by hon’ble chief minister Shurhozelie Liezietsu during the unveiling of the monolith dedicated to the 100th Anniversary of the 21st Naga Labour Corps’ participation in the World War I, wherein he said there was lack of historical records, but detailed blueprint is being worked for the memorial in honour of the Naga Labour Corps in Kohima. In this regard, I wish to point out that there could be documents/details available with concerned individuals, like me, across the state. However, due to lack of proper channel to communicate, the appropriate authority may not have been able to obtain those documents/details. For instance, I have the medal my father, Khukishe (1743 LABR) of 21st Naga Labour Corps, who along with fellow Nagas had gone to France in 1916 and returned in 1918. I have also in possession a medal, wherein it has been inscribed that the Corps that the Nagas represented was 21st Naga Labour Corps. Therefore, I would like to appeal the concerned authority to issue notice informing individuals like me as to where we could share those documents/details. marks moderation policy. According to a senior HRD Ministry official, “A consensus has been developed but how to implement it, is the states’ prerogative. They can’t be forced to implement it, the decision though consensual, is just suggestive in nature.” The CBSE had in 1992 adopted the practice of awarding grace marks of up to 15 per cent in certain papers if the questions are deemed to be difficult. The CBSE had opined that a unilateral scrapping of the policy would put its students at a disadvantage during undergraduate admissions and considered it important that all state boards agree to it. If the states also decide to adopt the policy, then the cut-offs for admission to colleges are likely to go down. However, the practice of awarding grace marks will continue to ensure that a student clears an exam if he or she needs a few marks to do so.

New Delhi, Apr 25 (Agencies): Gold prices fell below Rs 29,000 per 10 grams level in futures trade Tuesday as speculators engaged in reducing their positions, tracking a weak trend overseas. At the Multi Commodity Exchange (MCX), gold for delivery in June fell by Rs 188, or 0.65 percent to Rs 28,943 per ten grams. At Delhi bullion market, gold prices slipped by Rs 50 at Rs 29,600 per 10 grams on amid weak overseas trend and easing demand from local jewellers. Traders said that apart from a weak trend overseas, where gold fell to almost two-week low, fading demand from local jewellers at domestic spot market kept pressure on prices. Globally, gold prices fell 0.44 percent to USD 1,270.40 an ounce in Singapore.
(PTI): A day after the CBSE scrapped its marks moderation policy, HRD Minister Prakash Javadekar said today it was up to various state education boards to take a final call on the practice of awarding grace marks to students in exams for difficult questions. “It is a good decision (by the CBSE). Several states have been taken on board, a consensus has been developed. But the final decision will be of the states, this is just like a suggestion,” Javadekar told reporters on the sidelines of an event here. “All boards should not be in a race to increase marks and any sky-touching grade should be replaced with genuine scores. The boards should not keep inflating marks in competition, this should not happen. “A good consensus has been developed. Let’s see how it progresses. I will take a brief on the meeting,” he added. At a brief launching programme KCCI president KCCI, Jabou Sekhose said that the exercise was needed as there was no proper database among KCCI registered members. He hoped that the digital database will benefit the KCCI as well as the state government in collecting data. Sekhose also informed that digital database has an embedded microchip where personal details of a particular trader would be stored and another key component
was issuing smart card to all the registered traders under KCCI. The smart card comes with an embedded Unique Identification Number (UIN) which is directly related to the registered trader’s account and can be used as identity card. It consists of chip, a barcode and trade license number to identify the traders. He said out of 5000 traders in Kohima, 3200 has been registered and the documents of 1300 traders have been validated for the smart card. Sekhose also informed all traders under KCCI to register for the smart card by submitting required documents such as aadhar card, residential proof, trade license, inner line permit, pan card, mobile number etc on payment of Rs. 300.

