Become agents of change: Gov tells civil servants DIMAPUR, APR 20 (NPN): Nagaland governor, PB Acharya, congratulated the civil servants on the occasion of National Civil Servants Day and exhorted them to become “agents of change” in their respective organizations and departments. In his message, Acharya said the Government of India had taken a decision to observe April 21 every year as “Civil Services Day” as an occasion for civil servants to rededicate themselves to the cause of citizens and renew their commitment to public service and excellence in work. He said efficiency and effectiveness in the developmental administration was the major need of the hour. In this regard, the governor reminded the civil servants that they were not just doing a job but a service to the common man individually and collectively. “People look upon the civil servants for resolution of their issues,” he added. Further, describing civil servants as “pillars of development and the backbone of the government”, the governor encouraged them to be proactive and work for the cause without any discrimination. Wishing civil servants the best in service of the people and nation, Acharya pointed out that they have to be loyal to the constitution of India. “This also means that our Civil Service has to take the ownership of the public action they are doing and the public assets they are creating,” he said.

Lawyers to go on half-day countrywide strike on today New Delhi, Apr 20 (IANS): More than 14 lakh lawyers across the country will observe a half-day strike on Friday to protest against Law Commission recommendations, including a proposal to ban strikes by advocates, the Bar Council of India (BCI) said on Thursday. Lawyers will abstain from court work after lunch on April 21 and also burn copies of the Law Commission recommendations and the Advocates Act (Amendment) Bill 2017, BCI Chairman Manan Kumar Mishra told media here. The Law Commission had also suggested that lawyers should be slapped with penalties if they resort to strike in future. The BCI has dubbed the amendments proposed by the Law Commission in the Advocates Act as “draconian, anti-lawyers, unconstitutional, undemocratic and anti-people”.

Develop HR to progress: CM “Unless we frame education policy properly and the give right type of guidance, students may become a liability to our society” DIMAPUR, APR 20 (NPN): Nagaland chief minister, Dr. Shürhozelie Liezietsu underlined the need for Nagas to prioritize and focus on developing Human Resource Development towards overall progress. He said this while addressing the 15th Annual Literary Day of the Nagaland University Students Union (NUSU) Kohima Campus, here at RCEMPA Jotsoma as chief guest. Dr. Liezietsu reiterated that human resource development was the only asset through which the Nagas could progress. He also stressed on the need to impart training in skills to students in institutions in order to enable them to earn their livelihood and not be dependent on the government to provide employment. Calling upon the students, parents, teachers as

well as the public to come together to coordinate and move forward to achieve the need of quality education, Dr. Liezietsu said that the right kind of education was an asset and a very gainful investment for the society. “Unless we frame the education policy properly and give right types of guidance the students may become a liability to our society,” he added. He also advised students not to just get mere degrees to get white colour jobs in the government sector, saying “employment in the government sector has reached a saturation point.” As compared to Manipur, with about 60,000 government employees, he said Nagaland has about 1.40 lakhs government employees including contract and work-charge employees. NEW DELHI, APR 20 (IANS): Bihar chief minister Nitish Kumar on Thursday met Congress president Sonia Gandhi here with the view to discuss larger opposition unity to take on the BJP in future elections, as well as the upcoming presidential polls. Janata Dal-United leader K.C. Tyagi described the meeting as a “courtesy call” but also said that Gandhi should take a lead in forging opposition unity for the presidential elections in July. “JD-U wants that for the presidential polls, Mrs Gandhi should take the lead in fielding a united candidate of the opposition,” Tyagi said. The presidential elections are due in July when the term of President Pranab Mukherjee will end. Tyagi said during the meeting, Kumar, who is also JD-U president, enquired

about Gandhi’s health as she had been unwell for some time. Asked about the possibility of a tie-up for the Gujarat assembly polls due later this year, Tyagi said there has been no proposal from the Congress so far. He said the r uling grand alliance in Bihar will be strengthened further. The Congress is a partner in the ruling alliance in Bihar that includes JD-U and Rashtriya Janata Dal (RJD). Kumar has in the past stressed on a grand alliance of opposition parties and said that Congress should take the initiative of bringing all major non-BJP parties on a single platform to defeat the BJP-led National Democratic Alliance in the 2019 Lok Sabha polls. He had also said that lack of a Bihar-like grand alliance was mainly responsible for the BJP’s victory in Uttar Pradesh assembly polls.

Top leaders of the CPI(M) and CPI met here today to discuss the possibility of “like-minded” opposition parties fielding a common candidate for the presidential poll. The term of President Pranab Mukherjee is coming to an end on July 24. “We discussed the possibility of fielding a consensus candidate for the poll. We don’t have any formal proposal before us right now, but we welcome this suggestion,” CPI general secretary S Sudhakar Reddy said. Reddy said the CPI(M) and the CPI will discuss the idea with other left, secular and democratic opposition parties. CPI(M) general secretary Sitaram Yechury, his predecessor Prakash Karat, politburo members Brinda Karat and S R Pillai attended the meeting held at the CPI(M) headquarters here.

