Seventy one MPs of seven Opposition parties, including Congress, NCP, CPI, CPM, SP, BSP and Muslim League, signed the motion and the parties like TMC, DMK and AIADMK maintained a distance. Listing five allegations of “misbehaviour” against Misra, Congress leader Kapil Sibal, at a press conference, said the notice for impeachment of the CJI has been moved “with a heavy heart”. “As representatives of the people, we are entitled to hold the Chief Justice accountable, just as we are accountable to the people. The majesty of the law is more important than the majesty of any office,” he said. The Opposition parties also demanded a probe against the CJI. Sibal said, “When SC judges themselves believe”, the judiciary’s independence is under threat, “alluding to the functioning of the

CJI, should we stand still and do nothing”. While the notice for impeachment bears 71 signatures, Leader of Opposition in the Rajya Sabha Ghulam Nabi Azad said they have requested the chairman to exclude the names of seven of them as they have retired from the Upper House. “We have moved a motion for removal of Chief Justice of India under five grounds of misbehaviour,” he said. The five charges levelled against the CJI in the notice include “conspiracy to pay illegal gratification” in the Prasad Education Trust case and denial of permission to proceed against a retired high court judge in the same matter. Another charge listed by the opposition parties

pertains to a piece of land, which the CJI acquired as an advocate by giving a “false affidavit”. An impeachment motion in the Rajya Sabha has to be supported by at least 50 MPs of the Upper House, while the number of MPs supporting such a motion in the Lok Sabha is 100. Once the notice for impeachment is submitted to the Rajya Sabha chairman, he will ascertain whether there is merit or ground for moving such a motion. In case he finds merit, then he may form a committee to look into it, else he can reject it. If moved, this will be the first time ever in the country’s history that an impeachment would be moved against the Chief Justice of India. The motion has 71

Supreme Court on Friday termed as very unfortunate the public statements, including those made by lawmakers, on impeachment of judges. “We are all very disturbed about it,” a Bench comprising Justices A K Sikri and Ashok Bhushan said after the counsel appearing for the petitioner raised the issue of politicians making public statements on impeachment of judges. Supreme Court asked Attorney General KK Venugopal to assist it to deal with the plea, which has also sought a gag on the media from reporting such statements.

Finance Minister Arun Jaitley on Friday accused the Congress party of trivialising the power of impeachment and using it as a political tool. In a scathing Facebook post, Jaitley said the 114page judgment in the Judge Loya death case authored by Justice DY Chandrachud on behalf of the three-judge bench of the apex court “exposes every fact of the conspiracy” to generate falsehood as propaganda in the public and political space. He said Amit Shah had no role in the Sohrabuddin case and it was an alleged encounter executed by some central agencies through the state police. Referring to the move to impeach Chief Justice of India, Jaitley said: “Congress and its friends have started using impeachment as a political tool.” Stressing that trivialising the use of power of impeachment is a “dangerous event”, he said the move is an attempt to “intimidate” a judge and send a message to other judges “that if you don’t agree with us, fifty MPs are enough for a revenge action”.

He said information would also be given in the form of advertisement in all the local dallies and social media etc. The advisor stated that un-electrified households could avail the connection on spot during the camps. He, however, reminded that

consumers have to pay the cost of electricity bill. Ayemi said mentioned about Solar Photovoltaic (SPV) based standalone system for un-electrified households located in remote and inaccessible villages/habitations, where grid extension is not feasible or cost-effective. Real issue on RD funding sidelined: NPF AYO asks NPF party to DIMAPUR, APR 20 (NPN): Put in the dock by various organisations for personalising an individual while alleging anomalies in Rural Development (RD) department, Naga People’s Front (NPF) expressed regret that the issue was snowballing into a major controversy with tribal and clan organizations getting involved and resulting in the original issue getting sidelined. NPF’s press bureau Friday said the party maintained silence despite various organizations having issued rejoinders, as it expected the PDA government to come out with some clarifications when the issue was raised last week. However, NPF said its silence seemed to have been misconstrued and for which, the matter has taken a “startlingly different direction.” NPF lamented that the direction of the matter has led to leader of opposition TR Zeliang now becoming the target. NPF said described it as a “calamitous development” which would deal democracy a grievous blow. It asked what was the meaning of democracy if the opposition is deterred, discouraged and disparaged

from pointing out anomalies and discrepancies in governance? Further, NPF said a society where the voice of opposition – both from political parties and well-meaning citizens – being muzzled, gagged or muffled was certainly not heading in the right direction and would mean that people should prepare themselves to go back to Dark Ages. On charges of having made a personal attack against RD principal secretary Abeio Kire, NPF clarified that the facts and figures furnished vis-à-vis allocation of funds to one particular village have not been repudiated in the rejoinder and those accusing the party of harbouring a personal vendetta have now singled out T.R. Zeliang. Maintaining that it had nothing against any individual government official, NPF pointed out that the principal secretary was the administrative head of department and had there been any other official in his place, then that official too would have come under scrutiny if he or she happened to reside in a village that was beneficiary of such an abnormal allotted (Cont’d on p-7) amount.

substantiate charges

DIMAPUR, APR 20 (NPN): Angami Youth Organization (AYO) has expressed exasperation at the NPF’s allegations against Lhubeilatuo Kire principal secretary RD, and demanded that NPF provide appropriate evidence to prove their allegations or apologise to him publicly. In a press release, AYO president, Neinguvotuo Krose, and general secretary, Kekhrie Pfukha, termed NPF’s revelations as “baseless allegations” tantamount to defamation. AYO said they were devoid of any substantial evidence or reasonable explanations “except that a personal vendetta is levelled to make him a political scapegoat and a victim of any unexplainable reasons best known to themselves only.” AYO opined that any ruling government or opposition holding grudges or criticism against each other was “absolutely natural.” However, it said that by resorting to a “pathetic standard”, NPF stooped so low that such unnatural measure was completely against all conventional norms both professionally and (Cont’d on p-7) traditionally.
