Work with Centre as ‘Team India’: PM to states Dr. Shürho urges Modi to reconsider problems of special category states
Spl. Correspondent
NEW DELHI, APR 23 (NPN): Prime Minister, Narendra Modi on Sunday called upon the state governments to work with the Union government, as “Team India,” to build the India of the dreams of our freedom fighters by 2022, the 75th anniversary of independence. Addressing the third meeting of the Governing Council of Niti Aayog, Modi also said the thinktank’s long, medium and short term action plans would benefit all the states. “Niti Aayog is working on a 15-year long term vision document, seven-year medium term strategy, and three-year action agenda,” he told the meeting, which was attended by chief ministers, union ministers and senior officials. Modi further said the vision of ‘New India’ can only be realised through the combined efforts and cooperation of all the states. “Team India” has assembled here to discuss and reflect on ways to prepare the country for changing global trends, Modi said. Modi also urged upon the states, local governments and all government and non-
MTMK slams govt over road repair work DIMAPUR, APR 23 (NPN): Medziphema Town Mechü Krotho (MTMK) has slammed State government’s “apathetic attitude” while executing road repair work in Medziphema town and for failing to fulfil the demand of Medziphema Town Youth Organisation (MTYO) despite repeated appeals through local dailies. MTYO demand was that renovation should be carried out for the whole stretch of the road at Medziphema (Zero point junction to SASRD, NU gate). MTMK alleged that despite Rs. 47,07,000 allocated for the whole stretch only potholes were repaired. MTMK also accused state government of not resolving the infrastructure development work at Medziphema Town, which started in 2015 despite “MoU signed between the two contending parties, all works have come to a grinding halt”. In this regard, MTMK president Akhoto Kuotsu and general secretary Khrielie Iralu and Medziphema Town Women Organisation (MTWO) president Rüüzeü Khate and general secretary, Kelengunuo Zumvu, in a statement reiterated to support MTYO and to pursue the matter until it arrive to a logical conclusion.

government organizations to decide goals for 2022, and work in mission mode towards achieving them. Describing the discussions at the meeting as constructive, Modi said that the circulated vision document was a draft. He assured that all suggestions given by the chief ministers would be taken into account before finalizing it. Modi also laid emphasis on good governance and said it leads to optimum utilization of resources, even when resources are less than desired. The Prime Minister noted that the theme of regional imbalance was raised by a number of chief ministers. He agreed that this has
to be addressed on priority, both nationally, and within States. Observing that Niti Aayog has been taking steps to transform India, the prime minister asked the government, private sector and civil society to work in sync to promote development. The Aayog, he said, is a collaborative federal body whose strength is in its ideas, rather than in administrative or financial control. Noting that the chief ministers need not come to Niti for approval of budgets or plans, he said the body had gone beyond relying on government inputs and taken on board a number of outside specialists, experts and young professionals.
The states too can contribute to policy formulation, he added. Modi noted that while there has been a 40 per cent increase in overall fund allocation to states between 2014-15 and 201617, the percentage of funds tied to Central schemes has declined from 40 per cent to 25 per cent. States need “to speed up capital expenditure and infrastructure creation,” he said. Stating that poor infrastructure in the country is hampering economic development, Modi said more expenditure on basic infrastructure such as roads, ports, power and rail would help in accelerating the pace of growth.
Teachers temporarily suspends stir
Restoration of transformer
DIMAPUR, APR 23 (NPN): Nagaland RMSA Te a c h e r s A s s o c i a t i o n (NRMSATA) central body has decided to temporarily suspend their agitation with effect from April 22, 2017 after the School Education department assured to disburse the salaries. The decision was made after the principal secretary Education department issued a written assurance for payment of salaries to RMSA teachers, NRMSATA president Renbemo L Patton and general secretary Kezhothito Keyho stated in a press note. In this regard, the association has directed all its members to return to their respective schools and carry normal duties. The association agreed to call off the agitation on the basis of a four-point assurance by the state government. The state government
assured to arrange and make payments for two months’ salary from the state budget in the month of May 2017. The government assured to release all pending salary if the fund after re-validation of the second installment of 2016-2017 is received from the MHRD (GoI). It also assured to release two months’ salary at the time from June 2017 from the State budget till the backlog of salary was cleared, if fund received from the Centre was not sufficient to clear all pending salary. agaland chief minister Dr. Shürhozelie Liezietsu on Sunday requested Prime Minister, Narendra Modi to reconsider the problems faced by Special Category States particularly Nagaland and approve the SPA backlog. Speaking at the governing council meeting of the NITI Aayog in Delhi, Dr. Liezietsu apprised the PM that the unfinished projects would never be completed by the meagre resources made available to the State. On appraisal of the 12th Five year plan, he maintained that there had been disruption in the implementation of various projects approved by the then Planning Commission. In this regard he requested that the NITI Aayog’s recommendations be treated as binding on other ministers including the Finance ministry. If not, the efforts of NITI Aayog and its successor role to the Planning Commission would be questioned, he said while citing an instance that the NITI Aayog, after much consultation, had submitted the recommendations to the
Finance ministry with regard to SPA. However, he said they remain unapproved. While lauding Modi for his vision for all the states, Dr. Liezietsu also highlighted on Nagaland’s ‘Vision 2030’ vis-à-vis the Act East Policy. On the other hand, Dr. Liezietsu agreed upon the recommendations submitted to NITI Aayog on rationalization of centrally sponsored schemes, skill development and Swachh Bharat Mission, elimination of poverty and agriculture development. On GST, he informed that Nagaland had already enrolled 54% of the taxpayers online and the remaining taxpayers were being encouraged to enrol at the earliest. He assured that Nagaland would be ready for the GST regime. Fur ther, Liezietsu appealed to the Centre to expedite the ‘Framework Agreement’ signed between Government of India and NSCN (I-M), stating that the bold agreement would finally bring to a close to the long standing political issues allowing for a vibrant (Cont’d on p-8)
Nagaland among 7 states oppose AIJS NEW DELHI, APR 23 (AGENCIES): Seven states, including Nagaland, have opposed the formation of an All-India Judicial Service (AIJS), a 60-year-old proposal which has received a fresh push from the Modi government. BJP-ruled states like Arunachal Pradesh, Madhya Pradesh and Maharashtra also wants recruitment for the all-India judicial service (AIJS) to be done in a particular manner which the Law Ministry feels is “not in consonance” with the provisions of the service included in the Constitution. According to a Law Ministry note on AIJS circulated to members of a parliamentary consultative committee attached with the ministry, the governments of Bihar, Chhattisgarh, Manipur, Odisha and Uttarakhand want major changes in the proposal formulated by the Centre. “State governments of Arunachal Pradesh, Himachal Pradesh, Karnataka, Madhya Pradesh, Meghalaya, Nagaland and Punjab do not favour formation of AIJS. The Maharashtra government wants recruitment to be done at judicial magistrate (first class) level which is not in consonance
with the provisions of AIJS included in the Constitution,” it said. Besides these 13 states, “no response” has been received from the rest, the note states. Also, the high courts of Andhra Pradesh, Bombay, Delhi, Gujarat, Karnataka, Madhya Pradesh, Madras, Patna and Punjab and Haryana have not favoured the idea. One of the problems cited is that since several states, using their powers under Code of Criminal Procedure (CrPC) and Code of Civil Procedure (CPC), have declared that the local language would be used in lower courts even for writing orders, a person, say selected from Tamil Nadu, may find it difficult to hold proceedings in states like Uttar Pradesh and Bihar. The Centre’s plan to create a national-level judicial service, on the pattern of the All-India Civil Services, has been supported by the Law Commission and a department-related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice has also supported the idea. The issue was first discussed in 1960 but the plan has not taken off due to continued difference.
NVCO serves 10-day deadline on state govt. DIMAPUR, APR 23 (NPN): Nagaland Voluntary Consumers’ Organization (NVCO) Tseminyu Sub-division unit on Sunday served 10-day deadline (with effect from April 24) on the power department demanding restoration of power feeder transformer at Tseminyu town. NVCO unit president John Semy and general secretary Asao Seb in a statement cautioned that the department would be held responsible on the failure to meet their demand within the stipulated time. They claimed that transformer broke down on April 9, due to the negligence of the department. (Cont’d on p-8)
Funds released for ‘works’ on roads
Staff Reporter
Dimapur, Apr 23 (NPN): While condition of roads in Nagaland have attained some notoriety for the reason that despite funds released since the past decade or so, the pot holes become bigger and the black bitumen surface totally disappearing. It would seem that the funds are released to the appropriate authorities on paper and where the money has gone to is not difficult to fathom. As disclosed in a section of the media, a total of Rs.40 crore was purportedly drawn for the same
works shown for Mokokchung, Kiphire, Mon, Longleng, Tuensang, Wokha, Peren, Phek, Zunheboto, Kohima and Dimapur divisions. According to one document, the deputy secretary finance issued sanction for Rs.20 crore as per demand No. 58 under Roads and Bridges annexure to drawing limit No.28 for 2016-17 on December 12, 2016. Again, the same finance department sanctioned Rs.20 crore on March 16,2017 under demand No.58 under annexure to drawing limit No.46 for the various divisions of the
R&B in the 11 districts as mentioned. It is yet to be ascertained whether the same amount was sanctioned for different works or for the same works. Again, if the sanction was re-validated on March 16,2017 then there should be some explanation. However, the probable tip was revealed when Rs.5 crore was sanctioned/ released towards “improvement of road from City Tower Jn to DC court Jn Dimapur”. As per physical evidence, no works have been carried out along the stretch of the road in recent months. The question is whether the money was released for works undertaken several years back during 2013/14? Another set of works were also purportedly undertaken in Phek and Kohima including Dimapur ( fly over bridge approach road & Eros lane approach road) totalling R.8 crore. K Y M C