States oppose ‘imposition of Hindi’ in schools

NEW DELHI, APR 20 (IANS): The Central government on Thursday opposed any restrictions on public comments by politicians holding public offices, including ministers, other than those prescribed under the Constitution as the Supreme Court indicated that it may refer the issue to the larger Constitution bench. “We don’t want to open new avenues of restrictions,” said lawyer Madhvi Divan as the bench of Justice Dipak Misra, Justice A.M. Khanwilkar and Justice Mohan M. Shantanagoudar asked amicus curiae Fali S. Nariman and Harish Salve to frame the questions that could be referred to the Constitution bench to decide. The Centre reiterated its position in the course of the hearing wherein the court is examining the freedom of expression of a person in power vis-a-vis a rape victim’s fundamental right of protection of life, personal liberty and right to fair investigation and trial. Addressing the court, Salve assailed the central government’s approach of reading the Constitution textually without giving it a philosophy. The core issue being examined by the court is whether the right conferred under Article 19(1)(a) is to be controlled singularly by the restrictions under Article 19(2) or whether Article 21, too, would have any impact on it. Next hearing of the matter has been scheduled for May 2.

NEW DELHI, APR 20 (AGENCIES): The President’s approval to make Hindi compulsory in CBSE and Kendriya Vidyalya has ruffled feathers with most non-Hindi speaking states accusing the Centre of suppressing other native languages. Deputy leader of Trinamool Congress Saugata Roy alleged the move is meant to implement the BJP’s majoritarian idea based on their slogan, ‘Hindi, Hindu, and Hindustan’. “The Centre should have been more cautious before implementing the decision in non-Hindi speaking states.” A presidential order dated March 31 had asked the HRD ministry to make serious efforts to make Hindi compulsory. “As a first step, Hindi should be made a compulsory subject up to standard X in all schools of

CBSE and Kendriya Vidyalaya Sangathan,” the order had said. As in February, CBSE had 18,546 schools in India and 210 in 25 other countries. MK Stalin, working president of Tamil Nadu’s opposition party DMK, said on Tuesday, “The Centre has previously imposed Hindi on highway name-boards and newspaper advertisements. Even teachers’ day is called Guru P urnima. I warn the Centre not to sow the seeds for another antiHindi agitation.” In Kerala, the move has posed a challenge as the state government had passed an ordinance on April 11, making Malayalam mandatory for all schools till Class X. With the new order, CBSE schools might have to overhaul their entire curriculum to accommodate three compulsory languages, including English.

NEFIS condemns centre’s move DIMAPUR, APR 20 (NPN): North-East Forum for International Solidarity (NEFIS) has condemned the move of the BJP government at the centre to make Hindi compulsory in CBSE schools, including Kendriya Vidyalayas run by the state. NEFIS convenor Chinglen Khumukcham in a statement said compulsory imposition of Hindi on people who come from non-Hindi linguistic backgrounds was discriminatory in nature. Following approval by the President, the government has instructed HRD ministry has been instructed to form a policy in consultation with the state governments to make the language compulsory, the forum said. However, NEFIS asserted that compulsory imposition of Hindi would create further discrimination against people from other linguistic backgrounds. It would also nullify the spirit of diversity upheld by the government of India to preserve the cultural and linguistic diversity of non-Hindi speaking regions. Therefore, NEFIS has decided to build a “big movement” to counter the discriminatory policies of the present government in the coming days.

Centre opposes curbs on ministers’ free expression

KOHIMA, APR 20 (NPN): Continuing with their phase wise agitation against non payment of their salary by the government, the Nagaland RMSA Teachers Association (NRMSATA -2016) on Thursday began phase-II agitation (poster campaign) in Kohima.

Through the poster campaign, the aggrieved teachers have send out a clear message to the state government about their frustration and struggle. The campaign held at certain locations –– at the exit gate of the chief minister, entry gate of the minister school education, secretariat, DoSE and town

area –– asked the government change its attitude and also questioned the minister school education for failing them. Some of the posters that were pasted across the state capital read: “Without agitation no salary”, “change your attitude government of Nagaland”, “hon’ble education minister, you have failed us”, “we are tired of government lip service”, “paying our salary on time is the fulfilment of our potential”, “delay is the deadliest form of denial”, “labourers deserves their wages”, “justice denied is a crime” etc. Meanwhile, even as the agitation entered fourth day, there was no response from the state government or the responsible department. Speaking to Nagaland Post, NRMSATA president, Renbomo Patton, said the teachers were shocked

at the silence of the department officials, saying their anticipation for a meeting did not happen till date. NRMSATA president said while the teachers were carrying out poster campaign today, they came across the advisor to CM, Lalthara, who reportedly assured to convey the message to the chief minister. Expressing hope that there would be possible solution, NRMSATA president said the teachers would wait till next Monday. The poster campaign would be held till April 24, which would be followed by sit in protest at the secretariat. It may be mentioned that NRMSATA-2013 had on Wednesday announced to start boycotting all government secondary classes throughout the state from April 20, 2017 as a mark of protest against government’s failure to release five months pending salary. Hectic preparations for NSF’s 27th general conference Correspondent