8 policemen killed by Taliban in Afghanistan KABUL, APR 25 (AGENCIES): The Taliban overran three security checkpoints in Afghanistan’s norther n Takhar province, killing eight policemen and cutting off a key road and two of the region’s districts, an Afghan official said on Tuesday. According to Sunatullah Timor, the provincial spokesman, the attack, which took place on Monday in the district of Darqad, triggered an hours-long firefight and also left three police officers wounded. Eight of the attackers were also killed in the gunbattle, he added. The insurgents succeeded in cutting off the districts of Darqad and Khuja Bhawedin, Timor
said, but the government has sent in reinforcements and launched a counter-attack. The attack coincided with Monday’s visit to Kabul by U.S. Defense Secretary Jim Mattis to assess what has become America’s longest war as the Trump administration weighs sending in more U.S. troops to help the Afghans fight the insurgency. From Kabul, Mattis offered a grim assessment for Afghan forces fighting the Taliban, saying that “2017 is going to be another tough year.” Mattis also accused Russia of providing weapons to the Taliban for use against Americanbacked forces in Afghanistan — a charge Moscow
denies. Mattis’ visit followed a Taliban raid on an Afghan base last week that according to some estimates killed over 130 soldiers and military personnel at a base in the country’s north. Mattis met with President Ashraf Ghani and other senior government officials just hours after the nation’s defense minister and army chief resigned over the massacre. The attack involved multiple gunmen and suicide bombers in army uniforms who penetrated the compound of the 209th Corps of the Afghan National Army in northern Balkh province on Friday, k i l l i n g a n d wo u n d i n g scores.
PARIS, APR 25 (IANS): French far-right presidential hopeful Marine Le Pen has announced that she is stepping down as leader of her National Front (FN) party to focus on gathering a large number of voters ahead of the decisive round in May. The move comes just a day after she reached the second round of the French Presidential elections, where she will face centrist Emmanuel Macron on May 7. In the first round of voting centrist Emmanuel Macron won 23.9 per cent and Le Pen received 21.4 per cent. Le Pen told French TV on Monday night that she needed to be above partisan considerations. “I have always considered that the President of the Republic is the President of all the French and must gather all the French, but it is necessary to trans-
late words into action,” she told France 2 public television on Monday. “I decided to leave the presidency of the National Front, and I am no longer the President of the National Front. Le Pen brought the anti-establishment FN party into the country’s political mainstream in Sunday’s first round to elect a new President for the next five years. The 48-year-old presidential contender succeeded her father Jean-Marie Le Pen in 2011 to head the NF party. Since then, she has been working on softening the party’s image by targeting widespread support of the young and the workers. After the first round of voting, French President Francois Hollande urged voters to choose Macron to keep out Le Pen. Speaking from the Elysee presidential palace, Hollande said that Le Pen’s platform of pulling out of the euro would devastate the country’s economy and threaten French liberty.

BEIJING, APR 25 (IANS): China has banned Islamic names for babies in Muslim-majority Xinjiang region, home to the Muslim Uighur ethnic minority, the Human Rights Watch (HRW) said on Tuesday. According to the move, children with the banned names like Saddam or Midina will not be able to get a residence permit called “hukou”, which is required for access to medical and educational services, it said in a statement. “This is just the latest in a slew of new regulations restricting religious freedom in the name of countering religious extremism,” the HRW said. The Xinjiang government claims the names were banned because of their religious connotation, which can “exaggerate religious fervour”, Efe news reported. On April 1, the authorities in Xinjiang had also imposed new rules banning “abnormal” beards or a full veil and warned people of punishments for refusing to watch state TV or radio programmes. Conflicts between the Uighur and the Han, the majority ethnic group in China and who also control the government, are common.

London, April 25 (IANS): The UK’s main opposition Labour Party has vowed a new plan for Britain’s exit from the European Union (EU) and said it would also scrap Prime Minister Theresa May’s plans if they win in June’s snap general elections, the media reported. In Labour’s first major policy statement on the issue of the election campaign, the party on Monday signalled that it would take a different approach to the two-year process of negotiating the EU exit -- expected to start in June, the BBC reported. The party would scrap May’s Brexit plan -outlined in a White Paper in February -- which envisages leaving the single market and customs union. Instead, it will focus on delivering a deal which “retains the benefits” of single market and customs union membership.

“If the enemies dare opt for the military adventure despite our repeated warnings, our armed forces will wipe the strongholds of aggression off the surface of the earth through the powerful preemptive nuclear attacks,” said Pak Yong-sik, the minister of the North Korean armed forces. Meanwhile, Seoul’s Unification Ministry said that North Korea does not seem to have any major events planned for the anniversary despite its war rhetoric. “Another military parade is not expected, as North Korea already held a massive parade on the birthday of late state founder Kim Il-sung,” said a military official. Instead of conducting a nuclear test or missile launch, North Korea staged the drill near the eastern city of Wonsan on the Korean People’s Army (KPA) anniversary, according to the South Korean military. The drill coincided with military exercises held by the US and South Korean navies in the Yellow Sea, off the western coast of the Korean Peninsula. The USS Michigan, one of US’ most powerful submarines, also arrived in South Korea on Tuesday. Tensions on the Korean Peninsula have heightened amid concerns about a possible pre-emptive strike

bers of the same household have access to the full catalogue of music, the IFPI estimates that 112 million people use a service like Deezer, Spotify, Tidal or Apple Music. However, the industry is wary of being complacent. “To raise the mission accomplished banner would be the worst mistake we could make,” said Universal Music’s Michael Nash.