homage to the war heroes would be meaningful only when people of the current generation collectively take a pledge to fight against poverty, deprivation, illiteracy, underdevelopment, discrimination and other social evils. She said that Khongjom war heroes knew that British troops were far better in weaponry and larger in numbers, but they did have the will and desire to protect their motherland. “While paying homage at the Khongjom War Memorial, we can imagine how the Manipuri war heroes fought the British forces with
swords and little shields”, she added. She added, “We are living in a free country today because of the supreme sacrifices made by these martyrs and freedom fighters.” Dr Heptulla also urged the people of the current generation to ask themselves everyday whether they had contributed their bit in nation building and bringing development. A contingent of Manipur Rifles gave guard of honour, general salute, reverse arms, sounding of last post, two minutes’ silence, slope arms and order arms in honour of the martyrs. Deputy chief minister Yumnam Joykumar, who presided the main function, reminded that Manipuri warriors had to fight the battle with British forces despite knowing the strength of the invading British soldiers who took undue advantage of disunity among princes. He said, “Even today, we will get to see many discords and unwanted happenings if we are divided.” The deputy chief minister further said that while observing Khongjom Day, “We need to remember supreme sacrificed made by a number of unknown warriors as well.” Apart from Khongjom Parva performance, a play based on the battle of Khongjom was also staged on the occasion.
Nirjuli declared first digital village of Arunachal
Itanagar, Apr 23 (Agencies): Nir juli village-1 in Papum Pare district was on Sunday declared as the first digital village of Arunachal Pradesh. After inaugurating it, North-East circle chief general manager of State Bank of India (SBI) PVSLM Murty said the people here face numerous hurdles in their life for perennial communication hazard so that’s why the bank had urged the state government to improve connectivity in the state to speed up socio-economic development of the people. Recalling his visit to far-flung Ziro, Daporijo, Aalo, Mechuka and Pasighat in the recent past, he said that the SBI has urged the state government to improve connectivity to speed up socioeconomic development of the masses. Announcing all out support of the SBI, he assured support to promote V-set linked customer service point (CSP) and urged the GoAP to offer incentives like Assam Government. Applauding initiative of Prime Minister Naren-
dra Modi to benefit the masses and reduce their dependence on banks, Itanagar Municipal Council (IMC) deputy chief councillor Tarh Nachung said the step would make the common men bankers anywhere. “The attitude of the SBI staff should be more customer-friendly and customers are gods,” Nachung said. While recalling the history of stage capital, Gaon Bura Taba Kamin said that this village existed in 1970 and the NEFA capital was shifted from Shillong to this place in 1971 at the initiative of then chief administrator KKA Raja while ASM Nabam Lama lauded the SBI for facilitating the village notified in 2006 to be part of bank revolution to benefit future generations. RBU regional manager S. Bairagi highlighted the importance of digital village, while Tezpur region DGM Tilak Kumar Dhar informed that of 348 households of the total 493 have been provided with Rupay Card to encourage cash-less transactions. “This hilly state has huge untapped
natural resources which could be tapped after effective road connectivity,” he said, adding the SBI has been facing numerous constraints but making all out efforts to improve its services. Senior bankers led by Murty donated useful articles under its corporate social responsibility to various local educational institutions and health subcentre. Moreover, Murty accompanied by senior bankers including Naharlagun SBI AGM Robin Pathak and Arunachal Pradesh Rural Bank chairman Akshya Kumar later donated a 20-seater bus to Abotani Bidya Niketan (ABN) under its CSR. The key was handed over to its chairman Tai Tagak at a function later before it was flagged off. The SBI aims at reciprocating the benefits received from the society through its CSR, in which the bank spends 1% of its profit, Murty said, adding the bus would be helpful to the students. The SBI is the lead bank of Arunachal Pradesh with 37 of the total 180 bank branches.

IMPHAL, Apr 23: A group of individual Sunday staged a silent protest in Imphal demanding justice to the two teenage girls who were sexually assaulted by a group of seven youths including a juvenile on April 14 evening in Imphal East. “With the increasing number of crimes perpetrated on girls and women, we have to introspect as a
society and be proactively engaged to create a safe space for survivors who are otherwise unable to report their complaints due to fear of stigmatization and fear of their complaints being ignored,” said Sonia Nepram and Devakishor Soraisam in a joint statement after the protest demonstration. Newspaper reportage have evidenced that the accused were young juveniles and it was alarming why
children have become so dehumanized and utterly odious to commit such abominable sexual violence, she added. “As concerned citizens, we feel it is time to critically look at the values a d education imparted to our young minds not just in the schools and colleges but also in the families and society at large,” they said. “We have to stop blaming the victims and help them transform into
survivors above this experience they have been subjected too and while doing so include our young men to enlighten them on gender based violence and engage in healthy dialogue with them with the help of parents and educators alike,” they added. The individuals who took part in today’s demonstration have decided to submit a memorandum to the chief minister and concerned departments to take the necessary actions and not delay the justice mechanism as the public is optimistic towards the new government, the joint statement added. It can also be noted there that the seven alleged accused were arrested by the police after the chairperson of Imphal East District Child Welfare Committee, Child Protection Officer and Imphal East Women Police Station jointly investigated into the case and found out the whereabouts of the culprits.

The horn of the rhino was missing. An empty cartridge of a .303 rifle was also recovered from near the spot. Police have detained three persons for interrogation in connection with the incident. With this, the number of rhinos killed by poachers in Kaziranga national park this year has gone up to three. Divisional forest officer (Kaziranga), Rohini Saikia, said, “The rhino was shot dead three to four days ago by poachers, who chopped off its horn. Our staff found the decomposed carcass from the spot when they were on patrol.” The incident took place near Sibe anti-poaching camp of the park’s Agoratoli forest range, an area which has a large presence of forest staff. Sarma, who was in Shillong to attend the fifth state executive committee meeting, also claimed that they are confident to form BJP government in the state in 2018. Indicating that the BJP was preparing to contest in all the 60 Assembly seats, Sarma said, “We are of view that Meghalaya has a very unpopular government. Meghalaya has not seen the kind of development, which the people of the state deserve. Therefore, in order to make Meghalaya a frontranking state there should be a government which would be ready to implement Modi’s vision both in letter and spirit.” Election to the 60member Assembly was scheduled to take place in February-March 2018. Though, Sarma was confident to win Meghalaya on its own strength, the BJP has also started roping in antiCongress forces in the state.