MOKOKCHUNG, APR 20 (NPN): Hectic preparations are on at Tzürangkong under Mokokchung district for ensuing Naga Students’ Federation (NSF) 27th general conference from May 24-26, to be hosted by Ao Kaketshir Mungdang (AKM). The meeting hall of the conference is being constructed at Chungtiayimsen village. Newly inducted AKM president, Imkongwati and colleagues are making all effort to hold the conference successfully while AKM organizing committee convener and former NSF president Imchatuba Imchen and his team are in constant contact with the local organizing committee of Tzürangkong. (DIPR) DIMAPUR: Inter-Ministerial Central team along with offivials of Nagaland State Disaster Management Authority (NSDMA) and Peren district administration and officials of the District Disaster Management Authoirity (DDMA) visited Peren on Thursday to inspect areas that were hit by disaster. The team visited disaster hit areas including

the landslide areas below the new Police Reserve Peren, the road leading to the New District Headquarters, landslide area near Samziuram Bridge etc. According to DIPR report, the team also interacted with the villagers of Lamhai/Dungki over the lost of cattle during the last epidemic and cyclones that uprooted the horticulture

farms etc. Residents of Peren town and leaders of the Sardar areas thronged the informal discussion, which was arranged by the district administration at Peren. EAC, Yanthungbemo gave a brief power-point presentation about the various disasters in the district and what the DDMA has done to mitigate the same.

Various leaders voiced their grievances like landslide, mud-blockage of roads during monsoon, animal epidemic, uprooting of dwelling houses by strong winds and some floods and fire etc. The IMCT team also interacted with head of departments of different allied departments on what programmes and activities each department has taken up to mitigate the disasters. Meanwhile, the team assured the people of the district that necessary action would be taken up by the centre apart from the Nagaland State Disaster Management Authority’s programme. His conviction follows an investigation by Investigating Officer (IO)/Sub-Inspector, Livinuo and her team, where Thanwalo was accused of having raped a 61-year old widow

on August 22, 2015. Informing the judgement to media persons, Public Prosecutor (PP), representing the state government, Kathu Rengma, said principal District and Sessions Judge, Y. Maongkaba Imchen, after being convinced with the evidences pronounced the order on April 11. He said the accused was chargesheeted for two offences, rape and causing hurt to the victim. Lauding the investigating officer

and her team, the PP said they have done a commendable job in investigating the case. Stating that of late there have been reports of many rape cases, Kathu said in such crime related cases, the Court requires cooperation from the victim, public and police. In this regard, the PP has appealed the citizens to fully cooperate with the court so that the wrongdoers could be punished as per the law of the land.

Addressing the foundation day of BJP, Oram said that the earmarked

amount would be utilized for construction of marketsheds, infrastructures for sericulture, skill development and hospitals in the hill areas of the state. Asserting that the BJPled NDA government at the Centre was committed to reach out the unreached areas of the country, Oram said that Prime Minister Narendra Modi and his cabinet ministers have visited over 300 districts out of 707 districts across the country. any interest in the implementation of the Agreed Text of Settlement. Slamming the Mukul Sangma-led government for the delay in providing the rehabilitation packages to ANVC-B, Marak threatened to burn the Agreed Text of Settlement publicly if the government fails to disburse the package within September 24, next. “Fearing queries they did not even held meetings with us (ANVC-B) to review the progress of the Agreement. Itanagar, Apr 20: India will construct Advanced Landing Grounds (ALG) at Tawang and Dirang near the China border in Arunachal Pradesh, an official said on Thursday. India’s move to upgrade its defence infrastructure along its border with China came a day after Beijing gave its own names to six places in Arunachal Pradesh, which it calls “South Tibet”, in a move to reaffirm its territorial sovereignty over the Indian state. Defence Secretary G Mohan Kumar held a highlevel review meeting with Arunachal Pradesh Chief Minister Pema Khandu and discussed on ALGs to be constructed in Dirang and Tawang. The meeting was also attended by Town Planning and Urban Development Minister, Nabam Rebia including senior Army officials

Guwahati, Apr 20 (PTI): A joint team of the Army and Assam police seized a huge cache of explosives, including gelatin sticks and detonators, from two persons in the state’s Kamrup District, a defence spokesman said Thursday. The joint operation took place at Boko late last night and it is suspected that the explosives were to be used for subversive activities, the spokesman said. The explosives seized include 600 gelatin sticks and 400 detonators, he said adding the two men have been identified and detained. Troops of the Red Horn division of Gajraj Corps and Assam police had launched the operation following specific information from Military Intelligence about movement of a large cache of explosives on Bongaigaon–Guwahati national highway. The security forces continuously tracked the vehicle’s movement and it was stopped near Boko. A search of the vehicle revealed 600 gelatin sticks and 400 detonators.