“We’ve got to continue to convince consumers that [music] is still worth paying for, if we’re ultimately going to achieve sustainable growth,” added Dennis Kooker, president of digital services at Sony. YouTube said it paid the music industry $1bn (£794m) in royalties last year - but record companies claim it’s not enough.

n t i l t o d a y, w e thought Drake’s Views was the bestselling album of 2016, but new music industry figures suggest otherwise. According to the IFPI’s annual report, both Beyonce’s Lemonade and Adele’s 25 shifted more copies worldwide. Beyonce topped the chart with 2.4 million sales, while Drake came third, having sold 2.1 million units. The figures only include CDs, vinyl and downloads - which may explain Drake’s sudden change in fortunes. Once streaming is counted, he emerges as the most popular artist of 2016; with his inescapable single One Dance the year’s most popular song. The explosion in streaming services also helped the music industry grow in value for the second year in a row, with revenue up by 5.9% to $15.7bn (£12.35bn). That’s the fastest rate of growth since the IFPI began tracking the market in 1997; and comes after 15 years of downturn, during which time the music industry lost nearly 40% of its revenue. “We are no longer running up a down escalator,” observed Warner Music CEO Stu Bergen. Subscription streaming services are largely responsible for the turnaround. Revenue from Spotify, Apple Music and their competitors rose by 60% last year. By contrast, earnings from CDs and vinyl fell by 7.6%; while the value of downloads - once seen as the saviour of the industry plummeted by 20.5%. The International Federation of the Phonographic Industry (IFPI) launched their annual report at a lowkey reception in London on Tuesday morning, soundtracked by a lounge pianist covering John Legend’s All of Me and Coldplay’s Trouble. All three of the major record labels - Universal, Sony and Warner Music - attended the event; giving their perspective on the figures. Here are some of the other headlines and revelations from the launch. By the end of 2016, the number of people subscribing to a subscription service reached 97 million worldwide. Golden State Warriors guard Stephen Curry, left, dribbles around his back past Portland Trail Blazers forward Al-Farouq Aminu
of a playoff game, and left the Trail Blazers reeling on their home floor in Portland. Kevin Durant, sidelined the past two games with a left calf injury, scored 10 points in 20 minutes on the floor and Draymond Green added 21. In the next round the Warriors will face either the Los Angeles Clippers or Utah Jazz, whose series was knotted at two games apiece. The Warriors scored the first 14 points of the game and were up 28-5 six minutes into the contest. Durant got things rolling with a pull-up three-
pointer and followed up with a transition dunk, quickly allaying any fears his calf might still be troubling him. Damian Lillard scored 34 points for the Trail Blazers, but it was really no contest against a Warriors team trying to return to the NBA Finals for a third straight year and regain the crown they surrendered last season to the Cleveland Cavaliers.