MCD polls: Exit polls predict clean sweep for BJP
New Delhi, APR 23 (AGENCIES): Even a Sunday off failed to get Delhiites to the polling stations to vote for the civic elections for the three municipal corporations. The outcome of this election is being billed to have a much wider impact on city’s politics than being restricted to which party captures power at the Civic Centre. Voting for 270 seats across the North, South and East municipal corporations came to an end at 5.30 pm. While the final figures of the voter turnout will be available later in the evening, data shared by the State Election Commission from 252 wards claimed 44.48% turnout till 4 pm. Votes will be counted on April 26. An exit poll by Aaj Tak and India Today TV called the election for BJP. The India Today exit poll predicted about 80 seats for BJP in North and South corporations and 50 seats in East corporation. AAP is predicted to be far behind in the second place in all three corporations, according to the poll, just ahead of the Congress. Exit poll by ABP News predicted a huge win for BJP in all the three municipal corporations with AAP a distant second. They give the BJP 88 out of 104 seats in North, 83 out of 104 in South and 47 out of 64 in East. In the overall tally, the ABP News poll gave BJP 218 seats out of 272 seats, AAP 24 and Congress 22. Even as fewer than expected people came out to exercise their franchise, Delhi chief minister Arvind Kejriwal, who was among one of the early voters,
Voters queue up to vote in the municipal corporation election on Sunday. questioned the State Election Commission over its preparedness for the polls. “Reports from all over Delhi of EVM malfunction, people wid voter slips not allowed to vote. What is SEC doing? (sic)” Kejriwal tweeted. The poll panel, however, clarified that only three such complaints were received and all faulty EVMs were immediately replaced. “Each returning officer is given four-five extra EVMs as a precautionary measure. As and when, any error is reported, the EVM is replaced immediately. We had received complaints of malfunctioning from three areas in the morning where EVMs were changed,” said a senior SEC official. Former Delhi minister and BJP leader Arvind Singh Lovely also could not cast his vote as there were some problems in the EVMs at the polling booth in East Azad Nagar area. “I reached the polling station at 8 am. However, I could not vote as the EVM was not working and I had
to leave due to some urgent work. I will go later to cast my vote,” he said. Meanwhile, voting on two seats — Maujpur in East MCD and Sarai Pipal Thala in North MCD — could not be held on Sunday due to death of a candidate in both wards. Bypolls for thes two seats will be held in May, State Election Commission officials said. The 2012 municipal elections had recorded a 55% turnout, the highest ever in the city’s civic polls. Going by the importance being attached to the civic polls this year, the voter turnout was expected to be higher. In 1997, the polling percentage was 41%, while it increased to 51% in 2002 and dropped again to 42.78% in 2007. On the other hand, the city witnessed 67.14% polling in 2015 assembly elections and 65.09% in 2014 Lok Sabha elections. Some of the early voters included lieutenant governor Anil Baijal, who turned up at 8 am to cast his
Kerala Minister calls IAS officer mad; abuses workers
T h i ru v anan thapuram, Apr 23 (IANS): Kerala Power Minister M.M. Mani on Sunday drew flak for allegedly calling an IAS officer “mad” and made disparaging remarks about women plantation workers. Opposition leaders attacked Mani, with two leaders of the BJP and the Congress demanding his resignation. On Saturday evening, the Minister first took on IAS officer Sreeram Venkitaraman, who was involved in clearing usurped government land of encroachments in Mani’s home district Idukki. “In Idukki, most religious establishments are located on land that do not have clear title deed. He (Venkitaraman) is a mad man and should be sent to Oolampara (mental hospital in Thiruvananthapuram),” said Mani, who has waded into controversies with his uttrances in the past as well. Later, addressing a public meeting in Idukki on Saturday night, Mani, a CPI-M leader, said he knew
MM Mani what all went on during the strike by ‘Pembulai Orumae’ (Women’s Collective). “It was a stage-managed protest led by vested interests. I know what all happened. When the strike was on, other activities were taking place in nearby forests,” Mani said. Angered by Mani’s remarks, women plantation workers’ leader Gomathy said they had launched a protest in Munnar town from Sunday afternoon. “Who is Mani to speak about us? What does he know about us? We will not end our protest till the Minister apologises,” a furious Gomathy said. The 2015 strike by women plantation work-
Family court in Ujjain nullifies triple talaq UJJAIN, APR 23 (AGENCIES): A family court here has “nullified” the triple talaq given by a man to his wife on the grounds that due procedure, as prescribed in Muslim religious texts, was not followed in the matter. Additional principal judge of the family court, Omprakash Sharma on March 9 observed that the procedure adopted by Tousif Sheikh to divorce his wife was “illegal” and “ineffective” and nullified the same. Arshi Khan got married to Tousif from Dewas on January 19, 2013 and after some time he (Tousif) started demanding money from her. When his demands were

not fulfilled, he started troubling her, the victim’s lawyer Arvind Gaud said. After some time the woman left her husband’s place and returned to her parents’ home. She later filed a case under the Anti-Dowry Act against Tousif, said Gaud. That case is still pending in the court, he said. Meanwhile, on October 9, 2014, Tousif verbally divorced Arshi by stating talaq in Ujjain court premises, where they had come in connection with some other case. Later, he informed her through a notice that he had divorced her by stating talaq thrice while coming out of the court premises on that date.
ers in Munnar had forced the then Oommen Chandy government to hike their wages. Congress leader Lathika Subhash said Mani had brought shame on Kerala. “Chief Minister Pinarayi Vijayan should ask Mani to step down for his abusive words against plantation workers. I know the sufferings of these women,” said Subhash. On Sunday, former state Congress President V.M. Sudheeran slammed the Minister: “Mani has become a liability for Kerala.” Communist Party of India leader Prakash Babu had a Biblical take on the whole affair: “What I can say about Mani is to repeat what Jesus said -- Forgive them, for they know not what they are doing.” State CPI-Marxist Secretary Kodiyeri Balakrishnan refused to comment. Kerala Youth Congress President Dean Kuriakose said Mani should be “put in chains for his utterances”. Chief Minister Pinarayi Vijayan promised to talk to Mani.

Cong leader mock EVM malfunctions
The Congress and the Aam Aadmi Party found common ground today when it was reported that several electronic voting machines (EVM) at the Delhi civic poll election booths weren’t working. A Maharashtra Congress leader Shehzad Poonawalla, cited and replied to a quote by an AAP sympathizer, which talked about “faulty EVMS.”. AAP chief Arvind Kejriwal then retweeted Poonawalla’s tweet, in which he came up with an interesting version of what EVM stands for - ‘Extremely Vulnerable Machines.’ The BJP has been battling allegations of “EVM fraud” since the results of the recent five Assembly
polls were announced last month. The first politician to allege such “fraud” was BSP chief Mayawati, after which the Congress, AAP and the SP have joined the chorus. In fact, Delhi chief minister Kejriwal yesterday told a news agency he fears “5 to 10 per cent” EVM tampering in Delhi’s civic polls. “One, pre-2006 EVMs without security features are being used in Delhi; two, these EVMs have no VVPATs; three, the EVMs are coming from Rajasthan (where he said EVMs were tampered with),” the AAP chief told IANS.
Delhi EC hauls up news channels
The Delhi State Election Commission on Sunday asked two major news channels to explain the reason for the telecast of the survey they made ahead of the MCD polls, in which they had projected a big BJP win. State Election Commissioner S.K. Srivastava also said that he has also asked the two channels -- ABP News and Times Now -- not to broadcast the survey news again. “We took a suo moto action against them as one could see it being played on TV. We didn’t have to wait for anyone to come with a complaint to us. We have demanded an explanation from the channels for the survey... it was a breach of the Model Code of Conduct,” Srivastava told IANS. The results of the survey were telecast on the eve of the capital’s municipal elections on Sunday. The Congress also said it had complained to the SEC about the matter.
Nano-technology will take over soon: Swaminathan New Delhi, Apr 23 (IANS): Noted agricultural scientist M.S. Swaminathan, hailed as the mentor of the Green Revolution that saw India achieve self-sufficiency in foodgrain, feels GM technology, which has generated much heat in the country, will soon become “obsolete” with the advent of nano-technology and other solutions. He also felt that it was “very important” that the loans of farmers across the country be waived -- as the new Uttar Pradesh government has done -- due to the prolonged drought, climatic aberrations and adverse market conditions. Speaking on the efforts by a group of scientists pushing for commercial cultivation of genetically modified (GM) crops in India as well as the opposition to this by environment activists, Swaminathan said there was no clear public policy on GM crops. Swaminathan said new technologies were coming, which could be used to achieve the objective of food security but noted that this required concrete political intervention. “We have only one (GM crop) in cotton
now, which is failing as new pests have come. Now, nanotechnology is coming, which will make GM technology obsolete. Gene therapy technology has come, so it is not necessary to go to the GM’s root,” Swaminathan, who served as Director General of Indian Council of Agricultural Research and Secretary, Department of Agricultural Research and Education (1972-79), told IANS in a telephonic interview. “Things are happening in the scientific world, but in the political world we require some legislation or regulation as we have for our nuclear entity. We need a technology regulatory authority.” At the same time, he said GM crops should be supported on a case-by-case basis. “Any new technology leads to progress, as there is nano-technology. There are so many other technologies. So, do not condemn or praise technology per se but appreciate the technology for its benefits. We do not condemn nuclear power because somebody uses it. Similarly, GM can do a lot of good or create difficulties (by the manner in which it is employed),” he said.