5 cars gutted during agitation Aizawl, Apr 20 (PTI): Five vehicles parked in the garage of Champhai district Deputy Commissioner’s office were gutted as the garage was set on fire during an agitation by a student’s organisation today, officials said. The arson occurred when activists of agitating Mizo Zirlai Pawl (MZP) tried to storm the deputy commissioner’s office. The persons responsible for the arson were yet to be identified. Several persons were injured when the police tried to disperse the agitators from near the DC’s office, he said. NIA court issues non-bailable warrant against Zakir Naik MUMBAI, APR 20 (PTI): The special NIA (National Investigation Agency) court here on Thursday issued a non-bailable warrant against the controversial Islamic preacher Zakir Naik, wanted by the agency for his alleged role in a terror case. The National Investigation Agency had registered a case against Naik under Unlawful Activities (Prevention) Act last year. It told the court that Naik didn’t appear before it even after three summonses were issued and it would need to take Interpol’s help to bring him back to India. India demands details of trial against Jadhav NEW DELHI, APR 20 (PTI): India has officially sought from Pakistan details of the trial proceedings against Kulbhushan Jadhav as well as consular access and the appeal process in the case, the External Affairs Ministry said on Thursday. Ministry spokesperson Gopal Baglay said India had asked for consular access to Jadhav for the 15th time and Pakistan had not responded. “We don’t know anything about Jadhav’s location or condition in Pakistan,” he said, adding it is a matter of concern for India. On Wednesday, India summoned the Pakistan Deputy High Commissioner and made a fresh demand for consular access to Jadhav, a retired Indian Navy officer. Earlier this week, Pakistan Army had ruled out access to him.

Virbhadra Singh appears before ED

New Delhi, April 20 (IANS): Himachal Pradesh Chief Minister Virbhadra Singh, accused in a money laundering case, appeared before the Enforcement Directorate (ED) here on Thursday. “Singh appeared before the investigating officer at the ED Headquarters in New Delhi on Thursday afternoon,” ED spokesperson Anil Rawal told IANS. The ED had summoned Singh in the money laundering case on April 18 and had said that he must appear before it on April 20. Earlier, the ED had summoned him on April 13, but he failed to turn up. The senior Congress

leader had earlier allegedly avoided summons to get his statement recorded under the Prevention of Money Laundering Act (PMLA). He is said to have excused himself by referring to his official commitments. In the first week of April, the ED attached Singh’s Delhi farmhouse worth Rs 27.29 crore. The agency’s move came after the Central Bureau of Investigation (CBI) filed a chargesheet against Singh and others in March for allegedly amassing assets worth Rs 6.03 crore. The ED had filed a criminal case under the PMLA against Virbhadra Singh, his wife Pratibha, Life Insurance Corporation

Govt will not reduce security given to VIPs: Venkaiah Naidu NEW DELHI, APR 20 (PTI): The government has no plans to cut back on security to VIPs, Union Minister M. Venkaiah Naidu on Thursday said, a day after the Centre banned the use of beacon lights atop all vehicles, except emergency vehicles like ambulances and fire brigade. “With regard to security, it is necessary in the interest of the country because important people have to be protected. Otherwise, there is no preferential treatment,” Mr. Naidu, who holds the portfolio of Information and Broadcasting, told reporters here. About the Centre’s decision to put an end to the VIP culture, he said: “Everybody is a VIP and that is the philosophy of our government.” Though it is a small initiative but it sends a message that every person should be treated equally, he added.

You have no sense of responsibility,” NGT Chairperson Swatantra Kumar said. The comments came after advocate Sanjay Parikh, appearing for petitioner Manoj Misra, told the bench about Ravi Shankar’s statement blaming the government and the NGT for permitting the AoL to hold the World Culture Festival on Yamuna floodplains last year. A seven-member expert committee, headed by former Secretary of Water Resources Ministry Shashi Shekhar, says the festival has caused ecological damage caused to over 300 acres of floodplains. Ravi Shankar hit back, saying the authorities should have never given permission to hold the Festival if the Yamuna was “so fragile and pure”. He said the fine should be levied on the NGT as well as the central and Delhi governments for giving permission to hold the event. NGT has told Ravi Shankar to reply to the quantification of the reports within a week. He has two weeks to file objections. The next hearing is on May 9.