The winners of the series will take on the defending champion Cleveland Cavaliers, who swept their series against the Indiana Pacers. The Cavaliers beat the Raptors in the Eastern Conference finals last season. Kyle Lowry added 16 points and 10 assists for the Raptors. Serge Ibaka contributed 19 points, DeMar DeRozan had 18, DeMarre Carroll added 12 and Cory Joseph scored 10 off the bench. But Bucks coach Jason Kidd said it was Powell, a reserve guard most of the season, who has made a big difference since he was inserted in the starting lineup by Raptors coach Dwane Casey. The Raptors got off to a strong start, using a 17-0 first-quarter run to take a 26-11 lead. Milwaukee responded with a 9-0 run, but the Raptors were up 31-20 at the end of the first period. Gujarat Lions sign Irfan Pathan NEW DELHI, Apr 25 (PTI): Former India allrounder Irfan Pathan got an IPL lifeline after the struggling Gujarat Lions roped him as Dwayne Bravo’s replacement. Pathan Junior was one of the biggest names that went unsold at the February auctions of IPL. He had a base price of Rs 50 lakh and twice his name came under the hammer only to be ignored by franchises. Bravo has already been ruled out of IPL as he is yet to fully recover from a surgery he underwent for his injured left hamstring. The Lions languishing at the seventh place in the eight- team IPL are in search of an Indian seamer all-rounder. It was Irfan’s experience of 102 IPL games in previous nine seasons and dearth of quality all-rounders in the country that worked in his favour. In fact, Irfan posted his picture on Twitter, wearing a Gujarat Lions T-shirt with a message, “looking forward to be a part of this wonderful unit.” The 32year-old Irfan, once India’s premier all-rounder, has been out of national reckoning for quite sometime now. He has 80 wickets and 1137 runs in IPL cricket. In nine years Irfan have played for five franchises including Kings XI Punjab, Delhi Daredevils, Chennai Super Kings, Sunrisers Hyderabad and Rising Pune Supergiant.
AIBA withdraws support to SBL NEW DELHI, Apr 25 (PTI): The International Boxing Association (AIBA) withdrew its support to the Amir Khan-promoted Super Boxing League in India after the event failed to get the national federation’s backing. The Super Boxing League (SBL) is set to roll out from July 7 to August 12 this year. It will feature eight franchises and each team will comprise six players (five men and one woman with six back-up players per team). The competition will be in six different weight categories with bouts of four rounds of three minutes each. SBL had claimed association with AIBA Pro Boxing (APB), stating that the technical officials were to be provided by it. However, the world body backed out despite “positive preliminary discussions” after the Boxing Federation of India refused to allow its boxers in the event. “We understand that this is not the case following valuable feedback from BFI and therefore AIBA will not be pursuing this opportunity any further. AIBA would like to wish Mr Bill Dosanjh (the event’s India partner) well for his project in the future,” it added. Former world champion and Olympic medallist Amir Khan will be the face of the league in India and would be significantly involved in its running.

trust deficit between Manohar and the BCCI. “The offer came from Manohar. He is the chairman but ICC is a members’ body and the chairman doesn’t decide who gets what share of the pie. It’s the members who decide. We are still working on the formula with all nations. They are receptive. Mr Manohar doesn’t decide what should be BCCI’s share,” the official added. The BCCI has been at loggerheads with the ICC on the proposed revenue model which considerably cuts down India’s share. In the existing revenue distribution model, BCCI gets USD 579 million from
the ICC. If Manohar’s proposal is passed by the ICC, then BCCI’s share comes down drastically to USD 290 million which even the Committee of Administrators (COA) had found unacceptable. In fact, Vikram Limaye, after attending the last ICC Board Meeting, had objected to the model term-
ing it as something based on good faith and equity. When asked what will be the BCCI’s stand on the issue, the official explained how they plan to work it out. “Let us take the example that BCCI were being paid Rs 500 and others are being paid Rs 100. Now these member nations have been promised Rs 175 or let’s say Rs 200. What Mr Manohar is trying do is to reduce BCCI’s share to Rs 300 in order to increase their share,” he said. Asked what’s the solution, he said, “We are assuring the member nations that even if our share remains Rs 500, we promise to create a model to increase their share
Newcastle secured promotion from the Championship following victory over Preston.
L O N D O N, A p r 2 5 (Agencies): Rafael Benitez succeeded in his gamble of staying on as manager as he steered Newcastle United straight back up to the Premier League with a 4-1 win over Preston on Monday. The former Liverpool, Chelsea and Real Madrid boss stayed on after they were relegated to the Championship at the end of last season and even though Newcastle stumbled of late, the victory over Preston guaranteed a top two finish. The Magpies became only the seventh team out of 18 to go straight back up to Premier League in the past six years. They will join Brighton - who were assured of promotion to the Premier League for the first time
last Monday - in the top tier next season. A crowd of just over 50,000 had endured a nervy first-half as the Magpies once again looked tense -- just two wins in their last eight games when they had looked like cruising back to the top flight had set nerves on edge. Things had looked on course for an easy passage when Spaniard Ayoze Perez scored in the sixth minute -- although there were suspicions of the ball going in off his arm. However, the visitors levelled soon afterwards with a stunning goal from Jordan Hugill, who nonchalantly f licked Tom Barkhuizen’s cross into the net for his 12th Championship goal of the season. The hosts floundered for most of the rest of the