ISRO to increase frequency of launches to 12 per year
AS Kiran Kumar HYDERABAD, APR 23 (AGENCIES): The Indian Space Research Organisation is trying to increase its capacity to deliver by scaling up the frequency of launches to 12 per year from the seven at present by building more satellites and lowering the cost of access to space. “Earlier, we were doing 2-3 (launches) per year, then we increased it to 4-5, last few years we have been doing seven launches,” space agency Chairman AS Kiran Kumar told PTI. “Now, we are trying to go up to 8-9 PSLV per year, two GSLV-Mk II and one GSLV-Mk III. Total about 12 per year,” he said. ISRO is trying to increase its capacity to deliver by scaling up the frequency of launches by building more satellites, lowering the cost of access to space and also to do heavier satellite launches, the Chairman said. The space agency is in the process of constructing a second vehicle assembly building to improve the turnaround time and throughput for the PSLV so that with the same launch pad ISRO can do more launches, he said. Kiran Kumar said approval for a proposal to build a space station was yet to come.
UP CM Yogi to ensure attendance in all offices LU C K N OW, A P R 2 3 (AGENCIES): To ensure that all government employees reach work on time, Uttar Pradesh chief minister Yogi Adityanath has instructed that a biometric attendance system be put in place in offices up to the block level. Adityanath’s instructions came during a meeting with officials of the rural development department late on Saturday night. “Effor ts should be made to ensure that a biometric system of attendance is installed up to the block level. Apart from this, a board be put up at every village panchayat, which will have information about contact details of the village pradhan and details of the ongoing works,” Adityanath said as per an official statement. The chief minister said that the targets of the Pradhan Mantri Awas Yojana should be achieved.
ISRO plans to undertake the Chandrayaan-2 mission in the first quarter of the next calendar year, he said. “It (Chandrayaan-2) is a fully Indian affair. There is no Russian participation in that,” Kiran Kumar said. “All the developments required for that, all the variable thrust engines, lander, rover....all that work is going on and we are getting ready for this launch,” he said. “Another Mars mission, Venus mission or Asteroids mission...all these possibilities we are working on; study teams are looking at it, and then we will finalise at some point of time and start getting approvals for them,” he said. On reusable launch vehicle, he said ISRO has identified its next steps in terms of air-breathing propulsion system. “We are now trying to do an experiment where it will demonstrate that the thrust generated is more than the friction so that you have a net positive thrust. “What we have (already) demonstrated is combustion happening with oxygen and hydrogen. The next step is the thrust whatever is generated should be more than the friction that’s going to come up because of the surfaces involved,” Kiran Kumar explained. “Once that is done, then it’s a big capability. So we are working towards that now and in terms of reusable launch vehicle I think landing gear system to that and conducting some experiments that is the next step and beyond that we are looking to scale up the model and do the next set of activities,” he said.
Now apply for passports in Hindi New Delhi, APR 23 (AGENCIES): The Ministry of External Affairs (MEA) has made a provision enabling people to apply online for passports in Hindi. The move comes after President Pranab Mukherjee recently accepted recommendations made in this regard by the Committee of Parliament on Official Language via its ninth report. The report was submitted in 2011. The panel had suggested that bilingual forms should be made available by all passport offices and forms filled in Hindi should also be accepted. It had recommended that entries should also be made in Hindi in all passports being issued. These recommendations have been accepted by the president recently, as per an official order. People can download the application form available in Hindi, fill it in and upload it while applying for the passport. The printout of filled-in form will not be accepted by ‘Passport Seva Kendra’ and Regional Passport Offices. The panel on the official language had also recommended that information regarding passport and visa should be made available in Hindi on the official website of the ministry. “This recommendation is accepted,” the order said. The recommendation that the facility of working in Hindi is to be ensured on computers being used in passport offices, and that the work on computers should be done mainly in Hindi, has also been accepted. The president has given approval for creation of posts of Hindi Officer in subordinate offices or embassies abroad.
No need for law to penalise levy of service charge, says Minister
Ramvilas Paswan New Delhi, Apr 23 (IANS): Union Food and Consumer Affairs Minister Ramvilas Paswan on Sunday ruled out a legislation to penalise hotels and restaurants in the country for levying service charge on customers. Paswan said enough awareness on the issue and public demand were required before the government could enact a law on the contentious issue. “ We h ave i s s u e d guidelines to inform consumers about their rights that the service charge
is voluntary. Hotels and restaurants cannot make it mandatory. It is up to a consumer if he/she wants to pay it or not. If I say something (on legislation) now, it will be said that the government is interfering,” he told the media here. Hotels and restaurants should not assume that they can levy service charge if the government has not brought in the (necessary) legislation, he added. If restaurants say they pay a part of the service charge to their waiters, then it should be recorded and be accounted for in the tax return, Paswan said. “A consumers can approach a consumer court if he or she is forced to pay service charge.” He said his ministry’s intention to issue latest guidelines on the unfair trade practices with regard to service charge was to “awaken consumers about their rights”.

A difficult road map
N
agaland is scheduled to go to the polls early 2018 by February-March though there are strong speculations that the schedule could be advanced to December 2017 before Christmas. The second option appears quite unlikely but again there is no guarantee that the Election Commission of India would not deem it likely after consideration of various factors. Be that as it may, what has been gaining ground lately has been the issue of ‘clean elections’ as initially spearheaded by the NBCC in a big way during 2012 and which today has been given the push by the state Election Department and subsequent awareness meetings with various tribe hohos, NGOs and civil society groups. Some organisations have taken a pledge for ‘clean election’ and have toured some areas to share the concern and holding public meetings to encourage public to affirm towards clean election. Some of the known practices which have been responsible for undemocratic elections in Nagaland, had been introduced in the late 70s and by the 80s they have become a feature of elections. Elections became a dirty fight with every means justifying the end such as youth camps, distribution of cash, manipulation of electoral rolls, conspiracy with polling officials, proxy voting or en-bloc to booth capturing (‘couping’) and the addition of armed cadres of various outfits enforcing their diktats have complete the picture. The clean election campaign is a difficult and tough job and would need more than pledges. Booth capturing is a must where hired supporters of a candidate continue to recycle in the queue and thwart attempts of other voters or when threats or diktats have been issued against voting for any other candidate(s). Bogus voters or impersonators continue to be the other offenders in the system and who need to be booked and taken to task but due to inability (for whatever reason) of polling and civil officials, the practice thrives. Impersonators openly cast votes with the approval of all polling agents and has become a “done thing”. Bogus votes come from muscle power of hired goons and also gunmen to threaten voters. Underage voting is also a trend in elections which needed to be curbed. In some places, the practice of “adopted for vote” or lending local surnames to non-locals is rampant. There can be no clean election, if electoral rolls are not “purified” to remove names of dubious persons or there can be clean election worth mentioning. The process for clean election should start right from nomination to check if candidates are hiding their possessions in terms of cash and properties. Almost all declarations of income and assets are questionable and this should be looked into. Only former chief minister K.L. Chishi boldly declared properties worth around Rs.50 crore while many who probably, have five times worth of properties, shamelessly declared having hardly even Rs.5 or Rs.10 lakh worth of properties. Most have also shown ridiculous amount or say Rs.2 or Rs.5 lakh as cash in bank, whereas most have no less than Rs.10 to Rs. 50 crore cash in hand and some even to Rs.100 or above. Clean election demands that people/voters have to choose who has a good track record of public service and those seeking for clean elections, to boldly stand for truth, without fear or favour.
DailyDevotion The Light That Never Fails We all, with unveiled face, beholding…the glory of the Lord… —2 Corinthians 3:18 A servant of God must stand so very much alone that he never realizes he is alone. In the early stages of the Christian life, disappointments will come— people who used to be lights will flicker out, and those who used to stand with us will turn away. We have to get so used to it that we will not even realize we are standing alone. Paul said, “…no one stood with me, but all forsook me…. But the Lord stood with me and strengthened me…” (2 Timothy 4:16-17). We must build our faith not on fading lights but on the Light that never fails. When “important” individuals go away we are sad, until we see that they are meant to go, so that only one thing is left for us to do— to look into the face of God for ourselves. Allow nothing to keep you from looking with strong determination into the face of God regarding yourself and your doctrine. And every time you preach make sure you look God in the face about the message first, then the glory will remain through all of it. A Christian servant is one who perpetually looks into the face of God and then goes forth to talk to others. The ministry of Christ is characterized by an abiding glory of which the servant is totally unaware— “…Moses did not know that the skin of his face shone while he talked with Him” (Exodus 34:29). We are never called on to display our doubts openly or to express the hidden joys and delights of our life with God. The secret of the servant’s life is that he stays in tune with God all the time.

BSF bosses need to be pulled up
Nagaland Post Vol. XXVII NO. 137 Dimapur, monday, April 24, 2017
Nagaland Post, Dimapur
D
ismissal of a BSF constable for complaining about bad food on the social media normally should not be economic news. But it is hard economy. The constable was only trying to respond to prime minister Narendra Modi’s call to speak up against corruption – that is ruining the Indian economy. It was bad “dal” that his video clips allege. None has apparently denied it. That means the meal was bad. This also means that jawans are not treated with the care and concern that are promised to them. It means that the nation is taking less care to make them battle ready. It translates into spending thousands of crore at the cost of deprivation of the targeted people. The jawans deserve good and healthy food. It is their right. The food is part of their necessary perk in remote areas for defending the country or fighting the anti-nationals. One bad food can cost the nation heavily. While the jawan is sacked for speaking out, those who procure and serve the bad food apparently are not meted out any punishment. The BSF says that Tej Bahadur Yadav had never
approached the grievance redressal mechanism. Everybody knows not only in the forces but even in any government office, approaching a redressal mechanism attracts more retribution than solution. The dictum is “boss is always right” and “show me the face I shall show you the rule”. Unfortunately, for this constable, like thousands others who are suffering, his face was not on the rule book! Is speaking out loud about a condition that normally nobody listens to a crime? The prime minister has been asking everyone – and that means all those in the forces too – to tell him about malfunctioning anywhere. Is doing so in a supposedly “disciplined” force should be considered a crime? The officers who have done it apparently have tried to ignore what the prime minister told the nation. They are keen on perpetuating their misrule than adhere to what the political master tells them. Should it not be considered a move to shield the guilty? Instead they heaped insult and humiliation on the poor, powerless constable, who everybody apparently has got together to ease him out.