LUCKNOW, APR 20 (PTI): All convicts in the jails of Uttar Pradesh, whether petty criminals or notorious mafia dons, should get the same food and treatment, Chief Minister Yogi Adityanath has told state officials. The Uttar Pradesh chief minister’s remarks came at a review meeting of the state’s Home, Vigilance and Jails department late last night. There have often been reports and allegations in the past about certain prisoners enjoying privileges in jails including the use of phones etc. He said the same food should be given to all

convicts -petty criminals or mafia dons — lodged in jails and ordered installation of mobile phone jammers, an official spokesman said. He has also warned officials of the jails department against any leniency shown towards notorious criminals and asserted that they should not be allowed to use medical treatment as an excuse. In the meeting, the chief minister stressed on effective checks on corruption in all cells of the police and identification of staff members having links with criminals and anti—social elements, the spokesperson said.

fter the central cabinet gave the nod, from May 1, 2017 none including President, VicePresident, PM, Chief Justice of India, Union ministers, chief ministers, state cabinet ministers and judges of the high court and Supreme Court can use red beacons. Those vehicles responsible for emergency duties like ambulances, fire brigade and police cars will use blue beacons. To implement it, Centre will amend Section 108 sub-rule (I) and (III) of the Central Motor Vehicle Rule, 1989. Section 108 deals with red, white and blue beacons while two sub-rules provides authority to Centre and States to nominate dignitaries to carry red beacons. The red-beacon lights and flashers that are mounted atop vehicles of VVIPs, VIPs and SIPs (self important persons) will no longer be seen and will gradually become extinct. The decision comes in the wake of critical observations of the Supreme Court on unfettered use of red beacons and the inconvenience caused to the public. The Aam Aadmi Party government in Delhi was the first to withdraw the use of red beacons by ministers. More recently, the Amarinder Singh government in Punjab has done away with red beacons, followed by the Uttar Pradesh government led by Yogi Adityanath, which banned hooters on ministerial vehicles. In India there are around 13,319 VIPs for whom that 45,846 policeman are deployed for protection and costing the nation a staggering Rs.825 crore annually. In comparison, Britain reportedly has a total of 84 officially designated VIPs. France boasts 109 such personages, Japan 125, Germany 142, Australia 205, the United States 252, South Korea 282, Russia 312, and our neighbour China has a total of 435 designated VIPs. In India, where the VIP culture is so blatant, there are 17 policemen for every one VIP whereas there is only one policeman for 253 Indians. This figure shows how secure are ordinary Indian citizens. Even in a small state like Nagaland, it is presumed that approximately around two battalionstrong police force are saddled with secondary and tertiary duties as personal security officers, security convoy and static duties as house guards of myriad of VIPs. As per rule, VIPs can use escorts only when on bona fide duty and not when not on tours and in station. Prolonged attachment with VVIPs and VIPs has also caused much damage to the discipline and training of the uniformed personnel. The focus on the primary duty-to prevent crime-appears to have been diluted in the process. The VIP culture in Nagaland has overgrown into menacing proportions and fitting red beacons atop vehicle bodies is as teeming as the tribe that continues to rise in geometric proportions. In addition to all legislators, top bureaucrats, heads of government departments and almost all senior government employees who speed past with red beacons, there are the PS to ministers, parliamentary secretaries, government and ruling party media contingents, NGOs, unions and even church functionaries who have gotten into the habit.VIP duties are a huge drain on the police force which often faces acute shortage at crisis times. The VIP culture in the state has also infected security forces whose officers also move with the times. The VIP culture has become a menace with VIPs and their escorts violating every traffic rule as they speed past or force their way through heavy traffic at breakneck speed. Hopefully, the Modi government’s bold decision will change all that in India.

If we have received the Holy Spirit, God expects the work of the Holy Spirit to be exhibited in us. The servant justified himself, while condemning his lord on every point, as if to say, “Your demand on me is way out of proportion to what you gave to me.” Have we been falsely accusing God by daring to worry after He has said, “But seek first the kingdom of God and His righteousness, and all these things shall be added to you”? (Matthew 6:33). Worrying means exactly what this servant implied— “I know your intent is to leave me unprotected and vulnerable.” A person who is lazy in the natural realm is always critical, saying, “I haven’t had a decent chance,” and someone who is lazy in the spiritual realm is critical of God. Lazy people always strike out at others in an independent way. Never forget that our capacity and capability in spiritual matters is measured by, and based on, the promises of God. Is God able to fulfill His promises? Our answer depends on whether or not we have received the Holy Spirit.