BCCI rejects Manohar’s additional $100mn offer Mumbai, Apr 25 (PTI): The revenue model feud between the ICC and the BCCI continued on Tuesday with the Indian cricket body outrightly rejecting the world body’s offer of an additional USD 100 million in the proposed format. “Yes, ICC chairman Shashank Manohar gave us an offer of an additional USD 100 million in the new financial model. In fact, he gave us a deadline to get back to him. From our end, we won’t get back to him as we don’t even consider it an offer,” a senior BCCI source present in Dubai, told PTI. Asked why the offer is not even being considered, the official blamed it on the

to Rs 200. But please have faith that we can propose a revenue generation model.” The BCCI is also not announcing the squad for Champions Trophy today, which is the ICC deadline. However, the ICC constitution allows countries to name their squads post the deadline under certain circumstances. With atleast 14 of the 15 members of the Indian team more or less known, the Indian officials are in no tearing hurry. “Tell me one thing, if we name the squad, say for example on May 5, will ICC bar us from participation. We have a settled squad and naming it is a mere formality,” he concluded.

half with the massed ranks of spectators going quiet. That was until Christian Atsu, on loan from Chelsea, awoke them from their torpor as he tucked the ball home in the 45th minute. Doubts still lay in the back of the fans’ and players’ minds but they were dispelled in dramatic fashion in the 64th minute as Paul Gallagher handled on the line and was sent off -- the reliable Matt Ritchie tucked away the penalty and ran to the Newcastle fans to celebrate. For the Scottish international it was a personal record of 16 goals in one season and the memorable night was rounded off when Perez added his second, again not very elegantly as the ball went in off his shoulder.
Argentina at risk of missing World Cup: Maradona
Diego Maradona
Buenos Aires, Apr 25 (IANS): Argentina face an uphill battle to qualify for next year’s World Cup without their suspended talisman Lionel Messi, according to Albiceleste legend Diego Maradona. Messi has served one match of a four-game international ban for abusing an assistant referee in a World Cup qualifier last month, reports Xinhua news agency. “With all due respect to the national team, I think that without Messi we are at risk of missing out on qualifying for the World Cup,” Maradona told Radio Rivadavia. “I would accept a playoff spot now, but Argentina are always capable of finding something extra.” Argentina are currently fifth in the South American zone World Cup qualifying standings with four matches remaining. Only the top four teams will qualify automatically for the tournament in Russia while the fifth-ranked side will earn a playoff berth.

Subrata Paul suspended for dope taint
Subrata Paul
NEW DELHI, Apr 25 (PTI): Acclaimed Indian goalkeeper Subrata Paul was on Tuesday provisionally suspended after failing a dope test but has vowed to prove himself innocent by going for the confirmatory ‘B’ sample test.
All India Football Federation (AIFF) General Secretary Kushal Das said Paul, an Arjuna Awardee, flunked an out-of- competition test last month. Paul is faced with the prospect of a four-year ban. “The banned substance is terbutaline. According to the NADA letter to AIFF, Subrata is under provisional suspension,” Das told PTI. Terbutaline is a bronchodilator and is taken when people have trouble breathing or a medical condition such as asthma. It is also present in commonly-used expectorants administered for cough and cold. But, athletes must apply for a TUE (Therapeutic Use Exemptions) certificate if they want to use
asthma-related drugs. According to WADA, terbutaline is placed in the category of ‘beta-2 agonists’, which is prohibited at all times (in competition and out-of-competition) Asked if Paul can still play for his club DSK Shivajians in their last I-League fixture at home against Minerva Punjab on April 30, Das said, “He can apply for a B sample test as well as simultaneously appeal for the lifting of this provisional suspension. “Once he appeals (for lifting of this provisional suspension), he can play but in case the NADA Panel rules against his appeal whatever match he has played after NADA’s intimation to us that he has failed his A
sample test will be forfeited (his club will be declared to have lost the match).” Das said Paul’s urine sample was taken by NADA on March 18 when the Indian team was in the national camp in Mumbai. All the players were tested during that camp. Under WADA rules, the National Anti-Doping Agency will have to inform the player as well as the federation about the dope result. The player has the right to request for a confirmatory ‘B’ sample test. He will be put under provisional suspension pending his ‘B’ sample test. Under new WADA rules, a first-time dope offender will serve a maximum period of four-years.
The 30-year-old Paul said he will go for the ‘B’ sample test and claimed that he will prove his innocence. “I am shocked at this news that I failed a dope test. I have not got any official communication from the NADA or the AIFF. I am getting to know about this from the media. I will prove my innocence as I have played the game with honesty and integrity in my career of more than 10 years now,” Pal said. “I will request for the ‘B’ sample test as I believe that I have not done anything to fail a dope test. All the players were tested during the Mumbai national camp and I never thought that my sample will return positive,” he added.