the organisation discreetly spoke up. The NPAs that were rising since 2009 were no secret. But nobody, not even RBI, spoke it up in clear terms. Today the Jaypee group of Noida’s unpaid Rs 75,000 crore (earlier it was Rs 95,000) is being talked about. But has anybody questioned, why was this not termed NPA officially? The bank employees’ voices were suppressed. The Air India has gone into Rs 30,000 loss because of decision of two CMDs Arvind Jadhav and Raghu Menon. There are reports that as chairman of another autonomous organisation one of them had coerced it to draw illegal favours of over Rs 2 lakh a month and swindled crores sanctioned for making a university. They even illegally sacked uncomfortable people. The organisations even today are mortified to speak against them. Nobody wants to lose a job, the officers and employees say. And the corrupt get “rewards” of new posting even as information commissioners managed by their colleagues. Similarly the coal scam was virtually on the open block. But it took
a regime change to act against it. The culture of suppressing voices in government and semi-government organisations has cost the nation heavily. Nobody apparently is accountable for the taxpayers’ money. Many misdemeanours despite public knowledge go unreported officially. The UP provident fund scam, health scam, Yadav SinghYadav; MP’s Vyapam, palmolein of Kerala or any other scam anywhere could happen because the officialdom has mastered the art of muzzling the voice. The NDA regime of Prime Minister Modi has brought in many changes. It has to ensure that those who know should speak up. They can and that is what Tej Yadav proved. But if they would get such inhuman treatment, sacked from service for speaking the truth, face summary security force court (SSFC), the truth will always be swept under the carpet. Modi has ushered in whizz of fresh air. Let the people be allowed to speak for the nation building. People love him see punishing the guilty but he has to protect and encourage those who speak against the guilt.
Post-mortem SMART City projects’ success Wealth and our power packets
depends on citizens’ involvement
M
OST of the urban habitats in India including mega cities have come up due to necessity and basic requirements of the residents including civic amenities are not up to the mark. These are struggling to cope with the growing population and living up to their expectations. Taking these factors into consideration, the NDA Government at the Centre has come up with the Smart City Project. Under the project, services in these smart cities will be improved in cooperation with the central and state governments. There will not be disagreement with PM Narendra Modi when he avers that urbanisation cannot be avoided and it should not be treated as “calamity” but as an “opportunity” to transform for the better the lives of people living in the cities. The Government’s efforts will be to strengthen the infrastructure in cities to such an extent that they can “digest” maximum poverty. He made the remark while launching the flagship Smart City Mission into implementation mode with the launch of 14 projects at the Shiv Chhatrapati Sports Complex in Pune. While the Centre and the states concerned should endeavour to make “Smart City Mission” a success, the citizenry should come forward and extend their helping hand and extend cooperation .The project needs people’s participation. It is a project in which the Government is trying to bring about “participatory approach” among the people, an approach that involved tapping of the talent pool among the citizens as the PM reminded the nation. For The Smart City concept allocation of funds should not only be priority. What is more important is that the involvement of every citizen in her or in his own interest. It is an attempt to sow seeds of a bright future based on past experience. The experiment should be successful. An environment should be created in which all residents will take interest and will be proud of their cities. There was a time when urbanisation would be considered a calamity. There used to be debates on the ill-effects of urbanisation and many articles have been penned highlighting its failure and as a curse to humans. We should be proactive in providing basic amenities to the population through this novel mission. If we consider it an opportunity we can effectively bring about make-over of the cities in question. A smart city is an urban development vision to integrate multiple information and communication technology (ICT) solutions in a secure fashion to manage a city’s assets – the city’s assets include, but not limited to, local departments information systems,
schools, libraries, transportation systems, hospitals, power plants, water supply networks, waste management, law enforcement, and other community services. The goal of building a smart city is to improve quality of life by using technology to improve the efficiency of services and meet residents’ needs. ICT allows city officials to interact directly with the community and the city infrastructure and to monitor what is happening in the city, how the city is evolving, and how to enable a better quality of life. Through the use of sensors integrated with realtime monitoring systems, data are collected from citizens and devices - then processed and analyzed. The information and knowledge gathered are keys to tackling inefficiency as the Government’s website says. Other terms that have been used for similar concepts include cyberville, digital city, electronic communities, flexi city, information city, intelligent city, knowledge-based city, MESH city, telicity, teletopia, Ubiquitous city and wired city. People should not get uneasy the moment they hear about the word smart city. Under the project, city dwellers should get sufficient water and other basic amenities uniformly through modern methods. The cities should become centres of economic activities; there is developmentfriendly environment and the cities should have increased capacities to tackle poverty. Smart Cities Mission envisages an urban renewal and retrofitting program by the Government of India with a mission to develop 100 cities all over the country making them citizen friendly and sustainable. Economists look at the cities as mere growth centres overlooking the potential to digest poverty. It is for this reason that the people from places where there is poverty migrate to cities and make a living. The migrants not only eke a livelihood in cities but also send some money back to their families in villages. Effort should be to make cities powerful that they can digest maximum poverty as the PM says. The citizens should participate in the execution of “smart city project. All cities should accept the challenge of turning their cities into smart cities. It is not just the civic bodies and elected representatives, but the citizens should also accept the challenge, the people should participate in making their cities smart. All these things will happen because of people participation and partnership. It is claimed that an estimated 25lakh people have sent suggestions to the PMO on the execution of the Smart City Mission. Pranab Kumar Chakravarty

f we believe that spiritualism and materialism are two separate things, then we will be able to enjoy only one of the two, which we are more inclined towards. The fact is that no one can stop us from experiencing both simultaneously, none other than we ourselves. If we believe that materialism keeps us away from our true selves, then it will. On the other hand, if we have the right perspective towards wealth and self-realization then we will be able to invite both in our lives. Wealth cannot shape our lives, our power packets do. Wealth provides the means to improve the quality of our lives. We can choose to be either generous or selfish with the money we have. These options are always available to us, irrespective of the amount of money or wealth we possess. However, we may have many more choices available to us when we have more wealth at our disposal. It does give us a certain power in the world. Often, contentment begins to blur and greed begins to take its place. Greed keeps the object of desire at the highest level of priority and provokes an individual to do whatever it takes to acquire it. On the other hand, when we know that we deserve something, it will come our way for sure, especially when we are free from restlessness or from the anxiety to cling to materialistic things.
The desire for wealth arises out of envy. One negative emotion attracts another and can easily make us give in to greed but if we live with complete acceptance of ourselves and our life as it is, our desire for wealth is unlikely to throw us off balance. When honest people leading a simple life observe others adopting unfair means to earn wealth and succeeding at it, they develop a belief that huge amount of money can be earned only through unfair means. If we see someone close to us become wealthy overnight, it affects us greatly. Then if we see the same person lose most of the wealth due to careless expenditure, we thank our stars, for wealth goes away as fast as it comes. We can pick up beliefs from the negative experiences of others and create our lives accordingly. On the other hand, we could just observe the world around us as a spectator while being confident of ourselves and watch our power packets create a life that we desire and deserve. We always get what we deserve and we deserve what we believe we do. Often people’s attitude towards others changes for the worse after acquiring wealth. That doesn’t mean that we will also become insensitive to others if we were to become rich. If we are confident of ourselves and aware of our power to create for ourselves and what
we wish for, we will not become selfish. People become selfish because they are not sure of themselves. They feel insecure about their future. Therefore, they want to save their wealth for themselves for a later date. By sending their power packets to a likely scarcity in the future, they are actually creating what they fear-scarcity in future! There are people for whom money and property take precedence over everything else, so much so that they remember the Creator only to increase their material possessions. The entire focus of their existence is on all that is material. Their discontentment makes them greedy, jealous and insecure. They are driven away from the Creator. Yet it is not their wealth which is driving them away from the Creator. It is their own choice. Even if we are surrounded by abundance in the material sense, we can still be connected with our tr ue selves by obser ving our own actions. By being aware of our conscience we can check our actions, we can choose the words we speak with care. Speaking carefully requires practice, it is watching and correcting our thoughts that we need maximum effort, at least, until it becomes a habit. Let the power be with the people. that meeting. Similarly, the Ministry of Chemicals and Fertilisers was asked to come out with a document on future roadmap on the sector which can act as a guide for investors. The Department of Pharmaceuticals was suggested to formulate a comprehensive medical devices policy, which is important to achieve full benefit of the liberalised FDI policy for the sector. The government wants these issues to be in place as it would help provide a conducive investment climate to investors besides create jobs and boost economic growth of the country. FDI into the country grew 22 per cent to USD 35.85 billion during AprilDecember of 2016-17.

The government in the last two-and-a-half years has relaxed FDI policy by removing sectoral caps and placing several sectors under the automatic route. According to the sources, the Department of Financial Services was suggested to discuss with the Department of Industrial Policy and Promotion a proposal to allow 100 per cent FDI in insurance broking. The issue of permitting 100 per cent foreign investment in ATM and cash management companies was also discussed in

In response to the cabinet note, many ministries and their departments have accorded the green signal to the proposal that these projects be transferred to the National Highways Infrastructure Development Corporation Ltd. The Home Ministry has supported the move because “the object of the proposed company (National Highways Infrastructure Development Corporation Ltd)... is broad enough to undertake the work of construction of border roads”. The Economic Affairs and the Expenditure Department of the Finance Ministry, in response to the note, said that the “focus on the northeast region may also help in reducing the multiplicity of agencies”.