Who is ‘PERFECT’ in this world?. No one is perfect except the living God who is our redeemer and sustainer of human life. Beyond that human beings; though created in HIS OWN IMAGE, are all sinful creature; who have all fallen short of perfectness. Therefore, let

us positioned ourselves as sinners who fall short of ‘PERFECTNESS’ but trust each other and rely on the leaders of the society, for they are the one to lead us in the right direction. Falling short of leading the people out of their sheer ill motive or selfishness to retain their living standard will surely be pulled down by own self identity. Therefore, cursing the leaders will lead the society into an everlasting doom of the society. A leaderless society cannot compete with other advances society having vision leaders in this global village scenario. Back to the government, the meaning of governing the society is not just a mere administering of rules & laws. The administration and the government cannot be treated the same. The meanings of these two words had a vast difference in dealing with the people. According to Abraham Lincoln, my government is for the people, by the people and of the people. The government Abraham Lincoln emphasized on the welfare of the society by applying the minds of the leaders and the officers to supply the need and aspirations of the people for a better society. In no where the govt. emphasized by him is to dictate the people to follow his footsteps out of forces. Convincing the people for a better living is the sole object of the govt. when stick to the democratic norms. It is far from reality of the real govt. when the rulers under the aegis of the govt. vehemently imposed their mentality towards the society. By hook or by crock if the govt. rules the society applying the rules of law in matter of common interest of the society is equivalent to dictatorship. The Naga society right from time immemorial, never bow down to such forces and will never want to do so for maintenance of unique history and distinctive identity. Therefore, the govt. when opposed the mindset of the people cannot stand before the Naga society. This peculiarity of Naga society has been tested long before in one’s own life time. Clean election campaigns will do the round once again. They should not be for the external show. Every pastor of the church must tell the

congregation about the evil that the society of ours is confronting. Pastors should not fear the person who is contributing handsomely from stolen wealth. Pastors are the right people to tell their congregations. Clean election campaign must start from the grass root. It need not be by the people from the top hierarchy alone who had to tour round the state and waste time, money and energy for which the poor villagers will have to bear the expenses through collections. People are already fed-up with collections and receiving empty envelopes!One of the reasons is due to their poor economic conditions. Travelling in the cozy vehicle from village to village telling the people about the clean election campaign and accepting dishonest wealth from politicians will plague the society with even more terrible consequence. Every individual must be convinced that selling of one’s vote for the interest of the other is really a serious error. Pastors must not be too excited to receive donations by hook or crook from unaccounted wealth. This will be a very serious social evil! The Naga society is dwelled in a land full of Organizations, Associations, Councils and Hohos in the greater circle. Even a small matter when differences occurred; a parallel bodies is formed immediately to counter the parental bodies. The Naga Hoho, NTC, CNTC, NTAC, JCC, ACAUT, ENPO and GB’s Federation in apex body levels are actively functioning for the smooth conduct of the govt. but all these bodies turned into a staunch enemy of the Nagaland Govt. The NSF and ENSF are also working actively to check the govt. in their own line of interest in the student’s level too. The land of many unions and affiliations, setting aside recognized regional and National political parties also have less voice unless it comes to a common platform of understanding. The more we have an understanding of each other’s points, the closer we are to have a feeling of oneness and togetherness but in the case of Naga society, the ego and pride problem is spear heading in controlling the society right from the village level to tribal level and extended to Nagas as a whole. We face such enumerable differences; fighting for the best game of individual. The decoration of feathers on one’s own head is not lasted for a long period. Recognition and fighting for pioneership is also just a momentary period because of the fast changing society. Dear fellow citizens, let us rise up above the realities of the social evil plaguing us. We are not the end of the generation. We are building the foundation of the world ahead of us. Let us learn to speak the truth. Let the desire for a brief recognition vanish. Appreciation and honour is given to the persons who deserve. It is given at the appropriate time. Time itself will tell us. Let us learn to work behind the stage of life. Appearance and show-off is just momentary. NVCO alleges illegal taxation at check-gates DIMAPUR: Nagaland Voluntary Consumers’ Organization (NVCO) has alleged that several groups including Nagaland Police still collect cash/illegal taxation at Highway check-gates in the State. Terming the illegal activity as a “nuisance” that causes long queues, NVCO Media Cell claimed that its president Kezhokhoto Savi had a firsthand experience on April 19 at Phesama check-gate where several handyman/drivers were reportedly seen giving cash to policemen. According to NVCO, upon confrontation by Savi on the illegality of the act, the police was stated to have defended the action saying police don’t collect tax but the drivers/handyman gives it to them. In its press note, NVCO highlighted that it had submitted a representation with detailed information to the State Government in 2006 to stop illegal collection of cash on highways especially at the check-gates. NVCO went on to point out the nexus between various entities that makes illegal taxation a thriving business and a lucrative earning opportunity even for policemen. The lapse that exists between passing orders and implementation was another concern voiced by the NVCO. Despite several deterrents like lifting up checkgates, issuing several or-