NEW DELHI, Apr 23 (PTI): The Prime Minister’s Office (PMO) has asked all the ministries and departments to modify enabling framework and regulations in tune with the liberalised FDI policy with a view to attracting more foreign investment. These directions were issued at a high-level meeting of senior officials called by the PMO recently. The meeting deliberated upon various issues pertaining to different departments, including financial services, consumer affairs, defence, home affairs, commerce & industry, space, and pharmaceuticals. The cabinet note has also suggested that BRO adopt new technologies and also urgently resize its strength in terms of work force and avoid costescalation of projects. Some of the delayed projects include the 220km-long National Highway (NH)-53 in Manipur. The delay has escalated the cost to a whopping Rs 1,600 crore ($247 million) from Rs 1,100 crore, the document noted. “Due to very slow progress, the road is proposed to be transferred from the BRO,” reads the note. Another project is the 126km NH-39 between Imphal and Kohima, which has been pending since 2011. Other delayed projects are the Ukhrul-Toloi-Tadubi section of NH-102A in

Nagaland to fully participate and be an equal part in the march towards a great India. He also informed the meeting that Nagaland, in the e-governance sector, had already been recognized at the national level as the state was the first to take over State Portal and State Services Delivery Gateway core infrastructure project after successful implementation. He also said that Nagaland was also now ranked No. 1 category in India in the e-District Mission Mode project along with Gujarat and also the 1st state in the country to complete the National Information Infrastructure pilot project at Peren District on January 6, 2017. He exuded confidence to make the Nagaland the next IT hub in South East Asian region. (Correspondent)
N E W D E L H I , A PR , (Agencies): The government has taken away some civil infrastructure works from the Indian Army-controlled Border Roads Organisation (BRO) as it has failed to meet deadlines for key roads in strategically-important locations, resulting not only in delays but also huge cost over-runs. Many of these projects are now being transferred to a fledgling state-owned company, the National Highways Infrastructure Development Corporation Ltd (NHIDCL) that was set up in 2014 and went on to achieve “Mini Ratna” status in quick time last year. A cabinet document circulated to central ministries and seen by IANS notes that the BRO is overstretched and has been given work beyond its capacity and mandate. “The BRO has started taking work beyond (its) size. Initially only for strategically important works, (it) later took the civil work as well,” reads the cabinet note. The document notes that the main object of the proposal was to expedite the implementation of road infrastructure projects in the country that would

wage tier recognised by the Department of Labour, there being four wage tiers. And the highest wage tier, for instance, in 2015, was only 5 per cent of H1B workers,” he said. He said workers are often brought in well below market rates to replace American workers, again, sort of violating the principle of the programme, which is supposed to be a means for bringing in skilled labour. “Instead you’re bringing in a lot of times workers who are actually less skilled and lower paid than the workers that they’re replacing,” he said. So if the current system that awards visas randomly without regard for skill or wage is changed to a skills-based awarding, it would make it extremely difficult to use the visa to replace or undercut American workers, he said. “Because you’re not bringing in workers at beneath the market wage. And so it’s a very elegant way of solving very systemic problems in the H-1B guest worker visa,” he said.
Referring to the change in budget presentation date, the prime minister said the move enables timely availability of funds at the beginning of the financial year. “Earlier, budgeted scheme funds were generally not approved by Parliament till May, after which they would be communicated to states and ministries. By that time, the monsoon arrived. Hence, the best working season for schemes was typically lost,” he added. He said the decision to end the distinction between plan and non-plan expenditure was based on the recommendation of the Rangarajan Committee in 2011. Now “the emphasis would be on distinguishing between development and welfare expenditure on one hand, and administrative overheads on the other,” Modi said. Talking about the Goods and Services Tax (GST), he said the consensus on the new indirect tax regime will go down in history as a great illustration of cooperative federalism. “GST ref lects the spirit of ‘One nation, One aspiration, One determination’,” he added.
He also called for carrying forward the debate and discussion on simultaneous Central and state elections. The council, which is the apex body of the Niti Aayog, is headed by the Prime Minister and includes all chief ministers and the think-tank’s members.

By contrast, the median Silicon Valley software engineer’s wage is probably around $150,000,” the official said. He said contracting firms that are not skills employers, who oftentimes use workers for entry-level positions, capture the lion’s share of H-1B visas. “And that’s all public record.” All the three Indian firms refused to comment on the US administration comment. The official said H-1B visas presently were awarded through random lottery with about 80 per cent of H-1B workers being paid less than the median wage in their fields. “Only about 5 to 6 per cent, depending on the year, of H-1B workers command the highest