ders, calling Chakka Jam, bandh and dismantling of check-gates in Kohima district, NVCO lamented that such actions haven’t been effective in addressing the issue and the illegal activity thrives throughout the State. NVCO said it had on several occasion requested the State Government to effectively execute the 2009 order issued by the Chief Secretary, Govt. of Nagaland whereby it stated that no collection of cash will be allowed in the check-gates or in any part of the highway including any organization or individual, government departments such as Police, Excise, Forest and Taxes departments, etc. The Gauhati High Court, Kohima Bench had in 2014 dismissed 11 Writ Petitions and several unions/associations/federation including the Petroleum and Land Transport Workers Federation of India, Dimapur Land Transport Workers Union, Dimapur District Autoriskshaw Drivers’ Union, Dimapur Motor Workers Trade Union, Dimapur Auto Riskshaw Owners’ Union, Dimapur Truck Drivers’ Union, Dimapur Truck Owners’ Associations and The Motor Workers Association, Dimapur, were disallowed to collect cash on highways. All these unions/associations were registered with the State government and their area of operation was within Dimapur

mostly lying on national/ state highways such as New Field Check Gate, Golaghat Road, Burma Camp, Dillai Gate, Old Khatkati Road, it stated. However, the Petroleum & Land Transport Workers Federation of India having a Pay-Counter at Jakhama village above Loyola Higher Secondary School, Jakhama lying on NH – 29 is collecting cash till date, NVCO claimed, adding that few Manipuri Truck Owner’s Pay-Counters exists on NH-29 in Southern Angami area maintained by the local people. “Nagaland is a state mushrooming with illegal collections of cash by unions/associations/ federations/police/public organizations/groups/ government agencies at the check gates and on highways which contribute to price-rise in the state and Dimapur, the so called commercial hub of the state is considered to be the most affected place,” NVCO maintained. In this regard, NVCO informed had submitted representation to the State government including almost all the DCs to implement and effectively enforce the 2014 Gauhati High Court order so as to completely remove the illegal activity at checkgates and on highways by Nagaland Police, unions, associations, federations, public organization, government departments and several groups throughout the state.

AUD condemns AR’s action

DIMAPUR: Alaphumi Union Dimapur (AUD) has condemned the arbitrary action of Assam Rifles in arresting its bonafide member, Hozheli, who was on a business trip, on April 7 at Senapati district, Manipur. In a condemnation note, AUD president Zhutovi Kinny and general secretary, Nihoyi Kinny, stated that Hozheli bears a good moral character and has never indulged in any anti social activities. New Delhi, Apr 20 (PTI): Labour Minister Bandaru Dattatreya Thursday said that the Finance Ministry has approved 8.65 per cent interest rate on EPF deposits for 2016-17. The minister’s statement has laid to rest apprehensions among formal sector workers that they would get lower rate of interest than the 8.65 per cent approved by the Employees’ Provident Fund Organisation’s (EPFO) trustees in December last year. The ratification of the 8.65 per cent interest on EPF will enable the retirement fund body EPFO to credit this rate of return into the accounts of four crore subscribers. “Finance Ministry has agreed to 8.65 per cent rate of interest. Now, the communication will come. The formal discussions are over,” the minister said on the sidelines of National Safety Awards function. “We will immediately issue the notification and credit the rate of interest to over four crore subscribers,” he added.

Panamagate: Sharif gets reprieve from Pakistan SC

ISLAMABAD, APR 20 (PTI): Embattled Pakistan Prime Minister Nawaz Sharif today got a temporary breather from the Supreme Court which said there was “insufficient evidence” to remove him from office but ordered setting up of a joint team to investigate the graft allegations against his family. The high-profile graft case is about alleged money laundering by Sharif in 1990s when he twice served as the Prime Minister to purchase assets in London. The assets surfaced when Panama papers last year showed that they were managed through offshore companies owned by Sharif ’s children. A five-judge Supreme Court bench issued a landmark 540-page split judgement ordering setting up of a Joint Investigation Team comprising officials from different agencies including those from powerful spy agencies the Inter-Services Intelligence (ISI) and the Military Intelligence. The other agencies in the JIT include the Federal Investigation Agency (FIA), the National Accountability Bureau (NAB), and the Security and Exchange Commission of Pakistan. The case filed by various petitioners — Pakistan Tehreek-i-Insaf chief Imran Khan, Jamaat-i-Islami emir Sirajul Haq and Sheikh Rashid Ahmed — sought disqualification of Prime Minister Sharif over his alleged misstatement in his address to the nation on April 5, 2016 and his speech before the National Assembly on May 16, 2016. The petitioners had claimed that the prime minister lied about the investments made by his children in offshore companies, which led to the acquisition of four apartments in London’s upscale Park Lane neighbourhood. The case was launched on November 3 and the court held 35 hearings before concluding the proceedings on February 23. The court also ordered that it was important to probe how money was transferred to Qatar. Sharif had took the plea that London property was bought from the money earned after selling share in a company in Qatar and produced a letter by a Qatari prince. The London properties

owned by Sharif ’s children are at the center of controversy. In the verdict, the bench said that the NAB Chairman has failed to cooperate with the investigation, and the Director General FIA has failed to curb white collar crimes, necessitating the formulation of the JIT. Sharif ’s supporters hailed the court’s decision as a victory of justice. “We have been vindicated as Prime Minister had last year asked to set up a probe commission to investigate Panama leaks scandal,” said Khawaja Asif, defence minister and close ally of Sharif. TV footage showed Sharif embracing his younger brother Shahbaz Sharif who is chief minister of Punjab province. His daughter, Maryam Nawaz, tweeted a photo of Sharif, his family and PML-N leaders celebrating the verdict with smiles and embraces. Sharif is the only Pakistani politician who has the distinction of being the prime minister of the coupprone country for a record three times. He had served as the Prime Minister from 1990 to 1993 and from 1997 to 1999. Both of Sharif ’s first two stints had ended in the third year of his tenure.

An officer with the federal police forces also deployed in west Mosul confirmed that the neighbourhood, which lies just west of the Old City, had been retaken from the Islamic State group. The Joint Operations Command coordinating the fight against the jihadists nationwide said the Nasr neighbourhood was also retaken on Thursday. Iraqi forces launched a huge operation, their largest in years, to retake second city Mosul, in mid October last year. Russian, American twoman crew blasts off to ISS BAIKONUR (KAZAKHSTAN), APR 20 (AFP): A Russian and an American blasted off from the Baikonur cosmodrome in Kazakhstan today, the first two-person launch to the International Space Station in over a decade. The Soyuz MS-04 spacecraft carrying veteran Russian cosmonaut Fyodor Yurchikhin and NASA rookie Jack Fischer shot into the sky in bright conditions at 0713 GMT. Russian space agency Roscosmos said the launch had been successful and that the crew was expected to arrive at the ISS at 1323 GMT. Manned launches to the ISS usually involve three crew members. But Russian space agency Roscosmos announced last year that in the near future only two cosmonauts would be on board the ISS rather than three as has been the case in recent times. The agency explained it is seeking to cut costs on supply missions prior to the installation of a new module to expand the Russian section of the orbital lab at the end of 2017 or in early 2018. Another Russian-American duo, Yuri Malenchenko and Edward Lu, undertook the last two-man mission to the ISS, in April 2003. Yurchikhin and Fischer are set to complete a five-month mission at the station and should join three astronauts, including NASA’s Peggy Whitson, on the orbital laboratory. In an emotional interview with NASA TV, Fischer, a 43-year-old former US air force pilot, said he would be “thinking about Dad” as he enters orbit. When dying from cancer, Fischer said, his father encouraged him to pursue his dream of becoming an astronaut. Powered by a Long March-7 Y2 carrier rocket, Tianzhou-1 roared into the air from the Wenchang Space Launch Centre in the southern Hainan Province, state-run Xinhua news agency reported. Hindi retro music twist for ‘Guardians of the Galaxy Vol. 2’ D isney India has acquired the rights of Bappi Lahiri’s popular song “Jhoom jhoom jhoom baba” to rehash it for a promotional video of forthcoming Hollywood film “Guardians of the Galaxy Vol. 2”. “Guardians of the Galaxy” brought classic songs back in style, and the second part of the 2014 film promises to live up to the expectations. The studio decided to pick the song from 1980’s film “Kasam Paida Karne Wale Ki” to be in sync with the film’s spirit. “’Guardians of the Galaxy’ are a super cool set of superheroes who believe in having a ball as they save the galaxy. As music is a dominant aspect of the movie, we thought it would be a great idea to revive a retro hit dance for the Hindi version,” Amrita Pandey, Vice President-Studios, Disney India, said in a statement. Grushecky wrote the song around the time President Trump took office in January, he told the Pittsburgh Post-Gazette. “[Trump] lost me the moment he started making fun of special needs people. How could a person like that be president of the United States?,” asked Grushecky, who has long worked with special needs children, calling Trump’s actions “appalling.”

Grushecky sent the song to Springsteen, who liked it, and then asked him if he wanted to sing on it. Springsteen then “gave it the Bruce treatment,” Grushecky said. Ko h i m a , A p r 2 0 (NPN): The three-day All Nagaland men’s doubles open and veteran badminton championship got underway at indoor badminton stadium, Officers’ Hill Kohima on Thursday. The tournament is being organised by Crescent Club, Kohima under the theme “step us the challenge.” The championship is being held in four categories; open, 30+, 40+ and 50+. The champion of open category will receive a cash prize of Rs. 40,000 while the runner-up will pocket Rs. 20,000. The winners and the runnerups in other categories will receive Rs. 20,000 and Rs. 10,000 respectively. Altogether 52 teams from all over the state are participating in the championship.