WASHINGTON, Apr 23 (PTI): The US has accused top Indian IT firms TCS and Infosys of unfairly cornering the lion’s share of H-1B visas by putting extra tickets in the lottery system, which the Trump administration wants to replace with a more merit-based immigration policy. At a White House briefing last week, an official in the Trump administration said a small number of giant outsourcing firms flood the system with applications which naturally ups their chances of success in the lottery draw. “You may know their names well, but like the top recipients of the H-1B visa are companies like Tata, Infosys, Cognizant -- they will apply for a very large number of visas, more than they get, by putting extra tickets in the lottery raffle, if you will, and then they’ll get the lion’s share of visas,” the senior official said, according to transcript of the briefing posted on White House website. Beijing, Apr 23 (Agenc i e s ) : A n a ly s t s h ave warned of the increasing security threat to Beijing as Chinese jihadis are on the rise in Syria, thereby forcing the country to rethink its Middle East strategy. According to a report appearing in the South China Morning Post, China has long limited its participation in the region’s affairs but has recently been concerned with the national security threat posed by the Islamist fighters in Syria who hailed from Xinjiang and returned to China. Rami Abdurrahman, who heads the British-based Syrian Observatory for Human Rights, estimated there were about 5,000 Chinese fighters in Syria, most of whom were fighting with the Turkestan Islamic Party (TIP) in northern Syria. According to Middle East expert Yin Gang, the Chinese fighters are mostly Uygurs, not all 5,000 of them are with the East Turkistan Islamic Movement (or Turkistan Islamic Party), which considers Xinjiang to be East Turkestan. “These people not only fight alongside international terrorist forces in Syria, but also they will possibly return to China posing a threat to China’s national security,” said Li Wei, a terrorism expert at the China Institutes of Contemporary International Relations. The role of the Chinese jihadis in Syria was a topic that President Bashar alAssad spoke about last month in an interview with Chinese Phoenix TV, saying “they know your country more than the others, so they can do more harm in your country than others”.
Silent marches in Venezuela capital after deadly protests
Thousands joined a rally in Caracas to honour victims of violence in a bloodsoaked month of protests against the country’s president. C a r a c a s, A p r 2 3 (Agencies): Thousands of Venezuelans have dressed in white and marched in silence to pay their respects to the 20 people killed in antigovernment protests over the past three weeks. For the first time since the unrest began, demonstrators were able to pass through several pro-government districts in Caracas without resistance from security forces. They have been protesting almost daily - angered by triple-digit inflation, widespread shortages of food and medical supplies, and the policies of President Nicolas Maduro. At the start of April, there was further outrage when the pro-government Supreme Court stripped congress of its remaining powers. That decision was later reversed following international condemnation. Maria Corina Machado, who lost her seat in
congress in 2014, told protesters in the capital: “Let it be heard: the dictatorship is in its final days.” In response, the crowd shouted “Freedom! Freedom!” The demonstrators want elections to be called immediately in Venezuela, and for dozens of jailed government opponents to be released. Polls suggest 70% of Venezuelans disapprove of Mr Maduro’s socialist presidency, but his term in office is not due to end until 2019. One protester, Jessica Muchacho, said: “We’ve nothing left to lose. The government’s already taken everything, all possibility of living our lives with dignity.” Opposition leaders are planning a return to more confrontational protests on Monday, with politicians urging Venezuelans to block roads in a bid to grind the country to a halt.
One leader, Henrique Capriles, told supporters: “Keep coming out into the streets - this isn’t a time to give up, it’s a time to resist.” Venezuelan President Nicolas Maduro is facing ongoing protests from opposition parties amid calls to hold an election. There were a few minor scuffles in the eastern Caracas, with riot police using tear gas against masked protesters who threw rocks. Mr Maduro says the protests are part of a USbacked coup plot, while other government leaders claim the violence has been generated by right-wing opposition forces who are working with criminal gangs in an attempt to remove them from power. Diosdado Cabello, leader of the ruling socialist party, recently told his supporters: “These are terrorist groups on a mission to sow hate and death.”
Westphalia, Apr 23 (Agencies): Thousands of leftist demonstrators tried to disrupt a party congress by Germany’s right-wing populist AfD Saturday marked by festering internal rivalries five months before a general election. Around 50,000 demonstrators were expected to mobilise during the two-day gathering of the anti-immigration Alternative for Germany party in the western city of Cologne, with 4,000 police officers dispatched to keep the peace. But as the 600 delegates began filing into the congress venue, a hotel in the city centre, singing and chanting demonstrators attempted to block them from passing through security barricades, leading to scuf-
fles with authorities. One police officer escorting party members into the suffered an injury to his face, leading to the arrest of a male protester. The AfD, now represented in 11 of Germany`s 16 states, aims to sign off on a programme for its campaign that it hopes will pave the way for the party to enter the national parliament for the first time in its four-year history. After weeks of bitter infighting, co-leader Frauke Petry made the shock announcement Wednesday that she would not seek to lead the AfD`s campaign. The news left the party reeling and set the stage for a showdown between populist and more radical, hard-right forces.
UK party wants ban on burqa in public, Sharia law
France votes in first round of Afghanistan declares day of mourning divisive presidential election
Lo n d o n, A p r 2 3 (IANS): The UK Independence Party (UKIP) has announced that it will include a pledge in its general election manifesto to ban the burqa or full-face veils worn by some Muslim women in public, the media reported on Sunday. Party leader Paul Nuttall will launch what he calls an “integration agenda” on Monday ahead of the upcoming snap general election on June 8, reports the BBC. He is also set to propose outlawing Sharia law -- the religious rules that form part of Islamic tradition. The party’s manifesto is expected to suggest that anyone with evidence of female genital mutilation will be bound by law to inform the police. Former UKIP leader Nigel Farage proposed a burqa ban in 2010. But the party later dropped the policy, and it did not appear in its 2015 manifesto. Full-face veils are already banned in public in some European countries, including France.
“(Petry) has been unable to stop the AfD, which began as a party of euro critics, from becoming more and more a catch-all for racists, right-wing nationalists and the far right,” Cologne`s daily Stadt-Anzeiger said. “The fight within the AfD rages on.” Founded in 2013 on a eurosceptic platform, the AfD seized on Chancellor Angela Merkel`s decision to let in more than one million asylum seekers since 2015, transforming the German political landscape. But its fortunes have declined as the number of new arrivals has dwindled, and all of Germany`s mainstream parties have ruled out working with it should it clear the five-percent hurdle to representation in the Sep-
tember 24 election. Opinion polls show the AfD at between seven and 11 percent, a steep drop from the 15 percent support it drew only late last year. Merkel is seeking a fourth term after nearly 12 years in power and her conservative Christian Democrats are currently leading the polls. The telegenic Petry, a 41-year-old trained chemist who is pregnant with her fifth child, has aligned herself with kindred spirits across Europe, including farright firebrand Marine Le Pen, one of the frontrunners for the first round of French elections Sunday. But given the long shadow still cast by Germany`s Nazi past, Petry has argued the AfD must make itself more palatable with a more moderatesounding “middle-class” platform she will put to a vote at the congress. The stated goal is to become Germany’s ruling party by 2021. Denouncing “provocations” by party officials, Petry has called for the ouster of an AfD state leader, Bjoern Hoecke, who in January sparked outrage by slamming Berlin`s vast Holocaust memorial as a “monument of shame”. Although Hoecke has been barred from attending the congress, some delegates have said they will put forward a motion to keep him in the party. Petry’s chief rival, 76year-old Alexander Gauland, a hardline defector from Merkel’s CDU, has said he would back the initiative.
Concerns grow as Chinese jihadis rise in Syria
French National Front leader Marine Le Pen casts her ballot in the first round of 2017 French presidential election PARIS, Apr 23 (Agencies): Voting began in France on Sunday in the first round of a bitterly fought presidential election that is crucial to the future of Europe and a closely-watched test of voters’ anger with the political establishment. Nearly 47 million voters will decide, under tight security, whether to back a pro-EU centrist newcomer, a scandal-ridden veteran conservative who wants to slash public spending, a far-
left eurosceptic admirer of Fidel Castro or appoint France’s first woman president who would shut borders and ditch the euro. The outcome will be anxiously monitored around the world as a sign of whether the populist tide that saw Britain vote to leave the EU and Donald Trump’s election in the United States is still rising, or starting to ebb. Emmanuel Macron, 39, a centrist ex-banker who set up his party just a year ago,
is the opinion polls’ favourite to win the first round and beat far-right National Front chief Marine Le Pen in the two-person run-off on May 7. For them to win the top two qualifying positions on Sunday would represent a seismic shift in the political landscape, as the second round would feature neither of the mainstream parties that have governed France for decades. “It wouldn’t be the classic left vs right divide but two views of the world clashing,” said Ifop pollsters’ Jerome Fourquet. “Macron bills himself as the progressist versus conservatives, Le Pen as the patriot versus the globalists.” But conservative Francois Fillon is making a bit of a comeback after being plagued for months by a fake jobs scandal, and leftist Jean-Luc Melenchon’s ratings have surged in recent weeks. Any two of the four is seen as having a chance to qualify for the run-off.
Kabul, Apr 23 (IANS): The Afghan government declared Sunday as a national mourning day to pay tributes to scores of army personnel who died in a Taliban attack at a military base in Balkh province. At least 10 Taliban militants disguised as army p e r s o n n e l o n F r i d ay sneaked in at 209 Shaheen Base Headquar ters in Mazar-e-Sharif city, opening fire on unarmed and unsuspecting soldiers as they prayed at a mosque in the base. “In order to pay tributes to the honourable and brave Afghan soldiers who martyred during Friday prayers in Shaheen 209 Corps mosque, the President declared Sunday as a National Mourning Day,” a presidential palace statement said on Saturday. The toll in the Taliban stealth attack continued to rise as of Sunday morning while there was no official statement on it. Local media cited officials as saying that the deaths have surpassed 150 and over 80 have been in-
Officials in the northern city of Mazar-i-Sharif said the death toll from Friday’s raid was likely to be even higher with many others wounded. jured. The toll was likely to rise as many of injured were in a critical condition, officials said. Several bodies were on Sunday morning handed over to their families or shifted to their houses. “Special prayers will be held in the Presidential Palace mosque and at mosques across the country and the national flag will be at half-mast at home and Afghan diplomatic mis-
sions abroad,” the statement said. The heavily armed militants in two military vehicles stormed the base after passing several security gates under the guise of carrying wounded persons to the base hospital. President Ashraf Ghani on Saturday inspected the site and chaired an emergency security meeting at the base, ordering a serious investigation into
the deadly attack. He later visited the injured at the Corps hospital. “This terrorist attack is fully contradictory to all human values and Islamic teachings,” the statement said. The Taliban insurgency has been on the rampage since the beginning of 2015, as the Afghan forces assumed full responsibility of Afghanistan’s security from the US and NATO troops.
Seoul, Apr 23 (Agencies): North Korea said on Sunday it was ready to sink a U.S. aircraft carrier to demonstrate its military might, as two Japanese navy ships joined a U.S. carrier group for exercises in the western Pacific. U.S. President Donald Trump ordered the USS Carl Vinson carrier strike group to sail to waters off the Korean peninsula in response to rising tension over the North`s nuclear and missile tests, and its threats to attack the United States and its Asian allies. The United States has not specified where the carrier strike group is as it approaches the area. U.S. Vice President Mike Pence said on Saturday it would arrive “within days” but gave no other details. North Korea
remained defiant. “Our revolutionary forces are combat-ready to sink a U.S. nuclear-powered aircraft carrier with a single strike,” the Rodong Sinmun, the newspaper of the North`s ruling Workers` Party, said in a commentary. The paper likened the aircraft carrier to a “gross animal” and said a strike on it would be “an actual example to show our military`s force”. The commentary was carried on page three of the newspaper, after a two-page feature about leader Kim Jong Un inspecting a pig farm. North Korea detained a Korean-American man in his fifties on Friday, South Korea`s Yonhap news agency reported, bringing the total number of U.S. citizens
held by Pyongyang to three. The man, identified only by his surname Kim, had been in North Korea for a month to discuss relief activities, Yonhap said. He was arrested at Pyongyang International Airport on his way out of the country. North Korea will mark the 85th anniversary of the foundation of its Korean People`s Army on Tuesday. It has in the past marked important anniversaries with tests of its weapons. North Korea has conducted five nuclear tests, two of them last year, and is working to develop nucleartipped missiles that can reach the United States. It has also carried out a series of ballistic missile tests in defiance of United Nations sanctions.

Sonakshi performing at Bieber’s India gig not a good message: Kailash P “Live performances are thought to be more valuable around the world not actors, but not in India... Indians are very emotional and that is why sometimes they miss out logic while watching a live gig. “The organisers don’t consider crowd’s sensibilities (while deciding on the acts in a live gig), and only go for a popular face. Often actors just come and say ‘It is nice to here’.” Be it for his work in
Kailash told IANS over phone from Mumbai about Sonakshi, who made her debut as a singer in 2015 with single “Ishqholic”, and also judged singing reality show “Indian Idol Junior”. He added: “Whenever any singer from the West comes to India, we get an actor on board to match their level. We don’t get singer for another singer,
but actor... Event managers and producers of entertainment industry are so scared.” The actress will perform as one of the opening acts at the highly anticipated gig, which will be held at the DY Patil Stadium in Mumbai on May 10. The Indian award-winning singer feels people tend to give more value to actors instead of singers in India.
the music industry or association with government initiatives or his endeavours to promote homegrown talent and live musicians, Kailash has expanded his horizon, and earned critical acclaim from all quarters. Hailing from Meerut, Kailash rose to fame after years of struggle in terms of finding shelter in a new city like Mumbai and hardships due to cash crunch. After starting with advertisement jingles, he got his big break
with the song “Allah ke bande”. He car ved a niche for himself with his rustic voice with hits like “Ya rabba”, “Chak de phatte” and “Tere naal ishqa”. Kailash also gave chartbusters from albums like “Teri Deewani”, “Saiyyan” and “Chaandan Mein”. Kailash, who makes it a point to promote live musicians through his tours, rues the plummeting standard of live gigs in India.

adma Shri awardwinning singer-composer Kailash Kher says getting Bollywood actress Sonakshi Sinha on board to perform at Justin Bieber’s maiden concert in India over any other acclaimed Indian singer is not a good sign, and sends a wrong message internationally. The singer added that getting a known Bollywood face has become a trend followed by event managers and producers of the Indian entertainment industry. “I read somewhere that a Canadian singer Justin Bieber is coming to India, and actress Sonakshi will perform at the gig. The news was cute, but quite a lie. It doesn’t give a good message internationally. “They (people from foreign shores) will think that Sonakshi must be a big singer in India. And then she will get concert offers from Canada, and then probably Sonakshi will laugh them off saying ‘I am not a singer but an actor’,”

Warriors put Blazers on brink
The Portland Trail Blazers play the Golden State Warriors in Game 3 of their Western Conference first-round playoff series.
PORTLAND, Apr 23 (Agencies): The Golden State Warriors entered Saturday night’s Game 3 of their Western Conference first-round playoff series with the Portland Trail Blazers without head coach Steve Kerr. And star forward Kevin Durant. And key reserves Shaun Livingston
and Matt Barnes. But the Warriors still had Stephen Curry and a group of players who got things together defensively in the nick of time in a 119-113 victory over the Blazers. Curry scored 14 of his 34 points in the fourth quarter -- including the Warriors’

final nine points of the game -- as they rallied from a 16point, third-quarter deficit to seize a 3-0 lead in the best-of-seven series. After missing nine of his 14 fieldgoal attempts in the first half, Curry heated up after intermission. Durant, Livingston and Barnes sat out the game with
injuries. Kerr, affected by an undisclosed illness, stayed in his hotel room, replaced by lead assistant Mike Brown. The Warriors made do with what they had, with Curry and Klay Thompson - who scored 14 of his 24 points in the third quarter leading the way. CJ McCollum scored 32 points and Damian Lillard added 31 for the Blazers, who play host to the Warriors in Game 4 Monday night. Curry’s rainbow 3-pointer pushed Golden State’s advantage to 113-106 with 52 seconds remaining. Lillard sank three free throws to trim the difference to 113-108 with 41.0 seconds to play. Curry hit a short jumper for a 115-109 lead with 25.7 ticks left. He wrapped it up with four straight free throws in the final 12.8 seconds. The Warriors outscored the Blazers 33-21 in the third quarter.

Sanchez and Gunners team-mate Gabriel slide on the Wembley turf as the post-goal celebrations continue.
Sarma named interim BAI prez Lo c k n ow, A p r 2 3 (PTI): BJP leader and Assam Badminton Association President Himanta Biswa Sarma was Sunday appointed Badminton Association of India’s interim head during its executive council meeting in Lucknow. “We are very happy to announce that Himanta Biswa Sarma has been unanimously given the charge to become the acting president till the next elections in 2018. It was a consensual decision. Everyone realises that badminton has to move forward and it will be best served by him,” Anup Narang, BAI General Secretary and official spokesperson told PTI. The post of president was left vacant after the sudden demise of former president Akhilesh Das Gupta and within a few days, Sarma emerged as the front-runner to become the interim head after he got support from the senior members. An executive council meeting was called and Sarma was appointed as the interim president.
and he and his side will rue missed opportunities and a controversial disallowed goal from Raheem Sterling in the first-half. Arsenal will look to overtake Manchester United as the record FA Cup winners when they face Chelsea on the May 27. Aresnal created a rare opportunity three minutes later when Alex OxladeChamberlain’s cross from the right found Giroud inside the box before the Frenchman tamely headed into the arms of Claudio Bravo. Bravo was beaten
minutes later when laurent koscielny dispatched his effort from a set-piece before referee Anthony Taylor correctly chalked off the goal. City found net themselves in the 40th minute but it was ruled out after Sane’s cross from the left-wing appeared to curl out of play before Sane fired home. Arsenal started the brighter after the break but were punished on the counter-attack when Yaya Toure’s precise ball found Ageuro who maintained his composure before cleverly flicking the ball over Cech
and into the bottom-corner. City hit the woodwork twice in three minutes when Toure’s superb volley from outside the area was turned onto the post by Cech before Fernandinho’s header rattled the crossbar. The North London side derservdly pulled level in the 71st minute when Nacho Monreal finished at the back-post after a sublime cross from Hector Bellerin from the right-wing. Arsenal and Welbeck squandered a huge chance as the game approached the 90-minute mark after the former Manchester United man chose to shoot despite Sanchez free at the backpost. Indeed it was the former Barcelona striker who fired his side into a crucial lead in the 101st minute when he swept home from close-range after Welbeck’s miscued effort fell luckily to the 28-year-old. Wenger’s team could have extended their winning margin moments later when Welbeck rose highest at the back-post from an Ozil cross but found the side-netting. Kevin De Bruyne came within centimeters of taking the tie to a penalty shootout after the Belgian’s snapshot beat Cech as well as his farpost as Arsenal made the FA Cup final for the 20th time in their history.

Martial shines as United beat Burnley
Anthony Martial celebrates with captain Wayne Rooney after scoring a goal during their EPL match against Burnley on Sunday.
L o n d o n, A p r 2 3 (Agencies): Anthony Martial shone as Manchester United moved to within a point of the topfour with a 2-0 win over Burnley at Turf Moore. Goals from the Frenchman and the returning Wayne Rooney moves Jose Mourinho’s side to one point behind Manchester City, adding to an already crucial derby game on Thursday.
Martial opened the scoring in the 21st minute after his effort found the bottom-corner following a lighting counter-attack, something which has been lacking for the Red Devils in previous seasons. Rooney doubled United’s advantage six minutes before the break when he squeezed his shot past Tom Heaton for his first goal since January. Despite boasting an
impressive home record, Burnley failed to register a shot on target. The victory sees United go 23 unbeaten going into Thursday’s crunch tie. While Burnley have won just once in their previous 11 games.
Ibrahimovic contract won’t be renewed
It is being reported today that Manchester United are not set to re-
new Zlatan Ibrahimovic’s contract. The Swedish stiker suffered what is believed to be knee ligament damage during Manchester United’s Europa League quart-final victory over Anderlecht, and will face up to a year on the sidelines as he recuperates. At 35-years-old the injury could mark the end of the striker’s career, with no guarantee he will make a full recovery from what was a horrific injury. United had the option to extend the striker’s deal for 12 months this summer, but The Mirror is reporting that they will not do so, but will offer the striker assistance in his rehabilitation past the expiry date of his contract. A source from within the club is quoted as saying: “Zlatan will be given the club’s support throughout his rehabilitation. If that means helping him beyond the final few months of his contract then that will happen.”
KXIP beat GL to end losing run
Kings XI Punjab players celebrate the wicket of Gujarat Lions captain Suresh Raina.
Rajkot, Apr 23 (IANS): Kings XI Punjab put up a strong all-round show to end their four-match losing streak with a 26-run victory over Gujarat Lions in an Indian Premier League (IPL) contest here on Sunday. Opening batsman Hashim Amla played a crucial knock of 65 as Punjab posted a challenging total of 188/7 in 20 overs. In reply, Gujarat could muster only 162/7, driven largely by Dinesh Karthik (58 not out) as the eighth-placed team succumbed to its fifth loss in seven matches. Punjab, who were coming into the match with four consecutive defeats, had to be thankful to Amla (65; 40b; 9x4, 2x6), who shared a 70-run stand for the second wicket with Shaun Marsh (30 off 24 balls) at the Saurashtra Cricket Association Stadium here. The partnership came after Manan Vohra (2) edged a Nathu Singh
delivery to wicket-keeper Dinesh Karthik in the second over. Both Amla and Marsh played aggressive cricket to put the pressure on the Gujarat Lions. Maxwell took only 18 deliveries to score 31 before being dismissed lbw against left-arm spinner Ravindra Jadeja in the 14th over. Amla fell an over before him, driving one straight back at leg-spinner Shubham agarwal. However, the fireworks from Punjab didn’t stop as Axar Patel batted with disdain, playing a quickfire 34 off 17 deliveries, of which three went for fours and two were deposited in the stands against Dwayne Smith as Punjab ended at 188/7. Punjab then got about their job of defending the total very strongly, removing openers Brendon McCullum (6) and Aaron Finch (13) with the batsmen falling to medium pacers Sandeep Sharma and Mohit Sharma respectively.
Suresh Raina (32) and Karthik showed some resilience but the former was caught at deep midwicket by Maxwell off a delivery from Axar Patel, as the hosts lost were reduced to 70/3 in nine overs. Later, leg-spinner Cariappa stole the show with two quick wickets. First, he caught Ravindra Jadeja (9) of his own bowling in the final ball of the 12th over and then getting rid of Akshdeep Nath (0) in the first ball of the 14th over. I n t h e 1 3 t h ove r, Dwayne Smith (4) had given Axar his second wicket and following Akshdeep’s wicket, Gujarat were looking down the barrel at 102/6, with 87 required of 6.5 overs. Tye played a useful cameo of 22 from 12 deliveries as Sandeep bowled him to further dent the chase of Gujarat, who were at 137/7 in 16.4 overs. Punjab then had no trouble in getting a 26-run victory.
